[0:07] Okay, everybody. [0:12] July 27th, 2026 at 6:30 exactly. [0:21] Finance. [0:25] Randy here. [0:28] Adrian here. [0:32] >> Hover [0:32] >> here. Moingham [0:34] >> here. [0:35] >> Nipper [0:35] >> here. Fredo [0:37] >> here. [0:40] >> Shaw [0:40] >> here. [0:41] >> Swore [0:42] >> here. Taylor [0:43] >> here. [0:44] >> Wilson [0:45] >> here. [0:46] >> Or [0:46] >> here. [0:48] I also like to know student rep Justin [0:52] Jacobs is here today also. [0:56] Okay. Um, if you'd like, we could stand [0:58] for the pledge of allegiance. The flag [0:59] is right over here. [1:04] » I aliance to the flag of the United [1:08] States of America and to the republic [1:11] for which it stands, one nation under [1:15] God, indivisible, with liberty and [1:17] justice for all. [1:28] I'll also announce that our our other [1:30] student represent [1:41] agenda. [1:42] >> Seconded [1:44] by council person with this discussion. [1:48] All in favor say I. I [1:53] >> pass. Thank you. [1:55] Go right into public comments. Please [1:58] leave your comments to three minutes and [2:01] start off with your name and your board [2:03] or your city. [2:05] Anybody like to do a public comment? [2:14] Good evening, city council. Looks like [2:16] this is a really nice basis. Familiar [2:18] faces and new ones. My name is Katie [2:21] Catchman and I'm from Ward 3 and I [2:25] served on this council with some of you [2:27] um from 2020 to 2024 and I want to speak [2:32] in support of reducing the council from [2:36] 12 seats to six. Like you [2:42] and I can tell you from experience that [2:45] more seats did not mean better [2:47] decisions. It meant longer meetings, [2:50] group think, and votes that took more [2:52] coordination to reach the same outcome. [2:55] A similar group could have reached [2:56] faster and more informed. And here's the [3:00] part I saw first hand. This council is [3:02] part-time. You're putting in evenings [3:04] after your regular jobs, meeting only a [3:06] few times a month for a salary that [3:09] doesn't pay many bills. A council that [3:11] size with that little dedicated time and [3:14] no personal staff does not use its extra [3:17] seats for deeper policy review. It uses [3:20] them for longer debate on the same [3:21] questions. 12 people trying to find [3:24] agreement on a volunteer schedule is [3:26] slower. Unfortunately, not more [3:28] thorough. There's also real risk that [3:30] comes with a body this size. It's large [3:32] enough to split into competing factions, [3:35] but way too underresourced to um tax to [3:40] manage that the way bigger cities do [3:42] with real committee structures and staff [3:44] support. I watch coalitions form and [3:47] shift on issues that have nothing to do [3:49] with the merits simply because with 12 [3:52] people, there's more room for that kind [3:54] of maneuvering. Six member council with [3:56] a clear simple majority threshold would [3:58] still represent every ward fairly and [4:01] allow council candidates to show their [4:02] wards that they're the best candidate [4:04] when they're running for office. [4:06] Reducing our council to six seats would [4:08] not reduce representation. It would char [4:11] members each carrying [4:15] hold on. [4:18] So, council, I just want to end by [4:20] saying thanks for all you do and I know [4:23] that you truly care about our city and [4:25] want to see it succeed. So, I hope that [4:26] you'll support bringing this to the [4:28] voters and letting the voters decide. [4:31] >> Thank you. [4:41] My name is Patrick Paul. I'm [4:45] I live in W 4. I've been there for 35 [4:48] years, but I'm here also to encourage [4:51] you to reduce the size of your city [4:54] council. I went to both of the community [4:56] forums that we hosted and thank you all [4:59] for those that participated. That was [5:01] very successful and we talked about it [5:03] there and the majority of the people [5:05] that presented there were very much in [5:08] favor or at least leaning towards doing [5:10] that. [5:12] Like like Kitty says, there's a lot of [5:14] research on effective work groups and [5:18] much of the Eric says, an effective work [5:21] group is between five and eight people [5:23] for all the reasons that Katie mentioned [5:26] and I won't repeat those and there's [5:27] others. The research is very clear that [5:30] smaller work groups are far more [5:33] effective. So I'm clear to you to [5:35] proceed with uh considering that and [5:38] hopefully you'll find in your favor city [5:40] council size. Thank you very much. Thank [5:43] you. [5:48] » Third board. And I agree with these two. [5:52] Um a couple years back, Shauna and I [5:55] were um helping a lady that was running [5:58] for a Senate up in Olympia. And I my job [6:03] was to go to all the council meetings [6:06] all over the state west coast is what [6:10] our district was. So from here to Port [6:13] Angeles to Long View and all that. They [6:16] all had six people on their council. We [6:19] have 12 and up until now none of you got [6:23] along. It was broken in half. Some [6:26] people couldn't think for themselves and [6:28] had to have somebody else think for [6:30] them. And having somebody, you know, [6:33] having six where there's not all this [6:36] bickering and backstabbing with you [6:37] guys, I think would be a lot better to [6:40] have six. [6:44] >> Thank you. [6:45] The other public comment [6:49] seems I'll close the public comment [6:51] period and we'll go on to our consent [6:53] agenda. Council President [6:58] >> Motion to approve tonight's consent [6:59] agenda which includes minutes from the [7:01] July 8th meeting. [7:04] >> Second [7:07] by council person. Is there any [7:08] discussion? [7:12] » All in favor? I [7:18] » mayor speak [7:20] a long here but I'll try [7:24] first off [7:27] got a letter here from the department of [7:29] ecology and I'd just like to read it to [7:32] I'll try to be quick honorable mayor for [7:37] city of Aberdine congratulations the [7:39] Aberdine wastewater treatment plant is [7:42] receiving in the 2025 wastewater [7:44] treatment plant outstanding performance [7:46] award. Approximately 300 wastewater [7:49] treatment plants statewide. Yours was [7:51] among the top wastewater treatment plant [7:53] operations. The 2025 ecology evaluates [7:57] specific domestic wastewater treatment [8:00] plant information for individual permit [8:03] compliance. Your plant is one of the top [8:05] performers for regularly meeting these [8:07] urban criteria, including monitoring and [8:11] data reporting. Ecology acknowledges the [8:14] exceptional level of effort required to [8:16] protect water quality and provide this [8:19] quick service to your community. [8:22] dedicated and proficient operators are essential [8:28] to successful plant operations and to [8:31] protecting the health of Washington's [8:33] waters. Thank you uh for your continued [8:37] excellent commitment that's from John [8:42] Kenny [8:43] water quality program manager for the [8:46] state of Washington. I'd like to thank [8:48] this group for what a wonderful job [8:51] you're doing. Congratulations. [9:06] Dear Mrs. Ruth Clemen, [9:10] the world that we live in is a loud and [9:12] boisterous place. I recognize that the [9:14] city of Aberine has received its fair [9:16] share of critical feedback from [9:18] stakeholders involved with homelessness [9:22] uh challenges in the downtown business [9:24] area. The hard work and efforts by the [9:26] Aberine Police Department to address [9:28] these issues to address these issues [9:30] however do not go unnoticed. I am I am a [9:35] partner with a law firm Ingrams Alaska [9:38] Goodwills LLP. Our office is located a [9:41] block behind city hall on First Street [9:44] and Kitty Corner from the site of our [9:47] city's infamous homeless encampment [9:49] before and after implementation of this [9:52] camp. We enjoyed many days at night with [9:54] those dedicating in our lawns, urinating [9:57] in our bushes, [9:59] and lighting up their crack in the [10:02] shadows of our office. No more. We've [10:05] seen clear, visible, and measurable [10:07] results. The area around our office and [10:10] surrounding streets continue to appear [10:12] safe, clean, and welcoming. Yes, more [10:15] can be done, but the conditions have [10:18] improved. Public spaces are enhanced. [10:20] community concerns do not go unnoticed. [10:23] These efforts reflect a meaningful [10:25] commitment to both the public welfare [10:27] and economic stability of Chief Dale [10:30] Green and his team. I get it. [10:32] Homelessness is a complex and sensitive [10:35] issue that requires a thoughtful balance [10:37] of compassion, accountability, and [10:40] collaboration. is encouraging to see the [10:42] city taking proactive steps towards [10:45] solutions that support individuals in [10:48] need while also safeguarding the [10:49] integrity of our business community. [10:52] Please extend my sincerest appreciations [10:55] to Chief Dale Dream, the entire police [10:57] department, staff and partners involved. [11:01] Sometimes it takes just a moment like [11:04] this to acknowledge all the hard work [11:06] around us and admit that we live and [11:08] work in a pretty great area. I look [11:11] forward to seeing continuous progress [11:13] and appreciate your time and [11:15] consideration [11:17] very [11:20] last going through it. Right. Thank you [11:23] chief. We appreciate you and thank you [11:25] Ruth for your hard work. [11:31] And the rest of this is oh here let's [11:33] just move on to these. So uh so I have [11:36] these uh three wonderful little council [11:40] people that have that have gone out of [11:42] their way and have have gotten their [11:45] leadership certificates and uh council [11:48] president swore got her advanced [11:50] leadership certificate and they get [11:52] these by achieving 30 points uh with the [11:56] association of Washington cities. they [11:58] have to uh look at videos or go to [12:02] seminars. there's an assortment of [12:04] things they could do and then one of [12:05] them was also to go to [12:08] their uh the meeting we just had at [12:11] Spokane their state state meeting and it [12:13] was a good meeting and so that pushed [12:17] some of these representatives [12:19] so they got their certificates and I [12:21] just wanted to give them their certific [12:24] What's that? [12:26] >> Oh, president. [12:57] the real good commitment of these [13:00] leaders that they for taking the time to [13:02] educate themselves and that's very much [13:04] appreciated. [13:07] Um, okay with a lot of this that I have [13:11] something here. Basically, it's just a [13:13] list of all the committees and things [13:15] that I did last since the last meeting. [13:20] The um our radio broadcast that Ruth and [13:23] I do in the mornings after council [13:25] meeting, day after went wonderful. It's [13:29] nice that um since we've been doing the [13:32] rere since we've been doing the ry has [13:35] gotten nicer and some of the haters [13:37] maybe are sleeping in late so they don't [13:42] I'm sure administrative plans have made [13:45] all the difference in the world coming [13:47] and join [13:49] um let's see I attended the Grace Harbor [13:53] well I I'm the chairperson for the Grace [13:55] Harbor Transit Authority they just did [13:58] to [14:00] logo that's going to be on the side. And [14:02] I unfortunately didn't give the young [14:05] lady's name, but it was there high [14:08] school student who submitted the artwork [14:10] and was selected as this event this [14:13] year. It'll be a 250 250th anniversary [14:16] logo [14:18] hardware bus. And I just want you to [14:20] know that when I was a kid in high [14:22] school, I entered the same thing and I [14:28] Let's see. [14:31] So, uh, downtown right now there is [14:34] aation [14:36] right kind of in front of 118, uh, the [14:40] build build or the maybe someday museum [14:43] building downtown that the city owns. I [14:46] plugged in one of our new Christmas [14:48] decorations down there so people could [14:50] get just an idea of what it's going to [14:52] look like. So, those will be going up. I [14:55] met this also our city electrician and we're figuring [15:01] out the locations and getting [15:02] electricity. So, we'll have some really [15:04] beautiful new decorations just for [15:06] Christmas. Hopefully, uh we'll have some [15:09] new shops downtown and speaking of new [15:11] shops downtown. Um I also attended the [15:15] ribbon cutting for Dedris downtown [15:18] Deli. I love their location over in [15:21] Oakland, but I'm so much happier with [15:22] them here in Aberine. And I think uh if [15:25] you haven't been there, they have [15:27] wonderful food. They're open [15:30] Tuesday to Friday. Have a chance. It's [15:32] free kind of limited hours, but their [15:34] food is really worth it. [15:38] Let's see. I also attended a award [15:41] ceremony for business of the quarter [15:43] from Greater Grace Harbor Incorporated [15:45] and their lawyer multimedia. [15:51] That young man has spent so much energy [15:54] showing our city in such a positive [15:56] light and he's really welld deserving of [15:58] that. His wife Amy Emma also are [16:01] celebrating their 40th anniversary so [16:03] you see him congratulated. [16:06] Then on the 17th uh we had our first [16:10] museum transition committee meeting and [16:12] I thought that went really well. I was [16:14] really encouraged to see that the group [16:17] of people that we have on that committee [16:20] are all excited and willing to work [16:22] together and I think I'm going to see [16:25] good things coming from that that group [16:27] in future. [16:31] Okay, that's it. Sweet guys, [16:34] for the council members, I have seven of [16:36] these and it's point of order [16:41] if you want it. [16:43] They're sticking. [16:45] Okay, that's the end of my report. Um, [16:48] so you have [16:51] council reports now and I guess just the [16:54] student. Yes, go. I think this is his [16:57] last name. Correct. Yeah. All right. [16:59] Just