[16:34] bureau has received an unmodified
[16:36] opinion on his financial statements.
[16:38] That means after we did our audit, uh we
[16:40] believe the financial statements in here
[16:41] are fairly stated in all material specs
[16:43] or respects and that's considered a
[16:45] clean opinion, the best opinion you can
[16:46] get. So kudos to the finance office for
[16:48] that. Uh we also have another opinion in
[16:51] our audit report that's for government
[16:52] auditing standard auditing standards. Uh
[16:55] if we had any issues that we found
[16:57] during our audit, we may have a finding
[16:58] and recommendation. I don't if you
[17:00] recall last year there was one finding
[17:01] in recommendation that was correct in
[17:03] 2025 and there was no new
[17:05] recommendations or comments in 2025. So
[17:08] last year's was fixed and this year's
[17:09] was clean. Uh so both opinions are
[17:11] clean. It's the best report you can get.
[17:13] It's the highest insurance you can have.
[17:14] So it's a clean audit. Uh from the
[17:17] financial standpoint uh I'll probably
[17:19] sound like a broken record again because
[17:21] it's the same every year, but you're
[17:23] once again fiscally stable. uh and your fund balance is maintained for the
[17:28] last 5 years. Uh in 2021 your current
[17:31] fund fund balance was 8.5 million. Uh in
[17:34] 2025 it's $ 8.7 million and every year
[17:38] in between it's been around $8 million.
[17:39] So you guys have been beyond consistent.
[17:43] Uh and that's good for the bureau
[17:45] because it uh it helps them. You know
[17:46] when you're doing your budget, you don't
[17:47] have any highs and lows. Uh it's also
[17:49] good for your bond rating. The bond
[17:51] rating companies like to see a stable
[17:52] fund balance. They don't see highs and
[17:54] lows and you guys have avoided that and
[17:56] have been quite consistent. Uh, one of
[17:58] the last jobs I was working on, uh, they
[18:00] had a fund balance back in 2021 of a
[18:02] little over $7 million. They're now down
[18:04] to $3 million. They're about the same
[18:06] size as you guys. Uh, so unfortunately
[18:08] they were using revenue, one time
[18:10] revenues to kind of balance their budget
[18:12] and it's kind of run out of them now.

[18:15] done that around here. You guys are
[18:16] always very consistent, uh, very
[18:17] conservative and that's a credit to the council and also to the
[18:20] administration. So, overall, I'd say a

[20:20] application for 10 trees, and I'm really
[20:24] pleased and excited to announce that we
[20:26] were rewarded the 10 trees, and so we
[20:29] will be putting these trees at the 8
[20:30] acre woods. Um, Kevin and I went down
[20:33] and we scoped out where we want to put
[20:34] the trees. We want to really start
[20:36] replenishing [clears throat] the woods
[20:38] down there. Um, so we're going to be
[20:40] working with our DPW. But we're also
[20:42] going to be working with Downs to kind
[20:44] of [clears throat] remove the invasive
[20:46] species down there and um the stuff that
[20:49] shouldn't be there so that we can really
[20:50] be successful in planting these 10
[20:53] trees. So I'm going to accept on behalf
[20:55] of the town and there's training and the
[20:58] trees are going to be picked up in
[20:59] October. So um game plan is sometime
[21:02] midocctober we'll be doing this project
[21:04] and we'll be collaborating with the
[21:06] community to do a cleanup when we also
[21:09] uh put the trees in the ground. the
[21:11] native trees.

