We had a beginning balance of $47,185. [1:15] The total revenue collected during the month of July, including from permits, [1:20] electrical, as well as plumbing and heating, uh, totaled $28,365. [1:27] Uh the total for 2026 so far this year or the first half of 2026 was $435,550. [1:37] Additionally, uh the report out in the ordinance [1:40] report, we did not meet in uh July uh or quite frankly I guess at this [1:46] point um August and we are scheduled to meet again in uh September. [2:14] Month of July is typically the month of warm and humid temperature along with [2:18] stormy weather. This July lived up to it. The following report highlights the [2:22] main activity of the public works department. With the humid and wet [2:26] conditions, the vegetation around town grows like wildfire. The cutting crews [2:31] were busy with constant cutting throughout the month. The crew the crews [2:35] did not did the yearly job of setting up, breaking down and cleaning up for [2:39] the fireworks of July. The road crew repaired sink holes on the following [2:43] streets. Judy Way Moser and at Arbor public works installed no truck signage [2:50] at Mount Mount and federal intersections. The sanitation department [2:54] picked 73 tons of recycling and 572 tons of residential waste. Monday, September [3:00] 7th, public works will be closed. Monday's trash and recycling will be [3:05] picked up on Tuesday, September 8th, along with the Tuesday's normal trash [3:09] and recycling day. Branch chipping along with metal and appliance pickup will be [3:13] September 14th to September 18th on your scheduled trash day. That's into my [3:18] report. >> Thank you, Commissioner Doerty. [3:48] The TD Bank 2022 bond account with a balance of $1,73,311. [3:55] The TD Bank capital checking account with a balance of $6,22,849. Um total incidents if you [4:33] look at just for July 2026 336 total incidents. Remember this isn't just [4:38] absent township but it's broader. Um average response time excellent job at [4:43] at about 6 and a half minutes. And average on scene time is about 18 [4:47] minutes. So again just a reminder in terms of ALS and paramedic care that's [4:52] that that deep attention and care. So it takes time when folks are out there. So, [4:56] uh, good job by, um, by the ambulance authority this month. Um, also just a [5:01] reminder, um, as I've done in previous months with the, uh, the wall that [5:04] heals, um, that's the traveling Vietnam Veterans Memorial. Folks aren't familiar [5:09] with the term, the wall that heals. People probably are familiar with the [5:12] Vietnam Veterans Memorial. It's in Washington DC. This is affiliated with [5:15] that memorial. It's about 3/4 of the size and it travels all around the [5:20] country. Um, you have to apply to be nominated to have it hosted in your [5:23] municipality. lucky enough in Aston. I believe it's the first time it's coming [5:27] to Delaware County in about 25 years uh when it was in Marcus Hook. So very [5:31] excited about it'll be here in October. Um for people that are interested, they [5:35] know folks that are interested. There's information on our website. You can call [5:38] Bill Kelly in terms of the staff. If you want to volunteer, get engaged, do [5:42] anything you need. We need all different volunteers in different uh capacities, [5:47] even people that are just there to help um you know, as orient people as they [5:51] come. But uh a lot more to come on it. Um, my neighbor uh actually ended up calling [11:04] the police the first night around 3:00 4 in the morning because two of the [11:09] partygoers were having sex on their lawn. Um, they were arrested, but they [11:15] actually ended up coming to the party Tuesday night as well. Um, [11:19] [clears throat] when they were told to leave, uh, they [11:25] were driving around my culde-sac screaming, "Fucking white people. Uh, [11:30] we'll be back. See you next week." Um, they I mean, I would compare it to like [11:39] a concert happening on our street. Um, I I really don't know what to do at this [11:46] point. The thing that I'm concerned about is the fact that the owner of the [11:50] house continues to post the house on different websites trying to get over on [11:55] everybody. So when they're told not to do one thing, they try another. So I [12:01] think, you know, again, I speak for all of us that we're concerned that this is [12:04] going to continue to happen and we're hoping that you guys can find some type [12:07] of solution for us and I'm sure other people have other things to share with [12:11] you, but that's that's all I have for now. Um, there were empty alcohol cans scattered through [15:56] people's yards. As he said, the condoms, the sex on the front yard, throw up in a [16:02] neighbor's driveway. Um, pure disrespect. Um Bill Bill was there. Okay. And um the [16:59] whole thing was discussed. the the the owner of the house