[0:03] To the flag of the United States of America and to the republic for it [0:08] stands one nation under God indivisible with liberty and justice and all. [0:19] » All right. And we've got roll call here. So, [0:25] Council Trum, >> Councilman Bozer, [0:29] » present, >> Councilman Sukup, [0:31] » present, >> Councilman West, [0:33] » present, >> and myself acting as mayor prom tonight. [0:39] We do have quorum and are able to conduct business here this evening. So, [0:44] um, first order after that is the approval of the agenda. Um, do I have a [0:51] motion to approve tonight's agenda? >> So moved. [0:57] » Moved by second and >> second. [1:00] » Second. >> All right. All in favor of the motion to [1:06] approve the agenda say I. >> I. [1:09] » All oppose. [1:13] It is approved. And I saw the sheriff car out there. [1:18] Yeah, >> I guess he hasn't come in yet. So, [1:22] um, when he gets in, we'll go ahead and, uh, give him a moment to review the [1:29] sheriff's report and he has anything to add to it. So, [snorts] um, we are going [1:34] to go ahead and open the, uh, should I motion to open the public hearing? Okay. [1:41] Um, next item of business is the public [1:44] hearing for comprehensive plan. Um, I'd like to go ahead and see if we have a [1:50] motion to open the public hearing. [1:56] » Moved by Tom. Second. >> Okay. [2:02] All right. All in favor of beginning the 706. Right. [2:07] » Okay. All in favor of [2:12] opening the public hearing for the comprehensive plan say I. [2:17] » I. >> All opposed. [2:21] All right. So at 7:02 uh we are beginning the public hearing [2:28] for the comprehensive plan. Do we have anyone who wants to speak on [2:34] the comprehensive plan? [2:44] Okay, certainly it's out there. Um, you know, [2:50] uh, your comment doesn't have to happen during this forum. If you have any thing [2:54] that you want to say, just go ahead and, uh, bring it to our attention. Um, so [3:00] [clears throat] seeing as though there's no further [3:02] comment, um, I'm looking for a motion to close the public hearing. [3:07] for the comprehensive plan. >> So move by Suka and second [3:14] » second. >> Okay. [3:18] All in favor of closing the public hearing for the comprehensive plan [3:21] signal by saying I. >> I. And all opposed. [3:28] All right. So the public hearing is now closed at 7:03. [3:35] Um we have uh next section is on the agenda is citizen comments. Um [3:43] two sections of this agenda related items. Um there is a 5m minute limit and [3:49] then there's also after that non-aggenda items and there is a fivem minute limit. [3:55] If you are on the agenda and you are going to speak on your item at that [4:00] point no reason to comment at this time of the meeting. So, do we have any [4:07] public comments [4:13] » related? >> Uh, no. Um, nothing. Uh, any agenda [4:18] related comments? >> None. Okay. Um, and before we get to [4:25] non-aggenda, go ahead and let Deputy [4:31] » Deputy Schmidz. >> Sometimes I'm in here, sometimes I'm [4:33] not. Uh, looks like we had 14 calls for service for you guys and we met our 43 [4:39] hours. Were you guys one of the towns that went up in hours or no? [4:46] » We had a couple I think this time that [4:52] » any questions or concerns or anything for me? [4:55] » No. Do you have uh anything? >> Nothing that looked I haven't heard of [5:02] anything. Um, but nothing on here either that looked [5:07] too out of ordinary or anything like that [5:11] for us up here. >> Well, between now and the next meeting, [5:14] we are going to have the beginning of the school year. So, [5:18] » the end of the month. >> Yeah. When do you start back up? [5:22] » 24th. >> It is the 20. Is it 24th? 25th. [5:27] » 4th. Okay. >> 24th. [5:30] » It's the last Monday of the month. So, >> okay. [5:33] » Um, yeah. So, if there's any way that you can have people out here to kind of [5:39] keep it running smooth at least to start the year. [5:42] » Yeah, >> I appreciate that. [5:44] » Monday the 24th. I'll send an email out so everybody's aware that they're [5:47] starting up school and see if we can get some presents out here during beginning [5:53] and when they get out. >> Okay. [5:55] » Yeah. You have a lot of new drivers. >> [clears throat] [6:00] » Why is everybody laughing? >> You guys want [6:05] coffee? >> Okay. [6:07] » All right. >> Got nothing for me. I will head out. [6:11] » Thank you so much. [6:15] » All right. So, moving on to non-aggenda items. Is there anyone who would like to [6:22] make comment? >> I do. [6:23] » On non-aggenda, >> you'll stand over here. [6:28] Um, and could I get you to state your name? [6:31] » Brian Menson, 315 Heart Street, beautiful town. [6:35] Um, so a couple issues. One being the traffic control in Roosevelt. Um, this [6:40] summer, or I should say the lack of, um, as probably everybody here knows, I [6:45] worked for City Marion. Engineering is what I do. Traffic control is what I do. [6:50] Um, a couple things. First of all, I was [6:54] told that the city supplies a contractor with traffic control. That's a terrible [7:00] idea. That puts 100% liability on the city of Albernet. [7:06] Um, I'm not saying how we do it at work is the right way to do it, but what we [7:10] do is contractors must submit plans. I've already talked to Bethany about all [7:17] this, okay? >> She's all she's well aware, okay? Just [7:19] told me to come address you guys. Anyway, contractors have submit traffic [7:23] control plans to us. They are approved by one of our staff members, usually an [7:27] engineer, but any of us can approve them because we're all certified. MAC, it [7:31] wouldn't be a bad idea for you to go to a DOT traffic control meeting. Um, MUTCD [7:39] is a traffic control book. Everybody uses Grant, you know what it is. Um, [7:45] like for example, we had semis coming down Longworth and Howard streets. Those [7:50] streets are seven inch pave. They are not pinned. They're not made for that [7:55] kind of traffic. But in defense of the truck drivers, they don't know where to [7:59] go. >> Yeah, [8:00] » there's no detours. There should be detour signs. Roosevelt C Avenue, County [8:07] Home Road, Albernet, up north here, and even out at Highway 13. And the problem [8:12] with that is then you're going to have to get permits from the county to put [8:16] that traffic control up. It's not that big of a deal. probably 25 bucks. But [8:21] the contractor have to pay for all that. Like I said, they submit the traffic [8:26] control plan. They pay I don't know you guys. I think [8:29] you guys have a old harmless. They they pay a fee. Typically Bethany said she [8:35] looked into all this and has a plan for you for next meeting. [8:39] » Great. >> So anyway, next thing is the backyards [8:43] of Willow and Longorth. This has been an issue since I lived on [8:49] Willow. It's my understanding and and I have a copy of the plans that the city [8:54] had drawn, but the city had an engineering firm draw plans to [9:01] help drain that. Well, fortunately, I looked at them and called Bethany [9:05] because you can't just put pipe on people's private property. [9:12] That easement is a utility easement. It's not a city easement. That doesn't [9:16] mean the city can't purchase or I don't even know if they'd have to purchase [9:21] an easement back there. Put some storm sewer in. [9:26] It It's a It's a crappy deal. Um once again, at work, we have ordinances in [9:30] place to make sure that stuff doesn't happen. But there was a pipe put in who [9:35] knows when. When the development was first put in, [9:39] the city most likely never knew about it. And now that has been pinned on to [9:44] all those residents. It is also state law. You cannot discharge water [9:49] [clears throat] onto your neighbor, which is currently [9:52] happening. It It's a bad deal. I encourage the council to look into [9:58] this and to continue continue to pursue [10:03] anything. It's bad. I just mowed Paul Kramer's yard. I do every week. And even [10:09] in his little backyard, which is like top of the hill, my bucket stuck. [10:15] So >> yeah, it is something that we this has [10:19] not gone to rest with us. We are still pursuing it. Just I know it's not a [10:24] solution right now and you know, especially with us getting rain every [10:28] day and our yards looking like jungles. No matter what we do, it's not really [10:34] anything to ease your mind. But we are still pursuing this and trying to find [10:39] the best way to go about getting a solution to this. Um, [10:45] » yeah, I know the plants that were draw as soon as I saw them like are you [10:49] trying to drain 120 acres? It was way