So, yeah, just one item [3:31] today, which is great, and it's already [3:32] been through the commission once, so [3:34] hopefully that will make it even faster. [3:36] Um, so just as a reminder, this is the [3:38] 512 commercial site plan which is [3:40] proposed for 168 South Main Street and [3:44] it's to support their it's a new [3:45] commercial building or addition for [3:47] their building that's currently there. [3:48] That's uh that is to support their [3:50] ongoing operational needs and provide [3:53] more space for their nonprofit ventures. [3:55] Um, just as a reminder down here you can [3:57] see that what they do is they are hoping [4:00] to help feed children that go home [4:02] hungry on the weekends and um and just [4:06] aid those students in need so that uh [4:08] kids are are fed. Um so really a great [4:11] thing. Um, so the last time we looked at [4:14] this uh was on June 2nd and there was [4:17] some requests from the planning [4:19] commission to update their building [4:21] design to try to meet the historic [4:23] gateway design guidelines uh more fully [4:25] and so that was that's what the [4:27] applicant has sought to do. Um they've [4:29] provided a site plan that overall meets [4:31] the code requirements. Um the building [4:33] takes on an industrial look with dark [4:35] brick and black metal trims and accents [4:37] to complement the main material. the [4:40] landscaping requirement of 20% is is [4:42] being met. And I say on here, uh, they [4:45] might fall out of compliance when they [4:47] build their new building. Um, since I [4:49] sent this packet out, they've actually [4:51] sent an updated, uh, landscape plan to [4:53] me, which I'll show today. Um, and I [4:56] think that they're showing that now they [4:58] will meet that requirement even after [5:00] the building is is built with no [5:02] question. Um, so that's great. Um, there [5:05] is a water tank proposed for the site. [5:09] um which will need to be evaluated for [5:11] compliance at a later date um because it [5:14] might be considered an accessory [5:15] structure in the front setback. Um so at [5:19] this time we're just saying that they [5:20] should put call that the future proposed [5:22] water tank. Um I don't think we get many [5:25] proposals for those on on commercial [5:27] site plans. So uh it's something we need [5:29] to evaluate further. [5:31] >> Yeah, for sure about it. real quick, [5:32] give us some guidance because uh I've [5:34] been on the planning commission here [5:36] almost a decade and this is the first [5:38] water tower [5:39] >> I've ever seen come through. Um so I [5:41] don't I don't I don't quite know how we [5:43] handle that today. So let's assume that [5:45] uh because we don't exactly know how to [5:48] handle that today. Uh suggestions from [5:50] the city on what we do with that. [5:53] >> Yeah. [5:54] >> Assuming let's just assume [5:55] hypothetically that that all other [5:57] aspects of the application meet uh [6:00] ordinance. [6:02] Yeah. Yeah. Exactly. And I would say, [6:04] yeah, I've talked to our city [6:05] administrator about it and I think he [6:07] was a little unsure as well. So, um I [6:10] think the commission can recommend to [6:12] have that removed from the site if they [6:13] wanted to or just we have it here is [6:16] that they should label it as a future [6:18] proposed water tank. Um it's I think [6:20] it's labeled currently as proposed water [6:22] tank. Usually adding the word future to [6:24] a site plan shows that it's definitely [6:26] not under consideration at this time and [6:28] will be considered at a later date. [6:30] >> So, So what would be the process if [6:34] >> if applicants for example, not saying [6:38] this would happen or would have to [6:40] happen, but if applicants removed that [6:43] uh today or agreed to to remove that and [6:46] a recommendation went through [6:49] SANS, the water tower, [6:52] >> if if that was something that wanted to [6:54] be proposed and built at a later time, [6:56] could it be? [6:58] >> I Yeah, I would say they could. It would [7:00] just be like any other accessory [7:01] structure proposed for a site. Um [7:23] and then oh there is just a comment that [7:25] uh to make sure that the streetscape [7:27] element required uh is being met along the sidewalks. So um we looked at [7:33] this last time. This was just from the applicant just talking about [7:36] the project. So we'll just kind of skip [7:38] over that today um unless you have any [7:40] questions on it. So yeah. So, we would [7:43] recommend that the planning commission [7:45] send a positive recommendation to the [7:47] city council for the proposed site plan [7:48] for the new 512 commercial building at [7:51] 170 or 168 South Main Street with