[2:40] I am pleased to announce that the city recently hosted its first of two scheduled workshops [2:49] for the Adelanto Safe Streets for All Action Plan. [2:55] The purpose of this initiative is to create a safer, more connected environment for our residents. [3:03] A safer and more connected environment for our residents. [3:07] Whether our residents are walking, biking, leveraging motorized scooters, or using other forms of transportation. [3:17] By adopting, by adopting this action plan, we are not only prioritizing public safety, but also positioning the city to qualify, positioning the city to qualify for significant state and federal grant funding opportunities. [3:36] These grants can help us implement improvements our community desperately needs such as safer intersections, [3:46] wider and well lit pathways, and infrastructure that encourages healthy and sustainable mobility. [3:54] We ask our residents to get involved and provide your comments for your and provide your comments [4:05] and highlight the roads and sidewalk safety concerns you have, sign up for receiving project [4:14] updates and complete our online survey. We will be hosting one more workshop this coming [4:21] fall and we highly encourage you to participate by filling out the survey online. [5:00] All right, so we're going to move to the end of the city. However, it was for several reasons, one being COVID, which caused the delay of us not moving forward. Nevertheless, we are dusting off the plans. And moving forward with your idea. The following is the response I initiated as a resident of the city. And I quote, the city of Adelante [5:28] So needs to be better connected through the creation of a wide accessible walk path along [5:35] Highway 395, linking the north and the south end of the city with a well lit, thoughtfully [5:45] designed pathway which would serve multiple purposes, providing safe spaces for jogging, [5:52] biking, scooters, and walking. Beyond recreation, such a pathway would improve [5:59] mobility, promote healthier lifestyles, enhance pedestrian safety, and create a [6:05] more attractive corridor for both the residents and visitors. This investment [6:10] would not only connect the neighborhoods and businesses, but also help strengthen [6:15] Adelante's identity, identity as a forward-thinking people-centered city. Those [6:21] Those were my remarks in the survey and again I encourage the residents to log on and take [6:28] that survey as well because our grand dollars are predicated on taking this survey. [7:02] The idea is to create this path, [7:05] this walking path on the west side of 395, [7:11] adjacent to 395 from City Hall, [7:13] all the way down to Holly, [7:17] and then from Holly, all the way down [7:19] to the State of Brothers Shopping Center. [7:21] This would be a phase one wide walkable path. [7:26] As you know, we have a lot of Edison easements [7:28] and I think as well as other utilities. [7:32] And so we would be leveraging that easement [7:35] all the way down from the city hall all the way down [7:39] to State of Brothers as a phase one. [7:40] Then we would eventually, as you recall, Mr. Mayor, [7:43] we would be coming and members of the council, [7:45] we would be going west from the State of Brothers Shopping Center [7:48] all the way to, what is it, aster, aster, aster, and then heading north. [7:55] So eventually we would be going north and then cutting across on the expressway, making [8:00] this a full circle. [8:01] But right now the top priority is connecting the north end of town with the south end of [8:05] town, where if a resident wants to pay their bills here at City Hall or visit City Hall [8:10] for whatever reason, they can walk, jog, ride their bicycle to City Hall, and those folks [8:15] in the north end of town can do the same thing, connecting the city. [8:19] That was the idea and the vision back in 2018, so we're dusting off the plans in moving [8:23] forward with that vision, Mr. Mayor and members of the council. [8:28] Moving on, let's go ahead and proceed with the next item. [8:49] The Adelante Safe Streets for All Action Plan Task Force includes, the task force includes [8:57] Mayor Gabriel Reyes, Mayor Pro Tem Daniel Ramos, representatives from the local school district, [9:03] San Bernardino County agencies and other community leaders that are committed to safe streets [9:09] in Adelante. [9:10] So this transformative road safety plan is a partnership between the residents, community organizers and local governments. It's a Seneca down here. So we will be paving Mr. Mayor Reyes and [10:21] members of this council. From Highway 395 Seneca, this section here, we're going to repave [10:27] Brand new this entire road that definitely needs to be repaved all the way down to believe [10:34] Aster is this Aster here next one next one okay so we're gonna be paving from here Aster [10:41] Road all the way to 395 and that's a brand new road on Seneca we're already starting or [10:47] have initiated the design work and we anticipate this entire project to be completed by the end [10:54] of this year, we will be making a much broader announcement and letting the residents know [11:00] the impact, the positive impact actually the closures are going to have for the city. [11:05] So we're going to try to pull this off in less than four months and we'll move as quickly [11:10] as we can. [11:11] So that's another major victory, Mr. Mayor, members of the council, that you are bringing [11:16] to your residents. [11:43] The generous donation of the Victor Valley Transit Authority bus, Mr. Mayor, that you took the lead on to the city of Adelanto. [11:51] So we recently were donated by the Victor Valley Transit Authority, a bus. [11:58] This vehicle will provide vital transportation services for our seniors, ensuring they [12:06] have reliable access to and from the senior center. [12:10] In closing, yes, yes, in closing, I would like to commend our public works department under [12:20] the leadership of Mr. Ricardo Ochoa for successfully completing the city's community garden project. [12:27] This was a significant effort that required the dedication and teamwork of several public [12:35] work staff members, and their commitment is truly appreciated. [12:39] With this project now completed, our public works team will now refocus, refocus their efforts [12:45] on addressing city sidewalk improvements and ongoing road maintenance, continuing to enhance the quality of life for our