[0:00] Okay, [0:03] » welcome to the Municipality Monroeville Planning Commission meeting of August [0:06] 19th, 2026. If we could stand for the pledge of allegiance and a moment of [0:11] silence. >> I pledge [clears throat] allegiance to [0:14] the flag of the United States of America and to the republic for which it stands, [0:20] one nation under God, indivisible, with liberty and justice for all. [0:27] » [clears throat] [0:36] » Okay, Sharon, if you could do the roll call, [0:40] please. >> Mrs. Montgomery, [0:43] » here. >> Mrs. Lawrence, [0:45] » here. >> Mr. Walker, [0:46] » here. >> Mrs. Lewis Burke, [0:48] » here. >> Mr. Seagullen. [0:51] » Miss Seaman >> here. [0:52] » Mr. Prugnell. >> Mr. Welden [0:55] » here. [0:58] Okay, thank you. We do not have the minutes yet for the meeting of July [1:04] 15th, so we will approve those next month. And Paul, if you want to do the [1:08] new business. >> Okay, our first item tonight is 265C, [1:12] the learning nest. Applicant is requesting conditional use [1:16] approval pursuant to article 5 section 504N [1:20] child care center principal use of the Monroval zoning ordinance number 2779 as [1:25] amended to permit the operation of a child daycare business. The property is [1:29] located at 2640 Pickaran Road and identified as tax parcel 857B238 [1:36] in the BLVD Boulevard zoning district. And I believe we have the applicant here [1:43] who will tell us about her [cough] business. [1:51] » Hello. I'm Lisa Whitney. I'm the architect and uh this is uh Robert [1:56] Ratundo. He is the business owner. >> Did you sign in? Did you both [2:01] » We did. We both signed this paper. >> Um so uh the the building is an existing [2:08] structure. Um and um the owner has purchased the building to expand an [2:14] existing daycare facility that he has. So he already has a license to operate a [2:19] daycare. It's it's actually in Monroeville that his existing uh [2:23] building. And um I there are 14 um use there are 14 criteria associated [2:33] with the special exception. And I I I don't know if you would like to do it [2:38] this way, but if if you would, I can go through all of those criteria and show [2:42] the way that we're meeting them. >> You don't have to. If you just want to [2:45] summarize that, that would be fine. [laughter] [2:48] » Okay. So, um so I guess some of the primary um criteria are related to [2:53] things like um the ingress and egress, making sure that you don't cause any [2:58] backups. Um and and we do have a very wide 30 foot wide driveway, so it does [3:04] allow for two-way traffic. Um we have areas both in the front and the rear of [3:09] the building where people can pull over to drop off and pick up their children. [3:14] Um we're required to have 11 parking spaces, but we have 16. This is this is [3:19] all provided in the documents that you have. Um there is no overnight night um [3:25] or drop in care, which is one of the criteria. Um [3:31] uh the play area um is required to be screened um and and to be required to be [3:39] in the rear of the building which is we um provided all as far back in the rear [3:44] of the building as we have uh a play area that has a 4ft high fence with a [3:49] self-latching gate. Um also the dumpster is required to be masonry and screened. [3:55] Um that's existing. We're going to use the existing dumpster location. Um [4:01] there's a criteria related to a child care center located within 2,000 ft of [4:07] this building. So there Kinderare is the next parcel over, but Kinderare is [4:12] closed. So I don't think that that counts as an existing daycare. Um and um [4:20] we are not near any uh sexually oriented businesses in this district. Did you did [4:24] you bring one of your plans? >> I I did bring a copy and I just it's the [4:28] same plan you already have. I just made some notes about some dimensions. [4:32] » Okay. >> In case you asked any questions. And I [4:34] did also bring the floor plan uh that we submitted for plan review. Um and we [4:40] have a preliminary plan review that that's pretty promising. We needed to [4:44] provide the license proof of license and things like that, but um for the most [4:48] part um we met the the building codes. >> You can take that plan and set it on the [4:52] on the tabletop. There's like a an X. Set it there and there's a camera in the [4:56] ceiling that'll pick it up and put it on the monitor. [4:59] » If you need if you need a clean copy, you can use mine. I mean, it just has [5:02] some dimensions. I don't I [clears throat] didn't say anything [5:04] secret. >> So, you can just point out the building, [5:06] the road, and the parking lot. >> So, um, Peron Road is the road that it [5:10] enters from. Um, and then this is the driveway, which again is 30 ft wide. Um, [5:15] and as you come