[0:08] Great. >> Is there something underneath it that's [0:10] unrelated or No, I made two. Okay. >> Yeah. Thank you. [0:15] [clears throat] [0:23] Hit record. >> What [0:25] » did you hit record? >> I did. [0:26] » Okay. You didn't start broadcast. I hit that a while ago. [0:30] » Okay. Okay. Sweet. >> Do you want to go check? [0:34] » No. >> If you're recording, you can always just [0:37] upload it later. >> Oh, I know. But you want to you want to [0:41] go check? >> Yeah, sure. [0:44] » You got to go out. >> Okay. [0:50] Plug in my car. I'll be right back. [1:00] You're a good teacher. [1:09] » Okay. >> Thank you very much. [1:13] » Of course. >> We're going to wait a moment for Pat [1:20] plug in his car. [1:26] That's what you're doing. Okay. >> First thing, [1:28] » I did a wellness check on her yesterday. >> Yeah. Go. [1:31] » Yeah. She's not looking great. >> Oh, no. [1:35] » She's She came to the gate. [1:41] [clears throat] [1:44] Okay. Well, we will start. Pat will probably [1:49] come in as we're getting going. We're going to call this meeting to order. [1:52] [clears throat] It is 6:03. [snorts] Uh tonight we are going to be [1:56] led in the flag salute by Seielson Howry, a soon to be fourth grader. [2:06] Please stand. [2:15] » I aliance to the flag of the United States of America and to the republic [2:23] for which it stands, one nation under God, indivisible, with liberty and [2:30] justice for all. >> Thank you, Filson. [2:36] Okay, we'll do roll call and establish a quorum. Council member Amberelli, [2:41] » present. >> Council member Braggstead, [2:45] » absent. Susan has pneumonia and won't be with us tonight. Council member Cheryl [2:51] » here >> and Staples. We have a quorum just [2:55] barely. Nico's come back from vacation in Pi Valley just so this meeting could [3:00] continue. So, thank you, Nico. Tonight, the first order of business, [3:06] and the reason we need a quorum besides shutting the door, thank you. Is to [3:12] appoint a seating to the open seat on city council because Melanie Ang um [3:18] resigned. She moved to Sutter Creek and because of change of uh jurisdiction, [3:23] could no longer serve on council. Tonight, we have um two letters of [3:28] interest. one from Steven Ta and one from James Monday. I want to state [3:33] before going any further that I wish we had two open seats on council because we [3:37] have two highly qualified, very capable individuals who would be of tremendous [3:42] benefit to city council. And before going further again, I want to remind [3:48] folks this is a six-month appointment. It is through December 26. In August of [3:54] 26, there will be an election because in January there will be three seats and [4:00] there will be I hope James Monday and Steven Ta who will both run for one of [4:07] those three seats who in January [snorts] can both be sworn in. Tonight [4:12] it's one person. Um, I also owe an apology because I had the agenda ready [4:19] before James's letter of interest came in and while I attached it, I did not [4:25] change the introduction on the agenda item. And James, I offer you the [4:31] opportunity to say you would like to postpone this until July because of my [4:36] error. >> I don't have any need for that. [4:39] » Okay. Well, that's very generous of you. Um, the process to fill the open seat is [4:47] to read over and you're welcome to read your own letters or they can be read [4:51] from up here your letters of interest and then council one at a time may have [4:56] questions for you and then you know we will deliberate and appoint someone to [5:02] the position that any comment on that. Um, so would you like to read your own [5:09] letters? I have copies if you would like to. [5:14] » Great. Okay, Mr. Tessa as well. [5:20] And we have a faux podium tonight because this is a small room and often [5:26] times it takes on the flavor of a living room and sometimes during agenda items, [5:32] one person will talk and someone else will talk instead of the protocol of one [5:38] person at a time. and an opportunity for questions. So, uh, either stand or if [5:45] you'd like to stand at the faux podium and be on camera, you're welcome to do [5:49] so. >> So, Mr. Ta, if [5:53] » you don't mind, I'll just sit. It's a small room. [5:55] » Boom. Okay. So, the microphone captures everything in this echoey room. [6:01] » Very good. Those read the letter uh verbatim. Uh presented herein is my [6:06] letter of interest and being considered for the current vacant position on the [6:10] city council as a result of the recent resignation of city council member Miss [6:15] Melanie Unquest. I have been a restor city for over a year and my professional [6:21] background would be well suited in fulfilling this particular vacancy. As a [6:27] professional engineering and environmental geologist, I have [6:31] participated in hundreds of public hearings on behalf of clients and in my [6:35] role as the executive officer of the California State Planning and Geology [6:39] Board from 2005 to 2016. In such roles, I am very acquainted with the state [6:47] administrative procedure act, the Brown Act, and various codes pertaining to [6:51] ethics and conflicts of interest. My resume is attached. I believe my skill [6:56] set would be complimentary and an asset to that of existing council members. I [7:01] appreciate your consideration of this letter of interest. Thank you. [7:05] » Thank you. I want to say that Steve attached his 27page resume as well and [7:11] um it is impressive and uh Mr. Monday, I have no doubt that yours would be [7:17] equally long [laughter] in your architectural career. [7:21] » Mine's longer than that. It just lives on my website. Great. [7:25] » Or equally. >> There we go. No doubt about that. So, [7:29] James, what would you prefer? >> Uh, I'll read I'll read. [7:34] » Okay. Got it up on the screen. >> I may I may add a line or two. [snorts] [7:38] Um, so, dear city council members, I'm ready to express my interest in filling [7:46] the vacant seat on the city council. I'm 75 years old, so I meet the age [7:53] requirements [7:56] and I've resided within the city limits uh of Amber City since in 2019 [8:04] and I'm a registered voter in city. I regularly [8:12] attend city council meetings and as a practicing architect, [8:17] I presented various projects to the council over the past six years, [8:23] including the tavern up on Main Street and residents on last James. [8:32] I've also served as a member of the design committee for the past several [8:37] years. Through these experiences, I have gained [8:41] familiarity with the municipal code and city governments [8:49] and I assume and I welcome the opportunity [8:55] to expand my engagement through service on the city council. [9:02] I'm confident that I am well qualified to serve the residents of Angular City [9:08] as a city council member. For additional information about my [9:13] qualifications and background, please visit my website. [9:18] That's where my resume and project. I would only I just would like to add [9:24] one thing. Um prior [clears throat] [9:31] Earlier in my career, I was an associate architect with UC Davis [9:39] and senior project manager where I manage many million dollar projects. So, [9:46] I'm not I should have put that in the letter, but you know, budgets [snorts] [9:50] and negotiations with um shareholders in any given project is some something that [10:00] I became very skillful at. Thank you for your attention. [10:05] » Thank you. So, [10:10] let's start with Mr. Ta. Do we have questions for Steve? [10:16] No, I think they're both qualified. >> I know. [10:23] » Highly qualified. It'd be lovely to have two open seats [10:27] » at this time. >> Um I only have one [10:33] you registered to vote in amer city. >> I am now. I filled out the form about a [10:37] week ago. >> Okay. [10:41] Any [10:52] questions? >> Um, [10:55] [clears throat] I don't think so. I guess uh do are you are either of you [10:59] interested in conceding? Just cuz there's two of you guys and all the [11:04] races coming up here and no December you'll be take the seat. So, [11:10] November you'll be elected. I don't know. [11:12] » And did January be sworn in? >> Sworn in. Yeah. January be sworn in. So, [11:16] uh >> Mhm. [11:19] » I know you guys probably both had your heart set on [clears throat] [11:21] » Yeah. >> being appointed, but um [11:23] » yeah. >> Okay. [11:26] » Um >> just thought I'd ask. [11:30] » We only have I'd like some uh as council member, [11:36] potential council member. Um there's very little [11:43] that comes before us that is of approval from the treasurer, but want to [11:50] acknowledge that that would put a council member on who's got a spouse [11:55] also serving within city government. And um there is a conflict of interest code [12:01] that is taken pretty seriously and um want to throw that out there. [12:08] » Yeah. And I think that's u that's understood and I will leave it to [12:14] the council uh council to address that [12:20] appropriate time. >> Pat, any comment on that? [12:26] Can you give me the the specifics of the potential conflict, please? [12:30] » The city treasurer, our elected appointed city treasurer serving the [12:34] position through through December is Lydia Ta, [12:37] » Steve's wife. [12:41] [snorts] >> I am not I mean in terms of researching, [12:44] I'd normally look do some legal research online. I don't have time to do that. [12:49] So, I'm not in a position to render an opinion here. Um, [12:55] So much [laughter] [12:58] » yeah it's my impression if there's any doubt then I would perceive it as a [13:04] conflict of interest at this time. >> Would you be comfortable if there's an [13:08] issue from city treasurer that needs to have approval from the board from the [13:12] the council if you are appointed recusing yourself from the issue. [13:19] » I would take it's assurance on that. Mhm. [13:24] Okay. Any questions for James, Mr. Monday? [13:40] This is really, really challenging because you both would be [13:45] wonderful and have a lot to contribute on city council and city council would [13:49] needs people like you up here. It's hard to get volunteers and um [13:57] [snorts] um [clears throat] [14:02] we have applications that came in at different times. [14:07] We have maybe an issue where a council member [14:11] might have to recuse if there's an item of from the treasurer that needs [14:15] approval. So you have minor factors that may weigh in. Any feelings about that? [14:26] » Well, I mean >> we're a small community. [14:30] » Yeah, we're a small community. We're usually fighting to get