a few things tonight. Um, the free [17:02] summer lunches are still going on. You [17:04] can find the dates and times on the [17:06] Aberine School District Facebook or [17:08] website. Also, the I high school [17:10] football went to football camp about two [17:12] weeks ago in Waci. And currently the [17:14] cheer team is at cheer camp in Tacoma. [17:17] Last night they won a banana which only [17:20] one team wins a banana for being like [17:22] the most spirited and showing great [17:24] leadership. Um also later tonight you'll [17:27] be voting on the reading um regarding [17:31] city council. I'll share more about [17:33] that. Um also this is my last council [17:35] meeting. I want to thank you all for [17:37] listening to my ideas figuring out how [17:39] we can bring the youth closer. I also [17:41] want to thank the citizens of Aberdine. [17:43] I've enjoyed talking to you to learn [17:45] about the youth struggles and serving as [17:47] your representative on Aberine City [17:49] Council. And some of you may ask what's [17:51] going on next with me and in two weeks I [17:53] will be moving to Phoenix, Arizona. Um [17:57] so yeah, thank you. [17:59] >> Thank you [18:02] Council. [18:08] Um so [18:10] um on Wednesday I actually had two [18:13] committee meetings. Uh noon the ethics [18:16] committee met for the first time. Um and [18:19] Glender Misky and Lindsay Thur here but [18:23] um so we met on Wednesday and we'll have [18:27] something to bring before you later on. [18:30] Um this is brand new committee so we're [18:32] still kind of learning the ropes too. So [18:35] go easy on us. Um and then later after [18:39] uh in the evening um Justin Jacobs, [18:42] Michelle Nipper and I met and Deb Wilson [18:46] and Dev Hodkin had chimed in by email [18:49] and we went over all of the information [18:53] that I brought back from Associated [18:54] Washington City's office on setting up a [18:57] youth uh council and we created uh the [19:01] ordinance and changes that you will see [19:04] later on in the Those we based off of um [19:09] the city of Ridgefield's youth [19:10] commission and then made our own changes [19:13] for things like the size of that [19:15] council. Um it was important to a few of [19:18] us that we let the council themselves [19:21] choose their topic rather than us [19:22] assigning them one. So we made that [19:24] change and then also having their [19:27] president and vice president become our [19:29] representatives on council. So that's [19:31] what I was up to this week. [19:35] Thank you. Any other council reports [19:43] the [19:45] harbor council? [20:01] Uh unfortunately I was not able to [20:03] attend the three meetings I had last [20:05] week uh due to unemployment and need to [20:07] assist my family but I am looking [20:10] forward to the ENAP meetings this [20:12] upcoming Monday. We'll be taking a tour [20:14] around to discuss some potential [20:16] opportunities. Also coming up next week [20:19] is the grand opening for the B project [20:21] down the court. Uh this event is [20:23] expected to have nearly 600 attendees [20:26] from all over the world and I'm looking [20:28] forward to getting a new tour or a tour [20:29] of the new facility as [20:34] certificate leadership. I completed [20:37] those requirements after attending the [20:39] last conference in March for council [20:42] leaders and I'm just glad that they were [20:44] able to slow down long enough to [20:46] recognize the hard work of myself and of [20:49] the council members here today. I also [20:51] want to just take a moment to remind [20:53] everyone to share the community survey [20:56] with folks in your network so they can [20:58] complete it. The more answers we get, [21:01] the more data we have, the more we can [21:03] do. Thank you. [21:05] >> Thank you. Any other chance [21:15] staff reported by [21:18] >> Thank you, mayor. [21:20] Um, one of the things that we've been [21:22] working hard on is the uh alternative [21:25] response project. Um, the that one of [21:29] the things items on the agenda tonight [21:31] is for approval of the $145,000 [21:34] that we received from AWC [21:37] um so that we can continue work on this. [21:39] And um we upped the date um the go live [21:42] date. We were hoping to make uh to [21:46] launch the program on October 1. Um our [21:50] partner CAP is very motivated and they [21:52] moved it up to September one. So um this [21:55] will keep us busy through the [21:56] legislative break. Um as mayor stated, [21:59] we met for the first time. The museum [22:01] transition committee met. Um I will be [22:04] facilitating the conversation and the [22:06] discussion and the building of the [22:08] project plan. Um, so if you have any [22:10] questions, please feel free to reach out [22:12] to me. As Sydney stated, um, or excuse [22:15] me, Council President Swore stated, um, [22:17] the Port of Grace Harbor does have a, [22:20] um, big event on July 31. I really [22:23] encourage all of you to be there if you [22:26] can to show support for this project. [22:28] is also kind of working in [22:30] tandem with the US Highway 12 project as [22:32] well. So, it's a good time to get some [22:34] facetime with other legislative um [22:37] elected officials there as well and [22:39] really get a um there on the [22:41] international lens. Um and in August I [22:46] will be at or the second week of August [22:48] I will be um at a city the statewide [22:52] city managers conference in Kenowick. So [22:55] um I will not be available during that [22:57] time but I think we're still on set on [22:59] break during that time. So, um, do you [23:02] have any questions? [23:04] >> Thank you very much. Hope yes. [23:06] >> Just going to ask for the T4 expansion, [23:09] is that a registration only event? [23:10] Correct. [23:11] >> Yeah, we I if you want if you haven't [23:14] registered, I can definitely check with [23:15] Kayla to make it is more about food than [23:18] anything else. But if you didn't [23:20] register and would like to go, we can [23:22] get Perfect. Okay, I'll let [23:27] Thank you very much. [23:31] now director's reports. [23:35] » Thank you. I just really wanted to thank [23:37] you and Justin for stepping up. Um it's [23:40] been an incredible experience having [23:42] both of you here and having the voice [23:44] and I I know the school appreciates us. [23:46] I really we appreciate it. We've learned [23:48] a lot from you. So I just really want to [23:50] say I appreciate having your involvement [23:52] and it makes a difference when you speak [23:54] up. [23:56] >> Thank you. any other directors like [24:00] >> um I'm going to give a quick uh second [24:02] quarter budget update. Um I did provide [24:05] a copy for each of you at your spots and [24:07] I'm just give me a minute if I share my [24:10] students. [24:27] Okay, so now we're we're halfway through [24:29] the year. So we're through the second [24:31] quarter, so we should be pretty close to [24:33] um 50% on the we're looking for for [24:36] revenues and expenditures. [24:39] We're actually a little bit higher than [24:40] in both of those categories. So our [24:42] revenue collections are coming in at 58% [24:45] for the end of the second quarter. Um [24:47] part of that is due to we receive a [24:50] large portion of our property taxes come [24:52] in in April and May. Uh so that has a [24:55] little bit to do with that. We're also [24:57] still up in sales time. So that's also [24:59] contributing um in we had a the HCA jail [25:05] re-entry grant was also a large [25:07] intergovernmental that we received in [25:09] the first part of the year. Uh we're [25:11] also a little higher in our [25:12] expenditures. We're at 54%. [25:15] And some of this is due to the um delay [25:19] of the EMS cost allocation change. So, [25:22] we were still subsidizing EMS out of the [25:24] general fund for that first quarter of [25:26] the year. We were able to add $985,000 [25:31] to general fund reserves through the first two quarters of the [25:34] year. [25:39] We look at we'll look at some details. [25:41] So, as I mentioned, um our property [25:43] taxes is at 59% and that's because we [25:47] received a word version of that already. [25:49] sales taxes coming in at 55% and you can [25:52] see the intergovernmental news about is [25:56] 167%. [26:01] I kind of already went through a few of [26:02] these because I talked about them in the [26:04] first slide. So this is basically just [26:06] talking about the uh intergovernmental [26:09] revenues why those are up and the [26:11] property tax and then overall general [26:13] fund is is up for revenues through the [26:15] works two quarters of the year. uh we [26:18] are up 12% over revenues from last year. [26:23] And then on our general fund [26:24] expenditures, this is just a breakdown [26:27] of the different types of expenditures [26:29] in the general fund through the first [26:30] two quarters. [26:33] And again, we're breaking down the grant [26:36] categories in the general fund. And [26:38] we're coming out at the 54% mark. Again [26:42] pointing out fire is at 82% currently [26:44] but that is due to again the delayed ENS [26:50] increase. So the allocation was delayed [26:52] as well. Our general fund reserves uh [26:55] the target for reserves is 90 days and [26:59] we are currently at 92 days in cash. Um [27:01] through the first quarter we were not [27:03] meeting that target. Uh we are meeting [27:05] that target now mostly due to receipt of [27:08] our property tax. Um and so we're [27:11] currently at on net und designated [27:13] reserves 5.4 million and that does not [27:16] include any of the um armory money [27:19] that's excluding all of that money. [27:23] Uh so our DMS just breaking down our EMS [27:26] special revenue fund [27:29] and um again this one's kind of a little [27:32] bit in the negative right now and that [27:33] is again because of the delay of the EMS [27:36] rate increase. So I do think we'll see [27:38] that come into the positive for the [27:40] source of um source or use of reserves [27:44] as we move through the year. It has kind [27:46] of caught up a little bit in this past [27:47] quarter. So and then we just break down [27:50] the utility funds. Um there's a lot of [27:52] details on here so I I don't want to [27:54] bore you too much. [27:59] We're doing we're doing well on our [28:01] utility funds. And then there's some [28:04] additional um revenue that are also [28:07] provided at the back of the packet that [28:09] have lots of information. So please let [28:12] me know if you have any questions about [28:14] any of that and I can answer questions [28:16] right now too if you have [28:21] and we are working through um 2027 [28:24] budget right now. We have the worksheets [28:27] out to the directors. So they're [28:29] currently retire [28:31] budget numbers. those will come back to [28:33] us and then we'll be having a budget [28:35] workshop with with all of you on [28:36] September 2nd at so make sure you have [28:39] that on your calendar and uh you know [28:41] the last budget workshop was great so [28:43] we're looking forward to another good [28:44] one [28:46] any questions [28:51] thank you [28:52] >> thank you [28:54] any other [28:59] move on to a presentation we have [29:02] at Twin Harbor Water Keepers 6. [29:06] >> Hi. Hi everybody. I'm I'm Lee Hurst. I'm [29:09] your Twin Harbors water keeper. [29:11] >> I was really glad to get to Aberdeen [29:13] tonight because it was 30° cooler [29:18] where I was [29:21] um [29:23] Katie gets that going [29:27] is [29:29] >> Yeah. your name again. [29:31] >> Yes. Lee first. [29:33] I'm the Twin Harbors Water Keepers. [29:35] We're a nonprofit. We've worked in Grace [29:38] Harbor and other wersheds on the [29:40] southwest coast for the last nine years. [29:43] And Twin Harbor is one of 300 water [29:46] keepers all around the world that work [29:49] for fishable, drinkable, swimmable [29:51] water. [29:52] So, in addition, I mostly work in the [29:55] Shahalis wersheds and I live right on [29:57] the Shahalis River. [29:59] Um, [30:01] yeah. So, I'm I'm thrilled that I was in [30:04] invited to come tonight and I want to [30:06] thank Nick Bird for inviting me. Is he [30:10] here? [30:10] >> He's online. Okay. [30:12] >> He is online, so he he'll hear me. Thank [30:14] you. [30:15] >> Hi, Nick. Um, so we we have had six or [30:21] three different two-year grants from the [30:24] Department of Ecology called public [30:26] participation grants. And the purpose of [30:29] these grants is to educate the public [30:30] about contaminating sites and to [30:34] encourage people to participate in the [30:37] cleanup process. [30:39] Next [30:41] um and so kind of the the backbone of [30:45] our work is educating people about the [30:48] model toxics control act and that's like [30:51] the state version of super law. Um [30:57] there's over 14,000 cleanup sites in [31:01] Washington and about 141 are in Grace [31:05] Harbor County. Um [31:08] many of these are are the ones in Grace [31:11] Harbor County and across the state like [31:13] they can include small sites like gas [31:16] stations or you know places where [31:18] there's been spills. Um, but some of [31:21] them are large, complicated sites that [31:24] take years to clean up. [31:28] And so the goal of Washington's [31:30] Cleveland law is to protect people and [31:33] the environment and the animals [31:36] from contaminants in soil, groundwater, [31:41] and water and air. [31:45] Um, so what is a contaminated site? Um, [31:50] you guys probably know because you have [31:52] your share of them here, right? Um, [31:56] you know, in in the nine years that I've [31:59] been here, I've seen one complicated [32:02] site get cleaned up, and that was the [32:05] hungry whale in Westport. Oh, that that [32:10] site. Are are you guys familiar with [32:11] that? it it was a gas station [32:14] convenience store and they had a [32:16] gasoline tank leak and so it [32:19] contaminated groundwater and surface [32:21] water and so they went through the [32:24] cleanup