oversized. [10:54] My opinion, it should be a perforated pipe that wasn't even perforated. [11:00] And it's $100,000 project. I feel you could tone that down to a $30,000 [11:05] project if it was done right. So that's my 10 cents worth. I thank you [11:11] for your time. >> Thank you for coming in. [11:13] » I'm going to go home. >> All right. Take care. Have a good night. [11:16] » Thanks. [11:21] » Do we have any other nonaggenda? Okay. [11:25] » Firstary and question one. [11:30] I'm not sure but uh who does it but recently they changed the laws on speed [11:37] limits and they went up to 60 on highways 60 m hour and I don't know who [11:44] does that. I don't know the sheriff or you guys. It's [11:49] right after the fire department, so might not be any city. I don't know [11:52] where city limit is, but uh it just the only one that way is still 55. And I [11:58] know because the schools on the same road as Roosevelt or is out here at 60 [12:04] [clears throat] and over there, you know, if you go out towards [12:08] I just thought that was interesting why that one would change. Yeah, I'm not [12:12] real sure what their um criteria is. It's not that's not our speed limit to [12:18] change out there. >> Okay. [12:20] » Um but so it falls on on county, I believe. [12:25] » They're just putting stickers over the >> Yeah. And so [12:28] » other signs what they're doing. >> Just one other thing. Uh, First Street [12:34] is a lot of traffic, I think, just because the gas station, everything's [12:38] right there. And a lot of school kids like to tear around First Street, but [12:43] it's uh in front of my house there's probably a 12 or 14 foot where it's just [12:49] disintegrating. The top levels are disintegrating. Um, I would look forward [12:56] to getting it, you know, worked on, but um, I can't remember name the street has [13:01] been done down here. It was probably done 10 years ago. I just moved back [13:05] here 10 years, but uh, I just didn't know what the criteria was for what how [13:12] bad. [clears throat] And then I had I came last summer [13:16] because there's a huge there's a [clears throat] [13:19] there's a tea right there for Third Avenue and First and there was like a 6 [13:26] in pothole in the very corner you cuz everybody turns right you know there [13:32] from to go back out Roosevelt and uh you guys did a really good job fixing I mean [13:38] the same day you guys fixed it. I just want to say appreciate that. But, uh, [13:43] it's just that road's getting so worn down. I just didn't I just noticed in [13:47] the last year or so, but know >> um, is that the area that we're looking [13:54] at? >> I think we're looking at Third Street. [13:57] » Third Street. >> Maybe from there north. I'm not exactly [14:00] sure where that stretch is. >> Okay. I know that. [14:03] » I don't think it's First Street. I think third going north [14:08] and south there. That was one of the first projects that [14:12] we were going to do and then you know definitely [14:18] uh we'll keep an eye out for the second one but we are working on plans for [14:23] street improvements. Um there are quite a few streets obviously that need to be [14:30] upgraded, redone. So, um, but it is something that is in the works and we're [14:36] just trying to find the best way to go about [14:40] it. [14:44] Right. Thank you. Okay. Are there any other comments on [14:51] non-aggenda related items? >> My name's Kevin Otto. I've been the [14:56] manager at Gibby down here pretty much since we opened and we're working on a [15:00] deal. I'm going to purchase it from him. I've submitted the application for the [15:04] liquor license, but it just just got submitted. [15:07] The goal is for me to take over at the beginning of October. So, I just didn't [15:13] really know if I needed to come or if uh you know, since it just got submitted, [15:19] if there was a way to speed up getting make sure it goes through by the [15:24] beginning of October rather than waiting for the response meeting. [15:29] I don't know >> don't know how [15:34] [laughter] [15:39] apply for your liquor license through the state portal. It will send an email [15:44] to us to go and review that. So as soon as I get that notification, [15:50] then it will go on the agenda for approval. And then as soon as it's [15:54] approved, then I can go back in and mark approved and then it's good to go. [15:59] So they've submitted it, I should be >> and then I approve it. [16:03] » Well, yeah, I go soon and shouldn't >> but to Yeah. So there's a chain of [16:10] events that happen, but it because I I we get notification that it's out there [16:14] to look at, it'll go on the agenda and as soon as they approve it. [16:19] So hopefully since it's resubmitted, we'll be getting that shortly and it can [16:25] get on September's agenda. >> Yeah. Let us know if there's any hiccups [16:30] in the process that you hear about that may have it missed the September [16:37] meeting. Not sure the date off the top of my head. [16:40] » September 10th. >> September 10th. Okay. [16:42] » Doesn't get by then, we can always call special. [16:50] All right. Well, >> at least I appreciate all of the heads [16:54] up so I don't >> Oh, yeah. [16:56] » Yeah. So, I don't I don't know. It's pretty [17:00] good. [17:03] » Good deal. What's up? All right. Are there any other non-aggenda [17:08] related comments? All right. [17:14] Um so next item here is the um mayoral proclamation um for the annual fire se [17:22] or five seasons stand down day. Um and so [17:28] I'll go ahead and read that proclamation and if we have any questions or comment [17:34] after that we'll go from there. But um city of Valberet mayor proclamation [17:41] annual five season standown day. Whereas Valor Incorporated in partnership with [17:46] the Cedar Rapids Metro Area Veterans Council, the Iowa City VA Medical Center [17:53] and the Lynn County Continuum of Care will hold Lynn County's 20th annual [17:58] Standdown Day for homeless and near homeless veterans and nonveterans. [18:04] And whereas standown is a term used in times of war in which exhausted combat [18:11] units come off the battlefield to rest and recover in a place of safety. And [18:16] whereas according to the US Department of Veteran Affairs, the first standown [18:21] day was organized in 1988 by a group of Vietnam veterans in San Diego. And [18:28] whereas today standown also refers to a community-based program that assists [18:34] homeless and near homeless veterans transition in or transition to community [18:40] living by providing access to human service agencies including benefits [18:46] counseling uh through social security and veterans, [18:51] employment and training assistance, eye exam screenings, healthc care screenings [18:58] housing services, legal assistance, mental health treatment, and substance [19:03] abuse counseling. And whereas standown has standowns have been used as an [19:11] effective tool in reaching out to homeless veterans nationally, reaching [19:15] more than 200,000 veterans and their and their family members. And now therefore, [19:23] I, Chris Meyers, mayor prom of the city of Albernet, Iowa, do hereby attest my [19:29] full support proclaiming September 3rd, 2026 as the 20th annual five season [19:36] standown day and encourage residents to recognize the positive impacts of this [19:42] event to assist veterans and to express gratitude to those who have served and [19:48] continue to serve. proclaimed this day the 13th of August 2026. [19:57] So are any of you familiar with that TJ? [20:03] » Yeah. [20:08] They normally hold one at Beth Memorial Stadium and it's an overnight thing. [20:13] Normally it's a big Yeah. community involvement. So it's cool. That's really [20:18] it. And so they do that on the [20:23] uh on September 3rd. >> So it sounds right. [20:29] » Okay. So all right. Um any further comment? [20:36] Anything else to add? All right. [20:40] Um now moving on to business uh [20:46] special event permit. uh the Albernet Matack [clears throat] uh cornhole [20:52] tournament and do I have someone here to speak on that? There we go. [20:58] » Uh my owner gives you they're going to be uh closing down the street. They're [21:02] going to do a bags tournament approximately 32 teams. I don't know the [21:07] you know how many teams we'll have on the streets at that time. Probably I'd [21:10] say eight to 10 teams and then we'll just keep rotating teams out. But it [21:13] will take most of the day. We're going to do a barbecue for him and uh just uh [21:18] shut the street down for him. So, >> okay. [21:21] » I know our what is our normal limit is