residents. I don't know if you guys are aware of the huge part of the taking place in Barstow. So thank you, Mayor Pro Temeramos for bringing this email to my attention. And again, huge shout out to Councilwoman Cindy. [17:32] No, I'm super excited and actually to begin with your huge success with the [17:38] Community Garden, it just so happens that we received a large, ridiculously large [17:46] donation of seeds from color greens to cucumbers to I know it's me and the [17:53] color greens again and I'm saying it wrong apparently so so we we got tens of [18:00] seeds so we would like to make that donation and contribution. Our closing [18:06] closet was a great success and I want to also think I see Anita here from [18:12] and also from ACRC, we have just been really grateful to be able to distribute the bread [18:19] from Journey Force Square and just having that partnership has been a blessing for so [18:24] many people who struggle with transportation. [18:27] So to be able to bring the bread drive to a more central location is good. [18:34] And also, I just want to remind, we have a lot of youth that are looking currently for employment [18:40] And so ICR staffing has some really great first-time opportunities. [18:51] So if you have a youth in your life that is looking for opportunities, maybe go check out [18:57] ICR staffing services here in the high desert because they have some really good opportunities. [19:03] I want to thank little lambs and community action partners for allowing us to have one of [19:08] of our largest distribution of free diapers and wipes [19:12] yesterday here in the city of Adelanto. [19:14] We actually had our largest distribution that we've ever had. [19:19] So we were able to help many, many children and families [19:24] with free diapers, free wipes. [19:26] And I think little lambs also added some bottles [19:30] and pacifiers and all sorts of other fun things. [19:33] Just as a reminder, the city is hosting there [19:36] or we're not hosting [19:37] but the citywide yard sale is this week and so hopefully if you are going to be [19:43] participating in the citywide yard sale please either share that you know on [19:48] social media so other neighbors will know to stop by your yard sale. The last thing I have, I know that there was scheduled a blood drive over at the senior center for post-229 and I know that the scorching heat came through and it really hindered the ability to continue that project on so. [20:33] I've been super happy to see all of the participation from post-229, the women's [20:38] auxiliary over at the senior center and the great work that they've done throughout [20:42] this summer and throughout this heat. [21:14] Part partially was an issue with my youngest son starting school. He's in this one of the [21:22] bed programs and he went to school and it just wasn't the right classes for him and they [21:28] didn't have them in the right classes. [21:30] So I got with the school board, they were amazing, they jumped on it, worked on it, classes [21:35] were switched over on Monday, everything went perfect. [21:38] The reason I bring it up is as parents, we got to make sure our kids are in the right classes [21:42] that they're supposed to go to and listen to your kids and if they're tiny, they're having [21:46] a hard time. [21:47] the school are open. They're the school board drill open. They've been real [21:54] communicated with me. So please get involved with the kids because my kid was [21:57] coming home crying bad right. So luckily my son and me have a good relationship [22:01] to open up. So now I'm working with the school board more hand and hand and talking [22:05] about hey if these kind of programs we should be doing an audit right to make [22:09] sure that these kids are supposed to be in the programs are also in the right [22:13] classes for these programs, right? So they've been real receptive and real wanting to work with [22:19] me. So I want to build a relationship with the school board on that kind of basis that way [22:25] these are our kids these are our babies right that are in Atlanta. These are our school districts [22:30] and I really want to get involved working hand in hand. I don't want to do their job there. [22:34] They have an amazing job and they do a great job but just so they have some feedback from parents. [22:39] And so I don't want to be the only one because unfortunately for me it's like they call me [22:44] councilman as soon as they call me back and I appreciate the quick service, but I don't [22:48] want to be the only one because of my councilman where they jump on this, right? So thank you for staff for that. Another big [24:11] announcement that Coach Stokes, Coach Stokes and the Adalanta High School [24:15] football team got their first win this last week. I mean, they went 0 and 10 last [24:21] year. It was a bad, it was one of those seasons, you know, but like you never get [24:25] the ship when it's going right. I always say that, you know, you don't get it when [24:29] it's going perfect because no one gives up the captain when the ship is going [24:32] perfect. So he got a ship that had some holes in it. They were bucketing the [24:35] water out got all the water out and finally he got that bucket dumped on him [24:39] forgetting his first win so you like how I put it all around right there right so [24:44] shout out to coach Stokes his family has been involved in the high desert for [24:48] years his name's a staple up here his father did a lot of amazing work with the [24:53] football organizations at the college the name is gold up here for us to have a [24:56] in our, in our high school 8. [25:00] It's a great thing. The kids motivated. They're excited. They had a game called White Out. Everyone wore white. It was a beautiful atmosphere in the city of Adelaide. So again, I encourage you. You don't like outdoors. There's indoors. The volleyball teams are going right now. So just get involved with the high school. It's a great family thing because it's safe. It's in the schools and we're supporting them with the $3 and buying the chips and it's just going to a good cause. So please go check out a score. Go to a sport. Go check out a play. They have drama classes. [25:28] just invest in our kids just by going to go watch them play. It's not a big [25:32] investment but if you go weekly it's it's a fun time believe me all right she [25:42] got scared she got scared. Yes I work for Clark [25:53] Pacific right