one. [14:35] » Oh, >> to come and now we have two. [14:38] » I know. >> Um like you said, I hope they just both [14:42] are here in November so we can Well, in August, end of August, the uh [14:49] elections bureau puts out the ballots or the, you know, the paperwork for [14:55] potential candidates. And I hope you both, regardless of who's appointed, I [15:00] hope you both be interested and serving [15:04] many years, several years in January, regardless of the appointment, because [15:08] the appointments are six months and then, you know, again, we'd have open [15:13] seats. So there'll be three openings in August and [15:18] three deceit. Would >> there be any advantage over one over the [15:22] other for 6 months? >> Two highly qualified people. It's really [15:27] an interesting conundrum for us, isn't it? [15:30] » Yeah. >> Flip a coin. [15:32] » Do you have an opinion? >> Uh, no. I mean, I like I said, I I [15:37] encourage both of you guys to run and and be elected and hopefully you can [15:42] join us in January. And um >> I mean, you're both extremely qualified. [15:47] I I think like you know, Mr. Ta just has a little bit more experience with public [15:52] government governing bodies. So, that'd be my one [15:55] » thing is he maybe has a slight advantage with experience, but like again, I think [15:59] they can both join us in January hopefully. [16:01] » I know. I know. Fingers crossed on that. Um, [16:08] would you like to make a move for for that or a move toward Bruce a move [16:12] forward flipping a coin? >> You both have come up with a solution. [16:16] » Is there a coin flip? Is that a thing? >> You can do that. We can do that. [16:24] » It's up to you. >> No, it's up to us. [16:27] » It's up [laughter] to us. That's >> okay. Collectively. Okay. Can we put it [16:32] up to a vote? Okay. [16:34] » Popular. >> Well, one or the other. One of you needs [16:38] to make a motion for either for your proposal or yours. So, one make a [16:42] motion. I can't. [16:47] Whatever you [16:51] um [17:01] uh at this point I think I'll I'll make a motion for Mr. Tessa. [17:05] [snorts] >> Okay, I'll second it. [17:08] » All in favor? >> I [17:12] I >> motion's approved. 30 [17:16] James really want you to fill out those election papers in August. [17:22] Okay. >> Well, I might [17:26] » Oh, please do. Please do. >> Uh, please do. Either way, we would have [17:34] begged you and Mr. Ta hope you'll fill them out in August [17:38] » because this is for a six-month appointment. [snorts] [17:42] And before you can take the seat next to Bruce with the empty name plate, we need [17:47] Joyce to administer the oath to the office. [18:04] Okay, raise your Let me let me get so I can [18:08] hang on to something. raise your right hand and repeat after me. [18:13] » Okay. Um, >> I, Steven Ta, [18:17] » I, Steven Ta, >> do solemnly swear or affirm [18:21] » do solemnly swear or affirm >> that I will support and defend the [18:25] Constitution of the United States >> that I will support and defend the [18:28] Constitution of the United States >> and the Constitution of the State of [18:32] California >> the Constitution [18:34] Constitution of the State of California >> against all enemies, foreign and [18:39] domestic. >> against all enemies, foreign and [18:41] domestic. that I will bear true faith and allegiance [18:44] » I will faith true faith and can you repeat [18:50] » allegiance >> in allegiance [18:51] » to the constitution of the United States >> the constitution of the United States [18:56] » and the constitution of the state of California [18:59] » constitution [snorts] of the state of California [19:01] » that I take this obligation freely >> that I take this obligation freely [19:06] » without any mental reservation >> without any mental reservations [19:09] » or purpose of evasion >> or purpose reputation. [19:12] » And I will well and faithfully discharge >> I will well and faithfully discharge [19:17] » the duties upon which [clears throat] I am about to enter. [19:21] » the duties upon which I'm about to enter. [19:23] » Thank you very much. if you don't mind signing right here. [19:30] Yes. [19:37] And um I gave you one from Can you give that to me and I'll sign that and then [19:44] that'll be your copy cuz I'm This is a nice day. [20:04] here. [20:08] » I found [20:20] you would just And then [20:23] that be okay. >> Congratulations. [20:28] » Okay, James. >> I'll have to excuse [20:35] be talking to you about [20:38] » Thanks, James. Nice. Thank you. [20:45] » Okay. Thank you. [laughter] >> Thank you. [20:50] We're now on to public comment. Uh, let me get back to the agenda here. Excuse [20:55] scrolling. I'm sorry. [21:03] Directed public comment within the agenda under provisions of the [21:07] California count of of excuse me of the California government code. Citizens [21:12] wishing to address the council for any matter not on the agenda and within the [21:17] jurisdiction of the city of Amador may do so at this time. Please limit [21:22] comments to five minutes or less. Is there any public comment tonight? [21:28] Elena, your hand went up first. >> Um, actually, I'll stand up. I have uh [21:34] three things. First is, [21:41] and I think we've some of us have have spoken about some of this. Um, as you [21:46] know, we have a a new building that's uh accessed off of West School Street. Um, [21:52] there is no street sign uh indicating that West that's West School Street. and [21:58] we're having um issues with commercial deliveries. Uh we know it's, you know, [22:04] on Google Maps, but there needs to be a street sign on the city property. So, [22:11] this is the poll. The poll's there, but there's no sign. [22:14] » No sign. >> Got it. [22:17] » I'll take that. No, it's not in the I'll take that to the engineer. [22:21] » Yeah, it's a challenge for us right now. Um, but I think our [snorts] coffee got [22:27] delivered here. >> Mhm. It did. [22:28] » A couple weeks ago and uh >> it was really smelled really good. [22:32] » Yeah. I'm still trying to get the street signs for our street addresses [22:38] delivered. All right. Second thing is again maybe Lydia and Steven are and and [22:43] probably you guys too are very and you are very familiar. Um uh you know the [22:49] rain and the sun and the rain and the sun and the rain and the sun are [22:52] creating massive weeds still in the cemetery and um I would like to see the [22:58] city council uh take care of that as soon as possible. I know Stephen and [23:02] Lydia had a a rattlesnake situation. We had a had babies like right around our [23:09] kitchen. So we know they're there and yeah. Well, and it's just scary because [23:14] when the weeds are so high. So, that's the second thing. And then the third [23:19] thing, and you you guys might see this, too. This is city hall at night at 10:00 [23:26] at night. >> I don't know if maybe it's not on your [23:30] side. The lights. >> We're actually on Ember Creek Road now. [23:33] » Oh, are you? Yeah, we're right across. >> So, you're not still in town, but you [23:37] guys might be able to see. >> I do remember. Yeah, the lights. I mean, [23:40] this is city hall at 10:00 at night. Um, so it's a pretty pretty big nuisance. [23:48] Um, it's not just the outside lights cuz you'll also notice before the outside [23:52] lights, we thought it was haunted because there's the red exit signs are [23:57] so bright that that's what you're seeing is the exit signs. Um, so, uh, we would [24:03] appreciate some attention to that matter as well. [24:07] » That one has been taken care of. We don't have the answer yet. [24:10] » Okay. Thank you. >> Yep. [24:15] » Thank you, Elena. [24:21] » Any other public comment tonight? >> Yes, I came again tonight. This is the [24:27] fourth or so meeting on May the 5th. Last city council on May 12th. I [24:34] requested under government code 5946 if I be and city council have a close [24:41] session city council meeting. Um I learned today from Mayor Staples that [24:47] apparently supposedly a letter was sent out um by supposed city attorney [24:54] indicating that he didn't believe that that was the right venue for [24:59] whatever. Um, I'm a little confused since during the last city council [25:04] meeting I was kind of blocked off from discussing some of the issues that I [25:08] would have liked to. So, I'm kind of curious as to how a conclusion was made [25:15] in point about what I was going to talk about um during that meeting [25:19] specifically enough to say that it wasn't the correct venue. I believe it [25:22] is the correct venue. >> I have the letter for you. [25:25] » I can pick it up on the way. Um the >> you're paraphrasing what I said and I'm [25:30] not sure it's >> I'm not paraphrasing. I'm just I'm [25:34] drawing the conclusion that someone concluded without the council meeting [25:38] what it was that I was going to speak about. Right. and that that might not [25:43] have been it's it's curious to note that since I wasn't able to speak how the [25:49] assumption was made about exactly what my approach was to let the city council [25:53] know the reason I objected to the vote which I I believe the vote is irrelevant [26:00] anyways um to not abandon the street um those are all opinions that I was going [26:05] to share with city council and and city's attorney um because the opposing [26:12] ing argument is several and one of those is that that move in itself would have [26:18] made the entire transaction illegal because I would have lost particular [26:22] access to the property. So therefore, we can't just split it down the middle [26:28] which was part of the abandonment thing. It's not going to work. Secondly, and [26:32] most importantly, that's not what the city council approved. They approved to [26:36] quit claim. I've been told and I'm paraphrasing [26:41] slightly that the opinion of city council is that it cannot be quit [26:47] claimed. That is just factually wrong. The city can [26:53] quit claim public property to a private owner under the conditions that it was [26:57] voted on by city council. it was they can avoid the public lands act or public [27:04] I have written down if such a move benefits the city including the city no [27:10] longer having to maintain or repair such property. All of those conditions have [27:15] been met and the other condition would literally render my lot unaccessible. So [27:22] it would have been illegal anyways just on the face. This is a problem. The city [27:28] has agreed. [clears throat] I have performed that's detrimental reliance [27:34] and nothing's happening. So again on the second part of this why this item