[1:33] All right. Time to call to order um the [1:35] U advisory band commission uh August [1:39] 10th. Uh this meeting is being live [1:42] streamed by Hunter Production [1:43] Multimedia. [1:45] Uh please join me in standing for the [1:46] pledge of allegiance. [1:50] I pledge algiance to the flag of the [1:53] United States of America and to the [1:55] republic for which it stands. One nation [1:58] under God, indivisible, with liberty and [2:01] justice for all. [2:08] Okay, we roll. [2:11] Um, [2:12] let's see. U not not present is Daisy [2:17] Lucio with Marty Clark. [2:20] Um see Shane [2:23] >> here. [2:24] >> Harold [2:24] >> here. Brian [2:26] >> here. [2:27] >> Wayne [2:27] >> here. [2:29] All right. And um [2:32] with the record show Ronnie Levens is [2:34] present. Um so we do have a quorum. [2:38] All right. Um, need a u [clears throat] [2:41] a motion to approve the agenda. [2:45] >> I move to approve the agenda. [2:46] >> Okay. Motion made by Harolds. [2:49] >> I'll second it. [2:50] >> Second by Wayne. All in favor say I. [2:53] >> I. [2:54] >> Okay. [2:56] It's been approved. Um [2:59] for standing business um approval of [3:02] prior meeting approval of prior um [3:04] meeting minutes. [3:07] Um, [3:08] everybody's received a copy of that. [3:11] Don't need a motion to approve. [3:12] >> So move. [3:13] >> Okay. Motion made by Brian. [3:16] >> I'll second. [3:17] >> Second by Shane. All in favor say I. [3:20] >> I. [3:22] has it. Um, [3:25] is there any public comments? [3:27] >> No. [3:29] public comments. Um, no old business. [3:32] All right. Moving on to new business. [3:36] Um, first up on the agenda is PC2026-5 [3:43] and uh that's the order approving uh [3:45] declaratory resolution [3:47] amending central char. [3:50] So you want to explain that? [3:52] >> Yeah, good evening. Brad Benson with FBT [3:55] Given um here redevelopment commission. [3:58] So um for the next I've got the next [4:01] four items on the agenda. So, I'll kind [4:03] of give you a little bit of background [4:04] here and then we can go through this and [4:07] address any specific questions you all [4:08] may have. Um, so first things first is [4:12] the RDC's already looked at this, [4:13] approved it. Um, and it'll go here to [4:16] this board, this commission, uh, then to [4:19] city council and then it'll go back to [4:21] RDC which will get rectified and move [4:23] everything forward actually. That's the [4:25] process. um timeline of events. [4:29] How this came about, my understanding is [4:31] that [4:33] this was recommended um on behalf of the [4:36] exhibits itself were prepared by the [4:37] Wheelie Group, but this was also [4:38] recommended by Baker Gilly um as far as [4:42] cleaning up a couple of the items. Some [4:43] of the things are say just updating. [4:46] Some of them are cleaning and removing [4:48] tenant parcels that weren't intended to [4:50] be included. Um there's a few [4:53] expansions, but I said at that point I [4:55] can kind of go through them. I'll start [4:56] with the first one, which is the O5. Um [5:00] that one is we are going to be removing [5:03] a parcel from the central central [5:07] Charletown allocation area and and [5:09] adding one to Shadow Lake. Um some of [5:12] the revisions in Shadow Lake are solely [5:15] due to changes of parcel numbers. Um [5:18] that property originally it was [5:21] originally done before it was platted. [5:23] So with the new plat obviously created [5:25] new parcel numbers. Um so that's for [5:27] that partial there. You are also [5:31] removing I believe it was removing one [5:34] of those as well. We see removing the [5:36] 700 residential homestead parcels which [5:38] is partly the Woodford farms. There's [5:41] some areas there. All those exhibits are [5:43] included um in what was approved by the [5:45] RDC. Um [5:49] there's a lot there because of the [5:51] number of partials you're including, but [5:53] this time I summed it up as much as I [5:55] could. [5:57] >> Okay, I slow you down just a little bit. [5:59] >> Yeah, go for it. [5:59] >> So the Shadow Lake. [6:00] >> Yes, sir. [6:03] >> We are There was an area that was [6:05] considered