game [8:25] farm please come [8:28] forward [8:44] good [8:47] afternoon [8:55] perfect perfect thank you good afternoon [8:59] mayor logal Deputy Mayor Stover and [9:02] council members my name is Nancy corkran [9:05] and I stand before you today as a deeply [9:07] concerned member of this community my [9:10] husband John and our family have [9:12] invested countless years of hard work [9:15] and dedication into building owning and [9:18] operating Whispering Springs Wilderness [9:20] retreat in our Township Our Roots here [9:22] Run Deep we moved to this area over 40 [9:26] years ago and we have been actively [9:28] involved in shap the growth and [9:30] prosperity of this region throughout our [9:33] journey we have contributed to the [9:35] fabric of this Township in meaningful [9:37] ways we played an integral role in [9:39] building and operating St an's country [9:41] in before its transformation into a spa [9:45] additionally we founded and managed the [9:47] CJC bottling plant providing employment [9:50] to 250 local residents for over 15 years [9:54] our commitment to this community is [9:56] unwavering and our pride in where we [9:58] live has always been [10:00] Paramount we find ourselves at a [10:03] crossroad where we must turn to our [10:05] local leadership for guidance and [10:08] advocacy the imminent opening of a game [10:10] farm so close to Whispering Springs [10:12] Wilderness Retreat is not only a threat [10:15] to our business but also to the [10:17] tranquility and safety of our community [10:20] as a [10:25] whole we have invested our hearts our [10:28] energy and our resources into creating a [10:30] peaceful Haven at Whispering Springs [10:33] it's a place where guests come to escape [10:35] the pressures of daily life to [10:37] experience Nature's Beauty and to find [10:39] soless in the arms of this natural [10:41] Wonderland the proposed game farm with [10:44] its Associated hunting activities [10:46] jeopardizes this harmony the very [10:48] essence of what we have built and [10:50] nurtured is now under threat we have [10:53] constructed a list to illustrate the [10:55] total extent of the negative impact that [10:58] this will have on our our business and [10:59] Community if the 1516 Telephone Road [11:03] game farm is granted permission to [11:05] operate Birds ey view has not followed [11:08] the proper protocol in informing [11:10] neighbors and discussing safety concerns [11:13] the zoning at 156 Telephone Road is [11:16] rural and does not permit a recreational [11:18] game farm the owners of 1516 Telephone [11:22] Road do not reside at this location and [11:25] therefore the detrimental effects of the [11:28] game farm do not impact them as it does [11:31] the surrounding neighborhood the fencing [11:34] around the property per perimeter is [11:37] either non-existent or severely decayed [11:39] this poses a serious threat to the [11:41] safety and noise conditions of [11:43] Whispering Springs many neighbors will [11:46] move out of this area due to the stress [11:48] and emotional damage property values [11:50] will plummet 75 jobs in the tourism [11:54] sector will disappear Camp Moonlight [11:57] which is dedicated to families with with [11:59] children with disabilities and supported [12:01] by Whispering Springs and their vendors [12:04] will be shut down Whispering Springs [12:06] raises funds for disabled Children's [12:08] Therapy benefiting many children These [12:11] funds will cease to exist many homes [12:13] with small children will be too [12:15] frightened to let their children play [12:17] outside causing physical and emotional [12:19] damage two managed forests Bor bordering [12:23] 1516 Telephone Road will force wildlife [12:27] and endangered species to relocate the [12:30] potential for dead pheasant carcasses [12:33] and Scattered lead shots to contaminate [12:35] the water system poses an environmental [12:38] concern especially given the presence of [12:40] an environmentally sensitive water [12:42] course on 1516 Telephone Road the [12:46] question of responsibility for the [12:48] environmental cleanup remains unanswered [12:51] the livelihood of many employees who may [12:53] lose their jobs is in Jeopardy [12:55] responsibility for any harm caused by [12:58] stay bullet remains unclear how will the [13:01] township address the steady stream of [13:03] calls related to the noise bylaw who [13:06] will be accountable for police checks of [13:09] Pals and the legal transport illegal [13:12] transport of firearms or the legal [13:14] transport of [13:16] firearms what about the damage to the [13:18] wildlife in the area Birds ey view game [13:21] farms constant gunfire will affect [13:23] livestock families and businesses up to [13:26] 4 kilometers away the more John and I [13:29] review the proximity of our property to [13:31] the proposed game farm the more extreme [13:34] safety hazards we are discovering we [13:36] have a large propane tank located a mere [13:39] 16 ft from the proposed Game Farm [13:41] property line along with several other [13:44] tent accommodations that are equipped [13:46] with multiple propane tanks that the [13:49] potential for a stray bullet to hit one [13:51] of these tanks and cause [13:53] life-threatening explosion or fire is [13:56] very real in addition nearly all of our [13:59] accommodation are tents and would not [14:01] prevent a stray bullet from piercing the [14:03] fabric and potentially injuring or [14:06] killing a guest or an employee of our [14:09] establishment we are one of the [14:10] Township's largest tourist destinations [14:13] and employers and are so utterly [14:15] Disturbed that this level of risk is [14:17] even being considered we are not willing [14:20] to Expo expose our employees our [14:22] children or guests to this level of risk [14:25] and will proceed with whatever means [14:27] necessary to prevent this from happening [14:30] we are here today not just as business [14:32] owners but as residents who love our [14:34] Township who have raised our family here [14:37] and to believe the potential of this [14:40] place to flourish while maintaining its [14:42] Harmony we are not here to lay blame but [14:45] to seek your support to Rally the [14:47] strength of our community leadership to [14:50] stand as a formidable Shield against the [14:52] encroaching threat mayor local Deputy [14:55] Mayor Stover esteemed council members we [14:58] implore you to listen to our voices and [15:00] to Champion our cause we ask that you [15:03] Leverage The Power of our local [15:04] leadership to protect the interests of [15:06] the community you represent we feel that [15:09] protections need to be put in place for [15:11] the businesses that already exist in the [15:14] township we would not have built [15:16] Whispering Springs let alone invest [15:18] every dollar in our name to a business [15:21] that would be jeopardized so quickly and [15:23] without any notice we have invested [15:26] years of Our Lives following the rules [15:28] and slowly painstakingly moving through [15:30] the comprehensive regulatory process to [15:33] establish a successful tourist [15:36] establishment we believe that it is you [15:38] and you alone that ultimately have the [15:40] power to protect the hardworking local [15:43] businesses of this Township by modifying [15:46] the bylaws to put Protections in place [15:49] so that new businesses cannot just come [15:51] in and Destroy what has been such a [15:53] great benefit to our community the [15:56] looming opening of Bird's eyee View game [15:58] farm is a ticking Time Bomb to potential [16:01] disruption danger and distress for our [16:04] community we believe in the power of [16:06] unity and we believe in the strength of [16:10] community there is a Supreme Court [16:12] ruling in Canada that maintained an [16:15] injunction preventing a game farm [16:17] Hunting Preserve from from operating [16:19] close to Residence based on noise [16:22] nuisance it included hunting activities [16:25] I.E shotgun shots produced by visiting [16:28] Hunters that disturb neighbors ability [16:30] to enjoy their own land we stand here [16:34] before you today not just as Nancy and [16:36] John corkran but as the vo is echoing [16:39] the sentiments of countless individuals [16:41] who share our concerns we urge you to [16:44] join us in this fight to reclaim the [16:46] sense of security Serenity and promise [16:48] that this Township has always offered [16:51] thank you for your time your attention [16:53] and your dedication to our community's [16:55] well-being together we can Safeguard the [16:57] future we all deserve um my husband John [17:00] just wants [17:02] to I just wanted to say make no mistake [17:06] that this is a business all you have to [17:09] do is go to birds ey G for our website [17:12] and look at their [17:15] literature they talk about 5,000 Birds [17:18] that's over $100,000 in prevue we talk [17:21] about shling people to and from the hunt [17:24] they talk about sales of [17:27] ammunition talk H guides and guide [17:31] BS they talk about the rental of [17:34] property through [17:36] acquisition I understand they're working [17:38] on over overnight accommodation for the [17:44] hunters as Nancy and I sat here waiting [17:47] for opportunity to speak out next door [17:50] just thinking you know if I wanted to [17:53] skirt all the aspects of opening up the [17:57] business properly I was the restaurant [17:59] what would I do I'd call my chef an [18:02] independent contractor whose [18:04] hobby was cooking I call my [18:09] waitresses staff that works for [18:13] donations um I sell my food at the curb [18:18] raw try to [18:21] circumvent the laws that are in place [18:25] to run and establish business that's [18:29] exactly that's exactly what bird's eye [18:33] is trying to do and I just urge you not [18:36] to be [18:37] Bamboozled by their fancy talk of how [18:40] they sell their birds at the [18:42] doorstep and the the so-called people [18:46] that by the birds can do whatever they [18:48] want with them I also understand that [18:51] during their hunt I have direct contact [18:54] with people who have gone there in the [18:56] birds cross the the boundary line the [19:00] farmers shoot across [19:02] the ACR the they say that there's never [19:06] been any problems out of the birds I [19:10] view one of the guys had one of their dog shot hunting [19:18] dogs first [19:20] animals Happ want's to say the next time [19:23] it's like this going to be a person with [19:26] shot please consider [19:31] thank you very much for your [19:33] presentation thank you I'll read the [19:38] resolution [19:42] yeah before you leave do you mind mind [19:46] coming back just in case there's any [19:50] questions before I do that I've got to [19:52] read the resolution whereas the Council [19:54] of the township Al McAn heard the [19:57] delegation from Nancy and John corkin [19:59] residents of Grafton regarding Birds ey [20:02] view game farm therefore be resolved [20:05] that Council receed their delegation for [20:08] information can I get a move in a second [20:11] move by Deputy Mayor St seconded by [20:13] councelor answorth are there any [20:14] questions for Mr and Mrs [20:19] quarky seeing none thank you very much [20:22] for your presentation thank you [20:27] again [20:32] next we have a a [20:34] delegation from Terry [20:37] miles it's regarding lights on arid [20:40] Street the condition of Charlotte and [20:43] arid streets and pedest pedestrian [20:45] safety on County Road two Mr miles [20:49] welcome thank you it's my first time [20:51] here so this is all you might have if [20:53] you don't mind you might have to speak [20:55] into the mic because there's people is [20:57] that [20:58] virtually yes it is um yeah I live on [21:03] 184 a I've been here for five years love [21:06] the the town and the [21:08] neighborhood um I had some concerns as [21:11] my neighbor to the north they had their [21:12] car stolen from the driveway about three [21:14] years ago three and a half years ago and [21:17] I have we have dogs and we sometimes [21:20] have to come home late when I was [21:21] working I'm retired now um so I called [21:25] the township at that time and asked [21:26] about getting some street lights on air [21:28] is there's now about 11 or 12 Homes [21:31] North of Harden so there's enough homes [21:34] I believe to uh make it [21:36] uh a concern um I was told to get a hold [21:41] of a Troy Gilmore who I believe doesn't [21:42] work for [21:44] the his response to me was not a problem [21:48] the the uh the poles are already [21:50] pre-wired all we have to do is put them [21:52] up and it was kind of left at that I [21:54] just expected eventually they would come [21:56] up and ha we up are five years later and [21:59] then nothing's happened um I did get a [22:02] hold of Councilman Greg booth at um uh uh Remembrance Day celebration and I [22:11] ran it by him and he did call me uh a [22:14] few months later but nothing's happened [22:17] and my concern is I don't want to waste [22:20] your time I don't want to waste my time [22:22] if it if if it's something that is just [22:24] not feasible or not in the cards or you [22:26] don't want to do that that's the way it [22:28] is I'd just rather be told UPF front [22:30] that something we're not interested in [22:32] and leave it at that um but waiting five [22:36] years uh I think you know if you don't [22:39] come and say something the current [22:41] Council may not have known that but uh [22:43] and interrupt you just for a second [22:46] because I don't you mentioned you don't [22:47] want to waste your time and I don't want [22:48] to waste your time neither Brian do you [22:50] have a comment on this this is Brian [22:52] McMillan who's our uh our Public Works [22:55] manager and I have talked to him and I [22:56] thank you for the wood that I got [22:58] have you got a comment Brian yes uh good [23:01] afternoon mayor logo and council members [23:03] and delegation for Mr miles um I can [23:06] touch on the street lights um the [23:08] process uh has begun on the street [23:11] lights and the actual uh construction of [23:14] the lights going on is supposed to take [23:16] place um I believe it's this Friday it's [23:19] in my department update sorry um but it [23:21] was a process we had to go through with [23:23] Hydra one to have the joint use of the [23:26] polls for our street lights on them they [23:28] own the polls um long story short G [23:31] Metro miles there's three lights going [23:32] to go up uh from Harden Road right up to [23:36] the end of be Street uh every other pole [23:39] and the last street light will be on the [23:40] last pole so that you should see that [23:43] hopefully lit up within the next two [23:45] weeks that's great news that's good I [23:48] appreciate that and because when you [23:49] also when you come in off of ly on aired [23:52] there that's about a 20 foot uh straight [23:55] section then a 90° angle turning it [23:58] nighttime it's pitch black and it it is [24:00] a bit of a concern um I appreciate that I know that that's happening and uh [24:06] I'm sure all the neighbors because I [24:08] talked to a lot of them will be very [24:10] pleased to hear [24:12] that it's been in works for a little [24:14] while Ryan but correct me if I'm wrong [24:17] but it does take a while with jerio fair [24:19] enough fair enough I understand that but [24:20] that's good to see that something is [24:22] actually happening okay we're going to [24:23] move on to your second concern yes again [24:26] I have dogs I walk to dogs all every day [24:28] on the streets there um it just seems to [24:31] be getting worse and worse and in you in [24:34] my uh deposition I gave you I I I call [24:37] it the town proper um as Aid and is [24:40] pretty much in the little town of of [24:43] Grafton and as a me a resident of the [24:46] town I feel you want to make sure I know [24:49] you guys do some stuff on Highway 2 and [24:50] you try and make it look nice but that [24:53] street is getting patch over patch over [24:55] patch and in some areas I notice at the [24:58] uh Grafton in Campbell house when we [25:01] have a strong rain half their driveways [25:03] down the street on air because just [25:05] because they're not paved it it just [25:07] flows all the way out there I know [25:09] they've done some repair work in the [25:11] last month or two putting more patches [25:13] on um now a isn't as bad as Charlotte [25:17] and granted I don't live on Charlotte [25:19] but it's really bad like it's just [25:21] falling apart and I just think I now [25:24] again three years ago I inquired again [25:26] uh through the town and I was told we're [25:28] in the queue about five years so that [25:31] was three years ago I'm I'm hoping that [25:34] we're in the queue now maybe for a year [25:36] in the next year or two that something [25:37] will be done is and it will be at ashalt [25:40] I know they did some type of other [25:42] repairs where they just laid the gravel [25:45] down and kind [25:46] of put some oil down and let everybody [25:49] drive on it but when I moved here I [25:52] again I have an old 65 Mustang and uh [25:55] geez I I just don't want to drive it on [25:57] a [25:58] to be [25:59] honest I think um to respond to that uh [26:02] Brian has I know he's got a roads needs [26:05] analysis study being done right now [26:07] Brian am I correct and it's going to be [26:09] done before the end of the year and that [26:12] basically gives Brian uh recommendations [26:15] on where we should be spending our [26:17] Public Works meeting I know there's only [26:19] so much money I get yeah so I I can't [26:22] tell you or Brian maybe you can help me [26:24] but I don't think we can tell you right [26:25] now what what the plan is for the next [26:28] couple years yeah it's just too that [26:30] with the new subdivision going in north [26:32] of me off ly I know traffic is going to [26:36] get a lot busier once that moves along [26:39] so I'm was hoping that you know that [26:40] they get the street fixed before it's [26:43] really bad shape I [26:46] um just just and again for the look of [26:48] the town that you want to make sure [26:50] people do come through here that it show [26:52] shows that we care about our town and we [26:54] try to maintain it as best we can agree [26:57] Brian do you have a quick comment on [26:59] that or no uh just a quick one just I'll [27:01] mention it is it is on our uh list you [27:04] know currently in a Ros the next five [27:06] years and that's going back from our a [27:09] few years ago but uh the recommendation [27:12] moving forward when it does come it [27:13] would be pavement that you would be [27:15] recommending it is a an urban street uh [27:18] similar to what we did over on um um [27:24] sorry yeah f r and stuff like that other [27:26] ones we're doing we did the North as [27:28] well and stuff like that so but again I [27:30] think I can't speak as far as timeline [27:31] right now the the needs are great in the [27:33] township there is other areas in the [27:36] township that are in similar dire needs [27:38] of uh repaying or resurfacing but it'd [27:40] be for a future uh Council budget to [27:43] talk about it [27:44] again fair enough fair enough go ahead [27:47] Terry with your third yeah the last [27:49] thing was again I walk my dogs every day [27:51] I go have to go get the mail and I [27:53] noticed you guys had he actually had [27:55] somebody scraping lines off [27:58] the crosswalk there I know you put some [28:00] signs up which is a great idea because [28:02] some previously you I gotta tell you [28:04] you're taking your life in your hand [28:05] sometime trying to cross that road not [28:08] most people don't go 50 clicks an hour [28:10] along there they just don't but uh and again I'm noticing now with those [28:15] signs at least a few people are stopping [28:18] but the other day there was myself and [28:19] another woman waiting to cross and a [28:21] school bus just whipped right through [28:23] like it it's uh it is a bit dangerous [28:26] there and you just hate have someone get [28:28] you know either injured or killed and [28:30] then say gez we really got to do [28:31] something about this so because there's [28:34] really no other place to cross other [28:36] than if you just you know give a head [28:38] turn and make a quick dash for it so um [28:41] again again I appreciate you putting the [28:42] signs it would be nice maybe even if [28:45] they had to put a cop there I mean if [28:46] you give a dozen tickets for running [28:49] a a across a pedestrian Crossing it [28:52] might wake some people up or even a [28:54] flashing yellow light or something just [28:56] because people just aren't looking at it [28:57] I I'd say right now [28:59] about 70% go right through maybe 30% are [29:03] stopping so and again a lot I know a lot [29:04] of the people aren't from around here [29:06] they're just passing through but I just [29:08] you know I just don't want to see myself [29:10] or anybody else get uh picked off or [29:13] something you know because people are [29:15] start I don't look like I mean the signs [29:17] are there but I obviously look and I [29:18] wait until it's clear but yeah just so [29:21] you know that that that is a County Road [29:24] ah and not owned by the municipality is [29:27] that Northumberland County's [29:29] responsibility however we are working [29:31] with North umberland County who have [29:33] made some of those improvements but they [29:35] really are planning on doing a proper [29:37] study to count how many cars are going [29:39] by every hour and how many people walk [29:42] across every hour because they have uh [29:45] they showed me the and I can't quote [29:47] them or nothing like that but they did [29:48] show me the the different uh diagrams [29:52] and everything else that show how many [29:53] cars and Crow and if you can make the [29:55] combination the calculations says that [29:58] you should have this type of uh Crossing [30:00] versus you know a much different one [30:03] fair enough I had to do an assessment I [30:04] get yeah which is so so I can tell you [30:07] they are working on it and um Dave and I [30:10] were over there yes over there yesterday [30:12] cross the road and we got lucky we were [30:14] one of the we one of the 70 no the 30% [30:18] that stopped that St stopped for but I I [30:21] do agree it's it's an issue and uh we [30:24] need to uh you know put on better design [30:27] I think better um pathway or on the road [30:31] as well as um perhaps uh a few officers [30:36] in the area to remind people of that [30:38] yeah I also give you Kudos on building [30:40] that uh ashalt walkway around