[14:56] Marcy Water and Electric. So, um, very
[14:58] familiar with the area. lived there for
[15:00] uh three years um and am now based out
[15:04] of our Phoenix corporate office. Uh we
[15:07] also have Mike Lacy on the call who's
[15:09] manager of our water um resources out of
[15:12] our corporate office and Diana Keltz
[15:15] who's manager of water and land out of
[15:18] the Morreny uh mine.
[15:21] » Uh so yeah, we're excited to talk today
[15:23] about a geothermal project that we have.
[15:26] Uh, and I can just flip through some
[15:29] slides here. Um,
[15:32] if

[15:41] » Just a quick overview of what we're
[15:43] doing is we have a geothermal project
[15:47] that is going to be used to increase the
[15:50] copper production uh
[15:54] specifically in our leeching process. So
[15:56] I think many people are familiar with
[15:58] our leeching process. Uh if you're not,
[16:00] it's a process what that we use for
[16:03] mining to extract copper out of ore uh
[16:07] through
[16:09] through a chemical process where we
[16:12] inject uh rafinate solution on leech
[16:16] pads and what we're finding is that as
[16:19] we introduce heat into that process
[16:22] we're able to accelerate the process and
[16:25] get additional pounds of copper. Uh we
[16:28] have a leeching initiative um to recover
[16:34] an additional 800 million pounds of
[16:36] copper by 2030. And this heat process is
[16:42] one of the key ways that we're doing
[16:45] that. Uh so we've looked for at
[16:48] different ways to get the heat into this
[16:51] process uh through electric boilers or
[16:54] natural gas uh boilers. Uh and we're
[16:58] looking at all solutions in parallel,
[17:00] but the one that we're most excited
[17:02] about is this geothermal. Uh so we've
[17:05] done quite a bit of early exploration
[17:09] for geothermal, and I'll get into that
[17:10] in the next slide. But uh we also have a
[17:13] partnership with the DOE, the US
[17:14] Department of Energy. Uh it's a
[17:17] cooperative agreement for a 50% cost
[17:20] share up to $80 million. Uh so it's not
[17:23] just a grant where they give us the
[17:25] money but they're involved throughout
[17:27] the process and uh as we incur expenses
[17:32] they will pay 50% of those expenses
[17:35] throughout
[17:36] » Or a 50% cash share up to $80 million.
[17:40] Uh so it's not just a grant where they
[17:42] give us the money but they're involved
[17:44] throughout the process. And
[17:48] » Okay, sorry it sounds like there's a
[17:49] little bit of a delay. So, um I've
[17:51] skipped to the next slide, but
[17:55] uh just to give an overview of the work
[17:57] that we've done to date, uh we wrapped
[17:59] up our phase one exploration in April of
[18:03] this year. Uh the intent was to
[18:07] » Drill six core wells at depths of 3,000
[18:11] ft. Uh the full depth that we plan to go
[18:14] is about 8 to 10,000 ft. But what we did
[18:18] was just go drill six core wells at only
[18:20] 3,000 ft to be able to build a
[18:24] subsurface map uh that shows the
[18:26] temperature, it shows faults, uh it
[18:29] shows uh and help design where we should
[18:32] target the full-size wells. Uh we took
[18:35] temperatures of those wells. Um, at
[18:39] depth we are targeting temperatures of
[18:43] 134° C. And again, that's at 8 to 10,000
[18:47] ft is what we anticipate. Uh, and at
[18:50] 3,000 ft, we hit 96° C, which was very
[18:55] encouraging. You can see on the right is
[18:57] just the deeper we go, the higher the
[18:58] temperatures have been. Uh, so
[19:02] » We are excited for that. Um
[19:07] and
[19:09] we hit
[19:10] » And then uh so for phase two we're right
[19:14] now doing a lot of prep for that. Uh the
[19:17] plan is that we will drill two wells at
[19:21] full depth. And those wells both have
[19:23] been permitted by the Arizona Oil and
[19:25] Gas Commission. And those wells were the
[19:28] first wells uh for geothermal use that
[19:32] were permitted in the state of Arizona.
[19:34] So that was exciting.
[19:36] » Drilled two wells at full depth. And
[19:40] those wells both have been peritted by
[19:42] the Arizona Oil and Gas Commission. And
[19:44] those wells were the first wells uh for
[19:48] geothermal use that were permitted in
[19:50] the state of Arizona. So that was
[19:52] exciting.
[19:53] » Uh and then also we have uh our phase 2
[19:58] exploration.
[19:59] Uh we've got a picture here on the right
[20:02] that shows what the drill rig is going
[20:04] to look like. We anticipate the drill
[20:06] rig being on site for about 3 months uh
[20:09] starting in late September, early
[20:11] October for that full depth uh drilling.
[20:14] Uh the the height of the drill rig is
[20:16] 136 ft. Uh it's going to be delivered in
[20:20] several pieces over uh 3 days by truck
[20:24] and Freeport will monitor the any
[20:27] concerns about increased truck traffic
[20:30] uh as well as the condition of the roads
[20:32] to ensure that there's uh we're safely
[20:36] able to arrive.
[20:42] Uh as I noted earlier, the Arizona oil
[20:45] and gas commission uh conservation
[20:48] commission did approve the permits for
[20:51] the two wells.
[20:53] Uh we have started on preparation and
[20:57] construction of the drill pads. Uh we
[21:00] completed geotechnical drilling in July
[21:03] of this year and currently working
[21:06] through the civil work for the drill
[21:08] pads. Uh and then the water supply is
[21:11] going to be provided by the mine uh
[21:13] using a water source tested by our
[21:16] environmental department to confirm
[21:18] water quality. And uh construction for
[21:21] that water supply did begin in July.
[21:35] We're also looking for a temporary
[21:38] living quarters for our drill crew. And
[21:41] so we've identified the RV park in the
[21:45] town of Clifton to expand that park uh
[21:48] and provide utility service through
[21:50] Emergency Water Electric. Uh and we're
[21:53] also working with the town of Clifton to
[21:55] bring in uh either a sewer connection or
[22:00] uh bring in tanks that could be pumped
[22:02] out by a third party. And so we have a
[22:04] conceptual layout of what that RV park
[22:06] expansion will look like in this slide.
[22:16] And then phase three, assuming that
[22:18] we're successful with our phase two and
[22:20] we hit the target temperatures that
[22:22] we're looking for at depth, uh we'll
[22:25] also begin drilling for additional uh
[22:29] wells, additional heat for the mining
[22:31] process. Uh we've looked at a we're
[22:34] looking at a couple of locations. One is
[22:36] the former Texico property uh that we
[22:39] could potentially use for a well site.
[22:41] Uh and another is the historic ACC
[22:44] smelter and land under voluntary
[22:46] remediation program with ADQ. Uh both
[22:51] areas that we're looking at uh for
[22:54] future expansion. Uh this is a project
[22:56] that we're excited about the ability to
[22:58] expand. Uh we're targeting for this
[23:02] first phase 30 megawatts thermal of
[23:04] geothermal
[23:06] and with the phase three an additional
[23:09] 30 megawatts thermal and uh there's
[23:13] potential and ability to expand this uh
[23:17] at a much larger scale. Uh and we're
[23:21] kicking off in September uh some
[23:24] exploration efforts in Safford as well.
[23:26] We think this can be replicated through
[23:29] uh all of our minds sites and we're
[23:30] excited about it. So that concludes my