residential. [6:08] Are you kicking that? What? I don't What [6:10] do you mean you're moving? What do you [6:12] mean, [6:12] >> man? Absolutely. Yeah. I was so fre [6:18] >> correct. So here's your This is your [6:21] current sh This is Charles Town. This is [6:23] the shadow leg side. Uh [6:28] >> I pulled it all the [6:32] [clears throat] [6:32] >> You did. [6:34] Let me grab my copy here if you don't [6:36] mind. [6:46] you may have and it just they all kind [6:48] of look the same, right? They all say [6:49] colors of that name there. Let me make [6:51] sure we're looking at the same one. So, [6:54] this is the this is the original one. [6:56] you have is the seat that was what [6:58] was originally included in the Shadow [7:00] Lake side of it. [7:01] >> Okay. [7:02] >> And then what is being included now is [7:05] the actual updated plaque included in [7:09] that parcel. [7:12] We amend it which is on F. [7:16] It's this one right here. [7:19] So you can see how that's changed [7:20] >> due to the [7:21] >> So we're going from there to this. [7:24] >> Correct. Yes, sir. [7:27] >> Okay. All right. I'm with you now. [7:30] >> Yeah, it's almost a sideby-side [7:31] comparison. It makes it a little bit [7:33] easier here. [7:39] So they're taking out a bunch of [7:40] residential plots. [7:42] >> What about 700? Is that number accurate? [7:45] >> Yes, sir. Yes, sir. [7:47] >> About 700 residential [7:50] parcels. [7:52] >> So it's taken from the tip boundary [7:54] >> and that was in the original amended [7:58] central Charleston [8:02] and this one here. [8:03] >> Yeah, I'm looking at that one. Right. [8:07] Yeah. And this is our most convoluted [8:08] one out of the four items on the agenda. [8:10] So [8:12] >> Okay. [8:14] All right. [8:17] » No, but go ahead. Well, I'll catch up [8:19] here. [8:22] >> Yeah, you're good. You're good. No, [8:23] you're good. [8:23] >> This particular item, I don't have [8:24] anything else. I just will make sure the [8:26] commission's comfortable with what we're [8:27] doing. [8:28] >> Okay. So, we're we're taking this to [8:31] this. Is that what you're saying? Let me [8:34] make sure we're looking at the right [8:35] one. [8:35] >> This is uh Shadow Lake and you're taking [8:39] it to that. [8:40] >> Correct. And this was it added the road [8:45] here. [8:45] >> Correct. So originally Shadow Lake's a [8:48] good one. Originally that was not [8:50] platted the road through it the surf, [8:52] you know. So it's more of cleaning up, [8:54] updating what is accurate as far as [8:56] partial numbers. [8:57] >> Okay. So this is we're not changing the [8:59] tip on this. you're on for Shadow Lake. [9:04] >> I'm sorry. I don't mean that. [9:06] >> You're fine. This is part of why I'm [9:08] here to answer questions and and do the [9:10] best I can to make you guys comfortable [9:12] before we make a decision on it. Um, [9:14] yes, there is some revisions on on all [9:17] of them, right? On central. [9:21] >> Yes, correct. [9:22] >> So, are you changing the years of the [9:23] tip? Are you just changing the the loc [9:26] the boundaries of the tip? We are [9:29] updating the partial numbers on those [9:31] tips to make it more to reflect the [9:33] accurate numbers to space. [9:36] >> Okay. And there are some additional [9:39] there's some a little bit of changes to [9:41] some of these like this little triangle [9:42] was added. [9:44] Okay. I think I know what you're doing [9:46] now. All right. Go ahead. [9:48] >> Does anybody else have any other [9:49] questions on this item? [9:52] >> I apologize for it. It's a little little [9:54] confusing with such a [9:55] >> tip boundary will stay the same. [9:58] Except except for the ones that we've listed that those are J show that [10:02] are shown on there. Yes, sir. Okay. Yes, [10:03] sir. Got you. [10:04] >> So, standard tax revenues, it'll roll [10:06] back into the general taxing units. [10:10] >> I'm sorry. Say that again. [10:12] >> Uh [10:14] the let's see the standard tax revenues [10:17] do they flow I guess it'll flow back [10:19] into the general taxing taxing units. [10:23] Well, for the TIFF itself, it it would [10:26] stay all everything stays the