Item seven, payroll [2:39] change notices. [2:41] >> The first three are new temp election [2:43] staff in the auditor's office. The last [2:45] one is a receiving file for [2:46] conservation. [3:10] >> I. Motion carries. [3:12] >> Move to approve the balance of the [3:14] payroll change notices. [3:15] >> Second. Any further discussion? [3:19] All in favor say I. [3:21] >> I. [3:21] Motion carries. We'll move right down [3:24] to item eight, capital project, [3:26] secondary roads addition and garage. [3:29] Christopher. [3:38] » Yeah. Thank you. [3:39] >> Oh. [3:41] it's [3:43] >> Oh, now it's on. [3:45] >> Oh, there we go. Awesome. [3:47] >> Sorry about that. [3:48] >> Did you wiggle it? [3:49] >> I don't know. The light looked like it [3:51] was on, but it wasn't. So, [3:52] >> okay. [3:52] >> Uh, Christopher Orth with Farnsworth [3:54] Group. Uh, good morning. We have pay [3:56] application number 21 for secondary [3:58] roads from Turner Construction Company [4:01] for work through August 31st in the [4:04] amount of $32,48922. [4:09] Uh, this month's draw includes some [4:12] construction staff and general [4:14] requirements. as well as some uh [4:17] painting work, some electrical work, [4:20] some fences and gates. Um we recommend [4:23] approval of this pay application number [4:26] 21 in the amount of $32,48922 [4:42] questions. I would approval Application [4:45] number 21 [4:47] from Turner Construction for the [4:49] secondary roads edition and garage in [4:51] the amount of 32,48922. [4:56] » Second. [4:57] >> Any discussion? [4:59] All in favor say I. [5:01] >> I. [5:01] Motion carries. Christopher, will [5:04] this be do will there be another paya? [5:06] There will be. [5:07] >> There'll be several. Uh we'll be [5:08] starting to draw down retainage and so [5:10] we'll be bringing those pay applications [5:11] forward. There's just a little bit left [5:14] in the the main part of this contract [5:16] that we'll be working through as well. [5:18] So, okay, couple more. [5:19] >> Okay, great. Thank you. [5:22] >> Was there [5:26] going next week? [5:29] >> Okay, [5:30] >> so we'll move down to the courthouse [5:31] renovations. [5:32] >> Yep. Good morning. So, construction [5:35] progress update from the courthouse [5:37] renovations project across the street [5:38] for August 2026. [5:41] Um just couple highlights outside. I I [5:45] think we're essentially done. The sod [5:47] looks great. Um county's been mowing it. [5:50] Um growth appears to be good. The only [5:52] real work we have left outside is the [5:54] removal of the west logistics area. [5:57] We're anticipating starting that towards [5:59] the end of September and getting all the [6:01] concrete passion around that and then [6:02] sing that um in early October, which [6:05] will kind of clean up the outside. Um [6:08] level two inside. Uh we're wrapping up [6:12] um getting ready for the first day of [6:13] court on next Tuesday. Um so all ceiling [6:16] tiles been completed. We've done punch [6:18] list. All flooring works done. Um the [6:21] big things that have really been [6:22] happening over the last couple weeks on [6:24] level two have been county state [6:26] vendors. um furniture installation's [6:28] been completed and CTI, which is the [6:31] state's AV vendor, um for Fifth [6:33] Judicial, has been in there working on [6:35] all the AV components that sit on top of [6:38] said furniture that's been installed. [6:39] We've also been working on punch list [6:41] corrections, um final cleaning, final [6:43] painting, and just getting the space [6:45] ready for the first day court on next [6:47] Tuesday. [6:49] um level three. So up on level three [6:52] over the past month, we've completed all [6:54] wall framing, bulkhead framing, sophet [6:56] framing um for the new courtroom and [6:59] adjacent spaces. We've uh completed all [7:02] inwall roughing, passed all inspections, [7:04] hung sheetrock on both sides of the the [7:06] walls, and we're currently tape sanding [7:09] and finishing ahead of paint. Um [7:11] overhead MEP progress continues. We're [7:14] probably 75 80% complete with overhead [7:16] MAP. [7:18] Um, and the fire suppression systems [7:20] been installed. [7:22] Uh, schedule-wise, we're sitting about [7:24] 88% complete. Contingency and allowances [7:27] are sitting around 59% and 50%. [7:32] Got some pictures on page two. So, uh, [7:36] top left hand side is the new, uh, level [7:39] two jury jury courtroom. So, this is the juror box. Um, on the right hand [7:45] side, you can see the new archway that's [7:46] been framed. We've taken our temporary [7:48] wall down um so you can really see into [7:50] the space. Now [7:52] uh lower leftand corner is up on level [7:54] three. So you can see um wall framing [7:57] sheetrock. You can see the sophet [8:00] bulkhead above the future u judges [8:02] bench. And then lower right hand corner [8:05] is again on level two. This is the new [8:07] jury deliberation room with furniture [8:10] installed and all cleaned up. [8:14] Any questions? [8:22] Do you um you don't anticipate do you [8:24] have you run anything else that you [8:26] think would might delay the um turn over [8:29] later in October? [8:31] >> No. Um I think we're we're cruising [8:34] right along. The only thing that could [8:36] really happen would be owner furniture [8:39] um which that did delay level two. Um, [8:42] we've got confirmation from Workspace, [8:44] which is, I don't know, the county or [8:46] state's furniture vendor that all level [8:48] three furniture has been ordered and [8:49] it's tracking for middle of October, [8:52] which which is when we need it to go in [8:54] because we do have some work that [8:55] follows that. So, I think the level [8:57] three first day court is the 26thish. [9:02] I think it's a Monday or 24th. [9:04] >> Yeah, it's on here. Phase 2 level three [9:07] owner occupancy is 10:24. Yeah, I think [9:10] that's a Friday. [9:12] Yeah. So, everything Yeah, everything on [9:14] level three is cruising. Obviously, we [9:15] got through all the structural and the [9:17] changes associated with that. So, so far [9:20] so good up there. [9:24] » Any other questions for Chad? [9:25] >> No. [9:26] >> Okay. [9:29] We're in receipt of pay application [9:30] number 17 for the Dallas County [9:32] Courthouse renovations project for work [9:35] completed by Turner and their subs [9:36] through August 31st in the amount of [9:39] $262,822.78. [9:44] Uh this month, as Chad talked through, [9:47] um the big items were um general trades [9:51] doing a lot of the the mill work, the [9:52] case work, the wood work that's in the courtroom spaces uh on third floor. [9:57] than gypsum board and plumbing and [10:00] electrical roughin work. Um the balance [10:05] for the uh design refinement is um [10:12] about 26,000 and the contingency is [10:14] about 91,000. [10:17] So those are still both tracking um well [10:20] at this point in time. And so with that, [10:24] we would recommend approval of Turner's [10:26] pay application number 17 for the [10:29] courthouse project in the amount of [10:31] $262,822.78. [10:39] » Move to approve Turner Construction pay [10:41] application number 17 for the courthouse [10:44] uh project for $262,822.78. [10:52] Second. [10:53] >> Any discussion? [10:55] All in favor say I. [10:57] >> I. [10:58] Motion carries. [11:00] >> And then we'll move down to um evidence [11:03] storage and firing range. [11:05] >> So, this will probably be the last [11:08] monthly report that I I give a progress [11:10] update on. There'll be some subsequent [11:12] billings as we just kind of close the [11:14] paperwork and financials on the job. But [11:17] um out at the evidence storage firing [11:19] range project now known as the training [11:21] center um over the past month um [11:25] exterior site works been wrapped up. Um [11:27] the sad has been taking well. Um [11:31] parking lots been cleared, power wash [11:33] striped, uh parking blocks have been [11:35] installed. Uh vehicle gate access [11:37] controls have been completed. Um we've [11:40] also completed u all the seating and and [11:43] straw matter on the outside of the site. [11:46] last week as well. Inside of the project [11:48] on the firing range side, HVAC systems [11:50] up and operational, tested and balanced. [11:53] Um, we've completed some stainless steel [11:55] base and trim. Um, inside of the firing [11:58] range in the clear zone, uh, floor [12:00] striping was completed, punchless has [12:02] been completed, final cleaning's been [12:04] completed. Um, everything's been turned [12:07] over. Over at the evidence storage [12:09] building, uh we finished at the wire [12:11] mesh partitions for evidence storage [12:13] lockup areas at the mezzanine and [12:16] vehicle processing areas, lighting and [12:18] fire alarm, uh insulation's all been [12:20] completed on those wire mesh partitions. [12:23] The floor has been cleaned, joints have [12:25] been sealed. Um the floor's been sealed. [12:28] Uh corner guards, tack boards, kind of [12:31] just accessory installation, final [12:32] painting. Um, I think we're down to like [12:36] 10 or 12 punch list items left over in [12:38] the space. Couple little day two [12:40] changes. We switched some bumper rail. [12:42] Um, couple other things that we're [12:44] working through with the sheriff staff [12:47] with some cameras and and other kind of [12:48] miscellaneous things as they move in. [12:50] So, uh, schedule 95% complete. [12:54] Financially, we're sitting at 65% [12:57] remaining in contingency and about 50% [12:59] remaining in allowance. [13:04] So page two has some progress pictures. [13:07] Uh upper leftand corner is looking at [13:10] the [13:12] southeast corner of the building. You [13:13] can see the signage been installed. Sods [13:16] in on the left side you can see the [13:18] straw mat um and seed that's been down. [13:21] Uh upper right hand corner is looking [13:23] downrange inside of the firing range. [13:25] You can see the floor markings um all [13:27] the baffles and ballistic treatment on [13:29] the walls and ceilings. uh lower leftand [13:31] corner is standing inside of the [13:33] evidence storage building looking up at [13:35] the mezzanine. So um this will be an [13:37] evidence storage lockup area for the [13:40] sheriff's office. So the wire mesh [13:42] partitions go up to the ceiling. Those [13:44] have all been installed. [13:46] Um and then the lower right hand side is [13:49] another picture of the exterior. You can [13:51] This is on the south elevation of the [13:52] building. Everything's been graded and [13:55] uh seed and straw matted. [13:58] Any [14:00] questions from that project? [14:02] >> Um, I don't know if you'll know the [14:04] answer, but um, I know you guys were [14:06] waiting on shelving. [14:07] >> I don't know if you've received that [14:09] yet. [14:11] >> No. Okay. You don't know. I don't think [14:13] it's come in. Okay. [14:16] >> Not sure. They've moved a lot of stuff [14:18] in. [14:18] >> Okay. Any other questions for Chad? [14:31] Okay. Uh, for the Dallas County Evidence [14:33] Storage and Firing Range Project, we're [14:35] in receipt of pay application number 18 [14:36] from Turner Construction for work [14:38] completed through August 31st in the [14:40] amount of $439,213.17. [14:47] Uh the big ticket items this month um [14:50] our firing range and equipment um is is [14:53] completed at 100%. Uh we had some work [14:57] from uh Jensen Builders for some site [14:59] paving work, uh landscaping, [15:04] finishing up the uh interior gypsum [15:06] board finishes and the signage as well [15:10] as the electrical work and the fencing [15:13] and gates. [15:14] As Chad mentioned, the uh contingency, [15:17] we still have a balance of about [15:20] 159,000. Uh we did have some [15:22] expenditures in the contingency this [15:24] month uh for some revisions to the uh [15:27] distributed antenna system. Uh chase [15:31] some parking lot lighting circuit [15:32] repairs, some additional wall base, some [15:36] additional