[0:00] All right, I am going to call the meeting to [0:02] order at 6:01 p.m. Please stand for the pledge of allegiance. [0:09] » I pledge algiance to the flag of the United States of America and to the [0:14] republic for which it stands, one nation under God, indivisible, with liberty and [0:20] justice for all. [0:26] Can I get a motion to approve the agenda, please? [0:30] » Move to approve the agenda. >> Second. [0:34] » All in favor? >> I [0:37] » opposed. Motion carried. [0:42] Don't have any aldermen people here. Um uh need a motion to approve meeting [0:48] minutes of Monday, July 13, 2026. Please >> move to approve meeting minutes of [0:54] Tuesday, August 11th, 2026. >> Second. [1:00] Uh, any further discussion? All in favor? [1:04] » Opposed? Motion carried. Um, I don't see any public input here [1:11] and we don't have any updates from Sam or Sheriff. Okay, rolling right through [1:18] things. already half done. >> All right. Uh, next up is Beverly [1:29] » and thank you for your service. >> Oh, you're welcome. Um, maybe at any [1:34] particular place where >> wherever you would like to [1:38] » make you feel important. [1:44] » Okay. I brought with me a painting. Um, Ray Swanson was born in Alcestor, [1:52] South Dakota, October 1937. He died December 17th, 2004, and his [2:00] funeral was held in Phoenix, Arizona. Swanson graduated from Northwork [2:06] Aeronautical Institute in 1960 and he began his career as an engineer [2:13] in California moving away from South Dakota like so many others. In 1973 he [2:19] left California to establish the Christian Academy of Prescott, Arizona [2:24] in Prescott, Arizona. He later moved to Carfield, Arizona where he opened his [2:30] first studio or one of his first studios. He became a professional [2:34] painter of the American West, especially of the Native Americans. His paintings [2:39] depicted the lives of the Hopi, Zouri, and Navajo tribes and were so realistic [2:45] that they were wellreceived by these tribes. And he was also welcomed on the [2:50] Navajo reservation to paint. He was a member of the Cowboy Artists of [2:56] America from 1986 until his death in 2004. He won a gold medal from the [3:03] National Academy of Western Arts in 1975. [3:07] A lot of his works can be found in dedicated collections such as the one [3:11] found in the Pippen Museum in Prescott, Arizona. [3:15] His paintings depicted the daily lives of Native Americans and have sold for [3:19] upwards of $87,000 on East Coast auctions and in Western art galleries. [3:26] The painting when I researched it is an original signed oil on artist board Ray [3:32] Swanson. It is part of his beginnings into the western arts and AI values it [3:38] at between 8,000 and 12,500 in pristine condition. [3:44] This one isn't pristine. It has been well-loved and displayed for [3:50] years. I didn't know its value or providence [3:54] until very recently. To me, in my family, it was just a part of home. [3:59] I'm a veteran, a Navy vet. I left home at 17 like so many in South Dakota. [4:06] And I was stationed on the East Coast where things were so very different from [4:11] a young South Dakota girl. The base where I was stationed, they [4:16] didn't have a stables, but I was a horse nut. I found a place by where I could [4:20] lease a couple of horses for myself and my family. Uh but that meant that I [4:26] needed gear. I needed tack. Being a military family, we purchased [4:32] used. We were looking. And that's where I found an estate sale. [4:40] And that's where I found this painting. [4:44] Little town in Virginia. I wish I could remember the name and I wish I could [4:47] remember the lady's name. Alls I remember is a woman was from [4:52] Beersford, South Dakota. This was home. [4:59] We purchased the tack. I don't remember all the tack we purchased, but I [5:02] remember the painting. It was home. It was Beersford, South Dakota. [5:09] The lady had it framed the plaque. She had it named. [5:16] She must have loved it as much as my family came to love it. [5:21] My children were both born in Portsouth Naval Hospital. [5:26] But they call 605 home. All the stories, [5:31] all the things I told them about home. When we finally came home, 605 became [5:36] their home. [5:40] This was the biggest piece of South Dakota that was in our home the whole [5:44] time we were in the service. Now, imagine my surprise when I went to [5:52] do some renovations on my old farmhouse and I decided to research the artist [5:58] because I could not remember the woman's name. All I had to go by was the [6:04] signature in the corner, Ray Swanson. and I found he too was from South [6:10] Dakota. His beautiful works have been in [6:14] galleries on the east coast and there is that collection in Arizona. [6:20] I couldn't find anything in South Dakota that displays some of his works. [6:26] That's why I'm asking the city of ancestor to purchase this painting [6:30] for 5,000 to bring him home so more South Dotans can see this work. [6:38] It's not one of his more famous works, but it's a part of bringing him home. [6:47] » Thank you. >> Thank you. [6:55] » What is the name of the painting? >> Excuse me. [6:58] » Do you have no Do you know what the name of it is? I didn't. [7:01] » Chorus Glenn. >> Chorus Glenn. Yeah. [7:22] You can tell from your story how even though the world is so big through [7:26] everything, it's actually really small and it brings it all back together. So, [7:30] thank you for sharing your story and your family's story with us as well. [7:35] » Well, you're welcome. I I used to work helicopters. I'm deaf as a post. [7:42] » Part of my last tour. >> That's okay. [7:47] » And like I said, I wish I could remember the lady's name. I really do. Um, [7:53] » was was the lady from Beersford originally? Then [7:55] » she was from Beersford, South Dakota. That's [7:58] » I just wanted to make sure I was adding these up correctly here. [8:00] » Yep. And you can tell it is I displayed it my home not knowing [8:11] anything about the artist. It is just oil on artist board. [8:20] now whether she was a friend of the family being from Beersford or what [8:26] um [8:30] but it was always [8:35] part of home. It was always one of those things that I [8:39] can say this is from where I'm from. [8:46] Um, it had to have been in the early 80s [8:54] when I purchased it. I was in the service from [8:59] 1979 to 1991. [9:04] So, that kind of gives you a rough time frame. [9:12] One of my service injuries was a traumatic brain injury when I got blown [9:16] off of the top of a helicopter. Fell over 30 feet. [9:20] » Yikes. My memory can be a little sketchy. [9:26] » My memory is sketchy without that. So, [9:30] » same. [9:34] » Um, does anybody else have any questions? [9:38] that I can try to answer or I would just like to see it from [9:50] um [9:55] I think so I don't know if you saw our agenda at [10:01] all or have heard any of our big projects that we have going on. Um, [10:06] while I would love to keep it here and display it for everyone, like you said, [10:12] bring it home. Um, I think that unfortunately 5,000 is out of our price [10:18] range. >> Does it I mean, [10:20] » I would agree. We I mean, we make our budgets a year in advance [10:25] » and we normally don't set funds for this type of stuff aside since we focus on [10:30] mostly city improvements. I just don't think right now we have the [10:36] funds to put forth towards that. And I I don't know. I mean, I do want to do [10:41] right by the artists and like you said, bring them home. I just don't know if [10:44] this is the right place to truly display it. Um, and really have that. I mean, I [10:50] would say maybe like the library or I'm trying to think of somewhere that [10:54] actually has like a collection of work that would [10:57] » Yeah. And we don't have >> it would fit in with [11:00] » Unfortunately, we don't have a museum. >> Yeah. [11:02] » You know, like that would be a perfect place for [11:05] » something like that. >> Yeah. [11:07] » Um I just I I feel like the story behind it [11:12] and how it means more to you [11:18] has more meaning than what it's going to give to our community and what we have [11:23] available. I feel like [11:27] Reva like the paper >> if you reach out to the paper and list [11:31] it and I think Reva I think this would be a great because I do know there are [11:35] people in our community >> who would really [11:37] » who would really they do there are people that can do that with their own [11:43] » with their own funds. But I always look at it and as you're a veteran, you [11:47] understand when we're holding on to people's money. [11:51] » We're holding on, we are, you know, dealt with the task of appropriating [11:57] funds for the people who even if they're veterans, they're living paycheck to [12:01] paycheck or or substance, you know, or, you know, check to check. And so we have [12:06] to be fiscally responsible. And I feel it would be a disservice to the people [12:12] of our community if we I even though I would buy it because I because I know [12:18] what we I know we could just be like nope we're not doing this we're not [12:21] doing this we are buying pretty things and we are making our town beautiful. [12:25] » I am not that's why we that's why it's a council cuz [12:29] » Kirstston's not responsibly but I I would love to [12:34] » Yeah. And I I would even love to write something about how important it is. [12:39] Like I would love to input on that cuz it is a beautiful piece of art, [12:43] » but like we said, we have >> too many [12:45] » we have too many things on our plate. But we have and I don't know [12:50] » I just don't think we can do it service that it deserves and the story that it [12:53] deserves. >> And even if the city could help me reach [12:56] out. >> Yeah. And Yeah. And I would love to I'll [12:59] I could reach out I can reach out to Reva. I got here I I'm writing down [13:02] Reva's email address for you >> and that would be great because I've [13:06] been >> I don't I haven't really found a way [13:11] other than >> reaching out this way to say how can I [13:16] reach out? How can I find a way to bring him home? [13:20] » And this would be even great for people in the city itself to find a way to [13:25] bring him home. I think Revo would write a great story. [13:30] » She loves and she even if she loves special interests and our paper reaches [13:34] people who live who are from ancestor who don't get who don't live here [13:38] anymore. >> There are subscribers all over the [13:40] place. You never even >> and that's I always say if you never ask [13:44] and the answer is always no. But you have to like and somebody's going to [13:48] know somebody who knows somebody and maybe even maybe even their family's [13:53] watching >> and they're be like I