I, I just simply want to thank Pat McCool [7:35] and everybody who had a hand in the Bellon cruise. [7:37] I know the weather did not cooperate this year [7:40] as they would've liked, [7:42] but despite of the weather, it was still a, [7:45] a first class event. [7:47] And we are all very thankful for all the time [7:51] and effort that they put in to make it such a great event. [7:55] So thank you to anybody [7:57] who had a hand in making the crew successful. [8:02] - Thank you. The police report is in your packet. [8:07] Chief Whitmer, did you have anything to add to that tonight? [8:16] - No, I didn't have anything new to add. As you could see. [8:19] Hopefully everyone had a chance to review it again. [8:22] We're quite busy. We had a lot of special events [8:26] that went on as well. [8:27] We attended. So, anyone have any questions [8:30] for me? Thank you. [8:33] - I have one quick question. Sure. [8:35] I'm gonna put you on the spot here. Okay. [8:37] If there's a non-emergency call that needs to be directed [8:41] to the police, what, do you know what that number is? [8:43] - Yes. [8:46] 1-800-479-ZERO 0 5 0. [8:51] - Thank you. - Thanks, chief. [8:58] Your par the parking report was in your packet, the Office [9:02] of Community Affairs with Gina. [9:06] Can we have a motion and a second [9:07] to conditionally approve the preliminary final Belfont [9:11] Waterfront Land development plans [9:14] that are contingent on the list of four things below that. [9:20] - So - Thank you. Can we have a second please? [9:23] - I'll second rec - Bill discussion. [9:27] Dana, do you wanna add anything to that, please? [9:37] - I don't really have anything to add to the motion itself, [9:39] but just wanted to let Borough counsel know that Mr. [9:44] Sep and Mr. Song are, [9:46] are here if you have any questions about the plans [9:49] themselves or myself. [9:51] Of course. And I also wanted to say thank you to [9:56] John Sep and Tom Songer for their hard work [9:58] and also to the Planning commission for their hard work [10:01] and the Historic Architectural Review Board [10:04] for their hard work on reviewing these plans, modifying 'em, [10:09] discussing, going back and forth. [10:11] It's been a long process, as you know, [10:15] it is a conditional approval. [10:16] There are a couple of things that are still outstanding, [10:19] but those are pretty straightforward [10:21] for land development plans. [10:24] So there's no overarching issues there. [10:30] And I don't know if Mr. Songer or Mr. [10:35] Sep have wanna speak or have anything to add, so, [10:40] - No, - I I did share [10:45] the vision statement with them in the [10:46] packet so they have that. Oh, [10:48] - Okay. [10:52] - Well, I hope you had an oppor. My name's Tom Songer. [10:56] Mark Mark Morath [10:57] and I have been working on this project, as you know, [10:59] for many years, and we think we're very close [11:02] to getting this thing launched this year. [11:06] It's been challenging project in many ways, [11:10] but we think that the project we have [11:13] before you tonight is really a very good project [11:16] for Beon Barrow. [11:18] And we've done a lot of improvements to the project [11:23] through the COVID period [11:24] and subsequent to COVID to improve the project. [11:28] So the vision statement that I hope you've had a chance [11:31] to read, we haven't changed the real vision [11:34] of the project in that we're gonna build a 93 room [11:38] boutique hotel, be national brand. [11:42] It'll have a farm to table restaurant in the hotel, [11:45] and also have a rooftop experience, which [11:49] that is something major that we've added [11:52] since you last saw the land development plan. [11:56] And that rooftop experience will seat approximately 75 [11:59] people indoors, 75 people outdoors. [12:03] And we think that's gonna be the will, [12:05] the real wow factor for the project. [12:09] When you're sitting up on the sixth floor of the hotel, [12:13] you'll be able to see, have a panoramic view [12:16] of all be front. [12:19] You might recall initially we had three buildings on the [12:23] site, the hotel, a parking garage [12:25] with commercial on the first floor. [12:27] And we also had a third building [12:30] that was gonna be commercial on the first floor. [12:32] And then condominiums, we value engineered the project [12:36] because parking garages are so expensive to build [12:40] that we decided to combine [12:42] the two buildings into one building. [12:44] So we're gonna have, I don't know if Gina, [12:47] can you bring up the, the digital printer, [12:50] the illustration of the whole site? [12:52] Yes. Just so we're gonna have [12:57] the hotel, really, the footprint [12:59] of the hotel hasn't changed. [13:03] We're still gonna have a promenade between the, [13:07] between Spring Creek and the hotel and the parking garage. [13:10] It's gonna be a brick paved gathering space for citizens, [13:15] people just to walk, [13:17] or there'll be outdoor seating on the first floor too, [13:19] for the, for the hotel. [13:25] It's not planned at this time [13:26] to have any large meeting rooms on the second level, [13:29] which we had planned before, because there's many places in [13:34] and around Beon, there we go, [13:38] that can provide [13:40] and are providing space for meetings and so forth. [13:44] So we took the second level [13:45] and we converted that all to hotel rooms [13:47] because there we go. [13:49] So the building on the right there, [13:51] that's the hotel you'll see the, the promenade, [13:54] the brick promenade I just spoke about next to Spring Creek. [13:59] We also have a brick sidewalk in front [14:01] of the parking garage in, [14:03] in hotel going down towards the gamble mill. [14:08] This plan also shows about 90 surface parking spaces, [14:12] 260 parking spaces [14:16] in the parking garage, 265. [14:19] And that'll be on really three levels of parking, [14:24] but mostly on levels two and three. [14:27] There'll be parking on the ramp going up [14:30] into the parking garage. [14:31] We're gonna have the latest technology in terms [14:34] of paying for parking. [14:36] That will include scanning your license plate. [14:40] So you scan your license plate going in, scan it going out, [14:44] computer computes what you owe, [14:46] and you can pay it, you know, via a credit card. [14:48] We'll probably still have a ticket [14:51] opportunity also if you wanna take a ticket [14:53] and pay it a kiosk. [14:57] But back to the, the, the hotel, as they said, [15:00] we'll have a farm to table restaurant on the first floor [15:03] that will seat about a hundred people. [15:05] There'll also be outdoor seating on the promenade right [15:09] outside the hotel with a, with a roof over [15:12] that area. [15:15] Then continuing on to the parking garage. [15:19] The parking garage will be built at the same [15:22] time as the hotel. [15:24] You gotta build the two together. [15:25] They'll open at the same time. [15:28] And once we start the project [15:31] and start building the project, [15:35] we will be marketing the condominium units. [15:37] We're, we're already sort of marketing that. [15:40] And I have a lot of interest in the condominium units, [15:43] but we won't be selling any condo units [15:45] until we actually start the project. [15:48] But once we start the project, we'll be meeting [15:51] with pro prospects [15:52] who are interested in buying a condominium unit. [15:55] There'll be 48 condominium units, two and three bedrooms [16:00] and 16 on each floor, floors four, five, and