the arena [30:43] that's a everybody a lot of people use [30:45] that it's great for walking the dogs [30:47] it's a safe area it's you can now access [30:50] the walking trails without going through [30:52] four inches of water if it rains so yeah [30:54] that was a good thing I'm happy with [30:56] that that that works so well I miss you must go after I go first thing in [31:00] the morning on that pathway yeah yeah [31:02] I'm I I go at different times I'm up at [31:04] 5:30 so oh well maybe we maybe we have [31:07] bumped into one we might we might [31:09] anyways thank you very much that you've [31:11] addressed uh what I wanted to know I [31:13] hopefully by the winter time we'll see [31:14] some lights up on air that would be nice [31:17] uh and the street will'll just I guess [31:18] play that by year and see how it uh well [31:21] ask us you know come back and ask us six [31:24] months from now because we get the the [31:26] report it may say that two years three [31:29] years and we'll have an answer for you [31:30] perfect I appreciate that all right [31:32] thank you very much um I'll just read [31:34] the resolution whereas the Council of [31:36] the township Val McMan heard the [31:38] delegation from Terry miles a resident [31:41] of Grafton regarding the lack of street [31:42] lights on a street north of Harden drive [31:45] and the rad conditions on Charlotte [31:47] Street and Ara Street and The Pedestrian safety concerns related to [31:52] County Road 2 in front of the Grafton [31:54] Inn therefore we resol the council [31:57] received this for [31:59] information moved by councelor Boo [32:02] seconded by Deputy Mayor stobber all in [32:05] favor motions carried Terry thank you [32:07] very much for expressing your thank you [32:09] very much for listening more than [32:26] welcome [32:27] next we're going to have our Auto report [32:29] and [32:30] presentation and um I'm not sure if [32:33] Nicole wants to introduce Richard or not [32:36] but uh [32:39] Richard [32:40] Singa long time no [32:45] talking welcome to El [32:56] m [33:02] yes so I'm uh I am not Dwayne Potter I'm [33:05] Richard staga from Baker kly so I just [33:08] um and I I'll be here presenting um the audit results and the financial [33:14] results for uh the municipality for the [33:17] year end of [33:18] 2022 um now I do not do know that uh [33:22] within your agenda there are a number of [33:25] documents associated with this but I was [33:26] just going to run through the PowerPoint [33:29] presentation um just so you're aware um [33:33] you are required on you met everybody [33:34] Richard over the over the years I've met before I would say 60% of the [33:39] council okay yes then you haven't met [33:41] probably Mary catherin would be my guest [33:44] good afternoon yes and Council rinworth [33:46] good afternoon [33:51] meet so yes um under the municipal act [33:54] you have to follow the public sector [33:56] accounting guidel lines are more [33:57] commonly known as PAB so they are um [34:00] fairly involved and um quite unique set [34:04] of financial statements even for [34:05] accountants sometimes so uh um please [34:09] feel free to ask any questions and of [34:12] course they are presented in a different [34:14] format than how you actually set your [34:16] tax rate budget so I'll try to highlight [34:18] those differences too as we go through [34:21] so so then uh first off um within the [34:24] draft audited financial statements um on [34:27] the following page you'll see the the uh [34:29] onepage excert of the um auditor report [34:33] so the auditor's report is our report on [34:35] the financial [34:36] statements and it is a two-page document [34:40] but the second paragraph uh on page one [34:43] is what we consider to be the important [34:45] paragraph that that in our opinion the [34:48] companying Consolidated financial [34:49] statements present fairly in all [34:51] material respects the financial position [34:53] of the township of Al cman at December [34:56] 31st 2022 and the results of its [34:58] operations and cash flows for the year [35:00] then ended in accordance with Canadian [35:02] public sector Accounting Standards or [35:05] more commonly known known as PAB as I [35:08] mentioned earlier so that is your [35:10] standard clean unqualified Auditors [35:12] report um as well too please note you'll [35:16] see I think the the sixth or seventh [35:18] word there is the word Consolidated so [35:20] the numbers we look at include both the [35:22] operations of the township itself as [35:24] well as the library board so [35:29] that's just a summary of the auditor uh [35:32] Auditor's report um next uh we come [35:36] along to uh just give you an idea of [35:38] some of the udit procedures that we do [35:39] complete um while we're here um looking [35:42] at your books and of course the main [35:44] thing is to gather the evidence to [35:47] provide our audit opinion on on your [35:49] financial results so that we do that by [35:52] looking at your Council minutes um and [35:54] of course a lot of testing as well of um [35:57] Source documentations and that in [35:59] involves um as I said looking at the [36:02] documents comparing um things uh for [36:05] analytical review either to budget or [36:07] the prior year and and as well too um we [36:09] audit a lot of other municipalities so [36:12] um with our knowledge there that uh [36:14] knowing the trends and the type of [36:15] things that are going on in the [36:17] municipal environment U we do somewhat [36:20] know what to expect in most [36:22] circumstances and as well to to looking [36:24] at the estimates that that are made by [36:26] management [36:27] and as well to most of your manage most [36:29] of your estimates here would relate to [36:31] um the life of your tangible Capital [36:33] assets and things such as that [36:34] determining your um amortization and we [36:38] do that by by looking at your various [36:40] systems and related internal controls um [36:43] for both the the inflows being your [36:45] revenues your outflows being um your [36:47] dispersements and your payroll and then [36:49] how you adjust things being your Journal [36:52] entrance we do that through a [36:54] combination of both um actual testing [36:57] and then using data analytics as well so [36:59] that um we run your data through um [37:04] various [37:05] um analytic procedure so that we we then [37:08] focus our tests on things that might [37:10] look unique or or odd or or or of course [37:13] significant dollar value as well so [37:16] overall the audit is complete pending [37:18] Council approval of the financial [37:19] statements receed of sign representation [37:22] letter as well as receip of uh legal [37:24] letters um overall there were no [37:26] signific [37:27] get difficulties encountered during the [37:29] course of our audit and no changes to [37:31] our plan or disagreements uh with [37:34] management and excellent cooperation [37:35] from your staff and management um [37:38] overall um there was one uncorrected [37:41] item so as Auditors we do keep a little [37:44] scorecard of of any differences we might [37:47] find that haven't been adjusted um and [37:50] then of course we compare that to [37:52] something that we calculate in the audit [37:54] industry being materiality based and [37:56] that's purely based on um a percentage [38:00] of in for most municipalities of their [38:02] normal recurring Revenue so then when we [38:05] calculate that number um and compare [38:07] that to the items that weren't adjusted [38:10] um we need then we determine whether [38:12] well we can't issue a clean auditor [38:14] report because the item's too large but [38:15] in your case the amount is is fairly [38:18] small but it's above our threshold to [38:20] report and it just relates to the [38:23] interest on your debentures that um you [38:26] have two um debers now one for the fire [38:29] hall and the new one for the public [38:31] works Edition and of course you only pay [38:34] them twice a year so the the interest [38:37] that was that was acre from the last [38:40] payment date to the end of December [38:43] hasn't been recorded so um and as well [38:46] when you look at the schedule I think [38:47] this year the number was around 23,000 [38:49] last year's number was around 18,000 so [38:52] the net numbers around 4,000 it's just [38:54] the fact you're not you're not missing [38:56] anything it's just the number should be [38:59] on this side of December 31st or that [39:01] side of December 31st but it it's being [39:04] presented the way you budget it so so as [39:07] a result then we we have no no issues [39:09] with it but we are just obligated to [39:11] make you aware of [39:14] that and then next coming along uh to [39:18] actual some some numbers um So within [39:21] PAB you are um required to report your [39:24] assets being either Financial Financial [39:27] assets and non-financial assets so [39:29] Financial assets are items that are cash [39:32] or can be turned into Cash ideally [39:36] um and then your non-financial assets [39:39] would be your tangible Capital assets [39:41] like your your roads and your buildings [39:44] and and those type of things that that [39:46] you don't normally turn around and and [39:49] convert to cash because you don't sell [39:51] them um ideally if you if you could [39:55] sell I'm I'm sure you wouldn't mind [39:57] doing that yeah but yeah so I mean [40:00] that's that's the main difference there [40:02] so um so overall your your cash remains [40:04] fairly consistent with the prior year um [40:07] you did complete a lot during the year [40:09] but uh in the end it all remained fairly consistent and that's um the [40:14] components of that is that you have [40:15] about $5.5 million in reserves and about [40:19] $2.3 million in um deferred revenue [40:22] obligatory Reserve funds so that so that [40:25] means you have all of your reserves in [40:27] cash as well as most of your um [40:31] obligatory Reserve funds so that's why [40:33] your your cash balance is where it's at [40:36] um you have the small investment um [40:38] continuing to carry forward um your [40:40] account's receivable um you can see [40:42] there is up a fair bit from the prior [40:44] year and majority of that is all related [40:46] to the uh HST rebate rebate that you're [40:49] entitled to get and which of course um [40:53] then they get filed after the year end [40:55] and of course with the large addition uh [40:57] put on the Public Works building you had [40:59] a lot more expenditures that would [41:01] attract HST which means your rebate [41:03] would be [41:04] higher that's the main change there um [41:08] your taxes receivable you can see there [41:10] that um in 2021 that they were they were [41:14] the um fairly low the lowest point in [41:17] the last five years whereas they did [41:19] increase um in 2022 but still overall [41:22] when you include penalty and [41:24] interest the 20 22 amount is [41:28] 8.37% of the total Levy um so that's [41:32] still considered to be within the [41:34] lowrisk range set by the ministry so no [41:37] issues there so um the one thing to keep [41:40] in mind too though you pay the county [41:42] and the school boards every quarter [41:45] regardless of whether you've collected [41:46] the money from the rate payer so um you [41:49] are the banker in this situation so um [41:53] it's it's always good to keep an eye on [41:55] that so that the number is get not [41:57] getting too high but as I said you're [41:58] still in the lowrisk range [42:01] there then the following slide just [42:03] gives you a a bar chart of where that is [42:07] at and then um next [42:12] uh slide just uh shows who you owe money [42:16] to um so under under PAB um There's no [42:20] distinction between current and longterm [42:22] it's just these are the amounts you owe [42:24] to others first off is your accounts [42:27] payable and acred liabilities um with [42:29] some construction going on [42:32] um at the and AC acrs for that um your [42:37] accounts payable did increase your trade [42:39] payables went up at the end of the year [42:41] but also within their your deposits you [42:43] have from developers or in there um [42:46] items uh such as regular acrs for both [42:51] um um salaries and uh related items as [42:56] well too um there's about [42:58] [Music] [42:59] $229,000 from R payers who have credit [43:02] balances on their accounts so for [43:04] financial statement purposes they get [43:06] moved out of your reducing your taxes [43:09] receivable in into [43:10] payables um so therefore th those are [43:13] the uh major components [43:15] there um next we have uh something [43:18] unique for um most accounting is your [43:21] deferred revenue obligatory Reserve [43:23] funds which represents um about one .9 [43:26] million in development charges um the [43:30] federal gas tax are Canada community [43:32] building fund as it's known now for [43:33] about 300,000 and Parkland fees are [43:36] about $60,000 [43:38] so this is different um in the fact that [43:41] you've collected these monies and these [43:43] monies are are sitting in your bank [43:45] account it's just that they don't become [43:47] Revenue until you use them in accordance [43:50] with the requirements that that are [43:52] placed on those monies so you so like [43:56] this year you collected in the and in [43:58] the past you collected development [44:01] charges but you Ed 300,000 of that for [44:03] the new Public Works facility and so [44:07] therefore the that that balance remained [44:10] fairly consistent year toe um you didn't [44:13] use as much uh gas STX as you received [44:16] so the balance went up slightly so the [44:18] so these are items when you take a look [44:21] at the reserves of about 5.5 million um [44:25] that that number there the 2.3 almost [44:27] gives you what you have in your bank [44:29] accounts so that's why that's why you [44:31] get to that balance um your other [44:33] deferred revenue majority of that is [44:35] related to uh some grants that you've [44:37] received but um haven't fully spent [44:41] yet and then the one big noticeable [44:43] change here of course is your increasing [44:45] your long-term debt as you borrowed the [44:47] $3 million for the public works addition [44:49] but still then paying off your previous [44:51] debenture I believe for the library and [44:55] another Public Works library was paid [44:58] for I believe I think this is the fire [45:01] sorry yes but there one there was one [45:03] paid off the original one that was split [45:05] yeah there was a roads one and the [45:06] library was paid off about 2020 or 21 it [45:10] actually finished in 2022 yeah okay yeah so yeah so that's uh so those so [45:15] right now all you have left is the $3 [45:17] million for the new Public Works [45:18] facility and the balances for the fire [45:23] hall and then of course uh you see there [45:26] that um the fiveyear graph of that and [45:29] you can see there with the additions for [45:32] both the fire hall debt and and the [45:34] Public Works debt um the yellow bar has [45:38] been increasing but of course as your [45:40] assets age um they are expensive to [45:43] replace but you are uh you are required [45:46] to do that so um then the following page [45:49] is just showing your breakdown of uh [45:51] what your net Financial assets are [45:54] um and you can see there that uh there's [45:57] a little less than about a $3 million [45:59] change there and that's all entirely [46:01] related to the uh $3 million in [46:03] additional debt but then as well too [46:06] when you look at your non-financial [46:07] assets under your tangible Capital [46:09] assets of course you got about a $3 [46:11] million increase there so basically it's [46:13] flipped from um from above above the [46:17] line in net Financial assets down to [46:18] tangible Capital assets and then you [46:20] still have some prepaid expenses and [46:22] some inventories of sand and salt that [46:25] uh you will utilize moving [46:28] forward then the following slide gives [46:30] you a bit of [46:32] a a walk through and Reconciliation as [46:35] to the um revenues and expenses and the [46:38] annual PAB Surplus and deficit um in [46:41] comparison to uh and reconciles that [46:44] back to zero as that's how you're [46:45] supposed to budget for your tax rate [46:47] budget so as you can see there in the [46:49] First Column under budget um PAB was [46:52] showing that you were going to have a of [46:53] a loss of 129,000 but then when you um [46:57] take account for the items that um are [47:00] adjustments for PAB related things you [47:03] can see there that they [47:05] do that first column does come back to [47:07] zero of course majority of that is uh [47:10] the treatment of tangible Capital assets [47:13] and the use of reserve and Reserve funds [47:15] and long-term debt as [47:18] well then you can see there on the the [47:20] actual side for 2022 um you did have a a [47:25] piece of [47:26] Surplus and um a lot of that do um but [47:30] then on the reconciliation part you can [47:32] see there that it does come back to zero [47:34] as you did transfer um uh any surplus [47:38] amounts you had remaining over into [47:40] Reserves at the end of the year and you [47:42] can see there the one spot you you will [47:45] just see this uh on on this presentation [47:48] it's the purchase of tangible Capital [47:50] assets you can see there this year was [47:51] $5.2 Million about 900,000 below budget [47:59] there um both your uh accumulated [48:02] Surplus and your tangible Capital assets [48:05] and uh one thing I'd like to point out [48:07] here is that um your goal here is to [48:09] have your orange bar to be higher than [48:11] your blue bar which means you do have [48:14] more Equity than what you have tied up [48:15] in your Capital so you can see there [48:18] with uh [48:21] um got a little closer there because of [48:23] course you added a large um [48:27] amount to your tangible Capital assets [48:28] this [48:30] year next we come to your revenue and [48:32] expenses and annual Surplus on a PAB [48:34] basis for the last five years and uh [48:38] that gray bar being your annual Surplus [48:40] or deficit um you can see there um as [48:44] your designed that doesn't vary that [48:47] much but uh it it will depending on the [48:50] capital addition so that don't be [48:52] surprised some years the the bar will be [48:55] below the line being a deficit and then [48:57] above above the line when you do have a [48:59] lot of uh Capital grants for tangible [49:02] Capital additions so that [49:04] um and that's that's just the way P of [49:07] works because it um you recognize the [49:10] revenue when you get it but you don't [49:12] incur the expense until you depreciate [49:15] that asset so it could be 40 years 40 [49:18] years later that uh it all comes back to [49:21] be being equal again depending on how [49:22] long you're depreciating the asset for [49:24] us [49:27] um next we take a look at your revenues [49:29] on a PAB basis and you can see there [49:32] um being uh being over budget um and [49:36] there were a few items to note there [49:40] um your user charges uh just to point [49:44] out so that that includes things such as [49:46] your building your building permits your Arena fees your the the water fees [49:52] that you charge to your residents as [49:54] well so all of those items are within [49:56] there um and and as well too both fire [50:00] calls um are in there as well so that [50:02] number was a fair bit higher than budget [50:05] so that's causing um part of the [50:07] variance from budget to actual so and as [50:10] well to building permits was another [50:13] large component of that um under [50:16] government transfers uh within your [50:17] provincial revenues um were about $1.3 [50:20] million ompf is about 530,000 of that [50:24] and 6 25,000 for uh ocif and that was [50:29] for both roads reconstruction and Roads [50:31] resurfacing so that's [50:34] um the larger components there and you [50:37] did uh um get an isit grant for uh [50:42] funding um for uh for um Recreation and [50:46] Trails um and that's included in there [50:48] as well um and I think the one thing uh [50:53] there the Canada community building fund [50:56] so that was also utilized as I said [50:58] earlier your gas STX for um for roads work as well and then your other [51:05] Revenue this year um you can see there [51:06] it's a fair bit higher included within [51:08] that is your uh interest in uh earned on [51:11] your on your amounts um with the higher [51:13] interest rates um you did better there [51:15] as well too you recognized um some [51:17] monies that you received from Township [51:19] Hamilton related to the animal shelter [51:21] and and the and the windup of that [51:24] organization so that those are some of [51:26] the larger components within that line [51:28] item then on the following slide you [51:30] will see the uh the pie chart of that of [51:34] course you like most most area [51:37] municipalities uh um property taxation [51:40] is your main source of funding the [51:43] following slide then just gives you uh [51:45] an idea of your expenses um on a PAB [51:48] basis and you can see there um your um [51:51] overall your expenses were were higher [51:54] um than budget um there were a number of [51:57] things uh within the protection services [51:59] area related to fire both uh and as well [52:02] too within Transportation related to the [52:05] additional cost for fuel for vehicles so [52:09] um let's had a major impact uh in a lot [52:12] of municipalities um and as well too [52:14] when you look at Protection Services it [52:17] does include fire policing conservation [52:19] authorities um building and um [52:23] protective inspection and control [52:26] um Environmental Services um that that [52:29] relates entirely to the to the water [52:32] system Health Services uh relates to the [52:35] operations of the [52:36] cemeteries um Recreation and culture um [52:41] there was some variance there for both [52:43] uh additional costs related um for both [52:46] parks and recreational facilities um [52:49] with um further opening of [52:52] U of uh or the lessening of restrictions [52:55] as well there's more activity within at [52:57] the arena and as well to Planning and [52:59] Development was under budget as most [53:02] items were just lower than budget then [53:05] the following slide you can see there [53:07] the um transportation services is the [53:10] largest [53:12] component for the [53:14] municipality and then when you take a [53:16] look at the following slide it just [53:18] provides the same numbers