[0:00] Follow up comes with. Eastern transfer station. So guessing way [0:07] around Orlando. Would be people bring construction grade material in [0:12] there to put in their landfill. So we could have [0:15] a designated area for a transfer station and have not, [0:19] fortunately, paid for. Technically. Yeah, technically. Councilor Nickerson. [0:30] We'll see if I have some questions. I think our [0:31] works manager, Scott McClaud. Has. One floor is yours. Thank [0:35] you. To you, Mayor Sheen. Yeah, mine's not really just. [0:39] A question you talked about. A fire and then rebuilding [0:44] the normal charges. If a person tears their house down, [0:47] build a newer house as a dental wallet charity? No. [0:51] Typically that falls under the same exemption. That that existing [0:56] residence was there using the services and has paid taxes [0:59] on those services. So you wouldn't collect a development charge [1:03] for that redevelopment of that site. Other staff members, chief [1:09] parents. So we are in a process of booking the [1:12] firehole, but in building that firehole, there will be a [1:16] bigger firehole based on future growth. So with going from [1:19] a small file into a larger file. So could some [1:22] of that money be used if you're extended in capacity? [1:26] Yes. And if you make sure when you're talking budget [1:29] wise, we plan to collect a port. Portion of this [1:32] through development chart. Thank you, other staff members. See you [1:37] then. Thank you, Mary. So similar to the fire chief [1:42] comments so even. If Councillor hadn't determined if we're going [1:47] to go forward with felt the charges. Could we, during [1:49] this budget, pass that resolution just to be safe, so [1:53] that. In the future, we go with development charges that [1:57] then any of those future costs we could recover. If [2:02] so, we may pay. For a portion of this project [2:08] through future development charges. That would be the kind of [2:11] language I would like to see in any sort of. [2:15] Resolution. Thank you very much for that. And no follow [2:19] up needed final opportunity to staff or council. Just to [2:24] confirm now. So the water, sewer. We have connection charges [2:28] on new builds. Those would be. On top of development [2:31] areas. We wouldn't lose them. Yes, typically your connection fee. [2:39] Is. Actually put that connection in. And if this is [2:43] most water wastewater feeder for a bigger pipe down. The [2:46] line or something at the plants. That's separate. I'd love [2:53] to renew it. Thank you. Thank you very much. First, [2:56] my name is. Final opportunity. Just. A very large thank [3:02] you, Lisa, for your presentation, your work, and your answers [3:05] for our questions today. Thank you for having me. And [3:08] if there's any questions that you think of. Like me [3:12] late at night. Feel free to send me an email. [3:15] I was happy to answer them. Thank you very much. [3:20] We do have. A related report from our co Ludans [3:28] here and that is 4.2 srfln 24.1 development charges, background [3:34] study on page 22 in the agenda package. Maybe we'll [3:38] just have. Are you ready to. Ready to roll? Floors [3:44] or thank you. So we did. Staff invited Lisa to [3:48] come to provide a presentation on the development targets just [3:52] to let Councillor what they are, how they can be [3:55] used and how to implement. Staff is looking for approval [3:58] to employ opportunities to raise more revenue to offset these [4:02] increased infrastructure costs. And reduce the burden of taxpayers. So [4:06] instead of having to make a full decision on the [4:08] extra one to implement. Staff is just recommending the inclusion [4:11] of the development charges. Background study in the 2025 budget. [4:17] So that decision to influence the development charge can come [4:20] after the background study in the public meeting. So that's [4:24] what staff is just looking for. Today is just to [4:26] get the background study. Within. Our 2025 budget. And then [4:31] after hearing your presentation, I also like direction that staff [4:35] look at. All our capital projects that we have in [4:38] the 2020 class budget, and we'll include a resolution. Just. [4:43] As safeguards, that it's down the road we do decide [4:46] to implement them, that the current projects, especially our fire [4:50] hall and our expansion of the wastewater and paisley. Those [4:53] are the two projects. I think right offhand that we [4:55] can hopefully see some benefit if we do the gold. [4:58] At risk. Thank you very much. Just to summarize it [5:02] online, there is resolution here. We resolve. The Councillor hereby [5:06] approves. The inclusion of the developed charges background study in [5:09] the 2025 budget. So we'll see if members of Councillor [5:14] have questions in regards to the report. Or any related [5:19] other angles with us or the council. That means it [5:23] was a great report. So we will see if there's [5:30] a move or secondary for that resolution. This morning. Moved? [5:33] By deputy Narashawa and seconded by Councillor Nicholson. Here's all. [5:39] The Councillor hereby approves inclusion of the development charges. Background [5:42] study in the 2025 budget discussion. We'll see this vote. [5:47] All those in favor? Those. Is carried. Thank you very [5:53] much. Let's. Have two three minute stretch break before. We [6:02] officially turn into that report finance. So we all have [6:08] a break. [6:26] Been there, done. [13:33] Can we just do a microphone check and see Patrick [13:36] Johnson is on with us? Pat, can you. Hear us, [13:39] okay? Yes, I can hear you. Great. And we will [13:48] now head to five one finance, page 24, which is [13:52] my one one s for. Fy N. Point 417, 2025. [13:57] Budget first look, and David Monroe, our interim treasurer, is [14:02] here with us. And David, take us through the great [14:05] news. Thank you. To you, Mr. Mayor. Thank you very [14:08] much. So just from a process point of view. Today [14:10] is our first meeting on the budget. It's draft one. [14:13] We're looking for your input. There's some preapprovals that will [14:16] follow. Next week we'll do a public meeting. We'll ask [14:19] the public for their input. They'll be a presentation available [14:24] next week. If we have the same comment, similar content [14:28] is what you're going to see today. And then on [14:31] November 25, we'll come back with draft two. Today is [14:35] mostly focused on capital, with a little bit of operating [14:37] near the end. And I hope to get through some [14:40] of the capital today, and then by the November 25, [14:44] we'll come. Back and probably finalize most of the capital, [14:47] and we'll bring you all the details. On operating on [14:49] the 25th, and then by December 9, hopefully we can [14:52] finalize it. For both for the budget. And if not, [14:55] it'll split into January. So again, we're looking for your [14:59] input. Interrupt anytime, ask questions. I'll just give you a [15:03] brief. Overview of some of these things. I want to [15:06] thank my colleagues who've helped very much. In the budget [15:09] and they can answer all the hard questions. And they [15:12] know all the answers. Today we're going to, again, focus [15:15] on capital. We're going to talk about the Pacey fire [15:17] hall. We're going to talk about how to fund it. [15:24] And that probably be a big part of the money [15:27] side. Then we're going to look at the list of [15:29] all the different capital projects that we brought together, and [15:32] it was a long list. So we went back and [15:35] asked each department to prioritize the list to give you [15:39] guys a chance to get a sense of what we're [15:41] looking at. Some, maybe fall on some prior year where [15:45] we have to add more money, like if we bought [15:47] the chassis for a truck, and now we have to [15:49] buy the rest of the truck this year. That's be [15:52] one explanation why it's priority. Or maybe it's a priority. [15:55] That you need fixing urgently. But you guys could. List [16:01] decision makers to test which ones we want and which [16:03] ones we can defer to in future period. Okay. So, [16:10] with that said, I think I'll get into it a [16:12] little bit. The first page has the background and the [16:16] funds available, and we get funds from reserves, which we [16:19] collect over the prior year our 2025 tax revenue, 2025 [16:25] user fees, and 2025 grand that's where we get our [16:28] revenues from. And I've got an exact number there. $1.3 [16:32] million. Almost 1.3 available for the 2025 operating budget to [16:39] fund capital projects. And that's. Similar to the prior year. [16:43] We have about 1.2 million to do capital projects, and [16:45] then we have another 837,000. Available from Ontario Community Infrastructure [16:51] Fund. And every year we spend that, usually on the [16:54] roads and sewers and water. Sorry. Excuse me. Roads and [16:57] bridges and. Anything to do with infrastructure. Hence the name. [17:04] I've got appendix of all details in terms of dollars. [17:09] Is pretty detailed, but I'm going to go through each [17:11] by department. That's okay. So we'll start with the need. [17:14] If you want it, we'll get warmed up. With general. [17:17] Okay, so. There's three projects and we can talk a [17:21] bit. Further if you need to, but the first project [17:26] is for $9,000 for a one. Time upgrade of screens [17:29] and sound system in the Councillor chambers. It's going to [17:33] be funded from the office equipment reserve where we had [17:36] enough money to pay for it. The next one is [17:40] similar. It's going to be ongoing. Regular replacement of the [17:43] laptop. So after laptops get three or four years old. [17:47] They tired? They can. Software can't support them. The battery [17:49] isn't as good as. It used to be, et cetera. [17:52] So every three or four years, we're on schedule. To [17:54] replace some of them, and it's been pretty regular. We [17:56] did four or five this. Year. And then the last [18:00] one for 7500 is engineering standards. One time project that [18:04] needs to be funded. When I say needs to be [18:06] funded, we need to fund it from probably the taxpayer [18:10] for the taxpayer. At 1.2 million that I mentioned earlier. [18:16] Okay. General, any questions on those three? Capital project Councillor [18:20] Benner. Are we doing, Councillor? State the screen, the sound [18:26] system. I thought this is why. Christine. So we are [18:35] going to upgrade our account system here because, as you [18:37] know, we have some issues. With the public listing. So [18:42] what we want to do is. Write your screen. In [18:47] our. Owl that move downstairs to a proper committee room [18:51] that will have set up so that if we have [18:54] a Councillor meeting here. Somebody have meeting upstairs. They still [18:57] have owls. They can sell a team's. Meeting, and then [19:00] we'll have a better chance to come up here so [19:02] the policy. Is not going to be an Allison. No, [19:06] it's still be an hour. Okay. Thanks for. [19:16] Talking. Thank you. It's going to be reused and repurposed [19:21] downstairs. I'll have to move. Here. Thank you. Thank you [19:27] very much. I just need a little bit more information [19:30] on engineering standards. I'm just not quite clear my mind [19:33] exactly what it is. Yeah. So me and Polly have [19:41] an engineering standard for their roadways. And. Water, sewer lines, [19:48] storm sewer lines. It's a complete standard. So if you're [19:51] doing a subdivision. Or if you're doing redoing a new [19:54] role, you follow those standards. Not only for tendering, but [19:59] also for. Like I said, for. Subdivision. Okay, I guess [20:03] I should rephrase that. I'm familiar with that. We're required [20:08] to put $3,500 for upgrades updates to have more work [20:13] done. We don't have one. We don't have one. Okay, [20:16] next. Okay, so that's general. That's okay. Well, the next [20:23] one is the big one, so. We have a project [20:29] called Paisley Fire hall and Public works construction of their [20:32] buildings. And on page. Well, what's label is 26 is [20:37] the estimated total cost. So we opened up. The different [20:42] RFP responses for the building to remember. And Dom construction [20:46] is the one that won. It was 2,740,000. 2,740,000. On [20:54] top of that is, we have nondrecoverable HST. We can [20:57] recharge us the full HST, we get to reclaim both [21:00] of it back. But on a project, this thing, it [21:02] really does. That absolute bar, as I pointed out, and [21:05] then. We have. This additional one called site preparation, and [21:10] it's estimated to be 1,308,000. But we are going through [21:14] a process through our fee together. A better number there [21:18] once we get some bids back. And then. Just to [21:24] go through last few steps. 