six. [16:05] And there'll become an open space on four six of the con [16:10] of the condominiums. [16:12] The [16:14] - 30 more seconds. [16:15] - The unique thing about this project is [16:16] - 30 seconds. [16:18] - What's that? 30 more - Seconds to wrap it up. [16:22] - Oh, okay. Sorry. [16:24] So the unique thing about this is anyone's interested in [16:27] building condominium. [16:28] It'll be a custom design [16:30] for your interior, interior finishes. [16:32] You get to pick your cabinetry, your flooring, [16:34] your lighting, and so forth. [16:36] So anyway, we're very excited about the project [16:38] and we're looking forward, as I said, [16:40] to getting it started this, this fall. [16:44] All right. Anybody have any questions for me? [16:49] - Thank you, sir, very much. - Okay. Thank you. [16:55] - Thank - You. Does anybody else have questions [16:57] or discussion before we vote? [17:01] Can we have a Roll Call vote please. Deb? [17:03] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [17:08] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [17:12] Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey? Yes. [17:16] Thank you. [17:22] - We also have a report from our interim Borough manager, [17:26] Don Holderman, do you have anything you wanna add? [17:29] - Not not add, but just for the public Madam President. [17:33] I just wanted to mention that we did sign the documents [17:37] today for the bid documents for the traffic light [17:41] that will go up at Zion Road and Parkview Boulevard. [17:45] It will be advertised for four weeks in the next week or so, [17:49] and then bid opening will be August 4th. [17:55] - Thank you. Committee reports [18:00] Environmental and Parks Committee, Ms. [18:02] TostiVasey, [18:09] - The, the, we met [18:11] with the Tran Park Committee on Wednesday, May 28th [18:14] to do a walkthrough of Tran Park. [18:18] That walkthrough, we made a, a list of issues that need [18:21] to be addressed over the summer that are public works, will [18:24] be doing most of the work. [18:26] This includes some tree trimming [18:27] and clearing of brush under some trees. [18:30] In addition, we noticed issues with the de deterioration [18:34] of the bottoms of the columns at the pergola, [18:37] and we all agreed that fencing behind the pergola needs [18:40] to be repaired. [18:43] The committee, both committees thought the idea [18:45] of a wrought iron replacement for the wooden fence [18:49] behind the Perla would be nicer in terms [18:52] of durability and looks. [18:54] And in addition, we discussed the possibility [18:57] of adding an a DA lookout over Spring Creek [19:00] from that viewpoint. [19:02] That might be very nice, but that's somewhere down the road. [19:06] Then on Thursday, June 12th, [19:09] the parks committee met at Governor's Park [19:11] to do a similar walkthrough. [19:13] We found over seven to eight dead trees that are over 70 [19:18] to 80 feet tall that need [19:21] to be removed along with their stumps. [19:24] Our public works crew, thank you, has already done a lot [19:27] of cleanup within the park from the la [19:30] that large storm we had in May. [19:32] They're still working on this. [19:34] And Julie said that when they get some time, [19:37] they will also be removing many of the stumps that were left [19:41] behind when the, they took care of the trees [19:43] that had fallen down during the storm. [19:47] In addition, we looked at the revised batting cage proposal [19:51] that is on our agenda this evening under old business. [19:56] The, the design we approved at the last meeting [20:01] was a completely surrounded the batting cage with a fence [20:06] that stood about five feet outside of the cage area. [20:10] The base golf group afterwards came back to us [20:12] and decided they thought it would look better [20:14] and be more protected. [20:15] If instead they placed hardy board on the outside [20:19] of the batting cage, leaving the netting open at the top. [20:25] We did ask if this would work [20:27] with in the evenings when the sun goes down, [20:30] and we were told that the state that the cage has plenty [20:33] of interior lighting that will work with this new design. [20:37] The committee is recommending approval [20:39] of this change when we get to old business [20:46] And that yes. [20:47] And that what you see on the screen is the new design [20:50] that on the bottom left was sort [20:54] of like a barn door crossing. [20:56] That's where the lock gate will be [20:58] to get into the batting cage. [21:03] - Thank you. We'll look at all those in detail when, [21:05] when we come up to vote on that too. [21:09] Finance administration committees. Ms. Clayton. [21:13] - Yes. We met earlier this evening [21:15] to begin preliminary discussions about the search [21:19] that we're doing for a new Borough manager. [21:21] The committee will meet again tomorrow evening, [21:25] the 17th at five 30 in the Oak Room. [21:29] - Thank you Mr. Brachbill. [21:33] Infrastructure and Public Works Committee. [21:36] - Okay, I I've revised this. [21:39] 6, 7, 20 25 Dr. Lee out in March, April, may, June. [21:46] Myself was the chairperson. [21:48] Doug Johnson Sedgwick Committee, [21:56] the Borough Building 3 0 1 [22:01] Spring Street in East Lamb Street. [22:04] The committee made a request to Matt Almond in March 20.5 [22:09] to have brighter light in the front steps [22:10] of the North Spring Street [22:12] and every entry door of East Lamb Street. [22:18] Additionally, in April, the committee [22:21] requested two additional handicap parking [22:25] stall back to back on East Lamp Street location. [22:30] Do this issue at the time. [22:32] In April, the committee will remove the additional request [22:34] for a crosswalk from the police department parking area to [22:38] the street parking on the sidewalk Deep land [22:40] of North Spring Street. [22:42] Additional prudence needed [22:44] the fire doors in the council chambers [22:46] on the left and right side. [22:47] Be and ingress will require additional improvements [22:51] to the operations. [22:53] Performance was only maybe one both stick. [22:58] Hit your mic. Brandy, would you [23:02] - Do that? [23:03] I'm not gonna start over. Doors also [23:06] require exit signs on both doors for the en entry [23:09] and the from the hallway to the to enter Council chambers. [23:14] Meeting signage. [23:16] Meeting signage is required daily [23:18] to provide directions to the meeting rooms. [23:21] Additional signage for wheelchair and accessibility, [23:25] and follow up on getting a fire plan. [23:27] Exit plan, emergency exits need to be examined monthly. [23:33] Reconfigured the council re reconfiguration [23:36] of the council's meeting table set up with power [23:39] to all computers and improvements with new sound system and, [23:43] and acoustics will hopefully improve what we have tonight. [23:48] Wheelchair accessibility entrances to [23:51] and follow up on getting fire exit signs [23:54] posted in each room. [23:56] Check status on replacing police department signage [23:58] and move municipal building to the old Armory, [24:02] which is this building. [24:04] My summaries are discussed. [24:06] Discussed assessment and trans transition. [24:09] Plan the need for an assessment [24:11] and transition plan for a DA under the public entity. [24:14] Guidelines. The need [24:16] to discuss whether the assessment should be handled [24:18] by one person or one or a group. [24:21] Inventory of assets and maintenance schedules. [24:24] Improving accessibilities in