uh is it like 8 8:00 p.m. or 11:00 p.m.? [21:28] I don't know what we did last filter until [21:31] » 11 p.m. Okay. Yeah. >> Yeah. Um, [21:38] and the application says, uh, hoping to be cleared out by 3:30 or so, [21:45] » also in the afternoon, so that'll be good. [21:48] » I didn't want to stay there all night either. [21:54] » Good deal. So, are you familiar with the tournament? Like, who's registered? And [21:58] » I am not. >> Okay. [21:59] » I'm just staying here for Celestea. Once we get we can get you names if that's [22:04] what you want. >> No, I was just curiosity if how how soon [22:08] in advance people had to sign up for it. So, [22:11] » well, this came about about two weeks ago because their original golf outing [22:14] did uh decided not to do the golf outing, so they moved to this. [22:17] » Oh, cool. So, don't need a set of clubs to throw a [22:22] bag. So, though I do have a set of clubs, and I've felt like throwing my [22:27] bag a couple times. >> Um, all right. Only thing we'll still [22:33] need is the insurance liability [22:40] additional insurance needed for the just so it [22:44] specifically says this event. Is that what you're looking for? Yeah, because [22:48] it would be the same. But I can do that. Yep. I said [22:52] » I'm glad you're here. [22:58] » All right. So, um I am seeking a motion to approve the special event permit for [23:04] Albert Metpek uh cornhole tournament um pending the [23:11] uh receiving of the insurance certificate. So, [23:20] do anybody want >> I make a motion. [23:23] » Okay. [23:26] » Second. >> Second. Okay. [23:29] All right. So, all those in favor of approving the special event permit for [23:34] the Albert Matt Peek cornhole tournament signify by saying I. [23:40] » I. >> All opposed. Nay. [23:44] And it passes. So, all right. Next item here is resolution 08 20261 [23:54] [snorts] adopting the city of Albernet flag display policy. Um this ties into [24:02] the uh state's mandate that federal or government buildings [24:08] have a flag pole display of the flag um at their locations. So um we have put [24:17] together a policy uh that reflects that um that is located in the packet here. [24:26] Um is there anything that [24:32] mention in that? [24:40] » All right. So um I will go ahead and read the [24:43] resolution and after that seek motion. So resolution [24:49] 08202601 adopting the city of Albernet flag [24:53] display policy. Whereas the city of Albernet has installed a permanent flag [24:58] pole at city hall for the display of the United States and Iowa state flags. And [25:04] whereas Iowa law requires the display of the United States and Iowa state flags [25:10] at public buildings under specified conditions. And whereas the city council [25:15] finds it desirable to establish a written policy governing the display, [25:20] care, maintenance, and half staff procedures at city hall to ensure [25:24] consistency and compliance with applicable law. Now therefore, it be [25:30] resolved by the city council and city of the city of Albernet, Iowa, that the [25:36] city of Albernet flag display policy attached hereto as exhibit A is hereby [25:42] approved and adopted. Do we have a motion to approve the [25:48] resolution as read? So move. Good. [25:54] And then do I have a second? Okay. [26:00] All right. All those in favor of approving [26:05] resolution 08 20261 [snorts] [26:09] signify by saying I. >> I. [26:12] » All those opposed. Same sign. Motion passes. Um, so resolution [26:20] 08202601 is adopted and flag pole is not yet out [26:27] there. Is it? >> No. I sent an email to NESper last week. [26:35] I'm trying to figure out when they were going to schedule it because they were [26:38] waiting for the deposit to be received, which they have. Um, they were supposed [26:44] to meet yesterday to go over scheduling for upcoming projects. So, I sent [26:50] another email today to follow up and figure out what the timing says on that. [26:58] » Well, it's not really good weather to be putting metal objects into the sky right [27:02] now. So, I don't blame him for maybe putting it off a little bit. [27:09] » All right. Thank you, Mike. So, >> all right. Uh, [27:17] resolution 08202602 approving FY27 budgeted fund transfers. [27:24] Um, the transfers are listed out in the [27:29] resolution here. And so, um, [clears throat] [27:35] is there anything that you wanted to mention about these fund transfers? [27:40] » Um, no. Well, these are just the same amounts that have been carried over the [27:44] last couple of years. Um, we talked about potentially [27:50] revising the the lost one. Um, but until I get some numbers figured out with the [27:58] new system, I just left it as is, we can always [28:02] do another transfer later. >> Okay. [28:05] » If we need to amend it or something similar. [28:08] » Yeah. So, um I will go ahead and uh is there any other fir further questions or [28:16] comments on this before I read the resolution? [28:21] All right. So, resolution 0820262 [28:26] approving FY27 budgeted fund transfers whereas the pursuant to Iowa [28:33] administrative code rules 545.2.5 2.5 transfers of money between funds [28:41] found in the city budget must be approved by a fund transfer resolution [28:46] and whereas the following transfers were adopted as part of the FY27 [28:52] budget of the city of Albernet Iowa. Now therefore, it be resolved by the city of [28:58] Albernet, Iowa, that the city clerk be directed to make the following trans [29:04] following budgeted transfers as listed below in the motion. Pass this day of [29:12] past 13th day of August, 2026. Um, I'm seeking a motion to [29:21] approve [29:25] Okay. Moved by drum second. [29:30] Okay. All right. [29:35] All those in favor of approving resolution 08202602 [29:41] signify by saying I. I. >> All those opposed? Nay. [29:49] Motion passes. [29:53] All right, we got resolution 08202603 [30:02] and this is the approval of a Deb Wheatley field scholarship application. [30:10] Um, and this is uh to assist you in uh the education [30:17] um with the Iowa Municipal Finance Officers [30:21] [clears throat] Association. >> Um, do you want to talk a little bit [30:24] about what that does, what that means? >> Yeah. So, Deb Wheelfield uh recently [30:29] retired as a clerk after I meant to look it up, but I know it's several years. I [30:36] want to say it's more than 30. Um, and in her [30:41] honor, they're doing a scholarship. I don't know if it's going to be an [30:45] ongoing one or if it's just a one time, but they're um covering the cost of the [30:53] fall inperson conference and hotel expenses [30:58] for a for a clerk. So, put our action policy resolutions [31:07] set. So, >> okay. [31:10] All right. Is there any further questions or discussion before I read [31:14] the resolution? >> All right. [33:30] fixed. I'm seeking do I have a motion for [33:36] approval on that? >> So move. [33:38] » Okay. And a second. [33:42] » Second. >> Okay. Second by West. [33:46] All right. All those in favor of or any comments [33:53] on the resolution? Okay. All those in favor of approval of resolution 0820263 [34:03] signify by saying I. >> I. [clears throat] [34:06] » All those opposed? Nay. Resolution passes. [34:16] Moving right along here. [34:22] The next resolution 08202604 um deals with the adoption of the 2026 [34:29] comprehensive plan for the city of Alberet, Iowa. Um [34:35] I know that we've talked about uh the comprehensive plan. It's been out there [34:39] for a while. Um, is there any additional comment or [34:45] anything that >> we did take the comprehensive plan to [34:50] PNZ on July 29th? I mean, a couple recommendations come out of PNZ. Those [34:56] recommendations have been reflected and as you look through your binders that I [34:59] put in front of you, they'll be kind of off the side and track changes. [35:05] There wasn't any major changes other than we did have some mixed use on the [35:10] future use map that I printed in front of you in front of that orange [35:16] nearer the states. Um that just allows more of a medium density um housing [35:27] to buffer between that mixed use and the residential. [35:30] That was a suggestion from one of the pencil [35:34] to back the companies. [35:41] » That's a nice product. >> We were Dave and I were here when we did [35:46] the last one and at that time I remember well we need a [35:51] we need a plan so we can do some things and I think that was the main emphasis [35:56] at that time. This one's really looking forward to doing some things with some [36:01] concrete details. >> Yeah, I think your last plan was around [36:04] the time where the state