10,000 for landscaping. Standby generator [21:27] compressor. This is. Everything we need to have, including contingency. [21:33] Do you have a complete firearm at $5.1 million? So [21:36] we'll look for. Questions. Cut small daily compressors. With. What [21:45] would that be for? The compressor. So that's the compressor, [21:50] the oil fill and cascade. System. So right now, in [21:53] here, in Elsie, on all three stations, We don't have [21:56] a compressor, so some of the bottles go to Bruce [21:58] power, some of the models go to Elmwood. Some of [22:01] the bottles go to Sagi and shores. Where it needs [22:04] a bit of a problem. Further be. Problem in my [22:07] eyes is that if it's going to bruise, power to [22:09] be filled. We have to wait till one of the [22:10] firefighters is on shifter. First of all, they carry. A [22:13] bunch of high pressure bottles and they still have 2000 [22:16] psi in them in their personal vehicles. The second part [22:19] is we don't have as many full bottles as we [22:22] need, so two. Parts of that. The guys don't train [22:27] as much as they should with StBAs, because they don't. [22:29] Want to use the air because they know that I [22:30] could have been a pill graduate and. They don't want [22:32] to leave themselves vulnerable in case they have a fire [22:34] or an issue. So in looking at that and building [22:37] a new call, what we want to do is compress. [22:39] The system and that meets the needs of all three [22:41] stations so that we can fill them on. Site. There's [22:45] a couple of things. The big one is obviously traveling [22:47] in personal vehicles and carrying high pressure filters. That's not [22:49] the best. And then waiting to have them filled with [22:52] maybe three, four or five days to get them filled. [22:55] So that's the other part. So what? We're building the [22:57] station. We want to. Go ahead with compressor station, and [23:00] then that way we're looking after our own tanks when [23:02] we need them. And in the event of a larger [23:05] scale incident, we can designate someone to go. Fill levels [23:07] and then bring them back as well. We used to [23:10] use cruise power. Their airlord system. They shifted down on [23:14] their manpower now, so they're finding harder and harder to [23:17] bring that air out of here's power. So, again, that's [23:21] another consider. That we have. If we have this system [23:25] set up in this. If I hold other municipalities, maybe. [23:34] Want to use it. For the most part, most municipalities [23:38] have progresses. I was actually shocked when I came here, [23:40] that we did not compression, that we didn't fill our [23:42] own bottles. And then the other one is a standby [23:46] generator. How they. Passed. Sorry. Through America. So that's working [23:55] on the size that we require, what we do. Require. [23:58] Just this will be an emergency operation set up for [24:01] alternate to here. We do need it. That we can [24:04] still function, both facilities, whether that's public works and ourselves, [24:07] at full capacity. We don't want to reduce size, so [24:11] packs online. Maybe he can answer that. But in speaking [24:13] with other municip. Municipalities. The $100,000 range seems to be [24:17] close to where we would be. That's a rough number, [24:20] obviously, but we are looking for a generator that does [24:23] allow us. To. Blow up a mountain. We're involved in [24:30] these down by generators a lot. Of. Tree. Standalone [24:39] or housing. Is quite high on them, and one we're [24:45] using, summers narrative is one of the best. We should [24:52] check into that a little further. And in consultation with [24:57] Pat, we certainly will be doing that. That's not a [25:00] fixed number. By any means. That's a budgetary number to [25:02] make sure that we do have enough. To meet the [25:05] needs of putting it in, but we're certainly going to [25:08] see what we need precise. Whatever size that may be [25:12] and then source on what would be the best option. [25:15] And also with consultation with Don as well to find [25:17] out what are the files I've been putting in as [25:19] far as Walmart. Thank you. And Chief Sharon did make [25:26] a reference to our chief billing official, Pat Johnson. Pat, [25:30] did you have anything you want to add to the [25:33] answer? Sorry. I only caught half of the conversation. I [25:38] was on the phone, but I think you were. Talking [25:40] about the generator. Yes, generator. And in regards to right [25:47] now, it's $100,000. But it's to be determined. A more [25:52] accurate number and a more accurate size. Yeah, we didn't [25:56] really have the sizing. We were kind of relying on [25:58] doms. Because they built so many. That were waiting to [26:02] resize it and get the pricing. Thank you for that. [26:07] I did see Councillor Penner, then Councillor Stein, after Councillor [26:10] Benner. Thank. You. I see that there are expenses that. [26:19] We. 're. Experience. Available. However. You are willing [26:28] to like. I'm just thinking defer that for the next [26:31] year. I think you have to have it all right [26:33] now. I mean, I understand. It's a want, in a [26:35] way, and it would be really nice, but some of [26:38] the things maybe would be. Considered. Some items to be [26:44] further into next year. Right. Sorry to that's what I'm [26:47] wondering which item. Well, I mean, speaking of the compressor. [26:53] And furniture change. Old furniture for a while. I'm just [26:58] thinking. This such a huge number that there could be [27:03] some downsizing within that number to reduce it. And then [27:06] you create for another. Follow. So one thing that we, [27:10] again, one thing that we've noticed. In the, I guess [27:15] the fire industry, when we look at the compressor, just [27:18] in the last year. 18 months. That's $10,000 from the [27:22] original quote. What we looked at by deferring at one. [27:25] We're putting up what we are to identifiable problems and [27:29] then you've got the customer going up as well. So [27:32] it makes sense that while the contract. Contractors are there [27:34] and working at it, that they go ahead and we [27:36] have it installed at that. Time. As far as furnishings, [27:40] obviously, we looked at a $5 million bill, and we [27:43] want to make sure that when we open it up [27:44] to the public that it looks like a $5 million. [27:46] Building. In the quote that we have for that, those [27:49] chairs. So those 26 chairs. In the training room and [27:54] in my. Pc curse. They're all used chairs that could [27:58] go from. And again, we would have to go to [28:00] our. Lease of budgetary numbers. That's not to say that [28:03] that's the price, but when we got that. Pullback based [28:07] on what look now has right now and show. Showing [28:11] the pictures of what they have in their station. We're [28:13] certainly not trying to make the time hall. It's like [28:15] this is what they have. What would we be looking [28:17] at? And the price coming back. Was actually all the [28:21] chairs we used as well, and then in some cases, [28:23] possibly the tables. Someone like the locking. They have used [28:27] furniture that is in good shape. There's no reason that [28:30] we could look at that. When we priced it out. [28:33] But again, When I saw Telaku just to get a [28:37] budgetary number. We said we're looking for very basic office [28:41] furniture. We're not looking for the best of the best [28:44] or solid wood. We're looking for laminate, and that's what [28:47] they came back at. Yes. I do understand that and. [28:54] I totally like the idea of. Having a really nice [28:56] looking firewall to show to the public, but I do [28:58] think we need to just. Need to distinguish between ones [29:03] that need stuff for our clients. Thank you. Thank you. [29:07] Councillor san. Through you? Mayor David on site preparation. Are [29:11] we still getting quotes in for that? Emily? Maybe. Have [29:16] we done the RP? Have you posted it? [29:27] At the last meeting, we did get approval to go [29:30] forward with Kovai drafting up the tender document, and they've [29:34] just done that. So Scott and I look at them [29:36] this week, and then that tender will be put up [29:40] to the public, so we don't have it. That was [29:42] just the estimate property wise, so we're still in the [29:45] process of the tendering process, so it'll probably. Be? I'd [29:49] like to say it'll be brought forward to Councillor. December [29:53] 9. I believe if all goes to plan, December 9, [29:57] camp will be able to see being simple just a [30:01] follow up. So these quotes will all. Be in by [30:06] the time we approve this budget. We'll know. When we [30:10] approve this budget, we'll know. Is this project 5.1 or [30:14] is it 4.3 or 4.6? We'll go back you'll. Have [30:18] more certainty for sure. Okay, that's great. Thank you. Thank [30:23] you very much, Councillor Steinhacker. Any further questions? On. Paisley [30:32] fire hall. Just three minutes. There are no more further [30:35] questions on the cost. Now, let me just explain the [30:38] funding. Okay, so we've already proved the firing. I'll go [30:42] forward in the cost. And sending the money. So now [30:44] we got to figure out where we're going to get [30:46] this money from paid for it. And as you know, [30:52] We haven't had any bills yet, so we don't actually [30:55] have to decide today. But we should get some direction [30:57] from Councillor. And here's my proposal. So we have several [31:02] reserves that we can use for the fire hall. First [31:07] one is called paisley. Fire reserve. So we've been collecting [31:11] money over the years and spending it occasionally on things. [31:14] But it silts to $270,000. So me, being the finance [31:19] guy, says, let's use it all. We're here building. A [31:21] new firefall, and if we need something near 25 or [31:24] 26, we can kind of maybe. Deal with it then. [31:27] Or to purchase the 27. But we're building a new [31:30] firehole. Which is all hands on deck. That's my thing. [31:33] Paisley bell mobility reserve. We have a. Tower. Existing Paisley [31:39] fire hall, where we rent it for $9,500. And every [31:43] year it goes. In there. We haven't taken much out, [31:45] so it's built to 93,000. Over the years. I'd like [31:48] to use all that. And we have a common fire [31:50] reserve. For $90,000. So that's it. Take some money that [31:56] we've been saving up. Let's. Use it. We're building a [31:59] firehome. It leaves us with no reserves in those areas, [32:02] but. They'll build back up. Because every year in the [32:05] operating budget, we put a little money. In every year [32:07] we get 9500 for that down mobility. Fundraising. Let's do [32:12] some fundraising. Everybody's favorite things. That's the model. That. Again. [32:22] An estimate? $200,000. Could we get $200,000 from fundraising? We [32:25] had an initial meeting, so we had a few ideas. [32:29] So that'd be another source of funding. Canadian Community building [32:33] fund, formerly known as the gas tax. So we've been [32:36] given this money, about $220,000 a year, every year for [32:40] the last few years and we haven't spent it. Including [32:44] the 2025. Award. It'll be $1,187,000. A lot of mine. [32:54] Is use it all through firehold. Use it all. And [32:59] then surplus land proceeds. We've sold surplus land in the [33:02] past. We're good. In reserve. 608,000. Again. I'm looking for [33:06] all the money I've got that we can use. I'm [33:11] suggesting all those sources, that adds up to about half, [33:14] two and a half million. Dollars. And then we got [33:17] to solve the other two and a half. Where are [33:18] we going to? Get that fund. So this talk there. [33:25] Comments on reserves using reserves. Councilor. And yet to backtrack [33:30] on that performer gas tax. Maybe this could be a [33:35] good. Were we thinking some of that for great history? [33:40] What were we thinking about? Well. I love it, Tommy [33:47] born bridges. I love some of our roads, too, but. [33:53] I guess the council's decision, and this is a big [33:54] project that Dave was trying to. Fundraise. This is a [33:59] big project, but now we got two bridges that are [34:01] going to be closed that we need to get open [34:04] to. So somewhere along. We're going to have to borrow [34:09] money. For one or the other somewhere. I guess we [34:13] have to rest account for whether they want to fund [34:16] an old list to the fire department and then try [34:19] to find funding for the bridge somewhere. Thank you. Great [34:24] point, deputy shop, followed by Councillor Snatter. Thank you, Junior. [34:31] My question is with the common fire reserve. So is [34:33] that the total amount that's in that right now is [34:35] $90,000. All three reserves are total. Okay. [34:46] I hope my follow up question. Could I jump the [34:50] line and have a related question? Councillor Stein Acker. Is [34:52] it Evan Rashaw? So if that's okay. The condo fire [34:55] reserve, we'll share that. A little bit with our partners [35:01] and good friends in the. Chat with regards to our [35:04] fireholder chastolate. Am I remembering this correctly? We shouldn't maybe [35:09] spend that whole reserve because. Some of that are not [35:12] completely separate. Are chastoly reserved. Maybe Chief Karen. To you, [35:19] man. That's definitely a treasurer thing. I'll put David on [35:24] the spot. No, I think. I think it's separate. We [35:29] have a chest leader by a reserve, Paisley Fire reserve, [35:33] terror fire reserve and a common fire reserve and the [35:36] common reply over here, I said. When I look at [35:39] research. Where did the money come from? How did it [35:42] get in there? And I look, and I look. In [35:44] 23. Nothing came in, nothing. When I look at 22, [35:48] nothing came in, nothing went out. So I kind of [35:50] go back isn't somewhere was set up that some money [35:53] was put into there. And why wasn't it put in [35:57] equally between the three? Just comments, so. It'd be separate. [36:03] Okay. No, thank you for that. Go to Councillor Steiner. [36:08] Through you, Mayor Hamill. I agree with Councillor Nickerson's comments. [36:15] However. When it all ends out at the end of [36:18] the day, the fire must be vapor. The bridge. Stopped [36:23] to be paid for. So somewhere along the line, Do [36:27] we use the money we have now? And. My idea [36:33] would be that we do use it. Can I kind [36:36] of have a follow up comment on that for sure? [36:43] On the Bell Mobility reserve. Now you've accumulated $93,000. And [36:49] because. We are an amalgamated community. The page require? All [36:57] is for airing elders. Really, not just for pesos. Am [37:00] I right on? That so? Could we? Maybe chief chairman. [37:07] Would we not take the pace of the Chesley and [37:10] the tara and I don't? Know what's in. Their mobility [37:14] reserves and use that. This is an amalgamated project. Chaturn. [37:26] As long as David Rudy, I was okay with it. [37:27] I mean, I still need to preach that. Suddenly this [37:30] new bio to send me part of Aaron Health, and [37:32] he fired suicide. So if there was money in two [37:35] of the reserves in the bell. Mobility preserved, which certainly [37:38] has been increasing over the years. I would be okay [37:42] with that. But that is so my question for David [37:43] as well. So can I just follow up? David, what's [37:49] your thinking on that? Well, I think my role should [37:52] kind of set the table and be the quarterback and [37:55] give you guys ideas and things to watch