buildings. [24:27] AC assess the transition plans for a DA in the building. [24:31] Prioritize certain areas of for improvements such [24:34] as parking spaces and public access points. [24:37] That's gonna be a difficult one. [24:39] And committee's role in a DA compliance, [24:42] managing accessibility issues and compliances. [24:45] But a DA committees should is focus on [24:50] specific problems, recommendations from residents [24:52] before they become complaints. [24:54] Review sections of the plan as they are completed [24:57] and feedback will be provided. [25:01] Accessibility and safety on Building exits. [25:04] Committee to discuss accessibility [25:06] and safety on the Building Exits Signage Committee. [25:09] A agreement on the need for, for clear plastic signage [25:13] and operational doors to ensure safe access. [25:16] Andres and review current signage [25:19] to be placed on the meeting room doors. [25:21] Possibilities of installing on the o, [25:23] the O Oak Room signage, you know, on the door, [25:26] including blocking certain areas from staff [25:29] for staff protection. [25:32] And that's my report. [25:33] The other thing I'm going to do is cancel the meeting for [25:38] this month and we'll pick it up in July. [25:45] Still be the last Thursday of July. We'll do that. [25:48] - Okay. Thank you. [25:52] Let's see. [25:53] Ms. TostiVasey ordinances, Ordinance ad hoc committee. [25:58] - The Ordinance ad hoc committee also met on [26:01] Thursday, June 12th. [26:02] After we finished the parks meeting out at Governor's Park, [26:06] we revised the loading [26:08] and unloading zone issue for all of the areas in town [26:13] before bringing it to council. [26:14] We need to have a map added to the Ordinance [26:17] so people can see where these loading [26:18] and unloading zones are located. [26:22] In addition to actually adding the loading [26:24] and unloading zone in front of the Dollar General store, [26:27] we found out there wasn't one there in the Ordinance. [26:31] We are also recommending a change to the delivery times to [26:37] from 5:00 AM to 8:00 AM to change that to 6:00 AM [26:42] to 9:00 AM I believe [26:44] that this revised Ordinance will be at the next meeting's [26:48] agenda for approval. [26:50] - Great. Thank you. Streets committee. Mr. Johnson. [26:57] - Thank you Madam President. [26:58] Y'all, y'all have a copy of my report in the packet. [27:03] The only change I see is item $3 [27:07] General unloading parking. [27:10] I recall us saying 5:00 AM to 9:00 AM Doug, [27:14] or do we agree on six? [27:16] Rita, do you remember? [27:20] - I actually don't. I'm sorry. Oh, [27:21] - That's okay. [27:22] Deb did, did we change that to six [27:25] or just keep it at 5:00 AM for the unloading? [27:29] And I thought we changed it to six. I [27:31] - Thought we changed it to six. [27:32] Yes. I I think we did change it at six. Doug. [27:35] - So, so my report is inaccurate. [27:37] It should be 6:00 AM instead of [27:40] the 5:00 AM. Yes, Joanne? [27:44] - I was just going to say that [27:45] that was the consensus in the Ordinance committee as well. [27:48] - Okay, thank you. So I'll run through it real quick. [27:53] McAllister Street, we've done a lot [27:56] of mitigation there for speeding. [27:58] Matt is still, Matt has either purchased [28:01] or ordered some pedestrian signs that were not going [28:05] to put in place until school starts [28:08] and during the school year, keep those in place as long [28:12] as somebody doesn't run 'em over. [28:16] The chief is, and the staff have, have agreed to [28:21] monitor McAllister frequently [28:25] and it seems to be working so far, so good. [28:29] So, and we've added signage. [28:32] North Allegheny Street storm drain issue. [28:35] Matt has received bids for that repair, but [28:40] because of the weather, it's put it behind several weeks. [28:43] Dollar General unloading, we've already talked about [28:47] the paving on South Spring Street is complete. [28:50] Stamped crosswalks are to be added to High Street, [28:54] south Spring, south Spring [28:55] and Bishop Cherry Lane and South Spring. [29:00] It was brought up about the hand railing on the east side of [29:04] what I would call Allegheny Hill or South Allegheny Street. [29:09] I think our staff is going to take a look at that [29:12] for needed repairs. [29:15] There was a question from EMS regarding loading [29:19] and unloading on Phoenix Avenue. [29:23] Mr. Ahman and Ms. Brooks will be taking [29:27] a close look at that and it's been recommended. [29:30] We put some signage [29:33] based on the assessment from Matt Alman [29:36] and Julie Brooks sometime soon. [29:39] We're going to add a no parking sign [29:42] on East High Street at the intersection of close [29:45] to the intersection of East High and School Street. [29:48] And as Dawn pointed out, the bid documents [29:51] for the traffic light at Bishop [29:53] and Parkview, we're expecting those [29:59] not for approval, but for the bid opening on August 4th. [30:04] Our next meeting is Tuesday, July 8th [30:08] at 4:00 PM in the Oak Room. [30:10] And I will ask our committee members who were there if, [30:13] if I've missed something and you would like [30:14] to add something to that report. [30:19] Any questions from counsel? That's it. [30:23] - Thank you. Public Trans [30:28] Transport Task Task Force Committee. [30:31] We have a June, 2025 report and A-P-S-A-B Conference [30:35] and Transit Report. [30:38] Ms. Cleeton and Ms. TostiVasey, [30:45] - The, we've been, [30:47] after we passed our decision to go [30:50] with Centre County Transportation for our transit system, [30:55] we've been working with Dave Lomas [30:58] and his staff at the Centre County Transportation Office. [31:01] We met with them last week [31:06] and came up with the plans that you see later on [31:09] in the agenda for passage this evening. [31:12] Basically, everybody who [31:18] is 60 and over will ride for free. [31:22] Those who have a disability [31:24] or on Medicaid for medical. [31:30] Anyone who has a disability rides at a discounted rate. [31:34] People who have Medicaid can get the same rides [31:38] to medical appointments for $4 [31:42] and 25 cents one way. [31:44] Everybody else will be under the boroughs [31:49] sit service where they will pay $5 one way [31:54] and the Borough will subsidize. [31:58] The rest of the travel is based on mileage. [32:05] And we, we met, we, we met once and then we brought Dave [32:09] and his staff in and we asked several questions [32:12] and I think we've come up with a very good [32:16] plan to move forward. [32:17] It will start on July 1st. [32:20] Once we pass this, this evening, then we will start [32:25] advertising this to the public. [32:27] And so give them a chance to register [32:30] with Centre County Transportation. [32:32] We have asked, and Dave Loon has requested [32:36] that when questions come into the Borough [32:39] to make sure we're giving this correct information, [32:43] we're going to direct the people to go directly [32:46] to Centre County Transportation [32:48] to have their questions answered. [32:50] That way we we're not going confusing [32:52] people 'cause it's not our system. [32:55] We wanted to make sure that everybody knows what's [32:57] going on from there end. [33:00] Secondly, at the PSAB conference, the, the, [33:07] the secretary for Department [33:11] of Transportation was spoke during the executive session [33:15] and basically said that talk, his initial statement was [33:19] that transportation was needed in Pittsburgh [33:22] and the