had actually mandated the community to do so. [36:14] » We've also learned a lot over the last 15 years, right? [36:19] » So, there's a lot of actionable actionable items in here. Um, this is a [36:24] 20-year comprehensive plan, right? So they don't all have to be done on day [36:27] one. Some communities think they do, but but it gives you the stair steps and the [36:32] and the power to make those things happen if you choose to. [36:40] » So when Dave is still sitting here in 20 years, he can look back on [36:45] » I hope I'm here in 20 years. >> Yeah, [36:50] still will be. [laughter] [36:56] As long as you're only thinking about it, [laughter] [37:00] » answer any questions. If adoption is uh approved tonight, I will go through and [37:06] remove the draft wording and everything and send out a formal final copy. [37:13] » And will there be physical copies like here at the office or here at city hall? [37:18] Yes, we will do up some physical copies as well as we will work on a list of um [37:23] area developers and um there's a list the state mandates that you send it out [37:29] to is one of those people. So, we'll work with either Vicki or we'll just [37:34] take care of sending figure out what they prefer. [37:37] » Okay. >> But it goes out to like Scman's one that [37:42] stands out, right? Like your your typical developers in the area. that [37:45] goes out to those so that they know if they choose to come to Albernet how [37:49] Albernet wants to see that ground developed. [37:58] » Explain to me again I'm didn't quite get the orange on the map. [38:02] » So the oranges are more of a medium density. So allow for like duplexes [38:08] or smaller lot with lots to get um more houses in the same amount of area. Um, [38:14] typically you use that as a buffer between the mixed use, which the mixed [38:18] use is a lot of times commercial on the bottom, residential apartments on the [38:22] top. Um, so then it buffers it between that and the single family, just your [38:28] normal homes. You just kind of step it out that way so [38:33] that your residential single family homes aren't right next to that [38:37] commercial property. >> I see. [38:41] Okay. Thank you. Any [38:48] other comments or questions on this? [38:59] I will go ahead read the resolution then and seek motion afterwards. Resolution [39:06] 08202604 adopting the 2026 comprehensive plan for [39:12] the city of Albernet Iowa. Whereas the city of Albernet Planning [39:17] and Zoning Commission has prepared this plan with assistance from Bolton and [39:21] Mink Incorporated. And whereas the plan was written to include population trends [39:27] and projections, housing analysis, economic development, natural resources [39:33] and infrastructure, annexation policies, hazard mitigation, [39:39] existing and future land use and city goals and policy. And whereas the city [39:45] of Albernet planning and zoning commission has reviewed and recommended [39:50] adoption of the 2026 comprehensive plan by the city council. And now therefore, it is hereby resolved by the city of [40:15] Albernet, Iowa, that the 2026 comprehensive plan [40:21] is hereby adopted by the official as the official comprehensive plan of the city [40:26] of Albernet and shall serve as a guide for future [40:31] growth, land use decisions, capital improvements, and community development. [40:37] The city clerk is directed to maintain the adapted comprehensive plan on file [40:43] and make it available to city officials, boards, commissions, developers, and the [40:49] public for reference in future planning and land use decisions. Pass this day, [40:55] this 13th day of August, 2026. Do I have a motion to approve the [41:02] resolution as it? >> I move we adopt resolution 082026-04. [41:10] » All right. Motion from Trump and second. [41:15] » Second. [41:19] » All right. So um on the approval of resolution 08202604 [41:28] please signify approval by saying I. >> All those opposed? Nay. [41:36] Resolution passes. All right. [41:42] And [41:47] next item here, let's just get them through here. [41:57] Next item is approving annual renewal rates with EMC insurance. [42:04] Did you want to go ahead and speak to that? [42:06] » I do. [42:11] Looking at the renewal for this coming up year, um we went from 42,969 [42:19] to 46,743. [42:24] Um what we see is is there's inflation built on the property side of policy [42:30] that inflates property coverages up every year just like your homeowners. [42:35] Um, with that being said, that's probably about $900 of that increase. [42:41] Um, we're also on the fire department, they default the volunteer members at [42:49] $300 per member in the past and that has been [42:54] increased to $500 per member. So that's going to be um an increase of payroll of [43:02] like $4,000. That rate though is like $5722 [43:11] per 100. So you're looking at there was $2,200 [43:16] of rate basically there for that increase. So the biggest hit this year [43:23] was really the work hump due to them reclassifying [43:29] that payroll for the volunteer volunteer fire departments members on that. Um [43:36] another increase was the linebacker policy. The linebacker policy is an [43:42] employment practice liability. We did have a claim underneath that [43:47] policy for wrongful termination. We did expect, you know, that policy to [43:53] go up, but it did go up across the whole state. [43:58] It's becoming a more prevalent claim that they're seeing where, you know, [44:04] employees who are being terminated are coming back in [44:10] filing like suit against, you know, the employers. So, with that being said, EMC [44:15] did have to take a rate increase as well on that. So, [clears throat] [44:20] um, some ways to maybe help with that premium is that the [44:27] policy currently on that linebacker has a $2,500 deductible. [44:33] So, we can increase that to 3,000. It only changes at $156. [44:41] Um, you can change it to 5,000, which would save you 467. [44:47] 7500 would be$855, which brings you back down to where you were probably at [44:53] before is raising that deductible. I don't know that if you really want to go [44:58] that high or not, but it is a [45:04] an option, you know, versus a $2,500 [45:09] deductible. It would be 7500. [45:14] Something to something to think on that. We also [45:20] um every year look at driving records and we did have a driver that is not [45:26] qualified to be driving anymore for the city. You can only have if you have [45:31] three or more violations. They do ask for that driver to be [45:36] excluded. I have talked to Bethany in regards to this and I believe she is [45:42] working on that directly with that employee [45:47] and handling that. But just keep in mind, you know, [45:55] fire department drivers to city employees, you know, we can't we can't [46:01] have people out there who have suspended driver's license or have multiple, [46:09] you know, tickets on their driving record. They do take that very [46:12] seriously. So, I did tell Bethany that, hey, if we [46:18] do a new hire, maybe, you know, holler at me, let me run the motor vehicle [46:23] report and see how it looks. The circumstance was came after the hire. [46:29] So, with that being said, unfortunately, he either [46:34] can be excluded or something else needs arrangements need [46:39] to be made here on that. So, um I also talked to Vicki in regards to the park [46:45] that's being built. There is automatic liability in the policy for the park, [46:51] but the question is is do you want any coverage for builder's risk for the [46:57] property that's standing out there right now? So if the storm would come today, [47:04] there's no coverage for that. Somebody would vandalize it. There's no coverage [47:10] for where where you're at with the project currently. [47:14] » When will that become insurable when it's completely done then? [47:18] » So you can do a builder's risk for it and then it just converts over to [47:23] um property out open. >> That is what it gets rolled to. Yes. I [47:27] didn't know what the timeline on it was. Um [47:34] I I haven't heard a change in the timeline based on some things that have [47:40] gotten stalled a little bit, [47:43] » but I think there's still be beginning to midseptember. [47:50] So, it wouldn't be a bad idea with all [47:56] bad reason for vandalism. >> I see. But yeah, [48:00] » what kind of premium we looking at for something like that? [48:02] » Well, I did ask for a quote, but since we just asked for it, they were still [48:06] working on it. We were quoting 340,000 for equipment out in the open [48:12] » is kind of where we're at. If you were