[24:10] approximately 21,10
[24:12] women will be diagnosed with ovarian
[24:15] cancer and 12,450
[24:18] will die from the disease nationwide,
[24:21] including an estimated 650 new cases and
[24:25] 340 deaths in New Jersey. And whereas
[24:29] during the month of September, the
[24:31] burrow of Horththornne, New Jersey,
[24:33] joined survivors, families, health care
[24:35] professionals, advoc advocacy
[24:38] organizations, and all those committed
[24:41] in raising awareness, remembering lives
[24:44] lost, and offering hope for the future
[24:47] with better outcomes and ultimately in a
[24:50] cure.
[24:51] Now therefore, be it proclaimed that the
[24:54] mayor and the council of the burrow of
[24:56] fourthornne hereby declare September 20,
[24:59] 2026 as ovarian cancer awareness month
[25:02] and encourage all residents to
[25:05] participate in awareness activities.
[25:07] Wear teal in support and engage in
[25:10] conversations that help save lives and
[25:13] support the thousands of families
[25:15] affected by this devastating disease.
[25:20] Now I have my agenda.
[25:23] Yesterday morning there was a fire
[25:26] at Horththornne Tire on Goffel Road.
[25:29] This quickly became a five alarm fire
[25:32] and the building is a total loss. It is
[25:34] under investigation. Five of our
[25:37] firefighters were treated after
[25:39] breathing in smoke and fumes and six
[25:43] was also brought to the hospital with
[25:46] medical issues. The fire ignited at
[25:49] approximately 7:30 a.m. and flames
[25:52] quickly extended from the first floor
[25:55] and basement up through the first floor
[25:57] and second floor apartments. The
[25:59] building was totally demolished, will be
[26:02] totally demolished. I want to thank our
[26:04] fire department, our ladies auxiliary,
[26:06] our Horththornne police and our o EMS
[26:09] and well as well as the American Red
[26:13] Cross, Pay County Sheriff's Hazmat and
[26:16] EMS county rehab canteen and the
[26:19] Pakenber and fire coordinators for their
[26:22] assistance yesterday.
[26:25] I want to thank you to our neighbors who
[26:28] provided mutual aid. Glenn Rock, North
[26:30] Helden, Wyoff, Frellon, Halden, Prospect
[26:34] Park, Rididgewood, Patterson, Midland
[26:37] Park, Pamis, and Hackinac. Thank you for
[26:41] your assistance. A thank you as well to
[26:44] Clifton, Franklin Lakes, Wayne,
[26:48] and Waldwick for covering our burrow. A
[26:51] special thanks to our emergency
[26:53] management coordinator Matt Fencor for
[26:56] his coordination during the fire and
[26:58] also for singlehandedly dispatching the
[27:02] town by himself during the day. The
[27:05] cause of the blaze is being investigated
[27:08] with respect to garage recycling yard
[27:12] waste and bulk bulk [clears throat]
[27:15] pickup rules. These rules have been in
[27:17] place for many many years. All of the
[27:19] rules are on our website and the burrow
[27:22] calendar.
[27:25] For months, we have been hearing that
[27:27] the company has been missing pickups. In
[27:31] fact, items haven't been missed. They
[27:34] are items put out incorrectly for pickup
[27:38] and per as per our code. Our code
[27:41] officers are out placing stickers on
[27:44] non-compliant items left at the curb. No
[27:47] tickets will be issued, just stickers to
[27:50] let the people know how items should be
[27:53] placed at the curb for pickup. We will
[27:56] be doing this for the entire month of
[27:58] September.
[28:00] Ravoli has been very responsive to our
[28:04] telephone calls and our residents are
[28:06] following the rules. If items are put
[28:09] out to the curb correctly, they will be
[28:11] picked up. I want to thank everyone who
[28:14] is working hard to get this on track for
[28:19] the burrow and for the Ravoli uh
[28:24] company
[28:26] regarding the construction on Gal Road
[28:28] in Wal Burton the Franklin project. We

[31:36] directed towards our police in terms of
[31:38] requests for bodywn camera footage,
[31:41] police reports, and the like. But a
[31:43] great many of them also come to our
[31:45] clerk's office seeking records, often
[31:48] voluminous records. Some of those
[31:50] records are sought for people looking to
[31:52] profit and place videos on YouTube or
[31:56] otherwise tried to drum up business. And
[31:59] some of those of course are for
[32:01] legitimate purpose that there are people
[32:04] out there who want to know that
[32:05] government is operating correctly and
[32:08] we're happy to comply. Um I want to
[32:11] thank Jen Copenol. I want to thank

[33:00] concert for those who made it. A journey

[33:06] off the place. They were dynamite. So,
[33:08] we had a wonderful season. We had good
[33:10] weather throughout. We had great support
[33:13] and that's [clears throat] what really
[33:14] makes it happen. A thank you to the
[33:16] donors. We get tremendous
[33:19] support from donors. Um, we do about
[33:22] $20,000 worth of donations every year.