a [7:53] condition that the streetscaping [7:55] requirements be met and that the water [7:56] tank be labeled as a future proposed [7:58] water tank on the site plan. [8:00] >> Okay. Flesh out a little bit for us more [8:02] with the uh that the streetscaping [8:04] requirements be met. [8:06] >> Okay. Yeah, let me pull that up in here. [8:12] So, this is just part of our, as you [8:14] well know, the uh his gateway historic [8:17] design guidelines require streetscaping. [8:20] Uh, every 30 feet along sidewalks needs [8:23] to have some sort of streetscape [8:24] feature. And then there's the list right [8:26] there of different types of features [8:28] that can be included there. Um, [8:32] so we would look for something like that [8:35] uh along the sidewalk. [8:38] Uh obviously this building is set way [8:40] back on the site so it's definitely more [8:43] of a concern maybe when a future [8:45] building comes in but it is part of the [8:46] requirement so we are including that [8:48] now. [8:49] >> Yeah that's that's what I wanted to just [8:51] flesh out with you a little bit is that [8:53] um again I I don't know timing or time [8:56] frame and um but but at some point [8:59] there's a family office or or an [9:01] additional a building that's going to go [9:03] in [9:04] >> that will front [9:06] >> Main Street. Um, and obviously that's [9:08] going to come with a landscape plan. And [9:11] so because this is set off set so far [9:14] back off the street, I think what they [9:16] have proposed is what basically to seed [9:18] that area. I know on the north side of [9:20] it there is some landscaping and then [9:23] most of that area of the future proposed [9:26] uh 13,000t office building, there's a [9:28] proposal to just more or less seed that [9:30] with native grasses. Right. [9:33] So, I think right here you can see [9:34] they're calling it mulch right now, a [9:37] river rock mulch. So, um so there will [9:40] be landscaping there. Um I guess it's [9:43] just up to the discretion of the [9:45] commissioners to to determine if they [9:47] feel like they should be meeting that [9:48] requirement. Now, obviously, no future [9:50] is guaranteed, so we wouldn't want to [9:53] maybe skip it just in case the building [9:56] can't go in in the future, but [9:59] >> Okay. [10:00] >> Yeah. [10:04] All right. And now I'll just show the So [10:07] this is yeah the is the updated site [10:08] plan they sent to me later. This wasn't [10:10] part of your current uh the packet I [10:12] sent over the weekend. Um but yeah, this [10:15] clearly shows that they will meet the landscaping requirement even after a [10:19] future office building is approved there [10:22] if that is the case in the future. Um, [10:24] and you can see the green shows all the [10:26] landscaping area [10:29] as well as the landscape plan we just [10:30] had up. Uh, has all the details of that. [10:33] But, [10:36] all right. So, let's just go to the [10:37] rendering real quick and then I will [10:40] turn it back over to you guys. [10:59] And now they've proposed this as their [11:02] exterior material rendering. [11:05] [snorts] So you can see there's a lot of [11:06] dark brick here. [11:09] That is the main material that's being [11:11] used. And then there's uh there's [11:15] different metals being used as well uh [11:17] to complement and accent the building. [11:21] parapit walls. The the height of the [11:23] structure is 28 feet to the to the top [11:25] of the parapit. [11:31] Variety of windows there. [11:35] And [11:38] yeah, like I said, just different types [11:39] of uh of metal being used for for accent [11:43] both siding and [11:46] also these these smoke smoke stacks are [11:48] noticeable. I don't believe they'll be [11:50] emitting any smoke, but just for design. [11:53] Um, nothing in the historic gateway [11:56] design guidelines uh prohibits those, [12:00] but it's a definitely unique feature. [12:05] And let me go pull up this. [12:11] You can see the water tank there. So, [12:13] the current site plan doesn't show the [12:15] water tank here on the side of the [12:16] building. It's It's up towards the front [12:18] of the site towards the front property [12:20] line, but it's just used there as [12:22] reference. Um, classic Alpine cars [12:26] there. And he loves the historic [13:23] and very interesting and unique [13:26] projects. And so where we've been and where we're at, he we're very [13:35] comfortable and confident in that it's [13:37] going to turn out exceptional. And uh [13:39] yeah, trying to recreate some history [13:42] right here on his site with uh this [13:45] design and these ideas overall. And uh [13:48] yeah, I want to answer any questions [13:51] that you may have though about the [13:53] project. [13:53] >> Yeah, sure. Kaden, can you pull up the [13:55] rendering? [13:58] » I'm sure this is your fine work, Dallas, [14:01] right? [14:01] >> Well, in a way, yes, but uh the [14:04] rendering itself came from AI [14:07] >> amazingly. And so I'm like already [14:10] fearful all of us maybe. Okay. [14:12] >> Yeah. [14:14] On this rendering that is is inaccurate. [14:20] >> Yeah. So, it had its limitations as we [14:24] plugged in the more simplified version [14:27] of the design that you've seen [14:29] previously, kind of the plain 2D [14:30] elevations, and then it kind of um [14:34] renders and romanticizes the building [14:36] itself. And so, the windows are a little [14:38] bit different in the rendering versus [14:41] the formal elevations. The proportions [14:44] even slightly different. As I measured [14:46] it, this came out about 75 feet in [14:49] length when the building's actually 100. [14:51] So the the AI program didn't get things [14:54] 100%, but it captures the essence. And [14:57] you know, concept sketches and [14:59] renderings have always been close [15:02] representations of what the final will [15:04] be, but then the technical drawings are [15:06] very accurate and would represent final [15:08] dimensions and lengths and and that uh [15:11] kind of for comparison. So if you look [15:14] generally at this, you capture the [15:15] flavor and [clears throat] you get the [15:18] specifics from the kind of boring 2D [15:20] drawings. [15:20] >> But but but you are planning on uh it [15:22] looks like you've kind of got some [15:24] reproduction period type of of the the black lamps. [15:30] >> Yes. [15:31] >> The the the canopy over the the front [15:33] doors. [15:35] >> Yes. [15:36] >> So there there are the majority of the [15:38] details captured in this rendering that [15:40] we would propose the canopy and such. [15:42] Did you by chance bring a brick sample [15:44] with you? [15:45] >> Uh there is one in my truck or in my in [15:49] my car that's actually not here and so I didn't uh bring one. But th this would [15:55] be, you know, a more more [15:59] rustic type of brick, but a a darker red [16:03] similar to this. And I could certainly [16:05] bring that. [16:05] >> But I see a lot of architectural [16:07] details, for example, around the [16:08] windows. Um what' you call those ones, [16:10] Sean? Soldier soldiering. [16:12] >> Soldier course. Yes. [16:14] >> Makes that transition so beautiful. [16:16] >> Yeah. So the the brick detailing was the [16:19] difference maker in these buildings [16:21] historically. The material itself was [16:24] pretty expensive and the labor was [16:26] pretty cheap. So they would add all [16:27] kinds of details around windows and [16:29] cornises that made the projects [16:32] beautiful. And [16:34] that's different now for us. The labor [16:36] is what's so expensive and the bricks [16:38] are pretty cheap themselves. But we [16:39] would like to use those in a way that [16:42] would feel accurate and kind of bring [16:46] some presence to the building and make [16:47] it feel like it may have been here for a [16:49] hundred years. [16:50] >> 1924. Is that what's that about? [16:53] >> Uh I think that's a liberty that the [16:55] computer took. But so we might put like [16:57] a 2026 [16:59] up there instead. Sorry. We hadn't [18:14] anticipated refinishing the existing [18:18] building for the sake of cost and and [18:21] that trade-off of what they can do as a [18:23] charity versus what they can do with the [18:25] building itself. But uh we're so so this [18:31] >> discuss that if we need [18:32] >> this portion of the building Dallas [18:33] that's over the entryway that has the [18:35] 512 5.12 logo that is that kind of a [18:39] parapit that is does it break up the the [18:42] roof line? Is that what that is? [18:43] >> It will. So it it comes out from the [18:46] main volume of the building by I believe [18:49] 3 foot 4 in which is a brick increment [18:53] and then it's also a couple of feet [18:55] taller than the rest of the building. So [18:57] we've used that strategy to vary the [19:01] roof line and bring interest to it and [19:04] hopefully comply with the guidelines of [19:06] the historic district. It didn't [23:59] feel good and so we just changed [24:00] directions and uh but he wanted to make [24:03] sure that what we design now will work [24:05] for the entire project and so it would [24:08] be similar in style to this. [24:11] So, John, I think the way it sits right [24:14] now on the landscape plan is that on the [24:17] east side of this property along Main [24:20] Street, right around the west side of [24:21] Main Street, [24:22] >> it would be I think I heard it was some [24:25] like Is there a sidewalk along there, [24:27] Kaden?
