[0:00] Okay. So, we yeah, we don't have this live streaming [0:04] on YouTube because there was some technical issue there, but we don't [0:07] think that affects our ability to have the meeting. So, we're going to go [0:10] ahead. Um, okay. So, welcome everyone. I um we just [0:16] heard from Britney this morning that she's out of town. I don't really have [0:19] any more information than that, but she's so I'm going to just go ahead and [0:23] we have a pretty I so that also means that I was not involved in the creation [0:28] of the agenda. So, I'm just going to do my best here. Um, but I think it's a [0:32] fairly light agenda as published so far. Um, [0:38] let's go around and do introductions. Chris Wilson, member of the board. [0:44] » Melody McCandless, Grand County Commission. [0:46] » Ashley Corbl, member of the board. >> Melissa Jeffers, Grand County staff [0:51] member, member. >> And then Pamela. [0:54] » Pamela Gibson, board member. Thank you, Amanda. [1:00] » Amanda, board member. >> Thanks. And Deborah, [1:04] » Deborah McKe with the Governor's Office of Economic Development. [1:08] » Thanks for joining us. Um, all right. So, we have minutes from 6:24. [1:17] Um, [1:20] have folks had a chance to review those? Does anyone want to make a motion to [1:24] adopt? [1:27] Where are they? Just online. >> Just online. Um, [1:32] » link to the agenda. >> On the agenda. [1:35] » Do you want me to pull it out? >> Yeah. Or why don't we just come back to [1:39] that? People want to just take a little look while we go through presentations. [1:44] Um, and then we can go back and do uh get those [1:48] formally approved. Does that sound right? [1:52] All right. So then in that case next up um oh are there any conflicts of [2:01] interest disclosures expartate communication anyone needs to disclose [2:06] hearing none uh any citizens to be heard don't think [2:11] I see any presentations um yeah first up on the [2:18] agenda if you'd like to offer anything anything is okay Yeah, we have lots of [2:24] amazing things going on at the county right now. Um, so on August 18th is a uh [2:30] going to be a workshop with the commission and our Babcock design as [2:35] well as Marcus Keller with for the county complex. So that's a public [2:40] safety tax. So that'll be the public safety tax conversation, not a vote. Um, [2:45] some other ways of funding uh this [3:00] You're froze. You're froze. [3:03] » You lost everybody. [3:19] Clean it all. [4:28] Sorry, we have bad internet today. I don't know [4:31] exactly what it is, but we're back. >> Spotty internet [4:35] » warning. >> All right. [4:37] » Yeah. So, so I'll keep talking. Mis will pull up the draft plans. Um, and this is [4:42] just a draft. We have sent them back to Babcock to come back with and he'll have [4:46] a better um thing that will be going on but it's you know it's got retail space [4:51] that so it can be a public private partnership. So there'll be retail space [4:55] probably along you know the road that faces main street. It'll have a parking [4:59] complex and then it will have the public safety building with all of the things [5:03] that that with the courts hopefully in intact with that and that will leave [5:06] this building so that we can expand over into the courthouse area for more office [5:11] space because we need that and especially as we move um everybody [5:15] around because we'll have to get rid of people off out of the mob office of [5:18] tourism our um uh maintenance chat you know and then also trails and stuff. So [5:25] they'll they'll have to move eventually into this building and and we'll move [5:29] them somewhere else during the during the model if if it's approved by the [5:33] commission. But it's going to be >> just stopped again. [5:37] » Again [5:41] there >> Oh, there we go. [5:45] » I cannot find the word minutes. [5:50] portal. >> I'm at the I'm on the [5:55] um I went to the agenda center. >> Oh, agenda center is the old one. Just [5:58] have to It's the other link. It's agenda center's like 2022. [6:05] » You just if you just search for Grant County agendas. [6:08] » That's what [6:11] » Are you guys able to see my screen? >> Yes. Online. Okay, perfect. [6:20] retail space. That's cool. >> Yeah, it's got a lot of cool. So, it [6:23] won't be all funded. It would cannot be all funded by that public safety tax. So [6:27] that public safety tax will only be able to fund at the public safety building in [6:31] the courts, but there can be other other pieces of it that we can use to fund um [6:38] » fund the retail space and which is also was going to benefit you know retail [6:43] space in Moab's hard to find especially downtown and more parking [6:46] » and it's it's going to be really cool idea. So, I was just going to give you [6:49] guys a sneak peek of it for for this because we could use I mean we talk [6:53] about county projects >> and you know what do we do with RCOG [6:57] money? Well, we can use this for like infrastructure as that particular piece [7:03] because we won't be able to use the tax for that. So, anyway, so she's got it [7:07] pulled up. So, I don't know if we can make it bigger. [7:10] » So, I thought I might have made this up. It might be from some other county that [7:14] are looking. Um, >> is there a fund somewhere for a new [7:18] courthouse, county chambers kind of thing? Like new room? [7:23] » No, there's nothing. [7:30] » What was that, Pamela? >> Sorry about that. My husband cut his [7:35] hand and I'm >> Oh, no. Oh. [7:40] Um, Chris, [7:44] » so at one point in time our county did talk about building a new like office [7:48] structure over here, I think when Chris B was here, but I that's not I don't [7:52] think that's the intent of our commission at this moment in time is to [7:54] build a new office space for us. I mean, this office space here, yeah, would have [7:58] been great, but isn't really needed and should be paid for by taxpayer. But the [8:03] jail is has a lot of of needs. you know, we don't have medical, we don't have um [8:08] we have a lot of blind corners. Dispatch is inside of the jail, which dispatch [8:13] has to um run the jail and dispatch at the time [8:18] same time, which isn't really safe for our for our officers and inmates. And [8:22] then we also have like issues with the doors. Um we have a lot of issues with [8:28] our evidence where evidence is located at. [8:33] So all of those things needed need to be highly addressed, but this is kind of an [8:37] idea. Um >> I also have Mil Creek pulled up like if [8:42] you wanted to show kind of what it is modeled after or like [8:50] have you guys are you guys familiar with the Mil Creek City? [8:53] » I was just there last week. >> Complex. [8:55] » The splash. >> Okay. Yes. All right. Well, then you'll [8:58] know exactly. So the whole idea is we met with Mike Wender, the Mil Creek city [9:03] mayor, and he was able to share performance of all the different phases [9:06] of the project and share the capital stack and how it came together. But [9:10] essentially the way that it works is that all of the city offices, all of [9:15] their needs are on the top floors with a climbing wall, an ice skating rink, a [9:20] roller skating rink, lots of activation space, lots of retail and ground level [9:24] commercial and a parking complex. and the revenues from those activities are [9:30] what pay for all of the municipal offices and all their uses up top. [9:37] So, it's the whole idea of Grand County is really short on retail space and [9:41] we're really short on leasable commercial space and we're also really [9:45] short on parking. So if we were able to combine and say we can put together a [9:51] capital staff around providing 365 parking stalls and then have ground [9:56] level retail commercial activation space around the outside of that area [10:04] then how does that work with the proformata for long-term investment? [10:10] » Cool. >> Yeah. So um I'd invite you to join us on [10:13] August 18th. >> Yeah. When is it? It's August 18th. And [10:16] I don't know if it'll be ear. I don't know what that agenda will look like if [10:18] it will be before like at 3:00 or if it will just be at 4:00. It kind of [10:22] depends. But I don't know if that those time frames in your schedule. And then, [10:27] you know, and then the other thing that I've been working on diligently is our [10:31] Kenya's Healthcare Special Service District is expanding the care center. [10:35] And that looks like we're at like a two-year time frame to start possibly [10:40] start construction on that. And then we had nine proposals for the master plan [10:45] for the maps campus. It's the eight acres and we did um have interviews with [10:49] two of those Monday. We'll have two more next Monday and we'll have decided who's [10:53] going to be starting that master plan. So there'll be so with both of these [10:57] projects I mean I with the both of these projects for sure the maps master plan [11:02] is going to have a lot of public engagement and then obviously um the [11:06] county complex I don't know so much that it will have public engagement because [11:09] it's just a county project but I think that having