1 00:00:04,560 --> 00:00:10,559 It's a little weak. Yeah. I'd like to call to order the Apakka Community 2 00:00:07,680 --> 00:00:16,080 Redevelopment Agency meeting for August 24th, 2026 at 5:00 p.m. here at the 3 00:00:13,679 --> 00:00:21,359 Apakka Community Center. Uh we will start with an approval of the CRA 4 00:00:17,680 --> 00:00:24,480 meeting minutes for April 15, 2026. Uh did everyone have an opportunity to 5 00:00:22,880 --> 00:00:28,960 review them? Any questions, any adjustments that need to be made? 6 00:00:26,960 --> 00:00:34,079 If not, I will look for a motion to approve uh the CRA meeting minutes for 7 00:00:32,160 --> 00:00:37,360 April 15, 2026. >> So moved. 8 00:00:34,880 --> 00:00:43,760 » Moved by member Velasquez. 9 00:00:39,760 --> 00:00:45,200 » Second by uh member Anderson. All those in favor say I. 10 00:00:44,960 --> 00:00:48,000 » I. >> All opposed. Motion carries 11 00:00:46,505 --> 00:00:51,280 [clears throat] unanimously. On to public comment. Mrs. Bone, do we have 12 00:00:49,760 --> 00:00:57,520 anyone that has submitted a card to speak? Would anybody from the public 13 00:00:53,840 --> 00:01:02,160 wish to speak or address the CRA board? If not, we will close public comment 14 00:00:59,520 --> 00:01:06,240 period and move on to our new business. Uh, starting with the fifth street 15 00:01:04,000 --> 00:01:09,920 lighting project. Who is running with that one? 16 00:01:08,320 --> 00:01:13,439 » I can I can introduce it >> please. 17 00:01:11,119 --> 00:01:18,400 » Louder than I expected. Sorry. And Forbes, economic development director. 18 00:01:15,520 --> 00:01:22,799 So, we had been carrying a project under the CRA budget that was specifically 19 00:01:20,560 --> 00:01:27,680 called Station Street Lighting Project. However, it did not have a defined 20 00:01:24,159 --> 00:01:32,799 scope. When I reached out to Duke to try to get a little bit more um context, um 21 00:01:30,799 --> 00:01:37,040 we walked the site and found that it might be more advantageous for it to be 22 00:01:35,040 --> 00:01:41,280 um along Fifth Street instead of Station Street as at least a phase one of the 23 00:01:39,040 --> 00:01:46,880 project. So throughout those conversations of which by the way the 24 00:01:43,600 --> 00:01:51,119 representative from Duke is here um he uh started in that phase one by offering 25 00:01:48,640 --> 00:01:55,920 us proposed scope as well as pricing. So as you know the CRA is able to fund for 26 00:01:54,159 --> 00:02:00,640 infrastructure um but it will not be able to um pay for 27 00:01:59,040 --> 00:02:04,799 ongoing maintenance. I just want to keep that in mind. Um and so is where did he 28 00:02:03,600 --> 00:02:10,399 go? >> Oh there he is. Come on up. [laughter] 29 00:02:07,439 --> 00:02:14,480 And so, uh, the gentleman here is Jerry, um, Brooks from Duke, and then he will 30 00:02:12,800 --> 00:02:16,800 lead the presentation. >> Thank you. 31 00:02:15,200 --> 00:02:22,160 » Do my best. >> Sorry, I meant to get here in time to 32 00:02:18,080 --> 00:02:26,959 walk around and say hello, but uh, and great. I can't see that. 33 00:02:25,120 --> 00:02:28,800 » Your mic [clears throat] on? I can't tell if your mic's on or not. 34 00:02:28,400 --> 00:02:32,319 » Hello. >> There you go. Speak. Yeah. Right into 35 00:02:30,319 --> 00:02:36,879 » All right. Speak right in here. >> Okay. So, this has been going on for a 36 00:02:34,720 --> 00:02:42,239 couple of years that we've been trying to, I guess, put something on Fifth 37 00:02:39,840 --> 00:02:48,319 Street or create an area for downtown that has that walkabout feeling of going 38 00:02:45,040 --> 00:02:53,840 to restaurants and uh whatever activity is going on. 39 00:02:50,160 --> 00:02:57,120 So going and visiting other cities that have lighting, the beastro type 40 00:02:55,519 --> 00:03:01,360 lighting, and looking, you know, how they're mounting and things like that, 41 00:02:59,760 --> 00:03:06,000 uh we've been able to come up with some ideas of how to put this together. And 42 00:03:04,000 --> 00:03:11,920 as you know, we have Duke lights out there along the road, but we can't 43 00:03:08,239 --> 00:03:17,599 attach anything to those lights to support something like this. There's a 44 00:03:14,400 --> 00:03:22,480 lot of stress that goes between pole to pole to pole when you do this correctly. 45 00:03:20,400 --> 00:03:26,640 I realize people can hang street, you know, string lights in your backyard and 46 00:03:25,040 --> 00:03:30,480 things like that. Whole different situation when you're doing it 47 00:03:28,239 --> 00:03:34,720 commercially and there's liability involved and things like that. So, this 48 00:03:32,400 --> 00:03:37,840 is following a very professional installation. 49 00:03:36,319 --> 00:03:40,799 Um, and it'll show you the mounting heights and things like that. So, I 50 00:03:39,120 --> 00:03:47,040 don't want to just read this, but let me just kind of go through it. Um, so we're 51 00:03:43,920 --> 00:03:52,640 looking at putting the lights um along Fifth Street in between uh Park and 52 00:03:49,519 --> 00:03:57,200 Central, but not end to end. Like it would stop 53 00:03:54,879 --> 00:04:04,959 just before the entrance here to this building. So on Fifth Street and then 54 00:04:00,000 --> 00:04:09,040 going down about where that mark um like a food store or something on on that 55 00:04:07,200 --> 00:04:14,319 corner there. So it would start at the beginning of that the beginning going 56 00:04:11,519 --> 00:04:18,959 towards it. Okay. So you would have the lights coming down and they would cross 57 00:04:16,639 --> 00:04:24,560 back and forth going down the road as we go. So that would take roughly 10 poles 58 00:04:22,400 --> 00:04:30,400 uh in order to do that. The poles have to be separate from the poles we have 59 00:04:27,600 --> 00:04:34,960 out there and they need to be concrete because when you're putting that stress 60 00:04:32,080 --> 00:04:39,440 I could not find an aluminum pole that would support that. I tried because it 61 00:04:37,680 --> 00:04:45,600 would be, you know, I'm tried to be the took the most coste effective route that 62 00:04:42,080 --> 00:04:52,400 I could take in putting this together. So looking at it two different ways, 63 00:04:49,199 --> 00:04:57,600 um, we I quoted it with and without audio. So you could play music and have 64 00:04:55,040 --> 00:05:01,360 the speakers attached to the poles and done from the beginning with that 65 00:04:59,680 --> 00:05:05,199 together. So, one of the things about when you go 66 00:05:03,199 --> 00:05:09,120 to audio, um, we would go like every other poll 67 00:05:07,360 --> 00:05:13,759 for speakers, but you're going to need an amplifier, 68 00:05:11,440 --> 00:05:19,759 and then there would be a tuner, which is included in the cost. Um, but it's 69 00:05:18,000 --> 00:05:25,199 it's kind of a streaming thing. So, we need Wi-Fi. So, you're going to have to 70 00:05:21,919 --> 00:05:32,479 find a business along Fifth Street that would be willing to host the amplifier. 71 00:05:29,199 --> 00:05:37,039 um you know for music if we go that route. So 72 00:05:34,880 --> 00:05:42,960 all right maybe go next slide. I don't think I've talked that one out. 73 00:05:39,919 --> 00:05:47,919 So we're looking at um about 950 lights. That's approximate 74 00:05:46,639 --> 00:05:52,320 because when you get out there and you start putting them up it could change. 75 00:05:49,840 --> 00:05:56,800 It just depends on the lengths of, you know, they're crisscrossing as you go 76 00:05:54,240 --> 00:06:02,720 through and doesn't come out perfect at 950. Um, the 77 00:06:00,400 --> 00:06:07,039 pricing that I give you includes the installation, the labor, and the cost to 78 00:06:05,199 --> 00:06:14,639 put this together. So, where we be would we be getting power from is in Fifth 79 00:06:10,639 --> 00:06:18,240 Street parking towards the back uh not the side of the food hall, but 80 00:06:16,160 --> 00:06:24,800 the other side. There's already a meter and a panel. So, 81 00:06:22,080 --> 00:06:28,880 we would upgrade the panel and tie into that. So, that's where the electricity 82 00:06:26,720 --> 00:06:34,000 would be coming from. We would bore that underground so we don't have another 83 00:06:31,120 --> 00:06:39,520 overhead wire and we would bring it out to the rightway area. And there we would 84 00:06:37,360 --> 00:06:43,680 have our first pole. Well, it would be the second pole coming off a park, but 85 00:06:42,000 --> 00:06:49,360 there would be a pole there. We would go up the pole inside of it. So you don't 86 00:06:46,400 --> 00:06:53,840 see the wire have a receptacle at the top and then from there we would go out 87 00:06:51,039 --> 00:06:57,680 two different directions with the power and it would go along with the string 88 00:06:55,440 --> 00:07:02,800 lights. You know you won't see a separate power wire. 89 00:07:00,800 --> 00:07:09,039 Okay. Um so these would be 25 foot black 90 00:07:05,599 --> 00:07:14,160 concrete poles 5T going around. So the mounting height is 20 feet and you've 91 00:07:11,120 --> 00:07:18,240 got a sag. Anytime you do beastro string lighting, you're going to have a sag in 92 00:07:15,520 --> 00:07:23,759 the lights with roughly 2 feet. So you're looking at minimum 17t clearance, 93 00:07:21,919 --> 00:07:27,520 which is above where we need to be. So we're we're looking to put it at 18t of 94 00:07:26,000 --> 00:07:30,080 clearance. >> Yeah. 95 00:07:28,240 --> 00:07:34,560 » So that won't interfere with any of those big trucks that come to 56 footers 96 00:07:33,520 --> 00:07:38,240 or >> Right. No, none of those. And you know, 97 00:07:36,319 --> 00:07:42,639 your big concern is you got fire engines hook and ladder and things like that. 98 00:07:39,919 --> 00:07:46,319 Even the Duke trucks are have to, you know, we've got stuff piled on some of 99 00:07:44,240 --> 00:07:50,160 those things with the buckets and stuff. So, we're Yeah, everything will clear 100 00:07:48,479 --> 00:07:54,080 through that. >> Yeah, we're going to meet code on on 101 00:07:52,080 --> 00:07:59,120 everything we do here. So, there's a little bit more description about the 102 00:07:56,639 --> 00:08:04,160 amplifier and the speakers and all that kind of stuff. This is just an 103 00:08:00,479 --> 00:08:09,199 introduction to it. So if you decide to proceed with any of this and you want 104 00:08:06,560 --> 00:08:15,520 some details on anything, happy to provide whatever you need. Okay, 105 00:08:12,639 --> 00:08:20,720 next slide. So that just kind of shows you the beginning and ending point and 106 00:08:17,919 --> 00:08:26,960 then how they would basically the lights would cross going down the road. The 107 00:08:23,360 --> 00:08:32,080 idea behind this design is this could carry on and we could take it over the 108 00:08:29,440 --> 00:08:37,200 Sixth Street to Station Street and keep the flow going around. Right now, the 109 00:08:34,479 --> 00:08:41,680 only businesses are on Fifth Street. Yeah. So, until we figure out how to go, 110 00:08:39,519 --> 00:08:46,320 but we can we can keep this going. We just have to find the path and then if 111 00:08:43,919 --> 00:08:50,959 the city, which I know you have land, if you do build something over there, you 112 00:08:48,480 --> 00:08:54,880 could host the amplifier, the the sound and and do all that yourselves. You 113 00:08:53,360 --> 00:08:58,959 know, I think if you want to do the music, you try to work that in in the 114 00:08:56,880 --> 00:09:04,720 beginning and you just find one of those local businesses um that are willing to 115 00:09:01,600 --> 00:09:09,519 host it until you get your own facility. You just can't build a cabinet and put 116 00:09:06,320 --> 00:09:14,000 it outside because of heat conditions um without a major cost of air 117 00:09:11,600 --> 00:09:17,519 conditioning that cabinet. So, >> so if a they're going to host it in 118 00:09:15,760 --> 00:09:20,720 regards to the the liability, I guess that's a a question for the attorney 119 00:09:19,519 --> 00:09:23,920 because if something happens with lightning strike or something and it 120 00:09:22,080 --> 00:09:28,480 damage, you know, other things within that building, then we'll be held 121 00:09:25,200 --> 00:09:32,519 liable. Is that correct? >> Just to be clear, what you're asking 122 00:09:33,279 --> 00:09:35,920 ultimately 123 00:09:43,440 --> 00:09:46,800 Yes. Am I understanding correct? >> Yes. Because I'm thinking about like a 124 00:09:45,519 --> 00:09:50,000 private business. Well, it's different things. So, if it's a private business 125 00:09:48,320 --> 00:09:53,839 that don't own the building, then that's an issue within itself because of that 126 00:09:51,519 --> 00:09:58,399 private business go out of business. Do they is the agreement with the with the 127 00:09:56,160 --> 00:10:00,880 business owner? Is it with the person that owns the building? Like I think 128 00:09:59,760 --> 00:10:04,320 it's just a lot of different because a lot of those are are tenants. So, I 129 00:10:03,200 --> 00:10:07,760 guess the agreement will probably have to be with both. 130 00:10:05,680 --> 00:10:10,480 » That's typically the case. Yes. And as far as when it comes to liability, I 131 00:10:09,200 --> 00:10:13,040 mean, there's some some steps you can take to disclaim the liability. As far 132 00:10:12,000 --> 00:10:17,200 as liability goes, there would have to be an element of negligence on the 133 00:10:15,279 --> 00:10:23,519 city's part to establish liability obviously. Um, and uh, you know, 134 00:10:20,640 --> 00:10:28,240 depending on how the lights were placed and what role the city had in that, 135 00:10:25,279 --> 00:10:34,000 there'd be a lot of layers to to look at. But um generally so to speak as far 136 00:10:32,640 --> 00:10:37,920 as the agreement goes would have to be with any interested party and liability 137 00:10:36,720 --> 00:10:40,160 would be have to be assessed according to fault 138 00:10:38,560 --> 00:10:44,320 » and and the maintenance of in regards to like the power the bill itself is like a 139 00:10:42,399 --> 00:10:48,959 separate bill will be like on a separate I'm just trying to understand it. 140 00:10:46,320 --> 00:10:53,360 » Yeah. So with the monthly well when we get to the slide for pricing yeah that's 141 00:10:50,959 --> 00:10:56,640 fine and I'll be happy to explain it but um 142 00:10:54,880 --> 00:11:00,240 yeah so right here on this slide we're kind of showing you where the layout 143 00:10:58,399 --> 00:11:05,519 would be and that kind of thing. So I think the next one is price. 144 00:11:03,040 --> 00:11:08,880 » No, I think the pricing >> first one 145 00:11:08,079 --> 00:11:14,120 » packet. >> Okay, it's in your packet. Um yeah, 146 00:11:14,320 --> 00:11:24,800 » it was in the uh the latter one I sent you. I Yeah, sorry 147 00:11:20,320 --> 00:11:28,160 about that. Okay, so price-wise kind of like 148 00:11:26,640 --> 00:11:32,480 at the end of the day, there's just one big number, right? And it's the cost of 149 00:11:30,160 --> 00:11:36,959 all the poles, the labor putting it in, the materials, everything to to make 150 00:11:34,880 --> 00:11:41,200 this happen. And that can be divided up in multiple 151 00:11:39,120 --> 00:11:45,360 ways. You can say, "We just want to pay for it, own it, and we'll take care of 152 00:11:43,519 --> 00:11:52,160 the maintenance." Okay, that's one option you could have. 153 00:11:49,839 --> 00:11:57,120 A lot of times, most every time we do business with municipalities or 154 00:11:53,839 --> 00:12:01,120 developers or anything, it's, hey, we may put some money into it, but we'd 155 00:11:59,600 --> 00:12:05,279 like to lease the lights and know that they're maintained, 156 00:12:03,279 --> 00:12:10,959 the poles and the lights and and all that. So, I put it together 157 00:12:08,399 --> 00:12:18,240 um where we could go anyway, but just to give you an idea u to keep the monthly 158 00:12:13,839 --> 00:12:22,959 fee low. So, I know public works might have to take that on. Um, without the 159 00:12:21,120 --> 00:12:26,600 audio, we're looking at 160 00:12:28,720 --> 00:12:40,079 around 70,000 down and that would give you like a $55 a month fee. Or if you 161 00:12:35,120 --> 00:12:43,920 went 50,000 down, it jumps to a $28 fee monthly. And that would that would 162 00:12:42,079 --> 00:12:47,760 include the maintenance. Is that perole or is that total? 163 00:12:44,720 --> 00:12:51,760 » No, no, that's total. Total. Yeah. So, I'm just showing you some flexibility. I 164 00:12:49,600 --> 00:12:57,120 can go all the way from zero money down to a higher monthly or we can about the 165 00:12:55,279 --> 00:13:02,000 lowest I can go for monthly is about $55. It would include the maintenance 166 00:13:00,000 --> 00:13:06,639 and all that. And and and this is something that Duke does with you on an 167 00:13:04,079 --> 00:13:11,440 a regular basis where we have lighting. This is through our non-reg side of the 168 00:13:08,639 --> 00:13:15,680 company. Uh so which we refer to as non-native as well. It just gives us the 169 00:13:14,000 --> 00:13:20,320 flexibility of working with lighting that's not under a tariff. So 170 00:13:18,800 --> 00:13:23,279 » so the annual maintenance that is included during the life agreement where 171 00:13:21,839 --> 00:13:26,399 is this is some this is separate from the warranty maintenance of the lights. 172 00:13:24,880 --> 00:13:29,760 That's something separate because in the slide it said something about the annual 173 00:13:28,320 --> 00:13:34,160 maintenance is included during life agreement. 174 00:13:31,360 --> 00:13:38,240 » Yeah. So during during the time of the agreement the maintenance is included. 175 00:13:37,040 --> 00:13:40,000 » Oh okay. Okay. So, we don't have to maintain it. 176 00:13:39,360 --> 00:13:43,360 » Correct. >> Oh, 177 00:13:40,480 --> 00:13:49,279 » yeah. That's typical with any MUN. They're not in the lighting business and 178 00:13:45,760 --> 00:13:51,920 a utility is typically asked to try to include that. So, I did. 179 00:13:50,800 --> 00:13:54,480 » What was the maintenance that you were because I know there was some 180 00:13:52,800 --> 00:13:57,360 maintenance that we we have. What is the maintenance that you're referencing that 181 00:13:55,519 --> 00:14:03,920 we were responsible for? >> I'm sorry. 182 00:13:58,399 --> 00:14:07,839 » So, in reference to referring to Sorry. So it refers to the month the monthly 183 00:14:05,519 --> 00:14:12,920 fee that they're referring to. The C could not incur that cost 184 00:14:08,959 --> 00:14:12,920 » that one. Okay. Thank you. 185 00:14:13,040 --> 00:14:18,959 » Okay. That was without audio. So the price goes up a little bit more with 186 00:14:16,320 --> 00:14:26,000 audio. And so we're looking if you put $103,000 down, it'd be like $58 a month. 187 00:14:23,360 --> 00:14:31,440 Or if you want to go with just 50,000 down, it'd be like 474 a month. So 188 00:14:28,480 --> 00:14:35,360 again, these this is showing you some flexibility. We can play with the 189 00:14:33,040 --> 00:14:39,760 numbers about how much down where you want to be monthly. Uh, but it does 190 00:14:37,760 --> 00:14:44,880 accomplish getting you this lighting installed professionally with the 191 00:14:42,160 --> 00:14:49,920 materials I spoke about. So, with that, I'd just say if there's any questions, 192 00:14:48,959 --> 00:14:52,079 » any questions? >> Excuse me, I'm sorry. You want me to go? 193 00:14:51,680 --> 00:14:55,680 » Police. >> Okay. If I understood your presentation, 194 00:14:54,320 --> 00:15:00,560 you indicated that this was forformational purposes only. 195 00:14:59,120 --> 00:15:04,000 » Yeah. Yeah. I didn't send an agreement to sign or anything like that. 196 00:15:02,160 --> 00:15:11,440 » Yeah. Is it the city's intent that those lights remain up 24 hours a day, 7 days 197 00:15:08,160 --> 00:15:15,120 a week, or if a hurricane were to come, do the lights come down? 198 00:15:13,839 --> 00:15:17,519 » The lights stay? >> The lights stay. 199 00:15:16,240 --> 00:15:22,160 » So, the lights are going to be designed in such a way attached to the poles that 200 00:15:19,839 --> 00:15:29,600 it's going to be able to withstand 100 mph winds. 201 00:15:24,160 --> 00:15:35,279 » U about minimum 140. And that includes the bulbs. 202 00:15:32,800 --> 00:15:42,160 » Will the bulbs shatter with the wind? >> Well, if there's flying debris, 203 00:15:37,680 --> 00:15:46,959 different situation, but um the the the total design is designed around to meet 204 00:15:44,480 --> 00:15:50,959 a minimum of 140 miles an hour. >> That includes the poles. 205 00:15:48,800 --> 00:15:57,759 » Oh, 100%. That's why we went to concrete. that that's where we failed on 206 00:15:53,440 --> 00:16:01,759 the aluminum and through um uh engineering we just couldn't get to pass 207 00:16:00,399 --> 00:16:06,136 the wind load. >> All right. So, when I look at the costs 208 00:16:03,600 --> 00:16:10,079 that you're proposing, [clears throat] 209 00:16:08,000 --> 00:16:14,720 uh, if this, and I'm only going to 210 00:16:11,600 --> 00:16:20,079 concentrate on the without audio at the $70,000 211 00:16:17,360 --> 00:16:26,480 construction payment, the uh total 212 00:16:23,680 --> 00:16:30,399 warranty maintenance fee for 240 months is [clears throat] 213 00:16:27,680 --> 00:16:34,639 $13,200. When you when you lower it to 50,000, 214 00:16:33,279 --> 00:16:42,480 then all of a sudden the monthly fee goes up $150 a month to $49,220, 215 00:16:39,199 --> 00:16:49,519 which is uh 30 $36,000 increase. 216 00:16:45,680 --> 00:16:55,759 Now, when you spread it over the cost between the 70 and a 50, 217 00:16:52,639 --> 00:16:58,759 it's only $16,000, which I thought was a little 218 00:17:00,560 --> 00:17:07,839 I'm I'm trying to grasp the right adjective. [clears throat] 219 00:17:04,319 --> 00:17:16,720 Questionable relative how the maintenance fee goes up $150, the city 220 00:17:12,079 --> 00:17:22,000 incurs 30 $36,000. However, I guess because of the extra 221 00:17:20,160 --> 00:17:28,799 $20,000, then that makes up the difference 222 00:17:23,760 --> 00:17:31,799 between that and the uh $16,000. Um, 223 00:17:34,160 --> 00:17:43,280 the only other thing I could add is I know we have a board item up uh that's 224 00:17:40,160 --> 00:17:49,840 we're going to discuss about design standards, 225 00:17:46,160 --> 00:17:58,240 development codes. Um, I'm not really a fan of incrementally putting 226 00:17:53,520 --> 00:18:04,640 design standards or a design in the CRA without some master plan. 227 00:18:01,200 --> 00:18:09,039 Planners call that visual pollution. So, I don't think the city wants to add 228 00:18:06,160 --> 00:18:13,840 visual pollution to Fifth Street or any other fifth street or or any other 229 00:18:11,039 --> 00:18:19,360 street in the city without having some sort of master plan. So if this is 230 00:18:17,360 --> 00:18:26,280 onlyformational purposes then I understand that. [clears throat] 231 00:18:22,720 --> 00:18:26,280 Any other questions? 232 00:18:26,480 --> 00:18:31,360 Appreciate the information. Definitely helpful. I know this was a conversation 233 00:18:29,840 --> 00:18:35,360 topic for a while. So to actually put some hard numbers to it is definitely 234 00:18:32,640 --> 00:18:40,400 appreciated. Um I I guess at a future CRA or even now if there's uh comments 235 00:18:38,559 --> 00:18:44,559 on whether we want to move forward with something in this regard or if we want 236 00:18:42,320 --> 00:18:47,679 to wait until uh like member Drago had said we establish some design standards 237 00:18:46,400 --> 00:18:51,280 and then kind of back into this from there that may make sense as well. Uh 238 00:18:49,840 --> 00:18:55,200 depending on what our goals are and things like that. Obviously with um 239 00:18:52,960 --> 00:19:00,000 changing markets, changing economy, changing political pressures and a 240 00:18:57,120 --> 00:19:03,280 changing uh board our priorities are going to change as well. So I think 241 00:19:01,200 --> 00:19:06,080 going through this will help to define what we're looking for, what we're 242 00:19:04,320 --> 00:19:08,400 trying to achieve. So appreciate your time. Thank you very much. 243 00:19:07,120 --> 00:19:11,200 » Welcome. Okay. Thanks. >> Thank you. 244 00:19:09,200 --> 00:19:14,720 » Thank you, Mr. >> Next up, we have the approval of request 245 00:19:12,960 --> 00:19:18,960 to extend the community redevelopment agency term. 246 00:19:17,440 --> 00:19:24,400 » Mrs. Forbes, >> that is me. So the next item that is up, 247 00:19:22,000 --> 00:19:27,760 I just want to do a point of clarification. There was a clerical 248 00:19:26,080 --> 00:19:32,280 error for the resolution number. It should read resolution number 2026-03 249 00:19:32,880 --> 00:19:40,880 for the record. So this item uh and just in terms of a little bit of background, 250 00:19:38,080 --> 00:19:45,280 our CRA established in 1993. Obviously you know our CRAAS are for redevelopment 251 00:19:42,880 --> 00:19:48,720 to improve infrastructure amenities and support businesses and property owners. 252 00:19:47,280 --> 00:19:54,559 in accordance with our in local agreement with Orange County, we do have 253 00:19:51,360 --> 00:19:58,640 to formally request an extension um as part of executing our redevelopment 254 00:19:56,400 --> 00:20:02,799 plan. And by the way, let me know anytime you can't hear me because I keep 255 00:20:00,880 --> 00:20:06,240 moving the microphone. Um so, as background, as part of that interlocal 256 00:20:04,640 --> 00:20:10,400 agreement, we have had conversations with the county, including submitting 257 00:20:08,400 --> 00:20:14,160 our annual performance report, which is part of that interlocal agreement. 258 00:20:12,160 --> 00:20:19,200 There's also an annual report that's required to give to our um uh governing 259 00:20:17,600 --> 00:20:22,559 authority which is also the county which is listed in statutes. We've also 260 00:20:20,960 --> 00:20:26,000 provided that as well. So I'm just giving you some context of how we've 261 00:20:24,000 --> 00:20:30,559 been compliant. We've also provided them our financial statements as well in um 262 00:20:28,159 --> 00:20:36,720 April of 23. Um and then in June of uh June 10th, we 263 00:20:34,400 --> 00:20:40,000 submitted a letter expressing the CRA's intent to update its master plan. We 264 00:20:38,799 --> 00:20:44,960 also provided them a list of our expenditures for FY23, 265 00:20:42,320 --> 00:20:50,080 24, and 25. We provided them a list of all CRA projects. We also provided them 266 00:20:47,200 --> 00:20:54,440 a grant summary of all of our incentive um assistance programs. 267 00:20:54,720 --> 00:21:04,960 There we go. So, this resolution 2026-03 uh formally in requests the extension by 268 00:21:02,799 --> 00:21:09,600 the CRA board. And I want to be clear that this item is also going to come 269 00:21:06,799 --> 00:21:12,799 before the city commission. But um I thought it was important that even 270 00:21:10,960 --> 00:21:17,120 though it's not say required for the CRA to request an extension, I thought it 271 00:21:15,120 --> 00:21:21,280 was important because not all our board members are part of the city commission 272 00:21:19,200 --> 00:21:24,960 to give you the opportunity to see that we are formally requesting um the 273 00:21:23,280 --> 00:21:30,400 extension of the CRA in order to continue with our redevelopment um um 274 00:21:27,440 --> 00:21:33,440 activities. Uh I also have made a point of 275 00:21:31,919 --> 00:21:38,559 um showcasing how our projects or any 276 00:21:36,640 --> 00:21:42,480 activity that I bring before the board meets not only Florida statutes but also 277 00:21:40,559 --> 00:21:46,720 the city's adopted plan. So you'll see that going forward in the powerpoints 278 00:21:44,720 --> 00:21:52,240 where it shows that it meets in this case um section 163.3755 279 00:21:50,159 --> 00:21:56,480 of Florida statutes that establishes or authorizes the extension of the CRA um 280 00:21:54,880 --> 00:21:59,520 upon approval of the governing bodies and it also meets our strategic plan for 281 00:21:58,080 --> 00:22:04,559 economic development and infrastructure and transportation. 282 00:22:02,000 --> 00:22:09,440 So, our recommended motion or we what we're requesting is the approval of CRA 283 00:22:06,320 --> 00:22:13,520 resolution 2026-03 authorizing the extension of the city of 284 00:22:11,120 --> 00:22:17,520 Apaka CRA and directing staff to transmit to the city commission for 285 00:22:15,440 --> 00:22:21,679 consideration in accordance with section 163.3755 286 00:22:19,360 --> 00:22:26,720 of Florida statutes. >> Thank you, Miss Forbes. Any questions? 287 00:22:23,280 --> 00:22:30,880 Yes, member Drego. What I tried and I couldn't get the information is the last 288 00:22:29,600 --> 00:22:36,480 time that the city asked for an extension to the county. Well, who was 289 00:22:33,679 --> 00:22:42,240 the authorizing agency? Was it the city commission? 