[0:24] Okay. [0:27] Okay. >> We got a couple more minutes before we [0:32] start. 628. [0:36] » It's going to be a challenge. >> You can do it. [0:47] [Music] the uh [0:51] with the exception of going away for deployments which [0:58] pretty much timed right into the one year I had to rotate off. I've been on [1:03] there for 20 years about it. >> And um but you can do it. [1:11] We >> we going to do it. [1:13] [Music] [1:17] Biggest thing in that spot is folks want to know that you care about them, [1:20] » right? They'll for they'll be forgiven of a whole lot else. [1:24] » They're going to bend you about a lot of things, but you're used to that and all [1:28] the things that you've done around here. So, [1:29] » Yep. >> Yeah. It comes with territory, don't it? [1:32] » It does. [1:38] Is [1:44] » she okay? [1:55] » Door open. [2:22] All right, we're at 6:30. Like to call the meeting to order. I'd [2:26] like to welcome everybody here tonight to the town of Archer Lodge work session [2:30] meeting on this Monday, October 20th, 2025 in these Jeffrey D. Barnes Council [2:36] Chambers. If you would please, Councilman Jackson, if you would give [2:40] our invitation. We'll do. Father, we thank you for this day. We [2:46] thank you for the many blessings that you have given our town and uh we're [2:50] thankful for the opportunity to work on the behalf of of our citizens. [2:56] Um we do ask that you look over our service [3:01] members serving both here and abroad and look after their families. Um look after [3:07] um our government and uh the workers in that government. this month I'm sure is [3:13] tough on on um we also ask uh we have a a very uh anticipated holiday for the [3:26] kids coming up the Halloween just uh keep our kids safe as they're getting [3:30] out and around and about town and uh just look over us as we celebrate [3:36] the town's business and give us peace and grace in your name I pray. Amen. [3:40] » Amen. >> Amen. [3:42] Please join me in the pledge of allegiance. [3:48] I pledge algiance to the flag of the United States of America and to the [3:53] republic for which it stands, one nation under God, indivisible, with liberty and [3:59] justice for all. [4:06] » Okay. Item number two. Uh item number 2A, Mr. Lee Worley uh is running a few [4:13] minutes behind. Let's go ahead and go to item 2B and um and should he uh arrive [4:21] uh once we've concluded that, we'll go back to 2A. Item 2B, discussion on speed [4:27] limits within town limits. Um you may recall a few months ago um I had done a [4:35] windshield speed limit inventory and uh but during that meeting I I I've failed [4:41] to make copies and hand out. So, I've done that tonight um of what we [4:47] discussed u earlier and uh basically I've talked with staff and we're going [4:55] to have a couple maps made up uh showing u a zone from the center of town and [5:04] maybe one that goes out a quarter mile and another that goes out a half mile. [5:10] Uh and that's one thing we had discussed uh during that last uh during that last [5:15] meeting where we discussed speed limits and discussing uh the potential of [5:21] changing that speed limit toward the center of town to 35 mph [5:26] with everything else at 45 mph. Uh but what is in print here like I said it and [5:34] this was not uh GIS or GPS. This was uh myself on a Sunday afternoon hitting my [5:41] trip odometer and uh but they're rough estimates and uh but it does uh show [5:47] some uh variations um in uh speed limits within town. If I recall correctly, we [5:55] we've got u some that are 25 uh some that are 35 uh 45 and and I believe [6:02] there's some 55 um in town as well. Uh, so we've got a we've got a variety. Um, [6:09] but so we had some good news. Mr. Mike, I believe uh let you if you would please [6:14] tell us what we did find out on that front should council want to make some [6:19] changes or alterations in in speed limits. [6:21] » And yes, sir, in checking with DOT, I think the process is a little easier [6:26] than it used to be. Um being got with DOT and Jason knows those [6:31] people too and we reached out and they said well they really need from us. They [6:36] weren't in favor of dropping really low on the long stretches of road but that [6:43] 45 would not be an issue and definitely in center town the lower wasn't an issue [6:49] either. So, what they said is to come up with a plan or a map what the what [6:55] council wants those speed limits to be all over town. And it's as simple as a [7:01] resolution approved by council and sending to them [7:06] and they'll start a process of of changing those signs [7:11] and uh paying for those signs. [7:17] Do do you have to have a public hearing? >> I don't think so. [7:21] » No. [7:25] But we're going to get the I'm going get with Jason, get us a map, get the map [7:29] drawn out, and we'll color code it or something as to where the 25s and 35s [7:34] all are, make it easier to see, bring it back to council, let you guys look at [7:38] it, see what you think, change what you want to change, and then when we have a [7:43] final product, we'll put it in resolution form and move forward. Mhm. [7:50] » Does anyone know where the 25 is? Cuz I I don't see it on [7:54] » Cecil Road. >> Cecil Cecil Road. [7:57] » Mhm. >> Yep. [8:00] I didn't put it on there cuz I, you know, that wasn't the main arterial [8:05] road, you know, that I was looking, but I happened to turn around. I saw the [8:08] sign >> and went ahead and drove down. Memory [8:11] serves corrects the whole road. And um but I'm glad you brought 25 up. I do [8:18] think that there is um I do think there's at least one road uh that we [8:24] need to add to that category and uh that would be Archer Lodge Road and uh from [8:30] uh Covered Bridge, you know, to the four-way and on out to Windale. Um I [8:36] think that would be a a good one to consider. uh changing to 25 with the [8:42] volume of folks that are crossing that road uh at church uh two or three nights [8:49] at or evening and um also you know with the community center and all the the [8:55] volume of traffic of uh cars coming in and out of those parking lots. I think [8:59] that would be a really good one to consider uh going down to 25 and uh for [9:05] those reasons. um everywhere else probably in the center of town, you [9:09] know, uh Mike could work with with 35 and uh but I in my opinion I don't think [9:15] there's really anywhere in Archer Lodge anymore that uh needs to be above 45 and [9:22] uh I know speed limits has been probably one of the biggest issues that I have [9:26] heard about um over the years. Um, so but you mentioned a good point. Uh, you [9:33] know, point was made about a public hearing even though that's not required [9:36] from DOT. You know, if council would like to do that, you know, we could [9:40] certainly look into that. But at the very least, um, having those maps made [9:45] showing those multiple options, I think would be beneficial, you know, versus [9:50] just what we have here. Again, what we have here was a starting place, but to [9:54] have that map and show how far a quarter mile goes out or potentially how far [9:59] does a half mile go out and um you know for