know Ray Ray [13:56] Swanson with my uncles, brothers, cousins. [14:00] » This was my initial way to find a way to reach out because [14:04] » I understand city government. >> Yeah. [14:06] » And you and you also understand small town. You also understand small town [14:10] South Dakota. This is you talk to the people who know the people. [14:13] » Yeah. And I live in Camasota myself. Camod is a small town. But this is a way [14:18] to reach out and to let city >> members and city people Hey, by the way, [14:24] » would you would you mind if we have a picture of you with it and then I can [14:29] send it to Reva. >> Oh, no, that's fine. [14:31] » And that way kind of give her a little bit of a background behind it, too. [14:36] » And we've got >> your email address. So, I can share that [14:40] with her, too. >> What was that? I can share your email [14:43] address with her. Okay. Yeah, perfect. >> How long was this the high school? [14:48] » This section was the high school here um from the early 90s. [14:53] » When? >> Early 90s. Was this [14:55] » a family that grew up here? That's what I was wondering. They probably went here [14:58] then. >> And then the other. [15:02] » Sure. >> And I can give you my email address. [15:05] » I've got that from what you said, Dave. Yep. So, we're good there. So, I will [15:09] get that over to Reva and get that going. Yeah, because [15:12] » you know the other thing the first way to reach out this is somebody's pen. [15:15] » It's the city. You can have it. >> I'm everywhere. We have a speckled [15:21] » um No, and I think that's a great idea. Uh Kirsten, thanks for coming like [15:26] bringing that up. Yeah. Um, and just to kind of go off that, I think, you know, [15:32] if it's not somebody that wants it here in town, like you said, there could be [15:37] somebody somewhere >> that is interested in that history. Even [15:42] I mean, I don't I don't know the art background of South Dakota well enough [15:45] to know like if there's like a South Dakota art society kind of [15:51] situation, but um, somebody could have >> several galleries. Yeah. [15:55] » Yeah. Somebody could have some kind of insight to that, too. [15:58] » Washington Pavilion has been really good about not getting back to me, but [16:01] telling me they would love me to donate it. [16:04] » Oh, yes. >> Yeah, that's what I'll say, too. Like, I [16:06] would love if you have to if you have to store it somewhere. We could hang it at [16:11] the golf course for you and we could hang it at the golf course with a with a [16:15] with a bracket below it that says this is how much this is. And so, um, a local [16:20] artist used to um sell paintings that she had displayed there. And so I mean [16:26] » that Reva would be a great >> Reva would Yeah, Reva. Yep. And I will [16:29] send this to her. I'll CC you on the email so that you are right involved in [16:34] it. So >> yeah, she'll get back to you. [16:37] » Yeah, she's very good about She loves great stories for the paper, too. She [16:40] just loves things that actually, you know, that you don't Yeah. It's It's a [16:44] natural story. You don't have to dig it up. You don't have to scrge for it. Yep. [16:47] » The story will tell itself. >> And that's and that's something that's [16:51] not Journalism is never easy. So it's, you know, having something where [16:56] somebody wants to tell a story is is huge. [16:59] » Yeah. >> So I like that. I I do I I I would love [17:03] it if somebody would buy it for Alcester and you could display it. That would be [17:07] even cooler >> and we could try to make that happen. [17:11] » We could try to do that. So if somebody wants to [17:13] » The possibilities are endless. But there is a possibility there, you know. There [17:17] is a possibility there. >> Yes. [17:19] » Thank you. Thank you so much for coming. Well, thank you for having me. [17:23] » And if you want to stay for our engineers meeting, he talks really fast. [17:32] » Engineers meeting at home working on helicopters. [17:36] » Oh, no. This is so much different stuff. This is sewer and pipes and all sorts of [17:40] fun road stuff. >> Everybody wants to talk about [17:42] » Yeah, we It's great. Sewers. You want to know what happens to sewer water? Yeah, [17:47] it's great. It's fun. >> They have to be patient. [17:51] All right, Paul, you're up. >> All righty. Well, with that intro, [17:57] uh, go through the engineering report uh, with everybody. Um, I also, you can [18:00] probably see that we got the the TV over here. Um, I have a little presentation, [18:04] a little update of kind of the conceptual, uh, preliminary design for [18:08] the DOT tap grant. That's sidewalk going from here out to the school. Just kind [18:12] of want to show you visually what we're planning on doing. Uh, basically do um, [18:16] a little coordination with you guys, kind of know what's all going on. and [18:19] then um I get with you guys and Dave to kind of coordinate with a couple [18:22] property owners that uh we have you've got already talked to but just here's [18:26] more the definitive answer when we're thinking happening for all that but with [18:29] all that being said first I'll kind of go through the engineering report as [18:32] mentioned uh general engineering uh nothing to report on that one uh looking [18:37] at the uh sewer lining project it looks like that is actually finishing up here [18:41] I believe uh Tanny and them are um looking at the final review of the [18:46] videos and all that stuff that are planning on actually being done [18:48] substantially completely completed here um by mid of this month here. So about a [18:52] month earlier than they were planning on doing. So uh good news there. Uh there [18:56] were probably a couple hiccups that you heard about there. I think there's three [18:58] lateral services um that uh ended up having issues. One was is from a [19:04] property owner that was having construction. Some of that construction [19:06] stuff went into the sewer uh service, locked it up. So you know that was [19:10] technically on the the property owner. And then two of the other ones were [19:12] actually on the lining service. U one of those property owners ended up having to [19:16] uh get a hotel for a couple days. Is that right? they end up staying with [19:18] family, >> staying with family. Uh they are keeping [19:20] track some of the charges and basically that's going to go through the [19:22] contractor through their insurance for for damages, all that stuff on there. [19:25] But uh those uh two services have been repaired that I know of. Um looking kind [19:31] of forward on the budget, it looks like the uh drinking water or sorry the uh [19:35] clean water budget is for this project is going to be under by about 14 grand [19:39] is it what it looks like on that one. So always be good to be under budget then [19:43] overbudget for all that. Uh moving right along to the water tower [19:48] project. They are finally here as you probably saw. Um so they are currently [19:52] working on that. Um the plan is um still here. Have they given you guys an [19:58] updated um schedule for that? Okay. Uh from like the last one, I believe their [20:02] updated schedule is what beginning of October to have everything done? [20:05] » I think the last schedule that they sent out uh they were planning on completion [20:09] October 2nd or 3rd. Uh just going to give you guys the information. I believe [20:14] it was the end of was it this week or next week was uh um the substantial [20:18] completion date >> 15th. [20:19] » 15th. So yeah, next week was the substantial completion date um for that. [20:22] So just know that once after the 15th, we'll be basically counting every um day [20:26] for liquidated damages. So if you guys do want to assess that to the contractor [20:30] for, you know, them taking over what they were contractually obligated to, [20:33] you guys have the right to. But just wanted to let you guys know uh be aware [20:36] basically that they will probably likely be in liquidated damages uh for all [20:40] that. Um, moving along on that one. Uh, there is a [20:44] invoices. Oh, sorry. Excuse me. Backing up back to CIP stuff. Uh, there is a uh [20:50] pay request uh for the contractor as well as an engineering invoice uh for [20:53] us. And then for the water tower, uh looking at an invoice from us um so far. [20:59] Moving along to everybody's favorite project, the fourth street water main [21:02] project. Um that is coming along here. Um looks like all the utilities have uh [21:06] been installed. So, all the new connections to the water tower and [21:09] everything now, now that the thing's emptied, we've been um those connections [21:13] have been made. Talking with uh Lonnie, even when this was temporarily put in, [21:17] he's reporting better flows, better pressures throughout town. So, it is [21:20] doing what it's supposed to be doing here. So, it's good to have that nice [21:22] big artery going through the center of town here uh for everything. And the big [21:25] one, too, is having the extra valves now. So, if something does happen like [21:28] we had before, you have better ways to isolate what's going on. And hopefully [21:31] maybe only a quarter to a few blocks of the town need to be turned off, not cold [21:35] town uh for everything. So, it's good start for you guys on there. Um, as for [21:41] considerations on that one, we're looking at uh engineering invoice for us [21:46] as well as pay request number three from the contractor. Um, and then there's [21:50] also a change order number three on that just to kind of go over to simplify what [21:56] we're talking about on that one. There is basically a few fittings uh that we [21:59] need to switch over um on that guy. So instead of finding some um uh 4in lines, [22:05] we end up finding some 8 in lines and vice versa. They just have to flip out [22:08] some fittings and stuff like that. So we're just flip-flopping on some of [22:10] that. And also as well there's a water service for the apartments over on uh [22:14] park that we thought were 1 in actually one and a half inch too. So that'd be [22:17] compensation get that extra line and all the the fittings and all that stuff for [22:21] it. So nothing crazy on that one too. Um this uh this one change order also uh [22:26] corrects an error. We were off two cents on our contract amount and Danner wanted [22:31] it corrected. So that's what you see in red there at the top is correcting that [22:36] uh two cents error that goes back a couple of change orders, but that makes [22:39] all the math math for everybody. So hopefully make make everything easier on [22:43] that one. Uh to give you kind of an update too, I did uh look at the [22:46] projections for the project. It looks like we should be decently under