[0:00] um all right and are you set up to do that you [0:04] going right now uh yep it's now recording [0:08] okay welcome everybody um we have barbara [0:13] from the her councilwoman christiansen from the city council camden's [0:18] representing uh the city parks rec and trails and on [0:24] uh for the committee we have peter nathan [0:28] and lisa on welcome everybody um [0:35] i think everybody got a copy of the notes [0:39] um if they look good do we have a motion to [0:43] uh to approve the notes from the june 10th meeting [0:52] i'll give a motion to approve i'll second that [0:56] okay thank you and um everybody in favor of [1:03] approving those notes say aye aye aye aye aye [1:09] thank you all right [1:13] so i think camden sent a uh email out just a hour or so ago about [1:20] the updates on the on the park and wreck projects that are [1:25] in place right now do you want to go over that [1:27] camden yeah um i decided for some people it may be [1:33] helpful just to have it in front of them but i was [1:35] just gonna go through it real quick uh we had a handful of projects park tax [1:40] projects from last year um that we uh have been working on are [1:46] closing up we had the last smaller pavilion at [1:50] quail cove that's up looks real nice we have the [1:53] park tax logo on it we had a playground also the [1:56] robinson uh park one you can see that one's been up for a bit we also did [2:00] uh just through city funding we did a playground at um all right um not cool i [2:08] think i said quill cove i apologize rotary park um we have a new playground [2:13] there as well through city funds but the one at [2:16] robinson that's uh park tax funded it's got a cool [2:19] logo just stamped onto one of the panels i think that looks nice [2:24] the quill cove entrance is um is complete we want to try and get some [2:29] nice signage actually i have a another guy working on design work for [2:33] these uh street banners um and then we want like [2:36] a kind of an entrance monument just kind of where the half circle is [2:40] part of the sidewalk further up is not done but that was done [2:43] with intent because we knew or we suspected we'd be getting this bathroom [2:48] approved which we have so we kind of left that undone so that we can [2:51] put stuff in get the bathroom uh that's gonna start happening in september [2:57] um at the time when we were kind of looking at scheduled events there wasn't [3:00] a lot going on at that time and we didn't want to get two later and [3:04] we're working with a contractor and that was kind of the preferred time too so it [3:07] just kind of all worked out to have it happen at beginning of september and [3:12] then really by the third week as it says here which [3:15] hopefully be wrapped up and kind of have it up and running probably [3:20] just landscaping left at that point around it [3:24] and then we just have various trail sorry cans trees [3:28] tables throughout the the area if you've been on uh the trail like [3:34] on 300 and um kind of up along the river you may [3:38] see a couple of the new seats with the logo on [3:43] yeah that's just a summary of stuff working on we actually we did the [3:48] dog park a while ago but we put in a really soft sand [3:51] we've actually gone through and redone we dug out that sand because it was [3:55] blown around and caused a mess and we put in a sand that's been used in [3:59] other dog parks to heavier firmer more can be more compacted and so [4:04] that's another side project that was done [4:07] uh another one is evergreen we got the sprinklers in [4:10] and taking care of the contractor was really slow on that [4:14] um yeah but they're they're slammed and busy so we just had to work around that [4:17] so those are just some of the big projects [4:21] that we've been working on that jason manly's been working on [4:25] and the sand in the dog park is that the dog parked up by our die [4:30] no no we don't have any dog park there yet there's still [4:33] we're gonna try and finish off the parking and other stuff and we'll try [4:37] and wrap that into that there's just you can tell there's more discussion [4:41] that need to be had this it's in easton park [4:45] kind of like behind the eye on 500 east okay [4:53] sounds good and um let's see [5:00] is there any questions for camden about those updates [5:06] no it looks like it's all coming along really well [5:09] you know yeah well then um when did you say you were gonna start [5:14] that um dog park at the art diary is that gonna be [5:18] like on the last little bit once you've got the parking [5:21] done on the back side yeah there's there's no set date there's [5:25] no funding none that's locked in i think we still [5:27] want to pursue it but we kind of just have to [5:30] continue master planning so there there's we want to take that [5:34] parking lot and try and wrap it around and then there's some property [5:38] acquisition tied to that and we need to do like a roundabout [5:40] so there's a bunch of work we're we're working on [5:44] we're hoping to tie a plan for the dog park in there too so it'll be time to [5:48] discuss and do those sort of like stakeholder involvement as we as we [5:52] want during the process but nothing's on the books yet [6:00] um and i thought it was really nice i was able to go up to the ribbon cutting [6:05] at the new art die facility um the [6:10] concessions and score keeping and i don't know what do you call that [6:14] building multi-purpose room building or what [6:18] yeah i've been called the scorekeeper tower but it yeah it does have [6:21] storage yeah and that was that was really nice and the mayor gave [6:28] a good good little uh ribbon cutting [6:32] speech as in clark and rob and uh that'll be a great facility and i [6:38] understand that adult softball is going to start here [6:41] pretty quick yes i believe so [6:47] all right and then uh false soccer also i think is [6:52] registration's up and everything as i understand it but don't ask any [6:56] follow-up questions because i wouldn't [7:00] okay soccer i'm coaching uh my son will and and uh so that's getting [7:07] he has his first game this saturday cool all right awesome [7:16] my my kids participated in the chalk festival and i understand that [7:20] the park program they funded part of that [7:24] and i thought that was it was just wonderfully [7:27] ran i think it was very enriching to the entire community [7:31] it was good for those who participated i thought that was a very good use [7:35] of funds it was great i mean it was something that pretty much anybody could [7:41] safely do and go look at and be a part of so i thought that that was [7:47] something great that the park program kind of sponsored so [7:54] yep and it was really nice i don't know some of us went up to art i went up for [7:59] fireworks and stuff and um it was really really nice not [8:04] have any of those uh soccer news soccer fields parked on i [8:09] know there are a lot of people on them and you know a lot of people throwing [8:12] blankets out and everything um but it was just a different [8:16] atmosphere which was maybe a good thing without the carnival there and without [8:21] the mass numbers of people trying to jam [8:25] into that i mean art dies big but if you had [8:29] half the population try to jam in there it'd be pretty tight [8:33] hopefully we can do that again next year yes [8:37] that would be nice um great um i i should uh recant what i [8:44] said um it's not this saturday but the [8:48] saturday after i don't know that matters to many people but i [8:50] misspoke on on when fall soccer starts well and peter just from past experience [8:57] if you volunteered this time you will be a soccer coach for the next 10 years [9:04] that's probably how it ends up like giving any [9:07] any other sport your uh kids are interested in you'll probably coach that [9:12] anyway but it's all fun it was all good um [9:16] all right then uh did the committee members have a chance to go over the [9:22] parks map and look at the trails uh in the past month or so [9:31] i i personally looked over at all again um i don't know what areas you [9:37] want to discuss first or in preparation for the city [9:40] council meeting next month well i [9:45] you know and i'll let peter and nathan kind of speak to this [9:48] but i was interested in the in the the rectangular land just south of the [9:55] church and north of boat harbor is that is that property [10:00] that the city has acquired because it shows up similar to the rest [10:04] of the parts as far as color and everything [10:09] there you go no we don't have it acquired if i suspect [10:13] uh when you look at the map you see these generic circles that don't really [10:18] line up with anything and then you see that property that you're talking about [10:20] that was a very definite rectangle and i think at the time when [10:24] they looked at it they saw that it was had the river going through it and so it [10:28] really didn't have a developable use for it for that reason and so i think [10:33] they felt safe to vaping the committee and then [10:38] the staff at the time felt safe to kind of really delineate it as [10:41] as an option for