just in a [53:21] different [53:22] breakdown [53:24] um and you'll see there too that [53:28] um when you look at contracted Services [53:31] um little over a million dollars of that [53:34] is related to [53:35] policing um and and within external [53:39] transfers majority of that is related to [53:41] um monies you pay over to the [53:43] conservation Authority and then as well [53:45] too with amortization um there were a [53:48] number of Roads um that were fully [53:51] amortized um so therefore the [53:53] amortization in the prior year so [53:54] therefore your amortization was down but [53:57] I suspect in next year it will start to [54:00] increase with the amortization of the [54:01] new Public Works [54:03] Edition then you can see there this [54:05] segmented um information provided in the [54:08] pie chart um next we come along to uh [54:11] your accumulated Surplus so this um [54:14] gives you an idea as to um of your [54:18] accumulated Surplus the $24 million what [54:20] the major components are there and you [54:21] can see there that um when you take your [54:24] Netbook value have your tangible Capital [54:26] assets take away the debt associated [54:28] with them you can see there that um at [54:30] about $18.6 [54:33] million of that is uh entirely tied up [54:36] in your tangible Capital assets so that [54:38] leaves the balance to be being reserves [54:41] as well a small Surplus for the library [54:44] so it's nice to see there they mooved [54:46] from small deficit in the prior year to [54:48] a small Surplus position again in [54:51] 2022 and then as well too you'll see [54:53] there the um utilization of both the [54:56] fire of the fire reserve so that that [54:58] amount has went down for the acquisition [55:00] of um vehicle and equipment and then um [55:04] your other major components within there [55:06] are about $1.4 million for roads and [55:09] about uh $42,000 related to Recreation [55:13] so [55:14] that's when I said earlier you had about [55:17] $7 million in cash the $5.5 million in [55:21] reserve so there's the components there [55:23] plus the 2.3 million in your um [55:28] obligatory Reserve funds so that's um [55:31] just explains as to where where most of [55:34] your cash resides and where it came from [55:36] and then as well the following slide [55:37] just gives you an idea of your reserves [55:40] over the last five [55:43] years and then the following following [55:46] slide just gives you an idea as the uh [55:48] as to your tangible Capital assets and [55:50] with the public works addition that's [55:52] the increase there in building the [55:55] vehicles relate additions relate to fire [55:59] majority of the machiner and Equipment [56:01] relates to fire for the self uh Brea [56:05] self-contained breathing apparatus and [56:07] then as well Parks and [56:09] Recreation um sorry roads and Roads and [56:13] Roads reconstruction are uh um what was [56:16] done for the roads and bridges and then [56:19] uh as well to land improvements relates [56:21] to uh work done the at the Ballpark [56:26] and then you can see your additions and [56:28] amortizations over the last five years [56:30] and uh the large increases in 18 and [56:33] 2022 for the big [56:36] projects then you can see here with the [56:38] average useful life and and as well with [56:42] the addition of the uh both the fire [56:44] hall and the uh addition to the public [56:46] works you you have a fair bit of green [56:48] within the building so um of course the [56:50] newer costs will create um more net Book [56:54] value so that's that's why they're like [56:56] that and then you can see there your [56:58] five-year trend on your net Financial [56:59] assets as I mentioned earlier that uh [57:02] you move with the addition of the $3 [57:04] million in your debt for uh Public Works [57:07] addition then it it brought your net [57:09] Financial assets down by almost that [57:11] amount so but you're but you still [57:13] remain in the black [57:16] there this a summary where things ended [57:18] up at the end of The [57:21] Years thank you any questions for the [57:24] previous [57:26] go ahead deputy mayor uh to your M loo [57:29] um I I wanted to uh let you know it [57:33] wasn't to do with this but [57:36] um I found it quite interesting um the [57:40] uncorrected Miss statements yeah and uh [57:44] thank you to Nicole she was able to [57:47] explain it because it didn't make sense [57:50] to me and I wanted to know where this [57:52] money was hanging out anyway uh all is [57:57] well and uh one of the things is when uh [58:01] if I may M logal as well uh when you are [58:05] doing your [58:07] audit um you have a a level threshold [58:13] and a threshold yeah and if it's under [58:17] the [58:18] threshold um how would you explain that [58:21] better than what I [58:23] would all right so when we set [58:27] materiality it gives us a guide and it provides us an idea as to how much um [58:32] the extent of uh testing that we have to [58:35] do when we work through um through it on [58:38] a statistical sample [58:40] basis um and then as well too it gives [58:42] us a guide when when we compare [58:44] differences um at the end and that that [58:47] one being one of them so um and [58:50] therefore as I said if it was larger [58:52] than a certain amount then we would ask [58:53] you to make an adjust [58:55] but it was below that so we did we don't [58:57] need an adjustment to be made but um [59:01] keep it doesn't mean though that we [59:02] don't look at anything below that value [59:05] yes so therefore um and and really for [59:08] us to bring put things on the schedule [59:11] it's uh normally about 5% of materiality [59:14] that that would go on there so it's a [59:16] pretty low threshold so therefore um [59:19] it's just a a way for us to to tabulate [59:22] those things that we're just not making [59:24] a lot of small adjustments that aren't [59:27] always needed yes yeah thank [59:31] you go ahead Richard you got some more [59:35] coming no I just wanted to I thought I seen there now for the future [59:40] or [59:40] something I thought you were gonna tell [59:42] us what's coming we're just financial [59:44] statement Auditors we' like to work in [59:46] the [59:48] past um but no I would just thank your [59:52] staff for all the work um they put into [59:54] it and getting things to to where they [59:56] are now so there's a lot of work to to [59:58] get to be prepared and get done for the [1:00:01] financial statements so um wish to thank [1:00:04] him for that and then wish everyone good [1:00:06] luck in in this year and the years to [1:00:09] come well I I'd just like to make go [1:00:12] ahead Mike you com yeah I did have just [1:00:15] uh so through May logo I where do we [1:00:20] capture back [1:00:22] taxes in our finances report so that the [1:00:27] on the um Financial assets there's a [1:00:30] line called taxes receivable so that includes all the taxes that [1:00:34] everyone owes [1:00:35] you so I think if you go back about $1.2 [1:00:38] million wasn't it something like that on [1:00:40] slide page five of the [1:00:44] slides [1:00:46] um it's it's the single line and and as [1:00:49] I mentioned earlier that it's a one [1:00:51] point almost $1.3 million at the end of [1:00:53] the year and and that's everybody's [1:00:56] share so if somebody doesn't pay you you [1:00:59] still pay the county and school their's [1:01:01] amount their amounts so it's about $1.3 [1:01:04] million at the end of [1:01:07] 2022 okay yes yeah and well I never [1:01:11] thought of that before but of that $1.3 [1:01:14] million we're only going to get about [1:01:15] 40% of it and and between the county and the uh and the education they're [1:01:22] getting 60% but we're paying the [1:01:24] interest done that 60% yeah you're forgoing that yeah for going okay [1:01:28] yeah good point do you have another one [1:01:31] M yeah actually uh Deputy Mayor stobber [1:01:33] brought it up but she got an answer for [1:01:35] it it was one of my questions is what if you could just explain that that um [1:01:42] uncorrected misstatement yeah so so that [1:01:46] in in your case that's all related to [1:01:47] the the interest that's that's uring on your two [1:01:52] debentures so you pay them twice a year [1:01:56] depending on the date you took them out [1:01:59] so I think the last one I believe came [1:02:01] out December the 15 so um there would [1:02:05] have been 60 days of interest on the $3 [1:02:08] million to take it to the end of the [1:02:10] year so that amount wasn't recorded but [1:02:14] under P rules you're supposed to record [1:02:16] that so that's in the same applies to [1:02:19] the fire debenture so that's all it is [1:02:21] so when you make your first payment in 2023 on the debentures that that [1:02:27] number goes to zero then you make the [1:02:29] payment again the following six months [1:02:31] so that number will will be there um so [1:02:34] unless you take on new debt that number [1:02:36] will be there every year but it'll just [1:02:38] keep going down yeah yeah thank [1:02:41] you I just want to make a quick comment [1:02:44] Richard thank you very much for uh all [1:02:46] the work that you and your staff have [1:02:47] done and worked well with Nicole and her [1:02:50] team I know you've had a it's always a [1:02:53] challenge you you know when you hear the [1:02:55] Auditors coming we kind of or I kind of [1:02:58] duck anyways but um but Nicole she's got [1:03:01] lots of experiences doesn't bother her a [1:03:03] bit so but I want to thank you very much [1:03:05] for all your hard work in putting this [1:03:08] together and I'll read the [1:03:10] resolution be resolved that the Council [1:03:12] of the township of Al mcal approved the [1:03:15] 2022 draft financial statement audited [1:03:19] and presented by Baker Tilly kdn LLP to [1:03:23] be finalized and further that the [1:03:25] council approved the proposed journal [1:03:27] entries prepared by Baker Tilly kdn LLP [1:03:31] to be posted by staff and further that [1:03:33] the council direct the mayor and the [1:03:35] treasurer to sign the audit report [1:03:39] letter enclosed in the 2022 draft [1:03:42] financial statement package and further [1:03:44] that the treasurers report dated October [1:03:47] 3rd 2023 regarding the 2022 fin [1:03:51] financial statement be received and [1:03:53] filed in a [1:03:55] second move by councelor Booth second by [1:03:58] Council rinworth any further [1:04:00] discussion all in favor oh I have [1:04:03] question okay go ahead um these include [1:04:06] the audited statements for the library [1:04:09] correct so can Council approve theirs or [1:04:12] do you present that then to the library [1:04:14] and they approve it how does that [1:04:16] Dynamic work since they're an [1:04:17] independent board um well technically on [1:04:21] but from a PAB perspective that they are [1:04:23] viewed is a board of the township so [1:04:26] therefore um our our um view of that is [1:04:31] then Council does have the ultimate [1:04:33] responsibility for the overall reporting [1:04:35] package okay thank you all [1:04:39] favor motions [1:04:41] carried thank you Richard have a safe [1:04:43] trip home yes have a good meeting thanks [1:04:50] Richard thank [1:04:52] you item 10 and to [1:04:55] 20244 budget schedule whereas the [1:04:58] Council of the township Val mman [1:04:59] received the [1:05:00] 2024 budget schedule report be resolve [1:05:03] the council approved the [1:05:05] 2024 budget schedule Uber and [1:05:09] seconder move by Deputy Mayor stobber [1:05:11] second by Council rainsworth any [1:05:13] discussion all in favor motions carried [1:05:17] you have a question I'm sorry sort of [1:05:19] regarding through your worship maybe to [1:05:21] the treasurer is because it's still [1:05:24] budget and the schedule can you tell us [1:05:26] and I don't know whether you know or [1:05:28] maybe the CAO knows I think you did a [1:05:31] presentation Nicole back in September [1:05:33] about [1:05:34] overages and we were supposed to get a [1:05:36] report back from I believe it was fire [1:05:39] and from [1:05:40] roads are are we getting that report do [1:05:43] you know when we get that report about [1:05:45] the [1:05:48] overages [1:05:50] on [1:05:51] um so I have not seen seen anything as [1:05:54] of yet and I might defer to uh CEO Dave [1:05:59] Dawson he might be able to give me some [1:06:02] on that yeah sure I can comment on that [1:06:05] um Nicole and I are having a meeting [1:06:07] coming up that we'll be discussing this [1:06:10] process okay thank [1:06:22] you moving right along uh the next we [1:06:25] have a presentation from the community [1:06:27] risk assessment and fire master [1:06:31] plan and uh the Lumix group is going to [1:06:34] do that and I wonder is Grace [1:06:37] here okay oh there's [1:06:40] Grace welcome [1:06:43] Grace Grace [1:06:45] McDonald thank you please go [1:06:53] ahead [1:07:23] to [1:07:26] group um and I really want to just give [1:07:29] an overview today of the pro the two [1:07:32] processes that we have uh uh embarked [1:07:35] upon because we've already we've already [1:07:41] begun so I'll just a little bit about [1:07:43] the lumex is is a large group of [1:07:46] companies and [1:07:48] um the company that I the part of the [1:07:51] group that I'm with is the government [1:07:52] services group so we are involved in [1:07:55] municipalities doing community risk [1:07:57] assessments and fire Master plans they [1:08:00] um they work for different clients [1:08:02] across Canada and the US they have an [1:08:04] aeronautic side they have an Explorer [1:08:07] solution side so they they do an awful [1:08:09] lot of different work um but the goal is [1:08:12] always to inspire uh positive uh work [1:08:15] and change in communities and to make [1:08:18] communities organizations stronger and [1:08:22] safer so here's our team so our project [1:08:26] advisor and the vice president of [1:08:27] government services is Terry jery and uh [1:08:31] bill lurmer is the lumex team lead and [1:08:33] he will be actually taking the lead on [1:08:36] uh on these projects uh here and he has [1:08:39] a great deal of experience bill is still [1:08:42] active in the fire service and also has [1:08:44] a great deal of business experience and [1:08:47] then the rest of the team as you can see [1:08:49] uh many of them coming from uh the fire [1:08:52] service some of of them being uh being [1:08:55] currently active and some of them being [1:08:57] uh retired members um I will be [1:09:00] assisting Bill a little bit on this [1:09:02] project and I come from uh the private [1:09:05] sector having 24 years experience in [1:09:08] fire safety and emergency [1:09:12] planning so the first uh document that [1:09:15] I'd like to talk a little bit about [1:09:16] today is the community risk [1:09:20] assessment so the community or the [1:09:22] Ontario regulation for the community [1:09:24] risk assessments came into effect July [1:09:27] 1st [1:09:28] 2019 this is where the province uh [1:09:31] declared that all uh municipalities and [1:09:33] fire departments um conduct and uh and [1:09:37] uh develop a CRA the deadline for that [1:09:41] uh is July 1st 2024 so it is fast [1:09:45] approaching CRA is basically identify [1:09:48] and uh and look at Community risks from [1:09:50] a fire Services perspective so it's a [1:09:53] little bit different than the HD that [1:09:55] you may have all already worked on [1:09:57] that's sort of more from an emergency [1:09:59] management perspective so looking at a broader Spectrum whereas we're [1:10:03] looking at the risks in your community [1:10:06] um from a fire Services perspective and [1:10:09] it really is a tool and it's going to [1:10:11] help municipalities make decisions about [1:10:13] fire protection levels of service what [1:10:16] your risks are and how to mitigate those [1:10:19] risks um in your [1:10:22] communities so [1:10:24] there are uh nine mandatory profiles [1:10:27] that we look at within the community [1:10:29] risk assessment so we look at the [1:10:32] geographic profile and I already can [1:10:34] tell you that you have a most [1:10:36] interesting Geographic profile here in [1:10:40] on caldan just simply by by the virtue [1:10:43] of how your the the geographic area of your municipality and how it's laid [1:10:49] out we look at your building stock so we [1:10:52] look at some residential uh building [1:10:55] stock we look at commercial building [1:10:58] stock industrial building stock um any [1:11:01] vulnerable occupancies that exist in [1:11:03] your community and the risks that might [1:11:06] be implied uh from that one of the new [1:11:09] things that has uh that has come out is [1:11:11] the fire Marshall's office um is now uh [1:11:15] requiring municipalities to track [1:11:17] lightweight construction so this is this [1:11:20] is fairly new and it's certainly a [1:11:22] challenge [1:11:24] um we have not come across a [1:11:26] municipality yet that is actively [1:11:29] tracking lightweight construction so [1:11:32] it's something that will have to be in [1:11:34] place uh going forward um that that is [1:11:37] now tracked and Community risk [1:11:39] assessments are developed and then it is [1:11:41] required that they're redeveloped five [1:11:43] years down the road we certainly [1:11:46] recommend that they're reviewed annually [1:11:48] um and as things change uh the document [1:11:50] becomes gets updated but in five years I [1:11:54] think the requirement will still be [1:11:56] there for lightweight construction and [1:11:58] hopefully um municipalities will will [1:12:01] have been able to do to do some [1:12:04] tracking um we look at all your [1:12:06] demographics so we look at your [1:12:08] population we look at the age of your [1:12:10] population we look at the education [1:12:12] level of your population we look at uh [1:12:15] your cultural [1:12:17] backgrounds um we look at any obvious [1:12:20] hazards that exist within your community [1:12:23] we look at your Public Safety response [1:12:25] entity so who other than your your fire [1:12:29] department are are you relying on to [1:12:32] respond um to uh to events um within [1:12:36] your community and I think probably an [1:12:39] example would be CN rail CP Rail um [1:12:42] Ministry of Transportation where you're also uh you know relying on other [1:12:47] organizations um to respond what are the [1:12:50] community services within your community [1:12:53] so so who within your community um is [1:12:55] able to respond and assist um in the [1:12:58] event of an emergency um they can be [1:13:01] Community groups you may have um service [1:13:03] clubs um things like that so we'll look [1:13:06] a little bit at that um economics again [1:13:09] we'll look at at um the economic factors [1:13:13] in your community and that will be you [1:13:15] know who are the employers where are [1:13:17] people working uh what are what's the [1:13:20] income level of of people within the [1:13:23] Community what are the economic factors [1:13:26] the challenges um within the community [1:13:28] so we try and look a little bit at all [1:13:30] of that and then the past events and [1:13:33] lost history so this is information that [1:13:37] uh We Gather through working directly [1:13:39] with the fire department with your fire [1:13:40] chief and his staff so we're looking at [1:13:43] what's happened generally in the last [1:13:46] five years but sometimes there's a [1:13:48] significant event that might be just [1:13:50] outside that window so we certainly will [1:13:52] look at that too so uh past loss in [1:13:56] terms of in terms of fire loss past [1:13:58] history in terms of inspections um and [1:14:01] any other risk so if it's a weather [1:14:03] related risk and there was a major event [1:14:05] you know six years ago or seven years [1:14:07] ago we're going to look at all of those [1:14:09] things so those are the nine profiles [1:14:11] that we'll be examining to put together [1:14:14] the community risk assessment so it's [1:14:17] really about um evaluating the threat so [1:14:21] the likelihood and the con consquence so [1:14:24] we look at the likelihood of Any Given [1:14:27] threat occurring in the community and [1:14:29] the way we do that is to look at that [1:14:32] past event history and look at the [1:14:34] likelihood of that uh event occurring [1:14:37] again um the ofm states the fire [1:14:40] department should use a professional [1:14:42] judgment along with historical [1:14:44] information about past incidents and How [1:14:47] likely it is for that event to occur or [1:14:49] reoccur so then the consequence is [1:14:52] always the PO potential loss losses or [1:14:55] negative effect negative effects that [1:14:58] result in the community after emergency [1:15:01] so there is a Formula that is used [1:15:03] within the community risk assessment so [1:15:06] once we assess the likelihood and again [1:15:08] looking at past events um and other [1:15:12] information and then we look at the [1:15:14] consequences there's a formula in place [1:15:16] that gives us a number that sort of lets [1:15:19] us know whether the risk is a high risk [1:15:21] a moderate risk or a low [1:15:25] risk so it's important uh to identify [1:15:28] these risks um and uh which ones are [1:15:32] likely to occur um and and what the [1:15:34] serious consequences are there you know [1:15:37] may may be after we identify the risk [1:15:40] then we can determine how to address [1:15:42] them so we start to look at uh risk [1:15:45] treatment plans for the various risks [1:15:48] that we've identified in the community [1:15:50] so if an emergency were occur and the [1:15:52] community has hasn't established [1:15:54] adequate response protocols the [1:15:56] consequences you know could be more [1:15:58] severe than if we've weighed that risk [1:16:00] decided is this a risk that we need to [1:16:03] accept can we mitigate this risk if so [1:16:06] how do we mitigate this risk is it a [1:16:08] risk we can share with other entities so [1:16:11] all of that uh is part of the the [1:16:13] community risk [1:16:16] assessment so our approach and [1:16:18] methodology methodology so we have a [1:16:21] team um so your team has uh has been [1:16:24] selected and I'm very happy to be to be [1:16:27] one of them we start to review the data [1:16:30] and uh as the chief can attest to we ask [1:16:33] for a great deal of data for for the [1:16:36] community risk assessment so we look at [1:16:38] the legislation we look at your you're [1:16:41] establishing regulating bylaws we look [1:16:43] at fire prevention policies if they're [1:16:45] in place we look at documents reports