you know you guys educated [11:13] on that would be great and I mean in long term the maps plan or the care [11:17] center could also be RCOG funds could help with those too. I mean, those are [11:20] just future future looking ad projects that if that was something that the [11:23] board wanted to >> the care center right now is like the [11:26] funding plan for that is to use the the new tax healthare tax. [11:32] » Yeah. >> Yep. But they'll have to get a bond. I [11:34] mean, it'll be like I think they're thinking about it's about 14 million is [11:38] what they're expecting that to cost. >> Yes. [11:42] And I think um oh the other thing is I was just curious have any I know Aaron's [11:47] seen the housing dashboard but has anyone else seen the housing dashboard [11:50] that Melissa created? I just thought that would be an interesting thing to [11:53] share. >> It's like a new one not the not what's [11:57] not just the been on the task force website like different stuff. [12:00] » It's on the task force but only for a couple months. When did when was that [12:03] finished? Few months. >> Yeah. A couple months. [12:05] » A couple months. So really uh yeah I just wanted to just [12:11] show you guys that as well since economic board has had a lot to do with [12:15] housing and just see where we're at. So if you [12:19] go to >> so [12:22] basically it shows like this is what the funnel looks like. Then it gives all of [12:27] the raw data that is populating the funnel and you can preview the gap [12:32] analysis and see sort of where we are in relation to where we wanted to be in [12:36] 2030. That's all driven by the Moab Area Housing Task Force [12:41] data that they created. and it just provides all of the projections [12:47] and then lines up with the priorities so that we're able to see that. But what's [12:53] really interesting is where it has been really helpful and really useful is to [12:59] discover that we're tracking ahead of plan for 2030 in a lot of areas and it [13:04] shows us exactly where we're behind and then it shows us where our biggest gap [13:08] is which is really great because it is affordable housing for older adults. And [13:16] so that's what we'll be able to correct and address theoretically with the MAPS [13:19] campus project and the the expansion of the Canyon Lands Healthcare Center. But [13:23] that's the area where we've got the most amount of red is affordable housing for [13:29] older adults. [13:36] » Cool. >> And then if you if you do break it into [13:39] the agenda center, um >> I got there. [13:42] » You got there. Okay. And if you look at two two uh meetings ago, the 1st of [13:47] July, I think it was July 7th, I did roll out a chair's chair's priority [13:51] statement. So it's got 10 goals of the commission um the commission majority [13:57] currently. And so it's got those 10 different priorities and if you want to [14:00] look at that, it it will be addressed in this board. I think all the part of the [14:05] our policies and procedures are that all chairs will do this going forward at the [14:09] county and they'll create this priority statement. they can take mine and tear [14:13] it apart or or go from there. And then and then that will be shared with all [14:16] the boards so that the boards will know what is the idea. So all the directors [14:20] and our county um directors and county staff and our boards all know what the [14:24] direction of the commission is so that no one sitting here going well what what [14:27] are we supposed to be doing? So that's also on there and I think you'll get a [14:30] copy of it. I I know that Dana was working on getting out to all of our [14:33] staff first and then she will get it to um [14:36] » what are we calling it? Chair >> chair's priority statement. [14:44] You know what? That's a good idea. I know I've seen that happen in the past. [14:47] That's a good idea. >> So, those are those are my updates and I [14:51] mean I'd always take any questions that people have any [14:53] » So, is that available already? That was something that was like released or [14:58] passed or >> It wasn't past discussion. Yeah. [15:01] » Yeah. But it's part of the commission um the agenda documents for that day. [15:05] » Yeah. Agenda documents already. >> Yeah. To project that. [15:09] » Yeah. Why not? Sure. >> Do you want to send that to me? [15:12] » You want me to send to you? >> Do you mind? [15:14] » I don't know if I have it official or do I clean it up nicer, but she sent it to [15:19] the director. So, let's see. I could send it to you though. Sent. [15:28] I could send it all to you guys. I was just hoping it would come from like not [15:32] just me, but from the >> through well through Mark, Dana, [15:36] whatever. I'm happy to share it to you. Look at it for a sec. [15:40] » Yeah. What else can you tell about it? [15:50] » I thought there was money and dream of a new [15:54] » dream. Dreams. >> Yeah. Wouldn't that be nice? [16:03] » A window. [16:08] I've got Dana send it to me too because still says draft on it but she's she's [16:12] fixed it all up. Send it to [16:21] actually none of them have windows. None. [16:24] So, and Bernal both have really nice fancy pants rooms, but they don't [16:36] » form. I'm still back on the county. They have [16:41] uh [16:45] We'll get to the western spirit. [laughter] [16:49] » We need that. We need a couple screens. [16:54] » Too, you know, >> fishbowl. [16:59] » I hope that didn't send you the whole spend. [17:03] » Are you technically like the tallest building? [17:07] » I might send you the whole entire thing, Melissa. Well, [17:11] » I sent you the whole entire >> Did you email it to me? [17:15] » Yeah, >> that could have been like [17:18] » Oh, got it. >> It might be the whole packet. Oh, no. [17:26] That went that fast. [17:33] No, it's not. Yeah. Here we go. [17:41] I can forward it to you guys too if you want to. [17:43] » Sure. Yeah. >> It's the draft one. So you'll see [17:47] specific >> the substance is [17:53] » it's like substantially the same. >> Yeah. Just formatted. [18:20] Did you find it? >> Um, yeah, you sent it to me and I [18:24] thought that I downloaded it so that I could pop it up [18:30] there. [18:38] Anybody [18:43] online have any questions? [18:50] Um, I can't really see anything. I can just hear y'all talking, but I mean I [18:55] can see it, but I can't see it. You know, it's too small. Is there a way [19:01] we'll get a link or something another so we can actually see? So I can see what [19:07] this is. [19:15] Is everybody frozen again? [19:22] Well, [19:38] » hey Pamela, I can hear you. Just give you some confirmation that the other [19:42] Zoomers, we can hear you, but it looks like their um chambers may have dropped [19:47] off here with connection. We'll see what happens. [19:51] Oh, you might be muted right now. >> Yes, I was. I was muted. Thank you, [19:57] though, Corey. >> Yeah. Yeah, I'm I'm there with you. I've [20:00] kind of been seeing the same thing. >> It's kind of hard to follow. [20:04] » Yeah. Yeah. [20:51] Well, I I it's interesting they they're the host chambers and so if they've [20:56] dropped off and Deborah, I'm not sure if you're here with us, too. Um [21:01] » yeah, I'm here. >> Yeah, that's you that's odd. We [21:04] sometimes have that with the city system where the host network will drop off but [21:09] the Zoom continues. Um but usually that would be that [21:12] they're they're logging back in and things just continue to run as normal [21:16] but not sure. They may not even >> recognize that they've dropped off. [21:20] » Yeah. Before you hopped on Corey, this happened. [21:23] » Oh, it did? And they popped back on. Gotcha. [21:25] » Yeah. >> Okay. So, I mean that's very odd but [21:29] kind of typical weirdly enough. >> Yeah. They said that their internet was [21:32] in and out today. Gotcha. Gotcha. Okay. Well, we'll we'll hang around then. [21:38] » We'll see. >> Yeah. Thank you. [25:35] Oh, sorry guys. Okay, so again, we have very bad [25:41] internet today. I think what we're going to do is move to the action item uh and [25:46] then try to get that taken care of so that if the internet cuts out again and [25:50] we have to just adjurnn, we can just adjurnn. Um if we have time for more [25:54] discussion, there's some interesting things that have been brought up. We'll [25:56] come back. [26:21] before it. [26:28] Oh Sorry. [26:51] Is everyone able to see the screen? Yes. [26:56] » Oh, okay. Perfect. Okay, awesome. Um, just to go back through the budget, we [27:01] have >> We we see you, Melissa. We see the room, [27:05] not the screen you're sharing. >> Oh, thank you. [27:09] » There you go. >> Well, I do at least. [27:11] » Thanks. >> Now, it should be up. [27:13] » Okay. Got it. >> Now, can you see it? [27:18] » Yes. >> Oh, yay. [27:21] So, uh, just as a refresher, we had already, uh, voted to spend the $50,000 [27:27] for Kenya Lensfield Airport. And then for the remainder of the [27:32] budget, what had been proposed was, um, capacity building for staff, [27:39] memberships, and partnerships, county profile, software tools, and reporting, [27:44] and then matching funds for economic