park space but even we're talking with the property [10:46] owner even now and i think they're in california actually um and [10:50] it's it's yet another one where they they see dollar signs in their eyes [10:55] um as we're approaching him about about the property so we've already taken [11:01] the discussion to acquire it right i think that butts up against the buck [11:06] walder's property i'm not sure um so i i think i missed uh [11:13] the email or maybe i just didn't notice it um was there an email that [11:17] that had that drawing on there along with uh some trails [11:21] i i yeah i sent um there was a 10 i think it's 10 or 11 [11:27] page park master plan it had [11:31] some brief descriptions and then at the end it had a map of all the parks in [11:36] american fork and it's on the city link too but like [11:43] camden pointed out it shows two or three circles which are unidentified [11:47] there we go right there [11:52] so this uh one over here on the right this pink one [11:56] you know you see these generic oh no sorry it's this one actually yeah it's [12:00] that one um these generic circles here but then [12:03] this very specific property here um and we're still interested and we're [12:07] still wanting to work with them on that just because it i mean it would be a [12:10] perfect river trail uh the river the wash the river going [12:14] through it we have there's great opportunities there but [12:17] it's just a matter of purchasing and acquiring it [12:21] gotcha has anybody approached uh ferris blacker she used to be a member [12:26] of the committee he owns the property um oh just [12:32] just north and it's a big section there's actually a blackhurst lane that [12:37] leads to his house i think he has alfalfa on [12:40] most of it and it's just it's everything east and north of that [12:45] little rectangle [12:49] i'm almost i feel very confident that they he's been approached [12:53] uh you're talking about for park space or dubai acquire park [12:57] i'm sorry you froze up camden can you hear me [13:02] yeah okay sorry you're talking about is he being [13:06] approached regarding acquiring land or park space yep [13:12] i haven't been part of any conversations that's not to say that hasn't happened [13:16] you know prior to me or through public works somewhere but i'll [13:20] i'll follow up and ask i just see but i i know him personally i've talked to him [13:25] a number of times and i don't know if which uh [13:31] church wards meet in that building but peter might have [13:35] might know him too but um yeah he owns that big section there and then [13:40] there's buckwalders that own on the other side of that road that splits [13:44] those two large areas anyway [13:49] i know who the buck walters are i'm not sure about the other owner but [13:52] um uh in the past we another thing we've talked about [13:55] in approaching um some of these land owners [14:00] i don't imagine this would work with everybody but it i'm guessing it will [14:04] work with it would help with some and that is that um art die uh was [14:09] donated and or at least some property was [14:14] donated and then our die was purchased with [14:16] money that was sold from that with some namesake involved [14:20] and um some of these some of these uh owners these landowners out there might [14:26] be interested in uh working [14:31] working something out with the city um so that they have some namesake in a [14:36] park and so uh camden you mentioned uh you a lot of [14:41] these guys see when they get approached they see [14:43] dollars um some people might also be interested in [14:47] just simply having some namesake in a community that they [14:51] uh have lived in their a long period of their life and [14:54] um you know what i mean same thing with with art die he [14:58] we the park was named after after art diane so [15:02] there might be some of that that could could help in acquiring the property [15:08] i agree i think i think it'd be good [15:13] like i envisioned maybe writing a letter from like the mayor [15:17] you know writing a letter to each of these people making that request [15:20] and kind of saying we can name it after you or something but we're just asking [15:24] for this well and and i know the of the buck or [15:28] not buck walters buckwalder's purchase they used to live down here by me and [15:32] then they purchased that property 30 years ago but blackhursts have been [15:38] in american fort for two or three generations and he's had [15:42] that property as long as i mean he might be [15:47] i don't know when he acquired it but it's been 50 plus years ago [15:50] so yeah that might be something along the way well and scott [15:54] we talked about it would be great as a committee to meet together [15:58] once we know what we're asking for and what we can add to it as a city [16:03] and pick the best person not saying that the mayor isn't the best person by any [16:09] means but just those that have the highest personal [16:12] relationships those that um have the highest trust relationships [16:16] i think it would be great to involve and not [16:19] just a blanket letter it might be good to go personally with [16:22] someone right yeah and i i'm pretty sure i i'd [16:27] have to talk to mayor frost but i think ferris he got put on the [16:33] committee at my suggestion before i was the uh [16:37] chairperson and then i'm pretty sure he knows [16:41] i'm pretty sure uh ferris knows mayor frost and uh two or three others [16:48] on the committee on the uh city council but yes that's an [16:52] excellent suggestion i mean i'd i'd be more than willing to be a part of [16:56] that i run into him every once in a while [16:58] he still plays racquetball up at the rec center [17:03] so i i was going to add of all you know what lisa said thank you for because i [17:07] think that's an important part of this i also think it'd be [17:09] helpful if we kind of went through the updating of the master plan [17:12] specifically this map that we're looking at here because i really feel like [17:17] the general targeted areas that we may want to focus our attention or efforts [17:22] on have changed since this map and so if we [17:25] can get that updated and we feel confident about what we see [17:28] then we can make these uh these just have these discussions with property [17:32] owners and maybe we do send a letter out to everyone there and see what we can [17:35] get but i do think it'd be good to maybe [17:37] have tailored you know conversations with uh people [17:42] um on the areas that we're most interested in [17:46] so camden this was addressed a few months ago but can you comment on [17:53] your envision or vision of a master plan because we were basically told you can't [18:01] ever really have a master plan it's great to have a general can you [18:04] guys hear me okay okay [18:10] you can or not [18:13] we can hear there's just some some feedback when you're talking [18:17] yeah can i also give a plug that we should meet outside [18:21] with masks on six feet apart next time maybe [18:24] because zoom is really hard but on a master plan [18:29] it is hard when you have the mayor and the city administrator [18:34] telling us that they can't ever really make a master plan [18:37] that city council can always change that which i understand [18:41] but i wonder if some of these property owners would like something that [18:44] is concrete as long as well as city um people who live in the city i'm sorry [18:52] guys i haven't eaten um people who we want to vote what citizens [18:57] um that would love to say yeah we want to [18:59] vote for parks tax again but we want to have a plan and see it [19:03] come to fruition in the near future even if that's five [19:06] or ten years but we're not going to do a plan and then in [19:09] a year change it and then a year change it [19:11] and then a year change well so the plan we have here is [19:14] if you've read through it it's still pretty applicable today and it was done [19:18] in 2015. and i i would i wouldn't listen to the [19:22] the one the meetings that i had missed where some of these discussions were had [19:26] where i i'm hearing that the advice that barbara or david [19:30] gave was that master plans aren't useful and i do not [19:34] feel that that's what they were even saying i think they were acknowledging [19:37] that the council could change a plan [19:42] but realistically even then when they're talking about that the process [19:46] is council's like we want to update this plan or we want to make this change [19:50] they would then go to you guys the committee and say we would like to make [19:53] this change so at no portion would you guys not be [19:56] involved or with a master plan not being followed whatever the master plan is at [19:59] the time that's what they're adhering to and [20:02] following they just may want to update it or change it but they would involve [20:05] you in doing that like that was the message i got when i [20:08] wouldn't listen to those things i don't know if it was said as concisely [20:12] or in so many words but i don't think they were ever saying [20:15] just get rid of the master plan we don't follow it well and i don't