sod and steel edging, straw [15:38] blanket upgrade, some keying change, [15:42] um garage door bottom panel, and some [15:46] additional color uh ink which is [15:49] painting work. Uh there are no design [15:52] refinement items this month and that [15:54] balance is just short of 235,000. [16:00] Uh we recommend approval of Turner's pay [16:02] application number 18 uh for work [16:05] completed through August 31st in the [16:07] amount of $439,0002 [16:10] $439,213.17. [16:20] Approval pay application number 18 [16:23] construction company for the evidence [16:25] storage and firing range in the amount [16:28] of $439,213.17. [16:32] » Second. [16:34] >> Is there any discussion? [16:36] All in favor say I. [16:38] >> I. [16:38] Motion carries. [16:42] Okay. Then we'll move down to the Adel [16:43] EMS station. [16:46] >> I don't have enough update. Okay. [16:49] So, like I said, the evidence storage [16:51] firing range will will fall off for [16:53] monthly reports. I would anticipate by [16:55] next month we'll have we'll be given [16:56] monthly updates on EMS. We're um out on [17:01] site doing some early logistics work and prepping to get started [17:11] uh for the Dallas County Adel EMS [17:13] station project. were in receipt of pay [17:15] application number two from Turner [17:17] Construction for work completed through [17:18] August 31 in the amount of 314,317. [17:25] Uh the big items this month are some [17:28] staffing and general requirements and [17:30] the insurance uh for the project. Um [17:34] there is no direct work this month on [17:36] that project. Um, we recommend approval [17:39] of pay application number two for Turner [17:41] Construction on the AdL station in the [17:44] amount of $314,317. [17:51] Move. I'd move to approve the Turner [17:54] Construction Company pay application [17:56] number two for the Adel Dallas County EM [18:02] station for $314,317. [18:08] » Second. [18:09] >> Is there any discussion? [18:12] All in favor say I. [18:14] >> I. [18:14] Motion carries. Thank you. [18:22] And then we'll move down to item nine is [18:24] set time and date for public hearing on [18:26] Sanjex's crisis alert contract. You want [18:28] to just give us a little [18:30] >> Yeah. morning. So this is the [18:33] set time and date for public hearing for [18:35] the Centix uh crisis alert. It will be [18:38] the replacement and addition of [18:41] buildings not currently under our panic [18:44] arrest buttons we currently have around [18:46] the county. Um it's a five-year [18:49] contract. Uh Ben reviewed the contract [18:52] uh offered several changes which they [18:55] adopted and added as an amendment into [18:57] the into this contract here. Um [19:03] I don't know what else you want to know. [19:04] >> And you said you've ran I don't know if [19:06] your mic's on or not. I can't really [19:08] hear you very well. [19:08] >> It doesn't work. [19:09] >> Um so have you you've ran it through um [19:12] the attorney's office? [19:14] >> Yeah, Ben reviewed it and came up with [19:16] several changes. We sent that back. [19:18] they're agreeable to those changes and [19:19] Adam is amendment to their standard [19:22] terms. [19:26] » Okay. Um so what would be the timing on [19:30] this? [19:31] >> September 15th at 10:15 a.m. due to [19:35] other hearings scheduled for that day. [19:47] to set time and date for the public [19:49] hearing for [19:56] crisis alert contract 9:156. [20:05] » Second. [20:06] >> Is there any discussion? All in favor [20:09] say I. [20:10] >> I. [20:11] Motion carries. [20:12] >> Thanks. [20:15] Okay, we're down to the Adel Chamber [20:17] RVTV event request. Is there anyone from [20:20] the city here to talk about this? [20:25] Okay. Well, let's um pull that item up [20:28] and let's go over it. I think um we have [20:31] some department heads here too that [20:32] would Let's talk through what they're [20:35] looking for. [20:44] Um, [20:46] Melinda, can I ask you to step out and [20:48] call Aaron and see if she's planning on [20:50] coming? [20:51] >> Sure. [20:53] >> It's in I think it's at the bottom. [21:02] So, this is the um RVTV event that with [21:06] the football game that also is um [21:09] September 11th. [21:11] And in her email, they had um asked [21:15] about utilizing the south side of the [21:18] grassy lawn. [21:20] And um I know we had another event that [21:24] week on the south lawn, but they'll be [21:26] done by then. [21:29] Um [21:30] and I just didn't know, Ron, what's our [21:33] update on our grass out there? [21:38] So all I ask is the new sod from the [21:42] courthouse out to the inner sidewalks is [21:45] all new sod. So I just ask that keep off [21:49] that as much as possible. [21:51] Walking on it would be okay but no [21:54] equipment, no driving, no nothing else [21:57] other than foot traffic. [22:01] » Okay. [22:03] Um [22:04] Okay. I think that's more than fair. Um [22:07] I don't know exactly how we're going to [22:08] keep people off of that, but we'll have [22:10] to talk through that. Um, they want a [22:12] per a speaker performer on the soft side [22:15] and then support of the meridian via [22:17] EMS. [22:19] Kristen, do you know anything about [22:20] that? [22:23] Uh, these have already been reserved for [22:25] help from Briana Liver. I do you [22:29] >> She's EMA. [22:30] >> EMA. Oh, okay. Well, it says Okay. [22:33] That's why I'm confused. [22:35] >> Okay. [22:37] >> That would not be you. [22:38] >> No. [22:39] >> Got it. [22:41] Um, and then again, they're asking for a [22:43] cooling station like what we had open at [22:44] Sweet Corn and then a severe weather [22:47] location here in this building during [22:49] Sweet Corn. Um, I when does this event [22:53] start? [22:54] Two 2:00. And I think there were some [22:57] concerns about with all of the road [23:00] closures [23:02] and activity. [23:04] Um, [23:07] she will be here in a few minutes. [23:09] Okay. Well, let let's just talk through [23:11] um concerns of the of the department [23:14] heads and staff. Because of the road, [23:16] all the roads being closed, it doesn't [23:18] look like it's going to be super easy to [23:19] even get to the courthouse during that [23:21] time frame. [23:23] And um and it starts at 2 and goes until [23:27] after we would be closed. [23:30] Um and I I thought the treasurer was [23:32] coming. Um, I did talk to Summer and she [23:36] had concerns about the public being able [23:38] to access the building and when they got [23:41] into town, how difficult would it be for [23:43] parking and etc, etc. And I Renee, you [23:46] talked to Summer, too, about um [23:48] concerns. Would you mind? I She had told [23:51] me she had concerns about people getting [23:52] to the building and that the traffic [23:54] coming into town and [23:56] >> Yes. Um, Renee Arnold, Dallas County [23:58] reporter, and I was actually trying to [24:00] call her. She has visitors right now. [24:02] Um, and she wanted to be here, but I um, [24:04] she must be busy. So, we had talked [24:07] about since they close for lunch usually [24:09] at noon, um, I just thought maybe if we [24:13] closed at noon, it would be consistent [24:15] across all offices and not have them [24:18] come back for an hour or whatever. So, [24:21] what we would do is close at noon, maybe [24:24] use it as a team building um or training [24:27] opportunity for an hour or so if we [24:30] wanted, but the building would close at [24:32] noon. So, that's what we had talked [24:34] about [24:35] >> and and it was all the departments had [24:38] Kelsey, did you want to say anything? [24:40] It's just you guys had all talked um [24:42] veterans. Yeah, I had talked to a few [24:44] other department heads um and I don't [24:48] within this document they start closing [24:50] the roads down at noon. [24:52] >> So I think the the concerns are valid [24:54] about people getting to our building at [24:57] after the roads start shutting down. Um [24:59] so yeah, we did talk about shutting down [25:03] at noon as well to avoid any public [25:07] complications with getting here. [25:09] >> Right. And your appointments, summer, [25:11] have not filled out for that day yet? [25:13] >> No. [25:15] >> So we could if we made a decision today, [25:17] if we decided today to close at noon, we [25:20] would have ample time to identify tell [25:22] the public Aaron would help us get that [25:25] out too on socials. [25:26] >> Yes, we haven't booked any appointments. [25:28] We blocked them off last Friday when we [25:30] found out they were coming to town [25:32] because we didn't know what we were [25:33] doing yet. So, um, we haven't opened [25:36] appointments for booking. [25:38] >> Okay. [25:40] Um, [25:46] I have no idea how many anticipated [25:47] people will be at this. [25:50] >> I go back to try to find out. [26:00] » Yeah, I'll try my best to Aaron Young, [26:01] PIO, marketing coordinator for Dallas [26:03] County. So, obviously county is not [26:05] affiliated with the organization of this [26:08] event. You'll hear more from Erin Miller [26:10] with the chamber here momentarily when [26:12] she arrives, but just from past [26:14] experience, you can probably expect a [26:16] few hundred to a few thousand to attend [26:18] this event, especially given the fact [26:20] that there's going to be that inclusion [26:21] of prep football Friday night between [26:23] Adele and uh North Pulk. There'll be a [26:25] lot of celebrations of course for that [26:28] going from uh the main event area around [26:30] the downtown district up to um the home [26:34] football stadium for Adele. So, I think [26:37] uh being able to plan accordingly with [26:39] that uniformity, if you will, of the [26:41] planned office closures at noon would be [26:44] probably the most recommended effort. [26:47] And then department heads and offices [26:48] can determine what they'd like to do [26:50] from that noon onward for the sake of uh [26:53] employees and access and things of that [26:55] sort. But to be able to share that [26:57] message to the public, it would be great [26:59] to be able to share that sooner rather [27:01] than later because of course Labor Day [27:02] is coming up on Monday. Offices will be [27:04] closed. we can share that noticed um [27:07] sooner rather than later. [27:10] And I'm happy to take any questions, but [27:12] again, I only know so much, probably as [27:14] many as folks in this room. [27:17] >> For employees, per our policy, if [27:21] department heads or elected official [27:23] choose to close their office, then [27:26] employees who do not already have a [27:27] previously scheduled vacation or sick [27:29] time will be paid for their regularly [27:32] scheduled hours. [27:38] But the department head could have them [27:39] work from home if able. [27:41] >> Correct. If they would like their [27:42] department to work from home, they can [27:44] go ahead and do that or have a team [27:45] building event or building, you know, [27:47] whatever. [27:48] >> Um, that's up to each individual [27:51] department heads, but just so everybody [27:52] knows, if you choose to close your [27:54] office, that's in our policy that [27:55] employees will be paid for their [27:56] regularly scheduled hours if they don't [27:58] already have a pre-approved vacation or [28:00] sick time. So, if you already have a [28:02] employee who is planning to be out on [28:04] vacation, that vacation stands. [28:11] » So, what are your guys' thoughts on [28:12] that? [28:13] >> Aaron's here. [28:14] >> Oh, okay. [28:18] » They probably have questions. [28:19] >> Okay. Hi. Sorry. Hi, Erin. [28:21] >> Hi. Happy Tuesday. [28:24] RVTV planning. [28:28] We have a couple requests. [28:31] We have a few things happening. I know. [28:34] Um the grassy area, grassy lawn area [28:38] south of the courthouse. [28:40] Uh how's the grass? [28:42] >> Wait. So would the vendors be on the [28:44] street? [28:45] >> The vendors will be on the street. [28:46] >> You're closing that street? [28:48] >> Yeah, we're going to close that street. [28:49] So