development project grants. [27:50] for a total of 150. [27:56] » So, and then with the airport then that gets us to the 200. [28:08] » Sorry, what's what's the conference? >> Conferences. So, like the top summit. [28:15] Yeah. >> Go to conferences. You're not hosting [28:18] Oh, yeah. I've done it for $10,000. It's not [28:22] » um membership partnerships. What is that? [28:25] » Uh most of that is EDC Utah. So EDC Utah, the work that we do with Z's [28:31] public finance, those are the memberships. [28:38] » Oh, I don't remember that ever being a thing. But [28:42] » it's because we've never paid for it before. It was always paid out of [28:46] economic diversification funds. But this board has never [28:53] funded economic development department before. They've just done STEM grant [28:56] programs. So all of this is >> okay [29:02] to this. >> If I remember correctly, you've also [29:04] told us that the we've sort of lapsed on our funding to EDC and have an outdated [29:10] page for >> all of those things, [29:12] » business attraction. It's like that sort of that side that thing. So, it's paying [29:17] for trying to recruit businesses to mow it [29:20] » along with some other services they provide. [29:22] » So, yeah, >> they've got a whole package of things [29:28] that they do for different counties and like for example our sales tax leakage [29:33] reports, all of the reporting that they do for us, but we're just [29:38] behind two years. So, it's not going to be going forward 30,000 a year for per [29:45] se or it is. >> It probably is, but it won't be coming [29:49] from this group. Theoretically, maybe. >> Okay. And then um [29:56] » in the past it came from economic development budget. [29:58] » Okay. Matching funds for economic development project grants. [30:05] Those are the old grants, not new. Like >> this would be any new grants. So for [30:11] example, if we decided that we wanted to apply for RCOG to do pre-construction [30:17] costs on the development projects for the county complex, then our 10% [30:22] required match on that would be $35,000 $40,000. [30:27] » Okay. So So not grants for giving, grants for applying. [30:32] » Correct. Yeah. Okay. [30:36] » I mean, I think that's smart. It's one thing I've talked to folks about before [30:39] is that we should have a budget for match [clears throat] to be able to [30:43] match because we don't want to be able to we don't want to run into a position [30:45] where we're applying for a grant as a county and not be able to come up with [30:49] match. >> That's the bucket I wish was higher. [30:53] » Yeah. But that said, this is just for 2027, so it needs [31:10] So just to also go back to last meeting, I [31:14] mean one thing we talked about was making a recommendation that goes along [31:22] with B, you know, this this for this year being a year in which funding the [31:26] department. That's a transition here. Yeah. Right. Um, [31:31] and I think I brought up maybe that it would be great, I think it would be [31:35] great to have along with that a statement that going forward we would [31:41] like to not do this backwards or you know, but rather it'd be [31:47] the the preferred way to do this is to have us offer input [31:52] before the budgeting process allocates funds [31:58] so that there can a space for, you know, actual back and forth between the [32:02] commission and and this board. So, that's what what I would sort of [32:07] throw out there is that we, you know, we trust Melissa and the team to make the [32:13] best use of the funding for this year, understanding that this is a transition [32:18] year and that we make part of our recommendation. We use that language in [32:21] the recommendation that this is a transition year, you know, sort of [32:24] suggesting that this isn't the way we should be funding the department going [32:27] forward. and that the you know the the preferred [32:32] way to decide how RCG funds are spent [32:38] with a process from this board that offers a recommendation of commission [32:43] and then the commission acts on that that's you know that's [32:48] work outside of that process this board for several reasons [32:53] that's what I would put out there is something along those lines what other [32:58] people's thoughts are, what you'd like to see in a recommendation to the [33:02] commission from the sports. >> I got a lot more than that, but so it's [33:05] kind of a big can of worms, but um I mean I feel like this board could be [33:09] more of of a place to get information about how economic development is going [33:14] in the community, how business community is doing. It could be a conduit, not so [33:18] much like the planning commission like we're going to vote on every little [33:21] thing, but it could be more um could really add value in terms of helping [33:27] with economic development decisions that as opposed to um you know just the [33:33] grants or just stuff that we were all limited to. So I don't know. I think [33:37] that if we're if our goal is to get this done today, if we have a quorum, um I [33:42] mean I think you're right, Chris, that we need to think about what is the [33:45] purpose of this board going forward and what what are we [33:49] you know what is our role and and right now our what do we call it charter uh [33:56] bylaws or say just do the just do the um grants [34:02] pretty much. And so um and so even though it's because the grants aren't [34:09] available this year because county is has needs the funds then it's sort of [34:14] like okay. So I don't know I think I think if we were going to add any [34:18] language like that we might want to think about it more and work chuck it a [34:21] little bit and think about a way to make it palatable to or more productive or [34:26] something. But um I just have one question about this but but if you want [34:29] to make a motion and you have >> No, I'm not gonna make a motion. [34:31] » Okay. Go ahead. >> Okay. um on the uh 40,000 if we don't [34:35] spend it to apply for some grant this year. Do you guys already have a grant [34:38] in mind that you need that matching money for? [34:42] » I would like to apply for a lot more. I mean, there's so much I'm shocked at how [34:48] much we're not funding as a county and how much opportunity is available to us. [34:53] And all of those are tied to matching funds. So, the only reason why I [34:58] budgeted the 40,000 is just because there's not a lot of budget. 40,000 [35:03] theoretically would just be the one RCG match. If it weren't and we had [35:08] additional opportunities available, I wish that we had more in pocket. So, [35:15] the reason why I did that one is it's the minimum for what the ask would be [35:19] probably on the RCOG this year. Deborah, do you know if you can use RCG to match [35:25] for RCG? >> I don't know if you're there with us [35:29] right now, Deborah. [35:33] » Um um I will have to get back to you on [35:40] that. >> Okay. [35:41] » I don't want to say officially and be wrong. [35:43] » Yeah, no problem. >> So, I will find out and get back to you. [35:47] » Okay. I mean, I presume if that's not [35:51] feasible, then that would be available for either other grants. And if that [35:56] ends up not being the case, then you'd what? Probably spread that 40,000 among [36:00] those other categories up there. >> Yeah. I mean, I would rather use it to [36:05] apply for grants that aren't RCOD. >> Yeah. Yeah, that sounds great. But yes, [36:10] worst case scenario, I think that we would go back and [36:13] » reconfigure that >> in in regardless, you could still, you [36:18] know, put it in for your application. That's a discussion once it reaches um [36:23] compliance or James Dixon that we have then also I'll definitely get an answer [36:27] before then, but I would suggest you still move forward in your in your [36:31] process regardless. Okay. [36:39] So, I guess the answer was you don't have a specific grant now, but you feel [36:44] like there's a lot of grants out there that we should be applying for. Is that [36:47] » specifically? I'm hoping that we can use it for our COG. [36:51] » Okay. >> Because that's what we need it for. But [36:53] if we can't, then there are USDA community facilities grants that we also [36:59] want to apply for and several EDA grants that we want to apply for as well. [37:03] » Okay. And I guess my question is if you don't if the timing of the grant that [37:07] you decide you want to apply for is um off and this doesn't get spent in the [37:13] fiscal year or whatever the dates of this are um can it carry over so that [37:18] you would be building up a grants matching [37:22] or would it go away? >> That's a Deborah question. So obviously [37:26] it would come back to the board to decide what you wanted to do with it. [37:30] » Well you you you can encumber them. So, say you do want to use them for matching [37:36] funds, you can still carry them over the next year as um encumbered funds for [37:43] um for matching grants. [37:52] So, you're still saying that you're going to use it for that reason and you [37:57] can transfer them over for the same reason. It's really when um you're [38:02] changing a