1 00:00:00,240 --> 00:00:03,880 is now in session. 2 00:00:05,359 --> 00:00:11,440 » Dear Father in heaven, thank you for being here with us today and thank you 3 00:00:08,960 --> 00:00:15,679 for keeping your hand of guidance over each and every one of us as we work to 4 00:00:13,920 --> 00:00:19,760 lead here. Thank you for the springtime that you've brought uh our communities 5 00:00:17,600 --> 00:00:24,320 and our valley. Once again, as I always ask, guide our words, our thoughts, and 6 00:00:21,520 --> 00:00:29,199 our actions in Jesus name. Amen. >> Amen. 7 00:00:26,800 --> 00:00:35,040 I pledge allegiance to the flag of the United States of America and to the 8 00:00:32,000 --> 00:00:41,800 republic for which it stands, one nation under God, indivisible, with liberty and 9 00:00:38,160 --> 00:00:41,800 justice for all. 10 00:00:42,160 --> 00:00:46,200 » There's a stain on the flag. 11 00:00:46,640 --> 00:00:50,200 » I think it's just 12 00:00:58,480 --> 00:01:06,680 That fix it. >> I had to rearrange furniture. 13 00:01:03,280 --> 00:01:06,680 » Oh, I can't. 14 00:01:06,799 --> 00:01:16,400 The table always keeps moving back. >> I just did it that way. 15 00:01:12,560 --> 00:01:22,960 » My diet isn't going that well. All right. Um, do we have any changes to 16 00:01:20,080 --> 00:01:28,560 the agenda or adoptions? I don't think we do. 17 00:01:25,920 --> 00:01:34,799 All right, let's go with citizen participation. This is for anything 18 00:01:30,320 --> 00:01:40,840 that's not on the agenda. I saw Mr. Sappington coming up the hallway, so I 19 00:01:37,040 --> 00:01:40,840 thought we were going to have a taker. 20 00:01:43,920 --> 00:01:52,000 » Yeah. My name is Arthur Sappington. I live at 3055 21 00:01:49,200 --> 00:01:56,399 10th Street, apartment I. I'm here representing the uh Snake River Music 22 00:01:54,880 --> 00:02:03,840 Gardens, uh which is a 501c3 23 00:02:00,000 --> 00:02:09,039 uh environmental program watershed for all of the Snake River drainage from the 24 00:02:07,119 --> 00:02:13,360 headarters all the way to the Columbia River. 25 00:02:10,640 --> 00:02:19,040 Uh what I'm here to talk about today is what has happened in the last 100 days 26 00:02:16,239 --> 00:02:26,160 of uh from the White House and how it affects 27 00:02:22,239 --> 00:02:32,239 uh the coordination programs that that we're doing for watershed management 28 00:02:28,879 --> 00:02:39,360 within both public and private lands on on uh the uh watershed of the Pow River 29 00:02:36,800 --> 00:02:43,920 drainage with the Pow River Wershed Council. 30 00:02:41,200 --> 00:02:49,680 Uh there are three executive orders and one supreme court case that are 31 00:02:46,239 --> 00:02:55,280 pertinent to what is happening at the county level and state level. The state 32 00:02:52,239 --> 00:03:05,519 has totally ignored all the three executive orders and the supreme court 33 00:02:57,360 --> 00:03:09,680 case. Supreme Court case is from uh 2024 and that's the one that I wrote the 34 00:03:07,120 --> 00:03:16,239 essay on the last time I was here doing a presentation on the Snake River and 35 00:03:13,200 --> 00:03:23,280 the Blue Mountain Forest plan revision. So I won't go over that other than the 36 00:03:19,280 --> 00:03:33,440 fact saying that that has resulted in the u 37 00:03:27,519 --> 00:03:36,720 the executive order 14225 which deals with the forest timber 38 00:03:35,760 --> 00:03:43,120 management >> for the timber harvest primarily and the 39 00:03:39,599 --> 00:03:46,080 wildfire uh inter agency funding emergency funding for wildfires and 40 00:03:45,280 --> 00:03:52,319 such. that's that directly affects us for both 41 00:03:49,599 --> 00:03:57,439 our public and private lands within the county. 42 00:03:54,239 --> 00:04:04,599 Then the other two uh executive orders is 14168 43 00:04:00,400 --> 00:04:04,599 and 14151. 44 00:04:04,799 --> 00:04:16,799 168 deals with title nine uh distinguishing between biological 45 00:04:13,280 --> 00:04:23,919 uh what is a biological male and female and what is uh gender what they call 46 00:04:21,919 --> 00:04:32,560 gender determination. It distinguishes that for that 47 00:04:27,840 --> 00:04:36,639 title nine as well. Then the other one uh 141 48 00:04:34,960 --> 00:04:41,759 51 deals with DEI 49 00:04:39,120 --> 00:04:49,520 and that deals with all of the racial issues and all of the urban primarily 50 00:04:45,919 --> 00:04:55,840 urban uh social justice, environmental justice and all that stuff within urban 51 00:04:53,440 --> 00:05:05,199 uh growth boundaries particularly for this state. 52 00:04:57,680 --> 00:05:14,720 Uh so and one of the things is is the for the county is the fact that DLCD's 53 00:05:09,280 --> 00:05:19,199 strategic plan from 2023 to 2031 is going to have to be scrapped and 54 00:05:16,560 --> 00:05:27,039 completely redone. The state is yet to address that issue for the four parts of 55 00:05:22,240 --> 00:05:37,039 that plan. The first two uh deal with the uh the two executive orders uh of 56 00:05:30,880 --> 00:05:42,240 the DEI and and title title nine. Uh what that has to do in the strategic 57 00:05:38,960 --> 00:05:47,120 plan as what I've been arguing with for years that it it didn't and now that is 58 00:05:45,840 --> 00:05:53,280 clarified and it's going to be addressed. Okay. Now, uh, my wife is 59 00:05:50,400 --> 00:05:59,280 going to bring up the other work that we're doing that we presented also 60 00:05:56,400 --> 00:06:07,600 earlier that has to do with the food program within the local uh, farm to 61 00:06:03,759 --> 00:06:12,840 market within the county. So, >> okay. And we need to keep this 62 00:06:16,639 --> 00:06:26,720 » until 10 after. >> I'm Linda Sappington, 305510th Street, 63 00:06:22,800 --> 00:06:32,319 Unit I, Arthur's wife. We're presenting a program. We've already sent it to 64 00:06:29,120 --> 00:06:39,280 Washington DC to the Department of Health and Human Services. It's called 65 00:06:36,240 --> 00:06:45,600 Maha Make America Healthy Again Farms and Ranches. And the idea is that any 66 00:06:42,639 --> 00:06:51,680 farm or ranch that wants to can become an education center for making America 67 00:06:48,080 --> 00:06:55,199 healthy again because what happens on the ground, the food that's grown, the 68 00:06:53,600 --> 00:07:00,080 cooking that's done, the food that's preserved, the education that's passed 69 00:06:57,759 --> 00:07:06,800 on to our youth, that's what's really going to make America healthy again. We 70 00:07:03,280 --> 00:07:11,919 sent a 13page paper to Washington. But we're here in Baker County turning it 71 00:07:09,520 --> 00:07:16,319 into a book, a little booklet, a handbook that we can hand to any rancher 72 00:07:14,400 --> 00:07:22,319 or farmer that's interested in becoming part of the program. And when the book 73 00:07:18,400 --> 00:07:26,000 is published and printed locally, uh, we'll bring a copy to the commission. 74 00:07:24,639 --> 00:07:28,000 » Well, I'd like to say it. >> Thank you very much. 75 00:07:27,039 --> 00:07:32,160 » Thank you. >> Thank you. 76 00:07:29,599 --> 00:07:36,639 I I I was going to let Art know that I I have addressed the uh executive order 77 00:07:34,240 --> 00:07:41,919 for the timber increase. Uh I attended the uh annual meeting for the American 78 00:07:39,199 --> 00:07:47,120 Forest Resource Council. Uh Chris French was there, region six uh forester, 79 00:07:45,280 --> 00:07:53,599 Jackie Buchanan, >> uh amongst many others. And uh that was 80 00:07:50,639 --> 00:07:59,039 the the big topic. and and to look beyond your merchantable timber to the 81 00:07:56,879 --> 00:08:04,240 smaller timber the mess that we have uh throughout the wa Whitman and utilizing 82 00:08:01,360 --> 00:08:10,080 that timber. So looking at um laminated beams and different things like that for 83 00:08:06,479 --> 00:08:14,720 usage and uh a timber coalition is being formed by me uh within the county so 84 00:08:12,960 --> 00:08:21,759 that we can push that forward. Jackie Buchanan's uh target for uh the 25% 85 00:08:18,960 --> 00:08:28,560 increase is actually over 30% by 2027 instead of five years for region six. So 86 00:08:25,120 --> 00:08:35,039 just to let you know that I uh have been uh in the works on that. So we'll see 87 00:08:32,560 --> 00:08:41,200 what we get. and to let you know outside that you brought that up. I've also 88 00:08:38,320 --> 00:08:47,920 contacted the local BLM office >> and they have to with the forest service 89 00:08:45,360 --> 00:08:53,040 were setting up for the distinction between the BLM and the forest service 90 00:08:50,640 --> 00:08:58,640 for the mineral estate. >> Yes. Yes. I read a Yeah, 91 00:08:55,519 --> 00:09:02,959 » their their old memorandum of understanding is out the 92 00:09:02,560 --> 00:09:08,560 door. >> Yeah, Jan Alexander just uh sent a 93 00:09:05,600 --> 00:09:14,480 really good letter to um to Washington about uh the Forest Service uh the BLM 94 00:09:12,640 --> 00:09:17,360 taking over the permitting process and things like that because they are more 95 00:09:15,680 --> 00:09:21,839 streamlined in the Forest Service for the mining and extraction, mineral 96 00:09:18,959 --> 00:09:26,720 extractions and things like that. Okay. 97 00:09:23,920 --> 00:09:33,920 » We're trying to set up through the St. C gardens a meeting with the BLM 98 00:09:30,720 --> 00:09:40,320 supervisor and the poor supervisor as it pertains to that 99 00:09:36,560 --> 00:09:45,040 at the local level because Washington has already contacted them. 100 00:09:43,200 --> 00:09:50,800 » There's a huge curve. >> Well, call me. Yeah, because we're under 101 00:09:47,440 --> 00:09:54,320 a time restraint. um contact me and you know about any of this stuff in 102 00:09:52,320 --> 00:09:58,240 including that because we're looking at uh possibly having Brooke Rollins here 103 00:09:56,080 --> 00:10:02,959 to Baker County if we can get her here. So for your book and the farm uh food 104 00:10:01,279 --> 00:10:03,920 and and things like that is important. So 105 00:10:03,600 --> 00:10:08,080 » yeah, >> contact me. 106 00:10:05,600 --> 00:10:11,640 » All right. Anyone else have anything for citizen participation? 