[26:24] Grant. It's offered by the Arizona
[26:25] Department of Health Services.
[26:28] something we've worked on

[26:33] coming up on a year uh when it looked
[26:36] like this was going to be potentially
[26:38] available um to counties particularly
[26:42] rural counties in Arizona. Um this this
[26:45] funding is targeted toward
[26:48] uh rural populations. Greenley County,
[26:51] we are 100% our our population is
[26:54] considered 100% rural. We don't have any
[26:56] pockets that are that are outside that.
[26:59] Um
[27:01] the grant is being offered for five
[27:04] years.
[27:06] The the amount per year is just under
[27:10] 224,000 a year. Um we will be we were
[27:15] able to pick um there's there's some
[27:18] there's a scope of work that the state
[27:20] has and we were able to pick what fits
[27:24] uh in Greenley County
[27:26] for the first year. Our plan was to do
[27:28] some self to start providing
[27:32] um some self-monitoring tools to
[27:34] residents which are uh particularly
[27:37] blood pressure cuffs um automatic blood
[27:39] pressure cuffs along with giving
[27:41] training
[27:43] um to residents and it will be no cost
[27:46] to the resident to to be able to get
[27:49] this equipment. And the the equipment
[27:50] we're looking at is a lot better than
[27:54] some of the uh the cheap blood pressure
[27:57] cuffs that usually cause people to have
[27:59] anxiety
[28:00] um from using them. And again, it'll
[28:03] come along with some some training from
[28:05] the health department on how to use it,
[28:07] what time of the day to use it, how to
[28:09] not how to not freak yourself out by
[28:12] having a wild number. Um
[28:17] uh and we will also use it to
[28:20] uh keep keep pushing. We've been pushing
[28:22] since 2009 in Greenley County on
[28:25] physical activity and nutrition and
[28:26] we've seen a a lot of good results. Um,
[28:30] but we will continue with that along
[28:33] with we're going to we would like to
[28:35] open up uh some nocost consultations
[28:38] with our county dietitian
[28:40] um for residents so they they could
[28:42] schedule come in and talk to a dietitian
[28:45] about about their diet. And that's
[28:47] something we were able to do about five
[28:51] pri prior to COVID. We did it a little
[28:53] bit. Um but the funding that we had for
[28:57] that was was pretty tight. Uh we had
[29:01] some constraints on what the state would
[29:03] allow us to use uh the funding that we
[29:06] pay for the dietitionian. Um after this
[29:09] first year we'll have four additional
[29:12] years and um in those phases we will
[29:17] continue focusing on physical activity
[29:21] um and nutrition and and
[29:24] uh expand into some suicide prevention
[29:27] and
[29:28] uh some programs on improving social
[29:31] isol isolization.