process which is outlined there [32:28] um is a series of steps and and the the [32:33] little orange bubble thing is where the [32:36] public has an opportunity to comment. [32:40] And so most cleanups in Washington are [32:44] cleaned up using this process which [32:46] includes [32:48] um a remedial investigation where the [32:50] site is characterized with samples and [32:53] so so um I'm just going to mention the proposed wood power plant site. So [33:00] that that is is not going through this [33:04] formal cleanup process because the court [33:06] and the proponents have elected to do [33:09] the voluntary cleanup process there. And [33:12] so they still have to achieve the same [33:16] cleanup standards but but they don't but [33:19] there's no opportunity for public [33:21] comment. [33:23] Whereas at Cosmos Specialty Fibers, you [33:27] know, the state of Washington now is [33:29] trying to get the owner [33:32] to, you know, not only characterize and [33:35] remove and [33:37] sample and stabilize the site with all [33:40] the massive amount of chemicals that are [33:42] stored there. But they're also, you [33:46] know, the next big step at that site [33:48] once it's stabilized is to do a remedial [33:51] investigation. And that that's a process [33:53] with sampling that kind of characterizes [33:57] and maps out where the pollution is [33:59] because a lot of the stuff there we [34:02] don't know because it's not fully [34:04] characterized yet. And so sometimes this [34:07] process takes 25 years and I lived in [34:11] Bellingham for most of my life and there [34:12] was a large um [34:16] GP had a giant pole mill there that [34:18] closed and it went through the cleanup [34:21] process there and it took about 20 [34:23] years. [34:27] Um and so you know the the reason that [34:32] there are [34:34] sever a half dozen or so large [34:37] complicated sites in Aberine and Opium [34:41] is that there was there were many [34:43] facilities that operated before the [34:45] Clean Water Act. And so then you know [34:48] there was no law no framework of laws [34:51] that prohibited discharges into water or [34:55] soil or ground for seven. So now we have [34:59] the Clean Water Act and it's illegal to [35:03] discharge pollution without without a [35:06] permit, a pollution discharge permit. [35:12] And so one of my favorite things about [35:14] this this work, which sounds kind of [35:16] nuts, is there's a really fascinating [35:21] um mapping tool [35:24] that Department of Ecology manages and it's called what's in my [35:29] neighborhood. And so if you use your [35:33] search engine and pull up what's in my [35:36] neighborhood, you get the whole state [35:38] and you get all these little dots [35:42] here and and so you can you can go to [35:45] the dots and click on them and then [35:49] you'll get the site that you're [35:51] interested in. [35:53] So um [35:56] I think this is Cosmo. [35:58] >> Yeah. [35:59] So um so so you can click on that and [36:02] then you'll get for Cosmo there's a lot [36:04] of documents you know you'll get 20 that have been written over the years [36:13] and and so you can look at you know [36:15] court orders um [36:18] past legal documents you know lots and [36:23] lots of reading [36:25] next [36:27] um and and So there's a new tool that [36:31] department of ecology was started to [36:32] use. It's called the sharp tool and [36:34] there's a hydrogeeologist staff at [36:36] ecology who ranks these sites using this [36:41] tool and it assesses the exposure and [36:45] the severity of the risk. And so if you [36:48] open up one of the little dots and look [36:52] at the documents up in the corner, [36:55] you'll or on on one of on on the site um [37:01] one of the main documents there you'll [37:04] see what the sharp rating is. Next [37:09] um you know I am very concerned about [37:13] the site. [37:15] Um, I have trouble sleeping at night [37:18] sometimes. I'm so worried about it. You [37:20] know, I [37:22] 800,000 gallons of toxic chemicals in [37:26] leaking tanks [37:28] right next to the river. And then [37:30] there's another 1.7 million gallons of [37:34] stuff in improperly stored tanks and [37:38] buildings. And um, you know, I think [37:42] this is an emergency. [37:45] Thanks. [37:48] Um, and I go walk on the trail. [37:52] Does anybody here go walk on that trail? [37:56] It's Yeah. You know, it's pretty [37:58] interesting cuz you all know this. [38:00] There's no power, there's no water, [38:01] there's no security, there's no nothing [38:03] out there. And people are stealing wires [38:07] out there. And and uh and this is the [38:11] wastewater. [38:13] and it's supposed to be being airrated [38:16] as part of the treatment and it's been a [38:18] couple years since it's been airrated [38:20] and I'm a paddler. I paddle by the [38:24] outside of these things and the the the [38:28] BMS of these walls are eroded [38:32] and that that worries me. Next, [38:37] um [38:39] I don't know if I have time. Let's see. [38:43] But this is so Department of Ecology [38:47] issued a legal document last year, an [38:51] agreed order demanding that the owner [38:54] conduct a remedial investigation [38:56] instead. And he has not done that. [39:01] And and I can provide you guys this a [39:06] copy of of this agreed order. It's it's [39:09] really interesting because it shows, you [39:11] know, the names of all the buildings and [39:14] these are the primary treatment [39:16] tank or systems and then here's where [39:19] the outfall is. Um, [39:23] and I I didn't know that until I I read [39:27] the door. [39:30] Thanks. [39:33] And this is so and then more recently [39:36] the EPA came in and did a an analysis [39:40] and a site evaluation [39:42] that's called the renewable site [39:44] evaluation report and and they did a [39:48] pretty pretty good characterization [39:51] of where the tanks are and what's in [39:54] them gaps. [39:56] Um [39:58] and and so it's that I spent a whole day [40:01] reading 118 tanks long. It says there's [40:07] in addition to the 800,000 gallons of [40:10] toxic chemicals being stored there, are also 28 tanks containing over [40:16] 1.7 million gallons of chemicals. [40:20] Um and the digestive tanks may be over [40:24] gallons of solid [40:29] and the possibility of the whole thing. [40:37] Um I'm sure you guys saw the article by [40:40] Wayneier [40:42] the thirst county commissioner. that [40:45] goes into the daily world and he's a [40:49] city of Aberine firefighter, right? And [40:52] I had a meeting with him last week. [40:56] Um, [40:57] and as part of our grant, we're we're [41:01] starting to organize a public meeting [41:04] about this. And so if if you guys have [41:08] ideas about who you would like to be on [41:10] a panel of seven, [41:13] I hope you'll let me know. [41:15] next. [41:17] Um [41:19] yeah, so this is just the headline you [41:21] see on the lines that I think this was [41:23] about two years ago. [41:26] Um and you know in addition to having [41:30] public meetings and and producing um [41:34] gasoline [41:36] site maps that we put out and we have [41:39] public meetings and we do presentations [41:41] um we do tours and so the last couple [41:46] tours that we've done from tours from [41:49] the public right away like you know we [41:51] can't go into hospitals or any of the [41:53] sites but from blue smooth roads. I find [41:58] it very concerning that the site is [41:59] flooding. Even when there's a low tide [42:03] and that's I think it's because of the [42:07] but you know having a site that's [42:09] contaminated [42:11] flooding is not a good thing. [42:16] Um and so back to this. So if you click [42:19] on on one of the little dots on the [42:22] what's on so this is another [42:26] um [42:28] this is what you get to see if you click [42:31] on the what's in your neighborhood map [42:34] or the interactive site. [42:40] I spend a lot of time looking at this. I [42:42] hope you at least take a look. [42:47] Um, so if if you click on Cosmos V5 [42:52] Reserve, any one of the sites, you have [42:54] a little button right here, subscribe to [42:56] the site. [42:57] So if you subscribe to the site, you [43:00] know, they ask the for your email. You [43:02] can put your email in there and then [43:04] every time there's an update, you'll get [43:06] it, which is kind of handy. Um, and then [43:10] I want to show you it says the D [43:15] download the site report. [43:18] It'll give you that star rating [43:22] about whether the rest of the site is [43:25] high, medium or low. [43:29] Yeah, [43:32] you know, these are some of the other [43:33] sites that are big complicated sites [43:35] that are this is this one is in the [43:38] cleanup process now. [43:40] Um there's a remedial investigation [43:43] that's underway [43:45] and um there was a public meeting [43:48] about a year ago [43:51] and um I find it very interesting that [43:56] during upsets of this plant there was an [43:59] underground pipe that piped the effluent [44:03] to Reedi Island [44:05] to an unlined lagoon. [44:09] um you know that's just the way things [44:11] were done before the three moder but [44:13] that that's not the way things were done [44:15] now. [44:16] Yes. [44:18] Um this this is another site that I find [44:21] very concerning because [44:24] nothing has happened here in a really [44:26] long time [44:28] and I think we need to to [44:34] let department of ecology know that we [44:37] are concerned about these sites and try [44:41] to push for more cleanup [44:44] more and faster cleanup. I mean here [44:47] they sand blasted boats [44:50] for a long time before the clean water [44:52] act was which is was common but all the particles zinc copper and things [45:00] like that that are used in boat paint [45:02] are in the center there [45:05] next [45:07] and then there's the warehouse or sill [45:09] aine you know this is also undergoing a [45:11] cleanup process but it's proceeding at a [45:14] very slow [45:24] So, um, I had a really good experience [45:27] with your pollution prevention or your [45:30] pollution hotline. I was walking by the [45:33] Avenue by the lock pavilions during a [45:36] very low tide about 10 days ago and I [45:39] looked down in is it Joe Creek? [45:44] Detroit that's right by the Avenue [45:47] » and the tide was like a minus three foot [45:51] tide. I looked down and there's a derel [45:53] vessel in the bottom of the of the creek [45:57] and so we called [45:59] >> your guys's hotline and you came the [46:03] next day and took it out. It was amaz [46:07] I think it's a shopping cart that was [46:09] there. [46:11] Well, well, I you know, to me, shopping [46:13] carts are not a big deal [46:16] >> compared to this other shop, but it I [46:20] really do I really appreciated that you [46:24] guys took that Darl and Bess and I think [46:27] I only have one more. [46:30] Yes. So, um we'd be happy if you guys [46:34] stayed in touch with us. I'm retiring in [46:37] a week, but Maya Ronwat is our new water [46:41] keeper and she's online now. [46:44] And um [46:48] so Oh, okay. [46:51] Yeah. And everybody, thank you guys for [46:52] letting me come talk. [46:55] >> You have any question? [46:59] » I just like a copy of your PowerPoint if [47:01] you could. [47:01] >> Yeah. [47:02] >> Make sure to get that. you can [47:06] » um [47:07] >> will it be the process if like Pauly [47:10] declares like a citywide emergency or [47:12] the state does like a like a state of [47:15] emergency type thing? Well, I'm really [47:17] glad you asked that because I neglected [47:19] to say so. So, the the um Department of [47:23] Excology [47:26] um issued the the thirsty county [47:29] superior court has issued a an order for [47:34] them to uh that includes a restraining [47:37] order that they have to start following [47:41] the steps of the agreed order that was [47:43] issued a year ago. And then EPA has also [47:46] stepped in and according to my [47:49] understanding and the EPA won't engage [47:52] with with me for some reason. and they [47:54] don't answer my questions, but [47:58] they they've told me that they're giving [48:02] Richard Basset 6 months to comply with [48:06] the agreed order. And if he doesn't, [48:09] then EPA and ecology will go in and [48:13] either remove or stabilize all those [48:16] toxic gallons of chemicals. [48:20] And if if it would be of interest to any [48:23] of you, I I did a public disclosure [48:26] request and and and I have all those [48:29] documents if anyone. [48:36] » Yes. John, [48:38] >> wait. What is the city of cosmopolics [48:41] doing in legislative positions like [48:43] that? [48:45] >> I think they're not able to do much. You know, [48:50] they don't have a fire department. They [48:54] That's a good question. You know, I I [48:57] talked to Linda Stringer [48:59] because I told her that we're organizing [49:01] this public meeting [49:04] and she said that she wants to wait [49:08] because some information is going to [49:10] come out [49:12] from ecology and the EPA. [49:15] And I I don't know what she's talking [49:18] about. you know that he I don't know if [49:20] she's actually read those documents that [49:23] say he has six months to comply [49:26] but um yeah [49:29] I can try to find out [49:31] >> I'm just curious where they are is [49:33] they're back here. [49:34] >> Yeah I think they're for you know for a [49:38] generation. So I I think when we look at [49:41] it from Aberdine, we need to be well [49:44] aware of where where Cosmopolis. [49:47] >> Yeah, [49:47] >> they seem like they're in the first [49:49] chair. [49:51] >> Yeah, I think the EPA andology need to [49:54] come in and [49:57] stabilize, you know, but it's going to [49:59] be very complicated and removing all [50:02] those chemicals is going to be a major [50:04] ordeal. [50:06] >> Thank you. Yeah. [50:10] Okay. [50:12] Are the chemicals do they still hold [50:13] value? Are they [50:15] >> Well, yes. And well, according to [50:17] Richard Basset, yes. So, he wants to [50:19] restart it. [50:21] And the reason that he's held on to the [50:24] chemicals is they'd be worth [50:28] money to him if he was able to restart [50:30] it. I think the chances of him being [50:34] able to restart it are almost zero. [50:38] But, you know, don't take my word for [50:40] it, you know, because he's under these [50:42] orders to remove it. And he doesn't have [50:47] investors [50:50] and you know, we all see the condition [50:52] of the place, right? [50:59] » Yeah. We know that that does affect that [51:02] there is a pipeline going for our city [51:04] to those settling funds. Yeah, [51:07] >> they also said, [51:08] >> right, that yes, there's the the [51:10] Woodstay pipe that goes under South Aine [51:13] three miles. This leaks it's had 17 [51:17] leaks over [51:19] the last 15 years and Yeah. [51:25] So, we are going to organize a [51:27] meeting and maybe um Maya can work with [51:30] you, Doug or [51:32] Rick or Nick to see if from [51:38] or you would I don't know if you'd be [51:41] interested in being on the panel. [51:44] Um [51:47] yeah so we're looking for people to be [51:49] on the panel and Autran who's the [51:51] engineer from ecology she'll she'll be [51:53] on the Wayne for [51:58] still working on the details for the [52:00] date but it'll probably be in October [52:04] >> thank you so much [52:05] >> thank you. [52:30] » Oh, that's me. [52:32] I don't know why I thought. Okay. Wait. [52:38] Okay, so we met earlier and I have a [52:42] couple of things to share. Um, the [52:45] Emergency Preparedness Expo is coming up [52:48] on Saturday from 10:00 a.m. to 2:00 p.m. [52:51] It's going to be over at the Olympic [52:53] Gateway Plaza by Tractor Supply. Um, and then also [53:06] National Night Out is coming up on [53:08] Tuesday, August 4th, and that will run [53:10] from 5:30 to 7:30. And if anyone is [53:13] interested in hosting a block party and [53:16] would like um the police and fire to [53:19] stop by, then you need to get a hold of [53:22] Ross Lampy and let him know and then [53:24] they will make a list for everyone to [53:26] stop by. Um, last year Deb and I went to [53:31] um all of the ones in our ward and I [53:33] highly recommend that to everyone and [53:35] you can get the list from Ross and he [53:38] will meet happily share with you and [53:40] then you can go to all the ones in your [53:41] ward and and meet all the people that [53:44] you are serving. Um, for requests, we [53:49] have [53:50] a request recommending city council host [53:53] a public hearing to receive public [53:55] testimony on the ordinance amending AMC [53:58] chapter 12.04 to establish new sections [54:02] related to a temporary alley alley [54:05] closure program for protection of public [54:08] health, safety, and welfare. And that is [54:09] bill number 2609. [54:13] And I move that we accept this request. [54:15] Second [54:16] >> and seconded by council. [54:19] Is there any discussion on this? [54:22] All in favor of public hearing. [54:26] >> I [54:28] post [54:32] public hearing. [55:01] Okay, we have a second reading [55:03] recommending city council approve the [55:05] ordinance amending AMC chapter 12.04 to [55:09] establish new sections related to a [55:10] temporary alley closure program for [55:13] protection of public health safety and [55:14] welfare bill number 2609 [55:17] and then acceptance. [55:30] All in favor of accepting the second [55:33] reading recommending city council [55:35] approve the ordinance amending AMC [55:37] chapter 12.04 04 to establish new [55:40] sections related to the temporary [55:43] closure program for protection of public [55:46] health, safety and welfare built dash [55:51] bill 26-09. [55:54] Say [55:54] >> I [55:59] thank you. [56:12] I was like [56:15] that was the next reading as the third [56:18] second. [56:20] >> Seconded by council person [56:24] make the second reading the third [56:26] discussion. [56:29] All in favor say I. [56:36] Ramsey, [56:39] » yes. [56:40] >> Hodkin, [56:41] >> yes. [56:41] >> Hover. [56:42] >> Yes. [56:43] >> Moingham, [56:44] >> yes. [56:46] >> Fredo, [56:47] >> yes. [56:48] >> Rick, [56:49] >> yes. [56:50] >> Shaw, [56:50] >> yes. [56:53] >> Taylor, [56:54] >> yes. [56:54] >> Wilson, [56:55] >> yes. Motion passes. [56:57] >> Thank you very much. [57:01] Next, we have a request recommending [57:03] city council authorized city [57:05] administrator to enter into an agreement [57:06] with the association of Washington [57:08] Cities approving the acceptance of the [57:10] funding for the ACT program. And I move [57:13] that we accept this second [57:17] by council person. [57:21] discussion on this [57:26] request of the city council to the city [57:29] administrator to agree with the [57:31] association of Washington cities [57:33] including the acceptance of the funding [57:36] for the act program say I [57:38] >> IO [57:46] public works with chairperson person [57:51] were met earlier today. [57:58] So, let's get into it. First, we have a [58:00] request recommending the city council to [58:03] public hearing to receive public [58:05] testimony [58:08] section [58:12] number 26-13. [58:16] Second. It's [58:18] >> been second to open the public hearing. [58:21] Any discussions? [58:24] All in favor say I. [58:28] >> Any oppose? [58:31] 7:28 [58:33] public hearing. Anybody would like to [58:36] talk and have any comments about our [58:39] vacant. [58:46] I'll take motion to close [58:49] >> second. [58:50] >> Seconded by council person. [58:53] Is there any discussion on this? [58:56] >> All in favor of public say I. I. [59:09] » All right. Thank you. Uh we've got three [59:10] reports tonight. The first one is the [59:12] second reading. So first recommend the [59:14] city council approved [59:18] building section [59:22] bill 26-15 [59:26] second [59:29] and seconded by council person. [59:32] Is there any discussion on this? [59:36] All in favor of accepting their second [59:38] reading request recommending city [59:42] council approve approval on the amended [59:45] vacant city state building section of [59:48] the municipal code bill number 26-13 [59:53] say I [1:00:01] » I [1:00:03] There we go. [1:00:19] » Is there any discussion? [1:00:27] » Yes. [1:00:28] >> Kagan, [1:00:29] >> yes. [1:00:31] >> Hover. [1:00:31] >> Yes. Moingham, [1:00:32] >> yes. [1:00:33] >> Member, [1:00:34] >> yes. [1:00:34] >> Fredo, [1:00:35] >> yes. [1:00:36] >> Bradic, [1:00:37] >> yes. [1:00:37] >> Shaw, [1:00:38] >> yes. [1:00:39] >> Sword, [1:00:40] >> yes. [1:00:40] >> Taylor, [1:00:41] >> yes. [1:00:41] >> Wilson, [1:00:42] >> yes. Motion passes. [1:00:48] We have a request recommending city [1:00:50] council approval of the US buildation [1:00:55] agreement number six [1:00:59] associates including [1:01:03] » second by council person. Is there any [1:01:07] discussion? [1:01:14] » North [1:01:19] very rich. Thank you. [1:01:21] >> Thank you. Any other discussion? [1:01:25] All in favor request recommending city [1:01:27] council approvement of the US Highway 12 [1:01:31] rail separation supplemental agreement [1:01:33] number six with David Evans and [1:01:35] Associates Incorporated. Say [1:01:45] » the request recommending approval of H [1:01:47] Street [1:01:49] Construction. [1:01:52] Second [1:01:54] by counc. [1:01:57] Any discussion? [1:02:02] All in favor of request recommending [1:02:04] group H Street Sanitary sewer [1:02:06] construction awards say I [1:02:15] resolutions. Our first one is a request [1:02:17] recommend [1:02:19] resolution setting beyond [1:02:22] proposed location [1:02:31] number 2026 stat [1:02:38] by council person. Is there any [1:02:40] discussion? [1:02:43] All request recommending approval of [1:02:46] resolution setting the date for public [1:02:48] hearings on the proposed vacation of an [1:02:51] alley driveway within block one of the [1:02:54] flag Hopkins edition of North Aine [1:02:57] resolution number 2026-29. [1:03:01] Say I [1:03:10] » a second resolution. It's a request to [1:03:12] recommend approval of the resolution of [1:03:15] each city and distributed to the street [1:03:17] closure for spring national events. [1:03:20] Jesus [1:03:26] » seconded by council person. [1:03:35] All in favor of request recommending [1:03:37] approval resolution and authorizing the [1:03:39] city administrator to wave street [1:03:43] advance resolution number 2026-30. [1:03:46] Say [1:03:46] >> I [1:03:50] pass this. [1:03:54] Okay. Next item is discussion. [1:04:17] two weeks ago [1:04:22] to approve the forest fiber franchise [1:04:25] agreement and it was voted down um [1:04:28] because there was a lack of information. [1:04:30] uh because it was voted down now it has [1:04:32] to start over table we would have been [1:04:35] able to stop and restart with the [1:04:38] questions that been answered. So tonight [1:04:41] we have in we just we couldn't bring it [1:04:43] forward at the last meeting because we [1:04:44] didn't have anything on the agenda or [1:04:46] you guys can ask actual questions of the [1:04:48] people that are the experts in the [1:04:50] field. So tonight we have Lisa Marshall [1:04:54] from Canyon Descent, which is our our [1:04:56] attorney, uh, who wrote the franchise [1:04:58] agreement, and Liz Walker from Wireless [1:05:01] Policy Group, which is the [1:05:03] representative from Forge Fiber online [1:05:06] to answer any questions that you might [1:05:08] have. I know one thing that that [1:05:10] Councilman Shaw had was he was [1:05:13] questioning uh the list of the [1:05:15] infrastructure and I know that they're [1:05:16] working on that. They told me that [1:05:17] they're working on that. Part of the [1:05:19] problem is is they not everything has [1:05:22] been transferred yet. They don't even I [1:05:23] don't think they even know exactly what [1:05:25] they have at this point. They're but [1:05:27] they're in that process. So, um anyway, [1:05:30] u Liz and Lisa are available for any [1:05:32] questions you might have and and please [1:05:34] take advantage of because they are the [1:05:37] experts on this and and I am not I did [1:05:39] not write the fringes agreement. We had [1:05:40] our our attorney write the fringes [1:05:42] agreement. So, anyway, thank you. [1:05:45] >> Anybody have any questions? We also have [1:05:48] um I don't know if Tiffany Perez is she [1:05:51] also a representative. [1:05:59] » Hi I wanted to talk about church. Um [1:06:06] second we'll come to the second public [1:06:07] comment period. Okay. [1:06:10] >> Okay. [1:06:11] >> Thank you. [1:06:13] and I want to spend the rest of my life. [1:06:20] » Well, I Rick mentioned it and uh as I [1:06:23] brought up last time when we looked at [1:06:25] it, there were questions uh that came up [1:06:28] about what the inventory um was, what [1:06:31] they had, what they didn't have. And I [1:06:34] think my push was that whatever they say [1:06:38] they have included in ask them and I [1:06:41] understand from that they're working on [1:06:43] creating that be included in the [1:06:45] contract in the back contract of the [1:06:47] franchise or if if there is not any then [1:06:52] that's stated that there isn't any uh [1:06:55] what I hear is that they're trying to [1:06:57] find out what they have and that was the [1:07:00] push that was the caution from my [1:07:03] discussions with the IT people at the [1:07:06] PUB was that quite often we have a gray [1:07:10] area or lack of understanding of what [1:07:13] exactly is included with franchise [1:07:15] agreement and it leads to significant [1:07:18] problems down the road in time and [1:07:20] money. So as we go forward sounds like [1:07:23] they are working on creating an [1:07:24] inventory what was passed down and if [1:07:28] that all comes together I have no [1:07:30] difficult [1:07:40] during this discussion um per Robert's [1:07:42] rules of order this would need to come [1:07:45] back by someone who voted no um when [1:07:48] this was originally brought forward. So [1:07:50] once we have these answers to these [1:07:53] questions, just please bear that in [1:07:55] mind. This cannot be brought back to the [1:07:57] table for the council to vote on unless [1:07:59] someone who voted no is going to bring [1:08:01] it back to the table. side. [1:08:06] Um, so this conversation with the PUBG [1:08:10] that [1:08:12] um [1:08:15] I I just um a little so the PUB advised [1:08:19] and like gave you advice to [1:08:22] >> I took I I read it I read it in depth. I [1:08:25] asked a few people and I found that the [1:08:27] people that were expertise on this issue [1:08:29] or had some expertise that we deal with [1:08:32] are our friends with the community and I [1:08:34] sat down and talked to them about things [1:08:36] that we should look at when they look at [1:08:38] this topic and it stuck out to me the [1:08:41] fact that this could you couldn't tell [1:08:44] from reading this agreement initially [1:08:46] whether it was a new agreement or [1:08:48] whether it was a series of transfers. [1:08:50] That was that was not clear in reading [1:08:52] the agreement. And then in asking that [1:08:54] question back to our city attorney, it [1:08:58] was stated that oh no, there are no [1:09:00] transfers. This is a they asked for an [1:09:03] entirely new thing. So just trying to [1:09:06] avoid the issue of [1:09:10] what are ghost polls, what are un [1:09:13] undocumented closets, who [1:09:17] what assets might go with this [1:09:19] franchise. Now, as I understand how [1:09:21] franchise agreements work, and I'm not [1:09:23] an expert, but I know how to ask the [1:09:25] question, um [1:09:28] are if there's no asset or no transfer [1:09:30] from these previous u agreements that go [1:09:34] back through [1:09:35] um these other companies, it's really [1:09:38] easy to state that in the contract and [1:09:41] the franchise agreement that this [1:09:43] reflects no past or existing. And if [1:09:46] there are past or existing assets, those [1:09:50] are in the contract so that they [1:09:51] reflected what we're giving franchise [1:09:53] for. [1:09:55] Hope I'm not making it complicated, but [1:09:58] it was just it's it's a form. It's a [1:09:59] question