[0:39] and interactive community, which attracts

[0:43] and residents from underrepresented groups.

[0:48] including sponsoring events like the Community Resource Fair
[0:51] publishing, a monthly resource flyer,
[0:54] and providing public training and educational
[0:56] and networking events.
[0:58] You can find us online@communitydiversitygroup.com.
[1:05] - You are watching CNET Center County's Government
[1:08] and Educational Access Network.

[1:51] - Present. - Mr. Brachbill? Here. Ms. Clayton? Here. Ms.
[1:55] Stan? Here. Mr. Johnson Present. Ms. McKean is excused.
[2:00] Ms. Purnell? Here. Ms. Sedgwick? Here. Ms. TostiVasey?
[2:05] That's here. Mr. Larson here. And Mayor. Johnson is excused.
[2:12] - Thank you Mr. Stewart.
[2:14] Next is additions to the council meeting agenda.
[2:17] Do we have any members that would like
[2:20] to add something to the agenda?
[2:26] If not, we'll move on to Public Comment. This is the time.
[2:30] If there's anyone here at the meeting that would like
[2:34] to make a Public Comment, we ask that you come to the podium
[2:37] and state your name
[2:38] and limit your comments to three minutes.
[2:41] Any Public Comment? No.
[2:48] No. Okay. They're,
[2:49] - They're here for this, right?
[2:52] Should we do that next? They're confused,
[2:54] - Right?
[2:55] That's okay. We'll get, we'll do that.
[2:56] So, any Public Comment from Borough Council members?
[2:59] Any comments at all? Okay. Okay.
[3:02] Next is the Beon Area Rotary Club presentation
[3:07] for the Governor's Park Restroom renovations.
[3:11] Kathleen and Janet, Kathleen
[3:12] and Janet, there's here.
[3:20] First of all, we'd like to thank you folks for everything
[3:23] that you do for the Bellon Borough Council
[3:26] and Community. So thank you very much.
[3:29] - Thank you. We're here to give $30,000
[3:34] to the Governor's Park BA restroom renovation.
[3:38] This money is raised from the Bellon Children's Fair,
[3:43] so this is numerous years of children's fair
[3:49] Revenue that we've fundraised for.
[3:51] So we're happy to hand that over to you guys.
[3:54] - Alright. Awesome. Okay. - Doug,
[3:57] - Doug and Barbara want to come up with me
[3:59] and accept this check so we can get a photo
[4:02] Vice president And
[4:05] - Kathleen
[4:12] - Kent Bernier the Borough Council President.
[4:14] Nice to meet you. Thanks for coming.
[4:15] Sorry to, I didn't mean to make that confusing.
[4:17] No, that's okay. This is Doug Johnson
[4:19] and Barbara Dan, she's the Vice president. Janet,
[4:22] - Nice to meet you. Nice to meet
[4:23] - You.
[4:24] Yes. Thank you guys. More of a photo
[4:28] - Logo behind.
[4:29] Okay. Sure.
[4:55] Great. Thank you.
[5:16] The original children here, so yeah,
[5:25] another exciting thing is we used to be
[5:36] - That actually.
[5:39] - Alright, - So we used
[5:42] to be the Beante Sunrise Rotary Club.
[5:46] As of today, we are now the Beante Area Rotary Club
[5:49] because we have merged with the Pleasant Gap Rotary Club.
[5:53] So we'll be serving continue Serve to serve, be font,
[5:57] but we'll also be serving the Pleasant Gap area as well.
[6:01] So our club is growing
[6:03] and we're always welcome
[6:05] to new members, so thank you.
[6:09] - Alright. Thank you ladies. Thank you.
[6:25] Next is Communication written.
[6:28] First item is the Center County Recycling
[6:30] and Refuse Authority Summer 2024 newsletter
[6:34] that y'all had in your packet.
[6:36] Is there anything additional route?
[6:38] - There is one about the Hometown Hero
[6:41] Banner application deadline.
[6:43] It's approaching, it's the end of July.
[6:46] You can get an application on our website
[6:49] or at the train station or at Historic Bellante.
[6:54] Incorporate his website
[6:57] or you can Bellante Hometown Hero Facebook page.
[7:02] Again, that's the Hometown Hero banner application.
[7:06] It's due by the end
[7:07] of July if you're interested. Thank you very much.
[7:12] - Thank you Mr. Stewart. Any other communications?
[7:16] Alright, the next item is the Consent Agenda.
[7:21] All items listed on the Consent Agenda are considered
[7:23] routine and will be acted upon by one single motion.
[7:27] Do I have a motion
[7:29] and a second to approve the Consent Agenda?
[7:31] I'll make So brack Bill, I'll second it. Thank you. I,
[7:34] - I'd like to move, remove the budget versus
[7:37] actual for question
[7:43] - The - Act make the summary
[7:46] or the The May action
[7:49] - Detail.
[7:51] - So that's the first one. Okay.
[7:58] Do we have to remove it or can
[7:59] we just have the question asked?
[8:02] If it's just a question and we're not
[8:03] changing anything, what's your question?
[8:05] - Well, okay, the question is, in the future, could we have,
[8:11] - Sorry.
