All right. Thank you [25:18] guys so much for um bearing to that. And one day I promise I'll make these three [25:24] paragraphs, but so far I have failed in every single one of them. All right. [25:29] Thank you guys so much. So, moving on to the next item. Item number five, public [25:35] comment. Um, [laughter] okay. So, let me read this [25:39] blurb. And thank you, Melissa. All right. Okay, here. How about this? [26:17] Yeah, just because if you get moving like it distracts me. All right. Uh, as [26:23] a courtesy to the residents of business, the council request that speakers not [26:26] use a specific address or names of individuals when describing a situation [26:29] or making a complaint knowing that block is preferred over all is the specific [26:34] address and I skip a line. While speaking, it says any if you list if you [26:40] wish to lodge a complaint about performance of context of any city [26:42] report, please bring your concerns to attention of city manager who look into [26:45] the matter and respond to you. [27:19] Sorry, Christa. 45 uh 3500 block of Bunker Hill. [27:24] » Thank you. [27:30] » So, if you press the button, the little circle. There you go. And reminder, the [27:35] timekeeping minute is right there in the in the wall. [27:37] » Okay. Okay. Great. Thanks. Um, thank you, Mayor and Council, and Mr. City [27:43] Manager and Melissa. Um, it's great to be here. I've been here in a long time. [27:48] Um, and I wanted to [gasps] talk about what's been happening on Bunker Hill. [27:53] Um, 3500 and 3600 block of Bunker Hill. Um, there's been this great project for [27:59] safer streets happening there. Thrilled about that. But the project was supposed [28:04] to have green infrastructure in and um it's not going to for various reasons. [28:11] Um one of the things was a tree which I'm thrilled that the responsiveness of [28:16] the council has been to save that elm tree. Unfortunately um [clears throat] [28:21] in saving the elm tree, we have abandoned the plan to do green [28:26] infrastructure there. Um, and we also ended up not being able to do it in the [28:31] other bumpout on this project. And you know, this project was originally [28:36] planned with green infrastructure um, many, many years ago. I helped work on a [28:41] plan for making green infrastructure a priority, making the river a priority in [28:46] our community. And I think in many projects that gets put by the wayside. [28:52] And that unfortunately has happened in this project. And it's as a Bunker Hill [28:56] resident, um, as an advocate of the river, um, I'm I'm very disappointed [29:01] about it. And I just wanted to come and bring this to the attention of the [29:05] council knowing that there, you know, I'm I'm very thankful that Mr. Kamali [29:10] came to my house and talk to me about it. It's wonderful to make that [29:13] connection. Danielle, thank you so much for also, you know, rising to the [29:18] occasion, talking with me, getting conversations started. I really [29:21] appreciate that responsiveness. I just wanted to figure out how can how can we [29:25] going forward there are citizens out there that can help with this myself, my [29:29] partner included. We'd love to do that so that we can make green infrastructure [29:33] in the river a priority. Um you know green infrastructure helps with [29:40] resilience, climate resilience, flooding, um helps bees and butterflies. [29:45] It helps the river. And my primary thing personally is the river because for 10 [29:51] years I documented the Anacostia River. I wrote this book and took the [29:55] photographs for this book um that details the history of the river and our [29:59] own responsibility as a city and as residents to help heal some of the [30:04] damage that we've done over history. So I just want to present this to the city [30:08] and just please ask that that we can we can try to figure out how to make green [30:13] infrastructure a bigger part of what we do. Thank you. Okay, you have it. [30:23] » So, uh, Mr. Kamali, that might be a question for you to answer because I [30:27] have not seen the the plans. What is being I know two design has and they're [30:32] supposed to be done by the end of the month. What What does the project look [30:35] like? Because I'm not sure I'm in [clears throat] the same page with this [30:37] information. Well, [30:43] the project on on 35th and and uh and 36 on Bunker Hill Road. Originally when the [30:52] concept was designed uh tool design put some rain gardens [30:58] between the 35th and 36 on next to the church. [31:04] But uh when they get to the design unfortunately due to the utilities as I [31:11] came to your house and explain it to you guys utilities and uh also when we go [31:18] over 5,000 square ft soil disturbance we have to go to the county and get the [31:24] permit which is a long hall and uh so uh we decided to take the rain garden only [31:34] out and I just want to emphasize the purpose of SS4A project. It's to make [31:40] our streets safer to have more traffic calming devices. So I just took the [31:48] [clears throat] rain garden out but the bump out and the curb extension is [31:53] there. Right now the street is narrower so the traffic is going to be very calm. [31:59] People are not going to be speeding over there. So that was the result of [32:06] utilities and 5,000 limit that the county has on the [32:11] project. So that's one. Two, when we get to to the 36 street, there is a big tree [32:21] over there. So originally tool design and the city's arborist recommended to [32:28] remove the tree. I had to go over there with the tool design again and I [32:33] suggested that we're going to keep the tree and we're going to just do the the [32:38] curve extension and the bump out, but we're not going to put the rain garden [32:44] because if I want to put the rain garden, I have to take the tree down. [32:48] So, that's that's another issue. Right now tool design is working on the [32:54] project and they supposed to give it to me by September the 4th which I will [32:58] bring it to everybody's attention and then on the other side today I'm sure [33:04] you noticed that some people were were doing some infiltration test on the [33:11] other side there is a rain gardens in the plant but if the infiltration rates [33:16] is not going to be sufficient we're going to take it out there's is no uh [33:22] choice for us to put the rain garden in because if the soil type is C or D, [33:29] there is no infiltration. It's going to defeat the purpose. So, what we're going [33:33] to do, we're going to bump it out. Right now, we did the test, you know, today [33:39] and they're going to give me the result back next week. So, that's the whole [33:44] story about, you know, 35th and, you know, 36. I'm sorry. It just you know [33:49] this project is SS4A and the time is of the essence because I have to move [33:55] forward with the project which we did the the the vision zero steady and the [34:02] whole goal and the purpose which is on the city's website to make our streets [34:07] safer not to not to take care of the storm water management. I was trying to [34:13] do that and I'm trying to resolve the flooding but sometimes you get to the [34:19] situation everything looks good on the paper but when you go to implement it [34:24] there are so many hidden issues that it will impede me and designer to do what [34:32] we would like to do over there that's all I got to say [34:36] » thank you so much I have Karthy Boston followed by Mark Stevens [34:41] Okay, right after. Go ahead. [34:46] » Um, good afternoon, council. Um, I'm just I was just here to reiterate [34:51] exactly what the previous person said. I came here to support the Bunker Hill [34:56] movement. Um, what affects Bunker Hill obviously affects me on Rainer Avenue. [35:02] So, I'm just here to follow a word of support to re reemphasize the importance [35:08] of the water and river industries. Um, that's critical to us and I think we [35:14] need to do more as a as a county and as a city to represent their needs. I also [35:20] want to ask while I'm here and I'm going to yield my time to anyone that wants to [35:24] talk, what is the timeline for the street projects in terms of the code the [35:29] the camera enforcement? Do we have a timeline for it to be implemented? [35:34] » Mr. Kamal, that may be a question for you. [35:36] » Sorry, I didn't get the question. >> Speed camera, when is it going to be [35:38] implemented? >> What is the timeline for the speed [35:41] camera project to be completed? Okay, right now the speed camera we're doing [35:46] the foundation for the polls and uh the first eight is going to be finished in [35:53] next two weeks and the other uh seven more that we have it's going to take [35:59] another two or 3 weeks. So, and then uh right now there are some back orders on [36:05] the batteries because we're using the solar panels to support the camera. So, [36:11] I am looking probably end of September hopefully, but I will keep you [36:18] guys posted. >> Okay. And the the Bunker Hill project, [36:21] there's not a timeline in in place for that. [36:23] » Are you talking about the Telen? Yes. >> Uh and 34 and Bunker Hill and 35th. [36:32] Correct. There are some cameras over there. Same thing. [36:35] » Same thing. Okay. Once once the foundation is ready to go and if the [36:40] contractor has all the parts cuz they've been waiting and there and there are [36:45] some back orders. So once we get everything, it's not going to take that [36:50] much time to install it. >> Okay. [36:52] » Yes, >> sounds good. Thank you. [36:55] » Thank you so much. Uh Mark Stevens followed by [36:59] to George. Oh, Tony George. Sorry. Go ahead. [37:05] » Hi. Good evening. Um, I think it's working. Uh, I'm Mark Stevens. Um, I'm [37:10] in the 3700 block of 31st Street. Just moved not too long ago. So, happy to be [37:15] here. Grateful for you all's work. Um, I had a question about two things. One is [37:22] they're kind of interrelated. We've noticed on our block there is a constant [37:27] flow of fast traffic from I guess this Eastern Avenue over to Rhode Island [37:33] Avenue and back and forth. I imagine I'm not the first person to mention this who [37:37] has also noticed it, but it does seem to be pretty fast, pretty frequent. And [37:42] what exacerbates it is the fact that there's not much light on the corner of [37:46] Otis and 30 34th. Um, it's pretty dark at night, so I've [37:52] had nights where I'm coming home and I'm walking from the bus stop and I have to [37:57] literally just like take out my earphones and like check two, three [38:00] times to make sure nothing's coming because things are coming real fast. So [38:04] my question is, are there any I know that there's a process for speed bumps. [38:08] I'm aware of that process. I'll look into that process with my neighbors. Are [38:12] there any efforts that you all can do with respect to lighting in the [38:16] meantime? Um there's like I think one street light, but it's pretty dim. [38:20] Having more lighting would be kind of a helpful partial solution to the problem. [38:26] So just curious about if there's any efforts on that front or if there's any [38:29] been any history about how that's been dealt with previously. [38:32] » Thanks. that that's for you. >> Well, [38:37] I know where what are you exactly talking about. So, we're going to look [38:42] into some lighting, but you know that most of the street lights we have to go [38:46] through the PEP codes and getting the permit and uh make sure that right now [38:52] the city we are planning to go to the LED lights instead of those old, you [38:57] know, fixture that we have. And uh definitely I'm going to keep an eye on [39:03] that location. I appreciate for your heads up. [39:06] » Thank you. Thank is I'm not in the city at night but I know where [laughter] [39:10] » he has passed. >> Yes, I know. [39:12] » And uh there is also a project that is coming for that location. [39:18] » There is a stop sign camera coming. >> Okay. [39:21] » So, we're going to do as much as to make sure that people are not going to be [39:26] flying, you know, through the stop sign. And also the system that we are [39:31] installing is going to do two things. is going to be speed monitoring system and [39:37] stop sign camera. So if somebody flying, they're going to, you know, get the [39:42] ticket. If they go through the stops and they're going to be fine double. [39:47] » So but but the project that we have for SS4A, [39:52] it's in the design list >> and it's going to take another year or [39:56] so. >> Yeah. But [39:57] » and that that project is the speed camera or the speed [40:00] » No, no, no, no. the speed the stops and camera it's already [40:05] » okay >> we're working on it [40:07] » but I'm talking about another project that we have in SS4A to [snorts] improve [40:12] that stretch from circle all the way to the eastern avenue so that's another [40:18] project that is listed in SS4A projects and that's going to probably happen in [40:24] next 18 months or 2 years because we have to go through the design process [40:29] and then get the contractor on board and find a good timing to implement it. But [40:37] definitely we keep you posted. >> Thank you. [40:39] » And we appreciate >> Was that your two questions in one? Cuz [40:41] you already like time out. But was that two questions in one or no? [40:45] » Okay, perfect. Um, good thing is like with the lighting of the tree when [40:48] you're walking back, usually all the polls have a number on it. Try to gather [40:52] what the number is and report it to Pepco as well. So that way they know [40:56] like if it's flickering or not functioning. So that way like if you [40:59] guys are reporting they know like it needs to be addressed [41:01] » because if it's not reported then they think like it's working [41:04] » fine. Yeah. And like when you do that also let us know so that way we keep an [41:08] eye on it as well. >> Perfect. All right. [41:10] » Perfect. Thank you. Uh Tony George [41:20] 3400 block Avenue. I wanted to find out what the status is of the um the issue [41:28] that was discussed in the emergency session in terms of the being authority [41:35] for the rental license for the Mount Rineer artist loss. Um the deficiencies [41:41] that the attorney mentioned [music] in terms of why the license wasn't issued [41:45] the year before. What's the status of those being addressed? [music] [41:49] And has the city received a copy of the um valid used and occupancy permit for [41:57] the artist laws? This is question one. And then question two is about a [42:01] proposed bike lane on Wood Island Avenue. [42:06] » Mr. Kamali, you want to answer the UNL? >> Yeah. Um, [42:12] » hold on. I'm getting Am I the only one that's hearing that sound? It sounds [42:16] like little mosquitoes like running through mic check. [42:25] Guys, that one. [42:29] » All right. >> Did you get my question? [42:31] » He's going to answer. They were doing the mics because you were hearing a [42:33] feedback on it and we couldn't. Yeah, I got your question. I thought it was like [42:36] really hard to Yeah, they're nice. Go ahead. [42:38] » No, before you go, Tony, uh, what was your second question regarding the RD? [42:43] I'm understanding there's going to be a this proposal or consideration or study [42:47] for feasibility study for a bike lane along Rhode Island Avenue. [42:52] » Okay. Thank you. Thank you. All right. So, regarding the RDA, in fact, our city [42:59] attorney send them an agreement to the trustee and RDA people. So, right now, [43:08] yesterday we got the response with a lot of red lines. Our attorney is on [43:14] vacation until, you know, Thursday. When she comes back, I'm going to talk to her [43:19] and then we can give you guys an update. >> I know based on the RFP that they're [43:26] waiting for responses to or making a decision on those, they had indicated [43:31] that the rep some of those deficiencies, the repairs were going to be a part of [43:36] that RFP and they wanted the timeline adjusted to accommodate that that [43:41] schedule. That's what we are going to do. That's what we're we're putting [43:45] everything in the agreement that they got 90 days to fix everything and then [43:50] come back. We're going to issue a provisional license for them in order to [43:55] get that grant cuz that grant right now uh they should be receiving the [44:01] agreement for it. So once they get the agreement and once we sign, you know, [44:07] the agreement, then they're going to move forward and we're going to issue a [44:11] provisional or temporary rental license for them and everything is been stated [44:19] that they have no authority to go after the residents resident that have a [44:24] lawsuit with the court against the landlord. So right now it's the city [44:30] attorney sent it to them more than a month ago and we've been keep bugging [44:35] them and yesterday we got a copy of their comments. So I'm waiting for the [44:41] city attorney to come back on Thursday >> and just take it from there. [44:46] » So the temporary or provisional rental license that you'll issue is that still [44:52] contingent upon there being a valid UNO? >> Yes. with the county. [44:57] » Yes. >> So, still what is the status of that? [44:59] And have you gotten a copy of that? >> No, not yet. Because the last UNO they [45:04] had, it was from 2005, I believe it was. >> So, they're trying to get the [45:11] » to get that one and then come back to the city, then we can issue the a [45:17] permanent rental license. >> So, that 2005 UNO, was that temporary or [45:23] permanent? Uh, no, no, it was it was in a UNO that [45:28] was issued by the county and since then we haven't seen anything. [45:33] » So, um, I think we were told by our call team that there was a a license that was [45:39] shown. That's reason why we moved forward to temporarily give it to them. [45:42] » Um, but yeah, I think that's what we were told. That's the reason why at [45:45] least that's what I was told in the last meeting, the emergency meeting. [45:49] » Oh, you're right. The county the county came back. I'm sorry. [45:53] » Go ahead. Go ahead, Mr. Kamali. Can you guys hold down for him to the answer, [45:56] please? Go ahead. >> The county send us the UNO at that time, [46:02] » but the violations were not corrected. So, and we have no control over the [46:08] county. That's why we raised our voice and we wanted to make sure that the [46:14] violations, it's more than 24 violations that needs to be corrected. And if you I [46:20] don't know if you are aware or not last week RDA was there to do the inspection [46:25] again and [clears throat] uh and our inspectors were there. [46:29] » Mhm. >> So right now to be honest with you, we [46:33] just have to wait and see how the agreement is going to move forward. [46:37] » Okay. Thank you. And the bike lane. >> Okay. [46:40] » Bike lane. Uh I have to look into it. I don't have [46:45] anything right now. And you know that the Rhode Island Allen Avenue it's a SHA [46:50] » right >> and it's not the city's [46:53] » well when I heard it I was like well I just what you said is you know it's a [46:58] state highway. So, um >> um just to clarify, it's it's a proposed [47:03] expansion of the trolley trail. And um the only action that's been taken so far [47:08] that I'm aware of is that we have um a planning um we're working we um we we [47:16] were able to engage um the the planning I'm blanking on the name of them. Um [47:21] with MNCPC, they have a planning team and we were able to engage with them and [47:26] they have hired a consultant. I I believe for the for the planning and so [47:31] there's nothing beyond planning occurring right now. Um but ultimately [47:37] the the idea is to extend the trolley trail that right now ends in Brenwood um [47:43] all the way down um Rhode Island Avenue I think potentially all the way to [47:47] Eastern. But uh Council Member Wood >> I'm going to ask Valerie to answer the [47:52] question in order to get the the information you know cuz it's Yeah, just [47:57] go ahead. I won't say nothing else. >> So state the road is state highway. Um [48:02] four years ago or so there was a proposal to potentially expand it and [48:06] what that would look like. So state highway has taken four years. We've been [48:10] in the dark. We don't know what's been happening. They've been planning and [48:13] studying. They created a feasibility study. It's a feasibility study. We [48:17] haven't responded as a council yet. We haven't talked about it as a council [48:20] yet. We haven't gotten to those points yet. There's a lot of work to do to get [48:24] to even to a point where we can talk about it in a public setting. So that's [48:27] where we're at. just given the way it's situated now, you know, potentially not [48:34] to get you to answer these questions, but just concerns of where, you know, [48:39] how could you theoretically expand Rhode Island Avenue number one and given the [48:45] parking situation with the businesses competing with residents that don't have [48:49] enough parking [clears throat] spaces already to actually have to give up some [48:54] of that that um real estate to designate it as a bike lane could be problematic. [49:01] » Yeah. >> Again, we have a feasibility study on [49:04] our hands. We don't have any plans at this time to remove any parking or to do [49:08] anything on this portion of the the road. So, we we have to go back and we [49:12] have to have conversations. As a council, we probably have to have [49:15] conversations. I've had conversations with two council members um so far. I [49:19] have to talk to the other two. Um and I would like to have more in-depth [49:23] conversations with people before we bring this back to the public. Thank [49:26] you. >> Thank you. [49:27] » Yeah. And just a point of clarity, the trolley trail um ends in Heisville. So [49:32] it includes like the the preview the study includes no brain bramble rainer. [49:38] So it's not just a mineer thing. It's uh in order to connect with DC as you see [49:42] is working within their network. Uh the other thing to point out like currently [49:46] as we stand uh the one lane of the traffic is designed to a bike could take [49:52] over that lane if they choose to. That's the way it's been for for forever. Those [49:58] signs have been there. I think we don't notice it until we noticed it. I think [50:02] people have been biking here for years realize that like that is the right uh [50:05] right away. But again, it's just a study that was like asked for four years ago [50:11] and they just put like information together and every city is going to [50:15] decide what they're going to do. But it's a way to connect us along route [50:18] one. Um, in the other end I College Park is also trying to expand towards Loro [50:24] and at this point it ends in Heisville. So that transition of people that move [50:28] forward between one another, it kind of cuts off three cities off. DC is [50:32] expanding on this way. So we're going to be um with a big chunk in the middle. So [50:36] that was more or less um what they want to do. What are the options to move [50:40] forward? But yeah, thank you for the questions. All right, I have uh Mayor [50:45] Miles followed by uh Valerie Sinsky. Okay, mayor. [50:52] I know you're not taking your time drinking water, [laughter] [50:57] hanging out, >> coming coming out of retirement, coming [51:02] to hang out with us. Actually, I was forced to be here. Okay. Issues on the [51:08] table forced me to be here. Then I decided I wasn't going to speak on them [51:11] because they weren't on the agenda, but I would like to follow up with um what [51:16] [snorts] Miss George said. >> [clears throat] [51:19] » one, I need to know, do you all have a UNO? And I don't mean you all. I mean [51:23] whoever's trying to take that building. I don't even see how the council could [51:27] consider approving a temporary, long-term, [51:33] short-term rental agreement when the law is very clear if it's a multifamily [51:39] unit, it must not might, not may have a a an official UNO from the county. And [51:49] if I had [clears throat] anything to say about it, if the county couldn't produce [51:53] a UNO for that building or whoever needs to produce it, I would waste my time [51:58] thinking about a rental license, temporary or otherwise. No, they can't [52:02] move forward without it, but they can't collect rent either without a UNO. The [52:06] law says so. And [clears throat] so why would we be anticipating, contemplating [52:11] giving them a temporary rental license? They can't collect rent from those [52:16] tenants. totally illegal. [52:21] So if we're not demanding a UNO in order to issue the rental license, are we [52:26] going to be complicit and breaking the law? [52:31] That disturbs me a lot. And it's not new. It's not a new law. It's been out [52:38] there and we need to hold the county accountable for making that happen. [52:45] No, we don't want to see our tenants, especially our residents, forced to move [52:49] and they can't cuz there's a bankruptcy out there. [52:54] There's also the need to discuss where we go with this future wise. [52:59] And from my from my vantage point and reading the law and being there with [53:04] this building going up and still standing, there's so many repairs out [53:08] there that to approve or take a $1.5 million [53:13] thing from the state. What are you going to do with it? The problem is much [53:18] bigger than that. And yes, I'm aware of the inspection. I'm aware of the walkth [53:22] through. I've talked to some of the people who were on it. I've talked to [53:26] some of the buyers who are interested in the building. It is fixable, but are we [53:30] going to demand that it get fixed or we going to be complicit in giving them a [53:33] rental license so they can harass the folks that are there? [clears throat] [53:37] That's a problem for me and I would like for my council and my mayor to actually [53:42] dig deeper. My two cents, not jump to the other one, [53:48] [snorts and laughter] and that's about the bike lane. Mhm. [53:53] » We have had parking issues [snorts] in Mount Reineia, Main Street, Rhode Island [53:59] Avenue, and 34th from the day I moved to the city. And yes, it's a state highway. [54:06] But to consider that means we ought to have some dialogue with the with the [54:10] community, not just a decision from up here cuz we [54:14] felt like the dickens [laughter] to get businesses to even consider [54:18] coming to Mount Radio. And the biggest reason they didn't want to come to Mount [54:22] Reineer was there's no place for the employees to park and there's definitely [54:27] no place for the customers to park. [laughter] [54:30] And we also have meters that we take it and go forward with. We need to really [54:37] think about parking. And I think we need to be fighting the state tooth and nail [54:42] on if we giving up our parking and our parking meter money and our lane. What [54:48] the city going to get for it? Oh, we got a bike trail. Well, you've had a bike [54:52] trail since Otis Haywood was on the council many years ago. And that bike [54:56] trail comes out of DC, goes down Barnum Aronda and connects with the [55:03] Heightsville area. It's been there. It's not a new idea. The new idea is to bring [55:08] it down here to Main Street and take up more parking in our city that [55:14] we're going to be more on it. I think we need to look at and there's a study out [55:18] there that shows what it would look