107 00:10:12,320 --> 00:10:20,000 » No one online. All right, seeing nothing, let's go to 108 00:10:18,000 --> 00:10:28,160 uh review and approval of the minutes. We have minutes for March 12th, April 109 00:10:23,200 --> 00:10:31,200 2nd, April 16th, and April 21st. >> March 12th look fine. All those 110 00:10:30,320 --> 00:10:36,000 revisions and >> yeah, it actually did actually must have 111 00:10:34,320 --> 00:10:37,920 seconded the motion because you were talking about it. The only thing I can 112 00:10:37,360 --> 00:10:41,120 see. >> Yeah, I thought that but 113 00:10:39,360 --> 00:10:46,560 » so verified it. So, >> okay. I move to approve the um minutes 114 00:10:43,519 --> 00:10:50,240 of the uh special commission session for March 12th, 2025. 115 00:10:47,920 --> 00:10:54,640 » I'll second a motion and a second. Any further 116 00:10:52,079 --> 00:10:55,600 discussion? Saying none. All in favor say I. 117 00:10:55,200 --> 00:10:59,920 » I. >> I. Motion carries. 118 00:10:58,640 --> 00:11:03,120 » April 2nd. Same. >> I didn't have anything. Okay. 119 00:11:00,959 --> 00:11:06,480 » No. Um I'll move to approve the commission session minutes from April 120 00:11:04,720 --> 00:11:09,040 2nd, 2025. >> A second. 121 00:11:07,279 --> 00:11:12,640 » Have a motion and a second. Any further discussion? 122 00:11:10,560 --> 00:11:16,160 Seeing none. All in favor say I. >> I. 123 00:11:13,200 --> 00:11:21,519 » I. Motion carries. >> April 16th. That's great. 124 00:11:19,839 --> 00:11:26,720 » Yeah. >> I'll make a motion to approve April 125 00:11:23,440 --> 00:11:30,560 16th, 2025 uh session minutes. >> I'll second. 126 00:11:27,839 --> 00:11:34,000 » I have a motion and a second. Any further discussion? Seeing none, all in 127 00:11:33,200 --> 00:11:36,480 favor say I. >> I. 128 00:11:34,480 --> 00:11:40,959 » I. Motion carries. >> And same thing with the 21st. All right. 129 00:11:39,360 --> 00:11:44,959 I'll make a motion to approve April 21st, 2025 130 00:11:43,440 --> 00:11:48,000 commissioner session minutes. >> A second. 131 00:11:46,000 --> 00:11:51,000 » Have a motion and a second. Any further discussion? 132 00:11:51,040 --> 00:11:55,279 Seeing none, all in favor say I. >> I. 133 00:11:53,200 --> 00:12:03,959 » I. Motion carries. >> All right. On to scheduled business. 134 00:11:59,920 --> 00:12:03,959 Facilities, come on up. 135 00:12:10,720 --> 00:12:14,440 timing isn't realistic. 136 00:12:14,720 --> 00:12:20,000 » The timing isn't realistic on there. >> If he says everything's great and it's 137 00:12:18,560 --> 00:12:24,560 fine and walks out, >> everything's fine. See you later. Look, 138 00:12:22,639 --> 00:12:29,519 we're back on track. >> I will try to keep it brief. Thanks for 139 00:12:26,880 --> 00:12:32,880 having me. So, um, this is a the department updates are kind of an 140 00:12:30,800 --> 00:12:35,680 opportunity for each of the department's elected officials to come in and just 141 00:12:34,240 --> 00:12:39,200 give the the public and the commissioners a kind of a quick, uh, 142 00:12:37,920 --> 00:12:45,760 preview of where we are and where we're headed with things. Um, so the county's 143 00:12:43,839 --> 00:12:52,160 facilities department is a general fund department um that currently consists of 144 00:12:48,000 --> 00:12:57,120 3.75 um, FTE. Um our central operations are here in the courthouse and uh we 145 00:12:55,360 --> 00:13:03,680 have an annual operating budget of just a little over a million dollars. Um the 146 00:13:00,639 --> 00:13:08,480 some of the locations that we um take care of which includes all county owned 147 00:13:05,920 --> 00:13:12,959 property, some rented leased as well. Um but some examples of that of course are 148 00:13:10,000 --> 00:13:17,680 the county courthouse here, our justice uh center jail, parole and probation 149 00:13:15,279 --> 00:13:23,279 offices, juvenile office, health department, um weed department/emergency 150 00:13:20,720 --> 00:13:27,920 management um storage facility over on Bridge Street, um some additional 151 00:13:25,360 --> 00:13:32,160 storage on 13th Street. And then we help um our special funds with their uh 152 00:13:30,480 --> 00:13:37,040 buildings and locations as well, which include things like the road department, 153 00:13:33,600 --> 00:13:41,839 museums, parks, and fair. Um we cover all aspects of the county owned 154 00:13:39,279 --> 00:13:46,560 structures. Um so some examples of that would include exterior uh components 155 00:13:44,480 --> 00:13:51,120 which are like roofs, siding, doors, windows, locks, that sort of thing. Um 156 00:13:49,279 --> 00:13:56,639 interior components, everything from floors, walls, paint, trim, uh plumbing, 157 00:13:54,240 --> 00:14:01,120 electrical, and HVAC issues. And always get the question HVAC, which is heating, 158 00:13:58,399 --> 00:14:07,199 ventilation, and air conditioning. um life safety components, fire systems, 159 00:14:03,279 --> 00:14:12,560 security uh systems, elevators, backflow um devices and all that. Um we also uh 160 00:14:10,720 --> 00:14:21,199 provide in-house all of our janitorial and maintenance um for our um facilities 161 00:14:16,720 --> 00:14:26,160 which include um or which provides you know safe sanitary conditions not only 162 00:14:23,040 --> 00:14:31,600 for for our employees um folks confined in the jail but also the public. And 163 00:14:28,320 --> 00:14:38,480 that includes over 60 uh toilets, over 60 sinks and 10 urinal. So that's always 164 00:14:34,160 --> 00:14:42,639 a lot of a lot of business busyness. Um we we also in house cover all the 165 00:14:40,240 --> 00:14:46,399 grounds maintenance uh needs for for our location. So this includes, you know, 166 00:14:44,320 --> 00:14:52,480 lawn maintenance, weed abatement, irrigation systems, tree care, and our 167 00:14:49,760 --> 00:14:56,720 walkways, parking, and pathways. Uh we address striping, resurfacing, and snow 168 00:14:54,560 --> 00:15:02,160 and ice mitigation. So there's always lots of work to do there. Um we also are 169 00:15:00,320 --> 00:15:10,160 tasked with long-term secure storage of documentation and document uh uh 170 00:15:05,760 --> 00:15:14,000 destruction and and that process. Um a few examples of some of the projects 171 00:15:11,920 --> 00:15:19,120 we've had going or currently working on or going to be taking on um here at the 172 00:15:17,120 --> 00:15:24,720 courthouse. Uh completed project was last fall repaving the west drive um and 173 00:15:22,240 --> 00:15:28,800 entrance uh area to the courthouse here. It involved tree removal base prep by 174 00:15:26,959 --> 00:15:33,519 the road department for the paving and then once it was completed the 175 00:15:30,160 --> 00:15:37,440 restriping and um markings. Uh, at 185 00:16:15,600 --> 00:16:21,199 the Justice Center, we put in new stainless steel countertops on 186 00:16:18,800 --> 00:16:26,000 everything out there. Uh we completed a repaint of all the exterior and we're 187 00:16:23,759 --> 00:16:32,399 continuing to work on um their emergency operation addition which is about a 3500 188 00:16:29,120 --> 00:16:36,959 square foot edition that um is in the final phases of engineering 189 00:16:35,199 --> 00:16:41,920 and design and should be going out for bid sometime hopefully later this month. 190 00:16:40,399 --> 00:16:45,680 um special fund projects. We did uh we 191 00:16:43,920 --> 00:16:48,720 completed we being the road department and the 192 00:16:47,199 --> 00:16:53,040 facilities department completed the foundation for the road department's uh 193 00:16:50,639 --> 00:16:59,279 9,000 foot storage building replacement. Um and we're about to uh get started on 194 00:16:56,800 --> 00:17:04,959 repainting the weed building and EM building over at 13th Street Storage. So 195 00:17:02,399 --> 00:17:09,120 uh we also participate in uh several departmental specific activities 196 00:17:07,039 --> 00:17:13,280 throughout the year that require our um services and couple of examples of those 197 00:17:11,120 --> 00:17:19,760 are securing and transporting mailing for elections and for taxation purposes. 