out for [37:58] so that way. Absolutely, judge. That's what you chose. I [38:03] think. You'd want to be consistent with all the answers. [38:06] I think so. For example? You could use it, but [38:12] you just need to be prepared for what backlash you [38:16] might get. Similar. My first assumption on page 28 is [38:21] to use all the unspent pharma gas tax on this [38:25] one project. One project is in Haitley. We have terra [38:31] and ches. Chesapide. Should we use a third of that [38:36] money? I'm sure we use six of that money because [38:38] we want to use half of it for breaches. I [38:40] mean, I'm. Just going to try to quarterback and get [38:42] your input and bring back summarize. What you tell me [38:45] today and bring back another draft, but that's certainly an [38:48] option. I had it on my list for a while. [38:51] Quit the question mark. Can we use the checklinter? Bill [38:55] mobility reserve funds because it's related to fire. So you [39:00] kind of think you can use it. But I got [39:04] to leave the coordinator. Thank you very much for that. [39:08] We're good for now give me our shot. Just to [39:12] add to that, I also see. We're building a workshop [39:15] with this as well. So it's not only fire where. [39:21] There is. No, obviously. Cruz and Azley crew are going [39:24] to get the best of that workshop as well. I'm [39:27] okay with losing all that. Because it's either we use [39:34] it today. Or we have to borrow the interest on [39:39] that amount today. Or find that amount somewhere else and [39:42] probably pay interest, which is going to cost more down [39:46] the road. Maybe in here tomorrow. Thank you for that [39:54] comment. Thank you. Seriously. In regards to the downloadability reserve. [40:02] You said there is one for Karen chef as well. [40:06] When? This was originally set up. What was it meant [40:09] for? That. Information on that, or was it just like, [40:13] oh, this is all the money? You get from the [40:17] radio tower income. Is that? Right? Yes. And it was [40:21] just sitting there without a proper designation. Well, through you, [40:25] Mr. Mayor. What? I've learned from the chief is that. [40:29] We put these towers on, they gave us 9000, I [40:31] think 8500 a year for the first few years at [40:35] 9500, and it was used to maintain. The building. You [40:40] want to build on that? You're absolutely correct on that [40:44] table. We just haven't used it. We're not going to [40:48] put a lot of money into the Paisley firehouse example [40:51] and then the Chesley and the chair. We just haven't [40:54] spent the money. Which is some ways a good thing. [40:59] On to David's point. It has been used. We haven't [41:01] had any major breakages. Or upgrades needed to unify all. [41:06] That's not to say that if the heating system went [41:08] over. We had an issue with the roof, or we [41:10] had that flooded basement a couple of years ago, but [41:12] it was low enough that. I think we may have [41:19] taken it from there then, but it has been definitely [41:21] growing. So again, there's always a chance down the road [41:24] that something would be wrong in the building where we [41:26] would have to deal with it. But to the deputy [41:29] men's point, if there is money there where we can [41:31] spend it now and save on interest. Then that's who [41:33] we support that. Thank you very much for that follow [41:36] up. Continues. Income still, right? It can be heated. There's. [41:46] A difference. I think we'll be consideration. Good. Thank you [41:52] very much for that. I guess I have a question. [42:00] Your contingency? $737,000. Large number. Usually some of that gets [42:10] used. But most likely not. The whole number gets used. [42:14] That's why it's contingency. So obviously we'll have a better [42:18] idea. Once the groundwork sitecraft comes in. But. It's not [42:25] an industry standard contingency. It should be a percentage of [42:27] the total. Or. Is that most likely based on history [42:32] of the projects that we'll use up. Because makes our [42:37] decision. Could be the difference between financing 2.5 or 1.8. [42:44] So, any thoughts on that? Or is that just elaborate [42:47] on contingency at all? So typically I see in the [42:52] works department and doing roadways and projects and endorse from [42:56] 15% to 25% contingency. Put in. Like you said, doesn't [43:04] always get used, but I think. The creative not put [43:08] in. I think Davis got around 1415 in there. Which [43:13] is actually low end of what I have seen, so. [43:17] I would recommend to stay there. I'm agreeing to that [43:21] as well. I just wanted to make clear that could [43:24] be used, could not be used. Okay. And just to [43:30] build 25% on the Dom number, the system max number, [43:34] 25% of the Dom number. But now we've added this. [43:37] A million dollars to say perhaps. Further questions from members [43:42] of council. I can just keep going if you like. [43:49] So, top of page 28. We talked about it there's. [43:51] Two assumptions. That are in there. One is to use [43:55] all the unstant Capital Canada Community funds, which is former [43:59] the gas tax. We talked a little bit about. One [44:02] of the compelling reasons to use this particular fund is [44:05] because. You're allowed to spend it on firearms. Very nice. [44:13] We have that Ontario community infrastructure fund that you cannot [44:16] use for fireballs you have to use. For rotary. So [44:20] that was one of the ones that. The other one [44:23] was the previous landfill, so that's. The assumption. Now, as [44:25] we go forward, options to fund the remainder could use [44:29] their working capital. Reserve. So we have $3 million of [44:33] working capital. So we could use that. It will build [44:40] back over the years, it'll probably, maybe never build back [44:43] to 3 million. If we deplete it from 3 million. [44:49] Use two and a half to fund this and then [44:51] go down to 500,000. 500,000 will build back, maybe to [44:55] a million dollars in a few years. We don't owe [44:59] money. Our bank account and everything goes $6 million. Some [45:05] of that is earmarked for the reserve for water. It's [45:09] not all in investments. So that's one option. Another option [45:12] would be to borrow the money. And we could borrow [45:16] two and a half million dollars or more if we [45:17] need it, from infrastructure. Ontario. They have good rate. And [45:21] we could pay it back through. Operating future years operating [45:26] budget. Technically allowed me to read all the details. You [45:32] could use the Community Canada Community Building fund to pay [45:34] for your loan on your firearm for the next ten [45:37] years. And they pledged 250,000 a year for the next [45:41] ten years. So these are some of the options to [45:44] consider. How are we going to spend? How are we [45:46] going to fund the two and a half million dollars. [45:48] One way is just. They were borrowed by later. But [45:53] we don't have to decide today. But I just wanted [45:55] to kind of set the table saying we should start [45:57] thinking about how to fund this and. Give me ideas [46:01] and guardrails, where not to go and where to go. [46:04] Thanks for that, deputy mayor first council. Through the mayor. [46:10] I'd like to. I guess that third option that we [46:13] fund. The expansion part from development charges. Come to fruition. [46:22] And then I guess before we can make the final [46:25] decision, that there was. I love to see what the [46:28] interest cost will be. On the lower wind from infrastructure, [46:34] Ontario. And I think also, if we're going to use [46:37] some of our own reserves, we've, done in the past. [46:39] We might charge with an internal interest rate or something [46:42] like that. And do a payback situation. So not sure [46:50] if you climb those numbers. David. David. Just to that [46:53] last one. Deputy mayor Shaw. If we borrow from the [47:01] water sewer reserve, which I've encountered not to do, but [47:04] if we did, we would pay that back interest. And [47:07] if we use money from other reserves, like the working [47:10] capital Reserve, we would forego any interest earned from that. [47:15] Gain for future tax years operating budgets, and we could [47:20] certainly calculate all that for you. But we wouldn't have [47:23] to. Pay because it's all just our money. It's just [47:28] that way to be a realization that if. Money is [47:31] not free and that if we took our 3 million. [47:35] Dollars working capital reserve to half a million dollars. We [47:39] would get tens of thousands of dollars less interest next [47:41] year, in the future years. I just can't say all [47:45] that. No follow up needed. Deputy mayor, Councillor Benner. Thank [47:54] you, Ms. Mayor. I think I'm just not 100% sure. [47:58] When you were saying we have to pay a million [48:00] dollar in the bank. So just until two and a [48:04] half hours. Then basically we'll still have. We would need [48:09] to borrow no man, right? But. We couldn't restock this [48:18] money from any kind of. As soon as you said [48:21] the other option was to get money from certain funds. [48:27] Which are able to. But. That would be available to [48:31] restock our campus. Right? So. There would be. Maybe. I'm [48:35] just wondering. Pros and cons there to maybe take advantage [48:40] of funding. I'm sorry. I've been into accounting, so it's [48:47] a bit of a hard for me to. See the [48:49] pros and cons of each of these things. Is there [48:53] any way to. Get this more. Paper somehow. This could [49:00] be one option. This would be another option, is that [49:03] we deal with it. And just to build a little [49:08] bit through Mr. Air. One option was to compartmentalize this [49:17] firewall on. Compartmentalize the money. Right. So. If we borrow [49:21] two and a half million dollars from infrastructure, Ontario, how [49:24] are you going to pay? That back. Well, I'm going [49:25] to get a grant every year from the canadian government. [49:30] For former gastonics, and I just use that to take [49:32] the payment, and it's all neat and tidy, then we [49:35] just go out with our lives and that's it. If [49:38] we choose not to do that, and we funded through. [49:42] The work of working capital or the bank account. Then [49:45] next year, when we get one of those grants for [49:47] the former gas tax, we can put it back into [49:51] our reserves and just leave it there or use it [49:55] for bridges and other things. The infrastructure requirement is huge. [50:01] I have no problem with that. The spending market, getting [50:04] the money in. I think the real question here is [50:08] just to go up the level, is just, do we [50:10] want to spend it all on the fire holler. We [50:14] want to kind of put some of the burden on [50:15] the fire hall in future years. Follow up and then [50:19] Councillor Nickerson. If we take it on our own. Time. [50:30] Is there any money that we cannot accept or get [50:33] in order to refill our funds? So that will be [50:38] basically the same, then. Thanks for your time. Thank you. [50:52] For funding. We did use the money that we have. [50:57] And then say, yeah, we need two and a half [51:01] million out of that. What would be? We know we [51:04] can't pay for this fire hole all one year. That's [51:07] a given. But then this would cover good half of [51:10] it. So we figured what we would have paid an [51:14] interest. Or not for, say, the next 810 years of [51:18] our budget. Thousand dollars or $100,000 in interest that we [51:24] would have paid for that could go back into working [51:26] capital. And fund it that way. That would be transferring [51:31] it over a period of ten years or something. Like [51:35] that? Absolutely. Okay. Thank you. Thank you, Councillor. Staff. Through [51:44] your merit. I guess this is maybe for Emily. When [51:48] this infrastructure material came along as an option for us. [51:55] I believe it was a ten year loan. Am I [51:58] right on that? I wasn't here. With a ten year [52:02] loan. Any option you want. 510 15 was at 4%, [52:10] I believe. It was about. 