Integrity commissioners typically brought in when there is sensitive [44:44] discussions and that theatre is any concern that council is [44:49] not following a code of conduct. If staff is not [44:51] following what the staff, if they are inside of what [44:55] is. So it's a neutral party to assist council in [44:57] moving these sensitive issues forward. Um, and I guess I'm [45:03] difficult to answer these questions. It opens. Where is the [45:05] expression spent pencil fully informed because I've been reading commissioner [45:09] that is allowed legal advice to county. So this is [45:12] an opportunity for council to ask these questions and go [45:15] a session to get the answers that they've been asking [45:18] for. To clarify, obviously. And any sort of manana for [45:23] the integrative commission to bring anything upon. Councillor is knowledge. [45:27] There's nothing about sort of. There is no ill intent [45:30] involved. But it was council past for this conversation and [45:34] the conversation can only have been closed. And to have [45:37] the integrity function actually protects Members of Council from stepping [45:41] outside of what their legislative response needs are. So all of these questions can be [46:20] answered by the integrity commissioner when you are an imposed [46:23] session. So is this discussion going to be more about [46:30] our behaviour to stout and to the public. And he's [46:34] going to comment on that. Or is the discussion going [46:37] to be about the reason we're going into closure to [46:41] address the problem that we have within the building. Yeah. [46:47] The second is the information. As everyone else has been [2:09:11] an ongoing issue in all of our communities, um, Ken [2:09:15] Ryland's writing right through them and Staff up continue to [2:09:17] work with Bruce County to address these concerns and determine [2:09:20] appropriate next steps. So that traffic study was actually first [2:09:24] discussed with the county in to ensure that happened earlier [2:09:27] than that too, but in recent years in 2019, um, [2:09:32] in relation to potential, pedestrian coffee and pastry, uh, but [2:09:35] that would delay due to the two squadron studies at [2:09:40] that point. So then in, in 2021, um, council directed [2:09:45] staff, uh, worked with Bruce County and the OPP to [2:09:48] address feeding concerns and explore options such as ProSwap, traffic [2:09:52] signals, float radar and PDC dones County subsequently advised. So [2:09:57] in a report that well super traffic issues could be [2:10:00] reviewed internally more complex issues. Do require consultant. And the [2:10:06] county did have a two year background investigation space bomb [2:10:10] number three. So the study was further than further delayed [2:10:15] by major projects, responsibilities, brother bridge and then later, great [2:10:20] following that the construction of the PC development happened right [2:10:24] at the intersection as well. So then in 2025 council, [2:10:29] directed staff to engage consultants to Undertake a high network [2:10:33] of the ability review of the ice and Road Street [2:10:36] on one way, one metrator and complete a parking study [2:10:40] for the urban areas of the additional preference concerns, including [2:10:46] the angled parking on River Street, which are onside as [2:10:50] part of the broader tractor. Study process. Um, so and [2:10:57] Bruce County are now planning to proceed with the trafficking [2:11:00] parking in the ball of this year. They didn't proceed [2:11:03] in the spring because we were then, um, construction on [2:11:07] Victoria Mill and Rolex Great Den. So that was sort [2:11:10] of delayed. Um, but the paving just was completed a [2:11:14] week ago on drive and that construction is now done. [2:11:17] So we're working on the scope of this project swallow. [2:11:23] I will note that the traffic studies are typically completed [2:11:25] in sprinting to all that best practice or standard, fairly [2:11:29] standard practice. So announcements session. In [2:41:32] the answer, three funding scenarios that we evaluated. The one [2:41:37] is current funding, which is no tax or rate increases [2:41:41] over a 20 - year period. So that would just [2:41:43] be continuing stressful as we are right now. A full [2:41:47] funding strategy in 20 years. So approximately 2. 9 percent [2:41:52] annual vaccine increase to achieve and maintain 100 percent lifetime. [2:41:57] So that would be a 2. 9 increase over 20 [2:41:59] years. Knowing that that is just for capital. We structure [2:42:03] that attempt to do with operating. The best volume is [2:42:05] basically capital completed. And then there was also a 75 [2:42:09] percent funding strategy 2. 1 percent inhalation to reach 75 [2:42:18] percent of full length label. Funding. The plan identified scenario [2:42:24] 2, which is the full funding of preferred approach because [2:42:28] it was asset condition risk reduction. Proactive asse management and [2:42:34] long - term bans of sustainability. And under the current [2:42:36] funding model, the municipalities overall aspect condition is projected to [2:42:40] define from 53 percent. For over time. Under the 75 [2:42:48] percent funding 8. 1 million improving as a condition to [2:42:55] 55 cent there. And under the full funding scenario and [2:43:00] annual acid, but annual investment would increase the approximately 10. [2:43:04] 3 million. Including overall asset completion to 162 percent. At [2:43:10] land recommends of phased in approach to brother renewal and [2:43:13] replacement needs and over at my year period to midwise [2:43:17] impacts on tax. Fears and rapers while adding infrastructure requirements, [2:43:23] addressing infrastructure requirements responsibly.