think [20:18] oh go ahead scott well i was just gonna say i think the [20:22] impression was yes there's a master plan this is just like a really short version [20:28] of what came out of that meeting is yes there's a master plan yes it's important [20:32] but the city council can change it pretty much [20:35] depending on who's in office and uh group decisions [20:39] so there would have to be a good reason to change it [20:44] any plan has to be flexible you don't want to set something now [20:49] and have to stick to it 10 years from now when everything has changed [20:54] right it has to be flexible that's all we're saying [20:58] yeah and and i understand that i think it was just [21:02] we've been going back and forth on the need for parks on the south side [21:07] and i think um kind of not leaving that topic i know it's [21:13] something that bothers all of us because i've seen it happen over the [21:16] past 30 years that i've been an american fort [21:19] things have changed slightly not throwing the baby out with the bathwater [21:24] i think everybody in this meeting now and the city council [21:28] are all on the same page as far as getting park space it is harder [21:33] to like most like those circles that are on there [21:37] there city doesn't own any of that property right now and it's proposed and [21:42] those aren't like uh you know there's no acreage [21:45] assigned to those circles of how big or how small they are it's [21:49] just that's kind of what's there right now is [21:53] that not right camden yeah this is the [21:56] recommendation but we would want to update that and i think we have more [21:59] specific data we can use to update this with one [22:04] one thing that would help me a lot is that [22:07] all that land south and east of mountain meadows [22:12] um if is there i mean is there like a designation [22:20] of what is considered the wetlands or protected lands there [22:27] uh it has it hasn't been surveyed marked off so we know exactly what's usable and [22:32] what's not usable yeah i don't have that but i know i i i [22:35] saw it once over at public works so i know they have [22:38] some army corps of engineer survey map of that area so i would need [22:43] to take a look at it again um yeah i i think that's all part of the [22:47] discussion of updating this thing i think it'd be really good to look at [22:49] that see what we can do add that to this yeah [22:52] and then and then over uh west of mountain [22:58] meadows um is there a good i mean those two [23:04] circles are kind of right where the uh big high density [23:11] apartment developments are right yeah and the space [23:15] and open space and all those requirements are just real fundamentally [23:19] different in that space more or less we could [23:23] almost overlay the tod the trans-oriented [23:27] development here and then we would adapt where our [23:31] where these dots are for less description we would adapt those kind of [23:36] move them over here in coverage because the the density and [23:40] the park space requirements here are completely different so there's not [23:43] there's not an expectation to have a formal regular park [23:47] in the tod the code for the tod is written [23:50] that way it will have different green spaces different types and sizes [23:55] that we could include but it won't necessarily be city owned [23:59] and it's just the requirements are very different so that's that's an example of [24:03] one of the real things we need to update on this plan on this map specifically [24:08] camden and barbara can you comment um our parks tax comes back up in two years [24:13] is that correct yeah okay and there's some discretionary monies [24:19] still in a fund that has to be used or i don't want to [24:23] say used or lose but kind of like that that's a large amount [24:26] that the city is trying to debate what to do with in parks is that correct [24:29] still uh discrete like like our impact fees [24:35] or parking pipes no i thought i had heard [24:39] that there was a couple million dollars that [24:42] maybe it was a grant it was discussed a few meetings ago maybe it was a grant or [24:47] oh yeah yeah you're probably referring to the county grant for the boat harbor [24:51] oh yeah yeah and how much is that [24:58] 1.5 around there all right was there [25:02] something in like the five million uh that's something that rob mentioned [25:08] to me that and i think that is i don't know if [25:10] that's impact fees or money that the city set aside but [25:14] yeah he said there was like four or five million [25:18] that could be used to purchase the city could use to purchase [25:22] property to do a park so do you know about that camden um [25:28] i'm not gonna i guess i i don't i don't know exactly what he's talking about i [25:32] know we've got some money and impact fees [25:35] that grant will potentially so unless we can get specific approval or allowance [25:40] for something different than that i guess what i'm wondering is as a [25:44] committee can you give us some direction on what money [25:47] is truly available that we can give input to be used [25:52] yeah i can i can find fun balances for all of those things [25:57] or a general i mean we talk about every month how expensive things are [26:02] but we also talk about it's not reality sometimes what we're expecting [26:06] but i'm not sure we know what's truly there to be used and what [26:10] isn't like we talked about the past few months some extra pickleball courts [26:15] it is something that's being used all the time [26:19] everyone that we have in the city so if if there's some areas in this next month [26:24] preparing to go before city council if there are some parameters that you [26:29] can give us to say hey this is truly what we have or what needs to be used [26:34] before the end of the year or next year or before parks tax [26:37] i think that would be helpful [26:40] yeah put that together i think it's so we've been we've talked about that kind [26:45] of thing most money we have but comparing that to [26:47] like how much it actually would cost buy an acre of land down south so that [26:51] we can have better perspective of both sides [26:53] how much revenue we have and what the costs are and so we were gonna [26:57] find some comparable data to expenses as well and [27:00] i can i can put that together um so you're what you're hoping for that [27:04] information prior to the city council meeting [27:07] in september well i i actually thought we were going to have more city council [27:11] members at this meeting but i guess there were [27:14] some parameters about who can meet when which just to put on [27:18] note i would love to have every city council member at every meeting that [27:22] they want to attend i'm not sure why they couldn't attend [27:26] every meeting i think they're the people who can make [27:29] a change and hopefully hear all of the information [27:32] but yes is next month when we present what we would like to have for [27:38] the master plan is that correct that yeah that's when uh when i've been [27:43] told that we're going to have the meeting with [27:45] the city council if not all but uh most probably at least three city [27:51] councilmen and probably mayor which is fantastic [27:55] because i think there's some issues that have just been circling circling [27:58] circling which would be great to address and see what we can do but again [28:03] if we show up not prepared with what's reality [28:07] financially and land accessibility i'm not sure [28:11] we'll get a lot done well and i just think most of it i think [28:16] we need to stress the committee's feeling [28:20] of the importance of expanding uh the park space down on the south side [28:26] because usually and this is a philosophical [28:30] thing on my part and i don't know if nathan's got [28:33] any any evidence of this but if there's uh some high density housing [28:40] with some minimal space that developers and then the hoa [28:46] or whatever decide on for park when those get full and the [28:53] kids teenagers whatever and this is a generalized statement and i don't mean [28:58] this about everybody's kids because mine aren't uh aren't like that and [29:03] haven't been but when they run out of things to do [29:06] then they go find things to do and sometimes it's not the best things [29:11] that they find to do and that's the importance of having [29:14] park space for me especially on the south side where they don't have [29:19] anything they've got those two or three or four [29:21] high density projects out on the west side by the front runner [29:26] across the street from front runner and they're everybody wants something to [29:31] do and if you provide that through parks and recreation and trails [29:36] it takes i mean that's just what and i know peter and nathan and everybody's [29:42] talk about that that's what that's what draws good people [29:48] into a city or makes them want to settle in a place and [29:53] raise a family and that's something that [29:59] you know i think we really need to focus on the south side [30:02] and the quarter mile rule is a stretch but um anyway that's my two cents on [30:10] the importance