198 00:17:16,959 --> 00:17:24,319 And we also participated in in a couple of community projects that were centric 199 00:17:21,520 --> 00:17:28,640 to the uh courthouse here location and that was the operation green light and 200 00:17:26,720 --> 00:17:33,520 uh which was a recognition of veteran services to our country and uh the 201 00:17:30,880 --> 00:17:36,559 Oregon gold star family memorial event uh which was also hosted here at the 202 00:17:34,960 --> 00:17:41,679 courthouse and it was uh coordinated by Rick Lori our veteran service officer. 203 00:17:38,720 --> 00:17:45,760 So overall, we have a very busy um schedule, but it's been a successful 204 00:17:43,200 --> 00:17:52,160 year for us and we're looking forward to uh another non-stop um busy year ahead 205 00:17:49,840 --> 00:17:55,360 of us. And that's a big shout out to my team as well. I can't do 210 00:18:10,080 --> 00:18:14,720 it without the folks on on my team. So >> they take all the flies out of my 211 00:18:13,679 --> 00:18:18,320 office. So that's a good thing. >> Yeah. 212 00:18:16,080 --> 00:18:23,440 » If anybody knows up in the clock tower, there's a lot of flies and so 213 00:18:20,960 --> 00:18:25,840 » they build up this time of year. >> Yeah, definely. 214 00:18:24,480 --> 00:18:30,080 » That's the one thing I remember about that room. 215 00:18:27,919 --> 00:18:35,760 » You do you do good work and and you have a terrific staff. you you do a good job 216 00:18:33,440 --> 00:18:41,679 you picking and the and doing the hiring because they're dedicated and and I I I 217 00:18:39,919 --> 00:18:46,559 like every one of your your team >> always quick and friendly and get the 218 00:18:44,400 --> 00:18:48,720 job get the job done. >> Well, thank you very much. I will now open contract review 225 00:19:20,559 --> 00:19:28,360 board and we'll go on to DA, trauma informed response training grant. 226 00:19:29,440 --> 00:19:33,919 Good morning. >> Good morning. Long time no see. 227 00:19:32,400 --> 00:19:39,039 » Yeah, she's been upstairs. 228 00:19:36,480 --> 00:19:44,240 » Um, so the trauma informed response training 229 00:19:41,679 --> 00:19:48,559 one is just uh you guys approved me submitting that grant last month 230 00:19:46,480 --> 00:19:52,559 » and they approved it and so it's just the agreement for the one-year grant. 231 00:19:50,880 --> 00:19:54,480 That's all. You guys have any questions about that? 232 00:19:53,200 --> 00:19:56,320 » You're just you're just needing a signature on this one, right? 233 00:19:55,520 --> 00:19:58,799 » Just signature. >> All right. 234 00:19:57,360 --> 00:20:04,320 » Okay. And then the second one is our child 235 00:20:01,360 --> 00:20:11,520 abuse multidisciplinary intervention grant which we apply for every um two 236 00:20:08,240 --> 00:20:16,160 years and it helps fund our child abuse response team. Our mult multidisiplinary 237 00:20:13,760 --> 00:20:20,400 team meets every Tuesday or every other Tuesday at New Directions. We talk about 238 00:20:18,559 --> 00:20:26,080 child abuse cases, how we're going to respond to them. It has law enforcement 239 00:20:23,120 --> 00:20:29,840 us and so um it helps fund WDE's position. and I actually bumped that up 240 00:20:27,600 --> 00:20:34,720 a little bit this year because we had an uptick a little bit. So, um that'll help 241 00:20:32,880 --> 00:20:40,880 with his position a little bit. And then, um our training funds, we send law 242 00:20:38,080 --> 00:20:45,760 enforcement, DHS workers, teachers, people from our office to um trainings 243 00:20:43,919 --> 00:20:50,960 to make sure that we're up to date on the newest and best way to investigate 244 00:20:47,840 --> 00:20:54,320 and prosecute child abuse. So, >> so your contractors that you contract 245 00:20:52,880 --> 00:20:57,280 with, do do you also pay for their training then when they go to Chelsea? 246 00:20:56,960 --> 00:20:59,600 » Yep. >> Okay. 247 00:20:57,600 --> 00:21:02,720 » Yep. >> Our forensic interviewer, we pay for all 248 00:21:01,520 --> 00:21:06,280 her training. >> Okay. Thank you. 249 00:21:07,200 --> 00:21:14,960 » It doesn't have a match. >> This one doesn't have any matches on it. 250 00:21:12,640 --> 00:21:20,880 » And there is a little bit. So, um because of all of the federal freezes 251 00:21:18,159 --> 00:21:24,559 and such, it just um they don't fully know what our budget's going to be, but 252 00:21:22,960 --> 00:21:28,240 they were they instructed us we have to have it turned in by May 19th. 253 00:21:26,559 --> 00:21:33,120 » And so, we just have to base it off of our budget from the last time. So, this 254 00:21:31,200 --> 00:21:36,400 is a little bit less than what our budget was last time just because I 255 00:21:34,559 --> 00:21:40,960 wanted to give myself some cushion. But, if they come back and say, "We'll give 256 00:21:38,480 --> 00:21:44,159 you another 10,000." It might be a little bit more than this. and I'll just 257 00:21:42,880 --> 00:21:46,960 » we can work with Christina on getting that done 258 00:21:45,039 --> 00:21:50,960 » on the unappropriated. >> So yeah, 259 00:21:48,880 --> 00:21:54,880 but if I yeah I don't know the exact funding amount. I just went to u I went 260 00:21:53,600 --> 00:21:56,799 to a Zoom meeting and they were like yeah we don't know but if you can submit 261 00:21:56,400 --> 00:21:59,840 it >> that's a common 262 00:21:58,559 --> 00:22:03,360 it's a common answer right now. >> Yeah. 263 00:22:01,120 --> 00:22:08,320 » I'll move to approve the grant agreement for trauma uh response training number 264 00:22:05,840 --> 00:22:14,480 TRIT-2025 uh Baker County.davvap DAV VAP 00014. 265 00:22:13,440 --> 00:22:18,640 » A second. >> I have a motion and a second. Any 266 00:22:16,320 --> 00:22:22,960 further discussion? Seeing none, all in favor say I. 267 00:22:20,799 --> 00:22:26,000 » I. Motion carries. >> That was the one that needed to be 268 00:22:24,400 --> 00:22:28,640 signed. The cam is the one I need to submit. 269 00:22:27,520 --> 00:22:32,799 » Issue is just >> Okay. Okay. Just check. 270 00:22:31,360 --> 00:22:35,360 » Yeah, we have to do Yeah, >> we'll just do them separate. We'll just 271 00:22:33,840 --> 00:22:37,520 do them separate. >> That's just a motion for I think you 272 00:22:36,960 --> 00:22:42,159 just have me. >> So, you'll sign that one and get that 273 00:22:38,799 --> 00:22:47,200 back. Yeah. Okay. >> Um and I'll move to um approve the grant 274 00:22:44,720 --> 00:22:51,440 application for multi um the multi multi-disiplinary team. Okay. Hi. This 275 00:22:49,600 --> 00:22:55,600 is not working today. >> I'll second. 276 00:22:53,360 --> 00:22:59,120 » All right. I have a motion and a second. Any further discussion? You didn't even 277 00:22:57,039 --> 00:23:02,720 get give your pitch. >> I gave the pitch. I gave it. You just 278 00:23:01,679 --> 00:23:07,440 gave it on both. >> Oh, I guess I just th them together. 279 00:23:04,640 --> 00:23:10,880 » Oh, you did. That's right. All right. All in no further discussion of all in 280 00:23:10,000 --> 00:23:12,559 favor say I. >> I. 281 00:23:11,440 --> 00:23:17,640 » I. Motion carries. >> All right. 282 00:23:14,240 --> 00:23:17,640 Thank you, Eddie. 283 00:23:21,280 --> 00:23:25,400 » All right. Emergency management. 284 00:23:27,760 --> 00:23:32,240 » Good morning, Gary. >> Good. 285 00:23:30,320 --> 00:23:34,320 » Hey, >> how are you? 286 00:23:32,960 --> 00:23:37,120 » Good. >> Lot of folks. I feel like they should 287 00:23:36,159 --> 00:23:39,039 dance. I know. >> Well, you can if you want. 288 00:23:38,240 --> 00:23:41,200 » No. >> Hey, who are you driving around with 289 00:23:40,320 --> 00:23:44,720 yesterday? >> Uh the uh Chief Carlson. 290 00:23:43,120 --> 00:23:48,559 » Well, would you like to introduce him to us 291 00:23:46,640 --> 00:23:51,600 real quick while he's Well, >> while I've got him in the back, it's 292 00:23:50,080 --> 00:23:54,480 easy to put him on the spot. He can't get away. 293 00:23:52,559 --> 00:23:59,600 » This uh ladies and gentlemen, this is Chief Michael Carlson and has taken over 294 00:23:57,840 --> 00:24:01,440 the reigns of Baker City and >> welcome. 295 00:24:00,159 --> 00:24:04,960 » Doing a great job. >> Welcome. It's very good to meet you and 296 00:24:03,039 --> 00:24:09,280 I'm pleased that you came today. >> Nice to meet you. Thank It's very good 297 00:24:06,320 --> 00:24:14,880 to meet you. >> All right. 298 00:24:11,840 --> 00:24:19,600 » So, I guess I'm here. Uh, you guys each received a copy of the Baker County Fire 299 00:24:18,240 --> 00:24:21,840 Mutual Aid agreement. >> Yes. 300 00:24:20,000 --> 00:24:27,039 » The only real change to the agreement was uh we used to call it an allhazard 301 00:24:24,400 --> 00:24:31,600 agreement. uh with the inject of a private 302 00:24:29,120 --> 00:24:36,240 ambulance, it was easier to work have an ambulance mutual aid agreement and a 303 00:24:34,400 --> 00:24:41,279 fire mutual aid agreement. So if you see some references in here about all hazard 304 00:24:38,720 --> 00:24:47,760 fire departments are all hazard anyway. Wildland structural hazardous materials, 305 00:24:44,720 --> 00:24:50,799 extrication assistance with medical. So uh but the title really is fire mutual 306 00:24:49,440 --> 00:24:54,960 aid agreement because it's the fire agencies federal, local and state or 307 00:24:53,039 --> 00:24:57,200 federal, state and local agencies. So, are we going to get one for the 308 00:24:55,919 --> 00:25:01,200 ambulance or do we already have one and I don't know about that? 309 00:24:58,400 --> 00:25:05,440 » Uh Jason's out of the office, but I believe that the ambulance uh mutual aid 310 00:25:03,840 --> 00:25:12,480 agreement was in motion and I think that will include halfway ambulance 311 00:25:09,279 --> 00:25:17,720 ambulance and can't answer that 312 00:25:14,720 --> 00:25:17,720 » just 313 00:25:19,440 --> 00:25:24,720 questions >> and everybody signed on to it that was 314 00:25:22,720 --> 00:25:27,440 prior. Yeah. The signature. >> Yes. And you can see some of the dates 315 00:25:26,240 --> 00:25:30,640 started in February. >> I mean, like from the one that was in 316 00:25:29,039 --> 00:25:33,279 place a while back. Everybody else signed on to it that had signed on to it 317 00:25:32,559 --> 00:25:37,600 before. >> Yeah. This agreement's been around since 318 00:25:34,960 --> 00:25:40,559 2005. >> Understand the question. 