we [1:16:47] look at maps and we conduct site visits [1:16:50] and part of that process I think has [1:16:53] already has already been gone begun so [1:16:55] we engage with the fire chief the deputy [1:16:57] chief and any other Municipal uh [1:17:00] stakeholders and then we analyze the [1:17:03] information consider what the best [1:17:05] practices uh should be develop that [1:17:08] Community risk assessment and then [1:17:09] develop the mitigation uh strategies for [1:17:12] those identified [1:17:16] risks so just to give you some some uh [1:17:20] understanding of how we measure the risk [1:17:23] so the categories are rare unlikely [1:17:26] possible likely and almost certain so [1:17:30] once we have an idea of the past history [1:17:34] and what has occurred then we can begin [1:17:37] to to rate the likelihood levels so rare [1:17:41] may occur in exceptional circumstances [1:17:43] no incidents in the last 15 years [1:17:46] unlikely could occur at some time if [1:17:49] circumstances significantly change 5 to [1:17:52] 15 years since the last incident [1:17:55] possible would be might occur under [1:17:57] current circumstances one incident in [1:18:00] the past five years likely will probably [1:18:03] occur at sometime under current [1:18:05] circumstances multiple or recurring [1:18:07] incidents in the past five years and [1:18:10] almost certain expected to occur in most [1:18:13] situations unless circumstances change [1:18:16] multiple or reoccurring incidents in the [1:18:18] past year so the best example I could [1:18:21] give you uh of this would maybe be a [1:18:24] residential residential fires so [1:18:27] residential fires almost always uh are [1:18:31] in the almost certain or likely [1:18:35] category despite all the work that's [1:18:37] being done to prevent them [1:18:41] um and then we look at the consequence [1:18:43] levels of those risks so is it [1:18:47] insignificant no life safety limited [1:18:49] value or no property loss no impact on [1:18:52] the local econom economy and no effect [1:18:54] on General living conditions is it minor [1:18:57] potential risk to the life safety of [1:18:59] residents minor property loss minimal [1:19:02] disruption to business activity minimal [1:19:05] impact on General living conditions or [1:19:07] moderate threat to life safety of [1:19:09] residents moderate property loss poses a [1:19:12] threat to small or local businesses [1:19:15] could pose a threat to the quality of [1:19:16] the environment major potential for [1:19:19] massive loss of life significant [1:19:22] property damage significant threat to [1:19:24] large businesses local economy and [1:19:26] tourism environmental impact causing [1:19:29] short-term partial evacuation of [1:19:32] residents and businesses or significant [1:19:35] loss of life property damage to a [1:19:37] sizable portion of the community [1:19:39] long-term disruption of businesses local [1:19:41] employment and tourism or environmental [1:19:44] damage resulting in long-term evacuation [1:19:47] of residents and businesses so those are [1:19:51] the things that we will be me measuring [1:19:53] against once we have identified the [1:19:56] risks and this just shows you how it [1:19:59] comes across so when we're looking at [1:20:02] those two categories and again there's [1:20:04] also a number assigned once we run it [1:20:07] through the Matrix but so if something [1:20:09] is almost certain and it is going to be [1:20:13] a major [1:20:14] consequence then it's going to score [1:20:16] high if it's almost certain but the uh [1:20:19] in it has an insignificant consequence [1:20:22] and again [1:20:23] probably uh motor vehicle collisions [1:20:26] would be would be an example where [1:20:28] something is almost certain to occur in [1:20:31] the in the next year is the consequence [1:20:34] to the community in significant or minor [1:20:36] yes so it's going to score in that in [1:20:39] that moderate [1:20:42] risk so then we start to develop the [1:20:45] risk treatment plan so for each risk [1:20:48] that we have scored through the Matrix [1:20:50] we will develop a risk treatment plan [1:20:52] and and again it's an evidence-based [1:20:54] approach most of this document is [1:20:57] statistical driven so it's not really an [1:21:00] opinion piece we're really looking at [1:21:03] the statistics at the numbers both in [1:21:05] this community and we're doing some [1:21:07] comparisons with numbers across the [1:21:09] province so again we're looking at the [1:21:11] statistics then we will uh develop the [1:21:13] risk treatment plans and they'll [1:21:15] consider the potential outcomes uh what [1:21:18] the proposed action should be um to to [1:21:21] mitigate those risks um they may [1:21:24] recommend training Service delivery [1:21:27] agreements um we may be looking at [1:21:29] different resource allocation or service [1:21:31] level changes and those recommendations [1:21:33] will be in the risk treatment plan that [1:21:36] comes to [1:21:40] councel so the next document that we are [1:21:43] working on is the fire master plan so [1:21:46] the risk treatment plan sort of lays the [1:21:49] groundwork so you've identified the [1:21:51] risks in your community Community we've [1:21:53] looked at some strategies you have some [1:21:55] risk treatment plans in place and then [1:21:57] that informs the fire master plan so the [1:22:00] next piece is the fire master [1:22:03] plan so the purpose of the fire master [1:22:06] plan is really to ensure um that this [1:22:09] municipality's fire department is [1:22:11] compliant with the fire protection and [1:22:13] prevention act and any other uh [1:22:15] applicable legislation it will provide [1:22:19] recommendations about appropriate levels [1:22:21] of service in public education in Code [1:22:24] Enforcement which is fire prevention and [1:22:27] suppression it'll provide uh council [1:22:30] with [1:22:30] information um to help make decisions [1:22:33] that are going to protect the lives and [1:22:35] property um of the residents and ensure [1:22:37] firefighter safety it will provide [1:22:40] Council and the fire chief with [1:22:42] budgeting and timeline recommendations [1:22:45] it'll provide a guide for aligning uh [1:22:48] available resources um as efficiently [1:22:51] and cost effectively as [1:22:56] possible so the areas of focus for the [1:22:59] fire master plan are governance fire [1:23:02] suppression and emergency response so we [1:23:04] look at the current level of service [1:23:06] that you're delivering in these areas [1:23:08] we're looking at the training uh fire [1:23:10] prevention and public education Staffing [1:23:13] levels fire stations so the actual [1:23:17] functionality as well as location of the [1:23:19] fire stations fire apparatus and equip M [1:23:23] we're looking at your maintenance [1:23:24] program your dispatch and Radio Systems [1:23:28] we're looking at your budgets uh your [1:23:30] cooperation levels uh with other [1:23:32] Emergency Services fire protection [1:23:35] agreements where you may have those in [1:23:37] place with uh with other fire [1:23:39] departments um and population and [1:23:42] employment growth so projected uh [1:23:44] projected [1:23:46] growth so the stakeholders uh of course [1:23:50] our Council Municipal staff [1:23:53] uh the firefighters uh Department staff [1:23:56] the residents businesses and Municipal [1:24:01] Partners so we have already begun our SWAT analysis and so we will meet uh [1:24:08] with uh the firefighters and with the uh [1:24:12] officers uh SWAT standing um for [1:24:15] strengths weaknesses opportunities and [1:24:17] threats so we have already conducted our [1:24:20] first SWAT meeting at station three am I [1:24:25] correct thank you station three station [1:24:27] two came to station three and we had [1:24:29] both groups together and then tomorrow [1:24:32] evening we will repeat the process uh [1:24:35] here at station one so we will have a [1:24:37] session uh strictly for firefighters and [1:24:40] then a session uh for officers and I [1:24:43] believe that there's already uh surveys [1:24:45] in the works that are that are being [1:24:48] distributed and uh trying to get [1:24:50] feedback uh from from the surveys as [1:24:55] well and that's the end of my [1:24:58] presentation uh does anyone have any [1:25:01] questions thank you very much for your [1:25:03] presentation you're very wel any [1:25:05] questions from [1:25:07] Council go [1:25:09] ahead um and this is to uh SE [1:25:14] Dawson I notice the swad analysis will [1:25:17] be tomorrow night is this anything just [1:25:20] pertaining to the fire department with [1:25:22] this be a good learning experience for [1:25:24] Council or you don't want us [1:25:29] there you might get the wrong answer I [1:25:31] that way I just put it out [1:25:36] there microphone uh through your [1:25:39] May Council St these uh first sessions [1:25:41] with the firefighters are designed to [1:25:43] not have Council present uh and in fact [1:25:46] the fire chief is not welcome um so [1:25:50] they're designed to get um honest and [1:25:53] open feedback from the firefighters [1:25:55] about how they're feeling how they feel [1:25:57] about the fire department and their [1:25:58] service and then the second session is [1:26:01] scheduled with the officers so that the [1:26:03] firefighters uh supervisors are not with [1:26:06] them either and then the supervisors get [1:26:08] to speak openly with the firefighters [1:26:10] present uh because the fire chief Works [1:26:13] handin hand with lumex uh and the team [1:26:16] for Gathering the information that uh I [1:26:19] get to voice my information as well uh [1:26:23] and my understanding is that through [1:26:25] your grace that um Council will be given [1:26:28] the same opportunity that was a question [1:26:30] that Terry jery had uh with me in the [1:26:33] very beginning um some uh municipalities [1:26:37] don't include Council While others do [1:26:39] want that to happen so I express that was a necessity [1:26:44] here you got it looked after then you [1:26:47] will be contacted thank [1:26:51] you [1:26:53] anybody [1:26:55] else Grace uh thank you very much for [1:26:57] your presentation I just have one um I [1:26:59] know you've started and we got to be [1:27:01] done in by the 1 of July we're going to [1:27:03] meet that by a long [1:27:06] way [1:27:08] yes yes I believe that our the timeline [1:27:11] is is going to be met I don't think [1:27:12] there's any there's any issue with the [1:27:14] timeline here information has already [1:27:16] begun to to flow to us so that's that's very helpful and have you've done [1:27:21] an awful lot of these because there's [1:27:22] 444 municipalities of granal so I'm [1:27:25] assuming this is a big thing for your [1:27:28] company we have happily been been very [1:27:31] busy in the last year and I expect that [1:27:34] um I'm very glad that you're you're [1:27:35] getting uh yours done this year but I I [1:27:39] know that there will be uh some [1:27:41] municipalities uh waiting to the last [1:27:43] minute and I think it's going to be a [1:27:45] little bit of a crunch trying to trying [1:27:47] to get to everyone who hasn't uh hasn't [1:27:50] completed theirs well I know our chief [1:27:52] he likes to get moving on stuff quick so [1:27:55] give him a chance and he's out there [1:27:58] biting that's a compliment yeah I [1:28:04] know be it resolved the Council of the [1:28:06] township Val molan receive and file the [1:28:09] community risk asset assessment for me [1:28:12] and master fire plan presentation from [1:28:15] Lumix group Grace McDon for information [1:28:20] moved by Mary Katherine seconded by [1:28:23] councelor answorth further discussion [1:28:25] all in favor motion's carried thank you [1:28:28] so much for your [1:28:42] presentation [1:28:44] uh next we have 121 the building permit [1:28:47] summary re resolve the Council of the [1:28:49] township of Al cman receed for [1:28:51] information the build building permit [1:28:52] summer report dated October 3rd [1:28:55] 2023 from Chief Building official Nick [1:28:59] horick is Nick [1:29:03] here yes he is uh can I get uh Nick you [1:29:10] there yeah I'm here my my video is not [1:29:13] working I just want I'm not sure if [1:29:16] anybody's going to have any questions [1:29:17] for you or not but I'm I'm going to read [1:29:19] the resolution and then if we have [1:29:21] questions we can asked you be resolved [1:29:23] the Council of the township Val Mulin [1:29:25] received for information the building [1:29:27] permit summary report dated October 3rd [1:29:29] 20123 from Chief Building official nick [1:29:35] horg uh can I get a move and [1:29:38] seconder mov by Deputy Mayor stobber and [1:29:41] seconded by Council O'Neal we got any [1:29:43] questions for for [1:29:45] Nick go ahead Deputy Mayor through here [1:29:48] man loo um and and this is to Nick um [1:29:52] Nick are you I'm wondering uh if you uh [1:29:56] perceived to have any um changes in your [1:30:00] report then uh because I I realized the [1:30:03] uh this is something that you've [1:30:05] continued on and I'm just wondering if [1:30:09] you would have um any changes you would [1:30:12] like to see in the reports that come to [1:30:20] us um I I don't know yeah I I don't know [1:30:25] if there's anything that I would [1:30:27] necessarily add unless there's more [1:30:30] information that you would like to see [1:30:33] um as [1:30:36] Council thank [1:30:39] you any other further questions for [1:30:43] Nick all in favor motions carried thank [1:30:47] you [1:30:47] Nick thank [1:30:50] you [1:30:57] next we have uh the asset management [1:31:01] report and is uh Brian are you doing [1:31:05] this or is Susan with us [1:31:09] today hello Susan how are you I'm good [1:31:13] how are you uh do you want to oh your [1:31:15] both there do you want to lead us [1:31:16] through your [1:31:20] report um I think it's just um a summary [1:31:23] basically of um where asset management [1:31:27] is right now and where it's going so [1:31:29] right now basically um I am reviewing um [1:31:33] the assets that we have um the actual [1:31:38] um report of the asset management plan [1:31:41] was done in 2021 so some of the [1:31:44] information that we have goes back to [1:31:47] 2019 so some of it's there between 2019 [1:31:50] and 2022 to so basically now I am going [1:31:55] through the assets trying to update them [1:31:57] to the current time for the last couple [1:31:59] years and any of the information that [1:32:01] needs to be added I'm going to have to [1:32:03] meet the senior um managers uh to go [1:32:06] through to make sure once I've got [1:32:08] things in can you either can you uh [1:32:11] excuse me for a second can you either [1:32:12] try speaking a little bit closer or [1:32:14] further away from this speaker because [1:32:15] we're having difficulty [1:32:17] understanding can't hear me well we can [1:32:20] hear you but it's just [1:32:22] monly okay let me see if there's [1:32:27] that I'll try a headset and see if you [1:32:30] can hear me [1:32:32] better [1:32:37] okay hey can you hear me a bit better [1:32:40] now I think so you think [1:32:49] so hey I'm not sure if this headset is [1:32:54] working [1:32:55] properly yeah it's much better it's much [1:32:58] better perfect okay so basically now um [1:33:02] I'm going through and um updating the [1:33:05] assets uh to the present time to the end [1:33:08] of this year I'm going to meet with the [1:33:10] senior management team um to make sure [1:33:13] that what we've got in there which with [1:33:15] all the senior managers is [1:33:17] correct um and then once we're done with [1:33:20] that process we'll be start starting to [1:33:22] look at um we have to have our levels of [1:33:25] service in for uh 20 July 1st of [1:33:29] 2024 so basically that process is um [1:33:32] looking through some of our um Master [1:33:35] plans um as you heard just they were [1:33:38] talking about the fire master plan and [1:33:40] having the levels of service in there I [1:33:42] do believe that most of um our Master [1:33:45] plans do not like looking at parks and [1:33:47] wck there isn't levels of service in [1:33:49] there so we'll be going through that um [1:33:52] working with Council and working with [1:33:53] staff to get appropriate levels of [1:33:56] service I'm doing training at the [1:33:58] present time as well to uh go through [1:34:01] with smaller municipalities and getting [1:34:03] the level of service um done for them [1:34:07] and just working with other ones in the [1:34:09] area so we're all kind of in the same [1:34:11] boat at this present time and then once [1:34:15] that is complete um at the end of the [1:34:18] year I'm hoping maybe to do another [1:34:20] presentation um looking at um the assets [1:34:23] that we have and doing a presentation uh [1:34:27] showing um you know for budgets and [1:34:30] Analysis and that how it can be helpful [1:34:32] for everyone at that [1:34:35] point okay thank you anything [1:34:38] else if anybody has any questions with [1:34:41] regards to it yeah I I've got one Susan [1:34:45] uh do that's a short term for what for [1:34:51] that's um the software that we have [1:34:53] which is a decision optimization [1:34:56] technology okay okay um and I guess my [1:35:00] other question about how much time do [1:35:02] will the managers need to spend on the [1:35:05] with you on something like this do you [1:35:08] have a feel for that compared to what [1:35:09] you were doing in [1:35:13] 2022 um I think it this point so we just [1:35:16] started doing this this year so um it's [1:35:19] a new position as you know so um so [1:35:21] nothing's been looked at since um you [1:35:25] have gotten the software back in [1:35:27] 2022 so um it's going to be a little bit [1:35:30] of time with with each of the managers [1:35:32] just to make sure that what we have in [1:35:34] the system is representative of what [1:35:36] they have um things assets that they've [1:35:38] gotten rid of new assets that they've [1:35:40] gotten just making sure that it's all [1:35:42] correct so at this point I can't tell [1:35:45] you for sure how long it's going to take [1:35:47] but it's going to be a bit of a process [1:35:48] just getting everything updated is a bit [1:35:50] of a process [1:35:52] okay um and I know you mentioned it but [1:35:54] you're I at least I think you mentioned [1:35:56] that you're going to give us an update [1:35:58] by the end of the year or something [1:36:00] along that line yeah year probably into [1:36:02] January once we've got all the assets up [1:36:04] to date then we can give you a better [1:36:06] overview of everything at that time [1:36:09] perfect anybody else have any Mary [1:36:11] cathine go [1:36:12] ahead um this is more so a comment than [1:36:15] any question but thank you very much for [1:36:18] an update and letting us know where we [1:36:19] are in the process and that I'm very [1:36:23] excited to see that staff and Council [1:36:25] will be working together to set the [1:36:27] current levels of service and I I think [1:36:30] that's a very positive step thank [1:36:34] you any other questions or [1:36:38] comments thank you for your report Susan [1:36:41] I'll read the resolution be it resolved [1:36:43] the Council of the township Val mman [1:36:45] receive and file the asset management [1:36:47] update report from the public works [1:36:49] department for information mover in [1:36:52] seconder move by Deputy Mayor stobber [1:36:55] seconded by councelor answorth all in [1:36:57] favor motions [1:37:01] carry go another 10 minutes and then [1:37:03] we'll take a [1:37:07] break thank [1:37:10] you uh October uh request for parking [1:37:14] restrictions South End of Ontario [1:37:17] Street uh Brian are you going to take us [1:37:19] through this real quickly [1:37:21] uh yes I will mayor logo member of [1:37:24] council um there was a letter that uh [1:37:26] come to council uh a couple Council [1:37:29] meetings ago from the [1:37:30] Cochrans um and again I did meet Mr [1:37:33] Cochran uh down there at in Lakeport um [1:37:37] but again there is um I would like to do [1:37:39] a little bit more further uh [1:37:42] investigation in this uh meet with the [1:37:44] cochr again both them Brendan mouren and [1:37:46] then bring a recommendation back to [1:37:48] council um they were Mr uh carom was [1:37:51] very good to meet with we walked the um [1:37:54] Road Louch down to Lake Ontario uh we [1:37:57] had a good 15 minute to 20 minute chat [1:37:59] um the flowing down now their many [1:38:02] concerns are mainly during the the [1:38:04] summer so I didn't I didn't want to rush [1:38:06] a report to councel on this before I uh [1:38:10] you know really laid out different [1:38:11] options run it by them as well because [1:38:14] again their yard and the backyard is [1:38:16] right there so it does I want to make [1:38:18] sure that the the road allowance for the [1:38:20] users using it isn't uh interrupted too [1:38:23] much as well being cognizant of the the [1:38:26] coch live next door as well so I just [1:38:28] like a little bit further time to do [1:38:30] this and bring something back to council [1:38:32] okay have you got a a date you're [1:38:34] thinking to [1:38:35] vote by the end of the year [1:38:38] um it be in this year so you know [1:38:40] probably that could be November could be [1:38:42] the November meeting lat the December [1:38:44] meeting the first meeting [1:38:46] December okay I think that's suitable [1:38:49] I'll read the resolution resolve that [1:38:51] the Council of the township of Al McMan [1:38:53] received the Lakeport Ontario Street [1:38:55] report from the manager of Public Works [1:38:58] Parks and Recreation for information and [1:39:00] further be resolved the council approved [1:39:03] the staff request to consider the [1:39:04] manager's recommendation regarding this [1:39:07] matter to a future [1:39:09] meeting uh by the end of [1:39:13] December Council okay with that y got to [1:39:17] move in a [1:39:18] second move by Council rinworth second [1:39:21] by Deputy Mayor stobber further [1:39:23] discussion all in [1:39:25] favor Mo motions car just motions car [1:39:28] but go ahead Mike yeah I just [1:39:31] um I I wonder what when Brian's putting [1:39:35] this report together if um I I don't [1:39:39] know if he if he has anything he can [1:39:40] share with us today because I mean it's [1:39:42] um with the little park there and the [1:39:45] way Ontario Comes Around The Front [1:39:47] Street there um you know it's uh [1:39:52] you know it's it's a good used area down [1:39:54] through there that's all and I just [1:39:57] wouldn't