4.4 something. Anytime you have [52:18] some extra money, you can throw it at it. No, [52:20] you can't. So in the structure, Ontario, you can borrow [52:23] money. It's almost like a line of credit. During construction. [52:27] And the rate changes every day. And you can throw [52:29] money at it anytime, borrow. It's just like, in and [52:32] out. Once you occupy, it's locked solid, like a vault. [52:37] So the interest rate is locked and. You cannot prepay. [52:41] That's just the way they do it. As the province [52:43] and. You cannot prepaid. So the thought at the time [52:48] at the table was, what if we sell the old [52:50] fire hall? Land. A couple of hundred to $200,000. The [52:56] old works land. Can't do an instructional territory. But the [53:01] registrate is really good, and it's. Credits available. So this [53:04] is the good things. But that's the rule. Kind of [53:10] around the table was thinking ten years instead of 25. [53:14] Or ten years. Let's get this thing out of the [53:15] way. But that was the history. I'm just trying to [53:20] put some opinions in my life. But I made money. [53:26] The waters by this time. So by internal borrowing and [53:32] stretching and straining ourselves by not using infrastructure. Ontario. We [53:39] could be giving the public the false impression that we [53:40] had lost money or even the province. The impression that [53:43] we had lost money, even though we are delighting other [53:46] projects. And I would be probably more comfortable if we [53:51] would borrow, let's say, $1 million. From infrastructure Ontario, not [53:55] the 2.5 here, but still have some borrowing so that [53:59] we have some flexibility for our other coaches because we [54:01] have lots of other projects on our list. But. Probably [54:06] not me. The 2.5. That's just my initial thought. At [54:10] this moment, based on these numbers. But do you want [54:14] more information from us? That kind of might end up [54:16] right now it's? All good. Everything you said is good. [54:19] Come back with some more details. And again. If we [54:22] don't have to decide today. But it's something we should [54:25] be thinking about. Because you might want to say I [54:28] don't. Want to do any more capital projects. No recreation, [54:30] no roads, no bridges. I only want. To do this. [54:34] Probably won't say that. Or you may say, let's do [54:36] these important recreation road. Project bridge projects in 2025. The [54:41] monies we have, knowing we've got this fire. Hall thing [54:45] that we still got to get through, and then I'll [54:47] try and pick these. Work very carefully because even we're [54:50] going to go to the public or members of the [54:52] public for fundraising. And if they come back and say, [54:55] well, you don't even need to borrow any money, for [54:57] this. You have lots of money for this that could [54:59] be detrimental to fundraising campaigns because. Of that. So that's. [55:06] Very fine here. But Councillor, banker. Thank you. Just. A [55:15] funny comment. The one was watching it. People know how [55:17] much money they have, but they should be. They can't [55:19] find out. It's not like it's a secret, right? We [55:21] all open here about our finances, but I do like [55:25] that idea to. Kind of still get a little ground [55:30] because we do have this money or the potential income [55:34] from the sale of these properties. Right? And then. We [55:38] can replenish our fund. I don't think this is a [55:43] really nice meeting. Thank you. Okay, this is kind of [55:50] a side issue, and I think it's directed through you, [55:52] Mary. Scott. Many years ago, when the water tower in [55:57] Jarrah was built. And water rates were 5%. Right? They're [56:03] not 3%. Right? Yes. And. Rakesh always told us, well, [56:10] it's sort of as a perk for the people. Terror [56:12] that had to pay $3,200. We'll give them a break [56:16] at 3%. Well, when does that break going to be? [56:19] Over. Because if we're talking about borrowing money, That would [56:23] be a fair chunk of money with the terra water [56:26] users to go back in. I won't understand your question. [56:34] So are you talking about the capital charge? Are you [56:36] talking about the 3% charge, which are. Both. I think [56:40] I'm talking about the 3% charge. Okay, so your 3% [56:44] charge is. Based on a financial plan that the government [56:47] brought in after walker and for all water systems. And [56:53] that 3% isn't for necessary the tower loan 3% based [56:57] on maintaining your water and sewer infrastructure. If something was [57:02] to happen. So that's how that and every five years, [57:05] that financial plan. Has opened up again and reevaluated. Okay? [57:10] So David may be with only. Is it due in [57:12] 2026, you think? David, do you remember? 26, 27 might [57:16] be the first two year that we need to redo [57:19] it again. So you're not going to see a reprieve, [57:21] I guess, here until the new financial plan. Okay. Starting [57:27] to get off track. Well, no need to apologize. I [57:33] will out of common. I don't mean this comment sending [57:34] negative, but I think we need to make sure the [57:37] public knows that your question is in regards to the [57:40] water and sewer users, not general taxation, right? They're drastically [57:45] different, and we continually have to tell the public that [57:47] they're drastically different because the parties understand. But that could [57:51] generate more. Reserve for future projects for that. In regards [57:56] to this future project, I don't see a difference in [58:00] my mind. But. Hopefully people tuning in today. Can understand [58:07] the difference. This is kind of a question for David. [58:11] I want to get my head around it, too, because. [58:15] I know in prior Councillor years or prior to the [58:18] municipality, money was borrowed for projects through the water, sewer, [58:22] and it was paid back to a smaller interest rate, [58:24] et cetera. I missed what you said to David. Is [58:29] that a possibility or not a possibility? Just asking questions. [58:34] It may be a possibility. It was suggested to me, [58:36] not by a colleague in another municipality, not to do [58:40] it because we've got everything. So compartmentalizedly water ensued. People [58:44] give us the money for their usage, and then we [58:47] use some of it for the operation and most of [58:49] it for the capital. So it's separate accounts. Everything's separate [58:54] because we want it separate. And you should keep it. [58:59] And then to build on that. The interest rate we [59:04] get from the bank. Is not a whole lot different [59:06] than the interest rate. Interest on investment infrastructure Ontario charges [59:11] us. We get a really good rate from infrastructure Ontario. [59:14] I could bring the decimal .7 figure it out. But [59:19] it's not like a bank where they'll give you 1% [59:22] of your savings account charge you 4% to four. This [59:26] is, we get like three and a half percent on [59:28] our, now we got about 4.1% on our bank account [59:33] and they're charging us 4.2% borrow. So. It just doesn't [59:39] seem to have enough pull to say. Let's borrow from [59:43] that other place. Good questions. Being too heavy handed. I [59:49] think there's a company to give you a little bit [59:52] more. Information. David is like John financers, but a little [59:55] bit more where we're thinking for reserves here and such, [59:58] or you've been gathering information here. Would you like more [1:00:02] kind of. Go around the table kind of comments or [1:00:04] what would you like? Well, I guess just the only [1:00:11] previous rare any comment that would say, just don't do [1:00:14] anything. Otherwise, we'll proceed and bring you some more clarity [1:00:17] for. The next time. Can I start with my thought? [1:00:23] Yeah. I do not like the idea of using the [1:00:26] other vulnerability. Reserves, I think. They're both for new windows, [1:00:32] new roof, new. Infrastructure, those other buildings and then the [1:00:37] chocolate ones. A little bit more complicated with our joint [1:00:40] ownership. With Chasper, but that's just my thought. I don't [1:00:43] know what other people's. Thoughts are. I give a map [1:00:49] of memory that we've used some of those reserves over [1:00:51] my 14. Years for other areas of those other homes, [1:00:54] but I'd rather just use daily one, so. That's just [1:00:58] my. Councilor benner. In regards to that, I still have [1:01:07] a question all the time on because when we look [1:01:10] at the expense of safari. Obviously, building the biomarker cost [1:01:14] is a major expense. And then when will be ready [1:01:19] to put in this generator and to put in the. [1:01:22] So I'm wondering. If. There is offering some of it [1:01:26] to the following budget. What I wonder? Because. It takes [1:01:33] a little while to get the thing done, and then [1:01:35] they're going to be more expensive. Yeah. Ideally through idealia. [1:01:40] From a budget point of view, we're going to plan [1:01:42] to have this fire all completed in 2025 and occupied [1:01:46] and everything ready to go. So all things being equal, [1:01:49] that's great. Reality may come along and say doesn't. Get [1:01:53] finished till later. But we have to plan for that, [1:01:59] and we're hoping for that for sure. We need it. [1:02:03] Thank you, council. Yeah, just. Follow. Up on baby reproduction [1:02:13] generator whatnot. Just to explain a little bit. All the [1:02:17] time. If you decide you're not going to put it [1:02:21] into a later date, it's going to cost you a [1:02:23] lot more because you got to install the switching gear. [1:02:26] Automatic switching gear. And type for this generator to operate [1:02:30] on. And if you're not going to put the generator [1:02:33] in there now. Wherever you get the contractor and the [1:02:36] lock, you are not going to put the switch gear [1:02:38] in. There. And then another year down the road, all [1:02:40] of a sudden, wham, you're in. Another $30,000. You got [1:02:43] rip all that first time. I redo it again. So [1:02:47] this is. Something that we need. A generator. It's going [1:02:51] to be a must, and it needs to be done [1:02:53] at the same time if it's going to save you, [1:02:55] like you, $30,000. Doing it later. Yes. And I understand [1:03:03] that. When it's supposed to be done by the end [1:03:06] of the day. At the same time. I just think, [1:03:11] first of all, Mayor, I do think we should use [1:03:19] the bell tower reserves. That's just my thinking. I've already [1:03:23] stated that. And I think we need to get more [1:03:27] information on this with us as far as cost and [1:03:31] I think with Councillor Nicholson says about the compressor. Is [1:03:37] valuable information, and I just. Think this is something we're [1:03:41] going to have to mow over in the next week. [1:03:43] Or two. I feel like I need to clarify now. [1:03:52] So this proposed funding only included the paper and non [1:03:56] mobility reserve. Did I miss the conversation of the tarantex? [1:04:04] Being used. It was the suggestion from. Council. 20 minutes [1:04:11] ago. Yeah, no, I'm with you. I feel like Karen [1:04:16] has. Been. But. Could we just park this? Because we're [1:04:23] not even fully aware of the Councillor, but dental. Reserves [1:04:26] and. Any. Restrictions. Restriction. But are you okay with that? [1:04:35] Maybe that would come back then with the additional information. [1:04:39] Yes. I was just going to try to wrap things [1:04:43] up. So would Councillor like staff to bring back? A [1:04:46] report with further detail. On. The cost as well as [1:04:50] the options and maybe also kind of a hybrid. On [1:04:55] the options to fund the remaining. So maybe not all [1:04:58] the capital, maybe not all thoroughly, but. Those two as [1:05:01] well is some sort of a hybrid mix. That Councillor [1:05:05] might be a little bit more comfortable with. I'll give [1:05:08] my thoughts. If there could be option a. Option B. [1:05:16] Option B and. We've asked for a couple of different [1:05:20] options here and then Councillor can kind of go. Through [1:05:24] that or ABCD. In my mind could make it easier. [1:05:27] But that's kind of what you were thinking, that. Is [1:05:29] as well as maybe what we can do is also [1:05:32] pros and cons. So each auction will probably have a [1:05:35] pro and a con to it, definitely with the interest [1:05:38] that we would lose versus the interest that we're going [1:05:41] to spend. That the treasurer will be able to kind [1:05:44] of bring that a little bit more. Clear for when [1:05:47] Councillor is making further decisions. Thank you very much for [1:05:51] that. Councillor Panner, I think. And then Councillor Nicholson. Thank [1:05:55] you. Regards to these funds for Karen Shesley. So I [1:05:58] was just thinking that it's that. Money and for the [1:06:02] county things. Don't know how county works, but it's that. [1:06:04] Money once, then for a certain item. Department budget. And [1:06:11] then it would sort of be borrowed from the IHS [1:06:14] because there's going to be future income. So that pays [1:06:16] the income would go back. Into those funds, then I [1:06:21] feel like it will be a possibility, because. It's not [1:06:25] like to truly please them, but socialist. Do have money [1:06:27] going to provide. It might be, but if this would [1:06:31] all be kept. In one budget, and it's being paid [1:06:34] back from the team because he's entitled. As mutant, they [1:06:37] should not be needing any money for any repairs in [1:06:40] their future. So I think there's still a possibility to [1:06:44] save on interest. To do that. Thank you very much [1:06:49] for that. Councilor nixon. David with this, your infrastructure. [1:07:00] We have to tell them how much money we need [1:07:02] up front. To a box. And say if we did [1:07:12] say we need two and a half million, and all [1:07:14] of a sudden, It's up that we've already got 2 [1:07:19] million from them. But we haven't. Received the keys to [1:07:22] the building yet. If we had an extra million dollars, [1:07:26] we could pay main off of that and only finance, [1:07:29] but. We have to decide that before we receive the [1:07:32] keys for the bill from the contractor. Right. Three. Was [1:07:36] here. Correct. We can pay all kind of. Occupancy over [1:07:40] the keys or whatever the date is, that's the lockdown. [1:07:43] Date. Between now and then, it could be Amelia and [1:07:46] it could be a million and a half, could be [1:07:48] half a million. Or we could tell them whatever we [1:07:50] want at that moment. But what I'm saying is, if [1:07:54] we didn't pull out of all our funds, and we're [1:07:57] up that we had maybe 2.4 million. We fold them [1:08:02] in nine. But then we decided. Week before we take [1:08:05] off the sea. Of a one. $9 million here somewhere. [1:08:09] Pay that down. Okay. Thank you. Thank you for that. [1:08:18] Thank you. So. When you calculate. This and collect all [1:08:27] the funds. Is it like. They're paying all these different [1:08:31] accounts for all these various expenses in regards to the [1:08:36] prior or is it just one big part of money [1:08:38] and then that's the one that pay? Out. So you're [1:08:42] not keeping any separate. Okay, well, you said that this [1:08:46] much on the radio tower we take this money from? [1:08:50] The radio Tower Fund. Not really. I wanted to put [1:08:56] it all together. I didn't want to say, hey, it's [1:08:58] only $3 million and then come back another with another [1:09:01] 500,000 for this and that. And I just want to [1:09:03] put it all together. Now, as we go forward, and [1:09:11] we might decide from fundraising, but let's take this little [1:09:14] piece out and go and fundraise for it instead. So [1:09:19] then I come off your list. Because we want to [1:09:22] identify it as something specific. Let's say we want to [1:09:25] fundraise. For the furnishings. And then the 25,000 comes off [1:09:28] and we get, try to get the money that way. [1:09:31] But if it doesn't come in, we might still. The [1:09:34] parents. We still have to pay. It. Thank you. Thank [1:09:37] you, Councillor Don. We still have properties and we have [1:09:42] less than for sale yet. And there's real good chance [1:09:48] there's a subtle