up towards the rear of the site, you pass the building here, [5:19] which is an existing two-story masonry structure. Um, you go beyond that, and [5:25] that accesses the 16 space parking lot, which does include handicapped [5:30] accessible parking. Um, as close as as we could put it to the entry to the [5:36] building, um, the upper entry. So, there's a lower entry and an upper [5:39] entry. Their intention is to use the upper one as the primary entrance. Um, [5:43] but it does provide for um, you know, um, an emergency exit on the first [5:48] floor, too. Uh, >> and if you want to put this up, this is [5:52] just a a Google image. It'll sometimes the color helps show things. It'll show [5:57] the existing building, existing parking lot [5:59] » on top of it. >> You want me to take this? [6:00] » You just you just put it right on top. It doesn't matter. [6:04] » I'll zoom in. Yeah, >> I might be upside down. [6:08] » So, in this case, Parin Road is here. Uh this is our driveway. This is the [6:14] building we were discussing. Parking lot. Um also play structure will be back [6:19] here at the back of the parking lot. That dumpster is already existing sort [6:23] of off to the side and it it is um a masonry structure. Um so it provides a [6:28] visual buffer to the neighbor. Um I don't I don't think that there are [6:35] any other significant criteria, but I do have um I did go through the the special [6:42] exception criteria um and I verified that we met all of them. Uh so if you [6:48] have any questions, I can provide those answers. [6:52] » What are the hours of operation? >> Monday through Friday, 6:00 a.m. to 6 [6:57] p.m. >> The same as our other center. We just [6:59] outgrew that center. Um, so we're on Mossai 2553 Mosai. That's going to be [7:05] the baby daycare zero to two. And this is going to be the older children. [7:09] » I wondered why it said upper school. So this is the [7:12] » That makes sense. Yeah. >> Yes. [laughter] And then how many stu or [7:16] children? >> We have 64 at our other center. [7:18] » And then what's your anticipation here? Same. [7:21] » Um, no. This building's a little bit bigger. Okay. So I'm hoping for a little [7:24] bit more. >> All right. I can see what we can what [7:27] the code says. Okay. I hope I can read it. [7:33] [clears throat] [7:35] » Yeah. So, based on the occupancy that for the state, um, they could have up to [7:41] 70 kids with 15 adults. >> Okay. [7:44] » Presumably. >> All right. [7:49] » Any other questions? [7:52] » No. [clears throat] [7:55] » I get a motion to approve. >> Motion to approve. [7:58] » I'll second. All right. All >> in favor? [8:01] » I I >> Thank you. [8:02] » You're approved. >> Thank you. [8:04] » All right. So, uh you you'll move on to council. It'll be the first Tuesday and [8:08] the second Tuesday in September. And I'll send you a letter tomorrow. [8:14] » Good luck. >> Uh you can have them. [8:18] » Thanks, guys. >> Thank you. [8:19] » Thank you. >> I didn't realize the other room was [8:23] closed. >> I didn't realize it was either. Okay. [8:32] We ready for the next item? Yep. >> Yes. [8:35] » Okay. So, the next two items is the same applicant. One's a site plan, one's a [8:39] conditional use. I'll read them both into the uh uh into record and we can [8:45] act [clears throat] on them independently or together. 264 ST [8:50] McDonald property. Applicant is requesting site plan approval pursuant [8:53] to Monrovville zoning ordinance number 2779. [8:56] as amended to permit the construction and operation of a tattoo parlor and [9:00] associated site amenities. The property is located along Old Frankstown Road and [9:05] identified as tax parcel 741D042 in the M1 planned industrial zoning [9:11] district. The conditional use part of the application [9:15] is 26 C or 266C McDonald property. [9:22] Applicant is requesting conditional use approval pursuant to article 5 [9:25] conditional use section KK KKK tattoo parlor/body piercing studio of the [9:32] Monroval zoning ordinance number 2779 is amended to permit the operation of a [9:37] tattoo parlor. The property is located along Old Frankstown Road and identified [9:40] as tax parcel 741D042 in the M1 planned industrial zoning [9:45] district. [9:49] » Good evening. My name is John Swearing and I'm with the firm of Faringer [9:53] McCarti Gray. I was here months ago for Fox Plan. Um, that's getting geared up. [10:01] Hopefully going to be under construction sooner than later. This is a slightly [10:04] different uh type of project, but I believe it's just as simple to be honest [10:10] with you. Um, as Mr. Wen had mentioned, uh there's a proposed tattoo studio [10:16] studios called uh Bodyworks Tattoo Studio. He currently exists. Don [10:20] McDonald is the is the owner. He currently has his business in