want to create [1:39:59] more U issues than we're trying to [1:40:03] solve go ahead Brian yeah I guess I [1:40:06] should have maybe comment a bit more a [1:40:07] bit more counselors there in mayor logal [1:40:10] I did answer some of the questions that [1:40:11] come from Council I think from uh Mary C [1:40:15] there um you know on the monument uh the [1:40:18] kaying kayak using the road a gate uh [1:40:22] dust da is possible parking if access po [1:40:25] it would be an issue so I think that uh [1:40:28] council rinworth is talking about that [1:40:29] it is a you know a well used area and [1:40:33] again where it is on the curve on the 90 [1:40:35] degree Bend there and stuff if we did [1:40:37] you know um restrict parking on the road [1:40:39] louns it would cause an issue out on on [1:40:42] the streets and stuff like that so I [1:40:44] there's a few moving Parts in this um in [1:40:47] this report coming back so um that's why [1:40:49] I just want a little bit more time but [1:40:51] uh I think the busy time of the year is [1:40:53] coming up like probably after [1:40:54] Thanksgiving and you know late October [1:40:57] um the usage will slow down there so uh [1:41:00] it was my plan to bring a report back [1:41:02] here by you know uh by December early [1:41:04] December that this would be in place or [1:41:06] for Council to entertain my [1:41:08] recommendation so that in [1:41:10] 2024 this is these issues uh that the [1:41:14] Cochrans have as well as taking [1:41:16] consideration of people that use this uh [1:41:19] aren't impacted too much as [1:41:21] well thank you [1:41:23] Brian yes go ahead through your mayor [1:41:26] logo Brian just a question if uh can you [1:41:29] tell the council what the financial [1:41:31] impact would be if we had to install a [1:41:33] Dust Till Dawn [1:41:36] gate because it would have right open [1:41:38] and closed every single day we'd have to [1:41:40] send staff down to do [1:41:42] that yeah and that probably wasn't uh [1:41:45] through you uh mayor logo that probably [1:41:47] wasn't going to be in my recommendation [1:41:48] to have that but I would probably have a [1:41:50] I don't know the cost now Dave but I I [1:41:54] would have that in my future report but [1:41:56] definitely would be the cost impacted by [1:41:57] that for sure no that's great Brian [1:42:00] that's what I wanted you to mention [1:42:02] thank you thank you Mike you got another [1:42:05] comment yeah so when when this came to [1:42:08] council it was about the uh the [1:42:11] headlights from the cars coming down and [1:42:13] turning to the left and shining through [1:42:15] their house so is there more to it now [1:42:18] if because we're talking about putting [1:42:20] gates up for the parking lot well Brian you've discussed this with him so [1:42:25] why don't we let Brian get his report [1:42:27] done first and then we'll see yeah and [1:42:29] if I could just add to it too mayor have [1:42:32] we thought about making from Front [1:42:34] Street and this is for Brian I guess [1:42:35] just something to think about from uh [1:42:38] making it from Front Street to the [1:42:39] laneway into the little park one [1:42:42] way and that I'm sure I'm sure he'll be [1:42:44] looking at all those different type [1:42:46] things it would sign of solve all the [1:42:48] lights flashing into their house [1:42:51] I'm sure he's looking at it okay okay [1:42:54] we're gonna move [1:42:59] on all in [1:43:02] favor [1:43:17] Carri next we have the public works [1:43:20] department update be resolved the [1:43:21] council oh Brian go [1:43:24] ahead yes uh threeyear mayor logal and [1:43:27] member of council this is my uh depart [1:43:29] update for the the past uh since last [1:43:32] meeting as well as in future I've [1:43:34] highlighted some of the the the major [1:43:36] items that's happened in the department [1:43:38] as well as moving forward um one thing I [1:43:41] will comment on is we're currently our [1:43:43] last construction cap project is the [1:43:46] bevon ridge where staff is currently up [1:43:48] there right now uh doing the ditching [1:43:50] and rating to have that um last Road [1:43:53] done as our Capital Roose project so I [1:43:55] would comment on that um and I can [1:43:57] answer any questions uh the council has [1:44:00] many other things in my [1:44:02] report okay I'll read the resolution be [1:44:04] resolved the Council of the township AL [1:44:06] C received for information the public [1:44:08] works department update report dated [1:44:11] October 3rd [1:44:12] 2023 from the manager of Public Works [1:44:15] Parks and Recreation Brian McMillan and [1:44:18] I guess I'll take the first opportunity [1:44:19] Brian I know we' been working real hard [1:44:22] with the uh contractors and getting a [1:44:24] lot of the trees taken out the uh dead [1:44:28] trees I expect those are most Emerald [1:44:29] Ash are we are we going to be faced with [1:44:32] the same uh issues and cost next year or [1:44:35] you think we're making some [1:44:38] Headway yep sorry three uh yes we have [1:44:43] our budget actually I think top is [1:44:45] around $ 110 $120,000 in our [1:44:48] 2023 uh operational cost and I think [1:44:51] we're getting close to having that used [1:44:53] up here probably used up by the end of [1:44:55] October um do I see the same amount I [1:44:59] think we'll see a decrease a little bit [1:45:01] uh we did do quite a bit this year I [1:45:03] can't see an increase but uh again I'm [1:45:05] starting to work on the budget here now [1:45:07] um but there still is more we kind of [1:45:10] went from a a liability perspective and [1:45:12] kind of went to the high risk High [1:45:13] danger ones that we had calls from or [1:45:16] ones that were you know really close to [1:45:17] Road there's a danger of you know coming [1:45:19] across Road or fing onto the road so [1:45:22] we've got a lot of the a lot of those [1:45:24] down but there still is more and uh your [1:45:26] comment about the Emeral Ash that is [1:45:28] probably 80% to 85% of be the trees that [1:45:32] we put down was from the Amirage that [1:45:34] you know hel the trees so you know I I [1:45:38] I've seen a big effort from your team to [1:45:40] do a lot of that type stuff and and I'm [1:45:42] not getting the complaints that I'm not [1:45:44] hearing the ones that I was getting six [1:45:46] or eight months ago so kudos to and your [1:45:49] team thank you any other questions or [1:45:51] comments go ahead deputy mayor uh [1:45:54] through you mayor logal to Brian [1:45:57] um are you uh caught up on your ditching [1:46:02] uh the different properties that you [1:46:03] were going to be [1:46:06] ditching go ahead Brian yes yep three [1:46:09] your mayor logal yes Deputy Mayor um [1:46:11] we're again I just mentioned we're up on [1:46:13] uh bav Ridge finished our last Capital [1:46:16] project I've got a crew up there but I [1:46:18] also have another crew currently in the [1:46:20] north and they're working on uh what [1:46:23] you're talking about some other ditching [1:46:25] maintenance that have been uh called in [1:46:27] before so we're currently working on [1:46:29] them and we plan on working on those [1:46:30] projects now till uh you know the snow [1:46:33] flies and stays kind of thing so the [1:46:35] next couple months the majority of our [1:46:38] little ditching uh will get done that we [1:46:39] had our list but then that list is going [1:46:41] to continue on for years and years but [1:46:43] we're going to get the the ones that are [1:46:45] causing us problems right now where [1:46:46] people have called in first Deputy Mayor [1:46:49] would you be able to put a list uh do [1:46:52] you have a list that you could publish [1:46:54] so people would know that you are going [1:46:57] to be doing that this [1:47:00] year I can put the my next report here [1:47:03] coming up I can uh put down the roads [1:47:06] we've did and the ones we're going to do [1:47:07] in the future yes I could for sure thank [1:47:10] you thanks Brian go ahead Greg through [1:47:13] you your worship to Brian Brian just two [1:47:15] quick questions you talk about the speed [1:47:18] data equipment and you're awaiting [1:47:19] training so do you have a date yet of [1:47:21] when they're going to come and train the [1:47:24] staff I don't have a date I know I seen [1:47:27] an email earlier from uh from Susan was [1:47:30] sending off to um company at Port Perry [1:47:33] I can think of the name right now but uh [1:47:35] we have had a couple uhing sessions [1:47:37] booked uh we had to cancel maram once [1:47:40] they had to cancel um I would think it'd [1:47:43] be the next two weeks uh you know Greg [1:47:45] maybe as early as uh the end of next [1:47:47] week I would say and that's for the [1:47:48] black hatat equipment that's that's the [1:47:51] new one that were purchased uh this year [1:47:53] as well as the older one we had with the [1:47:55] software upgrade um it's you know it's [1:48:02] hour the black before [1:48:05] and here with the the black cat that [1:48:07] municipality had um the op used them up [1:48:11] so um again we do do this training and [1:48:14] again hopefully we can get a book right [1:48:15] next week and we can get using [1:48:17] it okay thank you and my second question [1:48:19] is I know coming into the meeting I saw [1:48:22] your staff at bevon Ridge Road so has uh [1:48:26] the rest of that road been completed by [1:48:28] the contractor that was given permission [1:48:31] to do that I'm going to say past Council [1:48:34] probably four years ago three years ago [1:48:36] did he finish [1:48:37] that uh threee mayor logo uh no [1:48:40] counselor Booth that's not complete yet [1:48:42] uh we're working on our part from the [1:48:44] current uh all year round Road allowance [1:48:47] we're doing that work and I'm still on [1:48:49] the contract contractor and the owner to [1:48:51] get that completed uh hopefully by the [1:48:53] end of the year it's still it's not [1:48:54] complete no so that that could possibly [1:48:57] be an issue with us than Brian because I [1:48:59] know you were holding off doing that [1:49:01] road because he's going to move heavy [1:49:03] construction stuff on there to finish [1:49:05] his so they're going to drive over our [1:49:08] road now that's all finished and [1:49:09] possibly damage what your crew is doing [1:49:12] now go ahead Brian um y three year M [1:49:15] logo um I was kind of concerned with [1:49:17] this earlier on counselor Booth but um [1:49:19] where we stopping the construction up [1:49:21] top uh there's room for them when the [1:49:23] contractors are going to drive from um [1:49:26] thoughts line up straight and they won't [1:49:28] be turning or moving around on the new [1:49:30] road so they'll be they'll be turning [1:49:31] equipment around beyond our construction [1:49:33] point so I have no concerns with a new [1:49:35] road being wrecked okay thank [1:49:39] you Mike did you have a comment yeah to [1:49:42] you mayor lo I just wonder if we taken [1:49:43] over the Glen of a and subdivisions yet [1:49:46] that road they're the street going [1:49:47] through there go ahead Brian uh yes sure [1:49:51] you mayor logo yes Council rinworth our [1:49:53] consultant uh that are doing the peer [1:49:55] review of the work done by the developer [1:49:59] and the report from their consultant is [1:50:01] currently being reviewed I don't have a [1:50:03] time frame I would hope think it would [1:50:05] be before um December 1st I could didn't [1:50:08] throw that date out but our peer review [1:50:11] consultant is working with their [1:50:13] consultant to make sure that whatever [1:50:15] was in the original subject agreement [1:50:17] there was an agreement with the [1:50:18] developer and municipality that all the [1:50:21] stuff is met uh because once we do [1:50:23] assume uh similar to we did up in the [1:50:25] north or not too long ago with the other [1:50:26] subdivision uh the township takes over [1:50:28] responsible any for anything that wasn't [1:50:31] completed correctly so we're trying to [1:50:33] tie up the Loose Ends uh right now uh to [1:50:35] get that done so hopefully soon later I [1:50:39] can follow up so and and get something [1:50:41] back to you maybe just a quick email let [1:50:42] you know when that's going to happen but [1:50:44] is in the process counsel worth okay [1:50:47] thanks any further further questions [1:50:50] comments all in [1:50:52] favor motions [1:50:55] carried oh no sorry I better read the [1:50:59] resolution then we resolve that the [1:51:01] Council of the township of Al mman [1:51:03] received for information the public [1:51:04] works department update report dated [1:51:07] October 3rd [1:51:08] 2023 for the manage manager of Public [1:51:11] Works Parks and Recreation Brian [1:51:13] McMillan ruber [1:51:15] seconder moved by Deputy Mayor ster [1:51:17] second by Council anworth further [1:51:20] discussion all in favor motions carried [1:51:24] and if uh Council allow me I'd like to [1:51:27] do one more and that's the pars and [1:51:29] Recreation and then then Brian and his [1:51:31] team will be probably done we can do [1:51:33] that [1:51:35] one and and uh Jennifer's I'm sure is [1:51:38] there [1:51:39] too good afternoon Jennifer you want to [1:51:42] take us through your [1:51:44] report sure good afternoon mayor logal [1:51:48] um through you I'll just highlight a [1:51:51] couple things in my report and then I'm [1:51:53] happy to answer any questions um so [1:51:55] you'll see that there's a update on the [1:51:57] rink seal Pro being um installed at the [1:52:00] arena and that has been [1:52:02] successful um so it has filled in the [1:52:05] leaks or any uh leak that we did have in [1:52:07] the system and the ice operations and [1:52:10] rentals can proceed as usual for the [1:52:13] 2023 2024 season and those rentals begin [1:52:16] on October 10th um currently I [1:52:20] approximately 32 hours of prime time [1:52:22] hours booked and I'm just finalizing [1:52:24] that schedule this week and then we'll [1:52:26] fill in with um programming hours as [1:52:30] well like public [1:52:32] skating also um there's two surveys out [1:52:36] now one is um our Township survey on [1:52:39] let's talk onwi halman just looking for [1:52:41] some feedback on our summer events and [1:52:44] programming so that's still um available [1:52:47] and I just encouraged you um to mention [1:52:49] it and get the word out there the other [1:52:52] one is the north umberland [1:52:54] Communications survey and that is online [1:52:57] until October 10th so again um it'd be [1:53:01] great just to get that information get [1:53:03] that out there to the communities and [1:53:04] know they can take the survey and [1:53:05] hopefully get a good response [1:53:08] there so happy to answer any questions [1:53:11] I'll read the resolution first be [1:53:13] resolve that the council received the [1:53:15] parks recreation and cultural update [1:53:17] report from Parks Recreation and [1:53:19] cultural coordinator Jennifer Steen [1:53:21] dated October 3rd [1:53:23] 2023 moving to second moov by counselor [1:53:26] Booth second by councelor inworth any [1:53:28] discussion councelor boo through your [1:53:31] worship to Jennifer Jennifer you said [1:53:33] you have 32 hours of prime time booked [1:53:36] that's out of how many hours how many [1:53:37] hours is prime time at the [1:53:40] arena a week right it's a week it and [1:53:44] the weekends are considered prime time [1:53:47] um so it's after 4 pm during the week [1:53:50] days and all day Saturday all day [1:53:54] Sunday so I don't have it in front of me [1:53:57] but is it 4 to 11 or 4 to 12 on a week 4 [1:54:01] to 11 so seven hours so that's 5times 7 [1:54:07] and what do you count as Prime Time on a [1:54:09] Saturday and a Sunday all day all day so [1:54:12] it would be from you know 8:00 am to [1:54:16] 11:00 [1:54:18] P.M [1:54:23] well [1:54:25] 1530 so that's that's not a very [1:54:27] impressive number than the majority yeah [1:54:31] the major if we took out the Saturday [1:54:33] and Sunday um it it would be the [1:54:37] majority of the prime time hours that [1:54:39] are booked are are are week nights and [1:54:42] that's what most um leagues and other [1:54:45] users are looking for so I can say from [1:54:48] Monday through Friday we we are are [1:54:50] booked from 5:00 p.m. till 10 p.m. or [1:54:53] 11:00 p.m. Mo um almost every night uh [1:54:57] our Saturdays typically we've in the [1:54:59] past we've always left Saturdays open [1:55:02] for tournaments and we currently have oh [1:55:06] I think six tournaments booked for the [1:55:08] 2023 2024 season um this year we do have [1:55:13] I have put rentals in there as well so [1:55:16] we do have from 10:00 a.m. to 1: p.m. [1:55:18] booked every Saturday [1:55:20] um as well [1:55:22] as six hours currently booked every [1:55:27] Sunday well is that is that part of your [1:55:30] 35 [1:55:31] hours yes [1:55:34] okay so a question for you the rentals [1:55:37] that are that are renting Saturday then [1:55:39] from I think you said 10 to 1 or 11: [1:55:42] till 1 are they are they is it in their [1:55:45] contract that they're cancelled if [1:55:47] there's a tournament on a Saturday or or [1:55:49] is that a lead or something through you [1:55:52] mayor logo so um these are extra ice [1:55:55] times that user groups are picking up [1:55:57] and they have been told that those um [1:56:00] that those Saturdays we do have [1:56:03] tournaments and I'll either bump them [1:56:05] off if we can um some of our tournaments [1:56:07] are only four to six hours and um one [1:56:10] tournament is is agreed to go later in [1:56:12] the day so they'll start after 1 p.m. [1:56:14] otherwise I'll bump the um the regular [1:56:17] rentals up to earlier the day okay thank [1:56:22] you Deputy Mir through you mayor logo uh [1:56:25] Jennifer what plan do you have to uh [1:56:30] Market this and get the numbers up for [1:56:34] the [1:56:37] skating through you mayor loo for the [1:56:39] public the public skating drop in [1:56:42] programs or for available rentals yeah [1:56:46] available rentals it would be um any [1:56:48] Gambit I guess [1:56:50] uh because we really have to get those [1:56:52] numbers [1:56:54] up I uh through you mayor logal um I [1:56:57] think once we have the schedule [1:56:58] finalized so I'm still talking with a [1:57:00] number of groups trying to fit them in [1:57:02] like I said most of our our requests [1:57:04] come for week night hours and we are [1:57:07] booked from 5:00 pm to 11 pm Monday [1:57:10] through [1:57:11] Friday um [1:57:13] so really our only available hours are [1:57:17] Saturdays and Sundays and I try to um [1:57:21] let everybody know that that calls um [1:57:23] unfortunately a lot of groups are [1:57:25] looking for those weeknight hours so [1:57:27] once the schedule's finalized we can it [1:57:29] can be posted out there and um that [1:57:33] through on our website as well as social [1:57:35] media and that way anybody can easily [1:57:37] look at and see if if there's hours that [1:57:40] they're interested in [1:57:42] um also any like birthday parties or [1:57:45] things like that um you know they come [1:57:47] in on a Saturday and Sunday as as well [1:57:50] go ahead um three your M logo just a [1:57:53] couple things one more question with [1:57:55] this I know some uh young kids are [1:57:57] getting out of bed at five o'clock to [1:58:01] skate what is the earliest time that you [1:58:03] would rent uh the ice [1:58:06] for in the day would you would you look [1:58:09] at a six o'clock or 7 o'clock AM [1:58:13] skate through you mayor loal so I i' [1:58:16] have I would have to see I guess if we [1:58:18] got a request I haven't received CE a a [1:58:20] request for that early um since I've [1:58:22] been here typically our staff work start [1:58:24] work at 700 a.m. so we have had um [1:58:28] rentals at 7 AM before um but nothing [1:58:32] earlier than that but we would certainly [1:58:34] see if we could accommodate those [1:58:36] requests if they came [1:58:38] in and and just one more uh mayor logal [1:58:42] uh Jen uh what um are all the plans in [1:58:45] place for the finel concert I'm just not [1:58:49] sure what is expected of the [1:58:54] municipality through you mayor logal yes [1:58:56] I've been in constant contact with um [1:58:59] representatives from the Ontario [1:59:00] Festival of small halls and um councelor [1:59:04] O'Neal has agreed to be um kind of a [1:59:07] Township Ambassador um at that event as [1:59:10] well and then our staff will make sure [1:59:12] that the tables and chairs are and they [1:59:14] have everything we need but I've been in [1:59:17] contact with them and it's really just [1:59:18] they need access to the venue and [1:59:20] everything else that we'll have there [1:59:21] ready for them and they take care of [1:59:24] everything else are the tickets uh going [1:59:28] well um yeah they handle the tickets um [1:59:31] the Ontario Festival small Halls so I'm [1:59:33] not sure exactly I know there're still [1:59:35] tickets available it's not sold out [1:59:37] yet thank [1:59:42] you go ahead counselor Booth I guess one [1:59:45] more quick question for you maybe you [1:59:47] can explain it's on your report where it [1:59:48] says that that there's a resolution from [1:59:51] the committee from the July 24th meeting [1:59:53] regarding recommending that an ad hoc [1:59:56] working group be established to discuss [1:59:58] the rosneath fairgrounds [2:00:02] agreement is that coming to council then [2:00:04] for for us to discuss or [2:00:07] we we're just receiving this information [2:00:12] right that doesn't mean that we've [2:00:14] agreed to anything like that is it I [2:00:16] don't know well I I think if we're [2:00:18] approving the minutes [2:00:19] and that's a part of the agreement or [2:00:22] Pardon Me part of the minutes that [2:00:23] they've made that motion then then we're [2:00:26] agreeing that we're going to do that [2:00:28] okay I guess I'm I guess I'm not [2:00:30] comfortable with doing that well either [2:00:32] am I because I'm I'm going to mention [2:00:34] further along in our agenda under 152 we [2:00:38] have an update from the CAO regarding [2:00:41] putting a moratorium on all committee [2:00:43] meetings and subcommittees and stuff [2:00:46] like that and if we're talking about [2:00:49] ending all of that with from Dave Dawson [2:00:51] here we're looking at here saying that [2:00:53] we want to form a committee and I don't [2:00:56] think in all of my time we've ever had [2:00:58] an ad hoc committee working with staff [2:01:00] on an agreement with a private rental [2:01:03] group