319 00:25:38,799 --> 00:25:41,919 » You mean all the same agencies? >> Yeah. Yes. 320 00:25:41,440 --> 00:25:44,400 » Yes. >> Okay. 321 00:25:42,799 --> 00:25:48,720 » With the exception of the fores, all the same agencies are signing. 322 00:25:45,840 --> 00:25:56,000 » Okay. >> Pine Valley. Yeah. Out north. 323 00:25:53,630 --> 00:26:03,039 [Music] missing or not. So, I just was asking 324 00:25:59,840 --> 00:26:06,039 » there actually I do have a red note here. 325 00:26:06,320 --> 00:26:11,679 » You may not have a page from Bowen Valley because they have their page. You 326 00:26:09,279 --> 00:26:13,679 haven't yet signed. >> Okay. 327 00:26:12,159 --> 00:26:18,039 » So, if you're missing one, it's Greater Bowen Valley Fire Protection District. 328 00:26:18,159 --> 00:26:21,440 » And it's just because you haven't got there. 329 00:26:20,640 --> 00:26:24,880 » Is that Chris? >> Chris. Yeah, 330 00:26:22,400 --> 00:26:29,520 » he's he's going to just had time for this. He did something. 331 00:26:26,320 --> 00:26:33,440 » Okay. Thank you for noting that and reminding me. 332 00:26:32,000 --> 00:26:38,799 » Yeah. Keeping track of all of them. >> This is a non-binding 333 00:26:35,360 --> 00:26:41,840 non-fidiciary agreement. If one agency can help, the other will help. If not, 334 00:26:40,559 --> 00:26:45,679 there's there's no >> right. 335 00:26:42,799 --> 00:26:49,120 » Uh should we go past the 4hour requirement initial aid agreement, we 336 00:26:47,520 --> 00:26:56,400 enter into what's called a supplemental agreement. And that's where you start 337 00:26:51,200 --> 00:27:01,120 talking about fees payment usage beyond helping. 338 00:26:58,720 --> 00:27:06,400 » Is that more when you get with state forestry and BLM rather than Hannes and 339 00:27:03,520 --> 00:27:09,440 Baker rural or greater and sump or something? 340 00:27:07,360 --> 00:27:13,600 » It's the same but how they fold out are differently. So yes, the idea of Hannes 341 00:27:11,840 --> 00:27:16,080 charging Baker rural after the 4-hour period is probably happen. Yeah, that's 342 00:27:15,200 --> 00:27:19,440 what I've got. >> So, the supplemental agreement, you're 343 00:27:17,440 --> 00:27:25,679 exactly right, is uh is probably more for uh for service field. 344 00:27:23,360 --> 00:27:30,640 The confusing part to this is we we worked on direct hire agreements. Uh and 345 00:27:28,880 --> 00:27:35,679 so the there's direct hire agreements with the Oregon Department of Forestry 346 00:27:32,240 --> 00:27:40,799 and BLM based on the four hours. And so really, it's uh that piece is kind of in 347 00:27:39,440 --> 00:27:46,400 place. Uh where it gets a little confusing uh confusing is the city for 348 00:27:43,200 --> 00:27:50,159 marshals office has upstaffing grants. So it's going to get really complex what 349 00:27:48,159 --> 00:27:56,080 they did last year and hopefully we have the right people around the table uh to 350 00:27:54,080 --> 00:28:01,120 work it out. But uh that's really you're you're correct Michelle that's really 351 00:27:57,200 --> 00:28:04,320 the commissioner that's really the the after this agreement ends and money's 352 00:28:02,880 --> 00:28:08,080 talked about a supplement agreement comes in and those other agreements and 353 00:28:06,559 --> 00:28:13,200 that includes things like qualified training uh the proper equipment uh 354 00:28:11,200 --> 00:28:16,200 personal protective equipment and those things 355 00:28:17,279 --> 00:28:22,320 » so are we still at is it four days for mutual aid that you can be out there 356 00:28:21,520 --> 00:28:25,200 » four hours >> four hours and Yes. 357 00:28:24,559 --> 00:28:29,440 » Yeah. >> So, that's not going to move. 358 00:28:27,440 --> 00:28:34,720 » Uh, probably not. And here's why. Uh, most 359 00:28:31,840 --> 00:28:41,279 of the agencies in Baker County are volunteer or provided a stipen, small 360 00:28:37,520 --> 00:28:46,080 stipen. They can't really give 12 to 24 hours. Now, with the upstaffing at the 361 00:28:43,679 --> 00:28:49,600 state fire marshal, we'll have to see how these through because they will be 362 00:28:48,080 --> 00:28:55,120 paid for their responses. >> Okay. Well, I thought that was a little 363 00:28:51,200 --> 00:28:59,919 bit of a hindrance. Um, in four hours max, you know, 364 00:28:58,080 --> 00:29:04,640 » before the house staffing grant, things like that, uh, it was 24. 365 00:29:03,200 --> 00:29:08,559 » That's a long time for people to leave their normal jobs or ranches to go. 366 00:29:07,919 --> 00:29:13,039 » Okay. >> Yeah. This was really designed for 367 00:29:11,039 --> 00:29:17,360 » paying to help out Baker. Baker to help out bigger city. 368 00:29:16,159 --> 00:29:23,360 Not so much. Of course. >> And then I like we sign on to it. Rare 369 00:29:21,120 --> 00:29:27,679 times we've had, you know, we had Noodle come out two years ago to take a roof 370 00:29:25,840 --> 00:29:30,720 off a house while it was on fire. Yes. >> That kind of thing. So that's that's our 371 00:29:29,360 --> 00:29:34,399 involvement. >> And my program 372 00:29:31,919 --> 00:29:39,679 » and well in your program >> uh coordination. Yeah. Things have 373 00:29:37,600 --> 00:29:44,480 gotten interesting. >> Yeah. I just thought that but on the 374 00:29:41,440 --> 00:29:48,399 town go that was a little bit of a hindrance on the four hours and having 375 00:29:46,640 --> 00:29:50,880 to change out. So >> yeah. 376 00:29:49,600 --> 00:29:52,159 » Okay. >> Um 377 00:29:51,440 --> 00:29:55,600 » well the >> do we just need to move to have Shane 378 00:29:53,600 --> 00:29:58,880 sign or do we need to move to >> and and also on Shane signature are you 379 00:29:57,520 --> 00:30:03,200 going to wait for Greater Bowen Valley for Galazooi to get you that signature 380 00:30:01,760 --> 00:30:06,960 before he signs or >> e you can do it either way. Ever almost 381 00:30:05,600 --> 00:30:11,279 everybody else has already signed >> because it's not in there. It's just 382 00:30:09,440 --> 00:30:14,559 » this is all the rules for department of forestry 383 00:30:12,799 --> 00:30:18,000 field. >> It's listed in here. So 384 00:30:16,159 --> 00:30:21,120 » it is listed. So we just have to get that agreement. Okay. 385 00:30:19,279 --> 00:30:24,240 » I'll do either way. I can come back for signature. 386 00:30:22,080 --> 00:30:30,480 » So uh I'll make a motion to approve emergency management Baker County Mutual 387 00:30:26,399 --> 00:30:33,120 aid agreement uh for Chair Olisha to sign. 388 00:30:31,679 --> 00:30:37,520 » I'll second it. >> All right. I have a motion and a second. 389 00:30:35,039 --> 00:30:39,279 Any further discussion? Hearing none. All in favor say I. 390 00:30:38,720 --> 00:30:41,440 » I. >> I. Motion carries. 391 00:30:40,799 --> 00:30:45,240 » Appreciate your time. >> Thank you. 392 00:30:41,760 --> 00:30:45,240 » All right. Thank you. 393 00:30:46,080 --> 00:30:53,600 » All right. Road Departmentou with Upper Burnt River Weed Control Management. 394 00:30:51,440 --> 00:31:00,799 » Um they they weren't able to be here today. They're out busy working. But um 395 00:30:58,159 --> 00:31:05,600 uh they are what this is is they're asking or I'm sorry, the Upper Brent 396 00:31:03,200 --> 00:31:10,960 River Control Management Area. They are requesting the ability to put two 397 00:31:07,679 --> 00:31:20,320 storage sheds on uh county property out in Harford where the Herford shop is 398 00:31:13,360 --> 00:31:25,679 located. Um there's no cost. Um the the district there. They uh have insurance. 399 00:31:23,600 --> 00:31:26,960 They listed the county as additionally insured. 400 00:31:26,480 --> 00:31:32,320 » Yeah. >> They some of their members will have 401 00:31:28,960 --> 00:31:38,480 keys to the gate but not to the shop so they can access their storage shed. 402 00:31:35,520 --> 00:31:43,519 So that's all this is. It's just anou with with that red district for them to 403 00:31:40,880 --> 00:31:47,519 store their stuff on. >> And it was pretty specific on what they 404 00:31:45,200 --> 00:31:49,600 can and can't do within that. So it is very specific. 