290 00:22:39,679 --> 00:22:48,240 Was it the CRA? I don't think it was the CRA. I venture to guess it was a city 291 00:22:45,360 --> 00:22:54,320 commission that asked for the extension three years ago. That's going to expire 292 00:22:51,120 --> 00:22:59,120 this year. That's the first issue because when you go back and read the 293 00:22:56,159 --> 00:23:04,559 enabling legislation, the uh taxing authority, which is the 294 00:23:02,320 --> 00:23:08,799 city of Apopka and Orange County, are the ones that entered into the 295 00:23:05,840 --> 00:23:13,559 agreement, not the CRA. Now, in the heading of this resolution, 296 00:23:13,840 --> 00:23:21,061 uh it states that well, I'll read it in I'll read it in 297 00:23:18,559 --> 00:23:23,679 its entirety for the public. a [clears throat] resolution in the 298 00:23:22,000 --> 00:23:29,280 community development agency of the city of Apka requesting 299 00:23:26,960 --> 00:23:34,080 the extension of the city of Apopka community redevelopment agency affirming 300 00:23:32,000 --> 00:23:38,320 the continuing and need for community redevelopment activities directing the 301 00:23:36,240 --> 00:23:42,400 transmitt of this resolution to Orange County. If I read that correctly, it 302 00:23:40,720 --> 00:23:46,000 goes from here to Orange County. It doesn't go to the city commission 303 00:23:44,080 --> 00:23:52,159 providing for conflict severability and effective date. Now [clears throat] 304 00:23:49,840 --> 00:23:58,159 normally under these resolutions and ordinances the first whereas the second 305 00:23:55,360 --> 00:24:04,000 whereas the third fourth and fifth when you get down to the now therefore 306 00:24:00,559 --> 00:24:09,440 resolved section one and the first whereas needs to be compatible or 307 00:24:06,880 --> 00:24:13,679 aligned with one another in this resolution. 308 00:24:11,520 --> 00:24:19,039 The second whereas talks about the redevelopment the 309 00:24:17,120 --> 00:24:25,120 redevelopment activities redevelopment incentive programs so on and so forth. 310 00:24:21,279 --> 00:24:29,279 However, the section two reads as the following. The board of directors hereby 311 00:24:27,760 --> 00:24:34,799 and this I would assume this board of directors approves the extension 312 00:24:32,400 --> 00:24:38,880 which is contradictory to the heading of the city of Apopka redevelopment agency 313 00:24:36,960 --> 00:24:43,440 and finds that continue and so on and so forth. What I don't see here is where 314 00:24:41,200 --> 00:24:50,799 what's the time extension? Is it one year, two years, three years? And 315 00:24:47,520 --> 00:24:54,880 if this board doesn't have the authority to grant the extension, which I don't 316 00:24:52,720 --> 00:24:58,720 think they do, only the county can grant it, then number two needs to be rewarded 317 00:24:57,200 --> 00:25:04,080 to request an extension of some time frame 318 00:25:01,760 --> 00:25:12,919 to either the city commission or Orange County. And lastly, the uh adoption date 319 00:25:08,480 --> 00:25:12,919 needs to be the 24th of August. 320 00:25:13,722 --> 00:25:16,342 [snorts] >> Any comments from staff? 321 00:25:15,200 --> 00:25:18,960 » Sure, I can I can address those. [laughter] 322 00:25:16,880 --> 00:25:23,039 So, on the first one, you are accurate that it needs to be the city commission 323 00:25:20,880 --> 00:25:26,480 that is requesting that extension. As I mentioned in the the the precursor, I 324 00:25:25,360 --> 00:25:30,960 was saying that I was affording the opportunity to the entire board because 325 00:25:28,720 --> 00:25:34,640 not all of the Siri board members are part of the city commission. So I wanted 326 00:25:33,039 --> 00:25:41,279 to afford the opportunity for you to see that we are in fact or rather the board 327 00:25:37,520 --> 00:25:44,720 was requesting an extension um to the the city commission. It is this 328 00:25:43,520 --> 00:25:48,320 resolution will be part of the supporting documents that will be on the 329 00:25:46,559 --> 00:25:52,880 city commission's agenda so that they also are aware that if it is approved 330 00:25:50,559 --> 00:25:56,880 that this went through the process and then you also mentioned reference um to 331 00:25:55,360 --> 00:26:00,240 a specific time period. So our interlocal agreement that's already been 332 00:25:58,159 --> 00:26:04,400 executed with the county specifies that time period which is the additional 333 00:26:01,919 --> 00:26:11,600 seven years. And then you also referenced about some of the language or 334 00:26:07,200 --> 00:26:17,760 the whereas clauses um that can be uh edited if you if the board so desires to 335 00:26:14,480 --> 00:26:23,440 do so. The intent though um is basically to 336 00:26:19,600 --> 00:26:28,640 to affirm the board's request to have the CRA extended in conjunction with the 337 00:26:26,400 --> 00:26:33,919 city commission. If it's your intent 338 00:26:30,720 --> 00:26:39,679 to send this to the city commission for them to reapprove it and send it to 339 00:26:36,559 --> 00:26:43,840 Orange County, then the request for an extension of seven 340 00:26:41,760 --> 00:26:48,720 years needs to be consistent both in the heading and in section two. 341 00:26:46,799 --> 00:26:51,720 Um now 342 00:26:52,320 --> 00:27:00,559 your um explanation of giving this to the board 343 00:26:58,000 --> 00:27:05,919 first before it goes to the city commission. 344 00:27:02,400 --> 00:27:12,640 Um I understand that. I guess the other example I can use is 345 00:27:10,320 --> 00:27:21,360 the city commission received a ordinance 346 00:27:16,720 --> 00:27:25,840 for the appointment of a CRA member. Uh 347 00:27:23,039 --> 00:27:30,480 this board was not given the courtesy to look at that ordinance first before it 348 00:27:28,799 --> 00:27:35,600 went to the city commission. Went to the city commission first and it was adopted 349 00:27:32,960 --> 00:27:40,159 by the city commission. So I don't see that or I don't see that specific 350 00:27:38,240 --> 00:27:43,600 ordinance on the board for us to give input. 351 00:27:42,240 --> 00:27:47,760 » And I can speak to a little bit of that too. This is how I see this, and I could 352 00:27:45,679 --> 00:27:53,360 be wrong. Please update or interrupt me, staff, and correct me here. This is more 353 00:27:50,000 --> 00:27:57,760 of a uh a nicity. We don't have to do this. This is not required by law or 354 00:27:55,760 --> 00:28:02,080 statute. This is more to say, hey, as a board, we want to have the city of Apka 355 00:28:00,159 --> 00:28:05,600 Commission request an extension regardless of what that extension looks 356 00:28:03,520 --> 00:28:08,720 like. Uh it's up to the city commission to get the extension with Orange County 357 00:28:07,440 --> 00:28:13,760 and obviously Orange County to agree with it. uh we can make whatever changes 358 00:28:12,159 --> 00:28:17,600 we need to, but at the end of the day, this legally has no bearing on whether 359 00:28:15,520 --> 00:28:22,399 or not we get an extension. So, we can update it if it's the board's uh desire 360 00:28:20,320 --> 00:28:26,880 to update the language uh to what board member Drago is recommending here. But, 361 00:28:24,559 --> 00:28:29,840 it's definitely not required. And if you feel this is superfluous, then we don't 362 00:28:28,240 --> 00:28:33,760 need to do it. Nobody needs to pass it. But I do think it's a hey, the board as 363 00:28:31,600 --> 00:28:39,520 a whole uh said we do want to extend it. And then this go transmits to um state 364 00:28:36,880 --> 00:28:43,600 of Apka commission. the commission whether or not this is there can approve 365 00:28:40,960 --> 00:28:49,120 or deny whether we want to extend it. Um specific to the actual appointment side 366 00:28:46,320 --> 00:28:53,279 of the board members it has not been approved yet. Let me say that uh 367 00:28:51,440 --> 00:28:58,320 language has to come back and will be back on the agenda for September 2nd. Uh 368 00:28:56,080 --> 00:29:02,799 but it's also in reference to who the city of Apopka commission can approve on 369 00:29:00,480 --> 00:29:06,640 that. Um Orange County gets to decide who they get to approve and we don't get 370 00:29:04,159 --> 00:29:10,320 to look at their guidelines for what that looks like. So, I think it it 371 00:29:08,000 --> 00:29:14,480 matches what Orange County does as well. And staff, if you would like to add 372 00:29:11,600 --> 00:29:18,559 anything or if that's >> Okay. Thank you. 373 00:29:16,640 --> 00:29:22,240 » Any other questions, comments on this one? 374 00:29:20,399 --> 00:29:25,840 » Well, my only other comment is if it's going to be brought before the city 375 00:29:23,600 --> 00:29:30,279 commission as the authority having jurisdiction, then 376 00:29:30,320 --> 00:29:37,919 it needs to be re rewarded and presented to the city commission for 377 00:29:35,760 --> 00:29:43,360 approval. And that is the the actual time extension and and the request for 378 00:29:39,919 --> 00:29:47,600 extension. And first of all, did anybody contact the county to see if the county 379 00:29:45,200 --> 00:29:52,000 is willing to extend the CRA given the fact that you have amendment three and 380 00:29:49,919 --> 00:29:55,679 the county has several CRAAS that's going to be up for termination by the 381 00:29:54,559 --> 00:30:00,399 end of this year. >> I have been in direct contact with uh 382 00:29:58,159 --> 00:30:05,520 Orange County. Right now, at this point, they have paused all extensions of CRAAS 383 00:30:03,039 --> 00:30:09,279 until the vote for the amendment goes through in one way or the other. So, 384 00:30:07,440 --> 00:30:13,679 they're willing to take in applications for renewal, but they're not uh 385 00:30:11,440 --> 00:30:18,399 accepting anything until they know where where their budget stands, so to speak. 386 00:30:16,240 --> 00:30:22,080 So, uh so we are in in direct conversation with them, making sure we 387 00:30:19,600 --> 00:30:27,520 understand where their expectations are. and uh and that was with the uh county 388 00:30:25,360 --> 00:30:31,679 manager's office or excuse me, county administrator's office is who we got 389 00:30:29,520 --> 00:30:34,880 that information directly from. So, uh they did tell us that they're pausing 390 00:30:33,360 --> 00:30:38,159 right now, but at the same time, please submit what you do have just in case we 391 00:30:36,880 --> 00:30:41,760 are ready to get move forward. They'll they'll get the ball rolling as quick as 392 00:30:40,080 --> 00:30:45,279 they um choose to. And keep in mind, too, they'll be going through a 393 00:30:43,679 --> 00:30:48,320 leadership change both on the mayor's side and both our districts and many 394 00:30:47,120 --> 00:30:50,559 districts throughout the county. So, there's a lot of changes that are going 395 00:30:49,200 --> 00:30:54,159 to be coming. So, it gives them some time to settle in as well. So, um, I'm 396 00:30:52,960 --> 00:30:57,600 okay to change any language in this. Again, this is more of a a nicity to 397 00:30:55,840 --> 00:31:01,279 make sure this board is all on the same page. And so, if there's any specific 398 00:30:59,200 --> 00:31:07,120 language, uh, you'd like us to change it to, uh, I'm open to a motion with the 399 00:31:04,799 --> 00:31:10,520 language you'd like to adjust, and we can go from there. 400 00:31:11,600 --> 00:31:18,600 » Okay. So I move uh amending resolution 2026-03 401 00:31:20,480 --> 00:31:30,080 specifically in section two to read. The board of directors hereby requests the 402 00:31:27,120 --> 00:31:33,440 extension of seven years of the city of a popular community 403 00:31:31,760 --> 00:31:36,799 development agency and finds that continued redevelopment activities 404 00:31:34,880 --> 00:31:42,240 remain necessary to carry out the purpose of the community redevelopment 405 00:31:39,360 --> 00:31:47,840 plan and that the pass and adopt section be amended to state the 21st day of 406 00:31:45,600 --> 00:31:53,360 August 2026. >> So moved by member Drago 407 00:31:51,039 --> 00:31:55,360 » second. Second by member Anderson. All those in favor say I. 408 00:31:54,720 --> 00:31:58,799 » I. >> Pardon me. We we will have to take 409 00:31:56,960 --> 00:32:04,799 public comment on that item. >> I apologize for that. Yes. 410 00:32:01,919 --> 00:32:08,960 Public comment. Uh we'll close public comment. All 411 00:32:06,240 --> 00:32:11,679 right. Uh so we do have a a motion, a second, and all those in favor say I. 412 00:32:11,200 --> 00:32:16,000 » I. I. >> All opposed. Motion carries unanimously. 413 00:32:14,640 --> 00:32:22,320 All right. Next up, we have the down payment assistance program. 414 00:32:18,960 --> 00:32:28,720 » So Oh, here we go. Sorry. So, the down payment assistance program uh is a 415 00:32:25,519 --> 00:32:32,480 policy in draft that we're looking um to get the temperature of the board and to 416 00:32:30,640 --> 00:32:36,559 establish guidelines as well as an application process to create a home 417 00:32:34,159 --> 00:32:40,320 ownership program that offers financial assistance to first-time home buyers 418 00:32:38,240 --> 00:32:44,960 within the CRA. Capitalizing off of the success of our 419 00:32:43,440 --> 00:32:48,880 residential renovation assistance program where we have assisted 420 00:32:46,960 --> 00:32:53,279 homeowners in the rehab of their residential properties. We thought to 421 00:32:51,200 --> 00:32:57,519 staff thought to expand some home ownership opportunities by providing 422 00:32:55,039 --> 00:33:02,159 eligible assistance to eligible home buyers looking to purchase 423 00:32:59,679 --> 00:33:05,919 single family homes. Um obviously this would support home ownership and 424 00:33:03,440 --> 00:33:09,919 residential revitalization. Um eligible properties include existing homes, new 425 00:33:08,080 --> 00:33:16,159 constructions, or homes requiring significant rehab. Uh the assistance 426 00:33:13,519 --> 00:33:20,640 we're looking at is up to 25% of the purchase price with a maximum value of 427 00:33:18,640 --> 00:33:25,039 30,000 be structured as a deferred non-advertising zero interest second 428 00:33:22,720 --> 00:33:28,399 mortgage. Uh the assistance will be applied to the principal mortgage and 429 00:33:26,720 --> 00:33:34,240 the funding will be subject to budget availability which we have put in the um 430 00:33:32,000 --> 00:33:38,159 FY27 proposed budget which is still subject to be reviewed and adopted and 431 00:33:36,399 --> 00:33:43,200 it will be awarded on a first come first service excuse me first served basis 432 00:33:41,360 --> 00:33:46,399 with the goal of reducing the upfront barrier to home ownership while 433 00:33:44,559 --> 00:33:51,200 encouraging investment in long-term owner occupancy within the CRA. We would 434 00:33:49,679 --> 00:33:58,320 require a five-year homestead requirement as well as um some sort of 435 00:33:55,120 --> 00:34:03,039 um mortgage or um restricted covenant to secure public investment. We would also 436 00:34:00,799 --> 00:34:07,039 require a home buyer education course before the closing and dispersement of 437 00:34:04,799 --> 00:34:11,440 funds. Income documentation would be required for reporting demographic 438 00:34:09,040 --> 00:34:16,240 purposes. Um although this program would not be based on income eligibility, the 439 00:34:14,399 --> 00:34:20,800 collection of that data would also help in terms of the affordable housing 440 00:34:18,399 --> 00:34:26,000 component which is under um Florida statutes of which CRAAS are eligible to 441 00:34:22,720 --> 00:34:31,359 participate in. Uh we would require that financial um and project documentation 442 00:34:28,480 --> 00:34:35,280 prior to closing. Uh the assistance cannot be combined with any other CRA or 443 00:34:33,520 --> 00:34:40,399 city housing programs in order to prevent duplication of services and 444 00:34:37,200 --> 00:34:44,879 maximize um funding availability. Uh funds will be limited to the approved 445 00:34:42,560 --> 00:34:49,440 award amount and the applicants will be responsible for any cost that exceeds 446 00:34:46,560 --> 00:34:54,000 the award. So this um program still has to be 447 00:34:51,760 --> 00:34:58,000 reviewed through um legal but we wanted to get the temperature like I said of 448 00:34:55,919 --> 00:35:03,760 the board before we moved forward any further. It meets Florida statutes that 449 00:35:00,560 --> 00:35:06,560 um 163.362C that requires a community development 450 00:35:04,960 --> 00:35:12,640 plan to provide for the development affordable housing in the redevelopment 451 00:35:08,079 --> 00:35:16,480 area as well as 163713E that requires CRA's track and report 452 00:35:14,240 --> 00:35:20,720 affordable housing projects in the area. It meets the city strategic objective of 453 00:35:18,400 --> 00:35:24,960 economic viability. It also meets the CRA master plan goal to advocate 454 00:35:22,960 --> 00:35:29,599 provisions for adequate housing in good condition. 455 00:35:26,720 --> 00:35:33,440 So, our recommended motion would be the approval and adoption of the down, 456 00:35:31,440 --> 00:35:38,720 excuse me, the down payment assistance grant program um as presented by staff 457 00:35:36,480 --> 00:35:42,400 and authorized implementation um with the accordance in the accordance of 458 00:35:40,560 --> 00:35:49,359 updated policies and guidance effective October 1 contingent upon the adoption 459 00:35:45,200 --> 00:35:53,040 of the FY27 budget also contingent upon legal review. 460 00:35:51,280 --> 00:35:56,720 » Thank you, Miss Forbes. Any questions? >> I do. So, I want to say thank you. Thank 461 00:35:55,200 --> 00:36:00,320 you. Thank you. This is something, you know, I've been advocating for from day 462 00:35:58,560 --> 00:36:03,280 one about the importance of this down payment assistance program. So, I want 463 00:36:02,000 --> 00:36:07,200 to kind of go through, bear with me because I have a lot of, you know, um, 464 00:36:05,200 --> 00:36:13,440 things I want to kind of discuss. So, the first thing is in regards to the 25% 465 00:36:10,320 --> 00:36:17,440 of purchase price up to um, I recommend like most down payment assistance 466 00:36:14,960 --> 00:36:21,280 programs that we and just so you guys know, I do I am a certified HUD 467 00:36:19,520 --> 00:36:25,839 counselor and I have administered these funds before. So I'm very well diverse 468 00:36:22,880 --> 00:36:30,800 when it comes to um dist dis dist dispersing um funds. So I just want to 469 00:36:28,560 --> 00:36:33,599 say that. So one thing I do think is 25% of purchase price can be excessive 470 00:36:32,240 --> 00:36:38,560 depending on the purchase price. If it's $600,000 I know it's up to $30,000. Um 471 00:36:36,240 --> 00:36:44,720 but I do think it will be better if we have like you know 10,000 15,000 $20,000 472 00:36:41,680 --> 00:36:49,920 like in boxes like that tiers. >> That's the first thing. Uh the second 473 00:36:46,880 --> 00:36:55,520 thing it's it's says that it should be uh principal mortgage or only um I think 474 00:36:53,200 --> 00:37:01,520 we should expand that to closing costs because a depending on of the 475 00:36:59,520 --> 00:37:05,200 home buyer they a lot of times they don't have closing cost assistance and 476 00:37:03,440 --> 00:37:09,839 they don't have the down payment. So that up to that 25% can probably cover 477 00:37:08,320 --> 00:37:15,359 their down payment their closing cost and make it more affordable as well. Uh 478 00:37:12,560 --> 00:37:19,359 also part of the application it also says that in the lending requirements 479 00:37:17,760 --> 00:37:25,640 that it only and let me go to that what 480 00:37:21,359 --> 00:37:25,640 number it is. Give me one second 481 00:37:31,920 --> 00:37:42,079 only FHA VA um loans. I also recommend DSCR. DSCR is um also have a product for 482 00:37:39,760 --> 00:37:48,160 first-time home buyers as well. Um a lot of time that product is for your home 483 00:37:44,960 --> 00:37:53,839 buyers that are um are um what do you call it um forgive me 484 00:37:51,359 --> 00:37:57,040 in not investors that are um self-employed. A lot of self-employed 485 00:37:55,599 --> 00:38:01,280 borrowers do not qualify for your traditional FHA and VA financing. So a 486 00:37:59,440 --> 00:38:03,920 lot of times that DSCR product is like a bank statement product. They look at 487 00:38:02,400 --> 00:38:07,839 your you know your bank statements and they qualify off of that. a lot of 488 00:38:05,520 --> 00:38:12,480 first-time home buyers uh use that program as well. So, if we can extend it 489 00:38:10,000 --> 00:38:18,240 to also include DSCR for first-time home buyers, uh that would be good as well. 490 00:38:15,200 --> 00:38:22,240 Um also, it talks about the dispersing of funds. 491 00:38:20,240 --> 00:38:28,079 Um, I don't recommend any type of dispersement of funds um that that go it 492 00:38:25,280 --> 00:38:33,839 should be dispersed at closing um to a title agent and we should not allow them 493 00:38:31,359 --> 00:38:37,920 to reserve funds upfront without a contract and um executed contract. And I 494 00:38:36,480 --> 00:38:41,200 know it's kind of like language in here that says that they have to have the 495 00:38:39,599 --> 00:38:44,240 application filled out but then also say they can apply for it without it. So I 496 00:38:42,960 --> 00:38:48,720 think we need to kind of comb that out because if we reserve funds for a 497 00:38:46,240 --> 00:38:51,920 hundred people and you know they have up to you know six months to use it and 498 00:38:50,320 --> 00:38:55,680 they don't qualify now we have taken that money off the market for available 499 00:38:53,680 --> 00:39:00,520 people that are ready and able to buy now. Um in addition to that 500 00:39:05,440 --> 00:39:12,960 it also talk about it's a license uh contractor advancement. Um, I don't 501 00:39:10,880 --> 00:39:18,720 recommend that we advance any funds to uh any contractor. I think uh once the 502 00:39:14,960 --> 00:39:22,400 property uh is on the contract and the only time should be dispersed is when 503 00:39:20,480 --> 00:39:24,720 they're actually at closing and it shouldn't go towards because that's a 504 00:39:23,599 --> 00:39:28,640 whole liability within itself. I don't even understand how that would look like 505 00:39:25,839 --> 00:39:34,240 if we're given assistance prior to uh the person property uh closing on the 506 00:39:30,640 --> 00:39:42,000 property. And that's all for now. 507 00:39:37,440 --> 00:39:47,760 But I um we uh when I say that we the board approved some other entitlement 508 00:39:43,680 --> 00:39:53,240 programs. One was a demolition I think up to $50,000. 509 00:39:50,240 --> 00:39:53,240 Uh 510 00:39:54,560 --> 00:40:00,000 that that demolition grant cannot be used as part of the down payment. Is 511 00:39:59,040 --> 00:40:02,960 that right? >> Okay. 512 00:40:00,560 --> 00:40:08,400 » Correct. And we also uh had another entitlement program where we give some 513 00:40:05,520 --> 00:40:12,640 architect or engineer $50,000 to design something. So 514 00:40:11,119 --> 00:40:15,680 » I'm sorry. May I may may I interrupt you and just say that program was not 515 00:40:14,240 --> 00:40:17,520 approved. The board did not approve that design architectural engineering 516 00:40:16,880 --> 00:40:19,440 program. >> But the first one they did with the 517 00:40:18,800 --> 00:40:21,680 demolition. >> Yes, sir. 518 00:40:19,920 --> 00:40:25,839 » With the amendment that historical structures are prohibited. 519 00:40:24,720 --> 00:40:28,160 » Is that right? >> From dem from demolition. 520 00:40:27,839 --> 00:40:31,839 » Yes. >> Correct. 521 00:40:28,640 --> 00:40:36,560 » Okay. So the question I have here is um in the third paragraph it states 522 00:40:34,800 --> 00:40:40,720 home buyers who purchase a vacant lot with the intent to build a new home or 523 00:40:38,320 --> 00:40:47,440 home buyers who purchase a home that requires significant rehabilitation. 524 00:40:45,040 --> 00:40:50,440 Is that rehabilitation interior or exterior? 525 00:40:53,040 --> 00:40:59,280 » Why do you ask? I guess where you going with that? Where I'm going with it is 526 00:40:56,160 --> 00:41:04,720 that I I don't in keeping with the demolition permit or entitlement program 527 00:41:02,400 --> 00:41:11,440 his buildings that are on the historic register cannot be cannot use this to 528 00:41:08,800 --> 00:41:15,280 rehab exterior of the building in violation of the federal standards 529 00:41:13,680 --> 00:41:17,599 » residential. So >> you're speaking specifically to historic 530 00:41:16,880 --> 00:41:20,640 properties. >> Yes. 531 00:41:18,319 --> 00:41:25,040 » Okay. So we I'm sure we could add some language in there that references the 532 00:41:23,440 --> 00:41:29,200 historic side of it, but wouldn't that go to permitting and permitting would 533 00:41:26,319 --> 00:41:32,560 catch that? >> And you know what they what they should 534 00:41:31,119 --> 00:41:37,520 do and what they do are two different things. Now, if you remember a couple of 535 00:41:34,400 --> 00:41:40,480 meetings ago, I read you emails that I that I got from the building official 536 00:41:39,040 --> 00:41:46,720 that basically said if you submit a permit online, I approve it, it's a go. 537 00:41:43,760 --> 00:41:50,960 Historical structures are not. Now, 538 00:41:48,319 --> 00:41:55,119 uh, and I and I would also, if you're going to amend it, I would also put in 539 00:41:52,800 --> 00:42:00,000 there any building or house that's 50 years or older. You want to maintain the 540 00:41:57,440 --> 00:42:05,680 integrity of those houses. I don't think member Ruth would want somebody in his 541 00:42:02,319 --> 00:42:10,319 neighborhood to come in re, you know, to rehab a house and not keep the 542 00:42:07,920 --> 00:42:14,000 architectural integrity of the house. I don't think he wants a block house with 543 00:42:11,680 --> 00:42:19,440 a flat roof painted pink. I don't think so. 544 00:42:16,079 --> 00:42:24,704 and this without some extra wording or standards put in it, they can pretty 545 00:42:21,520 --> 00:42:27,520 well do it. [snorts] 546 00:42:25,200 --> 00:42:31,119 » So, but this specific program and uh staff, please jump in as needed, 547 00:42:29,359 --> 00:42:36,880 obviously, but this specific program doesn't necessarily go to or speak to 548 00:42:34,480 --> 00:42:40,640 rehab or renovations. It does. It says significant rehab, but then it goes on 549 00:42:38,319 --> 00:42:45,680 to say the financial assistance from the CR CRA will only be dispersed after the 550 00:42:43,359 --> 00:42:50,640 home has been constructed or the f home has been fully renovated. So, it's it's 551 00:42:48,640 --> 00:42:53,760 not specifically saying the renovation side of it. They need to do the 552 00:42:51,839 --> 00:42:56,640 renovations and then funds will be dispersed from there. 553 00:42:54,880 --> 00:43:01,359 » Well, if they do the renovation, there's nothing to stop them to fill out the 554 00:42:57,839 --> 00:43:06,400 form and get the $30,000. Nothing. >> So, they completely if you'll allow me 555 00:43:03,599 --> 00:43:10,640 to. So the intent is for for first-time home buyers, right? So these are if a 556 00:43:09,280 --> 00:43:16,319 first time first-time home buyer is looking to purchase a property that is 557 00:43:13,440 --> 00:43:20,640 historic in nature, the improvements in this particular case are not necessarily 558 00:43:18,560 --> 00:43:25,920 applicable because the funds are to be used in the purchase of the home. Now 559 00:43:23,599 --> 00:43:28,720 what improvements they decide to do, that's a separate thing. Let's say if 560 00:43:27,280 --> 00:43:33,599 they decided they were not going to use these funds, but they wanted to use our 561 00:43:31,200 --> 00:43:38,720 residential renovation uh assistance program to do improvements 562 00:43:36,160 --> 00:43:41,839 to the historic property. In that case, we would use those guidelines. And those 563 00:43:40,400 --> 00:43:45,520 guidelines are only for the exterior of the property. And yes, to I can't 564 00:43:43,839 --> 00:43:48,640 remember which board member's point, but there is a development review process 565 00:43:46,960 --> 00:43:52,640 that it goes through that should flag that this property um is therefore 566 00:43:50,960 --> 00:43:55,760 historic and there and there are different guidelines that go towards it. 567 00:43:54,560 --> 00:44:00,720 » Yeah. But that doesn't answer my question of the of the of the definition 568 00:43:57,920 --> 00:44:07,200 of rehabilitation. Is it interior or exterior or both? 569 00:44:03,040 --> 00:44:12,560 » Well, so the CRA um only does in well policy-wise, we've only done exterior 570 00:44:09,359 --> 00:44:18,079 improvements. We have not done interior. So, anybody could come in here, buy a 571 00:44:15,440 --> 00:44:21,920 historic structure, rehabilitate it, if I read this 572 00:44:20,000 --> 00:44:27,599 correctly, and then fill out a form and get $30,000. 