our [22:52] budget. ballpark wise, we will probably be about $100,000 under our budget for [22:56] everything on it. So, um so yeah, we uh that the nice part about that is [23:01] depending what we kind of end up doing for our asphalt because we know some [23:04] parts are going to start breaking up a little bit as we're doing stuff, we can [23:06] expand that and we can be pretty confident that we're not going to be [23:08] over budget for some things there. So, we got a little wiggle room on that. So, [23:11] should be all good on that end. [23:18] And then let's see, moving along to uh the drainage study [23:24] too. Um I did actually reach out to the state uh to Jim Poppin with emergency [23:28] management uh for that drainage study for the town. Uh just give you guys a [23:31] recap, we applied for a hazard mitigation grant um with the state plus [23:35] FEMA would ultimately give you the money. FEMA is still taking their time [23:38] looking at everything that they told us originally July, but with everything [23:42] going on in Washington, I assume that just keeps getting punted along. Uh no [23:45] update as of today. Um the state hasn't gotten an update either um in recent [23:49] times. So we're just at the mercy of when we ever get the funding for for [23:52] everything to want it. And then last but not least, we're looking at that DOT uh [23:58] tap grant um that we're doing from along Sixth Street here. And let's see here. [24:04] I'll go grab my stuff. I don't know if you guys wanted to go through the [24:08] approvals and all that stuff while I grab this stuff. That works for you. [24:10] » We can do that. [24:15] All right. >> I'll make the motion to approve pay [24:18] application number two to Mson Brothers Incorporated in the amount of [24:23] $622,792.35 [24:27] for work completed on the sanitary project through August 20th of 2026. [24:33] » Second. >> Any further discussion? All in favor? [24:38] » Opposed? Motion carried. Make a motion to approve paying banner [24:44] invoice 49130 in the amount of $19,5214 [24:49] for work completed on the sanitary sewer improvements project through August [24:53] 22nd, 2026. >> Second. [24:57] » Thank you. Any further discussion? All in favor? [25:02] » Motion carries. I'll make a motion to approve paying banner invoice number [25:06] 49139 in the amount of $4,912.83 [25:12] for work completed on the water tower recoil project through August 22nd, [25:15] 2026. >> Second [25:20] vote. Any further discussion? All in favor? [25:24] » Opposed? Motion carried. Make a motion to approve paying banner [25:28] invoice 49092 in the amount of $28,57151 for work completed on the fourth street [25:35] water main project through August 22nd, 2026. [25:38] » Second. Thank you both. Any further discussion? [25:43] All in favor? >> I opposed. Motion carried. [25:48] I'll make a motion to approve paying pay application number three to site works [25:53] in the amount of 623,54064 [25:59] work completed on the fourth street water main project through August 28th, [26:02] 2026. >> Second. [26:06] Thank you both. Any further discussion? All in favor? [26:10] » I opposed. Motion carried. Make a motion to approve change order [26:15] number three for fourth street water main project. [26:19] Second >> third and fourth. [26:23] » We'll take Marvy on that one. Dave, further discussion. All in favor? [26:29] » Opposed? Motion carried. Let them all [26:37] » Okay, I'm just waiting [26:42] in there. All right. Can everybody you see this? [26:46] All right. >> Y [26:47] » All right. >> I was just going to do a little recap of [26:49] what we are planning on doing and then we get in more of the logistics of [26:52] everything. Uh what you see on the screen is basically the general thing we [26:55] apply for is basically taking an 8 foot wide sidewalk from here from city hall, [26:59] take it over to Sixth Street and take that thing all the way down to school [27:03] and potentially the football field. Um once we applied for all this, got [27:08] everything together. Um the way the budget kind of worked out, it looks like [27:12] we have to split this project into two projects. We're looking at construction [27:14] in 2027 and 2028 is what we're um planning on [27:19] doing for this one here. So, I'm going to be basically splitting this thing up, [27:23] kind of seeing where the money's hit for everything and then we'll just figure [27:25] out which intersection we want to stop at for all that. Um likely what we're [27:31] probably going to do is Can you guys see my mouse? Okay. uh is likely what we'll [27:34] do is we'll basically make this connection to the school and not do this [27:38] connection over into the football field knowing that at some point this [27:41] connection potentially up into that residential development might go up here [27:44] or back over here. I don't want to get you guys into a situation where we have [27:48] to basically rip a bunch of stuff up. So if we stop right here, the school gets [27:51] what they need. We'll do a little bit of grading so that way future sidewalk can [27:54] go in here and then whenever we get a definitive of where this um intersection [27:58] needs to go, then you can extend the sidewalk um over to that area here. So, [28:02] um, should hopefully save a few bucks and also makes it so that way you guys [28:05] don't have to rip stuff off that you already installed and paid money for. [28:08] Um, let's see. Kind of the cross-section [28:12] view of what it's going to look like. And so, when we're actually along Sixth [28:15] Street, it's all asphalt um to the shoulder. We're basically going to plan [28:18] on doing is basically go over a few inches on the asphalt, cut a nice um [28:21] straight line on it, and then after that do 8 foot of uh 6-in concrete on the [28:26] side. So, that way too that is the same as like a driveway uh approach. So that [28:30] way you guys can take equipment and all that stuff on it. Uh two to basically [28:32] get all the uh the snow and everything off of it. So you have 8 foot wide [28:36] concrete sidewalk. They'd be about a little bit 1ft buffer of grass so that [28:39] way this thing doesn't slough off right away when drainage and everything's [28:42] going across it. And then basically try to do some type of um existing swale [28:47] like they have right now. And the one thing to keep in mind, we'll get a [28:50] little bit further um into this is how that's going to look and play out on [28:54] some of the properties and everything. Just want to make you guys aware of [28:56] what's kind of going to go on. Some of the maintenance issues you might [28:59] currently have and what you'll continue to have after this. Um, it's kind of the [29:03] if you choose one thing, it'll work. You might have some maintenance issues, but [29:06] if you want to do the other thing that'll have less maintenance issues, [29:08] you got to pay more money upfront on it. So, just want to see what your guys' [29:12] thoughts are on it. So, now you guys get to see this fancy thing that I put [29:18] together. So, we're if you're trying to uh see where we're at, this is going to [29:22] be city hall here. So, here's the parking lot out front. building that [29:25] too. >> Our city hall looks fancy. [29:29] » Do you guys want me to like make it taller too? I can [29:32] » Yes. Center city hall skyscrap [29:38] is that? >> Yeah. As long as it has elevators. You [29:40] can make it tall as you want. >> Yeah. [29:42] » I've never thought about making this an entire like, you know, convention center [29:46] complex. Wow. >> Sorry. [29:48] » We can continue. >> So, put this in the newsletter. we [29:55] » so what you're seeing right here is existing conditions on this and what [29:58] you're seeing in the yellow um that is your approximate property lines right [30:02] now um so I kind of want to show you how close things are how things are skewed [30:07] and just kind of know relatively if we're going on some other people's [30:10] property things like that um so kind of looking at the existing conditions if we [30:13] go along the road here you can see that we got a [30:18] ditch section along the south I even put in the power poles and all that along [30:22] here but relative Relatively, we have a pretty wide open area. Uh the biggest [30:26] one, as we'll get to in a little bit, will be this property owner here on this [30:29] uh on the corner of the highway and Sixth Street. Uh there's a bunch of [30:32] bushes, everything that's going to be in the way. Um the other kind of point to [30:36] look then is when we get into the park, uh what I kind of have highlighted in [30:39] this area is your existing um hedge. >> So keep in mind is we're going to take [30:44] this sidewalk, extend it out 8 ft. That means that ditch slope is going to go [30:48] also go out 8 ft. uh when when I bring up the new uh version of it, basically [30:53] the side slope here is going to butt up right against the uh um against the [30:57] gravel section on here. So, at some point when you guys do do some um new [31:01] renovations through here, likely you're going to have to be raising some things [31:04] up um and all that for whatever you know goes on in the park and all that. But, [31:08] uh the other big one is how steep things are kind of going to be on there. So, [31:11] I'll kind of point that out. And then as we keep going along, go across Park [31:15] Avenue, get over to the school. Um the things that the big things we got to [31:18] contend with is obviously the approaches um through here. There's a few culverts [31:21] that we have to deal with and then when we finally the big one is you know [31:25] trying to how do we get a connection down to the school down over into here [31:28] and the biggest thing is I have to make everything ADA compliant which means [31:32] these steep slopes that you have uh right now in the ditch sections I can't [31:36] just put a sidewalk obviously straight down the thing. So basically what we end [31:39] up getting is a sidewalk that starts kind of over in this area, makes its way [31:42] all the way to this corner and goes over. Um we'll end up having to have [31:45] railing on both sides and all that. And there'll be some areas where you're [31:48] basically coming down, landing, going down, landing on it. But thankfully we [31:52] don't have to serpentine it. Those ones, those are the worst ones I end up having [31:55] to design on it. So thankfully it worked out that way. Um myself, Dave, and Eric [31:59] the superintendent did have a meeting here last week to kind of go over this [32:02] preliminary design for everything. um had a couple things that he wanted to [32:06] adjust on it, but overall didn't have any issues with the the actual concept. [32:09] So, what I'll do here is actually turn on