but that's 90 jobs that we have there right now in the city [25:58] And we want to make it, we have room for, I've seen up to 250 employees at that plant right so what can we do to drive business to bring more companies to use our companies within our city. [26:10] So partner with Assemblyman Juan Carrillo and came up with some ideas and making, making contacts and making relationships. [26:21] So, me and Councilman Mayor Pro Temps, sorry, Daniel, we're talking about that, hey, if [26:30] we're going to do that for here, maybe I would take the lead on kind of going to other [26:33] companies and kind of seeing what they would do and what can I help to kind of promote them [26:38] as well, seeing what kind of employment they have, do they have any openings, what can I [26:45] do to help drive business to them, because I really want to be local and helping our local [26:50] community when we got Daniel going out to L.A. and bringing money in from over there. [28:41] We have an incredible arts program that, because of Clark Pacific, we do have an opportunity [28:47] quarterly, and we hope to grow that art program. [28:52] And because of TFA Griffin, we have the opportunity to bring amazing classes and opportunities [28:59] for our youth to be exposed to different kinds of art projects that they may not have exposure [29:05] to at their schools or at their homes or in their neighborhoods or even in this community. [29:10] And so because she's creating these spaces and places, our youth have the opportunity [29:16] to engage and be a part of something very special. [29:19] And this last Saturday, that's exactly what happened. [29:23] Parents, to my understanding, we're pulling their kids to come out from the event. [29:28] And so that is a huge success. [30:58] On Monday, August 18th, attended our Measure I-3.0 ad hoc meeting, and the only thing to report back from that is that the committee, the ad hoc, agreed that we will not be moving forward with asking for an additional half cent on the upcoming ballot, we're going to keep it the same so it'll still be a half cent, but we are going to ask for an extension, right? [31:21] And you're going to hear MPT talk a lot about measure I from here on out every meeting. [31:27] Keeping my city manager just made a lot of announcements about road work that's happening here in the near future. [31:34] A lot of the funding is coming from measure I guys, right? [31:37] So I can't tell you how to vote, but just keep in mind that a lot of the rehabilitation of our roads, [31:43] the new paving, and not just roads, other economic projects that are happening. [31:49] meeting, a lot of that funding, a lot of that support we get from the current measure [31:53] I. So keep a lookout on that one for the next, for the next ballot. Tuesday, August 19th [32:00] attended a SPCTA meeting again, concerning our access agreement. And I was hoping that [32:06] my shipmate Ms. Magna was going to be here since she asked about it last, last meeting, but [32:10] she's not. That meeting was to focus on the strategy on how we're going to attack Cal [32:18] Trans at the state level right and I'll have another update from that from that meeting that I had yesterday [32:23] Had that meeting and then August 21st [32:27] As Councilwoman Evans mentioned we had an amazing [32:30] Tour of the port down in Long Beach and city manager if we can just please have staff really just do a little bit of research and keep our ears [32:38] Open for any type of inland port opportunities that are out there, right? [32:43] Barcell's right down the street from us, they're not too far. [32:46] We have railroad that's near here, so I have a feeling that we are going to have some opportunities to potentially tap into that funding source in the near future. [33:06] Saturday, August 23rd, I attended the SBCTA Mount Vernon Avenue Bridge reopening project [33:13] down in San Bernardino. Amazing bridge, amazing project. They had all the bells and whistles [33:19] and the ponies and the fire trucks out there so it was great to be able to network out there [33:23] with our supervisors and other elected officials from the IE. [33:28] Let's see, yesterday had the meeting, the update, the follow-up meeting with SBCTA and Mr. Jim Hirsch. [33:36] There is a meeting scheduled for early next week that's going to take place with the director from SBCTA, [33:43] CalTrans District 8, and the CalTrans deputy director, Mr. Michael Keaver. [33:48] We're hoping and we're keeping our fingers crossed and we're praying that this is going to be the final meeting before we get the green light, right? [33:55] However, you never know what's going to happen, but I just want to send a special thank you to [34:01] SBCTA Director Carrie and Deputy Director Otis for the support that we continue to get from that organization. And I'll be quick. Welcome, welcome, everybody. Thank you for being here. Just in regards to some announcements, I had my VVTA meeting in Barshto, real quick meeting, nothing too crazy to report out. It was another approval, a couple of RFPs, but nothing that would affect us here directly. I was able to do a mayor minute with their PIO, Chris Ackerman, which is up on the social media platforms. [35:29] But specifically there, I wanted just to have him highlight how the bus covers work, how the seats work, how ridership of the buses really determines which locations have the covers, which locations have a bench and which locations just have a poll, right? [35:49] So all of that is based off of ridership because that ridership is what allows them to pull as data [35:56] Saying that hey, we need to buy [35:59] A hundred more of these covers for the victor valley 30 of them are going on the long term, right? [36:04] So I know it's probably going to be quite uncomfortable right now if some of the bus stops that you're using don't have the covers [36:11] But that that ridership is what will give us more covers [36:15] He also talked about the direct link feature that's going to be coming to the city of [36:19] Abelanto in the next physical year. [36:22] What direct link is, it's a almost like a sprinter van, right? [36:27] That will pick you up at your home and it will take you directly to your doctor's appointment [36:32] or anywhere that you want to go in the Victor Valley as long as it's, I think, two or three [36:37] miles from one of their bus stops, right? [36:41] So like, let's say, you're the bus stoppers of a highway 18 and central, but your