Pin Hills. [10:25] He has been desperately wanting to get to Monroeville or Plum. You guys won [10:30] because you have the property in the correct zoning. Plum doesn't. So, um, [10:35] Plum's in the process of changing their code for that reason. They they need [10:39] more businesses. You guys have your stuff together. So, that was very [10:42] refreshing. Um, so I'll start here with with the map. I don't know if you guys [10:47] could can see that. It's not as pretty as what Mr. Wman had there. It doesn't [10:52] show up quite as nice, but this is a 2.13 acre piece of property. Uh to the [10:58] the the south and east, we've got Mr. Water Heater for reference. Um we have [11:03] Dexter Drive as well. That's uh that that Mr. Water Heater is located off of. [11:08] To the north of our property, we have Old Frankstown Road, which is the road [11:12] that we're actually going to be accessing the property from. Uh, this [11:16] is, I believe, the former Verizon building. I I say former Is it still [11:21] Verizon? Still there. Okay, they're still there. I know they have trucks [11:24] there. I don't know if they're still occupying the building. That's why I [11:26] meant that. But, um, and then there is actually a creek that, uh, transverses [11:31] uh, basically south to north, north to south. Um, and it crosses underneath Old [11:36] Frankstown Road. There is a piece of property that's owned by a separate [11:41] entity. Um, the Martins, who actually know Zach Martin pretty well. Um, [11:47] they're contractors and we've reached out to them and let them know about [11:51] this. They're probably going to try to bid on this project because they're [11:53] literally right next door. But to access their property, there is a little bit of [11:57] public rightway that does actually jut in um to the west of our property. Uh, [12:03] and I say northsoutheast west uh on this Alageney County GIS. north is is up. Uh [12:09] so there is a there is a piece of of uh land here that that the the Martins [12:14] utilize to get to Old Frankstown Road along our southern I'm sorry our uh [12:19] westerly side. So um that's the site itself. Again, 2.13 acres. It's zoned [12:24] M1. We're here for conditional use approval as well as land development. [12:31] Okay. So I'll cut to the chase. >> [clears throat] [12:37] » Um, see you guys can see this. Um, okay. Proposed. Again, we have old Frankstown [12:45] Road that's off basically north in this situation is where Frankstown Road is. [12:50] North actually works that way. Um, so this this image is a little bit skewed [12:56] from what I just shared with you, but Mr. Water Heater is actually planned [13:01] south on this image. So, you can see where it's it's actually pretty tight. [13:05] um 2.13 acres. We're disturbing under an acre, so there isn't a lot of [13:10] disturbance. It's a pretty small building. It's it's proposed to be 4,400 [13:14] square ft. Uh singlestory. Um one primary point of access, which [13:20] would actually be on the easterly side of the building. Um [13:25] front of the building actually is just going to have some doors and windows and [13:29] um front along the parking lot itself. Uh it's a pretty simple design. And [13:34] again, we have to have at least one ADA parking space. It's located here. Again, [13:38] the the main entrance is located on this side of the building. I'll show you some [13:42] elevations here in just a moment, but um simple parking lot with parking in it as [13:48] well as underneath it. It's our storm water management facility. Again, not [13:51] real large because there isn't a lot of development. [13:54] Um we do have paved area here. The area to the rear is a is proposed to be a [14:00] stone area. uh it's a depression to grab as much of the water shed that's falling [14:04] down toward the building existing as well as proposed. So the client [14:08] requested sort of like a rock garden type scenario in that location as [14:12] opposed to pushing plant material up against the building. Trash location is [14:17] over here on the opposite side from the from the entrance on the opposite side [14:20] of the building. um sanitary flows basically from this corner of the [14:25] building down over the hill actually crosses through that ingress egress [14:30] point for the adjoining Martin property utilities basically are all coming from [14:36] plum the burrow line is essentially down the middle of old Frankstown road so on [14:42] the opposite side of the road is plum burrow so water gas electric [14:48] » [clears throat] >> um and even the sanitary is actually [14:50] flowing into plum So, we're communicating with both the the local [14:54] municipal authority as well as Columbus Plums Municipal Authority in the [14:56] situation and they've been they've been coordinating