project, you're going to use the funds for something completely [38:06] different. >> Yeah, that makes sense. [38:11] » Um so, [38:18] okay. So, given all that, I guess it's fine. I mean, so you need a motion to [38:22] approve this budget. Well, >> the way Well, the way I' the way I've [38:26] thought about it, I just found I had written about potential motion last time [38:29] and I'm happy to put it up if you want to see it. But [38:33] » I think we should just say that the money be dedicated to the needs of [38:36] economic development staff in ways that the county staff dee best to promote the [38:41] development of greater economic opportunity. We just don't, you know, we [38:45] don't give it a specific budget like this is the money that the the staff is [38:50] going to use. It has to, you know, it has to be approved by commission [38:53] administrator and Melissa. Like, let's let them spend the money the way that [38:57] they think it has the most impact, which is, I mean, we're seeing what exactly [39:00] what that is, but but that way if the 40,000 doesn't work there and it needs [39:04] to get reconfigured, it's just their budget. I mean, that's what the whole [39:07] point is. This is supposed to be the economic development budget this year. [39:14] If folks want the spreadsheet, like, I'm not opposed to that. I just kind of [39:18] think it's cleaner to just say we're just we're going to make that [39:22] recommendation that it supports them. >> And so you're saying don't even give [39:26] specifics and let them do whatever they want. [39:28] » Yeah. >> Interesting. [39:30] » Yeah. I mean it's a it's like the same as it would be if it was a budget for a [39:34] department, >> right? I mean it is our recommendation. [39:38] So there's nothing wrong with doing it a different way, doing it more specific, [39:42] but [39:46] » I don't Well, it's a tiny amount of money really. And you're right that like [39:50] if you had something come up, but I don't even know when this time frame is. [39:55] I mean, we've already spent the 50,000 for the airport. [39:58] » This is it's July. It's August and we're approving the budget for this fiscal [40:03] year. So, that is the calendar and the fiscal the same [40:06] » calendar 2027. So, October one. Deborah, is it September or [40:13] October? [40:18] So we live with this. This is would be the budget for from October to October [40:24] September 1st or whatever. Okay. So this is for the future. [40:28] » Is that right? But I mean how we already spent 50,000 in this that wasn't in [40:33] October of this year. That was >> because we deferred payment on this on [40:37] the airport. So the airport is going to get paid off out of this fund. Oh, we [40:43] had the cash to pay it. We just >> Correct. So, we deferred it. [40:47] » So, we put we used future money of this committee. Okay. [40:52] » Last year, 2025, >> we ran a subrant program. [40:58] » 2026, >> that's where it's confusing. So, I just [41:03] finished the final reporting and submitted [snorts] [41:06] last week for fiscal year 2026 RCG. >> Okay. That was all of the correct. So [41:13] the reporting on it has to be completed by July 30th. So we just completed [41:19] meaning submitted last week >> on fiscal year 2026 funding. The problem [41:25] is, and just so that you guys are aware, the the the issue that it causes for [41:30] subgrant programs, and we need to be aware of this moving forward, and it [41:33] caused a few hiccups this year that we've had to deal with, is theoretically [41:38] this program only allows subgrantees or whoever six months to complete a [41:44] project. >> Yeah. [41:44] » So, by the time that you are good to go and you know for sure that you're [41:48] getting the money, you literally only have six months before your reporting is [41:51] due, right? >> And it creates a really tight [41:55] compressed timeline. It's a little tricky, [41:59] » but it's definitely fiscal. This is fiscal 2027. It either runs from [42:04] Endeavor would have to check me on this, but it's September. [42:07] » That's what's weird about this is because the the commission suggested [42:11] that the RCG should be paying for I mean the commission budget that was approved [42:17] was for fiscal 2026, right? It's because we can unc encumber [42:22] it in 2026 because that's this this year. So our ours goes from January to [42:28] December, but the grant goes from October to whatever. So [42:34] » I think I missed a question. I'm sorry. I had a call. I think you were asking me [42:38] about the the fiscal year. The state's fiscal year is July 1st to June 30th. [42:45] » And that's that's the fiscal year that this grant follows. Sorry, that's my [42:50] math. >> That answers all. [42:51] » So, we'll so we'll we'll receive this money from the state in our in our 2026 [42:56] budget. >> Totally. So, I got [42:58] » Yeah, it was just the fact that the state [43:00] » Yeah, it is it is it is opposite. >> Yeah. [43:03] » Okay. Um Pamela, Amanda, do you guys have anything that you you know, [43:09] thoughts about approving this? What you'd like to see in a motion? [43:16] » Nothing in partic. I mean, it's kind of it's different, but this is transition [43:22] as you said, but I I like seeing things spelled out, but instead of being loosey [43:29] goosey. [43:34] » Yeah, Erin, Amanda, also if you have anything. [43:36] » Oh, sorry. Yeah, go for it. >> Go ahead, Amanda, if you wanted to jump [43:42] in. I was just going to say I like the idea [43:46] of the spreadsheet but also like the caveat that um you know if there's the [43:50] matching funds but there is no grant for the matching funds but then you have [43:54] that caveat where rather than bring it back to us they can just move forward [43:59] with something in place. >> So somehow kind of giving giving them [44:04] that leeway to reallocate funds if need be. [44:09] » Okay. >> Yeah, I agree with that. [44:15] So, not just carry it forward, but say if you don't use it for a grant, you [44:19] could use it for something else. >> Is that I was thinking I guess I was [44:25] thinking that we could build up the grant fund like [44:28] » imagine >> that um if we don't spend I mean we're [44:33] both talking about right if we don't spend it what happens to it? And so we [44:37] could give both options. We could say if it doesn't happen and you have another [44:41] priority, you could bring it to us and we could discuss it or we could decide [44:46] to carry it forward. I mean, I definitely know how hard it is to find [44:50] matching funds for grants. And I I definitely think that you're right. [44:54] There's a million grants that we don't apply for. So, but if you don't, if [44:58] nothing fits the calendar or whatever the specific need right now, it would be [45:02] great to build that up if that got to be $100,000 or whatever. But I'm not sure [45:06] in the world of the county we can actually cling on to that money. And [45:10] that's what I'm asking. Kind of like >> well, if it's encumbered, if it's [45:14] encumbered, then it has to then I mean, it can't be spent on something else, [45:18] » right? Well, that's what I'm trying to figure out. Do we even have that power [45:20] to kind of encumber it and say let's keep this going so that in future as [45:26] school grants come up we have some money to spend that that was the idea. So um [45:33] but you could do both. You could say at your discretion I mean so there seems [45:38] like there's three ideas on the table right now. One is scrap the budget and [45:43] say it's all at your discretion and we approve spending the money. Second one [45:47] is approve it like it is, but say this 400,000 is for matching funds going [45:53] forward. You know, I mean, we could always vote to change our mind, I guess, [45:57] if some compelling thing came up. I mean, we voted to do the airport, [46:01] whatever. And then um and then the third one is kind of what you just mentioned, [46:06] Amanda, that it it Well, I guess that's that's the other the second one. It's [46:11] it's it's discretionary. So, I don't really Yeah, but you do you need us you [46:18] probably need us to do something on this today. [46:20] » So, she's I think I I think that the way that it works is that if you guys [46:23] approve like the budget how it is, that's the paperwork that goes just like [46:27] everything else we've had to do. If if you guys recommend it and the commission [46:32] says yes, >> right? [46:33] » Then then they take it and and it's it's a report. So she fills out a report, she [46:39] sends it to the state of Utah and then anything that deviates from that report [46:46] is updated. So you know and and generally comes back before the [46:49] commission. So if we have to do anything different than what we do, the [46:52] commission comes back before the commission to change it. [46:55] » Got it. >> We've had to do that before. [46:56] » But that's kind of what Deborah was saying is that but if we don't have to [46:59] if it doesn't substantially change the work that's being proposed, then it can [47:02] be done without that without the processes. So yeah. Um, and so that and [47:08] so I I would imagine that