of contract. [1:10:04] » So go back. Yeah, I was really hoping [1:10:06] that you would bring up what you were [1:10:08] mentioning during public works about the [1:10:10] how sometimes to solve this they do [1:10:13] what's called location the lo the [1:10:16] locating process we just basically it [1:10:18] was on basis of the franchise to go out [1:10:20] and try to find [1:10:21] >> yeah honestly the people we should be [1:10:25] talking to are the ones that are [1:10:26] spending their online [1:10:29] but yes the uh the lucky process will [1:10:34] identify where They you know they all [1:10:38] participate and pay in the service when [1:10:40] we go out the right way and we want to [1:10:43] know what's on the ground. We don't call [1:10:44] the PD call locate service and they come [1:10:47] out and they locate all the utilities in [1:10:50] the ground. They they know where they [1:10:52] know where things are better than than [1:10:54] or knows where they are. Right. So um [1:10:58] that's how we locate uh and and it's the [1:11:01] responsibility of whoever calls that [1:11:04] locate that's doing that work to ensure [1:11:06] that we know where the utilities are. Um [1:11:10] I I don't I'm not even sure we are [1:11:13] really clear on what drivers buy. So [1:11:17] there's there's like um you know they're [1:11:19] not buying all of assets or they're [1:11:23] buying the end user. they're not buying [1:11:26] the main buy agreement and I I really [1:11:29] encourage either Lisa Wolf to give us [1:11:32] some background of the the franchise [1:11:34] agreement or Liz to give us some [1:11:36] background on [1:11:38] this is not new. They they've gone [1:11:40] through this process all over the state [1:11:42] of Washington. He has written a number [1:11:44] of franchise agreements for other cities [1:11:46] in the state of Washington as they were [1:11:48] Cambridge just said which represents a [1:11:51] lot of different cities. So this is not [1:11:53] a new agreement. this is the same order [1:11:56] type of agreement that's been given to [1:11:58] us. So, um I'm sure that they can answer [1:12:03] these questions really clearly and uh [1:12:06] more [1:12:09] so my question for her would be is this [1:12:12] something that's usually documented in [1:12:13] these transfers? We usually have full [1:12:15] inventory list or is this something [1:12:17] that's just kind of undocumented? [1:12:21] Is is it is this unusual that we're [1:12:23] asking for this type of information just [1:12:25] a lot more information than we're are we [1:12:27] asking for [1:12:30] >> can I respond to that Liz? [1:12:32] Yeah, and I'm happy to I just want to [1:12:35] give her a chance to speak [1:12:36] >> again. I'm Lisa, sorry. I'm Lisa [1:12:39] Marshall. I'm Alex Kenyon's partner um [1:12:41] Kenyon Decent and I do a lot of [1:12:43] franchise agreements. What I would like [1:12:45] to do is just give you the guard rails, [1:12:47] what we can ask for, what we can't ask [1:12:49] for, and then I'm going to turn it over [1:12:51] to Liz to um answer technical questions [1:12:55] about the infrastructure itself. Um, [1:12:57] oftentimes when franchises expire, there [1:13:01] isn't a real solid understanding of [1:13:03] where that infrastructure is. That [1:13:05] infrastructure location comes becomes [1:13:08] critical when construction is going to [1:13:10] proceed. So that's when 61 locate is [1:13:12] called. That's where we figure out where [1:13:14] the um where the infrastructure is so we [1:13:16] don't hit it. But it is not normal to [1:13:19] know exactly where everything is when [1:13:21] the franchise is drafted or when it's [1:13:24] executed. We define a franchise area. We [1:13:27] define the right ofway. And within those [1:13:29] definitions, we do not engineer the [1:13:31] location of the infrastructure. That [1:13:33] said, in all fairness to council member [1:13:35] Shaw, I do think it's um a legitimate [1:13:38] question to ask the carrier whether or [1:13:40] not there is infrastructure on the in [1:13:42] the ground or not. And if there is no [1:13:45] infrastructure on the ground, what the [1:13:47] plan might be. Um, I'll also add that locate um question does come up [1:13:53] from councils from time to time and this [1:13:55] is typically the way we answer it and we [1:13:58] also explain that when construction [1:13:59] comes um you know when it is imminent [1:14:03] then we do get all the information we [1:14:04] need. So I'm going to turn it over to [1:14:06] Liz at this point. [1:14:09] >> Okay. Good evening mayor, members of the [1:14:12] city council. My name is Liz Walker. My [1:14:14] address is 7436 South Ivy Way in [1:14:17] Centennial, Colorado. And I'm here [1:14:20] tonight on behalf of Forged Fiber. Um, [1:14:22] and I'll just give you an the very brief [1:14:25] version. Um, and I apologize if I'm [1:14:28] repeating anything, but Forge Fiber is a [1:14:30] subsidiary or an entity created by AT&T [1:14:33] to hold assets that they are purchasing [1:14:35] from Lumen. Um, and council member Shaw, [1:14:39] your question um is a good question [1:14:42] asking about um the the maps and the [1:14:44] locations of those assets that are being [1:14:46] purch purchased. And I have requested [1:14:49] that information and I've been told that [1:14:52] they're just trying to make sure [1:14:53] whatever I give over to you is as [1:14:55] accurate as possible. And so [1:14:57] unfortunately it's taking a little bit [1:14:58] longer and I apologize. some um for some [1:15:02] jurisdictions they've asked for maps and [1:15:04] I've gotten them right away and been [1:15:06] able to provide them and um I asked [1:15:09] again today right before the meeting and it's just they're they're just [1:15:12] trying to make sure that they that what [1:15:14] I give you is accurate in terms of the [1:15:16] location of the fiber that they are [1:15:18] purchasing. Um just to expand a little [1:15:21] bit um on on what they're purchasing [1:15:24] what Forge Fiber is purchasing from [1:15:26] Lumen um from uh it's technically Lum um [1:15:31] Lumen AT&T or Forge Fiber is purchasing [1:15:33] the F2 fiber which starts at the [1:15:36] neighborhood cross connect and ends at [1:15:38] the customer premises. So they're taking [1:15:41] a part of it and then Lumen is keeping [1:15:44] the part um called the F1 fiber which [1:15:48] starts at their central office and goes [1:15:50] to that first cross connect panel. So [1:15:52] one of the questions that I was asked [1:15:54] which was a really a question we've had [1:15:56] before is you know why is it just an [1:15:58] assignment of of a franchise or or why [1:16:01] does Forge Fiber need their own and they [1:16:03] need their own for that reason because [1:16:05] they're not buying the whole thing [1:16:06] outright. they're they're buying certain [1:16:08] a certain portion of the assets. Um so [1:16:12] and again just a I apologize for not [1:16:15] having uh the map. Um like I said, it's [1:16:19] something that we've provided to other [1:16:20] jurisdictions when asked and what I was [1:16:23] told today is that they're still um [1:16:25] reviewing the information to make the [1:16:27] determination um and just you know vet [1:16:30] the information I'm giving you so that [1:16:31] we can have accurate information [1:16:33] provided. But as soon as I have that um [1:16:36] I will have that over to um uh Rick uh [1:16:41] Sanger and um I'll send it to Lisa too [1:16:43] so that you guys will have that [1:16:45] information as soon as I get it and I'm [1:16:47] happy to answer any other questions. [1:16:51] >> This is John. Thank you very much. [1:16:53] That's very helpful. [1:16:57] » Any other questions? [1:17:02] » Thank Thank you very much. We appreciate [1:17:03] your time. Thanks for staying up. [1:17:07] >> No problem. [1:17:10] >> Happy to. [1:17:14] » We're still discussing this. [1:17:16] >> Oh, you want to discuss it? [1:17:17] >> Yeah. [1:17:19] >> With with John after [1:17:22] that we're getting the map. [1:17:24] Would you be willing to entertain [1:17:26] bringing it back in? [1:17:28] >> Oh, I I'm going to have to listen to [1:17:31] what the proper form is. I I'm assuming [1:17:34] that they're going to update contracts [1:17:36] and include the maps. [1:17:38] >> Yeah. [1:17:38] >> And as appendices to the contract that [1:17:41] come in that answers the question, we [1:17:44] know what we know where we're starting [1:17:46] from and we find I I'm in no way against [1:17:52] moving forward. This is just about I [1:17:56] think an obvious and I think you can [1:17:58] hear that it's not a comment they have [1:18:04] since you don't have to vote down [1:18:08] >> because that I'm happy to do well [1:18:12] >> we have but we need [1:18:13] >> a legislative break to get their [1:18:15] documents in line and then I can help [1:18:17] John with the proper motion for bringing [1:18:19] it back in at the end of August. I'm [1:18:21] just looking at from a business [1:18:23] standpoint. I'm assuming that what I'm [1:18:25] hearing is Liz at all is going to come [1:18:28] up with details that go to Rick and [1:18:31] Arley Center and be included in an [1:18:34] update of the franchise agreement that [1:18:37] then we're all going to be having to [1:18:39] >> Yeah. [1:18:41] >> The point I'm coming from is that from [1:18:42] what I understand that you're not [1:18:43] worried about what the information is [1:18:45] going to happen and you're just worried [1:18:47] more about that the information just [1:18:48] appears to be. I think in listening to [1:18:51] some other people having uh having a [1:18:54] bakery and uh and the absolute [1:18:57] uncertainty of what the assets are, what [1:19:00] they're getting, what's on the ground, [1:19:02] especially right now as I'm we're [1:19:04] having, you know, we have multiple fiber [1:19:06] optic links coming through town. We have [1:19:08] a lot of stuff like this that's going to [1:19:11] be happening and we really know where [1:19:13] everybody lives. So, not that not that I [1:19:15] kind of wanted to undermine it at all, [1:19:17] but I asked I asked them do they see [1:19:21] issues and they're very positive. They [1:19:23] absolutely you got you know we need to [1:19:25] do this and support it. But it was about [1:19:28] when we see problems, it's because [1:19:31] somebody forgot to include somebody. [1:19:34] didn't know something and it [1:19:36] takes months and months to sort out uh [1:19:40] something that could have easily been in [1:19:42] the contract at the beginning. [1:19:45] uh who who belonged to what especially [1:19:47] when I was listening to the full version [1:19:50] of [1:19:52] them going from Lumen to another company [1:19:54] to begin with AT&T and now I understand [1:19:58] they want to take some of those assets [1:20:00] into forging vibrant so I really want to [1:20:03] make sure you understand I'm not [1:20:04] negative about it I just see it as you [1:20:07] need to have the inventory or or not or [1:20:09] an understanding that there is stuff I [1:20:13] do am I answering Yeah. Yeah. [1:20:16] >> And I'll do whatever we need to do. [1:20:21] » Everybody else before legislative break, [1:20:24] but if it's not necessary [1:20:28] >> and I doubt that they got a clock going [1:20:30] on on this course is going to worry [1:20:32] about whether we're done by August. [1:20:35] >> I just think we'd be doing a better time [1:20:37] when are diligence. So we had the [1:20:41] updated contract on there. It has the [1:20:43] map with the list of everything or [1:20:45] something that says we don't have a list [1:20:47] and here's why. [1:20:50] >> It just like not having again not trying [1:20:52] to persuade it at all but like not [1:20:54] having the franchise agreement just kind [1:20:56] of limits what they can do right away. [1:20:58] So um I don't think that will create a [1:21:01] problem. It sounds like we could wait [1:21:02] until after the legislative break. Is [1:21:05] that so? Um I'm not hearing any urgency [1:21:08] item. This would take three readings, [1:21:10] right? [1:21:11] >> I'm sorry. [1:21:12] >> This approval of the agreement would [1:21:13] take three readings. Is that right? An [1:21:16] ordinance, not a resolution. [1:21:17] >> Mhm. [1:21:18] >> So, we even if we did the first, it's [1:21:21] just it's just an agreement. It's just [1:21:22] one rating. [1:21:33] » Special committee items. Council [1:21:35] president. [1:21:37] I'd like to make a motion to approve the [1:21:39] first reading of bill 26-14 allowing the [1:21:42] creation of a youth council. [1:21:43] >> Seconded [1:21:48] by council person discussion [1:22:02] is there any discussion? I just want to [1:22:04] say I'm looking forward to this and I [1:22:05] hope that we get applications to really [1:22:09] build this out and let it be the success [1:22:11] story. [1:22:17] » Yes. [1:22:18] >> I actually was just I I know that Justin [1:22:20] had some interactions with youth about [1:22:22] this already and I wanted him to share [1:22:24] with us what he told me earlier. [1:22:27] >> Yeah. So, uh, for this council, it [1:22:31] there'll be like five members and two [1:22:33] alternates. Um, and it'll be ages, I [1:22:36] believe, 14 to 20. [1:22:38] >> Yes. [1:22:38] Uh, which opens the door to so many [1:22:41] more people honestly. And I've talked to [1:22:44] a few of my friends and about three of [1:22:46] them have interest in joining this [1:22:48] council. Um, so we'll see if they [1:22:51] actually do once we get it all moved [1:22:53] along. But I think this will really [1:22:56] allow the youth to have more of a voice. [1:22:59] Um, I know I'm limited and Aiden is [1:23:01] limited, but when there's five kids [1:23:03] altogether, stuff can really happen. [1:23:10] » Okay. [1:23:10] >> Um, does that include um eighth graders? [1:23:14] >> Yes. [1:23:18] Any more discussion? Yeah. [1:23:24] Um so [1:23:26] like on the council the youth council um [1:23:30] there will be a chair and a vice chair. [1:23:32] The chair will be the main student rep [1:23:35] and