11:00 a.m. it will be uh added to our
[0:18] website however it is not being live
streamed this morning so I officially
[0:22] declared the meeting open and I would
ask somebody to please adopt the
[0:28] agenda it
I move to adopt the agenda of the
[0:32] special meeting of the Council of
February 18 2025 as

item on the agenda today and it is uh
[0:49] the town's opposition to loan bylaw of
the AG glomeration de Morad to finance
[0:53] the acquisition of land for the carer ne
Hippodrome project that will be

you whereas on January 23rd
[1:13] 2025 the glomeration of vild De maral
adopted the bylaw authorizing a loan of
[1:20] $20 million to finance the acquisition
of land for the
[1:25] quatin project the bylaw whereas
according according to the town of Bader
[1:31] the glomeration of Montreal did not have
the authority under either the ACT
[1:36] respecting the exercise of certain
Municipal powers in certain Urban
[1:42] agglomerations or
decree 12 29-2 2005 to adopt the
[1:50] bylaw whereas according to the town of
beder the bylaw is unreasonable in that
[1:56] it imposes a tax burden on the link
towns without specifying which projects
[2:02] and developments covered by the bylaw
are to be assumed by the
[2:07] agglomeration whereas furthermore the
bylaw is imprecise incomplete and
[2:14] unintelligible in that no council member
or normally intelligent person can
[2:19] understand its true meaning by simply
reading it whereas all the
[2:24] representatives of the member
municipalities of the association the
[2:29] municipality
[2:32] ASM who were present at the meeting of
the
[2:37] cons oppose the adoption of the bylaw
whereas under the circumstances the town
[2:43] of bad dery wishes to initiate
proceedings before the appropriate
[2:48] authorities to prevent the bylaw from
coming into force or to having it
[2:53] cancelled I move to mandate the law firm
pre for AOC to file with the commiss
[3:01] municipal dubec the town of Bader's
opposition to the bylaw authorizing a
[3:08] loan of $20 million to finance the
acquisition of land for the quatier in
[3:13] the morod Drome project and to file an
application with the Superior Court to
[3:20] have the bylaw declared null and void
and to represent the town and take all
[3:26] necessary steps in these proceedings to
mandate the town's representative on the
[3:32] board of the association
municipality ASM to follow said
[3:42] proceedings
second thank you councelor Gruber before
[3:46] we go to a vote um we generally try to
avoid special um Council meetings uh to
[3:54] make everything transparent and include
them with our regular meetings however
[3:57] uh there is quite a um spefic specific
um timeline that we're working against
[4:03] in order that this resolution be filed
on time which is the end of this week so
[4:08] unfortunately we weren't able to add it
to our regular meeting um and in
[4:12] addition I will say that this is a joint
uh decision on behalf of all the ASM
[4:18] Mayors we have one V one vote at the
glomeration and we did vote uh against
[4:23] this however with that one vote um the
motion uh was was adopted and uh this is
[4:31] really our only recourse into uh holding
Montreal accountable so that's the short
[4:38] of it um all in
favor it's unanimous thank you and I