405 00:31:48,080 --> 00:31:54,000 » That's what I liked. I like that. >> Yeah. They they brought that up during 406 00:31:51,600 --> 00:31:58,559 their annual weed meeting. Is that January or February? Something like 407 00:31:55,600 --> 00:32:04,000 that. And Gussy caught it and did this due diligence. So 408 00:32:01,279 --> 00:32:08,720 that's really nice. Kudos to Gussy if she's still online. She is. 409 00:32:05,679 --> 00:32:11,519 » Um, so I'll move to approve the MOU with upper burnt river weed control 410 00:32:10,000 --> 00:32:14,720 management for storage space. >> I'll second. 411 00:32:12,799 --> 00:32:18,960 » I have a motion and a second. Any further discussion? 412 00:32:16,960 --> 00:32:23,159 » Seeing none. All in favor say I. >> I. 413 00:32:19,440 --> 00:32:23,159 » I. Motion carries. 414 00:32:25,120 --> 00:32:31,360 » All right. Planning IGA with Harney County for on-site wastewater management 415 00:32:29,600 --> 00:32:33,919 program. Good morning. 416 00:32:32,000 --> 00:32:37,919 » I'm sure there's a lot of people pretty excited about this. 417 00:32:35,600 --> 00:32:40,559 » Yeah, I uh I know I provided a staff report to you guys, but I'll just 418 00:32:39,039 --> 00:32:44,559 briefly summarize what's going on for anybody from the public that might be 419 00:32:42,000 --> 00:32:49,919 interested in the changes. Um, historically, DEEQ has uh been in charge 420 00:32:48,159 --> 00:32:55,200 of the permitting and inspection of on-site um septic systems in Baker 421 00:32:52,960 --> 00:33:00,799 County, and we had a regional person doing that up until fall of last year. 422 00:32:58,240 --> 00:33:05,919 DEEQ has not filled that position. So Baker County needed to figure out what 423 00:33:03,519 --> 00:33:10,320 we could do in the alternative like alternatively to help our citizens and 424 00:33:08,880 --> 00:33:15,760 the public get all their septic approvals completed. And so in 425 00:33:13,200 --> 00:33:20,480 discussions with Harney County, they are interested in taking on that role still 426 00:33:18,799 --> 00:33:25,840 under the rules of DEQ, but they would take on that role that role locally for 427 00:33:22,480 --> 00:33:28,799 Baker County. and the IG before you is explaining the roles and 428 00:33:27,440 --> 00:33:33,200 responsibilities in the agreement between DQ Harney County and Baker 429 00:33:31,519 --> 00:33:39,120 County. So that's what's before you today is just the responsibilities of th 430 00:33:35,760 --> 00:33:44,159 those governing uh bodies um or entities. And then there will be 431 00:33:41,679 --> 00:33:48,799 ordinances or an ordinance coming to you later this month on how it's actually 432 00:33:46,640 --> 00:33:53,039 going to be locally implemented. But before we do that, we needed to get the 433 00:33:50,559 --> 00:33:57,120 agreement signed if you guys agreed to have Harne County handle that on behalf 434 00:33:55,360 --> 00:33:59,039 of DEQ. So >> yeah, 435 00:33:57,760 --> 00:34:01,919 » I think it's a great partnership. >> It is. 436 00:33:59,440 --> 00:34:05,679 » Yeah. And Har County is very excited to work with us and I think it's actually 437 00:34:03,200 --> 00:34:10,079 going to expedite the process for people in the county and so I think our the 438 00:34:07,919 --> 00:34:16,320 public will be >> uh happier with their experiences. And 439 00:34:13,440 --> 00:34:19,440 and just to be clear, DEEQ stopped offering this and this is why 440 00:34:17,839 --> 00:34:22,000 we're at this point with Harney. >> Yes. 441 00:34:20,000 --> 00:34:24,320 » And there's technically no cost to the county for everything. 442 00:34:23,520 --> 00:34:27,119 » Correct. >> All the income and everything, all 443 00:34:25,599 --> 00:34:32,320 expenses income if they go down again. >> Yes. Based off of the fees from their 444 00:34:29,200 --> 00:34:39,320 inspections and visits to the site. So, um I will make a motion to approve uh or 445 00:34:36,079 --> 00:34:39,320 to authorize 446 00:34:39,359 --> 00:34:50,000 uh let me see Tara Mishka uh interim planning director to 447 00:34:46,480 --> 00:34:55,679 sign the IGA uh for on-site septic program with Harney County on behalf of 448 00:34:52,879 --> 00:34:58,480 Baker County. How's that? >> Second. 449 00:34:56,720 --> 00:35:02,880 » I have a motion and a second. Any further discussion? 450 00:35:00,880 --> 00:35:03,599 Seeing none, all in favor say I. >> I. 451 00:35:03,200 --> 00:35:06,320 » I. >> I. Motion carries. 452 00:35:04,880 --> 00:35:11,119 » Thank you for your work. >> Yeah, that turns out better than it 453 00:35:09,359 --> 00:35:14,599 could have. So, I'm very happy. >> Yeah. Thanks. 454 00:35:18,160 --> 00:35:27,640 » All right. Next up is PLTC Baker City and Baker County Hulcom Huitt Park 455 00:35:24,240 --> 00:35:27,640 funding request. 456 00:35:30,640 --> 00:35:37,839 Right. Well, good morning commissioners. Thank you for letting us come here to uh 457 00:35:34,640 --> 00:35:44,320 present this proposal. Um as as you all asked us to do, we we sent these 458 00:35:39,839 --> 00:35:48,640 proposals to the um TLT committee. And uh those were both passed with 459 00:35:45,839 --> 00:35:53,359 overwhelming support on to you. And so, um, I'll just briefly go over the, uh, 460 00:35:51,040 --> 00:35:56,960 city's part for the startup cost for the Baker City Tourism Fund, and then 461 00:35:54,880 --> 00:36:03,280 Councelor Joseph will cover the Court Plaza request. Um, 462 00:36:00,160 --> 00:36:08,160 for our uh, application, which focuses on the startup costs for Baker City's 463 00:36:05,520 --> 00:36:12,880 tourism fund, the intent of this is basically to just ensure a smooth 464 00:36:09,839 --> 00:36:17,520 transition over to us starting our TLT program. All the expenditures in there 465 00:36:15,040 --> 00:36:22,720 are uh expenditure and line items that are already on the county's budget and 466 00:36:19,680 --> 00:36:28,400 our typical marketing expenditures for um cities across Oregon. So uh when we 467 00:36:26,400 --> 00:36:34,400 presented it to the committee, it originally was a $625,500 468 00:36:31,680 --> 00:36:41,599 request. Uh, Commissioner WHM had some concerns with uh you all funding the 469 00:36:37,200 --> 00:36:47,520 entire Baker City downtown um costs for the upcoming budget year and so we 470 00:36:44,400 --> 00:36:51,839 reduced that uh to cover what you had already agreed to through October and 471 00:36:49,680 --> 00:36:56,240 then said the city would would cover the rest. So we reduced our request from 472 00:36:54,560 --> 00:36:59,920 625500 to 575500. 473 00:36:58,000 --> 00:37:03,599 Um, from our perspective, we believe this is 474 00:37:01,599 --> 00:37:06,560 a fair request to the county. It allows us to have the needed funds for the 475 00:37:05,200 --> 00:37:10,640 transition to give that smooth transition. Uh, and it addresses the 476 00:37:08,720 --> 00:37:17,839 county's concern that the funds only be spent in accordance with the county TLT 477 00:37:12,720 --> 00:37:25,200 ordinance. Um, so, uh, if approved, this request, uh, and including the $200,000 478 00:37:21,440 --> 00:37:29,440 court plaza requests, that, uh, reflects at or a little bit under 50% of the 479 00:37:27,520 --> 00:37:35,359 projected remaining balance. uh what what we mentioned in the committee 480 00:37:30,880 --> 00:37:39,040 presentation and in the and in the uh um narrative part of the application is 481 00:37:37,040 --> 00:37:43,359 that uh you know there's a good chance that that ending fund balance could be 482 00:37:41,119 --> 00:37:47,920 nearly $2 million by the end of this budget year. Um in which case we're not 483 00:37:46,160 --> 00:37:51,920 going to try to come back and ask for for more money. So it you know at at the 484 00:37:50,560 --> 00:37:59,359 very least this is going to leave the county with uh $800,000 plus and likely 485 00:37:55,760 --> 00:38:04,480 uh potentially up to $1.2 2 million. So, we think this is a very fair request and 486 00:38:02,320 --> 00:38:07,760 we ask for your support. >> I do have a question. Um, 487 00:38:06,160 --> 00:38:11,599 » on the tourism related facilities on the one that you presented, it was just 488 00:38:10,240 --> 00:38:13,839 » generic 100,000, >> right? 