like with it and I can't remember the name of [55:22] it, but I don't know. None of you were here. I think we should look in our [55:27] library and see where it is and pull it back up. Thank you. [55:31] » Thank you. Uh and just a point of clarity, it was a study that was done [55:35] four years ago. They didn't give us, they didn't ask for additional input. [55:39] They just finalized it and say here's the study that is done for you guys on [55:43] it. Nobody's moving one ounce of inch on it. It was just a document that was [55:47] given to us and that's it. Is this what it is? And again, is is going to take uh [55:53] they're just not going to do marine. It's a multiple city uh impact. And [55:57] they're not saying x amount of parking lots are going to be taking state. they [56:00] propose like this is what it looks like and it's up to us to have like the [56:04] community conversations. So it's across the municipality, it's across [56:06] everything. That's the reason why the fact that it was given to us to like [56:10] think about it, you know, figure out what is it that we've been want to do [56:13] for the next steps, nothing has been decided. So for the community to be [56:16] like, oh, there's a study. It's like we haven't even been able to absorb it and [56:20] and read it through. Some of us have walked the pathway to see what it would [56:23] look like, right, on our own time. And thank you, Valerie, for offering, you [56:28] know, to walk us through, right? Um, but that's it. That's all it was. The [56:31] document that was given to us and we're trying to at least like absorb to is [56:35] what it is. So, I wouldn't even say it's in the beginning stages. It's like a [56:39] negative whatever. So, that's the reason why it's a little bit interesting that [56:41] we're getting questions on it where we're not even there to figure out what [56:45] the council wants to do. Last city, even if it was a study, [56:49] » Mhm. due diligence says we need to do our due diligence to look at the study [56:54] to see what impact it will have and actually offer some feedback. They [56:58] didn't give it to you just to put on your book on your bookshelf. They [57:02] actually wanted you to read it hopefully and hopefully having read it, you would [57:06] look at what is the benefit to Mount Reineer. How will it impact our [57:10] economics? How will it impact our traffic? How will it impact our [57:14] residents? I would not just say they just got it in the hand. Okay, that's [57:18] great. >> But what are we going to do with it? I [57:21] want to be clear, that's not what I'm saying. I'm saying we just received it. [57:23] We're like studying it. I don't think one person here has not looked at it, [57:26] read it, and review it. We just literally just got it. I think it's not [57:30] even a month old in our hands, and they're waiting for we're going to be [57:33] giving them feedback, but I think the first step is for us to like review it, [57:37] analyze, and figure out what what it means. But they don't have the money to [57:40] like build tomorrow. That's not the way it is. [57:44] » That's not how government work anyway. But I would just want to make sure it's [57:47] clear that at this point, we have received it. We're reviewing it [57:50] individually. We're going to review it together, but it gave enough times for [57:53] us because the hefty document for us to figure out what it what it is, but 250 [57:58] pages. So, at this point, I just want to make sure to bring two things. One, [58:02] we're going to bring it to like chambers, but today was in the day. We [58:05] wanted to do it in a work session. We just literally got it. [58:07] » Okay. >> We want to make sure to analyze it. So, [58:09] to be clear, whoever released this document out, we haven't done nothing [58:13] but received it. We're looking into it, figure out what it means for M Reineer [58:19] and what is it that we can support and not support that. That's all it is. But [58:24] again, it will be done in a public meeting and we just got back from you [58:28] know from recess today and we're not trying to violate open meeting law by [58:32] like you know going after meetings behind people's door. But just be aware [58:36] so it's not being ignored. I think people got it the first meeting and [58:39] we're we're analyzing the information to get us through. That's it. I I we're not [58:44] trying to rush into anything. We're just trying to get the information across. [58:47] And again, it's multi- cities. So, they're not going to hop from Heisville [58:51] and just make it to Morener. That's not the way it is. Like, it has to be in [58:55] agreement. And every city is going to decide what's best for them. And the [58:57] trauma might end up being all the way to the corner of like Branwood and Morenir, [59:02] right? This is doing their own thing on the other end. It might be just Morener [59:05] in or out, right? But that's something that they're working on and figure out [59:09] what's also best for their communities. and we're gonna appeal for whatever is [59:12] best for us. But again, we're reviewing it. We have walked it through. I know [59:15] more than one of us have walked it through. [59:18] » I know see what there's about four of us that have walked it through to like [59:22] actually see it. Cuz when somebody has you this much paper and a bunch of [59:26] photos is definitely different than for you to go through it walk block by block [59:32] looking at the information, look at what they're proposing and things like that. [59:34] But against a proposal how they see it not necessarily means that we're going [59:38] to see it the same way. I want to make sure that it's clear that we all I know [59:42] this group we might not get along in many things but we all love to read and [59:47] look at the data and analyze it and figure it throughout. So this is not [59:50] going to be something that's going to be passed by without being brought out to [59:54] chambers and a community meeting and multiple things to to work through it. [59:58] So but right now we're like in reviewing it like information on [1:00:03] » I've heard that several times. U quick question. Is it a public document? [1:00:08] » No. >> It's still within closed section and [1:00:12] discussion. I don't mean for the city, but from the from the state. [1:00:15] » It hasn't been shared to like >> Yeah, it hasn't been shared with that. [1:00:18] That's surprisingly brought up. >> Yeah, [1:00:21] » it's not a >> It's a draft. [1:00:23] » It's just a draft. >> I believe it's a preliminary and they're [1:00:26] waiting for our feedback. >> That's what I would be thinking. [1:00:29] » The second question is what department issued it? It's not final yet, but we [1:00:33] can we can Valerie can talk about this. >> Yeah, but I have to make you guys be [1:00:38] aware that um we've been discussing this. It could be a whole line item at [1:00:41] this point. It's been hours talking and I just had the question. [1:00:45] » Yeah, but that's why Go ahead. You want to [1:00:48] » Yeah. It's not a public document. Yeah. >> Yeah. It's not That's why like for it to [1:00:51] be brought up, it was like definitely throw us off. [1:00:53] » Yeah. Go ahead. >> Okay. [clears throat] [1:00:56] Okay. Before I get into my Valerie, my name is Valerie Slinsky, 4100 block of [1:01:02] 31st Street. Before we get into um what I was actually coming to speak about, I [1:01:08] just want to add and say, you know, I would hope that we would get to see and [1:01:13] and read and digest it ourselves. I hope there would be public comment before the [1:01:18] council comes back to the state or anyone else with a with a decision. I [1:01:22] mean, people who aren't interested in reading 250 pages or walking walking [1:01:27] along, that's that's fine. They don't have to. But for those of us that are [1:01:31] concerned about ADA access, concerned about the businesses, concerned about [1:01:36] implementation, um I would I would ask that just like [1:01:39] every other legislation and and public works thing that there be public comment [1:01:43] on structural things, not just colors and and pretty things. Okay. So, I'm I'm [1:01:50] writing about the the or not writing, I'm here about the the curbs. Um the the [1:01:56] sidewalks were redone on my block. Fantastic. Great. Love them. That we [1:02:01] have a speed bump now. It took like 5 years, but fabulous. Love it. Traffic [1:02:06] slows down a lot. Um but what about the broken curbs? And I know we talked about [1:02:11] this like back in April. It's not related to safe streets for all because [1:02:15] this is something that the city had committed to do like in 2014 or 2016 and [1:02:20] then never did. Um [clears throat] there's erosion that happens. There are [1:02:24] leaves and tree roots that come down and you know it's slippery and you think the [1:02:29] curb is there and it's not and people have fallen. They've slipped and fallen [1:02:34] into the street. Um I've slipped and fallen into the street. Besides bruises [1:02:39] and scrapes, I now have a damaged knee. Um, but when I fell and and a car [1:02:44] narrowly missed me because they were driving on their street, [gasps] not [1:02:48] realizing that a woman was going to fall prone in front of them. Um, other people [1:02:54] that came to help me said they had seen other people slip, delivery people had [1:02:58] slipped and fallen, that kind of thing. So, I would ask that that be revisited, [1:03:03] the the curbs, and if there is anything known as to when that will happen. Thank [1:03:08] you very much. Just a point of clarity, uh, Valerie. Um, you're talking about [1:03:12] the ADA rams or >> the speed. I'm [1:03:17] » I'm Well, the thank you is for the sidewalks and the speed bumps. The the [1:03:21] concern is just the the curbs, you know, the they they get they get banged up. [1:03:25] Cars run into them, plows run into them, tree roots run over. I mean, you know, [1:03:30] they they take a lot. They take a beating. [1:03:33] » Yeah. Mr. Kamali, go ahead. >> Sorry. [1:03:36] » The 4100 block of 31st. But I'm sure my blog isn't the only one. [1:03:40] » 31st and what? [clears throat] 31st between Shepherd and Taylor. [1:03:45] » So that you'll take a note and he's pretty good at like once an information [1:03:48] is given, he'll see you'll see him tomorrow. [1:03:51] » Steve Hill. >> Okay. [laughter] Here. [1:03:53] » I will look into it. I appreciate that. Thank you. [1:03:56] » So don't be surprised if he stops by tomorrow randomly cuz he he will go [1:04:00] check it out personally. All right. I keep I keep thinking that I'm moving [1:04:04] that screen, Melissa. and and I keep following. All right, [1:04:09] thank you guys so much. This um puts an ending to public comment for tonight. Uh [1:04:16] moving on to new business item number six, vote on approval of variance [1:04:20] request for 3100 Taylor Street, Mount Reineer, Maryland. The mayor and council [1:04:24] vote to approve the variance request for 3100 Taylor Street Mount Reineer as [1:04:28] recommended by the design review board. Um if you have been following um our [1:04:34] wonderful meetings, this uh property was brought up um a few months ago and uh [1:04:41] since then there has been a variation that needs to be um needed and the way [1:04:47] it works our our wonderful team from design review board J uh Joseph Deier [1:04:52] I'm correct um basically we have design architects and everybody else who has [1:04:57] great minds in the cities they're appointed they come together and they [1:05:00] give different recommendations to the homeowner in order to get us where it [1:05:04] keeps the character of the city, the architectures on and so on. Right? So [1:05:08] they go ahead and meet as many times as needed to get it where it needs to be [1:05:12] and then eventually they come to uh they write a letter to be constant say hey [1:05:16] these are recommendations from the team and we present what their [1:05:20] recommendations are. So this is what we're adding right now to the um this is [1:05:24] part of the agenda. So, Joseph, is there anything else you need to add regarding? [1:05:27] And if you guys could put the letter up in the screen, definitely will help. And [1:05:31] if you could review what the recommendations are, Joseph, that [1:05:33] definitely will help me as well. >> Sure. I I would note that uh this uh [1:05:38] letter has not been to us before our work session and that the when we this [1:05:42] was present the project was presented to us, I believe in the January legislative [1:05:47] session, um that uh the variance as Mayor Bonita said was not necessary. [1:05:52] that had come to light and the design review board reviewed it in May. Um they [1:05:58] had problems with the original design that was presented to them and rejected [1:06:02] it. Um the uh de the project developer then hired a new architect who was um [1:06:10] the first one was not willing to work with our design pattern re uh our [1:06:15] pattern book. uh that the new architect was. So they were they held firm to make [1:06:21] sure this uh variance fit with the character of our city and uh they met on [1:06:27] August 13th. Um unfortunately there was a mixup and I was unable to make that [1:06:31] meeting. Um but the design review board did review it and had put forth this [1:06:36] letter for approval. Um now since it is uh it was not brought to us in a prior [1:06:43] work session but there is some timeliness. I do propose I would like to [1:06:48] make a motion to suspend the rules um requiring an item to be discussed or [1:06:55] voted on shall have been discussed in a previous work session. So I will ask [1:07:01] that we first review the letter and then make the motion for a vote because it's [1:07:05] a property