was [27:41] taken off of the agenda without notification to me. These are two [27:44] separate items. One is a special close session with the city council. That was [27:49] an attempt to from from me to approach city council and city's attorney to [27:55] avoid a lawsuit with the city at the at the benefit of the city. That's the [28:01] first thing. The item then being removed from the agenda, which I don't think the [28:05] two are test technically related, which is why I kept it on the agenda, is kind [28:10] of it's a little curious. I don't think it was proper. I'm a little frustrated. [28:17] I do not know if this is the intent of the city council or city attorney or if [28:22] it's just unintentional negligence at this point. [28:27] However, the law does not allow intent or willful negligence to be separated. [28:34] It's a problem. We need to resolve it and that's why I'm here today. Also, [28:39] because I thought it was on the agenda. >> Thank you, Kevin. [28:45] any recommendations on how we should proceed? [28:48] » I can read my letter into the record. You've got a copy if you want that [28:52] » and it contains a response. I looked at this. [clears throat] [29:05] » I need to give you the >> I'll first explain the reason for the [29:07] delay. I had email. The city has its own letter head and I don't have that. I [29:15] mean, normally I think something from the city should be on city letterhead. I [29:19] thought it had been emailed at some point. I can't find it, Sandy. I don't [29:22] know what to do at our mayor. >> I emailed you to put it on your letter [29:25] head. >> Okay, got it. Anyway, so I did that and [29:28] I I printed it out and redated a letter today. Essentially, the letter said, [29:35] "Dear Mr. James, the city council and mayor had requested that I respond your [29:39] public comments to the last council meeting regarding the abandonment of the [29:42] portion of O'Neal Alley which runs across the property. The city has [29:46] determined by communication with the Amodore Water Agency that there are [29:50] public utility easements in or under O'Neal alley which would be affected by [29:54] an abandonment of the alley by the city. Streets and highways code section 8334.5 [30:01] provides as follows. Notwithstanding any of the provision of this article, a [30:05] street, highway, or public service easement may not be so narrowly vacated [30:09] if there are in place public utility facilities that are in use and would be [30:13] affected by the vacation. Because of this, the city does not have and never [30:18] had the authority to vacate O'Neal Alley or that portion of it as a result of the [30:23] above state law since those facilities would clearly be affected by its [30:27] vacation. And finally, the council recently reconsidered the issue at a [30:32] prior meeting and determined not to vacate the street. Therefore, from the [30:36] city standpoint, the matter is at an end. And that that was my opinion in [30:40] terms of that. I did not reference 8334.5 [30:44] previously because it I don't know that I had information whether there were or [30:50] were not uh public utility facilities, either water or sewer pipes underneath [30:57] it. It turns out later on we now have or I now have this information that there [31:02] were and consequently that with that law as I interpret it is pretty clear by its [31:08] own language that the city can't summarily vacate [snorts] [31:13] um if there were public facilities that would be affected by the vacation. I [31:19] know it's frustrating. I get that. I'm aware of that. But I'm I'm just I [31:24] addressed in this simply the legal issues that I thought were important. [31:27] » If I could respond. Um the problem I have with the vacation is [31:33] one vacation does not necessarily convey title. It conveys fee interest and [31:38] there's a big difference there and that is not what I approached the city [31:41] council originally about. I'm not asking you to vacate an easement. That was [31:45] never the question. I never motioned for it. Secondly, as far as the water [31:49] utilities that are under there, the problem with the vote you guys held is [31:53] that the water agency, and I have the chain of emails between the mayor and [31:57] the water agency, and in general, they were general emails. I don't think that [32:01] it was pointed specifically at the water agency or any other utility. But what [32:06] that email says is that we are, and I'm slightly paraphrasing, we are [32:11] considering abandoning our easements on this section of O'Neal Alley. What it [32:15] fails, which is either intent or accidental negligence, is it [32:23] fails to notify the water agency that a grant a a deed public utility easement [32:30] was included in what I have stated to the city. Of course, I spoke with the [32:35] engineer at the water agency regarding that very same thing and his impression [32:39] of the email was clearly that the intent of the city was to completely abandon [32:44] the easements which may have according to the email and the codes that you [32:49] listed even required him to move those facilities. Thus the reason for his [32:54] objection. So I understand where he's coming from. So then I asked him, well, [32:59] did they happen to mention in any form during the council meeting or in any [33:02] other email that I had already offered a deed easement for public utility access? [33:08] He said, "Nope. No one indicated that to me." So whether that misrepresentation [33:14] was intentional, and I'm not saying that it was, or whether it was just [33:17] accidental, it's a misrepresentation. And thus, according to government code, [33:22] that [clears throat] vote that you guys held [33:25] can be invalidated because did not have the proper information. [33:29] » He told me, and we were more [clears throat] than willing, you know, [33:32] happy to email him back, he doesn't really care who owns the land as long as [33:37] he has an easement to access his utilities. That was my intention. I've [33:42] agreed to that with everyone there. That that should not have been an issue. [33:46] Although you did properly notify the utilities that was proper. They're just [33:50] missing a major piece of information. and public comment can't have can't [33:56] involve any action from council. So I appre I just I appreciate you sharing [34:02] » and at this point Pat we cannot take any action. So what do you recommend is our [34:06] next step an agenda item a close session item or something else? [34:11] » I can address the prior request for a close session. You can't have a closed [34:15] session that involves one member of the public and no others. It could only [34:18] involve the council members and staff which can include the city attorney and [34:23] the uh other staff. I sometimes that would include city engineers that sort [34:28] of [clears throat] thing. We have held close sessions in that regard. But you [34:31] can't have a member of the public present and exclude everybody else. I [34:36] didn't request it to exclude everybody else. [34:38] » No, I'm just saying that it's not a closed session. [34:41] It's it's like pregnant. You either is closed you either are closed or you're [34:45] not. There's no uh I mean the public has to it has to be done in open session or [34:50] closed session. So you're saying you requested a close session with the city [34:53] council that that was not possible under the ground act. [34:57] » So clo So what's [clears throat] your [35:01] recommendation now to have this be an agenda item? [35:04] » Council wants to reconsider. I don't remember the month [35:10] or several months ago where the council took a vote and voted not to vacate the [35:17] public utility easement on whatever grounds that decision was made at that [35:21] time. If the council wishes to reconsider that decision, it can be [35:25] agendaized and that is certainly within your pleasure to do that. But it'll have [35:29] to be done at a at an agendaized, you know, a regular agenda item uh in at a [35:35] future meeting. you have to get that as a council question and you can't do that [35:40] or not. >> Um [35:47] [clears throat] [35:49] there's no point in making a decision on whether to put it on an agenda item [35:55] without having the information [36:01] that Mr. Jennings wants to share with council. That certainly shouldn't be [36:05] exploited. >> That would be an agenda item [36:08] » from the water agency in terms of their willing [36:11] » all that all of that documentation. It cannot be hearsay and report. It has to [36:15] be the actual documentation that council can and the public can look at and make [36:20] decisions on >> because that would change my opinion in [36:23] this letter. If the if the water agency is not that is not the point we we we [36:30] would need all of that. How do we get all of that information to have in an [36:34] agenda packet? >> Yes. [36:36] » At the willingness of Mr. Jennings or [36:42] » Well, the the yourself, Madame Mayor, sets the agenda or the council has [36:48] suggestions, but as to what goes on future agendas, that is one of the [36:53] responsibilities of your office. >> I know. And that's why close session was [36:57] not on this time. It was my decision. So that based on my conversations with you, [37:02] we make that decision. But we cannot have an agenda item based on well, let's [37:07] take another vote. We need the documentation to say is another vote [37:11] warranted. Was this indeed an error? >> Which will need to be researched [37:16] obviously with information that Mr. Jennings may have, the council may have. [37:21] It may be in the record somewhere, maybe in the water agency record. I don't [37:24] know. So >> we the Okay. So again, and and [37:31] this is why I'm here. We're still here. The only way that an abandonment [37:38] can work is if the city abandons and I run in and quit claiming them or the [37:44] city then quit claims it. All that is unnecessary. [37:47] And that is not again what the city previously agreed to do. And [snorts] it [37:52] still does not convey title. And that that is one of my objections. We're [37:57] still stuck on this abandonment thing and that that is I'm trying to [38:06] » how do I say this? >> The car has been steered by others in [38:11] this past year. >> Let's not do that. [38:13] » And I'm trying to repoint the car in the direction that it was supposed to be [38:17] going. Abandonment is not what I'm asking for. It's not what the city [38:21] agreed to. and I have performed what the city agreed to and the city is not. [38:28] » And I'm