everybody's um everybody's um review [10:09] » and possibly questions >> where where 35 starts right up here. [10:13] » Mhm. be a good idea for it to be 25 through here too cuz the same amount of [10:19] people are right over there is on Archel Road just from where it turns 35 25 till [10:28] you get to the intersection up there where you turn [10:32] » this street this street by the church >> I I I could consider it there by the [10:38] church and the community center but I'm not a big fan of 25 mph speed zones [10:47] But you might would agree if we went 25 from where the community center starts [10:51] by the church. >> Maybe there are just because people [10:54] there's a lot of people from the community center to the I guess the [10:57] soccer field that's there. >> There's a lot of people that walk and [11:00] park and cross that road just to concern >> would and so I'm good with all that. I [11:09] something I got to thinking about the other night at church or I've thought [11:12] about several times actually at church is uh what would be the [11:18] the process or how difficult would it be and who would do it if we put crosswalks [11:25] in at that inter intersection >> right there. Yeah, the fourway right [11:30] there at the church, the cemetery, the community center, town hall. [11:36] I think there's a crosswalk on our side, but I don't think the rest of them do. [11:42] » Right. >> Probably wouldn't be probably wouldn't [11:45] be that hard to do. I'll check and see >> if they could do [11:50] I know we I don't know when we get some folks get mad when folks are crossing [11:55] back and forth over at at the church. >> They sure do. And uh if we have a [12:01] designated crosswalk area, then I think it'd be [12:05] less likely to [12:09] be angry. No, I think I think that's a good a good suggestion to check into [12:14] while we're checking on the the uh the other [12:19] » and and I' I'd ask Mike or Jason, whoever's going to talk to DOT, ask them [12:24] if there's any plans to change that four-way to a signal because then you [12:28] could do the crosswalks and the the ped crossings. [12:32] » This one here. >> Yeah. that where the four-way stop is [12:35] right up here at the community center and the church at their [12:39] » because I thought someone had mentioned one time they thought they were thinking [12:41] about a signal. >> I think at one time they [12:46] were or say considered several things a [12:49] roundabout and >> but but this has been since it's been [12:52] the four-way stop. >> Oh yeah, I didn't remember that. I [12:56] remember >> I don't recall that. I recall several um [12:59] options being reviewed prior to the four-way, but I I don't recall um I [13:05] don't recall that. >> Yeah, I could look. Um my understanding [13:09] is that the four-way stop has alleviated the issues that that intersection had [13:15] caused prior. So, my understanding is that DOT isn't looking at it anymore. Um [13:21] I know the cover branch and um out to loop is the is obviously the next focus. [13:28] Um, and then on the crosswalks part, I was going to mention I could look [13:33] through our approved bike ped plan to see if there's anything in there that [13:38] gives us something to go to DOT with say we have as, you know, as planned and [13:44] something that we'd like to have to encourage, you know, safe pedestrian [13:49] mobility throughout town. And that might help them just cover the cost and the [13:54] upgrades. And I'm glad you brought up the park. [13:58] That was another one that I was going to ask council about. Um, you know, [14:03] regardless of distance, you know, that we maybe right there in front of the [14:07] park and leading up to to that curve, um, having that, you know, 35 um, as [14:14] well because of the volume of traffic and and folks potentially crossing the [14:18] road. And that it again it may be taken care [14:23] of from distance from the center of town. But uh it just just to look at [14:27] that. [14:32] Any further questions or comments? >> I have one. Mhm. [14:37] » Um DOT did send a resolution because they are going to be [14:43] changing the speed limit, but it's not included in any of these roads and it [14:48] will probably be on the November agenda. >> Mhm. [14:51] » I can't It's something over >> Archers Archers Way off of Windendale [14:56] Road. >> That little cut through that goes [14:58] through the wall road. >> Mhm. [15:00] » In there missing signs and a person that lives on that road works for the state. [15:05] » Okay. and got up with them and they're going to replace signs. But any [15:09] resolution declaring that 25. >> Okay. [15:11] » Cuz it's do a neighborhood from Windell Road to [15:15] » right now, especially with that with the detours. [15:19] » Mhm. >> Folks probably wearing that one out. [15:22] » So, we already have that resolution in hand. I just wanted to make y'all aware [15:27] it's not any of this. >> No, no, no. I I did not go through any [15:32] subdivisions um you know on this again. and it was just the arterial, you know, [15:37] roads and collector roads um going through town and uh that what what we [15:43] were looking for. I've not heard from anybody in the [15:47] subdivision that was had some concerns about their, you know, speed limit. So, [15:54] okay. Any further questions or comments? All right. I see Mr. Lee with us. Uh [16:01] we'll go back to item 2A if he's ready. And uh [16:06] » no no problem at all. No problem at all. >> So we're discussion on the town [16:12] administrator search process. [16:17] » Yeah. >> Okay. Absolutely. [16:20] Thank you. >> Yeah. I'm sorry. I was um [16:25] having an employee issue and it went a little longer than I thought. So, uh, my [16:31] apologies. So, good to see everybody. Hope you're doing well. Um, so tonight [16:37] our goal is to, um, make sure that you all are okay with the, um, the brochure [16:45] that we'll send out that will advertise the position. That brochure will also [16:50] um, be the basis of any other types of advertisement that we do. Um, [16:56] additionally, we want to go through with you the evaluation matrix that we've [17:01] created and I'll talk briefly about how that works and want to make sure we get [17:07] your input on that and make sure you feel good about it. And then, um, I [17:12] think at the end we'll do the schedule. Um, [17:16] you know, we're going to need to, um, talk about what schedule is going to [17:20] work best with you. and I've created a a draft schedule based on the new sort of [17:26] where we are right now for you to consider. So, Mr. Mayor, if that's okay, [17:31] maybe we'll do Yeah, and I think Ben's already got up the brochure. [17:36] » So, I know there were some corrections that that we had received and we [17:40] included in the brochure. Um, so wanted to see how you all felt about the [17:46] brochure, if there are any additional um, comments or changes that you would [17:53] like to see in it. And again, the plan is to try to get [17:58] this on the street tomorrow. So if if you all are good with it, we are going [18:03] to work hard to begin advertisements tomorrow. [18:26] [Music] So to apply, they're just sending a [18:31] letter