or that which [2:01:05] is go ahead sorry Greg through through [2:01:08] your mayor log um that item was removed [2:01:10] from the [2:01:13] agenda the snack bar was not not [2:01:18] this [2:01:21] that was the no it's in this one here [2:01:24] yeah no the canteen report was and if I [2:01:26] may through you mayor um so this [2:01:29] resolution that uh that was um with Jen [2:01:34] ste's report is to receive this report [2:01:38] for information there was that [2:01:40] recommendation in there from the [2:01:41] committee and with this [2:01:44] resolution that is not um approving the [2:01:49] recommendation from the committee it is [2:01:51] simply receiving for information okay [2:01:55] good okay thank you so either a member [2:01:57] of that committee can bring it up and we [2:01:59] can discuss it [2:02:01] then joh yes go ahead like through you [2:02:05] mayor so are we going to talk about the [2:02:06] canteen no it's been removed it's been [2:02:09] removed the [2:02:10] canteen we we com we're going to finish [2:02:12] this one first yeah okay so did I can I [2:02:16] get aov [2:02:17] second [2:02:20] yeah [2:02:22] John one just one more on on the it's [2:02:26] not on the report but I wondered like in [2:02:28] our budget we're supposed to be looking [2:02:29] at bleachers getting replaced and [2:02:31] lawnmowers getting replaced is there [2:02:32] anything coming down to shoot sometime [2:02:34] in that is it going to be this year next [2:02:36] year that's going to happen my [2:02:38] understanding is uh at least for more [2:02:40] that RFP was received the [2:02:44] are for for a Lawn Lawn more the trct [2:02:49] tracted pardon me but sorry you were [2:02:51] mentioning leers [2:02:52] c yeah he mentioned both both yeah yeah [2:02:56] the tractor we uh my understanding is we [2:02:59] received a uh the tender Clos to the [2:03:03] Tractor [2:03:06] okay okay yep and the bleaches will come [2:03:09] later on like I I [2:03:12] my understand is Brian still there Brian [2:03:15] go ahead why my guess I'll speak to [2:03:17] again uh there mentioned that uh or [2:03:20] mayor did too as well that the tender [2:03:21] for the tractor did close on on Friday [2:03:24] for the tractor for the ball fields um [2:03:26] the bleachers is gonna be something come [2:03:28] back to council near meeting to uh put [2:03:30] that money reserve and uh to get the [2:03:33] bleachers uh next year in 2024 um with [2:03:36] more detail of why we're doing that [2:03:38] it'll be in that report but the bleach [2:03:39] were going to be uh not purchased uh [2:03:42] this year I can uh describe that in the [2:03:44] next report to [2:03:47] you [2:03:51] thank you [2:03:51] Brian we got move [2:03:55] second just second 141 we've completed okay okay I would [2:04:03] take a motion that we re for 10 [2:04:08] minutes we had a move in a second but we [2:04:10] didn't vote on it yet I spoke first on [2:04:12] it got off track all in [2:04:15] favor Carri I would take a motion that [2:04:18] we can re uh recess for 10 [2:04:22] minutes move by Deputy Mayor stobber [2:04:24] seconded by counselor Booth all in favor [2:04:28] then we'll be back at uh [2:04:31] 3:27 give me extra three [2:04:36] minutes okay Council has returned from [2:04:38] break I need a move in a second or to go [2:04:40] back to uh to work approv by councel [2:04:43] answorth seconded by councelor Ruth all [2:04:46] in favor motion's carried and the next [2:04:49] one we have is U actually we're not [2:04:52] going to have it apparently but the [2:04:54] there was [2:04:55] 142 uh the arena canteen update report [2:04:59] from Parks Recreation and culture [2:05:00] coordinator and I believe ncy you had a [2:05:02] quick comment on [2:05:07] that thank you through through you mayor [2:05:10] Lo logal um this report uh came forward [2:05:14] and it was uh published initially on the [2:05:16] agenda as you probably are aware of um [2:05:20] it does uh speak to some operational [2:05:24] matters that can probably be implemented [2:05:26] strictly through uh the the day-to-day [2:05:30] operations without affecting the budget [2:05:32] um [2:05:33] so the decision was made to pull it [2:05:38] okay and it come up again is it coming [2:05:42] up again [2:05:44] or go ahead Greg then I guess I have a [2:05:47] question is uh is Staff going through [2:05:49] and they're going to implement this [2:05:51] without it coming to council [2:05:53] or because that sounds like if you're [2:05:55] pulling it it means that you're going to [2:05:56] make it an operational thing and it's [2:05:58] and I'd like to discuss it if we're [2:06:00] talking about the snack bar because this [2:06:01] was a hot issue with the last Council [2:06:03] where we subsidize the canteen for [2:06:06] $6,500 a year [2:06:12] almost I would like the opportunity to [2:06:14] discuss it with staff I have a [2:06:16] conversation and a meeting set up with [2:06:18] Jennifer [2:06:19] tomorrow and we'll be discussing that [2:06:21] and we can come back to council with [2:06:22] some information um the plan that had [2:06:25] put forward was to have non-perishable [2:06:27] foods available um the request was to [2:06:31] operate at a zero budget impact so I [2:06:34] just want to have that conversation and [2:06:35] then we can come back to how that's [2:06:37] going to [2:06:38] work okay so does that mean you'll come [2:06:41] back to us before implementing it or if [2:06:44] discussions with her you'll implement it [2:06:46] and then come back and tell us that it's started no problem to come back [2:06:50] with Council if you'd like before you [2:06:53] implement it yeah because the the report [2:06:56] just to make a quick comment is a little [2:06:58] deceiving because it says there's no [2:06:59] Financial impact and there's not the [2:07:02] staff there is going to look after it [2:07:04] but that staff that is there to move [2:07:06] Nets clean dressing rooms go outside and [2:07:08] shovel snow will not be doing that if [2:07:11] they're sitting there selling a [2:07:12] chocolate bar or a cup of coffee so just [2:07:16] my [2:07:17] point [2:07:20] M um I'm just going to respectfully [2:07:24] acknowledge what our clerk said to us I [2:07:27] believe this is a management issue and [2:07:30] that's it makes sense that when [2:07:32] management decisions are being made [2:07:34] they're made by [2:07:38] management [2:07:41] okay we'll move [2:07:47] on [2:07:50] thank [2:07:52] you item [2:07:54] 151 for those of you who may have [2:07:57] reviewed the council agenda package when [2:07:59] it was published last week the [2:08:02] 2023 draft meeting calendar attachment [2:08:06] was since replaced due to a typle the [2:08:08] new attachment shows the months of [2:08:10] October November and December and the [2:08:12] recommendations for meeting dates for [2:08:14] the remainder of the Year this [2:08:17] year [2:08:20] so I'll read the resolution whereas [2:08:22] Council reviewed the information [2:08:25] containing in the council meeting [2:08:26] schedule recommendations report dated [2:08:29] October 3rd [2:08:30] 2023 it resolved that the council [2:08:33] approved the recommendations contained [2:08:35] within the report regarding changes to [2:08:37] the council meeting schedule for October [2:08:39] November and December of [2:08:41] 2023 and further be it resolved that the [2:08:44] council approved the recommendations [2:08:46] contained within the report regarding [2:08:48] ing changes to the council meeting [2:08:50] scheduled for January to December [2:08:57] 2024 who GNA lead us through [2:09:02] this thank you through you mayor logal [2:09:05] um I think the report is fairly [2:09:08] self-explanatory but I certainly um [2:09:11] welcome any questions that Council may [2:09:15] have any questions or comments go ahead [2:09:17] m cman um mine is in fact just a comment [2:09:20] so I am very supportive of this in the [2:09:23] sense that its goal is to improve sta [2:09:26] productivity and I just want to [2:09:28] acknowledge to our fellow counselors [2:09:30] that um when we first came on we wanted [2:09:34] to make sure we were including the [2:09:35] public and that was part of the changes [2:09:38] that we made but I actually think [2:09:40] there's better ways to um include the [2:09:43] public and I think of the public meeting [2:09:46] we had about the new Dan for and how [2:09:48] those comments came forward that was a [2:09:50] very I felt a very constructive way to [2:09:53] be getting public comment coming forward [2:09:55] so there's different ways in our regular [2:09:58] meetings to get the public involved and we might want to be considering some [2:10:03] new things that I see in other [2:10:05] municipalities where there's you know [2:10:07] coffee with the mayor time those types [2:10:09] of things where we get a chance and you [2:10:12] know or counselor O'Neal time where you [2:10:16] know we are we make ourselves available [2:10:19] at a certain time and place to the [2:10:23] public any other questions or comments [2:10:26] Mike this mean when we have like a [2:10:29] regular meeting it's going to be like [2:10:30] 400 [2:10:34] Pages for you mayor um councilor anworth [2:10:38] it really just depends uh month-to month [2:10:40] on what items are coming forward a lot [2:10:42] of it is also dependent on the requests [2:10:45] that we get from members of council as [2:10:47] to what what reports they want to have [2:10:49] back so the length of an agenda is very [2:10:52] much um a moving Target okay [2:10:56] thanks what uh go ahead Greg through you [2:10:59] your worship but I guess that would be [2:11:01] my concern is um there's sometimes we're [2:11:05] having two meetings a month now and [2:11:06] there's sometimes we're having four or [2:11:08] five hour meetings and if we go to one [2:11:10] meeting my concern would be that we're [2:11:12] going to be here for six or seven hours [2:11:14] and just speaking for myself after three [2:11:16] four hours your brain with a lot of this [2:11:19] stuff you know is is mush and you're not [2:11:22] might not be making the right decisions [2:11:25] uh I have no issue with it I I think to [2:11:27] try it but I'd really like to see you [2:11:29] know we come back maybe at the end of [2:11:31] the year if we find that we're having [2:11:33] seven eight hour meetings then you know [2:11:35] I I think we're better to split it into [2:11:37] two then that's just my [2:11:40] comment I I'll make a quick comment um [2:11:44] December pardon me October and November [2:11:47] we would normally have three meetings [2:11:49] December we would have two January we [2:11:52] would have two that's all in our [2:11:54] scheduled historically in in December [2:11:57] and [2:12:01] January sorry about that so so by doing [2:12:06] that you're really going to reduce the [2:12:09] meetings for the rest of the Year by a [2:12:11] total of two meetings and I believe [2:12:13] personally I believe all departments and [2:12:16] particularly the clerk's department is [2:12:18] still trying to catch up from stuff from [2:12:21] last time so I don't have a problem with [2:12:23] in fact I think it's a good idea and I [2:12:25] know January we only have uh two [2:12:28] meetings in [2:12:29] January H but then we move into the [2:12:31] third one in February but my suggestion [2:12:33] would be to try it and and the other [2:12:35] part of it is I know budgets are coming [2:12:37] up in January February which does eat up [2:12:40] a enough a lot of time so my thought [2:12:43] would be to as as maybe Greg has [2:12:45] suggested give it a try for those five [2:12:47] months and then we play a premere after [2:12:51] that if I may mayor will go through you [2:12:55] um I I don't want Council to have the [2:12:57] impression that it's going down to one [2:13:00] basic business meeting a month so with [2:13:02] the planning meeting that's [2:13:04] traditionally known as the planning [2:13:05] meeting at the end of the month in the [2:13:08] past I know that there's been um a [2:13:10] concern to keep that strictly planning [2:13:13] matters but what we would do with this [2:13:16] uh proposed schedule the recommendation [2:13:19] is to have Council business after the [2:13:22] planning items at that meeting so there [2:13:24] would be half or depending on what the [2:13:27] agenda was of other Township business on [2:13:31] the quote unquote planning [2:13:35] agenda I'd like to make a comment on [2:13:38] that that's what we used to do up until [2:13:41] I don't know when it change but we did [2:13:44] have we but we did have three meetings [2:13:45] but some of them only lasted an hour and [2:13:47] a half but we did in fact have two [2:13:51] readings to regular and the third one [2:13:53] was a planning [2:13:55] slash uh regular [2:14:01] Council go ahead and maybe just a [2:14:04] recommendation I know I've mentioned [2:14:06] this to you before Mr CAO that if we're [2:14:08] going down to one meeting is it at all [2:14:11] possible that we make sure that that one [2:14:13] meeting which is going to be the second [2:14:14] Tuesday of the month right that staff be [2:14:17] here present [2:14:18] and another example was today with uh [2:14:21] some of the staff talking they're [2:14:23] garbled it's mumbled they're just up the [2:14:25] street I think if we plan it out I'm [2:14:28] sure we can that staff can come here [2:14:29] they can make their presentation we can [2:14:32] ask them anything and then they're free [2:14:33] to go instead of you know I can [2:14:36] understand if you're at home or [2:14:38] something like that or you're on a [2:14:39] conference and you do it but for you [2:14:41] just to be up the street I think it's [2:14:42] only going to take a few minutes for [2:14:44] them to come here but that's just my [2:14:45] recommendation if we're streamlining [2:14:47] things [2:14:51] go ahead uh through you mayor logo uh I [2:14:54] agree with this at first I thought I was [2:14:56] a bit of a head scratcher but um I thank [2:15:00] you Nancy and uh Dave for bringing this [2:15:03] forward because I think we have to look [2:15:06] at different ways to do business and if [2:15:09] we can be more [2:15:12] efficient I think we need to put these [2:15:16] practices into place so [2:15:18] um I thank you and um [2:15:22] I I'm I'm uh in agreement with [2:15:26] this Mike uh through Mar logo so just [2:15:30] would it change the time that we would [2:15:32] get our agendas to [2:15:37] read through through you [2:15:39] mayor if that is something that Council [2:15:42] would like to discuss and direct staff I [2:15:46] I'm assuming by your your question that [2:15:48] you might want it a little earlier if [2:15:50] you think the agendas are going to be [2:15:52] heavier yeah thank that is something [2:15:55] that could definitely be accommodated [2:15:58] okay if if uh Council wishes to do that [2:16:00] for now it would still be just per the [2:16:03] procedural bya uh that would be [2:16:05] published on the Wednesday for the [2:16:07] following [2:16:09] Tuesday okay but we could change that [2:16:14] yes uh there was I'm not sure if it was [2:16:17] in this or something else but wasn't [2:16:18] there a 9:30 time T start in this report [2:16:24] so that would change the Tuesday [2:16:27] meetings till 9:30 a and the planning [2:16:29] meeting till 9:30 a.m through you mayor [2:16:33] that that's correct but anytime there is [2:16:34] a a need when staff understands that [2:16:37] there might be a particular interest or [2:16:39] an evening meeting would be beneficial [2:16:41] we can always accommodate [2:16:44] that [2:16:46] okay [2:16:48] and just to note because I thought it [2:16:50] was as simple as just going in and [2:16:51] cancelling the second meeting it's not [2:16:53] you actually have to be careful that you [2:16:55] have to go into November and that and [2:16:57] the date is now not the 7th it's the [2:16:59] 14th so it's the second Tuesday of the [2:17:02] month not the first Tuesday of the month [2:17:05] or you'll have people showing up here on [2:17:06] the wrong date next month we we will [2:17:09] definitely post the schedule on the [2:17:10] website and counselors will definitely [2:17:12] have that [2:17:13] update thank [2:17:16] you no we can I read the resolution Mo [2:17:21] in a [2:17:23] second Council Ruth second by Council [2:17:27] answorth further [2:17:31] discussion Deputy Mayor you have no no [2:17:34] I'm fine okay all in favor I was ahead [2:17:37] of myself [2:17:43] car and one think other thing we didn't [2:17:46] talk about those need so I guess we're [2:17:47] not planning on going to Road [2:17:50] me that [2:17:52] would [2:17:55] uh which which I guess I'll we are virtual so hopefully [2:18:01] everybody can get them [2:18:05] vir go ahead I was going to say I think [2:18:08] you have to look at the procedural bylaw [2:18:10] I believe it's in the bylaw that we [2:18:11] actually have a meeting at rosneath [2:18:13] every once in a while so that would have [2:18:14] to [2:18:16] change quite all have to change it's GNA [2:18:19] have to change for a lot of things [2:18:20] because we do say what time the meeting [2:18:22] start and everything it's a lot of [2:18:24] changes and and through you just on that [2:18:26] one point in terms of um having meetings [2:18:29] up at rosneath uh if there's going to be [2:18:32] a large number of people that we expect [2:18:34] who from the public who might want to [2:18:36] attend a meeting um it's difficult from [2:18:39] a couple of different perspectives to [2:18:41] have it up there um I'm quite happy to [2:18:45] um spread meetings around the township I [2:18:47] think that's that's a really good idea [2:18:49] but technology is very limited up there [2:18:53] as well as space [2:18:56] so here C I just want to reiterate that [2:19:00] I I fully agree and we need to have [2:19:03] meetings in different parts of the [2:19:04] municipality they just don't necessarily [2:19:06] need to be a regular Council meetings [2:19:09] but that does need to be something it's [2:19:11] part of communication it's part of [2:19:13] responding to ours so I'm sure that's [2:19:15] going to come back in our strategic [2:19:20] plan we got the [2:19:22] V all in favor we you can [2:19:28] get all in favor yes motions [2:19:40] carried okay we have the committee [2:19:42] governance [2:19:44] structure maybe I should read this [2:19:48] first you want to you want to mention [2:19:49] anything I think I'll read it [2:19:51] first uh whereas the acting CEO and [2:19:54] clerk will bring forward a comprehensive [2:19:57] Report with recommendations to the [2:19:59] November 28 2023 council meeting [2:20:02] regarding the township B cman committee [2:20:04] structure and governance and whereas the [2:20:07] Strategic plan is coming forward for [2:20:09] council's consideration in the fourth [2:20:11] quarter of 2023 and whereas an effective [2:20:15] beneficial and workable committee [2:20:17] structure [2:20:17] must closely align with the [2:20:19] corporation's strategic plan and be [2:20:22] considered during the budget process and [2:20:24] whereas all committees should have [2:20:26] updated terms of reference that have [2:20:29] been approved by Council and whereas [2:20:31] terms of reference have not been drafted [2:20:34] or approved by Council for the re [2:20:36] recently reinstated n Waton nature [2:20:39] Sanctuary committee nor the Ros Neath [2:20:41] revitalization committee and whereas all [2:20:44] existing new and reinstated committees [2:20:47] in and subcommittees should have [2:20:48] approved terms of reference prior to [2:20:50] public appointment of members therefore [2:20:53] be resolved the council plac a [2:20:55] moratorium on the recent reinstated the [2:20:58] Waton nature Sanctuary committee and the [2:21:00] rose Neath revitalization [2:21:03] committee until such time as Council has [2:21:06] reviewed the committee structure and [2:21:08] governance report expected at the [2:21:10] November 28 2023 council meeting and [2:21:14] further be resolved the council direct [2:21:17] St to contact the individuals who were [2:21:20] successful applicants for membership of [2:21:22] the Nan nature Sanctuary committee and [2:21:25] advise them of this resolution and [2:21:27] further be it resolved the council [2:21:29] direct staff to advise members of the [2:21:31] public who contacted the township that [2:21:34] Council will consider a comprehensive [2:21:37] report end of November [2:21:39] 2023 regarding the committee government [2:21:42] and structure and until such time there [2:21:43] will be a moratorium in place pausing [2:21:47] the creation of or reinstatement of new [2:21:49] committees or subcommittees and further [2:21:51] be resolved the council will refrain [2:21:53] from creating new committees or [2:21:54] subcommittees and will refrain from [2:21:56] reinstating former committees until such [2:21:58] time as Council has considered the [2:22:00] comprehensive staff report for and its [2:22:04] recommendations Hoover and a second moov [2:22:07] by Deputy Mayor stobber second by [2:22:08] councelor O'Neal any [2:22:10] discussions Deputy Mayor three year man [2:22:13] logal to uh CAO Dawson and uh the clerk [2:22:19] Nancy um I'm going to read what I have [2:22:22] wrote uh written here um you both are be [2:22:26] uh to be [2:22:27] commended um for your Insight in [2:22:30] initiating a comprehensive report on our [2:22:33] committees and board [2:22:36] structure this is something that um we [2:22:39] have been asking for and uh I'd like to [2:22:43] congratulate you on knowing and [2:22:45] realizing the need [2:22:49] that um to make sure that we are [2:22:53] providing uh duty of care for our uh [2:22:57] volunteers and that um they receive I'm [2:23:01] sure your report will have in there the [2:23:04] orientation um the uh policies that need [2:23:08] to be in place and uh the appropriate [2:23:12] training and I look forward to reading [2:23:14] your report thank you [2:23:18] any other questions comments go ahead [2:23:20] councilor [2:23:21] dth oh you go ahead second [2:23:26] to No Worries um I concur with what [2:23:29] you've said Deputy Mayor Stover I'm [2:23:31] especially pleased to see the language [2:23:33] provided in the background I think that [2:23:36] is language that people needed to see [2:23:38] and hear in our community and it refle [2:23:41] what we would like to achieve as a [2:23:43] council so very very pleased to see that [2:23:46] and I just want to add [2:23:48] that um because we had referred back [2:23:51] about the revitalization committee to [2:23:54] the [2:23:55] recreation that now is going to be a [2:23:58] focus for discussion next time on how [2:24:00] these