[10:00] Distance.
[10:28] Testing?
[11:28] Okay, before we start, the City Council has met in closed session and provides the Fallen
[11:49] report out.
[11:50] By a five to zero vote, the City Council has agreed to settle with the Field Brook Glendale

[12:18] Good evening and thank you for viewing the March 18th meeting of the Arcade of City Council.
[12:23] The City Council meeting is being held as a hybrid meeting with both in-person attendance and
[12:28] teleconference access via Zoom.
[12:31] The City of Arcade acknowledges that the land we are located on are the unseated ancestral
[12:37] lands of the Weot tribe.
[12:39] The land that Arcade of Reson is known in the Weot language as Goudini, meaning over in the
[12:45] woods or among the Redwoods.
[12:48] Best actions by local and state federal government remove the Weot and other indigenous
[12:53] peoples from the land and threaten to destroy their cultural practices.
[12:57] The City of Arcade acknowledges the Weot community, their elders both passed and present
[13:03] as well as future generations.
[13:05] This acknowledgment seeks to aid in dismantling the legacy narratives of settler colonialism.
[13:11] If you would like to join me for the flag salute, I pledge allegiance to the flag of the
[13:19] United States of America and to the Republic for which it stands one nation under God indivisible
[13:27] with liberty and justice for all.
[13:30] All right, will the City Clerk please do roll call?
[13:37] Mayor White.
[13:38] Vice Mayor Atkins Salazar, here councilmember Matthews, here councilmember Schaffer, here
[13:44] councilmember stillman, all present.
[13:47] Thank you for that.
[13:50] All right, if you wish to make a comment during the meeting either for individual agenda item
[13:55] or during the second oral and written communication period under agenda item 11, there are three
[14:00] ways to do so.
[14:02] One, if you are in here in person, please line up behind the podium when that item you would
[14:07] like to speak on is accepting public comment too.
[14:11] If you are logged into Zoom, click the raise your hand when it is time for public comment on
[14:16] the item that you wish to speak on and three, if you are on the phone press star nine on your
[14:22] phone to raise your hand and when it is your turn, you will be prompted to dial star six on your
[14:28] phone.
[14:29] For these items, we will be taking in person public comment first, then move to online comments.
[14:35] We will not be going back and forth, so if you are wanting to comment, please line up
[14:39] at the podium or raise your electronic hand as soon as the public comment is requested for
[14:44] that item.
[14:45] Now, before proceeding with this evening's agenda, I am asking that we make an agenda modification
[14:52] to new business so that we can move item E, adopt resolution number 256-5, demanding an immediate
[15:00] And to the United States is rally war against Iran. To the beginning of new business as item A. Tonight, I expect that several members of our public will desire to speak on this resolution and do not want to make them sit through the entire meeting in order to do so.
[15:18] May I have a motion to modify the agenda to move the new business item E, adopt resolution number 2, 5, 6, 5, 0 demanding an immediate and to the United States is rally war against Iran to be placed at the beginning of the new business as item A.
[15:34] Okay, I'm just wondering if we were expecting everyone to be here and since they're not, I feel like I'm wondering if we should, you know what I mean, I don't want people to miss it.
[15:49] We got some hold business, though, to get through.
[15:51] So is it able, are we able to make a modification later, if people show a modification?
[15:57] I think typically now would be the time, but you do have two ceremonial matters and then you also have the consent calendar, so there's a little bit of time.
[16:05] So I think putting it at the beginning of new business and then there'll be oral comment to so it'll come in new business, which will be, you know, it seems like probably at least 15 20 minutes from now.
[16:14] So I will proceed then with ceremonial matters and we'll keep it in the order that it was before.
[16:20] At the pleasure of the council.
[16:23] I'll leave it up to the people who proposed.
[16:25] No, I think moving it to the top of the new business that will still do old business before that and consent and everything else.
[16:30] I think that gives, you know, ample time, so again, yep, so move to move item E to the top of the new business.
[16:37] Okay.
[16:38] All right, so we'll begin with the protocol.
[16:41] We need a motion.
[16:42] That's motion.
[16:43] We need a second in the vote.
[16:44] Yeah.
[16:45] I'll second.
[16:46] Okay.
[16:47] We have a motion from Sarah and a second from council member Matthews.
[16:54] Do we need to do a quick local.
[16:56] Okay.
[16:57] So all in favor say.
[16:58] I.
[16:59] I am.
[17:00] So the motion passes.
[17:01] Okay.
[17:02] Great.
[17:03] Thank you.
[17:04] All right.
[17:05] All right.
[17:06] Thank you.
[17:07] Okay.
[17:08] All right.
[17:09] So that brings us to ceremonial matters.
[17:11] Proclamation in recognition of sunshine week March 15th through the 21st.
[17:16] 2026.
[17:19] This certificate of appreciation will be read by council member Matthews and will be accepted by
[17:27] Bonnie Oliver.
[17:28] Please say.
[17:30] Whereas sunshine week is a national nonpartisan initiative to start dialogue on the importance of open
[17:36] government and the freedom of information who supporters are conservative, liberal and from every group in between.
[17:42] And whereas an open government is vital to establishing and maintaining the people's trust in their government and in the government's ability to serve the people effectively.
[17:51] The free flow of the information keeps government process honest and robust.
[17:55] Sunshine week empowers people to play an active role in their government at all levels and strengthens their access to information that makes their lives better and their community stronger.
[18:05] And whereas the League of Women's voters of humble county supports the goals of sunshine week and provides our residents with nonpartisan education through public forums publications and presentations assist with voter registration and encourages participation and government.
[18:20] Now therefore be it proclaimed that the city council of the city of Arcada here by recognizes March 15th through 21st, 2026 as sunshine week and encourages all residents to educate themselves about the government process that affects their lives.
[18:34] And that stated March 18th to 2026 signed by Mayor Kimberly White also remind everybody that the ray of sunshine awards are tomorrow night and 530 to 730 at the Eureka theater is a proud access humble board board member I will be there and this will be accepted by Bonnie Oliver.
[18:59] I will make sure to get this start. Sorry, thank you.
[19:10] Thank you.
[19:11] All right, population and recognition of two spirit celebration and appreciation day March 20th, 2026 and this will be accepted by Alexis Viaga and it will be read by council member.
[19:27] We're as originating from indigenous communities of Turtle Island, the concept of two spirit denotes a unique cultural identity that includes various sexual and gender expressions intersecting with indigenous LGBTQIA plus identities and people who hold diverse culturally significant roles in the respective communities.
[19:46] And whereas two spirit day of appreciation and celebration is already recognized in humble county as a as of a 2024 proclamation by the humble county board of supervisors.
[19:55] The city of Arcada the city of Eureka as well as for years in communities across Canada including the cities of Vancouver city of Vancouver the province of British Columbia the city of Saskatoon and many indigenous to spirit and non indigenous community based organizations across Canada occurring annually on the spring equinox symbolizing the harmonious balance between the length of day and night and moving from a time of dormancy to a season of newness growth and light.
[20:20] And whereas there are nine federally recognized tribal nations along with a large community of indigenous people from around the nation and around the world within humble county including those who recognize two spirit people within their cultures and languages such as the weots.
[20:33] Tribes term and solotalk of goomel which means both together.
[20:37] Now therefore be it proclaimed that the city council of the city of Arcada here by declare Friday March 20th, 2026 as two spirit celebration and appreciation day and encourages all residents to learn about two spirit traditions and communities.
[20:49] Today, some in the courage to stand up and speak out to interrupt to interrupt racism, sexism, homophobia and transphobia, when it occurs.
[20:57] And to listen with patience and empathy to get an environment for learning and understanding of each other regardless of what we look like where we come from or who we love that is dated today March 18th, 2026 and signed by our mayor Kimberly White.
[21:14] Thank you.
[21:28] Thank you.
[21:32] Hi.
[21:33] My name is Alexis Villagas.
[21:35] My pronouns are he him.
[21:36] I am a staff member and use advocate for your humble.
[21:39] I also reside on unceded weotland and I am detribalized for my Mesoamerican ancestors as a result of centuries long colonialism and misdisseur.
[21:49] I'd like to thank the city of Arcada for demonstrating their support by showing up for the local to spirit community today and passing our proclamation to celebrate to spirit celebration and appreciation day, which lands on the spring economics of Friday March 20th.
[22:03] This alignment of to spirit day with the spring economics is meaningful, marking the end of winter and the start of spring.
[22:10] This matters because the spring brings out profound change, the celebration of new beginnings and signals a time of rebirth, equity and brightness.
[22:19] We live in unprecedented times with eyes receiving an unjust amount of power to racially profile and target people of color and now transgender people.
[22:28] To the quote unquote patriotic rewriting of American history and schools nationwide and the constant attacks on transgender people's rights to live and express freely without legal repercussions.
[22:40] There is an increasingly hateful movement that has been fostered by a bigoted administration.
[22:45] In turn this has emboldened both governments and individuals to act on their ignorance, putting marginalized communities at even greater risk.
[22:54] Among the arduous list of marginalized communities being scapegoated on federal and local levels through the rollback of human rights is the two spirit community who are among the most vulnerable.
[23:06] Despite these scary times, we still have the chance to be on the right side of history.
[23:10] It starts with the recognition of the rights and dignities of local to spirit people in history, a celebration of the resilience of the community to survive genocide on various fronts throughout centuries.
[23:22] Now is the time to raise awareness, educate, and celebrate the reintegration of two spirit and indigekir people and to recognize two spirit and indigekir people as vital members of society.
[23:34] We have honored to spirit appreciation and celebration day for the last two years in Humboldt County now going on three.
[23:40] A proclamation is just one of many steps, but we have the momentum granted by the previous two years to keep this celebration alive and inspire others across the nation to do the same.
[23:51] Educate yourself on the meaning of two spirit and the history, support the local to spirit and indigekir community and businesses and acknowledge whose ancestral land that you recite on.
[24:01] Thank you.
[24:07] Thank you.
[24:09] Okay, that brings us to item five report by Commission committees.
[24:14] Don't believe we have any this evening and then item six staff reports all report shall be specific limit to city business and shall not request early to city action by the council at this meeting and I believe we do not have any staff reports this evening is that correct.
[24:32] No, we don't have agenda that brings us to oral and written communications.
[24:36] This is the early time limited the city council values your comments public comment period allows people to address the council on matters not on the agenda.
[24:45] This early section of public comment is limited to a 15 minutes and speakers are limited to two minutes each.
[24:53] If you prefer to have a full three minutes of time for your public comment this item is continued at the end of the meeting under item 12 or speakers are granted three minutes.
[25:04] Please know that pursuant to the Brown Act the council cannot discuss or take action on items that are not listed on the agenda.
[25:13] The council may respond to statements there will also be a time to provide public comment on each specific item when that item is being reviewed by council.
[25:24] So please make your way to the podium and I'm just reminder these are for items not on the agenda please.
[25:32] Thank you very much for the opportunity to just each of you so I am here on behalf of Redwood peace and justice coalition just updating you all on the work that we've been doing and that we're doing upcoming so we have just transferred a second round of money for food in Gaza city.
[25:58] During Ramadan this is brings the total we've transferred for this food in Gaza city for Ramadan to 9000 and so this is just one more example of how that we can actually make a material difference to resist genocide here in Arcade of California this has been a collective effort community effort.
[26:22] And we are always building our membership we're out there at the farmers market every week and talking to people at the Palestine talking corner.
[26:34] And we have a second annual humble radical social form so this is something we're very proud of that we're able to do these as an annual event we had a really great time last year on this bring.
[26:55] We're now in speakers and and this this time is is no exception we have a woman Palestinian American lawyer speaking this is April 11 Saturday so coming up in just about over three weeks so.
[27:13] Hoida our off she is going to be addressing us from the global fatilla that's upcoming and she'll be talking to us from Italy right as they set out on their global fatilla to try and break the siege on Gaza.
[27:27] We also have email is a on row who's going to be addressing us from the West Bank is a policy activist.
[27:34] Thank you for your comment next.
[27:39] So regarding the sister city resolution.
[27:43] Well firstly also speaking behalf on behalf of the RPJC please pass this resolution.
[27:51] So I want to stress a point that I have talked about in the past here which is.
[27:58] If the RPJC has been able to transfer so many funds to the people of Gaza and help out so many people.
[28:08] And we've been able to do that completely above board without any legal repercussions.