of interest in the resume. There's not like a um [18:37] application form of anything. >> No, ma'am. Usually for these types of [18:41] searches, the resume and um cover letter are all that we require. Gotcha. Yes, [18:46] ma'am. [18:51] There may be some additional things that you want from them once we get into the [18:54] interview process. So that that's where we can distinguish and get more [18:58] information when we start the interviews. [19:02] » The last page and and this does not be the updated version. You've got the [19:07] first review of applications is planned for October 20th. [19:10] » Yes, ma'am. >> So we'll change that based on the [19:13] schedule tonight. Yes, ma'am. [19:19] [Music] [19:26] Any other comments? [19:30] Everybody okay with us? >> I think it looks good except for the [19:33] days with Councilman Brutin just just pointed out and uh which was just an [19:37] adjustment timing wise. >> Okay. [19:42] » All right. Um, Councilman Jackson or Mayor Prom [19:46] Council, do either of you see anything of concern or how do you feel about [19:51] what's presented here? >> I think [19:56] my opinion looks really good. [20:01] Covers a lot of the hot spots we got going on. [20:06] Um, [20:11] just let them know that, you know, really [20:14] that u two weeks train now we'll be 16 years old. [20:20] » Wow. >> Mhm. We've done a lot in 16 years [20:23] compared to a lot of towns. So >> um but I think this is the way this is [20:30] the way to go about it. >> Mhm. [20:32] » I really do. >> Sure. It's an exciting opportunity I [20:36] think. [20:40] And it does include that um on page two said the date of you know incorporation [20:45] were at least a year uh 2009 but you're right 16 years old and um May the 9th [20:54] » I mean uh November 9th >> Lee I didn't have a question um for the [20:59] employees or you consider anybody that gets a W2 [21:07] » see Um it was [21:11] » currently you just have the six full-time and six part-time [21:16] but our council and our planning board members also get it [21:20] » I would say it would just be the direct reports so just those 12 employees. [21:26] » Okay. Yeah, [21:31] [Music] [21:44] I'm okay with it. Okay, I think looks good. Okay, [21:51] we'll um move on to the spreadsheet. [21:56] Um, might help if I had the right one open. [22:00] Me, not Ben. Ben's got the right one open. I've got the one open right now [22:05] for Benson. Y'all want to see that one? All right. Um, [22:09] so this is how we um rate is a maybe a subjective word. This [22:19] is how we sort of callull through those resumeés and those cover letters. [22:25] And what I really want to emphasize is I don't want this to when we're at the end [22:31] of this and we're in close session um in a few weeks and we're talking about [22:36] candidates. I I don't want to give an impression that this is like candidate [22:42] number one through candidate 12, right? because um there is quite a few quite a [22:49] quite a lot on this that you you can only tell so much from a [22:55] resume, right? So, you're doing a very high level sort of review of individuals [23:01] and it you're trying to be very fair with them. I mean, I may see a resume of [23:05] somebody I know and a resume of somebody I do not know and and I can't let that [23:11] really at this point influence me unless there's something I know that would be [23:14] really detrimental, right? And we would let you know that. But I need to be able [23:19] to view what I see on a resume and take what I see on the resume and translate [23:23] it to you in a very objective way. So, the purpose of this is really to help [23:30] focus you, right? Because if you're looking at 30 applications and going [23:34] through resumes, you can get I mean it just is natural, right? You get mixed [23:38] up. You're not sure if one person has it that another person doesn't. This is [23:42] meant to supplement and really to focus you in, right, on the on the candidates [23:46] that are at least on paper meeting those um qualifications that you all have [23:53] identified as really important um to you. And we do that numerically. We [23:59] assign points and we'll sort them. Um, but we always stress that as a board, [24:05] you know, you all need to invite to interview and ultimately offer the job [24:09] to the person that meets your needs the best. And, you know, once you get [24:14] somebody in here and start talking to them, you know, the fourth person on the [24:17] list might might be the right fit, right? and the first person on the list [24:22] may not be right, might have everything on paper, but when you start [24:25] interviewing might just not click right or might not [24:29] fit. So, this is just that first sort of call. So, what we do is Elena and I [24:36] actually sit down together so that we can make sure we're checking each other. [24:41] Um, you know, do you think this person has this this experience? Nope, I don't. [24:46] Okay, well, let's look at it again. and we go through and we we assign points or [24:52] check off um requirements. And so Ben, if you'll scroll scroll all the way to [24:57] the left there for me. Thank you, sir. Um so we just um give some very basic [25:03] information, first and last name, email address, their current position. [25:09] And the way we do this, and actually came up in Benson, if the person is in [25:13] transition right now, if they're not employed, we'll put an NA. That doesn't [25:17] mean that they're not willing to share their position. It just means they're [25:20] not currently employed. But if they're currently employed, we'll put that [25:24] position company or jurisdiction that they're employed with. You can go to the [25:30] right now. So the green things are the items that [25:36] you all said are minimum requirements. So they have to have a bachelor's [25:42] degree, at least a bachelor's degree in public administration, business [25:46] management. civil civil engineering related field. This comes right off of [25:50] your job description. And that municipal management experience [25:55] is required. And so we'll review that and if they do not meet either one of [26:01] those, we'll put a no there and we'll sort of stop working at that point on [26:05] that candidate. Um just for time sake. Now, one thing I do want to check in [26:12] because it has come into play in Benson. Um, just to verify if if a candidate has [26:21] really good county experience, um, is that something you're willing to [26:28] consider? Because right now, the way it's reading, [26:32] we would kick that out. So, if they don't have municipal experience, but say [26:37] they're an assistant county manager, we would kick that application out. [26:44] » But you may local government >> local government. [26:50] » I agree with that. I mean, if it's still it's local government, I would I think [26:56] we ought to look at it. [26:59] » Well, let me ask you. Yes, ma'am. Do you think the roles for a county and a [27:04] municipality are similar? >> There are differences. I've been a [27:08] county manager. I've been a municipal manager. Um, I think if somebody's been [27:12] a county manager, assistant county manager in North