going to I'm going to stop us because again, we're in public comment [38:31] and we're getting into a dialogue and has gone much too far on that. So, at [38:36] this particular time, there's not going to be a decision made about putting this [38:40] on as an agenda item. It will be noted that you've made that request and that [38:44] will be taken under advisement. we will do due diligence in terms of [38:50] it's on the agenda for what purpose because at this point council has voted [38:54] on a decision. So there has to be there has to be a reason to put it back on. I [39:00] will confer with council on that and then we will go forward but there will [39:05] not be a decision tonight about putting it on. [39:08] » I I would only like and and for Joyce to put this on the record that I was on the [39:13] agenda for tonight. No, you were not on the agenda [39:16] » last meeting. I asked >> you made the request to be put on the [39:20] agenda, but council makes a decision about what goes on the agenda. You made [39:25] a request and it was a request for a closed session and then we found out we [39:31] could not go to a closed session and so it was not put on. [39:35] » I just want to clarify and I'm not trying to go back and forth here. I [39:39] asked for a closed session regarding the matters and that if those matters I [39:44] asked to be placed on the agenda so that it remained on the agenda. These are two [39:47] separate things and if no resolution was made during the the or conclusion was [39:53] any kind of forward movement was made during the special counsel meeting or [39:58] nothing that would change what would be on the agenda that could be put on the [40:01] agenda. So I I feel that those are two separate things and I just want to note [40:07] that. Thank you. >> It is two separate things. [40:10] » Thank you. Is there any other public comment this evening? It's an item on [40:15] the agenda or not on the agenda? >> On the agenda. [40:18] » You don't speak now. >> But I don't speak now. [40:21] » This is only for items not on the agenda. [40:24] » I think we might be timing out. So >> I know I can't change that. [40:28] » Oh, no. No, I don't change it. But >> anything's welcome. [40:32] Um, so any other public comment this evening [40:38] on matters not on the agenda and within the jurisdiction of city council? Public [40:43] comment is closed. We're going to go to approval of city council regular meeting [40:48] agenda for this evening. There is one change already. Item five, proposed [40:53] draft budget for 2006 27. This is only going to be the general fund. In [40:59] reviewing it today, I found errors and I don't want to go into discussion on [41:04] those this evening. I want us to vote on an accurate proposed budget agenda. So, [41:10] I'd like to have that removed. I'd like any motion to approve the agenda to [41:15] include with the withdrawal of item five. [41:20] » Thank you, Kevin. >> Thank you, guys. Have a nice night. [41:28] So, [snorts] [41:34] so that's for approval of the regular meeting agenda for tonight. [41:40] » I move for approval. >> Second. [41:44] » So, uh we um actually I was in error. We are being video recorded and we have an [41:50] absence tonight. So, we do need to do roll call. I am really sorry. So we'll [41:54] do start at your end. Steve, you made the motion. [41:58] » I didn't hear Nico. Thank you. >> Mr. Ta made the motion. Nico second. [42:04] Okay. >> So Steve, roll call vote. [42:11] » Steve Ta. >> Yeah. I Bruce [42:14] » I. >> Nico [42:15] » I. >> Motion is approved for uh one 401. [42:22] Thank you. Sorry about that. I missed that earlier. Consent agenda items. All [42:27] matters listed under the consent calendar are to be considered routine by [42:30] city council may be enacted in one motion in the form listed. Any item may [42:36] be removed for separate discussion and possible action and made part of the [42:40] regular agenda at the request of a council member. The two items are the [42:44] regular meeting minutes of May uh 2026 and the financial reports. [42:50] There is a correction for the financial report. In the binders was um a paper [42:56] with a corrected sewer budget and the original did not include the revenue for [43:00] the month of May. [laughter] So that's corrected in there. [43:07] » Oh, [clears throat] did I skip the ordinance? [43:12] » No. >> No. Okay. Next. Okay. Next. [43:17] So, [43:23] this would be um and I have the numbers wrong there with our minutes and then [43:27] the financial statement. Is there any take them together or is [43:32] there a motion to pull one of them out for discussion? [43:39] » Make a motion to approve. >> Nico made a motion to approve. Is there [43:43] a second? >> Second it. There's a motion to consider [43:47] the consent agenda as one unit and to approve it. And there's been a second. [43:51] We do roll call vote. Mr. Ta. >> Bruce. [43:56] » I. >> Nico. [43:57] » Hi. >> Motion is approved. 401. Thank you very [44:00] much. >> Mr. [44:04] » Is that correct? >> 302. [44:06] » I didn't hear you. >> Yeah. [44:07] » So 302. >> 3011. [44:14] Okay. Steve, you're going to have to project. Echo your room here. [44:19] Okay. Next item on the agenda is an ordinance. Introduction and first [44:23] reading of ordinance number 190, an ordinance of the city of Amodore, [44:28] California, amending the municipal code to establish through truck to spellings [44:33] restrictions within city limits consistent with California vehicle code [44:37] section 35701. This will be a first reading and this is [44:42] a draft. Second reading and passage will be at the regular city council meeting [44:47] Tuesday 7 of July. If passed, ordinance 190 would take effect after 30 days or [44:53] when appropriate signage is in fa in place. And the uh attachment here is [44:59] ordinance 190. Let me pull down to part of that. Anyway, we can wave the full [45:06] reading. I'm scrolling scrolling. Here we go. [45:11] Um, the purpose of the ordinance is to enhance traffic safety. Um, and it's [45:18] stated in there, reduce roadway maintenance costs, preserve the [45:21] residential and historic character of Main Street by prohibited prohibiting [45:26] the use of Main Street by trucks exceeding 10,000 [45:31] pounds or five tons gross weight. um consistent with the requirements of [45:37] California vehicle code and it does state in there on the next section very [45:43] clearly that what the definitions are commercial truck through traffic the [45:48] restricted street is main street city limit to city limit so this is [45:54] minimizing through traffic that is not doing delivery that is not [45:58] [clears throat] doing business within the city of Amador city so so delivery [46:03] trucks buses School buses, ambulances, fire trucks, moving vans, etc. that are [46:09] doing business and deliveries within the city limits and using Main Street are [46:14] not restricted. It is through truck through truck traffic that is using Main [46:21] Street as sort of a shortcut up into the county area and into Setter Creek. In [46:26] the mornings, there's a fair amount of rumbling of them. And uh this was one of [46:32] the traffic calming recommendations. An ordinance is available for public [46:38] comment for a cons you know uh for postings and uh we will with approval [46:46] post it have public comment on it in July and then uh vote on approving it. [46:54] It will not take effect for 68 day for 65 days after that. I have one addition [47:00] or one wording I'd like to add to this draft version [47:06] and it is under section three that is up here just for clarification. Restricted [47:11] street is main street city limit to city limit. Section three states as except as [47:17] otherwise I'll read here so it carries provided in section four it is unlawful [47:22] for any person to operate drive any commercial vehicle using Main Street to [47:26] enter I would like to insert an exit city limits for a dur a duration outside [47:34] destination outside city limits. So that does not preclude [47:39] the trucks that need to go to the ranches [47:42] and use water street. They enter main street and then use water street. They [47:46] come from the ranches, use water street and then exit main street. It is [47:50] entering main street exiting main street from city limit to city limit using Main [47:56] Street. Does that addition those two words you know if the it's approved add [48:02] clarification? If so, we can add that in the motion to approve posting and [48:07] gaining public input on this ordinance. So, first questions go to city council. [48:14] Then we go to the public for the first comment. We do need to wave reading the [48:18] entire ordinance though if you want to or we can read the entire ordinance. [48:24] So, is there a motion to either read the ordinance or to wave reading of the [48:28] ordinance? >> Motion that we wave reading. [48:32] » Motion's made to wave reading of the entire ordinance by Cheryl. Is there a [48:35] second? >> I second. [48:37] » He second. So, uh, roll call. Steve. >> Hi. [48:43] » Bruce. >> Hi. [48:44] » Nico. >> Hi. [48:45] » Okay. Motion is approved to wave reading of the ordinance. Uh, 4 01. [48:53] And, um, now discussion. Any comments besides the addition of those two words? [49:07] » Yes. I I had a thought. I mean, on the section six on the fine, it says [49:11] punishable by base fine $500 for first violation, but it doesn't say anything [49:16] about what happens on subsequent violations. [49:19] » Remove word first. >> Okay. [49:22] » Okay. Another edit. Remove the word first under fine. [49:27] I can scroll down to that right there. So, [49:31] » that was my own. >> Thank you. [49:34] So with that, any comment? Elena, >> I just have a question if [49:40] law enforcement received this >> to give their opinion about how they [49:44] would enforce it and what, you know, what the unintended consequences might [49:48] be. Um, I reviewed our potential law [49:52] enforcement contracts and our past ones for local policing and they all indicate [49:57] that they will adhere to any ordinance that is within our MUN code um and for [50:05] for local enforcement which would include traffic falls under local [50:09] policing enforcement. >> Right. My question was, have you reached [50:15] out to law enforcement to have them read this to see if there's anything that [50:19] they would recommend >> changing, putting it in, including, you [50:24] know, just based on their experience elsewhere? No, [50:32] the process is the reverse [50:39] » Gary because of the um enforcement is going to be pretty tough to do. Is was [50:45] there