[28:15] And then the potential concern regarding a sister city about they're being legal issues there clearly that does not apply.
[28:24] If our K to work to come to have this kind of relationship with Gaza city then all that would really change is we'll be able to continue.
[28:35] Getting these funds to these people so that they can survive and this would not this would not present anything of a risky nature.
[28:47] So thank you for learning to speak.
[28:51] Thank you for your comment so if there is no one else in public that like to speak do we have anyone on zoom.
[29:00] Yes we have two hands on zoom.
[29:02] Great thank you sorry three hands.
[29:04] Okay we'll take this thing. Thank you call in user one please go ahead.
[29:14] Call in user one.
[29:17] Hi yes I'd just like to speak about your K to police department lately I've seen them.
[29:27] Working for days at a time on the Plaza during busy times have also seen them.
[29:33] Lightenly running stop signs particularly on G Street I've almost seen them hit people before and I would just like to have them be beholden to the same standard that we as citizens of our caterer beholden to.
[29:49] I think that's not too much to ask for especially because we've been giving them $50,000 bonuses for new hires.
[30:00] So concerned about the environmental disaster that is the blockfire, the remnants of the blockfire down across from humbrews, I can still smell chemicals and char when I walk past there.
[30:17] And so I'd like to think that we, as a city, can come up with the fun one way or another at least start in this direction and focus more on the environment here rather than
[30:29] increase police force. Thank you.
[30:34] Thank you for your comment next.
[30:39] Free Iran, please go ahead.
[30:47] Please unmute yourself.
[30:50] I do hear me. Yes.
[30:53] I'm just here to say that down with Islamic Republic, down with Islamic Republic, down with Islamic Republic,
[31:03] the free Iran, it's a shame that you guys even talk about the stopping this risky omission.
[31:11] This is not a war. This is a war with the Islamic Republic.
[31:15] We are done with that, a stand with Iranian woman, a stand with Iranian people and a stop this madness on it.
[31:23] We are getting, hello, I'm sorry.
[31:26] You are speaking on something that is on the agenda.
[31:30] You will have an opportunity later for that. Thank you for that.
[31:34] Okay, thank you.
[31:38] All right, so that brings, is there one more person or that was the last third?
[31:42] No, they lower their hand. Perfect.
[31:44] All right, so all matters on the consent calendar are considered to be routine by the city council and are enacted in one motion.
[31:51] There is no separate discussion of any of these items.
[31:55] If discussion is required that item is removed from the consent calendar and considered separately.
[32:01] A. Approval to wave reading of the text and consent to read by title only for any ordinance on this agenda.
[32:08] B. Approved the minutes of the city council, special meeting of February 26.
[32:14] Approved the minutes of the city council, special meeting, study session of February 26.

[33:20] Our key to ferry festival to be held on the Arcade of Plaza on June 28, 2026.
[33:26] Will any council member or staff like to remove an item from the consent calendar?
[33:35] Okay, do we have any members of the public waiting to comment on any of the consent calendar items?
[33:42] If so, please line up at the podium now.
[33:45] Be patient hand on Zoom for public comment on the consent calendar items.
[33:50] Thank you. My name is Joanne McGarry.
[33:53] And I just want to say thank you for recognizing when we have very wonderful events on the plaza such as the ferry festival that the city recognizes the great need to support these events
[34:12] and thus giving the sponsorship that will result in their people at the ferry festival and maybe other festivals to come not having to pay the permit fee for use of the plaza.
[34:27] So I just thank you for recognizing how a struggle it is for a lot of people to put on these events and being able to sort of wave those fees by your sponsorship is greatly appreciated.
[34:42] Thank you for your comment. If we have no one else in public, can you tell me if we have any one on Zoom?
[34:49] No, we do not. Okay, thank you.
[34:51] So would any council member at this point have any further discussion?
[34:56] If not, then may I have an motion to adopt the consent calendar?
[35:01] I will. I would still move to adopt the consent calendar. I will second.
[35:05] Okay, so we have a motion from council member stillman in a second from council member.
[35:10] Shafer is there any more discussion before we vote?
[35:13] Otherwise, all those in favor.
[35:16] Aye.
[35:17] And I'm an eyes of a motion passes that brings us to old business.
[35:21] A public carrying to authorize submission of three applications for funding under the state 2025 community development block grant the CDBG program.
[35:32] Can we have a staff report from community development director David lawyer please.
[35:37] Good evening, Mayor and council members. This item will be very brief on.
[35:41] We've had several scoping meetings.
[35:43] Lots of discussions at the council and that resulted in focusing on three applications.
[35:50] And so those three applications are on page package 36 that we're posing based on prior council direction.
[35:59] And so we're asking that you open the public hearing.
[36:02] Accept public comment and then adopt resolution resolution numbers 256-46 authorizing the applications and 256-40 which would identify myself as the certifying officer for NEPA.
[36:19] With that, I'd ask you open for public comment and adopt those resolutions.
[36:24] Okay, thank you for that. So we will be opening up the public hearing.
[36:28] Do we have any members of the public waiting to comment on this item either in person or on Zoom?
[36:35] If so, please make your way to the podium.
[36:39] Anybody on Zoom?
[36:42] Nope.
[36:43] Are you not having to answer?
[36:45] Do you want to comment on this item?
[36:48] Thank you.
[36:49] Hi, my name is Joemaker. I'm just hoping for a little clarification.
[36:52] This is the beginning of a public hearing today and there's going to be ongoing public hearing.
[36:59] Or is this the only time for public hearing on this matter?
[37:02] I'm sorry, it's just a clarification question.
[37:05] It's now.
[37:06] Okay. So I was attending and I appreciate the three items that our city is applying for for the state applications for
[37:16] community development, block grant money.
[37:20] And I just want to say that I've been getting some information.
[37:24] And I'm just saying this is informational from people who are apparently trying to get on the ballot information about transparency
[37:32] and auditing of folks who are recipients perhaps of some of these money.
[37:40] And it may not apply in this particular case because they might be city projects,
[37:45] but it weren't sunshine weeks so I'm constantly thinking about that.
[37:50] So I just appreciate the dedication of staff to come up with this and I hope to God.
[37:56] We get the grants that we are applying for and that we desperately need.
[38:03] Thank you for your comment.
[38:05] Is there anyone else in public that would like to comment on this item?
[38:09] If not, let's go over to see if we have anyone on Zoom?
[38:13] No, we do not. Okay. Great. Thank you for that.
[38:16] All right. So do we have any final comments or emotion from council?
[38:22] Well, I would to move to authorize the mission of the three applications are funding under the state 2025 community development block grant C, DVG program.
[38:32] May I interrupt real quick before you proceed?
[38:35] You want me to change it?
[38:37] There's two resolutions for adoption.
[38:40] I haven't pulled up, Alex. If you don't mind. I'll just go ahead and.
[38:45] Motion to adopt resolution number two five dash 40 authorizing submission of three 2025 C, DVG applications.
[38:55] The resolution number two five six dash four six.
[39:00] The NEPA certified officer for the environmental documents related to applications.
[39:05] Described in resolution number two five six dash 40.
[39:09] Thank you.
[39:11] And just to clarify the first resolution.
[39:14] I heard you say I think two five to six dash 40, but is it just to confirm two five six five six four zero.
[39:24] Thank you.
[39:25] I will second.
[39:29] Before we go to a vote. I know that we.
[39:32] It was it was hard to choose between water meters and housing and I was just wondering director lawyer.
[39:38] If you could share the information that you shared with us at the home of services meeting today, which might help us fill a little bit better.
[39:45] Yeah, thank you. I'm happy to and I did want to make sure that my staff report was brief and so I did gloss over this.
[39:52] Yeah, in putting the application together.
[39:56] We're starting that work already because we have a short timeline.
[39:59] And so we're anticipating your approval of the products that we had talked about in our last meeting.
[40:06] And while we were going through the application process, we realize that there's this time around sort of a heightened necessity for readiness in the CDBG application.
[40:16] And so for projects that are proposing to construct something.
[40:21] The application is actually requiring that you have bid specification ready documents.
[40:27] So a set of plans that's ready to be bid on that, you know, can be taken to the building department and a building permit issued.
[40:35] You have to have completed your NEPA work already.
[40:38] So the environmental work is completed. Everything is done. All the analysis is done.
[40:44] And that's just the threshold requirements to apply.
[40:49] And so, you know, we didn't understand that level of detail when you're making recommendations before.
[40:57] And as it turns out the the growth project, which, you know, still I think is a very good project.
[41:02] Something that, you know, we want to continue to look forward to trying to find some way to fund.
[41:08] It actually would not have been eligible for this particular round because it's just not at that level of readiness yet.
[41:16] And so, you know, it's nice that we have an alternative.
[41:19] And in the water meter project, we still have to, you know, figure out whether or not what we have and what we're able to submit for this particular application for water meters because it is a construction project.
[41:31] We'll meet those thresholds, but I feel a lot more confident in what we have for the water meters and what we had for the growth at this time.
[41:40] So.
[41:41] Great.
[41:42] I personally want to thank staff for your thoroughness and productivity.
[41:46] And your excellent work in preparing these applications, which do align with our planning and our economic development plans.
[41:53] So do we have a second.
[41:58] Stacy, thank you for requesting that update. I really appreciate that. So I'm yes.
[42:07] So we have a motion in a second.
[42:10] So council member still made the motion.
[42:12] We have a second from council member.
[42:13] Sheafer if there is no more discussion.
[42:16] Let's go ahead and vote all in favor.
[42:18] And I vote.
[42:20] I so the motion passes.
[42:23] All right, so that brings us to item B adopt ordinance number one five eight one and ordinance of the city council of the city of Arcada adopting a comprehensive update to the coastal zoning ordinance and resolution number two five six dash five four nine.
[42:39] For a submittal of the local coastal program comprehensive update may we please have a staff report from our community development director David lawyer please.
[42:50] Yeah, first let me just start by saying, woo, woo.
[42:55] I'll also keep this very brief.
[42:58] This would have been on consent, except that we wanted to make sure that we entered into the record under your recommendation bullet number two that you confirm that the amendment made on March four twenty twenty six to strike the word parking from the section reference and this was about the outdoor lighting.
[43:17] And just applicable to parking areas we wanted to be applicable to all areas outdoors.
[43:22] So striking that word parking and that word is stricken in the ordinance will not be included, but we want you to confirm that.
[43:29] And then adopt ordinance 1581 ordinance of the city council of city Arcada adopting the comprehensive update and then also adopting resolution two five six four nine and that is to.
[43:42] To make the application because this is on our regular agenda and appreciate if you open for public comment.
[43:50] Absolutely, so I'm any public comment in person or on mine, if so, please make you wait to the podium.
[44:00] Hi, my name's Joanne McGarry and only because other people who I thought might be here to speak about this.
[44:06] I just want to say woot woot woot in regards to this finally coming to fruition and you know, it's not what everybody wanted exactly and one can never get exactly what you want can't always get what you want.
[44:24] I'm so appreciative of the dark sky initiative of inclusion in this proposal because that is the future and I just want to thank the staff for.
[44:40] The many years effort put into this coastal program local coastal program and may the coastal commission.
[44:50] See fit to approve it.
[44:54] Thank you for your comment. Do we have anyone else in person for public comment for this item if not.
[45:00] Let's move over to Zoom, please. We do not have any hands on Zoom.
[45:04] Okay. Well, I just want to say that if you try real hard, you will get which you need. So thank
[45:09] you, David Lloyd, for all of your work on this for a very, very long time. Any final comments
[45:15] from Council?
[45:18] So do you need two motions? One to confirm the amendment. March 4th to get rid of strike?
[45:24] It's this. I know it's the whole thing, but yeah.
[45:28] Yeah, there's one motion with two separate components to it. The ordinance on the resolution.
[45:33] Well, I remember this back in 2006, 8, 10, we were always working on the council plan.
[45:40] We were one day, it was going to get this far, and I hope that it actually gets approved.
[45:46] So with that I would say, I'm going to read what I think it is, confirm the amendment made to March 4th.
[45:56] To any 26 district that we're parking from this section to 14, dash or point zero eight zero dot D dot one dot C of the coastal zoning ordinance.
[46:10] Adopt ordinance number 1581 an ordinance of the city council of the city of Arcaya adopting comprehensive update to the coastal zoning ordinance.
[46:19] We've reading of tax and consent to read by title only and adopt resolution number two five six dash 49 a resolution to city council of the city of Arcaya
[46:31] authorizing some middle to coastal commission for certification. We pray.