it'll be kind of like sweet corn. I [28:51] didn't have this when I submitted. Nile [28:54] Kick will be closed. Maine will have the [28:57] barricade. We'll have a kids zone. uh [29:00] west of the courthouse. Tailgators along [29:02] here. Um [29:03] >> can you go can you point at the big map? [29:06] >> Sorry. Because that would just be I [29:07] think for [29:08] >> Make sure I keep my notes straight. So [29:11] where are we? [29:11] >> So will 169 be closed? [29:14] >> No. Right here along [29:17] >> Oh, along Maine. Okay. [29:20] >> So I know you guys will be working on [29:22] Friday. [29:23] >> We're talking about that. [29:24] >> Okay. I had it planned that you guys [29:27] would need every single court open. So, [29:30] we're going to have tailgators here. [29:35] » No, no, it's main. [29:38] >> This is [29:40] planning to have a music performance on [29:43] the steps here [29:45] and like the pep rally right in here. [29:48] We're going to work with the school on [29:49] that. Have you worked with Fifth [29:51] Judicial to know what's going on in [29:52] those courtrooms when you want to do [29:54] that? [29:56] >> Um, no. [29:57] >> Okay. [29:57] >> That's why we're talking. [29:59] >> Well, they're not I don't think they're [30:01] here today. I [30:03] >> Who is it? [30:03] >> Anna Butler. [30:05] >> I emailed her the letter that you sent [30:07] us. [30:08] >> Yeah. [30:10] >> But she did not attend today. So, I just [30:12] think um [30:13] >> I can call her or [30:14] >> I think you should. [30:15] >> I definitely I don't know what Friday is [30:17] usually heavy. It's a court day. [30:19] >> Very heavy court day. And um when you [30:22] say music right on those steps, it just [30:24] I don't know what's happening in those [30:26] courtrooms. Right. [30:27] >> Sure. So let we can always flex on that. [30:29] I'll call her and and if it will be [30:33] problematic, then we'll relocate. [30:35] >> Because what time were you thinking [30:36] music? [30:37] >> 2 to 5. Um I guess I was thinking he's [30:41] one one person performer. Um we could [30:46] pull it up. [30:48] closer here or down here on this corner [30:53] or over here. [30:57] >> I I have no If you talk to her, you'll [30:59] have a better idea of what's going on. [31:02] >> Um but but the courthouse would all of [31:06] the admin buildings would be done by [31:07] 4:30. Correct. [31:10] >> Okay. [31:11] Um [31:13] so the grassy area was kind of the [31:16] question. [31:17] Also, if we ended up having the band go [31:20] up there at 450 [31:23] um or cheerleaders or um dance team, [31:27] there's only 10 on the dance team. We're [31:30] talking with this, sorry, we're talking [31:32] with the school this [31:34] Friday. [31:36] Marching band, pand [31:43] this way, [31:45] but I just to check with you guys about [31:47] the uh [31:48] >> So, no just a second. Ron Ron had just [31:51] one comment about the grass. I'm going [31:52] to let him [31:54] >> I'm sorry, Ron. [31:56] >> No worries. [31:56] >> I think it's can still work [31:58] >> when it comes to the grass area. [32:01] >> Yep. [32:01] >> All of this [32:03] >> and all the way around the court house [32:05] is new sod. [32:07] >> Yes. [32:07] >> Please stay off of the new traffic. [32:11] >> Okay. So, [32:12] >> that still gives you south of the [32:14] sidewalk. Yeah. Yeah, that would be [32:17] good. We'll keep that area off limits [32:20] and just stay down here on that side. [32:23] >> Would that be okay, Ron? [32:24] >> Yeah. [32:24] >> Okay. [32:29] » So, that was kind of [32:30] >> And you said you've worked with EM I [32:32] guess that's I thought that was EMS, but [32:33] it's EMA with um Brianna for any kind of [32:37] emergency management. [32:40] >> Yes. [32:42] She's going to let us um use the [32:44] meridians again. That that worked really [32:46] well for Sweet Corn. [32:49] We'll coordinate with the police and [32:51] others. We still have to sync up, but [32:53] that's in the works. [32:57] We wondered the other request related to [32:59] courthouse was if there'd ever be any [33:00] interest to do tours, which I know is [33:02] kind of a big out there ask. And [33:04] >> I personally would like I I think we're [33:07] not done in the courthouse. We won't be [33:08] done till mid October. So my personal [33:12] preference would be to wait till we were [33:14] done and it's safe. [33:15] >> And I think we need to consult with the [33:16] judicial [33:17] >> absolutely. Yeah. We're not we need to [33:20] give them lots of time heads up if we're [33:22] doing anything like that. [33:23] >> Okay. Well, you know, got to make the [33:26] ask if if you're thinking of it. So, um [33:29] we'll maybe [33:30] >> it's not really ready yet. [33:31] >> Yeah, we'll maybe revisit in October. We [33:33] just wanted to take the opportunity to [33:34] highlight if that made sense, but [33:36] doesn't sound like the timing will be [33:38] good. [33:40] Um the other items were really [33:44] >> well you had to ask for a cooling [33:45] station like what we had done at Sweet [33:47] Corn and again this building for severe [33:49] weather like we had done at [33:51] >> Yes. Yes. I mean this hot weather [33:53] doesn't want to seem to go away. So [33:55] we'll have to be planning kind of for [33:56] that as well. But [33:58] >> if there was and we ended up not even [34:00] really using the designated cooling [34:02] stations cuz the weather was so [34:03] beautiful. But um if it's this hot high [34:06] heat again um it would be nice if if [34:09] that would be available. [34:13] » So um board members thoughts. [34:22] » Well, is traffic then going to be a [34:24] problem for our department heads? [34:27] They're leaving court open. [34:30] When I'm worried about where everybody's [34:32] going to park, they'll park in our lots. [34:35] >> Yeah. [34:35] >> So, we'll have I mean, employees getting [34:37] out, getting back. [34:39] >> Employees will already be here, [34:40] >> right? [34:42] >> I think there were some concerns about [34:44] um public coming in for times or for [34:49] access [34:53] » for the cooling centers during working [34:55] hours. I'm sorry. I just meant we before [34:58] you got here the department heads had some concerns about [35:01] >> public getting into town and public [35:04] getting parking and public getting into [35:05] the building. [35:07] >> So um [35:10] >> Okay. Are they pretty busy on a Friday [35:13] afternoon after two? [35:15] >> Well, definitely. [35:16] >> Yeah, [35:17] >> definitely summer. [35:18] >> Yeah, [35:18] >> because it's tax time, too. And [35:20] >> Yeah. Uh probably [35:24] um on any given Friday we have at least [35:27] we probably serve at least 80 people in [35:29] the afternoon in motor vehicle and now [35:30] that it's property tax season we [35:32] probably get you know 20 to 40 people in [35:36] the afternoon depending [35:42] » okay we weren't planning to request any [35:45] parking needs um if that's not going to [35:49] work for this location. I don't I don't [35:52] know what I can do to accommodate your [35:55] >> two separate that's two separate [35:57] discussions, I think. Um [35:59] >> um do what access do we want to give the [36:02] city for this event? Are we okay with [36:05] the requ those first requests or do we [36:08] want to modify them? Board members, what [36:10] do you think? [36:14] >> Well, I don't think we can approve the [36:16] south side steps at this point in time. [36:19] I don't think we can either until she [36:21] talks to Anna. [36:22] >> Yep. [36:22] >> To the clerk of court, excuse me. [36:23] >> Okay. [36:25] >> Yeah. [36:27] >> And so we've already talked about the [36:29] grassy area that she's requested. Seems [36:31] to be okay if they go ahead with the [36:35] performance there um on the steps. [36:42] » How late would you need the um cooling [36:45] station open? [36:48] I would think probably no later than [36:50] 6:30. [36:52] Um vendors, we're planning for vendors [36:54] to be open from 2 to 6:30 and then we'll [36:58] kind of shrink things down to just [37:00] around the pavilion stage. Um [37:03] >> and then eventually everything goes to [37:04] the football game, right? [37:05] >> And then Yeah. So we're going to live [37:07] stream at the pavilion beginning at 7, [37:09] but the majority of people will be back [37:11] at the game um there in person. [37:13] >> And then what time would you like the [37:14] cooling station unlocked? [37:17] Um probably like 1:00 [37:21] just an hour ahead or honestly whenever [37:24] we can get it we would be happy to have [37:26] it [37:38] » thoughts [37:41] » depending on whether the officers wanted [37:44] to stay open in the [37:46] started our part of the planet in [37:50] and go from there. [37:56] You know, I have no problem [37:57] participating with the [38:00] cooling station and weather safety [38:03] location. I think that's okay. [38:06] >> Yeah, I do too. [38:06] >> What about And you're okay with the [38:08] access of the lawn long as they stay off [38:09] the new growth? [38:10] >> Yep. And then um I'm okay with using the [38:14] steps for performance if the clerk of [38:16] court is okay with it, but I have a [38:19] feeling there'll be stuff going on until [38:20] 4:30. [38:22] >> Freddy's busy day. [38:23] >> It's a busy day. [38:24] >> Yep. [38:25] >> And so we'll coordinate it with our IT [38:28] department to have that the um and you can still use me as the emergency [38:33] contact like we did at Sweetorn for the [38:35] severe weather. [38:36] >> Yep. [38:37] um on that [38:42] and then okay let's go down to the other [38:44] thing what the hometown heroes program [38:46] what do you mean by participation in [38:48] what are you what are your thinking [38:50] >> yeah we well the first thing is that [38:52] it's um so we're going to do a short [38:54] program from 4:00 to 4:30 we'd like to [38:57] ring a bell 25 times in remembrance of [39:01] uh or the 25th anniversary for September [39:03] 11th we had originally thought we might [39:06] be able to use the Liberty Bell um from [39:08] the school, but that's a nogo. So, if it [39:11] would be possible, I don't know what the [39:13] scheduling of the courthouse bell would [39:16] look like. [39:18] That's a possibility. If that's too wild [39:21] and crazy, you just let me know, too. [39:23] That's fine. [39:25] I think we're going to have to do some [39:28] >> Yeah, for sure. [39:29] >> Sure. [39:30] >> But we, you know, I'm looking at it just [39:32] trying to involve the all the players [39:34] down here. So um take a look see and if [39:38] not we'll we will definitely adjust. Um [39:41] we are going to have um just a short [39:45] program, a little history on um Adele, [39:49] highlight some of the community [39:51] champions and then have a brief like uh [39:55] invocation by one of the pastors and [39:57] then have the heroes from 911, fire, [40:00] EMS, sheriffs, kind of all of the [40:04] audiences here in Adele um be [40:07] represented and um you know an [40:10] appreciation for their services. We are [40:13] also planning for a Nile Connect display [40:15] in the community house and then we're [40:17] inviting people to share their own [40:19] hometown hero where they can fill out a [40:21] little form, put it up on a display [40:23] wall. Um and so we wanted to extend that [40:27] um invitation as well. So really it [40:29] would be however you'd like civic [40:31] representation, we'd love to have you [40:33] down there. Um have you whatever that [40:37] may look like. So, um, department heads [40:40] could come. It could be either [40:42] personally if you're here in Adel or [40:44] just in general, um, any heroes that are [40:47] either living or deceased. So, [40:51] we can walk through what that, um, is [40:53] going to look like as well, [40:57] but a it's it'll be a short program. [41:05] It's always one of those things where [41:06] people may not be here on September [41:08] 11th. So, um to for how that comes [41:10] together and participate in person might [41:13] be a little more