Carolina, they know [27:16] enough about municipal government and how to manage and the laws and the [27:19] budgeting, how to work with a council, how to work with a community that Yes. [27:25] » I think it could be relevant. Yes, ma'am. [27:29] » What I needed to know [27:33] And the only thing this will do make your pool larger, right? You're not [27:37] excluding people that maybe could be a good candidate. And then you can weed it [27:41] down from there. All right. [27:45] So then you had um sort of preferred or pluses being a master's degree or an MA [27:53] International City County Manager Association credential manager. So if um [27:58] if folks had that, we would give them a bonus point. [28:02] And then we get into um the ideal attributes [28:08] um and also those critical knowledge areas. So this is where it's a lot more [28:15] subjective. And so part of this is actually seeing if the candidate [28:21] actually read the job advertisement. and you know um tailored their cover letter [28:28] to actually highlight things that he or she have done that that meet the [28:32] requirements that you do or their resume. And so admittedly, this is much [28:38] more of a if they say they have this strength or they've demonstrated [28:43] something on a resume that aligns with this, we'll give them the point. You [28:48] really I can't judge, right? Did they do it well? Did they not do it well? Um so [28:53] I just want I just want to say that right because um there is some [28:59] subjectivity in that that part. Right now where we can really start drilling [29:03] down is when you start forming your um um interview questions and and talking [29:10] to somebody. That's where you can really start pulling out well what did you do [29:16] specifically to be a strong communicator? Give me specific examples. [29:19] Tell me how this worked. Um, but you'll be surprised. I mean, there [29:24] are people I have seen a resume and I say, "I know you've got this skill. I've [29:28] seen you do it, but you didn't put it on your resume. You're not getting a you're [29:31] not getting it, you know, not going to get a check off for me." So, I just [29:36] wanted to run through these again. Um, and we split these out. So, the ideal [29:40] attributes will sort of do as half of a half of a score and then the critical [29:46] knowledge areas we'll do is another um 50% of a total. And then we call that [29:51] competency. And we'll actually um tease the [29:56] competency and then like the bonus points out so that you'll see how [30:00] somebody maybe measures up on the competencies versus maybe just getting a [30:04] couple bonus points because they have a master's degree or credential manager. [30:10] And we'll sort those both ways so you can see them. [30:15] So these are the items that you all identified. um you know budget [30:20] development, grant writing, human resources, community planning, [30:24] communication, core municipal function, understanding [30:29] and the two people that we sort of used as guinea pigs. We just said, well, what [30:36] if they did this and then you could see at the end how their scores measure up [30:42] and we'll present this to you. So, I think about a week before your [30:46] interviews, what you'll get is an email that um I'll send to your interim [30:51] manager um uh or andor town attorney so that they can send it to you [30:56] confidentially. And what you'll get is a link to the [31:00] spreadsheet and you will also get um you won't get a link to the [31:05] spreadsheet. you actually get spreadsheet [31:08] um attached to the email so that you all individually can look at the [31:12] spreadsheet, sort it in whatever you way you want, do what you want to it so you [31:17] don't mess mess up the master spreadsheet and then we'll actually link [31:20] you to every single candidate. So every candidate will have their own folder and [31:25] they will have anything that they sent to us, cover letter, resume. So that way [31:30] if you want to look at a candidate that didn't meet the minimums, you can look [31:34] at them. If you want to meet the number one candidate, you can look at them as [31:38] well. You can look at every candidate. We're not going to keep any candidates [31:41] from you just because they meet or don't meet. You're going to see them all and [31:47] they will all be listed on the spreadsheet as well. [31:51] So, that's sort of the process how it works. [31:56] Help me a little bit because I'm looking at the total 50% of score. You got it in [32:01] two places where one is the um the demonstrated abilities and then the [32:08] critical knowledge >> and I don't think they're adding up [32:11] right. >> Okay. I can [32:13] » So you may want to check both. >> I'll look and make sure. Yeah. [32:16] » Because for for like the first one, Ashley, she's got two for demonstrated [32:21] abilities, but that total is one. And then if you carry it all the way over, [32:27] then she's got one, two, three. But it just says total is one, [32:31] » right? Let me just make sure. One, one, one, [32:36] two, three, one. Yeah, that's not adding right. [32:39] » Yeah, both those total 50% I don't think are adding right. [32:42] » Yeah. One, two, three. Yep. It didn't pick up [32:46] the last two columns. Yep. [32:53] We'll get that fixed. [33:05] So, it actually end up being a 1.5. So, it would be a 35. 3.5. [33:13] And then >> I can't even figure out where Bob gets [33:19] 0.5 for the total 50%. [33:23] » Right? >> Cuz it's only a one. [33:30] » So it's a half. So and we can do it differently. What we say is the entire [33:37] the it [33:41] we need to work on it. I now that I've tried to explain it, it's not working [33:45] out the way I had wanted it to. We'll fix it. [33:50] We'll fix it. [34:00] Y [34:03] we may just let them all add and just it's a score [34:08] maybe the best way to do it. That's what I thought you were trying to [34:13] do. That's what I was doing was just adding girls. [34:15] » Yeah. Yeah. That's probably the easiest way to do it at this point. [34:18] » Just high scores to high score. High score. Yes, sir. [34:22] » Yep. Okay. [34:26] Any additional questions or comments. [34:31] All right. Okay. So, with the adjustment of the date on [34:36] the advertisement, you plan on that going going out tomorrow? [34:39] » That that is our plan. Yes, we'll start getting it out tomorrow. [34:45] [Music] Okay. Um [34:50] so schedule um [34:55] so we are at the October 20th board meeting which um yeah we worked on job [35:03] advertisement evaluation matrix. [35:07] Um tomorrow we plan we'll summarize stuff to you and also [35:13] uh get that advertised as you see in the uh phase two. Um so after tomorrow, this [35:21] is more um [35:25] how you all feel about the schedule. I just started putting some dates out [35:29] there to see how this would um how you'd react to it. Um, I assume that you still [35:38] wanted to move fairly quickly. So, that's that's what I'm doing here, but [35:42] we can pace it in whatever way you want to. So, I've got um a November 14th [35:49] review of candidates and um [35:56] and I we still need to change some dates. Um it's not the October 20th, but [36:00] it