[46:37] I will second that in congratulations David.
[46:42] We do have a motion from council member stillman and a second from council member Matthews.
[46:47] And just to add that this comprehensive update to the coastal zoning ordinance and the local coastal program ensures that Arcaya policies remain consistently state requirements and strengthens our protections for the coastal development.
[47:01] So thank you for all of your hard work on this and so all those in favor.
[47:07] All right, and I'm an ice of emotion passes great woo woo woo.
[47:14] All right.
[47:20] Speech.
[47:23] All right, so that does bring us to new business in accordance with the agenda modification made at the beginning of this meeting.
[47:31] We will now be taking the following item first and we'll then continue with the rest of the items under new business in the order in which they originally placed on the agenda.
[47:41] A adopt resolution number two five six dash five zero demanding an immediate end to the United States is really war against Iran.
[47:51] Can we have a staff report from our city manager merit.
[47:56] And I think I'll defer to council member Schafer who proposed this but the recommendation is that the council adopt resolution two five six five zero demanding an immediate end to the US is really war and I don't have a lot of discussion.
[48:08] It's included in the staff report and I'd be happy to hand that back to the council.
[48:14] Yeah, and I can briefly speak to this.
[48:16] I worked with former Mayor Dave Miserve to put this together.
[48:21] Again, based off of, you know, pretty intense community feedback that I had received about wanting to do something like this and wanting to do it in a more prompt way than we've done previously with other resolutions or other things because I mean it's happening.
[48:36] Now and so I'd love to hear from the public and I have some you know thoughts that I can share later, but let's you know hear from the public first.
[48:43] Okay, so I'm before we make your way to the podium.
[48:46] I would like to see a raise of hands for in person comment and then the same for zoom if we could could the city clerk assistant account for both in person and zoom so that we can allocate time accordingly.
[48:58] So, raise your hand if you're going to be in person help me count real quick one two.
[49:03] Okay, so what's the total number in person?
[49:13] I had eight in person.
[49:15] Okay, and there are four hands raised on zoom.
[49:18] Okay.
[49:19] So, yeah, let's go ahead and do three minutes.
[49:23] Make your way up to the podium, please.
[49:29] Hi, Council.
[49:34] Hi, Council.
[49:35] Thank you so much for bringing this so quickly to a vote on the Council.
[49:41] We don't want to repeat what we've seen in the past.
[49:44] We know the communities for this.
[49:46] I really thank you for taking that to heart and acting on it.
[49:50] We all want peace.
[49:52] I think that's been affirmed in previous ceasefire resolutions going all the way back to Dave Missouri's back to the first Gulf War.
[50:00] So, let's continue in that tradition and get a unanimous vote for it.
[50:05] Thanks again.
[50:07] Thank you for your comment.
[50:08] Next, please.
[50:10] Please take this action to help ends this campaign of aggression against a sovereign nation and it's something to something that I want everybody to keep in mind.
[50:21] About Arcadia's role or potential role within ending this war is Arcadia may be a smaller town.
[50:30] But Arcadia also has a rich history of radical politics.
[50:37] And if the city were to pass this resolution, that would help Arcadia keep up that reputation as a hotbed of protorevolutionary activity.
[50:50] But that's a larger conversation.
[50:54] The point here is please act to help end the killing of Iranians.
[51:02] Thank you for your comment. Next, please.
[51:06] I have two companions of support.
[51:10] My name is.
[51:15] I'm Eileen Mandelbaum.
[51:19] This is Gabe Valle and Judy Foster.
[51:24] And we are here to support this resolution and to thank you very much for considering it and opening it up to public discussion.
[51:33] We are Arcadia residents as well as members of a new indivisible group mobilized Arcadia.
[51:43] Our goal as volunteers is to help local resistance to help organize local resistance to our increasingly authoritarian government.
[51:56] We're doing this by reaching out to our friends, neighbors and others to stand up to the relentless assaults on our rights and well-being.
[52:07] We work to make information sharing easier.
[52:11] We assist other local grassroots resistance groups and civic organizations such as Central Del Pueblo.
[52:19] And we participate in nonviolent peaceful actions.
[52:24] Most importantly, we want to support each other, everyone, during this type of hardship and great peril for our nation and the world.
[52:35] But as we watch other cities push back organizing from the grassroots, we know where our power lies.
[52:44] And you, as our elected representatives, have even more power to influence outcomes and make a difference for all of us.
[52:54] Some claim that by opposing this war by the United States and Israel, we are unpatriotic or even anti-Semitic.
[53:03] This is a false argument of convenience put forward by those who want to intimidate us from defending our bedrock constitutional rights.
[53:12] Meanwhile, this president and his covalve of all the guards are robbing Americans blind while pursuing their reckless expanding fantasies of holy wars of liberation.
[53:25] These are really pursuits for power and greed and war profiteering.
[53:30] I am Jewish. I lost members of my grandparents' generation in the Holocaust.
[53:37] But I support a free state of Palestine alongside a free state of Israel.
[53:42] I cannot support the genocide perpetrated by Israel and Gaza, nor their expanding invasion of the West Bank and Lebanon.
[53:51] Turning those communities into more deficits, we are funding these wars of aggression by invading Iran.
[53:58] Please magnify our voices at this pivotal moment and send us a resolution to Congress.
[54:05] Thank you.
[54:06] Thank you for your comment.
[54:08] If we could just refrain for the sake of everybody here, make everybody comfortable.
[54:15] Come up, please whoever is ready to speak next.
[54:22] I just want to support Eileen. I'm Judy Foster and I'm a member of Mobile ID Arcada.
[54:29] And I'm just so against this war and any wars that are going on today.
[54:37] I would like to see the resolution passed for Arcada to be against it and to save the innocent lives of the innocent people being lost today.
[54:48] And then the future.
[54:50] Thank you.
[54:51] Thank you for your comment. Next, please.
[54:55] Hello, I'm Chip Sharp.
[54:59] Thank you for welcoming people to speak on this.
[55:04] There are a number of federal actions and issues that deeply and broadly affect local communities.
[55:15] But I don't know of any that are more urgent than than this one, though war that's being carried on and escalated against Iran.
[55:26] So I just want to thank you for adopting this resolution and for encouraging citizen engagement.
[55:35] Thank you.
[55:36] Thank you for your comment. Next.
[55:38] Please.
[55:42] And thank you very much for letting us speak on this issue.
[55:45] So thank you for putting this on your agenda.
[55:48] I just want to give a special thanks to Dave Missouri for taking the resolution that we propose and working with you guys and us and getting a draft that is really good.
[55:59] RPGC does endorse this version.
[56:03] And so we hope that you will pass it.
[56:06] And I also would just small suggestion.
[56:12] It could also be added to direct the letter to be sent to the United Nations, especially considering how many times that it seems like the elected officials locally are not actually like in the national government are not actually doing what we want them to.
[56:34] And so the United Nations and it might make a really impact also on that same note, possibly urging the United Nations to hold US and Israel accountable under article two section four, which is basically about the duty not to attack sovereign nation, which the Israel and US has done.
[56:57] And this unprovoked attack on Israel.
[57:00] It really underlines also just how important the work that we've been doing with creating a sister city with attempting to create a sister city with Gaza is because Palestine is being generated by Israel.
[57:16] You know, it's been a continuous war basically from one to the to the next one.
[57:21] It's been a continuous war to the next and this current war threatens us all in different ways, certainly, but the impacts cannot be overstated.
[57:32] I mean, we're looking at potentially very serious impact in our personal budgets with inflation, also paying for wars isn't almost never ending wars.
[57:44] It's hard to imagine where this is headed and certainly it could even escalate beyond what any of us could even imagine.
[57:54] And so it's just so so important that we do what we can to highlight, you know, just how important this issue is to pose war.
[58:03] Certainly, we can feel hopeless, we can feel powerless, right?
[58:08] But it's so important that we come together as a community and vocalize our opposition to this warmongering because, you know, the media wants us to believe that we are powerless, that we have no power that we, we might as well just be quiet, right?
[58:26] But in fact, I think that how much money is spent to different sorts of propaganda to convince us that we are alone, weak and helpless, powerless just shows how we actually do have power so we need to find that power and use it.
[58:44] Thank you for your comment. Next, please.
[58:50] Hi, my name is Joamagari and I normally wear this peace and love dove flag, but I'm holding it in front of the podium for now, because I am, this is the Arcada I want to see some issues that the people of this community really, really care about that the elected officials understand and agree to have discussed in public in an urgent manner because it really is a life or death.
[59:19] Or death matter for so many people in the world and it truly is this ongoing war and the money that are being spent are real threat to our lives here and our way of living.
[59:34] So please, thank you so much for putting this on the agenda for working with some seasoned veterans of the peace movement to understand that Arcada truly is
[59:48] a place of peace that can demonstrate in a small way in a huge butterfly effect that we...
[1:00:00] He can ask for peace in our community and in the world. I am a Catholic, and I am in following
[1:00:10] Pope Leo and his cardinals, especially the ones in Iran and the Middle East, and including
[1:00:17] the American cardinals, who are very outspoken on this issue, very outspoken, and I applaud
[1:00:25] them for their bravery. So this world right now we live in requires courage and bravery, and we
[1:00:34] need to overcome fear. So be not afraid. Please be brave. And thank you. Thank you for the speed
[1:00:43] with which you've addressed this issue, this urgent issue, and please pass it unanimously. That
[1:00:48] will be wonderful. Thank you for your comment. Next, please.
[1:00:55] Hello Council, Dave Miserov. First, I want to thank Sarah for meeting with me, and I think what
[1:01:02] we did in terms of editing the original resolution was to bring it down to focus on Iran, not just
[1:01:10] on everything that's going on in the Middle East, and to focus on the total wrongness
[1:01:17] of this war. War is always wrong as far as I'm concerned, but when you have a totally unprovoked
[1:01:24] attack with no real threat against the United States from Iran, and in total violation of the
[1:01:32] UN Charter of all international law and of the US Constitution, because it was never considered
[1:01:40] by Congress, then there's just no way this war can go on. So I'm really happy that it's on the agenda
[1:01:49] for the City Council. I'm also hoping for a unanimous decision for it. I think there was a comment
[1:02:01] that the beginning of some comments at the beginning of the meeting, which indicate that at least
[1:02:09] one person thinks this is somehow anti that we need to take down the Iranian government, and that
[1:02:17] that's what this is doing. In no way is this war helping to get rid of the Iranian government. It's
[1:02:26] bombing military bases. It's killing members of the Iranian government, but what that does is strengthen
[1:02:35] it, and actually, I believe, makes more likely more slutters of demonstrators than the one that
[1:02:44] occurred about a month ago. It doesn't reduce the chance of that happening, and it doesn't weaken
[1:02:50] the government. Imagine yourself as an Iranian citizen watching the bombs fall down, and if they're
[1:02:57] hitting schools and hospitals, as well as military bases and apartment buildings, it's a very scary thing.
[1:03:08] It's also in no way anti-Semitic. This is anti-war. This is saying, no, we can't attack another country
[1:03:17] with bombs and missiles, especially if they haven't attacked or really threatened us in any way.
[1:03:25] The scariest thing about this, as someone mentioned, is the chance for the fact that we don't know
[1:03:31] where this is going. We have crazy leadership, if you can call leadership, and we don't know where it's
[1:03:38] going, and there's a huge chance for escalation into something much, much more worse.
[1:03:46] So I hope that you will all prove this resolution, and thank you again for putting it on the agenda. Peace.
[1:03:54] Thank you for your comment. Next, please. I would like to pass some, because I sent it to
[1:04:01] the email from the information, and I don't know if you got it, so I have three copies. Can I talk
[1:04:09] after? Yes, our city clerk will bring us. This is the three copies. Did you get my email? I don't know,
[1:04:19] because I sent an email with this copy the night. Okay, but I wanted them, because it's part of what I want to
[1:04:27] talk. So my name is Tamar Kregel. Let me start clearly. I do not support wall. I believe in diplomacy,
[1:04:36] dialogue, and peaceful resolution, but I will not accept a resolution that describes the vision and misinformation
[1:04:43] as a call for peace. Resolution 25650 is not a natural or thoughtful statement. It is a politically
[1:04:52] motivated document driven by individual who presents himself as advocate for peace, but whose
[1:04:59] action consistently tell a different story. Let's be honest about what is happening. The author and
[1:05:06] support of this resolution are part of a movement that would pivotedly target Israel and those who
[1:05:12] identified with it, not through a balanced criticism, but through the formation, distortion, and hostility.