489 00:38:12,079 --> 00:38:18,400 » So, could we just throwing this out here, could we put the Cork Street Plaza 490 00:38:15,920 --> 00:38:22,160 in there and then, I don't know, just make it so that it's all there instead 491 00:38:21,040 --> 00:38:25,359 of having a separate one and that would be your tourism related facility. I'm 492 00:38:24,160 --> 00:38:30,480 just throwing that out there. There's several problems with that with the 493 00:38:27,200 --> 00:38:36,079 Court Street Plaza. Number one, TLTC did say that they approved it contingent on 494 00:38:32,720 --> 00:38:44,480 proof that it actually falls into line with Ora's uh rules and uh that that 495 00:38:40,800 --> 00:38:52,720 that is a and so I clarified with uh with Orla uh and I sent that to Tyler uh 496 00:38:48,960 --> 00:38:58,960 and uh on that they uh Ora talked about so that is not before us right now that 497 00:38:55,839 --> 00:39:03,680 is with TLT. it has to go back to TLT on the 15th uh with the proof in order for 498 00:39:02,240 --> 00:39:09,040 that to move forward. Okay, >> bottom line. Um it it doesn't fit. It 499 00:39:07,040 --> 00:39:15,280 does they don't it it doesn't have parking. Um and then when he was talking 500 00:39:11,920 --> 00:39:19,440 about parks that fit they were the three larger three larger parks that he gave 501 00:39:17,440 --> 00:39:24,640 he sent me examples of and I forwarded to the TLTC to decide if they feel that 502 00:39:22,880 --> 00:39:29,200 it was that it's comparable and it's not at all. It's not comparable at all with 503 00:39:26,400 --> 00:39:33,440 what he was saying uh actually fits. So that court street plaza should not be in 504 00:39:31,280 --> 00:39:37,040 this conversation at all because it's going back to the TLTC on the 15th. 505 00:39:36,079 --> 00:39:40,480 » Okay. >> Okay. 506 00:39:38,240 --> 00:39:46,560 um on the other tourism uh when you're talking about tourism related facilities 507 00:39:42,880 --> 00:39:55,839 and um that it fits your typical uh you even though TLT uh C did approve it um 508 00:39:52,800 --> 00:40:02,880 from this from this list you did not identify like normally people would have 509 00:39:58,320 --> 00:40:11,119 to identify um uh requesting for a tourism related facility uh let me 510 00:40:07,839 --> 00:40:17,040 you it was not stated um what the facility would be, what the 511 00:40:14,400 --> 00:40:22,720 project would be. You just did a general facility. Other uh businesses that come 512 00:40:20,240 --> 00:40:27,920 and ask for that or other facilities that ask for that would not be afforded 513 00:40:25,200 --> 00:40:31,520 that wide. Um just you we want the money because we want to use it on tourism 514 00:40:29,839 --> 00:40:38,720 related facilities. They would have to tell you specifically the project and 515 00:40:33,440 --> 00:40:44,800 the facility. Okay. um on the BCD. Um so you you even though you you 516 00:40:43,280 --> 00:40:52,240 reduced it, you didn't reduce it on this list, it's still at 80,000. Um but in 517 00:40:49,280 --> 00:40:58,480 the city council meeting, you stated that you were going to 518 00:40:55,839 --> 00:41:03,680 take over that contract July 1st with BCD. 519 00:41:00,720 --> 00:41:10,079 that you stated that and so either you take it over on July 1st or we pay it 520 00:41:07,040 --> 00:41:14,960 monthly to BCD through October through the end of that contract and it 521 00:41:11,920 --> 00:41:22,079 shouldn't be in here along with the uh shrine game for 10,000 because uh that 522 00:41:19,520 --> 00:41:27,599 is actually included in the budget for next year on the 227 227 budget uh for 523 00:41:25,440 --> 00:41:33,359 next year. It should not be included on here. that's not that's not part of it 524 00:41:29,599 --> 00:41:42,160 because it is in in budget. So, um if and and that's 25,000 instead of 80,000 525 00:41:38,240 --> 00:41:46,720 uh for BCD contract. Um so, just a couple things uh just the tourism 526 00:41:45,119 --> 00:41:54,160 related facilities. I don't believe that you gave uh what normally would be 527 00:41:50,560 --> 00:42:02,800 typical of um presentation and ask on that one. Um there's a lot of fluff in 528 00:41:58,880 --> 00:42:07,359 the list that you ask for. Um you will have funds for the 1A basketball 529 00:42:05,040 --> 00:42:13,119 tournament for 2026 by the time that comes around. Uh I can go through it 530 00:42:09,920 --> 00:42:17,680 line by line, but uh what I am willing to 531 00:42:14,880 --> 00:42:22,079 okay is the tax board training and materials. 532 00:42:19,280 --> 00:42:27,920 uh realistically for a th000 development of marketing marketing tools 533 00:42:25,200 --> 00:42:34,560 realistically for 6,000 brand development 10,000 digital content and 534 00:42:31,760 --> 00:42:41,359 asset creation$10,000 that's a total of 27,000 and then plus 535 00:42:37,440 --> 00:42:46,400 the 25,000 contract uh for BCD and then 10,000 for um the shrine that is going 536 00:42:44,240 --> 00:42:54,880 to be in the budget for those two items but the out of this list. I can see 537 00:42:49,599 --> 00:42:59,839 27,000 actually fitting the uh request >> out of 570,000. 538 00:42:56,560 --> 00:43:02,160 » Yes. Yep. And I can explain every one of them if you want me to. If you want to 539 00:43:01,440 --> 00:43:04,640 take that time. >> What you universally came up with is 540 00:43:03,359 --> 00:43:07,599 238,000. >> What's that? 541 00:43:05,359 --> 00:43:10,880 » The bottom number you have here is 238. >> That's not why it says. 542 00:43:10,400 --> 00:43:16,560 » Yeah. >> Oh, that's 238,500. That's if I you two 543 00:43:15,119 --> 00:43:22,160 decide that you want to give them all the 238 or whatever. But I I will let 544 00:43:20,160 --> 00:43:25,680 you know that I'm at 27,000 >> plus the BCD plus the shrine. 545 00:43:24,560 --> 00:43:31,280 » 27,000. >> 27,000 which is the top green 546 00:43:28,079 --> 00:43:33,040 highlighted those uh one, two, three, four. 547 00:43:31,680 --> 00:43:38,640 » You only want to do these. >> Yes. Oh, 548 00:43:34,400 --> 00:43:43,040 » because I and and um just because of certain things which I like I told you 549 00:43:40,880 --> 00:43:46,160 like the development of marketing uh electronic and marketing tools they're 550 00:43:44,400 --> 00:43:50,640 at 20,000 um amount based on the cost of domain 551 00:43:48,480 --> 00:43:54,560 name purchase web hosting and using an online website provider social media 552 00:43:53,040 --> 00:43:59,920 sites um provides social media accounts at no 553 00:43:57,200 --> 00:44:05,599 cost. Um really that's a realistic number at 6,000. 554 00:44:02,079 --> 00:44:12,079 uh the other let me see tourism associated cost which is the fifth one 555 00:44:07,359 --> 00:44:16,640 down that was 2,000 reduced that to500 so this is going off of the total 556 00:44:13,839 --> 00:44:23,440 238,500 um just looking at the memberships for 557 00:44:20,880 --> 00:44:31,200 ODA or OTTA and EOVA realistically it's um at 558 00:44:29,040 --> 00:44:37,520 1,500 Uh let me see if we skip down to 559 00:44:33,920 --> 00:44:43,200 collaboration marketing. Um that was at 25 that was reduced down to 20. 560 00:44:40,880 --> 00:44:47,359 Uh the line item entails both private and public entities working together to 561 00:44:44,800 --> 00:44:52,319 achieve boards scale marketing efforts. It's just I mean I could keep on going 562 00:44:48,880 --> 00:44:58,319 through all of these on why the 238,500 out of their request of 570,500 563 00:44:55,920 --> 00:45:02,480 and I could go through all 14 of those if you want. 564 00:44:59,760 --> 00:45:04,319 » So this came And and you were at the TLT meeting, correct? 565 00:45:03,280 --> 00:45:08,560 » Yes. >> And you only objected to 566 00:45:06,640 --> 00:45:10,880 » I did not object at all. I only observe in the TLT. 567 00:45:09,440 --> 00:45:15,280 » I understand that. But you made them come up with the $25,000 figure. 568 00:45:13,520 --> 00:45:17,839 » I didn't make anybody come up with >> for 569 00:45:16,640 --> 00:45:21,119 » I didn't make anybody come up with anything. the 25,000 570 00:45:20,400 --> 00:45:25,680 » June >> the 25,000 for BCD that's listed on 571 00:45:23,839 --> 00:45:29,599 there is what is in the budget and I already stated that along with the 572 00:45:27,280 --> 00:45:35,119 10,000 for the shrine game >> with the contract with BCD do you want 573 00:45:31,839 --> 00:45:37,839 to take it over in in what is it July >> July one 574 00:45:35,599 --> 00:45:40,800 » or do you want us to carry it to the end contract 575 00:45:38,240 --> 00:45:46,000 » we are willing to take it over on July 1 if you transfer the $25,000 from what 576 00:45:44,400 --> 00:45:53,599 you committed to that's what I was talking about in the council BCD 577 00:45:49,119 --> 00:45:57,599 though and not the city if we do that. >> I am fine with that as well. It doesn't 578 00:45:56,160 --> 00:46:00,720 it doesn't matter whether it goes straight to BCD or not. Our point was 579 00:46:00,160 --> 00:46:04,640 » Yeah, it does. >> You you all clearly 580 00:46:02,800 --> 00:46:09,760 » want this to be a clean break. So, this was a way to make it a clean break of 581 00:46:06,720 --> 00:46:15,839 but that's okay. Fine. Give BCD the $25,000 you committed to. we will cover 582 00:46:13,599 --> 00:46:19,040 the rest of that year and then you don't have to worry about them starting July 583 00:46:17,760 --> 00:46:23,599 1st. So that >> so we would end the contract. Is it 30 584 00:46:21,359 --> 00:46:26,240 or 60 days? I don't what for her contract. 585 00:46:24,079 --> 00:46:30,720 » No, her hers ends October 31st. >> But if they want to take over, 586 00:46:27,760 --> 00:46:33,920 » they can get send us a bill, >> right? But we have to end the contract 587 00:46:32,560 --> 00:46:37,920 and they have to come up with their own. >> It doesn't they're going to have to do 588 00:46:35,440 --> 00:46:41,520 their own contract. We have to end ours. I'm just 589 00:46:38,640 --> 00:46:46,079 » think October 31st. >> Um, 590 00:46:43,440 --> 00:46:50,400 » if they take the contract over and they cut ties with the county, we got to give 591 00:46:48,640 --> 00:46:52,000 them 30 or 60 days. >> BCD. 592 00:46:51,040 --> 00:46:56,400 » Yeah. >> Baker City downtown is not Baker City, 593 00:46:54,240 --> 00:47:01,040 though. So, Baker City downtown is contracted through TLT and the county. 594 00:46:59,040 --> 00:47:04,480 We are going to pay them through October when the contract ends. But they're 595 00:47:02,880 --> 00:47:09,280 saying that they want to >> We don't want We're just giving options. 