the conceptual design. [32:13] » Question for you. >> Yeah. [32:14] » Instead of going down the hill by the school, [32:18] » why not use the access >> where the driveway is? [32:22] » Uh like this one right here. >> Yeah. [32:25] » So, this is also decently steep. And the other part, too, is I need to provide [32:29] some type of pedestrian aisle somewhere. So, we're having to add a sidewalk here, [32:35] which is a direct steepness issue right here kind of going through here. And [32:38] then I have to then put in sidewalk here. And there's drainage that goes [32:41] across this area here. So, you're going to have water constantly running across. [32:45] Probably having some icing issues on it. So, um we kind of felt the easiest way [32:49] that we'll do this thing across here. We can maintain some slopes and basically [32:53] have the least amount of issues on it uh with just um you know, with icing and [32:57] dealing with drainage, all that stuff on here. So, let me turn on the [33:02] » while he's pulling that up. I did speak to [33:06] um the owner of the storage units. Um they they have no issues. Their only [33:14] question was they wanted to know, you know, where they could move the snow. Um [33:18] and we've answered that question for him already. Um and then I did see uh Mr. [33:23] Zifel that lives on the corner of the highway and I talked to him again on [33:27] Friday. Um, and his response to me and Lisa was, "I don't care what you do." He [33:33] goes, "It's all over there." He goes, "Do what you got to do." [33:37] » Well, he asked he asked how much it was going to cost him. [33:40] » Yeah, that was his only question. And so, [33:42] » he's like, "Absolutely." He goes, "You guys make it look nice, do it great." [33:47] So, I have no problems with it at all. So, [33:50] » no, good deal. Everybody's on board. Um, so looking at the conceptual design. So [33:55] again, what I did is basically just slapped on what the preliminary grading [33:59] um is, plus the new surfacing and everything. So you guys kind of have an [34:01] idea of what's going on. So how the connection to city hall is going to work [34:05] is it'll be basically a sidewalk up against the property line. It's going to [34:08] uh tie into the concrete right here at the uh the edge of the uh the driveway. [34:13] And then we'll have basically an 8ft wide sidewalk, come partially up into [34:17] this ADA parking stall, and I will have to redo part of the sidewalk over here [34:20] to get all the ADA stuff and everything updated and reworked. Um, but that's [34:23] basically the plan to basically redo a part of your sidewalk here in front by [34:26] the um little library box over here and then new sidewalk all the way down to [34:30] the road. Oops. Oops. Wrong buttons. Bring this uh guy up to sixth street be [34:37] redoing the intersection as well to make all that ADA compliant. So, that's one [34:40] thing to keep in mind too is when you do sidewalk, the road also has to be ADA [34:44] compliant for things too. So, I'm actually reworking some of the roads and [34:47] all that stuff to make sure that those are um going to work as well. Um, [34:50] concrete out there. We'll redo that back as concrete. [34:54] And right now, I'm not planning on putting any cutouts or anything for any [34:57] sidewalk anywhere else. You guys good with that? I mean, at the end of the [35:00] day, if you guys have to redo a fillet or something, I mean, compared to the [35:03] total cost of everything, it's going to be minimal for that. And who knows when [35:06] ever you're going to do a sidewalk on the other side sometime in the future. [35:10] Um, so yeah, basically sidewalk then coming along here. Then it it uh will be [35:15] going to a curbside. So, that's where we're actually going to go right up [35:18] against the uh the current asphalt on here. So, the new drainage ditch is [35:23] basically going to be if you're walking eastbound is going to be on your the [35:26] right side. There'll still be a ditch on there. It's going to be a little [35:29] shallower um than what you have have before, but the intent is still to take [35:33] water um all the way down to I believe there's a culvert that's sitting kind of [35:36] down in a low spot that will take it further to the west. Uh but the nice [35:40] part is as you can kind of see if this is a property line, we're not coming [35:42] near the property line. So, um, that way we're not great on private property. So, [35:46] then kind of moving along here, pretty much the same thing. Um, here's where [35:50] all those trees and brushes are. Uh, for sure we'll probably have to take a bunch [35:54] of bushes, all that stuff out. Um, if you actually go out there now, I had my [35:57] land surveyor uh go out there and actually put the approximate property [36:00] line on there so you can actually line up and kind of see how far the actual [36:03] property line is over. So, we'll need to clear cut a lot of that stuff out. Um [36:07] there might be some of the bigger trees we might have to remove potentially in [36:10] there just depending on how much those root systems end up getting into um kind [36:14] of our um sidewalk on there. But seems like that property owner is pretty [36:17] receptive to everything on there. >> Y [36:22] » as we get up to the highway itself, uh pretty straightforward. Uh the one big [36:26] change I'll do is I'm going to change the radiuses of um these intersections. [36:30] So that this basically that kind of concrete they see that does the radius [36:34] around here, that's called a fillet. I'm gonna increase the radius of that um to [36:37] 25 feet. So that should make it easier for larger vehicles and all that stuff [36:41] like semis for instance to make the corners and all that. And the other part [36:44] too is right now if you go out there the fillets don't line up. One is [36:47] kittywampas compared to the other one. Now both of them will line up straight [36:50] for everything on it. So we'll redo that. We'll tie in directly to um the [36:54] highway. We're not planning to do anything in the um in the road section [36:57] itself other than just tying in our concrete and everything like that. And [37:00] then once we get over into the park, that's where you kind of see the biggest [37:03] difference. And you kind of see see you can kind of like here like I said we're [37:07] bringing the sidewalk over 8 feet and then having to come down uh with the [37:10] slope and here I can switch back between what was there before [37:15] as it chugs along. So you can see that beforehand we're you know sitting way [37:20] back you know over here basically by the property line where that ditch is. But [37:24] then once you add the sidewalk [37:28] now that graving is actually going past the property line with everything. Uh, [37:31] what I'm planning on doing this is kind of making it as steep as reasonable. [37:35] What you have there is about a 3:1 slope. That means for every foot you go [37:39] down, we're going out 3 ft horizontally. It does make it difficult to maintain. [37:44] You have between a 3:1 and a 4:1 right now. So, you can kind of do basic [37:48] maintenance on it. But, u talking with um Dave here, Lonnie, I think you have [37:52] what goes directly straight up and down that to mow it. So, if he kind of uses [37:55] that same fashion, it should be okay. But, there's not going to be take the [37:59] mower and then go east and west on that. that's not going to work. You're going [38:01] to be too tipped over to to make any of that work. So, um um don't get me wrong, [38:06] in the future, if you guys do want to fill more in whenever, you know, the [38:09] park improvements go, by all means, do that. Um but for this project, just bas [38:13] basically limit how much we're going to get into, especially redoing the gravel [38:16] and all this stuff. Um that 3:1 is basically what I can make work the best [38:19] for everybody. Uh we will end up having to go there is a culvert that's sitting [38:24] right back over here. We'll have to extend that out obviously where there's [38:26] that concrete. We'll extend that out that extra 15 ft or something like that. [38:29] Um, do you guys have any issues still using the CMP, the um, uh, the [38:33] corrugated metal pipe on there, or would you rather, what I could do is keep [38:38] what's in the rightway as corrugated metal and do the rest as a plastic pipe. [38:42] That last longer, so that way you don't have the rusting problem, but you're [38:45] still going to have the rest of the issue going the other way. It It doesn't [38:48] really matter to me. [38:53] » Just slap something on there and we can we'll make it work. Okay. [38:56] » Just as long as the water can flow through it. [38:57] » Yeah. Yes. And doesn't go into people's driveways [39:00] » or if Lonnie has a preference one way or the other. I'll talk about I was just [39:03] going to say circle circle back with Lonnie on that. [39:06] » Y question. How does it impact what the plans are for the park? [39:11] » So right now for all >> the tentative plans for the park is once [39:17] we would get to that portion that road would end up getting brought up and [39:21] leveled off a little bit. Um and then at that point it would be [39:26] » Yeah. Yeah. that gravel access and then it would get widened just a little bit [39:29] for parking. And that's kind of just a preliminary on the master plan. That may [39:35] end up changing somewhat at some point. >> I was just curious for like pool parking [39:39] because everybody parks into that grass right now. [39:42] » Yeah. Once that happens, they won't be able to pull into that grass. They'll [39:45] have to park facing east west, >> which they I mean they'll have to park a [39:52] little bit further down than what they do right now, but [39:56] » Okay. >> Um, one thing we kind of kept in mind, [39:59] too, is, you know, the approach the entrance right now, uh, right off of the [40:03] highway is pretty close to the highway intersection. I did bump it a little bit [40:07] just to be further away uh, from the intersection. Uh, but because this is [40:11] six-inch concrete, my thoughts are, you know, people are, you can run over this [40:16] if you want, but if whenever you get a final design of, you know, what you're [40:19] going to do in the part, you can rip out that 20 30 foot wide section and redo it [40:23] with a reinforced concrete on it. And that way you have a definitive here. [40:26] This is where we know we're going to put the entrance on it. But temporarily, we [40:29] can kind of put back close to what you have on it. And then you can redo [40:33] something, you know, later down the road. Um, and that way too, yeah, you're [40:36] not you're not tying yourself to a certain design now for the park. You can [40:41] make