chair commissioners. My name is Harry
[3:12] Pollock and I'm a citizen of Sheridan
County.
[3:15] Uh, a few legitimate questions deserve
answers regarding the ballot handc count
[3:19] uh, audit that took place on last
Saturday, August 29th.
[3:24] Um, why was Clint the deputy county
attorney asking observers about who
[3:28] called Chuck Gray, our secretary of
state, and publicly identifying the
[3:32] county commissioner as a person he
believed made the call? What legitimate
[3:37] purpose did that serve? and why publicly
single out that county commissioner if
[3:42] not to publicly defame that county
commissioner.
[3:45] Uh the election had already been
certified. Uh there were no voters
[3:49] casting ballots and the ballots contain
no voter names. Yet observers were
[3:54] required to obey photocopied notices
stating no phone use and no recording
[3:59] devices with the threat of removal for
taking pictures.
[4:03] Even more troubling came high in the
acting deputy clerk and Clint Beaieber
[4:07] the county deputy attorney handed
observers a copy of the Wyoming
[4:11] constitution article 6 section 11. It is
titled manner of holding elections
[4:17] highlighting the sentence all voters
shall be guaranteed absolute privacy in
[4:22] the preparation of their ballots and the
secrecy of the ballot shall be made
[4:27] compulsor.
But where were the voters whose ballot
[4:32] uh preparation privacy supposedly needed
protecting?
[4:36] This was a post-election handc count
audit of anonymous ballots.
[4:42] It certainly raises the questions
whether the highlighted constitutional
[4:46] provision was being used to intimidate
citizens from from photographing or
[4:51] documenting a public government process.
And if government officials are
[4:57] restricting citizens from recording what
they are permitted to observe, that
[5:01] raises serious first amendment
transparency questions under the US
[5:05] Constitution as well. Transparency
builds confidence. Intimidation and
[5:10] unnecessary restrictions destroyed.

six. We will consider the revised mutual
[5:26] aid agreement between Sheridan County,
Wyoming and Big Horn County, Montana for
[5:30] emergency service mutual aids. And I'll
call Jesse Ludicouse, emergency
[5:33] management coordinator
[5:43] before you today. It's a mutual aid
agreement between Cary and Big Horn
[5:48] County, Montana. The purpose of this
agreement is straightforward. It
[5:52] provides a formal process for our two
counties to assist one another when an
[5:57] emergency, disaster, wildfire, or other
significant event exceeds the resources
[6:02] available within each jurisdiction.
It allows us to request and provide
[6:08] personnel, equipment, supplies, and
other emergency resources while clearly
[6:13] identifying responsibilities for
command, cost, insuranceances, and the
[6:19] return of those resources.
This board has approved this agreement
[6:23] previously. [clears throat] After that
approval, it went through the required
[6:26] state review process and the attorney
general's office requested some
[6:31] additional language. Those changes have
now been incorporated, which is why the
[6:36] agreement is back before you today.
The agreement specifically requires a
[6:41] review and approval by the attorney
general of Wyoming and Montana.
[6:46] The important point is that the main
intent of this agreement has not
[6:50] changed. It continues to provide a
framework for Sheridan County and Big
[6:54] Horn County to help each other quickly
and effectively when additional
[6:59] emergency resources are needed.
That'll stand it for any questions.

with us and the conservation district.
[12:14] As you board knows, we went out for uh
some grant funding to help us repair our
[12:21] portion of Tongue River there inside the
Clean Burn Recreational Area that's got
[12:25] a large cut and erosion going on.
happened for years. Uh we were
[12:30] successful in that.
The total amount of grams is 375,000.
[12:36] And you can see in the budget
justification how that breaks down
[12:43] with the Wyoming
wildlife trust 300,000
[12:51] Wing game and fish funds of 40,000 and
then a program
[12:57] SWPP
for 35,000 that makes up for 175,000.
[13:03] This project is estimated to be about 6
to6,000. Uh we have project plans all
[13:09] done, contract documents. We're ready to
go to bid.
[13:14] The the bulk of the money will come from
the county if you choose to approve this
[13:20] to build that project. So

[13:30] the public, can you give a little bit
more information on why this project is
[13:34] necessary specifically in regards to the
bridge and road?
[13:39] » Yeah, it's uh several things happening
here. You know, about 2009, we moved
[13:45] County Road over because the ro river
was encroaching on the road. So, we
[13:50] moved the road over to get away from it,
but we didn't do anything to mitigate
[13:55] the erosion. Uh, and then it's trying to
bypass the Acme Bridge. It's trying to
[14:01] go around it. And so we started looking
at this with the conservation district
[14:06] about I don't know four or five years
ago. They said this qualifies for some
[14:11] of their funding to to do this kind of
work. So we started looking the project
[14:16] then.
Yeah, if we don't do something, it'll
[14:19] just continue to try to river will try
to migrate east and try to bypass that
[14:24] bridge

three, that there shall be no exterior

falls within the scope of the

[31:07] family dwelling and associated buildings
exist on this property. Beyond these
[31:12] structures, the unplanned part is
undeveloped but with the intent of
[31:16] subdividing in the future. You have a
concept plan as part of your application
[31:22] packet as
building a potential 11 lot conservation
[31:28] design subdivision. Uh this far was in
the past as urban residential uh when
[31:35] the county first adopted zoning back in
1985 and had been resone to cultural in
[31:43] 1991.
[31:50] So I think it's important to note that
the uh future land use map of our plan
[31:57] indicates
a future res urban residential
[32:02] designation for this property.
[32:06] So in that vein it would be consistent
with at least that portion of the
[32:12] comprehensive plan. Um
you'll note [clears throat]
[32:18] proposed new zoning uh includes a a wide
variety of residential uses um beyond
[32:27] what the agricultural zoning does at a
density that's certainly much higher
[32:32] than the a zone. Uh so planning
commission uh planning and zoning
