Wheelchairs are [4:31] an important part of how people get [4:36] around, very important part, that's why [4:37] paving the trail is a good idea but [4:40] only half of it so the other half of [4:41] people anybody above 40 and yes I look [4:44] young for my age thank you very much, [4:49] anyone above 40 who may have leg issues [4:50] or ankle issues or knee issues, we [4:54] require soft trails for healthy living. Yesterday morning [5:55] from sunday's heavy rain water was [5:59] cascading the new water features in the [6:00] open space the trail was dry and firm [6:01] and the [indiscernible] made for a [6:06] pleasant walking experience as I walked [6:07] down and up the trail I couldn't help [6:18] wonder littleton issued a contract to [6:19] pave the trail with a 16 foot wide [6:20] swath funded by arapahoe county open [6:21] space funds when the focus group in [6:22] early 2022 overwhelmingly preferred to [6:27] do concrete. A dual surface similar to [6:28] the surface in the greenway and south [6:33] platte park trails. This littleton.org [6:34] states for safety on the greenway the [6:43] trail features a crush stone path for [6:44] pedestrians and wheelchair users along [6:46] with paved for bikers. We got to this [6:49] point in large measure because [6:50] littleton submitted an application for [6:52] open space with false and misleading [6:53] statements to the most troubling [6:57] statements are the responses to [6:58] application question six and 10 where [7:03] littleton stated there was community [7:04] support and no opposition for 16 foot [7:07] wide road and maintenance of the trail [7:08] once paved will be taken over by [7:12] littleton. It [indiscernible] who will [7:16] maintain the paved road. It was south [7:22] suburban who dictated to littleton the [7:23] all concrete design against the [7:24] community wishes based on south [7:25] suburban own false positions that [7:26] [indiscernible] could not be ada [7:28] compliant or plowed and south suburban [7:30] can't maintain a trail adjacent to [7:34] concrete. Arapahoe county has granted [7:37] more than half million dollars in open [7:38] space funds so littleton can pave [7:43] [indiscernible]. In a letter dated [7:45] january 31, 2020 52 arapahoe county [7:49] open spaces littleton stated since the [7:50] project is anticipated to be completed [7:51] outside a two-year grant timeline we [7:56] will notify and coordinate with [7:57] arapahoe county open space for an [8:01] extension request after that contractor [8:02] is selected and schedule is identified. [8:06] the two-year grant expires in september [8:09] this situation triggers in my mind the [8:12] proverb to fit the situation a little [8:19] [indiscernible] allowing littleton to [8:20] deceive us twice shame on arapahoe [8:23] county in 2023 with a false and [8:36] deceptive statements in littleton [8:37] application the paving of the gulch was [8:38] a marginal open-space project at best [8:39] six out of seven recommended projects [8:40] with the truth coming to light in the [8:41] community opposition to the paving [8:42] project arapahoe county should not [8:43] grant an extension to the funding. [8:44] there were worthy open-space projects [8:45] that meet the purpose of resolution [8:49] [indiscernible] that are deserving of [8:50] the limited taxpayer provided [8:52] open-space funds. I'm discussing a situation [9:41] revolving around [indiscernible] records [9:45] [indiscernible] records are listing a [9:46] balance cast in elections ballots are [9:47] given a unique sequential number as [9:48] they are processed at a central [9:55] counting location. Proposition b in [9:56] 2020 was to increase property taxes and [10:00] it passed. It is obvious records and [10:04] ballots continue to be manipulated. [10:09] last year when speaking in front of [10:10] this commission I handed out graphs [10:15] that showed liberal and conservative [10:16] voters danced together in perfect [10:19] timing when casting their votes in the [10:23] 2020 election. One voted up one voted [10:25] up one voted down the other voted down. [10:30] this beautifully executed shows a [10:34] diabolical intent to destroy the [10:36] foundation of our constitution, and our [10:40] right to vote. Article 4 section 4 of [10:44] the constitution guarantees a [10:45] government deriving its power through [10:47] appointment by the people. Manipulation [10:49] of voting is not allowed. There are two [10:54] points of contention. The original vote [10:56] shows manipulation. I'm not talking [11:00] about that today. The second point is [11:01] manipulation of the cast a vote [11:05] records, changed and posted in late [11:09] march 2025. Why are they changing the [11:12] votes in 2025? This without notice to [11:16] the voters. This without verification [11:17] and approval of citizen oversight. This [11:19] with the knowledge I would guess clerk [11:23] john lopez unless she did not approve [11:27] the changes. This change also had to be [11:28] uploaded on a state level, meaning the [11:33] secretary of state most likely also had [11:36] knowledge this happened. It is the [11:37] second piece I'm concerned about, [11:43] manipulation of the crb cvr in 2020 [11:47] that manipulated in 2025 is a blatant [11:51] attempt of the cover-up. Were you [11:52] commissioners aware of this was [11:54] happening? When did you become aware? [11:59] did you act? The changelings of the [12:00] records is a city special district [12:02] county state and national issue. Were [12:09] these entities notified? I'd like [12:12] arapahoe county commissioners to ask [12:15] for clerk lopez resignation, to request [12:16] the department of justice on the fbi to [12:19] step in, this cannot be done in [12:22] colorado because the sos might be [12:26] complicit. Arapahoe county is part of a [12:27] lawsuit in one additional state. It seems to be tied [13:56] in with all sorts of manipulation going [14:01] on, something that needs to be looked [14:04] at, more than just us citizens. Most of [14:10] the record changes, there are notes of [14:15] some experts that noted it, found the [14:21] mistakes, they admitted there were [14:22] mistakes in the cast vote records. If [14:25] they were certified, found mistakes, [14:27] and the person noted on that is out of [14:34] state, out of colorado, what are they [14:35] doing with our cast vote records? It [14:37] seems to be a bigger picture going on. [14:46] [indiscernible] move forward on this, [14:50] we need to get this looked into. We [14:54] will be using whatever method we need [14:56] to get things moving. The last [18:51] part of the pledge we heard about [18:52] liberty and justice for all is the [18:53] reason I'm before you today, the reason [18:56] I have the freedom to come and speak my [19:00] mind, and to speak for thousands of [19:01] others in arapahoe county across the [19:03] state of colorado. It is regrettable [19:10] all of arapahoe county citizens has to [19:11] stand here before you today to address [19:14] a solid fact that most likely not only [19:21] my cast vote in 2020 and thousands of [19:22] others in arapahoe county and across [19:25] the state, were not accurately [19:26] reflected in the cast a vote record of [19:28] the 2020 election. In particular, its [19:32] likely my no vote or my opposing vote [19:37] to proposition b to repeal the [19:41] amendment to the constitution was not [19:42] cast the way I intended for it to be [19:43] cast which was in opposition. As a [19:48] result my property taxes your property [19:49] taxes everybody in this room property [19:53] taxes doubled and tripled as a result [19:57] of that vote. It's been proven by [20:06] numerous analysis, analysts from cyber [20:09] forensic experts to mathematicians that [20:10] something was not right with the cast [20:12] vote record. You have before you an [20:15] article that was written by ed sullivan [20:17] who is in the queue to speak to you [20:20] online, as well as the charts and [20:22] graphs that were printed for you in the [20:27] printed material. This is going to show [20:34] you the mr. Sullivan discovered that [20:35] has basically looped in arapahoe county [20:36] into a lawsuit in nevada, because [20:40] anomalies match the ones he found in [20:42] nevada as well. It's also regrettable [20:45] that county clerk's office and we have [20:50] no idea when you found out about it, [20:54] chose not to go public when the [20:57] anomalies were discovered, to our [20:58] knowledge as early as december 2024. [21:02] why was this put under the rug. Why did [21:09] we keep our heads in the sand about [21:10] this and not come forward to your [21:11] constituents about what has happened? I [21:13] would ask you have the wisdom to read [21:17] the article. I invite you to a national [21:22] press conference this afternoon in [21:23] front of the capital where arapahoe [21:24] county anomalies will be broadcast live [21:25] with the discovery that has been found. Show us [23:24] with our physical ballots what we voted [23:25] for or refund our property taxes. Who [23:29] in the clerk's office change the [23:30] election records need to be charged by [23:33] the county with a class I misdemeanor [23:35] according to crs 113 176 not to mention [23:39] federal charges. The county clerk the da, you the [23:44] commissioners, you were voted in with a [23:49] system, you are between a rock and hard [23:50] place the election laws especially [23:54] those [indiscernible] are at war with [23:56] each other so clerks often cannot obey [23:57] without violating another. You are aware of numerous [26:16] election irregularities in michigan [26:17] pennsylvania nevada arizona and georgia [26:24] among other states and the many [26:25] problems that have occurred within [26:26] accurate voter registration and [26:27] database. The manipulation of votes [26:31] that have been proven to occur with [26:35] voting machines. We are here today to [26:36] demand the arapahoe county [26:39] commissioners appoint an independent [26:40] council to conduct an investigation to [26:45] determine why the cast vote records for [26:47] the arapahoe county 2020 