if if you kept a budget that had it in there as grant [47:13] money, so I guess that's the point. If you have the money in there as grant [47:16] money and that's the way that you approve it and that's the way the [47:19] commission approves it, then that's encumbered and then so going forward [47:22] that would say grant money unless it came back. So I mean I think that's your [47:25] guys's issue is like yeah, do we want to specifically say this or do we want to [47:30] give it more of a of a liberal thing? So I think that either either [47:34] » well given that the commission can override our recommendation if they're [47:38] like you know what money's tight we don't want disenccumbered they can just [47:42] say no and then that's it. And so um so I think if if we want to do grants if [47:51] you really want to do grants we got to come up with some matching money and [47:55] this is a start. So, um I mean I can make a motion to say I approve, but I [48:01] I'm really not clear on what we want to do. [48:03] » Well, let's was I I guess what is we keep saying transition is the idea that [48:09] like the commission in the next year fully fund this and then use the grant [48:15] this grant. Is that what you guys are thinking? [48:17] » I would re I am going to recommend that in this 2027 budget that we have a [48:21] budget for economic development if we can. I hope so. I don't know where we'll [48:24] come out with the end of this year's finances, but I I um [48:30] I'm hoping to have a balanced budget as of July and then we have money at the [48:36] end of the year that we can create an economic development department probably [48:39] with more staff than just Melissa, you know, and I think grants are super [48:42] important because the grants bring us more money. So, you take that $35,000 [48:46] and you get a whole bunch more money into it. I mean, it just it makes sense. [48:49] It would be silly to say we don't want to do that. I think um as any whether [48:54] it's this board or the commission that just seems silly and it would be great [48:57] to have those kind of things built up and and it would be great to have [49:00] economic development and then next year you guys would get to do all kinds of [49:04] different things with you know um with the RCG money what what direction does [49:08] the board want to go with recommendations next year and start [49:11] coming with those you know and the RCOG I'm just giving you some ideas of what [49:14] I'm looking at and what we could possibly use for RCOG funds coming up as [49:19] well so I think that's important to think about. Yes, it's moment the [49:22] momentarily there's been some changes, but this board's seen a lot of those and [49:26] and I do hope to fund them with county money and not economic development grant [49:32] money. >> Well, it it sounds like from the vibe I [49:36] get from you, you're not worried about spending that 40 grand. So, like just [49:40] kind of like, you know, kind of go as is on it. I mean, that's what I would I [49:47] mean, move to approve this. Yeah. I mean that sucks, right? [49:54] [laughter] >> Well, the thing is these grants come up. [49:56] I mean, on the chamber, we worked on a lot of grants and they come up and they [49:59] have deadlines and you're like, and then you're like, are we going to do this or [50:03] not? And how are we going to match it? And so having some funds set aside for [50:07] that purpose is really important because then when you file the grant, you say, [50:11] we have the matching funds, which is a whole bunch easier than saying, we might [50:15] be able to get them. So, I I think it's important and I think there are grants. [50:20] Some of them are torture, but some of them are really cool and and it's money [50:24] the state is giving out for economic development and Grant County should get [50:27] it, but I think we need to start building it up. That's what I'm trying [50:31] to say. It's like it it needs to be compelling the grant we're going to use. [50:35] We want to make sure it's the right thing. Um, so anyway, I don't know. Uh, [50:43] uh, it's up to you, Chris. So, well, let me just read you guys the additional [50:50] language besides that. So, I it sounds to me like there's more or less a [50:53] consensus that we should put a budget in there. Sounds great. Let's do that. Um, [50:57] tagging it basically as Melissa presented. So, we would just put that [51:00] straight in a motion. Um, and then I would suggest [51:07] adding language something along the lines of the 2026 RCG. It's actually [51:12] 2027. The FY2027 [51:18] RCG was earmarked for county economic development staffing and county economic [51:21] development office budgetary needs in the fall of 2025 before the EOAB had the [51:26] opportunity to offer a recommendation on the matter recognizing that 2026 the [51:31] economic opportunity advisory board recommends that for future grants the [51:36] county seek guidance from EOB EOAB before allocating RCG funding. [51:41] so that the OAB has the opportunity to complete its statutory responsibility to [51:44] recommend to the commission the use of RCG funds the board believes will best [51:48] create economic opportunity for the residents of Granite County. [51:51] » I don't know that that gets it Deborah. Does that [51:56] » gets what? >> Well, okay. So, [51:59] » this isn't about the funding that that language is about. I'm talking about the [52:04] motion. >> Yeah. [52:05] » What my concern is >> is that this the the letter the [52:10] recommendation that goes in the packet for the GOED application. [52:14] » This wouldn't be this is for the commission that this I mean so [52:19] » we would make we're making a recommendation to the county commission. [52:23] » Sure. >> Commission is then going to act on [52:26] » what you said was is that we didn't get to perform our statutory duty this time. [52:31] We would like to perform it next time. >> We I did not say we didn't perform our [52:34] statuto duty. >> That was what they took out of the first [52:37] two sentences. >> Uh [52:38] » doesn't matter, but I'm splitting the hairs to make sure that it hits the [52:42] statutory requirement for the grant. [52:47] » Listen to that. >> Well, I don't think this would end up in [52:51] the application unless the commission wanted it to. That which wouldn't make [52:54] sense. >> Motion has to be uploaded in the portal. [52:57] » This isn't this is not what I'm suggesting. This is our recommendation, [53:01] » right? But every motion this committee does has to be uploaded in the portal [53:04] that goes to the state. >> Funding the funding recommendation that [53:08] you make, >> but there's two different things. [53:11] There's a recommendation to the commission. [53:14] » That's what we make. We make recommendations to the commission will [53:17] then take action on it. >> No, it's this board's recommendation [53:21] that has to be uploaded. >> Correct. [53:23] » Just like this board had to do a certification about the reporting for [53:27] 2026. We have to do that every single year. [53:31] That's the only reason why I want to be careful. So, for example, if this [53:35] » board wanted to write a whole letter to the commission and say, "Hey, here's [53:40] what we believe. This is how we believe the process can be improved and here's [53:43] how we would like to see it go, whatever that split them into two [53:47] recommendations, >> but the motion, the actual approval of [53:51] this." >> Yeah. So, we're we're making a re you're [53:54] making a recommendation that's about if we're going to have an economic [53:58] development department, we're going to have an economic development committee, [54:00] which right now's only purpose is to spend this grant. And if you're saying, [54:06] okay, hey, in the future, [54:12] um it's it's totally separate from we would run two motions. One to just fund [54:17] this budget, done and done, whatever. And then um the second motion would be [54:22] hey in the future we think this is important and the commission can ignore [54:26] it or say sure or we can see what happens in the future. But [54:31] » does that alleviate your concern if we split it into two recommendations? [54:35] » Sure. I just want to make sure with her because I know that that is the only [54:39] piece that needs to get uploaded is your motion and if you're saying hey we [54:43] didn't get to do it this time but we would really like to get to do it next [54:46] time. I don't think that would make it past compliance. [54:50] Does that make sense? >> But it depends on how you're funding it [54:53] in that sentence. So if we just pass a motion right now, let's let's pass the [54:57] budget. Let's do that first and then we could come back to this other motion and [55:01] then we could discuss totally wrong. That's why I'm hoping [55:04] that >> Deborah might. [55:08] » Yes. So there are several ways that you could do it and Chris I think has [55:12] drafted a few of these letters. It could be a letter from the board also saying [55:17] that they participated and that they advised the commission and maybe that's [55:22] where you typically put your motion. Um, you