of uh expanding the park space down there i mean i was looking at [30:16] the map and rotary park which i consider to be a [30:19] pretty good sized park for you know the middle of the city it's got [30:23] a base full-size baseball field lots of uh shade and big playground [30:29] and two pavilions i mean with the growth there on the south side of the freeway [30:36] they'd need at least two that size and i don't know what the [30:39] acreage is on rotary or whatever but it would be nice if they had at least [30:43] two parks that size [30:48] um scott um yeah i definitely uh second [30:53] what you're saying um and uh [30:58] with our community the hoa put in this retention this water retention area that [31:05] they put grass on that's a park it doesn't have like playground [31:09] equipment or anything it's just an open grass area [31:12] and with the growth that's happening around [31:16] harbor village we see people we see a lot of members from um the [31:23] surrounding neighborhoods coming to that park as though it's a [31:27] city park and it's not it's it's private land it's [31:31] hoa land that we maintain and we pay for as an hoa um and [31:37] that that issue is going to just get worse and wor [31:41] and worse if the city doesn't uh take care of uh the people that are [31:48] moving in with appropriate park space [31:52] okay so i have a really quick question um [31:56] and it's been a concern of mine for quite some time when i moved in [31:59] to i'm in the northwest part of american fork [32:02] when i moved in like parks were built immediately in like henley park is like [32:08] two blocks away from me our specific area is dotted with lots of [32:15] different parks so how were we able to afford parks back then [32:21] and we're not able to afford them now like what did we do then [32:25] that made it so we could have parks is there anybody that can answer that [32:35] landlord i don't know how land was set aside for that [32:39] other than um i don't yeah that's a cause we we should just do that [32:46] again nathan what were you saying i i just [32:49] said land was probably much much cheaper back then [32:53] yeah and so then probably made it easy so then hopefully if there really is a [32:59] couple million in park impact fees before [33:04] it goes somewhere else maybe we can make that a priority in the south side [33:10] and that's a good thought that's that's the other thing i was going to say is [33:13] land has increased but i'm sure the impact fee has also the [33:17] park impact fees have also increased and the [33:21] tax revenue has also increased right and i'm not sure all those should [33:27] all of those should increase together and i think i think camden's going to [33:31] look into all the uh funding possibilities that [33:36] the city has to include the park tax and the [33:38] impact fees i mean he's he said he will do that [33:42] and like you said with my casual conversations [33:46] uh with a couple of city councilmen there's [33:49] some money there and um i think the barber's [33:53] expressed this in a number of our meetings and i think [33:56] city councils on board is you know if we have the money [34:01] let's get something at least purchased that we can [34:04] work on is and it goes back to you know this committee is on the same [34:11] page with the city and with the city employees that [34:16] work the parks and develop the parks everybody's on the same page here it's [34:21] just how do we approach this in a more uh concert in concert with one [34:27] another as opposed to feeling like somebody's not on board [34:32] with this because i think everybody's on board it's just how do we do this how do [34:36] we get it done how do we get the funding and once we [34:38] get the land then uh we really have an impact on what the [34:43] park can look like and and what would be in the park [34:47] anyway um [34:51] so back to the master plan um is there a way [34:58] that you know i don't know the rotary park's 10 acres and i don't know [35:04] if peter feels like a couple of parts like [35:07] that would suffice for that and that you know area [35:11] that he's in where it's more privately owned [35:14] not as high density population [35:22] or nathan i think it would be uh helpful um i i to be honest i don't know what [35:29] uh i think probably a better way to determine [35:33] a good way to determine what size needs to be down here based off of population [35:38] and i i don't have the population growth and all of those numbers that [35:42] the city would but um i know sorry peter i know orem has a formula where they [35:48] determine the acreage of parks based on the population [35:51] does american fork have something similar to that yeah [35:58] yeah sorry the the master plan is what we would do [36:02] there's a level of service standard that we have in the master plan [36:05] that would kind of drop the number of acres we would have uh [36:09] here in the 2015 one it says 6.25 acres per 1 000 people population [36:15] we can decide if we want to keep that or up it or or how would we [36:19] are we meeting it right now even at its current standard [36:22] we were meeting it back then but that's part of the update is i need to go [36:26] inventory all the parks and we need to pull the latest population numbers and [36:29] kind of see where we're at that'll be telling too but that's the [36:33] that's those are the updates that i think we should work on uh doing [36:37] that's the data that will help make the decisions and drive the recommendations [36:41] is there go ahead is there is it possible that we can get all that [36:45] updated before our meeting in september and i'm i'm not [36:50] sure we'll have to work with the city council barbara can go back and [36:54] find out what works best for a date in september to meet [36:59] with the city council it might not be the second wednesday or whatever but um [37:04] yeah it'd be the 8th or the 22nd and in terms of getting [37:08] it updated i'll see what i can do i think we can get a lot of helpful [37:11] information there's a couple of these maps i think [37:13] it'd be good to get updated the area map the [37:16] quarter and half acre or half mile radius map to kind of show us how we [37:21] would try and fulfill those coverages um we'll see [37:25] what see what i can do work with our gis and [37:27] our planning and public works to get that updated camden [37:32] do you have any access to the upcoming building you know like it just would be [37:39] good to take into consideration at least the next within the next couple years [37:43] the population increase within the next couple years like if [37:46] you're going to have another big tod come in i think that that would be [37:51] useful to take into consideration when you're looking at your population [37:56] do you know what i mean yeah i know what i mean so that's part of the discussion [38:00] that that's why it's it's not as easy as just [38:02] like drawing a circle on it at this point [38:04] you want to be more accurate but that's why i said include public works and [38:08] planning and stuff is to kind of say what's in the hopper right now [38:11] and then we can go to our population projections through mountain land [38:15] associative governments they provide projections there [38:19] and we kind of use all of that to kind of say what's the total amount of acres [38:23] we we project will need at build out [38:27] and what do we think we'll need in the next little bit based off [38:31] what's currently in the hopper for development [38:34] and um based off that information where do we want to [38:38] place these parts and how big do we want them to be [38:43] and then i was just going to say looking at my calendar however [38:46] the 8th and 22nd are the second and fourth tuesdays [38:50] wouldn't we be looking at first and third yeah thanks sorry [38:54] i did a quick look yeah did i selected the city council beings not the work [38:59] sessions yeah and camden i know you [39:03] generally have a meeting that conflicts with ours can we do one that you can [39:06] come to [39:10] the city council work session that's on a tuesday um [39:15] so like if we did the 15th would you guys be able to attend the city council [39:18] work session it's those are typically four to six well and [39:23] the key word there is a 10 because i'm i'm 100 with lisa i will wear [39:30] a gown and goggles and gloves and a mask or whatever [39:34] just so we can meet together because even [39:38] this is better than the last meeting but there's still a lot of breakup and [39:42] and echoing and feedback and all sorts of stuff [39:46] and is the city council meeting together or do they plan on meeting together next [39:50] month so right now they're doing via zoom um and [39:57] there hasn't been any problems for them but i think they've got a point now [40:00] where they've determined the secure reliable lines or networks or whatever [40:04] that they can go off of and they use those [40:07] i don't know of any in september to change from that so as [40:11] right right now it would be a zoom meeting [40:16] okay so that does speak to us preparing for uh that because [40:23] i'm sure i don't and i