Philadelphia area. [33:26] I got up and when, during the question and answer period [33:30] and, and said, well, there are [33:31] 55 65 of [33:36] counties other than Philadelphia and Allegheny County, [33:40] and every single one of us has some form of public, [33:44] trans, trans transit. [33:46] Sometimes that's paratransit, [33:49] sometimes it's regular public transit. [33:53] He pulled back and he said, we, I was correct [33:56] and that, that he would go back [33:58] and try to see what we could do about all [34:01] of the different transit programs [34:03] for funding from the state. [34:06] Then on Wednesday, after PSAB ended, Deb [34:09] and I went to Harris, the capital in Harrisburg, [34:14] and we had a meeting with the staff for Senator D [34:18] and Carrie Benninghoff [34:24] in your packet is a summary of what we, what happened and, [34:29] and a response three days later from Senator DI [34:33] understand that he will be sending us another letter [34:37] that's more directed towards transit here in Centre County, [34:41] but we haven't received it yet. [34:43] That's the report. Do you have anything to add? [34:47] - I just wanted to mention about the, [34:48] the rally in Harrisburg on June 4th. [34:51] There were about 300 people there from [34:52] across, across the state. [34:54] Not just the major metropolitan areas, [34:56] but from a lot [34:58] of the rural small municipalities throughout the state [35:01] that don't have any transportation what whatsoever [35:04] or very limited transportation. [35:07] And as Joanne mentioned, we were able to meet directly [35:10] with the staff of Senator D and Mr. [35:13] Benninghoff to discuss what the needs are [35:17] for our municipalities. [35:20] And during the course of this whole gathering, [35:24] we broke up in small groups of three and four [35:27] and every single legislator's office in the Capitol building [35:31] was visited and given information about the needs [35:34] for transportation in rural Pennsylvania [35:37] because all of the focus is on the two large metropolitan [35:41] systems in the state, [35:42] and the rest of us are getting left behind. [35:45] So it was a very interesting experience, [35:47] but we're trying to make some progress in that direction. [35:50] Thank you. [35:54] - Thank you both. I know you've been working on this a long [35:56] time and it's much appreciated. [36:00] We will move on to liaison reports. They are in your packet. [36:04] I'll just briefly go [36:05] through these Bellmont Inner Valley Chamber of Commerce. [36:09] Ms. Brooks, do you have anything else to add to your report [36:13] or anything you wanna say? [36:21] - I, I really don't if anyone has any additional [36:24] questions for me. [36:26] - Thank you. Anyone have questions? No. Thank you. Okay. [36:32] Be font Borough authority. June 3rd, 2025. Drafted minutes. [36:36] Mr. Johnson, do you have anything you'd like [36:38] to add from the authority? [36:42] - I, I do not at this time. [36:43] - Okay. The Centre County Library, Ms. Clayton. [36:50] - Oh, nothing to add, but the summer reading programs have [36:53] started, so sign up and get on board. [36:57] - Thank you. Workplace Safety Committee. Mr. B Brachbill. [37:01] - We had the meeting the second Wednesday [37:04] of month, half hour. [37:12] - So yeah, we, we finished it up at, at, [37:16] we had some training. [37:17] Actually, I'll, I'll take that back. [37:18] We had about a 45 minute meeting Okay. [37:20] With that one on Wednesday. [37:22] But that all, that all goes pretty well. [37:24] Alyssa does a, a good job with that. [37:29] - Great. Thank you. Moving on to current [37:32] and old business 2025 CDBG [37:36] project selection. [37:38] Could I have a motion and a second [37:40] to approve Centre County on behalf of Beon Borough [37:43] to submit an application to the Pennsylvania Department [37:46] of Community and Economic Development [37:49] for FFY 2025 Community Development Block grant [37:53] entitlement funding for the stamp crosswalk project. [37:56] Point of order. There's another motion before that. [37:59] There's two motions in that I missed. [38:01] I'm so sorry I missed that. Let's, let's do the first one. [38:06] First one. CDBG project selection, a motion [38:09] and a second to approve the stamped crosswalks at the [38:12] intersection of High Street [38:13] and Water Street for the 2025 CBBG project. [38:19] So moved. Thank you. Could I have a second please? [38:21] - Second Brachbill. Bill. [38:23] - First we'll ask for any Public Comment from that. [38:27] Seeing none. Any discussion for counsel? [38:34] Can we have a Roll Call vote please. [38:36] - Mr. Brune? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. Ms. [38:40] Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. Purnell? [38:45] Yes. Ms. Sedgwick? Yes. And Ms. TostiVasey? [38:48] Yes. Thank you. Great. [38:49] - Thank you. [39:09] - Motion made Brachbill. - Thank you. Randy. Second please. [39:14] - Second - McKean. Thank you, Shawna. [39:17] Is there any Public Comment? Council discussion? [39:24] Seeing none, could we have a Roll Call vote please. [39:27] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [39:31] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [39:36] Purnell? Yes. Ms. Sedgwick? Yes. And Ms. TostiVasey? [39:41] Yes. Thank you. [39:44] - The Centre County Airport Authority volunteer application. [39:47] Could we have a motion [39:48] and a second to approve Carrie ER's volunteer application [39:52] for the Centre County Airport Authority. [39:54] Authority. I [39:55] - Will make that motion. [39:56] Johnson. Thank [39:57] - You. [39:58] Doug. Second please. [39:59] - I'll second. - Thank you, Kent. Is there any discussion? [40:04] - More of a curiosity question. [40:07] The next item is talks about these airport authority [40:11] vetting volunteers. [40:13] Is that starting after this evening [40:15] or was this supposed to be part of that after [40:18] - Yes. [40:19] This, that, that will start after this appointment. [40:22] And we had a conversation about that. [40:25] This is the only applicant [40:27] and we want to get that position filled as soon as possible. [40:30] So that's what we hope, hope to do. Thank you. [40:35] - Thank you Mr. Johnson. Any other questions? [40:40] Could we have a Roll Call? Vote please. [40:42] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [40:46] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [40:50] Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey? Yes. [40:55] Thank you. Thank you. [40:56] - Centre County Airport Authority memo [40:58] to appointing entities. [41:00] Could I have a motion and a second [41:01] to allow Centre County Airport authority [41:04] to review all applications [41:06] and submit a recommendation to cancel [41:08] for future appointments? [41:11] - I'll make make that motion. - Thank you. Kent. Second. [41:15] - Second Johnson. Thank [41:16] - You. [41:17] Any discussion? Can we have a Roll Call? Vote please. [41:22] - Mr. Bernier? Yes. Yes. Mr. Brachbill? Yes. Ms. Clayton? [41:26] Yes. Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [41:30] Brunell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey? Yes. [41:35] Thank you. [41:39] - We have an update on the Suspension Bridge project. No. [41:43] Council action is needed. [41:45] Did anyone have questions for Ms. Brooks with that? [41:50] Did you wanna add anything, Julie, to that? [42:00] - I didn't really have anything to add. [42:02] I just wanted to see if there were any additional questions. [42:05] Overall, it was just an update on the, the way [42:09] that the estimates came in. [42:13] So just so that you're aware, I'm still working [42:15] with the engineering firm to adjust as much [42:20] as possible to fit in our budget. [42:23] - Great. Thank you. The Governor's [42:28] Park Bating Cage. [42:29] Could I have a motion [42:30] and a second to approve the, the batting cage as proposed? [42:35] - So moved. - I'll second it. Thank you. [42:38] Is there any discussion? I know Mr. Caporale is here. [42:41] If anybody has questions. [42:47] Seeing none, could we have a Roll Call vote please. [42:50] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [42:55] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [42:59] Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey? Yes. [43:03] Thank you. [43:06] - The friends of Tally Rand lease agreement the [43:11] was was in your packet. [43:12] If you have any feedback, please email. [43:16] Do you want that email to you, Mr. Holderman? Sure. Yeah. [43:19] To Mr. Holderman by Wes this Wednesday, June 18th, [43:25] under new business, Pennsylvania State Association [43:28] of Boroughs Conference recap in 2025, resolutions adopted [43:32] by PSAB voting delegates. [43:38] Did you wanna, Deb, did you wanna talk about any [43:41] of the resolutions? [43:42] They were in your, in the packet? [43:46] - Yes. In your packet, I included a copy of all [43:50] of the resolutions adopted by the PSAB voting delegates. [43:53] And right at top, number one is the one that we [43:57] were supporting [43:58] and that is the, the legislation [44:00] that provides state annual financial assistance [44:04] to municipalities for tax exempt properties. [44:08] And this legislation would direct the distribution of [44:11] around $500 million back to Pennsylvania's municipalities [44:16] to help recoup the lost revenue from tax exempt properties. [44:19] So this is a step forward. [44:22] We did approve 13 of the 14 [44:28] resolutions that came before the voting delegates [44:31] and all of the resolutions that have been reauthorized [44:36] for an addition additional three years are also [44:39] included in the packets. [44:40] If you have any questions, I'd be glad [44:42] to answer as best I can. [44:48] - Okay. Thank you. Tim, you [44:50] - Add one more? [44:51] Yes. And I would like to recognize Julie Brooks [44:56] who received her certified burs Oh yeah. [45:00] Official award at the lunch and on Tuesday. [45:04] - Okay. Congratulations. - Thank [45:16] - The ninth annual Dillon Konick Memorial [45:19] Charity Baseball Tournament. [45:20] Request for fee waiver. [45:22] Could I have a motion and a second to approve the fee waiver [45:25] for use of Governor's Park Baseball Field [45:28] for the ninth annual Dillon Chronic [45:31] Memorial Charity Baseball Tournament scheduled [45:34] for August 9th and 10th. I'll make that motion. [45:38] - I'll second Brachbill. - Thank you. Discussion please. [45:43] - Yes, this is a nonprofit [45:48] that is located outside the boundaries of befor. [45:51] The web website that's referred to in the request was for [45:55] it is for the DC eight fund, [45:58] which is located in Canada, Dua, New York. [46:01] It is not a bell font base nonprofit, [46:05] although the nonprofit, the people [46:07] who started it were from here at one point, [46:11] we should not be granting a fee waiver [46:14] for this fundraising event [46:15] because this would violate by the, [46:18] the borough's nonprofit pro properties. [46:22] In addition, it is not listed as a charity [46:25] or a nonprofit in guide store [46:27] and is not listed as a nonprofit [46:29] or charitable organization in the IRS tax [46:33] organization search engine. [46:37] - I will once again strongly urge that the fee is waived. [46:41] The current continue to be an integral part [46:44] of our community. [46:46] Dylan was a strong member of our community [46:49] before losing his battle with cancer. [46:52] A hundred percent of the proceeds of this tournament go [46:55] for childhood cancer research. [46:58] And it is an event that brings in hundreds, [47:03] if not thousands of people from all over to our community [47:08] to support their effort to honor the memory of their son [47:12] and raise money for childhood cancer. [47:17] - Thank you, Mr. Mayor. Is there anyone else? Mr. Johnson? [47:21] - I think we've approved this in years past [47:24] without any problem. [47:27] And out of respect for the family, [47:30] I fully support the waiver of this fee. [47:35] - It's four years in a row since I've been on council. [47:37] It comes up every year and we approve it unanimously. [47:41] So, no. Okay. [47:46] - Did you have a comment Joanne? No. Okay. Okay. I do. [47:51] I think this is a great thing [47:53] and I can't imagine what this family went through. [47:56] I do support everything they're doing, [47:58] but when we refer to the Ordinance not [48:02] for profits based in Bellmont, [48:03] Borough may request an exemption from the rental fee. [48:07] The administrative fee [48:08] and damage deposit shall still be required. [48:11] I agree with Joanne. They don't meet that criteria. [48:16] And we do have a fee schedule [48:18] and we do have a baseball field to take care of. [48:22] - Well, in this letter that they sent it, they, [48:25] they would ask for the, if it's possible to waive those so [48:28] that all funds raised could go directly to the charity. [48:31] I'm not sure what charity it [48:32] is, but that's what they're listing, [48:33] - Right? [48:34] It it is, it's it's for childhood cancer. [48:41] Anybody else have a comment on this? [48:45] - I think I could see questioning this if it was money [48:48] raised for themselves, [48:50] but since it's going to charity, I think we should consider [48:54] that in, in our decision. [48:55] - Thank you, Rita. Anybody else? [49:01] Okay. So the motion on the table is [49:03] to approve the fee waiver for use [49:05] of Governor's Park Baseball Field for the ninth annual [49:09] Dillon Chronic Memorial Charity Baseball Tournament [49:12] scheduled for August 9th and 10th. [49:15] Could we have a Roll Call vote please. Mr. [49:18] - Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. Ms. [49:23] - Dann? No. - Mr. Johnson? Yes. Ms. McKean? [49:28] Yes. Ms. Purnell? Yes. Ms. Sedgwick? Yes. Ms. [49:32] TostiVasey? No. Thank you. [49:37] Seven to two. Thank you. [49:44] - The loading of compost memo for August, September [49:47] and October, 2025. [49:49] It was in your packet. I will, I will read this. [49:53] It is brief. It's good for the community to know [49:56] Borough personnel using Borough equipment [49:58] to load compost on the trailers [50:00] or pickups at the Muser Lane Compost facility [50:03] between the hours of 8:00 AM [50:04] and 12 noon on three Saturdays in 2025. [50:08] There will be one Saturday in August, [50:10] one in September, and one in October. [50:12] When these dates are confirmed, [50:14] dates will be posted on the Borough website [50:16] and on social media. [50:18] There would be a fee to cover equipment [50:20] and personnel for this fee is $20 per cubic yard, [50:24] which is approximately one skid steer loader. [50:27] Bucket fees will be paid at the Borough [50:30] administrative offices. [50:31] An assigned waiver is needed at [50:33] that time stating the Borough is not responsible for damage [50:37] to the vehicles during loading or compost hauling. [50:41] Could I have a motion and a second to approve this, please? [50:45] I'll make that motion, Clayton. Thank you. Deb. [50:47] - Second. Oh, go ahead. [50:50] - Thank