But the reason [18:09] why this is so important is since June, [18:12] we've had this discussion had uh [18:14] discussions with Marian County and we've [18:16] also talked about it on our local [18:18] government advisory committee through [18:20] HHS talking a little bit about some of [18:22] the concerns that um uh OA is really not [18:27] being receptive to the concerns we have [18:29] about uh safety issues. So what this is [18:32] really doing is asking them, it is a [18:34] petition to require them OA to do a a [18:38] public comment period to take input [18:40] about some of the concerns about uh [18:42] residential facilities that they are in [18:44] their rulemaking process not hearing the [18:47] counties about. So uh maybe director [18:49] Manfren can talk a little bit about this [18:51] and why we're recommending that uh the [18:53] board uh send this letter. [18:57] >> Okay. Is this on? [18:59] >> Yeah. I think uh to be really [19:05] clear the ask is to support Marian [19:09] County's request to go through a [19:11] process. So it's not dictating any [19:13] specific outcome at this point. Really [19:15] just looking at going through the [19:16] process. Yamho County doesn't operate [19:18] any residential programs themselves. [19:21] However, we do have staff who work in [19:24] residential programs through a contract [19:27] to provide the behavioral health [19:28] supports within that facility. And the [19:31] main things that I'm really concerned [19:33] about right now are some of the language asks that have not [19:38] been uh moved forward are really around [19:40] safety of staff. We have not had issues [19:44] that have um come up, but our programs [19:46] are are relatively small. And quite [19:48] honestly, the the concerns that we have [19:50] are that these do happen in other [19:52] facilities and they could just as easily [19:53] happen in ours. And we want to have the [19:55] protections in place to make sure that [19:57] we have the tools at our disposal to say [19:59] things like it is not okay for people to [20:03] carry weapons in residential facilities. [20:06] It is not okay for people with the [20:08] behavioral health behaviors that are uh [20:10] requiring them to be in the facility to [20:12] be consuming alcohol and drugs and [20:14] things like that that we know will [20:15] exacerbate the concerns that we're [20:17] already trying to manage and therefore [20:19] create safety risks. There's other [20:20] pieces in there around some of the admin administrative issues. We have [20:26] less of those because again we're not um actually administering the program. [20:32] We're just providing service on-site. [20:34] However, in looking at the request from [20:35] Marian County, they all seem incredibly [20:37] reasonable to me. [20:39] >> And the really important thing is is [20:41] really safety to um to the staff because [20:44] this doesn't the way it's written now is [20:47] it you have something has to happen to [20:49] someone before you can take action. Uh a [20:52] staff uh or the organization can take [20:54] action. Now, we're saying, "Hey, wait a [20:56] second. If it's looking like there's a [20:57] threat here, we need to be able to have [20:59] the ability to say you this is might not [21:01] be an appropriate placement." [21:03] Absolutely. And I would add in addition [21:05] to safety of staff, in addition to uh [21:08] safety of the other residents there, [21:09] right? We we have to be concerned about [21:11] all people living in that environment. [21:13] Uh and while we want to maintain as much [21:15] autonomy as we can in facilities like [21:18] that for each individual, we also have [21:19] to maintain the safety of those around [21:21] them. So there is criteria because this [26:25] also serves as our uh stiff committee as [26:29] well and and follows that statutory [26:31] language on the composition of the [26:33] committee as well. [28:20] >> We had our our meeting our monthly [28:22] meeting of the suicide prevention [28:23] coalition. And I want to thank uh [28:25] Kelsey's doing a great job of getting a [28:27] variety of different stakeholders [28:28] together. One of the things we talked [28:30] about was a youth outreach uh project, a [28:33] banner project to get messages of hope [28:35] regarding suicide prevention more [28:37] broadly in the schools and different [28:39] things. something else which is new and [28:40] every time you turn around there's [28:42] another threat to our to the mental [28:44] health and well-being of our youth but [28:46] apparently kids are using AI as therapy [28:51] uh therapy for chat where they're going [28:53] to AI and asking them for help with [28:55] their mental health issues and there was [28:57] a particular problem where one one [28:59] individual died by suicide after getting [29:02] some um shall we say um tragic advice [29:05] from AI so there's more now looking at [29:08] well how do we look at this type of a [29:09] new threat towards the um the well-being [29:12] of our kids. Talked a little bit about [29:14] what uh the suicide prevention coalition [29:16] is doing through HHS with the safer home [29:19] kits, which is locking up pills, um [29:22] cable locks for firearms, different [29:24] things like that. And also they did [29:26] present at the mental health [29:27] disabilities advisory committee. want to [29:29] thank Bailey for for being there for the [29:32] uh bringing up uh what they've been do [29:35] what they've been doing which is [29:36] training and support in schools and [29:38] community support. Uh also we had our [29:41] CCO board meeting and we're going to be [29:43] having another meeting the executive [29:44] committee another meeting on Monday [29:46] talking about what is the forecast for [29:48] what CC's are going to CCOs are going to [29:50] look like in the future in Oregon and [29:52] there are lots of challenges because of [29:54] HR1 and there was a rate update and [29:57] what's the big picture for what is what [29:59] is our CCO going to look like the [30:01] provider for Oregon health plan [30:04] also had the housing authority board [30:07] meeting on Tuesday night uh update on [30:10] the McMinnville CDBG, the Oregon Healthy [30:13] Homes participants, they're trying to [30:15] get folks who can uh qualify to have [30:18] their their homes uh [30:21] I guess there's a lot of rehab going on [30:23] for climate issues. Veterans Restore and [30:26] Health Safety Grant. A lot of the [30:28] participants have been selected and the [30:30] Church Street remodel. Many of you who [30:32] have followed the process through the [30:34] foreclosure and the donation of the [30:36] Church Street project from uh the the [30:40] county, the remodeling is completed [30:42] following completion of construction [30:44] activities. Three brokers have provided [30:47] um appraisals for this property from [30:51] 430,000 to 435. What they're going to [30:54] wind up doing is offering this home, [30:56] which was a county property. It's been [30:58] completely rehabbed and it's beautiful [31:00] and it's going to wind up um going to [31:03] one of the families that's been working [31:05] with the housing authority on on getting [31:07] their finances in order. It's a [31:09] significant investment and this is what [31:11] we've been doing typically with the [31:12] properties that we have been we can't do [31:15] that anymore but uh but anyhow and then [31:19] um also folks have been reaching out [31:21] about the situation at waste management [31:23] and the transfer station in Newberg and [31:26] there was another closure temporarily [31:28] been in touch with waste management uh [31:31] management and they're saying basically [31:33] there's stuff coming in from other areas [31:35] because of backlogs and and bottlenecks [31:38] in other areas. So, they're just really [31:41] trying to address that, but it's causing [31:43] problems. I'm more concerned about the [31:45] illegal dumping that could occur as a [31:47] result of folks pulling up in a pickup [31:49] truck filled with stuff that they can't [31:51] and they're going to I'm not taking this [31:52] home. So, we're we're taking a look at [31:54] that and hoping we can we can mitigate [31:56] that. also got another email from [31:58] somebody who wanted Ricology to uh take [32:02] their uh bottle recycling and uh so [32:06] we've reached out to Ashley who is going [32:08] to be dealing with these particular [32:10] contracts to find out hey can they right [32:12] next door to a winery and they're saying [32:14] hey how come I can't pay them to take my [32:16] bottles and my glass when the winery's [32:18] getting that pickup so working with [32:20] Recology through Ashley another question [32:22] has come up having to do with flock [32:24] cameras as you know flock cameras have [32:27] sort of become a controversial as they [32:29] become more ubiquitous. There are some [32:32] congressional investigations into what [32:34] they're actually doing with that data. [32:36] But I reached out to the city of Newberg [32:38] because apparently there's one on [32:40] college. Reached out to ODOT. They say [32:42] no, we do not currently allow flock [32:45] cameras in our right of way. And I'm [32:47] told that they're looking into ways they [32:49] could allow them in the future. So, we [32:51] need to keep an eye on that because what [32:53] the flaw cameras do is they are taking a [32:56] picture of every license plate and every [32:58] car that goes by. But what are they [33:00] doing with that? Is that a is that a [33:02] violation of constitutional rights and [33:04] that there's no warrant here, but you're [33:05] capturing that type of of of [33:07] information. So, um, anyway, that's [33:10] something we need to watch out for at [33:12] ODOT. And also reached out to Rachel [33:14] Thomas in, uh, she's taken the place of Will Worthy who's on vacation. And [33:19] she said, "The only cameras we have are [33:22] speed and red light cameras at Villa and [33:24] 99W and a speed camera on 99W heading [33:28] into downtown. There have been rumors [33:30] about the Flock cameras, and she says it [33:33] might be the ODOT um, road construction [33:36] cameras." So anyway, folks have been [33:38] reaching out just trying to find out [33:40] what these cameras are. [33:42] >> All right, [33:43] fair war meeting was last Thursday. It [33:45] went well. Uh and we hit a record [33:47] attendance uh this year. Uh we were [33:49] 31,000ish last year and we were over [33:52] 36,000 [33:53] this year. So yeah, we were up across [33:56] the board between 18 and 30% on our [33:58] vendors. So all in all, great fair. It [34:02] continues to be well. So, we need to [34:04] keep kind of keeping