[1:32] This is about the animal enclosure [1:34] amendment resing only that allows the [1:37] placement of animal enclosures from the [1:40] rear of the yard to the side and front. [1:43] I met with a prominent local realtor, [1:45] Porter team. Ron was his name. They he [1:48] says this was this will affect your [1:53] property values and not in a good way. [1:55] But who cares about property values when [1:58] the PC chair and the mayor live on a [2:00] gated complex with 5 acre plus lots on [2:03] 280 acres? They don't have to worry [2:06] about what is next door to them. Now all [2:10] we have in our area is smelly air and [2:12] dust. Gone is the fresh air. It wasn't [2:15] that way when I moved here in 2009. No [2:19] wonder it is hard to sell property here. [2:21] There isn't any incentive to improve [2:24] one's property. [2:25] Why waste good money on something that [2:27] will not bring back a return? Our mayor [2:31] put into a resolution of a code of 300 [2:34] ft for a nuisance complaint. That [2:36] doesn't help me when I have to roll up [2:38] my windows as I drive by a front yard [2:42] animal enclosure that is overloaded with [2:44] horses, cows, and chickens [2:47] or close my windows when the wind is [2:50] blowing 25 miles in my direction. So why [2:53] is the 300 ft resolution enforced but [2:57] not the code violations? In my [3:00] neighborhood, there have been a [3:01] violation of front animal [3:04] enclosures with chickens and goats since [3:07] August 525. [3:09] The first of three nuisance complaints, [3:11] the last one dated February 2nd, 2026 [3:15] without any response until now with this [3:17] code change. There were other complaints [3:21] but they were over the 300 foot allowed [3:24] allowance according to the code [3:26] enforcer. As a matter of fact in our [3:28] area the animal point system of cleaning [3:31] and of horses and cow pins are not being [3:34] enforced. So, one So, when a complaint [3:38] comes in about a smell or not cleaning [3:41] up after the animal in the front side [3:43] yard, are you going to amend the section [3:46] of the code to eliminate my violation? [3:50] I don't come here without a solution. [3:54] I have one. It is so simple, [3:58] something myself and the majority would [4:00] agree to. Let's have the mayor do one of [4:03] his official Facebook surveys. And the [4:06] question will be, should the town of [4:09] Apple Valley do away with all nuisance [4:12] complaints? No one likes nuisance [4:15] complaints. Residents would rather [4:17] ignore the violation or think it will [4:20] never be next to them or even sell their [4:23] house. To prove my point, let's show a [4:26] show of hands of anyone in the room. [4:29] Nope. anyone in the room or online that [4:32] has ever turned in a nuisance complaint [4:34] or have you verbally complain and was [4:36] told to turn one in. They are not [4:39] enforcing the why bother. [4:43] I looked up several small towns around [4:45] the area, couldn't find one that allowed [4:48] animal enclosures in the front yard. [4:51] There isn't any incentive to prove one's [4:53] property. Why waste good money on [4:55] something that will not bring back a [4:57] return? This amendment is contradicting [5:02] other code and I think it should be [5:05] tabled. For instance, section F states [5:09] 30 ft from the property line. Then the [5:11] amendment G says 10 ft from the property [5:14] line and then 10-02-051 [5:18] of the billing permit says 50 ft from [5:21] the property line. You can't have it [5:24] both ways. Let's be honest, Apple Valley [5:27] code enforcer is not going to enforce [5:29] setbacks anyway. Final thoughts of the [5:32] town. If you're leaving, how much do [8:11] I have to worry about you? You're not a [8:12] registered voter. You're not going to [8:13] live here anymore. But if you're [8:14] staying, I worry about you. And if [8:16] property values go up, you know what [8:18] else goes up with that? Your taxes. So [8:20] remember that. Every time property [8:22] values go up around here, you long-term [8:23] people, your taxes are assessed every [8:26] year. And your property taxes go up. So [8:28] yeah, you may make when you go to sell [8:29] it 20 years from now, you may make [8:31] another 10 20,000. I have a friend that [8:34] bought a house uh 20 years ago and 30 [8:37] years ago in Compton and paid a little [8:39] less than 100,000 for it and now it's [8:41] valued at almost a million dollars. [8:43] 920,000. Never no improvements, nothing. [8:45] just kept it up. So, don't talk about [8:47] property values and animals and some [8:50] junk piles over here. It doesn't really [8:52] affect property values like people think [8:53] it does. So, but if it does, you don't [8:55] want your taxes to go up anyways. [8:59] ยป All right. Yeah. So, this the amendment [9:01] does two things. Allows for allows for [9:03] water meters before a building permit to [9:07] um and then it allows for animals in the [9:09] front and backyards. But I agree with [9:12] the mayor. If you look at item number G, [9:14] it does say setbacks are 10 and 15 ft. [9:16] And then right above in in item F, it [9:19] says uh 30 ft and 50 ft.