same, [10:28] right? It all funds into the TIFF the [10:30] fund there. But this one, what we're [10:34] doing here is clarifying the parcels, [10:36] rectifying what has been changed over [10:38] the years. Um, due to the plat said, [10:41] there were some additions. There was [10:43] some one or two of these parcels should [10:45] not have included originally due to fat [10:48] finger typos [10:50] to rectify what should have been [10:51] included in it. that tax that tax uh [10:55] revenue will stay with that tip. They [10:57] won't go into the general fund. [10:58] >> Correct. [10:59] >> Okay. [11:04] » I'm I'm [11:07] sorry. [11:16] » Start throwing something at [11:18] >> Y. [11:21] You're you're getting there. I was in [11:22] the meeting and and [11:25] basically um Matt when you presented it, in fashion on each one [11:30] of these resolutions. Um and indicating [11:33] that there were parcels that had been [11:35] misidentified earlier were now being [11:38] removed and then other parcels were [11:40] being added to the t district. It really [11:42] didn't change. [11:43] >> Boundaries didn't change [11:44] >> change at all. Didn't change anything of [11:45] that nature. Just cleaned it up. Um and [11:47] then when you get to the last one, the [11:49] Clark North Clark um basically [11:52] determined that it was a kind of a [11:54] pointless tiff district based upon the [11:57] area there in the fund. Yeah. So [12:00] >> yeah, there's no So there's no impact to [12:03] our municipal [12:05] >> funds or anything. [12:07] >> No impact there. [12:08] >> Okay. Got that. [12:09] >> And the one he just referenced was this [12:11] one on the I believe it was 08. So the [12:14] last one I'm glad you did. No, you're [12:16] everything he said, we're on the same [12:18] page, but it's always good when we say [12:20] the same thing. Gota [12:28] move on to the next one as far as I'm [12:30] concerned. Oh, we need to make a motion. [12:35] >> Okay. Uh yeah. So, uh we need a motion [12:38] to um approve the PC 20265. [12:44] >> I'll make that motion. [12:45] >> Okay. Motion made by Wayne. [12:47] >> Second. [12:48] by Brian. Any further discussion? [12:52] All in favor say I. [12:53] >> I. [12:54] >> Any opposed? Okay. Eyes have it. [12:57] Unanimous. [13:01] » All right. Um. [13:04] Okay. Next item is the uh PC 2026. [13:10] >> Yes sir. And that is for the order [13:14] approving um the resolution amending the [13:17] Indian American economic development [13:18] area. Um what this one is is that [13:21] removing an uned [13:23] parcel. So it's just one parcel here [13:26] that that is being removed that should [13:28] not have been and I'm finding the [13:31] exhibit for you right now. I can see it. [13:33] >> So just correcting the boundary error. [13:35] >> Correct. [13:37] This was not shown on there, but it was [13:38] a little triangle. [13:41] >> Yeah. [13:41] >> Where? Which one? [13:45] » Just a little triangle right here. [13:49] >> Okay. [13:55] So, this is right here on 62. [14:00] Get rid of the triangle. [14:04] Okay, that's just cleaning up parcels [14:06] also. [14:06] >> That's removing one that should not have [14:08] been included originally. [14:10] >> Just cleaning up. Yes, sir. [14:11] >> Okay, [14:14] this is the same. [14:16] >> I don't want to repeat myself, but for [14:18] the this is was approved. It was [14:21] recommended by Baker Tilly uh based off [14:24] of it and the Wheatley group is involved [14:27] in it as well. So, this RDC has approved [14:30] it. here council back to them. [14:36] » I make a motion. [14:37] >> I'll second it. [14:39] >> Okay. Motion made by Brian, seconded by [14:41] Shane. Any further discussion? [14:45] All in favor say I. [14:46] >> I. [14:47] >> Any opposed? [14:48] >> Okay. I [14:52] straight. [14:58] » Okay. Okay, on to the next item PC [15:00] 20267. [15:05] » Yes. So, this is the um same thing we've [15:08] done last for the previous two items, [15:10] but this is for the uh depot street uh [15:14] in our development area. Um it is [15:19] going to clarify and consolidate some of [15:22] the parcels that the numbers have [15:23] changed throughout the years. Um, and [15:26] then