know, signed by the board chair [55:29] or commission meeting minutes. I think you're you're good to proceed however [55:34] you guys decide. >> Sounds like there's some flexibility in [55:38] terms of how the stuff shows up in the application packet. Then [55:40] » it just comes from this board, not the commission. And if it makes it easier, [55:44] let's divide into two. So you can put the the single motion in the packet if [55:49] that makes it feel better. I think that's totally fine. Um okay. Well then [55:54] let's do whoever would like to put forward a motion [55:59] um on the budget on anyone want to jump in and make a recommendation for [56:06] the board. [56:10] » I'm torn. >> Okay, I'll go ahead and make one. I can [56:13] just it's fine. Um I can still do that as chair on a small board. Um, so I [56:18] would move to recommend that the county commission uh to the county commission [56:22] that the remaining approximately $150,000 in 2026 rural county grant [56:27] funding 2027, sorry, rural county grant funding [56:32] be dedicated to the staffing activities of county economic developments [56:37] uh of county economic development staff, including all of the items listed on the [56:42] budget on our screen totaling $150,000. [56:48] So are you is is the way you worded that are you sticking to these specific [56:53] numbers or are you giving more freedom? I [56:55] » Yeah, it sounds like we wanted to stick to the numbers. That's what I'm [56:57] suggesting and then later figure it out. >> We approve this budget. [57:01] » Yep. >> Okay. I second. [57:03] » All right. Any discussion on that? So let's just have a vote. Okay. All in [57:09] favor of that motion to support this budget? I [57:15] » I >> Okay, it looks like it's unanimous [57:19] uh with the the folks in the room and on Zoom that are important members. So, [57:24] that motion purposes >> that uh [57:29] satisfies the requirement of the grant and the motion that you can put in and [57:32] we're all good. Now, if we want to make another recommendation that is totally [57:36] separate about how we think these future things should go, [57:40] » just a statement about >> Yeah, it's a it's just a statement about [57:44] the process. >> And I suggest keeping it simple. I mean, [57:47] I have a lot of feelings that you do actually about sort of like big picture, [57:50] the role of this board and stuff. I just think that that's like a little bit [57:53] we've kind of gotten in a fire about some of I I don't think we should go [57:57] there because >> um but I do think that just like trying [58:00] to line up how this fits into the budgeting process would be great to I [58:06] think it would be helpful to make recommendations. [58:08] » Well, the thing is the hope is that it doesn't fit into the budgeting process. [58:14] Meaning in the in our dream world, there's a budget for the economic [58:18] development department and there's the grant money and we get to spend it like [58:23] we have in the past or some way like that, right? And so there this whole [58:28] situation doesn't happen where we're told, hey, the county is going to need [58:33] this money, so we're keeping it. So now you're not doing the grant process. Like [58:37] we hope that that doesn't happen again. And maybe and if it does if it starts to [58:42] look like that then we could raise our hand and say well hey can we get work [58:46] can we work on this in advance or something like that. So I it doesn't [58:51] feel like it's enough of a um [clears throat] [58:58] I just don't I mean hopefully this isn't going to happen again and if it is maybe [59:02] we'll have enough of a heads up to say hey can we go ahead and approve these [59:05] things in advance. But I mean, even if the even if the the [59:09] department is funded and that's separate, you could still see future [59:14] world in which the budgeting process starts to make recommendations on how [59:18] the grant money should be spent. There's precedent for it. They just did it. [59:21] » Yeah. >> Right. And so, you know, I I think the [59:25] » recommendation I think our board should recommend that that's not how it's not [59:28] the best way to to to manage this, >> right? But since I think I'm pretty sure [59:33] that um [59:37] since this money the county has the final say on this money and so I don't [59:43] think I just don't I don't I don't know I don't think it [59:49] » but then it should be exactly that. It should be the final say, right? That's [59:52] how it's supposed to work, not the initial recommendation. Well, so what so [59:56] you would say, "Hey, we recommend that you uh give us the opportunity to weigh [1:00:02] in on >> future grant cycles. The county seek [1:00:05] guidance from the EOAB before allocating RCG funding." [1:00:09] » I don't like that because I don't think it's what you really want. [1:00:13] » If I if I'm listening to you and I'm listening to all of you, [1:00:20] it's two separate things. One is how the process worked, which I think was [1:00:24] miserable for everyone, right? Which is, hey, let's make a recommendation about [1:00:29] how we spend it. We don't get to spend it on whatever. But then there's also [1:00:33] what you allocate the funds to. And what I'm hearing more from you guys is, look, [1:00:38] we have a preference that RCG funding not be used for county staff and [1:00:44] funding. We would prefer that those things be separate. [1:00:48] » I think that's a Does that make sense? I think that's true. I think that they're [1:00:51] two separate things. So, one is the process. [1:00:56] » The other one is to just say, "Hey, as a board, we would like to recommend to the [1:01:00] commission that rule county grant funds not be used to fund staff and economic [1:01:05] development departments." >> Okay. Well, that's a separate suggestion [1:01:08] and I think it's one that could be considered because I think it's a pretty [1:01:11] good one, but I don't think that that has any shows any negatives as to why we [1:01:15] shouldn't consider something about the process [1:01:19] » because the process could have been the same. Meaning, you guys could have done [1:01:23] this too, right? You could have said, "We have $150,000 left after whatever [1:01:28] and here's how we would like to spend it, [1:01:30] » right? But we didn't have that opportunity." [1:01:32] » That's why we're doing it. We're doing it after the fact right now. Well, she's [1:01:36] saying she's saying when we planned when we agreed to the 50,000 for the airport, [1:01:41] we could have at that very meeting or at the next meeting, we could have said [1:01:46] we're going to go ahead and budget the rest of the money and [1:01:49] » it had already been budgeted. >> Yes. [1:01:52] » Yeah. >> Yes. Yeah. [1:01:55] » Fall of 2025 is when the budgeting process happened, [1:01:58] » right? But what I kept saying before this allocated the funding for spend but [1:02:04] you're the difference is you're talking about the specifics of how to spend the [1:02:07] other 150. You're talking about the fact that [1:02:11] » we were already told how to spend 150. We're we're giving minor recommendations [1:02:15] on within we already know because we were told by the commission that it's [1:02:20] going to the economic development department or staff, right? We were told [1:02:24] that. >> We didn't make that decision. That's [1:02:26] true. Now we're like, now we're trying to fulfill our role [1:02:30] » because we didn't have the opportunity to do a proper way. [1:02:32] » We were never asked, do you think this could go to pay for the economic [1:02:36] development? [1:02:46] » But before the air, I mean, we were told that in 2025. The airport thing then [1:02:50] came up in early 2026, >> but we were told in 2025 that we weren't [1:02:54] going to be able to run the >> and we were also told in 2025 that the [1:02:58] reason for that was because there was a severe bud budget shortfall and there [1:03:02] sort of within that you can understand that that what that implies that [1:03:07] » this is an exceptional year. >> Yeah. And I'm just trying to codify this [1:03:12] idea that that should be a one-time thing where this is an exceptional year [1:03:17] and we weren't fully consulted on how to spend the money and so now we're doing [1:03:22] it after the fact. >> Well, I think it's their prerogative to [1:03:25] boss this basically the way this the bylaws of this committee right now. I [1:03:29] don't know that we have the I mean we would say in the perfect world they [1:03:34] would have said hey we would like we're going to need your money. would you be [1:03:38] willing to give it to us? And we could have debated it and said, "Sounds like [1:03:41] you really need it. Here it is." And then we would have felt the carts and [1:03:44] horses would have been in the right order. [1:03:45] » That's the way it's supposed to work. That's [1:03:47] » And last year And last year you guys were more than willing to fund the [1:03:51] economic development department because you wanted staff and then this year [1:03:54] you're super angry about it. So I mean we're angry. We're just [laughter] we're [1:03:58] having