elections were [26:52] changed, and to demand an independent [26:57] written proof of legal certification of [26:59] arapahoe county 2020 elections, as [27:03] required by federal law, specifically [27:05] the law of 2002 help america vote act. [27:11] us commissioners are responsible for [27:12] ensuring our elections follow all [27:15] federal laws and the elections cannot [27:18] be legally certified unless they meet [27:21] all federal laws. And yet as you have [27:24] been told twice before, specifically [27:26] with written resolutions read and [27:27] delivered in person to you by members [27:30] of the united sovereign americans [27:37] elections in colorado and arapahoe [27:38] county have been found using the [27:41] secretary of state official voter [27:42] database to have more errors than [27:46] allowed by law. As a result you are [27:50] illegally certifying elections for [27:51] allowing the elections to be certified [27:54] illegally while being fully aware of [27:55] violations of federal election laws. [28:00] these voting inaccuracies call into [28:02] question the recent vote to repeal the [28:05] gallagher amendment causing property [28:08] taxes to increase. We do not believe [28:11] that votes that resulted in the passage [28:13] of that amendment were accurately [28:16] counted. As a result of the [28:20] manipulation of voting records, [28:21] verification of this vote cannot be [28:24] determined, which clearly violates [28:27] election laws. We ask you to prove to us [28:31] without using the same system that [28:35] created a fake cvr, with paper ballots [28:37] and hand counting, that proposition b [28:44] pass as the accurate will of the people [28:45] or refund our property tax increases [28:50] that was charged. In the [29:47] past several elections held in arapahoe [29:51] county demonstrate that clearly the [29:52] arapahoe county clerk is not following [29:54] federal law and is illegally certifying [30:00] elections. Use of voting machines that [30:01] can and have been proved to be [30:03] unacceptable to internal and external [30:07] manipulation, cannot be used to count [30:09] ballots cannot be relied upon to be [30:12] accurate and do not enable [30:17] verification. Therefore we demand that [30:19] the arapahoe county commissioners [30:23] direct the county clerk to hold future [30:28] elections using paper ballots [30:29] hand-counted and verified at each [30:30] precinct and stop using voting machines [30:32] to count ballots. You are responsible [30:36] for ensuring fair and honest elections [30:37] that meet all federal laws. Egregious [30:42] violations of our elections have been [30:45] proven to you, you are hereby we demand [30:47] you immediately take the steps. Appoint [30:56] an independent council or advisor to [30:57] conduct investigation of how only the [30:59] cvr was changed and why the 2020 [31:04] election was certified legally before [31:07] it did not meet the requirements of the [31:08] 2002 help america vote act. Number two, [31:12] make a ruling to remove new voting [31:16] machines and hold handheld counted [31:18] paper ballots in arapahoe county. [31:21] caution your failure to act to take [31:27] these and other steps to follow federal [31:31] election laws may be you be held [31:34] criminally liable for violating [31:35] election laws and illegally certifying [31:39] elections. We are americans who have [31:42] the right to vote, to choose those who [31:45] govern on our behalf, and face the most [31:50] important right we have. We demand [31:52] election officials follow laws all of [31:53] them not just the ones that want to. [31:55] this includes you arapahoe county [31:58] commissioners, do your job follow the [32:00] law. Please prove to us without using [32:06] the same system that created a fake cvr [32:09] with paper ballots and hand-counted the [32:12] proposition b past as the accurate will [32:13] of the people or refund our property [32:17] tax increases that were charged. My name [32:57] is steve lowery district 1, a resident [33:03] for 45 years. I am a professional [33:06] engineer, I manage contracts for 40 [33:10] years. To essential factors and [33:13] successful contracting and integrity of [33:18] all parties involved. In the cities [33:19] 2023 grant application to arapahoe [33:23] county question number six relates to [33:24] evidence of a transparent public [33:29] process. The cities response mentions [33:32] three events neglects to mention a [33:37] number of participants or the results [33:38] in fact most of the members of the [33:41] public that did participate, did not [33:47] want the concrete trail. In a public [33:49] event in july 2023, with a concrete [33:53] trail shown, only eight people responded [33:56] and they did not want the concrete [34:00] trail. This is hardly a robust public [34:05] process. More importantly, the city [34:06] stated in the application quote, once [34:11] design reaches 90 percent another round [34:12] of public engagement will occur before [34:14] the design is finalized unquote. The [34:19] city never did