[1:05:19] And I'm giving you references like I am from there. This is not a peace advocacy. It's a coordinated
[1:05:26] effort to delegitimize a country and marginalized member of this community who feel concerned to it.
[1:05:33] A two-poison movement builds bridges. It does not single out one nation. It does not
[1:05:39] to just complex global conflict into slogan, and it certainly does not create an environment where
[1:05:45] people feel intimidated or excluded because of who they are and what they believe.
[1:05:53] Yeah, this is exactly what we're seeing here. In our community spaces, spaces meant to unite us,
[1:06:01] we have seen persistent, one-style-sided political messaging, messaging, messaging,
[1:06:07] that does not invite a conversation, but shut it down. messaging that does not seek understanding,
[1:06:14] but the science blames. We're not to say it's black, and we need to say it's plain-free,
[1:06:21] which Israel is uniquely blame, uniquely blame for global conflict. When Zionists are treated as
[1:06:28] something to be condemned, rather than engage, that causes that cause a saline. This is not activity
[1:06:35] activism. This is prejudice. Historically, Hoshana said danger for this pattern and simplified
[1:06:42] complex problem by signing blames to one people or one nation. It's never and well. It is irresponsible
[1:06:50] to allow this thinking to take root here. Resolution does not represent the majority of this community.
[1:06:58] It represents a loud, organized minority that has been allowed to do this for your comment. Thank you.
[1:07:05] Okay, so we will now move to the four online. Please, Aqua, please go ahead.
[1:07:21] Hi, my name is Megan Lazar. Can you hear me? Yes. I appreciate all non-Iranians on this room to speak
[1:07:30] on behalf of me and Iranian. I am pro-war. My family live there. And for the last three weeks,
[1:07:39] I have not heard of it. Now, you must ask yourself, why is it a nation? All the Iranian are
[1:07:48] fighting Americans are trying to not Americans, but we're trying to convince you why this makes sense.
[1:07:55] You guys have killed the new leader, his father, his child, his wife, and haven't been able to
[1:08:05] strike a deal with these guys for 47 years. What makes it, if you're proposing no war, you have to provide
[1:08:13] a solution. You know, that doesn't make sense. United nation after killing 30,000 people came
[1:08:23] and the Secretary of United Nations congratulated the head of the state on anniversary of
[1:08:29] revolution in Iran. Do not replicate that. A general man said sovereign of Iran, Iran,
[1:08:37] Indian regime is not in the state of sovereign. It's a dictatorship. It's a terrorist.
[1:08:44] And the reason that there is no peace in Palestine is because Iran has been supporting Hamas.
[1:08:53] I take my time off. Thank you. Thank you for your comment. Next.
[1:09:00] Before I move forward, Mayor, in the beginning, we had four hands and went down to three and
[1:09:06] back up to nine. So I just wanted to seek your guidance on how to do it. Yeah, we did make it clear in the
[1:09:12] beginning that if you were to speak to Raise your hand now and so to not set President, we need to
[1:09:17] stick with the original for a place. Thank you. Okay. So in that case, I'll be allowing two more
[1:09:23] speakers since the fourth dropped off. Okay. Thanks. Thank you. I apologize if I missed pronouncing
[1:09:30] your name. Motion gone. Please go ahead. I thank you so much. I just want to say that there is
[1:09:39] a moral issue here that we cannot ignore. The regime in Iran over 47 years has executed
[1:09:47] thousands, crushed, dissident and brutalized its own people. As someone who has been the consequence
[1:09:56] of that system, I do not say this lightly. History has shown us that what happens when the word
[1:10:02] ignores or downpays regime that commit mass atrocities. Before word word two, many believe that
[1:10:11] a negotiation with Hitler could avoid confrontation. And that policy of appeasement did not
[1:10:17] prevent word. It only emboldened it. We saw a different less than incosval war. The international
[1:10:25] community acted to stop mass atrocity. It wasn't perfect, but the intervention saved lives
[1:10:32] and prevented further devastation. So for these reasons, I urge the council to look beyond slogans
[1:10:41] and consider the broader consequences. Peace is not preserved by ignoring danger, but by confronting
[1:10:49] it responsibly. And I respectfully ask you to oppose and withdraw this resolution. Thank you.
[1:10:58] Thank you for your comment. Next, please. Abraham, please go ahead.
[1:11:03] Hi, can you hear me? Yes. Okay, so I'm speaking off the cuff today. I'm here to show solidarity
[1:11:13] with my Iranian and also with my Jewish neighbors. I'm not ready to take a public position on the
[1:11:19] war itself yet. But personally, I hate war. If we get into war, I would like to win. And I know
[1:11:27] that you don't do that by throwing down your arms and surrendering to the enemy. I know somebody said
[1:11:33] that you don't weaken your enemies by killing them. I respectfully disagree.
[1:11:39] And I think if you're going to before you adopt this resolution, we should ask what's the goal here? Do you
[1:11:43] want to end the war? Because if you want to end the war, I think you're going to have to talk to the regime
[1:11:47] in Iran, who does not want to end the war. I think you're going to have to talk to the Iranian people in Iran
[1:11:54] who do not want us to stop defending them. And so, there's complicated stuff here as far as
[1:12:02] do we have a moral obligation to support our allies and uphold our treaties of mutual self-defense
[1:12:09] with our ally Israel? Yeah, I think we do. And I've heard a couple of people say already, you know,
[1:12:15] all of this war is funding Israel's genocide. This is the kind of thing. This is just a foil
[1:12:22] for people to slander the Jews. Again, where it's an opportunity for people to say, oh, Israel's
[1:12:28] committing genocide, and we have to stand against it, how is it a genocide that you want to talk about
[1:12:34] a terrorist regime, a terrorist state, Iran invented terrorism? They invented modern-day terrorism.
[1:12:41] Sully money, I had to look for many, they're gone now. And I watched as our government did nothing to defend
[1:12:48] our citizens as they were kidnapped and held hostage in Gaza by Hamas, which is a proxy of Iran.
[1:12:55] Iran is funding the terrorists. We're not funding Israel's invasion of Palestine by helping Israel
[1:13:05] defend itself against Iran, which is actually the state that's funding the terrorists that are attacking
[1:13:11] Israel. So, Iran is the one funding the terrorists that terrorists are trying to invade Israel still today
[1:13:17] and we're helping them to defend themselves. I don't see an issue with that, you know, especially
[1:13:24] especially if it's going to be an opportunity to slander the Jews yet again. So again, I want the
[1:13:35] war to end as soon as possible, just like everybody else does. But not like this. Thank you.
[1:13:41] Thank you for your comment. Do we have enough? That was it. Okay, great. Thank you.
[1:13:49] Okay, so do we have any final comments or a motion from Council?
[1:13:56] Yeah. Yeah. Great. I will just speak and, you know, just give a couple of reasons why I think
[1:14:03] doing something like this is important and doing it promptly is important. Do I think this is going to
[1:14:09] end any war? No. I don't, I don't believe that. I don't. This is largely, you know, in my opinion,
[1:14:14] it is a largely kind of performative action. But I think performative actions like this are important
[1:14:19] because it provides kind of a temperature check both for the public and for us, right? Like of where we stand
[1:14:24] on some of these issues that are gravely important to people. I also think that it is a local issue because
[1:14:31] as we're seeing our government pull away all of our grant money for different projects as people are losing
[1:14:37] healthcare and benefits are being taken away from people. We're still spending billions and billions
[1:14:42] of dollars for not even what is now called our defense budget. It is our Department of War's budget and it is a
[1:14:47] war budget and that is what we are spending money on as we continue to escalate militarily all across the
[1:14:54] world, which is militarism is a key sign of sliding into fascism and we are doing it.
[1:15:00] Having it constantly as we are talking about how Cuba is going to be next, and we're talking
[1:15:04] about wanting to state Greenland, and we are actively bombing. Yes, a sovereign nation, regime
[1:15:10] change. It should not be the role of the U.S. government to go facilitate regime change every
[1:15:15] time we are not happy with the way that another country is operating and that they don't want
[1:15:19] to operate within our parameters of how we want to run the world and bombing them and
[1:15:25] starting greater regional wars is not going to help create stability in the Middle East. I grew
[1:15:32] up during the Iraq War, and even as I was 10 to 15 years old during that time, I didn't think
[1:15:39] that we should be at war then, and that was even before I knew about the legacy of U.S. imperialism
[1:15:44] and why we go to these wars. I also just believe in our constitution and believe in the powers
[1:15:51] of our Congress to be able to declare war, where is Congress in this and why are they not
[1:15:56] being brought in on these really important decisions that are present in it is unilaterally making
[1:16:00] with the Department of War, again, to bomb and kill people. I think that these are important.
[1:16:09] I'm anti-war. It comes completely from an anti-war and a stance to be able to say, hey, this
[1:16:16] is something that we don't like that our federal government is doing right now, and I think
[1:16:20] that this has come up a lot in the last, oh, gosh, it's only been like a year or a year
[1:16:24] and a half. But again, that our federal government is doing something that is very scary, is not
[1:16:30] largely supported by the citizenry. We are already seeing a president that has a very low approval
[1:16:34] rating that is going down and down. And so again, I was happy to be able to work with Dave
[1:16:41] Miserov on this resolution. I don't have any association with the Redwood Peace and Justice Coalition.
[1:16:45] I'm not part of that group. I am not associated with them. This is something that I believe in,
[1:16:49] because I am anti-war, and I am anti-blooded US military budget. So that's why I wanted to bring this
[1:16:55] forward. And again, council members, Matthews said, if I wanted to get this on the agenda, that she would
[1:17:02] support that. If I worked on it with some folks in the community, so thank you for that. And this is what
[1:17:08] I have brought to you guys. Okay, thank you. Council member, Matthews, would you like to speak on this
[1:17:15] matter? I think the least, the less I say is probably the best, you know, Sarah and I,
[1:17:24] or don't often disagree on, I'm sorry, we don't often agree on things, but I have to say that
[1:17:34] I agree with everything that you said. You know, I said I was support. If she wanted to bring this forward,
[1:17:40] I, you know, I did not sit down and talk to Dave deserve. I was out of town on work business when
[1:17:48] the email came through that this was going on the agenda. So I didn't really have much chance for input.
[1:17:57] Again, you know, I don't expect to wake up tomorrow and see the city of Arcada like ended war, but
[1:18:05] I appreciate all the public comments that we've gotten and all that we continue to get. So thank
[1:18:16] you. I know that, again, this is something that can be very polarizing, but I think that the end,
[1:18:23] we can all agree that, you know, I'm done. Thank you. I'm going to move over to my left now. So
[1:18:34] Stacy? Sure. I would say, you know, I do, there are people that sometimes just don't think
[1:18:42] that we should bring any type of issues like this to our diets and I get that. I'm often one of those,
[1:18:48] but the issue, it is here before us and it's, I absolutely will be voting in favor of this resolution.
[1:18:59] I have no doubt. It's the right thing to do. It's not about that I'm supporting what is going on
[1:19:06] in Iran. It's not that I wish any ill-willed towards Jewish folks. It is about our government acting
[1:19:15] without a process. Council Member Shafers said it well. Our president is going rogue and I don't want
[1:19:24] to support that with my tax dollars. So we do have a right to speak about it. I also don't want any of
[1:19:32] our young people ending up in some type of war there. So it is our duty to speak up about that. I appreciate
[1:19:41] the folks that spoke today. I think that's all I have to say. Well, just watching what's been
[1:19:49] going on in the federal level is actually disheartening. And yeah, I just think we're really off-base.
[1:19:57] It's all, and I have lived through the Vietnam War and through Desert Storm and all the other ones
[1:20:03] because of my age and I just think it's not the way to go. And Kimberly, it's your term.
[1:20:10] So as my fellow council members have stated, I too concur and recognize the seriousness of this matter.
[1:20:21] And so with that, rather than reiterate what everyone else has said since I concur,
[1:20:27] do we have a motion? Yeah, I will make a motion to adopt resolution number 2565O demanding an
[1:20:32] immediate end of the United States is really a work at Steyran. I will second that. Okay, so we have a
[1:20:38] motion from council member Schaefer, a second from council member Matthews, and so let's do all those in favor.