[8:12] In the future, could we have an additional report created
[8:15] that shows how much re revenue from previous budgets was
[8:18] used to pay for expenses that occurred
[8:21] during this budget year?
[8:23] This report would include the amount net
[8:25] after payout of this excess revenue from previous year.
[8:30] I think it would make it easier to understand
[8:32] what is going on with the, the budget.
[8:34] For example, in this report, there's one line that states,
[8:38] there's an overage that occurred in the mayor's part.
[8:40] And Lori said that it was paid with donations made
[8:44] to the Borough from previous years.
[8:46] And I think that if we knew what, what kind
[8:50] of monies we're talking about, it would make it much easier
[8:52] to understand the budget.
[8:53] So, for example, you could have something like donations
[8:56] available from the pre prior budget years
[9:00] is X amount of dollars.
[9:01] The funds that were used for the donations was this amount,
[9:06] and this is the remaining donation funds
[9:08] we have for future use.
[9:09] I think it would just make it much easier for us to
[9:13] understand what's going on when something looks funny to us
[9:16] or weird or whatever.
[9:19] Thank you.
[9:23] - Okay. Thank you. - Well, on the same lines, does anybody,
[9:26] or can anybody explain what that was?
[9:28] That mayor's expense?
[9:32] - I cannot, Joanne asked a question by email
[9:36] and Lori was out last week.
[9:38] So by the next meeting
[9:39] or within a couple days,
[9:41] I know she'll probably return the email,
[9:43] but we'll have an answer in the packet for the next meeting.
[9:46] Okay.
[9:52] - Okay. So I had a motion and a second to approve it.
[9:55] We had a question that we'll consider.
[9:59] How can we vote to approve the Consent Agenda?
[10:07] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes.
[10:12] Ms.. Dann? Yes. Mr. Johnson? Yes. Ms. McKean? Yes.
[10:17] Ms. Purnell? Yes. Ms. Sedgwick? Yes. Ms. TostiVasey?
[10:22] - Yes. - Thank you.
[10:28] Next is Reports. Mayor is not here.
[10:31] So we move to our junior council member. Mr. Larson,
[10:36] - I just wanna use my time to let council know
[10:38] that I've been working with Julie
[10:39] to discuss some opportunities of some tours of like some
[10:43] of the facilities Beaumont has to offer
[10:44] and even some like projects that I can complete.
[10:47] So I just wanna let you guys know.
[10:48] - Thank you. Awesome. Good job Ms.
[10:53] Thompson's not here.
[10:59] Officer Whitmer is here.
[11:00] Was there anything that you would like to, to say?
[11:03] You don't have to, I'm just asking. You don't have anything?
[11:06] Okay. Any other reports?
[11:10] There's nobody else here, so that's good.
[11:12] Everything else was submitted.
[11:14] Next is our current and old business.
[11:18] First item is the seed of COG.
[11:20] Put out an announcement for an engineering firm to design
[11:24] the suspension bridge renovation.
[11:27] After being reviewed by the staff, a motion is recommended.
[11:30] A motion and a second to select Barton
[11:33] and log dice load ju load ju dice to perform the service
[11:39] as they scored a 99.5 out of a hundred
[11:42] on the selecting criteria. That's pretty good.
[11:45] - So moved. - I'll second it. Thank
[11:49] - You.Thank you Ann.
[11:53] All right. Mr. Bernier? Yes. Mr. B Brachbill. Yes.
[11:56] Ms. Clayton? Yes. Ms.. Dann. Yes. Mr. Johnson? Yes. Ms.
[12:01] McKean? Yes. Ms. Purnell? Yes. Ms. Sedgwick? Yes. Ms.
[12:06] TostiVasey? Yes.
[12:09] - Thank you. Next is the water service line.
[12:13] Inventory information has been added
[12:15] to the beante.net website.
[12:18] The waters service line inventory is due to pa
[12:22] DP no later than October 16th.
[12:24] It would be helpful if customers sent in a picture
[12:27] of their water service line, where it comes
[12:30] through the wall into their structure.
[12:32] More information can be found on the Borough's website.
[12:36] Is that homes that were built before a certain time?
[12:40] - Yes. The,
[12:41] the council president is asking about the timelines.
[12:45] In, in 1991,
[12:48] led use in plumbing was banned across the state,
[12:52] maybe across the nation.
[12:54] I believe it was across the nation.
[12:56] So any houses built
[12:59] after 1991 are presumed to be led free in their plumbing,
[13:04] including the service lines.
[13:06] If the service lines were put in after 1991.
[13:10] So that's part of the review. We, we are doing.
[13:14] So those folks out there,
[13:16] those customers on the Bell front system in particular,
[13:20] but really any water system
[13:21] after 1991,
[13:24] it's presumed you have no lead in your plumbing.
[13:26] So you would be okay.
[13:27] You don't have to worry about sending in a picture.
[13:30] We have to verify on our end based on documentation.
[13:35] Even though that the house was built
[13:36] after 1991, the structure was built, the water line went in.
[13:40] That's what we have to do. But thanks,
[13:42] that's a very good question. Okay.