challenging. So, [41:17] okay. Um [41:20] so, I think we need to marinate on that [41:22] too. Um the other things I appreciate [41:26] your thoughts and if if we need help [41:27] with your other items, we'll let you [41:29] know. [41:30] >> Okay. So, I think you've got um [41:34] >> I've got a decision on all those first [41:36] items. I'll reach out to the [41:38] >> clerk and I'll see [41:41] >> email email Melinda or the three board [41:44] members please on how that conversation [41:46] went. Yeah. Thank you. [41:49] >> And does that give [41:51] >> I think it answers everything for me, [41:52] Julie. I guess I'm still if there's [41:55] something that you would need me to do [41:57] or need to adjust in the kind of [42:00] festival grounds layout [42:01] >> that maybe you'd direct or need [42:04] otherwise I guess let me know. But [42:08] we were leaving that kind of whole space [42:11] open knowing that you had work. Sorry. [42:13] >> Yeah. [42:15] >> On the [42:16] >> Yes. [42:17] And [42:18] >> I'm sorry. So where is the bags [42:20] tournament going to be? We are right now [42:22] planning for the bags tournament [42:26] um south on 9inth Street kind of by [42:29] 9inth street smash and tap up till Main [42:31] Street. [42:32] >> And you can you send us the [42:33] >> I will send that to you. [42:34] >> And then the kids zone [42:35] >> that will be um north on the west side [42:40] of the courthouse on 9inth Street. [42:44] So that would they would be coming and [42:46] being set up um at around 4. [42:50] Um, [42:53] >> so like between our the admin building [42:55] and the attorney's office or on the [42:58] square. [42:59] >> On the square. [42:59] >> Oh, on the square. Okay. [43:00] >> Yeah. [43:04] » I I wasn't anticipating that as much of [43:06] a challenge other than we are planning [43:09] to close that road beginning at noon. [43:11] All roads would close at noon. Yeah. The [43:14] only thing I would say is in that [43:15] stretch on N Street, there's the Turner [43:18] stuff for the courthouse. [43:20] >> Uhu. [43:23] >> That construction stuff. [43:24] >> Yeah. [43:26] >> Um we're we're just putting the bounce [43:28] house and stuff in the street. [43:30] >> So, we're that'll just kind of be out [43:32] there and not hopefully mess. I mean, [43:35] nobody's going to be there. [43:39] One question that I had was I know that [43:40] I can email directly to Melinda to get [43:42] on the agenda. Is there a protocol that [43:45] I maybe am not aware of that you would [43:47] like me to follow in correspondence? And [43:51] I apologize. I included um Aaron on [43:54] that. If there's something different or [43:57] that you would like me to do [43:58] differently, I'm I'm all ears. I just [44:00] don't have clarity um on that. So [44:08] there's a lot of you and so I apologize. [44:10] I just don't [44:11] >> want to send stuff out to us pretty [44:12] quickly for that. [44:14] >> So if I [44:16] you want me to CC it's not going to [44:17] you're not going to [44:18] >> this thing with the clerk is a little [44:19] bit different than your normal [44:21] >> Yeah. [44:21] >> Um I think I'm okay with you continuing [44:24] to send it to Melinda because Melinda [44:25] then distributed out [44:27] >> perfect. And then if you wanted to [44:28] contact Erin, that's that's I'm [44:31] sure you normally, you know, you two [44:33] work together on all kinds of stuff. So, [44:35] >> well, I think we'll get to work on more [44:37] things together, but yes. [44:39] >> Okay. Thank you so much. [44:40] >> Any other question, board members? [44:42] >> I don't I don't think so. [44:45] >> Okay. Well, and finally, just thank you [44:47] guys so much for your support at Sweet [44:48] Corn. It was a great event. We had [44:50] almost 7800 [44:52] visitors on Saturday and around 4,000 [44:55] people came to visit the parade. So, um, [44:58] lots of bodies came through. So, thank [45:01] you. [45:03] >> Thanks, Aaron. Appreciate it. [45:07] >> Okay. So, yes, Kelsey. So, we haven't [45:10] clarified if we're going to have [45:12] building open or close the building. [45:13] Yeah, I guess I was just had another [45:15] concern that I wanted to bring up about [45:16] that. And I don't know if this is a [45:18] concern that you guys share, but if we [45:19] do leave this building open, then we can [45:21] probably expect public coming into this [45:23] building to use our bathrooms and to [45:25] wander around the the our building. I [45:28] don't know if that's a concern that you [45:29] guys want to think about, too, but I [45:31] just thought of that while we're sitting [45:32] here. [45:40] Thoughts? [45:45] I think some departments are going to [45:46] close. I I would hate to have one [45:48] department close and and one to stay [45:52] open and somebody else to close at 11:30 [45:54] and somebody else to close at 1. So I [45:56] like the idea of if we're going to do [45:58] something that it's all the same across [45:59] the board. [46:02] So because electeds, you know, can do [46:04] and uh the departments that have their [46:06] own boards. [46:08] So I don't have a problem closing at [46:10] noon. I'd rather not have I'd rather [46:12] have the public know that there's this [46:14] big activity going on in Adele and that [46:16] to schedule their appointment to come at [46:18] a more um user friendly time unless they [46:22] want to just join into the activity [46:24] which would be awesome. So um I guess I [46:28] defer if the the departments want to [46:30] close I'm I'm with them but if they [46:32] could if it works for them to have their [46:34] people work from home or do a team [46:35] building I think that's a great idea [46:37] too. [46:42] Yeah, I think it's a great opportunity [46:43] to do some inner office training. [46:49] » And what was the consensus on when you [46:51] wanted to close? [46:53] Was it noon? Just to be clean. And then [46:57] Aaron, you have a plan on how to notify [46:59] the public. [47:01] >> Not. Yes. [47:02] >> Yes. Thank you, sir. Not [47:06] >> are you comfortable with that? [47:07] >> I'm fine. [47:09] I think you have consensus. We have [47:10] consensus here. I think it'll be a great [47:13] event. It's great for Adele. I think [47:14] it's um I think it'll be great. I don't [47:17] know about the bell and we'll have to [47:19] look into that that's even possible. [47:22] Okay. Anything else on this topic? [47:28] Okay. We're going to move down to um the [47:30] sheriff security workshop [47:36] » and I don't have any supplemental for [47:38] this. So would you um Tom, you're in the [47:41] hot seat. [47:41] >> Yes, ma'am. I'm actually let [47:45] >> Okay. [47:50] » Hello again. Think I can Can you hear me [47:52] now with it right there? Um [47:56] so budget time. Um, now a while back we [48:01] talked about the [48:03] camera system out at the law enforcement [48:05] center specifically and put in their [48:09] line item in their 310 line a large [48:12] amount of money to upgrade that system. [48:15] uh since in the last 8 months the [48:21] market of server storage and memory has [48:24] significantly changed and things have [48:26] got significantly more expensive. Um, so [48:31] we're going to talk today about an [48:33] option um [48:36] to move the county away from what we [48:39] have now and try to put us in a better [48:44] position with these rising costs moving [48:47] forward, not knowing what they're going [48:48] to be like. So, originally we got quotes [48:54] back in um November, December, [48:57] >> early around there. last year and we [49:01] talked about it at that time that that [49:05] quote was going to be far more equipment [49:08] than what we thought we would need and [49:10] we would narrow that down. Tom and I [49:12] worked with uh Accurate Controls who [49:15] provided these quotes for the staying on [49:17] this milestone system we have and [49:22] we did we cut it the hardware basically [49:25] in half. Unfortunately with the [49:29] consumer market of memory and storage [49:32] that same us cutting in half [49:36] back in November December time is [49:40] doubled [49:42] and has had another 30% price increase [49:45] since that doubling and there's a soon [49:48] this next this month the vendors have [49:51] notified [49:53] the resellers that there'll be another [49:55] 30% markup. So, what [49:59] we are looking at now is pivoting to a [50:02] different solution um countywide to put [50:06] us in a better position moving forward [50:08] to eliminate at least on the county side [50:12] of the camera system to more go a [50:15] cloud-based system. So, we would [50:18] eliminate [50:20] the servers that we have for our system. [50:25] The jail um law enforcement center is a [50:28] little bit different in that arena where [50:30] they will still have to have some [50:32] servers uh due to the retention time and [50:37] they have in their control center [50:39] they're called col-ups where the cameras [50:41] come up um and you can probably talk [50:43] about more of that. [50:44] >> Yeah. So when most of you have been out [50:46] there but when you hit the button for [50:48] the intercom that pulls up the camera [50:50] for the people in the control room to [50:51] see. So anytime you hit the button, they [50:54] see who's at the door to know to let [50:55] people in or out. And that has to be [50:57] done on site. It can't be done through [50:59] the cloud because it's not fast enough. [51:01] >> Yeah. And it can't be done. [51:03] >> It can't be down. If the internet goes [51:04] down, it can't be down. Um, [51:08] so we had to pivot because even that [51:12] large sum of money that we budgeted for [51:15] more than what we needed and then got [51:17] cut in half, today's dollars for what [51:19] you get in equipment, we can't even get [51:22] that equipment anymore anyway. Um, we [51:25] also budgeted an an RT budget to replace [51:28] some cameras and a server that is like [51:32] 10 years old. Um, and that is the same [51:36] situation there where that server what [51:38] we budgeted for has had multiple 30% [51:42] increases and [51:44] it doesn't show any signs of stopping [51:46] from what I've researched. [51:48] Unfortunately, the crystal ball didn't [51:50] show this last before we budgeted, but I [51:54] wouldn't be able to come and ask for [51:56] that much money for the same server. So [51:59] that's why we're pivoting to a different [52:00] solution with the [52:03] that's in the cloud and eliminates six [52:06] servers on the county side um for the [52:09] county I call them county they're all [52:11] county cameras but trying to make a [52:13] differentiation between the law [52:15] enforcement center and the rest of the [52:16] county [52:17] >> so say that again going to the cloud did [52:18] what to the servers reduce what [52:21] >> we would if we go that way we would in [52:24] the end reduce take our six servers that [52:28] we currently have that would need [52:29] replaced every fiveish years out of the [52:32] equation. [52:33] And not knowing what the hardware costs [52:35] are going to continue to do in future [52:36] years, they're already [52:39] gone three price increases of 30% a [52:42] piece. Um I don't see it stopping in [52:45] 2027 from what I've read. They think [52:48] this is going to continue to be a [52:49] problem and not know when the end is. Um [52:54] so with that uh we met with Motorola [52:59] which bought a vigilon [53:01] which is lot what the schools and [53:04] lots of law enforcement centers and [53:06] other agencies use um to get a cost [53:10] estimate or quote uh for a five-year uh [53:15] five-year contract. [53:17] Uh that is also not [53:22] from what we what we budgeted for the [53:24] amount in ours or the 310 line, but the [53:27] sheriff's office has funds available to [53:29] put towards a project. Um, and [53:34] in this in this project, [53:37] besides allowing us to [53:41] have a plan to get rid of all the [53:43] servers, [53:44] um, it opens up possibilities for [53:48] um different different way of doing [53:50] intrusion