don't know how much a lot of time i don't know if [40:26] they're going to dedicate one whole work uh session to us [40:30] and i don't know if that's the plan or not um [40:34] yeah i think right now if let's just say it's the 15th [40:38] i don't know that for sure but if that's the case i don't know if there's [40:41] anything any other agenda item set but as i [40:44] approach that generally other stuff will be added to [40:47] it and they kind of feel out how big these things are going to be [40:51] i think we would be taking up quite a bit of time so they'll try to keep the [40:54] rest light but it would be good to maybe [40:57] discuss kind of the strategy who's going to [41:00] speak so that we're very focused and specific [41:03] and and what you guys want to do yeah um real quick uh this might be [41:10] backtracking just a little bit but back to the topic of [41:13] um what uh what is capable of doing [41:20] um as far as purchasing land uh in this area [41:23] um some pieces of information that maybe i missed [41:27] maybe maybe we have this information already i've [41:30] kind of asked for it in previous meetings and maybe it's uh [41:33] camden maybe you have it on on your list of tasks of things you're trying to [41:38] figure out i don't know but um two pieces of information that i [41:40] think would help answer that question well [41:43] one is how much is the land uh per acre i know we've thrown out [41:50] three hundred thousand dollars per acre and i don't i don't [41:54] know where that number started i think it was just thrown out loosely [41:58] by i'm not sure who um but i would be shocked if the [42:02] it could be i would be shocked if the land was actually 300 000 [42:06] uh in an area that has a high water table [42:10] um so that getting closer to the lake in some of these areas we're looking to put [42:14] a park um somebody can't be realistically [42:18] thinking that they're gonna do massive projects with a high water [42:22] table right and so and therefore the land isn't gonna be [42:25] worth what it is in areas that could do large projects you could do a [42:31] park but you couldn't do a massive project right with [42:34] a high water table so so the land's going to be less than i [42:38] think a lot of us are thinking right now um as one but it'd be [42:43] it'd be good to get some actual ver some somehow figure that out for sure get [42:48] some get some comps somehow i'm not sure how or uh maybe talk to the [42:54] talk to individuals that own the land there and say how much are you looking [42:57] for this land and anyways i don't know get get a better [43:00] number than what was ever was thrown out at 300 000 per acre i [43:04] just don't know where that number came from i think it was loosely thrown out [43:07] and then the other piece that i am really con curious about [43:11] is in the last 10 years how much money has been collected in impact fees [43:19] on this southwest area because i think that number's a lot [43:23] higher than then this group is aware of as well i think the the the cost to [43:29] purchase land is lower than what we're thinking [43:32] and i think the number that has been collected in the impact fees [43:36] is a lot higher so i'm curious about those two numbers specifically [43:41] hey i apologize to the group my phone's about to die [43:44] so if i cut out my phone die okay if you cut [43:47] out right now you're the one speaking for everybody [43:51] at the city council meeting okay [43:55] so um do you think do you think those numbers are attainable [43:59] are they really tricky this one as i said the first one we want to look into [44:03] that um and we can figure out and you're right [44:17] just going off of neighboring or similar or close proximity properties and how [44:21] much that land was but yeah if you if you get [44:24] it up against the lake um you know where there's the the flood [44:28] plain stuff it'll be a different amount so we'll look at those costs [44:31] um the impact fees localized to just below i-15 on the [44:37] south side i don't i'm not saying no i just i have [44:40] no idea if that's uh information we can parcel out we [44:43] might be able to look at total impact fees and maybe that's our [44:46] starting point um but [44:53] even if you can't come up with a well you know [44:57] an accounting number let's say um we might be able to come up with uh [45:02] estimated or calculated number based off how many [45:05] how many homes have gone in that area and multiply that by the [45:10] the impact fee which i think is three or four thousand dollars and so [45:14] um you know i yeah you get several hundred homes that have been [45:19] into that area and you multiply it by three or four thousand and it [45:22] yeah turns out to be quite a bit of money [45:27] yeah it's there's a couple of things uh come on [45:30] comment on because there's no uh ordinance requirement to track the [45:36] impact fees that way i do and i'm not [45:39] 100 familiar with how the city did that but i'm pretty sure there's no [45:43] requirement on an audit wise to show that [45:49] this area or all this money came from this area of town and all this money [45:54] came from eastern park area or whatever and then the other thing everybody's got [45:59] to realize and i've seen this over the past 30 years numerous [46:02] times and i don't know if all of you are aware there's supposed to be a causeway [46:07] across utah lake that ends up somewhere between the boat [46:12] harbor and over lee highway [46:17] and the reason a lot of the holdup is anytime [46:21] a government state federal local whatever [46:25] starts approaching property owners 9 out of 10 of them will [46:32] ask at least a quarter to a third to a half more than [46:37] what the property is actually worth because they [46:41] think the government has a bottomless pit of money [46:44] to throw out for their properties i know [46:48] that's part of the causeway issue because [46:51] i kind of know some people that were approached anyway [46:54] um and and that makes it difficult because [46:58] let's say an acre is really only 200 000 that might be to a developer that might [47:04] be to you know a friend or family member [47:07] whatever but when the city or like you say state [47:12] comes around and says we need your property [47:15] um the dollar signs start flashing in people's heads and then [47:20] um and it's no different than that little rectangle [47:23] spot there if you go down there it's wooded it's [47:27] thick they did you know and these people live in california so i'm sure there's [47:31] no interest in putting their name on it or [47:34] whatever but they're just looking to make money [47:36] and that's that they've been trying to i think the city's [47:39] tried to acquire that piece of land for the past [47:42] 12 years if i remember right they they've tried to purchase that a number [47:47] of times anyway but we can but cam is going to [47:56] work on those figures so uh in preparation [48:00] i can look at updating some of this general plan stuff [48:03] on my end some of the data and it might help facilitate more of the [48:09] discussion but i think it might be good if you guys [48:12] maybe had a your own direction or stuff you wanted [48:15] to to say to counsel too as i understand it's just to [48:20] kind of solidify the importance and the need for [48:23] you know park space on the south side which i you know i i know they're aware [48:28] of but i think it's any additional dollars beyond what we [48:31] have you know we want to go towards this yes we can do [48:36] it we'll do what it takes um well and and yeah and in this meeting [48:40] if we get these general figures on the on what monies [48:45] are available and you know what funds could be used [48:49] for land purchase i think we do just really need [48:53] to focus on what kind of space are we looking at are [48:56] we looking at two 20 acre parks one one uh or two [49:02] ten acre parts one 20 acre park is that going to be enough [49:05] and i think you know i know it's hard to maybe prepare by the 15th of september [49:13] um exactly we need kind of a pretty [49:19] focused but general um acreage maybe i don't know but that's [49:26] what we need to kind of have in place it's [49:31] and i don't know if we can put that together tonight [49:34] or if we need to have another maybe interim meeting with the committee [49:39] to talk about that i mean i think peter you'd be a good [49:43] representative for our committee as far as [49:47] presenting the need with us there to support you [49:51] i know what everybody else how everybody else about that [49:54] well and scott like you said it's not only just buying the land [49:58] we've talked for years about trails that will connect to rotary park from the [50:03] south side like we get i think we understand [50:05] it doesn't all happen overnight it can't all happen right away [50:08] but if we can put together um a plan that at least [50:15] hey this is the what we have right now what can we do [50:19] every year what what is some sort of progression so when parks tax comes back [50:23] up citizens of american fork are going to want to vote for it again [50:27] second