husky for certain findings of fact that authorizes certain [6:11] actions concerning proposed bond can we do this before the state [6:24] cuts us loose um i think you have to do um parts of this before [6:32] they and all this is saying is that the town wants to move forward with [6:38] it you've got the documentation that you understand [6:40] what the potential possible interest could be [6:44] approving this and that um this is the that the council is [6:51] interested in moving forward with this then with the adoption of this [6:57] then the local government commission will hear it [7:01] it will not be at their february meeting it will the earliest it will be is their [7:05] march meeting and once [7:10] once we get this they send out the request to banks [7:17] and at the right time and understand when it's going to be on the local [7:20] government commission's calendar because banks don't want to [7:22] send in responses now for doing a [7:28] refinancing that you can't that we couldn't do until the end of march 1st [7:32] of april because of the timing of the lbc so we have to wait [7:37] to get those responses um because the bank's not going to hold open i think [7:41] about 30 days as long as they'll once they submit that proposal [7:45] how long they'll hold that interest rate open so this is just [7:51] just part of the process of saying we we know what the potential [7:55] of borrowing up to you know 9.6 million dollars we understand [7:59] if we're at a you know i think they listed in their potential as has a three [8:03] percent interest rate what all that interest would be we've got all [8:07] those details here to look at once we adopt that say [8:12] move forward then the lgc and the bond council will [8:16] issue you know the request of the banks then this will be heard [8:20] at the march meeting of the local government commission [8:24] and then they'll make the decision to tell us that we can move forward or not [8:27] or what or under what conditions and then [8:31] it'll come back to the town council at the march um council meeting for the [8:36] council to make the final decision of what to do with this [8:43] today's actions are just authorizing the moving forward the process without [8:48] completing the process correct right and because the council doesn't does not [8:54] need to and should not make final decision on that until we have the [8:58] interest rates um and we won't have those interest [9:01] rates until until that point um because the bank's not going won't [9:07] give us interest rates now no the local government commission is not going to [9:10] hear it for approval until march so it's kind of the the [9:16] just this is just continuing y'all understand [9:21] the amount of money we're potentially looking at refinancing and understanding [9:24] the potential interest and understanding the that we're just [9:28] moving forward in the process [9:32] okay so this doesn't hold us the um the all that has been completed [12:21] jeff best will be here [12:27] a february board meeting to present the the findings and the um and the [12:33] information from the audit the audit's already been submitted to [12:37] the local government commission the local government commission has [12:40] reviewed our audits our our statement they had two concerns [12:46] that they issued back about our audit item number one was when we received [12:54] um sales tax and um and [13:00] state shared revenue tax of franchise taxes [13:05] for the 2019-2020 budget year that money was received during the previous budget [13:09] year but by the time the department of [13:12] revenue got the money sent it to us it was after july first so when we got [13:16] it it was entered into our computer system [13:20] um in the 2020 2021 budget year and [13:27] that should not have been it should have been entered into [13:30] last budget year and that was 290 some thousand dollars in revenue [13:34] that had to be put into a um a journal entry and moved back into [13:39] the previous budget year the auditor said that much money 290 some thousand [13:44] dollars was not immaterial and had to be noted [13:47] in audit and so the local government commission [13:49] put that as a concern that that revenue was contributed to [13:54] the wrong budget year and had to be adjusted prior to the [14:01] completion of the audit that was um that was one of the that was [14:04] actually the second finding the first concern they had [14:08] was um that our front balance is not as high as [14:14] other units our size and that our fund balance did go down a [14:20] little bit last year because the repayment to the water and [14:23] sewer fund will repay money there with um [14:29] they asked for us to explain those two issues and our [14:32] resolution to those issues and what they refer to as the unit letter and have [14:37] each of the board members to sign that um and [14:40] that has to be addressed before they will consider the refinance of the [14:43] wastewater treatment plant so to expedite that process the staff has [14:48] prepared a draft letter that we've put at your [14:51] place in front of you if the board wants to consider that as a response to [14:55] the local government commission's unit letter [15:00] and if y'all do i have the original here that [15:03] that gal can y'all can sign and we'll get that sent back to local government [15:10] commissioner has any counseling understand the letter [15:14] from the government i mean the um the commission i be [20:14] on their own okay i guess curious where's the square then [20:18] wait done well um sometimes it's done town hall [20:22] sometimes the police department um that's [20:27] you know usually as soon as we get the paperwork back to square them in [20:32] we're usually in a hurry to get it done and so it's really [20:35] we probably should do more of a um formal swearing in and and announce it [20:41] and deal with that but we just generally we're trying to hurry up and get them [20:44] sworn in just as soon as we get the paperwork back so it's just like as soon [20:47] as we get them