okay with that, [48:16] » you got an idea what that might cost us. Um it will she she didn't give me any [48:23] any >> it's not a thousand is not you know [48:25] » yeah she didn't give me any like on that so I mean [48:28] » well part of that's on my contractor and part of that would be on the [48:31] » it would be depend on your a contracted agreement [48:35] » that's we should definitely look into that before [48:39] » jumping into this >> yeah because there is a lot of time in [48:42] those bid documents it will classify what [48:47] » at what point it is the city's liability, [48:49] » right? >> Yeah. Just in case somebody goes out [48:53] there and gets on a slide or one of them >> the liability. Yeah. [49:00] » Yeah. >> And it gets hurt. [49:02] » That sure contractor has given you proof that [49:07] they have Yeah. They had liability, I'm guessing. So, [49:11] » you know, too, so if somebody would climb on there and it falls over, you [49:15] know, everybody's going to get named in the suit. But [49:21] » yeah, the question is, is that, hey, the the acts of gods or the vandalism that's [49:26] out of the contractors, >> is that on the contract for them to [49:30] handle or does the city need for it to be added [49:33] » if a tornado takes down the playground? >> Right. Right. [49:39] I can look at the bid specs. >> Please. [49:43] » Okay. And I didn't add the shelter in as >> we figure [49:50] it. >> You don't know what to add yet. [49:53] » Yeah. One rebuilding. [49:57] » They just said that it was Yeah. coming in 2021 to the underwrite. So, [50:03] that being said, I don't know if you guys had any questions [50:07] for me on that renewal. [50:14] » Are we wanting to give any consideration to changing the linebacker rates or are [50:18] we satisfied with where they're at? [50:27] You could approve this with the stipulation that she'll check in on the [50:32] insurance. >> That would be an endorsement then. Yes. [50:35] » And then if they don't have it, then it automatically we can do it. [50:41] So we don't have to have another meeting to okay it. [50:46] » So again with that line bracker, how much did that go up from last year? [50:53] We put up a total of $893. [51:00] And if we do the $7,500 deductible, it [clears throat] decreases it. [51:04] » It saves you $855. >> That's pretty steep deductible, too. [51:09] » It is, >> you know, but even Well, [51:11] » yeah. >> You start looking at what a deductible [51:13] on a house roof is anymore. You start taking your 2500 bucks, maybe isn't that [51:18] much. >> Yeah. [51:20] Maybe that would be four or 5,000 [51:28] » and and you hope that yeah your staff [51:35] our current deductible on it is 2500. [51:49] So, what are our thoughts on going up to a higher deductible? And [51:57] that would sounds like it would get us pretty much close to what we're spending [52:01] right now, right? [52:05] If we double our deductible [52:13] years of no claims, you know, then you have that extra 5,000 that you spent [52:20] if you did have one, [52:26] but then it reverts me back to the business auto conversation just that. So [52:31] » yeah, given where we are um Um, [52:39] » I don't know if we really want to mess with the deductible right now. [52:43] » Yeah, we we can come back and talk to you later. [52:47] » It can definitely be amended. >> Okay. [52:50] » Maybe you can tell us some of the other issues that are happening with a little [52:54] more time to think about it. >> Absolutely. [52:58] » Especially when we know what building we're going to build, how much that's [53:00] going to cost. So we would be able to approve this schedule as is [53:06] » and then have the opportunity to amend. >> Amend. [53:10] » Absolutely. >> All right. [53:17] » All right. And when does this renew? >> Two days. [53:21] » Two days. [53:27] » I move. So, [laughter] >> yeah, it didn't give me a lot of window [53:32] there. >> It did not happen at the July meeting of [53:36] my own. [snorts] [53:40] » I just got it last week. >> Well, I think we know what we need to do [53:45] here. But in the meantime, let me go ahead and read the resolution and then [53:50] seek a motion. So, um, resolution 08202605, [53:56] resolution approving the annual renewal rates with EMC insurance for property [54:01] liability, crime and fidelity, inland, marine, automotive, workers [54:06] compensation, umbrella, and linebacker policies. Whereas the city of Albernet, [54:11] Iowa receives insurance renewal rates from EMC insurance through neighbor [54:16] insurance services for property liability crime and fidelity inland [54:21] marine automobile workers compensation umbrella and linebacker policies. And [54:27] whereas after reviewing the insurance renewal rates and deemed acceptable, the [54:34] city council has decided to accept the renewal rates effective August 15, 2026. [54:42] Now therefore it be it resolved by the city council of the city of Albernet [54:47] that the insurance renewal with EMC insurance through neighbor insurance [54:51] services is hereby approved passes 13th day of August 2026. [54:57] Do I have a motion to approve? [55:03] » I move we adopt resolution 2026-5. [55:09] » All right. Moved by Trump. Do I have a stand? [laughter] [55:14] » Do I have a second? Clock's ticking. >> You'll be here till we pass it. [55:22] » Second. >> Okay. [55:26] » Second by Bozenberg. All right. All those in [55:31] uh all those in favor of adopting resolution 08202605 [55:36] in the nick of time uh signify by saying I. I I [55:42] » all opposed. Nay and we meet the deadline. Resolution passes. So, [55:51] all right. So, now we are moving on to a discussion item here. Um, and this is [55:57] going to deal with the proposed donor donor [clears throat] res recognition [56:02] and naming rights policy at the park. Um so there is some uh there is a draft [56:09] there uh just kind of goes over what we are [56:14] seeking. Um we've gotten grants from various entities. Um but also we want to [56:22] give other uh private donors an opportunity to contribute [56:28] um and also be recognized for their contributions to the park. Uh this is [56:34] something that we are working through. This first time it's shown up and so it [56:38] is a policy that is a work in progress. It even says working draft there. So um [56:47] reading through this are there any any questions um any [56:56] suggestions in terms based on what is here? [57:03] Give you guys a second to look it over. >> One thing that we are working on is [57:08] making it consistent with the [57:13] agreement that we came up with for the sign [57:17] » as far as the ownership portion of it goes. Like once that money is donated, [57:24] then it becomes the city's discretion as to where [57:35] That's pretty well spelled out right the way it is right now, right? [57:39] » Yeah. >> Yeah. [57:44] » But it doesn't really get into, you know, if you donate so much money, [57:49] there's just this. I mean, you'll go to detail, but it'll come later on. [57:52] » Let you guys, >> yeah, [57:55] » figure that out. I mean I can give suggestions on based on what other [57:59] cities are doing but kind of just depends on [58:06] the total cost of the project you know and what the contribution is as [58:12] to what you decide is comparable to what type of recognition [58:18] to get. [58:22] So, just putting it out there, letting you guys look at it and [58:27] make suggestions and go from there. But I think it'll be good to have in [58:35] future projects as well. I don't this isn't just direct. It's come up because [58:41] of the park, but I feel like it'll be beneficial for other things in the [58:46] future, too. Especially now that we have a plan. [59:08] So, one of the things that I'm looking at is just having [59:15] like uniform signage um [clears throat] across [59:21] across so that there's not like a giant logo of this place and then a smaller [59:27] logo here. and it's a bunch of different tiles of different sizes all over the [59:31] place. Um, you know, certainly if they want to have [59:37] like naming rights of the pavilion, um, of the shelter, then that can be [59:45] something that they would be featured more prominently, but others we would [59:50] just like to have [clears throat] their recognition [59:53] there. I think on a plaque on the on the piece of [1:00:01] uh if they wanted have it dedicated toward one person or another, but [1:00:19] is there any other comments or >> it's a good start. Mhm. [1:00:29] Yeah, there's still a little bit to do here. And [1:00:35] we don't even have a a a fully functional park yet, so we can [1:00:42] hold off on throwing. >> But, you know, you