[1:06:05] we need to make this truck work. Uh
[1:06:08] we've been working on this truck for two
[1:06:10] weeks now since we was donated to us. We
[1:06:12] did a little more research on the
[1:06:13] vehicle. Uh I'm not really a big fan of
[1:06:17] military surplus, but I understand this
[1:06:19] truck has been refurbed 2010. So this
[1:06:23] value, this vehicle sits at almost
[1:06:24] $35,000 donated. So it's it's really a
[1:06:28] benefit. We've had several people come
[1:06:29] forward in the burrow asking us if they
[1:06:31] can help and we of course said yes and
[1:06:33] we honored to take people doing that.
[1:06:35] Getting a brand new canopy, what's going
[1:06:36] to be a convertible type canopy for the
[1:06:38] vehicle instead [clears throat] of a
[1:06:39] hard top. Uh that's probably about four
[1:06:42] grand. Seats are being redone. We're
[1:06:44] getting a tire replace the barrels money
[1:06:46] and the mechanical will go out. We're
[1:06:48] going to use the DPW of Glenrock. We're
[1:06:51] grateful you done that. That's going to
[1:06:52] save us a lot of money. And the
[1:06:54] mechanics there have come over looked at
[1:06:55] the vehicle already. They're starting to
[1:06:56] catalog what's going to be needed and we
[1:06:58] don't think it's going to be uh you know
[1:06:59] a boatload of money by any means. So we
[1:07:01] think this truck will be in service
[1:07:02] pretty quickly. The guys are working on
[1:07:04] it whenever we can. Unfortunately, we're
[1:07:06] being disrupted quite a bit. You know,
[1:07:07] it's just been a strange couple months,
[1:07:09] but uh we've had this vehicle for about
[1:07:12] two weeks now, and we've uh accomplished
[1:07:14] this so far. So, we're sanding the
[1:07:15] vehicle. It started its painting. It's
[1:07:18] being hand painted. Uh it's the
[1:07:20] recommendation of military is do not
[1:07:22] spray it because it's not going to hold
[1:07:23] up. It's a it's like a
[1:07:26] we're using, believe it or not,
[1:07:27] International Harvester Farm and Tractor
[1:07:29] paint, which is $40 a gallon compared to
[1:07:31] $120 a gallon for automotive paint. So,
[1:07:33] it's working fine. The guys are working
[1:07:35] on it. We're pretty proud about it.
[1:07:36] We're going to do the repairs, get it
[1:07:37] going. But again, we have quite a few
[1:07:40] people stepping up with uh some
[1:07:42] donations. We're gonna a sign company
[1:07:43] from Prosa Parks. We're going to put a
[1:07:44] sign on it. It's going to put our our,
[1:07:46] you know, ID of the fire department as
[1:07:48] well as the vendors and people that have
[1:07:50] donated to us. But I do want to thank
[1:07:52] you guys. It's we don't get to this
[1:07:53] point unless we have some cooperation.
[1:07:56] Want to get off track on that. And last
[1:07:59] yesterday's fire, I was quoted in in the
[1:08:02] county and I'm they're telling me it's
[1:08:04] about time somebody spoke up and I don't
[1:08:05] know why chiefs and other departments
[1:08:06] aren't speaking up. There is a meeting
[1:08:08] going on right now, a countywide
[1:08:10] meeting. All chiefs have been required
[1:08:11] to do the order representative on the
[1:08:13] phone. We also met in front of again the
[1:08:15] uh commissioners to understand what
[1:08:18] their premise of the phone problem is.
[1:08:20] Well, yesterday was a perfect example
[1:08:21] why we need phone. Had we had phone, we
[1:08:24] would introduce phone in that building.
[1:08:25] probably within the first hour the fire
[1:08:26] would have been extinguished rapidly in
[1:08:28] comparison to what it was. [gasps]
[1:08:30] Not blaming anybody. I'm done with that.
[1:08:32] I I think the people that know they did
[1:08:34] this know there they should be blamed
[1:08:36] for it. It's it's too late and it's over
[1:08:38] and done with. It is it is a problem
[1:08:40] product. You know, it does a cancerous
[1:08:42] agent in it. It's not good. But you I'm
[1:08:45] going to quote you on this. 1% of the
[1:08:48] POS pollution worldwide is from
[1:08:51] firefighting foam. So it it would have
[1:08:53] been insignificant to have this foam
[1:08:54] stay in service until something we can
[1:08:56] be generated that's much better. We had
[1:08:58] a foam unit come in from Orail yesterday
[1:09:00] and by the time they got in place and
[1:09:02] ready to go, we already had the fire
[1:09:04] curtailed at that point and the guys did
[1:09:06] uh to do. So

[1:09:08] >> New foam is tragic. It's it doesn't
[1:09:10] interface properly together, but it's
[1:09:13] something something's better than

[1:09:20] jurisdiction and you have a fire with
[1:09:21] it. I can only imagine a tanker on 208
[1:09:24] where you have gasoline pouring down on
[1:09:25] the golf road. We would have a
[1:09:27] catastrophe that we would not be able