protection in some of the [53:53] buildings that we don't currently have [53:54] it because it's too difficult with the [53:57] amount of departments we have in each [53:58] building. uh modernizing that uh with [54:02] the thing that we set the public public [54:05] uh hearing date for earlier, the control [54:08] pan panic buttons. Once those are [54:11] hopefully moved over to this new system, [54:14] that allows us to get rid of our current [54:18] intrusion system which has its own [54:20] issues. Um and it the system has the [54:24] ability to do that with the cameras as [54:27] part of the devices and adding other [54:28] things on to get rid of that legacy [54:30] system that is having its own issues. So [54:33] creates a path for not only in the end [54:36] saving more money down the road by not [54:39] replacing these servers every 5 years on [54:41] the county side again other county [54:44] buildings besides a law enforcement [54:45] center but also having advanced [54:48] technology for the intrusion and doing [54:50] things in these buildings that we don't [54:53] have anything or couldn't put anything [54:54] in place just because the way that we [54:57] operate is so many departments within [54:59] one space. [55:02] Um, [55:03] another thing with this, um, with their [55:07] proposal, [55:09] we would re they would replace [55:13] our, let's see, what was it? Um, it's [55:16] like 102 [55:18] >> 110 110 cameras [55:21] um of our current cameras. So basically [55:24] every building except for this [55:27] administration building would get new [55:30] cameras that would have a 10-year [55:31] warranty. [55:33] Um [55:34] this building what the plan would be is [55:37] in this proposal there is one server [55:41] and the plan to get rid of that one be [55:43] over the next four years replace the [55:46] cameras in this building with the [55:49] vigilon ones [55:52] over those years. so that when the [55:54] renewal came after the 5 years, we [55:56] wouldn't have to buy that hardware [55:58] again. And then we truly be rid of the [56:00] last server for the county. Uh costwise, [56:05] there's a lot of cameras in this [56:06] building, so to fit that in here would [56:08] have been just too much um on top of it. [56:12] So, you know, next year [56:16] the plan would have been to if we stayed [56:19] on the system we're on would have been [56:20] to ask the board to replace two other [56:23] servers that are seven years old. Um, [56:25] you know, right now the cost of those [56:29] is, you know, they're $70,000 a piece [56:32] and there's another 30% increase coming [56:34] this next month and then how many before [56:36] next year? So, you start adding up these [56:40] numbers. Um, [56:43] and you you kind of see that it just [56:45] doesn't make sense to keep going down [56:47] the path we're on. And in the past, [56:49] Terry had at the emergency 911 had asked [56:54] several times about what about vigilant, [56:56] you know, we use with the schools. We [56:57] have a software. It's really great, but [57:00] in that position to forklift at that [57:03] time when servers weren't exponentially [57:05] higher, it's kind of like h we might get [57:08] there some point, but the timing has to [57:09] be right, you know. um to forklift that [57:12] out for a large sum of money. It didn't [57:15] make sense at that time where now it's [57:18] makes a lot of sense at this time [57:19] because of what's happened in the [57:21] market. Um [57:24] what else? Uh [57:28] what am I forgetting Tom? I don't I can [57:30] tell you the with our current system, it [57:33] takes for our office staff to download [57:36] and and get for discovery purposes for [57:39] the county attorney and defense, it'll [57:41] take upwards of two hours to get 10 to [57:44] 15 minutes worth downloaded. So the [57:47] staff is continuously just monitoring [57:50] downloads where this could be done [57:52] within seconds or minutes as opposed to [57:55] hours upon hours downloading the body [57:59] cameras to the jail cameras to to all [58:01] the other cameras. So [58:03] >> so all of that will go to the cloud or [58:04] go to your an upgraded server. [58:06] >> Our stuff would still remain on site. [58:08] Now stuff like at the courthouse and [58:10] when when we have events over there that [58:13] would be to the cloud and downloaded [58:14] from the cloud. Um but the stuff out [58:17] there would be done on site through that [58:19] server [58:21] >> but that server is built [58:24] >> uh [58:24] >> correctly Um so that server is built to [58:28] manage what we actually have [58:30] >> plus growth. [58:31] >> Yes. Where the current one was never [58:33] >> was never from the start. Um, I guess [58:37] some other points just to add on, um, as [58:40] far as things we would gain besides [58:44] moving away from the hardware costs [58:46] would be, you know, had an incident not [58:48] too long ago with the courthouse where, [58:49] you know, deputies were trying to find [58:51] people in the courthouse. How many [58:52] people are left in here? What's going [58:54] on? You know, how many The software has [58:56] um the ability to do like occupancy [59:01] counting. So, you can set it up for [59:03] doors to monitor. So it can count the [59:05] people coming in, the people going out [59:07] and try to it keeps a current count of [59:08] how many people are in the building. You [59:10] can set it up for this room, you know, [59:13] to count the number of people in there [59:14] if you're over an occupancy limit of a [59:16] room, you know, things like that. It's got a lot of advanced things. Um, [59:20] as well as the tiein for Terry with the [59:23] schools. I don't know a whole lot about [59:24] that, but I know he's wanted that for a [59:27] long time. [59:28] >> Yeah. Um the count thing is huge when it [59:30] comes to safety for securing those [59:32] buildings. When we have if we have an [59:34] active threat over there, we need to [59:36] know how many came in and how many went [59:38] out for us to we could pull that in a [59:40] matter of [59:42] >> I think it gets a live count. You can [59:43] actually watch it count up and down as [59:45] >> I can see that I needed 29 people to [59:47] come out or 50 people to come out where [59:49] now when we have a threat over there and [59:51] we had one not so long ago. I came [59:54] flying in. Jeff went here. I went to the [59:56] my office just to look at video to see [59:58] if there had been any movement in there, [1:00:01] which took me forever because it's so [1:00:03] slow. Um, but just to get to that, [1:00:07] that's the only way we knew if somebody [1:00:08] went in or not. Um, this has that aspect [1:00:11] which is for, like I said, from a safety [1:00:13] standpoint is huge and speeds us up a [1:00:16] lot as well. [1:00:19] >> I'll just mention too, I just looking at [1:00:21] my notes here. So earlier we mentioned [1:00:23] that included in the in the uh project [1:00:28] quote they're replacing those cameras. [1:00:30] They'd be replacing them, installing [1:00:32] them. And out of that [1:00:35] 12 10 12 cameras, I think um 71 of our [1:00:40] cameras just because they were [1:00:42] installed, [1:00:44] you know, back when the HS the human [1:00:47] service campus was redone, they're out [1:00:49] of support. So [1:00:52] um no more updates for the cameras and [1:00:54] at some point they'll start failing. [1:00:57] We'll be replacing those and while [1:00:59] keeping the cost of all the servers. So [1:01:02] I guess in in dollars and cents wise um [1:01:06] the estimated project um cost from [1:01:10] Motorola [1:01:12] was you know what was it8 $878,59.36. [1:01:18] How much that was that again? [1:01:19] >> That's a lot of numbers. $878,559.36. [1:01:27] » And did that include the uh intrusion [1:01:29] protection and the occupancy counting? [1:01:31] >> The occupancy counting? Yes. The [1:01:33] intrusion? I met with um a rep yesterday [1:01:36] to come out and check out the courthouse [1:01:39] and how things are set up. That is an [1:01:41] add-on. Um, I do not have the pricing [1:01:43] yet, but um, when I get that, we'll know [1:01:47] more about it. It's not a necessary [1:01:49] thing, but it would be a great thing to [1:01:52] move forward, especially in some of the [1:01:54] buildings we can't have something or [1:01:56] would [1:01:56] >> Well, right. I was just thinking of u [1:01:58] when we move the auditor and we have, [1:02:00] you know, threequarters of a million [1:02:01] dollars worth of equipment. [1:02:02] >> Correct. [1:02:03] >> In that building and is is my [1:02:05] understanding that's motion detection [1:02:07] and you can set that for motion [1:02:08] detection off hours. You can use the [1:02:11] cameras as glass break detectors. You [1:02:13] can use them. You can draw a line along [1:02:15] a building to ignore everything else. [1:02:17] And if it sees a identifies a person in [1:02:19] that area, okay, [1:02:20] >> it can set off that. There's still [1:02:21] keypads where people would set it and [1:02:23] unset it. Uh you can have it tie into [1:02:28] the existing door contacts. There's a [1:02:31] box, a board they put in the interfaces [1:02:33] in the product. So it still has some [1:02:35] inputs from traditional systems for what [1:02:38] we have. But then a lot of it just from [1:02:41] day one even if we didn't go forward [1:02:44] with the it's called alt to protect uh [1:02:48] at least even in this building using the [1:02:50] cameras [1:02:52] themselves. It does you can do a lot of [1:02:55] it. It just doesn't have the door [1:02:57] contacts if a door is open things like [1:02:58] that. But you can use the cameras to set [1:03:00] up those same type of alerts for, hey, [1:03:03] someone's in this building after these [1:03:04] hours. [1:03:05] >> You can do that by somebody, you know, [1:03:07] >> you can do that without the [1:03:08] >> without the add-on. Yeah, correct. [1:03:10] >> Which would get us a lot further in a [1:03:12] lot of buildings than we already are. [1:03:14] Um, I will also note I had well Jeff Tom [1:03:19] and I split some calls with the re [1:03:22] office renovations going on in the for [1:03:24] the auditor, the attorney and also the EMS one and we I let the architect [1:03:31] and the engineer know that [1:03:35] I don't know if this will go but [1:03:39] in a to look forward so we don't put in [1:03:42] more cameras that we have to place. Can [1:03:44] we please have them quote these vigilant [1:03:47] cameras as part of that building because [1:03:50] they are at least able to add to either [1:03:52] system. [1:03:54] We that way we're not replacing more [1:03:56] hardware later for no reason. So the [1:04:00] cameras in those buildings will be able [1:04:02] to be added to the system if we move to [1:04:04] it or be added to our current system if [1:04:08] we aren't moved to it yet or it doesn't [1:04:11] move forward or whatever. But just as a [1:04:13] precautionary trying to save that money [1:04:16] for something we don't want to replace [1:04:17] later again. [1:04:20] » So the brass tax is probably the money. [1:04:23] >> Yeah. [1:04:23] >> Um go ahead. [1:04:24] >> Yeah. So I started going down that road. [1:04:26] So um we budgeted $350,000 and the [1:04:31] sheriff's 310 line for the replacement [1:04:34] of their current server [1:04:37] under our current system. They have [1:04:39] $400,000 in commissary room aboard I [1:04:42] believe correct to put forth towards the [1:04:44] project. [1:04:47] Our department budgeted $15,500 to [1:04:50] replace that server that was 10 years [1:04:51] old that's now not obtainable due to the [1:04:55] market. And we also budgeted 3,300 to [1:04:58] replace some cameras out at the human [1:04:59] services campus um that put that we'd be [1:05:03] able to put toward that. So total [1:05:06] current [1:05:06] >> How much was that? [1:05:07] >> Sorry. Uh 3,300 [1:05:09] >> and what was the one before that? [1:05:10] >> Uh 15,500. [1:05:12] I'll have a total here in a second. [1:05:16] >> So [1:05:18] >> the budget, yeah, 7688 is what we have [1:05:20] available between our budgets for the [1:05:24] project, which leaves us short of [1:05:26] $109,759.36. [1:05:33] So I also asked um them to provide me [1:05:37] costs moving forward, right? So years [1:05:39] five through 10, what does this look [1:05:40] like? Um and came up with comparison of [1:05:44] what if we stayed on the system we have [1:05:47] for the next five years, what that would [1:05:49] look like. So if we kept our current [1:05:52] solution for next five years and we [1:05:55] spent the at current day dollars which [1:05:57] is going to go up another 30% uh well [1:06:01] probably starting today uh it'd be you [1:06:05] know if we had the $495,120.70 [1:06:09] to replace just the sheriff's office [1:06:10] servers to get them so they can export [1:06:14] video a little faster. [1:06:16] uh replace [1:06:18] our servers that we would need to [1:06:22] replace that we're short on as well. Uh [1:06:26] and then [1:06:28] next five years the actual the server in [1:06:30] this building would be 5 years old and [1:06:32] need replaced as long as well as our [1:06:36] yearly licenses for our current product [1:06:38] for the camera licenses. [1:06:41] So, with no replacing any of the 71 [1:06:43] cameras that are already out of support [1:06:44] or anything, that would be $757,3511. [1:06:52] So, what would we be spending staying [1:06:54] where we're at um for the next five five [1:06:58] years with a vigilanton uh everything in [1:07:00] the sheriff's office as far as their [1:07:03] camera licenses, they're what's called [1:07:05] perpetual. So, once you buy them, you [1:07:07] own them. There's no [1:07:09] support [1:07:11] yearly contract cost with that. And this [1:07:14] would be obviously keeping the camera [1:07:16] count the same to keep it even kill, [1:07:18] right? Obviously, we're going to add [1:07:19] cameras, but this would be just for to [1:07:22] keep it straight up across the board. [1:07:24] Keeping the camera counts the same they [1:07:26] are today 10 years from now, five years [1:07:28] from now, whatever. It's not going to be [1:07:30] that way, but just to keep it for the [1:07:32] number sake. Um [1:07:35] there's no there's not uh upgrade cost [1:07:38] for versions for their software in [1:07:40] between. They're called minor updates. [1:07:42] There's no cost for those. If they [1:07:44] decide to do a major version upgrade, if [1:07:46] there's a new feature they like to use [1:07:47] or for whatever reason, there is a cost [1:07:50] for that, but you don't have to carry [1:07:51] that ongoing. You can pay it one time at [1:07:56] uh it's $36 MSRP per camera to get the [1:08:00] upgrade. When we met with them, there's [1:08:02] several jails, agencies that run several [1:08:05] versions old software and it's supported [1:08:07] several versions back. So, it's not [1:08:09] necessarily a thing you would have to do [1:08:11] at that five year mark [1:08:14] for our the rest of the county cameras, [1:08:17] what it would look like if we did truly [1:08:21] phase out that server that's included in [1:08:24] this um by replacing the cameras in this [1:08:26] building over the next four years. I [1:08:28] said four years because the way it [1:08:31] works, you don't want to save five [1:08:33] because then you're not going to have [1:08:34] them all done by the time you get to [1:08:35] budget for it, right? So, [1:08:38] um that would be $123,900 [1:08:43] for years 5 through 10 [1:08:46] if we kept the camera counts the exact [1:08:48] same. [1:08:49] So [1:08:51] instead of throwing the way of the money [1:08:53] on continuing down the path we are this [1:08:56] is like I said earlier we may not even [1:08:58] been sitting here talking about this if [1:09:00] the market wouldn't have just gone [1:09:02] crazy. Um [1:09:03] >> so you look at this as a more [1:09:05] sustainable [1:09:07] um flatter budget than the spiking of [1:09:10] the [1:09:11] >> correct cost in the market. [1:09:12] >> Correct. the I mean [1:09:14] >> sheriff's office is always gonna have [1:09:16] something to replace, [1:09:16] >> right? [1:09:17] >> Unless retention times change or [1:09:20] >> Right. And and quite honestly, we have [1:09:22] to do something. That's why we budgeted [1:09:24] um this year. You guys gave us the [1:09:26] money, but because our retention [1:09:28] continues to fall as that server [1:09:30] continues to get older and older and [1:09:33] obviously as a liability standpoint, we [1:09:35] need to retain that that video longer. [1:09:38] Um [1:09:40] currently, it's set for a year. I can [1:09:42] tell you that it's not making a year. [1:09:44] Um, so we have to do something on our [1:09:48] site regardless. Um, [1:09:51] and the [1:09:52] >> and you're adding coverage to the firing [1:09:54] range now. And then Yep. [1:09:57] >> Correct. And that I spoke with them and [1:10:00] what would happen with those cameras. [1:10:02] They're already looking uh to change out [1:10:04] one camera in there now, but we told [1:10:06] them we wanted a Vigilon camera for that [1:10:09] uh because one of them doesn't quite [1:10:10] cover what they need. that was uh [1:10:12] installed. So uh but those cameras would [1:10:15] be added to the servers that would go in [1:10:18] the jail and they have enough room to [1:10:20] absorb those plus still for growth uh [1:10:24] based on their calculations. So those [1:10:27] cameras wouldn't be replaced. Um they [1:10:30] would just be fed into the system. So [1:10:32] all their cameras they're able to keep [1:10:35] because of the way that system works. [1:10:38] And that is where that one server that [1:10:39] we would get for this is called a cloud [1:10:41] connector. It allows you to use the [1:10:43] visual software, use the analytics and [1:10:46] retain your we use access cameras [1:10:48] primarily in the county right now. Uh [1:10:50] retain those cameras and that's how [1:10:52] we're able to integrate those into the [1:10:53] system all be in the same platform. [1:10:58] But when that five years comes, we don't [1:11:00] want to have to replace that cloud [1:11:01] connector again. We want to be able to [1:11:03] be say we're done with all those and [1:11:05] just be fully in the cloud for that. [1:11:14] So is our current system marketable to a [1:11:17] smaller county or a municipality or is [1:11:20] it [1:11:22] >> so outdated that [1:11:23] >> Well, we are and that's one thing I was [1:11:27] going to come next year too with is the [1:11:31] servers software has not been maintained [1:11:33] properly previously. So I say properly [1:11:37] hasn't been kept up to date. So we're on [1:11:39] version 2020 release two [1:11:42] 2026 I believe think release one or two [1:11:45] it goes by quarter is out. So, um, [1:11:48] there'd be, you know, some sort of [1:11:49] upgrade cost with our current system for [1:11:53] because it's so far back, they've [1:11:54] changed a lot of security, um, and other [1:11:57] things that make it not just a click click upgrade, right? Uh, but to [1:12:02] answer the answer the question, I I do [1:12:03] believe that a lot of the cameras that [1:12:06] we would be replacing, the ones that are [1:12:07] still in support would be whatever ones [1:12:10] are viable, um, I think we could mark it [1:12:13] on either a Purple Wave or Gov deals or [1:12:15] something to try to liquidate those um, [1:12:17] to regain some some money out of the [1:12:20] cameras. I would selfishly keep some for [1:12:24] if something would happen in this [1:12:26] building since we have a lot of the same [1:12:27] models uh to keep on hand for [1:12:30] replacement so we wouldn't have to [1:12:32] purchase new if we had a camera that [1:12:33] went out in this building for instance. [1:12:35] Um not all of them obviously. Uh [1:12:38] >> well it looks like there's only 40 out [1:12:40] of the 110, right? You you said 70 are [1:12:43] out of support. [1:12:44] >> Yeah. Yep. 72 or three. I got the sheet [1:12:46] right here. [1:12:47] >> Well, so there's not very many. [1:12:49] >> 70 71 total. that are at end of support. [1:12:52] But this building, they're newer. [1:12:54] >> Um, so we would have some [1:12:56] >> the newer ones to replace in this [1:12:58] building. [1:12:58] >> Yeah. And some of the some of the other [1:13:00] buildings, you know, I mean, core house, [1:13:02] we replaced a few during the renovation [1:13:04] project. So, we would keep those because [1:13:06] they're similar models to what we have. [1:13:09] Um, and it it would just be a backup for [1:13:12] at least one or two models each [1:13:16] um to keep on hand. [1:13:19] So throughout this, it says you have a [1:13:21] shortfall of 109,000. [1:13:24] And so now I'm looking at Rob. If we [1:13:27] were to approve this, two questions. If [1:13:30] we were to approve this and have the [1:13:32] money available, how quickly would we be [1:13:34] able to move forward on this project? [1:13:36] We're not waiting to another fiscal year [1:13:38] when costs go up again. [1:13:40] >> So I'll let Tom talk about that with He [1:13:42] had some discussions with Motorola. [1:13:44] >> Yeah. Um, [1:13:46] Julie, can you What's What's the [1:13:49] question? [1:13:49] >> My question is if it was if it was if we [1:13:52] >> No, no. Well, if No, my question is if [1:13:54] we I know where that's probably going to [1:13:56] have to come from, but if we were to get [1:13:59] all the financing, I mean, the bulk of [1:14:01] it is still coming out of the sheriff's [1:14:03] office budget. How quickly could we [1:14:06] implement? [1:14:07] >> Well, we'd have to have a public hearing [1:14:10] um to get into for the contract. Yeah, [1:14:12] of course. If you guys if you guys [1:14:14] >> once it's all good to go, [1:14:16] >> how long will it take? [1:14:18] >> What was the date for Motorola for when [1:14:20] they It's this [1:14:22] coming up. [1:14:23] >> Yeah, I'm pretty sure. Well, I honestly [1:14:25] don't remember and I'm not going to make [1:14:26] it up. It was not that far out, [1:14:28] >> right? [1:14:29] >> Before the end of the year, [1:14:31] >> I believe. So, yeah. [1:14:32] >> Yeah. For um especially for I know for [1:14:34] the jail and getting that soft dist the [1:14:36] server in out there. I'm pretty sure [1:14:38] it's a complete project. [1:14:40] >> Yeah. But for the price to go up, [1:14:42] there's they're looking at a price here [1:14:44] in the next couple weeks [1:14:45] >> today. Yeah. The the 30% they will lock [1:14:49] it if if they know there's something [1:14:50] coming, but that means the the vendor [1:14:53] has to purchase it. Um [1:14:56] so the price is, and I hate to say this, [1:14:59] and we didn't do this on purpose, trust [1:15:01] me. U it's just going so fast. Um the increase nationwide and vendorwide [1:15:08] is I'm pretty sure it's today. All [1:15:10] right. [1:15:10] >> Um, [1:15:12] >> but like I said, as long as they know [1:15:13] that or no, I'm sorry. [1:15:15] >> Friday. [1:15:16] Yeah. Yeah. [1:15:17] >> If they know that we are wanting to [1:15:19] proceed or this is the direction we want [1:15:21] to go, they will lock that for us until [1:15:23] we can get approval [1:15:25] >> contract and everything else. [1:15:27] >> Basically, the vendor would front the [1:15:30] cost of the servers and buy it and they [1:15:32] would hold that cost [1:15:34] >> if they knew we were moving forward, [1:15:37] obviously. But [1:15:38] >> Rob had a question, too. So, [1:15:42] not sure how to frame the question, but [1:15:45] um [1:15:47] we currently hold all of our data in [1:15:49] house, right, through our own servers. [1:15:52] Moving to the cloud, do we lose [1:15:55] security? Does that change our cyber [1:15:58] security profile and [1:15:59] >> be that guy? [1:16:01] >> No. So, the way these actually work is [1:16:04] the footage is stored on the camera. You [1:16:07] have the option to keep it on the camera [1:16:09] or you can upload it to their cloud. [1:16:13] The sheriff's office