573 00:44:24,720 --> 00:44:31,680 » No, a person could come in and fill out an application to say, "I'd like to buy 574 00:44:29,839 --> 00:44:36,400 a historic property." They could do that. And so, throughout that process, 575 00:44:34,240 --> 00:44:39,520 we would still need their documentation. We still need the same thing that you 576 00:44:38,000 --> 00:44:42,800 would do when you apply for any loan and it goes through a title company. we 577 00:44:41,359 --> 00:44:45,839 would require that same level of documentation. And so we are not 578 00:44:44,640 --> 00:44:49,119 requesting if they are doing improvements, we are requesting 579 00:44:47,760 --> 00:44:53,079 information as it relates to the purchase of the property. 580 00:44:55,359 --> 00:44:58,031 » And [clears throat] 581 00:44:59,599 --> 00:45:05,960 the the problem is that 582 00:45:06,000 --> 00:45:14,400 you explain it one way, the public sees it a different way. they 583 00:45:12,240 --> 00:45:18,800 they hear something from somebody else. In other words, it's not clear to me. If 584 00:45:17,119 --> 00:45:24,720 it has to be clear, it should specifically say this cannot be used for 585 00:45:22,000 --> 00:45:28,079 renovations, rehab of historical buildings exterior. 586 00:45:26,720 --> 00:45:31,680 » Well, it shouldn't be used for any renovations at all. 587 00:45:30,160 --> 00:45:34,720 » These funds are exclusively to purchase the property. 588 00:45:33,200 --> 00:45:38,640 » The only thing I can think of where it where it possibly is with a 203k FHA 589 00:45:37,040 --> 00:45:42,160 loan where it allows for you to escrow the repairs. So that's the only just in 590 00:45:41,040 --> 00:45:45,280 this scenario I think that's the only way they actually can use the money if 591 00:45:43,760 --> 00:45:50,160 we're saying that we will allow for the escrow through a 203k FHA program that 592 00:45:48,480 --> 00:45:54,319 they would allow because everybody familiar with FA 203 FAK. So essentially 593 00:45:52,480 --> 00:45:58,720 what happens is if the property needs $30,000 worth of rehab, you have to take 594 00:45:56,800 --> 00:46:02,240 that money put into a separate account and do the repairs and the property 595 00:46:00,880 --> 00:46:05,760 closes out. So, if we're saying that we're okay escrowing up to a certain 596 00:46:04,000 --> 00:46:10,079 amount of money, I think that's the only time it actually will apply because 597 00:46:07,599 --> 00:46:13,440 other than that, we're not giving them money up front for repairs. We only will 598 00:46:12,319 --> 00:46:16,560 escrow. So, essentially, we're saying that we were escrow repairs. 599 00:46:14,880 --> 00:46:20,960 » Well, and we have not listed that type of product as eligible. 600 00:46:18,000 --> 00:46:25,200 » Okay. Well, we said FHA, so FHA 203k is a if FHA product as well. 601 00:46:22,880 --> 00:46:28,160 » So, there are different 203b and 202. Yeah, 203k. 602 00:46:26,480 --> 00:46:33,040 » So, are we saying all FHA products? Because there's different type of FHA 603 00:46:29,440 --> 00:46:35,920 products. Well, we can add I hope to um to get us where we're trying to go, we 604 00:46:34,720 --> 00:46:41,440 can add language that specifically speaks to historic property types and 605 00:46:38,720 --> 00:46:47,599 put in language that speaks to um it can only be used for the purchase and not 606 00:46:43,520 --> 00:46:50,560 for the um for the renovation or for the the rehab and such. 607 00:46:48,800 --> 00:46:54,960 » But I think that if if we do these because FHA, we said FHA and just to be 608 00:46:52,880 --> 00:46:59,520 clear, we said FHA that mean all types of FHA because we didn't specify FHA 609 00:46:57,040 --> 00:47:06,000 like a certain FHA. So the FHA does have a 203k. What I'm trying to do is is to 610 00:47:02,640 --> 00:47:08,800 his point if we because we do say that we're gonna it is kind of confusing 611 00:47:07,200 --> 00:47:11,440 because I was had to read it twice. If we're going to say we're going to give 612 00:47:10,160 --> 00:47:14,640 it does reference saying that there's going to be you know a certain amount of 613 00:47:13,040 --> 00:47:18,560 money and it talks about a contractor. So the only thing that I can think of is 614 00:47:16,319 --> 00:47:22,079 the 203k product will actually be actually using it where we'll give the 615 00:47:20,480 --> 00:47:26,480 money to put into an escore account after closing to be used to meet FHA 616 00:47:25,200 --> 00:47:31,599 standards. A lot of times if the property does not meet FHA standards and 617 00:47:28,960 --> 00:47:35,520 if it needs some type of renovation to meet that they would allow for that 618 00:47:33,119 --> 00:47:39,119 money to go into into a separate account still close out but by a licensed 619 00:47:37,599 --> 00:47:42,400 contract to have to take dispersements and things. So I think that is that's 620 00:47:41,200 --> 00:47:47,480 the only time I actually can see us doing that. Other than that we won't be 621 00:47:43,839 --> 00:47:47,480 advancing any funds. 622 00:47:48,000 --> 00:47:52,319 » Okay. So what >> I don't think that that's an advancement 623 00:47:50,240 --> 00:47:55,200 because they do we the loan closes. Yes. >> So it closes. That's what we would be 624 00:47:54,560 --> 00:47:58,240 calling that too. >> We still applied it to. So we're not 625 00:47:56,640 --> 00:48:00,720 Yeah. Cuz we're not doing any type of >> rehabs. 626 00:47:58,720 --> 00:48:04,400 » Rehabs at all. >> Nor are we advancing in the sense that 627 00:48:02,960 --> 00:48:08,400 they received the funds prior to closing. No. So when we receive the 628 00:48:06,400 --> 00:48:12,800 closing date, then we can put in the request in order to have that payment 629 00:48:10,880 --> 00:48:15,839 processed directly to the title escrow company. 630 00:48:14,079 --> 00:48:19,520 » I'm familiar, but I was just Yeah. >> So member DGO is your your biggest 631 00:48:17,599 --> 00:48:25,280 holdup is ensuring that historic properties are preserved properly. 632 00:48:23,440 --> 00:48:31,200 Is is that the the concern? >> Yes. And and what I'm hearing is I'm 633 00:48:28,559 --> 00:48:35,760 hearing a loophole where you could somebody could file for an FHA loan, get 634 00:48:33,599 --> 00:48:39,040 all the process because FHA doesn't look at whether it's an historical structure 635 00:48:37,359 --> 00:48:42,880 and it needs to be protected by federal standards. They don't look at that. If 636 00:48:40,800 --> 00:48:48,079 they meet the application criteria, you get the loan. Then if you close the loan 637 00:48:45,520 --> 00:48:53,920 as was explained and then you fill out an application, well then you can get 638 00:48:51,119 --> 00:48:58,480 the $30,000 if there was a rehab exterior on an historical structure. 639 00:48:56,960 --> 00:49:01,839 » I guess we add the language what I'm hearing that 640 00:48:59,200 --> 00:49:07,680 » so I wait a minute. So my recommendation is instead of words smiting this, 641 00:49:05,839 --> 00:49:13,200 you know, we'll do this, we'll do this, my recommendation would be that this 642 00:49:09,920 --> 00:49:17,520 goes back for a rewrite and brought back to us at the next 643 00:49:14,880 --> 00:49:22,599 meeting with the preferred language to make sure that those historic structures 644 00:49:19,359 --> 00:49:22,599 are protected. 645 00:49:23,839 --> 00:49:31,920 » Thank you, Member Dango. Any other comments or questions from membership? 646 00:49:28,319 --> 00:49:37,599 » Yes. Um, and so I think I think we should certainly include in the wording 647 00:49:35,440 --> 00:49:42,240 is making sure that this is clear in terms of firsttime home buyer because 648 00:49:39,760 --> 00:49:49,599 that's not in here. So we ne definitely need to include that. Um, and then there 649 00:49:45,119 --> 00:49:57,119 should be a criteria in place. So I I tried, you know, reading through 650 00:49:53,119 --> 00:50:03,919 this, I didn't I didn't find a a defined criteria just at the end 651 00:50:00,960 --> 00:50:03,919 um [clears throat] 652 00:50:05,040 --> 00:50:13,760 at the end uh where it's more of documentation that the homeowner needs 653 00:50:10,640 --> 00:50:17,359 to submit um not so much a criteria that needs to be in place. So, I think that's 654 00:50:15,760 --> 00:50:22,400 something that the board should consider implementing is criteria based on these 655 00:50:20,319 --> 00:50:26,880 first home uh first-time home buyers that are going to be applying for this. 656 00:50:24,800 --> 00:50:33,280 um just my my my recommendations. It just 657 00:50:30,160 --> 00:50:37,520 helps us um define exactly the purpose behind this 658 00:50:35,359 --> 00:50:41,280 and that just everybody can apply and then we're telling them it's only first 659 00:50:39,040 --> 00:50:47,680 home first-time home buyers and then of course that just leaves people in 660 00:50:44,640 --> 00:50:50,079 and it just tasteful attitude if you will. So 661 00:50:49,520 --> 00:50:54,800 » absolutely. >> Yeah. And it oh and one other thing too 662 00:50:52,400 --> 00:51:00,800 and it should I also it said some language in regards to either cash or 663 00:50:57,200 --> 00:51:06,319 loan. I think if you have money to put buy a property cash I don't think we 664 00:51:03,760 --> 00:51:09,520 should allow the program to to actually yeah because they have they can use that 665 00:51:08,000 --> 00:51:12,960 money for a down payment on some loan you know for loan for for a loan. So, I 666 00:51:11,359 --> 00:51:17,920 don't think if you have $300,000 of putting down cash on a property that we 667 00:51:14,319 --> 00:51:21,960 should give them 25% it to help them when they have cash. 668 00:51:22,400 --> 00:51:28,079 » Any other questions, comments? >> Well, the 30,000 I mean 669 00:51:26,400 --> 00:51:34,480 » you're speaking to your mic, too. Sorry. >> The the cap is for uh it's not to exceed 670 00:51:31,760 --> 00:51:40,160 the $30,000 way it's written. You said 20% of 300,000 is not 30,000. 671 00:51:39,040 --> 00:51:44,720 » Correct. Well, how it's written right now, it says up to 25% of the purchase 672 00:51:42,640 --> 00:51:49,880 price of an improved property up to a maximum of $30,000 in down payment 673 00:51:46,880 --> 00:51:49,880 assistance. 674 00:51:49,920 --> 00:51:53,760 And >> I think that language could be cleared 675 00:51:51,680 --> 00:52:03,599 up a little bit so that it >> and and and secondly um who's the 676 00:51:58,079 --> 00:52:09,839 governing body for transparency on um submitting the application, approving 677 00:52:06,480 --> 00:52:15,280 the application and actually um carrying the the the contract through to its 678 00:52:13,440 --> 00:52:19,359 sunset. >> So that that would be staff. So we would 679 00:52:17,680 --> 00:52:21,760 monitor it the same way we do all of our other 680 00:52:19,920 --> 00:52:26,720 » the fivey year period right after five years they've committed I mean they've 681 00:52:24,160 --> 00:52:29,200 fulfilled their obligations of of the firsttime buyer program correct 682 00:52:28,480 --> 00:52:34,160 » correct >> okay but prior to that if they default 683 00:52:32,079 --> 00:52:39,119 or move >> who 684 00:52:35,200 --> 00:52:43,760 » who then steps in and and mitigates the recovery of the investment or where are 685 00:52:42,160 --> 00:52:47,040 we going to from there? Are we going to get stuck with the legal fees of going 686 00:52:45,280 --> 00:52:51,200 and collecting So I won't address the legal fees part 687 00:52:49,280 --> 00:52:55,520 of it, but I I will tell you so similar to how we do our reap program where we 688 00:52:53,280 --> 00:53:00,000 do have a recorded uh restrictive covenant for five years. So every 689 00:52:57,680 --> 00:53:03,839 applicant that has been awarded funding, it has been record they they fully have 690 00:53:02,240 --> 00:53:09,040 been explained and have they have an executed recorded covenant against their 691 00:53:06,640 --> 00:53:12,800 property. So when the time comes if they decide they want to uh refinance or for 692 00:53:11,680 --> 00:53:18,640 whatever reason they get a title search done on their property, that will come 693 00:53:14,480 --> 00:53:22,240 up. And so it also specifies in that um restrictive covenant that it is for a 694 00:53:20,160 --> 00:53:26,880 5-year uh period. >> Yeah. And well, you know, in in all 695 00:53:24,640 --> 00:53:34,079 fairness, I live in this district, so I'm very familiar with the rules and 696 00:53:30,319 --> 00:53:40,160 regulations of but um up to this point, it's it hasn't been enforced. Um you 697 00:53:38,319 --> 00:53:45,599 know, I live in a single family district that has four or five families living in 698 00:53:42,559 --> 00:53:52,160 one home. So, I know our monitoring or governing of these uh residents have 699 00:53:48,480 --> 00:53:57,359 been very loose at best. U but I just want to make sure that if if if our 700 00:53:54,319 --> 00:54:02,079 intent is and I'm all for a college park environment where we in we we invest in 701 00:54:00,400 --> 00:54:07,599 our future and that's these younger people coming in and making these 702 00:54:03,680 --> 00:54:11,839 purchases. ownership is the true test of of you know people that own the home are 703 00:54:10,240 --> 00:54:17,200 really going to take care of the homes even even if it's just keeping the yard 704 00:54:14,720 --> 00:54:22,559 kept and and and mowing it and stuff. So I have a lot of confidence in that. I 705 00:54:19,200 --> 00:54:28,160 just want to make sure the the the legal side of it. Uh I just don't want 706 00:54:25,040 --> 00:54:34,000 to, you know, us get hung with a lot of of open debt that you know we kind of 707 00:54:31,680 --> 00:54:40,000 get entangled in. And there's no resource to go back and 708 00:54:36,720 --> 00:54:45,559 recoup some of the financial obligations that we extended up to that point. 709 00:54:49,119 --> 00:54:55,599 » There's a collection element to it, you know, that I'm just making sure that 710 00:54:53,920 --> 00:55:01,280 we're covering. >> Yeah. in these types of grants, grants 711 00:54:58,319 --> 00:55:04,720 that are are similar. I mean, you can u on the leans and so forth, put in, you 712 00:55:03,599 --> 00:55:07,920 know, the best language in the world that you can, there always is an element 713 00:55:06,319 --> 00:55:11,760 and some element of a risk. I can't guarantee that there won't be any legal 714 00:55:09,440 --> 00:55:15,200 fees to enforce it or that there would be resources on the other side once 715 00:55:13,599 --> 00:55:18,960 enforcement is made to pay for those fees. So, there is that element. It will 716 00:55:18,079 --> 00:55:24,960 always be there, you know, notwithstanding any kind of uh 717 00:55:22,800 --> 00:55:28,640 uh efforts made by staff to to prevent that from happening. Yeah, I I I agree. 718 00:55:26,880 --> 00:55:32,240 The risk is always there. I just want to make sure there's an element of 719 00:55:29,920 --> 00:55:36,200 collection if we needed. 720 00:55:33,200 --> 00:55:36,200 » Understood. 721 00:55:37,040 --> 00:55:43,040 » Any other final comments? >> Did I'm sorry, I can't remember. Did I 722 00:55:40,800 --> 00:55:46,880 say something about the u about the money being going towards the only the 723 00:55:44,880 --> 00:55:49,839 principal mortgage? Did I also add it should go towards closing costs as well? 724 00:55:48,559 --> 00:55:54,400 I did. Okay. I just want to make sure. Okay. Thank you. 725 00:55:52,319 --> 00:56:01,079 » Any other comments? We'll go to public comment now. Anybody 726 00:55:56,880 --> 00:56:01,079 from the public wish to speak on this? 727 00:56:05,680 --> 00:56:09,599 » Rogers back at 7 West Main Street. I just want to make sure I heard this 728 00:56:08,160 --> 00:56:14,160 correctly. So, there is no income restrictions on the 30,000. 729 00:56:12,240 --> 00:56:18,040 » Not how it's written currently. No. >> Okay. Thanks. 730 00:56:18,240 --> 00:56:26,079 » Any other uh members of the public wish to speak? We'll close public comment. 731 00:56:23,760 --> 00:56:29,079 Uh, any other final comments from the board? 732 00:56:29,200 --> 00:56:36,400 » I just think we need to table this until we can get the wording. 733 00:56:34,079 --> 00:56:40,559 » I think we have a lot of >> I think so as well. I will say a couple 734 00:56:37,920 --> 00:56:43,680 of my comments on this one is I think a lot of great points were made adding 735 00:56:42,319 --> 00:56:48,880 making sure that it's a first-time home buyer that that's that is valuable. U 736 00:56:46,880 --> 00:56:55,280 for me making sure it's not an LLC that it is in somebody's actual name I think 737 00:56:51,520 --> 00:56:57,839 uh is needed. And then I think there should be some type of condition 738 00:56:56,319 --> 00:57:02,799 requirements as well that this shouldn't be a a 739 00:57:00,079 --> 00:57:09,040 » for a full gut because it just gets muddied and and convoluted. Uh my only 740 00:57:06,160 --> 00:57:14,720 other concern with this one too is the whole core and point of a CRA is to 741 00:57:12,480 --> 00:57:20,720 the whole whole point is to increase tax value in this area. That is the point of 742 00:57:17,200 --> 00:57:25,760 this. So if we add exclusively to residential properties and amendment 743 00:57:23,040 --> 00:57:30,480 three goes into place in November, we have not succeeded in increasing 744 00:57:27,520 --> 00:57:33,680 taxable value. So my goal with this or my thought with this is I do like this, 745 00:57:32,079 --> 00:57:38,640 but I think we need to maybe navigate forward delicately and in smaller steps. 746 00:57:37,040 --> 00:57:43,760 I think right now a lot of our businesses in this district really are 747 00:57:41,359 --> 00:57:47,200 wanting and screaming for help. And I think that maybe we get creative with 748 00:57:45,040 --> 00:57:50,240 some of those incentive programs for the current businesses that are in place 749 00:57:48,880 --> 00:57:54,640 that would provide some type of resources for them in some way. Uh just 750 00:57:53,280 --> 00:57:58,160 with the economic times that they are right now, I think that will go further. 751 00:57:56,400 --> 00:58:01,839 I think we spent just about a million dollars on residential properties last 752 00:57:59,920 --> 00:58:05,440 year and I think that we should maybe prioritize businesses this year and 753 00:58:03,200 --> 00:58:10,400 maybe ping pong back and forth or find a healthy uh balance between the two. Uh I 754 00:58:08,480 --> 00:58:16,319 do I I'm all about home ownership all day every day. Uh it's just the goal of 755 00:58:13,680 --> 00:58:20,319 a CRA is to build taxable value. That is the pure goal of it and we need to make 756 00:58:18,880 --> 00:58:23,760 sure that that's on the forefront of our minds as we navigate this. So uh I like 757 00:58:22,319 --> 00:58:26,960 the program. I think just be delicate as we move forward. Add language to it. I 758 00:58:25,359 --> 00:58:29,920 think we do table it, massage this language a little bit, but then also 759 00:58:28,079 --> 00:58:34,000 think about what we can do and I'm I'm sure we'll speak about it later specific 760 00:58:31,680 --> 00:58:40,000 to the commercial side to the business side of uh our CRA. So those are my 761 00:58:37,280 --> 00:58:45,599 comments there. I'm open to a motion from the membership if we are wanting to 762 00:58:42,400 --> 00:58:50,160 table this to a next meeting. >> Yes. 763 00:58:46,400 --> 00:59:00,079 » I move that we uh table this down payment assistance program to November 764 00:58:54,319 --> 00:59:04,559 4th which is a one Monday 2026. I have a motion from 765 00:59:01,760 --> 00:59:08,960 » Wednesday, >> November 4th, 766 00:59:06,240 --> 00:59:13,440 » day after the election. >> Well, the the email I got said the 767 00:59:11,359 --> 00:59:17,680 meeting was November 5th, which is a Thursday. 768 00:59:15,680 --> 00:59:23,040 » So, I I'm going to recognize the motion obviously uh that you have a motion to 769 00:59:19,599 --> 00:59:26,079 table until November 4th at any time. 770 00:59:23,920 --> 00:59:29,040 » Well, that that that's the next CRA meeting, so it's five o'clock. 771 00:59:27,760 --> 00:59:32,160 » Okay. because you have a commission meeting that day. 772 00:59:30,000 --> 00:59:36,559 » We do. [clears throat] Uh so I have a motion. Do I have a second? Second by 773 00:59:34,480 --> 00:59:41,960 member Baron. All those in favor say I. >> I. 774 00:59:37,040 --> 00:59:41,960 » All opposed. Motion carries unanimously. 775 00:59:43,760 --> 00:59:49,200 » All right. >> Attorney members of the board. So I 776 00:59:47,119 --> 00:59:54,000 pardon my interruption. I do think uh before we move on uh we do need to 777 00:59:51,040 --> 00:59:58,960 revisit number two. If I understood the motion correctly, I believe it modified 778 00:59:56,640 --> 01:00:05,280 the resolution and that was voted on unanimously, but I believe uh the 779 01:00:02,559 --> 01:00:10,200 resolution needs to be read and the actual language of the resolution voted 780 01:00:06,799 --> 01:00:10,200 on as modified. 781 01:00:12,559 --> 01:00:17,079 the >> this is bone 782 01:00:14,079 --> 01:00:17,079 » second 783 01:00:18,640 --> 01:00:22,520 » resolution 20266-03 784 01:00:22,720 --> 01:00:30,799 a resolution of the community redevelopment agency CRA of the city of 785 01:00:27,040 --> 01:00:35,839 Apakka Florida requesting the extension of the city of Apakka community re 786 01:00:33,200 --> 01:00:40,640 redevelopment agency affirming the continuing need for au community 787 01:00:38,319 --> 01:00:44,160 redevelopment agency mergency activities directing the transmitt of this 788 01:00:42,160 --> 01:00:48,799 resolution to Orange County providing for conflicts severability and an 789 01:00:46,240 --> 01:00:51,920 effective date. >> And then from there you're requesting 790 01:00:50,240 --> 01:00:57,040 that language was clarified in the motion attorney hand. 791 01:00:53,520 --> 01:01:02,400 » Uh just it would be a motion to pass as amended since uh the previous votion 792 01:00:59,760 --> 01:01:08,160 amended the content of the resolution. >> All right. I will look for a motion to 793 01:01:04,480 --> 01:01:11,520 uh pass resolution 2026-03 as amended. So moved. Uh 794 01:01:09,119 --> 01:01:16,880 » moved by member Drago, second by member Ruth. All those in favor say I. I. 795 01:01:13,520 --> 01:01:19,880 » All opposed. Motion carries unanimously. >> Yes. 796 01:01:27,440 --> 01:01:32,319 We're get we're getting it. >> My apologies. 797 01:01:30,240 --> 01:01:35,920 » My apologies. The motion that was read in reference to bringing back the down 798 01:01:34,240 --> 01:01:42,480 payment assistance program on November 5th, that date um is or November 4th, 799 01:01:40,960 --> 01:01:46,559 rather. There's already a city commission meeting scheduled for that. 800 01:01:44,240 --> 01:01:51,359 That's the early afternoon one. And I believe the November 5th date that um 801 01:01:48,880 --> 01:01:55,839 member Drago was referencing was an error date that was sent when the board 802 01:01:53,359 --> 01:01:58,960 meeting um notification went out where it referenced Wednesday, November 5th, 803 01:01:57,440 --> 01:02:03,200 2025. So I just want to be clear that while we 804 01:02:01,119 --> 01:02:08,839 will bring back this item, it will not be on the November 4th or 5th date. 805 01:02:10,000 --> 01:02:17,040 » I'd prefer to not have it extend out to a date unknown. We prefer a date 806 01:02:14,799 --> 01:02:19,280 certain. So, do we want to set now then that next CRA meeting date? Then 807 01:02:18,880 --> 01:02:22,960 » yeah, >> would that be valuable for everyone? 808 01:02:21,359 --> 01:02:25,599 » You want to make a November 10th? That's a Wednesday. 809 01:02:24,160 --> 01:02:28,240 » That's a Tuesday. >> It's not Tuesday. I'm sorry. 810 01:02:26,880 --> 01:02:32,079 » We have a planning commission meeting that evening. 811 01:02:30,160 --> 01:02:36,000 » Wednesday the 11th. >> That's Veterans Day. 812 01:02:32,799 --> 01:02:39,200 » Veterans Day. >> Thursday. 813 01:02:36,799 --> 01:02:42,200 » We can I don't have anything on the 12th surprisingly. 814 01:02:42,319 --> 01:02:46,079 Uh, all right. So, November 12th at what is it? 5 815 01:02:45,359 --> 01:02:49,280 » 5:00 >> 30 five 816 01:02:47,040 --> 01:02:52,280 » five is fine if it works for the the board 817 01:02:56,640 --> 01:03:04,160 » because we moved it then should we do a new motion for that then or 818 01:03:02,000 --> 01:03:09,680 what do you recommend attorney hand >> I think that's the uh I think that's the 819 01:03:06,559 --> 01:03:09,680 board's election I 820 01:03:19,039 --> 01:03:28,559 All right. I will motion or I will look for a motion to set our next CRA meeting 821 01:03:23,599 --> 01:03:32,960 for number November 12th at 5:00 pm and we will review the down payment 822 01:03:31,039 --> 01:03:35,920 assistance program at that time. >> So moved. 823 01:03:33,839 --> 01:03:40,799 » Uh moved by member Drago. >> Second. second by uh member Anderson. 824 01:03:39,280 --> 01:03:43,599 All those in favor say I. I. >> All opposed. Motion carries unanimously. 825 01:03:42,623 --> 01:03:48,160 [clears throat] Thank you for the clarification, staff. 826 01:03:46,079 --> 01:03:51,920 All right. Next up, we are discussing the evaluation for well, this is old 827 01:03:50,160 --> 01:03:57,039 business evaluation of potential property acquisition 161 East 6th 828 01:03:54,799 --> 01:04:01,839 Street. >> So, this property was bought before the 829 01:03:59,520 --> 01:04:06,880 board at the last uh CRA board meeting. Is a property that is currently um up 830 01:04:04,480 --> 01:04:12,160 for sale. The board had requested a staff evaluation at the April 15th uh 831 01:04:09,760 --> 01:04:16,079 meeting or if you'll look up on on your screens you can see some information 832 01:04:13,599 --> 01:04:25,599 reference to it. Uh this property was actually brought to staff um that is for 833 01:04:19,520 --> 01:04:31,599 sale for 299,000 is42 acres with 18,380 ft of total land. It's currently zoned 834 01:04:28,000 --> 01:04:36,720 as mixed use. So, one of the things that was requested 835 01:04:34,319 --> 01:04:42,480 um by staff is a review for potential uses of the property. And so, we looked 836 01:04:39,520 --> 01:04:48,400 at um the property as a potential parking lot, surface parking to support 837 01:04:44,319 --> 01:04:51,839 the museum. Uh we conferred um with uh public works in order to provide some of 838 01:04:50,400 --> 01:04:57,039 the data that you see here. They are staff is available for additional 839 01:04:53,520 --> 01:05:01,359 questions as relates to the um the spec the specifics that are provided. So 840 01:04:59,520 --> 01:05:07,280 based on the square footage that was provided um we were it was then shown 841 01:05:05,039 --> 01:05:12,720 that there's an estimated usable area of 12,866 842 01:05:08,960 --> 01:05:16,960 square feet. Uh we also then staff asked public works to review it in terms of 843 01:05:14,720 --> 01:05:21,200 parking availability. Could it be used as a parking lot? How 844 01:05:18,880 --> 01:05:24,799 many slots uh would be available? What would be the cost? Um, and so this 845 01:05:23,359 --> 01:05:32,280 provides the total breakdown where you see it's approximately 40 spaces, give 846 01:05:26,720 --> 01:05:32,280 or take three spaces um, for that lot. 847 01:05:33,440 --> 01:05:40,480 We also looked at um, using different types of material to determine whether 848 01:05:38,480 --> 01:05:47,839 or not we would do a permanent parking lot versus a temporary parking lot. Um 849 01:05:43,359 --> 01:05:55,200 we also asked for and staff um happily provided some um ranges in terms of 850 01:05:50,720 --> 01:05:59,520 pricing from 92,000 to 165,000 for a permanent parking lot as well as if we 851 01:05:57,839 --> 01:06:06,400 did a temporary parking lot which was per pvious pavers gravel um or some form 852 01:06:03,280 --> 01:06:11,599 of wheel stops. Um so with option A, the gravel with the wheel stops um would 853 01:06:08,960 --> 01:06:16,640 cost anywhere between 150 and 350 per square foot, whereas the pvious pavers 854 01:06:14,000 --> 01:06:23,359 would cost between $6 and $12 per square foot depending on the material for a 855 01:06:19,359 --> 01:06:26,359 cost between 275 and 67 excuse me 64,300. 