[1:20:46] I and I vote I, so the motion passes unanimously. Thank you.
[1:20:55] All right, so that brings us to item B. We are going to appoint three members to three vacancies on
[1:21:02] the transportation safety committee. We will designate one member to a planning area term ending March 31,
[1:21:10] 2027 and effective immediately and two members to resident terms ending in March 31,
[1:21:18] 2029, effective April 1, 2026. So earlier this evening, we interviewed three candidates for the three
[1:21:27] vacancies on the transportation safety committee. The council will appoint three members to fill these
[1:21:35] vacancies on the committee and I personally want to thank each one of them for stepping up and wanting to
[1:21:43] serve our community in this very important role. So I would like to start maybe on my left this time
[1:21:50] if I could with council member to make a motion. I'd be more than half a discussion or whatever.
[1:21:56] Well, I feel like we have three vacancies and we have three applicants and they all seem like they would be very
[1:22:03] good for this committee and they all have different points of view and I think that's I shouldn't say
[1:22:08] different points of view. They all have different interests which all would be very good for us to have
[1:22:13] on this committee. So with that, if you want to have more discussion out, I'll make a motion and then
[1:22:19] you can all discuss it. Okay, so for the planning area, the term in March 31, 2027, it's effective
[1:22:28] immediately. Similarly, I didn't print out the land. The next is the resident term that's in March 31,
[1:22:38] 2020, 9 effective April 1st, 2026 Samantha Sanders resident term in March 31, 2020, 9 effective
[1:22:49] April 1st, 2026 Jeff Sandler. I just put you in the order we saw you. Could we just do for
[1:22:56] correction? It's Samantha's Latia and I probably but should it but it's not Sanders. I know that.
[1:23:01] Sandra. Okay, great. Perfect. Thank you. So as we interviewed you, what I did is I just put you in
[1:23:10] the order of the interviews. I could switch it around if you prefer, but I think you always have the
[1:23:14] opportunity on these committee if you want to. If you re-appointed when the term ends, so you have another
[1:23:21] opportunity. So thank you very much for your applications and for joining us in the city of Arcada.
[1:23:27] Yeah, I will happily second that and I do, you know, I really appreciate these interviews. I like to
[1:23:33] hear what people think about these committees. I started on a committee and before I am, it could be you.
[1:23:41] Maybe hopefully it will be you one day because some of you were very enthusiastic and it's some really
[1:23:46] great ideas. So thank you for serving. Yeah, I second. So we have a motion from council members.
[1:23:53] Can we take it to the public? Yes. Oh, yes. Absolutely. We will be opening this up to the public. So step on up
[1:24:01] to the podium and thank you for that reminder. Hi, my name is Joanne McGarry and I so appreciate people in
[1:24:07] the community volunteering to serve on committees. I have thought about it but feel like I want to stay here
[1:24:13] at the public podium for the time being, but I totally appreciate those who step forward. But I need a
[1:24:19] little bit of clarification. There is three vacancies and one is for the Planning Commission and two.
[1:24:25] No, no. Okay. One is the planning area. So they don't, they aren't a resident of Arcada and we always have
[1:24:32] that planning commission different committees. Okay. The other two are residents of the city of Arcada.
[1:24:38] Some sorry I didn't clarify that for you. Yeah, so I appreciate that saying it again because people
[1:24:43] watching this or hearing about it later, I just that makes it a little bit clear so that's all I kind of
[1:24:49] wanted to say. So congratulations. Thank you for your comment. Is anyone else wanting to make an in-person
[1:24:57] public comment right now? So let's move over to Zoom. Do we have anybody on Zoom that would like to do that?
[1:25:04] I have one hand raised and just to confirm for the person with the raise hand. This is for
[1:25:11] for vacancies on the Transportation Safety Committee. Please go ahead, Iphone.
[1:25:20] Oh, they're over their hand. Okay. So as Council Member Matthews said that she had also started on a
[1:25:28] committee. I two started up as a Planning Commission for three years. Super excited about our do
[1:25:34] three Transportation Committee Safety Committee members. We do have a motion from Council Member
[1:25:41] Stillman a second from Council Member Matthews. So all in favor. And I say aye. So the motion passes.
[1:25:49] unanimously. Okay. Thank you. I'd like that. All right. Welcome. All right. So that will bring us to
[1:25:58] consider adopting resolution number two five six dash five seven a resolution of the City Council
[1:26:05] of the City of Arcade. Accepting the midyear budget review and approving budget revisions for fiscal year
[1:26:11] 2026 may I have a staff report from our Assistant City Manager. Tata familiar please. Good evening Mayor
[1:26:18] Council members of the public. So midyear comes in March every year and there's just a few things that we do
[1:26:27] with this opportunity. We review the current status of our budget. Check in to make sure that our
[1:26:32] revenues aren't are on where we expect them to be. We check our expenses and where we're going to be.
[1:26:38] What you have before you and the action you're actually taking tonight is on recommendations for budget
[1:26:43] adjustments and this will be projects and anticipated expenditures and we'll also do revenue refinements.
[1:26:49] Most of what you're going to see tonight is actually moving money probably into next year or the year after
[1:26:55] budgets. It's adjustments to our capital program for projects that will not start this year but likely next year.
[1:27:02] We'll also take an opportunity to review where we believe will be at the end of the fiscal year
[1:27:06] and this paved the way for reviewing our budget and getting ready for the budget process for next year for
[1:27:12] 2627. This is just a summary of the total dollars and some of the categories that you're
[1:27:20] asking you to approve with the resolution. I think there's a six or eight page
[1:27:26] exhibit to the resolution that identifies each and every one of these individually.
[1:27:31] But just to kind of give you an idea what that is is the midyear net adjustments,
[1:27:35] which are the two big numbers that the top are really primarily those adjustments to capital projects.
[1:27:43] So what happens is we determine that we're not going to be spending the money this year
[1:27:48] and what that also means is that because many of these are grant funded it means that we're also not
[1:27:52] going to be getting the revenue from those grants because we haven't done the work to get reimbursed.
[1:27:57] So that's really what most of the first two lines the midyear net adjustments are about.
[1:28:03] We also at the beginning of the fiscal year we roll some purchase orders and budgets from the prior year
[1:28:10] forward to be finished and you'll see about $2.6 million of that in this resolution.
[1:28:17] We have one council approved use of fund balance and that happens to be the reconnecting
[1:28:21] arcade a project where we didn't receive the funds this year from the $3 million grant, but the council
[1:28:27] actually approved general fund use for those dollars. We've got some that are offset by revenue.
[1:28:33] You will notice if you look at the two numbers there, one is $1.6 million and the expenses only 400.
[1:28:40] That actually happens to be correcting an error that happened when we approved the budget last year
[1:28:46] we missed a revenue number for a grant and then we've got some new supplemental budget items and there I'll show
[1:28:53] those on the next page, but there is a little bit of revenue that offsets that.
[1:28:58] These are the projects that are really new projects that are being recommended.
[1:29:03] As part of the budget, there's about $665,000 coming from your general fund and the remainder
[1:29:11] is coming from some of your smaller funds for special uses. We've got an emergency repair at 11th
[1:29:18] in B Street. We've got additional bike share stations including 10 e-bikes. We've got a facilities master
[1:29:24] plan to pay the way for some long-term planning for all of the city facilities. We've got
[1:29:30] two floor replacements for kitchens at food works and this is necessary for those to be
[1:29:35] to have the ability to use those as kitchens for preparing food. We've got $113,000 in a combination
[1:29:45] of EOC response. This is really looking at what we need to have on hand as far as supplies and equipment
[1:29:51] to respond to those emergencies and about $20,000 in some fire related expenses that the city
[1:29:57] incurred. We've got $32,000.
[1:30:00] Cyber security for IT systems, 20,000 in green waste during the transition from the 1383 and the prior system.
[1:30:11] And then we've got some miscellaneous traffic signs and utility box murals as just wrapping that up.
[1:30:18] Just really quickly. I did want to point out sort of the impact of these changes to your budget. Again, what you're seeing is the reductions on both the expense and the revenue side.
[1:30:28] You'll see each type of fund on the left and the difference is there on the right hand side. Again, the special revenue and even the general fund.
[1:30:38] Those two large numbers are capital projects and capital funding that will not happen this year, but will most likely happen next year.
[1:30:46] Same thing with the other dollars. This is a summary of the revenues on the other side and again, a little less of a reduction.
[1:30:55] We also had a little tiny bit of revenue we added in our taxes. In our general fund, we had projected those pretty conservatively and rather flat. And we're not seeing any growth from the prior year.
[1:31:08] We have projected that they will be a little above our budget, about $400,000 in total.
[1:31:16] Moving on to the impact one of the other things is looking at sort of the impacts of all of those budget adjustments.
[1:31:24] Going forward, and what this is is really showing you where our current budget here today is before the changes that you would be adopting tonight.
[1:31:33] That's in the middle column.
[1:31:35] And then what these proposed adjustments would do to the difference between revenues, less expenses.
[1:31:42] And you will notice that for the most part, we did adopt a budget that had some deficits spending.
[1:31:48] And we were going to use fund balance, particularly for capital projects, with the biggest amount coming from our water and wastewater funds.
[1:31:56] But if you look to the right, I've got highlighted the general fund, because I think it's really important to see that we've actually.
[1:32:03] The changes will actually put our general fund in a better health than we had originally budgeted.
[1:32:08] The other thing that happens, something that I do on the side is that I go through all of the revenue and expense accounts.
[1:32:15] And I actually do just an estimate of where I think they're going to end at year end, which is sometimes different the budget.
[1:32:21] A lot of times that's because departments don't ask me to reduce their budgets all the time.
[1:32:26] They want to have that flexibility of having those dollars that have been approved.
[1:32:31] I show the general fund actually in the positive in my estimates.
[1:32:35] And as a point of example, last year I went through the same exercise.
[1:32:39] I've made your budget that that negative number, the net impact of those change was was about $1.4 million.
[1:32:47] And for 2425, we actually ended up to the good of about $740,000.
[1:32:53] So we do budget kind of conservatively, and I want to pass that on to the council, there's no guarantee.
[1:33:00] But I suspect that we will end up much better than that right column shows we will at the end of this fiscal year.
[1:33:07] Just really big picture looking forward to 2627.
[1:33:12] You know, probably the most glaring item is just the uncertainty that has happened in our economy, in our world, in our country, in our federal funding, our state funding.
[1:33:25] And we're really sort of sort of proplexed on kind of what that means and how impactful or harmful those can be to our economy.
[1:33:35] Globally and even just locally, and so that's really what we're going to focus on moving into this next budget cycle.
[1:33:41] The other thing that's happening is we are definitely seeing a greater need for general fund dollars to fill holes in some of our special revenues.
[1:33:51] Some of our some of the areas where we are.
[1:33:54] We do have reduced revenue projections are in things like our building permits and some of our fees and we're not recommending any changes,
[1:34:02] but we do want to just put that out there for the council that we might be taking a look at sort of how what we where we spend our money and how we spend it and making sure that you agree with the budget from a policy perspective in the next cycle.
[1:34:17] And with that, I am willing to entertain any questions you might have.
[1:34:21] Okay, so I'm sure we have questions from council.
[1:34:25] I'm wondering if we have any members of the public for waiting to comment on this item and if so, please make your way up to the podium.
[1:34:34] Okay, do we have anyone on Zoom.
[1:34:37] No, we do not.
[1:34:38] Okay, so how about I start to the right this time if that works for you.
[1:34:43] If somebody's ready they can.
[1:34:44] Okay, whoever jump in will popcorn it.
[1:34:47] No, I'll jump in I just I appreciate the conservative approach and I think our constituents do as well since.
[1:34:55] A couple of us took Sarah and I took office during the pandemic and that was the scary time and there was a conservative approach taken then and it got us through it and we've been physically healthy from as long as I've been serving and very appreciative of that.
[1:35:12] That's not always the case for we were just at the council cities.
[1:35:17] Quarterly meeting and there are other communities that are declaring fiscal emergencies.
[1:35:22] So I'm grateful that that is not us so I appreciate that approach.
[1:35:27] I just want to thank Director Miller here for just all the work that you have done on our budget and just how clear and transparent you make it to all of us and how well you are able to explain what's going on.
[1:35:38] And these meetings and the power points and everything it just makes you know getting up here and really not having too many questions because you do such a good job of making everything really clear so thank you.