[31:52] $20,000 to spend for the simulation. Uh
[31:56] we did our homework. We uh uh researched
[31:59] several vendors that would provide the
[32:01] service. Uh but just like everything
[32:03] else, it's uh hard to find one that's
[32:06] going to uh uh encompass everything we
[32:09] need in one software. So we found the
[32:11] closest choice uh for us, which is uh by
[32:15] laser shot. Uh the good thing about this
[32:18] system, it is more computerized and more
[32:21] software than uh uh other vendors. Uh
[32:26] and I'll elaborate on that. uh with the
[32:29] software that's provided uh the
[32:31] instructors can provide scenarios uh to
[32:34] the officers in uh what we call
[32:37] judgmental shooting scenarios. They can
[32:40] also learn to deescalate the scenario uh
[32:43] transitioning to a less lethal weapon.
[32:46] Uh everything that we do in law
[32:48] enforcement, a lot of it is based on uh
[32:50] knowledge, education, training, and then
[32:53] muscle memory. If we're teaching our
[32:55] deputies to deescalate and to uh
[32:57] transition to different weapons, we can
[32:59] do that with this system very well. Uh
[33:02] it doesn't require a lot of maintenance.
[33:04] So the uh simulated firearm that's
[33:06] included with it um uh just needs
[33:09] calibration before every shoot and then
[33:12] the uploaded uh scenarios that they have
[33:15] uh would be presented uh for annual
[33:18] training. Uh, it can be also used as a
[33:21] proficiency training with the pistol
[33:23] that's included with it. It doesn't take
[33:24] real ammunition. So, it's all uh almost
[33:27] like playing a video game. Uh, the
[33:30] second uh and this comes up to about
[33:33] 19,700. That's right under what we're uh
[33:36] uh budgeted for already. Uh so it's
[33:39] within the budget that's provided to us.
[33:41] Uh the second vendor that we uh had a
[33:44] quote from was Laser Ammo. It is a very
[33:47] good system. However, um it is more
[33:50] mechanical than it is soft software uh
[33:54] uh like the other uh uh vendor that we
[33:57] had. So in those uh firearms, simulated
[34:00] firearms and rifles they gave us, they
[34:02] have to be attached to a uh uh gas
[34:05] powered uh uh attachment. That's how
[34:09] they work. They work based just like a
[34:12] just like a a power drill. That's uh uh
[34:16] uh
[34:17] that is um projecting the uh nail into
[34:22] the wall through the power the the air
[34:25] pressure. So that's more mechanical
[34:27] stuff that could fail that would require
[34:30] more uh maintenance and more
[34:32] calibrations, more parts that could go
[34:34] bad. Uh it also um
[34:39] it's like being in real life on the
[34:41] range. You feel the recoil of the weapon
[34:43] and all that stuff. It is all nice
[34:44] stuff, but it does not have as good of
[34:47] introduction to the scenarios that we
[34:49] have. The ability to adjust the
[34:51] scenarios, the ability to deescalate the
[34:54] situations during the scenarios because
[34:56] that's what we're trying to train our
[34:58] deputies to have that. Uh, as long as
[35:00] they're safe, and if they can
[35:01] deescalate, we should go that route. So,
[35:03] we don't have that with this system.
[35:05] It's got a lot of big guns, which we
[35:07] don't use. Uh, so it's a little bit
[35:10] cheaper. So, it's about in the almost
[35:12] 16,000 quote, but again, it's got a lot
[35:14] of mechanical attachments to it that
[35:17] will probably require more maintenance
[35:19] down the road or more repairs to be
[35:21] done. Uh, the third system that we found
[35:24] uh within that budget as well is called
[35:26] uh uh uh Stikeman uh system. Now, this
[35:30] is made out of a lot of different
[35:32] vendors uh into one system. Um it still
[35:36] doesn't meets the standards of what we
[35:38] need as far as uh presenting reliable
[35:42] scenarios as far as uh getting
[35:45] deescalation into those scenarios and
[35:47] training the deputies in those areas. Um
[35:50] and uh it's it's just falls within the
[35:53] quote that we got but it really not
[35:55] something that I would recommend that we
[35:56] get just because of its lack of
[35:58] capabilities that the other two system
[36:00] has. Uh so I would just uh uh ask uh
[36:04] respectfully that you grant us the first
[36:06] quote for uh laser shot that's going to
[36:09] be within the budget. Uh and it is the
[36:12] best system that would save our agency
[36:14] and train our deputies in the best uh
[36:17] industry standards uh up to today. Thank