856 01:06:27,440 --> 01:06:35,119 So based on that, and by the way, there is a memorandum, a more detailed 857 01:06:32,400 --> 01:06:40,160 memorandum in your packet that provides um a recommendation by staff um 858 01:06:37,599 --> 01:06:44,799 including considerations such as park, potential parking, demand, operations 859 01:06:42,240 --> 01:06:49,599 and maintenance um as well as the acquisition costs. So we wanted to 860 01:06:48,079 --> 01:06:52,640 receive direction from the board of how they'd like to move forward if they'd 861 01:06:50,720 --> 01:06:55,760 like to purchase the property. I also want to reference that this property 862 01:06:53,839 --> 01:07:00,480 meets the the city strategic objectives of economic viability. It meets the CRA 863 01:06:58,400 --> 01:07:04,920 master plan for land acquisition. It also meets fer statute 1637c7 864 01:07:05,599 --> 01:07:09,559 for acquisition by purchase. 865 01:07:10,160 --> 01:07:17,520 So, with all of that, we now need direction um if the board would like to 866 01:07:15,680 --> 01:07:23,039 purchase the property that is currently vacant located at 161 East 6th Street to 867 01:07:20,799 --> 01:07:27,039 support potential future redevelopment opportunities um including strategic 868 01:07:25,359 --> 01:07:32,160 land assembly. >> Thank you, Miss Forbes. Comments, 869 01:07:28,880 --> 01:07:37,280 questions from the membership. Is that that little piece that's right 870 01:07:34,079 --> 01:07:40,960 opposite the um the bike trail by the bridge? 871 01:07:39,200 --> 01:07:43,119 » No, you're asking me specific direction. There we go. 872 01:07:41,440 --> 01:07:48,920 » Yep. You're just showing that piece, but where is it? Opposite, isn't it? 873 01:07:44,960 --> 01:07:48,920 » Right across from Duran's 874 01:07:49,119 --> 01:07:55,240 » um >> So, it's next to 875 01:07:56,960 --> 01:08:04,160 » Yes. Where that older Cobb building is. >> Right. Just south of that. Right. Right 876 01:08:01,039 --> 01:08:08,559 there. It's at the corner. >> PD is to the south here. 877 01:08:05,760 --> 01:08:15,839 » Gas pump and we right to the left. >> Gas pump was to the left. Museum is to 878 01:08:11,200 --> 01:08:18,880 the left. Uh Ryan uh Ryan Lumber is to the right there. 879 01:08:16,719 --> 01:08:20,880 » And he has his property up for sale also. 880 01:08:19,440 --> 01:08:27,920 » That's correct. >> I don't I I don't know. Parking lot 881 01:08:25,120 --> 01:08:32,400 » that Sorry, that is one potential use for it. Again, this is the first thing 882 01:08:30,640 --> 01:08:35,839 is deciding as a board if it's something that you'd like to purchase. You can 883 01:08:34,080 --> 01:08:40,480 decide at a later date how you'd like to use the property, but what was requested 884 01:08:37,920 --> 01:08:46,640 by the board is a potential use for it at least um for now. So, what I had 885 01:08:44,319 --> 01:08:52,000 suggested was a parking lot so that at least and and by the way, a temporary 886 01:08:49,359 --> 01:08:56,480 parking lot is my suggestion. Um so, at least that it would be advantageous to 887 01:08:54,080 --> 01:09:00,640 the museum so that people have better access to it. Um, however, that doesn't 888 01:08:58,880 --> 01:09:04,159 mean that it has to be the end use. That could be a really great P3 opportunity 889 01:09:02,400 --> 01:09:06,159 in the future. It is in an opportunity zone. 890 01:09:04,480 --> 01:09:10,480 » So, I mean, so you're talking about purchasing something and taking it off 891 01:09:08,239 --> 01:09:11,679 the tax roll right now if we purchase it. 892 01:09:10,799 --> 01:09:15,920 » That is true. >> And and it's just going to sit there 893 01:09:13,920 --> 01:09:18,319 until we decide what we want to do for with it. 894 01:09:17,839 --> 01:09:23,400 » Um, >> that is true. 895 01:09:18,960 --> 01:09:23,400 » It But it just 896 01:09:23,440 --> 01:09:31,120 I'm not I'm not big on a parking lot. I understand that the museum needs a 897 01:09:28,480 --> 01:09:36,400 parking, but I mean that's such a central location. I mean, we have the 898 01:09:33,520 --> 01:09:42,799 bridge. Um, we have we're trying to encourage people to use our bike path 899 01:09:39,520 --> 01:09:48,560 and we also don't even know what Ryan is going to do with his property. And 900 01:09:44,400 --> 01:09:55,920 that's an historic historical uh parcel. So, it's it's like I don't know if a 901 01:09:51,279 --> 01:10:02,080 parking lot fits in that that um area and right now we we have it's under tax 902 01:09:59,760 --> 01:10:07,040 we and so if we purchase it we take it off 903 01:10:04,960 --> 01:10:11,600 and then it's just going to sit there. It's been doing that already. 904 01:10:09,679 --> 01:10:16,239 » Correct. So one thing to keep in mind and this is ultimately up to the board's 905 01:10:13,360 --> 01:10:21,280 decision that yes it will be off the tax roles but as we are all looking at what 906 01:10:18,560 --> 01:10:27,360 the future may look like if we are if our the CRA's primary source is taxes is 907 01:10:24,880 --> 01:10:31,199 reduced then at least that's part of land assembly that would be our 908 01:10:28,560 --> 01:10:36,159 strategic goal that at least if we have property available we can now possibly 909 01:10:33,440 --> 01:10:43,199 repurpose that and that we use it to recruit potential new endusers. So that 910 01:10:40,239 --> 01:10:46,719 is an asset now that we would have, you know, it's one of those six in one hand, 911 01:10:44,560 --> 01:10:51,840 half a dozen in the other. Yes, it it is takes off the tax ro. Um I think it's 912 01:10:49,840 --> 01:10:54,239 been for sale for for a little bit for quite some time 913 01:10:52,719 --> 01:10:58,800 » for I mean it [clears throat] has been there for as long as I've been in 914 01:10:56,320 --> 01:11:05,520 office. It's been before that also, >> right? But like I said, if you know our 915 01:11:02,239 --> 01:11:12,159 um soul funding source, the CRA soul funding source gets reduced at least now 916 01:11:07,520 --> 01:11:16,960 we have another valuable asset. But are we promoting it? Are we 917 01:11:14,560 --> 01:11:21,679 marketing it so that someone is interested in that piece of property 918 01:11:19,360 --> 01:11:28,560 besides saying let's just make a parking lot? I just my concern is that we have 919 01:11:25,600 --> 01:11:33,840 Ryan selling his property. I don't even know how they handle 920 01:11:30,320 --> 01:11:40,000 selling a historical property. Can I This is all new to me. So, if he sells 921 01:11:36,800 --> 01:11:45,679 his property, how does that change his historical designation? Or does it? 922 01:11:44,480 --> 01:11:48,560 » It shouldn't. >> I don't think the propertyy's Well, 923 01:11:47,199 --> 01:11:50,320 first of all, it's a vacant property, so I don't know how it can be historical 924 01:11:49,760 --> 01:11:55,120 unless >> she's references on there. Some 925 01:11:52,480 --> 01:11:59,199 » member Velasquez is referencing uh the property to the east across the street. 926 01:11:56,960 --> 01:12:04,640 » Just across the street. lumber. >> Uh 927 01:12:02,159 --> 01:12:10,800 well, the only way it would affect it is if you didn't have a comprehensive set 928 01:12:08,080 --> 01:12:17,920 of design standards to protect Ryan Lumber's investment in their property. 929 01:12:15,040 --> 01:12:23,480 Now, I remember this was brought up under the 930 01:12:20,080 --> 01:12:23,480 former administration 931 01:12:23,679 --> 01:12:32,159 and my memory serves me correctly. the re the real estate person was looking 932 01:12:29,520 --> 01:12:38,640 for a buyer and thought the city had cash and they come to us with a was it 933 01:12:36,239 --> 01:12:44,600 $299,000. So 934 01:12:40,719 --> 01:12:44,600 the board at the time 935 01:12:45,199 --> 01:12:52,880 didn't table it per se but just asked for a better evaluation of the use of 936 01:12:50,159 --> 01:12:59,840 the property. Now, in keeping with the chair's comments in the past, 937 01:12:57,280 --> 01:13:04,000 um we need to be careful on what properties 938 01:13:01,840 --> 01:13:08,719 we buy relative to it taken off the tax roles and then your taxable value 939 01:13:06,719 --> 01:13:13,120 decreases. So, 940 01:13:10,960 --> 01:13:17,199 I'm not I'm opposed to buying a property just 941 01:13:15,040 --> 01:13:23,440 for the sake of storing the property for some future use. it could stay vacant 942 01:13:19,920 --> 01:13:29,040 and accomplish the same feat. However, I probably would recommend that Miss Miss 943 01:13:26,480 --> 01:13:33,920 Forb's economic development expertise could be put to use in 944 01:13:31,280 --> 01:13:39,040 conjunction with the real estate agency to find a developer for the property. 945 01:13:38,026 --> 01:13:41,600 [snorts] >> Any other comments? 946 01:13:40,320 --> 01:13:45,120 » I kind of share kind of what the board is. I think we shouldn't take this off, 947 01:13:43,280 --> 01:13:47,679 you know, off the tax role and not know what we're going to do with it. And I 948 01:13:46,320 --> 01:13:50,960 think we probably do need to look for a private partner to kind of partner with 949 01:13:49,440 --> 01:13:53,760 us or something or someone to kind of develop that. It's been for sale for a 950 01:13:52,560 --> 01:13:56,719 while. So I don't think it's like a need like now because 951 01:13:55,199 --> 01:13:59,360 » I'm sorry. >> Can you just speak a little louder? I 952 01:13:58,400 --> 01:14:01,040 didn't hear anything that you said. >> You didn't hear anything I said? Yeah. 953 01:14:00,640 --> 01:14:03,280 Go ahead. >> No one. Oh, I'm sorry. 954 01:14:02,480 --> 01:14:06,000 » I didn't. >> So essentially what I'm saying is I kind 955 01:14:04,640 --> 01:14:09,360 of agree with everyone. I don't think we should um actually this is not the time 956 01:14:07,840 --> 01:14:13,360 for it. I think that we need to look at a possible partnership, private 957 01:14:11,280 --> 01:14:16,719 partnership or look for someone to develop that. I just think right now we 958 01:14:15,040 --> 01:14:20,159 shouldn't be doing anything to reduce the taxes that we have coming in. We 959 01:14:18,800 --> 01:14:22,800 don't even have we don't have a need for we don't we don't know what we're going 960 01:14:20,880 --> 01:14:30,320 to do with it. So I just >> I just I'm not in favor of us continuing 961 01:14:26,080 --> 01:14:35,840 to accumulate properties that we have no >> um plans for it. 962 01:14:33,120 --> 01:14:41,679 » Um it's just going to sit there. >> Um someone bought the property on the 963 01:14:39,840 --> 01:14:46,239 other corner and built that monster. I call it the monster. And I mean, I don't 964 01:14:44,400 --> 01:14:50,560 want something like that to happen on that corner. I don't even know what's it 965 01:14:48,000 --> 01:14:53,440 zoned for this property. >> Mix. Mix. 966 01:14:51,840 --> 01:14:56,880 » Mixuse. So, I mean, that's an opportunity to 967 01:14:55,440 --> 01:15:01,679 have a, you know, >> for someone to come in and develop it, 968 01:14:58,640 --> 01:15:09,040 » a developer come in. I'm just concerned that that is such a 969 01:15:05,920 --> 01:15:15,440 prime piece of property. and we have the bridge, we have the the the uh the trail 970 01:15:13,120 --> 01:15:21,199 and at the same time we have Ryan selling his property. So I I just, you 971 01:15:18,880 --> 01:15:26,719 know, kind of let's wait to see what he hap what happens with his property and 972 01:15:24,080 --> 01:15:31,040 then we can kind of figure out and I think any developer is going to wait 973 01:15:28,560 --> 01:15:37,600 until Ryan sells his property to see what's going to become of that property. 974 01:15:35,199 --> 01:15:44,480 Well, and I I see the point in terms of what both your points and and member 975 01:15:41,199 --> 01:15:48,560 Drago's point as well. Um, and and honestly, if we were to purchase this, 976 01:15:47,120 --> 01:15:53,840 we need to put something that's going to be revenue driven for the city. Uh, 977 01:15:51,280 --> 01:16:00,400 parking lot is not revenue driven unless we're going to put meters and that's 978 01:15:58,159 --> 01:16:06,239 that's just that doesn't help us as a city. Um, 979 01:16:02,719 --> 01:16:11,360 so I I think we should definitely just keep an eye out on it. Um, because 980 01:16:08,640 --> 01:16:17,040 obviously we run the risk somebody could purchase it. But if we could go along 981 01:16:14,480 --> 01:16:24,159 with the private public private partnerships and try to find something 982 01:16:19,840 --> 01:16:30,080 that is generally revenue driven for the city. That would be helpful. And that's 983 01:16:27,199 --> 01:16:35,280 more of, you know, what's going to drive people to our downtown. The the point is 984 01:16:33,120 --> 01:16:41,760 we have so many people up in on that trail that do not live in Apopka. Um, we 985 01:16:39,840 --> 01:16:46,560 should be detouring them towards our downtown. So, 986 01:16:44,719 --> 01:16:52,640 what is it that we can put in that area that's going to be revenue driven for 987 01:16:49,120 --> 01:16:58,320 our city? That's my thoughts. just all those corners there because even across 988 01:16:55,600 --> 01:17:05,440 441 we have the little cleaners that's been sitting vacant. It's it's just not 989 01:17:03,199 --> 01:17:10,159 I I just don't see it being developed that that area if we put a parking lot. 990 01:17:08,560 --> 01:17:13,199 » It's just going to kill that area. >> Agreed. 991 01:17:10,560 --> 01:17:16,400 » It will agree 100%. >> Any other comments from members? 992 01:17:14,719 --> 01:17:20,719 » Yeah, I just want to thank Miss Forbes for this evaluation. I know I've uh 993 01:17:18,560 --> 01:17:24,719 asked for it a few times, so I uh appreciate her developing this uh board 994 01:17:23,600 --> 01:17:27,520 item. >> Thank you. [clears throat] 995 01:17:25,840 --> 01:17:32,360 Any members of the public wish to speak on this? 996 01:17:29,360 --> 01:17:32,360 » Please. 997 01:17:33,199 --> 01:17:37,920 » Thank you. So, he said who's listing broker for the property? Any questions? 998 01:17:36,880 --> 01:17:43,400 » I I got one. >> Please, if you can come up to the mic 999 01:17:39,199 --> 01:17:43,400 though for the questions. Thank you. 1000 01:17:45,199 --> 01:17:52,000 » How can I help you? The the one question I have is is you know later on we're 1001 01:17:50,400 --> 01:17:56,800 going to be we're going to be asked to evaluate another piece of property of of 1002 01:17:54,320 --> 01:18:01,520 equal size but matter of fact it's even bigger. Okay. 1003 01:17:57,679 --> 01:18:10,080 » Um and this this property is is all but 150 all but 145,000 more than that. 1004 01:18:05,840 --> 01:18:17,040 » Um is it just the the closeness to the city borders? Why would uh why would the 1005 01:18:14,000 --> 01:18:21,440 market value be so unbalanced? 1006 01:18:18,560 --> 01:18:23,679 » It is it's I think it's two-part. It's the prospective plans for the historic 1007 01:18:23,280 --> 01:18:26,239 district. >> Well, you're a professional at this and 1008 01:18:24,960 --> 01:18:30,480 this is the reason I'm asking. >> Yes, sir. That that's why I think it's 1009 01:18:27,760 --> 01:18:33,760 the future is the qu is the answer to the question and what the city plans on 1010 01:18:32,239 --> 01:18:39,360 doing in the historic downtown district as y'all have discussed for years. So, I 1011 01:18:36,159 --> 01:18:44,960 think um that's what I'm hearing. I have had significant interest from all of the 1012 01:18:41,920 --> 01:18:50,960 above mixeduse developers that want to do ground flooror retail like you're 1013 01:18:47,360 --> 01:18:52,960 suggesting board member. Uh the last question is Diane. 1014 01:18:52,480 --> 01:18:58,000 » Diane >> I know it's hard to say the last name so 1015 01:18:55,120 --> 01:19:03,760 » no problem. I've had commercial users as well um the uh owner themselves would 1016 01:19:02,159 --> 01:19:08,239 like to work with the city if that's an option that that's what they'd prefer to 1017 01:19:05,760 --> 01:19:13,520 work with y'all. But uh ultimately I think it's a matter of time before 1018 01:19:09,520 --> 01:19:16,480 something like uh Mrs. Vasquez mentioned would come a more high intense use in 1019 01:19:15,520 --> 01:19:20,719 the future. >> Well, I've taken advantage of you made 1020 01:19:18,640 --> 01:19:23,600 the recommendation you would volunteer information. I was just seeing why the 1021 01:19:22,400 --> 01:19:26,719 disparity between the >> Well, I I just think it's it's location. 1022 01:19:25,360 --> 01:19:30,560 Like they say, location, location, location. 1023 01:19:28,640 --> 01:19:36,000 » It is a prime piece of property except that what's neighboring right now hasn't 1024 01:19:33,280 --> 01:19:39,520 been developed. So putting a parking lot would actually kill it. 1025 01:19:38,320 --> 01:19:42,400 » Yeah. Well, we were hoping y'all would want to put a building or maybe 1026 01:19:40,640 --> 01:19:45,600 something else revenue generating on it as well. We're we're open to that 1027 01:19:44,159 --> 01:19:48,880 basically and and representing the seller. They want to work with the city 1028 01:19:46,960 --> 01:19:52,800 if they come up with any ideas that >> Oh, this So is it it's not So you 1029 01:19:50,880 --> 01:19:56,800 evaluate it based off of the future value of it, not the current value is 1030 01:19:54,400 --> 01:20:00,400 what I heard. It's a current value, but um that current value, you know, 1031 01:19:58,800 --> 01:20:04,560 depending on how quickly the historic district develops, revitalizes, 1032 01:20:03,040 --> 01:20:08,960 » you know, that's the timeline that's involved with it. So, some some 1033 01:20:06,560 --> 01:20:14,400 developers that have reached out to us, you know, they're deciding how soon can 1034 01:20:11,199 --> 01:20:18,640 they build something there. Um, and that's really been the main question. 1035 01:20:17,040 --> 01:20:23,280 and they've I recommend them to reach out to staff to kind of figure out 1036 01:20:20,640 --> 01:20:27,040 what's the timeline for this area to get you know more revitalized. 1037 01:20:25,199 --> 01:20:31,360 » So in the current state it is in now is worth 299. Is that your evaluation as of 1038 01:20:29,440 --> 01:20:37,440 » that? That that is the evaluation. Yes. Correct. And we have interested buyers 1039 01:20:33,679 --> 01:20:40,480 at that number and uh the seller has decided they'd like to work with the 1040 01:20:38,800 --> 01:20:43,199 city first if they could. >> Well they they 1041 01:20:42,080 --> 01:20:44,320 » we appreciate you being here tonight. Thank you for that. 1042 01:20:43,679 --> 01:20:45,600 » Absolutely. Thank you. >> Thank you for your time. 1043 01:20:45,040 --> 01:20:50,199 » You're welcome. >> Thank you. Anyone else from the public 1044 01:20:46,800 --> 01:20:50,199 wish to speak? 1045 01:20:57,199 --> 01:21:04,080 The best hall Rock Springs Ridge. Uh just a few things. I'm trying to make 1046 01:21:01,760 --> 01:21:08,320 sure I can remember everything, but I just want to make for clarification 1047 01:21:05,360 --> 01:21:12,239 because I was sitting in the back. Uh did I hear what I just heard? The 1048 01:21:09,679 --> 01:21:16,640 gentleman said there's a the property is worth about 2 million. 1049 01:21:15,520 --> 01:21:18,159 No, I didn't. >> What was the 2 million? 1050 01:21:17,520 --> 01:21:20,480 » 299. >> 299. 1051 01:21:18,960 --> 01:21:23,280 » 299,000. >> 29. [clears throat] 1052 01:21:21,440 --> 01:21:26,320 » I'm saying he's had got some offers that people was talking about much higher. 1053 01:21:24,719 --> 01:21:30,800 Where What's the reference to the $2 million? 1054 01:21:28,640 --> 01:21:33,840 » I don't I don't I don't remember. I'm >> okay. Then I'm hearing things back 1055 01:21:32,560 --> 01:21:38,239 there. All right. So, >> that seat's up front. 1056 01:21:34,960 --> 01:21:42,400 » So, now let me let me refocus. We're at a hiring freeze in the city 1057 01:21:40,000 --> 01:21:46,800 right now, but we still can go around and look for property that we really 1058 01:21:44,640 --> 01:21:51,679 don't need and put that kind of money and we can 1059 01:21:49,600 --> 01:21:55,920 come up with a proposal for it, but we're at a hiring freeze. 1060 01:21:54,639 --> 01:21:59,520 » Well, this is the CRA. >> I I I know it's the CRA. I know it's the 1061 01:21:57,760 --> 01:22:04,480 CRA, but I'm just saying where our focus is now. Right across the street, is this 1062 01:22:02,159 --> 01:22:06,719 still CRA? Right across the street? >> Yes. 1063 01:22:05,040 --> 01:22:11,679 » Okay. There's two properties that I think we bought a few years ago, right? 1064 01:22:09,360 --> 01:22:15,040 I'm not really sure, but there's two properties that we bought, took out the 1065 01:22:13,280 --> 01:22:19,120 taxes, and they still sitting over there. I've been here for some years. 1066 01:22:16,960 --> 01:22:22,560 There's still open lots, just open areas just sitting there. 1067 01:22:20,800 --> 01:22:26,239 » Be we have a lot of land. >> Yes. Right across the street. It's just 1068 01:22:24,239 --> 01:22:30,080 sitting there. We purchase it. And that's that's one of the things I want 1069 01:22:27,679 --> 01:22:32,400 to see when we come in here. The CRA map. 1070 01:22:30,480 --> 01:22:34,480 » That's Station Street. >> I think you're talking about Station 1071 01:22:33,280 --> 01:22:37,600 Street. Which for? I'm sorry. You point? >> No. right across the the the light right 1072 01:22:36,159 --> 01:22:41,520 here. Right across in the parking area. There's a couple vacant lots that's been 1073 01:22:39,199 --> 01:22:44,400 there for for years now. I know the city own them. 1074 01:22:42,320 --> 01:22:48,400 » They just been there. That's the CRA area, right? They just been there. We 1075 01:22:45,920 --> 01:22:51,199 bought them for what purpose and it's just sitting there. And so that's why 1076 01:22:50,639 --> 01:22:53,440 I'm saying >> shop own. 1077 01:22:51,920 --> 01:22:56,000 » That was free ice house. >> What? 1078 01:22:53,840 --> 01:22:59,120 » That was free ice house. >> Which one? 1079 01:22:56,960 --> 01:23:02,239 » Free ice house. What? I don't >> either way. The CRA doesn't own it. I'll 1080 01:23:00,639 --> 01:23:06,159 say that. The CRA this board can't make a decision on that those properties. 1081 01:23:03,840 --> 01:23:11,840 Okay. So, what I'm looking at moving forward and I 1082 01:23:09,440 --> 01:23:17,920 commission uh miss I know you talked about uh last time there was about a 1083 01:23:14,000 --> 01:23:22,080 million dollars um we used for residents and you gave the option of commercial 1084 01:23:20,000 --> 01:23:28,320 residents or a balance. I would like to see you keep that balance because for a 1085 01:23:25,280 --> 01:23:32,800 long time in the CRA the money dedicated to the residents was right around 1086 01:23:29,840 --> 01:23:37,040 20,000. It's only till the public came up and start saying, "Hey, what about 1087 01:23:34,800 --> 01:23:41,760 this that we donate? We we moved it up to that and we lost so much money. I I 1088 01:23:40,080 --> 01:23:46,320 see somebody that's in the back now that was overlooking the CRA program when she 1089 01:23:44,320 --> 01:23:51,840 was at Orange County. So, what I'm what I'm just looking for is just to see what 1090 01:23:49,280 --> 01:23:55,760 we how we moving and how we moving about and 1091 01:23:53,600 --> 01:24:02,320 what direction we going to go in. And then when somebody proposed a piece of 1092 01:23:57,600 --> 01:24:05,920 land, what is our criteria for buying that land? Because if I got a 1093 01:24:04,000 --> 01:24:09,920 piece of property that I proposed to you and you don't buy my property, I'm like, 1094 01:24:07,440 --> 01:24:14,159 okay, what is the requirement? when somebody suggests a piece of land that 1095 01:24:11,920 --> 01:24:17,520 we should investigate and look at and we taking all this time to really go and 1096 01:24:15,840 --> 01:24:21,520 see how we can develop somebody else land. 1097 01:24:19,199 --> 01:24:27,360 So I just I just want to see a more uh balanced approach and make things make 1098 01:24:24,719 --> 01:24:31,280 sense for everybody that is clear and we understand and you put it where it goes. 1099 01:24:29,440 --> 01:24:35,920 So we don't have no clue. We don't have no idea. 1100 01:24:33,760 --> 01:24:39,280 We don't have no misinformation of where we going or where we headed. we know 1101 01:24:37,840 --> 01:24:43,600 exactly where we're going and we know how it's going to benefit before we even 1102 01:24:41,280 --> 01:24:46,960 take on the responsibility of getting it and haven't really did anything else for 1103 01:24:45,520 --> 01:24:50,800 the future to look into it to make sure it's going to be beneficial for the 1104 01:24:48,400 --> 01:24:52,239 city. So that's all I'm saying. Thank you. 1105 01:24:51,280 --> 01:24:54,000 » Thank you, Mr. Hall. >> Thank you, sir. 1106 01:24:52,800 --> 01:24:59,600 » Anybody else from the public wish to speak? I'll close public comment. Uh I 1107 01:24:57,440 --> 01:25:03,679 do echo similar sentiments that the the board members have made. Uh I just think 1108 01:25:01,920 --> 01:25:07,120 right now maybe is not the best time if we are looking for a parking lot. the 1109 01:25:05,280 --> 01:25:12,960 the museum does have space right next to it that we own that we can uh maybe 1110 01:25:10,960 --> 01:25:15,440 formalize a parking lot there if that's something that we're looking at. So that 1111 01:25:14,080 --> 01:25:22,639 may be worthwhile to look at down the road um if we want to. So um 1112 01:25:20,880 --> 01:25:26,400 not right now on the next one. Thank you. Um so we don't need to take a 1113 01:25:25,280 --> 01:25:27,679 formal action on this, right? You're looking for direction, 1114 01:25:27,440 --> 01:25:30,159 » right? >> So it seems like the direction is we're 1115 01:25:29,280 --> 01:25:32,320 good right now. >> Yes, I I [laughter] understand the 1116 01:25:31,920 --> 01:25:36,560 direction. >> Yes, ma'am. All right. Next up, uh, 1117 01:25:34,480 --> 01:25:41,159 evaluating the purchase of the property at 205 East 8th Street. 1118 01:25:41,840 --> 01:25:49,600 » Okay, hang on. Grab this. There we go. So, this is a property that another 1119 01:25:47,280 --> 01:25:54,239 property that was bought brought to staff's attention. This one is owned by 1120 01:25:51,440 --> 01:25:59,840 Duke Energy. And so, at the last um April 15th meeting, the CRA um board had 1121 01:25:58,080 --> 01:26:03,920 directed staff to make an offer on the property for purchase. 1122 01:26:02,239 --> 01:26:09,440 So, the property is here. It's currently vacant um at the corner of 8th and South 1123 01:26:06,800 --> 01:26:17,960 Forest Avenue. It's uh a little over 19,500 square ft. Currently zoned um 1124 01:26:12,639 --> 01:26:17,960 multi-use. It is appraised at 156,000. 1125 01:26:18,800 --> 01:26:27,840 Um the purchase price is at 156. Um it's requiring a deposit of 10,000 1126 01:26:25,600 --> 01:26:32,400 with the balance due of 146 at closing. The property is sold is ASIS condition 1127 01:26:30,159 --> 01:26:36,159 with a 120day inspection period following the execution of the agreement 1128 01:26:34,080 --> 01:26:41,120 with the closing to occur within 30 days after completion of due diligence. Um 1129 01:26:39,040 --> 01:26:46,480 and in reference to the due diligence um will be performed um in addition to the 1130 01:26:44,000 --> 01:26:49,920 purchase price uh which includes title surge and boundary survey environment 1131 01:26:48,239 --> 01:26:55,679 environmental assessment and any other additional ancillary costs as necessary. 1132 01:26:52,960 --> 01:27:01,400 And I put that note there because the 156 does not include those additional um 1133 01:26:58,400 --> 01:27:01,400 cost. 1134 01:27:01,760 --> 01:27:07,280 So this meets the city the strategic objective of economic viability. It 1135 01:27:05,679 --> 01:27:12,280 meets the CRA master plan for land acquisition and it meets Florida statute 1136 01:27:09,280 --> 01:27:12,280 163.37C7 1137 01:27:12,320 --> 01:27:17,840 for acquisition by purchase in the community development area to remove or 1138 01:27:16,639 --> 01:27:23,080 prevent the spread of blight and deterioration or to provide land needed 1139 01:27:19,600 --> 01:27:23,080 for public facilities. 1140 01:27:24,320 --> 01:27:29,600 So, we are requesting the motion for authorization for the board chair to 1141 01:27:27,600 --> 01:27:33,600 execute an agreement for the purchase of the property uh reference to support 1142 01:27:31,840 --> 01:27:38,880 future redevelopment opportunities and strategic land assembly. 1143 01:27:36,800 --> 01:27:45,600 » Thank you, Miss Forbes. Members, questions me. 1144 01:27:42,800 --> 01:27:51,440 » Okay. My understanding from past commissions 1145 01:27:48,800 --> 01:27:57,960 that the purchase of this property would be used for the sole purpose of putting 1146 01:27:53,679 --> 01:27:57,960 a resource center on it. 1147 01:27:58,239 --> 01:28:06,320 And but in the board item, it talks about purchasing a property to preserve 1148 01:28:03,199 --> 01:28:10,560 the property for future redevelopment for the board to determine the ultimate 1149 01:28:08,080 --> 01:28:15,520 use in a separate public process, which is contradictory to previous boards 1150 01:28:13,440 --> 01:28:21,600 wanting to purchase it specifically for a reuse center. 