removing one partial that was. Now, [15:29] this one does add a an adjacent piece to [15:32] this. We'll make sure to clarify. [15:47] Okay. [15:55] I don't see. [15:56] >> This is the little small triangle here. [15:58] [clears throat] [16:05] » Oh, okay. Yeah. See that? [16:37] So you say this one brings in um new [16:41] parcels. [16:41] >> This brings in one one new parcel. Yes [16:44] sir. [16:44] >> Okay. To the tip area. [16:46] >> It it removes one and brings one in. Um [16:49] the removal was unattended piece. The [16:51] other ones were clarifications. Those [16:53] have changed over the years planning [16:56] process over. [16:58] Okay. [17:02] Any any discussion? [17:04] >> I'll second. [17:07] >> Okay. So, um we need a motion. [17:09] >> Motion. [17:10] Brian and second by Harold. [17:13] >> Any further discussion? All in favor say [17:16] I. [17:17] >> I. [17:19] >> Passes unanimously. [17:27] Okay. [17:31] » All right. Um, next item PC 20268. [17:36] >> Yes. And this is the one that he [17:38] mentioned earlier, the North Clar [17:40] Community Hospital Economic Development [17:41] Area. Um, this is to terminate that area [17:46] due to a it just quite hasn't formed. [17:49] Um, it's only got $102 [17:53] that it's collected in it. [17:54] >> Has it uh has it has it expired? [17:57] >> No, it has not expired. [17:59] >> But we can kill it even though it hasn't [18:00] expired. [18:01] >> Correct. That's what this is. [18:02] >> Okay. [18:05] >> And just for my clarification so we [18:08] understand, even though it's only [18:10] gaining three three, what' you say? [18:12] >> $312. Yes, sir. [18:15] >> Is it we kill it just because it's more [18:18] of a in the neck just to do the [18:20] paperwork and is that why [18:22] >> yes [18:23] >> that was that was the consensus [18:26] let's [18:27] >> it's not it's not worth [18:28] >> burden on the court treasur's office to [18:30] have to deal with that through state [18:31] board of accounts and it would be better [18:33] accounting [18:34] >> okay [18:34] >> I it brings it back in gets it out of [18:37] the tip brings back in yeah I'm okay [18:40] with it [18:42] since [18:43] >> I figured this would be the easiest one [18:44] right [18:47] nothing [laughter] so Yeah, that's just [18:50] sitting there doing nothing. So [18:52] frustrating. [18:53] >> Any further discussions on that [18:55] questions? [18:57] >> Okay, so um we'll need a motion to [18:59] approve PC2608. [19:02] Motion made by Wayne. [19:04] >> I'll second it. [19:05] >> Second by Harold. Any further [19:06] discussion? [19:08] All in favor say I. I. [19:10] >> Any opposed? Okay. Passes unanimously. [19:14] >> Thank you all. I appreciate your [19:15] >> Thank you. Appreciate it. Yes, sir. What [19:17] are these? [19:18] >> That was for the overall [19:20] >> first. Yes. For the first one for the [19:23] original 05 resolution, [19:27] >> Shadow Lakes, the Charles Town. Um, [19:32] so this was [19:34] >> So did we kill a bunch of this area? [19:36] >> So some of this was removed. Yes, sir. [19:39] >> So went from here to there. This was the [19:42] part of the uh 700 res that was [19:47] >> okay. [19:52] I got [19:53] >> yell at me. [19:58] » I'm just trying to make sure I [19:59] appreciate you doing your duty. Doing [20:01] your duty. [20:02] >> Anything else? [20:03] >> Thank you all very much. I appreciate [20:05] it. Thank you. I do want to mention the [20:07] very last um item on the agenda uh which [20:11] says hand out draft agency policies and [20:14] procedures. We're not voting on that [20:16] tonight. That is just for us to review. [20:18] I think we will be voting on it at the [20:20] next. [20:21] >> Are they in here? It is. It's at the [20:23] very It was in the very back of the [20:24] packet. It's like this rules and [20:26] procedures. [20:27] >> It's about the last seven or eight [20:29] pages, I believe. Okay. I'll [20:31] >> check it out. Hey, anything else? [20:36] All right. Good. All right. Uh, need a [20:39] motion to adjurnn. [20:41] >> Motion to adjurnn. [20:42] >> Motion made by Shane. [20:44] >> Second. [20:45] by Wayne. All in favor say I. [20:47] >> I. [20:48] We are adjourned.
