[0:54] Thank you, gentlemen. [1:00] Uh, Miss Walker, who's called the role, [1:02] please. [1:02] » Honorable Mayor Fowler, honorable [1:05] Councilman Bilbury, [1:06] » Honorable Councilman Williams, [1:08] » Here. Honorable Councilwoman Hawkins [1:10] » Here. [1:11] » Honorable Vice Mayor Hill, [1:12] » Present. [1:14] » Uh item number one, consider the [1:15] approval of agenda as presented. I'll [1:17] take a joint motion. I assume everyone [1:18] has reviewed the minutes and uh we've [1:21] got an agenda in front of us. Uh I'll [1:22] take a joint motion if everyone if [1:24] someone so chooses. [1:28] » Uh first by Mr. Williams and second by [1:31] Mr. Bilbury. Um, Miss Walker, I'm going [1:33] to just go ahead and since since I'm I'm [1:36] I'm going to let you call the role for [1:37] these today for [1:40] » Honorable Bilbury. [1:41] » Yes. [1:41] » Honorable Williams, [1:42] » Yes. [1:43] » Honorable Hopkins, [1:44] » Yes. [1:44] » Vice Mayor Hill, [1:45] » Yes. Uh, that's motions both of approval [1:49] of agenda and the minutes are approved. [1:51] Uh item number three, consider approval [1:53] to suspend the reading of resolution [1:55] 374-25 [1:58] and ordinance 727-25. [2:01] Uh this is just to suspend those resol [2:03] the resolution suspend the reading and [2:06] of the resolution and ordinance. Uh [2:08] we'll get into those here in a minute. [2:10] Do I have a motion to approve the [2:11] suspension of the reading? [2:12] » I make motion. [2:13] » Mr. Bilbury. [2:16] » Mr. Williams is second. Um Miss Walker. [2:20] Honorable Bilbury, [2:21] » Yes. [2:21] » Honorable Williams, [2:22] » Honorable Hawkins, [2:24] » Vice Mayor Hill, [2:25] » Yes. Uh, item number three, suspension [2:27] is approved. Uh, item number four, [2:30] consider approval of resolution 374-25 [2:34] to an annual budget adoption and [2:36] monitoring policy. Mr. Morrison, [2:39] » The state is moving toward u we follow [2:42] this policy all the time, but they're [2:44] wanting these policies in place to prove [2:46] physical fitness um fiscal fitness with [2:50] financial policies. And so this is just [2:52] setting out what we already follow uh in [2:55] a policy format. In January, we begin [2:57] capital projects discussion. February [3:00] and March, we continue budget [3:01] preparation with budget estimates and [3:03] proposed expense meetings with staff. By [3:06] April, the preparation continues with [3:08] finalized revenue estimates, expenses, [3:10] and present to council. By June 30th, [3:13] the final second reading approval uh [3:15] with council finalizing and approving [3:17] budget July 1st through June 30th is [3:20] execution with close monitoring of [3:22] revenues and expenses with monthly [3:24] reports reviewed by staff and council. [3:26] Uh as soon as possible at fiscal year [3:28] end, the audit firm comes to city hall [3:30] to conduct field work. that usually [3:32] begins uh pretty quick in July, August [3:35] and September. And then end of year the [3:37] audit firm would present to council [3:39] which they are wrapping up and getting [3:40] ready to do that now. So this just sets [3:42] those policies that we already abide by [3:45] into written format and we will send [3:48] this to the state to to continue to [3:50] prove that our we're fiscally well [3:52] managed and fiscally fit. [3:54] » Thing we've we do annually since I've [3:57] been on here. So it's just codifying [3:59] what is best practices. That is correct. [4:01] Thank you. [4:05] » Do I have a motion to approve? Oh, thank [4:07] you, M. Mr. Williams. Do I have a [4:09] second? [4:11] » That's a motion for a second. Miss [4:14] Walker, [4:14] » Honorable Bilbury, [4:16] » Honorable Williams, [4:17] » Yes. [4:17] » Honorable Hawkins, [4:18] » Yes. [4:19] » Vice Mayor Hill, [4:20] » Yes. Motion passes. That's that was item [4:23] number four. Uh item number five, the [4:27] floor will now be open for public [4:28] comment on ordinance 727-25. [4:31] Uh this is a consider approval of the [4:34] second and final reading of ordinance [4:35] 727-25 to allow duplexes in two family [4:39] uh two family residential structures as [4:42] a conditional use in the R1 low density [4:46] district and as a permitted use in R2 [4:49] medium density district. um and to [4:52] establish supplementary regulations. [4:55] Uh just to recap, this was considered at [4:58] the last meeting and moved forward to to [5:02] to the second meeting. Um I'll open the [5:05] floor now for