1151 01:28:18,000 --> 01:28:25,199 Uh, number two, when [clears throat] I looked at the 1152 01:28:22,560 --> 01:28:30,560 sale for contract, I didn't see any sections in there where 1153 01:28:28,719 --> 01:28:36,159 the mineral rights and the air rights go to the city. 1154 01:28:32,560 --> 01:28:40,880 Um, Duke Energy can't maintain the mineral rights and the air rights of 1155 01:28:37,679 --> 01:28:45,560 that property if the city buys it. And we decide to put up a multi-story 1156 01:28:42,560 --> 01:28:45,560 building. 1157 01:28:47,440 --> 01:28:54,320 Thank you for your comments. Uh any additional comments from 1158 01:28:51,600 --> 01:28:59,760 membership >> and this would be taken off the tax. 1159 01:28:57,120 --> 01:29:04,800 » Correct. >> And I mean we've talked about this 1160 01:29:02,239 --> 01:29:10,719 property become, you know, designating ear marking it. I should just say 1161 01:29:06,560 --> 01:29:14,800 earmarking it for the resource center. where I'm on the fence about purchasing 1162 01:29:12,719 --> 01:29:19,360 it is do we have the funds to put a building 1163 01:29:17,040 --> 01:29:24,000 on it? Can we go I mean 1164 01:29:22,239 --> 01:29:28,480 » is there some kind of partnership someone who's going to help us create 1165 01:29:26,560 --> 01:29:35,920 the resource center because if we purchase it and it continues to sit 1166 01:29:30,880 --> 01:29:40,719 there as it been doing with Duke Energy then I mean and we're not using CRA 1167 01:29:38,400 --> 01:29:45,440 dollars. We're actually using money that Duke gave us. So 1168 01:29:43,760 --> 01:29:48,239 » the 150,000 >> $160,000 1169 01:29:46,880 --> 01:29:51,440 » 50 150,000 >> oh 1170 01:29:48,719 --> 01:29:55,440 » 150 so we would the CRA would be putting in 1171 01:29:52,320 --> 01:30:00,800 » well we've incorporated that in the um tenative budget as requested by um 1172 01:29:58,000 --> 01:30:03,199 member Anderson as commissioner Anderson. 1173 01:30:01,679 --> 01:30:06,960 » Okay. >> Right. So that's specific to the the uh 1174 01:30:05,679 --> 01:30:10,960 commission budget not >> commission budget. Yes sir. So then 1175 01:30:09,280 --> 01:30:15,840 should the this board even be reviewing this then if we're spending it out of 1176 01:30:13,520 --> 01:30:18,480 comm uh commission dollars not >> not the purchase of the land the 1177 01:30:17,440 --> 01:30:20,960 purchase of the land. >> Oh you're saying the resource 1178 01:30:19,520 --> 01:30:24,080 » the resource center itself >> the 15. Thank you. 1179 01:30:22,320 --> 01:30:27,120 » So that we can have in addition to that um have been in contact with different 1180 01:30:25,440 --> 01:30:33,920 people in the county and the county does have interest in partnership with that 1181 01:30:30,480 --> 01:30:37,679 particular um project. >> But do we have a commitment? What? No, 1182 01:30:35,920 --> 01:30:40,320 we don't have a commitment, but there I mean, 1183 01:30:39,120 --> 01:30:43,840 » and I will tell you what, >> we already have if we already have 1184 01:30:41,920 --> 01:30:45,920 $150,000, we need a resource center here. I mean, this is something that is 1185 01:30:45,040 --> 01:30:50,719 definitely needed. >> And if we already have $150,000 already 1186 01:30:49,120 --> 01:30:55,040 that's been just floating around for years, we need to put the money to work. 1187 01:30:53,120 --> 01:31:00,080 » In addition to that, we have the money now in the CRA to purchase the land. We 1188 01:30:57,520 --> 01:31:04,800 have $150,000 to help develop the land. I I don't I mean, what what what else 1189 01:31:02,239 --> 01:31:08,320 are we waiting on? I think we definitely definitely I mean it's getting the need 1190 01:31:06,719 --> 01:31:13,120 is there. >> I know we need the resource center. I'm 1191 01:31:10,320 --> 01:31:15,679 just right now it's on a tax roll. So we're getting taxes off of that. 1192 01:31:14,480 --> 01:31:19,199 » Yeah. But we're going to we're not you're not pulling out the tax ro to do 1193 01:31:17,679 --> 01:31:22,080 anything. We're pulling off the tax role with a plan in action. The other 1194 01:31:20,880 --> 01:31:25,760 property we just didn't know what we're going to do with it. But we have a plan 1195 01:31:23,679 --> 01:31:28,159 for this particular property here. >> A resource center. 1196 01:31:26,800 --> 01:31:30,480 » I know. But who's putting up the resource center? 1197 01:31:29,040 --> 01:31:35,639 » Well, I think that's all we have to talk about that. But we have to we have to 1198 01:31:31,840 --> 01:31:35,639 start somewhere. Any 1199 01:31:37,120 --> 01:31:44,560 other comments? >> I'm I'm not, you know, I'm not opposed 1200 01:31:42,080 --> 01:31:49,679 at the purchase of the property, but I think with our our budgets as strapped 1201 01:31:46,800 --> 01:31:54,400 as they are, I am opposed at us getting in involved in something that's that I 1202 01:31:52,080 --> 01:31:58,520 see a lot of risk and a lot of service fees that come along with it. 1203 01:31:59,360 --> 01:32:03,840 » Any other comments before I go to public comment? 1204 01:32:02,320 --> 01:32:08,280 I'll going to open up public comment. Anybody from the public wish to speak on 1205 01:32:05,280 --> 01:32:08,280 this? 1206 01:32:10,400 --> 01:32:19,520 » Leroy Bale or Pupka? I think that uh we really do need a 1207 01:32:15,280 --> 01:32:28,400 resource center and this money have been earmarked for that and I think for like 1208 01:32:25,760 --> 01:32:35,040 Commissioner Anderson said for so many years we didn't know where this money 1209 01:32:31,120 --> 01:32:38,639 was until a couple of meetings ago when uh well the public didn't know until 1210 01:32:38,394 --> 01:32:43,199 [laughter] >> she like wait a minute I knew where the 1211 01:32:39,840 --> 01:32:50,880 money was. The public didn't know until uh uh Miss Sherman told us that where it 1212 01:32:47,120 --> 01:32:58,719 was, but I think what it need to be used for exactly what it should be. 1213 01:32:55,520 --> 01:33:04,880 And in addition to that, I know it's not on the agenda or anything, but I noticed 1214 01:33:02,000 --> 01:33:10,480 that in the CRA, everything being discussed 1215 01:33:06,400 --> 01:33:16,400 here tonight have a E behind it, meaning the east side. 1216 01:33:12,880 --> 01:33:21,960 Nothing have been said to beautify the west side. Thank you. 1217 01:33:18,400 --> 01:33:21,960 » Thank you, Mr. Bell. 1218 01:33:29,360 --> 01:33:34,880 Buster Hall, [clears throat] 1219 01:33:33,120 --> 01:33:42,080 I'm just curious to see how we move forward on this piece of land when we 1220 01:33:37,199 --> 01:33:47,440 have $150,000 that I know I campaign for for us having a resource center for the 1221 01:33:45,040 --> 01:33:51,600 homeless. It's not the unhoused, it's the homeless. We we changed the name so 1222 01:33:49,360 --> 01:33:57,360 we feel better about what the situation is. 1223 01:33:53,199 --> 01:34:02,239 So moving forward, there was a mandate for change and we're 1224 01:34:00,320 --> 01:34:06,880 going to see if the can get keep getting kicked down the road or we going to do 1225 01:34:04,400 --> 01:34:11,600 what we supposed to do. This is an opportunity to purchase this 1226 01:34:08,800 --> 01:34:15,600 secure land. We have 150,000 to work with. 1227 01:34:13,120 --> 01:34:19,040 Let's make it a reality. Thank you. 1228 01:34:16,800 --> 01:34:22,440 » Thank you, Mr. home. Anybody else? 1229 01:34:26,480 --> 01:34:32,400 » Christine Moore, 141 South Central Avenue. I just wanted to bring a little 1230 01:34:30,400 --> 01:34:40,239 clarity about um where the county was before I left. Uh and the plan was to 1231 01:34:35,760 --> 01:34:46,320 fund a a a facility for the unhoused after the east side. So, they're next. 1232 01:34:43,199 --> 01:34:50,960 And so, um there is money coming. I know that it's in the budget. The county 1233 01:34:47,760 --> 01:34:54,080 spends about $55 million a year. And so that would be my recommendation that you 1234 01:34:52,639 --> 01:34:58,560 try to get some money, maybe do something temporary, but they will fund 1235 01:34:55,760 --> 01:35:03,679 a facility in my estimation in the next five years. 1236 01:35:00,480 --> 01:35:06,480 » So I'm sorry it repeat that again. 55 million from our 1237 01:35:04,639 --> 01:35:12,000 » 55. It's in the budget now. I know everything could change with this tax 1238 01:35:08,159 --> 01:35:17,760 reform passing, but uh Apopka was next after the east side to get a uh a 1239 01:35:16,080 --> 01:35:22,080 housing. And I really don't want to tell you and say publicly what it is because 1240 01:35:20,400 --> 01:35:26,159 then everybody's going to start running around worried about where it might be. 1241 01:35:24,480 --> 01:35:29,920 And that would be my second comment to you. if you buy this property, you owe 1242 01:35:28,000 --> 01:35:32,880 it to all those residents around there before you purchase it to tell them 1243 01:35:31,600 --> 01:35:36,320 that's what you're thinking about doing with it because it will lower the 1244 01:35:34,560 --> 01:35:41,040 property values around there. So, it's it's a very very difficult process to 1245 01:35:39,199 --> 01:35:46,080 get the zoning for anything for the unhouse. So, they typically are in 1246 01:35:43,760 --> 01:35:50,560 commercial areas, not middle of residential areas. And so, the the 1247 01:35:48,000 --> 01:35:55,600 location is important. But what I came to say was I know that you are next. 1248 01:35:53,360 --> 01:36:00,159 This northwest Orange County is next for a facility after the east side and they 1249 01:35:58,400 --> 01:36:04,560 were anticipating that to be in the next five years. 1250 01:36:03,120 --> 01:36:10,080 » Thank you, Miss Moore. >> Anyone else? All right, I'll close 1251 01:36:07,199 --> 01:36:14,400 public comment. Any final comments from membership? 1252 01:36:11,040 --> 01:36:18,320 » Is this uh does the city do do some sort of due diligence relative to 1253 01:36:16,159 --> 01:36:23,280 environmental issues on vacant property before we buy it? Uh I know that there's 1254 01:36:21,280 --> 01:36:27,440 funding that's built into the budget or that we're about to discuss 1255 01:36:25,440 --> 01:36:34,320 uh specific to phase ones, environmentals, ESAs, all that. 1256 01:36:31,280 --> 01:36:39,920 And the 120day period references that as well for due diligence and this PSA. 1257 01:36:38,080 --> 01:36:44,719 Any other comments? >> So the total price is 156. 1258 01:36:42,880 --> 01:36:48,800 » I'm sure there's some additional closing cost associated with that. 1259 01:36:47,119 --> 01:36:54,639 So, does that need to be added to the 156? 1260 01:36:49,679 --> 01:36:59,600 » I'm sure it would kind of fac, as the mayor just mentioned, we kind of 1261 01:36:56,080 --> 01:37:04,880 factored that cost into this as as noted on the budget. It says land acquisition, 1262 01:37:01,520 --> 01:37:09,119 due dy purchase, environmental for due property, and that. So, I think it was 1263 01:37:06,800 --> 01:37:13,360 either 10 or 11,000, something we factored already into that. 1264 01:37:10,800 --> 01:37:15,360 » So, the 156 includes the factoring in or not? 1265 01:37:13,679 --> 01:37:17,679 » No, it does not. So >> it's in addition to that. 1266 01:37:16,719 --> 01:37:22,719 » All right. >> So to be accurate then the cost of the 1267 01:37:20,480 --> 01:37:26,480 property should be 166. >> Well the cost of the property to 1268 01:37:24,080 --> 01:37:31,280 purchase it from Duke is the 156 >> to purchase the property to include the 1269 01:37:28,719 --> 01:37:35,199 down payment and the closing cost is 166. 1270 01:37:33,920 --> 01:37:41,360 » You can say that. >> Well I did say it. So is it accurate? 1271 01:37:39,040 --> 01:37:47,679 The purchase price from Duke as I understand it. Okay. Is the 156. In 1272 01:37:45,199 --> 01:37:51,360 addition to that, the environmental assessment is another 10,000. 1273 01:37:50,400 --> 01:37:52,080 » That's in the budget. >> It is. 1274 01:37:51,760 --> 01:37:54,560 » Yes. >> Yes. 1275 01:37:52,480 --> 01:37:58,400 » Okay. As a separate line item or part of the line item, the land say land 1276 01:37:57,040 --> 01:38:00,320 acquisition. Duke property purchase environmental for the Duke property. 1277 01:37:59,760 --> 01:38:05,600 It's in there. >> So, all right. So, it's as clear as mud. 1278 01:38:03,840 --> 01:38:09,119 » So, I do want to reference a few things here. My my only issue with this 1279 01:38:07,440 --> 01:38:15,199 specific site is that it is somewhat sight constrained in that I think it's 1280 01:38:11,520 --> 01:38:22,239 only 044 acres 42 either way less than half an acre 045. So 19,5557 1281 01:38:19,840 --> 01:38:27,520 square ft. So with that I got to put parking lot water mitigation uh a 1282 01:38:25,119 --> 01:38:31,280 building everything else with that. So my concerns with this specific site is 1283 01:38:29,199 --> 01:38:34,480 just that the site constraints which uh have been my concerns from the beginning 1284 01:38:32,719 --> 01:38:38,800 on this and then the points being made as well is yes we have some seed money 1285 01:38:36,719 --> 01:38:42,159 so to speak but what's the real plan in place um something that I've been doing 1286 01:38:41,040 --> 01:38:46,320 on >> this is by the bike trail 1287 01:38:43,920 --> 01:38:50,159 » correct so what I we do need to start somewhere we 1288 01:38:48,800 --> 01:38:52,800 do need to get somewhere with this and I totally agree with that it's not kicking 1289 01:38:51,360 --> 01:38:57,040 the can down the road it's doing it right setting up the proper thing 5 to 1290 01:38:55,360 --> 01:39:01,199 10 years from now I have spoken in Orange County as well and they indicated 1291 01:38:59,119 --> 01:39:05,040 that they are uh purchasing something on the east side right now and that for 1292 01:39:03,280 --> 01:39:09,920 them they would like to partner in that capacity specific to that site that we 1293 01:39:07,520 --> 01:39:14,400 could u provide resources and things like that and get um transportation 1294 01:39:12,000 --> 01:39:18,719 going that would provide and and partner with that site um delicately they said 1295 01:39:16,800 --> 01:39:21,440 that we're not deep into that yet but that's what the conversations I've been 1296 01:39:20,159 --> 01:39:26,080 having with Orange County because we can't do it alone. We don't have the 1297 01:39:22,960 --> 01:39:28,960 budget to fund all this. uh nor do I I I don't think it's the government's 1298 01:39:26,960 --> 01:39:33,679 responsibility. There's nonprofits, individuals, churches that are already 1299 01:39:31,760 --> 01:39:38,320 meeting a need and we need to bring them all together to the table to to fund 1300 01:39:36,719 --> 01:39:41,119 this to to be a part of this. They have funding that is already available to 1301 01:39:39,679 --> 01:39:45,119 this. We don't need to be running this. We don't need to be expending taxpayer 1302 01:39:43,520 --> 01:39:48,560 dollars on this. We can just support those that are doing it and get behind 1303 01:39:46,800 --> 01:39:54,800 them and get it right. We do have a lot of land already that we already own that 1304 01:39:51,199 --> 01:39:59,199 we can utilize should that be the the um uh the will of this board uh that the 1305 01:39:57,440 --> 01:40:03,520 city can technically sell to I guess the CRA or or grant to the CRA without 1306 01:40:01,119 --> 01:40:06,320 having to spend these dollars. So, I'm not by no means am I trying to kick the 1307 01:40:04,800 --> 01:40:10,639 can down the road. I just want to make sure we get it right. I don't want a 1308 01:40:08,080 --> 01:40:13,679 board seven years from now saying why' they buy such a small site. We'd rather 1309 01:40:12,159 --> 01:40:16,480 an acre. We it would have been better if this or better that. Obviously, we're 1310 01:40:14,960 --> 01:40:21,119 not we can always say it could be better, but at the same time, uh looking 1311 01:40:18,880 --> 01:40:24,400 at whoever part having our partnership set up front, whether whoever is going 1312 01:40:23,119 --> 01:40:27,600 to run it on the day-to-day, getting their input of what that looks like, 1313 01:40:25,840 --> 01:40:32,480 what their true needs are going to be. Uh I I think that needs to happen before 1314 01:40:29,600 --> 01:40:36,159 we um before we purchase it. Now, can we do that in the 120 days of due 1315 01:40:33,920 --> 01:40:39,600 diligence? Absolutely. uh we we can discuss that with all of our partners, 1316 01:40:38,080 --> 01:40:43,280 get partnerships in place, and if we don't have comfort with all of our 1317 01:40:41,600 --> 01:40:47,119 partners in place yet, then we do have the opportunity to cancel uh at the 1318 01:40:45,119 --> 01:40:51,520 discretion of the purchaser. So, for any reason or no reason, we can back out uh 1319 01:40:49,360 --> 01:40:54,960 which it says in there. So, I think that's where our due diligence while in 1320 01:40:53,360 --> 01:40:59,280 conjunction with doing phase ones, environmentals, surveys, uh we need to 1321 01:40:57,440 --> 01:41:03,280 be seeing do we have partners that can actually run this, fund it, and help 1322 01:41:01,280 --> 01:41:06,400 with it. Um it we don't have the staff to do it. we don't have the funding to 1323 01:41:04,560 --> 01:41:09,119 do it. So, I want to make sure that we have a successful plan in place should 1324 01:41:07,679 --> 01:41:12,719 this be the site that it's done properly. So, that that's my only 1325 01:41:10,800 --> 01:41:15,520 concerns and and just making sure that we do have a plan in place. I do want to 1326 01:41:14,080 --> 01:41:18,159 get momentum on this. I just want to make sure we're doing it right. But, we 1327 01:41:16,800 --> 01:41:21,119 absolutely can do that during the due diligence process. 1328 01:41:19,600 --> 01:41:23,920 » This the one that has wetlands in the back. 1329 01:41:21,840 --> 01:41:27,119 » Uh yes, to the north and I think to the east as well. 1330 01:41:25,040 --> 01:41:30,400 » I think it's surrounded by or an easement of some sort. There's something 1331 01:41:28,400 --> 01:41:33,760 there. There's this one. It just has some really unique sight constraints to 1332 01:41:32,400 --> 01:41:38,719 it that >> we may not love and it may not promote 1333 01:41:36,080 --> 01:41:43,360 what we what we need which is space. >> Have the railroad crossing behind there. 1334 01:41:41,520 --> 01:41:47,199 » I'm not sure if railroads on that side. >> Closing fishes is across. 1335 01:41:45,199 --> 01:41:49,520 » So yeah. So I think we take the 120 days and see if it's something that we can 1336 01:41:48,639 --> 01:41:51,679 actually >> get some partners see what we can make 1337 01:41:50,800 --> 01:41:54,480 happen. See what happen. >> I'm I'm all for that all day. I just 1338 01:41:53,119 --> 01:41:58,639 want to make sure the expectation we we need a at 100 day 120 1339 01:41:56,880 --> 01:42:01,360 » day 119. I need a we need a plan in place of this is how it's going to go, 1340 01:42:00,159 --> 01:42:03,520 who's partnering, when we're closing, here's how it's going to get done. 1341 01:42:02,320 --> 01:42:06,960 » I think it'll help us kind of even with that, you know, within that time period, 1342 01:42:05,199 --> 01:42:09,679 we're able to then if even if we cancel with this site, we have enough 1343 01:42:08,000 --> 01:42:11,600 information and to kind of know what we can do. So, 1344 01:42:10,159 --> 01:42:15,040 » it gets those conversations going, build confidence in the people we are talking 1345 01:42:12,800 --> 01:42:17,679 to as well that this isn't just chat. We're about to close on this. Do you 1346 01:42:16,480 --> 01:42:22,000 want to be a partner in this and how can it work? So, I think it's a great idea. 1347 01:42:19,520 --> 01:42:25,679 Any final comments? But what you're looking for, 1348 01:42:23,970 --> 01:42:31,199 [clears throat] you're favor purchasing a property as long as within 120 days we 1349 01:42:28,639 --> 01:42:34,719 can determine if it's buildable relative to the resource center. 1350 01:42:32,719 --> 01:42:39,119 » Buildable and we can find partners that are part of this process. We can't build 1351 01:42:36,560 --> 01:42:43,920 a building with 150,000 >> seed money, but we can we can start uh 1352 01:42:41,440 --> 01:42:48,800 so so yes, that's correct. >> Yeah, we we need to consider long-term 1353 01:42:46,719 --> 01:42:53,679 partners. Oh, I understand. Um in terms of the maintenance because All 1354 01:42:51,040 --> 01:42:57,280 right. So, Mr. Chair, I'll make a motion that we uh 1355 01:42:55,280 --> 01:42:59,920 » May I interrupt be I'm sorry, but before you make that motion because I just need 1356 01:42:58,639 --> 01:43:03,040 a little bit more clarity to make sure. What does that look like when we talk 1357 01:43:01,440 --> 01:43:06,560 about partners? Are we looking for actual written confirmation? Are we 1358 01:43:05,119 --> 01:43:10,800 looking for executed agreement? >> Yeah, I would want something in writing 1359 01:43:07,679 --> 01:43:13,840 that says we should you close on this, we will there'll be a funding component 1360 01:43:12,639 --> 01:43:17,840 to this. There's going to be a partner that runs the day day-to-day of it. And 1361 01:43:15,920 --> 01:43:20,080 then what we will do is either a board or a city what that looks like a 1362 01:43:19,760 --> 01:43:22,800 partnership. >> So obviously we can't commit as a city 1363 01:43:21,360 --> 01:43:26,239 right now but we can commit as a CRA board. So yeah there needs to be those 1364 01:43:24,880 --> 01:43:27,600 provisions in place of what that looks like. 1365 01:43:27,199 --> 01:43:31,360 » My >> I would think 1366 01:43:28,560 --> 01:43:36,400 » and then do we need a motion to approve is the goal is to motion this PSA 1367 01:43:34,480 --> 01:43:39,840 in the dollar amount or just the PSA itself. 1368 01:43:37,040 --> 01:43:43,679 » So I staff would need authorization for you as board chair to execute this 1369 01:43:42,320 --> 01:43:48,521 agreement. >> Okay. 1370 01:43:44,719 --> 01:43:48,521 » All right. So, I move uh [clears throat] 1371 01:43:48,880 --> 01:43:58,400 uh that the board authorize the chair to enter into a contract for sale and 1372 01:43:54,719 --> 01:44:01,600 purchase of real estate at 205 East 8th Street 1373 01:44:00,000 --> 01:44:06,000 with the understanding that the city attorney makes sure that we own the air 1374 01:44:03,360 --> 01:44:12,639 rights and the mineral rights and that uh the city perform 120day due 1375 01:44:09,679 --> 01:44:16,400 diligence to see if a resource center is a good is a good allocation for the 1376 01:44:15,679 --> 01:44:21,199 property. >> So move 1377 01:44:17,520 --> 01:44:24,960 » uh moved by member Drago, second by member Anderson. Attorney hand 1378 01:44:23,600 --> 01:44:28,880 has a comment. >> Give you the mic. 1379 01:44:26,800 --> 01:44:33,679 » Thank you, Blanch. Uh board members, I would just like to let you know uh of 1380 01:44:31,040 --> 01:44:36,960 course this uh I just direct your attention that the city of Apopka is the 1381 01:44:35,440 --> 01:44:42,320 actual purchaser. So this would have to go before the council as well. 1382 01:44:40,239 --> 01:44:47,199 So could we recommend councelor could we recommend that the city council purchase 1383 01:44:44,560 --> 01:44:52,960 the property instead of us purchasing? See the problem we have is the money's 1384 01:44:49,119 --> 01:44:56,800 in our budget if if I understand it. So does the budget so the money has to be 1385 01:44:54,880 --> 01:45:01,600 transferred to the general fund for the city to purchase it? No blanch you could 1386 01:44:59,760 --> 01:45:07,840 do it automatically. What am I thinking about? No, it's it's just the contract 1387 01:45:05,119 --> 01:45:11,360 is between the as he just said the city of Aka. 1388 01:45:08,639 --> 01:45:14,159 » Why? >> Yeah. 1389 01:45:11,679 --> 01:45:18,560 » Well, then well then we have to can we amend that? I mean 1390 01:45:15,679 --> 01:45:24,080 basically send it amended for their approval that it comes from 1391 01:45:20,480 --> 01:45:26,159 the uh TRA board. >> Yes. 1392 01:45:25,199 --> 01:45:28,800 » That's what I'm thinking. >> Thank you for that catch. 1393 01:45:27,360 --> 01:45:32,639 » So we just need to amend it to say that it's from the board because it is in the 1394 01:45:30,560 --> 01:45:37,199 budget. Uh we have land acquisition, Duke property purchase, environmental 1395 01:45:34,159 --> 01:45:43,119 for Duke property. Uh it also had 161 E6 street and new land in FY 2027. So it 1396 01:45:41,119 --> 01:45:50,639 had all that built into to these numbers in this budget or in the I guess 1397 01:45:45,760 --> 01:45:59,679 carryovers budget request, excuse me. >> So if uh if we can amend I guess the the 1398 01:45:55,280 --> 01:46:04,400 motion to reflect the proper purchaser. >> All right. So, I amend my motion to 1399 01:46:01,679 --> 01:46:12,000 reflect the city of Apopka as the main purchaser of the property at 1400 01:46:08,880 --> 01:46:14,400 2020 205 East Street >> with the CRA board. 1401 01:46:13,280 --> 01:46:18,320 » CRA board. >> So, move again. 1402 01:46:15,760 --> 01:46:20,639 » Uh moved by member Drago, seconded by member Anderson. All those in favor say 1403 01:46:20,080 --> 01:46:23,760 I. >> I. 1404 01:46:21,040 --> 01:46:26,800 » All opposed. >> Uh motion carries. 1405 01:46:26,159 --> 01:46:34,360 » Opposed. >> Four to two. uh with member Ruth and 1406 01:46:30,320 --> 01:46:34,360 member Velasquez in opposition. 1407 01:46:36,239 --> 01:46:39,440 » All right. >> Are we comfortable on that? I don't want 1408 01:46:38,480 --> 01:46:42,159 to have to come back to that one if we need to make any corrections. Are we? 1409 01:46:40,800 --> 01:46:46,800 » No, that's fine. >> Let me uh ask one question. This has to 1410 01:46:45,199 --> 01:46:51,440 go before the city commission for a second bite of the apple. 1411 01:46:49,199 --> 01:46:53,840 » Uh uh no. >> No, because we changed it to the 1412 01:46:52,639 --> 01:46:58,000 » attorney hand. Does this need to go in front of the city commission for 1413 01:46:55,119 --> 01:47:05,000 approval? or ratification of approval 1414 01:47:01,040 --> 01:47:05,000 » unless uh 1415 01:47:05,119 --> 01:47:12,080 anything in the ILA that requires that to go for the purchase of property 1416 01:47:09,840 --> 01:47:16,000 » because Orange County has a charter card county. I don't believe there's anything 1417 01:47:13,600 --> 01:47:19,280 off the off of the top of my head, but that's certainly something that that 1418 01:47:17,440 --> 01:47:23,400 staff can take a look at >> and can be certain about. 1419 01:47:23,679 --> 01:47:29,280 typically no that's fine but it being a charter county sometimes there are some 1420 01:47:27,360 --> 01:47:31,280 additional requirements and so forth so I 1421 01:47:29,600 --> 01:47:34,560 » let's make sure look into that then off hand I want to make sure that those are 1422 01:47:32,560 --> 01:47:38,639 covered and that that's looked at >> let me just ask you a question and you 1423 01:47:36,960 --> 01:47:42,560 said that you have some talks with Orange County 1424 01:47:40,080 --> 01:47:45,840 » regarding some kind of resource center that they want to kind of put on the 1425 01:47:44,960 --> 01:47:48,080 east side >> correct 1426 01:47:46,480 --> 01:47:50,880 » and they're asking us to partner with them 1427 01:47:48,560 --> 01:47:55,440 » correct there was no specific ask no specific dollar amount it was just 1428 01:47:53,600 --> 01:47:59,199 instead of us having to own, manage, and run something, would it make sense to 1429 01:47:57,360 --> 01:48:03,040 partner with an entity that's already buying it, running it, and partnerships 1430 01:48:00,960 --> 01:48:06,480 already in place, we can contribute in some capacity, whether through CRA or 1431 01:48:05,199 --> 01:48:13,280 otherwise. Uh, >> we will leave that 150 from Duke that we 1432 01:48:09,520 --> 01:48:15,280 earmarked for some type of resource. >> That's correct. 1433 01:48:14,080 --> 01:48:19,440 » Okay. >> But again, that's a commission decision, 1434 01:48:17,600 --> 01:48:23,119 not a board decision. But yes, that's >> okay. And that can be that'll be in 1435 01:48:21,360 --> 01:48:26,000 budget talks as well for um >> I mean I just don't want it to get lost. 1436 01:48:25,520 --> 01:48:30,639 Nope. >> I just think that if if there's a 1437 01:48:28,159 --> 01:48:37,040 partnership that can come forth >> because Orange County has the money 1438 01:48:34,960 --> 01:48:40,320 » and uh I think >> contacts partnerships. Exactly. So I 1439 01:48:39,040 --> 01:48:44,000 think that's where that due diligence in this will give us the time to get a 1440 01:48:42,080 --> 01:48:47,920 comfort level or back out and not move forward with it. 1441 01:48:44,719 --> 01:48:53,280 » Okay. So it has that the the contingency in there to to back out uh for any 1442 01:48:51,840 --> 01:48:57,440 reason that the purchaser deems appropriate in its sole discretion. 