doctor's office is about a mile down the [36:50] way and you would normally have to walk. Well, with this feature, they can pick you up at home and they can take you [36:55] directly to that doctor's office and then pick you up from the doctor's office and bring you home. They started this [37:02] in Victorville, then added on his spare year. Last year, they added on Apple Valley. This year, so at the end of this [37:10] physical year, then they're going to add on all of our [37:12] the lanto to the map and then we'll have full access to the region. [37:17] So a lot of great updates there with with with VVTA and [37:21] grateful for that. [37:22] Then that Thursday, the 21st, like City Manager made mentioned, [37:26] we were able to deliver and present the the bus for our senior [37:30] community that will be up and running here very, very shortly for [37:34] your activities and services. [37:36] And you know, just thank you, molding hearts for all that you guys have [37:39] done continuously do and do hopefully this is a this solves one of the many hurdles that you guys [37:49] have hit on head on right and it was just really that there's I remember in the beginning of it [37:56] right away maybe a week or two in 15 20 people wanting to come but either the vision is too bad [38:03] or they don't have means of transportation and and and and the bus stop it was it was a lot of issues [38:08] on a day-to-day base took us a few months but grateful that we got to [38:12] situated for your seniors let me know when your first sizzler trip is and when [38:18] your first Vegas trip is because I have no problem in joining y'all with that [38:23] okay then so I know that we are going to be going don't play with me now [38:29] Don't play. [38:57] Because everybody knows, you know, we had [39:00] We climbed some mountains together. [39:02] It was a new day, finally in Al-Al-Alaonteau. [39:07] Coach Wadu, Mr. Wadu, Godly Wadu, however you want to call him, [39:12] Dorsi legend, whatever name you got for him. [39:18] He created some big shoes that needed to be filled. [39:23] He created a culture. [39:24] He created a camaraderie at Al-Al-Alaonteau high [39:27] that since his vacancy hasn't been able to give Matt or even come close, right? [39:34] So on Friday, no shout out to Coach Stokes, he met some and coach knows he had some crazy [39:43] politics when he got the position, you know, people didn't allow kids to transfer. [39:49] So here comes the coach with half a team and has to recruit kids from the high school that [39:54] and never played football before to be on the team. [39:57] So it was very first year he went all in 10. [40:00] And it wasn't 0 and 10, like close games, it was 0 and 10, like 40 to nothing games. But the beautiful thing is this. All the home games are still packed with the kids. Like the school spirit is something that never left from, you know, 2018 days. But for this Saturday, for it to be packed out stand, amazing energy for them to be in control from beginning to end and for the frame to walk away with his first victory. It was, it was a new day. [40:29] for Alilanto football and coach thank you so much for everything that you've invested into that school, into that community, the culture that you've built, [40:38] your name still rings through those doors heavily because we know that we will give back to that promise land that you took us to. [40:45] That was just that and then the last thing that I had was a great meeting with some of our members staff and other developers that are going on. [40:56] So they just redid a zoning and a redistricting, specifically for [41:02] the opportunities on turn all the long term, right? [41:04] It got a lot better, the investment opportunities to invest in two [41:09] opportunities zones increased, and there's one more tier that they haven't voted on. [41:15] But there is a rural communities opportunity zone that even increases more benefits and [41:23] services right where with the help of our assemblyman and his team, hopefully the house [41:28] speaker can get to the governor, but the government ultimately decides if it would be a [41:34] role category or not. [41:36] All the rental meets all checks off all the boxes, but that's just something that just happened [41:42] here in the beginning of July. [41:45] So that's a great incident I'm there and we'll continue to support that and try to get [41:49] things done here. [41:50] to continue to increase the quality of life city manager. We're here today just to give you guys an update of what's been [42:33] transpiring in the last couple of months. And I have my seniors with me. Can I get a woo? [42:44] So just the background, we launched the first week of April with about 15 to 20 seniors. [42:51] And as of today, we service between 60 and 75 seniors daily and growing. We just had five new [42:57] people came in right before we left. That's what we came in short of 11 a.m. [43:02] And at the senior center, we provide breakfast lunch activities and health and wellness as [43:08] well as resource navigation. I want to thank the city of Atlanta for their partnership, [43:15] but also I want to give, I want to say personally again, thank you for the transportation because [43:22] it's so needed. We get calls. I don't know if the city gets calls directly, but we get [43:26] calls at least once or twice a week of seniors that want to come. The bus will be able not only [43:32] for us to be able to pick them up but it would also allow us opportunity to take meals to them. [43:39] The ones that's that's bed ridden so again thank you that was a big hurdle that we were [43:43] praying about and you guys didn't meet that. Also one of the tasks that we have been struggling with [43:52] issues that we've been struggling with is we're self-funded. [43:55] A mode in heart is a nonprofit organization [43:57] and we do a lot of things in the community [43:59] with provide housing and nutrition and things like that. [44:02] But with the senior senior, we jumped in to do the work. [44:06] We came in to provide the service, never came in to take. [44:10] But one of our goals was to make sure [44:12] that we had a permitted kitchen. [44:14] And we are running into a little snacks [44:18] with getting our kitchen permitted. [44:21] There's some things that need to be done in order for us to have environmental health to come in to give us the right permit in which we need. [44:29] So we're asking the city to allow us to expand to