a conversation about process that that [1:04:03] » this board advocated for there to be an economic development staff. We didn't [1:04:07] have any we never made any recommendation on how to fund it idea [1:04:10] which was >> last year when we were looking at like [1:04:13] the $200,000 and we didn't have staff. We talked about like do we do we use [1:04:18] some of that money for you know you and I sat down and talked about it and I and [1:04:23] I said no we shouldn't because we've already sent all this money out you know [1:04:26] we've already sent all these have all these grant applicants like and then [1:04:29] we're going to pull back money and >> so no we talked Yeah. We talked about [1:04:32] doing it for that you you talked about doing it based on this year's grant [1:04:35] cycle which is and then that's what happened [1:04:37] » and yeah last year cuz I'm like we already sent all of these grants out [1:04:41] that would look really crappy as for the county to say oh never mind we're not [1:04:44] going to give any of you these grants totally we're going to pay for staff [1:04:47] » I agree with >> and so we used money accounting money to [1:04:50] hire Melissa but this year we had no county money to hire Melissa and this [1:04:54] year we didn't send out grants to everybody saying hey you want to use [1:04:57] some of this money and then pull it back from them either so yeah last year [1:05:00] whenever I was there. I was like, "Yeah, we probably shouldn't pay any money out [1:05:04] of economic development because we have all these grants out there." I wouldn't [1:05:08] have recommended it. I thought it would have looked bad to do that last year [1:05:11] with all those all of those grant applicants. [1:05:14] » Yeah. Last year, we were suggested by the commission that we should run a [1:05:17] grant program for small businesses in our community and that's what we did. [1:05:22] » Yeah. >> Right. But in that in that case there [1:05:24] was some feedback given by the commission and then the board acted on [1:05:28] that feedback you know but also contributing our own ideas to how grant [1:05:32] cycles could be run and then we made a recommendation and then the commission [1:05:37] approved it right that that was like kind of a normal [1:05:39] » you guys could have still and just like to Melissa's point you could have still [1:05:43] even though I told you that it was put in the budget because I'm open and [1:05:46] transparent and it happened last meeting in December that was chosen so not like [1:05:51] fall of 2020 25, but it was also it was chosen to use that for there. But you [1:05:56] guys could have still said we still we're going to put in a different [1:05:58] recommendation. >> Yeah. [1:05:59] » But I mean at that point it would have I mean [1:06:03] » at that point it would be a lot of work to put in a different recommendation and [1:06:06] still have the commission go back and say no. [1:06:07] » Exactly. >> But that's it is one year. It is a [1:06:10] one-year thing. >> Totally hopefully that we'll do it in [1:06:12] the future. So I mean I think part of you if you want to have that frustration [1:06:16] to the whole commission not just to me. >> No it's just it's not about a [1:06:19] frustration. It's really just about communication, [1:06:22] » right? It's because we we've had these conversations, right? You're you're here [1:06:25] and we have these conversations. We don't have conversations like this about [1:06:30] the process with other commissioners, but we had that workshop last year about [1:06:35] the RCG and RCG with the commissioners. And that was, you know, that's great. [1:06:39] That was like a learning process for everybody. But I there, you know, in the [1:06:43] same way that you all use the you all use the passage of changing bylaws as a [1:06:50] way to communicate to us, like our way that we can officially communicate back [1:06:53] to you, not just you individually, but the commission is through [1:06:56] recommendations, right? And so it's not that I'm not I'm not, you know, mad [1:07:01] about it, but I do think that we didn't get the process right this time or let's [1:07:05] just say there were exceptional circumstances that require that the [1:07:09] process, you know, the timeline of the process change, but let's not codify [1:07:14] that, you know. >> Yeah, I don't think we should Yeah, I [1:07:16] don't think it should be going forward. I agree. I'm fine with your letter. I [1:07:19] was letting you know that it was like it was definitely conversation. I think you [1:07:23] that there's a lot of conversation and this is the whole reason that I brought [1:07:26] the bylaws back to what the state code has is because I think that you guys can [1:07:30] accomplish things that you spend a lot of time talking, you know, talking [1:07:33] about, but I and not and not moving forward with it. You know, I think you [1:07:38] guys need to be bringing ideas to to what you want to see with this money, [1:07:43] but then you feel like your hands are tied because we already spent the money. [1:07:46] So, I mean, but we have next year. He's saying that he he's just saying that [1:07:51] like we spend a lot of time trying trying to comply with the law and the [1:07:55] regulations and the whole situation and it feels like when you're approving [1:07:59] things afterwards you're not really on top of that. I think that's the main [1:08:03] thing point that you're making. But I I I don't I think we have bigger fish to [1:08:08] fry honestly. Um, I mean I agree with you, but I just [1:08:13] think like really I mean in your 10 priorities nine 10 [1:08:21] whatever 10 you know you've got two that really relate to economic development [1:08:26] and if you if there's going to be money spent and we have staff and we're doing [1:08:31] things that are aimed at winning in economic development and moving the [1:08:37] needle and actually improving wages and all of the many challenges [1:08:42] that our community has. That is a very heavy lift and a very big deal. And [1:08:47] government, it's free market society. So government has very few levers to pull. [1:08:52] And when they do pull those levers, they need to be really careful about [1:08:56] unintended consequences and you know, are we doing the right thing and all of [1:09:01] these things. And so like I just feel like that that work of [1:09:08] for example the orthopedic center or just as one of the ideas that's out [1:09:14] there, you know, if that is going to be something we use our $40,000 to get a [1:09:18] grant for to try to plan for or something or the golf course or any of [1:09:22] the projects that have been brought up that are aimed at improving economic [1:09:27] development. I think that there's there's a lot out there and there are a [1:09:32] lot of communities doing really effective work in this space and we [1:09:37] should be looking to see what they are and understanding them and figuring out [1:09:40] the ones that might work for us. We don't have to reinvent the wheel every [1:09:44] time. But either way, we we just like we do have kids going to school hungry in [1:09:50] Grin County. We do have people sticking in their cars. We do have a big service [1:09:53] industry that's not getting paid enough. We have um you know we have these [1:09:59] challenges and how so if we if this board is ever going to have the [1:10:05] opportunity or get to work on really moving the needle on those challenges [1:10:10] what what does that look like and right now we aren't [1:10:13] » what it looks like is there is there being pathways for a consultation right [1:10:18] I mean looks like an advisory board being an advisory board [1:10:22] » right but we aren't in that space right now this commission's made it very clear [1:10:25] to us that we are not in that space. And so I just think we got to carry on and [1:10:30] think about it. I mean there there's a I I applaud your um priorities and I think [1:10:37] they're great. Now how do we you know put the meat on the bones? And so um and [1:10:44] I think there's so many communities around the west trying to be us trying [1:10:49] to get some of the money that we get that comes to us. They want our [1:10:54] customers and so what do we do about that? Do how do we maintain our market [1:10:59] share? Diversify if we can in a real meaningful way which which of these [1:11:04] diversification ideas are actually going to move the needle as opposed to be sort [1:11:08] of a wrong turn that we look back and go well that didn't work. Like we don't [1:11:12] want that. We want to do things that are going to matter. So, [1:11:17] um those are the bigger issues that like I was in, uh the press the other day and [1:11:25] um I was talking to someone and they mentioned a union for guides and I was [1:11:30] like, "Wow, not even sure that's going to work." And someone started screaming [1:11:33] at me. I mean, like things are rough out there to talk about like what does that [1:11:39] mean? like this is and we ended up having a great conversation about it, [1:11:43] but like >> it looks like it's [1:11:44] » there's a lot to there's a lot that we can fix