1443 01:48:55,440 --> 01:49:00,800 » So if we are not happy with that as a board, we can back out and reassess. 1444 01:49:00,239 --> 01:49:05,119 » Okay. >> All right, staff. We're good on that 1445 01:49:02,880 --> 01:49:09,760 one. No, there's no update that I need to make. No new motions. We got that one 1446 01:49:07,040 --> 01:49:14,639 right. Okay. Uh moving on to resolution number 2026-01. 1447 01:49:12,560 --> 01:49:20,639 appro appropriate existing redevelopment trust funds to the next FY27 in 1448 01:49:18,719 --> 01:49:26,000 resolution 2026-02 >> resolution number 2026-01 1449 01:49:24,080 --> 01:49:30,239 a resolution of the community redevelopment agency of the city of 1450 01:49:28,080 --> 01:49:34,880 Apakka Florida approving the appropriation of funds remaining in the 1451 01:49:32,480 --> 01:49:39,760 redevelopment trust fund to certain projects authoriz authorizing the 1452 01:49:37,199 --> 01:49:46,560 executive director to take all actions necessary to implement this resolution 1453 01:49:42,800 --> 01:49:51,280 providing for an effective date. >> Mrs. Sherman, 1454 01:49:48,320 --> 01:49:59,840 » good evening. Member chairman at this chairman Nester 1455 01:49:56,320 --> 01:50:04,639 and members of the CRA committee. I know you can't see this. I can't either. So, 1456 01:50:02,000 --> 01:50:11,440 that's why I did give you sheets right >> at your table. Um, I want to try to make 1457 01:50:07,679 --> 01:50:16,719 this as easy as possible in regards to the FY2026 1458 01:50:13,920 --> 01:50:23,199 carryover funding. And I want to start with the first column to your left, 1459 01:50:19,119 --> 01:50:29,199 which is your adopted budget for FY2026, which is in the amount of the 6 million 1460 01:50:26,480 --> 01:50:37,280 328123. There was only one amendment with some 1461 01:50:32,000 --> 01:50:41,800 PO rollovers totaling totaling 96,467 which made the amended budget the 1462 01:50:38,800 --> 01:50:41,800 6,ion426590. 1463 01:50:42,320 --> 01:50:49,440 some of the pending reallocations that we that you know had talked about and 1464 01:50:47,840 --> 01:50:55,440 had mentioned. I know she just left and went to the ladies room [laughter] 1465 01:50:51,360 --> 01:51:01,600 but are listed here like some of the CRA the B I FAP and the CRA RAP those 1466 01:50:59,760 --> 01:51:06,639 programs are no longer eligible programs. So we were taking those funds 1467 01:51:03,679 --> 01:51:15,600 and moving them into the contingency. in regards to the CRA DPAP program. 1468 01:51:11,760 --> 01:51:19,040 She wants to increase that by the 253765 and she talked about this at the 1469 01:51:17,199 --> 01:51:24,800 previous meeting and some of those fundings are coming from the contingency 1470 01:51:21,199 --> 01:51:29,760 as well as from the 103755 1471 01:51:26,560 --> 01:51:36,880 which was the neighborhood park at 8th Street in Highland. So wanting to 1472 01:51:33,520 --> 01:51:42,280 reallocate those funds into the down payment assistance program of 253765 1473 01:51:42,560 --> 01:51:50,800 and we just had a several conversations about the land acquisitions. So in the 1474 01:51:48,400 --> 01:51:57,199 current year budget she wanted to add the 327,000 1475 01:51:53,119 --> 01:52:01,119 plus that 150 come to a total of 477 and that was to support the purchase of the 1476 01:51:59,360 --> 01:52:08,639 Duke property some of the environmental assessments and that 161 East Street 1477 01:52:06,320 --> 01:52:14,719 that made that total 477 if you're following me. 1478 01:52:11,679 --> 01:52:18,880 In addition, some reallocation in the amount of 375. 1479 01:52:16,960 --> 01:52:23,800 That's for the Edward Edwardsfield installation of a pickle ball and 1480 01:52:20,400 --> 01:52:23,800 basketball fencing. 1481 01:52:24,080 --> 01:52:31,920 And she wants to reallocate the fifth 1482 01:52:28,800 --> 01:52:37,599 street, Fifth and Central Avenue signal design for Fifth and Park Avenue signal 1483 01:52:34,159 --> 01:52:40,960 and pedestrian upgrades. And the majority of those funds about a 1484 01:52:39,360 --> 01:52:46,320 million51646 to go to the Alonzo Williams Park event 1485 01:52:43,840 --> 01:52:52,840 p uh no I'm saying that wrong. This is why you can't see this thing parking lot 1486 01:52:48,320 --> 01:52:52,840 at MA board in Hawthorne. 1487 01:52:53,840 --> 01:52:59,920 And again some of those funding coming out of contingency some reallocating 1488 01:52:58,239 --> 01:53:05,840 from some of the projects that were previously pro approved in the 20 2026 1489 01:53:02,880 --> 01:53:11,119 budget. And that brings our total after some of the transfers that have already 1490 01:53:07,599 --> 01:53:15,760 been made to the 6,ion426590. Again, it's just a reallocation of those 1491 01:53:12,960 --> 01:53:19,840 funds within those programs. After we do that, uh, in order to determine the 1492 01:53:18,159 --> 01:53:25,840 amount that we will be rolling forward into 27, we look at your expenditures to 1493 01:53:23,440 --> 01:53:32,080 date and your anticipated expenditures for the rest of the fiscal year. 1494 01:53:29,360 --> 01:53:37,920 And expenditures to date was about 870 286. We anticipate expending another 1495 01:53:35,599 --> 01:53:44,719 188304 making leaving a remaining balance here 1496 01:53:40,960 --> 01:53:49,159 of 5 million 368 368,000 to be carried forward into FY27. 1497 01:53:51,520 --> 01:53:59,119 » Okay, I'm going stop there before I go to the 27th. Any questions? 1498 01:53:56,639 --> 01:54:02,400 » Questions from membership? So the I know that we have in here for the land 1499 01:54:00,159 --> 01:54:05,679 acquisition that property at 161 East 6th Street. 1500 01:54:03,920 --> 01:54:09,599 » So are we because we decided against that property. So are we taking that 1501 01:54:07,840 --> 01:54:11,280 those funds and putting pardons in the contingency? What are we doing with the 1502 01:54:10,800 --> 01:54:14,560 additional? >> We can take them out and put them back 1503 01:54:12,719 --> 01:54:16,800 into the contingency if that's what you prefer. 1504 01:54:14,960 --> 01:54:18,320 » I'm just asking. I know we haven't. >> Okay. Yes. 1505 01:54:17,599 --> 01:54:22,719 » Okay. So >> can you tell uh can you tell us and I'm 1506 01:54:20,880 --> 01:54:27,920 looking at the column that's has the proposed budget with carryover. 1507 01:54:25,280 --> 01:54:32,440 So, member Anderson talked about the land acquisition, which is $777,000. 1508 01:54:32,480 --> 01:54:41,040 Talks about Duke Property, East Sixth Street, and new land. 1509 01:54:39,280 --> 01:54:48,440 What new land are we going to buy >> in 27? The 300,000. 1510 01:54:44,880 --> 01:54:48,440 » Yes. So, 800,000. 1511 01:54:57,520 --> 01:55:05,119 So that was in consideration of not just the Duke property and the other property 1512 01:55:02,239 --> 01:55:10,639 that the board has now elected not to um to purchase but any other and and 1513 01:55:07,760 --> 01:55:15,520 ancillary and additional costs, excuse me, but it's also including if there's 1514 01:55:12,800 --> 01:55:21,679 any other property that may uh come up available. Um, so our office gets I'd 1515 01:55:18,239 --> 01:55:26,080 say once once every uh every couple weeks or so or so there is someone that 1516 01:55:24,159 --> 01:55:29,840 has property that they are interested in the CR potentially purchasing of which 1517 01:55:27,840 --> 01:55:34,000 we bring before the board at the time. So additional funds are there in case 1518 01:55:31,760 --> 01:55:38,239 the board elects that it would like to um review property for potential 1519 01:55:35,520 --> 01:55:42,000 purchase. But as um finance director mentioned, it can be put back into 1520 01:55:39,440 --> 01:55:45,280 contingency so that at the time you can review on a case-by case basis and make 1521 01:55:43,840 --> 01:55:51,239 a decision of whether or not you'd like to uh transfer the funds specifically 1522 01:55:47,840 --> 01:55:51,239 for that purchase. 1523 01:55:51,280 --> 01:55:57,679 » Uh [clears throat] it just feels like we're skipping 1524 01:55:54,480 --> 01:56:00,320 around. So let me concentrate on the proposed budget with carryover. 1525 01:56:00,110 --> 01:56:05,199 » [clears throat] >> What the if I may the first resolution 1526 01:56:03,520 --> 01:56:07,760 is the carry forward >> only the 1527 01:56:06,719 --> 01:56:14,320 » estimated carry >> only the dollar amount not the line item 1528 01:56:11,920 --> 01:56:19,360 » I want to go over the line item >> so when do I do that after after the 1529 01:56:17,199 --> 01:56:23,280 resolution is adopted or before >> you 1530 01:56:20,159 --> 01:56:27,440 » well I think what the the request is is don't go through proposed budget and 1531 01:56:25,040 --> 01:56:31,119 carryover just go over carryover is what's being requested 1532 01:56:29,280 --> 01:56:34,000 » by Mr. Sherman. Correct. >> 2027. 1533 01:56:32,719 --> 01:56:37,599 » 2026. >> 2026. 1534 01:56:34,880 --> 01:56:41,920 » FY. So, it's third from the right. >> Third from the right. 1535 01:56:40,239 --> 01:56:46,800 » All right. I'll I'll I'll wait till after the resolution to go through it 1536 01:56:44,000 --> 01:56:49,800 line item by line item. That would be appropriate. 1537 01:56:50,719 --> 01:56:55,199 » We do have line items for the carryover. >> Uh, 1538 01:56:53,920 --> 01:57:00,239 » okay. >> So, you know. 1539 01:56:57,199 --> 01:57:06,080 » Okay. Any questions specific to the carryover appropriations? 1540 01:57:03,760 --> 01:57:07,599 » I have questions on line items, but we'll cross that bridge when we get 1541 01:57:07,440 --> 01:57:10,800 there. >> Well, we can go through line of 1542 01:57:09,760 --> 01:57:17,679 » carryovers. >> Okay. Um, so, 1543 01:57:14,560 --> 01:57:23,840 so in reference to the downtown Apopka trail, isn't that 1544 01:57:22,000 --> 01:57:27,199 completed already? >> I think phase one is complete. 1545 01:57:26,080 --> 01:57:30,199 » Phase one. Mhm. >> So, 1546 01:57:30,320 --> 01:57:39,280 » is this this item specifically for phase two or it's not it's it's not specific 1547 01:57:37,599 --> 01:57:41,440 in terms of what >> what 1548 01:57:39,760 --> 01:57:45,199 » my understanding um when it was first set up it was phase two and phase three. 1549 01:57:43,760 --> 01:57:48,560 They were going to break it out in three phases. 1550 01:57:46,159 --> 01:57:50,560 » Okay. So, that's what this 1.3 is for. >> Yes, ma'am. 1551 01:57:49,280 --> 01:57:58,239 » Okay. Um, my next question is in reference to 1552 01:57:55,360 --> 01:58:04,080 the Fifth and Central Avenue signal design. I see that there's no carryover. 1553 01:58:01,760 --> 01:58:11,440 » That's the part she wants to reallocate the 1.3 from that 1.350646. 1554 01:58:09,280 --> 01:58:16,480 If you see in that reallocation column, this color is blue. She's reallocating 1555 01:58:14,000 --> 01:58:24,159 those funds into other programs and the the majority of which is into the 1556 01:58:19,199 --> 01:58:29,520 parking lot at MA board in Hawthorne. >> May I ask why you want to reallocate 1557 01:58:26,080 --> 01:58:32,880 that to the parking lot on Hawthorne? >> Yes. So, and while I'm answering, I'm 1558 01:58:31,599 --> 01:58:36,239 also going to ask parks to come up because this was a request specifically 1559 01:58:34,159 --> 01:58:42,480 by our parks department in order to deal with a lot of the um significant amount 1560 01:58:39,520 --> 01:58:46,480 of traffic that they get due to the the the games and the recreation programs 1561 01:58:44,320 --> 01:58:50,159 that they have and specifically to that project for um fifth and what's it 1562 01:58:49,599 --> 01:58:54,480 called? >> Fifth and C in Central and Central. 1563 01:58:52,320 --> 01:58:58,880 » So, there's been very little movement thus thus far. Um, so my conversations 1564 01:58:57,679 --> 01:59:02,719 with public works is that they're looking at possibly breaking it out into 1565 01:59:00,480 --> 01:59:06,800 phases um, in order to hopefully get more traction on it. But in the interim, 1566 01:59:04,560 --> 01:59:10,719 we want to make sure that we move forward um, and making sure that we are 1567 01:59:09,599 --> 01:59:14,320 compliant with our expenditure requirement with the county and we also 1568 01:59:12,639 --> 01:59:17,920 want to find projects that we could move forward that still provides a 1569 01:59:15,599 --> 01:59:22,080 significant enough impact. So that project fifth and central is not off the 1570 01:59:20,159 --> 01:59:26,320 table. when it becomes available and it's ready to move then we will put that 1571 01:59:24,400 --> 01:59:31,800 in in future budget. >> When you say a little movement what do 1572 01:59:28,320 --> 01:59:31,800 you mean by that 1573 01:59:33,280 --> 01:59:36,639 » is it >> well and I'll describe it on like on a 1574 01:59:35,520 --> 01:59:41,360 higher level >> then and and obviously uh Mr. Sonowski 1575 01:59:39,199 --> 01:59:43,520 can pro provide specific updates to this >> in terms of 1576 01:59:42,080 --> 01:59:47,280 » but what's happening is that we have staff that don't they have ownership of 1577 01:59:46,080 --> 01:59:52,639 projects but they have 15 different projects. So that specific project 1578 01:59:50,159 --> 01:59:55,920 » doesn't get a priority or only gets hey every time it kind of comes through the 1579 01:59:53,840 --> 01:59:58,080 loop of what we're working on it takes some time. So there's where the delays 1580 01:59:57,119 --> 02:00:02,320 are coming in >> and that's where there's it's staff time 1581 02:00:00,719 --> 02:00:03,840 there. It's just span of control of the amount of projects we have. 1582 02:00:03,360 --> 02:00:06,480 » Okay. >> Unless I'm wrong. 1583 02:00:04,880 --> 02:00:10,880 » Yes. So [clears throat] the design hasn't started on that on the traffic 1584 02:00:08,000 --> 02:00:15,040 signal. Uh we're looking now into at least getting the pedestrian 1585 02:00:12,400 --> 02:00:18,800 signalization there for the crosswalks and that's going to be like a phase one 1586 02:00:16,560 --> 02:00:22,560 and then phase two will be rehabilitation of the entire 1587 02:00:20,239 --> 02:00:26,960 intersection with a new traffic signal and this is for fifth and central only. 1588 02:00:25,280 --> 02:00:31,280 » Yeah. I just think we need to eventually put 1589 02:00:28,719 --> 02:00:35,360 this put some funding back into this. But I understand 1590 02:00:32,560 --> 02:00:39,920 » and I can also um tell you that the last conversation I had with the county in 1591 02:00:36,960 --> 02:00:45,040 relation to the extension their request was hey you have um projects with a 1592 02:00:43,040 --> 02:00:50,960 significant budget line item to it of which when will we see movement on 1593 02:00:47,280 --> 02:00:54,880 those? So this is um this is intentional and moving it to projects that there 1594 02:00:52,560 --> 02:00:58,239 will provide movement but recognizing that the project when it's ready we can 1595 02:00:56,880 --> 02:01:03,920 we will bring it back before the board to reallocate some funding. 1596 02:01:00,000 --> 02:01:09,960 » Okay. Thank you. >> Any other questions specific to the line 1597 02:01:05,440 --> 02:01:09,960 items for carry over appropriation? 1598 02:01:10,400 --> 02:01:16,400 » Yeah. What is an MA board? Is that a electronic board of some sort? It's a 1599 02:01:14,800 --> 02:01:19,840 street right here. >> Named after a resident. 1600 02:01:17,920 --> 02:01:21,520 » Yeah, it's a street. >> Which street is that? 1601 02:01:20,800 --> 02:01:26,880 » MA [clears throat] board. >> Oh, MA board. 1602 02:01:25,520 --> 02:01:31,280 » Any additional questions from membership? I do want to because we got 1603 02:01:28,880 --> 02:01:33,280 to uh approve this separately. Correct. >> Yes. 1604 02:01:31,679 --> 02:01:34,080 » Okay. I want to open up to public then right now. 1605 02:01:33,760 --> 02:01:40,360 » Okay. >> Anybody from the public wish to speak on 1606 02:01:35,760 --> 02:01:40,360 the carryover appropriations? 1607 02:01:40,480 --> 02:01:49,440 » All right. No, >> Leroy Bell. I I don't have my hearing 1608 02:01:44,080 --> 02:01:54,000 aids in today. Um did this this was MA board and six orthorn 1609 02:01:52,719 --> 02:01:59,199 » board and Hawthorne. >> That's that's on Sixth Street, 1610 02:01:56,960 --> 02:02:02,960 which is MA board. That would be that would be the parking lot across from 1611 02:02:02,159 --> 02:02:07,840 Lorenza >> Alonzo Williams. Correct. 1612 02:02:04,880 --> 02:02:16,000 » And that Yes. We I'm I'm hoping that you guys will approve that because we really 1613 02:02:10,960 --> 02:02:21,440 need that uh for the facility and um I know that 1614 02:02:17,760 --> 02:02:28,800 Miss Cindy they to put in water and put in uh electric and we really need for 1615 02:02:25,119 --> 02:02:34,480 events I think also not just the parking lot the drainage of the fields but I 1616 02:02:32,239 --> 02:02:39,920 think that's a good project and I think uh I I'm hoping that you guys will 1617 02:02:36,880 --> 02:02:44,400 approve that for the uh move over, however you want to put it. 1618 02:02:41,199 --> 02:02:47,599 » Thank you, Mr. Bell. >> Well, there's $50,000 in there for the 1619 02:02:46,400 --> 02:02:52,400 parking. >> No, there's one point. 1620 02:02:49,440 --> 02:02:54,719 » No, for for Edwards Field, there's $50,000. 1621 02:02:54,000 --> 02:02:58,320 » Edwards Field. >> Edwards Field. 1622 02:02:55,440 --> 02:02:58,320 » That's Edwards Field. 1623 02:02:58,400 --> 02:03:05,679 lot of MA board in Hawthorne is one a little over a million 1624 02:03:03,440 --> 02:03:07,760 » 3000,7 I can't even see 1625 02:03:06,560 --> 02:03:10,560 » that's not the number but that's >> Williams party 1626 02:03:08,400 --> 02:03:13,360 » a million something just below it 1627 02:03:11,679 --> 02:03:19,360 » yeah I was just trying to do parking lot >> wait till everybody finish so it's all 1628 02:03:15,840 --> 02:03:25,199 good uh Sylvester Hall Alonzo William Park 1629 02:03:21,280 --> 02:03:29,760 I live in Rock Springs Ridge and I frequently go Right out of my backyard 1630 02:03:27,920 --> 02:03:34,800 across the street, I'm go over to Jason Dwellin and visit the Northwork 1631 02:03:32,239 --> 02:03:41,040 Recreation Center and it's beautiful most of the time. But I look at how we 1632 02:03:37,679 --> 02:03:46,800 upkeep and I look at what is there. And maybe a couple weeks ago, Leroy and I 1633 02:03:43,119 --> 02:03:53,840 went to Alonzo William Park on a Sunday. The guys was out playing soccer 1634 02:03:49,679 --> 02:03:58,639 and uh they had to move the goalpost away from the water so they can play on 1635 02:03:55,760 --> 02:04:03,360 the side that was dry. And when you walk on the field and where you thought was 1636 02:04:00,400 --> 02:04:07,920 grass, your shoes just sink down into the mud. 1637 02:04:05,920 --> 02:04:11,199 Leroy mentioned earlier everything that we're planning with the CRA is on one 1638 02:04:09,760 --> 02:04:17,080 side and there's nothing on the other side. That's one little park, Alonzo 1639 02:04:13,679 --> 02:04:17,080 William Park. 1640 02:04:17,360 --> 02:04:26,000 that we have pretty much just left the stand for itself. I complain over and 1641 02:04:23,920 --> 02:04:32,800 over about no electrical outlets when we have events when the v uh the vineyards 1642 02:04:30,159 --> 02:04:38,639 come out there to uh hook up. There was nothing. Thank you for finally getting 1643 02:04:35,920 --> 02:04:42,560 that into place. But I the guys that say if you got to use the restroom, where do 1644 02:04:40,080 --> 02:04:48,080 you go? There's about maybe six to 10 big oak 1645 02:04:46,320 --> 02:04:53,679 trees. They just go behind the oak trees. Well, if you got to do a number 1646 02:04:50,719 --> 02:04:58,800 two, what do you do? So when when mother nature call, you 1647 02:04:55,760 --> 02:05:03,440 just do what you got to do. So it's a shame that we don't have not one outside 1648 02:05:01,040 --> 02:05:08,320 restroom at Alonzo William Park. Not one outside 1649 02:05:06,719 --> 02:05:12,000 restroom. I don't took my pictures and everything. 1650 02:05:10,239 --> 02:05:17,520 So, I'm putting my presentation together also. But I'm watching you guys are how 1651 02:05:14,480 --> 02:05:22,719 how you go about distributing CRA funds in certain areas. 1652 02:05:19,760 --> 02:05:27,360 That park when you have Junth, if that park, if that parking area 1653 02:05:25,920 --> 02:05:32,320 wasn't available, where would people park? Because any event you have over 1654 02:05:30,480 --> 02:05:37,280 there, you go look at parking, that little area pretty much overflows. 1655 02:05:35,520 --> 02:05:40,880 But yet and still, we've been we've been asking for years for a parking lot over 1656 02:05:39,199 --> 02:05:46,560 there. Then the parking space that you have 1657 02:05:42,480 --> 02:05:52,000 right in front, if you have a big SUV, you're blocking traffic. 1658 02:05:49,199 --> 02:05:55,040 Your behind is sticking in the road. Well, when I go over to Jason Dwelling, 1659 02:05:53,760 --> 02:05:58,719 I don't see those type of things. There's adequate parking. There's all 1660 02:05:56,960 --> 02:06:04,440 kinds of adequate restrooms and everything. The fields are dry, mostly 1661 02:06:01,440 --> 02:06:04,440 maintained. 1662 02:06:04,719 --> 02:06:12,360 But we don't have that Alonzo William Park 1663 02:06:08,239 --> 02:06:12,360 and I asked the difference why. 1664 02:06:13,599 --> 02:06:22,159 So this time with the CRA money, can we please make the whole city of Apopka, 1665 02:06:19,599 --> 02:06:27,520 let's bring it up to par. The areas that we don't neglect for for 1666 02:06:25,360 --> 02:06:32,000 years, let's bring them up to par. Let's bring them up to standard. 1667 02:06:30,079 --> 02:06:36,400 I ask each and every one of you to do that. 1668 02:06:33,920 --> 02:06:43,079 Starting with Alonzo William Park. Thank you. Thank you, Mr. Hall. Anyone else 1669 02:06:39,280 --> 02:06:43,079 from the public wish to speak? 1670 02:06:49,199 --> 02:06:56,320 Christine Moore 141 South Central. I did attend the training. I'm certified in 1671 02:06:54,719 --> 02:07:00,159 Florida redevelopment area. I did that last year and I also live in it. And so 1672 02:06:58,719 --> 02:07:06,079 I wanted to talk to you about the purpose of CRAAS is because they were 1673 02:07:03,520 --> 02:07:11,360 about 40 50 years ago was to invest in things that increase the property tax, 1674 02:07:08,800 --> 02:07:17,840 the value of property. It was never meant um to be a park fund. It was it 1675 02:07:15,119 --> 02:07:23,679 was meant for streetscape. uh what you're doing with facade 1676 02:07:19,920 --> 02:07:29,520 renovations on the commercial on the uh residential side and what what we're all 1677 02:07:25,679 --> 02:07:34,400 facing coming in November is potential a great reduction in available revenue and 1678 02:07:32,480 --> 02:07:40,639 so if you follow strongs I'm the president of that for aka and uh the the 1679 02:07:38,000 --> 02:07:44,639 or the the organization urban 3 if you take any of those courses I have will 1680 02:07:43,040 --> 02:07:50,560 tell you that you should invest with your CRAAS and things that will produce 1681 02:07:47,440 --> 02:07:55,360 revenue revenue in terms of property values. So if you're putting a lot of 1682 02:07:53,199 --> 02:08:00,880 money in parks, I would just ask you to say, how does that increase the revenue 1683 02:07:58,320 --> 02:08:04,719 downtown? I also had a conversation with Byron Brooks the other day and they're 1684 02:08:02,960 --> 02:08:08,880 really looking the county and I'm not there now, but they're really looking to 1685 02:08:06,400 --> 02:08:13,360 reduce your funding. So I really encourage you with this budget to invest 1686 02:08:10,800 --> 02:08:19,840 in things that will show increased property tax revenue. So, street skates 1687 02:08:17,119 --> 02:08:23,520 in a commercial area, great. Anything you're doing on Fifth Street, I applaud 1688 02:08:21,679 --> 02:08:28,639 that because that can potentially bring you more revenue and people building. 1689 02:08:26,400 --> 02:08:33,760 But investing in parks, they could make the argument to you that that should 1690 02:08:30,639 --> 02:08:38,800 come out of your parks fund. So, um I I love all the the uh renovation programs 1691 02:08:37,040 --> 02:08:43,040 on the commercial and the residential side, but the the key is if you think 1692 02:08:40,960 --> 02:08:48,000 about this, we're going to have less revenue coming from residential, 1693 02:08:45,760 --> 02:08:51,599 but where we will still have revenue is from commercial and industrial. So, I 1694 02:08:50,000 --> 02:08:56,639 really encourage you with this revenue to think about downtown, how you can 1695 02:08:54,000 --> 02:08:59,840 increase your commercial tax base. Thank you. 1696 02:08:57,840 --> 02:09:05,119 » Thank you, Miss Moore. Anybody else from the public wish to speak? 1697 02:09:02,079 --> 02:09:09,520 All right, we will close public comment. Uh, any questions, final comments from 1698 02:09:08,159 --> 02:09:14,320 membership? >> I have I have one question and I'm just 1699 02:09:12,400 --> 02:09:19,119 kind of curious and I'm I was going to kind of 1700 02:09:15,520 --> 02:09:22,400 » segue off Commissioner Moore's comments. >> Uh, 1701 02:09:20,639 --> 02:09:26,800 West Orange Street doesn't have sidewalks. First Street doesn't have 1702 02:09:24,400 --> 02:09:30,560 sidewalks. Oak Street doesn't have sidewalks. Myrtle doesn't have 1703 02:09:28,400 --> 02:09:36,079 sidewalks. Monroe don't don't have sidewalks. East Third Street don't have 1704 02:09:33,360 --> 02:09:40,400 sidewalks. North Lake Avenue don't have sidewalks. And North Washington don't 1705 02:09:37,920 --> 02:09:46,079 have sidewalks. They're all in the CRA district. 1706 02:09:42,159 --> 02:09:49,760 Um, and to cross from the west side of town to the east side to even go to the 1707 02:09:48,079 --> 02:09:57,599 park, you're going to take your life and your to cross Park Avenue to get to the 1708 02:09:52,560 --> 02:10:02,159 park. um that that's risky at best and you certainly, you know, without traffic 1709 02:10:00,159 --> 02:10:05,880 control, you can't get from the west side to the east side. 1710 02:10:06,560 --> 02:10:10,480 » With that in mind, are you wanting to are you proposing to move money around 1711 02:10:09,599 --> 02:10:17,440 to something else? >> No, I'm I when we're talking about CRA 1712 02:10:13,920 --> 02:10:25,840 funds, these are these are legitimate um areas where that money is intended to 1713 02:10:21,760 --> 02:10:32,480 go. um you know and all these streets you know run north, southeast and west. 1714 02:10:28,159 --> 02:10:36,159 So, um it's contiguous. Um what's not on the east is the same on the west and 1715 02:10:34,320 --> 02:10:40,960 what's not on the north is the same on the south. And we can definitely 1716 02:10:38,800 --> 02:10:45,119 reallocate funds or move them around. And as we navigate, let's say on our 1717 02:10:42,560 --> 02:10:50,159 November meeting, the budget's set, but we can in some capacity 1718 02:10:47,599 --> 02:10:54,239 » after they Yeah. to be an amendment. >> Yeah. To to say, "Hey, you know, we want 1719 02:10:51,920 --> 02:10:57,360 to reallocate or the parking lot." Well, the reallocation wouldn't be an 1720 02:10:55,679 --> 02:11:00,800 amendment, but we've done reallocations throughout the year only if we're 1721 02:10:59,040 --> 02:11:05,280 increasing the budget overall. >> Gotcha. Okay. These streets also handle 1722 02:11:03,520 --> 02:11:10,079 three schools, Orange County schools, and these kids walk in the middle of 1723 02:11:06,960 --> 02:11:13,199 Lake Street. Um, so, >> so I think there's a difference. 