then the vice chair will be the [1:23:36] alternate student rep. [1:23:38] >> Yeah. So you won't be chair. [1:23:44] » All right. See no more discussion. All [1:23:47] in favor of the first reading request [1:23:50] foundation recommending the city council [1:23:53] approve the use [1:23:59] to approve the use council bill number [1:24:03] 26-4 [1:24:05] say I [1:24:07] >> oppose. [1:24:09] Thank you. [1:24:11] Next, we have a request recommending the [1:24:13] city council approved for the mayor to [1:24:16] appoint two individuals to the library [1:24:18] board. Accept this request. [1:24:30] » Is there any discussion? [1:24:35] » Typically, when you have appointments on [1:24:37] the agenda, their names are listed. I [1:24:40] understand that it's in the pocket, but [1:24:41] you know, I'm off the top of your notes [1:24:43] on the two meeting. [1:24:54] » It's uh Beverly Wilkinson and Kaitlyn. [1:25:17] Hi. [1:25:26] A motion to approve resolution 2026-28 [1:25:30] submitting a proposed trial for the [1:25:32] qualified voters of the city for their [1:25:34] approval or rejection. Approval or [1:25:36] rejection [1:25:40] » second. [1:25:50] All right. Um, so the decision for you [1:25:53] tonight is likely one of the most [1:25:54] significant votes that you'll make as [1:25:57] members on the council. The yes vote [1:25:59] does not mean does not decide the future [1:26:01] of the council. It simply gives the [1:26:03] people to you represent the opportunity [1:26:05] to decide themselves. This is about [1:26:07] allowing the residents of Aberine to [1:26:09] have a voice. As elected officials, your [1:26:11] role is to represent the community and [1:26:14] ensure their voice is heard. Voting yes [1:26:16] allows that process to happen. If this [1:26:19] measure does not move forward and you [1:26:21] personally oppose it, I encourage you to [1:26:23] make your case to the public and explain [1:26:25] why you believe they should vote no. [1:26:27] That's how democracy works. Let let the [1:26:31] voters hear both sides and make their [1:26:32] final decision. [1:26:34] Yeah. [1:26:37] >> Any other discussion? [1:26:40] Um well I just feel like it was kind of [1:26:43] something that I would like to discuss [1:26:45] as a council of which we really haven't [1:26:48] done before um you know giving it to the [1:26:51] city to vote on it. I'm a little [1:26:53] concerned about group think as of as [1:26:56] opposed to u disagreement within the [1:26:59] council. I think, you know, more heads [1:27:01] prevail sometimes with putting in some [1:27:04] other ideas and, you know, representing, [1:27:06] you know, the different factions within [1:27:08] the city. Um, we can let the city vote [1:27:10] on it, but sometimes their vote is un [1:27:14] educated. You know, they don't really [1:27:16] know for sure. They just think it's a, [1:27:18] you know, a good idea to limit it. But I [1:27:20] see some cities that have, you know, [1:27:23] moved into this um particular kind of [1:27:26] sixperson vote and they get into group [1:27:28] think and the city kind of just goes one [1:27:31] direction. [1:27:33] Um so I would like to discuss it as the [1:27:35] council and put our, you know, our um [1:27:38] ideas out there for, you know, for me um [1:27:42] you know, I've enjoyed my time on [1:27:44] council. I don't really intend to run [1:27:45] again, but I like the fact that, you [1:27:48] know, there's a lot of people that are [1:27:50] not a lot of people, but more people to [1:27:52] kind of put their opinions in and to [1:27:54] share, you know, thoughts and concerns. [1:27:57] I think we've saved the city some money, [1:27:59] um, from making some, you know, mistakes [1:28:02] maybe that we could have made. But, um, [1:28:04] anyway, that's my thought on it. [1:28:07] >> Person [1:28:11] shop. [1:28:12] >> Yeah. Um, I'd like to speak on this. Um, [1:28:15] as someone who has been here 38 years, [1:28:18] and for all 38 years, there's been a [1:28:20] discussion in Aberdine and Oakland about [1:28:23] reducing council size for efficiencies [1:28:25] and different reasons. And I'm I'm told [1:28:28] by some historically minded friends, [1:28:31] better suited than I, that it goes back [1:28:33] 50 to 60 years. We there have been [1:28:36] various discussions of reduction. This [1:28:39] isn't to me anything about the current [1:28:41] council. This is a this is a topic [1:28:43] that's been going on for quite a while [1:28:46] during the election campaign and in [1:28:48] recent years has been discussed [1:28:49] regularly and I think it really comes [1:28:52] down to letting this go to the voters. [1:28:56] We have developed a habit here at the [1:28:59] city to uh create um new polls to create [1:29:06] basically we're going to the public all [1:29:08] the time asking for their opinion on [1:29:11] everything from what our budget should [1:29:12] look like to how to what we should be [1:29:15] prioritizing at the city. And I think um [1:29:18] I think it is in good form and walking [1:29:21] the walk to ask the citizens of this [1:29:25] question that's been out there for a [1:29:26] long long time. And I think it is a [1:29:29] mistake to not allow it to go for [1:29:33] citizens vote. And again I I came into [1:29:38] this I'm new on the council. I've [1:29:40] watched this exhibition for a long time. [1:29:43] And this is just about giving Aberdine a [1:29:46] chance and the voters to have a say. We [1:29:49] ask them all the time. We got QR codes [1:29:52] on the wall when we're asking people how [1:29:55] we should do things. We can't be afraid [1:29:58] to let this go to [1:30:00] >> Thank you. [1:30:03] Uh, I just want to second what council [1:30:06] member Shaw was saying and while I was [1:30:08] campaigning and also just talking to [1:30:10] people, this has been a topic that comes [1:30:14] up almost every time I'm talking to [1:30:16] somebody. Um, the the voters in our city [1:30:18] care about this topic a lot. And for me, [1:30:22] it just comes down to letting people [1:30:24] decide how they want to be represented. [1:30:27] And I just can't see any reason why we [1:30:29] wouldn't let people decide the number of [1:30:31] people they want represented them. [1:30:33] >> Thank you. [1:30:41] » Um I have prepared a pretty long [1:30:44] statement but I'm going to try my best [1:30:45] to summarize it as most of what I had [1:30:48] planned to say has already been shared. [1:30:51] Um but just a couple key elements I want [1:30:53] to make sure that we are pointing out [1:30:55] there. Um, this isn't changing the board [1:30:57] boundaries. This specific proposal [1:31:00] doesn't shorten anyone's term. [1:31:02] Most importantly, we are not voting to [1:31:05] reduce it. We're voting to allow the [1:31:08] voters to have that decision. Um, I [1:31:11] think, you know, as a council member, [1:31:14] you don't have to personally support the [1:31:16] reduction of council um [1:31:20] to allow someone else to allow the voter [1:31:22] to vote. Those are two very different [1:31:25] decisions. [1:31:28] I understand there's some legitimate [1:31:29] arguments for keeping 12. So they [1:31:32] believe that, you know, two forward [1:31:34] provides you with some greater access or [1:31:36] perspectives of the dis. And I I do [1:31:38] respect that position. [1:31:40] This choice about representation should [1:31:42] belong to the voters. Those who voted [1:31:45] for us and elected us to represent them, [1:31:48] not those of us sitting up here. That's [1:31:51] why this has been brought forward. This [1:31:53] is why I've pushed so hard for it since [1:31:55] I've been on council and that's why I [1:31:57] will be voting yes and [1:32:00] pass this through. [1:32:02] >> Thank you. Any other discussion? [1:32:13] like this new idea of it being devoted [1:32:16] to people, [1:32:18] but I think the timing is at a very [1:32:21] stressful point and allows a lot of us [1:32:23] work really hard to get here. And at the [1:32:25] end of my four-year term, I would like [1:32:27] to rewrite to keep those same ideas and [1:32:31] programs and process that I've been [1:32:33] doing now for since 2018 is when I [1:32:35] started. [1:32:37] And for me, just to hand over everything [1:32:39] I've worked for and everything that I am [1:32:42] pushing for is to I still need to go [1:32:45] bathroom. That was our first [1:32:47] conversation. [1:32:50] » That's something we can all agree on. So [1:32:52] I mean [1:32:55] I see it's very there's a divide right [1:32:57] now. If we were a vote right now, it [1:33:00] would leave it to where [1:33:03] six people be represented by one. Six [1:33:06] people [1:33:08] have no voice in the council. I think [1:33:11] this is a good time for I think it would [1:33:14] be a reduction Sunday would be good. But [1:33:15] now [1:33:18] it puts too long of a gap where there's [1:33:20] a huge portion of the vote that was [1:33:22] recently voted on and we're greed by by [1:33:24] the people but our voice will be unheard [1:33:28] for that period until we have a chance [1:33:30] to run again [1:33:32] and I think that's unfair that's the [1:33:34] only thing I that's unfair [1:33:40] strange catalyst the world [1:33:44] Um, [1:33:52] » yeah. [1:34:02] Is there is there any other [1:34:06] way? [1:34:08] >> I was going to say I've been a proponent [1:34:10] and spoken publicly about drinking the [1:34:12] council since I was running. I've had [1:34:14] multiple people come to me as as I was [1:34:16] campaigning beforehand even even now [1:34:19] it's just like still this discussion [1:34:21] continues to come up and come up. So I'm [1:34:25] putting this to a vote for to the people [1:34:27] to vote for this. [1:34:29] My second point just [1:34:33] » okay that was my second point is all [1:34:35] sweet council with all of the senior [1:34:38] members who have been fighting for close [1:34:40] to a decade now [1:34:42] it'll be all fresh blood and all the [1:34:44] things we've been fighting for sweep on [1:34:46] the road [1:34:47] and that is being is not fair. It's it's [1:34:50] not very [1:34:52] it takes all of our work and all of our [1:34:54] voice. It's this community. [1:34:58] It's not they're not voting reducing the [1:35:00] council. They're voting voice [1:35:10] and that [1:35:13] not [1:35:15] you'll fail as a super majority. [1:35:28] again. [1:35:29] >> No. [1:35:30] >> I have to say no. [1:35:33] >> Yes. [1:35:35] >> Nipper. [1:35:36] >> No. [1:35:37] >> Fredo, [1:35:38] >> yes. [1:35:39] >> Ragic, [1:35:40] >> yes. [1:35:40] >> Shaw, [1:35:41] >> yes. [1:35:42] >> Swore. [1:35:43] >> Yes. [1:35:44] >> Taylor, [1:35:45] >> no. [1:35:46] >> Wilson, [1:35:47] >> yes. [1:35:48] Motion does not pass with points. [1:35:53] Go ahead. [1:35:56] >> The last item on the agenda for special [1:35:59] committee items [1:36:01] on the ethics committee findings [1:36:03] regarding ethics and conduct violation [1:36:06] complaints. We'll look forward to [1:36:08] discussing. [1:36:12] » I suppose it remains here. [1:36:15] We haven't discussed that. together. [1:36:20] » There's nothing within the code that [1:36:21] says that we need to recuse yourself [1:36:23] discussions. [1:36:38] » So, are we open for discussion? [1:36:40] >> Yes, we're open for discussion. Would it [1:36:43] be better if you find something a little [1:36:46] shocking or disconcerting to present it [1:36:48] in a, [1:36:51] you know, email or letter? I mean, we're [1:36:52] not supposed to send something out to [1:36:54] everyone, but rather than just say it, [1:36:55] you know, in public meeting, but it' be [1:36:57] better to just share your concerns and [1:37:01] be emailed. [1:37:05] » Oh, sure. [1:37:07] I'm just wondering, you know, if you [1:37:09] find um something a little shocking or [1:37:11] disconcerting, would it be better to [1:37:13] rather than just to say it publicly in [1:37:15] the in the moment to share it in an [1:37:18] email or a letter? We've had, you know, [1:37:21] people do that. So, um [1:37:26] is that what is that what we prefer? [1:37:29] I think that would be up to the Are [1:37:30] >> you talking about this particular issue [1:37:33] or [1:37:33] >> Yeah, this particular either this [1:37:35] particular issue. Would it have been [1:37:36] more appropriate to share the concern in [1:37:39] an email or a letter to the council? [1:37:41] >> My concern? [1:37:42] >> Yes. Your concern with the fact you know [1:37:45] that um people were voting against [1:37:48] people who wanted to volunteer their [1:37:49] time. [1:37:50] >> Oh, if I would have calmed down or wrote [1:37:51] something more eloquently, I see if I [1:37:53] can defend myself. I wasn't meaning to [1:37:55] discussing wasn't the word. I just meant [1:37:57] that I felt it was unnecessary. [1:38:02] » Yes, it wasn't due to their [1:38:05] qualifications for the position. It was [1:38:08] a personal noble in my opinion in my [1:38:12] opinion. [1:38:22] » I just I just I felt it was unnecessary. [1:38:25] There's been a lot of other committees [1:38:26] where the people that were [1:38:29] the opposing side has pushed through [1:38:31] without a single link or non [1:38:50] as a representative [1:38:54] It's supposed to be part of something I [1:38:56] feel and that's why I try to keep it [1:39:02] as [1:39:11] saying that express my opinion on what I [1:39:14] felt was unnecessary but was not a big [1:39:16] sanction publicly [1:39:19] lack of [1:39:22] choice of words and [1:39:25] I'm sorry. [1:39:28] >> I'll just I'll just add that my concern [1:39:31] with the ethics committee was that it [1:39:33] would be used as you know it would be [1:39:34] weaponized and and I've seen that I've [1:39:38] seen that go on and that's disconcerting [1:39:40] to me. I think it creates a lack of [1:39:41] trust. So that's my opinion. [1:39:52] I have every right to vote how I feel on [1:39:59] the appointments to a thing and I can [1:40:02] repeat some conversations I had with one [1:40:04] member uh that we voted for and I don't [1:40:08] think you would be surprised that I [1:40:10] voted against