know, I like your [1:00:47] thoughts on this are very good. Um, in previous times we've been so busy [1:00:53] doing other things, we may not we may have completely overlooked something [1:00:56] like this. So, it's nice to see that. I think we keep getting a little better [1:01:00] all the time. [1:01:05] Some of something that keeps coming up [clears throat] [1:01:09] with previous projects is certain groups didn't get a thank you from the city [1:01:16] for the money or whatever they donated. So, we probably ought to look at that in [1:01:22] the future and make sure we we give them at least a thank you note that [1:01:28] way of squishing in more of that stuff. So with with along with you know what's [1:01:35] in what's in here. So we just got to be aware of that. I think [1:01:42] » that's something I've been thinking about [1:01:45] future for when we are finished with the project and we have the official [1:01:51] ceremony to whatever I have already thought about you know [1:01:57] making sure what whoever donated or whatever grants we were awarded those [1:02:04] people are invited to that specific event [1:02:08] just to show appreciation. [1:02:11] You get the idea. [clears throat] [1:02:19] » Little gratitude goes a long way. [1:02:25] And I know that it's just something that I was thinking about, but having like [1:02:30] that a giant A there and having like donors on each side of the A [1:02:40] listed. I think that would be kind of cool, [1:02:44] you know. And I did reach out to a member of the Cedar [1:02:52] Rapids City Council um about who did their installation, the [1:02:57] giant Cedar Rapids there on it on Maze Island or is it on different [1:03:04] » Yeah. So [1:03:07] » I look out my window. >> Yeah. [1:03:10] Well, and I was I went up and I like looked at it close the other day and was [1:03:15] like, "Yeah, that would that would be kind of cool." You know, maybe a [1:03:20] slightly different touch than than that. So, it's not just a cookie cutter, but [1:03:27] how to go about that and the cost. I'm not sure, you know, [1:03:31] how to how to execute that, but I think that would be a nice focal point of [1:03:38] where the donations are so that, you know, people can see all in one place [1:03:44] everyone who who gave. So, [1:03:53] is there anything else to add on the discussion on this? [1:04:02] All right. It is a work in progress. Um it's uh going to continue to to show up [1:04:09] as it develops and we'll keep working on it. [1:04:14] All right. Next item is we're going to set a public [1:04:20] hearing for the zoning ordinance amendment [1:04:24] um for September 10th. at 700 p.m. Um [1:04:31] the zoning ordinance, what is uh what will be covered in that? [1:04:39] » Um that was to amend the pool barrier. [1:04:46] » That's right. The pool barrier defenses that sort of [1:04:50] » Yeah. Yeah. to adopt the international building code [1:04:55] and let lint county enforce that part. >> Okay. [1:05:03] So, um, do I have a motion to set the public hearing for the zoning ordinance [1:05:09] amendment um for, uh, we'll set that for the same meeting time as our monthly [1:05:17] meeting in September on September 7th at 7:00 p.m. Do I have a motion on that? [1:05:23] » I'll move to it. >> Okay. Second. [1:05:27] » Second. >> Okay. [1:05:30] All those in favor of setting the public hearing for the zoning ordinance [1:05:34] amendment for September 10 at 700 pm signify by saying I. [1:05:40] » I. >> All opposed say. [1:05:45] » So we will have that and then we have um a public hearing for the park shelter [1:05:52] design um discussion on that. [snorts] uh looking forward to have a public [1:05:57] hearing on that as well next month. Um and so uh do we have any discussion [1:06:04] before I seek a motion on that? >> Do we anticipate having some kind of [1:06:09] drawing to look at prior to that time >> costs and all that? [1:06:14] » So at that's part of the reason this is getting reset. We were supposed to [1:06:22] notice of the public hearing. There'll be plans and steps here for you guys to [1:06:26] » and I'm sure Becky, either Vicki or Bethany will send them out for you guys [1:06:30] to take a look at. >> It's my understanding that the goal is [1:06:35] about six tables underneath of the shelter. Um Bethany did say that that [1:06:39] was one thing that she was wondering if um just confirmation on it. So we make [1:06:44] sure that we're trying to hit that right target. Okay. [1:06:47] » Does that sound about ready? Yes. So, enclosed [1:06:53] bathrooms. Is there some kind of fill station or water or something else in [1:06:59] » a drinking fountain donated? >> Um, the bathroom, we talked originally [1:07:03] about having two stall bathrooms. My recommendation was that we drop down to [1:07:07] one being that the fire stations right there. [1:07:10] » Um, because in that event that you were having a big event out there, we could [1:07:13] open the fire station up for the bathroom use as well, [1:07:16] » just because your cost drastically reduces dropping down to one stall. Um, [1:07:21] and that will likely be a pre-fabricated structure that they come and set. It is [1:07:25] a pre-cast um kind [1:07:28] » pre-cast walls. >> Yes. But it doesn't look like pre-cast [1:07:31] » pre-cast from floor >> the entire structure. [1:07:35] » Okay. >> Um, [1:07:36] » I can show you pictures. >> Is that is that something that has to be [1:07:38] drained every year? And >> uh yeah, so we will the plumbing will be [1:07:43] hooked up basically so that um Matt can come in and blow out the um the plumbing [1:07:48] lines. um basically the winter I said. [1:07:54] » So how during the summer months >> how what what we anticipate like [1:07:58] bathroom availability is that going to be like [1:08:03] » 8 to 10 or >> it'll be a timed lock and Bethany kind [1:08:06] of had it indicated that would it would be the same hours that you classify the [1:08:10] parks opening. >> Okay. Um but [1:08:14] if you start having vandalism issues, these um HU cut units that we're looking [1:08:19] at also um come I want to say with it's like a vandalism resistant paint on [1:08:25] them. So it's easier to go in with a power washer and power wash off when [1:08:29] kids cuz you're going to have vandalism, right? Like we know what's going to [1:08:32] happen. So putting in a structure that's easy to clean up. [1:08:37] Is there any sort of like utility closet or maintenance area keep cleaning [1:08:42] supplies and that kind of stuff on site? >> Yeah. And your like your water heater [1:08:46] and any any of your mechanical manifold as well as the electrical panel will all [1:08:50] be in one end of the building and the other end will be the restroom with a [1:08:53] pre-cast wall between the two. >> So it's going to be pre-cast. Is it [1:08:58] going to be open [1:09:03] all the time with the when the park's open then or is it going to be locked? [1:09:06] How I mean I can't quite see what we're talking about yet. [1:09:09] » So it'll the restroom door will have a time to lock on it. Yeah. But the where [1:09:14] the picnic tables and everything is that >> Yeah, that'll be [1:09:16] » Is that kind of open in an open area then? [1:09:19] » Except the the one end that will face the restroom, there'll be a um [1:09:24] » there'll [clears throat] be a closed wall [1:09:26] » and then the sides will wrap about six feet so that if you want to put like a [1:09:31] food booth area, there's a protected area that you can put food up that is [1:09:35] protected from the wind. Okay. Um, >> will there be outlets along like [1:09:40] » So, there's talk about that. Bethany and I's conversation right now is to put the [1:09:44] conduit in for the electrical and then the city could come back in with their [1:09:48] own contractor. And otherwise, we had to hire electrical engineer to do it. [1:09:52] Whereas, if we just when the city has the funding, um, they come in and have I [1:09:57] think Hawkeye typically does a lot of your electrical stuff. So, they would [1:10:01] come in and wire um, [clears throat] some light. She's uncertain about lights [1:10:06] on whether you'd want lights or not, but they would wire up um outlets. [1:10:11] » You have some sort of so solar, you know, on [1:10:16] to power the lights within there. You don't need a lot of [1:10:21] » Well, and right now what we're looking at is actually a not a trust roof [1:10:25] system. So, it's a um higher roof system. So, it'll allow more light in [1:10:29] anyway. [clears throat] Um, and the pavilion we're not your park [1:10:33] hours aren't open at night. >> Yeah. [1:10:38] » We have an idea what