way spring. Which could be three or [1:09:51] $400,000. That would be kicked into this fund. To help [1:09:57] offset our money. That would be boring infrastructure, Ontario at [1:10:02] the end, which could bring us back down. I shouldn't [1:10:07] say. My advice was a small home, but. There's a [1:10:13] municipality. Thank you for that comment. Anything else you need [1:10:17] to update it before we go to tell you? I [1:10:20] can move forward. Sure, if I could. Just on top [1:10:25] of page 28, we have a few fire projects that [1:10:28] will be funded through reserve. In a relatively small capital [1:10:30] projects. Cycler have second story, Lifefire training center, new bunker [1:10:36] gear, Terra vehicle, hydraulic cutter. Terra rescue airbag system replacement [1:10:44] and modernization of thermal dimension cameras. So I guess I'm [1:10:50] curious what reserve makes it come in from. For example, [1:10:53] the terra. Vehicle rescue hydraulic cutter and spreader, reserving complementary [1:10:58] tariff firefall reserves. They have their own reserves. For equipment. [1:11:05] And fixing things. New. In the repair. Okay. And then [1:11:10] my follow up question. I believe we have one of [1:11:12] these. I think I've seen it demonstrated. That the open [1:11:18] houses. So. I'm curious why we're buying another one. I [1:11:26] can't say that. Which item is. The rescue hydraulic cutter [1:11:30] and spreader. Is that not the big, like, snip thing [1:11:34] that. I've seen our firefighters demonstrating. So each department. So [1:11:39] you measure through yourself. So each department carries two cent. [1:11:42] For years they've. Had two independent sets. When paisley. Fundraise [1:11:49] and got their last e hydraulic set. We moved. The [1:11:53] backup section. They ended up with two sets then, so [1:11:56] we moved their electric hydraulic set over. To Terra and [1:12:00] the old set of height of Nike hydraulics they had [1:12:04] from back in the 80s that was decommissioned and took [1:12:06] out of service. They used that for approximately two, three [1:12:11] months and then. It basically. Went because it was also [1:12:15] 35 years old as well. So what we're doing right [1:12:17] now, this is very much to your point, where you'd [1:12:20] seen as I cut it and spread. An independent system. [1:12:24] What we've done is gone with a single system cutter [1:12:26] and spreader for the additional set. Which does both jobs. [1:12:30] So when our purchase in a full set, we're purchasing [1:12:33] an e. Hydraulic set, which mimics. The battery system the [1:12:38] same as what Paisley does. So as we replace the [1:12:40] table in all three. Stations. We'll go to the same [1:12:43] platform so that all the fires all have the same. [1:12:48] Tools but to your point, yes, you have seen the [1:12:50] verse that was through a trillion grin I'm going to [1:12:52] say that was. Probably 13 years ago, and that's the [1:12:57] hearst set that they use when they do the demonstrations, [1:13:00] but they're a second set right now is out of [1:13:02] Boulder state commission. It's not working. How often do they [1:13:07] use both steps? At a time. That's a case where [1:13:14] possible. It's on the second truck, right? Yeah. Good point. [1:13:23] So to that point, because we can do noticeable calls [1:13:26] at different times. In terror's case. We've done five ndcs [1:13:33] in the last couple of weeks we've been looking in [1:13:35] the sense that we haven't had two independent cars. With [1:13:37] a head on full trapped. But if a pump was [1:13:40] away doing a different job when we get an MDC. [1:13:44] It gives us the ability to still send a rescue, [1:13:46] or vice versa, so. The municipality one before I got. [1:13:50] Here. Always maintain two steps of hydraulics at each station [1:13:52] on two independent trucks. So we're just trying to maintain [1:13:56] that. Not having two full sets on my goal down [1:13:59] the road is to have a cuttering spread, a combie [1:14:01] tool that does both jobs as one unit. I'd like [1:14:06] to ask the related question. During my 14 years here, [1:14:09] I've been over 14 hours talking about minor capital fire, [1:14:14] and we've had, like, allotment of 15,000. Or they've built [1:14:19] up reserve. Of sorts and then to please the reserve [1:14:23] or pour of money from future. Minor capital. Are we [1:14:28] still along those lines? There's a certain amount for minor [1:14:31] capital items, or are we moving away from that because [1:14:35] of the complexity of it? Because for years we've talked [1:14:40] about this so many times. I'm quite confused, but to [1:14:43] David. What's your thoughts? Well. When we buy equipment, we're [1:14:51] just going to charge it to operating and the budget [1:14:54] that we. Had called minor capital. We just moved that [1:14:57] bunch into materials and supplies. We're no longer proceeding with [1:15:03] that. Other question. Debbie Rashaw. So I have a follow [1:15:11] up, I guess, and then when this comes back, I [1:15:14] would like to see these items prioritize because every other [1:15:17] department prioritize their. Capital expenditures. And. I individually. [1:15:29] Start big dollars. But in a year when we're spending [1:15:33] over $5 million on a new firefall and. We still [1:15:37] have lots of offerings cost in the fire department for [1:15:41] training for the team. If there's somebody that is saved [1:15:47] here. That firefighters can be trained with. That's where I [1:15:53] would rather see the dollars in the department being spent, [1:15:56] and I appreciate the operating and capital are severance. But. [1:16:02] I'm not confident that all of these are a high [1:16:04] priority. From my conversations. With. Team. Where did you turn? [1:16:16] So all three items to Tara come from speaking with [1:16:19] the district you've been speaking to. The offices. The cutest [1:16:21] spreader is now out of service, so down to one [1:16:24] that's. Why we're looking at purchasing another one. The omegs [1:16:27] they took out of. Service a couple of months ago [1:16:30] due to the fact that we had 30 years old [1:16:31] and were unable to be serviced anymore. June. Because they [1:16:35] considered pressure vessels. So the herback system. Care does not [1:16:39] have one right now. The thermal engine cameras is three [1:16:43] of those. Terrorist thermal imaging camera. The MSA, which is [1:16:46] 15 year old, is now broke, so they're down with [1:16:49] thermal imaging camera. Paisley now having an issue with their [1:16:52] equivalents and chemists. So we were looking at modernizing. That [1:16:57] the religion campus as we go along, give you the [1:16:59] cameras that they have now. Our situational thermal energy cameras [1:17:04] on the operational fermentation cameras, and that's just. Cameras that [1:17:07] they bought back in the day when they got a [1:17:08] good deal. It just means that they actually do the [1:17:10] job they're supposed to, so certainly get three terror items. [1:17:13] They're items that are missing right now. We can set [1:17:17] like a down level of service when it comes to [1:17:19] the hydraulic cuttering spread. But that will take down to [1:17:21] one unit. We did look at doing the cheapest way [1:17:25] we could, and that was going to come because. Again, [1:17:28] I could certainly prioritize them, but I would certainly show [1:17:31] them those four items. That they needed. The light container [1:17:37] we can put back to a medium, but that's something [1:17:39] we're trying to build for our basement and second story [1:17:42] players, and that's all being done in house. Needed. I [1:17:50] guess I'm confused because I see two terror items. We [1:17:53] refer to three star items. And then we spoke to [1:17:56] four items, priority. So one of. These fire thermal imaging [1:18:04] cameras is. One of them is for terrace, so that's [1:18:06] where we get. That's correct. And that's how the service. [1:18:16] Go further. Head over to Councillor pattern. Thank you so [1:18:19] much. In regards to the Life medium center, are we [1:18:22] not having the opportunity? To practice that hotel anymore. Like [1:18:29] I said. So one of the things about Bruce Powell [1:18:36] that we noticed in my couple of years here, I've [1:18:37] been there once, and in talking to most of the [1:18:39] officers in all three stations, it was the same eight [1:18:41] to ten. Five. That is the wood color every year. [1:18:45] Mainly from Paisley. The year that I went over, we [1:18:48] had two biopharists in chest. Label Terra. I do this [1:18:52] in house. What it allows us to do is do [1:18:54] it on regular training evenings. Therefore. And I'm paying for [1:18:56] DM, so called the PDMs. That's not. To say that [1:18:59] Bruce power can be used for the propane crops, but [1:19:02] when it comes to life via annual training for all [1:19:05] of our firefighters. It's impossible to get if we've got [1:19:09] 45 to 50 interior fireplaces to get them all. Over. [1:19:13] By the time we pay travel time, by the time [1:19:15] we pay full day. 50 inches to go. There. That's [1:19:18] why we chose a couple of years ago to build [1:19:19] this and to do it in house. And most of [1:19:21] that train is done on a regular training night. Therefore, [1:19:24] we're. Not anchoring any further cost. That's not to say [1:19:28] that we won't go to Bruce palp for the propane [1:19:31] crops put together live bioside things? Absolutely not. Yeah. It [1:19:39] was there any kind of optimist and it was great [1:19:41] training. They had several story building, which is really what [1:19:45] being needed. If we need just. Respond to. A high [1:19:51] rise situation. And I feel that. People need to show [1:19:57] up on things like that are offered. And if they [1:19:59] don't show? Up. That's not fun. But that's not one. [1:20:03] Thank you. So it's incumbent of us to make sure [1:20:08] that our firefighters get animal life by a train. And [1:20:11] we're the ones who, Councillor, set the level of service [1:20:13] with what we do. For biophyding. We say that we're [1:20:16] a full service department. So with that being said. We [1:20:19] have 55 fighters that we say are internal firefighters able [1:20:22] to do. Internal pipeline. We have to make sure. We [1:20:29] have a process in place that every year they're put [1:20:31] into a situation where they can do live fire with [1:20:34] bruce power. Again, the problem was we've got a couple [1:20:38] of departments that send one or two of the same [1:20:41] people, but we have 25 fires. Of interior. And that's [1:20:46] where we've seen the need to build what we've. Got [1:20:48] here so we can make sure. We're meeting the training [1:20:52] that we need in case we have situations where it's. [1:20:54] Required, words needed. Thanks for that. Think we'll head to [1:20:59] transportation services on 29. If there's nothing. Further from you, [1:21:02] David. No transportation services. So the way I look at [1:21:05] this is that I mentioned. At the beginning. We have [1:21:07] about a little over $800,000 from this grant every year. [1:21:11] From Ontario community infrastructure fund. And we've got about 1.2 [1:21:16] million to spend on transportation and recreation capital projects. So [1:21:21] up to 800,000 perosis. That's what we have. And then [1:21:26] this list adds up to 2.2 million. 2,000,148. So we [1:21:32] got to decide which ones to do. So instead of [1:21:33] just dumping the list, you guys. We thought, why don't [1:21:35] we give you some sense of staff priority, and that's. [1:21:39] Where the ABC comes. And so Scott can answer any [1:21:43] of the questions about the priority. And to do all [1:21:47] the a priorities. I just did the math. We need [1:21:49] 688,000. And then we can't use this. Grant used to [1:21:55] buy trucks, so we got a tandem. Cloud truck that [1:21:58] we've already built for the chassis. We need 400,000 to [1:22:01] build. The rest of that truck and 20,000 for this [1:22:04] flail lower. So that's the 420 we need to take [1:22:08] out the 1.2. Floating around. But. Maybe. You got a [1:22:15] list of projects here I don't know if you have [1:22:17] any questions about? Those projects or which ones should be [1:22:20] brought forward instead of being a c priority, should be [1:22:22] an a priority or vice versa in terms of transportation [1:22:26] service. So does Councillor want to lack better terms? Cherry [1:22:32] pick on the list or just force measure files? Want [1:22:35] to make some highlights? I don't get any hands yet. [1:22:41] Councilor Penner. Thank you, too. I'm happy to see that. [1:22:46] However, I would like to see over, like you to [1:22:49] describe to me what kind of psychology there. And. If [1:22:57] it includes the road. This is just sidewalk. We're talking [1:23:00] about. And that. Just the weight of it, I'd like [1:23:03] to know. What this 200,000 was in. How much risk [1:23:08] we get for now, and it's just supposed to be [1:23:10] leading all the way around to the school or just [1:23:12] a long, notorious week? Thank you. Steve. So this sidewalk [1:23:19] would start at Victoria Street. On the west side of [1:23:25] the road. It will be a high bank. Curb, put [1:23:30] in with a sidewalk 1.5 meters beyond that high bank [1:23:34] curve, and it would lead down to earn on street, [1:23:38] which is a school is on, and it would lead [1:23:40] around that. And tighten to the existing sidewalk of the [1:23:44] school. This would involve doing some catch basins and drainage, [1:23:50] because right now the water drains off the rope. Into [1:23:52] the ditch. So when we go to high bank curve, [1:23:54] we've got to do some. Catch basins for that. As [1:23:58] far as the rule of work, the only road work [1:24:00] would involve a little patching. You go from servicing on [1:24:05] that road? There's some bad divots. We would probably grind [1:24:08] them out and repatch them, but we are not paving [1:24:11] the whole. Room. That's what that is. And how wide [1:24:15] I see this is like, besides. This thing? Sidewalk, which [1:24:18] is the line on the road. That people have to [1:24:21] ditch so we see why we left sidewalk, so that [1:24:24] they're not. Going for? Bicycles. And. That kind of thing [1:24:30] would be blind enough to have an easy part. Because [1:24:33] at the moment, The pavement ends here, then there's some [1:24:36] grass, and then the line is what I think. It's [1:24:39] two and a half feet at the most. So would [1:24:42] it be a standard. Standards for sidewalks is 1.5 meters. [1:24:48] Which is 5ft. The sidewalk would be only that wide. [1:24:52] You may gain a little bit on a high bank [1:24:54] curve. Depending whether they forward or continuous, with a sidebar [1:24:57] for whether they pour it separate. But the maximum 1.5ft. [1:25:03] Off where gold started a bitch. I feel like. This [1:25:10] would blow. As much as I like the Bible, one [1:25:12] that there, it just seems to be. Cleaning a quite [1:25:14] deep, stitch like inch to the ditch where people could [1:25:18] actually fall down. Yeah, that probably could happen. It's going [1:25:22] to be as a sidewalk. There's no other way to [1:25:24] unless you want to do a complete road construction. It's [1:25:28] got a dock open. This is going to remain so. [1:25:30] Your sidewalk is going to be on top of that. [1:25:33] I just kind of put my fishing worse than it [1:25:35] is now. Do you know where I'm talking about? It. [1:25:41] It's a real eye as the consistency on the list [1:25:45] and. I just want to be sure that anarchy pressing [1:25:47] out to you actually create a greater habit, so. That's [1:25:51] why. I'm so. Concerned about that because I feel like [1:25:57] me too. And such as my brain, what I envision. [1:26:00] There to be a safe time bar, so I'll give [1:26:03] you a comparison. If you were to look. And it's [1:26:06] not as long as stretches. We're going. To see in [1:26:08] Paisley, but the new sidewalk and Terra by the bridge. [1:26:13] But if you were to look at it, it drops [1:26:15] off substantially before it goes onto the bridge. And I [1:26:21] don't see for any issues there, but you could take [1:26:23] a look at it. And see, like I said, this [1:26:25] is going to be a lot longer stretch, but in [1:26:27] order for me to provide something that you want to. [1:26:33] Cause the scope into the ditch. We're looking at Libra [1:26:36] construction, and you're looking at probably a million dollars. For [1:26:39] our project. I'm trying to address the safety of the [1:26:44] kids with the sidewalk. If they can't stay on the [1:26:48] sidewalk, it can't help that. I looked at savings of [1:26:53] about 50 to 80,000. With just the drive through curve, [1:27:00] but I felt if the concern was safety, I'm not. [1:27:03] Going to go beside mark without an eye bank. Could [1:27:07] I just interject? We did install new sidewalk on the [1:27:16] north end of Paisley, and there's a steep bank. In [1:27:21] regards to that as well. Would that also be like [1:27:22] a similar example of how it can be done, and [1:27:25] right now it's being done that way. There. That was [1:27:28] very good example. Thank you. That's where you raise the [1:27:31] sidewalk to get to the end of town. Okay. All [1:27:34] right. Thank you. Thank you, Debbie. Rosha. [1:27:44] Other questions in regards or workspace in the cloud. Do [1:27:48] you want me just go through the e list. And [1:27:49] then if you guys questions about me, you guys will [1:27:51] bring them up or do you just. Does everybody know [1:27:54] where these projects are? And you want me to run [1:27:56] through or you. Guys are good. How about, like, a [1:28:02] two liner from each line just to give us just [1:28:06] a little bit more? Information from each. Yes. Contestion six [1:28:10] elderly. There was some money budget from last year we're [1:28:16] working on. Engineering. But that is where up from the [1:28:18] locker Redam, where the world is sliding into the river. [1:28:23] So, again, kind of a safety thing. So that's why [1:28:24] I say it's an 80. Okay. David Talmark developed the [1:28:30] truck. The truck? We ordered the chassis. We actually haven't [1:28:34] purchased it yet. We're supposed to be. Here in November, [1:28:37] and then it goes to Viking, and then next year [1:28:39] the equipment goes on. Okay, roadside. Roadside. More. That's the [1:28:43] playoff. So we have one two disc by more stoic. [1:28:47] And we have one flame. The flail Moore is causing [1:28:51] us price repairable costs, so. That's why it's in budget, [1:28:55] and I want to keep a flail more. Good instances. [1:28:59] The terra trail, because. It's been actually more than it [1:29:03] can take down trees and twigs and stuff, so it's [1:29:06] not just a normal cup. Then we talked about the [1:29:10] length of a sidewalk. Paving is on the 15 side [1:29:17] road. Basically from concession two to eleven, where the bridges [1:29:23] got the turn. Passed down from Knoxville farms. The elevators. [1:29:31] And north. That's the turn. Chip Road. And we don't [1:29:35] pay the tune around. Lose it and it's still really [1:29:38] good. Shape. So that's why I want to pave it [1:29:40] opposed to town and shipping it. Based on what Councillor [1:29:42] did last year. Ballard Clown street. Same thing. All you [1:29:47] have to do is drive that between George and James [1:29:50] and. You'll see that really bad. The alligator and. If [1:29:56] we don't soon get painted over top, but it's going [1:29:57] to start picking. Out. Church and arena. That's when we [1:30:04] did the. About the bypass, when they did the bridge. [1:30:09] Our guys went in there and did some watering work [1:30:11] this year. And after doing the water framework, we see [1:30:14] that. It's very tough shape. If you were to look [1:30:17] at it. Alligator again, up against the arena and such [1:30:20] forth. So that's why it's there. And the last little [1:30:25] sections in chastity here down by the lawn bowling. We [1:30:29] need to do some drainage work there because that's why [1:30:31] the road is breaking up. And it's leading into the [1:30:33] park. Basically in front of the law. I think that's [1:30:38] all the A's and I guess. If you guys have [1:30:39] any knee questions or seeds, let me know. Thank you. [1:30:44] On the b issues here, Scott. Through you, mayor. Landfill [1:30:53] trailer. That's the biddings that people just throw the garbage [1:30:56] into. No, it isn't. That bin would be for us, [1:31:04] for mattresses. So right now, we like the mattresses and. [1:31:08] My guys put them in the bins that are in [1:31:11] paisley and transport them. Away for recycling. But right now. [1:31:20] The bins are tied up all the time. And, Hazel, [1:31:22] we wondered about getting a bigger bin. You just leave [1:31:25] at the air site and we could try and keep [1:31:28] ahead of the mattresses. If you ever been to the [1:31:30] iron landcoat, that building gets held up with lashes quite [1:31:34] quickly. So that idea was used an existing trailer and [1:31:37] get a bin for masters. So I guess my one [1:31:46] comment regards to that would be to take a lot [1:31:49] of fat time. To. Remove mattresses and fill the building [1:31:53] that can use for other things. Even $11,000 cost could [1:31:57] be recovered fairly quickly. With staff, time and equipment. Senior [1:32:03] American. Americans put it to an aid the landfill I'd [1:32:07] like to be very proud of around here. The landfill [1:32:09] is probably. Good. Our garbage collection is probably. The only [1:32:15] service we provide. That's almost a break, even with recycling. [1:32:19] Debbie. I remember the question. It's about the wheel drive. [1:32:31] Paving project. I guess. It's hard. Not due to the [1:32:37] construction that's been happening. Can we recover any of that? [1:32:44] From. The developer, or is that just. That's on us? [1:32:51] To. Pay that. Through. I don't foresee you collecting any [1:32:58] of that through the developer based on the present. Piece. [1:33:02] He has paid for the building permit. And as far [1:33:07] as construction goes, They will pass. They've done some stormwater [1:33:11] servicing that they will patch at this point. We're still [1:33:15] looking at a tarot hydro. We don't know where they're. [1:33:17] Going and what they're going to do to our roadway [1:33:20] and stuff too. So I guess what I'm saying to [1:33:23] use. As a Councillor if you're going to have. I [1:33:26] don't know. I don't. Know how many million dollar building [1:33:29] there and then. We're going to have a patch road. [1:33:35] And maybe that's why I put it to section b, [1:33:37] because maybe it doesn't. Have to be done next year. [1:33:39] Like, maybe the project won't be complete. Yes. I was [1:33:48] wondering that. That too, actually was looking at the address. [1:33:51] What is happening with these? They don't look great. So [1:34:00] my second question. And it's not ledger related, but are [1:34:05] we going to have a one way street around? There. [1:34:09] Is that the plan? Is that? Tv. Was at one [1:34:15] time on Row street, but that was never pushed through [1:34:17] by Councillor. So at this. Time. That isn't happening. [1:34:31] Councilor staff. Wellington street to County Road one today. Is [1:34:39] it a heavily used row again? I don't know. I'm [1:34:42] asking this to. You, Scott, I think. Yeah. Surprising. We [1:34:49] did drop account on it. I can't pull the numbers [1:34:51] up right in. Front of here, but. I was price [1:34:54] action numbers on it. It was a little under to [1:34:56] date, but it was still for that type of road. [1:35:00] You classified it as a c, so you're not looking [1:35:03] at it as a major priority. Yeah, that's the case. [1:35:09] Could be the case. It is a shared roadway with [1:35:12] Brockton. So basically, on capital work of Brockton, we split [1:35:17] the cost. So there's a few. Projects in my capital [1:35:20] here that deal with Brockton, and I'm still kind of [1:35:23] in negotiation with them on what we're going to proceed [1:35:27] with and what we can do, so. That's why it's [1:35:29] down. The priority, okay? Myself and then Councillor Benner. So [1:35:37] paid to read into Bald Island. That area has been [1:35:41] quite rough at times. That little section, I'm assuming. The [1:35:47] curtains section right by our slash path. Obviously we don't [1:35:49] want to increase the speed. That I. Have been conversations [1:35:54] with various community members saying, well, That could be closer [1:35:58] to the hurling club instead of so close to our [1:36:02] slash pad. So is this just repayed 50,000 would just [1:36:06] be pavement on the existing or is there any thought [1:36:09] fill of moving that a little bit further away from [1:36:12] our splash pad, closer to the front. Curls up, or [1:36:15] is that. Completely off the table. So that is not [1:36:21] factoring in moving it. We could look at that. That [1:36:25] is factoring. Into greening it. The reason that is such [1:36:29] a terrible mess. Is because the road is the dream, [1:36:33] and that should never be. And the reason I crossed [1:36:38] it as a b is I'm really scared to put [1:36:40] that project forward because I have no paving in the [1:36:44] north this year. And it could be substantially higher just [1:36:48] to do a small area like that. Right, but I'm [1:36:52] well aware it means that it's terrible. Okay. All right, [1:36:57] that's all I need for now. I think Councillor Benner [1:37:00] is on. That? No, thank you. Further. [1:37:10] From the list to staff. From staff. David back to [1:37:14] you. Thank you, Mr. Mayor. We'll talk about recreation and [1:37:18] culture and recreation. And culture probably has got a list [1:37:21] of $1.2 million of projects, some of them get funded [1:37:24] by donations. Some of them get funded by grants. And [1:37:29] then there's somebody left over. So again, Carly's gone through [1:37:34] and said priority or defer. Again. The Councillor can give [1:37:38] us input to move some up or some down. As [1:37:42] you see fits. We just wanted to give you a [1:37:43] sense of the priority. And. If we did all the [1:37:48] ones that are labeled with priority, we would need $269,000. [1:37:54] That I mentioned earlier, that this pays involved and enhancements [1:37:57] will go ahead. Full cost of the project will be [1:38:00] through donations, $70,000 and the chair, readdress year of upgrade [1:38:05] 50 50 with the grant. So if we get the [1:38:08] grant, if we're. Successful, we'll have several years to spend [1:38:11] that grant money. Suggesting we spend it in 26, if [1:38:17] successful. And Carly could give you maybe some of the [1:38:22] satellite on each project. Would that be appropriate? Excellent. Great. [1:38:31] Thanks. Carly, you're up. So. Weasley, tesla? Not a length [1:38:38] hair and I got it completed this year. There are [1:38:40] all the. 25 years old. After 20. That. Those pieces [1:38:43] of equipment, you can't tear them apart and rebuild them. [1:38:47] There's a mechanism that holds four refrigerants. So we're going [1:38:51] to just kind of needing to do those. The tarot [1:38:54] and talent. System has been identified as ongoing nation by [1:38:57] the Terra festival of crafts. The paisley lcbo air conditioning [1:39:03] replacement. That identifies through our conversations with the LCBO and [1:39:09] our negotiations that it's over 20 years old. The Paisley [1:39:14] town hall bell tower repair. The screen that keeps the [1:39:19] birds out has fallen down. And because of how you [1:39:23] get up into that. It's a liability. And we're not [1:39:27] supposed to have anybody go up through the building. So [1:39:30] we would have to get a man left in and [1:39:31] somebody qualified to do that. The chapel pool. Mechanical work. [1:39:36] I am very hopeful that. $65,000 is a high amount [1:39:40] I had a couple of contractors need to look at. [1:39:42] It. And they said due to the age, the configuration. [1:39:46] We just don't know. What we're going to get into. [1:39:49] We're trying to find. So that's just kind of a [1:39:53] base point. Hopefully it comes in less DC renal flat. [1:39:57] Roof is over the community hall. And. It's been patched [1:40:04] probably ten times. In my span here, so it's new [1:40:09] for a placement, the terrarina roof. Has experienced leaks this [1:40:16] summer and fall. I