has already moved [1:16:14] all their mobile um car cameras and body [1:16:18] warrant cameras to the cloud with [1:16:19] Motorola. Uh not worried about that. [1:16:23] There's multifactor authentication. It's [1:16:26] encrypted. Um there's a lot of [1:16:29] safeguards around this. Uh especially [1:16:31] there's with all the law enforcement, [1:16:33] they have to uphold their data centers [1:16:35] to certain standards. So, I'm not as [1:16:38] worried about that at all. Um, [1:16:41] one thing it would I guess open up to [1:16:46] our current system because it is housed [1:16:48] here and we don't want to open it up [1:16:50] anywhere because it doesn't have the [1:16:52] technology for all the multifactor [1:16:54] things unless we add it on. We currently [1:16:57] don't have people have any mobile [1:16:59] access, right? So, you have to either [1:17:01] connect to your computer, VPN in, and [1:17:03] then or remote your computer. With this, [1:17:07] you know, the deputies that are [1:17:08] responding to an incident could have [1:17:11] cameras to be able to see what's going [1:17:13] on inside a building before they walk [1:17:14] through the door. Uh the the schools, [1:17:17] that's why they have the school camera [1:17:18] computers out there as well. So, if they [1:17:20] respond to a school, they have [1:17:22] visibility into those buildings before [1:17:24] they just go walk in and can see what's [1:17:25] going on actively, which I think is a [1:17:28] huge thing for them. Um but we don't [1:17:32] something we don't have now um for them [1:17:35] either. [1:17:43] » I do have a question but you talked [1:17:45] about what it might cost to do this [1:17:46] update for a little over $878,000 [1:17:50] and then you talked about some of the [1:17:52] newer capital projects where you might [1:17:56] include some of the newer type Anyway, [1:17:59] so [1:18:02] is the at 878,000 [1:18:04] does that include [1:18:07] cameras going into the new projects or is that another number [1:18:12] >> those those? No, this does not include [1:18:15] those. They're [1:18:17] in this in those projects. What we [1:18:19] typically do is if we were continue down [1:18:22] the road on our same system, those [1:18:25] additional cameras would be included in [1:18:27] the project. The one thing I will say is [1:18:30] if that project added enough cameras [1:18:33] that we needed more storage, it would [1:18:35] also include another server. So then we [1:18:38] would just be adding on to the servers [1:18:40] that we need to replace. So by us [1:18:42] switching it [1:18:44] to these cameras, if we move forward the [1:18:46] system, that camera comes with the [1:18:48] license for the 30-day retention. And [1:18:50] though those yes, those costs will be in [1:18:52] the project still. They're not in this. [1:18:54] But instead of buying the cameras that [1:18:57] we currently buy, the access cameras, [1:19:00] that would have presented a problem if [1:19:02] we do move forward because then we're [1:19:03] looking at replacing those cameras we [1:19:05] just bought in the project if it got [1:19:07] kicked down the road for. [1:19:08] >> So that's why you talked to the the [1:19:11] design and the engineer to make sure if [1:19:12] we're going to go forward if this [1:19:14] happens, we will use then we won't need [1:19:16] to add another server. We'll just add [1:19:18] those cameras like we would have. Yes. [1:19:20] Just the cameras that integrate with [1:19:21] this system. [1:19:22] >> Correct. [1:19:23] And if something didn't happen, we were [1:19:25] still okay because those would talk to [1:19:28] you add those to our current system. So [1:19:30] it's kind of the only way I could think [1:19:32] of to [1:19:35] get something if we did or didn't move [1:19:37] forward that would still not have to be [1:19:40] re repurchased or unused, I guess. [1:19:46] So to paraphrase, [1:19:48] this 878,000 [1:19:50] is the cost over and above what's [1:19:53] already being included in newer [1:19:56] projects. [1:19:59] >> Sure. Yeah. So [1:20:02] >> those cameras are part of those [1:20:04] >> projects and they would they would have [1:20:05] been if we stayed or didn't they would [1:20:07] have there would have been a cost for [1:20:08] cameras in that project whether we stay [1:20:10] or we move to a new solution. [1:20:12] >> Okay. But it could be it could be less [1:20:16] because if there were enough cameras in [1:20:18] that building that required a server or [1:20:20] more storage on our current system, that [1:20:22] would have been tacked on as well. [1:20:24] Whereas this cloud camera, if we go this [1:20:27] way, we have that 30 days with the [1:20:30] camera. [1:20:31] >> I'm just trying to verify the numbers. [1:20:33] >> No, 100%. [1:20:36] >> Yes. Yep. [1:20:37] >> Yep. [1:20:39] >> Well, I'm I'm curious. Is that statement [1:20:41] you just made correct? Um, I'm just [1:20:45] questioning that when, you know, we look [1:20:47] at the engineer, did we move cameras [1:20:49] from that facility that he moved from to [1:20:51] his new facility? Did we add cameras [1:20:54] there? Uh, the same with the storage, [1:20:57] evidence storage. We [1:20:59] >> the evidence storage [1:21:00] >> there. [1:21:01] >> Yep. The evidence storage was a new [1:21:05] building with new cameras. Those cameras [1:21:08] will stay, not be replaced because [1:21:10] they're going to get added onto the real [1:21:13] servers that are going at the law [1:21:15] enforcement center. The ones out at the [1:21:19] um secondary roads building, those are [1:21:23] new cameras. [1:21:24] They had four cameras. They went to 11, [1:21:28] I believe. Uh they [1:21:31] >> that cost us all part of the project. [1:21:32] >> That cost is part of the project. And [1:21:33] those are the ones that we would try to [1:21:36] liquidate [1:21:38] >> over the next four years [1:21:41] >> as soon as this project is in and [1:21:42] they're replaced to try to sell them. [1:21:44] >> Okay. So everybody's on the same but [1:21:46] anything new you've already put the [1:21:48] work. [1:21:48] >> Yes. Going forward because this wasn't a [1:21:50] we for one obviously budgets weren't [1:21:53] rolled over to where we could do [1:21:54] anything anyway and that's the camera [1:21:56] system we had and if they needed video [1:21:59] we had to do what we had to do. [1:22:01] >> Okay. So that my next question is so [1:22:04] we're short 109,700 [1:22:07] 10975934 [1:22:10] >> 36. [1:22:12] So [1:22:14] where are we where is that money going [1:22:17] to come from? And you're you're looking [1:22:20] to the board for that either our special [1:22:22] projects or [1:22:23] >> Yeah, essentially. [1:22:24] >> I thought he was going to tell us from [1:22:25] liquidating our old system. [1:22:27] >> I don't think it'll be that much. No. [1:22:30] Um, [1:22:31] >> well, this is the first that I'm hearing [1:22:33] of this and these numbers, but [1:22:36] I would need to look at the current [1:22:39] budget and see how things are trending [1:22:41] and what might be left over. That the [1:22:44] other option is to amend budgets and add [1:22:49] dollars from fund balance [1:22:52] to make it up. But I I it's first time [1:22:55] hearing of it, so I would need to look [1:22:57] over things. Rob, I will tell you I had [1:23:00] them um also do it so we could pay it [1:23:03] over two fiscal years. So pay the other [1:23:06] half July this coming July one. So that [1:23:08] is an option as well. [1:23:15] » Does that increase the cost? [1:23:17] >> I I would have to look and I I want to [1:23:20] before I say no, I want to make sure [1:23:21] that that's accurate. Well, and again, [1:23:23] the bulk is coming out of the sheriff's [1:23:25] office that you had already budgeted, [1:23:26] but you're just expanding that to [1:23:28] include more cameras in the county. [1:23:32] >> Well, I got to be careful with that. Um, [1:23:35] that room and board money has to go that [1:23:37] we got to dedicate that to the sheriff's [1:23:39] office. Okay. Um, [1:23:42] >> because it's a facility upgrade and and [1:23:45] also a benefit to the inmates. So, that [1:23:47] one I have to say is directed towards [1:23:50] that facility itself. Um obviously our line item is simply [1:23:56] a line item line. [1:23:57] >> Yeah. So [1:23:59] >> um [1:24:01] and that and quite frankly we wouldn't [1:24:03] have that money if we didn't have that [1:24:04] facility, right? That I mean that money [1:24:06] is coming in from holding other people's [1:24:07] inmates and and people are actually [1:24:09] paying because we're billing them. So [1:24:11] we're fortunate to have that money [1:24:13] coming in and and that is what it's [1:24:14] that's what it's for. So [1:24:24] » yeah, I would I would just [1:24:28] >> Well, I think that's what they're [1:24:31] talking about. [1:24:32] >> I think getting us out of any kind of [1:24:33] piece of equipment that goes up 30% [1:24:35] three, so almost double, triple in the [1:24:39] last year is a good move. [1:24:42] >> Yeah. And there's not related to this [1:24:45] but it may be a bigger discussion with [1:24:47] other things within it leader for other [1:24:51] servers we have if we move more [1:24:52] cloud-based but there's [1:24:54] >> why do you think the market has gone up [1:24:56] so much [1:24:57] >> it's data centers for AI they're buying [1:24:59] up all the storage and memory it wasn't [1:25:01] so bad in the in like our laptops and [1:25:04] desktops but that's hit now too where [1:25:07] those are coming back higher um [1:25:12] Is there a time frame which these [1:25:15] numbers are good [1:25:18] >> today? Wasn't it? Or this week? [1:25:21] >> Yeah. [1:25:21] >> If we could get a general general [1:25:24] consensus that this is the direction we [1:25:25] want to go, that's that's really what [1:25:27] they want because obviously they're [1:25:30] vulnerable to the the market as well. [1:25:40] If we talked about the hardware cost [1:25:42] etc. [1:25:44] What's the cost to use the cloud? [1:25:47] >> Yeah. So that is the for the years 5 [1:25:51] through 10 if we kept camera counts the [1:25:52] same they are today. [1:25:56] the using the cost that they are giving [1:25:59] us the five-year license at in this [1:26:02] agreement. [1:26:04] It'd be $123,900 [1:26:06] for that next five years. [1:26:08] >> 123 what? [1:26:09] >> 1239. [1:26:11] >> And that's for the next five years. [1:26:13] >> This would be years 5 through 10. if [1:26:15] they gave us that same contract price [1:26:18] that we are doing in this contract. I [1:26:21] had him give me the numbers he used for [1:26:23] um so MSRP [1:26:26] is [1:26:27] >> is that for a a specific amount of [1:26:30] storage and if we exceed that [1:26:32] >> 30 days you get 30 days retention [1:26:34] >> on every camera [1:26:35] >> it's based on the camera license per [1:26:36] camera you can change per cameras if you [1:26:38] want more you can have different cameras [1:26:41] with a different license but this is [1:26:44] with 30 days retention per camera that's [1:26:47] in the cloud [1:26:49] So, in this contract, the price, the [1:26:52] 5-year price for the 210 cameras that [1:26:56] would be in the cloud was $590 in the [1:27:00] contract. MSRP $799 for the 5-year. So, [1:27:07] when you break that down for the price [1:27:09] we're getting in the contract, it's [1:27:11] rough. It's $24,780 [1:27:13] a year. The MSRP price will be 33,558 [1:27:18] per year. We currently pay around 15,500 [1:27:24] for our current milestone licenses [1:27:26] already now per year. [1:27:30] » Yeah. Annually? [1:27:31] >> Annually? Yes. [1:27:32] >> And they have had price increases the [1:27:34] last two years. [1:27:35] >> Last two years. [1:27:37] Uh when talking to Vigilon, they had not [1:27:39] raised that price [1:27:42] >> for a long time. [1:27:43] Um, can't say it won't [1:27:45] happen, but that's historically they've [1:27:48] been at that same MSRP and discounted [1:27:51] price. [1:27:58] » I'll ask another silly