[13:45] - So that helps. Yes. Joan,
[13:48] - I'm wondering about how we're going to try to make sure
[13:51] that all of the customers
[13:54] for the water authority are getting this.
[13:57] Are I, last time we mentioned about putting it
[14:01] out on the utility bills.
[14:02] Yes. So my bill came this time.
[14:06] The next one's not going to be
[14:07] until September, October.
[14:12] And it's going to be right after that date.
[14:15] So is there something for the people
[14:16] who got their bills this month to have some kind
[14:20] of notice sent to them?
[14:22] - We, we, we just finished,
[14:24] I mentioned this at the last meeting.
[14:26] We just finished a notice that was required.
[14:28] There's only like a room for one
[14:30] or two lines on the bill up until the June billing,
[14:36] we were booked with this notice about our
[14:40] consumer confidence report.
[14:42] So that's done the next, the July bill
[14:46] I understand is gonna go out about the middle of July.
[14:49] We've already told our billing administrator
[14:52] that please add this note about the service line inventory.
[14:56] So we bill, we bill e and three groups.
[15:00] So it'll be July, August, September.
[15:03] We'll, on those three bills, you'll, you'll have a note.
[15:07] Now, we, in the meantime,
[15:09] we're still trying to get the word out.
[15:11] Just as I'm doing here this evening,
[15:13] we're gonna try to get the word out.
[15:15] We, we added more information to our website.
[15:19] We're gonna continue to try to get the word out through
[15:22] the social media outlets, the authority outlets,
[15:26] the council outlets, our website, you know, so we're,
[15:30] we're gonna try to keep doing that.
[15:33] We might do a press release, a couple other ways
[15:36] to get the information out,
[15:37] but that's what we're working on.
[15:40] - Maybe a couple of radio spots or something might help.
[15:43] I don't know if that would cost anything
[15:45] or that would, could be considered a community report
[15:49] and maybe she could, might be able to be free.
[15:52] You could check with the radio stations.
[15:54] - I, I'll pass that on to the authority.
[15:56] A lot of times if we do a press release,
[15:59] it's at least picked up at least by the news channels,
[16:01] if not the radio as well.
[16:05] - Can we use CNET for that as
[16:07] - Well?
[16:08] Well, we're here on cnet.
[16:09] I mean, we're driving, I'm just saying that that's
[16:12] - Something that they could just put on their programming.
[16:14] - We, we don't, we cut the bulletin board years
[16:17] ago 'cause of the expense.
[16:19] So we just have CNET cover our meetings.
[16:23] So again, this is as best we can do,
[16:25] but we'll, we'll try to keep something on the agenda
[16:28] to keep it in front of people.
[16:33] - All right. Thank you. Before we move on to new business,
[16:37] I failed to mention that Ms.
[16:39] Purnell, Ms.
[16:40] Sedgwick and myself attended the groundbreaking
[16:43] for the new elementary school a week
[16:45] or so ago, which was actually very neat.
[16:47] Very interesting. The school board president
[16:51] and the Superintendent spoke,
[16:54] and I'm not gonna remember the facts that he spoke of
[16:58] about how old that school was and how long it's been there,
[17:02] but it was pretty interesting.
[17:04] But it was very successful.
[17:06] There were lots of people there, lots
[17:07] of community members came out.
[17:09] They had school buses, busing people back.
[17:12] So it was pretty neat. Anyway, it was nice
[17:15] to see everybody there, so it was a huge success.
[17:19] Next is new business.
[17:21] There's one item here that is in front of counsel
[17:25] for a vote tonight is consider canceling the second council
[17:28] meeting in August, August 19th.
[17:31] Previous counsels have approved this
[17:32] as a summer break from meeting schedule.
[17:35] I'll need a motion and a second
[17:36] to consider canceling the August 19th, 2024 meeting.
[17:42] - I'll make that motion. I'll second it.
[17:45] - Thank you. Discussion.
[17:48] I think I forgot to say that the last
[17:50] - Time.
[17:51] How would we handle liaison reports since those are
[17:54] typically the second meeting of every month, just bump them
[17:56] to, to the first meeting in September.
[17:59] - Probably we would do that and then we
[18:00] would try to get the word out.
[18:02] That's one reason why it's on tonight's agenda.
[18:04] Like for harb applicants.
[18:06] If, if we know that there's some in the wings that we try
[18:09] to get the word out that there would not be in August.
[18:12] The second meeting in August.
[18:14] - Okay. Thank you. Sure. - Alright.
[18:20] - Mr. Bernier? Yes. Mr. Brachbill? Yes. Ms. Clayton? Yes.
[18:25] Ms.. Dann? Yes. Mr. Johnson? Yes. Ms. McKean?
[18:30] Yes. Ms. Purnell? Yes. Ms. Sedgwick? Yes. Ms.
[18:34] TostiVasey? Yep.
[18:38] - Thank you. That's it
[18:41] unless anyone has anything else they'd like
[18:43] to say. For council members.
[18:47] - Motion to Adjourn.
[18:49] - Motion to Adjourn. Second. Thank you.
[18:53] Meeting is adjourned.