the park work however you need it to at the end of the day. But there will [40:44] be a little bit of, you know, reconstruct that'll end up happening, [40:46] but it's minimal. It's just, you know, whatever the width of the approach is [40:49] for that you want to put in. [40:53] And Park Avenue, same deal through there. Um, and then this is where we [40:58] kind of get into the and this is not a great [41:01] » the vertical that you're seeing right here is not correct on it, but basically [41:04] we are um >> looks amazing. [41:06] » We're going to be tying right in at the property line on it. Um, I guess yeah, [41:10] Dave from you know talking to this property, do you think there's any [41:13] issues getting easement or anything from do some minimal grading like 5 10 ft [41:16] newer property? >> I have not she's the one that I have not [41:19] spoken with yet. Um, I'd spoken with Dan before he passed and he was all on board [41:25] with it, but I have not spoken I have not had the chance to speak with [41:28] Rebecca. I wanted to have this >> um so I could show her more detailed of [41:33] what >> Okay. Yeah, I'll get an exhibit together [41:35] so that way you know from property line how far you go out. Um, if you kind of [41:39] know when you're going to talk to her, I can have my surveyor stop out and mark [41:42] out where the property line is. >> Hoping to do it this week. [41:45] » Okay. I'll see if they're stopping by. I could just mark out a couple of property [41:48] lines for you so that way you know, hey, I need to go 10 ft from this l over [41:52] here. Do you have any issues with that? And that way too, we can take a look if [41:54] we got some trees in the way or any bushes or stuff like that that we need [41:57] to >> Shouldn't be anything on that north [41:59] side. >> Okay. [42:00] » Um in that space. >> Okay. And then once we get over into the [42:04] school, it's basically the same thing. We're going be redoing all the culverts [42:07] and all that. Um again, talking to superintendent uh with the school, the [42:11] new ditch section is actually the bottom of the ditch is going to be right at the [42:14] property line. So that's where all this water from the culverts from the road [42:17] all that is going to be now going on the property line will be the low spot. So [42:21] this will drain to here this will drain to here. Talking to the school they are [42:25] fine uh with that happening. There'll probably be some internal conversations [42:28] with Dave too if they want to go for full easements or some type of um [42:32] arrangement of you know who's maintaining what and all that. Just [42:35] knowing that hey this water was in the rightway now it's getting pushed [42:38] partially onto the property. There might be some agreement or handshake deal that [42:41] needs to happen on there. I'm going to go to the schoolboard meeting with this [42:46] next week and present it to the school board, come back with any questions that [42:52] they may have, concerns, and then I'll get those back with Paul so we can [42:56] fine-tune any things that they prefer. Um and then once we would have an [43:04] agreement that both parties agree on, we'll get something formally done up and [43:08] we're heading and then kind of going the connection to [43:12] the school. Um as I kind of mentioned before, there's that 8ft wide sidewalk [43:15] and eventually is going to connect into the the football field and all that. Uh [43:18] what I'll plan on doing on this project is we'll stop it once we get to this [43:22] connection to the school, but still grade out to basically the end of the [43:26] school here where the building is. grade this thing out. So that way in the [43:29] future whenever this thing needs to get extended, the grades, all the grass is [43:33] already there. You basically just rip off the top soil, put your concrete and [43:36] your base course down and there you go. So that way you don't have to do a bunch [43:40] of screwing around too. That's going to affect the uh right around the school [43:42] area and everything. So get that done uh right away. And so what you see here [43:47] » I have a question. >> Yeah. [43:48] » So at the very very end where it connects to the school [43:51] » Yes. >> you'll have to make that ADA compliant. [43:53] There's like a grate there right now that I'm assuming is where it's going to [43:57] like a gate at the end. >> We'll get to that just here in a second. [44:00] » Sorry. >> Sound good. So, um, so again, because of [44:05] the steepness of this, um, back slope on here, we have to go off this weird [44:09] little skew here. So, because of how steep everything is and current ADA [44:13] regulations, for every thing's 2 and 1/2 ft drop, I need to put a landing spot [44:17] and then 2 and 1/2 ft landing spot. So, you'll actually see this thing come down [44:20] flat, come down flat um, on it. and we'll end up having to put railings on [44:24] this too. And that at the end of the day too, that's just going to help whoever [44:26] is going down there, especially if they have mobility issues or anything like [44:29] that. So, you see some railing going along the sides and basically the tie-in [44:33] point we're looking at. Actually, let me just pull up [44:39] our own Google Earth Street view for you guys. [45:01] back there. There we go. So, this side lock is going [45:06] to come along where my cursor is at a diagonal. And then once we tie in over [45:09] here where this curb and gutter is, I'll be redoing basically the curb and gutter [45:13] from this section to this light pole just to get ADA and all that stuff to [45:16] work out. but minimal amount of curb gutter that we'll end up redoing. And [45:20] then eventually this thing, the sidewalk's going to sit behind these [45:23] power poles, these light poles over here. Talking with the superintendent, [45:26] we'll probably end up putting some type of like decorative rock or something [45:28] like out here just cuz it's going to be a little island of grass that's never [45:31] going to get maintained. Um, additionally too, for um, kind of the [45:34] steepness that we have um, through here, I'm going to be reaching out to Milborne [45:38] seeds and looking at potentially um, getting low maintenance kind of native [45:42] grasses planted in there instead of turf grasses um, just because of the kind of [45:46] the steepness on there trying to basically give them an ability where [45:49] they don't necessarily have to mow it all the time for it. And the nice part [45:52] is it's also a potential learning uh, opportunity too for the students and all [45:55] that. So we put a little plaque and I know Milbourne would probably be on [45:58] board with you know writing something up and putting on there too. Here's some of [46:00] the native grasses and all that. So, >> so the way the sidewalk goes, you know, [46:05] down the hill and stuff, >> there'll be drainage underneath the [46:08] sidewalk mean since there's a culvert right there. [46:11] » Yep. So, right. Yeah. Right now, >> go back to the other side. [46:14] » This water right now goes over here, goes overland, and then eventually makes [46:19] it over to this guy right here [46:24] is what this ends up making to there's a curb cut here. This water comes across [46:27] here and eventually gets into the storm service system here. This sidewalk's [46:31] going to kind of come out and go this area over here. There is what's called a [46:34] sidewalk bridge. And [46:39] see if I can get a decent angle on of course Bing. Nobody uses Bing. [46:52] Uh basically what we're going to do is build the sidewalk up and it'll be uh an [46:56] opening down below for a section that water can go underneath of everything. [47:00] So what it'll look like because otherwise the alternative is you dip the [47:04] sidewalk low and then you're constantly having water go across. You're going to [47:06] have dirt, you're going to have icing issues, things like that. Um but if we [47:10] go sidewalk bridge, yes, it's a little bit more expensive, but it's going to be [47:14] more usable for everybody at the end of the day. [47:16] » And kids love bridges. My bridge is that tall. [47:20] » They don't care. They don't care either. They love if it's a if it's anything [47:25] unique. They're like, I want to go over the bridge. [47:28] » My kids will always choose the bridge. >> Let's see here if I can see decent image [47:34] of one I did in the past. You can kind of see it right here. So, imagine the [47:38] sidewalk up here. This channel wouldn't be here because it would be right at the [47:41] the curb and gutter. Uh but yeah, you're lifted up a few inches so that way water [47:44] can go underneath. But if you do have a big rainstorm and water does get too [47:47] high, then it'll just dump over the sidewalk obviously and go across. But [47:50] they do make um things that we can put in place here to um basically make it [47:54] easier for everybody to to get across and not worry too much about the the [47:58] drainage going through that area. Um and we'll likely probably have to do [48:03] something similar to this area here. Um it looks like this water that kind of [48:06] hits this corner goes through where this curve opening was. Let's see. Do I have [48:16] Looks like some water cuts across here and then comes back around um this way. [48:20] So, I'll probably have another sidewalk bridge that probably are sitting over [48:23] there again just to take some of that water um keep it let it go underneath [48:26] and not have an icing issue for somebody that's walking in it during the winter [48:29] time. So, that in itself is pretty much what [48:33] we're planning on doing. Um I know does anybody have any big thoughts on, you [48:38] know, if we should extend the sidewalk anymore? Are you guys kind of good with [48:41] just kind of stopping it here? I'll do, like I said, I'll get the grading and [48:44] all that stuff taken care of. Um, or any other major issues or things we should [48:49] think we should coordinate. >> You should just make it all bridges. [48:54] » Uh, no. But Dave, the only thing that I'm thinking because Paige brought it up [48:57] at the library board meeting is the community really wants ADA accessible on [49:03] that side because there is no ADA accessible to access the library. and [49:07] the school has been very hesitant to change anything, but maybe this would be [49:10] their opportunity since we are bringing it all the way down to that front [49:14] entrance >> that there could be an ADA [49:18] » like right at the school entrance >> like at the library entrance. [49:21] » Yes, because that isn't one they have to go down to like the [49:25] » events activities the activities one >> and so there's a step [49:29] » at this door