596 00:47:06,800 --> 00:47:12,480 » Well, well, which do you prefer? >> It is easier to do that. 597 00:47:11,920 --> 00:47:16,000 » Yeah, >> it is easier to do that. 598 00:47:14,240 --> 00:47:19,760 » Okay. So, we just maintain the contract as it is 599 00:47:18,160 --> 00:47:22,800 through October. >> We just want that contract honored 600 00:47:21,359 --> 00:47:28,240 through the end of October. >> Okay. Yeah. I yeah I would I mean 601 00:47:25,599 --> 00:47:31,680 because she's our contractor and >> and because it's it's in it and it is 602 00:47:30,480 --> 00:47:36,079 listed in the budget right now along with the shrine. So it's just it's just 603 00:47:33,280 --> 00:47:42,319 makes sense that it would it would just be paid directly during those times the 604 00:47:38,960 --> 00:47:46,240 shrine thing out. >> Yeah, I think both those are reasonable. 605 00:47:44,000 --> 00:47:51,680 I think on the tourist related facility, your county budget has a tourist related 606 00:47:49,359 --> 00:47:56,079 facility line item that is not identified with specific facilities. 607 00:47:54,400 --> 00:48:00,720 That was our intent was to >> I think that's based on the the grants 608 00:47:58,160 --> 00:48:01,839 and stuff like that. So I have an idea. >> So 609 00:48:01,200 --> 00:48:06,560 » okay, go ahead. >> Just before so we are going to create 610 00:48:04,240 --> 00:48:11,359 our own PLT commission, right? >> Then distribute these funds very 611 00:48:08,720 --> 00:48:16,079 similarly to the way it's done now. So in order to 612 00:48:13,440 --> 00:48:19,200 fund that commission and those programs, you would need those funds without an 613 00:48:18,400 --> 00:48:21,680 identified >> right 614 00:48:19,760 --> 00:48:27,440 » uh project. Yes. >> But it goes against the ordinance. Yeah. 615 00:48:24,000 --> 00:48:33,599 » So, so just to so >> I with the 57500 if we take out the 10 616 00:48:31,359 --> 00:48:42,160 for the shrine game >> and take out the 25 and um 617 00:48:37,839 --> 00:48:46,480 » and the and the A1 B tournament. >> Yeah, they'll have the funding by then. 618 00:48:44,000 --> 00:48:51,359 There's no reason to leave that. That's fine. Okay. So, on the 100,000. 619 00:48:49,760 --> 00:48:55,119 So, what I would propose is maybe not 620 00:48:52,800 --> 00:49:01,359 include the 100,000 now, but give the city by the end of June 30th time to 621 00:48:58,400 --> 00:49:05,280 come up with a pro a plan or a grant for the $100,000 tourism related facility to 622 00:49:03,520 --> 00:49:09,359 come up with that idea. Um, whether it be the Court Street Plaza to include in 623 00:49:06,880 --> 00:49:13,760 that or whatever. Um, I do think it needs to be more specific, but that's 624 00:49:11,440 --> 00:49:17,920 the only thing that I object to in this in this proposal. Um, the more I look at 625 00:49:15,839 --> 00:49:22,240 it, it needs to be more defined um based on the ordinance. And so, um, that would 626 00:49:20,720 --> 00:49:27,520 be and then I would like to entertain that you could come back, you know, for 627 00:49:25,040 --> 00:49:31,119 $100,000, leave that on the table, come back with $100,000 request. 628 00:49:30,480 --> 00:49:34,240 » Okay, >> that's my suggestion. 629 00:49:32,400 --> 00:49:41,119 » I would also like uh the cooperative marketing uh at zero. Um, 630 00:49:38,400 --> 00:49:46,800 that is >> you don't want us to do any cooperative 631 00:49:43,040 --> 00:49:50,960 marketing with the county? Um that's so Jessica and Travel Baker County have 632 00:49:48,880 --> 00:49:59,119 that in their budget uh for cooperative marketing. So um the uh line item is 633 00:49:55,839 --> 00:50:03,119 redundant with the uh coop with the collaboration marketing above it. You 634 00:50:01,680 --> 00:50:10,000 have collaboration marketing, you have cooperative marketing. Um to me that's 635 00:50:06,559 --> 00:50:16,640 the same and I would put that at zero because that's a double ask there. I 636 00:50:12,000 --> 00:50:18,400 would say zero for event grants. Um I don't know. 637 00:50:17,520 --> 00:50:23,440 » So when >> because there is no list of event grants 638 00:50:21,040 --> 00:50:30,640 events that that you're going to be uh grant uh doing. BCD is receiving 639 00:50:27,680 --> 00:50:36,160 » uh funding and and all of that for Baker City downtown events. Um I don't know. I 640 00:50:33,680 --> 00:50:42,400 tried thinking of any event that um is not Baker City downtown um that's 641 00:50:38,880 --> 00:50:49,520 already being funded. Um, also I have zero on uh wayfinding physical products 642 00:50:46,160 --> 00:50:55,599 and wayfinding electron. Nope, no, no, no, no, sorry. Uh, let me see here. 643 00:50:51,839 --> 00:51:00,880 Wayfinding electronic products and the travel and training. Um, and 644 00:50:59,280 --> 00:51:04,240 » the wayfinding is one of the biggest things we want to do is putting up 645 00:51:02,640 --> 00:51:06,079 several signs as well as electronic wavefinding which will significantly 646 00:51:05,680 --> 00:51:10,720 enhance >> student. So that no the wayfinding 647 00:51:08,079 --> 00:51:16,800 physical uh is still in there at 100,000 but the electronic is at zero just due 648 00:51:13,920 --> 00:51:21,280 to um online wayfinding services that that are 649 00:51:19,440 --> 00:51:25,280 at no cost such as Google for business or something like that. 650 00:51:22,240 --> 00:51:30,160 » So can they can they work with Jessica with the datafy? I mean we're paying 651 00:51:28,079 --> 00:51:33,760 they're paying x amount of dollars to do the datafy. Isn't there a way to 652 00:51:32,000 --> 00:51:38,160 » they can work with Jessica all day long every day if they want to. They don't 653 00:51:36,319 --> 00:51:40,559 collaborative marketing and all that stuff. 654 00:51:38,800 --> 00:51:43,119 » So that's the collaborative marketing is still funded up there. Collaborative 655 00:51:42,079 --> 00:51:45,680 have 20,000. >> Okay. So what's the difference between 656 00:51:44,240 --> 00:51:50,319 collaborative and cooperative? I don't understand. I didn't understand that. 657 00:51:47,680 --> 00:51:54,680 » Yeah. They're they're both intended. So >> I I just let Barry 658 00:51:54,960 --> 00:52:02,480 go ahead. Well, Barry doesn't know. The difference is 659 00:51:59,280 --> 00:52:07,200 » co-optive is like when you do a co-op >> and the businesses downtown don't have 660 00:52:04,559 --> 00:52:13,040 to pay the whole thing for a trade magazine or the 661 00:52:10,559 --> 00:52:16,160 » and and the other one is when you work with different entities in the county or 662 00:52:15,599 --> 00:52:22,000 or >> soounding. These are budget line items 663 00:52:19,040 --> 00:52:26,720 in the county's budget is the thing. And our our position is to not 664 00:52:24,720 --> 00:52:30,160 » significantly degrade our requests because we think it's reasonable. We 665 00:52:28,400 --> 00:52:33,359 think the number is reasonable. All of those line items are in your county 666 00:52:32,240 --> 00:52:38,720 budget >> and we think it's a very fair request. 667 00:52:35,920 --> 00:52:41,760 If we if we get down to $20,000, that's totally unreasonable. 668 00:52:40,400 --> 00:52:47,520 » Well, I'm going down the list and justifying the 238,500. 669 00:52:44,640 --> 00:52:53,599 Um the travel and training we also have it zero because that's redundant. Um 670 00:52:50,800 --> 00:53:00,400 again uh it's already up there with trade shows and conventions. So actually 671 00:52:56,559 --> 00:53:06,720 if you'll see that list for 238,500 you had trade shows conventions at 672 00:53:03,119 --> 00:53:12,079 2,000. Actually that was up to 5,000 and then this um travel and training taken 673 00:53:09,119 --> 00:53:15,839 away. Um and then the last one that I removed from there was the tourism 674 00:53:13,920 --> 00:53:21,359 related facilities for the 100,000. So that's how the 238,500. 675 00:53:18,640 --> 00:53:28,000 There is some redundancy. There is um did up a couple of those lines that were 676 00:53:24,400 --> 00:53:32,319 lower like the guide distribution and um the trade show conventions lines. So 677 00:53:30,319 --> 00:53:37,040 some of some of the lines increased, some of them decreased. I think that we 678 00:53:33,920 --> 00:53:42,640 just need to make sure that in here and in travel baker county budget that we 679 00:53:40,160 --> 00:53:47,119 work together because I I foresee this is me and we're going to the boy down at 680 00:53:46,000 --> 00:53:49,839 the airport or you going to the Seattle airport and you see a travel Baker 681 00:53:48,960 --> 00:53:55,119 County >> one and you see a travel Baker city and 682 00:53:52,240 --> 00:53:58,240 that's what I think we don't need just that just I think that would make us the 683 00:53:56,800 --> 00:54:00,960 laughing stop if we do something like that. 684 00:53:58,640 --> 00:54:04,960 » Wow. when >> IGA has ended. So 685 00:54:02,319 --> 00:54:10,400 » when we talked about this all through the process, I've always said the last 686 00:54:09,119 --> 00:54:16,800 thing we need to do is make this competitive between the two because 687 00:54:14,000 --> 00:54:20,559 » we're coming into, you know, I owned a business on Main 688 00:54:18,480 --> 00:54:26,720 Street and had to shut the thing down because we weren't making any money. 