a way that um or anything instrumental to be able to identify [50:50] those commercial vehicles and and maybe send a letter to the owners to let them [50:55] know put them on notice that >> they've been seen doing this and that it [51:00] is violation of city ordinance and we should continue because it's going to be [51:04] it have a stance for just a sheriff's deputy or CHP driving behind somebody [51:09] and following through and witness the whole thing to [51:13] » be able to force I'm just trying to think of a way to be able to to if [51:17] there's a company that's doing this all the time, maybe it's [51:21] » the laundry mat that's coming through here all the time in Southern Creek or [51:25] somebody some other trucking company and then being able to identify them and and [51:30] » it would is a good point like G like Gary, but um again the enforcement would [51:36] only be within our city limits and that would be solely our with whom with [51:41] whomever we have a local policing contract. [51:47] » A little bit >> number one in section [51:52] five, it says there have to be signs on the beginning on both sides of town [51:58] indicating no through trucks. I would suggest adding the words no through [52:01] trucks over 10,000 lb because other trucks are and and the interpretation [52:06] that I read of the general what constitutes a violation if there if any [52:11] truck is making a stop for you know a commercial stop within town they are not [52:16] violating the ordinance the fact that they leave town after doing what they [52:19] have to stop here that's categorically okay [52:22] » the way it's written right now >> yes [52:24] » and and the signage requirement is required for enforcement until the signs [52:30] go up, you can't enforce the the ordinance. That's one of those two [52:34] things. >> And I have run this by our city engineer [52:38] and the city engineer that said they're getting the approval for signage in the [52:42] county because there has to be adequate warning before they enter city limits [52:46] because there's no turnaround. >> So, uh getting it within the county from [52:51] the approach from the south is not really a problem. getting the approval [52:56] from CALR because of Highway 49 will take time. So this is this is not [53:03] something that is going to be in place um [53:07] » no it's going to take time. Working with CALR is um a lengthier process [53:14] because again those signs have to be up with good warning for trucks. [53:19] And again this is a first read. This is not up for approval tonight. The only [53:24] approval is to approve the the additions to the draft, [53:31] the crossing off of the word first for violation, the addition of end exit [53:34] under section three, and to then post it and have it printed in the paper for [53:40] within 15 days. So that is the only approval for this [53:44] evening is to post it properly within 15 days. [53:58] Bless you. [54:02] Okay. [54:37] Is there any other deliberation over this? Any other questions from council? [55:18] Okay. Do you have any questions? >> No questions. [55:23] » Okay. Okay. Is there a motion to with the with the edits to post have it [55:30] posted in the newspaper in 15 days? >> I have a second reading in July. [55:36] » I can't make a motion like that. >> So moved. [55:40] » Susan would >> I know I know technically. Okay. So we [55:46] have a motion from Bruce to make the edits to post it in the newspaper, have [55:53] it a posted in town and be available for public comment in July and a second [55:59] reading. >> I second. [56:00] » Second from Steve. >> Okay, we have to do roll call vote [56:03] again. Steve >> I [56:05] » Bruce >> I. [56:06] » Nico. >> Hi. [56:07] » Motion is approved 41. [56:11] Thank you. We're on to I res uh regular agenda items. Resolution number 649. Let [56:20] me go down to that. [56:27] Okay. Oops. General fund. I'm going down. I've got numbers wrong in mine. I [56:33] don't know about everybody else. Resolution number 649. [56:38] um is a resolution of the city council of Amador approving the raising of the [56:43] commemorative pride flag in recognition of pride month. Discussion and possible [56:48] action regarding displaying the pride flag in June to honor LGBTQ plus history [56:54] and affirm the city's ongoing commitment to fostering an inclusive and welcoming [57:00] community. The attachment is the resolution. [57:04] Um the process for doing a regular agenda item and we'll go through that [57:09] process tonight is to first have questions taken by council members [57:14] regarding this item. Then questions for council members and comments will be [57:18] closed. So you'll go to the public for general comment and questions and [57:23] discussion. Then that public comment on this agenda item will be closed and [57:27] it'll come back to council for deliberation. [57:31] So with this c with this this reading I think it's important to point out that [57:37] one of the questions that often comes up is about what constitutes a [57:41] commemorative flag and it's when it's been designated a commemorative flag by [57:46] either our state or our federal government. The pride flag was [57:51] designated a commemorative flag by the state of California June 17th in 2019. [57:58] Pride uh has been designated uh June has been designated as pride month [58:03] commemorating Stonewall protests and is recognized as such by the federal [58:07] government beginning in 1999. So the pride month of June was [58:13] designated 1999. The flag was recognized as a commemorative flag in 2019. [58:20] Um and within the wherefors and wise there is [58:26] clear designation that any commemorative flag is flown below the US flag. The US [58:32] flag has to be larger than or at least equal in size to any commemorative flag [58:37] that is flown such as the P commemorative flag that's on the flag [58:41] pole outside of post office. And the US flag must be the first raised and the [58:46] last lowered. So the respect and etiquette of the US flag is always [58:50] protected with any commemorative flag. And it does state the process for any [58:56] individual wanting another commemorative flag to be recognized by the city. An [59:01] individual comes to city council member. A council member may take up that bring [59:06] a resolution to council. Council would vote on it. So in the future, that's the [59:11] process. That was the process for this time with this resolution. [59:16] Um questions to council about this resolution. [59:21] Steve, >> I would just like to inquire if there's [59:24] been any comments from the business community from Amador City. [59:28] » This is their opportunity and not yet. >> There have been nothing in writing since [59:32] » No, there was no written public comment from them and um we'll find out if [59:37] there's public comment tonight. >> Thank you. [59:41] » Mhm. Any questions from council about the [59:47] resolution or one to another? >> Nico, [59:51] » um what are some other cities that have adopted the [59:54] » Oh, well in California I I only know from family, friends, and [1:00:00] my personal experience. Pasadena, Walnut Creek, Nevada City, uh San Francisco, [1:00:06] County of LA, uh Sacramento, County of Sacramento, [1:00:11] um Honolulu, um Lancing, Michigan, [1:00:16] uh Salt Lake City, Utah, um Massachusetts, what? [1:00:22] » Stockton, >> Stockton, [1:00:25] and uh New York City. Capital of New York. Capital of W. Madison, Wisconsin. [1:00:32] Trying to think of where else I have family. [1:00:35] Um I I've run out of family. [laughter] [1:00:40] So th those are those are ones I I you know I they know of. Oh, Providence, [1:00:47] Rhode Island. My cousin lives there. [laughter] [1:00:51] Kela Pre, right? Um, so any other questions? [1:00:58] We close questions of council. We open it up to public comment. You're on. [1:01:03] » Hey. All right. Um, well, I'll stand. [1:01:07] » Okay. Um, I don't have anything formally [1:01:10] prepared, but I just we came to um in support of resolution 649. [1:01:17] Um, I can speak as a former um 11-year elementary school teacher here in Amber [1:01:21] County. um of sixth graders um having so many students [1:01:28] and helping them along their path and just um talking a lot about symbols and [1:01:34] talking a lot about the flag and just like tonight I'm really proud that one [1:01:37] of our kids got up and was able to honor our symbol and the symbol represents all [1:01:41] of us. Um, but the pride symbol also does represent us and um, as two Texas [1:01:49] transplants here in Amador County, um, sometimes it feels like we're not that [1:01:53] far from Texas and it can be it can be hard and it feels really good to be here [1:01:59] in Amodore County and feel like all three of our kids can have two moms and [1:02:04] we're safe here. It it's really special. So, um, we just purchased our first [1:02:09] house together in Amadar City, and that's why we're here is because we [1:02:12] feel, um, that this is a community that really honors, um, not just our gay [1:02:19] community, but really honors everybody. And that's to me, I mean, we just read [1:02:23] the we have a little story book about the Pride flag and Harvey Milk and how [1:02:27] he founded that, but it's not just for gay people. It's for everybody. And that [1:02:31] everybody um should have the same rights. And I wish more people saw the [1:02:35] flag like that. It's not just some specific thing. It's like everybody [1:02:39] should be um embraced and given the rights. So, I just I love the thought of [1:02:44] the pride flag flying next to the American flag and that it's there's no [1:02:48] divisiveness there. We're on the same team and um I just wanted to support it. [1:02:54] And also, I'd just like to give a quick round of applause for our children that [1:02:58] have been the most patient city council >> I know audience ever [1:03:04] tonight. You guys are more well behaved than many grownups. Thank you. [1:03:10] » Thank you for staying by. >> Okay. Well, I'm glad you're all I'm glad [1:03:14] everybody's here and children are always welcome and will be of dogs, but you [1:03:19] know [1:03:24] » and thank you for doing the pledge. >> So, thank you Amanda. Any other public [1:03:28] comment tonight? >> I just have a question. Are there other [1:03:33] cooperative plans that LC raises? >> Not a one. [1:03:39] » There's never been a request. [1:03:45] » This is the first. [1:03:50] » Any other public comment? Gary, >> you were talking about the city [1:03:53] businesses and I think if you look at the flags on the street, you see like [1:03:56] half of the city businesses approve it and half of them don't. Um, you're [1:04:00] looking at the flags on private would rather just if you want to represent a [1:04:04] flag that represents everybody is put the American flag up like some of the [1:04:09] businesses have >> Mhm. [1:04:10] » up there. >> I think the flags are put up by property [1:04:15] owners, Gary. They're not city flags, but thank you. [1:04:19] » I'm just pointing out if you drive up Look, it's [1:04:22] » private property. >> Businesses don't have it. [1:04:25] » That's private property. You >> ask the question. [1:04:27] » Thanks. Any [1:04:33] other public comment tonight? Public comments closed. We'll come back [1:04:38] for deliberation. [snorts] [1:04:41] Any other deliberation tonight? >> Any comments? [laughter] [1:04:46] » Is that any comments? >> No, I'm fine with me. [1:04:49] » Yeah. >> Well, no comment. Um I uh I don't [1:04:54] disagree with the intent and uh certainly the city council has the [1:05:01] authority to approve this resolution if so be it. [1:05:07] » Any other comment discussion tonight? Well, we do we have a motion to uh [1:05:13] approve resolution number 649. I'll make a motion that we approve [1:05:20] [laughter] >> resolution [1:05:21] » resolution 649. >> Do we have a second? [1:05:27] » A second. >> Motion to approve resolution 649 made by [1:05:31] Bruce Cheryl, seconded by Nico. Uh we will do roll call vote again. Steve [1:05:37] » abstain. >> Bruce. [1:05:39] » I um motion is approved. 