here. >> Yeah. [49:30] » Yeah. So I don't know what that could look like at the library [49:33] » cuz they have drains on both sides of that door Paul. Yeah. [49:36] » So that drain that's over there to the left is there's another one on the [49:40] right. >> Not that it has to be our [49:41] responsibility. I just know that Paige has brought it up and the community [49:44] members like they asked like we did that survey not that long ago and they said [49:47] one thing they'd like is an EV accessible. [49:50] » Um but it's not technically our property because it's a school property and [49:54] they've been very hesitant to add it. So I don't know if there is or if there [49:58] will be like a spot that they can get up at that point or [50:02] » so once yeah somebody comes up here is there any other ramps or anything going [50:06] into the building? >> Not until you go farther to the the east [50:11] » the activity entrance the activity. >> So are these doors um accessible at all? [50:15] Are there access? >> They are accessible doors but the actual [50:19] there's the only place that there's that step up is at the middle entrance. [50:23] » Okay. where you see that >> that one and then there's one in front [50:26] of the elementary too. >> Okay. [50:28] » Yeah. This I mean this is a good start for like hey I mean at the end of the [50:31] day redoing a little bit of concrete and everything it's doable for them. It's [50:34] just obviously it cost money for it but I mean this will get you 95% of the way [50:38] there and >> just something to bring up if you're [50:41] going to be talking to them. Yeah, I can I can bring it up and you know we could [50:44] do it as a cutout while they're doing that work if they wanted the same [50:49] » because Kendra if you put right there like in that corner right where that [50:53] little blue line goes >> if you put that and then made those the [50:56] handicap spots. >> I mean that's all up to the school. I'm [50:59] just saying but would that be wants that >> would be that would be awesome though, [51:03] right? >> It might be a little bit clo I don't [51:05] know if how much closer. >> Is there not handicap spots at all? [51:08] » No. >> No. Well, the only handicap spots are up [51:12] on the bewest edge of the parking. >> Yeah, [51:16] » it's going to be an offline conversation, but I have some questions. [51:21] » But you want to go to schoolboard, too? >> I mean, you could just do this entire [51:26] presentation. >> I just think if there would be something [51:29] like feasible that you could do right there at that connection, then those [51:33] spots potentially could be that. But again, I'm not trying to push for that. [51:37] I just think it would be a good opportunity while we're doing this work [51:40] to potentially add it and >> it'd be good for very and then the [51:45] elderly community members that access the library as well. [51:49] » And if we're going to get any big rain, I will try to video all what happens [51:52] when it rains in this parking lot because that's another huge issue. [51:55] » There's a whole bunch of water build up here and also like almost get into the [51:58] building. >> Um every you can't even get into the [52:00] building cuz it just is a pool. >> Yep. So yeah, if and that's just [52:04] something like if we're going to if we're working together on this anyway, [52:08] maybe we solve all the problems. >> Yeah. And that'll be something that will [52:13] » that'll be something that comes up when we finally get that drainage um study [52:17] done too is we can look at how much water is actually coming down there and [52:20] then ultimately like here this is how big of a pipe you guys need because [52:23] you're putting it in a big hole. You need a big enough pipe to take that out. [52:26] » Well, here's what it should be upsized to. And then if there's some creative [52:30] ways to try to get it out, I mean that's the the biggest problem. [52:32] » I just think it sits on a dip and there's [52:36] » Yeah. But um but yeah, they'd be the next step. [52:39] » They didn't ask you first. That's what it was. [52:41] » I sold all their issues. >> What the heck? [52:46] » Just include that in your question. I think they [52:49] » What time is it school board meeting? >> It is at 7 o'clock. [52:56] » Okay. cuz I'm going to be in Parker for their council meeting. So, um [53:00] » if I can get out of there soon, I could maybe teams in or they have on um public [53:06] input right away. >> Okay. [53:08] » So, um >> I'll take it. [53:11] » Yeah, I'll try to tune in as soon as I can. But yeah, that is kind of [53:14] » that's from my library board perspective. [53:17] » So, that is the general plan for everything that we have right now. I'm [53:20] working on basically getting the plans and getting a initial submittal over the [53:24] DOT here in the next couple weeks and then uh working with Logan on schedule [53:28] for them to review, get back to us, finalize everything out and then get [53:32] that first phase um bid out here so we can construct uh this next year and then [53:37] also get with Dave 2 for budgetary uh to see kind of where we need to cut the [53:41] line for everything on it, go from there. [53:45] Any questions or >> No, but thank you for the PowerPoint [53:48] instead of just the >> pictures. [53:52] » That was fun. >> School would be nicer being wire, too, [53:54] cuz that's a paint right now. >> It's sharp and everybody always cuts it. [54:02] » Make all the improvements, >> right? For sure. [54:04] » Hi, we have issues. >> Hey, road safety is important. [54:09] » It is. >> I have so many ideas for that parking [54:13] lot. I like it. It looks It looks really awesome. [54:16] » Um do note too um talking with the DOT, it looks like uh just because you know [54:21] you did do this CAP grant, by all means once you're done with this one, don't [54:24] think you have to do their you know 5 years down the road do another TAP [54:27] grant. Um like that's when you can do a CAP grant. You can apply for next one [54:30] next year if you really wanted to. Um [54:35] but yeah, the DOT does have some you know funding on it. So, if there are [54:38] some sidewalk projects or things like that, but that's [54:41] » I think Dave's like, I'd rather do a tap dance grant. [54:44] » Um, the one that might be easier to use, especially on Dave's end, would be [54:48] community access um on it. That is a much easier deal to work with. You don't [54:53] have to do DOT plans and everything. Basically, any engineer can use their [54:57] standard set of plans and it's basically just a uh they actually upfront you. I [55:02] think it's like 60% of the money uh when you're ready to bid for everything like [55:05] that. So, it makes things pretty easy on that. Um, but yeah, the DOT does have, [55:09] you know, some options for you guys here. But, um, yeah, other than that, [55:14] that's all I got. >> Thanks. Thanks, Paul. Appreciate it. [55:21] » All right. Um, item number 10, reviewing our [55:27] proposal for non-alcoholic beverage contracts. [55:31] So, I did put out um to both um drink beverage providers from Pepsi and Coke [55:38] um to be here in case you guys have questions over what they have submitted. [55:42] Um and looks like neither one of them are [55:46] here. I did also send both of these to Sam. Um he did send back some revisions [55:55] for the one through Coke. Um [56:02] couple things really that um for you guys to take note is [56:10] um [56:13] the Pepsi 5year would be we're the one that [56:19] we're finishing up with Coke is a 2000 case [56:24] minimum. Um, and that's what theirs is at. COPE did actually change theirs for [56:30] the coming uh for their proposal down from 2000 to 1,955. [56:36] Um, and then on this page of the Pepsi one and then on the [56:46] third or fourth [56:50] um [56:53] Yeah. at the bottom of the where there's [57:05] uh under number six on the coke one under consideration [57:09] um that'll walk through the um I guess the the sponsorship fees [57:17] Um, [57:27] for the two of them, [57:37] I did speak with Carrie. Um, she did not have a preference one way or the other. [57:44] um she doesn't have any issues with Coke, [57:47] but kind of left it in your hands for your [57:51] decision. >> What do the sponsorship fees cover? [57:55] » Uh that is put towards the the general budget of the clubhouse. Um there [58:03] so the like the Pepsi they have it'll be a certain dollar amount of sponsorship [58:09] fee that they just give us toward that. it's, you know, it's just kind of [58:13] included in that general whatever um in that budget. Um [58:21] and then that, you know, there's so much included as like branded merchandise [58:25] that we could give out during, you know, events, whether it be a golf tournament [58:28] or or some sort of event in the event center. Um and then the, you know, the [58:35] rebate off of our purchases as well. Um but the actual like for [58:43] Coke for the the 2500 um and then the with Pepsi the 600 the annual [58:49] sponsorship it doesn't it's to be used you know kind of however within our [58:55] budget. So both of them what it is is it'd be you know the contract would [58:59] start October one of this year we would get you know partial for the end of this [59:05] year at the beginning of 27 and then it would be the full amount at the end of [59:12] 27 or the beginning of 28 for the year prior with all the rebates for [59:27] to move into executive session to discuss this further. [59:32] I'll make a motion to enter into executive session pursuant to SDCL1-25-2 [59:39] one and 4. >> Second. Any [59:45] further discussion? All in favor? >> Opposed? Motion carried. We are in [59:51] executive session at 7:00 p.m. All right, we are out of executive [59:56] session at 7:34 p.m. Can I have a motion on item A, please? [1:00:03] » No. >> No. But on BM2, [1:00:07] I will for contractual negotiations, I will approve [1:00:12] uh the Chester company contract with terms subject to [1:00:19] the agreement being in a final form and manner approved by the city attorney. [1:00:25] » Second. >> Thank you both. Any uh further [1:00:28] discussion? All in favor? [1:00:32] » I opposed. Motion carried. And you'll reach out to them also. [1:00:39] » I will reach out to them and I will reach out to Sam NC and CC Sam on it. Um [1:00:44] and then once he is happy with the wording of the contract, I will get with [1:00:48] get it to you for signature. >> As a courtesy, I would also email the [1:00:51] Pepsi rep and just say we decided to go. Yeah. [1:00:54] » Yeah. Like thank you for your all your all your documentations. [1:00:59] » Um >> all right. Item C. Make a motion to [1:01:02] approve adding event administrative assistant position to the clubhouse [1:01:06] grill. >> Second. [1:01:10] » Thank you