was there too. And [17:05] what Chief Regger did more than once and looked right at her, this is not going [17:10] to happen again. A party is not going to happen again. [17:14] Albert uh the Albert Ever went over with her [17:21] with all the notices, all the ordinances, [17:26] and what was posted on the door. Explain it to her. Okay. And that one notice [17:33] said that it was improper use of the property was removed from the door. Today I was asked in [18:14] writing why is it why the judge but that's the law. Judge has to rule on [18:19] these things. Okay. The judge is not an employee of Aston Township. [18:24] » Right. this. So, you know, because it was implied that why is the judge? So, I think our concern is though, too, last night she rented the house out [18:39] again. It was not a party, but there were still five or six people. Not a [18:47] » Yeah. The police, we had contacted Dawn from Codes. She said, "Call 911 for a [18:53] non >> a non-emergent whatever the cops came [18:58] they were great the one guy from code enforcement but the people were able to [19:02] stay >> so how is this woman allowed to have [19:06] these people stay when it was told she can't you know what I like that's where [19:10] the confusion is with us >> I understand so let's talk about the [19:13] police for a moment because what I what I said in my in my email is being [19:17] disputed um there were three officers there I was told there was none there. [19:23] Okay. Then then that one officer went and and spoke to the some of the [19:27] residents at their houses. There were three officers there. [19:30] » There was >> Okay. So, just so that's in the record, [19:33] there were three officers there. >> There's no complaint. The officers the [19:36] officers are wonderful. >> I would say there were no officers. But for me [20:02] to be there would have not made any would made a difference because I have [20:06] no enforcement authority. Okay? I can't say to somebody, "Get out of the house. [20:11] You're not allowed in here." It's not it's not within my bay wick to do it, [20:14] right? >> It's not it's not permitted. [20:16] » So, that's that's what happened. Now in my correspondence to you and others um [20:24] no matter which days there are number of days um was upfront it was forthright as [20:30] to what will happen if she doesn't continue okay if she continues to do [20:35] what she's doing. All right. Uh the only only person that can rule [20:42] against uh her and padlock the house we would need to have an injunction. Right [20:47] Mike? An injunction. Yeah, that's correct. So, uh, Danielle, you asked a [20:51] question and and and I don't know if Mike ended up answering it or not. So, [20:56] um, I think the question was why were these people allowed to stay and [21:01] » I think, um, you know, there there's a couple things, uh, that factor into that [21:07] decision. One is, um, she's had to refund these people for those rentals [21:12] because she wasn't allowed to use it. So, the the idea that um she's she's [21:16] making a profit there. Um you know, we're doing our best to make sure she [21:21] doesn't. Um we also charge for the police responses at this point. So, um I [21:27] think it's probably going to cost her more a night than it will to um to to [21:33] rent the thing. And uh when the police got there, I think that their judgment [21:38] was uh you know the people who were there were sort of innocent in this [21:43] whole thing. >> They truly were. But I guess the point [21:45] of the matter is we were told it wouldn't continue to happen, but it's [21:48] continuing to happen. Give me one second, Joseph. Okay. [21:51] » It's nothing against the people. >> She's going to rent it and those were [21:55] the people that stayed there last night. I mean, they didn't bother her soul, but [21:58] it's the point that she was told not to do it. [22:00] » Well, and you're not supposed to. You're right. you know, I mean, so, so, you [22:04] know, under those circumstances, [22:08] some judgment call needs to be made. They were out of there the next day. [22:11] They had some, they had a longer term rental than that one night. Um, the [22:15] police came, they said, uh, they evaluated the situation. Um, it didn't [22:21] seem like it was the level of offensive that everything else has been. and they [22:26] said, "You you can't stay, but you can stay tonight because I I think it was [22:30] pretty late in the day, right?" And then um uh the company that is doing the [22:36] environmental engineering over at MIPC ended up getting them a hotel and uh and [22:40] that moved on. So So to to answer your question, um you know, we are charging [22:46] for the police response. Um and we also issued a citation on that. So, um I I I [22:54] get the principle. I do. And I think everybody up on the board gets it, too. [22:58] And um you know, there are some limitations to what we