[1:10:23] about $150 a five gallon pale,
[1:10:26] Horththorn and Tyra would have been on
[1:10:27] the hook for that money. They would have
[1:10:28] been we'd have been going after them for
[1:10:30] that money to re repurch that or
[1:10:31] reimburse that foam. So the
[1:10:33] consideration not to use it was at that
[1:10:35] point in time wasn't necessary. We were
[1:10:37] too far into the fire. But if we had it
[1:10:40] or a substitute for it much earlier in
[1:10:42] that fire within the hour, we would
[1:10:44] introduce foam into that area where we
[1:10:45] couldn't get to the fire. We probably
[1:10:47] would have killed that fire a lot sooner
[1:10:48] than when it was happened yesterday. So,
[1:10:50] it's I I don't think the outcome would
[1:10:53] have been much difference. The
[1:10:54] building's an old building. It's a
[1:10:55] balloon in the frame.
[1:10:57] The fire load was uh I've not seen fire
[1:10:59] load that intense in a long time in a
[1:11:01] barrel. So, we had 17-,900 degrees
[1:11:04] inside the first bay. So, we were losing
[1:11:06] control of that. we were going to lose a
[1:11:07] member if we continue to push. So that
[1:11:09] the objective was to get them out of
[1:11:11] there. And our guys did an amazing job.
[1:11:13] Most of our members were on scene. I
[1:11:16] think almost 95% of our firefighters
[1:11:17] were there. Uh tremendous mutually. We
[1:11:20] went to a fifth alarm. We haven't gone
[1:11:21] to a fifth alarm in Horththornne in many
[1:11:23] years. The only reason we did that
[1:11:24] because of the labor. We had breach
[1:11:27] concrete walls. These guys in 15
[1:11:29] minutes, they were ready to go home. Is
[1:11:30] this so we had multiple towns come in
[1:11:33] and basically take turns doing that
[1:11:34] until we able to break open that side
[1:11:36] wall which is close to de carbone and
[1:11:38] get to the seat of fire. Once we got to
[1:11:40] the seat of fire, we started to
[1:11:41] extinguish that. At that point, it was
[1:11:43] already upstairs. It was too late. But
[1:11:45] our guys did a tremendous job. I I do
[1:11:47] want to thank the police department and
[1:11:48] the amore OEM or DPW is for has
[1:11:51] forgotten too. Bill understood we were
[1:11:53] running low on water and he had the
[1:11:55] water pressure boosted which took us
[1:11:56] from 20 PSI to 60. That's a lot as you
[1:11:59] know. So everybody had a hand in this
[1:12:01] thing and it was it was well you know we
[1:12:04] just wonderful to work here with the
[1:12:05] people we had. So I really do appreciate
[1:12:07] it and your support is I'm hearing
[1:12:09] tonight is that's what it's about.

[1:12:24] deploy this unit. We want it out there.
[1:12:25] Even while police officers are trained
[1:12:26] on it, the only prerequisite we're
[1:12:28] putting in place and we are doing it for
[1:12:29] FEMA is that swiftwater awareness course
[1:12:32] we ran for over 127 firefighters have
[1:12:35] attended it through not only
[1:12:36] Horththornne some burn county towns,
[1:12:38] state county towns, we've shared this
[1:12:39] grant in in Holy and the reason being
[1:12:43] we're doing that is FEMA is opening our
[1:12:44] eyes saying what are you doing? This is
[1:12:46] fantastic. We've got that backup ready
[1:12:47] through our grant writer, which is our
[1:12:49] previous one that Horththornne is
[1:12:50] sharing their grant money to make this
[1:12:53] program work for not only their members,
[1:12:55] other members. And we're at the point
[1:12:56] now where we have well over 127
[1:12:58] firefighters throughout Bergen State
[1:13:00] County that are crossrained in swift
[1:13:02] water. So if we had to use them in
[1:13:04] Horththornne for an issue and maybe
[1:13:07] Northale didn't have it, we could
[1:13:08] utilize the members that be crossrained
[1:13:10] with us. So that's the goal of this
[1:13:11] whole thing. Same thing with the
[1:13:13] vehicle. We want to make sure we have
[1:13:14] enough people trained in it. So, we have
[1:13:15] to mobilize it when we're already out.
[1:13:17] We can do that. We're not waiting for a
[1:13:19] person to come in. We don't have that
[1:13:20] time. The luxury is getting a vehicle
[1:13:23] moved. Typically, when we have severe
[1:13:25] flooding like we've had, we'll probably
[1:13:27] stage the vehicle. We'll probably stage
[1:13:28] it on the south end where it would be
[1:13:30] most utilized. Although,
[1:13:31] >> 208 seems to be the home run right now.
[1:13:33] 208 seems to be We've had over 13
[1:13:35] rescues there. Yeah.
[1:13:37] >> So, do you have it in the bay or is it
[1:13:38] going to be in the covered open? Right
[1:13:40] now it's in the bay because we're you we
[1:13:41] know we're not moving until the
[1:13:42] resolution was complete and uh