them. And if you bothered [1:40:13] to ask why, you might have found out [1:40:16] instead of telling me I'm disgusting. [1:40:20] That's all I have to say. [1:40:25] I want to ask David. Dave, uh, something [1:40:27] that catches my ear is our side. You [1:40:30] explain that because to me that's really an important discussion. [1:40:36] I don't see any sides and I'm done with [1:40:41] fine. No, there's no sides. You're [1:40:44] right. There is. Okay. So, can you tell [1:40:46] me what you mean by that? It's kind of a [1:40:49] straight question. [1:40:51] >> Let's see if we get any physical signs. [1:40:55] Some of them would be destroyed. Some of [1:40:56] them wouldn't even though they're [1:40:57] sitting side by side that show the [1:40:59] direct compositional sides. It shows [1:41:02] that there's a [1:41:04] and that's that's what you're thinking [1:41:05] when you say our side. [1:41:10] It's an honest question. I want I want [1:41:12] to learn because I I'm on here and I [1:41:15] have I don't have any interest in sink [1:41:17] sites. I want that to be really funny [1:41:20] when I share it. I want to know I want [1:41:22] to know where this is coming from. [1:41:24] >> John being involved. [1:41:26] >> Oh, I've been watching this council for [1:41:28] a while so I think I know. [1:41:31] And so I offense to to me saying that I [1:41:34] feel like I'm being targeted by by an [1:41:37] opposition. [1:41:39] I'm not part of me. I'm not there's an [1:41:42] organized group that is targeting me. [1:41:46] >> I don't feel that way. I mean, [1:41:48] >> okay, we'll have a discussion. Let's you [1:41:50] and I get together. We'll have a [1:41:52] discussion about that in [1:41:54] I'd like to see if we have something [1:41:57] going on in this city and in this [1:41:59] council under this chamber where someone [1:42:02] feels targeted, [1:42:04] we have to deal with that. And I'm not [1:42:07] that that's a serious issue and and [1:42:09] let's talk about it. [1:42:12] Okay. It's unfortunate where that that's [1:42:14] a discussion, but yes, I am bringing [1:42:17] that to the table. So, why don't you and [1:42:19] I get together? Get together. [1:42:22] >> There's [1:42:24] ever since the rally card [1:42:38] making a vote to remove our president [1:42:42] time knowing [1:42:44] that we do have a post ambassador. [1:42:47] very similar circumstances to the way [1:42:49] that the doctors [1:42:52] can. [1:42:55] So if there was no as you're saying no [1:42:58] targeting the three people that were [1:43:00] picked who ran for that you [1:43:07] » act thank you [1:43:09] those three if it was three other ones I [1:43:11] am darn sure it would have passed with [1:43:13] no problem [1:43:15] so you can't tell me that it's not I've [1:43:18] sat here for many years and I've watched [1:43:21] it and over and over and over it's [1:43:24] specific groups specific people and you [1:43:27] can't deny that [1:43:30] >> and if you don't see it [1:43:31] >> well then you have blinders [1:43:33] >> I got to tell you [1:43:34] >> I voted for the people that were brought [1:43:36] forward through the process and that's [1:43:38] as simple as that and that's how we need [1:43:41] business and carrying this stuff forward [1:43:44] you know and basically dropping this [1:43:46] baggage in front of the safety [1:43:49] and maybe getting in the way of doing [1:43:51] the business of the city which is what [1:43:53] this is [1:43:55] um concerns me. So, we need to sit down [1:43:57] and put that stuff away. I agree. [1:44:01] There can't be a division like that [1:44:04] going forward. [1:44:05] >> I I I fully agree with you that there [1:44:07] shouldn't be a division, but there is. [1:44:11] >> And and you know, the other side is just [1:44:12] let's just remember that when we come [1:44:14] here, this is a nonpartisan. [1:44:16] >> Absolutely. You know, just remember that [1:44:19] it's a nonpartisan body and you can you [1:44:22] are all made up of your personal [1:44:24] opinions. We understand you're free to [1:44:27] have those. [1:44:29] Go ahead. [1:44:30] >> Sorry. I just wanted to reiterate that [1:44:32] we all can vote independently how we [1:44:35] want to vote and as expressed by council [1:44:38] person Fredo that his reason for voting [1:44:41] no was specific because he had been [1:44:43] engaged with one of those people who had [1:44:46] very negative comments to say in public [1:44:48] forum. So I can fully understand that if [1:44:52] I had someone out here who was calling [1:44:54] me some sort of names or something I'm [1:44:57] not going to bug them in. Why why would [1:44:59] I do that? So you're right. You should [1:45:01] put yours aside. Shouldn't you? Or [1:45:03] should you not put that negative and [1:45:06] look at [1:45:07] >> Yes. [1:45:11] » Sorry. [1:45:12] >> I I know this is on me and I want to let [1:45:17] people know that I in no way intended my [1:45:21] vote to be political. It was not. I [1:45:25] looked at what the results might be of [1:45:29] certain people being on the committee [1:45:32] and I'm looking at the best outcome for [1:45:35] the city had nothing to do with none. [1:45:40] But I must say that when you said that [1:45:44] people that uh voted no were disgusting, [1:45:49] it made me think twice about should I [1:45:52] ever vote against him again? [1:45:55] you know, should I always wait and hear [1:45:57] what he's going to vote so that he [1:45:59] doesn't turn around and they [1:46:03] >> But I [1:46:05] that I'm just saying I that was not my [1:46:08] reasoning. It was not political. I did [1:46:11] not do anything. I prompted that was not [1:46:17] security. [1:46:18] >> So I So first I I would like to say I do [1:46:22] not believe that Mr. called any bud [1:46:25] disgusting. He called the action, [1:46:28] not the people. I've just heard twice [1:46:31] from two people on the council that they [1:46:35] took it personal was they were called [1:46:36] disgusting. That was not the intent. I [1:46:40] can clearly see that cuz I was sitting [1:46:42] here. Secondly, we do need to put aside [1:46:46] our personal feelings, how we feel about [1:46:50] somebody, [1:46:51] and vote on the ability for them to do a [1:46:56] good job, not how we personally feel [1:47:00] about somebody. [1:47:02] And and and in my opinion, this is my [1:47:06] opinion, I believe that that's what Mr. [1:47:07] Gay was saying. [1:47:11] I remember more as to not discourage [1:47:14] people from applying from the position [1:47:16] of we start trying to pick favors when [1:47:20] there's only three out. It's not like [1:47:21] there was an actual vote being presented [1:47:22] as who was going to win over who who was [1:47:26] prepared by by choice. It was it was [1:47:29] just a it was a it was a technicality [1:47:32] breaking them through because they're [1:47:33] the only ones that apply and by saying [1:47:34] no it was just a slap in the face to to [1:47:38] how things should operate. So, [1:47:45] » so I I've been waiting to let everyone [1:47:47] have their their things so that I could [1:47:50] address some of these um concerns. Um [1:47:53] when the ethics committee met, we were [1:47:55] very sensitive to all of these concerns [1:47:57] and we shared them. We discussed the uh [1:48:01] fear that had been expressed to we've [1:48:03] heard previously about the um ethics um [1:48:07] being weaponized and um and we discussed [1:48:11] all this at length and the reason that [1:48:14] we came to the conclusions that we did [1:48:16] is we found that um a couple of the [1:48:20] issues were not not supported. Um but [1:48:23] the tone of voice and um calling [1:48:28] someone's votes in a derogatory manner [1:48:30] that that was that was supportive. [1:48:33] Whether you know you are allowed to [1:48:35] disagree certainly um but we just felt [1:48:39] that um by calling somebody's choice of [1:48:42] votes disgusting that was crossing the [1:48:45] line of the letter of being professional [1:48:48] and working in a professional way. That [1:48:51] was why we came to the decision that we [1:48:52] did and it was unanimous. [1:48:56] >> Do you guys [1:48:59] get to that? [1:49:02] >> I just wanted to also [1:49:07] » and we take the vote as a as a council. [1:49:11] We're not always going to win. It's not [1:49:13] always going to be the vote that we [1:49:14] want. Everyone just happened tonight. [1:49:16] But I was just very happy. [1:49:18] But as a council, whether we whether [1:49:22] we're on the winning side or not, we're [1:49:24] obligated as a council to stand by that [1:49:26] decision as a group, as a unit, and our [1:49:30] individual opinions. [1:49:33] Isn't is that's not the point. The point [1:49:36] is as a group, we've come together and [1:49:38] we've made a decision in democracy. That [1:49:41] decision wins. It doesn't mean that we [1:49:43] attack people who didn't agree with us. [1:49:46] That's [1:49:48] I'm not saying one way is right or the [1:49:51] other. I'm just saying in a democracy in [1:49:53] this council [1:49:56] we make a decision. We as as a group [1:49:59] have made that decision whether it's the [1:50:02] one that we chose or not and we must [1:50:05] stand by it. In the past this council [1:50:07] has not stood by decision and that was [1:50:11] completely wrong and unethical. [1:50:14] moving forward, we need to stand by the [1:50:16] decision of the council and whatever the [1:50:18] vote is, we all need to [1:50:20] swallow whatever anger we have inside [1:50:23] and stand behind that vote because we [1:50:25] are a council. We we're we're united and [1:50:28] we are of course united, but [1:50:30] individually we're not [1:50:34] sorry. No, that's my my [1:50:39] when you were 11, I invoked [1:50:44] Have I ever feel uncomfortable? [1:50:53] » I have a couple of comments. [1:50:54] >> Yes. [1:50:56] Excuse me. I need to go get to either. [1:51:01] >> My only [1:51:03] this is, you know, I feel like this is a [1:51:05] discussion. [1:51:07] We're not here to make words and [1:51:09] discuss, you know, what decisions have [1:51:11] been getting in the past or how votes [1:51:13] have gone in the past, how we've acted [1:51:15] after voting. We're here to talk about [1:51:18] this one instance. And what this one [1:51:19] instance comes down to is support, [1:51:23] an obligation that each of us holds, to [1:51:26] have disagreements with respect, to [1:51:28] speak with each other with respect, have [1:51:31] attack, [1:51:34] and just a little bit of kindness. [1:51:37] So [1:51:39] that that's all I all I have to add to [1:51:41] that. [1:51:47] » Go ahead first. [1:51:51] » I [1:51:56] Oh gosh. If somebody's yelling at you on [1:51:58] screen, cursing at you, does your [1:52:00] personal opinion, what they're saying [1:52:02] really affect what they're yelling at [1:52:04] you? Because you can look [1:52:08] up these people and look at their [1:52:10] comments about our council or see [1:52:14] actions and they're not like you know [1:52:21] from mind [1:52:26] decision [1:52:34] process not just kind of [1:52:41] this wasn't party affiliation [1:52:48] by the people [1:52:53] seeing their friend groups [1:52:56] to make decisions. [1:53:03] Um I can I say something [1:53:07] really? [1:53:08] >> Yeah. [1:53:08] >> Um [1:53:10] we spent I Katie uh finance director [1:53:15] Katie Williamson and I spent many many [1:53:18] hours um trying to follow reading [1:53:21] through code um trying to follow [1:53:24] everything to to a tea because we knew [1:53:26] how important this was. This is our [1:53:27] first time dealing with this. [1:53:30] We spent hours with our attorney getting [1:53:34] advice, figuring out steps that needed [1:53:38] to be made, ensuring cross, you know, [1:53:40] dotting our eyes, crossing our tees, all [1:53:42] of the things. And the result is [1:53:45] probably tens of thousands of dollars [1:53:48] collectively that we spent just handling [1:53:51] this issue [1:53:53] because [1:53:55] of like maybe there was a a way to talk [1:53:59] about this or to deal with it at a lower [1:54:01] level. I understand that this is [1:54:06] this exists [1:54:08] and that feels disrespectful. [1:54:12] Um, [1:54:15] I understand that these rules exist to [1:54:17] keep people safe and to provide a a [1:54:19] process and way a procedure for all of [1:54:22] you to to do this to to to be able to [1:54:24] air out your grievances. But I just want [1:54:27] you also to be aware [1:54:30] of the money that goes and the time that [1:54:33] pulls her away from the budget process [1:54:36] handling making sure our payments are [1:54:38] made, you know, utility bills, all the [1:54:41] things that go into it. So, I just I [1:54:43] also want you to be aware I'm not trying [1:54:45] to discourage you to not pursue this, [1:54:48] but I just want you to be aware of the [1:54:50] operational impact to the city that this [1:54:53] has. So, thank you. [1:54:57] Oh [1:55:07] Counc. [1:55:11] The amount of money and the time [1:55:14] is nothing if everyone hears sharing [1:55:16] their voice the way that they should be. [1:55:18] And accountability is the number one [1:55:21] thing that we should all be building [1:55:22] ourselves up to. Whether it's [1:55:24] accountability to each other, [1:55:25] accountability to the staff for [1:55:27] accountability to the people that voted [1:55:28] us up here and accountability to each [1:55:31] other comes up real quick when we look [1:55:33] at the fact that we just approved this. So yes, it might have taken a long [1:55:37] time this time. Yes, it might have cost [1:55:39] that much money which never came up in [1:55:40] our conversations and I wish it had but [1:55:44] nevertheless [1:55:46] it's the same thing I I shared with you [1:55:47] before. I mean accountability is [1:55:49] everything. So we can't be accountable [1:55:51] to one another. How can you ever build [1:55:52] trust? It's not going to be advertised [1:55:54] to break down this concept of us being [1:55:56] on two two sides, two teams. [1:55:59] And I'm not going to sit here and [1:56:00] pretend like it