1724 02:11:11,199 --> 02:11:18,880 » I think we need to be aware of the fact that, you know, um, I took it upon 1725 02:11:16,639 --> 02:11:24,719 myself to put stop signs for that reason, the lack of sidewalks 1726 02:11:22,560 --> 02:11:28,400 and we did that 10 years ago. >> Well, I think we can definitely find a 1727 02:11:25,920 --> 02:11:33,760 balance in in this budget to be able to allocate funds for sidewalks. Uh that 1728 02:11:30,960 --> 02:11:39,280 definitely does help with uh improving what the CRA should be doing as well as 1729 02:11:36,560 --> 02:11:44,560 um a parking lot. What's interesting about a parking lot too for a park is it 1730 02:11:41,280 --> 02:11:48,719 helps to uh bring more vendors down. It helps to bring more events. It helps to 1731 02:11:46,159 --> 02:11:52,960 create an atmosphere of commerce and community. And if you have a park in a 1732 02:11:51,040 --> 02:11:56,560 neighborhood that is nice and wellkept and something people want to go, it will 1733 02:11:55,040 --> 02:12:00,239 increase property values in that area. So I think there's strategy behind that. 1734 02:11:58,719 --> 02:12:05,840 I don't think it's based on anything other than a strategy that improves the 1735 02:12:02,880 --> 02:12:10,400 area. So, uh, and again, we can edit as we need to or adjust as we need to. And 1736 02:12:07,440 --> 02:12:13,520 if we want to have uh more consistent meetings, too, to pivot quickly with 1737 02:12:12,239 --> 02:12:17,280 these budgets, we can do that as well. So, keep that in mind. We don't have to 1738 02:12:14,960 --> 02:12:20,880 wait just quarterly. We can do monthly. We can do what this board prefers to do. 1739 02:12:19,520 --> 02:12:23,599 So, just keep that in mind as we navigate forward because I think 1740 02:12:22,079 --> 02:12:28,560 pivoting quickly is going to be our key to success on this board. Uh, so any 1741 02:12:26,560 --> 02:12:33,840 final questions or comments? Are those sidewalks you mentioned, are they in the 1742 02:12:30,480 --> 02:12:38,320 northwest section of the of the city? >> They in the northwest of the CRA. Yes, 1743 02:12:35,840 --> 02:12:44,320 » they're in the entire CRA district. >> Well, there's in the budget they have 1744 02:12:40,880 --> 02:12:47,920 sidewalks north- west doesn't have south and east. So, 1745 02:12:46,239 --> 02:12:53,360 » I just named every street that doesn't have a sidewall. I wasn't particular of 1746 02:12:50,960 --> 02:12:57,040 east, west, north. The streets I named are do not have sidewalks. 1747 02:12:55,520 --> 02:13:00,400 » Okay. And again, we can work to allocate as 1748 02:12:58,560 --> 02:13:03,440 needed or as we want to prioritize or have some staff go out there and say, 1749 02:13:02,079 --> 02:13:06,880 "Hey, these this is kind of the main thoroughare area. Let's prioritize those 1750 02:13:05,760 --> 02:13:12,159 and then go from there." >> I know, but we had a resident that had 1751 02:13:09,599 --> 02:13:19,040 been advocating for Lake Avenue for a long time, for a few years. And uh that 1752 02:13:15,440 --> 02:13:24,560 would be Mr. Roger Beckett who I I can remember for the last four or five years 1753 02:13:21,920 --> 02:13:31,119 he's been advocating and is correct. Um there's a lot of school uh kids that use 1754 02:13:27,760 --> 02:13:35,520 those streets and they use uh the actual street to get to the schools. We have 1755 02:13:33,440 --> 02:13:40,400 Dream Lake uh Apakka Middleak 1756 02:13:38,159 --> 02:13:43,520 » and Apakka Elementary. Oh, in the high school. 1757 02:13:41,199 --> 02:13:46,800 » Yeah. All in that corridor there. So, well, again, we can edit as we 1758 02:13:45,119 --> 02:13:51,040 prioritize or as we want to prioritize. We can adjust these to staff and then 1759 02:13:48,480 --> 02:13:53,840 and then go from there. So, any final comments? If not, I'll look for 1760 02:13:53,280 --> 02:13:57,440 approval. >> Let me get one clarification if you 1761 02:13:55,360 --> 02:14:05,199 don't mind. U Mr. Chairman, >> the 299 that is a for the 161 East 1762 02:14:03,440 --> 02:14:08,800 6th Street, we're going to put those funds back into the contingency. That's 1763 02:14:06,960 --> 02:14:10,560 going to be a modification here. >> Okay. 1764 02:14:09,280 --> 02:14:13,440 » Correct. >> Yes. And then we can reallocate as 1765 02:14:12,000 --> 02:14:16,159 needed. Probably need to prioritize reallocating those, right? That would 1766 02:14:15,360 --> 02:14:20,880 make sense. >> Okay. 1767 02:14:17,199 --> 02:14:24,880 » Is that out of the uh 777,000? Yes, but it's the 477 is a part of that 1768 02:14:24,000 --> 02:14:29,280 477. >> Yeah. So, how much are you 1769 02:14:27,040 --> 02:14:32,079 » 299,000? >> Did you allocate any additional dollars 1770 02:14:30,960 --> 02:14:34,560 for the environmental on that one though? 1771 02:14:32,639 --> 02:14:37,040 » 11,0001,000. Was that >> wasn't part of the 299? 1772 02:14:36,239 --> 02:14:40,320 » But was that for >> No, but on top of the 299 1773 02:14:38,320 --> 02:14:42,560 » on top of the 299 was one of those 11 for that property. 1774 02:14:41,599 --> 02:14:46,880 » No, not specifically. >> We gave two 11s. It's two 11s that are 1775 02:14:44,719 --> 02:14:47,840 in there. I know one was for the Duke property. 1776 02:14:47,520 --> 02:14:50,560 » Mhm. >> And I guess like any new property, 1777 02:14:50,159 --> 02:14:54,480 » correct? >> So that would be associated with the new 1778 02:14:52,320 --> 02:14:57,040 property, the other 11,000. >> Okay. 1779 02:14:54,960 --> 02:15:01,119 » Correct. >> All right. Well, I will look for a 1780 02:14:58,320 --> 02:15:04,800 motion then to approve resolution number 2026-01 1781 02:15:02,719 --> 02:15:06,639 with the >> amendment or change 1782 02:15:06,159 --> 02:15:12,639 » change >> of the 161 E63 allocation 1783 02:15:10,320 --> 02:15:18,800 » and that is in the amount of the 6 million 127366 1784 02:15:15,599 --> 02:15:22,599 and that includes the carryover from 26 in the amount of 5,368,000 1785 02:15:23,040 --> 02:15:29,840 and some prior year carryover in the amount of 759,00 1786 02:15:27,440 --> 02:15:35,248 366. >> All right, Mr. Chair, I have a couple of 1787 02:15:31,440 --> 02:15:35,248 questions. Um, [clears throat] 1788 02:15:35,679 --> 02:15:42,800 I've always been a proponent that when you come to 1789 02:15:39,920 --> 02:15:46,320 when the cities get to sign documents, legal documents, 1790 02:15:44,719 --> 02:15:50,639 uh, it should always be an elected official 1791 02:15:48,880 --> 02:15:57,520 um because that's what the voters voted for. So with that said, I'm 1792 02:15:54,560 --> 02:16:02,760 prepared to make a motion with amendments to resolution 2026-04. 1793 02:16:04,013 --> 02:16:11,520 [clears throat] So I move to adopt resolution 2026-04 1794 02:16:09,520 --> 02:16:15,440 with the following amendments. >> I hate to interrupt. We don't have a we 1795 02:16:13,440 --> 02:16:16,560 don't have that currently. Correct. We have 1796 02:16:15,679 --> 02:16:18,880 » have what? >> That resolution. 1797 02:16:18,320 --> 02:16:25,360 » Yeah, >> it's right here. We have 1798 02:16:22,880 --> 02:16:27,760 » 2026-01 >> one. 1799 02:16:25,920 --> 02:16:31,840 » No. The clerk said the last one we adopted was 03. This has got to be 04. 1800 02:16:30,239 --> 02:16:35,960 » It doesn't have to be that way. >> No, 1801 02:16:32,240 --> 02:16:35,960 » this is the first one. 1802 02:16:36,399 --> 02:16:42,160 » This one is 2026-01. >> Then I'm not looking at it in 1803 02:16:39,760 --> 02:16:45,599 chronological order relative to the to the uh to the agenda. 1804 02:16:43,599 --> 02:16:48,160 » That's correct. >> So it's 01 is the right number. 1805 02:16:47,359 --> 02:16:56,399 » Yes. Correct. >> All right. Let me start over again. 1806 02:16:51,920 --> 02:17:02,240 I move to adopt resolution 2026-01 with the following amendments. In the 1807 02:16:57,920 --> 02:17:07,359 title, the uh award executive director gets replaced with chairman. 1808 02:17:04,719 --> 02:17:14,040 In section two, uh there's a fiscal year 2025 should be 1809 02:17:11,040 --> 02:17:14,040 2026. 1810 02:17:18,960 --> 02:17:28,800 Yes. >> In section two, uh 1811 02:17:25,439 --> 02:17:34,639 the word fiscal year 2025 gets replaced with 2026. 1812 02:17:30,719 --> 02:17:39,080 In section three, uh the words CRA director gets replaced with chairman. 1813 02:17:42,264 --> 02:17:44,284 » [snorts] 1814 02:17:45,040 --> 02:17:54,679 » Are we Can we do that? Change that from 1815 02:17:50,639 --> 02:17:54,679 » executive director to chairman. 1816 02:17:56,319 --> 02:18:00,280 » Got a motion by member Drago. 1817 02:18:01,280 --> 02:18:06,479 » Do I have a second? >> I'll second. 1818 02:18:04,800 --> 02:18:10,000 » Second by member Baron. All those in favor say I. 1819 02:18:07,519 --> 02:18:13,200 » I. All opposed. >> Motion carries unanimously. 1820 02:18:11,760 --> 02:18:17,399 » Thank you. >> Next up, resolution number 2026-02. 1821 02:18:20,719 --> 02:18:27,840 » Resolution 2026-2, a resolution of the community 1822 02:18:25,280 --> 02:18:30,840 redevelopment agency. >> Oh, 1823 02:18:31,519 --> 02:18:38,399 sorry. Resolution 2026-02, 1824 02:18:36,719 --> 02:18:42,240 a resolution of the Community Redevelopment Agency of the City of 1825 02:18:40,240 --> 02:18:46,760 Apaka, Florida, adopting the annual budget for fiscal year 2026-2027. 1826 02:18:48,080 --> 02:18:55,719 » Mrs. Sherman, >> yes. Um, the item before you, which 1827 02:18:56,479 --> 02:19:04,719 again, I apologize. I can't see it. I know you can't, 1828 02:19:02,160 --> 02:19:10,399 but in regards to the 2027 budget with the 1829 02:19:07,120 --> 02:19:17,359 carryover funds, um, in regards to the adorum taxes, we have an amount of 1.5 1830 02:19:14,160 --> 02:19:21,160 interest income 217,000. The carryover amount of 6,127,000 1831 02:19:21,200 --> 02:19:26,120 professional services 195,000 1832 02:19:26,639 --> 02:19:35,120 7,000 for auditing services travel and pdem 2850 1833 02:19:32,960 --> 02:19:38,120 other charges and assistance programs 2,534759,000 1834 02:19:39,200 --> 02:19:44,040 books and publications 1,171 1835 02:19:44,559 --> 02:19:54,960 land was the 300,00 000 capital improvements 4,5217 1836 02:19:51,120 --> 02:20:00,720 241 and contingency of 279. Again, this will change with the changes that were 1837 02:19:57,040 --> 02:20:05,600 made in the um carryover amount as well. So, we would amend this accordingly. 1838 02:20:04,240 --> 02:20:10,000 » Thank you, Mr. Sherman. Any questions from membership? 1839 02:20:07,040 --> 02:20:15,200 » Now, th this is only for the proposed budget. We still haven't discussed the 1840 02:20:13,280 --> 02:20:18,319 proposed budget with carryover. So when do we do when do we do that? 1841 02:20:17,040 --> 02:20:23,240 » Do it right now. >> Okay, good. So 1842 02:20:25,040 --> 02:20:33,600 So I looked at uh I looked at these line items. 1843 02:20:30,000 --> 02:20:38,000 So my understanding is any uh block any box that's blank, it's not funded. 1844 02:20:37,439 --> 02:20:42,080 » Correct. >> All right. So let's start with the 1845 02:20:39,840 --> 02:20:47,640 residential renovation assistance program. There's a dollar amount in 1846 02:20:44,399 --> 02:20:47,640 there of1,579733. 1847 02:20:49,120 --> 02:21:00,399 When you do the math of $30,000 a household, it comes up to 52.6. So I 1848 02:20:56,399 --> 02:21:06,720 have problems with the with the 6. When you look at the uh down payment 1849 02:21:03,200 --> 02:21:15,143 assistance program of 3537 55 that comes out to 11 1850 02:21:11,040 --> 02:21:20,040 five relative to being funded. My first [snorts] recommendation would be 1851 02:21:22,319 --> 02:21:32,120 to set the um residential renovation assistance program at 1.56000 1852 02:21:33,520 --> 02:21:42,000 or 1.56 million. That gives you 52 applications that can be funded at 1853 02:21:40,080 --> 02:21:49,200 $30,000 for the uh down payment assistance 1854 02:21:44,960 --> 02:21:54,640 program that gets adjusted to $360,000. At $30,000 gives you 12 applications 1855 02:21:52,160 --> 02:22:01,280 that can be approved. The remaining 13,488 1856 02:21:58,399 --> 02:22:08,160 of those numbers being adjusted, I would recommend that that be added to the 1857 02:22:04,000 --> 02:22:13,840 sidewalk line item, bringing it to 126 386 1858 02:22:10,319 --> 02:22:20,920 so the budget stays in balance. Now, for the 299 that is supposedly being saved 1859 02:22:17,600 --> 02:22:20,920 in land, 1860 02:22:21,280 --> 02:22:31,439 and I can make an argument that streetscape may not improve property 1861 02:22:26,399 --> 02:22:35,280 values, especially the ones on 441 with the stamp concrete, stamp 1862 02:22:33,760 --> 02:22:40,640 brick. Uh, but I think uh some of the residents 1863 02:22:38,720 --> 02:22:47,520 concerned about >> Oh, there it is. Yeah. park facilities 1864 02:22:44,160 --> 02:22:54,160 have a certain amount of amenities equal across the board. I think uh 1865 02:22:51,200 --> 02:22:57,160 should be taken into consideration. So, 1866 02:22:57,200 --> 02:23:04,560 I would propose, and I'll leave it up to the board to decide the dollar amount, 1867 02:23:01,600 --> 02:23:12,399 that part of that 299 be allocated to um 1868 02:23:08,000 --> 02:23:19,359 Alonzo Williams Park to add event power, water upgrades, and restrooms, whatever 1869 02:23:14,800 --> 02:23:24,720 that cost is to the 54,58. And then the balance then would be added 1870 02:23:22,240 --> 02:23:28,960 to the sidewalk. And I would hope the city when they install sidewalks, it's 1871 02:23:26,640 --> 02:23:34,479 six inches thick and not four inches because you see a lot of utility trucks 1872 02:23:31,120 --> 02:23:39,439 mount the sidewalks and park there. And my experience is it'll sidewalks 1873 02:23:36,960 --> 02:23:44,600 will crack or it'll become uneven and the city's back there spending more 1874 02:23:40,880 --> 02:23:44,600 money to fix it. 1875 02:23:45,120 --> 02:23:54,160 On your first comment in regards to the RAP program, 1876 02:23:52,000 --> 02:23:57,560 that program under the revised budget was 962,500. 1877 02:23:57,760 --> 02:24:06,399 The expenditure to dates was the 522767 then 120 was anticipated. That 1878 02:24:04,240 --> 02:24:11,439 difference that is not an even number is because that is the carryover amount for 1879 02:24:09,120 --> 02:24:16,160 things that were not paid out or expected to be paid out during that 1880 02:24:13,520 --> 02:24:19,840 fiscal year but rolling it forward to make sure we have the funds there to 1881 02:24:17,680 --> 02:24:23,600 make that payment out. The amount for the FY227 1882 02:24:21,600 --> 02:24:28,800 is the 1,26 260,000. 1883 02:24:25,760 --> 02:24:34,120 So, it includes an carryover amount that is related to unpaid obligations. 1884 02:24:34,479 --> 02:24:43,600 » Um, well, I don't see it that way. Uh, the last time we had to amend the 1885 02:24:40,479 --> 02:24:49,200 budget in order for Miss Forbes to complete an application that was 16 and 1886 02:24:47,040 --> 02:24:56,080 change. Now, 1887 02:24:51,280 --> 02:25:00,120 $30,000 into one point 126 is what number? 1888 02:25:02,430 --> 02:25:09,120 [snorts] >> I don't have a calculator. 1889 02:25:06,000 --> 02:25:10,960 » They didn't give it to me in school. >> 42. 1890 02:25:10,080 --> 02:25:12,319 » How much? >> 42. 1891 02:25:11,680 --> 02:25:14,720 » 42. >> I don't think we were set on that 1892 02:25:13,439 --> 02:25:17,200 30,000. I think it's just we're still massaging that number, right? I don't 1893 02:25:16,479 --> 02:25:22,160 think we're set on that. >> Well, I think that I Are you you're 1894 02:25:19,120 --> 02:25:26,080 referencing the Rap right now? >> Okay. I was still Okay. Other other 1895 02:25:24,800 --> 02:25:29,120 line. Okay. Yeah. Down payment. Not the down payment. Yeah. Okay. 1896 02:25:27,040 --> 02:25:30,640 » No, no, no. That's that's the renovation program. 1897 02:25:29,920 --> 02:25:34,960 » Yeah. >> Yeah. That's I got it. We got it. 1898 02:25:32,720 --> 02:25:39,359 » That was adopted this year. And Miss Forbes spent 1899 02:25:37,359 --> 02:25:45,200 I think she had 30 applications or something like that at $30,000 each. 1900 02:25:42,399 --> 02:25:50,000 Some may be less, some may be more, but what I heard her tell us, she spent all 1901 02:25:47,600 --> 02:25:51,840 the money or allocated the money. So therefore 1902 02:25:51,520 --> 02:25:55,520 uh >> and this is how we cover those 1903 02:25:53,359 --> 02:26:01,200 allocations that have not been paid to carry this money forward. 1904 02:25:57,439 --> 02:26:05,920 » Okay. So the hundred,000 then that needs to that needs to be upped in order to 1905 02:26:04,080 --> 02:26:09,920 meet come up with some round number at $30,000. 1906 02:26:08,160 --> 02:26:17,439 Otherwise she's going to be coming back saying I can only do 9.75 1907 02:26:13,280 --> 02:26:23,359 and we have to find money for the 75. So, the program, I'm sorry, the program 1908 02:26:21,120 --> 02:26:29,280 allows for up to up to 30,000, but not all applications receive that 30,000. It 1909 02:26:26,080 --> 02:26:33,520 is contingent upon the um quote and the scope of work that we get from the 1910 02:26:30,800 --> 02:26:38,880 approved general contractor. So, some folks got a the full 30,000, but there 1911 02:26:36,160 --> 02:26:42,640 are some that got as small as 10,000. It really just depended on the scope of 1912 02:26:40,319 --> 02:26:45,840 work that that they did. That being said, if the will of the board is to 1913 02:26:44,160 --> 02:26:48,640 increase it to a rounder number, we can definitely do that. I just want to offer 1914 02:26:47,200 --> 02:26:52,000 clarity that not everyone got specifically 30,000. 1915 02:26:50,640 --> 02:26:57,760 » No, I was talking about the down payment. The budget says 100,000. So if 1916 02:26:55,439 --> 02:27:00,319 you allocate 30, it's not a round number. 1917 02:26:59,677 --> 02:27:05,520 [snorts] >> Correct. So it would be in the the in 1918 02:27:02,240 --> 02:27:09,920 the same thread as the rewrap that not every application will receive the 1919 02:27:07,439 --> 02:27:13,120 entire 30,000. It will be based on the amount of funding that's available as 1920 02:27:11,760 --> 02:27:17,600 well as the amount of funding that they are requested and eligible to receive. 1921 02:27:19,680 --> 02:27:29,520 So the carryover amount of 319 and 253 has some incumbrance attached to it. Is 1922 02:27:28,800 --> 02:27:32,800 that right? >> Yes. At least for the rewrap. I 1923 02:27:31,680 --> 02:27:37,840 » Yeah. Not the 253. >> Yeah. The rewrap did. The 253 is kind of 1924 02:27:35,120 --> 02:27:41,600 new reallocation. >> All right. But the down payment 1925 02:27:39,120 --> 02:27:48,720 assistance program that's being presented to us now. So that was not in 1926 02:27:45,280 --> 02:27:52,960 the 26 budget as a as a carryover. >> It is in the 26 budget as a carryover, 1927 02:27:51,120 --> 02:27:56,399 but it was provided to you as a reallocation. 1928 02:27:54,800 --> 02:27:59,399 » So no money has been spent. >> Correct. 1929 02:28:00,080 --> 02:28:08,160 » Okay. So the my original argument stands it should be a round number in in order 1930 02:28:04,800 --> 02:28:12,800 for Miss Forbes to have an even amount of applications relative to $30,000. 1931 02:28:11,600 --> 02:28:16,720 But that's what the assumption that every single applicant spends 30,000. 1932 02:28:15,120 --> 02:28:22,240 » Well, the budget has to be made on some assumptions and what I'm hearing 1933 02:28:18,640 --> 02:28:25,040 » and this one is already >> and we're not really sure we're 1934 02:28:23,439 --> 02:28:30,080 massaging that still. We haven't decided if we're going to get 30,000 20 like 1935 02:28:27,359 --> 02:28:34,560 we're still kind of massaging that from my understanding. 1936 02:28:32,319 --> 02:28:36,960 » But I I understand your position. I think is 1937 02:28:35,359 --> 02:28:41,280 » because these numbers will change as we get to November or if we have additional 1938 02:28:38,640 --> 02:28:45,439 meetings to work these around to where we find new priorities where we choose 1939 02:28:43,200 --> 02:28:48,960 to pivot. If we want different land, if we want new bathrooms, if we want new 1940 02:28:46,960 --> 02:28:54,640 sidewalks, all these numbers will adjust, 1941 02:28:51,280 --> 02:29:00,240 if we want them to. Okay. So, the extra 299, 1942 02:28:58,232 --> 02:29:04,399 [snorts] is there an appetite to put some into Alonzo Park for bathrooms and 1943 02:29:02,560 --> 02:29:08,240 some added to sidewalks? >> It is. I was going to bring that up. 1944 02:29:06,399 --> 02:29:11,439 Definitely the um Alonzo William Park, the outside bathroom. I know it was 1945 02:29:09,760 --> 02:29:17,040 something we had discussed once before. So, I I thought we were getting like a 1946 02:29:13,760 --> 02:29:21,680 um a estimate on that. I remember we talked about it one time. Remember? I 1947 02:29:19,040 --> 02:29:24,800 think I asked for it before. 1948 02:29:23,040 --> 02:29:31,280 Chris Richtor with the parks and rec department. Uh we did get some prefab uh 1949 02:29:28,640 --> 02:29:33,200 estimates ranging anywhere from about 250 to 300. 1950 02:29:32,800 --> 02:29:35,760 » Okay. >> So pre prefabs 1951 02:29:35,040 --> 02:29:40,720 » prefab >> either four or six uh stall uh prefab. 1952 02:29:39,200 --> 02:29:42,479 » What does that I'm so sorry. What does that look like? I don't like prefab. 1953 02:29:42,240 --> 02:29:45,280 Like >> it's basically a a concrete uh prefab 1954 02:29:44,479 --> 02:29:49,680 building. >> Um depending on you can do four or six 1955 02:29:47,680 --> 02:29:55,600 stalls. Is it similar to what we have like Northwest Recre the um u 1956 02:29:53,520 --> 02:29:58,319 » think of like the concession stand? >> Yeah, the the smaller concession stand 1957 02:29:57,200 --> 02:29:59,920 between the uh fields. >> Okay, it looked like Okay, that's what 1958 02:29:59,600 --> 02:30:01,359 Okay, >> correct. 1959 02:30:00,319 --> 02:30:03,920 » I just want to make sure my head >> still a legitimate building. [laughter] 1960 02:30:02,479 --> 02:30:06,479 » Okay, wait a minute. What >> did that cost us? 1961 02:30:05,280 --> 02:30:10,880 » I'm not sure on that one. >> What did that cost us 1962 02:30:08,080 --> 02:30:14,399 » by the amphitheater? >> I'm not certain on those. I know the 1963 02:30:12,399 --> 02:30:17,920 most recent ones the estimate came back depending on if you're doing four, six, 1964 02:30:15,840 --> 02:30:20,880 eight stalls, concession stand, no concession stand, those were about 250 1965 02:30:20,160 --> 02:30:23,520 to 300 or so. >> So I think at 299 reallocate like 1966 02:30:22,880 --> 02:30:25,680 » get us where we need to >> get us where we need to be. 1967 02:30:24,240 --> 02:30:28,560 » And keep in mind that is just the building. So there is going to be some 1968 02:30:26,800 --> 02:30:32,319 cost associated with getting power, water, sewer connected. 1969 02:30:30,960 --> 02:30:34,479 » We'll put a bid out for it. That's >> well the money is in there for the 1970 02:30:33,760 --> 02:30:39,439 water. >> Yeah, we got the 54,000 already for 1971 02:30:36,000 --> 02:30:42,160 that. of 299 to the >> Alonzo were your bathroom. Okay. 1972 02:30:41,280 --> 02:30:47,240 » Bathrooms. >> Okay. 1973 02:30:43,600 --> 02:30:47,240 » So, make that change. 1974 02:30:47,520 --> 02:30:53,920 » All right. Final questions, comments from the board. Adjustments. 1975 02:30:52,160 --> 02:30:58,120 All right. We'll do public comment. Anyone from the public wish to speak? 1976 02:31:00,479 --> 02:31:08,160 Again, I I I just want to thank all you guys uh uh what you're going through 1977 02:31:05,600 --> 02:31:14,000 trying to get everything lined up. But the comment that I have I have is you 1978 02:31:11,520 --> 02:31:20,640 had a public comment come up saying where this CRA dollars should be spent 1979 02:31:17,840 --> 02:31:27,200 with a member roof saying that where it's definitely we need sidewalk. We do 1980 02:31:23,600 --> 02:31:31,280 uh we got kids, but this this Lorenzo William Park uh I I remember one 1981 02:31:29,680 --> 02:31:36,160 commission meeting we was talking about we need to find more revenue because we 1982 02:31:34,319 --> 02:31:43,040 don't know what's going to happen with these tax dollars with amendment three. 1983 02:31:39,280 --> 02:31:48,479 So you got to you got to look around for money and by fixing up Lor Resa William 1984 02:31:46,160 --> 02:31:53,680 Park by putting a parking lot out there. It's the same way that we use CRA money 1985 02:31:51,040 --> 02:31:59,840 up at Jason Dwelling with putting over the canvas over the stage. If we put a 1986 02:31:57,920 --> 02:32:05,280 park out here, if we put a parking lot out here and fix the field up, put a 1987 02:32:02,800 --> 02:32:10,240 bathroom out here, then we start drawing events out there. If we start drawing 1988 02:32:07,920 --> 02:32:15,040 events out there, we start the city start bringing in a revenue. 1989 02:32:12,880 --> 02:32:20,800 It's not a hindrance. It's something that can help the city and and and and I 1990 02:32:18,720 --> 02:32:25,359 really I really think like I said I appreciate what everybody doing and I 1991 02:32:23,280 --> 02:32:32,640 think a lot of residents will but you know I think we we need we need to get 1992 02:32:27,600 --> 02:32:36,880 away from the language that um you know it's 1993 02:32:34,160 --> 02:32:42,240 not I'm looking at one we're looking down through a lens. We got to see the 1994 02:32:40,000 --> 02:32:47,840 whole picture. And the whole picture is we can make you 1995 02:32:44,960 --> 02:32:54,080 can make Lorenza William Park be a great revenue for the city and it 1996 02:32:52,000 --> 02:33:00,120 would pay for itself. All you got to do is invest in it. 1997 02:32:56,560 --> 02:33:00,120 » Thank you, Mr. Bell. 1998 02:33:06,640 --> 02:33:13,520 » Sylvester Hall. A couple things. I know I mentioned before that we should have a 1999 02:33:11,040 --> 02:33:18,560 CRA director because we're winging everything and we 2000 02:33:15,680 --> 02:33:21,920 really need expert advice. So, I'm going just throw that out. Throw that out 2001 02:33:20,160 --> 02:33:27,920 there again. We should have a CRA director. And I'm just curious why we 2002 02:33:25,680 --> 02:33:31,359 didn't have the meeting in city hall because 2003 02:33:29,520 --> 02:33:35,280 when we trying to look at the numbers, I didn't want to be rude and come up and 2004 02:33:33,680 --> 02:33:36,880 you know and try to look at numbers and then we got 2005 02:33:36,080 --> 02:33:40,960 » renovated >> here. Well, they looking and they can't 2006 02:33:38,399 --> 02:33:42,479 see the numbers. So, I'm just kind of, you know, wondering why we didn't have 2007 02:33:42,080 --> 02:33:43,439 any. >> They're [clears throat] renovation. I 2008 02:33:43,120 --> 02:33:45,280 think >> they're renovating. 2009 02:33:44,000 --> 02:33:49,840 » Renovating it right now. >> They're renovating chambers. Okay. 2010 02:33:48,160 --> 02:33:52,479 » I hope they hurry up because this is pretty much unsat, you know, for 2011 02:33:51,359 --> 02:33:56,640 somebody back there and they're looking at the figures and they're trying to 2012 02:33:53,920 --> 02:33:58,960 look at the figures with you guys. You really can't do it. 2013 02:33:57,760 --> 02:34:02,560 » But what's important is that this is posted previously. It's online. You can 2014 02:34:00,880 --> 02:34:04,479 look on your phone, zoom in, iPad, print out. 2015 02:34:02,960 --> 02:34:07,760 » Anybody don't have time to go online when they come in and they come into the 2016 02:34:06,160 --> 02:34:11,280 events. They haven't done that. So that's why you got it up here now. If 2017 02:34:09,600 --> 02:34:14,399 you didn't, you just take it down and we need it because everybody go online. 2018 02:34:12,880 --> 02:34:17,359 » But there is access to it. I want to make sure that it's known access. 2019 02:34:15,920 --> 02:34:21,439 » Yeah, I I understand that. But I'm just saying like here we now and everybody's 2020 02:34:19,040 --> 02:34:27,720 sitting in trying to look it be more presentable where we have where 2021 02:34:22,800 --> 02:34:27,720 everybody can look at the figures. Um 2022 02:34:28,000 --> 02:34:35,439 uh it's it's a hard balance when we look at 2023 02:34:32,960 --> 02:34:41,840 things and it's just dependent on one person vision. Uh it's it's sad when our 2024 02:34:38,800 --> 02:34:48,399 country feel like uh investing in people is not an a return on your investment. 2025 02:34:46,399 --> 02:34:52,080 It's very sad when we feel like an investment on people. and we have some 2026 02:34:50,560 --> 02:34:55,760 great people coming out of the city of Apopka 2027 02:34:54,080 --> 02:35:01,439 and we're saying that an investment on those people is not a return on our 2028 02:34:57,840 --> 02:35:05,840 community. That's sad. That is really sad. Thank you. 2029 02:35:03,439 --> 02:35:09,000 » Thank you, Mr. Hall. Anybody else wish to speak? 2030 02:35:13,760 --> 02:35:26,399 » Okay. The CRA community redevelopment agency was created under statues 163. 