[1:35:48] And I will just say that you know moving forward and as we get into the budget process that you know a lot of things come before us that sound very exciting and.
[1:36:02] And this is something that we always have to keep in the back of our mind is our fiscal responsibility and city and just because you know we really want something and it sounds like.
[1:36:14] That's that we just really need to remember that we have to be really responsible in the next.
[1:36:21] The upcoming year so and again thank you.
[1:36:28] So I was going to say during budget meetings, etc and goal setting we always have these big goals of things that we want to do and we're always interested in what we can add to this and to that and I really think that.
[1:36:43] It's just time and our community and our United States, etc.
[1:36:48] We really have to think about exactly what we can accomplish and not have our lofty goals out there and so that's where I'm going to be coming from is.
[1:36:59] Is that we can get our projects that we actually have on the book right now completed and after we get those completed then we can see in the future what else we want to do.
[1:37:10] But staff carries a big burden they have a lot of things on their plate all the time to accomplish and I would really like to see us accomplish what we already have approved and what was in our goals before we get.
[1:37:23] I'm going to get into we can do this and do that and so that's I'm probably even though I have some ideas of things that we can do I still think they can I'm going to really think about how we can improve our sales talks that's one of the things I'm going to be really interested in and how we can make things work better for us in many different ways.
[1:37:46] And I'm also really going to be interested in how much of a load our our building department can carry with new developments it could be on the horizon and what they can do in house that we don't have to send it out and and we can be more efficient within in our units here within the city of Arcada so anyway.
[1:38:07] And like my fellow council members I can curb very grateful for you I used to be really.
[1:38:14] afraid of budgets and you've made it so much easier to understand so thank you and yes we do have a daunting future and I do appreciate very much your conservative approach.
[1:38:27] Our major budget review shows that we pretty much are overall on track with the recommended adjustments and to align our expenditures and revenues for twenty twenty five twenty six and.
[1:38:39] Very much appreciate all the steps working keeping our finances transparent and accountable and with that.
[1:38:46] Do we have a motion.
[1:38:51] I'll make a motion to adopt resolution number two five six dash four seven approving budget revisions for fiscal year twenty twenty five and twenty six.
[1:39:00] Second.
[1:39:01] Okay, so let me have someone else second down there.
[1:39:04] Who has the.
[1:39:06] We were fighting for it.
[1:39:07] Okay, so she's quick.
[1:39:09] All right, so we have a motion from council member at Cancelsa and a second from council member still men looks like we don't need any more discussion correct me if I'm wrong.
[1:39:20] So let's all those in favor.
[1:39:23] And I say I so the motion passes.
[1:39:26] Now that now brings us to public hearing to consider accomplishments to be reported for Arcada's community development block grant.
[1:39:36] The BG grant numbers two two dash CDBG P is in Paul Ellison Larry two zero zero three five valley west neighborhood center assessment for final close out can we have a staff report.
[1:39:52] From community development director David lawyer please.
[1:39:57] Yeah, again, just briefly, this is another procedural agenda item.
[1:40:02] Previously, the council accepted the the final report for the valley west study.
[1:40:09] And we discussed that at that time on this action is really procedural and it's intended to allow a formal close out of the grant.
[1:40:17] And directing staff to report that to CDBG community development block grant program.
[1:40:25] It's a required step once we get a grant that we have a formal close out and so that's what we're doing tonight.
[1:40:32] So we would encourage you to open public comment and then make the motion on package 282 to direct us to submit the.
[1:40:41] Preparing submit the final close out documents to CDBG.
[1:40:46] Do we have anybody in the public who would like to make comment on this it's so please make your way to the podium.
[1:40:54] Hi, my name is Joanne Gary and just very quickly I know we're saying a lot of these and we all understand CDBG.
[1:41:00] But again, if people are watching this, that would really like if we could spell it out say it in complete words so that people have an understanding that it's a community development block grant instead of a punk rock group.
[1:41:15] So it just it just really helps I think in communication that it doesn't always have to be said but at least in the beginning so that people listening in.
[1:41:27] No, what we're talking about.
[1:41:30] Thank you for your comment do we have any other members in the public who would like to comment on this item if not we will move to zoom please.
[1:41:40] We do not have any hands on zoom okay so that brings it back to council.
[1:41:47] Do we have any questions or comments from council and I guess I'll start to the right.
[1:41:54] It's a big day of closure for you. I don't have any comments. Thank you.
[1:42:07] I'm really happy that we did this in value us because it's been something value us has been of interest for the city for a long time trying to figure out what to do.
[1:42:16] If you for improvement in many different aspects of value us over the years and I think that this is a good report that we have and it gives us a basis and grounding of what we can do in the future.
[1:42:27] Even though we aren't able to afford to do it at this time but at least we know where to go on what what the interest is in the community.
[1:42:34] So I thank you for that but I've made all the motions tonight so I won't make this one.
[1:42:39] And I just would like to add just as a value us resident I'm proud of the work that our staff has done with regards to the assessment and as pointed out by council member stillman.
[1:42:50] You know while the development of a neighborhood center will require significant funding and partnerships this study indeed does give us a clear understanding of what the community needs and the position and it positions us well for future opportunities and with that then do we have a motion.
[1:43:09] I will move to direct staff to submit the final reports and the close out package to the state and authorize our city manager to execute all applicable documents.
[1:43:18] I will second.
[1:43:19] Okay, so we have a motion from council member.
[1:43:22] Sheafer a second from council member Matthews all those in favor.
[1:43:26] Hi.
[1:43:27] Hi.
[1:43:28] And I say I so motion passes.
[1:43:30] Okay, so.
[1:43:33] A doctor resolution number two five six dash for a accepting the 2025 general plan annual progress report may we have a staff report from director community development.
[1:43:46] David lawyer please.
[1:43:47] Good evening again.
[1:43:49] So this agenda item is for the council to accept our progress report on the general plan we do these annually.
[1:44:00] Before the council reviews them the planning commission reviews them and makes recommendations so they did recommend that the council adopt this general plan annual performance report otherwise known as an APR.
[1:44:16] And there's really there's no format for for these were really you know it's up to each jurisdiction to figure out how to.
[1:44:24] To do these reports and for the longest time we just sort of followed what had been done before and a couple of years ago deputy director.
[1:44:34] And I figured that there was a better way to do this so what you'll see in the and the reporter basically three sections the first one just does a quick overview on the housing element.
[1:44:45] This is not our housing element report we're also required to report annually on the housing element.
[1:44:50] But this is of interest to the community into the council and so we put a separate section for that.
[1:44:56] This was Jen's idea.
[1:44:58] The second is really.
[1:45:00] Just the table of implementation measures. If you recall, when you adopted the general plan at the end of each element of the general plan, there's a whole table of implementation measures, things that we wanted to get done that would help to go to implement the policy.
[1:45:13] And so we basically took those implementation measures and put them into a particular format and then annually report on the items that we've made progress on.
[1:45:25] You will see that not all of the implementation measures were represented here. If we didn't do progress on one of the implementation measures, chances are good.
[1:45:36] It's been left out of this table.
[1:45:38] And I do think that you got a public comment to that effect, you know, asking for some report on something that frankly we haven't made progress on this year.
[1:45:47] And then the last section is the any general plan updates.
[1:45:52] We are preparing to propose any minor updates associated with the work that Lisa Wise Consulting is doing, but at this point we don't really have many updates to recommend.
[1:46:09] So that's a structure of the document, happy to answer any, I'm not going to go into any of the detail in the document, but happy to answer any questions.
[1:46:19] And with that, you know, I'd ask that you open it for public comment and then adopt resolution 25648, so we can submit this thing to the state on time.
[1:46:30] So let's open it up for public comment. Anybody in person please make your way to this podium and it looks like nobody is so let's check online.
[1:46:40] We do not have any hands online.
[1:46:42] So let's, does anyone in the council have questions?
[1:46:47] Any clarification from the council? I'll start from the left please.
[1:46:52] No, I think we should move forward.
[1:46:55] I'm really stoked that we made 91% of our renalication. That's really cool. That's amazing.
[1:47:01] And I just want to thank Jen Dart too, because I know she's like a really driving force behind this and you as well, director at Loyalty.
[1:47:09] Loyalty.
[1:47:10] Thank you.
[1:47:11] Go team.
[1:47:12] Well, and also I appreciate that you did come up with a way to instead of just have hazard Lisa.
[1:47:19] We're doing a good job to really outline it for us and it's so thank you.
[1:47:25] I concur the general annual plan progress report highlights the cities progress on key goals over the past year demonstrating our ongoing commitment to thoughtful planning and sustainable growth.
[1:47:38] And as everyone else has stated, we really appreciate the work that goes into tracking and reporting these efforts.
[1:47:44] And with that, do we have a motion.
[1:47:49] I'll make a motion to adopt resolution number 2, 5, 6, 4, 8, except in the 2025 general plan annual progress report.
[1:47:59] So we have a motion from council member at Cancelsar, a second from council member stillman.
[1:48:06] Elvis and favor.
[1:48:08] Aye.
[1:48:09] And I say aye. So motion passes.
[1:48:12] Thank you.
[1:48:14] That brings us to oral and written communication.
[1:48:17] The council values your comments.
[1:48:20] The public comment period allows people to address the council on matters not on the agenda.
[1:48:25] Speakers will be limited to three minutes each.
[1:48:28] Please no percent to the Brown Act.
[1:48:30] Council cannot discuss or take action on items not listed on the agenda.
[1:48:34] The council may respond to statements.
[1:48:36] If you are in person and wanting to give public comment,
[1:48:40] please line up now at the podium and please raise your electronic can.
[1:48:44] If you are on Zoom or press star 9, if you are on a phone line and you would like to make a public comment.
[1:48:51] When we move over to online public comment, I will ask the city clerk if we have how many hands we have raised and we will proceed from there with a number of people who have raised their hand at that time.
[1:49:03] Please.
[1:49:05] Aye.
[1:49:06] My name is Joanne McGarry.
[1:49:07] Again, I say my name each time because if people want to know who I am, that's why I do it.
[1:49:13] I want to talk about three things.
[1:49:16] First of all, thank you.
[1:49:18] Thank you.
[1:49:19] Rea and whoever for giving me this hearing device.
[1:49:23] I actually, their lost or misplaced my hearing aids and they haven't necessarily worked very well in this room anyway.
[1:49:30] But this has really saved the day for me and really being able to hear what's happening in this room.
[1:49:39] And ADA requirements, I ran into someone just to share with you.
[1:49:44] There's each municipality depending on the number of seats in the room, et cetera.
[1:49:50] There's certain requirements for how many hearing devices you're supposed to have.
[1:49:55] There's going to be a new rule in ADA about digital adaptations for disabilities that is really important that's going into effect in April.
[1:50:06] I have a person who I was talking to who is willing to talk to any of you who are interested in finding out more about how we can better do our ADA compliance for that.
[1:50:22] So that's the one thing I wanted to say about this.
[1:50:25] Thank you.
[1:50:26] And there's more to that needs to be done.
[1:50:29] Secondly, I want to talk about the climate action plan.
[1:50:32] I hope that something will be on the agenda very, very soon.
[1:50:36] It was passed in December.
[1:50:38] I believe by the Board of Supervisors in the city of Eureka.
[1:50:42] I think passed it in either January or February.
[1:50:45] And I haven't seen it on the city of Arcada agenda.
[1:50:48] I'm going for a goal of Earth Day in April that this thing will finally get passed by all the municipalities in Humboldt.
[1:50:55] And we will have a implemented climate action plan to go forward because there's a lot we need to do in a short period of time to reach the goals of that plan.
[1:51:07] So please do what you can to figure out how we can do the climate regional climate action plan in Arcada's part in it.
[1:51:14] And the final thing, I guess I wanted to say, because I bring it up.
[1:51:18] And you know, war is something that bothers a lot of people.
[1:51:23] And things that remind people of war that happen in our community are really impacts a lot of people and animals.
[1:51:33] And I'm talking about fireworks.
[1:51:35] And I know there are plenty of people out here who would really, really like to see that we no longer use fireworks as a way to celebrate.
[1:51:47] And there's plenty of other options I think available.
[1:51:50] And it's really a polluting, a climate impacting thing.
[1:51:55] It's expensive, it's dangerous, and it's harmful to the health of so many people.
[1:52:00] I'm plugging with the county and I'm putting it out there to you.
[1:52:04] Let's stop the fireworks in our community.