and our committee is trying to [1:11:48] find a way to be useful and positive and productive and help achieve your goals. [1:11:53] » Okay. So, anyone else want to jump in on this? I'm fine leaving it if we just [1:11:58] want to move on to another topic, but we haven't heard from folks around the [1:12:04] table. [1:12:08] Okay. I I guess the you know Melody's kind of talking about like yeah we will [1:12:14] fund it through normal budget next year and obviously you guys think it's [1:12:18] important so put money towards it put important so I don't know just hearing [1:12:24] kind of Melody's feedback sounds like we're kind of moving in that direction. [1:12:29] I don't know if do you want do you feel like other commissioners need to hear [1:12:33] our our echoes of that sentiment like be like oh yeah put this in the budget it's [1:12:39] important guys you know >> I think that you guys can do whatever [1:12:42] you want I think if you want to write a letter to the commission on behalf of [1:12:47] the board I think that's a I think it's good because like you said I'm the one [1:12:51] that that hears you I mean I can take those concerns back to the commissioners [1:12:55] but it's different when it comes from from you than me you know and I don't [1:13:01] I have a pretty good poll of what's going on with the commissioners. I think [1:13:05] that they all value economic development as well. So, I don't think that we're [1:13:08] going to have I think that when we look at a budget and and if we have [1:13:11] shortfalls for next year, it's going to be rough budgeting season. I'm not going [1:13:13] to say it's going to be rough budgeting season again. Like we have a we've had [1:13:18] four years of downturn economy and we didn't slow down our spending. So, we [1:13:22] our expenditures of the county were up and our revenues were down and so we're [1:13:27] still at that level. we've come up a little bit, but it's not like that much. [1:13:30] So, so definitely looking at balancing the staff and stuff is is challenging. [1:13:35] It's super challenging and and what are our priorities? My priorities are [1:13:39] definitely economic development. I mean, in every one of my boards, like I look [1:13:42] at like every I'm doing economic development in all of the boards I'm in, [1:13:46] not just the economic development board, you know, and so it's obviously a huge [1:13:50] priority to me and and hopefully to the other commissioners, you know, and I [1:13:54] know I'm going to have push back because increase I already have push back on [1:13:58] increase of taxes for the healthcare tax, but that's going to create things [1:14:01] that we need in our economy for our seniors, you know, and the same as as a [1:14:06] public safety comp or the county complex, you know, it's going to it but [1:14:09] it, you know, takes revenue. >> Well, that that's the point is that if [1:14:13] if we come up with economic development spends, we're going to spend taxpayer [1:14:17] money on economic development and that thing and and the project, whatever it [1:14:22] is, is broadly supported by a diverse group of citizens who are have some [1:14:26] expertise on it. That's helping you and that's how it's supposed to work. [1:14:31] » Yeah. And so that's why I think you know I my hope is that in future this role [1:14:38] this committee could expand and we could be more helpful on actually delivering [1:14:42] on these on these priorities. I mean it takes a lot of people to move the [1:14:47] needle. Yeah. And that's why I I mean that's why I'm sharing these things with [1:14:50] you because >> you know you can't just work in this [1:14:53] group I think and that's what I saw in the beginning when I first came. It's [1:14:56] like you kind of work within this group when there's a lot of other groups doing [1:14:59] things, you know, like that all how do we bring all of those groups together in [1:15:02] the community? The airport, because yes, we have the airport that's doing [1:15:05] economic development. We have the car, you know, this group and this group, all [1:15:09] these different economic pieces that are working together. So, it's not just like [1:15:12] only this specific board. >> Sure. [1:15:15] » That's something could be doing. There's a lot of ways to [1:15:19] to build the coordination and input and have open stakeholder meetings where [1:15:24] people get to, you know, talk about ideas and, you know, some of them get [1:15:30] like, well, that's not realistic and some are good. I mean there's a lot of [1:15:33] ways to do it and um [1:15:38] » anyway we just are you looking for Chris like hey we recommend in the next [1:15:43] budgeting season try to budget >> like do we want to approve something [1:15:47] like that or >> I mean it's a we well we don't need to [1:15:50] do anything more than what we've done what we've done we checked the box that [1:15:54] we needed to check um yeah it's more if this board wants to [1:15:59] » create a statement that they're offering to the commission I I kind of would like [1:16:03] that, you know, kind of gives Malady like little [1:16:06] » You mean one on this second topic which is which is really reasonable which is [1:16:12] » that economic development that RCG should be used for I don't know [1:16:18] how you say it basically that the the county should fund economic development [1:16:22] » an economic development office. Uh, >> yeah. I don't know. [1:16:27] » I mean, I guess I'd move to do that. >> The county should [1:16:31] » Yeah. Do we move to make a letter? >> So, you guys don't have that as an [1:16:35] action item on anything right now, but you could put it on for next. I It's [1:16:38] kind of a discussion right now. And then you could put it on so we all those [1:16:41] thoughts come for next meeting with just a you know, to approve a letter [1:16:45] » and maybe Chris could have been share it with all of you board members in a [1:16:49] Google doc and you guys could not have to spend hours talking about it. have, [1:16:53] you know, sign on and vote on or whatever, you know, at next meeting [1:16:56] because we won't start our budget season until um we got a couple more months [1:17:01] until we're going to really get into budget season. So, it's not something [1:17:03] that you need to do today. >> The advisory boards were is that [1:17:05] correct? Have they started? >> Um our budget [1:17:09] » board, but whatever. >> No. So, they we had our budget a budget [1:17:12] advisory board scheduled for this week. It got cancelled. Okay. And so, I mean, [1:17:16] we just for sort of beginning of the project. [1:17:19] » Yeah. And so, we're looking at like mid August now. I just got an email about [1:17:22] that. So, mid August is a budget advisory board. I mean, there's an open [1:17:25] position on that, too. Just FYI, there's an open position on budget for um a [1:17:30] citizen. So, I don't know if those you can go online and and sign up for those [1:17:35] that I think that's what our order of business will be in that August is [1:17:39] picking those two um empty spots and then just kind of over overarching um [1:17:45] stuff and then it will start doing individual departments. [1:17:49] » Sure. Uh, okay. Well, if that case, it'll be [1:17:52] up to Britney to I mean, we can pass on some information from this meeting to [1:17:57] Britney. It'll be up to her over whether that shows up on the agenda next time. [1:18:00] Uh, presuming that she'll be here during the meeting. Uh, okay. So, we skipped [1:18:08] over any presentation from Melissa. Is there other anything else that you [1:18:13] wanted to present on? just the information for the other [1:18:18] projects and that the August 18th meeting would probably be a really great [1:18:22] meeting to come to that workshop. >> Um and then yeah, Melody shared with us [1:18:29] to everybody's email I think. >> Yeah, I had the priority statement so [1:18:32] you guys awesome. >> Got it. And um [1:18:35] » and really yeah, just really good thing for the county to have. I really [1:18:41] appreciate that. Um it does help provide us with context for where we could be [1:18:46] useful. >> Yeah, I think it provides everyone with [1:18:48] I mean it even keeps us on track, you know, I think that we just everyone in [1:18:53] every meeting tends to sway if we don't have like priorities to to move along, [1:18:58] you know, and to and and to check back. And that's something that like Melissa [1:19:01] with the dashboards, you know, as we as we say, you know, what do we want to [1:19:05] accomplish with these goals? She's a she'll be able to put them. So if you [1:19:08] look at like Salt Lake City has a dashboard that say these are our goals [1:19:11] and then they're like red, yellow, green, you know, how well are we doing [1:19:14] to our goals and so the community can see [1:19:16] » like >> Yeah. Right. Yeah. Like the housing task [1:19:20] force dashboard. So I think those are important and there's if there's simple [1:19:23] visuals for our community to see that yes, we have goals [1:19:26] » and are we accomplishing those those goals, you know, and that's and that's [1:19:30] really important to me.