partner with us to be able to help us get the kitchen and compliance. [44:38] Some of the things that we need is for the upgrade of the hood the exhaust system. [44:45] the refrigeration and also the HVAC, I HVAC system and I see is or here that [44:56] could test you guys don't have to say anything but it gets [45:00] It's really hot in there. I mean, I know it's air condition in there, but it's just not working to the capacity of the seniors. I mean, we, you know, try to do what we could do, but it's just not meeting that. So our ask is that if the city could help us meet that. So we will be able to get these things. So when the environmental health come in, I could get permitted and then I could get funding coming in because one of the requirements for one of our fund is nutrition meals. I will be able [45:29] to be reimbursed for the meals that we service. [45:32] The seniors, I cannot apply for that grant [45:35] until the kitchen gets up to part. [45:40] Anything else? [46:41] So the patience and the heart that you have for that group [46:45] of people is something I've never witnessed before. [46:47] So thank you for that. It's great. I tell everybody it is great. I told the mayor once I said I'm going [49:28] to snatch my neighbors AARP card just so I can get in there and get some food. But you're [49:34] so gracious that even our volunteers at the food bank you have served. And none of them [49:43] have an AARP card. So we are grateful. We are so grateful that you're in our city and [49:50] in our communities and in our lives. [49:53] I have a question about what exactly you need [49:55] done with the refrigeration and the HVAC system. [49:59] So can you give me more? I don't know if they covered they tried to do [50:55] a makeshift to try to because it gets so hot it cools down the heat and then it [51:00] freezes on the inside. So again, I have replaced call for service like three or four times and it costs [51:07] What is the cost of that each time? Yes minimum [51:11] First time I spent 2100 okay, and then it went [51:16] A thousand eight hundred and seven [51:19] So I fixed it several times [51:21] um, and that's not something that [51:25] Again, I'm in there just to do the work, you know, it's not something that I'm a buggy guys about because at the end [51:30] is a day. I still have to make sure the food is at the right [51:33] temperature for the seniors. Right. It went out on Friday and we [51:36] lost all the food over the weekend. So we had to, you know, [51:40] replace that. So that's with refrigeration in regards to the [51:44] exhaust system. I think it's not blowing heavy heavy enough. [51:49] The BTU is not sucking up. So we can't use the flat grill on the [51:53] stove. Because when we use the flat grill, it's staying at a [51:58] high temperature, I think it's over 400 degrees [52:00] and it's only getting hot in the certain area. [52:03] So it comes out and it filters into the area [52:08] where the seniors are and they chokes out. [52:10] Miss Cynthia, yeah. [52:12] Miss Cynthia, she was like, you gotta get me out of here. [52:16] It's, you know, so we have to be careful [52:19] on what we're able to prepare. [52:20] So we limited on some of the things [52:22] that we could prepare for the seniors. [54:37] The amount of time that I, excuse my French, I damn [54:39] they're paid for half one half of one already so and I don't know if the exhaust system the [54:46] fire system worked because they helped I mean the fire came but the exhaust that's different [54:51] So, it can be a little pricey. So one other cross-emitted list of everything that was needed from environmental health to the city manager. It's just a way that contract was rated and stated and some of those things that we haven't really been able to fully partner and come into assist, right? [55:26] So all those costs and analysis things that environmental health has requested, it's different, right? [55:33] So it's different than public health and what type of kitchen it is that we have, right? [55:37] So all of those questions, city manager where he has a list of what would be needed for us to be able to partner and assist with. [55:47] Well, I will end with this for my comments. He sends me photos of his [57:40] Little senior centers, little whatever it is over there, you know? [57:43] And then I sent him photos of when I've had meals there. [57:47] I'm like, this is what we get over here, bro. [57:48] And he's like, I mean, you need to check it out. [57:50] So when he comes in, I'm definitely [57:52] going to bring more just to rub it in. [57:53] You know, you shouldn't have moved to Arizona, you know. My dad has made that comment to me as I wouldn't be alive right now if I didn't have 20 years of going to the senior centers in Fontana, right? So thank you guys. It's not just a place where people come and eat and play games and hang out, right? It's somewhere where they can come and they can live a little bit longer. So it means a lot. Again, thank you guys for what you guys are doing. If this guy is involved in anything, we know it's going to work. So thanks again. [1:00:27] So Council, it was it was it was hard to get them to come and share, right, some of the hurdles that they were, but they were taken on because the first thing that they said was what we said we'll take it as is and they didn't want to fuss and they didn't want to make mention of this one out and that one out and that one out, but it was just one day where my wife ended up going to the senior center and she was able to talk to you know to Darrell to go lead to and to some of the seniors. [1:00:55] and they start sharing with her the cheese man, like, you know, oh, this happened, the gossip. [1:01:01] Not the gossip, but like the day-to-day is what you guys are encountering, and I go back to my phone, [1:01:07] and I looked up, this has been something she's been making mention of since March, April, [1:01:14] but she didn't want to make it seem like it was going to stop them from filling the mission, [1:01:19] Then taking on all the cost for the last eight months, six months, you know, it's where we're grateful, right, but also at the same time there has to be an equal exchange. [1:02:14] This allows us to put us in a position to survive and to keep this going, you know, so I just thank you guys. [1:02:21] I was able to spend about a good month and a half, two or three times a week going in, taking my mom and, you know, eating the meals and I heard people coming