you know how how can we um i don't want to say project the [50:32] future but like rosanna said we should have some concrete numbers [50:36] whether it's law or you know how they do it or not we really [50:40] should have a good idea as a city what do we have where did we get it from [50:44] and what are we planning on getting which is what i've talked about in the [50:48] city council meeting a few months ago and in our committee [50:51] we need to have builders be accountable and participate [50:55] in giving land and helping with land that isn't swampland and so if we can [51:02] look to the future to go not only how much are we going to collect from our [51:04] own citizens and impact fees but what can we do in as [51:08] far as a master plan as builders come before we completely [51:12] build out which is where we're headed in the near [51:15] future and that may be helpful in going to city [51:19] council to say okay this is what we have this is what [51:23] we'd like to see every year every five years in 10 years [51:28] we talk about it all the time we need to improve our rec center [51:32] we need a basketball gym where kids can play basketball [51:35] not one in our city pickleball it's something that is for all ages [51:40] and really in a time now where we have corona and who knows what's going to [51:44] happen with school or whatever else we need great recreational [51:48] opportunities right to spend time [51:54] yep i agree [51:58] but camden i just want you to know and barbara i don't feel like they said a [52:02] master plan isn't good but i do feel it was made clear at least [52:07] to me and i think to others from what you're saying camden maybe [52:10] others have told you the same it was very made clear that a master [52:14] plan is never a master and it it does need to be flexible which [52:19] i completely understand we talked about roads we talked about water [52:22] needs in the city which obviously come before perks i get it [52:26] but when you talk about hindley park that took 20 years to get a parking lot [52:31] paved somewhere the master plan was never a [52:35] master plan and if we can hopefully get things on [52:39] the agenda at least in writing maybe like you said [52:43] as or barbara said as council has to go through and evaluate [52:48] at least there is something in writing that shows a purpose [52:52] and a plan and a desire of your citizens yeah well and i think and i agree 100 [53:00] what happens is in the master plan i bet if you go back and look 15 20 years ago [53:07] that henley park as it is now with the parking lot [53:11] was envisioned and in the master plan but then [53:14] to your point lisa and what you said is during that time i also know that they [53:20] had replaced the water mains along third north and i [53:28] think money shifts to where those things don't get accomplished or come to [53:35] fruition in the in the timeliness that a lot of [53:40] people thinks but that's because the city council [53:43] has to reallocate money sometimes and i'm not talking [53:46] well a little bit with the impact fees well impact fees cannot be reallocated [53:50] right not impact fees but other other [53:55] funding streams the taxes that are collected and things [53:59] they're also the part none of the parts are funded strictly from the park fund [54:03] or the impact fees there's a lot that are [54:05] that's picked up by the general budget anyway it's it's a difficult part [54:13] of being uh in the city council and i haven't been there but i've attended a [54:18] lot of meetings in the past and not as many as i should have in [54:23] recently but i'll start doing that when i can come and visit [54:26] um anyway it's just and i feel for everybody's [54:35] frustration with this situation but it's it's nothing that everybody [54:42] city employees city council and us want to figure out [54:46] and try to make things work better absolutely anyway um [54:54] so [54:58] how do we want to approach this on the 15th do we do we need to have another [55:02] meeting with the committee and just talk about [55:04] talking points and then and then see uh what peter and nathan and the committee [55:10] feels about the parks end of things i agree with [55:13] lisa we really need to push oh and that reminds me there's no [55:17] directional signs in the new uh paved road up to the between main street [55:23] and uh the rec center [55:28] they've got the they've got the bike and walking or they've got the bike lanes [55:33] striped off but um oh yeah [55:38] they need those directional thing things painted in there and they need to be [55:43] going with traffic not against traffic yeah [55:47] [Music] [55:50] how long do you need to reason you know how much time do you need to get those [55:55] numbers or kind of a feeling of where we've been where we're at where we can [55:59] go is the 15th just too soon do we need to [56:02] have that meeting in october well here here's my concern um [56:07] i like i i feel like we should be working on the master plan and updating [56:11] it and then once we feel like we have that done [56:13] as a committee so you guys have gone through you've edited we've tweaked some [56:17] stuff together not just me doing it and presenting it [56:20] but that you guys would then take it and present it to council [56:24] i was thinking that meeting would be different than what i [56:27] this one has become which is what i thought was just kind of you guys [56:30] venting your frustrations and your concerns and [56:33] and advocating again for parks on the south side [56:37] but it sounds like you're wanting the master plan stuff really [56:40] put together before you have a conversation with council [56:45] and no i'm yeah i'm fine i'm fine with the conversation with [56:50] council i don't think we we can have the master plan update [56:55] or i don't i don't know if we can have the master plan updated because [56:59] again these zoom meetings are really really [57:02] really difficult especially when we would all like to be together looking at [57:08] a map and pointing things out and being able to do some overlays and [57:13] and things like that which are really difficult to do online [57:17] um i i think that maybe this next meeting would [57:22] be a good time to you know ask some hard questions [57:26] and get some answers and then and then we can work on the master plan [57:32] and have that in place in october november present that and [57:37] then be ready for the park tax uh discussions that we have at the end [57:42] of every year so scott do you feel like we need to [57:46] submit to council some questions that we have [57:49] otherwise i feel like it's going to be like camden just personally [57:52] i don't know i've got to look at that which i can't blame them if they don't [57:55] know what the questions are or the answers we want [57:58] so then we can say okay this is their feeling or their [58:02] direction how do we do a master plan around that or are you just expecting to [58:09] go in and when you say frustration for me at least [58:12] it's not really frustration as much as we want to be an advocate you have [58:15] people on this committee who have been on it for years [58:18] because they love love love the rex department the park department [58:22] we have kids in it it's something that we [58:25] want to promote or be an advocate for so that future generations we want to be [58:31] here for years to come we want to see our kids [58:33] playing and having fun and and all that so i hope it isn't coming across as [58:39] total frustration as much as we're just trying to be good [58:42] citizens and good advocates in an area that isn't really getting [58:46] much attention right well no i you know i think we can [58:52] represent our committee as far as the importance we place on parks [58:59] and especially getting more done down on the [59:01] south side of the city i think we can also [59:07] ask some questions and um you know i don't know exactly [59:14] as peter has some specific things that he would like to know [59:18] but we may be able to answer or can maybe may be able to get the figures to [59:23] answer at least one of those questions or at least a close figure on [59:27] the second one but focusing on parks trails and [59:32] recreation we we would like to see a solid trail [59:38] bike trail walking path that somehow in some way shape or form goes from [59:44] the boat harbor through the city connects with third north or whatever [59:49] up to center street and then connects to the murdoch [59:53] canal trail it would also be nice to see the trails connect [59:57] parked especially the bigger ones like rotary park and [1:00:02] and library park and hunter park and and and some of those parks um [1:00:08] and then but the focus on the park into things is [1:00:12] for me is strictly on the south side i mean [1:00:15] in that meeting you know i pointed out i live in the older part of the city but [1:00:19] i've got i've got like five fairly so [1:00:24] four set fairly substantial parts within two or three blocks of where i live and [1:00:29] it would be nice that you know and and it'd be nice if the [1:00:34] city council could see that they could