from the neighborhood [1:25] indicating there was a sinkhole that was [1:28] occurring on Lemp Street between streets [1:31] 20 and 21. it was [1:34] not that big team responded immediately [1:37] and started courting off the area [1:40] because it appeared to be getting larger [1:43] uh this uh so everything was set for a [1:47] safe operation through the night [1:49] earlier this morning earlier this [1:51] morning our team went back out and saw [1:55] some of the pictures that I've already [1:57] sent you [1:58] regarding the uh the uh sinkhole across [2:03] the sport our Engineers [2:04] went out we did contact Boise we [2:07] contacted the neighborhood and started [2:10] as in our maintenance teams we did do a [2:14] good assessment on this we have found [2:15] that this sinkhole is approximately 15 [2:19] feet deep if not longer the pipe that [2:24] the drainage system that is in this area [2:26] was built in the 1970s out of aluminum [2:30] and over the years it is apparent that [2:34] the system uh started to fail uh this [2:38] week we had that massive rain event uh [2:42] the the uh the pipes that lead into this [2:45] one going Downstream is about an 18 inch [2:48] pipe this one is a larger 30 inch pipe [2:52] so as you can imagine this would be [2:54] similar to the Gold Rush where they [2:56] dredged uh uh operations and so uh the [3:01] entire system got blown out uh there is [3:04] no remnants left of the pipe itself we [3:07] did have our team go out using the [3:09] specific technologies that we have to [3:11] scope uh what we could scope in this and [3:14] we found is that the uh the system has [3:18] completely failed so uh we've been [3:21] commissioner Pickering commissioner gold [3:23] you know we've been in contact with the [3:24] mayor on this and so what we are asking [3:28] you to do today is to Grant and [3:31] conditions so we can expend funds under [3:34] emergency condition for sole source [3:37] contractor [3:39] recruitment to get these things fixed [3:41] and the estimated cost that we're [3:44] looking at right now is between 300 000 [3:47] and 350 000 we believe this may take uh [3:52] uh up to two weeks we have already I've [3:56] already closed uh limp from 20 to 21 and [4:00] we have put up barricades on that [4:02] Alleyway that accesses lamp [4:05] and such and you'll have a video a [4:08] visual of that here and [4:10] okay to ensure safe operations we have [4:14] already started a coordination process [4:16] with all the key players out on the [4:18] neighborhood but uh Republic Service all [4:21] the folks will be servicing that area [4:22] and our maintenance teams right now are [4:25] actually filling the whole uh back in [4:28] with gravel as quickly as possible to [4:30] prevent any more degradation of the [4:32] infrastructure but the same token to [4:35] keep [4:36] lookings out from getting too close and [4:39] then falling in or having any more uh [4:43] stress put on that infrastructure so [4:46] again the the request is for you to [4:49] grant that emergency uh uh opportunity [4:53] for us to go sole source and if you do [4:57] that we'll immediately start reaching [4:58] out to the key contractors to see how [5:02] quickly we can respond and get this [5:04] fixed I do have general counsel in the [5:07] building here I do have communications [5:10] uh development Technical Services and I [5:15] here in case you have any specific [5:17] questions for them so Madam president [5:20] that's my request and that's why we're [5:23] here [5:23] thanks we that once we start [5:36] digging and looking into it that we [5:39] won't find that the damage is a lot more [5:41] than we think that is to say how [5:43] confident are we that we know the extent [5:45] of the damage at this point as opposed [5:47] to we start digging and then discover [5:48] that oh this is twice a big twice as big [5:51] of a job as we thought and we'll have to [5:53] come back again and do this again soon [5:55] Madam president commissioner McKinney [5:57] great question uh fortunately we do have [5:59] a project that was ongoing that was [6:02] going to address uh a similar situation [6:05] a little further down our team has used [6:08] the technology that we have here to [6:10] assess that damage right now we we [6:13] initially thought that we could do some [6:15] type of spot repair and then come back [6:17] later and then so I understand it's [6:20] called sleeting it uh to provide more [6:22] strength [6:24] we're confident we have to replace the [6:26] whole uh the whole system or about 300 [6:29] feet worth now that being said as we all [6:32] know when you open up the roadway [6:35] there may be more surprises there but we [6:38] believe that this will give this will [6:40] fix this issue again uh I'm not going to [6:43] give you 100 on that to say when we get [6:45] Downstream and we continue to move [6:47] forward we may find more issues if we do [6:50] I'll come back to the commission and uh [6:53] make sure I'll make sure you have an [6:54] update we have to go for something [6:56] different than I'll be in front of you [6:58] again saying here's what we found [7:00] are we are we going to presumably [7:02] replace uh with reinforced concrete pipe [7:05] uh I believe we're doing um [7:09] I'm not mistaken yes uh Plastics uh more [7:12] more strength more uh longevity [7:17] PVC yeah [7:19] okay then one final question I'm sorry [7:24] um [7:25] the sort of temporary measure that you [7:27] took in dumping gravel in there uh does [7:31] that not pose a problem for them silting [7:33] up our pipes Downstream or is that going [7:36] to be there short enough time that I [7:38] mean what I'm saying is before we get in [7:40] there let's suppose a downpour hits two [7:42] hours from now and starts trying to wash [7:44] all that gravel Downstream is that not a [7:47] problem [7:48] um Madam president uh commissioner [7:49] Pickering yes it is uh that being uh [7:52] kind of President commission McKinney uh [7:55] that being said yes it is however uh [7:58] again all knowing that you never cancel [8:00] the forecast we are confident that for [8:03] the next week week and a half we were [8:05] not going to see another one of these [8:06] issues recall this was the impact of the [8:09] revenants of that hurricane and uh and [8:12] uh tropical storm that came up uh into [8:16] Idaho but everything looks great I [8:18] looked at the weather forecast there is [8:21] a high over Idaho right now there's a [8:23] storm earlier today that was it was [8:26] going around the Oregon Washington area [8:28] but it was going north [8:30] so so if there's another a major event [8:33] it's going to be