that has already been brought up. It's like no stranger to us [1:07:08] » motion for now and make >> and then you we could make it in for the [1:07:11] voting part. Go ahead. >> Um but uh yeah, I think I think the the [1:07:14] new design looks good. I you know I I I walk past this property all the time. I [1:07:21] wouldn't mind walking past it in its finished state. uh on [1:07:25] » fortunately not on the way not with my old dog but uh we'll still be at it down [1:07:29] that way. Um yeah anyway that's all I have to add. [1:07:34] » We need to like um read the letter for the for the record. What are the [1:07:37] variance that they're asking or or DB? So you could see it in the big screen or [1:07:41] see it up there. This is the only time I like the big screen in front of me. [1:07:44] August 30th, mayor, city council, city manager, CCDRB members Darrett, uh, [1:07:50] Raina Morales, Jose Mendez, Ben Norcin, Re 3001, Diller, DRB review, Maring City [1:07:56] Council at 7:05 p.m. August 13th, 2026. The Mount Reineer Design Review Board [1:08:00] convened in an open session at one municipal place to consider the zoning [1:08:04] variance V926 for 3001 Taylor Street Mount Reineer. You need to [1:08:09] put the mic closer to you, Joseph, because you're mumbling and you're [1:08:12] you're you're mumbling. >> Vice Chair Nathan Cedaroth, member Heber [1:08:17] Munes, Chair Tony Cook is by phone, code enforcement officer Jesse Dit, owners [1:08:23] Raina Morales and Jose Mendez, and their architect Ben Nort. The applicants are [1:08:27] seeking V validation for various existing site driven violations. [1:08:31] Approval of the variance will allow the owners to properly permit the previous [1:08:34] unpermanent second floor addition and obtain the building permit to complete [1:08:38] construction. Oh. Uh, the specific violations reside [1:08:42] in the fact that zoning ordinance 274202E2 [1:08:46] prescribes that each lot shall have a minimum net lot area of 6,500 square ft, [1:08:51] minimum width of 65 ft measured along the front building line, a minimum front [1:08:55] yard depth of 25 ft, a minimum side width of 8 ft, a minimum rear yard depth [1:08:59] of 20 ft, and a maximum lot coverage to 35%. variances of 2375 ft net lot area, [1:09:05] 10 ft lot width, 7.1 ft front yard depth, 6 ft sideyard with 11 ft sighty [1:09:12] yard with 1.4 ft rear yard depth and 1.6 lot coverage, 6% lot coverage are [1:09:19] requested. This meeting was the follow-up to a May 14th, 2026 meeting [1:09:23] where the DRB rejected the proposed exterior elevations to the residents on [1:09:27] the ground. They did not meet the design standards our community is trying to [1:09:31] maintain based on this. The owners were asked for revisions to the design. It [1:09:34] was recommended that the architect refer to the pattern book for inspiration. A [1:09:37] subsequent set of revised drawings were sent by email were also rejected at [1:09:40] which point an inerson meeting with the owner's architect was requested. When [1:09:44] the architect resisted this, they hired a new architect, Ben Norcin. Mr. Norcin [1:09:47] very creatively was able to propose modifications. The existing currently [1:09:50] built structure that creates the visual impression of a historically appropriate [1:09:53] form with appropriate detailing. These included addition of appropriate [1:09:57] overhangs, white white casings around the windows to simulate rake out at the [1:10:02] roof, treatment of the left side, addition of a different siding detail [1:10:05] and reconstruction of the front porch used using new rockface black porch [1:10:10] pierce. The RB made a request final request to Mr. Norin for a few [1:10:15] additional minor changes and clarifications drawing. Mr. Kokus motion [1:10:18] that the once the revised drawing were received and reviewed, the DRB would [1:10:22] send this letter to the council recommending approval of the variance. [1:10:24] This was seconded by Mr. Set off. The final vote was unanimous. The requested [1:10:28] revisions to the drawings were received on A23 2026. The requested changes have [1:10:33] been incorporated into the accompanying drawing sent note at DRB review and [1:10:37] consist of sheets A700, A71, A72, A73, A74, A75, 06, A76, A7, A78. Also attach [1:10:47] a reference of the meeting notes from the August 13th meeting. The RB is in [1:10:50] the opinion that Mr. Norin's current design is responsive to our original our [1:10:53] previous concerns and design and brings the design into sufficient alignment [1:10:57] with the context of the neighborhood. The RB is given asurances by the owner [1:11:00] that changes indicated in the drawings will be what gets built but in request [1:11:06] that the council's recommended recommendation letter specifically [1:11:09] reference these drawings and make it clear that it approval is conditional on [1:11:12] these changes becoming part of the final drawing permit permit drawing set. [1:11:15] Respectfully, Tona Kokus, chair of Mount Reineer Design Room. [1:11:19] » Okay. So, we have the letter in front of us. Um, usually after we vote, um, the [1:11:26] city puts a nice little letter together that says on this day the council met. [1:11:31] This is the vote and they are approving this recommendations. [1:11:36] So, what we need to do right now is a suspension of the rules. Go ahead and [1:11:39] make the motion, Joseph. I'm move to suspend council rule [1:11:47] uh 5C3 that items be discussed or voted on [1:11:53] shall have been discussed in a previous work session. [1:11:57] » Second. It's proudly moved and second. Any discussion from this um from the [1:12:01] council? I need to verbally hear you guys. [1:12:06] » No. >> No, I'm good. [1:12:07] » No. >> Okay. So no. All right. So [laughter] [1:12:12] you have the letter in front of you. Since there's no discussion, I'll go [1:12:15] ahead and call a vote. I will call a voice vote. So that was easier for um [1:12:18] that was recorded as a voice vote. I'm starting war two. Going to war one. [1:12:22] Jenny. >> Um. Yay. [1:12:27] » Danielle. >> Yes. [1:12:29] » Valerie. >> Yes. [1:12:30] » Joseph. >> So this for parties is to suspend the [1:12:34] rules to be able to vote on make a motion to vote on it. Please. [1:12:37] » Go ahead, Joseph. I don't want to bog guard the whole thing if anyone else. [1:12:41] » Nobody please. No. Okay. So, so can I have a motion on the floor to approve [1:12:44] the letter submitted by design review board uh with recommendations on [1:12:50] variance for 3100 um 3101 Taylor Street. >> Can I have a second? [1:12:56] » Second. >> Second. [1:12:57] » All right. It's probably moved and second. Any discussion? [1:13:02] None. All right. I'm going to ask for a voice vote as well. All right. Joseph, [1:13:07] » yes. >> Valerie, [1:13:09] » yes. >> Danielle, [1:13:10] » yes. >> Jenny, [1:13:11] » yes. >> All right. So, the approval passes 500 [1:13:16] for our notes. And can I have a motion to come back from suspending the rules? [1:13:21] » You don't have to do that. >> I usually do it for the record so that [1:13:24] way nothing falls on it. I rather do more paperwork than less. So motion on I [1:13:29] usually do motion on deferred to like come back from suspending of of rules to [1:13:34] the to the regular agenda session. >> I I move to unsuspend the rule that I [1:13:40] suspend move to suspend earlier. >> All right, perfect. Can I have a second? [1:13:46] [clears throat] >> Second. [1:13:47] » It's probably moved and second. Any discussion? [1:13:51] Hearing none. Um we are back to regular agenda rules. The reason why I do this [1:13:57] guys is because that means anything could fall in it and it's suspended just [1:14:00] for that specific item and then we go back to it. So, it's more like a [1:14:04] standard issue. All right, perfect. Thank you guys so much. So, uh the team [1:14:08] will put the letter together and send it out. Uh Joseph, please uh let the design [1:14:12] review board know that um thank them for their service and let them know it's [1:14:15] moving forward as well. Okay. All right. Moving on to Oh, [laughter] [1:14:20] our favorite codes. Uh our first reading of ordinance 05-2026. [1:14:27] The mayor and council will have the first reading ordinance 05-2026 [1:14:30] amending the code of the city of Marraer chapter 9. Parking meters to eliminate [1:14:34] parking meters and provide for the establishment of parking paid parking [1:14:38] zones and a means of charging for parking and zed zones. Joseph, the floor [1:14:45] is yours. >> This wasn't technically mine. This was [1:14:48] the city's >> but you have been you have been assigned [1:14:51] to make sure we follow through it. [laughter] [1:14:53] So yeah, give a a quick summary. You got it. [1:14:55] » Oh um >> I can [1:14:57] » Yeah, why don't we let Mr. do it? >> Quick summary. Go ahead. [1:15:01] » A very quick summary. So, uh this ordinance is intended for chapter 9 [1:15:09] to to replace the provision of relating uh to the parking meters because we have [1:15:16] a new parking enforcement right now and we're using the internetbased parking [1:15:21] fee system and also I want to bring everyone's [1:15:26] attention that uh the text deleted from subsection E on page six. Jared, if you [1:15:34] go to page six, >> that's Melissa. [1:15:39] » Oh, I'm sorry, Melissa. [laughter] >> Right, Melissa, you have control of the [1:15:42] screen. >> Yeah, go ahead. [1:15:45] » And that one is uh the same language has been moved [snorts] now to page seven as [1:15:54] a new section, section B. >> Okay. same information [1:16:01] also as we know that we discussed during our [1:16:05] budget that all the fines have been removed and now the fines that are [1:16:11] related to this chapter chapter nine you can see it on page seven under [1:16:18] subsection A >> they have removed they've been removed [1:16:23] from the budget into the document because when you say remove people are [1:16:26] going to think you don't pay nothing. >> Yeah. So, let's clarify that. [1:16:28] » Yes, that's the whole purpose of this ordinance because the city does not have [1:16:32] any parking mirror system anymore and we're using the mobile app and uh we're [1:16:41] trying to just update our code and uh if Joseph wants to read it, I'll let Joseph [1:16:47] read it. Okay. [snorts] >> All right. So, the the procedure for [1:16:50] this one is like re-entry. We already talked about in a in a couple we have [1:16:54] brought up in a couple work session but because they're heavy documents we [1:16:57] haven't gotten all the way across but this document has been introduced at [1:17:00] least three times. >> Three times. Yeah. [1:17:03] » At least three times. This being the four but officially as the first time. [1:17:06] So after it's introduced today you have the you have a reading and adopted and [1:17:11] is posted for effectiveness. That's more or less what it looked like, but [1:17:15] basically allows for go from the regular parking meter to parking meter zones in [1:17:19] order to bring us up to date to what it to what it is. [1:17:22] » That's more or less what what it is. Um council, any questions regarding any of [1:17:26] the changes, additions made or cleaning up that was made? [1:17:31] » I need to hear a confirmation of because I don't like to hear you guys say no. [1:17:36] We're good. I'm just >> Joseph. [1:17:40] I um I just wanted to say that again I'm thankful to the city staff for putting [1:17:45] this together and I've been I've been I've been having a lot easier time [1:17:49] myself paying for the parking with the new system. So it's good that we're [1:17:52] having this ordinance put in. >> Okay, Jenny Danielle. [1:17:58] » Um I agree with the change. Um there is however a typo. Sorry, I'm just looking [1:18:04] at it. It's in section 9108B1. [1:18:08] Um, just the fine for it's a dangling preposition. Um, [clears throat] so [1:18:15] maybe we could just remove that for. I'll just point it to Melissa. Um, [1:18:20] » what page is on? >> It's on the page that Melissa's on right [1:18:23] now. >> I see. [1:18:27] » There's an extra four right here and an extra four right there. [1:18:30] » Yes, we can just go thing. >> All right, that's it. Thanks. [1:18:39] So if you have any grammatical things to send, send them over to Melissa. This is [1:18:43] why she asked for you guys to look at a document, send them prior to that. Okay? [1:18:47] So send them over if you see them. Uh like I said, this is like the first [1:18:51] introduction of the document. They were going to go line by line reading, but [1:18:54] this reason why we bring this document more than once as you can tell like [1:18:58] there was something missing. This thing has been around for a couple of months [1:19:00] now. Uh go ahead, Mr. Kamali. Yeah, I just want to make sure that there is [1:19:05] another, you know, correction should be added on page four for the street number [1:19:11] two. It should be Bunker Hill Road. So, we're going to add the word road next [1:19:17] year. >> So, if you guys could do me a favor for [1:19:19] the next meeting, highlight whatever else you guys have changed so that way [1:19:22] the community knows where we're looking instead of trying to fine-tune whether [1:19:26] it's a four and page six or page whatever. That would definitely help. [1:19:30] Okay. All right. So, this is just an introduction. It's there. Beautiful [1:19:33] document. It is um the the original code you guys could find in our in our [1:19:38] wonderful MUN code information is there, but the agenda package has all this [1:19:42] information. Anything that's crossed out is being either moved to a different [1:19:45] section or be like um updated for like the new information. [1:19:49] » All right. Yes. >> Um just wanting clarification. It