in that will allow us to swear them [21:50] you basically look into it by the end of september before you get them on the [21:52] street by ourselves um that would be about right yeah [22:03] where are we at with the street sweeper project [22:06] um the local the regional office usda has approved it it's been approved [22:12] by the state level office is sitting in the state level [22:16] waiting for the federal government to put funding into the state [22:21] account for for grants um and your guess is good in mind when that [22:28] will happen um normally in years when you change the [22:33] political party of the president the outgoing president takes all the [22:36] grant money in the budget and dumps it and and gives all those grants away [22:40] absolutely as soon as you can before the in before the political party changes [22:45] but that's not happening this year a few more hours yeah [22:51] because it's usually the outbound president [22:56] any money to work with yeah but that's we don't know quickly so basically all [23:01] the paperwork's done we're just waiting on being awarded the [23:03] actual money we're just waiting for for the federal government to send money [23:06] down to the state um to the state office and that hasn't [23:10] happened i understand [23:14] where we are where are we with the um outfit of the [23:18] police vehicles i know we have some um three [23:22] three nuclear police dicks have come in they have been [23:25] strike um i think i'm not completely up to date on that i [23:31] think it was a question about the um the computer first two days they were doing it [24:52] they asked if they could use the amphitheater [24:54] we said yes we asked what support they needed they said they [24:58] um they had it covered and they were going to use sheriff's department they [25:01] didn't need any assistance okay and but then all of a sudden they [25:04] had a lot more people show up than what they [25:07] i think were anticipating and so at last minute they called and asked for [25:10] assistance from us okay and so we we sent them what [25:13] assistance we could and um so brian [25:19] pierce with the sheriff's department was was supposed to be the one coordinating [25:24] the traffic and traffic pattern traffic [25:27] control and lab so um so we have tried to offer support [25:32] and we said we'll provide support to them this could be thursday okay [25:36] very good thank you because it's important i [25:39] mean it's important for as many to get their vaccinations as [25:44] as would like in the in the town in the county so um it's a good thing [25:52] because the numbers are continuing to rise and [25:56] we all need to be very mindful of masking and washing and [26:03] waiting [26:07] help from a health care perspective we can carry that to echo a little bit on [26:12] what mr burns said um i was approached today by one of the [26:15] hospital staff figuring to set up another testing site [26:18] um and it'll actually be set up they're talking about setting it up on [26:22] cameron street in the back parking lot behind the women's center [26:27] and i told the lady that was kind of helping coordinate it that [26:31] um we get offered the amphitheater the park area [26:34] for any other dealings with the coven whether it's vaccine or testing site [26:39] um she's gonna get back in touch with me friday and [26:42] give me a little more uh intel on it you know we may be coming to you to ask you [26:47] you know permission to use that again as long as it doesn't conflict with [26:51] another coveted exercise back there yeah i think the only one that is [26:56] probably the the vaccination [27:00] and one of their concerns was doing it on hospital property they were looking [27:04] looking to erect one of those carport shelters so they would have a permanent [27:07] structure kind of to operate under um and i explained to [27:11] them about some of the picnic shelters and she said they would go take a look [27:13] at it just to see if that would work so i'll [27:16] find out more friday i think chris smith is going to bring out to the [27:20] amphitheater on thursday they've got like an emergency management [27:24] um like trailer it's got the phone that comes [27:27] out and everything inside and he's bringing that out for that [27:32] purpose for the vaccination that will be available something for [27:38] testing purposes okay when i find out more friday i'll be [27:42] in touch with you if they want to use that as an option [27:46] for the vaccine thursday is this the first and second dose that they're going [27:50] to be doing do we have these those details [27:52] i don't have any details um i would be surprised if you won't have very many [27:57] people who's going to already have the first dose [27:59] long enough to be able to get the second dose but i don't know [28:03] what those um what those are um you know when when they did the [28:10] the first time they used our amphitheater they were [28:15] the same the same day they sent us emails to send out to our employees so [28:19] frontline employees could register with the state [28:22] vaccination website so that they would be able to be first [28:25] in line as first responders to getting the vaccine and then they send us this [28:32] notice out that we're going to be doing the vaccination at our [28:36] um part and then they open that up to the general phone [28:39] while they're having our employees to register with the state um [28:44] you know vaccination website um so sometimes i don't feel like i'm [28:52] getting clear details about what the purpose and [28:55] what then who's doing what we're just trying to be supportive and [28:59] provide for what support we can and let the [29:03] health department coordinate who's getting what and um [29:06] so we just want to make y'all aware that they are doing vaccinations on thursday [29:11] from from nine to 11 30 and then from one to four i think i do think it would [29:17] be helpful if they have any any type of details that they can share [29:21] just to um be able to forward those to us