both. Any further discussion? All in favor? [1:01:14] » I opposed. Motion carry. Um item B. Make a motion to approve [1:01:21] hiring Wenda Halverson part-time as event administrative assistant at 1550 [1:01:26] per hour effective immediately. >> Second. [1:01:30] Thank you both. Any further discussion? All in favor? I [1:01:35] » I >> opposed. Motion carried. Item E. [1:01:40] » Make a motion. >> Make no motion on number E. [1:01:47] » All right. Um, can I get a second on that? [1:01:51] » Second. >> Okay. All in favor? [1:01:53] » I >> opposed. Motion carried. [1:01:57] So, no motion is carried. All right, Dave, [1:02:03] it's your turn. >> Okay. Um, [1:02:07] did you guys all have a chance to look through [1:02:10] the proposed 2027 budget? [1:02:14] » Yes. I will start off by asking if there are any questions on what was sent to [1:02:21] you after um met with all the department heads, sat down with budget committee um [1:02:35] a lot of numbers. >> Um yes. Um I guess I would start any [1:02:40] questions on the revenue side. Um the one thing I will point out is for uh [1:02:47] property taxes um the CPI of 2.5% from the that we got from [1:02:53] the county and then the uh growth fac uh is 0.6. [1:02:58] So property tax uh revenue will be relatively flat. There's very little [1:03:03] change from year-over-year. [1:03:08] Any other questions on the revenue side? Oh, no. The only question um question, [1:03:15] can you send me the schedule fee or the wages? [1:03:21] » Wages and the um fee. [1:03:27] I can't think >> the schedule of fees. [1:03:29] » Yeah, schedule fees. >> Sorry, my brain's not [1:03:34] » But it doesn't have to with this. I asked you a question already. [1:03:47] All right. >> Anybody else have any questions about [1:03:49] the rabbit code? [1:03:55] » All right. Then looking at expenses [1:04:02] » questions on um it's broken out by department for you [1:04:06] line items. Um, >> have money in her [1:04:11] equipment fund. You really want to push it forward. [1:04:14] » Questions at all on any of those. [1:04:18] » Oh, I was again not super pertinent to this. When are you moving the library to [1:04:23] the general fund under that? >> After the first of the year. So, um, [1:04:28] yeah. So, if you look at, um, it'd be page [1:04:34] six. Is that going to then when our auditor goes through fix the issue that [1:04:38] she has when you have when we input things to take it out? [1:04:42] » So has that differential amount? >> Yeah, there we'll have to address that [1:04:45] once I get the final audit report and all that stuff um with their [1:04:49] recommendations. So, one of the recommendations from this year's audit [1:04:53] um that came out is because the library is funded by the general fund, but up [1:04:59] until up until now, it's always been listed [1:05:02] separately as 98 fund, um they wanted to see that moved actually officially into [1:05:10] the general fund. It's not going to change any way any of that stuff has [1:05:14] been paid. It's just going to be included for budgetary purposes. um [1:05:20] under the general fund with uh revenues and expenses. It was always categorized [1:05:26] in its own fund, but it's actually in [1:05:32] reality it's funded by the general funds. [1:05:35] Um so they wanted to see that changed. That's the big change on the ex on the [1:05:41] revenue and expense side. [1:05:48] The other thing I'll point out on expenses is under water and sewer, the [1:05:55] um loans for this year's projects because the substantial completion and [1:06:01] the project will be completed this year. They will both go into [1:06:05] um repayment. Um so the new water loan will go into [1:06:10] repayment starting next year. Um if you look under water the [1:06:17] page six um I reached out to the state and to the [1:06:24] um the loan folks and they were able to give me the high estimate of the total [1:06:31] amount that we will end up paying for the loan in 2027 of 50,800 but they [1:06:36] could not break out exactly what the principal and what the interest would be [1:06:40] but that would be the maximum amount. It'll just fluctuate a little bit based [1:06:44] on our final draw downs of the loan, but that would be the absolute highest that [1:06:50] our total payments for 2027 would be on that loan. [1:07:02] » Then in the sewer, the SRF, >> do we have a fee schedule for that? I [1:07:09] have not heard back for the uh so the loan three yet. [1:07:15] » I have I've reached out I just have not gotten the figures back from them. Um [1:07:21] but I'm still anticipating those at some point. [1:07:25] » So then do because this is only for one and two. [1:07:29] » Yep. And so three would have to be added in once I would get those and that was [1:07:35] it was a different department. I heard back from the the drinking water folks, [1:07:39] but I have not heard back from the clean water. [1:07:41] » I just didn't know how much it was going to take [1:07:46] » from that budget. >> Yeah, that I don't know. Um [1:07:49] » probably 25 to 30, I would say. >> And I Yeah, it's total guess. It's It's [1:07:56] not It depends on what the final draw down with the sewer is going to be. And [1:07:59] that one's going to be a little bit closer than the drinking water or the, [1:08:03] you know, for the water projects. Yeah. >> Um so [1:08:20] I still have my opinions about the equipment purchases for the sewer, but [1:08:26] if nobody else has an issue with it, I'll keep them. And depending on that [1:08:32] other sewer loan those that's you know that's where those [1:08:36] » would have to to come from would be from there [1:08:42] » I mean I think one is well aware of how his budget works. [1:08:45] » Yeah. >> Right. [1:08:46] » Yeah. [1:08:49] I will give him credit for credit. [1:08:54] » I have no other questions. >> And then um [1:09:05] » so we were working with Carrie. We were able to get some capital equipment [1:09:09] purchases budgeted for the clubhouse next year. Um, initially we had we had [1:09:15] included there was the possibility we were going [1:09:18] to have to replace both friers. Now it sounds like we might not need to. Um, [1:09:23] sounds like those are working much better at this point right now. Um, but [1:09:28] we've left that in just in case. And then there's also some itemized in the [1:09:33] second penny for the clubhouse as well for some equipment that's, you know, [1:09:37] it's five plus years old, close to six, starting to wear out. whatever happened [1:09:41] with the uh grease filter machine >> that's in there. [1:09:46] » That's included for next year. Um because they it had like a 90day limited [1:09:50] return warranty. >> The extended warranty also is only like [1:09:55] » a year up to up to a year. Um >> it was like a really short time. So, [1:09:58] when I was getting numbers on that for carry, it was basically looking at [1:10:03] similar products price-wise to what we have out there [1:10:07] » with the max warranty >> just because it gets used and stuff so [1:10:13] much. >> So, um [1:10:19] questions. The one thing revenue-wise that will [1:10:24] change is going to be the revolving loan fund. Um the food pantry building down [1:10:30] on this corner of First and Dakota that did get sold and that they closed on [1:10:35] that this past Saturday. So that loan will be getting paid off here in the [1:10:40] near future from um the Elsister Health Services Foundation. [1:10:46] Um so that will change the projected revenue for that fund, but it only [1:10:51] affects that fund. So [1:10:57] It will relocate. I'm just not sure where. [1:11:00] » I have not been told where yet. >> As far as I know, we'll relocate. I'll [1:11:06] put it that way. >> No. [1:11:09] » Right. [1:11:13] » All right. >> Questions on the line items at all [1:11:18] from anybody. Okay. >> Do you understand this? cuz then you can [1:11:23] » Hey, I know what numbers are and that is an achievement in and of itself to ask [1:11:28] my high school math teacher. [1:11:34] » So then the last thing will be um questions on the appropriation [1:11:39] ordinance. [1:11:43] As it stands there, it's it's balanced. It's actually a projected revenue a [1:11:49] little bit higher than projected expenses. [1:11:52] So >> that's usually the goal. [1:11:54] » That's good. >> Fingers crossed. [1:11:56] » And that's general fund and all funds. So [1:12:00] » fiscally responsible like it. >> I'll make a motion to approve the first [1:12:05] reading of the 2027 appropriations ordinance. [1:12:10] » Oh, I'm going to take Nick. >> Nick gets it. Big boy. [1:12:14] » Any further discussion? That's >> awkward. Sorry. [1:12:17] » All in favor? >> I [1:12:19] » opposed. Motion carried. >> August warrants. [1:12:24] » I make a motion to approve August warrants. [1:12:29] » Second half. >> Second. [1:12:34] » Any further discussion on those? We haven't had anybody any questions or [1:12:38] anything like that for Dave. >> Yeah. Dave, will you explain these all [1:12:42] in detail, please, real quick? Sure can if you really want me to. [1:12:49] » Story time. >> All right. All in favor? [1:12:54] » Opposed? Motion carried. [1:13:02] » Any >> I have no questions on the financial [1:13:05] report. >> I do want to point a couple of things [1:13:06] out on there. >> Oh, yay. So [1:13:10] there has been some delay with our reimbursement for um [1:13:14] » Christiey's not here still is she? >> No. Um for for the for the w so for the [1:13:21] July August um reimbursements for invoices, pay applications. Um there [1:13:27] were some delays because of some paperwork that got messed up on the [1:13:31] SECOG side. So, we have not gotten reimbursement [1:13:36] up until since June. So, that's why it's looking so far in the negative because [1:13:43] we've got up until what not including what you [1:13:47] approved tonight like around $200,000 from both funds [1:13:53] that has not that has been paid but has not been approved or has not been [1:13:56] reimbursed. I did reach out to the state. We did get one reimbursement that [1:13:59] was not included on this um that came in late Friday um that's in the bank now um [1:14:06] for the water side. Um the sewer one is still um I heard back from Bailey at the [1:14:13] state and that one is still pending. They're still processing that. Um but [1:14:18] that's >> has to both. [1:14:21] » So [1:14:25] » um otherwise community center it's you know we're still showing a loss but it's [1:14:29] actually stayed relatively steady. Um and it did show a positive balance or a [1:14:34] positive for the month of August which um so that was good news. [1:14:39] » So wasn't much but it was it was [1:14:43] » it was in the it was in the positive for the month of August. So Whatever we did [1:14:47] in August, we'll just do that for the next 12 months by [1:14:51] » football