says [1:19:53] in the agenda it's the first reading. So, do we need to read it into the [1:20:00] record or we >> vice mayor? [1:20:03] » Oh, I haven't had to read anything. >> So, that was a question for everybody. [1:20:08] Um, we can make the changes cuz wait, are [1:20:12] you going to do this is a one or two reading thing? [1:20:17] » Introduce read and adopted. >> So, it's going to have this is [1:20:21] introduced, right? It's introduced today. What is the first reading on it? [1:20:28] » Because we it was re it was introduced >> last um like in June and May and [1:20:34] » it was introduced. >> Melissa, what what is the [1:20:37] » introduction? No. [1:20:39] » So um >> thank you. So since it's introduction [1:20:45] and first reading, uh you guys are going to have to do a read through of it. [1:20:49] Well, so let me start. We'll take turns if we need to. [1:20:53] » All right. Don't read the whole thing. >> It's okay. [1:20:55] » You don't have to read through it. >> Reading isn't literal. [1:21:03] » You can just provide a summary. >> I would I would I don't have the summary [1:21:06] for it. So, somebody has a summary, go ahead and do it. But I would say like [1:21:09] reading it allows for people to be able to know what the changes are. And I'll [1:21:12] tell you this, we've had this document four times. And had we read it, we [1:21:16] probably will cut up that we have two fours in it instead of one as you read [1:21:19] it through. Um it's usually I'll just I'll just start working through it and [1:21:22] then we don't have to read it the second time. Just highlight the changes on it [1:21:25] because although we have introduced it, we have not read it. We just show the [1:21:28] document and say here it is. All right. So all right. So this is um ordinance [1:21:35] 05-2026 is amending the code of the city of Mr. Chapter 9 parking meters to [1:21:40] eliminate parking meters and provide for the establishment of pay parking zones [1:21:44] and means of charging for parking and set zones. All right. So whereas [1:21:50] pursuant to code 5-202 the local government arc of annotated code of [1:21:55] Maryland the council of the city of Morenia Maryland and known as the city [1:21:59] council has the authority to pass such ordinance as is deemed necessary to [1:22:02] assure the good governance of the municipality protect and preserve the [1:22:07] municipalities right property privilege preserve peace and good order secure [1:22:12] persons and property from danger and destruction and protect the health [1:22:16] comfort and convenience of the residents of the municipality and whereas pursuant [1:22:22] to code 25-101 and code 25-102 of the transportation article of the [1:22:29] code of Maryland the mayor and council have the authority to regulate parking [1:22:32] of the vehicles on the street within the city's jurisdiction in whereas pursuant [1:22:36] to the authority this authority the city council has adopted chapter 9 parking [1:22:41] meters and has installed parking meters along certain parts of certain city [1:22:46] roads and whereas the mayor and council wish to modernize the city's pay parking [1:22:50] program to replace it parking meter with a more modern and effective and less [1:22:54] costly internetbased system. [snorts] Section one now therefore beertain and [1:23:00] enact that the council of the city of Marineer the chapter 9 parking meter. So [1:23:04] section 9-101 parking meter zones of the city code should be and hereby is [1:23:09] amended to read as follow. So I'm not going to read the crossup [1:23:15] parts. I'm just going to read the the edit versions. Okay. Section 9-101 pay [1:23:20] parking zones. The American Council may design a city street or parking lot [1:23:24] under its controlled as a pay parking zone and may require vehicles operators [1:23:28] to pay to park in such zones with such means as the mayor and council deem [1:23:33] appropriate including via internet programs or [1:23:37] applications during the hours specified on signs to be installed in or along [1:23:41] such stones. The owner of the vehicle should be responsible for the parking [1:23:45] fee for any vehicle parked in a parking zone. [1:23:50] Section two be a further ordained and enact by the council of city of Marener [1:23:54] that chapter 9 me parking meter section 9-103 [1:23:58] is selection of parking meters of the city code should be and hereby is [1:24:02] amended to read as follows. Section 9-103 collection of parking fees. Pay [1:24:09] parking zones. pay parking zones uh section 8. The mayor and city council [1:24:13] should all the way to the bottom of this. There [1:24:18] you go. a rag signs containing a quick response QR code or with or other [1:24:22] internet links via which drivers can pay electronically to park. In such cases, [1:24:27] the raise for parking should be clearly displayed on the web page to which the [1:24:31] QR code and link or other direct links. Let's see. Oh, sorry. Link directs the [1:24:37] payer and program should send a letter via text message or email to the payer [1:24:43] at least 5 minutes before the expiration of the period for which the payer has [1:24:48] paid expires and again promptly upon the expiration of such period. [1:24:53] B. Section three better further ordained and [1:25:16] enacted the council by the council of the city of Maria that chapter 9 parking [1:25:19] meter section 9-104 operate operating of parking meters of the city code should [1:25:25] be and hereby is repealed and the section is reserved for future future [1:25:29] legislation. >> [snorts] [1:25:31] » Section four be further ordained and acted by the city council of Marineer [1:25:35] that chapter 9 parking meter section 9-105 parking meters time limits and [1:25:39] rates of the city code should be and and hereby is amended to read as follows. A parking standing a vehicle in a [1:25:51] designated space in a paid parking zone should be lawful as indicated on those [1:25:58] meters or signs. Keep going. Um, portion B's move. Okay, there you go. Now, the [1:26:04] new Bes that raise for parking in a parking zone are set forward in the city [1:26:08] of Marineer fee schedule. Then you see now the new parc drivers [1:26:13] with park for no longer than two hours in any paid parking zones in the city. [1:26:17] » Mayor, >> what? [1:26:18] » We need to add time. >> Okay. [1:26:21] » Um, I mo make a motion that we add five minutes. [1:26:25] [snorts] There's a motion the floor to add four [1:26:27] minutes to the clock and a second. [1:26:34] I second. You guys are taking your sweet time. Any discussion? [1:26:39] All right. Hearing none, we're adding five more minutes to the time. And [1:26:42] Melissa, I cannot see you if you're flagging me with time. Sorry about that. [1:26:47] All right. Okay. Part D pay parkings shall be in effect between 8:00 a.m. to [1:26:53] 10 p.m. and second Sundays and city holidays in the following locations. [1:26:58] That 2200 and 2300 block of Varnon Street, [1:27:04] the 33 and 3,400 blocks of Bunker Hill Road. That's what's going to be added, [1:27:09] right? The 3,800 and 4,000 block of 34th Street. [1:27:44] » [snorts] >> Section five be a further ordained and [1:27:46] enact by the council of city marine the chapter 9 parking meeting section 9-106 [1:27:50] violations of the city code should be and hereby is amended to read as follows [1:27:56] section 9-106 violations it should be unlawful and a violation of provision of [1:28:00] this chapter for any person a to cause allow permit or suffer any vehicle [1:28:06] register in the name of or operated by such person to be parked beyond the peri [1:28:11] of legal parking established or any pay parking zone as designated in section [1:28:17] 9-105 of this chapter. B to permit any vehicle to remain or be [1:28:23] placed in any parking space any parking. There you go. And pay parking zones [1:28:29] during the effective hours of such zone without paying the amounts required by [1:28:33] the city fee schedule. C. to park any vehicle across any line or making of a [1:28:39] parking meter space or in such position that the parking should not be entirely [1:28:42] within the area designated by such lines of marking. All right, moving on to [1:28:47] section C. Be further obtained and act by the council and of the city of [1:28:51] Marineer. The chapter 9 parking meter section 909-107 [1:28:55] enforcement of the city code should be and hereby is amended to read as follow [1:29:01] uh 9-07 enforcement 8. It should be the duty of the police officers, parking [1:29:05] enforcement officers and code enforcement officer of the city of [1:29:08] Marina to enforce this chapter and upon discovering any vehicle park otherwise [1:29:12] in violation of the chapters to you. Deliver a citation to the driver or if [1:29:16] the vehicle is an attendant attach a citation in the suspic suspicious place [1:29:22] and keep a copy of the citation bearing the officer certification under penalty [1:29:27] of perjury and the facts stated in that citation are true. B. In the absence of [1:29:33] the driver of the vehicle, the register owner of the vehicle is presumed to be [1:29:36] the person receiving this citation. C. [snorts] Citations issued under this [1:29:41] chapter should the number should state the number of the parking space or zone [1:29:46] in which the vehicle is parked in the circumstances that indicate that the [1:29:50] vehicle has been parked or otherwise in violation of the provision of this [1:29:54] chapter. the state license of number of the vehicle, the make and model of the [1:29:58] vehicle, the date and time of the violation and any other facts necessary [1:30:04] to understanding of the circumstances of the violation. [1:30:09] D. The citation the citation should notify the person receiving the citation [1:30:13] to pay the fine for the violation to the city of Marina within 30 calendar days [1:30:19] from the issues of citation or to give written notice to the city of Marina [1:30:23] within 25 calendar days from the date of the issue of the city of of the citation [1:30:29] of intention to stand trial for the violation in [1:30:33] district court. The citation also should notify the owner or driver of the [1:30:37] vehicle that failure to pay the prescribed fine by the payment date or [1:30:41] to request a child may result in the vehicle being immobilized or impounded [1:30:45] or the vehicle registration renew or transfer being withheld. So all of E is [1:30:51] out and there it goes. If a person elects to stand trial for the violation [1:30:56] and desires the president of the trial of the officers who issued the citation, [1:31:00] the person should so notify the city of Marinia at that time that notice of [1:31:04] intention to stand trial is given. If properification is not given, the [1:31:08] officers need not to appear at the trial and the copy of the citation bearing the [1:31:13] certification of the officers is prima facet evidence of the facts stated [1:31:19] in the citation. I request to stand trial for the valuation made after 25 [1:31:24] calendar days of insurance of the city requires the posting of collateral with [1:31:29] the city equal to the fine plus all of its penalties. Um the new the registered [1:31:34] owner of the vehicle is responsible for a citation issue for the violation of [1:31:38] this chapter whether or not the owner was the driver or in possession of the [1:31:41] vehicle at the time of the violation and whether or not the owner actually [1:31:45] received that citation. Okay. [1:31:51] I need uh five more minutes because we're almost done with this. [1:31:54] » I move to add five minutes. >> Can I have a second? [1:31:57] » Second. >> Thank you. Any discussion? [1:32:01] » Hearing none. We're going to add five more minutes. All right. Section seven [1:32:08] be a further obtained and enact by the council of the city of Marraer that [1:32:11] chapter 9 parking meter section 9-108 violations and penalties of the city [1:32:15] code should be shall be and hereby is amended to read as follows. Section [1:32:20] 9-108 violations and penalties all the way to the bottom. Uh violation of any [1:32:26] of the provisions of the chapter is a parking offense subject to a fine of [1:32:30] $30. B all fine should be paid within 30 days [1:32:34] from the day of the issuance of the citation unless an election election [1:32:39] [snorts] to stand trial is received by the city [1:32:42] within 25 days. I think this one should be like 25 calendar days cuz that's the [1:32:48] way it was referenced in the in the other sections. So if you go out a [1:32:51] calendar day on this part as well, any fine at timely pay should be increased [1:32:56] as follow. If the fine is not paid within 30 calendar days and a timely [1:33:00] notice of of election to stand trial is not received by the city, the fine force [1:33:04] should be double. If the fine is not paid within 60 calendar days and a [1:33:08] timely notice of election to stand trial is not received by the city, the fine [1:33:12] should be double from the amount imposed pursuant to sub paragraph one of this [1:33:16] subsection. Three, if the fine is not paid within 90 calendar days and a [1:33:22] timely notice of it of election to send trial is not received by the city, the [1:33:26] fine force shall be double from the amount imposed pursuant to the sub [1:33:30] paragraph 2 of this subsection. [clears throat] Item number four, if the [1:33:34] fine is not paid within 120 calendar days and at timely notice [1:33:40] of the election to send trial is not received by the city, the fine should d [1:33:44] shall be double from the amount in post pursuant to sub paragraph 3 of this [1:33:48] subsection. and C. The mayor and city council may [1:33:53] contract with an agent, a collection agency, a