you, Shawna. Any dis any discussion? [50:54] - I have some comments. Okay. I, I suggested this. [50:58] I I didn't know that we agreed on a $20. Maybe we did. [51:03] I don't remember, but I, I think, I think it [51:08] that $20 a scoop is probably more than, than, [51:12] than we should charge. [51:15] I would say a pickup truck load is $20. [51:18] If it's a scoop and a half, it's still $20. [51:24] So I used to buy UAJA [51:30] compost and it was $15 a yard, I believe, [51:34] which seemed really reasonable to me. [51:36] So I would suggest lowering that to $15 a scoop [51:42] or $15 a truckload instead of 20. [51:46] I know we're trying to cover our costs, [51:50] but let's see how it goes first [51:52] and then maybe next year raise it to $20. [51:59] Just my, my thought on that. [52:02] - Sorry. You ma are you making that motion, Mr. Johnson [52:05] - To change? [52:06] I will, I will make the motion to amend the fee from $20 [52:10] to $15 per scoop. [52:14] I'm not so sure that it's a cubic yard in the skid steer. [52:19] I think it might be a little more than that. [52:20] But anyhow, $15 a truckload, [52:24] meaning a half ton pickup truckload. [52:27] Not a ttag five ton truck. [52:31] We're talking about a normal size pickup truck [52:36] with a five foot eight foot bed. [52:39] - That, that's quite a motion. [52:42] - You get the idea. It's Yes. [52:45] Thank you Madam President. [52:51] - I'll second it. Purnell. Thank you. Rita. [52:54] Is there any discussion on that? [52:58] We can do a friendly if you, if [53:03] who agrees agree that we go with a friendly motion [53:08] and change that That's the motion. [53:11] That's the motion. Change it to $15 for a [53:17] normal truckload. [53:18] Is that what you're [53:20] - Yeah. [53:22] Yes. A pickup truckload or a scoop from the skid steer. [53:27] Okay. Most, most pickup trucks nowadays may only [53:32] handle one scoop from a skid steer. [53:36] So I, I think the operator at the [53:39] Musser Lane compost facility will be a pretty good judge of, [53:45] of the $15 fee. [53:47] Let's, let's see how it goes at $15 a scoop. [53:51] - Okay. So we have to agree on the friendly [53:53] amendment correct. [53:55] And we do, we do a Roll Call for that Just [54:01] - Is become the friendly minute. [54:03] Makes this the main minute. [54:05] So you only have one vote instead [54:06] - Of two. [54:07] Okay. So now we can vote on the mo original [54:10] motion with that change. [54:11] Yes. Okay. That's what we are voting on then. [54:16] Can we have a Roll Call vote please. [54:18] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [54:22] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [54:27] Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey? Yes. [54:30] Thank you. [54:33] - The Public Transit Services task force [54:36] proposed calculated rates for above upper residence use [54:39] of Centre County Transport Transportation Services. [54:43] Can I have a motion and a second [54:45] to approve the proposed calculated rates [54:47] for belfont Borough residents use [54:50] of Centre County Transportation Services? I'll make that [54:53] - Motion. [54:54] - Thank you. Kent Second please. I'll [54:56] - Second it. Clayton. Thank [54:57] - You. [54:59] Is there any Public Comment on that [55:03] council discussion? [55:05] - I have questions on the full fair. How's that set up? [55:08] How all we see is, is this right now, what's a budget? [55:12] - I I can, I can answer that. [55:18] What we're proposing is that the, [55:19] that Bellmont Borough underwrite the cost [55:24] of using the county transportation service [55:26] for any bellmont resident. [55:29] Anybody over the age of 60 rides for free, anybody [55:32] with a disability pays four and a quarter out of pocket. [55:36] What we're proposing is that anybody else [55:38] who falls under the mileage based fee fair schedule [55:41] that you see in front of you would pay a maximum of $5 out [55:45] of pocket and the Borough would pick up the difference. And [55:50] - Where's that money coming from? Out [55:51] - Of the, we still have at, I'm guessing, [55:54] $16,000 left in the budget for transportation [55:58] because we have now gone through the first half of the year [56:01] with Right. [56:02] With cada based on the information we have from Dave Lamon [56:06] and from cada [56:07] and the number of passengers who are currently using B Line, [56:12] who would be transitioning hopefully to this new service. [56:16] There are very few who actually fall into the out [56:19] of pocket category. [56:24] We need to take this initially a month at a [56:27] time, see how it goes. [56:31] We're not going to hit $16,000 next week. [56:35] - No, I know that, but what's the, what's the [56:40] sustain sustainability on this? [56:43] So on now? Yeah. Yeah. The sustainability on this. [56:46] How long, how long are we gonna last with that? [56:48] - Well, we need to see how fast, how soon we start running [56:52] through the funds between now and the end of the year [56:55] and what it looks like towards the end of the year. [56:57] And we get the budget season, we do not anticipate using up [57:01] that entire $16,000. [57:05] - And why wasn't there when, like some, [57:07] if it's based on the mileage, why wasn't when some [57:10] of the $5 fees go up a little bit? [57:13] - We're starting, we're starting at a reasonable out [57:16] of pocket cost for the passengers to see how it goes. [57:20] I understand what you're saying in terms of the, the [57:24] gradient fee schedule for mileage. [57:26] The anticipated average mileage base is going to be in the [57:32] under 20 miles each way. [57:34] So it falls in that [57:36] - There's some 32 miles to 49 miles. [57:41] - I don't have the thing in front of me. [57:42] We, we fall within the, the $20 range so [57:47] that the borough's gonna be paying an average [57:49] of $20 per ride. [57:53] - When we talk to Dave m [57:56] and he indicated that the people [57:58] who ride from here in the Bellon area [58:00] would generally fall in one [58:02] of the first two tiers from their [58:05] experience from everything else. [58:06] Those longer distances are usually, [58:11] well the longest one is when they take people to Danville. [58:15] But, and that very, and he says [58:17] that happens maybe once every two or three months. [58:21] But the rest of them, he said the people [58:23] that have been using our rides [58:24] that come from our area are those first two, [58:27] which at the mo most, I think the second is $25 [58:33] for the Borough cost. [58:35] - And who, who, what's the budget look like as far [58:38] as it being completed? [58:41] You have to, everybody has a budget that you work from. [58:45] This isn't, this is workable, [58:47] but it's, there could be some issues. [58:49] Just what you're saying. If, if it's 2150 for a full chair [58:53] and 1750 for Beon Borough, that should be the same number [58:57] that you have coming down that list. [58:59] If you're not, I'm not sure [59:03] how it looks If you know when you're going through it, [59:05] if you know if Lori's working [59:06] with it, how that's gonna look. [59:09] That that's how my question is. Yeah. [59:11] - What what will happen on July 1st is [59:14] that Centre County Transportation will keep track of every [59:18] Beante resident that uses this service [59:22] and how far they've gone and what it costs. [59:25] And then on a monthly basis, they will be giving a report [59:28] to Lori of how much it is being cost. [59:33] Our problem all along is that Kata never could tell