doesn't exist. But I'm [1:56:02] also not going to sit here and pretend [1:56:03] like I haven't spent the last two years [1:56:05] as council president trying everything I [1:56:07] can to break that down, trying to get [1:56:10] people on that other side to have [1:56:11] conversations with me, to meet with me, [1:56:14] to read an email and respond to it. [1:56:18] I can't make you work together. [1:56:23] So, there's one side or two sides. Maybe [1:56:26] we should all start looking in the [1:56:28] mirror. [1:56:33] » Thank you for the discussion. [1:56:39] One point if I could, but like I said, [1:56:41] Josh is upset. Josh since we were young [1:56:44] boys. [1:56:46] Josh, when I'm speaking at I honestly [1:56:47] didn't even know you voted. No, you [1:56:48] weren't even in my thoughts like even I [1:56:52] that's why I honestly I hadn't even [1:56:55] consider you as part of I didn't hear [1:56:56] you voted and I honestly didn't even [1:56:59] when I made that statement you weren't [1:57:01] even in my mind as one of the people at [1:57:04] all. [1:57:05] Sorry if you miss I honestly Dr. all of [1:57:08] those and I didn't even have you already [1:57:12] process [1:57:14] I apologize to you [1:57:17] that would not feel good [1:57:21] outside you and I got to have a nice hug [1:57:23] after this I'm sorry [1:57:30] » for a motion [1:57:31] >> are we ready for a motion [1:57:34] there's any more discussion [1:57:36] >> I'd like to make a motion to approve the [1:57:38] findings and conclusions of the ethics [1:57:40] committee specifically that AMC 2.2430 [1:57:45] A12 A and B were not sustained and that [1:57:49] AMC 2.2430 2430 A12 and P was sustained. [1:58:00] » Second [1:58:06] discussion. [1:58:10] » All in favor say I. [1:58:12] >> We need to do the house. [1:58:16] >> Okay. Thank you. [1:58:18] >> Francancy. Yes, [1:58:25] » we're voting on sustaining the findings [1:58:29] of the ethics committee. [1:58:31] >> Oh, should I even vote yes on this? I [1:58:33] should learn how to use better language [1:58:34] than not describing my displeasure. [1:58:38] » I have to say no because I think I'm [1:58:41] going to a little bit of a neuter but [1:58:43] that would be my coverage. [1:58:45] >> Yes. [1:58:46] >> Point. [1:58:47] >> Yes. [1:58:48] >> Nipper. Yes, [1:58:49] >> Fredo. [1:58:50] >> Yes, [1:58:51] >> Raj. [1:58:52] >> Yes, [1:58:52] >> Shaw. [1:58:53] >> Yes, [1:58:55] >> Taylor. [1:58:57] >> Wilson. [1:58:58] >> Yes. [1:59:00] Motion passes with 10 yeses of [1:59:04] >> like to make a motion to approve [1:59:06] administering the recommended verbal [1:59:08] admonition under AMC 2.24 [1:59:11] 050D. [1:59:17] I think we already you already [1:59:22] second [1:59:31] to get on [1:59:37] say no. [1:59:39] Yes. [1:59:42] No. [1:59:51] punishment. I'll say yes, but [2:00:04] you see there was three clues. Sorry, [2:00:08] David. [2:00:11] That's territori. [2:00:20] » The committee recommends that the [2:00:22] council approve and deliver the [2:00:24] following verbal admonishment. [2:00:27] Council member Gen, the city council [2:00:29] recognizes that the council members may [2:00:32] disagree on matters before the council [2:00:34] and may express differing views [2:00:36] concerning motions, appointments, [2:00:38] policies, and other official actions. [2:00:41] Such disagreements should remain focused [2:00:43] as coming to the subject issue action [2:00:48] decision under consideration and should [2:00:51] not become persevering demeaning towards [2:00:53] council members who hold a different a [2:00:56] different view or cast a different vote. [2:00:59] The council finds that characterizing [2:01:01] the votes of individual fellow council [2:01:04] members as disgusting in delivering that [2:01:07] comment in a confrontational and [2:01:09] disagreeable tone did not complain the [2:01:11] personal workplace standards required by [2:01:15] AMC chapter 2.24. [2:01:18] Council admonishes you and reminds you [2:01:21] that disagreement must be expressed with [2:01:24] professionalism, due respect, and [2:01:27] civility. [2:01:38] public comments. [2:01:50] Is there anybody else in the audience? [2:02:03] Um, what I was saying earlier, it was [2:02:05] just what happened. [2:02:07] This guy has not been here physically in [2:02:12] how many months? He's been online. He's [2:02:14] been on Zoom. This is the first time [2:02:15] I've seen him in forever. [2:02:18] Um there has been a lot a lot of mint [2:02:24] and bashing on the internet and that's [2:02:27] okay. That's you know that's everybody's [2:02:29] hearing his speech. [2:02:32] Um but I have brought up to other [2:02:36] council members why he hasn't been here [2:02:39] physically because I remember last year [2:02:42] you guys all got upset cuz Liz missed [2:02:45] three meetings. Is this word [2:02:49] physically? [2:02:52] So just keep that in mind. [2:02:54] >> Thank you. Before we move on to public [2:02:56] comments also can make a motion meeting. [2:02:59] >> I was ready. I'd like to make a motion [2:03:02] to extend the meeting to no later than [2:03:03] 9:15 p.m. [2:03:05] >> Seconded [2:03:07] by council person. All in favor say I. [2:03:10] Hi [2:03:17] to speak. [2:03:18] So I have to say that this is the [2:03:22] beginning people [2:03:27] and I thought oh my gosh I should have [2:03:29] talked in the beginning [2:03:31] realiz [2:03:34] because it didn't make a difference. [2:03:38] So I I've lived here my whole life. I [2:03:42] just recently been involved with city [2:03:44] council and I found out there were 12 of [2:03:47] you. But I do know one thing life is my [2:03:52] neighbor. He's on the city council. Wait [2:03:55] signs. He didn't come in my door. I [2:03:57] don't even know what he stands for. It's [2:04:00] because he ran out of the hopes [2:04:03] and I only had one choice. I'll knock [2:04:05] out. Don't vote for him. it matter. So [2:04:09] don't [2:04:10] I feel that happens a lot in our state. [2:04:13] I feel there's too many there's not [2:04:16] enough there's too many positions for [2:04:18] people [2:04:21] and what I heard here tonight was my [2:04:25] mind my voice [2:04:27] my [2:04:33] people voted you [2:04:35] maybe maybe they didn't vote for you but [2:04:37] you still [2:04:39] is it takes away the choice of your [2:04:41] constituents [2:04:44] because we don't we don't have any [2:04:46] competition. [2:04:48] They don't care platforms. We don't have [2:04:51] to make a decision. Like it just happens [2:04:53] a lot here. And um and I for me that was [2:04:58] the main point having fewer people. So [2:05:02] then I had no choice. [2:05:04] That's [2:05:06] so maybe next time it comes to discuss [2:05:09] again. [2:05:12] Maybe we'll think about giving the [2:05:15] people choice to hear the people [2:05:19] competition. [2:05:23] See some things besides the name and the [2:05:26] heart seat that we know nothing about. [2:05:31] Thank you. [2:05:40] War. Some of you may know me. Like, [2:05:42] first of all, thank Mr. Bradley for [2:05:44] meeting with me the other day. He was my [2:05:47] opponent that we saw eye on some of the [2:05:50] things in our board. And [2:05:55] I think you guys really need to know [2:05:58] some of this stuff because some of you [2:06:00] are new to the council and got voted in [2:06:03] before you. And talking with Mr. Rajie, [2:06:08] he didn't know that there's a roundabout [2:06:10] proposed and it's been on in the works [2:06:13] for a long time and it is part of the [2:06:18] overpass [2:06:20] to go over the trains. [2:06:22] Mr. Rajic also didn't know that our [2:06:25] award is a there's a small section out [2:06:29] at Aberdine Lake. [2:06:32] I think that when people are brought in [2:06:36] after winning, they need to be updated [2:06:40] on a lot of this stuff, not just thrown [2:06:44] in willy-nilly, [2:06:46] because it's hurting us, the people. [2:06:50] And you guys, I've been coming to [2:06:53] meetings, you are my fifth council, [2:06:57] and you guys have always backstabbed [2:07:00] each other. I've seen small groups [2:07:03] ousted people that was on the council [2:07:06] for years [2:07:08] and then they got ousted because they [2:07:11] didn't want them there. They didn't vote [2:07:13] their way. You guys need to work [2:07:15] together to help us. I don't know if [2:07:19] going down in size is going to help, but [2:07:23] this council I saw it tonight. I haven't [2:07:26] been here for a while, but you guys are [2:07:28] doing a little bit better than the last [2:07:31] counc. I'll give you that. Thank you. [2:07:35] >> Thank you. [2:07:37] >> Any other public comments? [2:07:41] Close public comments. Is there anything [2:07:43] for the good? [2:07:48] Want to shout out our public works team? [2:07:51] I was doing some work around my [2:07:53] property. called a couple pretty dig [2:07:55] guys who were out there. They missed the [2:07:58] water by about 18 in, which I think is [2:08:00] in the margin of error, but nonetheless, [2:08:03] I I nicked the line and it was an old [2:08:05] steel pipe and the public works team, [2:08:07] the the truck was out there seriously [2:08:09] within 25 minutes and were ended up [2:08:12] being a little bit more involved than I [2:08:13] think they thought, but they were there [2:08:15] and at least patched the leak and now [2:08:16] everything's fixed and I have a new well [2:08:18] the city has new water line that goes to [2:08:20] my neighborhood. So, just want to shout [2:08:21] them out because they were great in [2:08:23] professional and figured they need to [2:08:26] shout out. [2:08:28] >> I got one out recently. Um, I reported a [2:08:33] Sorry. Um, I reported a few weeks back. [2:08:39] They repaired it. [2:08:45] Okay. [2:08:50] All right. Um, so I won't be here for [2:08:53] August, but I want to challenge all you [2:08:55] guys during that break to go around and [2:08:58] talk to at least 15 people in your board [2:09:00] and come back to the next meeting and [2:09:03] share what they had to say. I'll join in [2:09:05] on Zoom and I'll maybe say something, [2:09:07] but I want to hear what your people in [2:09:10] your board struggle with, how we can [2:09:12] help them. So that's kind of a challenge [2:09:14] I have for you guys during this August [2:09:16] break. [2:09:18] any other [2:09:23] um [2:09:26] was looking [2:09:29] in Q. [2:09:38] necessarily [2:09:40] don't really need to be [2:09:44] going outside and breathing air. [2:09:49] I personally use a filter vent. I take a [2:09:53] square fan and put on a square duct [2:09:56] filter that is rated to reduce [2:10:00] and such air that way [2:10:04] out the air in the house. [2:10:11] Good advice. [2:10:14] I have one little [2:10:19] saw this. It's like a map of the city. [2:10:22] It's put on by a company that um they [2:10:26] sell the advertising, but the map has [2:10:29] all the highlights that um you'd want to [2:10:33] go to if you're visiting the city. Ocean [2:10:36] Shores does something like this. And um [2:10:38] if it's all right with you guys, I'd [2:10:40] like to pass this company if they'd come [2:10:43] and look at our town. And if they'd be [2:10:46] will it doesn't cost the city anything. [2:10:49] It's just uh they'll create a map [2:10:52] that'll have our trails and our bike [2:10:54] trails and anything our highlighted [2:10:57] things that we want tourists to be able [2:10:58] to [2:11:01] >> they go to the businesses and sell [2:11:03] advertisements. Then then we have [2:11:05] something we can give to all of our [2:11:07] businesses downtown so that they can [2:11:09] stay here when a tourist asks them [2:11:11] what's what to do. [2:11:15] uh as someone who owned a business that [2:11:18] operated in city of Evergreen that did [2:11:19] not have a storefront to continue to [2:11:21] rely on advertising such as a map like [2:11:24] that. If we pursue this and we go [2:11:27] forward, I mean this company is then [2:11:29] contacting businesses in our city asking [2:11:31] them for advertising space. I cannot [2:11:34] stress enough the importance behind a [2:11:36] press release because there are several [2:11:39] companies like that that are scams and [2:11:42] then our small business owners are [2:11:43] paying anywhere from $200 to $600 for an [2:11:46] advertisement that is then not purchased [2:11:49] by the municipality or whichever [2:11:51] business those are to be displayed at. [2:11:54] So if you do need to do this, please [2:11:56] consider a press release so that we are [2:11:58] helping our small businesses and [2:12:00] operating. Yeah, we we did something [2:12:02] like this with the bands that are out [2:12:04] right now throughout the city and that [2:12:07] company um asked me to do a video so [2:12:10] that they could send and use it as a [2:12:12] selling tool. So that showed that we [2:12:15] were legitimately behind it. So yeah, I [2:12:18] think a press release is [2:12:22] » very different from like [2:12:28] different. [2:12:32] » Yeah, this this would have five trails [2:12:35] our lake [2:12:38] walking trails or parks. That's our [2:12:41] average doesn't do any of that. They [2:12:44] just show hard work which is important. [2:12:51] » Given the times that we're now [2:12:57] » Yes, we would. [2:12:59] >> Second. [2:13:00] >> I didn't There are legal requirements. [2:13:02] Please let me back up. [2:13:03] >> Okay. I'd like to make a motion for us [2:13:05] to go into our executive session [2:13:07] according to RCW4230.110 [2:13:10] for consideration of second selection or [2:13:12] application of grant safe purchase [2:13:15] and likelihood that disclosure within [2:13:18] price for no more than 30 minutes with [2:13:20] no action expected after the session. [2:13:23] >> Second. [2:13:24] >> All in favor say I. Excuse [2:13:30] me. [2:13:32] I need to go through [2:14:02] probably [2:14:22] Yes, ma'am. [2:14:38] Or is that [2:14:56] stole mine? I stole my [2:15:08] English. [2:15:15] We have [2:15:40] does. [2:16:01] So I still [2:16:16] need a like recommendation or reference [2:16:18] or anything. [2:16:32] down there. [2:16:37] Nice.