anyone to have any comment [5:08] from the public. [5:16] Yes, sir. Please come forward and state [5:18] your name and [8:42] Thank you, Mr. [8:46] Anyone else? [8:51] Hear no one else. I'll close that [8:53] section of the meeting for public [8:55] comment and um turn it back over to the [8:58] council for comments and questions. I [9:01] I'll start I'll echo what Mr. Herren [9:04] said. It's the same thing I said at the [9:05] last meeting. I am personally concerned [9:10] about just both R2 and R1 and and how [9:14] this came to be and why this is coming [9:16] up now. And and I recognize this went [9:18] through the planning committee um and [9:20] and is coming to us with a favorable [9:22] recommendation from the planning [9:24] committee. I want to be somewhat [9:25] differential to that. But I I personally [9:28] raised questions at the last meeting. I [9:30] I don't have those questions answered. [9:31] Um I I would like to understand this [9:35] issue better. [9:36] um as to uh I I agree with Mr. comparing [9:40] that um uh you know why why are we [9:42] changing that that's a fun my [9:44] fundamental you know threshold question [9:46] is why the change why now what's driving [9:50] this issue are we getting questions [9:52] commentary from from citizens saying hey [9:54] I can't redevelop my property uh I I [9:58] don't have those answers uh and on the [10:01] back end of last meeting we've had some [10:03] commentary about other opportunities are [10:07] we considering other um uh other ideas [10:11] uh uh concepts that wouldn't be this [10:13] wholesale change of R1 R2 uh across the [10:18] board and just tied to to a square [10:21] footage requirement of of those parcels. [10:24] Uh Mr. Rider at last meeting brought up [10:27] some I do to uh give opportunities to [10:30] those families or those those owners of [10:33] those partials that want to redevelop. [10:36] Uh that that was an interesting concept [10:38] and I don't know if we've explored that [10:40] uh uh uh sufficiently. So um my [10:44] recommendation is that we return this [10:46] back to planning and have a more of a a [10:50] table this for now. turn this back over [10:53] to planning and have a little bit more [10:54] robust conversation to consider could to [10:57] take into consideration other [10:59] alternatives and and and is this a you [11:04] know the pendulum feels like a swinging [11:05] back from what Mr. Heron referred to, [11:07] you know, years ago when when we made a [11:10] significant change. Is this pendulum [11:12] swinging? Is this concept feels like the [11:15] pendulum swinging back a little too far? [11:17] So, um, that's my comments. I'll turn it [11:20] over to anyone else on the council for [11:21] any of their comments [11:27] on the planning committee. [11:29] U [11:32] at one time it sort of gave it rough [11:34] sort of rough on us for everybody to [11:36] come up with okay and then the [11:39] councilman turn it down. But I'm like [11:41] you. I think there's other things that's [11:43] been invented since then if we table it [11:45] go back but uh Mr. [11:48] uh educate us a little more and maybe [11:51] have here [11:56] we'd have more opportunities something I [11:58] mean back then it was just yes and no [12:01] practice and uh I think there's enough [12:04] new stuff here that we could we could [12:06] work with he did touch on something also [12:10] uh when you get a building permit or [12:13] something how is there a limit on uh [12:16] when you And when it doesn't take place, [12:19] I mean, if I tell you it's going to be [12:21] such and such, is it a six months that [12:23] you got to start it or is there anything [12:25] like Yeah. [14:53] We have to keep reviewing it. [14:56] » Is there an end to it? Is there an end [14:58] to it? Is I think it's two years or two [15:00] and a half or something along those [15:26] right to say say that uh we zoned it for [15:29] a certain thing [15:31] and after it gets zoned in that can be [15:34] changed to anything [15:39] » If you're going some of those other [15:41] ones. Am I not right? [15:48] » Yeah. [16:03] So, let's just say they let's just say [16:06] they came in a business and they want to [16:09] change it. Uh they're going to put their [16:14] they asked for a zone and they gave what [16:15] they're going to get. They gave us uh [16:18] going to be be the business office and [16:22] six months a year later they put [16:26] apartments or something like that. [16:30] So there