can do under the [23:04] under the municipalities planning code, but this is raised to a level that we've [23:08] had to sort of take our what we would typ our typical response would be to a [23:13] zoning violation and figure out how to step it up a little bit. And that may be [23:18] an injunctive action. Uh and um you know, mention common please though [23:23] that's not a tomorrow thing you know it's it's a big deal and um and it's a [23:29] process so um it's something we're evaluating um a lot of times when you uh [23:36] start citing regularly people come to their senses and um from a a [23:43] governmental efficiency standpoint you know to spend the money [23:49] » um so I that's about as much of a glimpse into legal reasoning I could [23:55] probably give you. I don't want to do is lay out her whole game plan and have [24:00] anybody who watches a YouTube video know what's coming next. Right. Um Joseph, [24:05] you had something you wanted to say. >> Yeah. I guess my my only question here [24:08] is she's got two stickers on her window and she is clearly [24:13] moving from website to website trying to get over on you guys. you know, why is [24:21] this allowed to pass? She's got two stickers on the window [24:25] and and just hearing, well, we're going to let those people stay because they [24:28] were nice. I mean, I don't understand that. They had to make a judgment and they made a judgment call and we you [24:52] know we all have the right to disagree with that judgment call. [24:55] » Right. Yeah. And listen like I mean obviously I do. But my question here is [25:00] okay you guys made a judgment call the other night. What about going forward? [25:05] Are we going to keep making judgment calls if she continues to do what she's [25:10] not supposed to be doing is my question. >> Yeah. I It's a fair point and I think um you know like happened on the [25:29] 20 the the big events were the 21st and I think the 11th probably no uh the 4th. [25:34] The fourth I'm sorry um the we and then we had another one it was [25:42] Monday right you had you had the the attendance from Lan. Now the message is [25:46] proliferating among the staff and the police department and the code [25:50] department and everything else that this is an issue. So my guess and um you know [25:55] I try not to delve into other people's psyches because sometimes you don't like [25:59] what you find but my guess is an officer got out there um evaluated the situation [26:05] um maybe knew that the parties were a problem but didn't know the scope of the [26:08] problem and and made a decision. Um, so we'll make sure we communicate with uh [26:14] with every department and hopefully uh you know you you you have a [26:19] more satisfactory experience next time. >> I guess [26:21] » hopefully there's not a next time, right? [26:23] » Listen, my last question is like what what are you guys planning to do when it [26:27] comes to monitoring these websites? Because [26:31] » Right. >> I'm sorry, but like the way we're seeing [26:34] it posted um it's not innocent. It's not a [26:38] mistake. Like she's doing this. a twounit home. [26:42] » Like I said, she's trying to get over on not just us, but you guys. So, [26:47] » we're wondering what's going to be done when it comes [26:50] » start on every website August 15th as soon as September 1st to move in. You [26:55] can rent the basement for 2,000 or the first floor for 3,000 or the whole house [27:00] for a lovely $5,000 furnished. >> Yeah. So, [27:04] » I get people can rent their homes in Aston. I just didn't realize a single [27:07] family home could be a multi multif family. Okay. [27:19] It's a single family only four unrelated ordinance rates. She's quite aware of [27:24] that. She came up and wanted to rent it for 6 months. Not allowed. She wants to [27:28] rent it for a year for unrelated. That's what she can do. She's left here very [27:32] upset. She feels like she's the um She's being harassed. [27:39] » So, she knows there's no more rental. [27:44] She has a cease and assist. If anybody's there, he's been notified that they're [27:49] not to stay. >> Mr. Higgins, can I ask a quick question? [27:54] » Absolutely. >> Don't we have to rent in the township? [27:58] You have to have a Don't you have to have an inspection? So that's the other [28:02] thing. She does not have a rental license. She tried to get a rental. She [28:05] took the applications today. Um and she also has done a lot of work with her. So [28:11] she took those and she has to get all that rectified before she can even apply [28:15] for rental license. So has the name of you know she has the name of all the [28:20] people that are renters. Um it can only be for [28:25] she was angry when she left. Um so I said you can't have anybody there until [28:29] you have a a active rental license. [28:35] So, she got rented for 6 months. >> So, even if she goes through the process [28:40] and does everything correctly, I want to confirm she can only have one family [28:45] renting that home and it cannot be like a [28:47] » So, it's it well it the the definition of family is sort of a protected issue [28:52] at the constitutional level, right? So it the the way our ordinance reads is it [28:58] can be up to four people unrelated living as a single housekeeping unit, [29:02] right? So you can't have like uh uh you know one person in the basement cooking [29:07] their meals and uh someone upstairs cooking their meals and you know it's [29:11] got to be >> right and that's how it's advertised. So [29:14] I just want to make sure that one family, not the Ferguson family and the [29:18] Smith family. >> It could it could be it could be four [29:21] people unrelated, right? Like I'm sure at some point you had a roommate, you [29:24] know, that sort of thing. But what it can't be, right, is like you said, the [29:28] Jones family upstairs. >> Correct. [29:32] » The the the citation was issued uh yesterday was for the most recent. That [29:40] was it's the first of a number or sec the second or third of one that was [29:43] issued. Okay. Uh the other thing is um as far as how do we stop it? Um, I think [29:51] I said in my email this uh this morning or last night, I don't know if you had [29:55] an opportunity to say it, that uh we don't have the resources to put a police [30:00] officer there all day long because then other parts of the town will suffer and [30:05] there is crime in town. >> Absolutely. [30:06] » So that's one thing. The other thing I we can't put and I don't control that. [30:10] The police police basically run themselves. I don't give them orders on [30:14] what to do. We set policy. So, um, [30:18] Officer Razeri back there, Sergeant Roseri, uh, in the absence of, um, [30:23] Chief, uh, is in charge, and I think that he understands the situation. We [30:29] can have we can have the patrol in and out more than would be normal. Mike, [30:34] would you say that would be something we can do? And from what I hear that at one point, I [48:10] don't know, and I can't substantiate it, they were saying that Aston is their [48:14] town now. >> That was a comment that was made [48:18] mentioned that. So I I I would think not. So I ask you to put all your [48:24] efforts and all your good works to support a healthy and wonderful quality [48:29] of life before you start seeing sales signs go up and because you know people [48:35] get scared they they make irrational decisions. So, um, you know, maybe there'll be some tools that can be [56:23] thought of that can, you know, help not just Aston, but, um, you know, other [56:27] municipalities make sure this gets nipped in the bud and that it doesn't [56:30] pop up somewhere else, right? Um, in the township or somewhere else. So, that [56:35] said, that one other thing I just have to say, um, you know, because it's a [56:40] cool moment and embarrass him a little, but a proud Aston boy, Joe Vuso, who's [56:45] our engineer, wrote a book, Who Killed the American Dream? Um, so Joe, for [56:50] those that don't know him, Joe's been um the township engineer probably as long [56:55] as as I've been alive or or longer. Um, you know, he is a a guy that grew up in [57:00] Aston, did really well for himself, educated masters at Villanova, and um [57:06] has more knowledge and experience than anybody I've I've probably ever come [57:11] across in terms of municipal engineering. And so he took some time to [57:16] kind of put some together talking about, you know, what it is to be in the [57:19] suburbs. And, you know, everybody here, sure, a lot of you are either, you know, [57:23] own your homes or renting and hoping to own, but that's kind of what the book's [57:26] about. Like, hey, what do we how do we how do we make this work, right? Whether [57:30] it's for us, we own, but you know, our children or others. So, um, I'm only a [57:35] little bit through it so far, but, uh, um, you know, Joe, and I don't mean this [57:40] just cuz he's an engineer, cuz usually the engineering science guys aren't the [57:43] best writers. I mean, just in general, you know, it's it's very well written. [57:48] So, um, I just wanted to to mention that, you know, for all the all the [57:52] years of service Joe's put in township and everywhere else, really proud and [57:56] very cool to to see him uh, write and publish this book. It's going to [58:48] be a very solemn occasion, but it's going to be a real celebration for those [58:53] who uh gave their life for our country. So, uh, in case you don't know what the [58:58] wall that heals is, it's the Vietnam War wall that heals, it's a replica of the [59:03] one that's in Washington DC. And we are one of 31 cities, towns in the United [59:09] States that are honored to have that wall here in October. So, just want to [59:14] mention both of those. Go to our website.