in from Apple Valley, from his [1:02:34] this area and honestly the food at our senior center is the talk of the region. [1:02:39] So great job for all the love that you put into that and the care that you do for our community. [1:02:45] City manager, I know you could figure this out. [1:02:52] What recommendation or what action plan do you recommend that we take with this? [1:02:58] Sure, thank you, Mayor Reyes, members of the council, and thank you for all the continued [1:03:03] support that you provide to our amazing seniors and some of them who are here with us today. [1:03:08] You do not go unrecognized, so thank you for taking also the time to be here with us today. [1:03:13] Mr. Mayor and members of the council, I think let's brief history. [1:03:19] I don't think molding hearts knew what they were getting themselves into and there was [1:03:23] a reason why the senior center was shut down for quite some time. [1:03:25] the mayor thought it was very, the mayor and the council thought at the time was pretty [1:03:29] on that substandard at the time, right? And you were very adamant, very motivated and [1:03:38] the mayor was also anxious to open up the senior center. And so when we signed that agreement [1:03:43] we signed it as an as-is condition if you recall. At the same time though, with that said, [1:03:48] We were in a different place back then where we had no type of funding, any kind of set [1:03:55] aside funds at the time. [1:03:58] But thankfully, thanks to our staff, our dedicated staff, our finance department, our auditors [1:04:04] who are here with us are amazing. [1:04:07] Thank you, Dr. Canon, for taking the time to join us today. [1:04:09] Appreciate that, who is also our previous city treasure. [1:04:13] Dr. Kane on hat the opportunity to take a look under our financial hood and take a look [1:04:18] at our books as a city treasurer at the time and he was able to not only identify cost savings [1:04:27] and assisting the city in reducing cost, reducing redundancies where we were double paying bills [1:04:34] when we could have all consolidated into one and identified cost savings there and all of that has [1:04:40] added up. In addition to that, Dr. Canon has also been able to be successful in securing [1:04:48] community benefits for our city. I won't at this moment talk about those amounts, but [1:04:55] I can assure you that we now have with the direction [1:05:00] Mayor Reyes and this council, we now have those funding resources to help you or help rehabilitate [1:05:08] the community center by replacing all of the outdated appliances, okay, because those [1:05:14] appliances have been there since its inception. So there's no reason to continue to fix [1:05:21] what's broken and it's just money not well spent. So with the council's direction, I would [1:05:28] You like to replace all of the appliances, [1:05:37] replace the HVACs, plural, more than one, air conditioning [1:05:42] unit and the systems, reimburse you for the expenses you have made, and Dr. Kanna and [1:05:53] I will get together and find out where we're going to pull these funds, which are available [1:05:57] now. [1:05:58] Again, at the time they were not available, you didn't know what you were getting yourself [1:06:02] into. [1:06:02] We try to warn you, you were too persistent, too motivated, but you're here, we're here today. [1:06:11] And again, under Mayor Reyes's leadership in this amazing City Council, [1:06:15] we will be able to pull this off together. [1:06:19] Thank you. And they took a chance on us to say we're [1:08:49] not going to let them down. They held the line to say, we'll hold it as far as [1:08:52] you guys can, but get your stuff together. And you can see we got it together, [1:08:56] right? So this is a big team effort, big win for Adelanto, [1:09:00] and all of our seniors and all of our residents. Six years ago, me and my husband moved to Adolanto. [1:25:08] And it was, yes, and it really was from a vision that God had given me when we were looking [1:25:19] for a house, and the Lord woke me up in the middle of the night, and when we put an offer [1:25:26] on our house here in Adolanto and he said I need you to go to Nineveh. If anybody knows [1:25:31] the story of Jonah and Jonah was told to go to Nineveh and preach to the people in Nineveh [1:25:37] and he was like I'm not going there. He ended up going somewhere else and where did the [1:25:43] whales fit him up? Nineveh. So when the Lord came to me and said I need you to go to Nineveh, [1:25:49] I have worked for you to do there. I knew exactly what he meant. I knew he meant Adolanto. [1:25:57] So I knew we meant Adolanto and so that's why I'm here and so ever since we've been here, [1:26:03] my husband and I have you know we say well since we're here in Adolanto we're going [1:26:07] to make this our city and we're going to do everything that we can to be a part of [1:26:12] the city. [1:26:13] All of the things that I've heard about the council and the mayor's in the past coming [1:26:18] here and just watching you guys all work and work together to build this city has been [1:26:24] so inspirational for me so I'm so proud of this city. I'm so proud of you guys and I'm [1:26:33] so proud of the work that has been the okay I'm not supposed to get emotional but I'm so proud [1:26:41] of this city, I tell everybody, I proudly say, I live in Atlanta, I'm from [1:26:47] Atlanta, so I just thank you. If we look at [1:29:21] The report [1:29:24] Here we go again with the [1:29:26] 84 [1:29:26] 84 yeah 82 actually so if we're looking at the report right it says in here under [1:29:34] the least terms and for some reason it's blacked out like I try to redact my own stuff [1:29:38] I don't know what's happening here. Mutual agreement. [1:29:46] Mutual agreement multi-harsh [1:29:48] will have no obligation to pay rent for the term right but if we go down to I'm sorry [1:29:56] Yep. [1:29:57] If you go down to the payments... [1:30:00] In the actual amended contract, it lists that their rent will be $1500 a month. So, I don't know which is the plan, but the contracts with they'll sign. So if the intent is for them to not pay rent, then we need to amend that and the council needs to agree on that and then change it in the contract before it's signed. In addition to that, as Mayor Bruton mentioned, it says that their response, it still says that they're responsible, which I think is from the original contract. [1:30:28] The amendment, if what City