And [21:29] then, you know, I'm not going to have a [21:32] commercial business out there. So, back [21:35] in 2019, I asked if I could exchange [21:39] that exchange that for residential taps [21:42] because I plan on, you know, building up [21:45] the town, having new residents, you [21:47] know, come in and want our town to grow [21:50] and prosper and get our tax base up so [21:53] we can have more money for our, you [21:55] know, tax revenue to do our [21:57] infrastructure. So, anyway, um, I did [21:59] call the state, talk to all the state [22:01] water commissioners. They did let me [22:03] know that the current moratorum is for [22:07] new water taps. If there's existing [22:09] water taps or existing things, they [22:12] don't they didn't have an issue. They [22:14] did say that they had a meeting, you [22:16] know, with you and you guys are trying [22:18] to, you know, make all your benchmarks [22:20] to get everything, you know, so that the [22:22] moratorum could be released, but they [22:25] weren't exactly sure where that was [22:28] because these were existing taps. It [22:30] wasn't new usage. And I think that 2 in [22:33] commercial tap was like 200 gallons per [22:37] minute and a 3/4 in residential like 50. It's running down [27:40] the street, you know, and I asked them, [27:43] you know, if they could cut back on it [27:45] because we were told that we had [27:48] exceeded our usage and that was one of [27:51] the things that was holding them on [27:54] water taps also is because of the usage [27:57] was way too high. But the other question [28:01] here is [28:04] so you did this exchange with Tyra. [28:08] Okay. The past [28:11] administrator. Um there are three [28:14] residential taps which would be [28:17] $9,000. So what you exchanged? Where is [28:22] it located? So in the very corner of my [28:25] property, it's a 2inch pan. I believe [28:26] Bulani had a concrete plant out there [28:28] back in the day. Is that right? So there [28:30] was a concrete plant. So in the corner, [28:33] it would be like the southeast corner of [28:36] my property almost to Lynn Road there, [28:39] the old, you know, highway corn to the [28:41] truck stop. There's a big 2-in main tap [28:45] that's there. So when I was going to do [28:47] the mobile home park, that was going to [28:49] be adequate water, 200 gallons a minute [28:51] for the mobile home park. But I changed [28:53] plans when CO and everything came in and [28:56] just kind of put it on hold, you know, [28:59] for obvious reasons. And then now I, you [29:02] know, decided not to do the build mobile [29:04] home park and try to do or obviously I'm [29:07] doing a new build because that's going [29:09] to be a higher tax revenue for the town [29:13] that you know if I'm building new houses [29:15] rather than allowing people to have [29:17] single wide mobile homes or whatever [29:19] over there. It's just going to be better [29:21] for the town and their tax base and [29:23] revenue and bringing in, you know, [29:26] people who will, you know, spend money [29:28] in this town and contribute to the [29:30] economy. And that's what I'm trying to [29:33] do is grow the town and, you know, get [29:37] understood. Um my other question is or [29:41] maybe my other statement is that [29:46] um and I think this is something that [29:49] we're we should get looked at legally [29:54] is I don't know we looked through the [29:56] minutes we looked through everything and [29:59] at no point did we see where the board [30:01] had authorized this so [30:05] whether they were authorized to make the [30:08] exchange. When my dad had this in, I [42:45] talked to Jim Neely and John Hill that [42:47] put the infrastructure in my yard right [42:49] there in the alley. When he put that in, [42:52] he put it in. Right. They had taken an 8 in pipe and [43:24] grinded a hole out of it to place to [43:27] place my pipe in it. And I assume that [43:30] was probably the reason why it didn't [43:32] run for that long. And then at the end [43:35] of at the end of bitching and [43:37] complaining to [43:39] Tyra, Virgil went and practified he [43:44] fixed his [43:45] problem. I've had cameramen in there. I rotor rooted it for years and it's a [43:51] problem that I that was so bad I had to [43:53] go get a lawyer. [43:56] $1,850 later for a lawyer just to write [43:59] a letter I get an answer from the city [44:02] of Agular stating that we're going to [44:05] appease to whatever we did wrong in the [44:07] alley and fix it. Um, [1:34:15] they would do eight hour schedules and [1:34:18] they would be able to do code [1:34:21] enforcement, anything that and it's [1:34:23] stated on the the contract. [1:34:27] So they could do you know when they're [1:34:29] here then they would have the [1:34:31] opportunity to drive around and issue [1:34:34] the violations and whatever needs to be [1:34:37] done through the town. We subsidize the [1:50:44] surgeries to make them very inexpensive [1:50:47] for uh the clients, the public. Um so we [1:50:51] can get some of these animals taken care [1:50:52] of. [1:50:54] uh that those are very expensive. Um so [1:50:56] that's one of our main focuses. We do a [1:50:58] lot of other things in the community, [1:50:59] but what we're proposing is to bring one [1:51:01] of these clinics. I would like to do a [1:51:03] two-day clinic here in Edar. Um and what [1:51:06] we would need from you is a space. Uh we [1:51:09] had the good fortune of looking at your [1:51:11] city garage over here and I think that [1:51:14] space would work perfectly for us. We've [1:51:17] used buildings like the Trinidad Water [1:51:19] Department building. We've used the [1:51:20] Trinidad Gas Department building, things [1:51:23] like that. So the city has worked with [1:51:24] us on those projects. So we want to [1:51:26] bring one of these clinics here to [1:51:28] Agular. Um what we would also like to do [1:51:30] is to bring our team and do some TNR [1:51:33] which is called trapping release and [1:51:35] that is for feral cats in the community. [1:51:38] How many cages do you have? [1:51:41] We actually have 40 traps 40 uh live [1:51:45] traps that we can set. We've been doing [1:51:47] TNR in Trinidad very success [1:51:48] successfully for the last year and a [1:51:50] half. Uh we've done over a hundred [1:51:52] calves in in Trinidad. So we would like [1:51:55] to also do that during this two-day [1:51:57] clinic, but what we need is the space. [1:52:00] Um so we would like to use your your [1:52:05] garage. We can't plan the clinic until [1:52:07] we know we're going to have it. Is it a [1:52:10] reduced fee clinic or what it is is uh [1:52:15] the groups that come they charge us a [1:52:17] little bit less than what a vet would [1:52:18] charge and then PALS through our [1:52:20] nonprofit we subsidize those surgeries. [1:52:23] So we can get the surgeries down to $25 [1:52:25] a surgery and that includes all [1:52:28] vaccinations and rabies shots. So you [1:52:31] get your animal vaccinated and a surgery [1:52:33] for $25. [1:52:39] So, all we need is for the board to say [1:52:41] yes. So, we could thin some of those [1:53:24] out. Um, but yeah, just TNR, trap new to [1:53:26] release. Um, that way they're not, you [1:53:29] know, the population stays a little bit [1:53:30] more under control. [1:53:32] So that's we've been doing that in [1:53:34] Trinidad for about a year and a half. So [1:53:36] and that's been pretty successful.