301. [1:05:46] No. Which abstain next? Three is you got it. [laughter] [1:05:51] One absent, one abstain. Thank you. Thank you, Nico. We have item five, the [1:05:57] proposed draft budget. We're skipping. I know you need to get to your family and [1:06:01] you came here from vacation. >> I left him in the forest. [1:06:04] » You left them in the forest without [laughter] [1:06:06] protection. >> Save them. [1:06:08] » Okay. I make motion that we excuse Mr. Amberelli. Is there a second? I can't [1:06:13] make it. Can somebody make a motion that we excuse Mr. Amberelli. [1:06:17] » I'll make a motion we excuse Mr. Amberelli. [1:06:20] » I'll second it. >> Okay. [1:06:22] » Thank you. Thank you. Appreciate it. >> Bye. [1:06:25] » Okay. >> Thank you. Took one for the team. [1:06:31] » Okay. Thank you for being here. >> Okay. Good job. [1:06:49] No, they didn't need a motion. >> They're gun. Okay. [1:06:55] Hi. [1:07:06] » Um, no. [1:07:10] » Okay. Right. Maybe I won't be till July. [1:07:15] The next item on the agenda is SB1 projects in California Assembly Bill 413 [1:07:23] intersection daylight law. And actually, I'm going to go up to the agenda after [1:07:27] this item. So, excuse us. >> I'm sorry. What about [1:07:31] » we take that off the agenda? >> Yeah. Thank you. [1:07:34] » Thanks. >> Yep. [laughter] [1:07:38] Shorten the meeting, right? Okay. Okay, I'm going back up to the agenda [1:07:44] and okay, here we go. [1:07:51] Okay, there we go. Um, there are two parts to this. Part A and part B. Both [1:07:56] of these involve uh discussion and possible action regarding the following [1:08:01] projects and cost estimates for projects focused on traffic calming and basic [1:08:07] safety for pedestrians, cyclists, and vehicles. [1:08:10] The first is for Senate Bill 1 uh projects that were submitted for 2526. [1:08:17] Now, of the six projects that were submitted, three of them have been [1:08:20] completed already. The report is due at the end of this month. So, we're [1:08:24] squeaking through with the last of the projects, which require a certain type [1:08:29] of weather in order to be completed. You had to wait for the rain and for the [1:08:33] temperature to be right. And so, this is the right time for it. And these are [1:08:37] repainting crosswalk markings on O'Neal Alley and Main Street. Uh that [1:08:42] intersection, the two crosswalks there and at the intersection of Ion Valley [1:08:47] Road or God's Hill and Main Street. People refer to that intersection with [1:08:52] both road names. Um and I'm adding from the city parking lot to the west side of [1:08:59] Main Street. That traditionally went to the brewery, but you know, without it [1:09:03] being a business, I didn't know what to call it. So that would be three city [1:09:07] crosswalks. We have estimates from the um engineer on the cost for that. They [1:09:12] are paid by Senate Bill one monies that the state gets every year from gas tax. [1:09:19] Um there used to be a lot more gas tax available to cities and with the advent [1:09:25] of so many EV EV vehicles and uh efficient cars, the gas tax that's been [1:09:32] available for road repair and maintenance has been diminished greatly. [1:09:35] So our state government put in place various Senate bills to get money to [1:09:41] municipalities and counties called SB1 for those projects. So this money is [1:09:47] state money that we get every year, a small portion of which um and it goes [1:09:53] largely towards things like um street markings, stop sign markings last year [1:09:58] and crosswalk markings this year. So that's one project and we just need to [1:10:03] approve the engineering costs really so we can go forward the bidding for that. [1:10:09] The second part B is California Assembly Bill 413 and it was a traffic calming [1:10:15] measure that came up. It prohibits drivers from parking within 20 ft of [1:10:19] approach on the approaching side of any marked or unmarked crosswalk, mitigating [1:10:24] blind spots near intersections and improving visibility between pedestrian, [1:10:29] cyclists and drivers. This took effect in January of 2025. It is a state law. [1:10:35] It is already in place. It is implemented. The issue is that curbs are [1:10:39] not necessarily painted. No parking for that 20 ft or if it's inappropriate to [1:10:45] paint the curbing, just sign no parking between signs. [1:10:49] This is um those signs do not have to be there. The red curb doesn't have to be [1:10:54] there, but the law still exists that there's no parking 20 ft from a [1:10:58] crosswalk. So, it's a question of do we want to do that? We have cost estimates [1:11:06] for painting. We don't for signage, but that's a small chart cost. And the two [1:11:11] spots would be the west side of Main Street adjacent to the crosswalk at Ion [1:11:16] Valley Road. So that would be in front of what was the Merkante, what is now [1:11:20] the the the golf um establishment, just 20 ft from that crosswalk. [1:11:27] And that would need to be painted or no parking signs there. the other spot and [1:11:33] I put down the north side of Water Street adjacent to the crosswalk at Main [1:11:37] Street, it could equally be the south side because coming around that that [1:11:43] corner from a southern approach on Main Street, [1:11:47] if someone parks very close to that crosswalk, there's very poor visibility [1:11:53] and the cars, it's a blind turn. and the cars parked within that 20 ft um are in [1:11:58] danger of it are often in danger of getting clipped or rear ended. It's a [1:12:02] narrow street and a blind turn. It could be one side or the other we talk about. [1:12:08] I want to go back to SB1 first. Um now we've reviewed those. I'm going [1:12:14] to zip on to the engineering estimates [snorts] [1:12:19] and ah I'm done it now. Right. Come back. [1:12:26] What have I done? I froze it. I got text. Here we go. [1:12:33] I'm much better on the Mac. This is Bruis's computer. [1:12:39] Which I'm not used to. Sorry. Oh, I did it again. [1:12:46] Almost there. resolution and the engineering for what he made up. Here we [1:12:54] go. So, we have two Oh, I also have two [1:12:59] kinds of crosswalk. I asked him to estimate. One is the simple line on [1:13:03] either side of the crosswalk. The other is doing what's referred to as [1:13:07] continental crosswalk, zebra crossing or the lading. There is more visibility [1:13:12] with the lading there, but there is higher cost of the [1:13:16] lading. So, um there's the two cost estimates. These include painting the [1:13:23] red curb and all the intersections me mentioned [1:13:27] that needed it. Um and painting the crosswalks mentioned that need it. Um [1:13:33] so, we first go to council for questions on these items or questions on the [1:13:39] projects. Do we have the money? [1:13:42] » Well, the SB money is all we get that from the state. We have that money. [1:13:46] » We have that >> and we do have additional street money [1:13:48] and I know we didn't review the budget, but yes, our street money is pretty [1:13:52] healthy. >> The reason the street money is pretty [1:13:54] healthy is because they are restricted funds that can only be spent on street [1:13:59] and road repair. They involve state monies that are given to us, specific [1:14:03] line items, and that money can only be spent on road repair and maintenance or [1:14:09] projects such as this. >> Yes. [1:14:12] » What's mobilization? >> Mobilization [1:14:17] involves the construction cost, hiring somebody to do it. [1:14:21] We got to put it out to bid. And yes, [1:14:27] » uh I tend to uh veer toward the higher cost only because uh some of the traffic [1:14:34] is uh uh comes down the road pretty quickly and so the more visible the [1:14:40] crosswalk is I think the better it is for all. [1:14:44] » I didn't mention this also includes the ped xing detail that would be on the [1:14:50] approach to that but your point's well taken. It is much higher visibility. [1:14:54] Yes. Um, any other question or comment on the projects [1:15:01] before we we leave this questions or comments on the water street which does [1:15:07] not have to be done by the SB by the daylight um law that that assembly bill [1:15:15] but it provides communication to the general public [1:15:19] about where to park, where not to park. [1:15:26] It seems advantageous to have it all done at once. [1:15:30] » It does. One construction crew. >> Cheaper. [1:15:33] » Yeah. >> Yeah. We do all three of them. [1:15:37] » Do you have any any question? We We'll come back for deliberation. We'll also [1:15:41] go to public. [clears throat] But do you have any questions on whether Water [1:15:45] Street, Southside, North Side? [1:15:51] » Not at this time. Yeah. >> Okay. We'll come back for deliberation [1:15:54] on that. So, we open to to public comment on this. [1:16:00] [snorts] >> Gary, [1:16:02] Water Street is a is a problem to park there now. So, I mean, is it has there [1:16:09] been issues with pedestrians crossing there and almost getting hit by [1:16:14] cars coming through there? I mean, is it necessary to do it because of the issues [1:16:20] with the