question. [1:28:01] >> No. [1:28:01] >> Are this many cameras necessary? [1:28:05] >> I'll defer to those guys. [1:28:06] >> They are in my world. Um and and [1:28:09] ultimately in your world um to protect [1:28:11] the county and um especially on that [1:28:15] site and then you look at slips and [1:28:19] trips and falls and and the stuff we get [1:28:21] accused of at the courthouse. You know, [1:28:23] somebody says they fell and we go back [1:28:24] and look at the camera and nobody fell [1:28:26] and you weren't even at the courthouse [1:28:28] that day. I do believe they pay for [1:28:30] themselves just in the liability side. [1:28:33] Um again, I know they do in in my world [1:28:35] out there. Um, but there's also security [1:28:38] for your staff, for the general public [1:28:41] coming in and out. So, I say yes, I'm a [1:28:44] true believer in cameras. Um, [1:28:47] but it's up to you. I mean, the numbers [1:28:51] we have, I can tell you when we look at [1:28:52] buildings, and we've been involved in [1:28:54] every new building um that the county [1:28:57] has done, we don't go overboard on [1:29:00] cameras. We truly don't. We try to hold [1:29:02] the line as best we can, but try to get [1:29:04] coverage in the areas that we believe [1:29:05] need coverage. Um, we use cameras to [1:29:09] overlap areas if we I mean it uh I don't [1:29:12] think we have too many. And I say that [1:29:14] because like I said, I've been involved [1:29:15] in the buildings of all the new spaces. [1:29:18] So, I say in fact, in that last meeting [1:29:20] when we went through the review of the [1:29:21] attorney's office, we actually removed [1:29:24] cameras from what the design team had [1:29:27] put in um [1:29:30] just because uh county attorney didn't [1:29:33] want cameras in certain areas interior [1:29:35] wise. So, those got removed. Um a lot of [1:29:39] the buildings almost kind of cover the [1:29:41] perimeter, you know. [1:29:42] >> Yeah. [1:29:44] Well, we needed those cameras when the [1:29:46] our trailers got broken into a couple [1:29:48] years ago, probably five years ago [1:29:49] again. And that helped a lot to figure [1:29:51] out what was going on. [1:29:52] >> And I'm probably pulling, I don't know, [1:29:54] two to five times a year. I'm asking [1:29:56] Cliff to pull videos from investigations [1:29:59] or complaint or something on that from [1:30:01] my world. [1:30:01] >> So, the courthouse requests quite a few [1:30:03] throughout the year for [1:30:04] >> and sometimes we in the older buildings, [1:30:07] we had some blind spots and I had some [1:30:08] things happen that I couldn't have eyes [1:30:10] on. So, I think they're better in the [1:30:12] newer buildings. we don't have as many [1:30:14] blind spots as we did. [1:30:15] >> The one I was surprised by just helping [1:30:18] get the video out for people is you know [1:30:21] above the treasures counters how many [1:30:24] times we get requests from the state on [1:30:26] a transaction. Please provide this video [1:30:28] for this transaction that happened [1:30:30] because of some claim or whatever that [1:30:35] if we didn't have those there. Um, you [1:30:37] know, when you look at you're like, "Oh, [1:30:38] camera at every station." Seems a little [1:30:41] bit, but it's we've got several several [1:30:44] requests even back when they're in the [1:30:45] courthouse for transaction videos. [1:30:48] Somebody said they didn't get their card [1:30:49] back or they thought they left their car [1:30:51] there or this person, whatever the case [1:30:54] may be, but the DOT's requested those as [1:30:58] well. [1:31:02] » If if you're looking for a direction [1:31:03] today, which it sounds like you are, I I [1:31:06] am in favor of pursuing [1:31:19] sounds to me like it's kind of a [1:31:21] necessary evil [1:31:29] like to know how we're financing it. [1:31:34] I mean, it's one thing to say he has to [1:31:45] do it, but it's a little bit harder for [1:31:48] me when you don't uh know where the [1:31:49] money's coming. [1:31:50] >> So, there's a few there's a few ways to [1:31:52] look at it, I think. Um, [1:31:56] one, [1:31:58] we are going to be amending budgets here [1:32:01] in the next month or so. And there's [1:32:03] fund balance that we carry for a cushion [1:32:06] for a reason for things like this when [1:32:08] they come up that we're not planning on [1:32:11] um when we're budgeting in the year. So, [1:32:14] that the opportunity to amend the budget [1:32:17] is going to be there. Um if we were [1:32:21] closer to the end of the fiscal year, we [1:32:23] could do an analysis to kind of see how [1:32:26] much money we're going to have left over [1:32:27] that's been budgeted that won't get [1:32:29] used. There is always those dollars that [1:32:33] happen. [1:32:35] Um and then Tom mentioned earlier that [1:32:40] um there is the option of doing it over [1:32:43] two fiscal years as well. So where we [1:32:46] could pay for what we have in the budget [1:32:49] today [1:32:51] and do the rest in the next fiscal year, [1:32:57] right? And it it sounds like one way or [1:32:59] the other, our servers are degrading. [1:33:01] Your server is very much degraded and [1:33:04] the cameras 72 are not supported. So [1:33:08] when they go down, that's an automatic. [1:33:10] We have to purchase [1:33:12] >> or [1:33:12] >> this. Yeah. And this is these cameras. [1:33:15] We get a what' you say 110 replace 110 [1:33:19] cameras with 10 year warranty. [1:33:20] >> 10 year warranty. Correct. [1:33:23] >> And it it if you do it over two years [1:33:25] the possibility might be there that it [1:33:28] might be slightly more expensive just [1:33:30] because of that delay factor. [1:33:34] >> But Tom was maybe [1:33:34] >> I'll look and I apologize because I [1:33:36] meant to do that because I needed that [1:33:37] answer but I forgot. But but if you [1:33:39] think prices on those servers are going [1:33:41] to go up 30% this week [1:33:45] >> we're at least giving you an indication [1:33:46] that we're pursuing this. [1:33:48] >> Okay. [1:33:49] >> Well, at least two of us [1:33:52] >> and obviously a contract has to come [1:33:54] back and the twoe notice and all of that [1:33:56] has to be ironed out. [1:34:01] But thanks for pivoting when you know [1:34:03] the costs are going to this is why we [1:34:04] rely on our department heads being [1:34:07] experts in their fields because when you [1:34:09] start to look at how much it's going to [1:34:10] be and how much it's going to be next [1:34:11] year and then the next year and then the [1:34:13] next year where you're trying to pivot [1:34:14] to give us a fiveyear 10year solution [1:34:17] instead of just reactive year [1:34:20] >> not sustainable um not sustainable the [1:34:23] way that sustainable is laid out in the [1:34:26] current thing and like I said there [1:34:28] maybe future discussions we'll be having [1:34:30] just in it about similar things. So [1:34:36] >> going to the cloud for more things. Is [1:34:37] that what you're thinking? [1:34:38] >> Yeah. Just because [1:34:42] the server and hardware costs, it's just [1:34:45] >> blowing it up. [1:34:46] >> They say it's a two to five year deal. [1:34:48] There's no way. I I just don't believe [1:34:52] it. And once it goes up, you never see [1:34:54] it come back down, right? [1:34:56] So, [1:34:57] >> but the data centers are taking [1:34:59] basically everything. [1:35:00] >> Yeah. And like I said, now we're [1:35:01] starting to see it in just our laptops [1:35:04] and desktops. There was enough of a back [1:35:08] um supply of the more consumer grade [1:35:11] components, but now those are started [1:35:14] falling off because productions lacked [1:35:18] by producing everything for the data [1:35:21] centers. So [1:35:23] now it's hitting those as well. [1:35:30] » Any other questions board members? [1:35:33] Any other thoughts for this workshop? [1:35:36] >> I don't think so. Any other questions [1:35:37] for [1:35:40] others? I'm going to sit down. [1:35:43] >> So yeah, what' you decide? Well, he got [1:35:49] um [1:35:51] I think we decided two of us decided [1:35:53] that um um that we think we need to move [1:35:56] forward unless I misunderstood what you [1:35:57] were saying. [1:35:59] >> I guess you know [1:36:01] >> you pursue [1:36:03] contract and lock down some [1:36:08] » you got to set time and date you have to [1:36:09] have public hearings. I mean, you can't [1:36:11] give a definite answer. [1:36:13] >> All we're saying is [1:36:16] >> direction. [1:36:17] >> Can we set the public hearing based on [1:36:19] this or no? [1:36:25] » Thank you. [1:36:29] » Okay. Um, if there's nothing else for [1:36:32] >> The reason the answer is no is because [1:36:34] it's not an agenda item, [1:36:35] >> right? Okay. [1:36:36] >> We can put it back on as an agenda item. [1:36:38] Sounds good. [1:36:40] >> Okay. [1:36:42] >> I think you want to talk to Rob a little [1:36:43] bit more too. [1:36:46] >> Um is if there's nothing else for this [1:36:47] workshop, we we'll go on to other [1:36:49] business. Is there other business to [1:36:51] come before this board today? [1:36:54] Yes, Aaron. [1:37:01] Young, PIO, marketing coordinator [1:37:03] for the county. Not to belabor topic of [1:37:05] item 10 and not to circle back on [1:37:06] decisions that have been made. more so [1:37:08] looking forward to the future. Um, after [1:37:10] just a quick review of just maybe some [1:37:12] of our policies and procedures, I think [1:37:14] it would be advantageous if the board [1:37:16] would uh like to pursue this to consider [1:37:19] implementing a special event application [1:37:22] policy andor procedure. Um, currently in [1:37:24] that review, the only policy that we [1:37:27] have is within the Dallas County [1:37:30] Conservation. So, obviously their [1:37:31] procedures had gone through with their [1:37:33] board. It just helps I think more so [1:37:35] with that internal coordination and [1:37:37] collaboration with both the event [1:37:38] organizers as well as internal staff and [1:37:41] or other community partners. And not to [1:37:44] you know be critical of what we [1:37:46] experienced uh you know 30 35 minutes or [1:37:49] so ago but I think it is pretty tough as [1:37:52] a governing body to try to get all that [1:37:55] information 10 calendar days before said [1:37:58] special event. Um, and I think being [1:38:00] able to have a little bit more [1:38:01] coordination that policy and procedure [1:38:03] would help us as staff, no different [1:38:05] than any other report that staff would [1:38:07] present to you as 100% as possible, [1:38:10] whether it be an exclusive county event [1:38:12] or some type of association within that [1:38:14] county property. So, um, not necessarily [1:38:17] looking for any type of uh, uh, [1:38:20] direction, but more so just an [1:38:22] affirmation. I'm more than happy to take [1:38:24] that lead and work with the [1:38:25] administration team, coordinate with [1:38:27] department heads and other electeds just [1:38:29] as we pursue mainly for that sake of [1:38:31] uniformity since we have it already with [1:38:33] conservation. We should also have it [1:38:35] just countywide as well. [1:38:39] » Thank you. [1:38:43] Um there was the only thing I had was [1:38:45] that there was some discussion uh a [1:38:47] meeting or two ago about speed limit on [1:38:51] um one of our roads and um I did talk to [1:38:54] the county engineer and there is a [1:38:56] procedure to pursue that if there is any [1:38:59] interest and um I haven't heard anything [1:39:02] or no one's put anything on the board [1:39:03] for a workshop. So if there isn't [1:39:06] interest then I'll let it go [1:39:09] and I'm just going to leave it at that. [1:39:12] Um, [1:39:14] is there anything else? Any other other [1:39:16] business? [1:39:19] » Move to adjourn. [1:39:21] >> Second. [1:39:22] >> Is there any discussion? [1:39:24] All in favor say I. [1:39:26] >> I. [1:39:26] Motion carries. We are adjourned. [1:39:34] » Recording. [1:39:37] It's good.