is a there is a thing on that. [16:40] » Okay. I was told after we zoned it the [16:42] right thing that it could be. That's not [16:44] true. [16:46] Well, once you've zoned it to something, [16:48] anybody can put in that zone whatever is [16:51] allowed in that zone, but you can't [16:54] change it and restrict it to something [16:56] else after they've been approved. So, [16:59] and people don't have to build what they [17:00] somebody comes to the council and says, [17:02] "I want to put this particular item in [17:05] this area. Will you please reszone it to [17:07] this zone?" They then don't have to [17:10] actually build what they came and told [17:12] you they were going to build. That's [17:13] what you're talking about. They do not [17:15] have to do that. They have to They can [17:16] only build something that is generally [17:18] compliant with commercial, but they [17:20] don't have to build an office space. [17:21] They can build a auto repair shop or [17:23] some other [17:24] » That's right. [17:42] » I'm wasting people's time. That's good. [17:44] Thank you. [17:44] » Do you know we had a house for others? [17:47] Everyone just about everyone. Yes. [18:19] Ready [18:32] for [18:33] » I'm sorry. [18:34] » I'm ready for a motion. [18:36] » But if you want to make onebody, [18:40] » I'll make a motion that we send it back [18:42] to planning and that we work on an [18:45] agreement that can agree with also. [18:48] I don't want to waste their time [18:50] everything. Let's see if we can't find [18:52] something in the middle. [18:54] » Does that make no sense? [18:55] » Yeah, I I'll just restate the motion. [18:57] Motion is to table the matter for the [18:59] time being and and ask Mr. Morrison to [19:02] um um assist with uh setting up meetings [19:06] with planning committee to uh discuss [19:08] what what other options are available. [19:11] Um um taking into consideration some of [19:14] the things Mr. Rder said. Um that is [19:17] that a fair restatement of your motion? [19:19] » Yes. [19:19] » Thank you. So motion to table. [19:22] » Do I have a second? [19:24] » I'll go ahead and second that one. So [19:26] there's a motion in a second. Uh any [19:28] other discussion on this issue? [19:32] Miss Walker, please call the role. [19:33] » Honorable Bilbury, [19:34] » Yes. [19:35] » Honorable Williams, [19:36] » Yes. [19:36] » Honorable Hawkins, [19:37] » Yes. [19:38] » Vice Mayor Hill, [19:39] » Yes. Thank you very much. Motion is [19:41] tabled. [19:43] Uh that's all that's on my list. Mr. [19:45] Morrison or you want to turn over to [19:47] your report and uh uh the department at [19:52] » Uh January 19th uh we will be closed for [19:55] Martin Luther King Day. Uh residential [19:57] trash services will not be affected. [19:59] They will run on normal schedule that [20:01] week. Uh department heads, do you have [20:03] anything? [21:42] Fantastic. Great outcome. [22:49] Thank you, Mr. Bradshaw. [22:52] Anything else? Mr. Morrison, [22:55] my turn. [22:57] » Uh oh. [22:58] » I want to thank everybody that got the [23:00] White House. We destroyed the West Wing [23:02] of Par. [23:04] So, I want to thank everybody having [23:06] something to do with it. [23:09] » Absolutely. [23:12] » Yeah. I I I'll second that motion from [23:16] Mr. Williams. Mr. Raider, fantastic job. [23:17] I know that was a lot of work tracking [23:18] people down. That's that's that's we we [23:20] we appreciate your services to the city [23:22] and getting that all handled. And Mr. [23:24] Morrison as well with uh uh it was just [23:27] tracking and it it took a while. So, we [23:30] appreciate you all's efforts and and [23:31] getting that across this across the [23:33] finish line. have anything that they [23:35] want to come forward, please do so. [23:36] State your name and the microphone is [23:38] yours. [23:43] » Mr. Mr. Taylor. [24:15] Thank you, Mr. Taylor. Anyone else? [24:20] Going once, going twice. That would be [24:22] the meeting. Um, next meeting, Mr. [24:25] Morrison, please give us a date. Is it [24:28] uh Oh, excuse me. It says it right here. [24:29] I'm sorry. February 10th is the st is [24:31] the next month's meeting. I'm sorry I [24:33] missed that. Uh, we will see you next [24:35] month and um go from there. Anything [24:38] else? I'll take a motion to adjurnn. If [24:40] not, [24:40] » Motion. [24:41] » That's a motion and a second. All in [24:43] favor say I. I we are adjourned. Thank [24:45] you all. See you all next month.