kind of budget we're looking at on this thing now. [1:10:43] » Well, I think the budget figure was quote me if I'm wrong. It's like right [1:10:48] around 150,000 that you had left to spend on it. [1:10:51] » Okay. >> We're trying really hard to stay within [1:10:53] that. >> Okay. [1:10:56] between 150 175 I think. >> Yeah, that was part of the drop of the [1:10:59] single stall restroom because the double stall was going to be between 85,000 and [1:11:03] 115,000. >> So that's why [1:11:09] drinking fountain >> a $10,000 drinking fountain. [1:11:16] » Wait, the drinking fountain was donated. >> Yeah, that was donated. So, [1:11:20] » is there a when you're is this maxing out the space so we can that we can't [1:11:28] add on later? I'm just curious. Or you could add on another 10 10 15 ft to it. [1:11:36] » I mean, the way that it's going to be positioned is the bathroom would be on [1:11:39] the side towards the fire station before the concrete pad and then the pavilion [1:11:44] will be set. So, like you could come in and section one if you wanted in the [1:11:48] future. Um, >> just in Yeah, just in case. [1:11:52] » Lengthwise, you can't necessarily widen it. [1:11:55] » No, >> but you could pour a bigger concrete pad [1:11:58] and have some tables sitting outside of it, [1:12:00] » right? This might be a little harder to add, [1:12:03] but for the distance between the pickle ball court and the expected end of that [1:12:08] pavilion, how much are we looking at in between? [1:12:11] » I don't know that, but the drawings will show that on it. [1:12:13] » Okay. I mean, 50 ft. >> I mean, you look at this stuff and then [1:12:20] you look at out there and it's it's kind of crowded out there. [1:12:23] » Yeah. So, we're trying to preserve as much of the green space as we can. Um, [1:12:26] we're still working exactly what width that bathroom structure is going to be [1:12:32] and >> walkways for the um 80 accessibility [1:12:36] around it. >> So, I don't know that number, but we'll [1:12:39] make sure to show it on the fence. [1:12:46] I haven't been out there. Where's the pile of dirt at? [1:12:48] » No, pile of dirt is more north. >> Okay. [1:12:53] » You mean it'll go in a little bit, but it looks fully in it. [1:12:57] » Big pile of dirt. >> It's kind of at the edge of the sidewalk [1:13:00] at the intersection of the basically the old road and the [1:13:03] » the sidewalk by the fire station in that area. [1:13:07] » Okay. Yeah, [1:13:11] » the corner that they're not really doing anything in right now with the park [1:13:14] besides some grading. [1:13:21] » If they get decent weather, you're still looking sometime in [1:13:25] September probably for this thing to be ready to be seated down. [1:13:30] » Um, they will for the park, the pavilion and the bathroom structure will be next [1:13:34] year. Okay. Hey And the park they'll have to seat it. I [1:13:41] think I think permanent seating has to be in [1:13:44] by like September 15th. >> Yeah. August 15th because September 15th [1:13:48] is >> Yeah. [1:13:52] » Well, the weather cooperates sometimes that [1:13:56] does get extended by a week or two, >> but usually by October 1st you have seen [1:14:00] in your house. Okay. [1:14:05] Pretty lucky. But I think I think they're close to [1:14:09] wrapping up now that the pickle ball store was kind of [1:14:13] » a little more sidewalk. And it looks like they can start pushing things back [1:14:16] and forth. I mean pushing some dirt there. [1:14:18] » Yeah, I know. Ranch's anxious to get out of there. So [1:14:25] calls from him. [1:14:31] » All right. Anything? Anything else for tonight? [1:14:40] We'll go ahead and seek a motion to set the public hearing for park shelter [1:14:44] design for September 10th at 700 p.m. Do I have a motion? [1:14:52] » So, move [1:14:55] and a second. >> Second. [1:14:59] » Um, all right. All those in favor of setting [1:15:03] a public hearing for park shelter design for September 10 at 700 p.m. signify by [1:15:10] saying I. >> I. [1:15:13] » All opposed. All right, that is set. Moving on to [1:15:19] written reports. Um TJ, anything to add to the report that's in here? Uh [1:15:27] » go back through and double check. [1:15:36] Um the hydro testing on the SCVA tanks, it's something that needs to be done [1:15:41] every 5 years. Um and they haven't been done on the sets that we currently have. [1:15:46] » Okay. >> Um some of them date back to 2017. So [1:15:49] they should have already been done a few years ago. So [1:15:52] » [snorts] >> um [1:15:54] like I said in here, Hawkeye Fire is cheaper, but we'd have to shuttle them [1:15:58] down. So, we'd have to do probably four trips down, [1:16:02] » shuttle them down, pick have them tested, and then pick them up and bring [1:16:05] down another set. Um, the other company, per hydro, [1:16:10] » um, is a little more, but they can come to us and they have a mobile tank that [1:16:13] they can do that in. Um, [1:16:17] and then host testing, uh, same thing. It needs to be done. Again, hasn't been [1:16:22] done in a while. and um 139er brush truck had a module fail on [1:16:30] it and was dead in the water. So um I was able to get approval from Bethany to [1:16:36] have a emergency repair done on it so we could get it back up and operational. So [1:16:42] um that's been fixed. We did find some other um [1:16:47] an exhaust leak while we were pulling everything apart. So, um that might be [1:16:53] something that we'll have to address here soon, but [1:16:57] um other than that, everything seems to be running good. Um I did include the [1:17:02] quotes from Pro Hydro and from Hawkeye. And [1:17:08] there also is um a contract for McQueen which we had done [1:17:14] last year for servicing our um our mask and our packs that we have. Uh one thing [1:17:22] that wasn't added that I thought we did have added which I apologize was the air [1:17:26] compressing unit that we have um our fill station that fills our bottles for [1:17:31] us. So we um use that and that needs to be um serviced every year as well. Mhm. [1:17:37] [clears throat] >> So, they would come in and do it all at [1:17:39] one time. Um, and I forget how much it is by itself, but um [1:17:47] I think it's like $4 or $500 by itself without a contract. And they're saying [1:17:52] that um they're quoting us 350 for each year. So, [1:17:58] um, that's about the only thing I had. [1:18:12] Yeah. Um, [1:18:15] so I don't know, Mac, do you want to talk about it or [1:18:19] » Oh, >> because you know more than I do. [1:18:21] » Yeah. So when they they're installing, they're auguring the fence posts in the [1:18:26] pickle ball cord. They get the electrical line that services the fire [1:18:30] station, but that was fixed in the same day. Um I guess it's now it's an [1:18:36] argument between Hawkeye who located the line and the fence company who hit it as [1:18:40] far as who's liable for it, but they had to pull those wires from the fire [1:18:44] station to the wellhouse. And everybody needs to realize is when [1:18:51] that happened, we can't get the vehicles out of the [1:18:55] garage. So if we had a call that day, we had to [1:18:59] rely on center point. [1:19:04] » You don't have a backup. >> A backup generator feeds that main line. [1:19:12] » So what I'm what I'm doing? Yeah. So, what I'm doing is um I'm [1:19:19] getting in contact with overhead door who did the installation to begin with [1:19:24] of the garage doors and they're going to look at either um possibly doing like a [1:19:30] battery backup on the doors so we can still use them or um [1:19:36] re servicing them to get it back to the proper tension so we can push the doors [1:19:42] up and they go up by hand. So, we have the capability right now to unlock it, [1:19:47] but we can't push it all the way up. >> So, the springs aren't quite set, [1:19:52] » right? >> Is what they think, but they're going to [1:19:54] have to come out and take a look at it. So, I am in the process of talking with [1:19:57] them and getting a >> um [1:20:00] rectify or a solution brought to the table. So, it's one of those we never [1:20:05] would have known without it happening. So, [1:20:09] » it's kind of good to know that you can't get the doors open without the power. [1:20:12] » Yeah. Yeah. So [1:20:16] » stuff happens [clears throat] >> like a fiber optic by the shaft that [1:20:20] tube. [1:20:28] » So and so we were making contact with the [1:20:33] surrounding services. They were going to have to step in for us because we [1:20:36] couldn't get a vehicle out the door. >> That doesn't make us look very pretty [1:20:41] with the state of Iowa. No. They get