do believe it can be repaired [1:40:19] because. That would be a little 15 years old. And [1:40:24] the cereal pool doesn't have a tot dog, so a [1:40:25] tot dock is. Just essentially a little dock that sits [1:40:29] in the water so that the low guys can stand [1:40:33] in. The water and not. Thank you very much for [1:40:37] that. Okay, true. You, Mayor Carly. The arena sound system. [1:40:47] Is it going to improve the sound? The sound? Sound [1:40:49] of terrorist is not good. So this would be the [1:40:56] internal components that are in the office. It doesn't include [1:40:59] any speakers or so it's not going to go out [1:41:02] through the kerneling club. They don't go everywhere that it [1:41:05] goes right now, so it does. Go through the ground [1:41:07] club, through the hall to the arena, or you can [1:41:09] divide it up, but. It's not changing the speakers that [1:41:12] are. In each room. Okay. I hear you. And one [1:41:17] other thing. I noticed you had deferred. The basketball. [1:41:31] Now that was to hurt a year ago. So I [1:41:34] don't think we should defer it again. Personally. Okay. And [1:41:41] I actually had a discussion with. A pair of Flashpad [1:41:44] committee and they had a little bit of muddy left [1:41:47] over after they finished their shade shelter project, and they [1:41:50] would like to donate stuff on the additional funds that [1:41:53] we're fundraising to that project. Okay, great. So that will [1:41:58] be probably included in the next round. Of discussion. Councilor [1:42:03] Penner, then Shaw. Thank you. Jim. Mentioned greenies, but I [1:42:12] understand. From photos that I saw. There's a little structural [1:42:16] problem. Is that included in the $10,000? No, it is [1:42:21] not. So adults and the building. Officials, they go up [1:42:23] to the bell tower to take a look at it. [1:42:26] The ventures that were shown from somebody who went up [1:42:28] there that showed them enough. There were these same pictures [1:42:31] that the engineer took in 2016 and then. In 2017. [1:42:36] I want to say we did have somebody go up, [1:42:39] remember? When the bell town was rebased, they did do [1:42:43] structural work and went over top of over there, so. [1:42:47] The surface is actually not in bad shape. It's just [1:42:50] the burns are getting in. Okay. Yes, they are so. [1:42:57] Those. Voters are the ones that got sent to you [1:43:00] and me where this were of today, but they're the [1:43:03] exact same. Falling within the your important home city. It's [1:43:07] actually me. Okay, so. That's all fine. There's a structure [1:43:14] found. And I mean, when the contractor goes up, I [1:43:18] will have them verify that. But from what we've seen. [1:43:22] It looks. Exactly. There was. Some other concerns with the [1:43:27] region. Right at the entrance. This was not raspberry. The [1:43:33] grant. That wood was really soft right when you step [1:43:35] into the door under the mat, so. I think that [1:43:38] was a different. It was an already. Concerned both power [1:43:45] and washing, right? Now, my question [1:43:55] was, actually, you kind of start to allude to this, [1:43:58] so. Has this lick and have conversations been had with [1:44:03] the community groups that. Are perhaps interested in fundraising for [1:44:08] some of these items. And have you met with. Some [1:44:15] of our. I really haven't at this point. I know [1:44:19] the kids on public trustee is still fundraising. For their [1:44:22] so I don't anticipate that they're going to be taking. [1:44:30] On a lot of projects. Now, having said that, Councilor [1:44:33] Hampton reached out and the Chess Lady island rehab project, [1:44:37] he was hoping that it would not give. Him club. [1:44:40] We're hoping to do something with the old pad that's [1:44:43] down at. The pavilion. So they might take on that [1:44:46] project in 2025, but they're not sure. Yet. Regarding the [1:44:51] Terrace side committee, and they have shown interest in putting [1:44:55] a basketball project. I haven't. Reached out to the Tara [1:44:58] Robert club or. What is that for? Carlin service. Well, [1:45:02] just if there was any interest in helping fundraise. Or [1:45:08] recreation project. Yeah. I guess just involved. To our [1:45:17] last conversation. To the homecoming funds from Gateway. And if [1:45:24] there's a project that. We're going to. Be that they're [1:45:29] going to be undertaking that we need to be aware [1:45:32] of. So I did have a meeting with that group [1:45:34] last week, and they don't have any official plans. The [1:45:38] directions that they're heading is towards fundraising for replacement of [1:45:41] legaround equipment lately down at the ball diamond now. They [1:45:46] didn't give me an official amount of how much they [1:45:49] had, so we kind of started the conversation. Of. Here [1:45:55] are some samples of what you could look for. We'll [1:45:58] get some pricing and the training. Sort of. I don't [1:46:01] know if it'll happen that quickly or not. Thank you, [1:46:05] council. The tariff pool. Tote dock, hot dock. [1:46:16] What is that? It's just a little platform that sits [1:46:18] in the shallow end of the. Pool and then so [1:46:21] the three and four year olds that they can't quite [1:46:24] touch the bottom. We put them on the cot dock [1:46:26] and then nobody has to hold them. And it needs [1:46:28] to be repaired. We don't have one. And the other [1:46:32] thing you are going ahead with the awnings? They have [1:46:36] been purchased during the offer. Perfect. Thank you, Councillor Styker. [1:46:43] Maybe it's a little more information. Why Ellenford Baldam? And [1:46:46] length deferred. I thought, what a great idea. Why are [1:46:52] we. Just based on the amount of budget money we [1:46:58] have and their lightnings are still operational. I was aware [1:47:02] of that. Concern. I like that one. Moved up. [1:47:15] Debbie. Mayor Shaw, Councillor Ben. Yeah, second, that was one. [1:47:19] I was going to ask the other two. Because when [1:47:21] they were at the opening in the summer, I think [1:47:23] that one was great to me. As well. As an [1:47:30] opportunity. High priority. Thank you, mayor. Councillor. Better. Thank you. [1:47:38] For that. Just getting back to the region again. The [1:47:41] screen is not important. But the concert in the floor. [1:47:47] Just to be sure that this is not something that [1:47:49] will get worse over time. And it will. Cost us [1:47:52] more. When. You hear it now? It's separate from the [1:47:57] documents, right? I mean, this may not be quite a [1:47:59] huge difference. I'm just worried that. Become a safe nazis [1:48:03] because I keep it on our rubber map, which may [1:48:05] increase the moisture area. And just that this may have [1:48:09] to be fixed before the seminar. From Carly to Carly. [1:48:20] Christine. [1:48:33] I'll look to her, Theo, for that. Do we need [1:48:35] to officially have that direction from. Councillor to look into [1:48:37] that. Well, contraction from Councillor be [1:48:47] that we look into. Contacting Paisley Legion. Staff in regard [1:48:57] to. Building concern. Yeah. To me. They already spoke to [1:49:05] me. That's why I'm so concerned about it. Right. Somebody [1:49:10] spoke to me that. I don't know how to look [1:49:14] at it. So to confirm it. Yes, councillor directed. [1:49:26] The reparation manager to contact Azalen staff regarding building concerns. [1:49:30] This page is paid to leave and staff the correct. [1:49:35] Yeah, that won't be all existed, I think. I'm not [1:49:37] sure who the members. Do billing concerns. Is that okay? [1:49:48] And that will be added to. Our 501 motion that [1:49:55] we will read out once we are done. Our thorough [1:49:59] look into budget. I think we're good for that. And [1:50:05] we're okay with that right now. So back to you, [1:50:08] David. And does everyone keep going or have a little [1:50:16] break? Keep going. We'll keep going and keep going. Thank [1:50:22] you. In that last session on recreation was exactly what [1:50:26] we're looking for. Maybe try to bring a deferred one [1:50:28] up and see if we can fit things in. And [1:50:30] here's why they're important to you. So thank you. The [1:50:33] next one is. Health services, two projects to be funded [1:50:36] by the cemetery trust fund. Senatory trust fund has a [1:50:40] lot of rules and regulations around it. Perpetuity is a [1:50:45] very, very long time. So we had $600,000. In the [1:50:51] cemetery trucks funds. And with this very limited rules about [1:50:55] how you can ever spend it. One of them would [1:50:57] be to increase the land to expand the terra cemetery, [1:51:01] and that's. Why we put that project in here. 174,700. [1:51:06] And then the second one is Jesse cemetery surveying, so [1:51:09] we can use extra space for both sides. So those [1:51:11] two fall in the rules and regulations you can use [1:51:14] that money for. And we believe these projects are needed. [1:51:19] To do the now for the future. And I'll just [1:51:21] pause and if you want any. More Christine can answer [1:51:24] detail. From christine's questions, too. Christine? Councillor Benner? Yes. We [1:51:32] had. A. Tier that wanted to establish a deemedary. Natural [1:51:39] senatorial ground. I was wondering if the surveillance, I should [1:51:43] say, would be included. Project unto itself. [1:51:53] And we would have to. Use the peer maintenance onto [1:51:57] the tape cemetery for that. We can only use the [1:52:01] funds for me to open. Very specific limitations that the [1:52:06] reason I'm very much terry puts on basically a project [1:52:09] has to be done, and then you can apply to [1:52:12] get your fund that. We have to go. The terror [1:52:17] expansion. Get the vote, but you have to be allowed. [1:52:25] Because they're perpetuating. Right. So it's there to maintain that [1:52:29] cemetery. Each project would have to be for its term. [1:52:33] It's only separate. And the other thing is. Basically. I [1:52:38] know everything does. We have to get the survey down [1:52:39] and we have to kind of. Make sure that it's [1:52:41] suitable. We'd have to have an engineer that we have. [1:52:44] Right now for this. To make sure it's suitable in [1:52:47] the burial crowd. That's our first ever. Going back by [1:52:53] Judea. But does it come out of that problem? That's [1:52:57] a different time to come by, Erica. Hog is on [1:52:59] separate popular pages down here, so we decided to do [1:53:02] natural barrels at the top. Of the PNC cemetery, it [1:53:05] would come up. That cemetery, but it can't. Be. If [1:53:13] we're able to apply for it. Sounds good. And then [1:53:17] that would also be because that was the only. So [1:53:19] that will put me. Down in a day that day, [1:53:21] because it only comes from that. I can run off [1:53:25] the information from. Ontario. Thank you. [1:53:36] Very much. Other questions regarding health services. We have 4 [1:53:41] million reserve and it's meant to be used for ongoing. [1:53:49] Capital maintenance as well as potential replacements in the future. [1:53:55] So. There are several projects that Scott has come up [1:53:59] with for the year 2025 that add up. To 653,000. [1:54:05] Reliance. Decisions that we're open to any Councillor. Questions on [1:54:09] sewer. [1:54:16] Participated in the open line last Tuesday. And. [1:54:27] With that? The future. Upgrade to our Paisley plan. Could [1:54:32] you elaborate for everybody how you see it the next [1:54:36] 510 years? Kind of penny is in regards to Paisley? [1:54:42] Sure, so. Basically, we actually have some money. In the [1:54:48] 10,000 for. The. Suit plan, capacity study. And I think [1:54:58] the last Councillor meeting we put through that we're applying [1:55:02] for funds. To look at that, expand that plan. Water [1:55:08] isn't an issue. Of course people won't willing to pay [1:55:10] at this present. Time, but our stewards plan based on [1:55:15] infill loss and potential subdivisions. Is getting near its capacity. [1:55:22] So based on that study, We're looking at seeing what [1:55:28] we can do with the existing plan to optimize. It [1:55:32] for treatment. All right, well, thank you very much for [1:55:35] that update. Other questions. Well, I think we're then heading [1:55:41] to water. We have $8 million. Reserve. And again, we [1:55:51] rely on my colleagues. Got to list the projects for [1:55:56] the upcoming year that had up to $830,000. So again, [1:56:00] if you have any questions on why projects, we've got [1:56:03] tables for 2025. Deputy mayor, followed by Councillor Stein. [1:56:18] Would this be a part of pre qualified for development [1:56:22] charges, or is it potentially. Listening to new capacity. Because [1:56:31] we're replacing a lot, right? I don't think it would. [1:56:35] Because we're maintained. Replacing existing well. I would make no [1:56:40] goal when it was in the sewer and it's in [1:56:42] the water. And you see it going forward here in [1:56:44] the storm. We try and do a street job a [1:56:51] year with inter municipality. Last year was Francis street. This [1:56:56] year. In Chesa, here at the third street southwest. Basically [1:57:02] headed west of the. Street. And we're looking at the [1:57:08] three different entities to help cover those costs. But you're. [1:57:11] Close to a million. For about. Follow up. Yeah. [1:57:25] With larger names and stuff. I would have to review. [1:57:31] Some of the pipes will be larger and different components. [1:57:33] I wouldn't say on everything. That would like your question [1:57:38] mark for instrumental. Thank you. Mayor David I heard you [1:57:47] say we have enough reserves to cover all these projects. [1:57:54] Did you and the budget include money to go back [1:57:56] into that reserve? That's part of that 7%. Where the [1:58:03] budget is. Am I wrong or not? Three of us [1:58:09] demar every year. We collect money. For what? From usage [1:58:13] of water. And there's more money that we collect than [1:58:17] we have for operational expenses. Okay, that goes. Into the [1:58:20] capital. Okay, so that goes into. Offset what we spend. [1:58:27] Yes. Okay. Some use will spend more and some years [1:58:30] will spend