us [59:37] how many people from Beon were actually riding [59:41] and how far they were going. [59:43] So we have no real data at this point to say [59:47] how much is, would be cost on a person. [59:50] So this next six months is basically a trial period [59:54] to find out what kind of service needs there actually are, [59:58] which is why we don't have a, [1:00:00] an actual number to put with it. [1:00:04] - I think that Kata did share some numbers with [1:00:08] the county transportation office [1:00:10] and the director of Transportation looked [1:00:13] through those riders. [1:00:15] And I, I'm gonna ask Mr. [1:00:19] Esson to come up and help me out with this. Sure. [1:00:22] That it looked as though, [1:00:26] based on the data that was supplied by CADA [1:00:30] to the Centre County Transportation Director, [1:00:34] and there's a lot of other criteria, Randy, [1:00:38] that would qualify. [1:00:39] First of all, people 60 years of age [1:00:43] and older, the county [1:00:47] comes forward with the money to cover those that cost. [1:00:51] It's just the generosity of the Commissioners. [1:00:55] They're not required to do that. [1:00:57] So the, the 60 [1:00:58] and under of the data that's been supplied [1:01:02] to our transportation director at the county, [1:01:05] there's a large percentage of those people [1:01:08] who have been using the cat a service [1:01:13] that qualify for an [1:01:16] a free ride on the county transportation vans. [1:01:20] So based on the data that we see, [1:01:24] there's a very small number of folks [1:01:27] who need a supplement from Beon Borough. [1:01:30] This is only for Beon Borough residents, [1:01:33] not countywide. [1:01:35] It's not Spring, it's not Benner, it's Beon residence only. [1:01:39] And when those folks call in [1:01:43] to the transportation office of the county, [1:01:46] they will be interviewed. [1:01:47] And it could be that they already qualify for assistance [1:01:53] in, in paying the fee that's unknown to them at this time. [1:01:57] So it's, it's worth it. [1:01:59] Or the county employees are taking time out of their day [1:02:04] to make sure that these folks get the ride [1:02:07] for almost, for almost nothing. [1:02:11] What am I missing, Dave? That [1:02:13] - Not really anything, Doug. [1:02:15] Pretty much you covered it just real quickly. [1:02:18] If you're 60 or older, it's 100% free. [1:02:23] It doesn't cost you anything. [1:02:25] 60 to 64 is funded 100% by Centre County Government. [1:02:30] 65 and older is 85% paid by the lottery. [1:02:34] And the other 15% is paid by Centre County Government. [1:02:38] If you're disabled, 18 to 60 [1:02:42] with a qualifying disability. [1:02:44] It's called Persons with Disabilities. [1:02:45] It's an a DA service we provide, [1:02:48] and you pay a fee anywhere from four to $7, [1:02:53] depending upon how far [1:02:55] Medic medical assistance transportation is [1:02:58] for medical appointments only. [1:03:00] And that's for anybody that has that. [1:03:02] And and we can tell when we register someone, [1:03:05] what they qualify for, if they're PWD, [1:03:09] we have an application that's not real complicated. [1:03:11] It's pretty simple. We can usually approve it [1:03:13] within a day or so. [1:03:16] Of course, medical assistance, if we, [1:03:18] if you give us your documentation we need, we can tell you [1:03:22] that instantaneously if you qualify. [1:03:24] So it's pretty, pretty easy to determine that [1:03:29] what the Borough and, [1:03:31] and the task force has asked for is a service [1:03:35] for those individuals that fall between up to the age of 60 [1:03:40] that have no funding. [1:03:42] And how do we help those people? [1:03:44] And we've, we've, [1:03:46] and the data we've been given, there's [1:03:50] 106 clients have been using the Beeline since last July. [1:03:55] That's the numbers that I was given. [1:03:57] So of that number, 46 [1:04:00] of those individuals are registered with us already. [1:04:03] So the chances are they already have a funding [1:04:05] source in my system. [1:04:08] And actually 74 out [1:04:11] of 106 took 10 trips or less than almost a year. [1:04:15] So there's a very small number of people that used it. [1:04:18] A lot less than a dozen people [1:04:22] that have 16 people actually have used it, 50 or more trips. [1:04:26] But most of those are, you know, right around 50, [1:04:30] 60 trips in a year. [1:04:32] So we're just willing to continue to do the services [1:04:37] that we already do throughout Centre County, [1:04:39] including Bellmont, [1:04:41] and offer the opportunity for the Bellmont Borough to [1:04:45] give their residents some support that, that are losing [1:04:49] that come the end of the month, at least [1:04:52] as a stopgap measure to see if we can't help them [1:04:56] and, and see where it goes. [1:04:59] As I've said repeatedly, we don't know what we don't know. [1:05:02] We'll see once, if it's approved, what happens. [1:05:05] And if we get bombarded, then we all have to come back here [1:05:10] and sit down and talk about it and figure out what to do. [1:05:13] But the state's aware of what we're offering to do. [1:05:15] They're supportive, obviously, [1:05:17] for those individuals that are funded. [1:05:19] And, you know, I I, I think I, [1:05:23] I truly don't see us using up all the funds [1:05:27] that you've set aside for transit in, in that short [1:05:31] of time based on all the data we've been given [1:05:34] and all the research we've done with that data. [1:05:39] You know, I, I think we're gonna be okay for the time being, [1:05:43] but that remains to be seen, of course. [1:05:45] No guarantee. [1:05:49] - Okay. Thank you. - Yeah, I, I would like to, Mr. [1:05:53] LaMason to thank you [1:05:55] and your staff at the transportation office for [1:05:59] organizing that data [1:06:01] and presenting it to the transportation task force. [1:06:04] I know it's taken time out of their day [1:06:06] and your day to make, try to make this possible [1:06:09] for the BEON residents. [1:06:11] So I appreciate that, appreciate that very much. [1:06:14] - We do serve 655 residents [1:06:17] of Bellmont currently in our system. [1:06:20] So, you know, it's nice to know [1:06:22] that there is a large contingent of Bellmont people [1:06:24] that use our service and [1:06:26] that's in our service that are funded. [1:06:28] So, you know, hopefully the people that [1:06:33] use the service and need the service are funded. [1:06:35] And if not, we'll, we'll look for funding for them [1:06:38] and potentially have it. [1:06:40] Yeah. [1:06:42] - So thank, thank you Mr. [1:06:46] - Lums. You're very welcome. Very much. Yes. Is it your [1:06:48] - Group that are watching is watching? [1:06:49] What's going on with this? [1:06:51] - Pardon? - Is this the, the group your, [1:06:55] your people you work with? [1:06:57] Are you guys working with that? [1:06:58] Or who's, who's watching [1:07:00] where the money's going and all that stuff? [1:07:02] - Well, we'll determine that. Oh, okay. [1:07:03] Oh yeah, no, we, we we'll know daily how much use sir is. [1:07:08] I mean, I can give a, a monthly report. [1:07:11] We, we'll send a bill every month is what we'll do. [1:07:14] We'll send a Borough bill [1:07:15] and, you know, if we see it climbing up there, [1:07:19] then we figure out what's going on. [1:07:20] But we do have some limitations. [1:07:23] It's primarily for work [1:07:25] and medical that we're taking on [1:07:29] non-funded residents for, [1:07:31] and maybe once a week to go shopping for groceries [1:07:35] and needs it like that. [1:07:37] But it's not that you can just decide [1:07:40] to go every day just to go. [1:07:42] There has to be a purpose. [1:07:44] And I think that's what the borough's determination was, [1:07:47] that we stick to that purpose for the needs of the people. [1:07:52] It's not just, you know, and, [1:07:54] and I'm sure some of these trips are just trips, but, [1:07:57] but the nice thing about our service [1:07:59] is we're not gonna take them where they have [1:08:00] to catch three other rides to get to where they're going. [1:08:03] We're gonna pick them up, take them to where they're going, [1:08:05] drop them off and bring them back. [1:08:07] So it's more of a door to door type service for them. [1:08:11] So, And most of the places [1:08:14] that we frequent are within the first three [1:08:17] categories of our funding. [1:08:18] You know, that, that they're gonna [1:08:19] use here in Centre County. [1:08:21] If somebody has to go a long distance, obviously they have, [1:08:25] they have to prove why. [1:08:27] And it's like anything else. [1:08:28] When I take people to the doctor under medical assistance [1:08:31] and they want to go outta county, they have [1:08:34] to provide documentation. [1:08:35] Why? Because they're supposed [1:08:38] to be seen at the closest facility. [1:08:40] So if they have to go to a specialist, they have [1:08:42] to give us a letter for that. [1:08:44] That's a requirement that medical assistance has. [1:08:46] So, and we'll hold true to that with the same here. [1:08:49] You know, we won't just take someone just to take them. [1:08:53] - I, I look at this as the most affordable option [1:08:56] we have at this time. [1:08:58] And, and until we try it [1:09:00] and see how it works, I, I think this is [1:09:03] a good program to start with. [1:09:05] - Yep. We, we feel confident we can meet their needs and, [1:09:08] and keep it within hopefully a reasonable amount [1:09:11] of money for you folks. [1:09:13] Yeah. [1:09:18] Anything else? All right. No, thank [1:09:22] - You very - Much. [1:09:23] Thank you. [1:09:28] - Is there any other discussion on this? [1:09:33] Could we have a Roll Call? Vote please. [1:09:36] - Mr. Bernier? Yes. Mr. Brachbill? [1:09:39] - Yes. - Ms. Clayton? Yes. Ms. Dann? Yes. Mr. Johnson? Yes. [1:09:44] Ms. McKean? Yes. Ms. Purnell? Yes. Ms. Sedgwick? Yes. Ms. [1:09:48] TostiVasey? Yes. And thank you. Yes. [1:09:52] And for me personally, thank you very much. [1:09:55] - Thank you for all your hard work on this. [1:09:59] Could I have approval of resolution number [1:10:01] 0 6 1 6 2 0 2 5 0 1 adopting [1:10:06] the police department's updated policies? [1:10:09] These were in your packet. [1:10:12] Can I have a motion and a second to approve the resolution? [1:10:15] 0 6 1 6 2 0 2 5 dash zero [1:10:19] one. So moved. [1:10:21] - Second. - Thank you. Any discussion? [1:10:27] Could we have a Roll Call? Vote please. [1:10:29] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes. [1:10:33] Ms. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes. Ms. [1:10:37] Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey basic? Yes. [1:10:41] Thank you. [1:10:45] - The Civil Service Commission promotions for Sergeant [1:10:48] and Corporal Police. [1:10:49] Chief Whitmer is recommending the selection of Officer [1:10:53] Macy Ick for Sergeant and Officer Robert Holt. [1:10:56] For Corporal. Chief Whitmer is recommending the selection [1:11:00] of Officer Lisa Larkin for detective. [1:11:04] Could I have a motion and a second? So [1:11:06] - Move Brachbill. Second. [1:11:08] - Randy. Thank you. Is there any discussion? [1:11:14] - Can we have a Roll Call? Vote please. Mr. Bernier? Yes. [1:11:19] Mr. Brachbill? Yes. Ms. Clayton? Yes. Ms. Dann? Yes. [1:11:22] Mr. Johnson? Yes. Ms. McKean? Yes. Ms. Purnell? Yes. Ms. [1:11:27] Sedgwick? Yes. Ms. TostiVasey? Yes. Thank you. [1:11:30] Thank you. Chief Whitmer. [1:11:33] - Thank you [1:11:39] Mr. [1:11:39] Mayor, you wanna join me? [1:11:47] - Officer Ick. Officer Bolt. [1:11:50] Officer Larkin, can you sit up here for me [1:11:52] - Please? [1:11:57] - Just have a seat in the front row. [1:11:58] - I'll call in, sir. [1:12:04] - Okay. Good evening, council members, I'm pleased to be [1:12:07] before you tonight to present to you three of our officers [1:12:10] who are being promoted to the position of Sergeant, corporal [1:12:14] and Detective As Chief, I'm pleased with the commitment [1:12:18] that these officers made, not only [1:12:20] to further their careers in law enforcement, [1:12:22] but to also take on the responsibilities [1:12:23] of being a supervisor and making the Bellmont Police [1:12:26] Department the best law enforcement agency we can be. [1:12:30] The Sergeant Corporal positions required three steps [1:12:33] to complete the process to be promoted. [1:12:36] The first step was taking a three hour long written test. [1:12:40] The second step was to go through an oral interview, [1:12:44] and the third step was to complete a 10 [1:12:46] to 15 minute presentation. [1:12:49] This was the officer's time, effort, [1:12:50] and commitment to pass each phase of the process, all [1:12:54] for the betterment, betterment of our police department. [1:12:57] The third position being promoted tonight is the, [1:13:00] is the detective position. [1:13:02] The detective position is an important position [1:13:05] that is necessary in every police department [1:13:07] to ensure crimes are being investigated to the fullest. [1:13:11] The Be Front police Department has not [1:13:13] always had a detective. [1:13:14] The position was started in the late nineties [1:13:16] with Detective Thal. [1:13:19] The position was quickly, quickly recognized as being a [1:13:23] necessary position within the Police de Police Department. [1:13:26] Tonight we will recognize [1:13:28] and promote the fifth detective in the Bellmont [1:13:30] Police Department history. [1:13:33] I'd like to ask Officer Knight to come up. [1:13:36] Stand right beside Mayor Johnson. [1:13:41] The Sergeant Position Officer Macy Ick was hired [1:13:46] at the Bellmont Police Department in 2018 [1:13:49] as a part-time officer. [1:13:51] 2020, she became a full-time officer. [1:13:55] When Officer Knight was hired, [1:13:59] She became the first female police officer [1:14:02] Beon Police Department has ever had. [1:14:05] Prior to her law enforcement career, [1:14:07] officer Naik earned her bachelor's degree in criminal [1:14:10] justice from Lock Caven University. [1:14:12] Her law enforcement career started at the Centre County [1:14:15] Sheriff's Department a few months [1:14:18] later on the job. [1:14:21] After a few months on the job, [1:14:24] it was apparent Officer Natick was hardworking, determined, [1:14:28] focused, and always wanted to put her best foot forward. [1:14:32] Officer NY was ambitious [1:14:33] and wanted to further her career in law enforcement [1:14:36] and her last few years, officer Nyak [1:14:39] has attended several important trainings [1:14:41] to mention A few desert, snow field training officer, [1:14:46] traffic patrol, drug interdiction, and aide. [1:14:48] That's just a few. [1:14:50] In 2023, officer Knight became recipient [1:14:54] of the Centre County Law Enforcement Officer of the year. [1:14:57] She won this award because of her attention to detail, [1:15:00] her hard work and dedication to good police work. [1:15:04] Officer Knight was also the personnel member [1:15:07] of the Belmont Police Department to date [1:15:09] to win law Law enforcement Officer of the year.