Manager just reported out, is what we are to do, then the contract needs to be amended to reflect what we will and will not be purchasing and or paying for, what will belong to the city and the facility not to the organization so the kind of it's really basically clean up language for me in the in the contract. [1:30:51] But last thing there is, there's somewhere in the contract that states they cannot do other events, right? [1:31:00] They can't sublease, they can't host other events. [1:31:04] I am in agreements that there should not be activities, I don't know how we word this in a way that still allows them because I witness, [1:31:14] and I'm sure others have, them doing the lunch program for the summer, which I don't have an issue with them doing out of that building. [1:31:20] I do however take issue with it being rented out for especially events like we have listed the city can still do that on the weekends [1:31:26] I don't think that they should be allowed to do that [1:31:30] So I don't know where where y'all sit with that, but that's some more language. I think these to be cleaned up in the contract [1:31:36] Because right now it says no extra events. So nothing that does not provide for seniors or vets doing the school lunch program [1:31:42] Is in a senior or a vet program, right? So however y'all [1:31:47] see fit in those [1:31:49] I mean, I would ask, I agree with that, maybe it's something that can be left to city [1:31:55] managers' discretion on what is determined to be allowed there, because at that point [1:32:03] you take the responsibility. [1:32:09] Respectfully, and not that I don't trust city manager to do what he needs to do, the contract [1:32:13] needs to reflect so that when those naysayers come, the contract, so when I show up and I say [1:32:18] Well, it says vets and seniors and you're feeding 300 students how dare you there's there's no backup for that for us because legally we have sign that they are only to do these things right so maybe we again find some [1:32:34] verbiage that can add the student component. I would open it up even more just because it could be Valentine's Day on a Saturday and they want to have a Valentine's dinner or whatever kind of event they want or even [1:32:46] how host something to raise money on a weekend. So I don't know why why we would limit them. I would [1:32:54] open it up a little bit, as long as they're not leasing it to somebody else to do something. [1:33:00] Yeah, you can do a Kingston out of there and take the funds from that weekend, but they can't, [1:33:05] right? But I'm open for them to use it as much as they can to raise money for themselves as [1:33:09] too. I don't want to. Yeah, for fundraising purposes on a weekend. So that's kind of what I was looking [1:33:15] that with this and I also saw it says under repairs and equipment the city [1:33:19] shall be responsible for repairs upgrades and equipment so I don't know yeah that's [1:33:24] what it says in the report but if you read in the actual agreement yeah yeah it [1:33:28] doesn't correct yeah yep so we can get that same verbiage and I would still open [1:33:33] it up further like I said for them to be able to do something on the weekend to [1:33:37] raise money so I feel yeah but how do we justify or how do we how do we [1:33:43] separates. This is a fundraiser. I'm having a gala. I'm doing a valentines event on Saturday [1:33:49] and I'm host. I'm allowing other organizations to come in and do their events in my space. [1:33:56] Well, maybe the way that we do it is it always has to be a molding hearts event. Like [1:34:02] if a molding hearts does a turkey drive or a factor school day, right? The whatever event happens [1:34:12] on a fundraising aspect or even an aspect like molding heart isn't going to go and do a bunch of kids get us right that we we know that's [1:34:20] Trying to blur a line, right, but like let's say the molding heart is doing a [1:34:28] Gala right it's under the molding heart's brand so then that way it's not being [1:34:34] sublies to [1:34:41] You know [1:34:42] ABC incorporated to throw a line dancing event like you and I'm saying or a bingo event like those type of things [1:34:48] Like in that aspect. There has to be [1:34:51] molding hearts has to be the entity that is [1:34:56] hosting and doing [1:34:57] Everything right it can't be a [1:35:00] Okay, they're partnering with. Right, I just let my logo on the flyer. Right, it's a molding hearts. They're doing it all, right? [1:35:09] Regulates that you seem to say now that it just how much work I would throw in. I mean, I'm sitting here thinking and all of this sounds good, but let's not lose focus of what this building is for and senior center. Right, it's senior center for our seniors. And I would say, for time's sake, and for everybody's sake, draft up the agreement to focus. [1:35:29] just on the seniors right now, and then in a later date, a year from now or six months from now when we've finally got everything going and flowing, then maybe come back with some additional verbiage and rewrite the contract, but if we say here we start getting into all this ABCDE like it's now shifting from what this thing was supposed to be and what it's for, and I think it'd be easier if we just for right now, just focus on taking care of our seniors, taking care of only hearts, and then in a later date, [1:35:59] that we can add on amendment or something. [1:36:05] I think that including the verbiage that they can use the building to fundraise for their [1:36:09] own efforts, I think that's a way we can support their current business. We would then use those dollars to [1:38:56] what support our Christmas parade to movies in the park and we can go on and on, [1:39:02] right? So just want to make sure we don't lose focus of making sure that we [1:39:05] don't commit the the senior center on the weekends, right? I never took issue with any economic and I do not take issue with any contracted economic developer taking money from wherever they get their money. You're a contractor. [1:55:42] What should happen then? The economic developer [1:55:44] brings in the business. [1:58:11] I want to start by saying that, you know, I recognize your concern. [1:58:21] I got to tell you this effort on the cannabis side is one that kind of has been lingering [1:58:31] honoring for a while the city has been trying, we had in house resources that have been trying [1:58:37] to do that and so on. A couple of times we got, the city