can work together so um they [2:24:03] definitely were feeling the same things [2:24:06] that you were identifying so there is [2:24:09] Real Alignment between the existing [2:24:11] Recreation culture and Community [2:24:13] Development Committee and what's being [2:24:15] outlined here so [2:24:18] CER booth just a clarification maybe the [2:24:21] CAO can so when you're talking about no [2:24:24] committees or that that includes ad hoc [2:24:27] committees that is my understanding yes [2:24:30] okay thank [2:24:31] you may I mayor logo just for [2:24:35] clarity uh and I want the public to know [2:24:37] this for clarity this is not disbanding [2:24:40] committees this is not shutting down [2:24:42] committees the idea here is that we're [2:24:45] providing governance and guidance for [2:24:48] the Committees to [2:24:49] follow um there is an appropriate [2:24:52] process when committees are uh allowed [2:24:55] to operate mostly for providing comment [2:24:58] to [2:24:59] council and then the appropriate process [2:25:01] for the way things then go to staff and [2:25:04] then to be accomplished that is the [2:25:06] reason for [2:25:07] it [2:25:09] yeah and could I make a comment are you [2:25:11] going to be looking at um and I know [2:25:13] we've talked about this before is the [2:25:15] education for these committees or the uh [2:25:19] orientation orientation we've been [2:25:21] asking for almost a year now and we have [2:25:24] committees that have been form that I [2:25:25] don't even believe they've had their [2:25:27] police criminal reference checks handed [2:25:29] in and I think it makes the township [2:25:31] liable that we haven't given them any [2:25:35] we've talked about you know preventing [2:25:36] stuff in the future we haven't given [2:25:37] them any orientation or even checks from [2:25:40] them so hopefully that will be included [2:25:42] in your report about the structures in [2:25:44] that yeah through you mayor local Absol [2:25:46] absolutely um when we say comprehensive [2:25:49] it's going to look at all the things [2:25:51] that that really need to be before [2:25:53] Council for consideration and discussion [2:25:56] and make sure we have everything [2:25:59] um everything down in terms of how these [2:26:02] are going to operate in the future so [2:26:04] okay good thank you [2:26:05] excellent further comments all in favor [2:26:09] motions [2:26:15] carried [2:26:19] next we have 161 committee reports be [2:26:22] resolved of the Council of the township [2:26:24] of Al mman receive the following minutes [2:26:25] for information recreational culture and [2:26:28] Community Development advisory committee [2:26:31] meeting minutes of June 26 and July 24th [2:26:35] the public library meeting minutes of [2:26:37] July 10th and the Grafton communal water [2:26:40] committee meeting minutes of July [2:26:45] 26th R to [2:26:47] Second Deputy Mayor ster second [2:26:50] councilor O'Neal any discussion go ahead [2:26:54] Deputy Mayor um through here M loal um I [2:26:57] guess when not I was reading um the [2:27:00] recreation culture and community of [2:27:02] development advisory committee meeting [2:27:06] minutes [2:27:07] um when you're discussing certain things [2:27:12] in [2:27:14] there what is the next step [2:27:17] um when I look at um your uh they were [2:27:21] looking at [2:27:25] um bathrooms at the wicko boat launch [2:27:28] and maybe and and uh uh hiring [2:27:34] additional [2:27:35] staff I'm just wondering does [2:27:38] that now come forward in a a [2:27:41] report I'm I'm not sure how how what the [2:27:45] process is for that I think Mary cath's [2:27:49] gonna answer [2:27:51] it well um I think there's a two-part [2:27:55] answer one is to clarify exactly your [2:27:58] question and I think the report that we [2:27:59] were just discussing will do that but [2:28:03] um that and we also I'm sure the report [2:28:08] will touch on minutes but we had one of [2:28:10] the committee members did the minutes [2:28:12] the one month so they've got sort of a [2:28:14] different setup than the other months [2:28:16] but those were just [2:28:18] suggestions and that's one of the things [2:28:20] I think needs to be looked at in terms [2:28:22] of minutes when are things [2:28:25] just brainstorming and when are the [2:28:28] actionable items and so I I think that's [2:28:31] one of the things that we'll be [2:28:32] clarified for us having said that [2:28:34] sometimes these suggestions get carried [2:28:36] forward like the QR codes which you know [2:28:39] was no cost to anyone but they've now [2:28:42] implemented that on um like posters and [2:28:45] stuff that are being created it and very [2:28:47] pleased with how that's progressing so [2:28:50] you know that's where a suggestion has [2:28:53] already turned into action but the other [2:28:55] ones with regard to budget they were [2:28:57] just here's some brainstorming ideas you [2:29:01] might think about but they weren't meant [2:29:04] to be actionable items yeah because [2:29:05] there was another one hiring additional [2:29:08] staff for Parks wrecking culture [2:29:11] department so I I just kind of and [2:29:15] you've answered it if it is [2:29:17] brainstorming and and maybe the minutes [2:29:19] could reflect that thank you I think I [2:29:23] think n's plan on when she does a [2:29:26] comprehensive investigation and Report [2:29:29] that'll tell us a lot of [2:29:31] that and and come back to what Greg was [2:29:34] mentioned there 15 minutes ago about the [2:29:37] U Rose Neath um uh ACC and and and um [2:29:43] negotiating with that group I I think [2:29:45] that's probably all fits into the same [2:29:49] thing okay we got a move in a second her [2:29:51] all in favor that motion's [2:30:01] carried next we [2:30:04] have Grafton drinking water system 2023 [2:30:08] operational [2:30:10] report um for May and June be resolve [2:30:14] the correspondence from Larry spur [2:30:18] spia manager of water capital projects [2:30:21] Lucy reging Grafton drinking water [2:30:24] system 2023 operational report reporting [2:30:28] period May till June 2023 we received [2:30:32] and filed R and the [2:30:35] seconder mov by Deputy Mayor stver [2:30:38] seconded [2:30:39] by councelor boo any [2:30:44] discussion is are we reporting this [2:30:47] is this going to the to your committee [2:30:50] first it already has it's [2:30:53] already are from May [2:30:56] okay historically they've been part of [2:30:58] your report but maybe you're trying to [2:31:00] keep them separate now oh maybe [2:31:04] see do historically Larry's report went [2:31:08] to the water committee and then they [2:31:11] copied uh it was part of that uh minutes [2:31:15] of their meeting but this is a different [2:31:17] way of doing it I don't know if it's [2:31:18] right and wrong we've been doing this [2:31:21] for quite some time oh have you yeah [2:31:23] okay well the advantage of that to uh [2:31:26] your worship is that you see these [2:31:29] reports uh quicker than because we only [2:31:31] meet every few months by the time it [2:31:34] happens and then the minutes be approved [2:31:36] and then it comes back with Larry's [2:31:38] thing you'll be getting reports from [2:31:39] January instead you're getting them okay [2:31:42] good [2:31:43] point confusion all in favor [2:31:47] motion's [2:31:48] carried and then we have some more [2:31:52] from 6172 Grafton drinking water [2:31:56] operational report dated July for July [2:31:58] and August we resolved that the [2:32:00] correspondence from Larry manager of [2:32:02] water Chap and uh projects Lucy [2:32:05] regarding the graft and drinking water [2:32:07] system 2023 operational report report [2:32:10] period July till August 2023 we received [2:32:13] and filed ruber the second mov by [2:32:16] councelor Booth seconded by Deputy Mayor [2:32:18] stver any discussion go ahead councelor [2:32:21] Booth I'm just wondering uh and you can [2:32:23] back me up on this Deputy Mayor at our [2:32:25] last meeting you'll see in these minutes [2:32:26] St Mary cemetery that Tom bahem of bem [2:32:31] construction has out of his own uh [2:32:34] goodness of heart has fixed the uh St [2:32:37] Mary C cemetery and the water committee [2:32:40] was suggesting to council that we could [2:32:42] send him a letter of thanks from Town [2:32:44] Council to thank you very much for his [2:32:49] donation you're [2:32:52] to to your I I'll I can make a separate [2:32:56] motion if you want is just it would be [2:32:58] proper to okay so could I amend that to [2:33:01] say we also send a thank you letter to [2:33:03] Tom bahem of bem construction thanking [2:33:05] him for his um service work at the St [2:33:09] Mary [2:33:11] cemetery and who seconded [2:33:14] that deputy mayor [2:33:18] or do you want to make it SE I can make [2:33:19] it separate if you want okay all in [2:33:22] favor as [2:33:24] amended that's [2:33:41] Carri be resolved the township of alen [2:33:43] meman received North umberland Count's [2:33:46] 2023 to [2:33:48] 2027 commun Community strategic plan for [2:33:52] information Uber in a [2:33:54] seconder moved by Council answorth [2:33:56] seconded by councilor O'Neal any [2:33:59] discussion go ahead Mike you mayor [2:34:03] loo I just wondered if the county um has [2:34:07] involved all the municipalities in this [2:34:10] report I mean are they looking out for [2:34:13] the whole County I would assume [2:34:16] and if so have they involved us like [2:34:19] they you know do they know what we feel [2:34:20] like what we should have in there to [2:34:22] promote us and you know [2:34:26] we're I would have to say that they're a [2:34:28] separate uh municipality and they based [2:34:31] their strategic plan on on North [2:34:34] themselves so do they involve us this [2:34:38] Council or any other councils no they do [2:34:42] not okay I just think they should [2:34:49] okay to your mayor loo oh sorry um [2:34:53] councelor O'Neal I think inadvertently [2:34:56] your [2:34:57] thoughts are coming through because on this report there's a representative [2:35:04] from every [2:35:07] municipality yes so I'm sure you're [2:35:09] bringing your [2:35:11] Insight of what is here yes would that [2:35:15] be fair [2:35:16] yes at the same time [2:35:19] I when I go to Northland Council [2:35:22] Northland County Council I represent the [2:35:25] entire Council not just or Pard all of [2:35:28] the municipalities not just [2:35:32] A&H M cin um just on page 13 it does [2:35:36] outline how the they engaged the overall [2:35:40] community and it does show here that the [2:35:44] highest level of Engagement was at the [2:35:47] popups where they were iners Community [2:35:50] conversation so that actually is useful [2:35:53] I think for us to know that that's how [2:35:54] people did engage most extensively [2:35:59] so further discussion go ahead H my [2:36:04] three be logo my numbers are a little [2:36:09] skewed uh page [2:36:11] 223 the old [2:36:13] 223 they talk about a committee and [2:36:19] um appointments to the m committees was [2:36:22] that um the [2:36:25] homeless well that's the Brighton that's the next one [2:36:32] 174 oh okay I'll wait till we get there [2:36:34] and then thank you okay all in [2:36:37] favor [2:36:40] Carri next we go on to the municipality [2:36:44] of Brion res [2:37:02] 174a the municipality of Brighton [2:37:05] resolution regarding North umberland [2:37:07] intermunicipal ad hoc committee on [2:37:09] hosing and homelessness whereas the [2:37:12] Council of the municipality of Brighton [2:37:14] wish to initiate an intermunicipal ad [2:37:17] hoc committee to examine lower tier [2:37:19] expenditures and bylaws related to [2:37:22] homelessness to identify opportunities [2:37:24] for better alignment with North [2:37:26] umberland County hosing and homelessness [2:37:28] programs and whereas the Council of the [2:37:31] municipality of Brighton invite [2:37:32] participants participation in this group [2:37:35] by representatives from the County's [2:37:37] seven lower tier municipalities and from [2:37:40] the upper tier the county of North [2:37:42] umberland and whereas this group would [2:37:45] report back back to the respective [2:37:46] councils before the end of [2:37:49] 2023 therefore be it resolved that the [2:37:52] alen hman council appoint one of its [2:37:54] members to sit on the intermunicipal ad [2:37:56] hoc committee and further be it resolved [2:37:59] that the council directs staff to advise [2:38:01] the municipality of the alen moldman [2:38:04] member [2:38:06] appointee and I have another one there [2:38:10] to read um maybe we'll try them together [2:38:13] and then come back to it whereas Council [2:38:15] reviewed the resolution for the [2:38:16] municipality of Brighton and whereas [2:38:18] Council reviewed the draft terms of [2:38:20] refer reference for the north umberland [2:38:22] intermunicipal ad hoc committee on home [2:38:25] housing and homeless we resolve that [2:38:27] council member blank have expressed [2:38:30] their interest in serving on this [2:38:32] intermunicipal at hoc committee is [2:38:34] hereby appointed the is hereby the app [2:38:37] Point E from the Council of towns Al [2:38:40] mman and further be resolved the council [2:38:42] appoint will update Al mman Council [2:38:46] regarding the work of this adoc [2:38:50] committee so I guess the first one uh [2:38:54] says do we want to get [2:38:58] involved can I get a over in a second [2:39:00] for [2:39:01] that by Council [2:39:04] O'Neal second by Council anorth [2:39:07] discussion any [2:39:09] discussion um I actually think this [2:39:11] follows up on councelor ainsworth's [2:39:14] question about how to make it work [2:39:16] between the county and the [2:39:18] municipalities and yes we absolutely do [2:39:21] have the mayor who's there representing [2:39:25] our area but as he's rightly points out [2:39:29] representing all of Northumberland [2:39:30] County but this allows those decisions [2:39:34] that have you know I think one like a [2:39:36] ven diagram where they overlap between [2:39:39] there's things that are the county [2:39:40] there's things that are tier one that's [2:39:43] us but there is some overlap and this is [2:39:45] just an opportunity for us to say well [2:39:48] what are you doing in Brighton or Port [2:39:51] Hope or wherever in the overlap and I [2:39:53] think I read somewhere that this was [2:39:55] aiming for four meetings a year so I [2:39:57] think it's to check in with one another [2:39:59] so I I'm interested in this mik you have [2:40:03] a comment yeah I I would excuse me I [2:40:07] don't know if we can get a a report and [2:40:09] know how all this [2:40:11] works you know if um you know if you're [2:40:14] getting homeless people's places to stay [2:40:17] and you know how they're how they're fed [2:40:19] how the if you get them housing who pays [2:40:22] for that housing and um it would be nice [2:40:24] to know that whole process before we [2:40:27] jump into something like this and uh [2:40:29] just kind of so we know what it's all [2:40:31] about and and how it's all funded and um [2:40:34] how they're approached you know the uh [2:40:38] the the painstaking thing of trying to [2:40:41] bring them bring them back to a to a [2:40:43] home kind of thing right so I would if [2:40:47] there's if there's any kind of a report [2:40:48] but maybe there is already I'd just like [2:40:50] to see that be able to read [2:40:52] it yeah there's there's a whole um [2:40:56] Department that handles all this well [2:40:57] that's what I'm saying so why why can't [2:40:59] we see that before we make this decision [2:41:00] that we're jumping into it' be nice to [2:41:02] know the process and in the funding of [2:41:04] it [2:41:06] all well we could ask I guess we could [2:41:08] ask the posing manager to or social [2:41:12] services person to come down and explain [2:41:14] it sure best they can it's [2:41:16] complicated [2:41:19] yeah [2:41:22] ahead thank you through you mayor logo [2:41:25] um so this ad hoc committee uh as the [2:41:27] name suggests is is a very finite [2:41:30] shortterm committee and it's it's being [2:41:33] initiated by one of the seven lower [2:41:36] tiers Brighton um as well as including [2:41:40] Northumberland so this is not a a county [2:41:43] Le initiative but as count councelor [2:41:45] O'Neal was saying it's very much a [2:41:48] situation where uh all seven member [2:41:51] municipalities in the county want to [2:41:53] work together presumably to see what can [2:41:57] be done in in terms of the increasing um [2:42:00] pressures and issues and different [2:42:02] things that uh communities have gone [2:42:04] through of late um one of the I I don't [2:42:08] really think that uh other than the [2:42:11] terms of reference which you which you [2:42:13] have before you for this committee I [2:42:15] don't think there's anything that [2:42:17] they've predetermined I think it's more [2:42:20] they they want to try to do a fact-f [2:42:22] finding session amongst themselves to [2:42:24] see you know what what ideas can we come [2:42:26] up with and and how can how can we [2:42:29] perhaps make a difference and rectify [2:42:31] some of the issues that that was how I [2:42:34] interpreted the Brighton [2:42:39] resolution um and and that person I [2:42:41] think whoever that represent is will be [2:42:44] able to provide some that information [2:42:48] you're as as anybody [2:42:54] make m c uh thank you mayor logel um a [2:42:58] two-part thing I actually was very [2:43:01] fortunate because I happened to be the [2:43:03] chair of uh halman Court departments [2:43:06] when the county Was preparing all of [2:43:08] this so I did actually get an [2:43:10] opportunity to work with and be part of [2:43:13] that process as it unrolled and so I [2:43:15] would be happy to share that with you [2:43:16] and I think that's actually a benefit to [2:43:18] say who's going to be bringing this [2:43:20] forward I do have a follow-up question [2:43:23] if I may through to our CAO and clerk [2:43:25] would you prefer this decision be [2:43:27] postponed until we've had our um [2:43:32] discussions for the Strategic plan or [2:43:35] they're ready to go and we can go with [2:43:38] them any thought thank you councelor [2:43:42] anneal through you mayor logal my [2:43:44] understanding is that [2:43:45] this committee um the intent is to meet [2:43:48] four times before the end of this [2:43:50] calendar year so I I don't know that [2:43:53] that's really an opportunity to wait yes [2:43:57] I needed to read that [2:43:58] close I think you're looking for help [2:44:00] any away but anyway go ahead for you [2:44:03] mayor logo um I I don't see this as [2:44:06] being part of the the governance [2:44:08] structure that okay that you're talking [2:44:10] about I think a representative from [2:44:12] Council if that's council's wishes um [2:44:14] that a representative from from this [2:44:17] table [2:44:21] here yes so all in favor of [2:44:29] U this group invol go ahead could we [2:44:32] pick a name too at the same time to see [2:44:34] who's interested so we can just do it [2:44:35] all at once [2:44:37] and G have to read two [2:44:41] motions yeah okay okay what do you who [2:44:44] are you suggesting well well pardon me I [2:44:46] would suggest since I had the floor I [2:44:48] would suggest Mary Katherine because [2:44:49] she's very interested in it right so for [2:44:51] something like this and come back and [2:44:52] keep us surprised of it unless there's [2:44:54] two other counselors that want to sit on [2:44:56] I'm [2:44:58] fine M no I'm fine with that so are you [2:45:03] willing to accept this responsibility I [2:45:05] would thank you all right make it all favor of Mary C's [2:45:13] appointment congrat ulations thank [2:45:17] you okay so [2:45:29] yeah sry that's [2:45:37] okay next we go into uh the Amo watch [2:45:42] file be it resolved the council receive [2:45:44] the watch file newsletter from the [2:45:46] association of municipalities of Ontario [2:45:48] dated September 14th and 21st 2023 for [2:45:53] information R [2:45:55] seconded by count Deputy Mayor stobber [2:45:57] second by Council answorth any [2:46:00] discussion all in [2:46:02] favor motions [2:46:08] carried next we have [2:46:11] 1776 the [2:46:14] mmah responding to the hosing [2:46:16] affordability task force [2:46:18] recommendations whereas the acting CAO [2:46:21] fire chief directed planning staff to [2:46:23] review the correspondence from the [2:46:25] minister minister of Municipal Affairs [2:46:27] and hosing [2:46:28] mmah and repair a report and [2:46:31] recommendation to council regarding the [2:46:34] ministers responding to the hosing [2:46:36] affordability task force recommendations [2:46:39] and where a staff request that the [2:46:41] mmah provide the township of AL C and [2:46:45] extension on the ministry's deadline for [2:46:47] responses October 16th an extension [2:46:50] request was denied and whereas the [2:46:52] ministry requested that heads of council [2:46:55] provide the information that was [2:46:56] requested therefore be resolved the [2:46:58] council received this corresponding from [2:47:01] mmah and further [2:47:03] that be it resolved that Mayor John Lal [2:47:06] will provide council with a copy of his [2:47:08] letter to the mm ah at a future meeting [2:47:12] moving to [2:47:13] seconder move by Deputy Mayor St second [2:47:16] by Council eworth any [2:47:18] discussion all in favor motions [2:47:23] carried [2:47:29] 74 mayor is this something that we're [2:47:31] going to fill out those five uh the [2:47:34] spots there the questionnaire or sorry [2:47:37] um putting number ideas in there is [2:47:39] there something as staff that we're [2:47:40] going to do staff preparing something [2:47:43] for me that I have to [2:47:45] okay planning planning planning is [2:47:48] helping me do that we're meeting next [2:47:50] week okay next Wednesday we're make sure [2:47:53] we've got it all done good next we have [2:47:57] 177 L Trent conservation 2024 draft [2:48:01] budget the township of alen mccalman [2:48:04] received the L Trent conservations 2024 [2:48:07] draft budget letter and attachment for [2:48:09] information and consideration during the [2:48:11] Township's 2024 budget process ru [2:48:15] second by councelor Booth seconded by [2:48:19] councelor eworth any discussions [2:48:22] councelor Booth I'll start on it first I [2:48:26] guess um I believe if I'm correct I [2:48:29] think the um Rona is her name Ronda comes here before Council and [2:48:35] talks about her budget but I got a big [2:48:37] problem with this reading this this is [2:48:39] asking for a 19% increase which means [2:48:42] we're going