less. That's the nature of these large projects. [1:58:34] Yeah, just to follow up. As I scroll through and [1:58:39] saw the 7%. Now, if you include. Maybe this is [1:58:45] not the time for the question, but I'll never. Ask [1:58:47] it anyway. Did you include anything that we deferred as [1:58:51] a possible go ahead? Or you took that out. Does [1:58:57] that make any sense? Sorry. No, that's me. It does [1:59:02] make sense. So how can I rephrase this? In the [1:59:08] 7% that we're going to need to do all these [1:59:10] projects. Did you? Leave in what was deferred. Or not [1:59:17] prioritized. In the budget, which includes the 7% tax increase. [1:59:23] There's enough capital projects to do. The priority projects. The [1:59:27] priority, not the one. You want to do more of [1:59:34] the deferred ones, you need to have 810 percent. Okay. [1:59:37] That's all I wanted. Sorry I was so vague. But [1:59:42] I'd also like to add in regards to talking about [1:59:44] water right now. That's separate, correct? So that won't have [1:59:53] any impact. On general taxation rate, correct. That's from our [1:59:59] water users. Are payers and that's right. If we're done [2:00:04] with council. Councilor. The last item we received. Warning. What [2:00:13] is it? It's only $7,500 there. Yeah, it's just for [2:00:20] engineering for proposal. Next year's project. So we would do [2:00:26] the engineering on that speed, and then it would be [2:00:28] the big capital project that would take place next year. [2:00:33] And this Victoria street between. Inkerman and. Row. Satisfaction. Yeah. [2:00:42] Okay. It would be the big water sewer capital next [2:00:45] year, so we put a bid in. For planning and [2:00:47] budget. Thank you. I don't know. For Darian, my question [2:00:54] about the stormwater study. I thought that was in this [2:00:59] year's budget to be deferred. So. Yeah, let's jump in [2:01:04] there. I think we're good with. Perfect segue. We're segwaying [2:01:10] in, and we'll start with David. Maybe I'll just. It [2:01:19] didn't get completed yet. It needs to be completed. Because, [2:01:25] as you see, About three over nine is taxpayer dollars. [2:01:32] So go towards that street. Does that answer your question? [2:01:37] Yes. I thought we were ready this year. We haven't [2:01:41] seen anything. So that explains it. Yeah. So good. Segue. [2:01:46] Storm, as Scott said, is not covered by the water [2:01:50] and sewer reserves. So this is taxpayer money. So when [2:01:54] you do a pro check that includes the water, sewer [2:01:59] and the storm. Water and sewer can component can be [2:02:03] taken from those reserves, but not the storm. So this [2:02:07] is a big donor number that we're recommending be part [2:02:10] of that 2025. Capital projects. Questions on start. I'm just [2:02:19] a little bit unclear. So we approved it in 2024. [2:02:22] It didn't. Happen. And it's the same number. For stormwater [2:02:27] study. I'll go back and clarify. The request that deputy [2:02:30] mayor Shah had said. What happened to 24 money? Is [2:02:32] this additional or is this just pushed forward. I'll clarify [2:02:34] that. We've only been presenting additional money this morning. I'll [2:02:41] clarify. I think we're good for storm. Well. 37 operating. [2:02:50] Yes, we can. So just to summarize, all that capital [2:02:53] that we get good input today. I'll come back. I'll [2:02:56] try to make it a little more clear. We've got [2:02:59] these pools of money that we can use and can't [2:03:02] use for. Certain things. And then we have these desires [2:03:05] and needs and wants, and I'll try to. Bring it [2:03:07] back. So we've got a long way today. I think [2:03:11] next step, we can bring it almost. To completion and [2:03:14] then look for the final draft or the final stat, [2:03:16] so thank you. We'll touch on operating. I'll start on [2:03:20] operating on the top of page 37. And I remind [2:03:25] everyone the Ontario provincial pleasant increase their fee. To air [2:03:30] and elderly and other municipalities across Ontario. It's a large [2:03:34] number, so their fee was 1,000,000,172, and now it's 1,000,389. [2:03:40] Or 390, and it's a $217,000 increase in an our [2:03:44] tax base. That equates to 3% increase in taxes just [2:03:48] for. You. So that's one it undercollians operating. Then we [2:03:54] have 3% union wage increase. Which was negotiated about a [2:03:59] year ago for the years 2024 and 2025. So it's. [2:04:03] Already done. And we're proposing a 3% nonunion wage increase. [2:04:10] And we have three new roles they've summarized. There's a [2:04:12] document that lists three new roles. I think you've talked [2:04:16] about them before, so I won't go into them unless [2:04:18] you have questions. I did talk a little bit about [2:04:21] how they're funded. The project manager mostly is not. Fully [2:04:25] funded by the new fire hall. Project which will charge [2:04:27] the capital because it'll run over time. And the facility [2:04:31] attendant. And we continue to increase some fees that will [2:04:35] partially offset that cost of the new facility agenda. I [2:04:39] applied 3% inflation, which was at the time when we [2:04:42] started this process. And like in 2024, the Pritch reserve [2:04:46] is required to be built up. That's still a requirement. [2:04:51] MIT membership is to end as of December 3 1st, [2:04:54] 2024, resulting in savings of 19,575 that will be in [2:04:59] one of the resolutions we read at a moment. So [2:05:03] when you add all that up, looks like about a [2:05:04] 7% plus increase at this point. More details will come [2:05:08] in 25th. We'll kind of work through that in. More [2:05:11] detail. Just want to give you initial update. An initial [2:05:14] estimate for Bruce county was 6.81% increase. So just a [2:05:19] little taste of operating budget, some more work to be [2:05:22] done and. I'll bring you another report on the 25th [2:05:25] on that rate. Take all your input, please. Add to [2:05:31] this if they're not under meter yet. So I'll send [2:05:39] some information on smart. Has a deficit that carry forward [2:05:46] several years from. Prior management. That they're looking. To clean [2:05:54] up this year. And there's also some capital. Reserve funding [2:06:01] gaps. So smart could potentially be. Increases more significant than [2:06:08] what we've seen over the last couple of years. And [2:06:12] Grace Auto Conservation Authority is building a new building. New [2:06:17] administration center. To meet a oda compliance, and the building [2:06:23] itself is just very bad. So I believe we will [2:06:28] have a delegation, probably. From. This view of Gsu coming. [2:06:36] They'll be. Announced. At every municipality related to that as [2:06:40] well. I'll get you more details. I appreciate that. Can [2:06:49] we go to our clerk, Christine? Just to Marshall contest. [2:06:53] We do have delegation. You will be presenting budget as [2:06:58] well as a discussion about the. Existing building. They've already [2:07:05] set up their draft budget, which. Is. Thank you very [2:07:11] much, Debbie. Mayor. Questions. I've lost track in the last [2:07:21] couple of weeks here on various OB. There's going to [2:07:28] be more information. Than I think they canceled. The more [2:07:30] information. Do we have any more information at all? More [2:07:35] hours of service. Or. More vehicles on the road, or [2:07:39] this is just quite simply an increased more information later. [2:07:46] David ladder more information lack later, okay? All right, other [2:07:52] questions? I do have a motion here. We've added a, [2:08:00] we've added the line, though. [2:08:16] Two minutes. I think we're covered. But we gave some [2:08:18] direction to staff. However, the four points here will cover [2:08:25] that. So the motion is be resolved to Councillor hereby. [2:08:27] Receive the 2025 budget draft one and number two draft [2:08:31] staff. Incorporate any comments and create the November 12, 2025. [2:08:37] Budget public meeting presentation three. Bring back the 2025 what [2:08:41] the draft to Councillor on November 25. 2024. Number four [2:08:46] acknowledge the Municipal Innovation Committee membership to end December 31, [2:08:51] 2024. Mover inside of your hand on the floor. Debbie [2:08:57] mershaw and. See those. All those in favor? [2:09:09] Those phones that is carried. This is the time that [2:09:13] the mayor. Treasurer and the team behind all the work [2:09:21] that is being completed and. We see it all summed [2:09:26] up very neatly and tidally. Thank you. It's quite an [2:09:31] amazing document and we really appreciate it. Who is being [2:09:35] presented? So please pass along to everyone that's helping. And [2:09:38] to you, David. It's great that we have. This pre [2:09:44] team area and obviously we rely on council. We will [2:09:48] head to. Five one, two, which is SrFin 20 418 [2:09:54] 2025. Budget pre approval. On page 50. And our steel. [2:10:01] Emily Dance will take us through the details and the [2:10:03] recommendation. Thank you, Mayor kennel. So what Sam is requesting [2:10:08] at this time? Is to include the 3% wage increase. [2:10:15] For the non union as well as the union staff, [2:10:18] just so that we don't have to backtrack, and then [2:10:21] we can just move forward the 1 January whether the [2:10:24] budget is passed or not. And not have to add [2:10:28] extra SAP. Time to do anything retro. As Councillor is [2:10:32] aware, the union rate is already set at 3%. So [2:10:35] it would be just basically getting the approval for the [2:10:38] 3% for non union, which historically. Aaron obviously has always [2:10:46] matched. What the union contract was. And the second. Asked [2:10:52] is for the new staffing request that were just presented [2:10:55] to Councillor that we could move. Forward. With. The recruitment [2:11:01] of the project manager just because. The paid the firewall [2:11:04] Public Works building is starting to move forward with kind [2:11:07] of discussions with Dom as well as the site work. [2:11:10] So we'd like to get that project manager position. Built [2:11:13] as soon as we can so that we wouldn't have [2:11:16] to get them caught up. Thank you very much for [2:11:20] that. Council questions. [2:11:32] Or be a resolve Councillor. Hereby provide free budget rule [2:11:36] for the new part time project manager. And direct staff [2:11:39] to initiate the recruitment process. Two provide free method drill [2:11:43] for the 2025 compensation increase of 3% per union and [2:11:48] nonunion tax. We go secondary to have that on the [2:11:51] floor. Moved by Councillor Steinacar. Seconded by deputy Mayor Shah. [2:11:57] Proceed to the vote. All those in favor? Those opposed? [2:12:11] On page 52. And David. Fox view in regards to [2:12:18] highlight. Of the report. Thank you. Three. Mr. Mayor. So. [2:12:26] The 2023. Audit of our financial statements being performed by [2:12:30] video has been delayed. And I wanted to inform Councillor [2:12:34] that as well as there's going to be extra billing, [2:12:39] and there was extra billing last year. This is the [2:12:42] topic of one meeting that we had. So my job [2:12:48] was to bring it forward. Any additional billing that would [2:12:50] be coming for this year. So I wanted to share [2:12:52] that, those two items with you. So beyond it being [2:12:55] delayed, it's. In the report does cause some pain in [2:12:59] terms of grants being delayed until the financial statements are. [2:13:05] Published and received by the province. So that's one of [2:13:09] the effects of the delay. And. We're working with BDO [2:13:14] to get the audit completed as soon as we can. [2:13:18] So I'll take any questions. Like our agreement with video [2:13:28] to be like our provider for five years. In my [2:13:35] room. Appointment right now that we're doing. Christine's checking, but [2:13:43] I think three. Mr. Marica leader. It's annual, every year. [2:13:46] Praised the beginning of the year. And I kind of [2:13:55] recall seeing, like, a chart. And obviously where I'm going [2:13:59] with this. And. This is frustrating. I was very frustrated [2:14:05] to read this report. This is the second year in [2:14:09] a row, and we had, I know there was some [2:14:11] extenuating, circumstances on our last audit. But. Certainly. Appreciate. Why [2:14:21] do we have an agreement in place with them for [2:14:23] a step c per year if they can't a deliver [2:14:27] to services that. We have contracted to them. And doesn't [2:14:36] seem like they can deliver it. Within the budget either. [2:14:42] I'm quite disappointed to see this. And. I hope that [2:14:50] it's not the result of things on our side, but [2:14:54] we had some stock changes, too, that perhaps are still [2:14:56] affecting this. But. I trust that we're doing? What we [2:15:03] are meaning to from our side. That this is ultimately [2:15:06] not as a result of. Our work here, but it's [2:15:11] more a comment than a question. But feel free to [2:15:15] add. Your thoughts. Maybe I'll chime in with a question. [2:15:19] Do you see? This is happening every year. From now [2:15:21] on? Or do you see this as maybe the last [2:15:23] year? If this happened? We're just tying things up, catching [2:15:29] up. Wire under the bridge. Where you see this? Most [2:15:33] likely every year we're going to be running into this. [2:15:37] I would see where you're going with that is, I [2:15:40] would see. With myself. As the current treasurer, that it [2:15:47] would be less every year and it would be all [2:15:48] tied up. And then a new treasury would come in [2:15:51] eventually and. If there's a gap, there could be some [2:15:56] gaps. I think we need to. Plan to deliver. The [2:16:03] audited financial statements by May 31 in 2025. Because. That [2:16:10] would include. Maybe. Aaron eldersly presenting all the things they [2:16:14] need in a timely fashion. Certainly we've been timely. Every [2:16:19] time they ask for something, we give it to them, [2:16:20] but. If we could get more of a proactive approach [2:16:23] to have everything they need by whatever date. They february [2:16:27] 20 eigth, and then they come back by may 31. [2:16:31] I think. It would.