would be before the November 17th or December 1st meeting. [36:05] So, if we started reviewing candidates on the 14th, we could be ready for [36:09] either your 17th or December 1st. Obviously, you have a little more time [36:13] to review candidates on the 1st rather than the 17th, but we could um we could [36:20] make either we could make either work. So, I guess that's the that's one of the [36:26] bigger questions. And then after that, cuz I know we're [36:30] going to be sort of into December um in the holidays, I've got a bunch of [36:37] tob determines and to see where you all want to maybe [36:42] head in terms of um [36:46] interviews and all of that. So, Mr. Mayor, I don't know how you want [36:52] to handle that, but I think the the first critical question is do you want [36:58] to be reviewing applicants as soon as the 14th of November? I mean, that's 3 [37:02] weeks. Um, and then do you want to aim for the 17th or the 1st or another day? [37:11] Doesn't have to be those two. >> It's up to y'all. [37:14] » Well, you know, one of those factors will be uh the pool that we're looking [37:18] at, right? and hopefully we will have a good applicant pool. [37:22] » Sure. >> Um, you know, council has stated that [37:25] they wanted to try to move along as as quickly as we could. Um, you know, [37:32] so I would I would say um, you know, if we [37:39] had a good applicant pool as of the 17th, you know, to try to shoot for [37:44] that. Mhm. >> Okay. [37:46] » So, how does the rest of council feel about that? [37:49] » That's a good pool. I'm good with that. >> Mhm. If we're if we've got a good pool. [37:54] Exactly. And I wouldn't want to limit ourselves if we, you know, have a short [37:58] pool, but hopefully that won't be the case. [38:06] » Okay. So, let's see. If you all selected [38:13] candidates on the 17th, [38:17] when would you want to shoot for [38:22] an interview? So, just as as an example, the town of [38:27] Benson selected their candidates um last week. They're interviewing Saturday. [38:33] Um they're interviewing five candidates. Um it's about an hour each and so it's [38:39] from 9:00 a.m. to 4 is the time frame we've set aside for five candidates. [38:46] Um so again it doesn't have to be a Saturday. It we can however you all want [38:52] to do it but just to give you a sense of how much time [38:55] » um you need to think about budgeting that's probably a good um good estimate. [39:03] I think an hour would be sufficient and probably about average, isn't it? Okay. [39:09] If memory serves correct, that's that's what we have done previously. [39:12] » Yeah. And I think it has to do, you know, how you want to structure the [39:15] interview. So the Benson interview is going to be um Q&A from the board, but [39:21] then they are also going to be giving each c the candidates a scenario to [39:27] react to. Um, and that's going to be about 20 minutes of the of the hour will [39:33] be the individual actually presenting on that scenario. [39:38] [Music] So, you know, so up to y'all if we can [39:43] talk about that later, but that's why, you know, once you do that Q&A, the hour [39:47] goes by really quickly, give the candidates some time to ask some [39:50] questions. So you said set from with Benson at [39:56] least you're doing from 9 to four for five cat five candidates. [40:00] » Yes sir. >> I think for five that's probably a [40:03] reasonable amount of time and we can I don't remember that we stuck to the hour [40:09] on the last interview process. I think that's what we had set for ourselves. [40:13] » We had them scheduled but we also allowed some buffer uh for breaks and [40:18] that type of thing. So we we did have we did have some buffer if it did go over, [40:23] » right? And and I that would be wise for this too, I think. But [40:27] » I think the nine to four for five candidates is probably [40:31] » reasonable. >> And let's let's hope we, you know, have [40:35] that, right? So >> the rest of that [40:38] » the rest of that equation will work out work itself out once we see this [40:43] applicant pool. [40:49] But now what day I think is probably the next thing. What day of the week kind of [40:53] thing? >> I was thinking the same thing [40:54] » cuz the the week after that is Thanksgiving. [41:00] » Would come in on their Thursday. Nobody's working that day. [41:03] » You you going to bring the turkey? >> Well, you [41:07] » that would be a very devoted crowd, right? [41:09] » Yeah, it would be. I love my mom and she'd be mad at me. [41:15] » Yeah, I don't think that day would work. >> No. [41:25] » Well, I guess we can be thinking about what days trying to be flexible again [41:28] once we see this applicant pool and applications and and then going forward [41:35] making a decision based on that. Yeah, I I would encourage y'all to maybe and we [41:41] the rest of the schedule we can sort of um work on it as we go. I I would try to [41:47] get this um interview date >> um in sort of cemented because we'll [41:55] want to when applicants apply, we'll want to be able to tell them [41:59] » you need to reserve this date. um just so that we don't have anybody [42:04] springing us a surprise when we reach out to them. Well, looking at the [42:10] holidays and what we've got going on here in town, we're not going to do the [42:15] 19th, I'm sure. Or the 29th, I'm sure of that. And the 6th, we've got the parade, [42:21] the tree lighting, all that stuff. M. >> So, we're not going to do it on that day [42:26] regardless of whenever we look at those two dates when regardless of whenever we [42:30] look at the the packets. So, then the next [42:35] » if we're looking at a Saturday, if we're looking at Saturday, [42:38] » personally, I would prefer that. [42:46] » So, >> so would the 13th [42:48] be uh open for everyone? If we're going to do it in December, I [42:54] think the 13th's pretty much what we got. The 20th [42:58] » in January. >> Yeah. [43:06] 20th people start taking trips. >> Mhm. And the 27th they're still on them. [43:11] Mhm. [43:19] I'm good with the 13th. [43:24] Councilman Brutin and Mayor Pro Tim Caspberry, is the 13th work for you? Um, [43:29] » Marcus, is our game against Carolina, is that always the last game? Cuz it's the [43:36] Saturday after Thanksgiving. I'm sorry. >> Football [43:43] and with the new alignment schedule. [43:52] game is the 29th. >> Yeah, that's I was I was thinking it was [43:56] always the last one and it is. So, >> yeah, November 29th will be that date. [44:05] » So, I think it's okay, Mayor. All right. So, why don't we just put [44:09] 13th as a goal there? Okay. For interviews. Yes, sir. [44:18] But one one thing I'd like to just clarify, we've got November the 14th to [44:23] get the um candidates to the board. That's a Friday and staff doesn't work [44:28] on Friday. So, I think we need a game plan on how we're going to get them that [44:33] Friday. [44:39] » I'm sure we can arrange for that email to make it to council, [44:44] » right? But I just wanted to make everybody aware of it. So you just don't [44:47] send it to staff and staff's not here. >> Sure. [44:52] » I can work with Ben and if >> y'all are I've seen Friday emails before [44:58] knowing that that would take place. I'm sure we can work that out. [45:01] » Okay. I mean, I don't mind sending it directly or if you'd rather it come from [45:05] staff, we'll we'll work through whatever we need to do. Ben and I will make sure [45:10] it happens. They can have a bin or a signed person and uh [45:15] very good. Um [45:20] [Music] All right. [45:23] So, did y'all want to work? So, okay. So, [45:29] we're going to shoot for December 13th. Sorry, Ben. If you'll scroll back down. [45:34] Yeah. Sorry. uh December 13th, special board meeting [45:39] for your five candidates. During that meeting, um the goal will be to really [45:44] try to determine your top two candidates or you have no candidates or maybe [45:49] there's one that's just like the unicorn that you want to go after, right? Really [45:54] having a good plan after that um to move on. And then also um if um if you want [46:03] to do a second round interview um I'm assuming you'll want to with at least [46:08] one candidate thinking about how that might work [46:12] » and then we can um sort of go from there. [46:16] But I think y'all got a good plan to get you to the 13th of December. [46:21] Um and I will say I mean I don't mind sharing it's public knowledge. Um, [46:27] we got like for Benson, um, we got 40, oh gosh, [46:34] » eight applications. >> Good gracious. [46:38] » 20 of those met minimum qualifications. One dropped out because they took [46:44] another job. Um, so they had 19 to consider. They, [46:51] um, it was a variety. It mostly instate. There were there were a few qualified [46:57] applicants out of state. Um they picked five. Um and like I said, they're [47:04] interviewing Saturday. >> I was going to ask you about the [47:08] instate. So >> yeah, it was it was more in state than [47:11] the out out of state, but there were some strong out ofstate candidates for [47:15] what they were looking for. >> Um and I Well, I don't want to get that [47:20] deep into it. Yeah, there were there was a nice a nice mix. um a lot of a lot of [47:26] individuals that were managers um some with county experience. Um [47:34] but yeah, it it I I think the board was pleasantly surprised with the numbers. [47:40] Um and and I I I do remember that the discussion here, you know, are there [47:45] opportunities maybe for some candidates um in that process? And depending on [47:50] where Benson ends up on Saturday, there might be there's some good candidates [47:54] that um they didn't select just cuz you know they needed to take five, right? [48:00] And there were some candidates outside of that five that were that were good [48:03] that were strong. So um we may have an opportunity to do some outreach based on [48:08] what they decide. So >> hopefully that foreshadows our results [48:14] so far as the pool that we're looking at. [48:16] » I hope so. Um, no. I think like like we've talked about, you've got a great [48:21] opportunity, very stable. Um, I mean, I I don't think it's any mystery that [48:28] Benson's having some struggles right now and and even with that, they had a [48:32] really good pool. Um, cuz I think the Benson's opportunity is really good as [48:36] well. So, >> yeah. Lee, will you be sending any of [48:42] those candidates not in the top five, but anybody that had applied for those [48:47] jobs of this position? [48:50] » We will. Yes, we I want to see what happens on [48:55] um they'll of course see it when it gets advertised anyways, but I I may do some [49:02] direct outreach based on what happens on Saturday to some of them. Absolutely. [49:08] Yep. [49:13] Okay. So, I think that date for the interview that would apply [49:19] whether or not we have a good pool. >> Yes. [49:23] » On the 17th or the whatever the two weeks after that, [49:27] » that would still be for that. >> Yeah. Yeah. And if I, you know, if we [49:31] get to, let's see, if we advertise tomorrow, 21st, you know, if we get to [49:35] like election day, right, you know, somewhere [49:39] in that 1st of November, and we're not getting good [49:43] like response, I'll probably go ahead and sort of reach out and say, you know, [49:49] we'll keep a look, but we may not we're not getting the numbers just so you're [49:54] aware. I don't want to surprise you right on the 14th and like you only got [49:59] two candidates which ain't going to happen right but I'll keep you update on [50:03] the updated on the numbers so you'll sort of know [50:05] » what was Benson's salary range >> I'm sorry [50:08] » what was Benson's salary range >> um I think it was 130 to 150 I believe [50:15] » yeah yeah [50:19] » and one thing to keep in mind Benson is hiring a manager and not an [50:23] administrator That's right. >> So that will kind of command a little [50:26] bit higher salary. >> Okay. [50:28] » And I mean, and we've had this conversation, they have some budgetary [50:33] challenges they're going to have to deal with immediately. [50:36] And so the board, to their credit, understood that they were going to have [50:40] to, you know, account for that and the compensation of the individual. and they [50:46] need that person to stay for a while to help with what's going to need to be [50:53] done budgetarily. So, they've been good to work with. They they understand what [50:58] they're having to do. [51:06] All right. All right. I think our marching orders are clear. [51:10] » Sounds great. >> Apologize for being a few minutes late. [51:12] » That's not a problem. Not a problem. Thank you. Good to see everybody. [51:17] » Thank you. >> Yep. [51:18] » All right. Item number 2C, discussion on parks and recreation winter sports. [51:24] » Um I did want to have some discussion about our upcoming winter sports, but um [51:28] I think right now might need to kind of delay that discussion just due to some [51:34] um [51:37] some conversations we had, positive conversations we've had this uh this [51:40] morning. So that may change what we have going forward. Okay. water sports. [51:45] » All right. >> And I do want to remind everybody that [51:47] we do have a shred event um this Saturday from 9 to 1. [51:51] » Um spread the word. We'll be out there working hard and uh telling everybody to [51:55] bring their uh discarded files and everything else you want uh to get this [52:00] ready. >> That's going to be at the park again. [52:02] » Yes, sir. >> Okay. Great. That's 9 to1, Chris. [52:05] » Yes, sir. Excuse me. [52:16] Okay. Outstanding. [52:21] All right. Item 2D, interim financial reports. [52:26] [Applause] [52:33] [Music] [52:37] » Thank you. [52:43] As you can see, um, mayor council, the August and September financials are [52:49] available tonight. So, I I'll quickly go over both um as fast as possible. [52:59] August is the second month of 12, so that's 17% through with the fiscal year. [53:08] And so when you look through the um the worksheets in front of you uh ending [53:15] August 31, keep that in mind. Um revenues if they're higher than 17% [53:22] that's excellent. If expenditures are higher than 17%. [53:27] That's not good. So um and then we'll go on to September to see if any of those [53:33] figures have changed. As you can see, we've not gotten um many [53:39] of the Avalon taxes during the month of August. Very, very little. But the [53:45] vehicle um taxes do come in every month and they're they're pretty um within I [53:53] would say 20 to 35,000. It can range any anywhere from there per month. [54:00] Um, if you will quickly look at the park and wreck fees for the month of August, [54:05] it's um $7,200. And then as well as the rentals are a little less than $1,500 [54:12] just for the month of August. We'll flip over to the next page. [54:19] We have some investment earnings of $3,100 during the month of August, as [54:24] well as the transfer from the um park reserve fund to the general fund to make [54:31] the debt payment um to the Smith family for the park [54:36] » of which I think we have what two. >> I think there's only one more left. [54:40] » One more. Okay, one more. >> Great. [54:43] » Yes, sir. >> Going over to the expenditures in the [54:47] general fund. Like I said, let's say think about the 17% figure. The [54:52] governing body is a little bit higher. Um but then all a lot of the dues during [54:59] the month of uh July and August get paid upfront for the whole fiscal year. So [55:03] that's why it's a little skewed um past 17%. Going on to the administration, [55:10] um we're at 23%. I'm not too worried about that. It is a [55:15] little bit um higher than the 17% but there again some of our dues uh and um [55:23] for the members the membership dues that some of [55:27] the staff we pay them for the year upfront as well. [55:33] Next, we'll go to the um the next department. [55:38] Tax collection fees, not very much. January 11th of August, [55:43] $423. And then legal fees, a little less than [55:46] $2,200. [55:50] And going on to property taxes, that's very, very little. And that is based on [55:54] the copier that we have um leased from CI. Going on to the public buildings for [56:01] less than 17% for 12% spent. >> Kim, can I can I ask what document [56:06] you're on? I just want to make sure I have the right one. [56:08] » Sure. I am on the statement and revenues of expenditures [56:14] the operating. >> Okay. [56:16] » Page nine, is it? >> Year to date as of 83125. [56:21] » Yes. >> Okay. And I'm currently on [56:25] page nine of that doc >> at the top left. [56:28] » You're still in the revenues. >> I'm slowing him down because I can [56:32] actually read that up there better than I can here cuz this is too close. [56:36] » Okay. >> But he's having to blow that up just a [56:38] little bit. >> That's fine. [56:39] » All right. I think we're I think we're back on track. Sorry. I know the [56:42] feeling, Councilman Jackson. Um [56:47] so the public buildings are is at 12% which is less than the 17%. [56:52] Um the highest expenditure in that is is of [56:56] course the communications that's telephone, internet um [57:01] here and at the park. That's that would make um and it could even include some [57:07] July. I'm not so sure. The next page is Peg Media. Nothing for [57:12] the month of August. going through to public safety. [57:18] Nothing was paid during that during the month of August. Um we were late getting [57:24] some um the information from the county to not write that check by the end of [57:29] August. So it would happen the 1 of September. So you'll see a bigger figure [57:32] there. Um that'll include um the August one. [57:39] Public works 2% doing really good there. And then we are planning zoning which is [57:46] 20%. Um, [57:51] basically it's just your normal staff um expenditures, a few contracted services, [57:58] a little higher than 17% spent and then we go over to the parks [58:02] and wreck um department for August and that is at [58:07] 18% little a little over 17%. And then quickly we're looking at the [58:14] debt service. As I've mentioned earlier, you've got your um [58:19] partland payment. We are on page 16, the partland payment and then the first uh [58:27] or the year payment for the uh HR software as well as um and then of [58:34] course that the 50,000 and 4,000 is the total for the park payment. So that's [58:39] 54,000 for this year. Um, [58:44] next we'll go to the inter fund transfers. And the only one um that was [58:49] done for this was a little bit of transfer [58:53] over to park reserve. [59:00] Now looking at the other funds, the capital reserve, park [59:05] reserve, and public safety reserve. Basically the only activity in those [59:11] funds are interest um earnings [59:19] and roughly looking through um [59:24] there was a like I said a little bit going from the park reserve over to um [59:29] transfer from the general fund to the part reserve fund in addition to the [59:33] interest. And then uh we transferred the [59:39] um from the park reserve fund for the loan [59:44] payment went to the general fund to pay it out of the general fund. And then we [59:49] have the um the public safety and you'll see there [59:53] is interest earnings on that. [1:00:00] And the very last page will kind of give you an idea of where we are with the um [1:00:04] the grand total of all four of those funds. The general fund 10 [1:00:10] um capital reserve, park reserve, and public safety reserve. And the operating [1:00:16] is at the bottom kind of gives you an idea of how much revenue we got in, what [1:00:21] expenditures we have, and where we are with the net for um [1:00:27] the month of August. and also year to date. So, we're currently in the in the [1:00:33] negative 280,000, a little less than 281,000. [1:00:38] Um, but that's not unusual at the first of the fiscal year. As you aware, we [1:00:42] don't get the property taxes until November, December. Um, and then the [1:00:48] sales tax each comes in each month. Any questions regarding [1:00:53] the August for those four funds? [1:00:59] And then the next share I want to just share with you. Um [1:01:04] yes, that one of all the funds. Let's make sure go to the top. Make sure it [1:01:09] says end of Yep. 831. Thank you, Ben. Um just so you kind of see an idea of where [1:01:15] all the funds um fall into the total of 404,1 [1:01:24] roughly $138,000. could. So you can see the capital [1:01:28] reserve is a little less than 80,000 of that. Um park reserve is a little less [1:01:34] than 79,000. Your public safety reserve is right around 531,000. [1:01:42] And um those transfers that were done at the first of the fiscal year have [1:01:47] they're a part of those figures that was in the budget that we want to transfer [1:01:51] from general fund to the um capital reserve and the public safety reserve [1:01:58] that has already been done. And then the the liability or what's left of the [1:02:04] skiff fund is there as well as the reader [1:02:08] um the regional economic development grant. [1:02:12] Those figures do not include what's already encumbered. So don't let that [1:02:17] don't when you look at that don't think oh we had $231,000 left the skip fund. [1:02:23] that is not what that is re showing because there are encumbered items that [1:02:29] have not come out of that year. Okay. >> And the same for the the reader grant. [1:02:34] Um [1:02:38] any questions regarding August? [1:02:44] Okay. If not, we'll quickly go to September. [1:02:47] And