games like all year round. >> So, any questions on that at all? And [1:14:59] then behind that is line items uh revenue summary and then um expenditures [1:15:07] um just kind of a highlight of the departments and then behind that um by [1:15:12] line item. So, [1:15:17] No questions. >> Got nothing. [1:15:22] » All right. Um item D. Make a motion to approve the proposed records destruction [1:15:27] list. >> Second. [1:15:31] » Thank you both. Any further discussion? All in favor? [1:15:34] » I opposed. Motion carried. >> All right. Item E. I'm not going to go [1:15:41] too in depth on this yet just because it's still relatively new and I'm still [1:15:47] learning on it. But in the 2026 uh session out in Pier um they passed a [1:15:58] new law uh instituting or allowing municipalities to institute what's [1:16:04] called a capital improvement board. um in your uh packets is a summary of [1:16:13] what the imple implementation process of that board would look like and some just [1:16:18] kind of a general guide. So if council would so choose in the future to [1:16:24] establish a capital improvement board, it would consist of five members only [1:16:29] one being from the municipality uh appointed by the mayor and approved [1:16:33] by the the council or the governing body. Um, and then four residents of the [1:16:39] municipality and they would each serve a term of 3 years starting January 1 or [1:16:45] July 1, whichever occurs first. Um, basically what this would be is if the [1:16:52] community as a whole would see, let's just take the park for example, because [1:16:56] we're already working on the revitalization of the park. So the [1:16:59] capital improvement board would have the opportunity to say you know we believe [1:17:03] that this project is something that we should focus on and it allows them to [1:17:10] institute a temporary [1:17:14] um basic it's basically a third penny tax is basically what it amounts to. Um [1:17:20] and then that entire plan would be then presented to the public for vote public [1:17:28] vote. Um if it is passed by the public for that vote that tax would then be [1:17:33] implemented up to the point of where that so it would have a dollar cut off. [1:17:38] you would say, you know, it's we're going to raise up to $2 million. Once [1:17:43] that is done or the project is completed, that third penny tax, for [1:17:48] lack of a better term, would sunset. It would go away. So once that project is [1:17:54] completed and that fir and that project is done and that tax is retired, you [1:17:59] cannot institute a new one for a period of 24 months. Um you have to give it [1:18:06] that kind of cooling off planning period. So [1:18:09] » you can't just start it up over >> correct. Yep. Um [1:18:15] if a project would go to the public and it would have to pass with a 60% [1:18:19] majority of voters. Um and funds would have their own capital outlay fund. Um [1:18:26] yep 24 months. So, um, I did have a resident that had heard about this and [1:18:32] they'd had some conversations in the community. Um, and he had brought this [1:18:38] up to me about 6, seven weeks ago. There was still a lot of unknowns with it. I'm [1:18:43] still not intimately familiar with it. I have not yet heard of a community that [1:18:48] has been the first one to jump on the bandwagon for this. There might be some [1:18:52] that are working on it. Um, I think at the very least I think it would be a [1:18:57] good idea for the council to consider at least forming a capital improvement [1:19:03] board to then look at is there something that we think that the community as a [1:19:08] whole or 60% or more of the community as a whole would support this tax. Um, and [1:19:17] then that board could then dive deeper into this and learn more about exactly [1:19:22] what their needs would be. Um, and you know, kind of take it from there. Um, so [1:19:28] something for you guys to think on and consider. If you come up with any [1:19:32] specific questions regarding this, Sam, um, would be a great resource. you can, [1:19:38] you know, shoot me an email of list of questions and I can pass those on to Sam [1:19:42] and and maybe at a future meeting here in the next few months before he goes [1:19:46] back to session in January, we could ask him to to kind of give us a more [1:19:51] detailed review of what that exactly would look like. [1:19:54] » Can you email me the CAPS guide just that way I don't have to pull it [1:20:00] out of the Thank you. >> Yes, I can. So, is there any questions [1:20:05] on the capital improvement board? >> I like it. [1:20:08] » Um, I think it's a great opportunity for us to get the community involved in what [1:20:13] that would look like. Um, and there's a list of and the the list on that first [1:20:18] page is not all inclusive. It's just kind of a here are some of the ideas of [1:20:23] what this, you know, would, you know, projects that this could be used for. [1:20:30] » Perfect. Thank you. the the 60% that's of all the voters in the city [1:20:37] » or is it the vote the voters voting it says so the people that show up to vote [1:20:42] » yes >> 60% of those [1:20:44] » so yeah that so it's not 60% of registered voters [1:20:49] » 60% of >> which is like a school bond I think [1:20:51] requires a 60% of registered voters this is 60% of the votes for that measure [1:20:59] » so if 100 people show up 60 >> correct Yes. [1:21:02] » Correct. So, >> thank you. [1:21:08] » All right. Number 12. Make a motion to approve hiring Nick Broen as full-time [1:21:12] assistant superintendent of public works at $28 per hour effective September [1:21:16] 14th, 2026. >> Second. [1:21:20] » Thank you both. Any further discussion? All in favor? [1:21:24] » I opposed. Motion carried. Welcome to the team, Nick. [1:21:29] » He apologizes for not being here. He is finishing up uh work with his current [1:21:36] job as he's finishing out and they have him working out of state out of state. [1:21:41] So >> I think it'll be a good addition to our [1:21:45] streets or public works department streets whatever. All right. Number 13, [1:21:51] September property maintenance and inspection report. Uh there's a couple [1:21:55] in green on page one and page two um to note. Um both those files have been sent [1:22:02] to the city attorney. The one on page two specifically um was requested to [1:22:08] have both property maintenance inspector and the um code enforcement officer [1:22:13] inspect. They have red tagged that building [1:22:16] um as unsafe for occupation >> for which [1:22:21] » the one on page two. angry in the middle. Um, so, uh, the [1:22:27] city attorney is aware and he's working on the next steps process for that. [1:22:33] » I did not cross reference these with the driving around town, but I do feel like [1:22:37] a lot of the community members have really stepped up and done a lot to [1:22:40] their properties, and you can really like tell the difference. There are a [1:22:44] lot of improvements made. Um, I do encourage people if because I'm not able [1:22:49] to get out and drive the community. Um, the one thing the property maintenance [1:22:54] inspector does not do is the yard and weed maintenance. Um, so if there is [1:23:00] somebody, I'm not telling you to telling your neighbors, but if your neighbor or [1:23:05] somebody in the neighborhood or if there's a property that's getting [1:23:07] overgrown, please call the office, email me, stop in the office, let me know, and [1:23:13] I will, you know, hang a tag on their door making sure that they are aware [1:23:16] that they need to take care of that or we will [1:23:18] » or reach out to your alderman or myself. >> Alderman numbers are on the website. Um, [1:23:23] » so >> do we have anything about how long [1:23:27] » 8 in >> tree cleanup is reasonably to take? [1:23:31] » Uh, not necessarily. No. >> Okay. [1:23:34] » Not in the ordinance. Um, I know. I know. [1:23:36] » It has been a struggle this week. Um, we left we left the rebel site open over [1:23:40] the weekend. Um, Mitch had closed it this morning um just for for safety, but [1:23:47] we ended up having to send it back out there to close to reopen it today um [1:23:51] just because We only have two keys here in the office and if they're signed out, [1:23:55] they're signed out. Um, we have one gentleman that signed one out last week [1:23:58] and hasn't brought it back yet. Um, Christy has been on them about that. Um, [1:24:04] and I've reminded people that cleanup is coming. Um, I had a lot of questions [1:24:08] asked, is the city going to be coming to pick this up? Um, unfortunately, no. Um, [1:24:14] last year was a kind of a the reason we were able to have somebody pick up the [1:24:18] branches at the street was because the county volunteered their staff. Um, so [1:24:22] it is the responsibility of the homeowner to get those out um to the [1:24:26] rebel site. >> Bigger storm. [1:24:28] » So, >> um, but for the most part, it's it's [1:24:32] getting done slowly, but because of you only have a couple keys and rain this [1:24:36] weekend and stuff. So, >> how is the rubble site? It's really [1:24:40] still pretty muddy. Uh, it actually I was informed it wasn't as bad as they [1:24:44] expected this morning. >> Okay. [1:24:46] » So, [1:24:49] » yeah, I agree. If there's any problems that you see while you're out and about, [1:24:54] let any of us know. >> I try and catch them as I can, but [1:24:58] » it's not it's not killing on someone. It's just making our city look better. [1:25:02] » It's keeping the pest out, too. Pest control. [1:25:06] » All right. Uh, speaking of all of those things, we have some reminders. Uh, fall [1:25:12] cleanup days are going to be held on Friday, September 11th through Sunday, [1:25:17] September 20th at the Rebel site. Um, >> hours for that is posted on the city [1:25:23] website. >> Yep. It's on the city website. It'll be [1:25:25] on the Facebook page if it's not already. I can't remember. [1:25:28] » And it's on the bullet board outside the city office as well. [1:25:31] » Yeah, it's posted numerous places. Um public hearing regarding the transfer of [1:25:37] malt beverage and South Dakota farm wine license to new owners of Alcester [1:25:42] Quickstop will be held on Monday, September 21st at 6:00 p.m. [1:25:48] The next regular council meeting will be on Monday, October 5th at 6 p.m. and our [1:25:54] looking forward our annual open forum will be held on January 6th 6 um 2027 at [1:26:03] 6:30 p.m. at the Morningside Event Center. [1:26:08] Do we need to go into executive session for anything? [1:26:10] » No. No. >> Okay. Just need a motion to adjurnn. [1:26:13] Please >> make a motion to adjurnn. [1:26:16] » Second. >> Thank you both. All in favor? [1:26:21] » Opposed? Motion carry being adjourned at 8:00 on the dots