got reached out to by the Department [1:58:42] of Cannabis Control because it wasn't, and I'm quoting a little bit the Wild West. [1:58:50] Now [1:58:50] within city code, what is described, is that there is a person that is called a cannabis [1:58:59] administrator. The cannabis administrator within city code is none other than the [1:59:05] director of finance of this city, okay? And so anything and everything that [1:59:12] happens within cannabis and its auditing and all of the revenue collection and [1:59:18] all of that falls at the department of finance. This contract assigns additional [1:59:24] labor to help that individual. Now, similar to bringing in, let's say, a hotel to the [1:59:34] city of Adelanto that would promise or to create a certain number of jobs that would [1:59:40] promise to bring a certain amount of taxes to the city and so on and so forth, that economic [1:59:47] development work should not stop the moment that the person is there. We need to continue [1:59:52] need to make sure that that hotel created the jobs and delivered the taxes and delivered [1:59:58] the community benefited. [2:00:00] And that's what this scope is about. [2:00:04] Any cash that gets collected, any revenue that gets collected, never touches the contractor, any delivery of reports all go through the finance department, and the city continues to be audited by the Poon Group, or whoever the third part of auditor is that this council ends up choosing, which we may have to choose one in the near future anyway. [2:00:29] because every couple of years you need to switch it by law. [2:00:33] And so I hope that answers the question. [2:00:36] Yes, this contract essentially assigns additional resources [2:00:41] to help the cannabis administrator. [2:00:43] Anything gets audited by a third-party company, as always. [2:00:48] And so the intent of this, it's really a project. [2:00:51] We have, and I pulled it out a while and we were at the end. [2:00:55] So let's see if it recognizes my face. [2:00:56] I took some sun while I was walking to the center center, there was, I apologize, there [2:01:03] are 782 permits that have been aggregated already, there are around 118 operators in [2:01:13] the city, each operator averages around 2.5 permits, some have 4 permits, some have just [2:01:19] a single permit in house, and all of that happens on an annual basis. [2:01:24] is clearly a city that has 28 employees struggling to do that. [2:01:28] But I understand you're concerned. [2:01:30] And however, this needs to be divided, [2:01:33] this, you know, I have no comments on it said [2:01:35] at the Council's leisure. [2:01:38] Thank you for that explanation. [2:01:40] That was, this is my question. [2:01:42] Is this, at the end of the day, [2:01:44] the auditing and compliance is still being overseen [2:01:48] and approved by the Pong Group? So you met Gardinia and the Rams Group, and then there is the Poon Group [2:02:07] So what this is going to be is this is going to be the quote-unquote auditors [2:02:13] For the cannabis section of a just so we have rams or the other auditors do the rest of the city [2:02:19] I think what we really get hung up on here is the word audit. [2:02:23] It's really paperwork collection and storage that can be audited if needed, right? [2:02:32] And so maybe the use of audit is what triggers at Councilwoman Evans, and maybe we should use [2:02:38] a different word to spread that word. [2:02:40] Audit's a great word for me. [2:02:46] But if we're being real my understanding is that our cannabis audits are three years behind [2:02:53] So it doesn't do us any I mean like that's great that some a third party is gonna audit it at some point [2:02:59] But as we saw when we first came in and we got our first audit finally done is we're gonna write off three million dollars [2:03:04] Like what do you mean write it off to what? [2:03:07] Right so we we can that's great. It's wonderful that we have a third party auditor. That's awesome [2:03:14] But at what point, and again, to our conversation earlier, I appreciate the fact that there's [2:03:18] going to be reports coming back to us every month, just like a water report and the permit [2:03:23] report and all of those reports, which is beneficial, right? [2:03:27] It just, I mean, it just, I don't like the look of it, I don't like people policing themselves. [2:03:37] I don't like any organization policing themselves. [2:03:40] and outside of and so it's going to take them four years or however long it takes them to get to this year [2:03:46] because we got three years to still catch up on before we can even look at what this new contractor is doing. [2:03:52] You see what I'm saying? It's going to be a meme. [2:03:55] He says no. [2:03:56] The intent is that we catch up on historical audits which means saving all of the paperwork that is needed [2:04:08] from every contractor within the next few months comes a woman. [2:04:13] And then thereafter, it's ongoing compliance, [2:04:17] it's support of the businesses. [2:04:20] Look, the reality is that the cannabis department brings this city a lot of money, right? [2:04:28] And we need that money in order to survive, if nothing else. [2:04:33] The market is tough right now, and those operators are struggling. [2:04:36] What we're seeing is that other municipalities are lowering their taxes and their fees in order to retain those operators. [2:04:44] In the city of Long Beach, they were only able, they had to write off to your point, they had to write off something like two thirds of overdue fees. [2:04:55] Because the cannabis operators just say, hey, you want to collect? I'm just closing. I'm walking. [2:05:00] That's the marketplace that we have right now. We have a lot of illegal growth that the sheriff is fighting with. And so, I think if nothing else, there's a need to hand hold it. I will parallel, if I may, another department, which is our business license department outsourced to a company called HDL that does that all around the state. And they do all of the auditing and reporting for our business licenses. [2:05:29] All of the outreach, all of the licensing, all of the balancing, just providing and [2:05:35] month and report, and actually they collect the money, too, which in this case wouldn't [2:05:39] happen. [2:05:39] There's a separation of church and state here. [2:05:42] And so here's another parallel of another company which are currently in place and are [2:05:50] doing it very successfully.