together along with us. [15:00] There's a lot of emails back and forth. Um, pretty simple. Let me let me jump [15:06] quickly here and then we can take some questions. [15:09] AE Works is the architect of record for this. Again, pretty simple design. [15:14] Basically, two materials. It's a It's an asphalt shingle roof, but we're looking [15:19] at a split face concrete block um facade for about six feet and then the [15:25] remaining four feet uh to the to the bottom of the roof line. Again, this is [15:31] the long this is the long side here. The upper image is the ones actually facing [15:35] the parking spaces. We've got a few windows in there. Um, but the upper [15:40] vertical piece there is actually aluminum siding um or some sort of a [15:44] metal cladding. But again, pretty clean, simple. Colors haven't been decided yet. [15:49] The image I received was actually black and white, so it's all I could print out [15:52] for you. I don't know what the colors are quite yet, if there's going to be [15:56] anything. I know the block originally was intended to be like a a darker gray, [16:00] but I don't know about the metal cladding. Um, this image right here is [16:06] actually the front entrance. So you can see there's two larger windows. Just [16:09] inside this doorway is actually the waiting area. So the owner wanted to [16:14] have as much sunlight in there as possible. [16:17] There's a lot one of the reasons why the windows are up higher and there aren't a [16:22] lot of windows is because the interior space is pretty much for tattoo purposes [16:28] and so privacy. He he doesn't really want to have a lot of windows where [16:32] people can see. I know there's other ways to handle that with film. he's [16:37] comfortable with and he says his clientele is more comfortable with [16:40] actually having fewer windows and um privacy within the the facility as well [16:45] as outside. Maximum height at the peak is only [16:50] proposed to be 19 ft. So again, pretty small building, low impact visually on [16:56] the site itself, roughly 110 ft by 40 feet. So again, not a real large [17:01] building itself. 4,400 square ft. That's what I have. Anyone have any [17:08] questions for me? H >> how many artists will be working in the [17:12] facility? >> So Don actually is the primary artist, [17:15] but he has anywhere from two to three artists that can be working at the same [17:19] time as him. So it's a pretty simple, smaller business. um he does a lot of um [17:27] artistry um on his own by himself when there aren't a lot of people there. So [17:33] again, I think it's pretty much a low impact site development. Um he doesn't [17:37] need a lot of space in order to um take care of his clientele. [17:44] » Good. >> He has a growing business, so it's this [17:46] is a little bit larger footprint than what he currently has. He's very excited [17:50] to be here. He really loves this site. So on the back side of the site is a is [17:55] a um sorry I'm jumping around going back to [18:00] this one. This is a valley in here. Lots of trees and wetlands. And so you know [18:05] again it he's kind of pushed his building in well we've kind of pushed [18:08] his building in the middle of the site and be by doing that it's he's a little [18:12] bit more surrounded by nature. >> He he didn't want to be tight up against [18:16] the road. >> Yeah. Nice. [18:21] Is is he going to be doing any body piercing or is this tattoos on? [18:27] » I can't say he's never going to be doing any body piercing, but [18:31] » it's it's all permitted under the >> Right. [18:33] » Yeah. >> But as of right now, it's tattoo [18:38] and he apologized for not being able to be here. His night off is Monday and [18:41] I'll be honest with you, he asked if we could move this meeting to Monday and [18:44] I'm like, "Oh, Don, it doesn't work that way." [laughter] [18:48] He's really nice. He's a really nice guy. So, [clears throat] [18:51] yeah, he he apologized. Wednesday nights are his big night for him being there [18:56] alone with clientele. >> So, he apologized. [19:03] » Any other questions? >> No. Motion to approve. [19:08] » Motion. >> I will second. [19:10] » All in favor? >> I. [19:12] » Is that Is that for both the site plan and the [19:14] » both? Yes. Sorry. Motion to approve. Do I need to say the numbers? [19:19] » Uh 264 ST and 266 C. >> Yes. [19:25] » Do you need a new motion? >> Nope. [19:27] » Okay. Okay. >> Good. [19:29] » Very good. >> Thank you folks. [19:31] » Thank you. Yep. >> And same thing, you'll be on council's [19:35] agenda first and second Tuesday of September. [19:42] » All right. [19:46] motion. >> That concludes it. Can I get a motion to [19:50] » I'll make a motion. >> I second. [19:52] » Very good. >> All in favor? [19:54] » I >> meeting a journey.