[44:02] July of this year. Uh you'll notice that
[44:04] number is uh bigger than any of the ones
[44:06] in the column before it. Um we had
[44:09] projected uh income of of uh 500,000
[44:15] um per month. Um we are well above that
[44:19] in the first distribution. Now we watch
[44:21] these things of course carefully. We
[44:23] watch um copper markets. We watch what
[44:25] is likely to take place with both cost
[44:28] side as well as the um supply demand and
[44:31] and price of copper. Uh things are
[44:34] favorable right now in the world. Um
[44:37] attended uh at Martha Luhan's invitation
[44:40] a quarterly CPP meeting last week and
[44:42] and things the headwinds are actually
[44:45] tailwinds. They're they're pushing the
[44:47] copper industry forward right now, which
[44:49] is a good thing. Um,
[44:52] if this were to continue, we would end
[44:53] up overshooting our our projections by
[44:56] about $3 million. Um, I've lived long
[44:59] enough in this county environment to
[45:00] never hold my breath like that. Um, but
[45:03] it's always good to start off on a good
[45:05] foot. And so that that one distribution
[45:08] represents about one and a half of our
[45:11] projected, you know, one and a half
[45:12] months of our projected income on the
[45:15] county sales tax side. Likewise, um it
[45:20] was a good month. We projected um
[45:23] 120,000 and and in the first month we
[45:25] received just under 170,000. So about
[45:28] 50,000 or about uh not quite half, about
[45:32] 40% additional over what we projected.
[45:35] Again, this is early in the year, but
[45:36] we'll keep track of it um and see see if
[45:40] that continues to trail or tack the way
[45:43] it has. Any questions on that?

[46:19] summit in October. Um, we were
[46:22] introduced to them literally, I I think
[46:25] each proposal got about 30 seconds uh,
[46:28] in our introduction. I have not had a
[46:30] chance to go through them carefully, but
[46:32] even in a a quick perusal, the um there
[46:36] are several ideas that address the same
[46:39] or similar topics. Some are are brand
[46:42] new, some are things we've seen before.
[46:45] Some are presented as potential
[46:47] resolutions, which would be a policy
[46:49] statement adopted by CSA as a whole. Um
[46:52] others are presented, they are budget
[46:54] issues. Uh, for example, you're seeing
[46:57] some stuff on wildfire that uh is there
[47:00] and it's attempting to try and and shake
[47:02] some money loose from the state coffers
[47:04] to address local wildfire issues. Some
[47:07] of the issues appear to be just for the
[47:10] county that's proposing them and don't
[47:12] have a lot of effect in other counties.
[47:15] Um other proposals, for example, um
[47:20] homeowners insurance. This is an an
[47:23] issue that both uh Cookanino and well
[47:26] primarily Pima County has championed and
[47:29] it's a response to increasingly
[47:32] precarious fire wildfire conditions. Um
[47:37] my next task will be to go through and
[47:39] sort of uh rank these in terms of their
[47:41] likely impact on Greenley County. um
[47:44] give you some idea on on what the policy
[47:46] implications are and and uh when we meet
[47:49] again as county managers in September.
[47:52] Um we will be given much more and and
[47:55] this is this number is not going to stay
[47:57] the same. Some of these will go away,
[47:59] some of them will meld into a single
[48:01] proposal. Um some will modify, some will
[48:04] pull it off the table and come back
[48:05] later. U but this is the largest number
[48:09] of proposals I've seen since I've I've
[48:11] been in this position. Um and and it's
[48:14] it's a lot. Um
[48:17] I would encourage you if at all possible
[48:19] to be able to attend either by Zoom or
[48:21] in person the September CSA meeting.
[48:24] Now, the trouble is that conflicts with
[48:26] the first day of our county fair, um,

[48:34] given a more full briefing on on those
[48:38] proposals ahead of the early October