this public engagement. [34:23] at the staff recent presentation the [34:27] city council, the engineer responsible [34:29] called this a quote oversight unquote [34:34] and indicated the public could look at [34:37] the website. However the website only [34:40] shows a schematic of the project, and [34:42] not the 90 percent design. Such a [34:49] responses does not constitute public [34:54] engagement. Based on polls of over 200 [34:56] members of the public we have conducted [35:00] this year, it is clear have the public [35:02] engagement of 90 percent design happened [35:08] it would show overwhelming rejection [35:09] of the 16 foot wide concrete trail. Despite [38:01] numerous calls and emails, to my [38:06] commissioners and to all of you, we [38:10] have never heard back from you on this [38:15] issue. Well, now we have a scorecard [38:20] for the recent 2024 general elections. [38:27] highly qualified professionals worked [38:30] on this data, the numbers are not any [38:36] better than 2022. I passed this to you [38:39] so you can check. Please look at the [38:43] numbers in the scorecard I provided. [38:46] our elections are not valid simply [38:52] because they don't adhere to the state [38:54] and federal election laws and the [38:58] constitution. I believe it is your [38:59] responsibility to hear us and look into [39:04] it before you approve [indiscernible] [39:05] to the clerk and recorder, yet this [39:10] budget gets approved in our legitimate [39:13] concerns are ignored. We demand fully [39:37] transparent and fair elections that [39:39] follow the law. We have [43:10] impossible data of the citizens have [43:11] been bringing that to your attention [43:14] for years. Is been entered into a court [43:15] case in nevada months ago to show [43:19] patterns of manipulation seen in data [43:20] in many counties across the country. In [43:26] 2024 weeks before the election some [43:27] random assistant professor tells the [43:28] clerk's office there's a problem and [43:29] suddenly they work on it but don't tell [43:31] citizens. It is tremendously bad I [51:48] have given you a flyer it estimates [51:55] using 500 students and children within [51:56] 500 meters of the 32 gas pumps, I won't [52:02] go through all the numbers you have [52:03] direct cost attributed cost indirect [52:04] cost intangible costs. I listed them [52:08] for you. $50,000 per year for 50 [52:12] students affected by asthma. Asthma 10 [52:15] percent of children in the us have [52:17] asthma. It's a good number to work off [52:20] of. The second thing is, I want to read [52:24] to you based upon the health impacts. I [52:28] want to read to you a petition. The [52:37] petition letter states, you have it in [52:39] front of you, public health to costco [52:44] fuel center near schools. Public health [52:47] we the signatures of the petition ask [52:52] for stopping costco 32 gas pumps. I [52:57] have 280 signatures now on the petition. [53:03] we respectively petition arapahoe [53:04] board of county commissioners to deny [53:07] or relocate the proposed fuel center [53:09] with 32 pumps, which is currently [53:13] planned to be constructed within 500 [53:14] meters of two schools elder care and [53:18] neighborhoods. It's ridiculous that was [53:27] approved. The proposal poses a [53:29] significant health risk to children [53:30] particularly through benzene foc [53:33] exposure. Elevated asthma as I just [53:37] told you the cost. We are local [53:43] citizens in arapahoe county who attend [53:44] schools here in this area would be [53:50] exposed to even during school hours and [53:53] outdoor activities. Instead [57:19] council majority repeated a fear when [57:20] any modifications to plans oversights [57:21] and deficiencies would make department [57:22] secure for the whole project and now it [57:23] appears city staff misled citizens and [57:28] council [indiscernible] and trail users [57:32] and respect the mineral gulch setting [57:35] itself. Citizens come from the city [57:39] would have easily met mobility goals by [57:42] a dual trail design and the hard [57:48] surface trail among the trees growing [57:49] between the existing trail mineral [57:52] avenue city staff denied that [58:00] feasibility [indiscernible] it appears [58:01] the cities rejection of some recreation [58:04] signs and reason logic represents a [58:07] disregard for citizens and recreational [58:08] trail users and I like. Last but not [58:11] least it was argued the project had to [58:13] proceed without delay due to highway [58:16] safety concerns at the pedestrian [58:23] crossing [indiscernible] but warning [58:24] signs further downhill to give adequate [58:29] advance warning would immediately [58:32] reduce the risk. That is a very important [1:09:42] aspect to me, and to all of the [1:09:44] residents of arapahoe county regardless [1:09:45] of their station or ethnicity or [1:09:46] religion, they are welcome here. I am [1:09:52] proud to offer the proclamation [1:09:59] establishing may 2025 as asian american [1:10:01] pacific islander heritage month.