a little annoyed if you can't [1:20:47] thankfully not call. >> Luckily, no, we did not. So, [1:20:52] » yeah. Um, it wasn't busy in L County that day, but luckily for us, it wasn't [1:20:57] because So, >> it could have been our luck be the day [1:21:01] that we got slammed. >> Yeah. [1:21:05] » Just those things that catches you off guard and you think everything's fine [1:21:09] and then something like that. Um just just uh [1:21:18] sorry I still can't tell you. [1:21:23] » So on the hydro test, do we need to approve [1:21:29] either of these bids or >> Oh [1:21:32] » no, that's okay. >> Was an overlook on my part [1:21:37] » because they're serviceoriented. uh [1:21:42] contract update plus the service requests. [1:21:46] » Yeah. >> So I will have all resolutions for those [1:21:49] at the next meeting. >> Okay. [1:21:54] » Anything else to add to the report? >> Nope. [1:21:58] » All right. That's not fun. [1:22:03] » Speaking of fun, public works. [1:22:09] I don't have anything to add to it. I mentioned it in the bottom for the like [1:22:14] council to approve it purchase of that skid lower bucket. Um the new machine is [1:22:20] in it came with a larger dirt bucket with teeth that the old one went on [1:22:25] trade and I didn't include it originally with the purchase of the machine. I want [1:22:29] to see what the old smooth bucket was like almost a foot narrower than the new [1:22:34] ones. So it's narrower than the tracks itself of the machine. So, if you're [1:22:37] doing any grading or eventually pushing snow, you're going to be driving over [1:22:41] what you're trying to trying to move. So, I wanted to purchase an identical [1:22:45] one just with a smooth cutting edge. The old bucket is in pretty bad shape [1:22:50] anyway. I was plan on welding on that to fix it up and just use that dedicated [1:22:56] for salt to keep the the new buckets out of the salt. [1:23:00] It's not worth much being in the condition it's in. [1:23:04] So that's available to be approved tonight. [1:23:08] » But [1:23:13] don't have anything else to add to it. [1:23:18] » Very busy with waste water right now with the lagoons trying to keep them [1:23:21] from overflowing basically at this point. But the DNR is aware of all of [1:23:26] it. >> Yeah. When you get five inches of rain [1:23:28] in 24 hours. Yeah. >> Was that fast? I was planning on an out [1:23:34] of season discharge. I thought we were going to I was taking pre-draw samples [1:23:38] weeks ahead of time and I thought we were going to have plenty of time to do [1:23:40] it and then we got that five inches of rain and it came up week [1:23:49] » but they are aware of the situation and we're taking extra sampling in the [1:23:54] process. [1:23:59] So, do we need to do a motion to accept the the bid here? So, [1:24:09] um [1:24:13] so I'm seeking a motion um to approve the bid with uh Rexco equipment. Is that [1:24:22] right? or the um 86 inch severe duty bucket bolt-on and [1:24:30] bolt-on cutting edge. It's also 86 in for a total not to exceed $3,15352. [1:24:46] Do I have a motion to approve that expense? So move [1:24:51] » moved by Bzenberg. Second. >> Second. [1:24:54] » Okay. [1:24:58] All those in favor of approving the purchase of an 86 in [1:25:04] severe duty bucket and bolt-on cutting edge, also 86 in um [1:25:12] from Rexco in the amount of $3,15352. [1:25:18] signify by saying I >> I [1:25:22] » all opposed. Nay. All right. >> We got the new one in yet. [1:25:30] » They took the tractor and >> Oh, okay. [1:25:34] » Got more room in the garage now. >> Yeah. [1:25:37] » Even with the tractor attachment still, there's Yeah, it makes a big difference [1:25:41] in in the garage. This is smaller potatoes, but still a [1:25:48] concern coming in. I don't know if this is [1:25:51] county or you or who would take care of this, but coming in from the west on [1:25:58] Roosevelt there. Our speed limit ahead sign and our 40 mph speed limit sign has [1:26:06] growth in front of it to where you can't actually see [1:26:11] » growing on. >> Yeah. Yeah, like growing in a tree or [1:26:14] something >> sprouting out of the ditches there so [1:26:17] that you can't really see those. >> Uhhuh. [1:26:21] » Yeah. [snorts] >> I mean, [1:26:26] » one other thing, the the p the fix on Roosevelt Street in front of your house. [1:26:35] » Another one. Mac, I was going to talk to you coming in on on um Bernest Station [1:26:42] coming up to Elbert Main Street. The stop sign there, if you're coming in, [1:26:47] it's all the trees in the yard have grown over and you can't see that stop [1:26:51] sign. >> Okay. No, just for like semi-truckss or [1:26:55] something coming up through there until you get [1:26:58] » with in that last yard, then you can see the stop sign. [1:27:02] » But otherwise, there's branches coming down over that. [1:27:08] » Bottom line, things are not going to stop growing anytime soon. [1:27:13] » It's like a rainforest out there. All right, anything else for Mac? [1:27:22] Okay, moving on to city clerk treasury report there. [1:27:28] Financial report is in there. Anything you wanted to add to this, Vicki? [1:27:34] » So, I've only got the one report in there. We've migrated to the new [1:27:38] Quirkbook system. I'm still trying to get used to what the reports look like [1:27:44] and which format's going to be the best one to use. They are a little bit [1:27:48] different than QuickBooks. So, I'm playing with all of them. [1:27:54] Problem is when I you can export them to Excel, but for some reason, it's not [1:27:59] allowing me to do any type of sorting. So, I'm I've got an email out to them on [1:28:06] that. I don't know if it's a programming issue or if that's just the way it is. [1:28:10] Um, and they're trying to figure out, they put the budget in for me, but I [1:28:16] haven't had a chance to really go in and look at it to make sure it's all where [1:28:21] it should be. So, bear with me for a month or two while I work through all [1:28:28] that stuff. But otherwise, it's going pretty smooth. When you export, is it an [1:28:34] option to instead of putting it into an X file Excel file that you can do it as [1:28:40] a CSV kind of delimited? >> No, it's automatically. [1:28:45] » Yep. >> That's a workaround I use. So, all [1:28:50] right. Anything for Vicki? [1:28:55] All right. Um, city engineer report. [1:29:01] So, two of my big items we've already talked about tonight, right? [1:29:07] Um, one of the ones that I've heard from both Mac and V or um and Bethany that [1:29:13] are going to be top priority is figuring out how we start looking at an project [1:29:19] to I shouldn't use ionizing [1:29:23] um infiltration project with your sanitary sewer. There's a lot of storm [1:29:27] water getting into your sanitary sewer which is causing all of Max's issues out [1:29:30] of the treatment. Um the treatment and your lift station. I [1:29:36] went out and looked after one of the last council meetings and there is a ton [1:29:39] of clear water coming into that lift station in high water events. Um so [1:29:44] starting to look at that. I know you've done a lot of videoing and getting some [1:29:48] of those videos and starting to look through those. um trying to find where [1:29:52] some maybe lining or manhole lining. Um maybe even I think there's some manholes [1:29:58] out along that waterway that probably need um sealed up better and raised up. [1:30:04] Um and so starting to look at that one of them and then hug them back [1:30:11] through um how to connect onto the water and sewer mains [1:30:16] with uh possible apartment building and as well as starting to look at a [1:30:22] capacity study just for the um water and sewer systems. [1:30:29] Those are big ones. [1:30:36] Any additional questions or comments? >> Questions to you? [1:30:45] » I don't know. I think we're probably keeping you busy as is. [1:30:52] Weather's providing plenty of issues. >> It's amazing. Every time it rains, how [1:30:57] many phone calls I have from our cities that we start they're finding water in [1:31:01] places they've never had water. >> It's so wet this year. So [1:31:07] » I can't imagine we're not prairie bird. [1:31:11] » Yes. >> Very true. [1:31:15] There's always something to be. [1:31:19] » All right. Uh, seeing nothing else, uh, we'll go ahead and, uh, seek approval [1:31:25] for the consent consent agenda. Do I have a motion to approve the [1:31:31] consent agenda? >> So move [1:31:39] a second. Second. [1:31:43] » All right. Uh, all those in favor of approving the consent agenda signify by [1:31:48] saying I. Okay. All oppose signify with nay. And consent agenda is approved.