[1:52:08] Thank you for your comment. Next, please.
[1:52:12] Hi, I'm changing gear. I was lucky. I'm planning to talk about something completely different.
[1:52:17] But after I saw that you adopting like the resolution, I'm kind of wondering why the city of Marquilla.
[1:52:28] I'm taking position on complex international conflict, but that you don't have obviously any influence over there.
[1:52:37] But ignoring the real division being created here.
[1:52:43] The impact that the member of this community, I share with you, like kind of like what people, how does it look like, left to be a minority here.
[1:52:52] And Jewish resident Zionist families are being really isolated here, misrepresented.
[1:53:00] And I think that many, many people, you know, talk to Zoom that they cannot really come here.
[1:53:05] Obviously I'm co-adjust like here to come here.
[1:53:07] But many, many people stop participating in here.
[1:53:11] Just a few days ago, like the city of San Diego, adopted anti-Semitism resolution.
[1:53:17] And I and other people requested it. And I never heard like anybody here.
[1:53:23] Like, pick this idea that anti-Semitism and anti-Semitism is very even here in the community.
[1:53:31] I share it with you. It doesn't matter.
[1:53:34] Like, it seemed to me that the city members here wanted it.
[1:53:36] It's a platform for them to talk about agenda.
[1:53:39] That it's a, they wanted it a political platform.
[1:53:42] But I thought that you guys are also representing the minority, like Zionist and Jewish to them, requesting for you to address what is mad at us.
[1:53:52] It's only, I'm wondering if it's only the loud voices that people that come here consistently,
[1:53:59] but the people that are really afraid to come here, they're not really being heard in any way.
[1:54:04] This is very concerning to me.
[1:54:08] So I would like really to know, like one time, like really respond to this, because people sending it to you also email.
[1:54:17] I send an email. I don't really get any respond.
[1:54:19] So I would like to know, like, if there is any kind of discussion about anti-Semitism resolution.
[1:54:26] Thank you. And before I continue, the gentleman, I know that you're not supposed to comment on this,
[1:54:33] but the farmer's market is an issue that I cannot really go to the farmer's market.
[1:54:41] If like these people, the weathered piece of justice that are being in the farmer's market, they're very intimidated.
[1:54:52] The people that are going like there.
[1:54:54] And I cannot really go in the city of Hokkaido when things are space for the growing association.
[1:55:00] Then of course, growing association, and these people are taking over the space.
[1:55:05] So I would like to thank you guys for addressing this.
[1:55:09] Thank you.
[1:55:11] Thank you for your comment.
[1:55:14] Do we have anyone on Zoom at this time?
[1:55:18] Yes, we have two hands raised.
[1:55:21] Okay, we'll take the two.
[1:55:24] Okay.
[1:55:25] Free, please go ahead.
[1:55:30] I was talking at the beginning, and my apology, I was very upset.
[1:55:37] As a Iranian woman that been torture rate by Islamic Republic,
[1:55:43] and I choose humbled as my home someplace that I can.
[1:55:49] I feel safe, they're really, I don't feel safe here.
[1:55:54] I don't feel safe here.
[1:55:55] I had to protest, little protests in the corner of the court,
[1:56:01] and some people joined, but some people were screaming.
[1:56:05] They don't even know what we were talking about.
[1:56:07] Nobody even wanted here to Iranian voice.
[1:56:11] I didn't talk to my family for 20 days.
[1:56:15] Do you guys really think we lot to people?
[1:56:19] No, we don't.
[1:56:20] But this is a rescue mission.
[1:56:22] This is a rescue mission.
[1:56:24] The people that came there and commented about this,
[1:56:27] were were they two months ago.
[1:56:30] When 50,000 Iranian was massacre.
[1:56:35] We're worthy.
[1:56:37] When 22, it was a woman uprising against a hijab.
[1:56:42] And many Iranian-God-Massacre, Iranian-Boman.
[1:56:47] We're worthy in 2019 that many God-Massacre,
[1:56:51] I can go on and on.
[1:56:53] But now, everybody's even become important.
[1:56:57] Why?
[1:56:58] Because Israel, oh my gosh, Israel is there.
[1:57:02] No, we love Israel.
[1:57:04] We appreciate everybody.
[1:57:06] Thank you so much.
[1:57:08] Please, please.
[1:57:10] Hello?
[1:57:12] We're still here listening.
[1:57:14] Okay, sorry.
[1:57:16] I don't do good.
[1:57:18] I'm really appreciative you give me this time.
[1:57:20] But please let us be here.
[1:57:22] It's always too side in every story.
[1:57:26] I know you guys for a piece.
[1:57:28] We are for a piece too.
[1:57:30] But with this terrorist government, we cannot have a piece.
[1:57:34] When you guys talk about, oh, our money is getting suspended in the war right now.
[1:57:40] How come you guys didn't care about the spending your money on Palestine?
[1:57:44] How come you guys are still thinking about Gaza?
[1:57:48] Oh, Gaza need help.
[1:57:49] But when it comes to Iranian, oh, we don't want to use our money for a war.
[1:57:54] Let's be honest.
[1:57:55] We don't want it.
[1:57:56] Please be cautious about what you're talking about.
[1:57:59] You guys are woman.
[1:58:01] Stand with Iranian woman.
[1:58:03] We've been through a lot.
[1:58:05] We can't feel the freedom.
[1:58:07] Just please be cautious about being you talking about Iran.
[1:58:11] I love you guys.
[1:58:12] I appreciate what you guys doing.
[1:58:14] God bless you guys.
[1:58:15] God bless America.
[1:58:16] God bless Israel.
[1:58:17] Have a good night.
[1:58:18] Thank you so much.
[1:58:20] Three wrong.
[1:58:21] Three wrong.
[1:58:22] Thank you for your time.
[1:58:24] Thank you for your comment.
[1:58:26] Next.
[1:58:27] Jodi, please go ahead.
[1:58:30] Hi, my name is Jodi and I wasn't going to speak tonight.
[1:58:37] I really just came to listen.
[1:58:40] I've been gone for a couple of months because my mother was very, very ill
[1:58:44] and had was an ICU for over a month and I'm taking care of her.
[1:58:49] But I couldn't not respond to some of the things that were said.
[1:58:54] First, I want to say,
[1:58:56] that as far as the Gaza sister city is concerned,
[1:59:00] we should never have a sister city with a place
[1:59:04] that is run by a terrorist organization.
[1:59:07] This is not going to change until Gaza changes.
[1:59:12] This is not going to change.
[1:59:14] I don't care how much money that the peace and justice people
[1:59:19] raise for Gaza and send to their handlers there.
[1:59:23] It is still a place run by a terrorist.
[1:59:27] Does the peace and justice coalition?
[1:59:29] Are they willing to accept that Israel has a right to exist?
[1:59:34] Until they can do that, there should be no discussion about it.
[1:59:38] Just because they scream the loudest doesn't mean that everybody in our
[1:59:45] society agrees with them.
[1:59:47] The city council should be for all of our cadence,
[1:59:52] not just the ones who scream the most.
[1:59:56] A lot of violence is going on in this country.
[2:00:00] It isn't the Jews that are doing it. So I just want to put that in there. Now, I think Iran needs to be
[2:00:08] helped. I think we're doing the right thing. I think Israel's doing the right thing to help them. I don't
[2:00:15] like it when women are raped and murdered. They murdered 80,000 people so far. Innocence civilians
[2:00:23] who are unarmed. We should be helping them our city council. We should be adopting a resolution
[2:00:31] against the IRG sees violence against the Iranian people. Just like the last caller said,
[2:00:38] you guys don't even want to hear about it. You don't want to talk about it. And I noticed the
[2:00:43] peace and justice coalition people don't talk about all the people being murdered by the IRGC.
[2:00:49] And the reason for that is because the IRG sees the ones who fund Hamas and fund Hezbollah and
[2:00:57] fund the hooties. They're the ones who supply all the weapons and the missiles and the illegal cluster
[2:01:05] bombs that are being ranked down on Israel as we speak. I think that you need to put things in perspective
[2:01:13] here. There's a lot of things that people don't understand about what's happening or maybe you don't
[2:01:20] want to understand. Our newspaper here is a very any sometic paper that only prints stories that are
[2:01:30] against Jews and Israel and also against the Iranian people. It's time to wake up. Thank you for your
[2:01:38] comment, Jodi. Could you tell me is that that was it. Okay. Thank you. All right. So that brings us to item 13.
[2:01:48] The city managers report does the city manager have anything to report. Thank you, Mayor White. Just a
[2:01:54] couple of things. A lot of people have been sending in comments and had questions about what's happening
[2:01:57] with the downtown fire. It is a big pile. It is a mess. And I just wanted to just give a little bit of a
[2:02:03] status update. It's a little bit of a tricky thing. Our K to fire district completed their report
[2:02:08] sometime ago with their findings. The insurance companies that are working on behalf of the property
[2:02:13] owners had over 15 investigators go out there and did additional investigation. My understanding
[2:02:18] there are close to wrapping their investigations up. I think any day now, but certainly within the next two
[2:02:24] weeks that should be done. And before that's done, they are not releasing the sites to property owners
[2:02:29] should clean up. The site cleanup is a responsibility that property owners, the first opportunity
[2:02:33] they'll have to do that as when the site is cleaned up. We're anticipating an eagerly awaiting this
[2:02:38] day. We've been meeting with the various property owners of those properties. We've been helping
[2:02:43] them to clarify the permitting process. We brought the county in that that is would take the lead in
[2:02:52] permitting removal projects such as that. We've brought some funding sources to the table that the
[2:02:57] property owners might be eligible for and we've also been helped provide contractor qualifications
[2:03:04] and quotes for those property owners and they're also seeking quotes themselves. So there's a lot
[2:03:09] of work going into it and we're just eagerly waiting for that site to get turned back over to the property
[2:03:14] owners. So it's not the city's responsibility at this point, but after the site's release, we don't see
[2:03:20] action and the city certainly will step in and take action. But at this point, the property owners
[2:03:25] hands are tied and there's not any orders requiring them to take any action sooner. So we're doing
[2:03:30] everything we can to speed that up and keep that process moving. So I just wanted to address that real briefly.
[2:03:36] And then I also wanted to mention that there is a city's steel water line replacement project going on.
[2:03:42] It's pretty amazing to see some of those sections of old pipe and what bad shape they're are in. And so
[2:03:47] I'm really pleased that we're doing quite a bit to replace that. I just wanted to say that I appreciate
[2:03:54] the community's patience with this project. When you are replacing a water line, you have to turn
[2:04:01] people's service off and you have to turn people's service back on and there's a lot of things that can
[2:04:05] happen and so we know that there are having people when there's two meters that we don't know for one
[2:04:09] residents with a second unit. There's been some issues that have created some impacts to people. Please call,
[2:04:15] please talk with our engineering department. We'll do our best. We handle one yesterday evening
[2:04:19] and had somebody out there very quickly to replace it. They're putting their, we had a meeting with
[2:04:24] our downtown business group and Steven Lou from our engineering department came and presented, but they'll be going
[2:04:29] door to door providing informational flyer business cards so that they have a contact with the
[2:04:34] engineering department. They can call so we're doing our best to accommodate those businesses, do advanced
[2:04:38] communication, two to three weeks out as well as putting up parking notices and other things people.
[2:04:44] And so we know it's an impact. We're going to do our best to minimize those and so we're taking the time
[2:04:50] and energy to make sure that we're getting in front of this. But again, you can't avoid the impacts when
[2:04:56] you're going down the street, the water line, roads have to be closed, parking has to be eliminated and so we're
[2:05:00] doing our best to minimize those disturbances and make sure people know that our businesses are open and
[2:05:05] trying not to impact them. That's all I have. Thank you. So thank you for that and I do want to just
[2:05:11] mention that apparently there's some late hours that our staffers are staying up late to make sure that
[2:05:17] the water gets back on as soon as possible and very much appreciate that you're doing that. So that brings us
[2:05:25] to, unless there's any questions? Yeah, absolutely. Normally we don't but I just have one and I don't
[2:05:31] know that you'll know the answer and maybe our fire chiefs here he might know but I would assume that
[2:05:37] the insurance companies have a certain amount of time in which to do there and I would hope
[2:05:42] that there's a set time that they have to do those investigations so that it just can't drag on.