September is the third month of the fiscal year. So, we're looking at [1:02:53] a quarter% complete of the fiscal year. Um, and now our Avalor property taxes [1:03:01] have come in during the month of September. A little less than 92,000 [1:03:06] $91,000. Starting to see that come in. And then [1:03:10] our our sales tax is is hit this month as well um for two [1:03:17] months prior. So if this is September, then that sales tax figure is from the [1:03:23] July um receipts with the state. Okay, it's [1:03:28] two months behind. Um [1:03:32] permitting for the month of September was a little less than $6,800. [1:03:38] That's pretty good. Um the rentals and the park fees weren't so good during the [1:03:44] month of September, but they were really good um prior to that. I think all his [1:03:49] registration had been taken into consideration for any fall sports. So [1:03:53] that's why it's showing that the year-to- date totals are there as well [1:03:57] if you'd like to look at those. And now the revenues are at 8% collected [1:04:05] which is a little less but we understand how our revenues work at the beginning [1:04:08] of fiscal year. Quickly running through the governing body um that is over the [1:04:15] 25% which is um fine at this point. Not so [1:04:21] concerned about that. And um because we also paid out the uh quarterly [1:04:28] um wages to the town council mayor um during September as well [1:04:36] running through the administration department [1:04:42] is at 34% spent. [Applause] [1:04:47] And quickly let me look real fast. Um [1:04:55] salaries are up because we had two people leave and we had to pay out their [1:04:59] vacation. One had over 240 hours of vacation. So you had to pay them 240 [1:05:05] hours and the other was a little less than that but when somebody leaves um [1:05:11] they get up to 240 hours of vacation payout. So that's why the salaries [1:05:16] amounts are higher for the month of um August or September. If you go back and [1:05:23] look, which would affect the FICA, the [1:05:28] withholdings, the retirement 401k, it hits all those other accounts as well. [1:05:34] Um tax collections at 7% um a little less than 2700 during the [1:05:41] month of September. Um that went to the county. uh legal fees. Um there was [1:05:47] nothing during the month of September, probably doubled up next month. [1:05:54] Um personal properties 1% not very much to even account for. Uh [1:06:00] your public buildings are 18%. [1:06:04] And it appears that um the communications is the highest in that [1:06:10] department which is like I said the internet phones both here and at the [1:06:17] town park peg media has not been paid yet for um in September that will hit [1:06:23] during the month of October. You'll see that but it would be for the fiscal year [1:06:29] end 30th. um public safety [1:06:36] just a little bit. Um the monthly fee that we're doing now to animal control [1:06:40] was basically the only thing paid out um during the month of September. Public [1:06:46] safety [Music] [1:06:50] and then four public works very little. It's at 6% that's that's [1:06:56] really good. um holding that lower than the 25%. Moving on to plan and zoning, [1:07:03] that is at 27%. It's right around the 25 percentile. Um [1:07:10] moving on to parks and wreck [1:07:15] 27 percentile. Um that's that's not bad as well. And it's probably some of those [1:07:22] salary figures because the two that um resigned um get paid out of parks and [1:07:28] wreck as well or a percentage. Going on to the debt [1:07:33] service, the um [1:07:38] payment for the town hall expansion was made. The loan payment was made there. [1:07:43] And so that's what you see for the month of September. And of course, it's going [1:07:48] to be high because [1:07:53] that only leaves, I believe, the [1:07:58] the town hall, the original building, this building's payment is later. I [1:08:03] think that comes out in March. So, that's why the percentage is at 70. So, [1:08:07] once that gets paid, that that department will be at 100%. [1:08:11] And then we have the inter fund transfers [1:08:15] um from the general fund to the park reserve. Uh $7,400 [1:08:21] for that. And that is all of the general fund. So if you look on um page [1:08:28] 18, you see where the operating expenses are with revenues and expenditures [1:08:35] are just for the general fund at the end of the all the documents for all four [1:08:39] funds together. Is there any questions? I'm going kind of fast. So, [1:08:45] okay. In the other three funds, definitely [1:08:50] interest expense was um received in all three of those funds. [1:08:55] And I believe other than the two cent transfer from the general fund to park [1:09:01] reserve fund that we do every month. Other than that's that is all that has [1:09:07] the activity in those three funds. So if you look at that last page [1:09:13] um you'll see with all four funds where we are the final difference [1:09:19] in the revenues and expenditures is a negative of 270 almost $278,000. [1:09:27] But for the month we were ahead in September. the revenues were higher than [1:09:33] our expenditures of $14,800. Any questions on any of those? [1:09:42] Okay. If not, the last um let's look at the liabilities a little bit. You'll see [1:09:48] um and it's the period in 9:30. [Music] [1:09:54] Yes. So you'll see capital reserve increased the park reserve increase [1:10:00] public safety and that's those all three increase because of the interest and [1:10:05] then you'll see that the ski fund and the reader or the skiff grant and the [1:10:11] reader grant um very little change grant didn't change [1:10:17] at all no expenditures or anything out of that and then there was very little [1:10:21] change in the reader grant um during the month of Septermber member. [1:10:27] Okay. Lastly, if you will look at your spreadsheet for the skiff grant, [1:10:33] and this is as of 9:30, everything that's um been paid out of the skiff [1:10:38] grant through 930, which also includes interest every month. Um [1:10:45] it's showing that the running balance is $231,568 [1:10:50] and some cents. So that this gives you a good overview of everything that's [1:10:55] happened in the skiff grant, who it was paid to, what what we [1:11:00] received, etc., etc. And the same document is for the reader grant as [1:11:04] well, and that is all the way through 930. And the balance in that right now [1:11:10] is 2,216,000. Like I said, that does not include items [1:11:16] that are encumbered, which we do have quite a bit of encumbered amounts, but I [1:11:22] just kind of want to give you idea of where the where the, you know, the [1:11:26] interest comes from for those grants and where all the money is being spent. Does [1:11:31] anybody have any questions regarding any of the finances? [1:11:36] But that's a significant amount of grant money, just that one grant and uh dating [1:11:40] all the way back to 2022. And so >> yes, [1:11:45] [Music] >> if nobody has any questions, that's all [1:11:49] I had, Mayor. >> Okay. [1:11:56] [Music] [1:12:00] » All right. Well, we have no questions. Next item was adjournment. [1:12:05] So we are adjourned. Thank you.