leave that legacy [1:00:37] down on the south end of the city you know a similar thing where you sit [1:00:43] back in one of these parts and sit there and think oh those people [1:00:47] 40 50 60 years ago were really they really had uh [1:00:52] some thought that went into this plan [1:00:58] anyway i think that's a good thought i like that um [1:01:06] well so what do we want to do um do we do we want to submit some [1:01:13] questions and put some questions together to give the city council a [1:01:16] heads up um barbara can you comment [1:01:21] you're our city council rep can you comment on how you feel with your [1:01:25] years of experience it would be best my initial [1:01:28] thought is that this is a meeting not so much as the committee [1:01:35] presenting what what you want or the council saying this [1:01:39] is what we want it's sitting down and hammering things [1:01:42] out together i think that's the plan and [1:01:46] i hope that that's the collaborative effect that we're trying to [1:01:50] come up with i think if you had your major points that you [1:01:57] brought out that you wanted to include i think that would be perfect [1:02:03] too so are you going to take back today's meeting [1:02:06] to council and give them a heads up or is that something that you need us to do [1:02:10] to reach out well i think the idea of coming up with [1:02:14] the questions and things may be just as much [1:02:18] for staff as it would be for the council maybe [1:02:21] even more so so maybe camden could take those things [1:02:28] and you could work in conjunction with him and he could be looking those things [1:02:32] up he's got more association [1:02:37] with the finance people and things like that than the council members do [1:02:41] immediately anyway sorry camden all right i don't know if i'm quite [1:02:48] clear you mean for them to ask the questions [1:02:51] to me and see what i can answer on the staff side [1:02:55] either what you can answer or what you know you can go to [1:03:00] uh anna and get information about what money is available what money is and [1:03:05] here you've got fbs access that's the word i'm looking for [1:03:11] to the uh the books and things like that [1:03:15] a little more readily the more updated books [1:03:19] and things and and if i can help you do something [1:03:24] i can do that you know [1:03:28] but maybe if if people would just funnel their questions and you could [1:03:32] say oh anna would be the perfect one for this or let's give this to [1:03:37] so-and-so to research or whatever um yeah and of what [1:03:45] smooth do you do it that way yeah one of the questions i know [1:03:49] i would be interested in that somebody asked already was [1:03:53] if the if we're meeting the six point whatever acres per thousand people [1:04:00] per thousand residents or however that's point two five [1:04:04] six point two five acres per thousand and are we talking about in the south [1:04:09] end as well as up by the temple and the new [1:04:11] developments talked about up there as well [1:04:13] yeah this this would apply to the entire city [1:04:17] yeah yeah that i would be definitely interested [1:04:22] in seeing if if we're still meeting that currently and then [1:04:29] we have peter's questions about the impact fees [1:04:32] um anything else specific that camden and i can't remember what everything [1:04:37] we've talked about do you have anything on your [1:04:38] else on your list camden [1:04:43] no in general i feel like this is for me it's kind of like yes let's [1:04:48] update the master plan and all the data associated with it we want to look at [1:04:51] these things and so with that direction i feel like [1:04:54] we can finally get started to me it felt like we were we hadn't [1:04:59] quite doubled down on that or i guess fully embraced that um and so [1:05:05] that it's all the data associated with that it's going to be the number of [1:05:09] parks the the level of service is 6.25 do we [1:05:13] still want to keep it at you know quarter mile mile [1:05:16] half mile um uh in there in the master plan there's a narrative that even says [1:05:22] we want a art die size and type of park on [1:05:26] the south side as well and it does sound like that's changed [1:05:29] but those are the things that it's like but that's the data and that's the [1:05:32] decisions and that's the information i think [1:05:35] i can update on my end but then i you know the committee [1:05:38] that then it's the committee's trying to really fine-tune it and focus it [1:05:42] um in the direction we want ahead right and the other one i think [1:05:46] uh rosanna brought up which would be interesting [1:05:50] is the you know we're landlocked in a lot of areas but the projected [1:05:55] population increase over the next 10 years [1:05:59] down on the south side where these you know where there's still land that [1:06:03] they're building on see what that looks like yeah and [1:06:08] that's i mean that's dad in it too in 2015 it kind of said [1:06:12] i can't remember where but i said you know based off build out projections we [1:06:16] need and based off our level of service [1:06:18] standard we need this many hundred i think it was like 110 acres or something [1:06:22] like that no it had to have been more than that [1:06:24] probably and so it's updating that number too but that [1:06:27] it's informed by our population our projections and our development [1:06:32] so all of those those numbers it's a simple number [1:06:35] but to get to it is all the work that we would be doing together [1:06:41] because because surely down there on the south side you've [1:06:45] at least had a thousand people don't you think especially the high density [1:06:50] and there hasn't been a part to answer to that population increase [1:06:55] or maybe you can just double check that i don't know [1:06:59] what needs yeah we we've had we've had a lot more than a thousand people down [1:07:03] here yeah it just doesn't seem like [1:07:07] the number like we have you know so many acres per thousand people but [1:07:11] there's no acreage going into the south side according to the [1:07:14] increase of in population including um up by the temple there [1:07:21] yeah that's that's huge that's a huge development also [1:07:24] and there's no park like easily accessible park right in that area well [1:07:31] yeah the accessibility is a question if you look at quail cove [1:07:35] and this park up there by right yeah thank you lisa yeah but you can't send [1:07:41] little kids to that park yeah you it goes you have [1:07:45] to go across a really busy road right yeah so yes i agree and so the [1:07:50] action go ahead no i was just gonna say and [1:07:54] those are builders that have money and means to give you [1:07:58] park land and we didn't i don't know that we took [1:08:01] the fullest advantage of that one thing to remember is the builders [1:08:05] have the option to donate land or to pay the fees right [1:08:10] but if they pay the fees then that money should [1:08:13] really go to that use i get it might be needed for roads or for [1:08:19] water and that is a top priority but we keep [1:08:22] collecting fees but not doing parks if they pay the fees it stays in that uh [1:08:28] fund so it must be a pretty good size fund barbara do you know the amount on [1:08:33] that fund i don't is it in the three four or five [1:08:38] million [1:08:41] i haven't i'm not good we're talking about the impact fee [1:08:44] uh-huh yeah like i mean it kind of seems like we're stockpiling [1:08:48] impact fees like where are they going we have i i think it's three million [1:08:52] that's the i don't i don't really want to give you a number but it's i want to [1:08:55] say it's around three million because i gotta net out [1:08:58] whatever we're obligated for our die and to make sure there's no other [1:09:03] obligations we have to pay out of it before i give you [1:09:05] yeah so maybe that's good information camden when [1:09:08] you go over it to say this is really what we have to work with [1:09:12] right this is how much parks department needs i mean i know our parks department [1:09:16] employees have been cut you know things like that that okay [1:09:20] there's more to it than just we have this fun [1:09:23] but i think before we can give you an educated plan you have to know what your [1:09:26] finances are just like you do in a family [1:09:29] you can't just give a plan without knowing where it's coming from [1:09:36] yep well and it would be interesting not that we can answer this right now but [1:09:42] do the developers pay their impact fees up front [1:09:46] because then the city could turn around and buy three quarter acre [1:09:50] four quarter acre six quarter acre lots in the center of their development and [1:09:55] set it aside for parks if if that's what they choose to do [1:10:00] instead of giving up land they they pay an impact or they pay the [1:10:05] tax fees so i think i i can probably answer that for [1:10:09] us um the money was taken out at time of close [1:10:14] so at the closing um from everything i could understand on my [1:10:19] documents when i closed the money was taken out at that point [1:10:23] given to the city so um so i think the unit does have to [1:10:28] be closed on before the city gets money so basically we were yeah [1:10:34] but the builder pays those fees not i mean the builders paying for the land [1:10:40] impact fees that's a total different thing what you're paying for computers [1:10:44] for your individual lot the builder has to pay their own impact [1:10:47] fees yeah so if the builder pays their impact fees up front [1:10:53] couldn't the city turn around and buy lots of the [1:10:56] builder um to set aside for parks because we you didn't scan that [1:11:02] map all the way up to or like around the temple or val vista [1:11:07] but that was that's been a discussion that we've had [1:11:09] before about they put that development in and there's no part space and then [1:11:15] people pointed out well val vista's less than a quarter mile away but then [1:11:20] we pointed out that it's not an easy trip for a k eight-year-old kid on [1:11:24] a bike to get to val vista from that new [1:11:27] development behind the temple no well and lastly camden if you could [1:11:33] report back we keep saying can we contact individual [1:11:37] business owners individual you know residents who own [1:11:40] land companies is there a spot that american fork city [1:11:45] is willing to help contribute to if we can get help from the community [1:11:51] so that we kind of also can put that into the plan [1:11:55] is there an area that you know is okay according to the county and [1:12:00] according to the city and all of that [1:12:06] so so you're asking um like what are what areas does is the city willing to [1:12:12] kind of say yes this is a property we want to purchase [1:12:15] well in general or or a general area i think we've talked about before some [1:12:20] of the landis county and so or it crosses county so there's [1:12:24] some hesitation in some areas of the south [1:12:27] side or like scott mentioned with the bridge [1:12:29] coming over i think if you could give us some [1:12:33] input on where feasibly could we do another regional park sure if we had the [1:12:40] money not that we can in my mind we would [1:12:44] again kind of apply update the master plan and when i say that as we as we [1:12:48] look at these metrics that we have in the plan right now you [1:12:51] know the 6.25 and the the the buffer the quarter mile stuff [1:12:56] and we start mapping these out and then we come up with [1:12:58] areas we're interested in we decide how many [1:13:02] big parks we want and then that covers that as well as [1:13:06] smaller ones and then once we do that then we have a more of a focus then we [1:13:11] actually start looking at the properties there and we look at the current [1:13:14] snapshot of the area kind of saying what is county what is city [1:13:19] what what uh property owners are interested what properties are [1:13:23] uninterested what we'll be annexing soon to base off [1:13:26] development and all those are kind of what can we do [1:13:30] right now that that'll inform those decisions but it would start with kind [1:13:33] of knowing where we want to go you know what the [1:13:38] big picture i i hope i'm not speaking for the [1:13:40] committee too much but i think we just want some land [1:13:43] but every you know we don't know as committee members we don't know what's [1:13:47] counting at least i don't i don't know what has certain parameters [1:13:51] governmental wise so if you could just enlighten us a [1:13:55] little bit on this area is totally off limits or [1:13:58] hey these areas are some you could choose from and then we could go over [1:14:03] how are the trails what's nearest how can we connect but we [1:14:07] just keep chasing our tail because we don't [1:14:10] really have any information to make even an educated guess [1:14:14] yeah we i think we should look at that yeah and i can i can get that together [1:14:18] um and we can discuss as a committee when we look at the map [1:14:23] awesome thanks one thing to be very careful [1:14:26] for is not to make any promises because committee members cannot commit [1:14:32] and say okay we'll name this park after you or whatever [1:14:35] it has to be a city action and you can say this is a possibility [1:14:42] and i'll take it to them and present it and let you know that [1:14:47] don't make promises it has happened in the past it could happen now [1:14:53] yeah i think that's full circle back to what we started with kind of earlier on [1:14:56] is once we kind of have this plan in place [1:14:59] and this information that's when we kind of strategize the [1:15:02] best way to approach people and and what to do there and so yeah it [1:15:06] wouldn't be just us running out knocking on doors [1:15:08] the committee or even staff doing that it would kind of be who has the best [1:15:14] contact what's the current develop like we need to talk to public [1:15:18] works even and maybe even the city manager just because [1:15:22] some of these developments that are occurring are [1:15:25] sensitive and um and so you kind of need to know [1:15:30] that environment to navigate those waters too when you're talking to [1:15:32] somebody right well i appreciate that and i hope [1:15:35] that the city will also be an advocate like we've talked about with amazon [1:15:41] if when they are approaching companies who want to come build or [1:15:45] they're being approached that they can keep in mind recreational space [1:15:50] well yeah and a lot of those big developments do look at [1:15:54] or big companies do look at what kind of recreation [1:15:58] is offered in that immediate area i was going to say [1:16:01] a perfect example of and i don't know how this came about [1:16:05] but once the land's purchased which is kind of on the city i mean we can [1:16:09] approach some people maybe but when we start putting things in the [1:16:14] park that's when we can go to businesses [1:16:16] camden do you have any idea how they got the starting [1:16:20] blocks for the swim uh team up at the pool or for the [1:16:25] swimming competitions up at the pool um because they're each night labeled or [1:16:31] branded it looks like it was donated by i can't remember who so i'm guessing [1:16:35] derek just on his own reached out to somebody [1:16:38] yeah because there's one from doterra there's one from a family [1:16:42] uh there's one from doug smith i think and [1:16:45] you know i imagine each one of those cost [1:16:48] maybe a couple thousand dollars i don't know they're i mean they're [1:16:52] really well built really well done but that's the kind of thing i think the [1:16:57] committee would like to help with if possible and like with uh with [1:17:02] what you and harvard said we got to have the plan done [1:17:06] and then get the land and then get a better idea of what [1:17:10] um you know the city's willing to do to get some of those things donated like a [1:17:14] big playground or some kind of splash pad or whatever yeah [1:17:19] i actually have to go um is there anything else you need [1:17:23] from me or no i think what just to really wind up quickly let's all [1:17:30] uh put together two or three questions that each one of us would like to ask [1:17:35] like priority questions and then [1:17:39] the committee we can just email back and forth and then [1:17:44] maybe give everybody five ten minutes to you know ask those questions or [1:17:50] whatever and they can't be too far off base of what we've given [1:17:54] uh camden what we've asked uh camden together as far as information [1:17:59] goes but um but really just focus on uh [1:18:06] those things that we've talked about the land acquisition and how much land do we [1:18:10] want to see on the south side set aside for uh park space and [1:18:16] you know what we'd like to see the trail look like in the next five to ten years [1:18:22] and then you know that's the basis of what we're [1:18:25] gonna do in the master plan [1:18:29] is everybody okay with that sounds good sounds great thank you everyone so let's [1:18:36] move to adjourn before rosanna takes off on us okay i'll i'll [1:18:42] i second okay that's unanimous and we're gonna meet on the 15th [1:18:48] at what time um uh what time's their meeting [1:18:52] camden [1:18:57] will you let us know where uh yes if it's not zoom i mean we'll send [1:19:02] you if it's not zoom i'll let you know it would probably be [1:19:06] the city the city administration building here [1:19:10] camden i know multiple city committees have already met in person [1:19:14] if there's any chance that you can suggest if that's our committee [1:19:18] request not just me we would love to meet in person [1:19:22] we can do it safely our kids are going back to school we would love to do it in [1:19:26] person like i said we'll we're we'll wear masks [1:19:30] goggles gloves and a gown if they want us to [1:19:34] sure yeah barbara and i will pass the message along um based off [1:19:38] you know they have other considerations to help kind of inform [1:19:42] when they do that when they'll make that transition back but we'll definitely let [1:19:45] them know the desire thank you thank you thanks thanks [1:19:51] everyone thank you see y'all later