[2:05:48] indefinitely. Do you know if there's precedent for that? I do not know but what you know we're
[2:05:56] getting the information second hand from the proper owners and we met with them last week. We have
[2:06:00] another meeting schedule for April 2nd and what they're telling us they told us that our meeting
[2:06:06] last week was that they expect to receive something within one week and so I'm saying on the outside
[2:06:11] hopefully two weeks but it's again there's a lot of moving parts there and we don't have that first hand
[2:06:17] communication with those insurance companies so I don't know and so I see our chief coming forward maybe
[2:06:23] he has some inclination for that. I wish I did know that answer and I could talk to the insurance
[2:06:28] directly. I was just curious.
[2:06:35] Those are actually subcontractors for each insurance company so the investigators that are out there
[2:06:39] might be with travelers they can be with state farm but realistically they're probably working for
[2:06:44] another company maybe like firecausal analysis or something so they're contracted out.
[2:06:48] What I will say is each individual company probably has a policy I don't know that for a fact but just
[2:06:53] the investigators I know they typically conduct their investigation and they'll say I'm just pulling
[2:06:59] out of here 30 days to get it done for the company so that's speculation on my part that is 30 days but hopefully
[2:07:05] that's the case. All right thank you and just along those lines of that part of the block we've all I don't
[2:07:13] know if any of you have had this but I've had people email and reach out and tell me what should or shouldn't
[2:07:18] go there and that is private properties so as long as it's within our code and it's not for us to say
[2:07:26] how the folks rebuild their properties. Thank you those for good questions and thank you for clarifying
[2:07:33] that for anybody who has ideas of what should be there they'll have to speak to the property owners if they
[2:07:40] have those ideas not us so that brings us to council reports and I believe I should start on the right
[2:07:47] this time. All right so just again thank you access humble who does you know stream all of our
[2:08:01] meetings it is this week of sunshine tomorrow night is the race of sunshine awards again at the
[2:08:07] Eureka theater from 530 to 730. Let's say congratulations to Cassandra and the humble del
[2:08:13] north film commission I had a great time celebrating with them this weekend when movie that was filmed here
[2:08:20] one six Oscars so great job. I'm sorry this is like so trivial right now but the Arcada Arts Institute
[2:08:31] high school musical is starts next week my son might be in it so it's next week and the week after they've
[2:08:37] been working really hard they're like rehearsing every week until it's kind of clock at night it's amazing so it's
[2:08:42] gonna be really good. Plaza Grills reopening that's pretty awesome too this many times as one can still see
[2:08:49] build she know and should see them I will not be at the next council meeting which is on April 1 which is
[2:08:56] the first night pass over so yeah thank you. Somebody brought up the cap I don't know when we're going
[2:09:08] to see it here but I do know that there's a lot of work happening on that because Roko's energy authority
[2:09:13] is going to be housing the position who's going to be the county wide you know implementor and then
[2:09:19] help a person you know working on the cap and so that's gonna be we're updating our org chart and
[2:09:26] everything at our next RCEA meeting to allow to start hiring for that position and get somebody into it and so I
[2:09:32] imagine we will be seeing that at some point in the near future. I had the immense beautiful wonderful
[2:09:40] honor of attending the civic well conference this last weekend at Yosemite National Park and it was not
[2:09:48] pouring snow this year like it was last year bombarding us with snow I don't know it doesn't really
[2:09:55] pour snow but it was there's just so many great things and always you know a lot of big ideas of course
[2:10:03] and an opportunity to get to just network and talk with other elected officials but I will say my
[2:10:08] favorite presentation was on transformative neighborhood scale energy solutions and it was wonderful and I
[2:10:14] got to meet somebody from UC Berkeley who's actually liaison to a little bit with our staff and has
[2:10:18] talked to folks on our energy committee and staff and they have some really cool ideas of just some
[2:10:24] pilot projects that they're running down and like Richmond Oakland right now of virtual power plants and
[2:10:30] resilient blocks and things like that and so I think that probably is a little bit more in my RCEA hat
[2:10:36] but who knows it could be something that gets trialed and tries we try out here in Arcade I2 and so
[2:10:42] it's there's some really cool stuff happening just to kind of again push people towards electrification
[2:10:48] and just show the possibilities of being able to lower bills through you know more energy efficient
[2:10:53] appliances and changing to things like induction and heat pumps and all that stuff and so it was just
[2:10:59] really interesting to see you know what other CCAs are doing and I think that's all I'll talk about and
[2:11:07] again just to you know we talked about how we got 91% on our renalication it's really nice to be in
[2:11:13] a room of people that are complaining about how they will never get to 91% and so again our community
[2:11:18] development department does a great job so and just to return back to acronyms because I know
[2:11:26] somebody here had asked that we not or to yeah well no I'm talking about the climate action plan just to let them
[2:11:32] know that that's and the regional climate action plan will be on our agenda April 15th and I will move on to the next
[2:11:39] person. Thank you I attended the homelessness working group today and I think after our we're waiting for
[2:11:49] some data to bring back just about the extreme weather shelters and some funding so darling's working on that for us
[2:11:57] I attended an HWMA board meeting also had some additional meetings related to that throughout the past
[2:12:06] couple of weeks. I attended CalCities in Yuccaia are quarterly meeting of all the regional cities
[2:12:12] and I forgot to list this I don't have the number but I am excited what one of the things we talked about is
[2:12:19] new legislation that's coming forward for the next two years and there is the bill being that CalCities is
[2:12:26] actually sponsored that limits it's not a full rollback of attempt to rollback the citizens united
[2:12:35] decision but it is an attempt to pull it apart a little bit and to take money corporate money out of
[2:12:43] elections that would be amazing it it was pulling at like an 80% approval rate across the board so it's definitely
[2:12:52] in CalCities is not they're not partisan they represent all the cities in their league so it's very
[2:12:58] they have to be very careful the legislation that they sponsor because there's such a diverse amount of
[2:13:04] you know of cities but this one is pulling at 80% so that gives me some hope I went to a ribbon cutting
[2:13:12] first we're filled photography their new studio that they have on South G and I too am super excited about the
[2:13:20] girl reopening okay so we were all sent a zoom link for risk management and I'm assuming you all got
[2:13:32] on that and watch it it was too hours long but one of the things that I got out of it after I tripped on a
[2:13:38] sidewalk recently from a tree growing out into the sidewalk lifting it up is that the sidewalks are
[2:13:46] the responsibility of the property owner so even though and they're required to be put in or
[2:13:54] maintained or whatever by property owners but they suggested loans for people that can't afford immediately
[2:14:02] to repair their sidewalks that the city would loan them and then it would be attached to their deed
[2:14:08] and so I'm thinking that might be something we want to look at another thing I was thinking about
[2:14:14] because we've talking about our well we talked about it again tonight about how we were really interested in
[2:14:23] figuring out what to do about our water meters and we do have that one ordinance for when you have to do a
[2:14:29] sewer line lateral replacement and I really think we should add on there water meters I know it's
[2:14:38] what you all said to me at the last time when we brought this up but I think there'll be it's going to be
[2:14:42] taken a while for us to if we get this grant to be able to replace them in the interim I think it
[2:14:48] would be wise for us to start that as the buildings or house cells to do that and so that I don't know if anyone
[2:14:56] else agrees with me but if someone else maybe the city would move forward on it
[2:15:00] On Wednesday, we had a group of students from Harvard University. And so Mike Wilson and Mayor Perry, our city manager, myself, talked to them. It was one of the hottest days we've had in our Cata.
[2:15:17] Oh, my gosh. They were getting here. They were putting their coats over there. It's trying to not get sunburned from the sun. I'm seeing, it was a hot day. We provided no water.
[2:15:28] We provided nothing but walking around the streets and standing in the center of the plaza. But they seem to, they seem to get a lot of information, not of it and seem to enjoy it.
[2:15:39] When I was a dosand at the March on Sunday, I noticed that the AMIC Arcade of March.
[2:15:44] Institute, they have installed a new upgrade to the treatment system. So when you come there, now you can see how our two recruitment system works.
[2:15:53] And there's an excellent photographic bird display out there also.
[2:15:59] Breeze Airlines has come to our area. It's come to ACV, you know, ACV being arcade up, but nevertheless it's our airport.
[2:16:09] And they came in from Las Vegas on Wednesday and then they came in from Burbank on Thursday. So now we have that service that goes to both of those places. And I think it's really wonderful to see what's going on with our airport.
[2:16:24] I attended the Arcade Economic Development Strategic Planning Meeting. I attended two of those.
[2:16:31] I also never get over the fact of how many people in our community have a headlight out or a taillight out.
[2:16:39] I know this is my thing. No one else ever cares about it. But it drives me nuts because I see it all the time now.
[2:16:47] I was out the other day and I just thought it was going to get me. No, it just, if you look, if you drive or walk or any, I want to scream at people headlight out, headlight, taillight and I wish I had a megaphone and I could use it.
[2:17:03] Or maybe just a, you know, whatever, whatever.
[2:17:08] We also are having quite a dirt or whatever word you want to use of graffiti.
[2:17:15] And it's appearing on a lot of buildings and I don't know how we're going to deal with it, but it's keeps popping up.
[2:17:23] And I don't know if it, the police department is trying to figure that out, but it's on the, it's down at the marsh, it's on the buildings.
[2:17:31] We painted it out, but it was on the buildings downtown on the Plaza and it's on the trails.
[2:17:37] And some of it is pretty drogatory that's been printed on some of the places.
[2:17:43] So that's basically what I have done. And I want to thank Rhea, our city clerk for all the work she's been doing and I really appreciate it.
[2:17:51] And I know it's above and beyond. So thank you very much.
[2:17:56] And I concur on that. So thank you, Rhea, you are extraordinary.
[2:18:01] I did want to mention that former councilman, Michael Winkler has been working on the graffiti we had at conversation recently.
[2:18:11] So, but he can't do some of it. It's way too much.
[2:18:15] So I did tell him that I can rally the troops and get a bunch of volunteers.
[2:18:20] And so we are pleased and ready to help out in any way we can.
[2:18:24] Well, some of it's on second floors and really requires.
[2:18:27] So I, we will thank you for bringing that to the forefront.
[2:18:32] I think it's very important and I agree.
[2:18:34] And so hopefully we will come up with a solution to address it and take care of that.
[2:18:39] Because it is important.
[2:18:41] So yesterday I attended a liaison meeting with Cal Polyhumball.
[2:18:44] Our Katea staff shared updates on the city programs.
[2:18:48] Chief Chris Evans provided and our Katea fire district update in Cal Polyhumball shared information on the university and the upcoming academic schedule.
[2:18:57] It was wonderful to engage with the university on issues affecting both campus and community.
[2:19:02] And I'm pleased that we will continue to deepen our relationship and collaboration between town and town and town.
[2:19:09] I will be attending the Humball County Association of Government Meeting tomorrow.
[2:19:15] On Monday, the 23rd, the SBDC, the Small Business Development Committee Commission.
[2:19:23] Center, thank you.
[2:19:25] We'll be hosting a disaster preparedness workshop at 530 for anyone who is not yet registered.
[2:19:32] We encourage interested businesses to attend.
[2:19:36] I will also have the honor as the mayor of our Katea to participate in the spring preview event at Cal Polyhumball.
[2:19:42] On March 28th, I will be sharing what life is like as a resident of our Katea.
[2:19:47] And Humball County with prospective students and families.
[2:19:51] And finally, a brief update on Gula, Goma Nithal Unithal Del Norte, our Katea.
[2:19:56] Or community united of Nothal Katea.
[2:19:59] Has been busy with many free offerings including nutrition, cooking workshops, free ballet,
[2:20:05] Darapia, dance therapy, exercise classes on going free pantry and free produce days.
[2:20:11] And then also I was one of 20 chosen for the UC USDA Master Food Preserver Program,
[2:20:17] which I recently completed.
[2:20:19] So be on the lookout for upcoming free food preservation workshops at Guna.
[2:20:23] And also just to say that while the focus of Kuna is the valley of Nothal Katea,
[2:20:28] we have had people from as far north as Trididad and as far south as fortuita, all are welcome.
[2:20:37] And we hope to see there.
[2:20:39] All I have dates of future meetings and future agenda items.
[2:20:44] We will be confirming three fiscal year 2026, 2027 budget study sessions for April 6, April 8 and April 29th,
[2:20:54] each at 330 pm in the council chamber.
[2:20:58] And unless anyone has anything else to say, this meeting is adjourned.
[2:21:04] Thank you.