law firm, or uses other legal [1:33:57] means to collect unpaid fines and may charge the cost of such collection to [1:34:01] the violator. And section 8 be further ordained and [1:34:06] enacted by the council of the city of Marineer that chapter 9 parking meter [1:34:11] section 9-09 use of funds of the city code should be and hereby is repealed. [1:34:16] Section nine, this ordinance is adopted by the council of the city of Morenia on [1:34:21] blank day of blank month, blank month of blank day, and should be in effect on [1:34:26] the blank day of blank month 2026. Provided that a fair summary has been [1:34:33] read at a meeting at which is it is unders it is introduced and at the [1:34:38] meeting at which it has been acted upon. That a copy should be posted at city [1:34:43] hall immediately after introduction until is acted upon and for at least two [1:34:49] weeks after becomes effective. and that a fair summary is published at least [1:34:55] once in a newspaper having general circulation in the city exclusive of the [1:35:00] city newsletter mail or otherwise delivered to every city household. So [1:35:07] per the code itself it has to be read you know that is a fair. So there's [1:35:11] another one where it says just council where it just says um council can you [1:35:16] make it city council because if not it's you know so to clear up because it goes [1:35:19] back and forward. All right. So, um Melissa, you got my addition to it where [1:35:25] it said calendar, right? Thank you guys so much. And if there's anything else [1:35:28] you guys see grammatical things needs to do, please submit it. It definitely will [1:35:32] be important. And as you tell in the code, it tells you the process that must [1:35:35] take in order for us. So, this is like step one as we go through it. Okay. [1:35:41] Thank you guys so much for um for being here to [clears throat] part one of the [1:35:45] meeting. All right. Can I have a motion to adjourn the legislative uh meeting as [1:35:50] we move into a work session? [1:35:55] » There's a motion and a second. Any discussion? [1:36:00] Objections, abstensions? Hearing none. We will adjourn the legislative meeting [1:36:06] of mayor and council. All right. We're not done. [1:36:11] » Can you guys hold down please? All right. [1:36:16] Okay. So, I'm going to give a two two minute recess if anybody wants to go [1:36:22] five minute recess for people to want to go grab water, go get a drink, go to the [1:36:25] restroom, do whatever you need to do before we start the work session of the [1:36:29] mayor and council for tonight. Okay. All right. I I want to see no one leaving [1:36:34] us. I'm taking attendance. [laughter] [1:36:43] » I'll see you in five minutes. [1:45:12] We're going to start meeting number two. Okay. Uh council member car is on her [1:45:16] way back, but by the time we finish the agenda, she should be back here. All [1:45:19] right. All right. So, this is the agenda of special work session the mayor and [1:45:24] council for the city of Minia, Maryland. This is an in-person work session for [1:45:29] Tuesday, September 1st, 2026, following the legislative meeting. Um, we will [1:45:35] first start with roll call. See, I told you she'd be back if I started reading [1:45:39] it. All right. Uh, Joseph >> still here. [1:45:43] » Valerie, I'm here. Danielle, >> still here. [1:45:47] » That says the person that just said that Jenny present. All right, that is a 50 [1:45:53] corum. Thank you so much. All right, moving on to item number two, [1:45:59] review of the agenda. The mayor and council review the agenda for the [1:46:04] meeting, adding or deleting topics of interest of or discussion. So that'll [1:46:08] meet us to item [laughter] Melissa. I'm like, yeah, I need to [1:46:13] remember that you moved that. Okay. Item number three, presentation, discussion, [1:46:17] and building application, 3108 Taylor Street, Mr. Maryland. We will receive a [1:46:22] presentation from the owner of 3108 Taylor Street who is here, Mr. um [1:46:28] [clears throat] Brent Sherman. Got it right. That wasn't too bad. All [1:46:33] right. So, moving on to uh present item number four, presentation, discussion of [1:46:37] resolution 10-2026. The American Council have discussion resolution 10-2026, [1:46:42] appointment of Miss June Kshaw to the ethics commission. Item number five, [1:46:47] presentation discussion on resolution number 11-2026. [1:46:52] The Americas will have discussion resolution 11-2026 [1:46:55] appointing appointing is Elis is the only one [1:47:00] that's being appointed right is reappointed. [1:47:03] » Elise is being appointed to the green team and change. [1:47:07] » Okay. So yeah, next time let's work on okay [1:47:11] of Elise Foster to the green team and Mr. Oh, Sanchin, [1:47:17] do you see what's this? Sanchi, Judy, Mary Lee, they're all being reappointed. [1:47:22] » Everyone's being reappointed except for such [1:47:25] » for. Okay. So, >> the resolution's clear. [1:47:28] » Okay. Can you Okay. Can we try matching the resolution to what I have to read so [1:47:33] that way like it's congruent. All right. the appointment and reappointment of [1:47:37] Miss Elise Foster, green team, uh, Sanchi, um, Khadari, uh, Judy Alba, Mary [1:47:45] Lee Hath out, Gabe Poppin, Lester, uh, Sherman and Barry Stree Commission, and [1:47:52] to the green team, and the tree commission. So that's that's where I was [1:47:57] like, it's repetitive. I'm not sure who's who. [1:47:59] » Not a workshop, but >> yeah. So, let's do it separately like [1:48:03] tree commission appointment, reappoint, or whatever. We'll figure it out. Okay. [1:48:07] Uh item number six, presentation, discussion of proposal to have public [1:48:10] forum. Commower will present a proposal to have a public forum to discuss [1:48:16] municipal priorities. [1:48:45] Is there any edits that need to be made to this agenda? [1:48:50] [snorts] If [1:48:51] » um I'd like to remove my item uh the presentation discussion on proposal to [1:48:56] hold a public forum. >> So item number six has been discussed. [1:49:00] So everything's going to be bumped up. Okay. [1:49:04] All right. So, anything else that needs to be added, removed. If not, can I get [1:49:08] a verbal confirmation that we're moving forward with this agenda? [1:49:12] Go ahead, Joseph. >> I'm fine with it. [1:49:17] » Go ahead, brother. >> I'm okay. [1:49:19] » Danielle, >> I'm good. [1:49:21] » Jenny, I'm good. All right. So, we have a working agenda. [1:49:27] Okay. Item number three, presentation discussion of building application for [1:49:31] 3108 Taylor Street. And we have Mr. Bren Sherman here. So if you could actually [1:49:39] one minute, we need a mic where he's supposed to be at. [1:49:43] » Can somebody borrow his mic? Okay. So can you go ahead and turn it on so it's [1:49:47] green light? >> Sure. [1:49:50] » Just >> Okay. [1:49:52] » Okay. So, thank you so much for being here and [1:49:56] waiting for the secondary meeting. It's definitely appreciated. And um Okay, [1:50:01] perfect. So, tell us a little bit about the property, what changes are being uh [1:50:05] made and obviously we saw the preje county permit attached. So, that has [1:50:09] been clear. >> So, let us know about the property. Go [1:50:12] ahead. >> Okay. Thank you, uh council members, [1:50:15] mayor, and city manager. Um, we are embarking on a major house renovation, [1:50:19] the largest renovation uh we've done to our property since I bought it in 2000. [1:50:24] [laughter] Um, essentially our goal is to enlarge the kitchen. Um, add a small [1:50:33] addition, second floor addition above the first floor addition that exists to [1:50:38] add a second bathroom to the house and a master bedroom closet. Um the out all [1:50:44] the exterior is not visible from the street. Um it's only visible from the [1:50:50] backside. >> Um the goals guiding our um renovation [1:50:55] were to make it uh match the historical character of the house. So we are doing [1:51:00] things like um using architectural windows. Um, I've actually do my own [1:51:08] trim work that is based on what the original trim. I even made knives that [1:51:13] cut that trim work. Um, so we will be re places that unfortunately suffered a 70s [1:51:19] remodel. We'll be replacing with more classical trim for the time period. Um, [1:51:25] we're um, additionally that addition on the end has the gabled roof which is [1:51:30] typical of the vernacular Victorian style of our house. It's not a bungalow. [1:51:35] Surprise there are some non-bungalows in Mount Reneer. Um it's a vernacular [1:51:39] Victorian so it has a gabled roof. >> Um additionally another guiding light [1:51:44] for us is to improve our environmental footprint. Um so we are eliminating all [1:51:50] gas appliances in the house. We're switching from a boiler heating system [1:51:56] to a high efficiency heat pump. Um, inverter systems that are very [1:52:03] efficient, 20s here or higher. Um, uh, additionally, um, trying to think [1:52:10] what else I was going to say. Am I missing anything? [1:52:13] » You have a roof plan that we talked about it. [1:52:15] » The roof plan and you have east elevation. I thought I said east [1:52:18] elevator. I was going to be like, "Wow, what kind of song are you building?" But [1:52:20] it's east elevation. Go ahead. Um, and you know, we're we view this as a way of [1:52:25] bringing our house sort of into the next century, doing the environmental work, [1:52:31] switching the heat pump, improving. I'm actually building the cabinets myself in [1:52:35] my workshop in the back. Um, and you know, making it a more modern kitchen [1:52:40] while retaining the historical character of the building. And I'd be happy to [1:52:44] take any questions and look forward to your vote of approval. [1:52:48] » Thank you so much for uh coming tonight. So, I'm going to make it across, right? [1:52:53] Sorry, where you guys right uh Danielle and then Jenny. [1:52:57] » Yes, thank you. I was just looking up where here. No, I was looking I'm [1:53:01] looking where it is on the map. Exactly. So, you are in my ward. You're right [1:53:04] down the street. I thought so. I know the house you're talking about. I'm very [1:53:08] excited to see the uh Well, when you say we're not going to see anything from the [1:53:12] street, correct? >> Right. There will hopefully be another [1:53:16] once we recover financially from this renovation. [laughter] [1:53:20] Uh, we do want to add on to the front porch that originally existed on the [1:53:26] house but was taken out by a tree limb in the 1960s. Um, [1:53:31] » so eventually we hope to add that which would be a more visual impact. [1:53:35] » Well, I'm very excited for you guys. I'm actually really jealous you're getting a [1:53:39] bigger kitchen because I still got a galley. So, um, congratulations and I [1:53:43] enjoy the results. >> Thank you, [1:53:46] » Jenny. Um, I have actually wondered if you guys [1:53:51] had originally had a porch. So, that's >> What's that? [1:53:54] » I've wondered if you guys originally had a porch or I had heard from the previous [1:53:59] owners who heard from their previous owner about what happened to that porch. [1:54:04] » Yeah. Um, and just congratulations on moving away from gas. I think [1:54:09] » Yeah, >> it's obviously the way to go. I did the [1:54:12] same thing, so good luck. >> Thanks. All [1:54:15] right, Valerie. Joseph, >> thank you. Good luck with your [1:54:18] renovations. I don't have any questions. Thank you. [1:54:20] » Okay. Thank you, >> Joseph. I'm excited to see your project [1:54:25] and your attention to historic detail and environmental stewardship. Really [1:54:29] excited that you're getting rid of you're kicking the gas. Um, I did want [1:54:34] to remind you of a few local rules. You're probably going to follow them [1:54:37] anyway, but just in case, um, so you can be a good neighbor throughout your [1:54:40] process. First, we do have the noise ordinance, section 10-121. [1:54:45] So, please limit construction activities to 8 a.m. to 8:00 p.m. to avoid [1:54:49] violating it. Second, we do have the tree ordinance, second section 12B-7. [1:54:55] The ordinance protects private trees 56.55 in or more in circumference [1:54:59] measured at 4.5 ft or above the ground. If you plan on doing anything with a [1:55:04] tree that size, even if it's in bad condition, make sure you talk to code [1:55:07] enforcement. And also everyone out there that's listening to this, please also [1:55:11] follow the tree ordinance. Um, >> it's expensive if you don't. [1:55:15] » Yes. And finally, take care when digging, moving, and grading soil to [1:55:18] prevent any storm water running into your neighbor's yard. And when in doubt, [1:55:22] call code. But, um, it looks like a great project, and I'm going to I guess [1:55:27] I'll get to see it when I'm walking through the the path. [laughter] [1:55:29] » Well, you'll probably have to come inside to see it, but yes, we'll invite [1:55:33] you in sometime [laughter] once it's underway. [1:55:37] Yeah, like you have a whole new kitchen to celebrate. I know. So, definitely [1:55:40] thank you for the um very cautious effort to make sure you preserve the [1:55:45] history of Marina. >> As you heard earlier, we do have a [1:55:47] design review board who makes sure we take care of that. So, the fact that [1:55:51] it's not visually from the street uh means that um various additional laws [1:55:56] have not been enacted which makes your life a little bit easier. Uh because if [1:55:59] not now you have to go to the variance and different things, right? right in [1:56:02] case for future generations that's something you need that this time review [1:56:05] board will be the ones to reach out. Other than that um I look forward to um [1:56:10] the renovations