post office parking and and the fire hydrant that's down there? [1:16:26] » Fire hydrant. Good point. The fire hydrant is on that south side. That is [1:16:31] one restriction that's usually ignored. [laughter] [1:16:35] » Yes, but [clears throat] you're right. That is there. [1:16:37] » Is it absolutely necessary to do it because of all the other issues that are [1:16:40] going on here? If I could remind the council that we [1:16:44] had almost identical conversation about fire hydrants and the new law that went [1:16:50] into effect in January about parking restrictions around fire hydrants. and [1:16:55] we talked at length and the issues that um that I know I expressed I believe uh [1:17:02] another business owner expressed as well was a um it's hard enough to have a [1:17:08] business in this town and taking away more parking is really unfriendly to [1:17:12] business. Um the second biggest issue is that there is no enforcement anyway. So [1:17:18] you could put a the law is the law with with or without signs. And so [1:17:25] people are going to do what they're going to do and there's nobody to tell [1:17:28] them not to do it. >> All right? That's just the facts. And [1:17:31] so, you know, do I want every the entire curb in front of my business to be no [1:17:37] parking? >> It's 20 ft from the crosswalk only. [1:17:40] » It's 20 ft from the crosswalk, but we also we also have two fire hydrants [1:17:44] there, too. So why would you do it then for crosswalk and not fire hydrant? You [1:17:49] didn't do it for fire hydra for all the the same reasons. And so you know again [1:17:54] I'm just saying there also I I'm guessing if Susan was here she might [1:17:59] also bring up the longstanding concern that people have had about the [1:18:03] aesthetics of having sign after sign after sign after sign on our main [1:18:08] street. Um, that's been a a a subject that's been brought up before [1:18:14] » and so I am fully in favor of restriping crosswalks. I think that's a good thing. [1:18:20] But because we don't have the enforcement, [1:18:24] painting all the curves you want isn't going to change anything [1:18:30] » and it's just another business unfriendly move that you know is is [1:18:37] challenging. Mhm. Um, I want to remind you that we deferred to the [1:18:44] the only one who can really designate a fire lane and who can design make things [1:18:48] around the fire hydrants and Dominic declined to do so. And so with that, the [1:18:55] city council had nowhere to go on the concern of that one fire hydrant. [1:18:59] » So, >> but there it was that one fire hydrant, [1:19:02] but if you did it for that one, you're going to do it for the one in front of, [1:19:05] you know, at at Water Street. There's one in front of Moon Rice Pizza. They're [1:19:09] they're kind of all over. And so then, you know, there's it's just becomes a [1:19:15] » I mean, there's going to be no apartment town and it's already difficult. [1:19:19] » Okay. And to get back to SB1, which is already [1:19:24] a state law, >> right? Doesn't change anything, right? [1:19:28] So, somebody's parked right at the crosswalk and we happen to have law [1:19:32] enforcement in town, they can ticket it, no problem. sign or no sign, curve or no [1:19:37] curve. >> So that the signs and the curves don't [1:19:40] really give you anything. [1:19:44] » Any other public comment on this item? >> That public comment is closed if it [1:19:51] comes back for deliberation. >> So you're talking about a red red zone [1:19:56] on the south side of water. >> We couldn't do red zone there because it [1:20:01] is bridge brick. So, it would have to be no parking between signs if we decided [1:20:07] southside warranted some control of that nature. [1:20:14] » I say that let's do the crosswalk and forget the red. [1:20:19] » Okay. At Water Street or at >> God's Hill as well. [1:20:23] » All three of them. Well, well, no, we need to do red [1:20:28] for the daylight. >> That is daylight also. [1:20:39] Well, but it's the approach coming down. So that it' be the red [1:20:44] would be on the bridge. [1:20:48] » That's why we can't paint red. It'd be no parking between sign. [1:20:54] on the fence side. [1:21:03] » Okay. [1:21:09] But you know the question is this is [1:21:15] these don't have to be approved as a block. [1:21:18] You may decide it's warranted. Council may decide there may be a motion that is [1:21:23] warranted on the west side of Main Street [1:21:28] at the approach to the crosswalk. It's not warranted on Water Street. It [1:21:33] doesn't have to be a block decision. Does that make sense? [1:21:37] » Okay. I think up there is really important. [1:21:42] » That one is >> especi Well, and just getting the [1:21:44] crossroads painted be a big help. >> Well, that's SP one. That's SB1. And [1:21:50] that's done. Those are our projects. We have to get them done or lose the money. [1:21:53] » Let's do those. >> Yeah. [laughter] [1:21:56] Well, so let's then let's look at the two. We can decide to let's look at [1:22:02] them. SE SP1. We've already voted. I mean, that was a we had a resolution to [1:22:06] approve these projects a year ago. So, it's really now a matter of we're going [1:22:11] forward with the cost. We need to go out for bid because it's over $5,000. [1:22:16] So, SB1 is not act. We don't need to act on that one. The only one we need to act [1:22:22] on aside from approving going out for bid. I'm sorry. We have to approve going [1:22:25] out for bid and then I'll get back to the engineers on that. So, let's deal [1:22:29] with that one right now. Do we approve going out for bid to do the crosswalk [1:22:34] markings and the pedestrian ex the pedestrian? Let's make a motion in that [1:22:38] regard. >> Yes. If I may, uh I move to uh uh [1:22:44] approve SP1 um in regards to um uh the uh scope of [1:22:52] work and cost >> for option one or option two. [1:22:58] » I'm looking at option one, which seems to be uh unanimously uh [1:23:05] Oh. Oh, I see what you're referring to. Yes. Okay. Um uh it's irrelevant to me, [1:23:10] but I think more visibility is good. So I would go option two in regards to [1:23:14] subsection 6A here. SP1. >> SP1. Okay. [1:23:20] » Second. >> Okay. We'll do roll call vote. Steve [1:23:25] » Bruce. >> Okay. Motion is approved. [1:23:29] » Okay. What exactly was the motion? Motion was to approve going out for bid [1:23:35] for the SB1 projects using option two continental crosswalk. [1:23:41] » Okay. [1:23:46] » It was approved three. You know the numbers. [1:23:51] 301 302. [1:23:55] » So it was Mr. Ta who made the motion and Mr. Cheryl. [clears throat] [1:24:00] » Yes. Yes. >> Yes. [1:24:03] » Okay. Then with regard to California Assembly Bill 413, this again was part [1:24:09] of traffic calming. We've had a couple meetings about this that this is a [1:24:14] traffic calming measure. It enhances pedestrian safety. Do we want to proceed [1:24:19] with marking in any way, shape, or form a required 20 foot no parking zone [1:24:30] at either or both or neither of the two streets mentioned? [1:24:37] » Maybe we could revisit this in the future, but I uh I sense no need to move [1:24:43] on it uh at this time. Then our cost estimates will be this would be involve [1:24:49] a different cost estimate and again another engineering contract [1:24:55] » higher expense. Okay. So we are tableabling this which means we won't [1:25:02] revisit that. Then Bruce [1:25:05] » you have you >> I I hate to spend money we don't need to [1:25:11] spend. [laughter] I really do. I mean either [1:25:18] I mean, I think we should have the red zone [1:25:22] just prior to God's seal road going south [1:25:28] the other side. We can't do it. It's dirt. [1:25:32] » Think can we simply uh limit the motion to that and go off the bid accordingly. [1:25:39] Is >> that one red stripe? [1:25:41] » Is it not already included in your your vote? [1:25:45] Um, yes. >> Yes. [1:25:48] » Yeah. Red curb. >> Yes. [1:25:51] » Here it has 35 35 ft. [1:25:55] » Mhm. That would be if we did both. But if we're not doing both, then it's we [1:26:01] only go out to bid for reduced option two. We [1:26:05] » just do the west side of God. [1:26:08] » We need a motion to do that. >> Okay. I'll make a motion that we approve [1:26:16] 5 ft of red line at Godzill Road. [1:26:22] » Okay. On the west side of Main Street. >> And Main Street. [1:26:25] » Okay. >> Should call it Main Street. [1:26:28] » Mhm. >> Okay. There's a bit a motion to approve [1:26:33] only doing red paint for the 20 ft uh approaching the crosswalk at Ion Valley [1:26:40] Road and on Main Street. and revising auction two bid. [1:26:47] We need a second. [1:26:53] » Guess not. >> In the absence of of a second, this is [1:26:58] tabled and will not be revisited. [1:27:02] » Okay. Okay. So, we'll take off red painted curb and we'll go forward on [1:27:06] option two for items 1 through five. [1:27:11] And with that, we come to Amodore City's [1:27:15] dump day. Discussion and possible action regarding renting a dumpster for a [1:27:20] weekend. Republic Services charges $689 for a 40yard dumpster with a Friday [1:27:26] delivery. A Monday pickup. Excess weight over one ton is built at $17125 [1:27:33] per ton. This is because um this is no longer a free service that is provided [1:27:40] to the city. So in the absence of that and in response to questions about when [1:27:44] is there a dump day, we looked into the city pro procuring a dump dumpster. [1:27:50] These are the costs and it will first come to council then go to public [1:27:55] comment. Aces used to give this to [1:27:58] » Yes. [1:28:02] [snorts] >> I have a question. [1:28:06] » This is limited to residents within the city limits. Correct. [1:28:11] » Or does it include the what I would call the Amodore city community. In other [1:28:16] words, people that have businesses here but live right across the city line, so [1:28:22] to speak. you raised a interesting point that um I hoped we would have discussion [1:28:28] over. This is using uh public dollars, the public dollars [1:28:34] that are within that are from property taxes and other sources of revenue [1:28:41] within city limits. Um it's not for residences. This would be a situation [1:28:46] where we would have to look at appropriate use of public dollars and do [1:28:51] we make this open as the old one was for wide community use or do do does the [1:28:58] comm does the city need to put restrictions over who can access it? [1:29:02] That's a a question council will need to discuss. Okay, one other followup [1:29:08] question that if uh if there's a business owner uh they pay into the [1:29:14] public fund for the city, correct? In some form sales tax, but it's only 1% of [1:29:20] sales tax revenue comes to the city. >> Okay. So, [1:29:23] » sales tax >> small albeit but some. [1:29:26] » Yes. >> Thank you. [1:29:27] » Mhm. [1:29:31] » Any questions before we go to the public? What [1:29:34] » do we want to do? That's that's another question. So speak up. [1:29:40] » It will come back to deliberation. So you don't have to deliberate on it now. [1:29:44] » Okay. Let's see what what's >> okay. [1:29:47] » What you folks have to say. >> Okay. So it goes to public comment. [1:29:50] Amidor dump day. >> I think it's great. My um question is [1:29:56] how do we make sure we don't go too far over if it's $160 per ton. How do we [1:30:02] stop it from getting overloaded? Does anybody know how many dumpsters [1:30:08] we've used in the past? I mean, we did close enough to know it's more than one. [1:30:13] » Two. Some of them was three. I've seen the three once. [1:30:16] » Um, and so it's the same size. >> 40 yards. I don't I don't know if they [1:30:22] they were 40 yard dumpsters. [1:30:26] » Yeah, >> they're pretty good size. [1:30:28] » Yeah, >> they're a good size. [snorts] [1:30:31] » Yes. >> You're going to need more than one. So [1:30:34] budget [1:30:37] » and um in the I want to re remind folks that we aces delivered it in the morning [1:30:45] came back if it was full delivered another one and then at noon it was [1:30:49] closed. So this will be delivered on a Friday night with a Monday pickup. [1:30:55] Who's going to monitor it? [1:31:02] Who's going to check IDs? [1:31:08] » Say one last thing. >> In England, we we get to free as well. [1:31:11] Occasionally because if you don't give people this ability, you'll start seeing [1:31:15] fridges machines at the side of the road. [1:31:17] » Yes. Yes. That's the down that's the main reason for having one. Yes. [1:31:24] » I mean, I have a concern of it being open all weekend. [1:31:27] » As do I. I have concern about Ian and me being up [1:31:32] there saying, "Show me your electric bill." [1:31:35] » Does it have to be a weekend? >> That that is there. Uh because ACES was [1:31:42] local >> and Republic Services is out of [1:31:45] Stockton. >> And so that is what restricts a weekend [1:31:51] delivery and drop off. >> Really? [1:31:54] » Like they couldn't do it on a Thursday and pick it up Friday. [1:32:00] We could ask. >> I understand that they drop it off on [1:32:02] Friday and don't want to come back until Monday, but could it not be a weekday? [1:32:09] » We can ask. That was that was what was offered. [1:32:12] » Okay. Okay. [1:32:15] » But, you know, they might say, "Well, we can do that for this." [1:32:19] » I had to shrink the window. >> I really The window The window's [1:32:25] problematic, vermin. [clears throat] >> Yes. [1:32:29] uh window's problematic. So, this would probably be the issue with postponing [1:32:35] until we know more is that we wouldn't decide until July, which means it [1:32:39] probably would be set up to the end of July. But it that's that could be [1:32:44] and I'm I'm deliberating and we haven't closed. Is there any more public [1:32:48] comment? I'm sorry. I forgot myself. Okay, we'll come back to us for [1:32:53] deliberation. Now, I'll say what I was going to say. [1:32:56] We could postpone decision on this with and get the additional information and [1:33:01] have it be on the agenda in July. >> Okay. [1:33:05] » And that would mean it just postpone having establishing a date. [1:33:09] » Yeah. >> Okay. And let's do that so we don't [1:33:14] eliminate the possibility of having the dumpster because I think the point's [1:33:19] well taken. If we don't have that, then things, you know, is accumulating in [1:33:23] front yards and, you know, out in the fields and so on. So, [1:33:30] we're going to get additional information and revisit it in July. [1:33:34] » Okay. With that, we're on to reports and um well, we are down to um Mr. Cheryl [1:33:43] first. [1:33:46] Well, at the museum board meeting today, they had two, well, one request [1:33:53] assigned for the cemetery here on Main Street. [1:33:58] And the other one is the museum is going to donate $1,000 [1:34:04] for the Powderhouse fundraiser. >> Oo. [1:34:10] Was the fundraiser successful? >> Yes, very successful, I think. I mean, [1:34:15] we were the last count I had was 2,900. >> So, with this 1,000 [1:34:20] » plus $1,000 from the museum, >> you know, [1:34:25] » I didn't hear that. The museum donated $1,000 [1:34:28] » is >> Yes. [1:34:29] » to the counter house. >> Yes. [1:34:34] » Restoration. >> And and at last count that I had, the [1:34:38] cash that we have taken in, it's $2,900. So then the museum will make it 3,900 [1:34:48] and there's still more to come. I mean um Amador County Historical Society is [1:34:57] going to donate some money. >> They haven't said how much. They're on a [1:35:02] kind of a tight budget right now. Mhm. >> With regard to the sign for the [1:35:09] cemetery, I thought that was approved by the historical society, [1:35:14] » the committee. >> It was a suggestion. Yeah, that's a [1:35:18] follow. [cough] I don't know that any action was ever taken on it. [1:35:23] Okay, [snorts] we'll follow up with that committee [1:35:28] because they have not used all of the money that was donated [1:35:32] or acknowledged it with Claudine yet. >> I know. [1:35:38] » Okay. So, anything else, Bruce? >> Nothing. [1:35:43] » Steve, anything you want to report? >> Sure, I'd love to. on behalf of the [1:35:48] Amberor County Veilological Society. Again, thank you for the space. We had a [1:35:53] meeting. We maxed out this room. Um 40 is the max. We had standing room only [1:35:59] and we had individuals come as far as Mckelam Hill, Angel's Camp, I own [1:36:06] Stockton, and Loi. Uh it's remains my impression that we [1:36:13] probably can do um 40 to 70 uh given the right talk and the right presenter. Also [1:36:21] there's a large interest in field trips. Uh notably to learn more about the local [1:36:27] mining history of Amador city and community around it. Uh that being said, [1:36:33] again, thank you on on the society's behalf for the use of this space and [1:36:38] maybe uh the renovated school will be available down the road which would [1:36:44] offer more square footage and uh let them resume uh these meetings there. [1:36:52] » You're going to have a conflict now because you're going to have to vote on [1:36:55] the rental rates. [laughter] >> You might have to recuse yourself. [1:37:02] We have no officers, no membership list, no blind laws. [1:37:08] » Oh, okay. Anything else? >> Thank you very much. [1:37:12] » Um, I heard from um I'll just do a short report on here. I heard from Josh Mcuan, [1:37:18] our property manager for the old grammar school. We have tenants. One tenant will [1:37:25] be signing a lease tomorrow, moving into apartment B and moving in over the next [1:37:29] two weeks. And the other tenants um are um asking for a July 1st move in date [1:37:37] and lease beginning because they have to give 30 days notice. And um that's it's [1:37:43] very reasonable, but they are very qualified. It's a couple, so they'll be [1:37:48] they are in apartment A and a gentleman in apartment B. And uh so we have [1:37:55] revenue to look forward to in the next year because we'll once again have [1:37:59] tenants up there and we will be working on the rest of the building going [1:38:03] forward. Um [1:38:07] nothing else to report at this particular time. Um I'll reserve you [1:38:14] know what I was going to say. Um and we'll just move on. [1:38:19] There are staff reports, any city attorney report? [1:38:22] » Not only to mention that I will be here next month, but I will be out of the [1:38:27] country for the meeting in August. >> Got it. [1:38:31] » Yeah. And I don't know if you >> Yeah. [1:38:33] » Okay. Um and one I don't know if you got my [1:38:38] email, Pat, but I want Can you stay a few minutes to talk with me? Thanks. I [1:38:42] appreciate that. And staff report. Joyce, [1:38:45] » I have nothing to report. >> Nothing to report. Okay. Future agenda [1:38:49] items. There are a couple things on the list. The complete budget would need to [1:38:53] be approved in July. SB1 project list for 2627 will be on the agenda for July. [1:39:00] We will also need to approve a resolution to do micro trenching for the [1:39:05] fiber optic cable that's coming from um Volcano Communications. We're waiting [1:39:11] first for before putting that on the agenda until Sutter Creek votes whether [1:39:15] to approve it going through Sutter Creek. If they do, it's logical for us [1:39:19] to do so as well to just continue. If they do not, it makes no sense for us to [1:39:24] do it in isolation. So, they they vote on it next week. We'll know more. Um, [1:39:30] I'm adding in what was I adding in? Uh, the budget uh [1:39:36] revisiting dump. So, let me add that. Any other agenda items to add at this [1:39:43] time? [1:39:46] » [clears throat] >> There's plenty of time. Okay, with that, [1:39:50] the meeting is adjourned. The next regular meeting is July 7th at 6:00 p.m. [1:39:56] here. Uh we're hoping to be possibly in the community center, but I don't think [1:40:01] we'll have Wi-Fi up there yet. So, thank you all. [1:40:14] Is it possible? [1:40:18] I'm >> sorry. [1:40:22] » There you go. [1:40:32] » Thank you. Good night. >> What the f originally looked like for [1:40:36] the site. I missed by to see if it was [1:40:41] You guys are both going to have to work on projecting. [1:40:44] » People can't hear you. >> Yeah. [1:40:46] » Okay. >> Pretend you're giving a lecture. [1:40:48] » I hear you. [1:40:52] » Say Cheryl's country. That's pretty mean. [1:40:57] » 15 post. [1:41:01] » I think no after 59. >> Okay. After 59. Okay. That's when there [1:41:15] » in 2017 that was up in Oregon. >> Yeah, that's what it looks like across [1:41:18] » the whole Missouri 24. There was one in my I was born in Illinois, so I went [1:41:26] to my cousin. >> I was pretty excited when I saw that [1:41:28] sign there. >> Okay, go. [1:41:32] » Go. [1:41:35] I left when I was seven years old. >> Yeah. I left when I was 30 days old cuz [1:41:40] my dad helped me call service. >> I spent the rest of my [1:41:44] » Thank you. >> Thank you very much. [1:41:48] If you need anything from me, >> thank you. [1:41:53] » I don't know if this is off yet, but let's make sure it is. [1:41:56] » Oh, yes. I can do that. Okay. I wait a little longer. [1:42:04] Stop. Stop. >> How much this little camera cost? Do you [1:42:09] remember? >> 100 bucks. [1:42:12] » Yeah.