2031 02:35:21,600 --> 02:35:34,560 A popka CRA was established in 1993. Now resolution 9316 ordinance 783 if I'm 2032 02:35:30,640 --> 02:35:40,080 not mistaken to fist blight aging infrastructure 2033 02:35:36,640 --> 02:35:47,680 and some housing shortest. This CRA cover 633 acre district. It's just not 2034 02:35:43,680 --> 02:35:53,920 one side. It's the north and the south. This is founded by task increasment 2035 02:35:50,720 --> 02:35:58,560 increments financing which is tiff DI if everybody understand. So the northwest 2036 02:35:55,680 --> 02:36:03,840 side didn't have this kind of money that was TDT money task uh mean tourist 2037 02:36:02,000 --> 02:36:10,160 investment. Now where the money goes 2038 02:36:07,280 --> 02:36:15,600 commercial first framing according to the law 2039 02:36:12,720 --> 02:36:22,800 commercial infrastructure priorities a street case the downtown Apok trail fase 2040 02:36:19,120 --> 02:36:29,120 improvements grant for businesses public and business support initiatives 2041 02:36:25,920 --> 02:36:35,040 this will drive private investment and growth the task base that funds 2042 02:36:31,840 --> 02:36:39,920 everything else. I like the parking lot idea. That's actually one of my ideas 2043 02:36:36,880 --> 02:36:44,640 for a long time. I hear it now. Yes, it needs to be in Apka. What we call South 2044 02:36:42,319 --> 02:36:49,600 Aoka, but it's not really it's a puffka. We never really had a south aka if you 2045 02:36:46,880 --> 02:36:55,280 look at our legislation. Yes, it will been bring people there and it will 2046 02:36:51,439 --> 02:37:02,080 connect us. But the CRA money most and foremost goes for commercial development 2047 02:36:58,560 --> 02:37:05,800 to bring private investment into our muchneeded downtown. 2048 02:37:05,920 --> 02:37:09,399 » Thank you, Miss Burkel. 2049 02:37:16,160 --> 02:37:23,920 » Christine Moore, 141 South Central. I want to encourage you uh applaud you I 2050 02:37:21,280 --> 02:37:28,640 should say that um a couple of years ago the county put the city of Apka on a 2051 02:37:26,880 --> 02:37:34,880 probationary period because the money was not being spent and the and they 2052 02:37:32,080 --> 02:37:39,040 really don't have uh the legal right to tell you how to spend the money. You 2053 02:37:37,280 --> 02:37:44,160 really make those decisions but there are best practices and the FRA website 2054 02:37:42,000 --> 02:37:48,640 is terrific. If you've never looked at the winners from the last few years, 2055 02:37:46,000 --> 02:37:53,120 you'll see in many many cities and I'm going to be heading up to Pensacola for 2056 02:37:50,240 --> 02:37:57,200 a strong towns meeting um how they use the money to revitalize their downtown 2057 02:37:55,200 --> 02:38:01,600 and you do have to balance the residential from the commercial and 2058 02:37:59,439 --> 02:38:05,760 you've got an added burden knowing that your tax base may be cut in a couple of 2059 02:38:03,920 --> 02:38:10,479 years and there's talk at the county of reducing your funds in half. So, this 2060 02:38:08,160 --> 02:38:13,760 budget really really matters. It could be your final budget. I don't know. I 2061 02:38:12,399 --> 02:38:18,240 don't know how that's going to pass and I'm not at the county to tell you if 2062 02:38:15,840 --> 02:38:23,280 they'll continue. Um, your plan has really not been formally updated since 2063 02:38:20,560 --> 02:38:27,280 2017 and that might have been something you could have done. And I'd encourage 2064 02:38:25,600 --> 02:38:30,720 you, some people might disagree with me, but I would encourage you to take some 2065 02:38:28,960 --> 02:38:34,240 money out to go to those conferences because I think if you go to the 2066 02:38:32,160 --> 02:38:37,760 conferences for FRA, you're going to see the best practices all over the state 2067 02:38:36,240 --> 02:38:41,920 and how they spent the money and how it's brought ROI. And I just want to 2068 02:38:40,160 --> 02:38:48,800 address the one comment. You know, this is governed by Florida statute. It came 2069 02:38:45,359 --> 02:38:53,040 in back in the 1970s when the cities were dying, and that's a whole another 2070 02:38:50,240 --> 02:38:58,319 long story, to help you revitalize these downtown areas. And so, it isn't meant 2071 02:38:56,080 --> 02:39:02,000 for every expenditure. There are certain things that'll bring ROI, and you can 2072 02:38:59,920 --> 02:39:06,640 check, it'd be nice every year if you came back and said, "We invested this 2073 02:39:04,479 --> 02:39:11,120 and look at the property values and the extra revenue." So, you're supposed to 2074 02:39:08,319 --> 02:39:15,840 be investing so that the downtown brings more revenue in the future. You're 2075 02:39:13,600 --> 02:39:21,200 trying to make dollars. You're trying to encourage the private sector into 2076 02:39:18,479 --> 02:39:25,600 investing. And so, again, if you have a chance to take that FRA course or go to 2077 02:39:23,600 --> 02:39:29,439 a conference, some might say you shouldn't spend money on conferences, 2078 02:39:27,120 --> 02:39:32,880 but boy, it's a great place to learn and it's a difficult job. I thank you for 2079 02:39:31,120 --> 02:39:36,200 what you're doing. >> Thank you, M. 2080 02:39:37,040 --> 02:39:48,800 I want to speak of what that uh Christine say. I know Andranet you um 2081 02:39:44,399 --> 02:39:54,640 actually invested in the FRA membership the city of Apovka 2082 02:39:51,120 --> 02:40:00,479 um under the economic development is on the conference. It's a wonderful 2083 02:39:56,800 --> 02:40:07,439 conference and I asked a few of the commissioners about going to that 2084 02:40:03,359 --> 02:40:13,840 conference and seeing what other cities are doing with the CRA funds. 2085 02:40:11,200 --> 02:40:20,800 So I actually recommend there is also online courses. I'm a member of that 2086 02:40:17,120 --> 02:40:26,800 online concert courses and our former attorney Mr. Shepard is one of the guest 2087 02:40:24,240 --> 02:40:30,640 speakers on the conference. >> Thank you, Miss Sprinkle. 2088 02:40:29,120 --> 02:40:34,160 » He's our current attorney. >> He's our current attorney. 2089 02:40:32,399 --> 02:40:37,840 » He's still He still works Rusters. I want to make sure that's 2090 02:40:35,359 --> 02:40:40,080 » I don't need him upset right now. He's current. 2091 02:40:38,399 --> 02:40:41,920 » My current [laughter] fire. 2092 02:40:40,800 --> 02:40:44,560 » Yeah. >> Got rid of him. 2093 02:40:42,960 --> 02:40:47,600 » Thank you for your comments. Anybody else? Want to make sure there's any 2094 02:40:45,600 --> 02:40:55,200 opportunity where the CR C8 come from? 2095 02:40:52,479 --> 02:41:01,680 tax interal incremental finance. >> It's the tax dollars that they set out 2096 02:40:57,840 --> 02:41:06,080 from the citizens. Correct. >> It's tax dollars. 2097 02:41:03,120 --> 02:41:12,720 » It's tax dollars. So, what I'm saying is I I understand that we need to make a 2098 02:41:10,160 --> 02:41:17,680 public beautiful. It need to be the beacon on the hill. It need to be the 2099 02:41:14,319 --> 02:41:22,080 blueprint of Central Florida. But then if we going to do that off the 2100 02:41:20,479 --> 02:41:28,399 back of the citizens, off the taxpayers's money, 2101 02:41:24,479 --> 02:41:35,200 we should we should be able we should be able. I I I don't I don't understand all 2102 02:41:32,080 --> 02:41:40,560 the push back about all this money going this way. And when when taxpayers 2103 02:41:38,720 --> 02:41:47,600 can see some of their money out the CRA going up 2104 02:41:44,319 --> 02:41:53,920 to Jason dwelling and not just downtown for the downtown 2105 02:41:50,800 --> 02:41:59,040 center uh uh uh the beautifification of downtown. It is and this is the 2106 02:41:56,960 --> 02:42:05,280 disconnect with the city. will separate the city. 2107 02:42:02,560 --> 02:42:09,920 What you do and and and my in my experience, 2108 02:42:07,280 --> 02:42:15,680 you can you can fix all this on this side. I'm saying 2109 02:42:12,319 --> 02:42:20,960 downtown or whatever. The way you fix it is just simply do what you do on that 2110 02:42:17,920 --> 02:42:26,720 side. Let's do it downtown. And right here, this is a part of the city, the 2111 02:42:24,240 --> 02:42:32,880 facade too. just bring in but and just don't just 2112 02:42:29,120 --> 02:42:37,920 don't shut people out just because uh uh um 2113 02:42:35,439 --> 02:42:42,720 Miss Miss Moore just said you guys are in charge of this. You spend the money 2114 02:42:39,840 --> 02:42:48,240 the way that you see fit and only thing I'm saying is that see 2115 02:42:45,200 --> 02:42:51,680 fit to treat this side like you do that side. That's all I ask. Thank you. 2116 02:42:50,880 --> 02:42:55,040 » Thank you. >> We don't spend dollars. 2117 02:42:53,680 --> 02:42:58,240 » Yeah. Let me just correct that. We've not spent the dollar. It's illegal to 2118 02:42:56,479 --> 02:43:01,439 spend dollars CRA dollars outside of the district. So, not a dollar of CRA funds 2119 02:42:59,920 --> 02:43:04,080 have gone anywhere outside of the district. 2120 02:43:01,920 --> 02:43:09,280 » I know all of all what I'm talking about is in the district. I know what the CRA 2121 02:43:06,560 --> 02:43:11,200 district from from Tit Street. >> Yes. So, all the dollars have stayed 2122 02:43:10,640 --> 02:43:15,280 here. >> Yeah, I know. Okay. I know where it go. 2123 02:43:13,120 --> 02:43:20,399 » Okay. Uh uh real quick when we come to the meetings uh the CRA map it should 2124 02:43:18,640 --> 02:43:25,359 always be we should always have a map here so everybody can just see the ones 2125 02:43:22,720 --> 02:43:29,680 who don't know the exact CRA zone that map should be here so everybody can see 2126 02:43:27,920 --> 02:43:33,520 and when we talking about things that have worked and things that didn't work. 2127 02:43:31,680 --> 02:43:39,120 Now I know we spent a whole lot of money on a bike trail but can anybody tell me 2128 02:43:36,880 --> 02:43:44,240 what type of revenue it brought into the city of Apopka? 2129 02:43:41,359 --> 02:43:49,600 Do anybody have any factual revenue or what revenue say factual figures? What 2130 02:43:47,359 --> 02:43:54,560 money was brought into the city of Apaka from the bike trail? 2131 02:43:53,040 --> 02:43:58,000 So that's what I'm saying. When we spending money, let's look at how we 2132 02:43:56,319 --> 02:44:00,479 spending and what is the return for the city. Thank you. 2133 02:43:58,960 --> 02:44:05,040 » Thank you, Mr. Hall. >> Sir. 2134 02:44:01,760 --> 02:44:09,200 » All right, we'll close public comment. >> We're closing public comment right now. 2135 02:44:08,000 --> 02:44:12,800 Thank you for the public for the feedback 2136 02:44:10,720 --> 02:44:17,359 and the passion. Uh members, any final comments, 2137 02:44:15,359 --> 02:44:22,000 adjustments, changes? Again, keep in mind we will be able to pivot and meet 2138 02:44:20,240 --> 02:44:25,359 as often as we need to to make sure this budget is changed to what to the benefit 2139 02:44:23,680 --> 02:44:29,600 of the residents and making sure that this is maximizing taxpayer dollars 2140 02:44:27,359 --> 02:44:35,120 through the increase in uh property values, taxable property values. So, 2141 02:44:32,560 --> 02:44:41,439 final comments, questions, concerns. The only thing I would I would recommend is 2142 02:44:38,080 --> 02:44:49,279 um to visit what uh member Drago had mentioned in terms of 2143 02:44:44,319 --> 02:44:54,080 um the funds that are remaining from the plot of land that we were not going to 2144 02:44:51,520 --> 02:45:00,000 purchase for the restrooms for Alonzo Williams, but also to add those 2145 02:44:57,760 --> 02:45:06,560 additional costs that he was discussing. I think it came out to like 126,000 2146 02:45:03,760 --> 02:45:10,319 for for the sidewalks. >> So that would come, you want to take 2147 02:45:08,160 --> 02:45:12,880 that out of the contingency, the 126,000. 2148 02:45:11,920 --> 02:45:16,160 » So >> because they're already using the 299 to 2149 02:45:14,399 --> 02:45:19,520 move move already. >> Yeah. 2150 02:45:16,560 --> 02:45:24,000 » 299 is going to the Alonzo Williams restroom. 2151 02:45:20,399 --> 02:45:27,680 » Yeah. Just anything that we may have left over, 2152 02:45:25,760 --> 02:45:30,880 » it would fall into the contingency. >> Yeah. Whatever contingency, we use that 2153 02:45:30,080 --> 02:45:34,319 towards >> take 126 out of contingency and put for 2154 02:45:33,200 --> 02:45:37,680 sidewalks. Okay. >> And here's my only concern with that. 2155 02:45:35,680 --> 02:45:41,040 I'm fine with that. Not that I'm one, but my point is 2156 02:45:39,439 --> 02:45:44,479 » we can throw into sidewalks and a general sidewalk fund all day. Let's 2157 02:45:42,960 --> 02:45:46,960 start to prioritize this. Let's create a list of what sidewalks so that action 2158 02:45:45,760 --> 02:45:48,960 starts to get done. I think that's >> yes, 2159 02:45:47,840 --> 02:45:52,479 » that's what we really need to be doing is making sure that these are we can 2160 02:45:50,560 --> 02:45:56,399 allocate funds all day, but it's getting getting the uh the prioritization and 2161 02:45:54,240 --> 02:46:00,240 then a plan in place and timeline. So, what may be beneficial too, and I'll 2162 02:45:58,240 --> 02:46:04,319 work with staff to do this, is once this is approved, really back into timelines 2163 02:46:02,560 --> 02:46:07,600 of what this looks like, have ownership in it, and uh we'll be able to provide 2164 02:46:06,399 --> 02:46:10,399 updates from there of what this actually looks like because some of this, to be 2165 02:46:09,200 --> 02:46:13,040 very honest, some of this stuff will not be able to get done this fiscal year. It 2166 02:46:12,000 --> 02:46:16,720 just won't with staffing. Even though we've allocated it, staffing won't 2167 02:46:14,960 --> 02:46:19,840 staffing time just won't allow it. So, let's have a real conversation what that 2168 02:46:18,160 --> 02:46:23,680 looks like and what we can accomplish so that residents and this board's 2169 02:46:21,359 --> 02:46:29,200 expectations are set properly. And I guess my other question is um is the 2170 02:46:26,479 --> 02:46:32,720 redevelopment plan online for the public to see? 2171 02:46:30,479 --> 02:46:35,760 » Yes, it's required. It must be online. >> Okay. Just want to make sure. 2172 02:46:34,640 --> 02:46:41,760 » Any final comments? >> The CRA maps on there, too. 2173 02:46:40,479 --> 02:46:46,479 » The map is included. Okay. >> I know I but I carry this. So, with 2174 02:46:44,080 --> 02:46:48,880 every time I copy, I carry this. >> All right. All right. Well, I'll look 2175 02:46:47,359 --> 02:46:53,760 for a motion to approve resolution number 2026-02 2176 02:46:51,520 --> 02:46:55,279 with the adjustments that were made by members. 2177 02:46:54,640 --> 02:46:59,920 » So moved. >> Moved by member Drago. Second by member 2178 02:46:58,000 --> 02:47:02,271 Anderson. All those in favor say I. >> I. 2179 02:47:00,240 --> 02:47:04,880 » All opposed. Motion carries unanimously. [clears throat] 2180 02:47:02,800 --> 02:47:08,000 » And as usual, I'll make the appropriate changes and send it out to the um 2181 02:47:07,439 --> 02:47:11,479 committee. >> Thank you. 2182 02:47:08,319 --> 02:47:11,479 » Thank you. 2183 02:47:11,920 --> 02:47:20,120 » Please. Thank you. Uh next up, uh we're going through a staff report of design 2184 02:47:17,120 --> 02:47:20,120 standards. 2185 02:47:24,080 --> 02:47:28,040 » Come in. Thank you. 2186 02:47:28,479 --> 02:47:32,240 Bear with me here. We're getting used to our 2187 02:47:30,640 --> 02:47:34,640 » Yeah, she's working on it over here. >> As hard as she's got it. 2188 02:47:34,000 --> 02:47:38,960 » Okay, >> quicker. No, I'm kidding. 2189 02:47:36,479 --> 02:47:44,000 So, while she's while she's doing that, um, so we added the staff report section 2190 02:47:41,680 --> 02:47:47,120 to the CRA meetings just for future to update you on anything that's been 2191 02:47:45,439 --> 02:47:52,560 outstanding. And it was referenced during uh a few CRA meetings ago about 2192 02:47:50,479 --> 02:47:57,920 establishing a form of design standards with our assistance programs or any 2193 02:47:54,640 --> 02:48:03,359 future assistance programs we we have. So, we went back and and kind of talked 2194 02:48:00,720 --> 02:48:08,080 it over um with community development of what that would look like, including a 2195 02:48:05,120 --> 02:48:15,040 color palette, and realized that it was a lot more involved um than we thought 2196 02:48:11,920 --> 02:48:20,720 it was going to be. And so, we're also going um at the simultaneously 2197 02:48:17,600 --> 02:48:25,120 attempting to update our master plan. So, our master plan's not been updated 2198 02:48:22,319 --> 02:48:30,000 since 2017. best practices say they should be updated every five to six 2199 02:48:27,200 --> 02:48:33,840 years. Um we have also updated the county that is our intention to update 2200 02:48:31,600 --> 02:48:38,479 our master plan as well because as we come up with new programs um or projects 2201 02:48:36,800 --> 02:48:42,640 it has to be included in our master plan that is that is a requirement and so we 2202 02:48:41,120 --> 02:48:48,720 want to make sure that we are doing everything that is um in line um and 2203 02:48:46,319 --> 02:48:52,960 transparent. So there's a whole kind of memo that talks about the process, but 2204 02:48:50,479 --> 02:48:58,319 the basic suggestion is that we would update the design standards along with 2205 02:48:55,680 --> 02:49:02,960 the master plan update simultaneously. That way we maximize the consultant that 2206 02:49:00,640 --> 02:49:08,640 we use. We've already been working with our um the finance department through 2207 02:49:04,800 --> 02:49:13,439 the procurement division. Um so we have established that scope of work. um it is 2208 02:49:10,960 --> 02:49:19,120 going through the process now that are ideally we'd like to have that out on 2209 02:49:15,359 --> 02:49:23,840 the street and be ready um to start the beginning or near the beginning of the 2210 02:49:21,040 --> 02:49:27,680 fiscal year. That is the intention. So I just wanted to provide the board an 2211 02:49:25,200 --> 02:49:34,240 update as far as that's concerned. And then I also wanted to let you know that 2212 02:49:30,720 --> 02:49:37,920 um uh the FRA has established uh redevelopment week. This is the first 2213 02:49:35,840 --> 02:49:42,080 time they've done it. Um, for those who are unaware, I am on the FRA board and 2214 02:49:40,399 --> 02:49:45,680 so this is their first year that they have come up with a redevelopment week 2215 02:49:43,520 --> 02:49:49,840 for the purpose that CRAAS every couple years seem to come under attack and this 2216 02:49:47,760 --> 02:49:53,279 is an opportunity to showcase some of the work that they've done. So 2217 02:49:51,120 --> 02:49:57,920 redevelopment week is September 14th through the 18th. We have scheduled a 2218 02:49:55,279 --> 02:50:03,439 proclamation to be done um um at a future city commission meeting. 2219 02:50:01,120 --> 02:50:07,920 Um, and then we'll also be working with our communications department to help us 2220 02:50:06,160 --> 02:50:12,880 um, market some of the work that we've been doing. And then I also wanted to 2221 02:50:10,080 --> 02:50:20,560 update you as far as the rewrap program. We have 20 homes that have been 2222 02:50:15,680 --> 02:50:24,560 completed as well as um, funded. I have seven invoices, not including those 20 2223 02:50:22,960 --> 02:50:30,000 that are sitting on my desk right now um, to be processed. So in total that 2224 02:50:26,880 --> 02:50:34,080 would be 27 homes out of the 35 um that have been completed to date. 2225 02:50:32,960 --> 02:50:39,359 » Excellent. >> And lastly, if you are interested in the 2226 02:50:36,960 --> 02:50:45,120 FRA conference, it's in Charlotte Harbor this year. The dates are October 20th 2227 02:50:41,600 --> 02:50:48,800 through the 23rd. Um I will be presenting um this year. We'll be 2228 02:50:47,200 --> 02:50:52,640 partnering with the city of Barto to talk about uh small business 2229 02:50:50,240 --> 02:50:56,960 redevelopment. Um, but if you are interested or you're interested in any 2230 02:50:54,000 --> 02:51:00,720 sort of classes, um, uh, I can definitely help you with that. I made a 2231 02:50:58,880 --> 02:51:04,640 note that I will set up accounts for each one of you. So, you will be 2232 02:51:02,080 --> 02:51:07,120 included in future FRA newsletters where they showcase projects that other CRAAS 2233 02:51:06,640 --> 02:51:10,160 are doing. >> Is it grants for that? Do they have 2234 02:51:08,640 --> 02:51:12,800 grants? I know some Do they have grants for us to attend? 2235 02:51:12,399 --> 02:51:15,120 » Oh, >> they do not. 2236 02:51:13,760 --> 02:51:19,439 » Probably not going in. Okay. >> They do not at the conference. Can I 2237 02:51:17,279 --> 02:51:24,080 will it be online? >> So, they have started doing 2238 02:51:22,399 --> 02:51:28,000 they have started doing their through their academy some professional 2239 02:51:25,279 --> 02:51:32,960 development that they do online. So our attorney Cliff Sheffer is also the FRA 2240 02:51:30,720 --> 02:51:37,359 uh attorney. He offered one on CRA dos and don'ts that was free. It was 2241 02:51:34,399 --> 02:51:41,359 recorded. I know I sent it to um to one of two of you that weren't able to 2242 02:51:38,960 --> 02:51:45,040 attend. Um so those courses they have been offering for free for their 2243 02:51:43,040 --> 02:51:50,880 academy. Those are not free. I think they're like $4.95. Um, we I did put in 2244 02:51:48,000 --> 02:51:55,439 actually the future FY2627 budget some classes for staff because I 2245 02:51:53,680 --> 02:51:59,600 have inherited staff um and they do need to be trained on what what it is in 2246 02:51:57,279 --> 02:52:02,479 terms of uh redevelopment and dos and don'ts. So that is something that we're 2247 02:52:00,720 --> 02:52:06,640 doing as far as future planning and capacity building. Um so all of this is 2248 02:52:04,800 --> 02:52:10,640 just kind offormational purposes so that you are aware if you're unable to attend 2249 02:52:08,800 --> 02:52:13,760 I'll be more than willing to sit with any one of you and we can kind of drill 2250 02:52:12,160 --> 02:52:16,560 down on some things that you may have questions about. 2251 02:52:15,439 --> 02:52:20,319 » Awesome. Thank you for the update. Any final 2252 02:52:17,920 --> 02:52:24,160 comments from board members? U >> the memo [clears throat] that was 2253 02:52:21,439 --> 02:52:29,840 submitted um on the design standards altruistically I 2254 02:52:26,720 --> 02:52:34,880 agree with it. What I didn't see 2255 02:52:31,920 --> 02:52:40,160 was the uh which I hope would be included when you find a a consultant 2256 02:52:38,240 --> 02:52:44,399 that a visioning process would be done first for the residents and the 2257 02:52:42,080 --> 02:52:50,479 businesses to have input and then that input gets translated into a set of 2258 02:52:46,560 --> 02:52:57,040 development codes without loopholes without loopholes. Secondly, 2259 02:52:53,920 --> 02:53:02,160 um it's been the city's practice that if they hire a consultant to come in and do 2260 02:53:00,080 --> 02:53:07,600 these design standards, codes, and whatever, they accept the same 2261 02:53:05,600 --> 02:53:12,080 consultant to work for the private sector to represent the private sector 2262 02:53:10,080 --> 02:53:15,920 relative to the city on the same codes they designed. I consider that to be a 2263 02:53:14,319 --> 02:53:19,439 conflict of interest. So, whatever consultant you hire, they get a choice. 2264 02:53:18,000 --> 02:53:23,520 Either work for us or work for the private sector. You can't have it both 2265 02:53:21,200 --> 02:53:23,520 ways. 2266 02:53:24,080 --> 02:53:34,120 And Mr. Chair, um, is the business retention and expansion program still 2267 02:53:31,120 --> 02:53:34,120 valid? 2268 02:53:34,399 --> 02:53:39,600 » Forbes. >> Can you be a little more specific? What 2269 02:53:37,760 --> 02:53:45,040 BRE program under the CRA are you referring to? 2270 02:53:41,680 --> 02:53:49,279 » Couple of meetings ago, I asked about a a program that your former predecessor 2271 02:53:47,600 --> 02:53:54,000 developed which was known as economic gardening. She named it business 2272 02:53:51,600 --> 02:53:58,960 retention and expansion program. The former mayor said he would get with you 2273 02:53:55,840 --> 02:54:03,279 to go over the program. So is it still valid? Still not just economic 2274 02:54:01,680 --> 02:54:06,240 gardening. I I do remember you asking that question. I spoke to my former 2275 02:54:04,640 --> 02:54:11,680 predecessor and she confirmed that there was no formal program that was created. 2276 02:54:09,279 --> 02:54:15,680 We do practice BR or business retention and expansion. There are several 2277 02:54:13,359 --> 02:54:18,560 components to it. Um, one of the things off the top that we've been doing is a 2278 02:54:17,359 --> 02:54:20,960 business survey because it's very difficult to create programs for 2279 02:54:19,600 --> 02:54:24,240 businesses if we don't speak directly to our businesses and find out what their 2280 02:54:22,160 --> 02:54:29,840 needs are. One of the roadblocks we've been hitting is participation from our 2281 02:54:26,000 --> 02:54:35,040 businesses. So, I would say February of this year, January, February, we sent 2282 02:54:32,479 --> 02:54:39,840 out this survey. Um, to date, we've gotten about 28 responses, 2283 02:54:38,080 --> 02:54:43,200 just to be to be clear. So that is something again I will work with our 2284 02:54:40,960 --> 02:54:47,200 communications team to see how we can um better market that survey because that 2285 02:54:45,359 --> 02:54:50,560 helps us formulate programming that we know our businesses want to participate 2286 02:54:48,560 --> 02:54:54,240 in. Another thing that we've been doing is BR visits and I apologize if I keep 2287 02:54:52,640 --> 02:54:57,520 using acronyms. Business retention expansion visits. That's where we go and 2288 02:54:55,760 --> 02:55:00,720 meet directly one-on-one with businesses and we find out how we can offer 2289 02:54:59,040 --> 02:55:04,399 assistance. So to date I think we've done about 20 or so. I've also been 2290 02:55:02,800 --> 02:55:07,760 onboarding staff at the same time. So they shadow me to see what that looks 2291 02:55:05,840 --> 02:55:10,399 like where business everything is on the table of how we can help you as a 2292 02:55:09,120 --> 02:55:15,520 business. So if you have workforce needs, if you have issues um with uh uh 2293 02:55:13,920 --> 02:55:19,359 financial analysis, if you have issues of how to market, how to get uh future 2294 02:55:17,520 --> 02:55:24,000 customers, we discuss all those things and then we connect them with resources 2295 02:55:21,200 --> 02:55:28,240 that are free or minimal cost and show them how they are able to um move 2296 02:55:26,800 --> 02:55:32,560 forward and then we follow up with them months later to see how how progress has 2297 02:55:30,240 --> 02:55:37,040 been done. So we are starting the process of our BRE program. The growth 2298 02:55:35,040 --> 02:55:40,319 is incremental because we again we first need to do those foundational steps of 2299 02:55:38,800 --> 02:55:46,080 finding out what our businesses need. So then we can track as we go on to see 2300 02:55:42,399 --> 02:55:50,160 were we able to offer assistance. >> Okay. So the newspaper reports then were 2301 02:55:48,319 --> 02:55:56,399 erroneous about the business retention and expansion program. Um I'm a 2302 02:55:53,200 --> 02:56:00,720 proponent that some properties in a city CRA needs to be targeted for 2303 02:55:58,000 --> 02:56:04,439 improvement. So my question is, is Davis Court in the CRA? 2304 02:56:04,616 --> 02:56:08,640 [clears throat] >> Do you have an address of Davis Court? 2305 02:56:06,880 --> 02:56:14,399 » Anybody that wants to answer? >> Nobody has those memorized. 600 plus 2306 02:56:10,800 --> 02:56:17,920 acres. Not sure we have that memorized. >> What was the question? 2307 02:56:15,840 --> 02:56:20,640 » Davis Court. It's right on It's right past the railroad tracks. 2308 02:56:19,120 --> 02:56:22,479 » I assume you know the answer. So let's get to the end of this. 2309 02:56:21,600 --> 02:56:27,680 » All right. So >> where is Davis Court? When you go by 2310 02:56:24,720 --> 02:56:32,319 that facility, that one needs some major improvement 2311 02:56:30,800 --> 02:56:37,040 because if you didn't know it was in the city of Apakka, you would assume it's in 2312 02:56:34,800 --> 02:56:44,000 a foreign country. And those people should have be afforded the uh privilege 2313 02:56:41,680 --> 02:56:48,439 of having their properties improved in order to make their quality of life 2314 02:56:45,439 --> 02:56:48,439 better. 2315 02:56:48,960 --> 02:56:56,640 So, we have printed out door hangers with um the available CRA assistance 2316 02:56:54,399 --> 02:56:59,840 programs that have been approved. We are working with our code compliance 2317 02:56:58,319 --> 02:57:03,520 department and we've asked them as they go out and see properties that are in 2318 02:57:01,439 --> 02:57:06,880 need of assistance that they hang those door hangers up and hoping to get more 2319 02:57:05,680 --> 02:57:11,760 interest in some of the programs that we have available. 2320 02:57:09,439 --> 02:57:18,160 » Thank you. Any other final comments, questions, concerns? 2321 02:57:15,120 --> 02:57:23,720 If not, I'm going to close. All right, we're adjourning. It's 2322 02:57:19,600 --> 02:57:23,720 happening. We're done.