and you know I'm happy that you guys are expanding. So that [1:56:14] means you also get to stay in Marineer right as your family you know grows and [1:56:18] expands and you guys get the stuff that you need cuz I think that lot the the [1:56:22] hard time about Mariner is the fact that we have beautiful homes. My kitchen was [1:56:26] renovated before I bought it, but the expansion of it creates very difficult [1:56:31] for people to be able to, but it looked like a little shoe box uh originally on [1:56:35] it. But um in saying that, um you know, Joseph said very clearly that we're in [1:56:40] doubt, reach out to the co team uh because if you don't reach out to them, [1:56:44] they'll reach out to you and it's usually with a stop order or a violation [1:56:47] of like the trees as well. And our residents, as lovely as they are, they [1:56:51] protect the trees and they'll make sure to let us know. And lastly, we will be [1:56:56] getting a call if you start working ahead of time. So you want you want to [1:57:00] make sure we don't get that call because people will call us at that time. [1:57:02] [laughter] But other than that, you know, I don't think we're going to have [1:57:05] any problems. You know, who to reach out, how to go about and you have put a [1:57:07] lot of like very careful details into it. So we look forward to having another [1:57:12] beautiful home in Marina. So thank you for making sure you keep it like in the [1:57:16] character of who we are. >> Okay. All right. Thank you. [1:57:18] » All right. That is it. That's all you have to do. and um visit the call team [1:57:22] tomorrow in order for them to release um whatever license we need from the city. [1:57:26] So, usually this is the stop and then >> okay, but since you already have all the [1:57:30] permits for the county, it's usually more of like for the community to know [1:57:33] that it is legitimate work that you have gotten your permits and you're moving [1:57:37] forward with this. So, tomorrow reach out to them so that way they could tell [1:57:40] you when they'll be available. >> All right. Excellent. Thank you. [1:57:43] » All right. Perfect. Thank you so much. All right. Moving on to [1:57:51] all right presentation discussion resolution 10-2026. [1:57:55] Uh the mayor and council will have a discussion on resolution number 10-2026 [1:58:00] appointment of Miss June Kshaw to the ethics commission. Hi Miss Kshaw, you're [1:58:04] here. How are you? You want to uh come to the mic for a few minutes and tell us [1:58:09] a little bit about yourself? And by the way, thank you for providing the [1:58:12] information. Very outstanding resume and everything that went along with it. very [1:58:17] detailed. [snorts] >> Thank you. [1:58:18] » So, I'm excited to be here. Um, so first off, I want to say thank you to the to [1:58:24] you and the council and members of Mount Reineer community. Uh, my name is June [1:58:31] Krenshaw. I live in the 3,300 block of Otis. Uh, my wife and I moved there [1:58:38] about a week a year and a half ago. Um, throughout my career in my community [1:58:44] service, I've worked with a number of nonprofits and governing boards and [1:58:50] public officials, uh, community members. And those experiences have taught me [1:58:56] that public trust is built through transparency, [1:59:01] consistency, accountability, and the fair application of established [1:59:07] standards, which clearly by um the hours that we've spent here already uh this [1:59:13] council um and leadership is very aware of. So I'm very excited to have been [1:59:19] here and seen a little bit of the process. If I am appointed, I will bring [1:59:25] independence, sound judgment, strong communication to fairness uh to the [1:59:31] commission's work. I understand that serving on the ethics commission [1:59:35] requires more than simply knowing the rules. It requires the ability to [1:59:41] examine the facts objectively uh protect confidentiality when appropriate, [1:59:47] disclose and avoid conflicts of interest. Uh make decisions without [1:59:52] regard to personal relationships, uh political consideration or public [1:59:58] pressure. And I recognize that ethics should not be viewed solely as a [2:00:03] mechanism for responding to violations. Uh but a strong ethics program can help [2:00:10] city officials, employees, commissioners, and re residents better [2:00:14] understand expectations. Um identify potential concerns early and [2:00:20] strengthen confidence in the government. Uh basically I am interested in this [2:00:27] role uh to become more involved uh with the local community, the city [2:00:33] government, uh the way in which uh the the city works and just to do my part in [2:00:41] in making sure uh that old and new residents like myself uh feel included, [2:00:48] understand the process, and is connected to making the the best place to look. [2:00:54] » All right. Thank you so much. Uh, council, I'm going to go ahead and go [2:00:58] one by one in case you have a question. All right. So, start this way. I'm going [2:01:04] to go Danielle. No, you were first. Valerie, [2:01:08] Danielle, Jenny, Joseph, go ahead. Um, thank you and thank you for volunteering [2:01:12] to serve on the ethics commission. That's all I have. Thank you. Thank you, [2:01:16] » Danielle. [snorts] >> Thank you very much for putting your [2:01:19] name forward. I saw you when you were coming in tonight and uh I was very [2:01:22] impressed with your CV. We got it in our email last week and like I told you, I [2:01:27] cheated. I looked on Facebook to find you and researched you and I was very [2:01:31] impressed with everything I saw. Your work and your advocacy for the LGBTQ [2:01:35] plus community alone just really touched my heart. So, thank you so much for [2:01:39] stepping up. You know, volunteering is is is really putting yourself out there [2:01:44] and to to be interested in the ethics commission, that's a heavy pull. So, [2:01:48] thank you very very much. Thank you, >> Jenny Joseph. [2:01:53] » Thank you for stepping up and um glad that even though you haven't been here [2:01:57] that long that you were already getting so involved. So, thank you. [2:02:01] » Thank you for that. >> Joseph, [2:02:04] um thank you for putting your name forward, Miss Krenshaw. I um I like has [2:02:08] been said, I've been I was very impressed with your resume that you [2:02:11] provided us and and the speech you just gave is shows really how important uh [2:02:16] the work of the ethics committee is and um and uh what you'll bring to it. Um so [2:02:23] I'm very glad to see that and also I think this will be the first time in a [2:02:26] long time if you're appointed that we'll have a full ethics commit commission [2:02:31] too. So, that's really exciting um to be able to have a full body to evaluate our [2:02:38] finance reports and whatnot. So, um yep, I look forward to us bringing the the [2:02:44] resolution forward at our next uh legislative session. [2:02:47] » Thank you. So, um I think already said what I needed to say, but thank you. I [2:02:52] appreciate it. I I think that we need to be able to have enough expertise on the [2:02:55] different levels in our committees and if you heard from uh even our committee [2:03:00] that we were discussing earlier, we heavily rely on their expertise to be [2:03:03] able to like guide our work. Most of the time from us, you might see like just a [2:03:08] piece of paper that says here our financials [laughter] and for the [2:03:11] candidates as well. So anybody that runs for the city of Marineer has to submit a [2:03:15] financial document and that's what the ethics commission reviews and for [2:03:18] elected officials we have to submit one every year. uh and a couple like [2:03:22] departments um will also have to see it. So you might know us by paper, [2:03:26] eventually by faces, you know, but it's all the fun stuff. Uh and not only that, [2:03:31] uh equally as exciting, you'll be joining a group of pretty great people. [2:03:35] So um so I look forward to uh on our next, you know, official meeting [2:03:39] legislative to appoint you to it. I definitely appreciate you staying as [2:03:42] late as you have. All right. So I have no questions, just more like thank you [2:03:46] for being here. >> Thank you so much. [2:03:47] » Perfect. All right. So, um, you guys have in front of you the resolution [2:03:51] 10-2026. Squish it down all the way. And it's a [2:03:55] resolution city Mariner appointing Miss June Crasha to the ethics commission. [2:03:59] You have all the various workshop. Guys, if you guys are talking, it gets a [2:04:02] little distracting. Um, so let it the resolution is here. It's going to be up [2:04:08] for a vote on our next meeting, but basically it's the appointment if you [2:04:11] but Melissa, if you keep moving it. There you go. Praise. Okay. before the [2:04:14] appointment of June Cshaw is hereby appointed to serve as a member of this [2:04:18] commission. We'll read through it the appointment period to make sure we keep [2:04:20] it in mind. It's a period of three years commencing on September well wouldn't be [2:04:25] September 1st. So that needs to be edited and expiring on what the year is [2:04:30] but um okay respective successors are duty appointment and qualify in [2:04:34] accordance with the city chart applicable law. So it is three years but [2:04:38] if um we're working on appointing somebody else in my year 10 will be [2:04:41] visited. definitely let you know if it needs to be extended. So once we vote on [2:04:45] this, it'll be that'll be the official date that'll be joining the team. I know [2:04:48] it has a date on it, but this is just a draft. Okay. All right. Any questions [2:04:52] regarding this resolution? Are we good to move forward? [2:04:56] » Okay. We're good to move forward. All right. Moving on to the next item on the [2:05:00] agenda. You said in the package is where it needs to be, right? Okay. Can you go [2:05:05] to the package itself so I so I could break it down? [laughter] Go. Yeah. So, [2:05:09] next time is presentation sketch and resolution 11-2026. [2:05:14] So, if you can move it to There you go. Thank you, Melissa. And squish squish [2:05:17] squish all the way all the way to where the people at. There you go. Thank you. [2:05:20] Oop, right there. Okay. So, this one is um therefore be a resolve. The funding [2:05:27] raers are appointed to the green team for a two for a term of two years [2:05:31] beginning October 6, 2026 in accordance to the code of the city of Marineer code [2:05:36] four. Is it 4.01 01 or 4-41. Do you guys know [2:05:41] » it has 4.401? >> Okay. And this will be for um Elise [2:05:46] Foster. [snorts] And the other be for the resolve uh residents are the [2:05:52] residents appointed to a tree commission for terms of two years as well for the [2:05:56] code of city of Morenia code 12B-3 and that is Sanin [2:06:03] Kandari. [snorts] uh let it be further resolved. [2:06:09] So you guys are missing a let it further. There's a let under the second [2:06:12] one. So you see as it goes be it further resolve. So it be like let it let it be [2:06:16] further resolved. So there's additional wording because you're adding one more [2:06:20] one more line to it. Uh that the following residents are reappointment [2:06:24] reappointed to the tree commission for two-year terms beginning October 6 in [2:06:29] accordance to the code of city marine-2B-3. [2:06:33] All right. [snorts] So that'll be Judy Alba, Mary Lee Hathwart, uh Gay Poppin, [2:06:38] Lester Schuman, and Barry Saul. Okay, any questions? Uh Joseph, this are your [2:06:45] committees. Anything you need to add to this? Um we're excited to have uh uh [2:06:51] Miss Foster uh join the green team and uh Mr. Kandari, who's already a member [2:06:57] of our LMUTC join the second committee that is the [2:07:01] tree commission. So, and then obviously we needed to reappoint the other folks [2:07:06] cuz it' been over two years or just under two years, so they were due for [2:07:10] reappointments. >> Okay. Any questions for Joseph regarding [2:07:14] this? And I direct them for you because they're your committee. Okay. Good. I [2:07:19] need to hear verbal confirmation that we're good cuz that moving forward for a [2:07:23] vote. >> One other thing I'll note, the tree [2:07:25] commission still is looking for one more member. So, if um we have a little time, [2:07:30] we'd love to we'd love to get uh you know, someone else get the full vote uh [2:07:34] for the October meeting >> and no experience needed. You will learn [2:07:38] cuz you have a lot of extras in the in the tree commission. All right. I need a [2:07:43] verbal approval that we're ready to move forward with this one for the [2:07:47] legislative session. >> I'm good. [2:07:49] » Thank you, Valerie. Jenny, Joseph, >> yes, [2:07:52] » Joseph, >> I'm fine. [2:07:53] » All right. And I'm good. So, uh, make sure let's make sure that this is added [2:07:56] to the legislative agenda so that we could vote for them. Okay. Thank you, [2:08:01] Melissa. [2:08:04] I feel like you're magically moving it. There you go. All right. Thank you so [2:08:09] much. And thank you to everybody that um decided to put their name out there for [2:08:13] reappoint or appointment. Um, thank you so much. Item number six, updating [2:08:18] discussion community survey results. Uh, Daniel, this is yours. We'll provide an [2:08:22] update on the results for community survey. uh you conducted over the [2:08:25] summer. Yes. >> Okay. The floor is yours. [2:08:26] » Thank you, mayor. First, I want to thank the 68 Oh, thank you. Thank you, [2:08:31] » Mike. Yeah. Thank you. First, I want to thank the 68 people who took the time to [2:08:35] respond to my survey. I wanted to hear directly from residents about what's [2:08:40] important to them and where they would like to see more attention over the [2:08:43] coming year. I also wanted to share that feedback with the rest of the council [2:08:47] because I think it's important for all of us to hear what the residents are [2:08:51] telling us. While I represent Ward 1, the votes I cast and decisions I make [2:08:55] affect the entire city. So I think it's important to hear from residents [2:08:59] throughout Mount Reineer. Of the 68 respondents, 38 were from Ward 1, 24 [2:09:05] were from W 2, three were non-residents, and seven or just over 10% weren't sure [2:09:11] which ward they lived in. I think the last number is important. One respondent [2:09:16] believed that council member Jakuda and I were their council representatives and [2:09:20] didn't know which ward they lived in. If 10% or just a little over 10% of [2:09:25] respondents aren't sure which word they live in, that points to an opportunity [2:09:28] for all of us to do more outreach and make sure residents know who represent [2:09:32] them and how to reach us. Some of these results reinforce work I'm already [2:09:37] doing. Some show me where residents want more attention. And some, including the [2:09:42] criticism, give me things to think about. So, I want to quickly walk [2:09:46] through what I heard. When I asked about priorities I've worked on over the last [2:09:51] three years, considerably more responses identified things people supported than [2:09:55] things they didn't. The snow angels and mosquito pulooa were specifically [2:09:59] identified along with constituent services and responsiveness, fighting [2:10:03] for fire and EMS services and our police department, parking issues, and [2:10:07] community building. Also, a few mentioned events I've worked on while I [2:10:11] was chair with the recreation committee, including the parade of lights, the [2:10:15] pride parade, and the community yard sale. The clearest areas of opposition [2:10:20] were street signs, speed bumps, and I had respondents say they simply didn't [2:10:25] know what my priorities were beyond my work with recreation committee. I think [2:10:30] it's important because it tells me there is still work to be done with [2:10:33] communicating, not only with what I'm doing, but why I'm doing it. The biggest [2:10:38] takeaway from the next question is how clearly economic development stood out. [2:10:43] Residents could select up to three topics and 41 selected economic [2:10:47] development. The next highest was public safety including traffic and pedestrian [2:10:53] safety with 27. That's a significant gap and to me a clear message that economic [2:10:59] development needs our attention. Other areas of concern included communication [2:11:03] and transparency, parks and recreation, environmental issues, flooding and storm [2:11:08] water, and housing. When we move from these broad topics to the specific [2:11:12] priorities I'm considering for 2627, we see these concerns reflected again. Snow [2:11:19] angels and the safer circle initiative tied for a strongest support of 40 each, [2:11:24] followed by increased penalties on vacant properties at 39. Economic [2:11:29] development continued to rank highly. Bringing dedicated economic development [2:11:34] expertise to the city received 37 and finding solutions to downtown parking [2:11:39] issues received 35. Expanding Mosquito Palooa to include beds received 37 and [2:11:46] continued compost bin distribution received 34. [2:11:50] There was also support for making city government more accessible through [2:11:54] hybrid council meetings with Spanish subtitles. expand multilingual services, [2:11:59] digital and opt-in options for the message or newsletter and bilingual [2:12:03] council agendas. I think these specific priorities help define these broader [2:12:08] topics. Economic development clearly carries through, but I think public [2:12:13] safety does as well. Snow angels and safer circle, which I consider public [2:12:18] safety initiatives tied for the highest support overall. So these responses gave [2:12:23] me a better picture of what residents want those broader priorities to look [2:12:26] like in practice. Finally, the 17 I had 17 respondents use the other option to [2:12:32] identify 22 additional priorities or concerns. [2:12:37] There were suggestions about housing and increased density, lowering taxes, [2:12:42] homelessness, litter, public bathrooms, shade trees, street conditions, [2:12:46] residential parking downtown, safer biking infrastructure, and home repair [2:12:51] assistance. There were also some very specific ideas including find a way to [2:12:56] move development forward at eastern and Rhode Island, developing the vacant [2:13:01] commercial space below artist lofts and exploring shared services with [2:13:05] neighboring municipalities while also looking at grants to help convert city [2:13:09] vehicles to hybrids. One resident, which this tickled me, in response to my [2:13:14] Mosquita Palooa proposal specifically requested that we don't waste money [2:13:18] educating the bats. I'm sorry, but that gave me a real giggle. As you would [2:13:23] expect from 68 different people, not everyone agreed. Some suggestions even [2:13:29] contradicted one another. There isn't one Mount Reneer opinion, and I think [2:13:34] that's important for us all to remember. There are two things, though, that I [2:13:38] don't want to get lost among all of these individual responses. One is [2:13:43] communication and accessibility. Residents want to hear from us and be [2:13:47] able to reach us outside of council meetings. They want to know what we're [2:13:51] working on, what we're discussing, and how our decisions affect them. We saw [2:13:56] that in the written comments in support for expanding the message and other [2:14:00] forms of council communication and in support for bringing back hybrid access [2:14:04] to council meetings. The other is something few residents specifically a [2:14:08] few residents specifically raised. They want to see greater respect and [2:14:13] professionalism among mayor and council. I think that's feedback we need to [2:14:18] acknowledge and take seriously regardless of where any of us stand on [2:14:22] individual issues or our disagreements. Some of these results reinforce work I'm [2:14:26] already doing. Some tell me where residents want more attention and give [2:14:31] me some things to think about as I set priorities for the coming year. I hope [2:14:35] they also influence our priorities as a group collectively over the coming year. [2:14:39] I appreciate everyone who participated, including those who disagreed with me. [2:14:45] 68 people took time to tell me what they think about our city and I think that is [2:14:50] inval is valuable information for all of us. Thank you. [2:14:55] » Okay. Thank you so much. Um I'll go across um if you guys have any questions [2:15:00] for council member Carter. I'm going to start with you, Joseph. [2:15:05] » I'm glad you uh Council Member Carter, I'm glad you shared this with us [2:15:09] tonight. There's some some interesting data points in here and I've definitely [2:15:13] been um thinking that economic development is one of the the main [2:15:18] things we should focus on and obviously safe streets for all is very important [2:15:22] to me and I'm I'm supportive of making sure it continues to happen and all the [2:15:29] developments that Mr. Kamali has been talking about um earlier [clears throat] [2:15:32] in this evening during the public comment on the first meeting. Um, you [2:15:36] know, I I would love to see a a higher I mean 68 is great and I'm really [2:15:41] appreciative of all those 68 res well I guess 61 residents and seven [2:15:46] non-residents or whatever it was um that uh uh filled out the survey, but it [2:15:51] would love I would love to see even more feedback from the community because we [2:15:55] obviously have much more in the way of numbers in our community than that. So, [2:16:01] do please get in touch if you're on board to which is pretty much the the [2:16:04] west side of town. Um, do be in touch with me and uh I c I don't want to speak [2:16:10] for council member Wood all but we'll share I'll share whatever you send to me [2:16:14] with her and I imagine she will with me. Um, and um yes um but yes, please thank [2:16:20] you again for sharing this with us and I I definitely would look forward to [2:16:24] digging in more depth in the the war two results. [2:16:29] » Valerie Um yeah, thank you and thank you for [2:16:32] taking the time to do this. Um I don't have any questions on this particular [2:16:35] item, but I do um [snorts] as just for information for the community, we do [2:16:40] have a strategic plan process coming up where um residents should be able to [2:16:45] work it's through park and planning. Um so they have professional staff that can [2:16:49] really help us identify kind of our priorities but like as a strategic plan [2:16:54] for the next 5 years or so. Um and so I think this work is great. you could you [2:16:59] should send it to them so they can see what you have. But I think we have to [2:17:02] make sure that we're doing this so we're touching the entire city um and getting [2:17:07] um opinions from a lot of varying voices. So I think this is a good start [2:17:10] and I think um tying this into the strategic planning process in the future [2:17:14] will be very important and I hope that we can do that as well as host an all [2:17:18] city committee meeting so that we can you know really build civic pride on [2:17:22] what we're doing as a community and what this municipality will look like in the [2:17:27] next 5 years. Thank you. >> Thank you, Jenny. [2:17:31] » Thank you, Council Member Carter, for taking the time to do this and reporting [2:17:35] to us. Um, it is a little distressing that only 68 people responded, but [2:17:41] probably also because it's summer, a lot of people are out. Um, and of course, in [2:17:45] our elections, I think we have less than 10% of eligible voters vote. So, 68 [2:17:51] seems like a pretty good number. Um, in reference to that, um, as you know, um, [2:17:57] I am going to be, um, focusing on economic development. Um, but I I do [2:18:04] think that as a council, we need to do more to increase transparency and, um, [2:18:11] and provide other avenues for uh, public comment. So, um I look forward to us [2:18:17] having more public hearings or other public fora um at at times because not [2:18:24] everyone can attend a 7:00 Tuesday night meeting. Um so I I I hope the council [2:18:31] can can do more to create uh more avenues for engagement. [2:18:38] » Okay. I thank you for bringing this [2:18:41] information forward. And to to those that uh said that they wish the [2:18:45] newsletter was electronically, the newsletter is already electronically and [2:18:48] bilingual. So, make sure you send that message to them so that way they know. [2:18:53] And we'll figure out what other ways we need to make sure that they're aware [2:18:56] that um they could get the newsletter e notifications to their phone to their [2:19:00] email as well. So, it sounds like we have uh some work to do and making sure [2:19:04] we remind people of the things that we already have and working through it. And [2:19:08] » [clears throat] >> um I guess we'll figure out if we have [2:19:10] like more information for the bats for them to learn, you know, although they [2:19:14] want they don't want them to learn. We'll work through it. All right. Thank [2:19:17] you so much for this. All right. So, which bring us on to [2:19:24] present. I know like I almost did a German, but no, Melissa looked at me [2:19:28] like you're missing my minutes. Um item number A, presentation of minutes. The [2:19:32] city clerk will present the following minutes. June 9, 2026 board session [2:19:36] special legislative meeting and July 7 emergency work emergency uh meeting uh [2:19:43] for 2026 as well. So they're in your package. Anything you need to any [2:19:48] feedback? Melissa is available. These minutes are going to be moving to our [2:19:51] legislated meeting for vote. And once again, I'll give you my spill. Melissa, [2:19:56] thank you um for making sure that the minutes are on point. It wasn't always [2:20:00] the case. [laughter] And it took them um over a year to get us like every single [2:20:04] minute um that they could at least for the over five years on time. And now [2:20:10] it's like uh normacy for it to have a meeting, present minutes on the next [2:20:14] meeting and be able to vote. So that way there's a continuum. So that helps um [2:20:18] with transparency but also with communication and recordkeeping. So [2:20:22] thank you for that. But also uh to city uh minutes, agendas, videos of meetings, [2:20:27] they all could be found in the website. So, it's easy for you to track any [2:20:30] information on it. And this means there and it's very um easily organized. I [2:20:34] know Jared works on the digital part. I know Pink works on certain stuff, but [2:20:38] it's like a whole team working on making sure that meetings, agendas, videos, [2:20:43] sound, photos, and everything have have a place within the city so you could [2:20:46] gather them. All right. So, moving on to item number [2:20:52] eight, adjournment. We can have a motion on the floor, please. I move to adjourn. [2:20:57] » Second. Mr. Republic moved and second any um any objection [snorts] [2:21:04] abstension hearing? None. This work s the special work session [2:21:09] meaning Americans comes to an end at 9:14 p.m. Thank you joining us and [2:21:15] welcome back. We will see you guys in two weeks. [2:21:19] » Have fun. All right. Now to disconnect this. Oh, that's so cute. [2:21:26] I might need like a city marine