[1:13:49] it's scheduled to go to Glenrock. I
[1:13:51] expect it'll be there a week, seven days
[1:13:53] and then it'll come back. We'll start
[1:13:55] training as quickly as possible and get
[1:13:56] it on the road. So, god forbid we do
[1:13:59] need it. We have it available.

[1:14:18] sure we're bringing the right stuff to
[1:14:20] the victim in a car. After what happened
[1:14:22] in Glenrock just recently where the
[1:14:23] pastors were frozen in a car, they could
[1:14:26] have drowned had the fire department not
[1:14:27] reacted as quick as they did there. They
[1:14:29] were up to almost neck deep water frozen
[1:14:32] on a stairwell and the poor people were
[1:14:33] pretty much in a panic. That happens or
[1:14:35] they had a medical, you know, we don't
[1:14:37] know. So, we're going to incorporate the
[1:14:38] emore with us when we deploy the
[1:14:40] vehicle, make sure when we get to the
[1:14:42] victim that they're safe, sound, and
[1:14:44] brought in. And if there is a medical
[1:14:45] emergency, we can do the best we can to
[1:14:47] handle it before we can get them out of
[1:14:48] that water. Uh, and you're dealing with
[1:14:51] water that can be 48 degrees.
[1:14:53] Hypothermia is a matter of minutes. So,
[1:14:54] it's we're we're really going to make
[1:14:56] this an opportunity that we keep the
[1:14:58] vote
[1:15:00] safer as far as the members safer for
[1:15:02] sure. So, but again, thanks for the

[1:16:29] good stuff that happens to it and at the
[1:16:31] worst of times, sadly. But, you know, we
[1:16:33] do it. You know,

[1:16:40] towns was Morning Star Paisley.

[1:17:03] a truck in the road. So we went from
[1:17:04] fourth to fifth alarm. Truthfully, it's
[1:17:07] a fourth alarm for coverage, third alarm
[1:17:09] on scene, and this went from a fourth
[1:17:10] alarm on scene to a fifth alarm
[1:17:11] coverage. And unfortunately, we had them
[1:17:14] in place where we had uh reported
[1:17:16] activated fire alarm in Glenrock that
[1:17:17] they had a cover and fourth alarm on
[1:17:19] Beverly Road. So it's like, yeah, you
[1:17:21] can't make it up. And unfortunately, we
[1:17:23] were back again last night. You know, I
[1:17:24] hate to do that.

[1:18:52] getting this mine resistant ambush

[1:20:14] possible to watch the council meetings
[1:20:16] on Facebook. That's no longer possible.
[1:20:19] Which means that I'm like the twothirds
[1:20:22] of our country that uh don't have cable
[1:20:24] television at this point. I can't watch
[1:20:26] the council meetings live. I have to
[1:20:30] wait until they get posted on on face on
[1:20:32] YouTube.
[1:20:34] I'd like to ask the council and the
[1:20:36] administration to consider going back to
[1:20:39] having Facebook live so that anyone in
[1:20:42] town and I assume about twothirds of the
[1:20:45] town doesn't have access to the live
[1:20:47] feed. Otherwise, um you're really
[1:20:50] cutting off a big part of the community
[1:20:52] and not allowing them to to participate
[1:20:54] at least by viewing it live and having
[1:20:56] some sense of what's going on in town.
[1:20:59] Um they're going to miss announcements
[1:21:01] of upcoming events. Um, it's it's a
[1:21:04] really important thing in my opinion.
[1:21:06] Please, if you would consider it doesn't
[1:21:08] I don't believe it costs you a lot.

[1:21:29] unstable, but you have to have a
[1:21:31] Facebook account in order to watch the
[1:21:33] live feed. Whereas with YouTube, if we
[1:21:37] start streaming it live on YouTube,
[1:21:40] which is what we plan to do now, it it's
[1:21:44] web- based, you know what I mean? So,
[1:21:45] anybody, you don't need an account, they
[1:21:47] can watch it. So, that's going to open
[1:21:49] it up to everybody. Um, and we're we
[1:21:52] actually working today. We were actually
[1:21:54] working about trying to get that
[1:21:56] accomplished very shortly.