track of that far [34:06] as what it looks like to upgrade our [34:08] fairgrounds. I know there's fairs in our [34:11] vicinity that are struggling, but we are [34:14] the opposite of that. We keep growing. [34:16] Uh we keep doing better every year, and [34:18] so we need to make sure that we pay [34:21] attention. Uh Monday, um we gave a tour [34:25] as parkway committee to our uh hired on [34:29] grant writers for the by Newberg Dundy [34:31] bypass. [34:33] going to be for in preparation for next [34:36] spring in the event that the federal [34:39] government releases a rural grant, [34:41] infogrant or uh mega grant opportunity [34:44] for us to um basically ask for federal [34:48] funding uh to complete the bypass. So, [34:51] we started at phase at the very um well [34:56] the Rex Hill end of phase 2B. Uh there's [35:00] no construction there, but we're in the [35:02] process of purchasing right ofway for [35:04] that. It was very nice of ODOT to have [35:07] their staff that have been working on [35:08] this for a lot of years. They could sit [35:11] there, we park, and they can talk [35:13] intelligently while we're standing there [35:15] looking where we're at in these phases. [35:17] So, we stopped there. We stopped at [35:18] Shahalum Glenn Golf Course where the [35:20] bypass will come down through. Uh there [35:23] was some explanation of hurdles uh on [35:25] property acquisitions and then we moved [35:28] on to the current construction phase [35:30] which is 2A at Wooki and discussed uh [35:35] traffic and how it's going to help not [35:37] solve but help and then what other [35:39] overpasses will be going in there with [35:41] phase 2B when they connect into Rex [35:43] Hill. And then we went on to the last [35:46] not necessarily phase but it will [35:49] interact with which is McDougall [35:51] interchange and we talked about the [35:53] future roundabout there and how it's [35:54] going to interact with uh the bypass. So [35:58] it was a full tour uh showed impacts. Uh [36:01] the grant writers gathered a lot of [36:03] information. Hopefully in the next eight [36:05] months we'll have something prepared for [36:06] next spring for the federal government [36:08] or that opportunity if it arises. Um, [36:11] and it went it was very well attended [36:14] and it went well. Um, it was a week of [36:16] ODOT. I had a a meeting Tuesday with [36:19] ODOT and [36:22] there's a kickoff meeting for the [36:25] planning of very preliminary stages. So, [36:28] you'll start hearing more and more [36:29] updates probably throughout the year, and a half, uh, for Lafayette [36:33] Highway and 18 intersection that is the [36:38] number one most dangerous intersection [36:40] in the state of Oregon. So, ODOT knows [36:42] it. It's on their radar. We are in [36:44] planning. U, we're not fully funded, but [36:47] we have about a year and a half to two [36:48] years to as we start, we're fully funded [36:51] for design, and that's the first phase. [36:53] And as we progress through that and we [36:55] start getting designs done, then we'll [36:56] know costs and then we'll be able to [36:58] start getting funding and ODOT knows [37:00] that that is a number one priority to [37:02] get that project done. So that's [37:05] starting. Um I'm part of those meetings [37:07] so I can continually give update on top [37:09] of parkway committee also being involved [37:11] in that. Um [37:15] yesterday was another meeting at ODOT um [37:18] but it was more geared towards uh the [37:20] connect Oregon grant funding that's [37:22] coming through. And so as an a as a [37:24] member of the act for Yamill County, [37:26] we're going through and prioritizing uh [37:29] projects in our region. So it's not [37:31] necessarily Yill County, it's just our [37:33] ACT region. So, we had two projects that [37:37] made the list after the initial rankings [37:40] and one of them was um the Aurora [37:45] airport. They want to upgrade access [37:48] roads around the airport because it's [37:50] becoming a very popular airport and so [37:52] they need to upgrade some of the roads [37:53] for access to that airport. Uh the other [37:56] one is our own uh airport here in [37:58] Mcmminville. Um not as much of an ask [38:02] which is good. We we as a as a committee [38:05] and we went around the table our [38:07] different areas of region 2, we agreed [38:09] to actually move our project up in [38:12] exchange for moving some other projects [38:14] down. Um it was a group effort and I [38:17] thought it went well and um our project [38:19] at McMinnville is for a new [38:23] um [38:26] new airplane terminal. I I say terminal. [38:29] It's not like a massive. It's like [38:31] literally just a little house or little [38:33] office that when we get uh customers [38:36] coming in, they actually have a place. [38:37] Right now, it's just a uh temporary [38:42] um I guess office on wheels is our [38:45] terminal. Now, the second part of that [38:47] is there's a World War II hanger there. [38:49] Right in the middle by the fuel tanks [38:51] that's going to get upgraded also and taken care of. So, uh it looks good. [38:57] We've we moved some things around. We're [38:59] on the list. Um, we'll see if the [39:01] Connect uh, Oregon uh, committee that [39:03] chooses see what their rankings are and [39:05] hopefully we know something in the next [39:07] few months.