to be paying 23,000 [2:48:45] $247 [2:48:47] more and I'm sorry I just don't buy the [2:48:52] uh the arguments that they're saying [2:48:54] that uh several factors include uh the [2:48:58] 4.9% consumers price index increase in [2:49:01] minimum wage you know decrease in [2:49:04] surplus funds but then they're looking [2:49:05] at taking [2:49:07] 2.25 uh temporary employees and making [2:49:09] them full-time and I bring this up [2:49:12] because this happened with last year's [2:49:14] Council too is that I believe and don't [2:49:16] quote me on the numbers but I believe [2:49:18] Trent uh Conservation Area was very high [2:49:21] either eight or 9% and ganaraska was [2:49:24] like at two or three per. and I can't [2:49:26] see why every year it seems to be that [2:49:29] Trent is double triple what the other [2:49:32] Conservation Area is asking for so I'm [2:49:35] hoping that Council here would agree [2:49:38] that we could ask staff to bring us back [2:49:41] a report at the next meeting just for a [2:49:44] very quick comparison of for the last [2:49:46] five years and I'm sure it could be done [2:49:48] by the treasurer very quickly what [2:49:51] ganaraska is increase has been for the [2:49:53] last five years and what trents has been [2:49:55] for the last five years so we have some [2:49:57] numbers to look at so that when she [2:49:59] comes and makes a presentation that we [2:50:01] can you know ask some big questions I [2:50:04] know if we as Town's Council to hold the [2:50:06] public we were increasing the taxes by [2:50:08] 19% none of us would be here the next [2:50:13] time [2:50:15] thank you Greg mik through you Mary logo [2:50:19] yeah and and councelor Booth is Right [2:50:20] mostly because I I um I talked to Ronda [2:50:23] before we came to the meeting and it's typically to cover those two uh [2:50:27] part-time people because they're just [2:50:30] they're overworked uh they've had their [2:50:32] own um provintial cuts and [2:50:36] um the uh you know and I agree with [2:50:40] councelor Booth it's it's something that [2:50:42] like any other thing should be [2:50:43] negotiated and I think that's suppos [2:50:44] that we should take with [2:50:48] it uh didn't I also see somewhere where [2:50:51] it said they were actually Al they did [2:50:53] want to add two and a half people some [2:50:54] of their work was going to be the [2:50:56] expected [2:50:58] in was expected to be what some of the jobs they were going to be [2:51:03] needing less to do well with legislation [2:51:07] from The Province there's a lot of [2:51:08] things that they're they're not [2:51:09] responsible for anymore I I guess my one [2:51:13] question through you your worship maybe [2:51:15] Nancy would be I don't know how this [2:51:17] actually works if we don't approve of [2:51:20] paying an extra 19% how does that work [2:51:22] do we even get a [2:51:25] choice because we're one of like six or [2:51:28] seven groups that are in there and [2:51:30] there's uh Municipality of Trent which [2:51:33] is going to be asked for almost a [2:51:34] $100,000 more increase I can't see them [2:51:37] being very happy with something like [2:51:39] that either so what happens if if we [2:51:42] vote as Council to say we don't agree to [2:51:43] a 19% % increase does [2:51:46] that maybe you can answer Nancy I don't [2:51:49] know for you mayor logo um excellent [2:51:53] question and I don't actually have an [2:51:56] answer to that so uh right now the res [2:51:58] the recommended resolution is to Simply [2:52:00] receive it for information but we can [2:52:02] certainly um if you'd just like to um [2:52:05] move a a motion and get a second or we [2:52:08] can get that information and bring it [2:52:10] back if Council so chooses prior to the [2:52:13] budget process like for [2:52:16] information through you mayor Nancy then [2:52:20] if this has a a budget impact uh and [2:52:23] we're required to pay do we have [2:52:25] representation on their on their board [2:52:28] by way of committee or otherwise that's [2:52:30] you so through your mayor to council [2:52:32] answorth were you consulted about this [2:52:35] budget and were you part of the [2:52:38] process uh through you mayor logo yeah [2:52:41] it came up at our last meeting but it [2:52:43] was already prepared [2:52:46] preped so there was a group of uh a [2:52:49] group of counselors that sat on a a [2:52:51] budget board [2:52:53] committee and this was put together my [2:52:58] understanding through your mayor would [2:53:01] you be able to give the information to [2:53:03] Nancy who was on that board what what [2:53:06] communities they represented and again [2:53:09] going back to my question were you [2:53:11] consulted about this budget process or [2:53:14] during this budget process or were you [2:53:16] presented to yeah no it was just [2:53:19] presented to us so yeah so the rest of [2:53:21] us so literally I think I believe there [2:53:23] was three on the committee three or four [2:53:25] I think and um so they just came back [2:53:28] and presented it to [2:53:29] us so and there was some push back at [2:53:32] the meeting already with it so um um I'm [2:53:36] sure they're expecting [2:53:40] it okay go ahead so could I add an amend [2:53:44] then what you said mayor was uh if we [2:53:46] could ask staff to come back at the next [2:53:49] meeting with a comparison of the last [2:53:51] five years between both conservation [2:53:53] things what their annual increas has [2:53:55] been and what was it that you said John [2:53:58] you wanted us to can't remember now just [2:54:02] I'd like to see you know they mentioned [2:54:03] a 19% increase and they mentioned the [2:54:05] four and a half specifically and then [2:54:08] the four 4.9 was it for well they said [2:54:12] 4.9 for consumer pric index increase in [2:54:15] the minimum wage for part-time staff [2:54:17] which I can't I don't know how many [2:54:19] part-time staff they have Mike but you [2:54:21] know a dollar there's a 15 all I'm [2:54:23] saying there's a 15% increase with no [2:54:26] explanation they've got one of them [2:54:28] names which is four and a half of and [2:54:31] actually the amendment would be Nancy [2:54:32] what you said which was you could come [2:54:34] back to us answering the question is [2:54:36] what happens if we as a council say [2:54:39] no I don't I don't know who seconded it [2:54:42] if they'd be okay with that that was [2:54:47] councilth are you okay with that Mike [2:54:49] the two amendments they come back with [2:54:51] the comparison and the answer is what [2:54:54] happens if we don't want to [2:54:57] pay and they aren't they asking for this [2:55:00] to be done by the middle of November so [2:55:02] they can get their budget this is the [2:55:06] draft well the funny thing is the report [2:55:09] asks for information for us for our [2:55:12] budget considerations but we don't do [2:55:14] our budget until January but they want [2:55:16] to know they're doing their budget now [2:55:18] and that's what Catches Us all little [2:55:20] every year doesn't it [2:55:23] yeah so basically if you say yes you're [2:55:26] committed to that number come January [2:55:28] that that number is already in [2:55:32] there and I guess maybe another question [2:55:35] John you could answer Mr Mayor is do we [2:55:38] have to belong to the lower Trent [2:55:39] Conservation Area is that [2:55:42] mandatory or are people allowed to if [2:55:45] they don't agree with it [2:55:47] to I I I don't know but I expect that [2:55:50] there's something on the municipal act [2:55:51] that says and and I believe there's a [2:55:53] lot of implications through you mayor [2:55:55] logal uh for planning as well as um uh [2:56:00] some of the building issues as well and [2:56:03] potentially Transportation three that I [2:56:05] can think of off the top of my head [2:56:06] certainly [2:56:08] planning and it would be more more than [2:56:11] if I [2:56:12] may it would be more than what we are [2:56:15] paying here if we have to start going [2:56:17] and Hiring Our Own people to do these [2:56:22] things but we're paying for that no but [2:56:25] if we if we decided to leave okay lower [2:56:30] Trent but then you're saying you think [2:56:32] we're mandated to use a well I I know I think that if there's something [2:56:38] special that they're doing where we ask [2:56:39] them to to uh give an opinion on on a uh [2:56:43] build uh build [2:56:44] plan or something like that that they [2:56:47] actually send us a bill for that do they [2:56:50] that's on top of what we're paying now [2:56:52] on top of on [2:56:54] top or whatever it is every time that you give them uh you ask [2:57:00] them for their comments yes you're buil [2:57:02] to that a well if that's the case I [2:57:05] definitely want to look into it because [2:57:07] we're going from [2:57:09] 122,000 to 145,000 increase that's huge [2:57:21] you want to get Nick and cruy involed [2:57:24] want to ask Nick and cruy any questions [2:57:26] or we let da do that we [2:57:29] can yeah if you just research it for us [2:57:32] next time you come back with it they [2:57:34] yeah and are they coming have they asked [2:57:36] her the delegation to council [2:57:40] yet no I don't I don't believe so don't [2:57:44] we normally do that right she usually [2:57:45] comes in the fall and does her [2:57:47] presentation and because I remember this [2:57:50] came up last year too yeah it's come up [2:57:54] many there's a big discrepancy in in [2:57:56] both of the conservation and I know we [2:57:59] have more more land with the lower Trent [2:58:02] one but it's the percentage that I'm [2:58:04] concerned of is if you're raising the [2:58:06] total budget by 19% and one of them is [2:58:09] Raising it by 5% there's a huge [2:58:11] difference of and I believe I know why [2:58:14] because when I served on ganaraska and [2:58:16] this is just what I noticed is when coid [2:58:19] hit with ganaraska they were very [2:58:21] efficient with any part-time staff or [2:58:23] temporary staff that they had in that [2:58:25] they cut them all they to try and save [2:58:28] money because the the uh Center wasn't [2:58:31] open anything that they didn't have to [2:58:33] have stuff they said I'm sorry we you [2:58:35] know you're temporary or whatever we I [2:58:37] don't think that's happening and Trenton [2:58:39] Mike maybe you can answer it seems like [2:58:40] they want to take these part-time people [2:58:43] and make them fulltime time when a time [2:58:44] when things should be less work for them [2:58:47] instead of more but that's just my [2:58:50] opinion is there anything is there any [2:58:52] sense in proceeding with what Dave was [2:58:54] saying about the committee and who's [2:58:57] involved in [2:58:59] whe mayor um Mike answorth I believe is [2:59:03] going to grab that information for us [2:59:05] yeah he's you're going to get that [2:59:06] information yeah and you'll give that to [2:59:08] staff and then they'll do what they [2:59:10] think is necessary that's good all in [2:59:13] favor [2:59:15] motion's [2:59:25] carried uh resolution regarding this is [2:59:28] 178 resolution regarding amendments to [2:59:30] the highway traffic act whereas the motion uh through loo kind of but we've [3:01:50] had discussions on this this item [3:01:53] through budget time right so I [3:01:57] mean to me it has to be a budget item [3:02:00] even if we're going to continue with [3:02:01] that that was it has to be it has to be [3:02:04] budget I agree [3:02:08] yeah anybody else got a comment coun [3:02:12] Booth I'm not sure what [3:02:14] councelor O'Neal can explain it or [3:02:15] something but I believe in past councils [3:02:18] they used to come and have a three-year [3:02:19] deal with us or something where they [3:02:21] would say this is what it is for the [3:02:23] next three years and then we put it in [3:02:25] there this now is saying that we're [3:02:27] going up to $ [3:02:30] 9,967 so it looks like they're [3:02:32] increasing from last year but I would [3:02:34] agree with you like to just postpone the [3:02:36] discussion okay if you've got questions [3:02:39] you can just call me and when it comes [3:02:41] back I'll be prepared okay [3:02:45] further [3:02:46] comments um through May so how long are [3:02:50] we going to postpone [3:02:51] it what sorry until they come back [3:02:54] during Grant discussions as part of [3:02:56] budget the same as they did last year [3:02:58] councelor in [3:03:00] okay all in [3:03:02] favor motions [3:03:12] carried [3:03:16] next one is 1711 birds eye view game [3:03:20] farm any [3:04:48] discussion go ahead well I just say um [3:04:53] that I noticed in Reading uh further it [3:04:56] is just for the period of one day yes [3:04:59] and I don't believe that reads like that [3:05:01] but it it's known so um that would be [3:05:06] I'm good with [3:05:08] it it's within the Bible it's on the B [3:05:11] yeah okay that's in bylaw you heard that [3:05:15] okay um any further discussion all in [3:05:19] favor motion's [3:05:32] carried number [3:05:35] 20 oh announcements thank [3:05:37] you uh and today we start off with [3:05:40] counselor Mary CER all right um [3:05:45] I notice that's only for [3:05:51] information um just that the Ros need [3:05:54] fair was a huge success this year H [3:05:57] congratulations to the egg society that [3:05:59] is volunteers coming together and [3:06:01] pulling off a really large event I want [3:06:04] to commend them on continuing to make it [3:06:06] free admission for children and I'm [3:06:09] going to add to that I saw a lot of kids [3:06:11] walking around with bed eggs to take out [3:06:14] on Halloween full of information on fire [3:06:17] safety and it did look like they were [3:06:19] very thrilled with that and um there [3:06:22] were more Youth and Home and Garden [3:06:26] um submissions and there has been for a [3:06:28] number of years which was wonderful to [3:06:30] see and uh just a shout out to the [3:06:33] firefighters in general they were there [3:06:36] during the day with the safety trailer [3:06:40] and then they were there in the evening [3:06:41] as well to support the events and they [3:06:44] looked professional and and did a great [3:06:46] job and just I did notice as I was [3:06:50] driving down here that the Fire Halls [3:06:52] are looking beautiful with the planters [3:06:53] out front and uh everything [3:06:57] so thank you Mary C councelor Booth yeah [3:07:00] just a reminder that if anybody wishes [3:07:02] to have tickets for the musical shout [3:07:05] sisters which is being put on by the [3:07:07] library which is on October 21st at 7 [3:07:12] p.m at St George Anglican Church it's [3:07:14] $20 a ticket and there's a show and then [3:07:17] desserts afterwards you can just come [3:07:18] and see me that's it thank [3:07:22] you um Deputy Mayor [3:07:26] stelber um i' just like again to uh [3:07:29] commend the Ros Fair on having such a [3:07:33] great [3:07:34] fair I know they had um a few hiccups [3:07:38] and uh I commended uh Miss Foreman on [3:07:43] her quick turnaround and responses to [3:07:46] get things done when there was an issue [3:07:49] and uh it it was really good to see such [3:07:53] Community [3:07:54] Spirit uh councelor Booth I have my [3:07:56] ticket I'm not sure if I'm going to be [3:07:58] able to attend that day I have a another [3:08:01] event but I I have got my ticket and I [3:08:05] just like to um wish everybody a Happy [3:08:08] Thanksgiving and uh it's going to be a [3:08:11] good weekend [3:08:13] thank you c [3:08:16] r through you Meritt I I'd like to make [3:08:20] a notice a motion another one here today [3:08:23] that staff put together a red flag [3:08:25] system on our budget because we've had [3:08:28] so many overages on our budget [3:08:30] already um the the [3:08:35] um the uh report that came to us today [3:08:38] there was between budgets and actuals [3:08:40] they were you know they were over there [3:08:43] and um so I would just like to see us [3:08:46] have some kind of a red flag system that uh managers are or U you know talk [3:08:54] to about their budget before they're [3:08:55] getting over because I mean some of it [3:08:57] when it's actual or it's um like a [3:09:00] budget number for the quarter you know [3:09:02] they might be over on the quarter but [3:09:03] they're under on on the on the yearly [3:09:05] one so we really don't count it until [3:09:07] they're over on all of it so can we [3:09:10] catch it [3:09:11] earlier so we don't get these to us all [3:09:13] the [3:09:16] time [3:09:17] ahead I can address that in Nicole's [3:09:20] absence Council answorth um and In [3:09:22] fairness to to Nicole her and I have not [3:09:25] been able to have our meeting and we do [3:09:27] have that planned for [3:09:29] Thursday [3:09:30] um uh when it comes to the quarter [3:09:34] reporting uh some things that are within [3:09:37] the budget [3:09:40] um take up the entire budget line um [3:09:44] they're not necessarily Broken Out In [3:09:45] quarters especially when it comes to [3:09:47] purchasing uh so that that makes it a [3:09:50] little bit [3:09:51] misleading um there's another aspect in [3:09:54] that is the computer system that we're [3:09:55] using called Keystone um I got to have a [3:09:58] look at it yesterday and In fairness to [3:10:01] Nicole I would like to meet with her [3:10:03] before I bring that back to council uh [3:10:07] the program that we implemented here is [3:10:08] not at the hands of Nicole um but the [3:10:11] program that we do have will say [3:10:17] is not very up todate so there's many [3:10:21] things in the accounting systems that we [3:10:23] do need to be able to do one of which [3:10:24] you've [3:10:25] identified um uh we do need to give our [3:10:29] senior staff access so that they can [3:10:32] track but we also need something that is [3:10:35] a lot more userfriendly [3:10:36] um I was sadden to see that QuickBooks [3:10:39] is a lot further ahead than a robust [3:10:42] Municipal program like Keystone so we [3:10:44] have we have we have some work to do and [3:10:47] it will get sorted [3:10:49] out [3:10:52] okay so do I so I guess then do I need [3:10:56] my motion if I can rely on that report [3:11:00] okay then I'll [3:11:02] withdraw [3:11:06] thanks um I to attended all pardon me [3:11:10] RNE and it was very very good it was so [3:11:13] stick and hot though that anybody was [3:11:16] there was suffering almost but it was it [3:11:18] was much better than the snow that I [3:11:20] seen flying around with that as well [3:11:23] they had a a fantastic Saturday [3:11:25] unbelievable Saturday and I believe [3:11:28] Sunday was went very [3:11:30] well2 didn't didn't hear the results for [3:11:32] somebody but I didn't hear that I also [3:11:34] attended the um alderville national day [3:11:38] of Truth and [3:11:39] Reconciliation very well attended by [3:11:43] uh lots of people that were dressed in [3:11:46] the orange shirt dat and really it was [3:11:49] really uh lasted for about an hour and [3:11:52] 15 minutes there was lots of people [3:11:54] there that were busing them in from the [3:11:56] uh it was held at the medical center uh [3:12:00] because they they were afraid to used [3:12:02] the the road because of all the business [3:12:04] busy with the uh with the ACCC and or [3:12:07] pardon the bear going I also attended [3:12:10] the evening in Port hul for the change [3:12:15] aspiring [3:12:16] change and they showed about half an [3:12:19] hour 40 minutes of a um they went [3:12:24] directly to Winnipeg and showed the [3:12:26] Museum [3:12:30] of um Museum of can't think reg way [3:12:35] putting it now basically uh rights [3:12:38] freedom and rights and they had a museum [3:12:41] there was beautiful actually [3:12:43] but that so that lasted for about half [3:12:45] an hour and the other portion of it [3:12:47] which is much better as a panel [3:12:49] discussion of two um female First [3:12:53] Nations [3:12:54] ladies uh one was the mother and one was [3:12:57] the daughter and they talked about all [3:13:00] the things that they've been exposed to [3:13:01] in the last several years they didn't [3:13:04] talk too much about missing children but [3:13:06] it was we did talk about not other [3:13:09] things and what I found particularly [3:13:11] interesting was that when a First Nation [3:13:15] lady married her a white person husband [3:13:20] she lost all of her um rights [3:13:25] status and that was not the reverse so [3:13:29] it was very very surprising to me and [3:13:33] certainly not not the best way to be as [3:13:35] far as in my [3:13:37] opinion uh that's it except for the [3:13:41] proclamation [3:13:45] uh local government week whereas the [3:13:47] week of October 15 to 21st is local [3:13:49] government week in intario and [3:13:51] opportunities to reflect the vital [3:13:52] Services delivered by Municipal [3:13:54] governments and whereas Municipal [3:13:56] governments play a vital role in helping [3:13:58] the to define the character priorities [3:14:02] physical makeup and quality of life of [3:14:04] communities across inario there now [3:14:07] therefore be it resolved that I John L [3:14:09] on behalf of the Council of the township [3:14:10] Val mman do hereby join with Partners [3:14:14] such as the onaral Ministry of Municipal [3:14:16] Affairs and hosing and the association [3:14:18] of Municipal municipalities of Ontario [3:14:20] in acknowledging and celebrating the [3:14:23] work of local municipalities by [3:14:25] proclaiming October 15 to 21st 2023 as [3:14:29] local government week signed by yourself [3:14:32] dated October 3rd and thank you very [3:14:35] much for putting that together that was [3:14:36] very well [3:14:39] written well thank youand I love that [3:14:44] perfect and the next one is a [3:14:47] proclamation child care worker and early [3:14:50] childhood education appreciation day [3:14:54] this is on October 17 2023 and whereas [3:14:58] years of research confirms the benefits [3:15:01] of highquality child care for young CH [3:15:04] children's int intellectual emotional [3:15:07] social and physical development and [3:15:09] later life outcomes and whereas child [3:15:12] care promotion promotes the well-being [3:15:15] of children and responds to the needs of [3:15:17] parents and the broader Community by [3:15:19] supporting quality of life so that [3:15:22] citizens can fully participate in and [3:15:25] contribute to the economic and social [3:15:27] life of their community and whereas [3:15:29] training and knowledgeable Early [3:15:32] Childhood Educators and Child Care staff [3:15:34] are the key to Quality in early learning [3:15:38] and child care programs and Champions [3:15:40] for