689 00:54:22,800 --> 00:54:31,920 people quit coming in and it just I just didn't want to continue throwing money 690 00:54:28,720 --> 00:54:36,559 into it until things get better. I was expecting to have a much more robust 691 00:54:34,559 --> 00:54:42,720 tourist season than I'm expecting right now, just because I've been in the 692 00:54:38,640 --> 00:54:48,559 industry for a long time doing tourism and outdoor recreation. And if the gas 693 00:54:46,240 --> 00:54:53,359 prices are up and tariffs are up and people can't afford to travel, it's all 694 00:54:50,720 --> 00:54:59,359 going to be pretty low. You're going to have like a a try 695 00:54:55,680 --> 00:55:05,359 try county pull to get people to come in. And if you're if if all of these 696 00:55:03,520 --> 00:55:10,640 entities are working against each other for marketing and exposure, it's going 697 00:55:08,400 --> 00:55:14,880 to be disastrous. and the county and the city and the citizens that rely on all 698 00:55:12,960 --> 00:55:19,520 of this are are going to be in trouble. It's not 699 00:55:17,680 --> 00:55:23,920 going to be good. You guys have a tourism industry. The county has 700 00:55:21,599 --> 00:55:27,760 tourism, agriculture, and healthcare. 701 00:55:25,680 --> 00:55:32,559 » Yeah. And that is that is marked out on the agriculture, too. I I can't imagine 702 00:55:29,839 --> 00:55:36,319 any agriculture within the city, but >> maybe I just left that as culinary. 703 00:55:34,880 --> 00:55:42,000 » Well, there are some people growing some stuff, but it's not the kind you 704 00:55:37,839 --> 00:55:47,280 advertise. So we can go back to a lot of things but and 705 00:55:45,119 --> 00:55:50,319 » everything is interconnected. It is because you have your average 706 00:55:48,720 --> 00:55:52,720 coming into Baker City, >> right? 707 00:55:50,880 --> 00:55:56,720 » And they bring, you know, you look at the Thomas sale, you look at Allens, you 708 00:55:55,200 --> 00:56:01,040 look at Carol's, you look at a lot of these people that have the sales, 709 00:55:58,720 --> 00:56:02,480 they're bringing people in and where are they staying? They're 710 00:56:01,760 --> 00:56:06,559 staying in Baker. >> I think what I want to reiterate is 711 00:56:03,839 --> 00:56:13,839 we're we're trying to start, you know, ways of marketing and 712 00:56:09,839 --> 00:56:18,079 and using firms that are in Boisee, in Portland, in Seattle. And so we're not 713 00:56:16,400 --> 00:56:21,520 just going to market Baker City, we're also going to market the county events 714 00:56:19,920 --> 00:56:28,240 through those me. That's what the cooperative marketing is. So 715 00:56:25,680 --> 00:56:32,240 » now you have more marketing going for the entire area. So I don't know why you 716 00:56:30,960 --> 00:56:36,559 would be opposed to that because it's going to it's going to benefit the 717 00:56:34,079 --> 00:56:39,520 county as well as the city when we're doing these things. 718 00:56:37,200 --> 00:56:46,119 » Well, it's still in there. 20 20,000 for the collaborative. 719 00:56:42,000 --> 00:56:46,119 So the 720 00:56:47,440 --> 00:56:58,319 the big large number on this with tourism related facility I 721 00:56:55,680 --> 00:57:03,440 not terribly interested. I I do want to get you guys set up to continue on 722 00:57:00,640 --> 00:57:09,200 because this is a lousy time of year to be trying to make this transition. 723 00:57:05,520 --> 00:57:16,079 » Yeah. But we've already funded a lot of large items, large large ticket 724 00:57:12,400 --> 00:57:24,359 items in the city. But as far as So I mean 725 00:57:18,559 --> 00:57:24,359 for, you know, for my money, I'd be 726 00:57:24,960 --> 00:57:31,119 I'd be interested in and I I don't know. I I mean, I know you guys worked on the 727 00:57:28,640 --> 00:57:35,440 Port Plaza a lot, but >> but it you need to leave that up to TLTC 728 00:57:33,280 --> 00:57:37,920 right now because it does not fit. But I'm not 729 00:57:36,079 --> 00:57:41,359 » with the with the funding. But without that, 730 00:57:38,960 --> 00:57:45,359 » I'm not and and you guys have worked really hard on the court plaza, but I'm 731 00:57:43,280 --> 00:57:51,839 not terribly interested in it because we've funded so many big items with the 732 00:57:48,960 --> 00:58:00,079 golf course and and in Geyser Pullman. But, you know, and so I mean, if we pull 733 00:57:56,720 --> 00:58:05,920 out 20,000 in the East West Shrine and the 1A tournament and and the tourism 734 00:58:04,079 --> 00:58:08,880 related facilities and bring it down to 47 uh what is that? 735 00:58:07,839 --> 00:58:14,880 » 4255. >> 425. 736 00:58:10,960 --> 00:58:20,079 » Yeah. 4255. It would get you guys set up and started and then you can come back 737 00:58:16,799 --> 00:58:22,480 and and like I said the 10,000 for East West Shrine that you're good to go on 738 00:58:22,079 --> 00:58:24,400 that. >> Yeah, that's going to go directly to you 739 00:58:24,000 --> 00:58:27,200 guys. >> We've already done the 1A tournament. So 740 00:58:26,079 --> 00:58:30,240 that's from us >> that's there but 741 00:58:29,280 --> 00:58:33,520 » yeah. >> So you all are paying them directly for 742 00:58:33,119 --> 00:58:38,240 this? >> We would we would hold that for the this 743 00:58:36,960 --> 00:58:42,400 this for 2025 >> for the 2025. 744 00:58:40,400 --> 00:58:45,920 So my proposal would be the what is that 4 745 00:58:45,119 --> 00:58:48,559 » 425 >> 425 746 00:58:47,200 --> 00:58:51,680 » 4255 >> Yeah. 747 00:58:48,960 --> 00:58:53,280 » And can they come back then with >> it's up to them. 748 00:58:52,559 --> 00:58:55,040 » Yeah. Well, yeah. >> They'd have to go back to TTC. 749 00:58:54,559 --> 00:58:58,240 » Go back to >> go back to 750 00:58:55,839 --> 00:59:02,480 » TLT. But they have they have to understand they have to know is the 751 00:58:59,839 --> 00:59:05,920 commissioners is it worth their time >> for us to do that for you to do that or 752 00:59:05,040 --> 00:59:08,960 you know they're just going to go through the numbers and then you come 753 00:59:07,040 --> 00:59:11,280 back and and and we say no. 754 00:59:09,839 --> 00:59:15,680 » I would look at it like you normally look at a request for tourism related 755 00:59:13,520 --> 00:59:18,640 facilities. What are the facilities and what are the projects? 756 00:59:16,960 --> 00:59:21,920 » All right. >> Not just 757 00:59:19,280 --> 00:59:30,359 » but as far as getting you set up to operate I'm okay with it. I'm 758 00:59:25,680 --> 00:59:30,359 tourism related facility out. 759 00:59:30,640 --> 00:59:37,200 » Is that a motion? >> He can't make a motion. 760 00:59:33,359 --> 00:59:38,880 » I can only make I Robert's rule says I can't, but I'd rather have one of the 761 00:59:38,559 --> 00:59:47,520 other. >> Um I'd like to make a motion to approve 762 00:59:42,559 --> 00:59:54,880 um the TLT request for 425,500. um with the caveat that the city goes 763 00:59:52,000 --> 00:59:58,559 back to TLT to define the tourism related facilities. 764 00:59:56,400 --> 01:00:02,200 » That's the 100,000 in addition to the >> in addition to the first 765 01:00:03,920 --> 01:00:07,160 » I'll second 766 01:00:08,550 --> 01:00:15,280 [Music] any more any further discussion 767 01:00:13,200 --> 01:00:17,599 saying none. All in favor say I. >> I. 768 01:00:15,760 --> 01:00:21,200 » I. Motion carries. >> Appreciate the support. Thank you. 769 01:00:18,960 --> 01:00:23,280 » All right. Would you like to discuss that today? 770 01:00:22,400 --> 01:00:27,200 Would you like us? >> No, that's up to the TLTC. 771 01:00:25,599 --> 01:00:32,880 » Um I don't I don't have 772 01:00:30,640 --> 01:00:39,599 » Yeah. And I don't have >> I don't have the emails or the 773 01:00:34,640 --> 01:00:43,359 information on the design or the oral. >> Well, it doesn't matter. It's It has to 774 01:00:41,359 --> 01:00:47,839 go back to a point of order. Did you Did you vote? 775 01:00:46,960 --> 01:00:51,720 on that. >> Yes. 776 01:00:48,720 --> 01:00:51,720 » Okay. 777 01:00:54,640 --> 01:01:02,079 » All right. Um, next we want to do the What do we got? Cameras. 778 01:00:59,280 --> 01:01:05,760 » Yes. >> Which one? 779 01:01:02,799 --> 01:01:10,960 » The cameras. CLTC recommended the cameras for uh Hulcom. 780 01:01:09,119 --> 01:01:15,359 » It was It was right with the other with the city. It was like 781 01:01:12,480 --> 01:01:19,559 » I know. Just showing um the >> talking to me about it for a year and a 795 01:02:29,440 --> 01:02:33,680 half. >> She's been she she's been trying for a 796 01:02:32,400 --> 01:02:36,400 long time. It's not >> I've got it. I've got it envisioned in 797 01:02:36,000 --> 01:02:39,440 my mind. >> We've got there Idaho power just 798 01:02:38,000 --> 01:02:44,720 invested a whole bunch of money down there and I just think that we need to 799 01:02:41,920 --> 01:02:49,359 » and with the office being over at Hwitt Hulk and there's not a presence over 800 01:02:46,720 --> 01:02:54,559 there a lot of the time there'll be a monitor in the office. 801 01:02:51,200 --> 01:03:02,240 » Yeah. I She says I >> So motion carries unanimously. 808 01:03:21,760 --> 01:03:24,760 Jessica, 809 01:03:25,359 --> 01:03:29,799 » we're driving you crazy on these chaos. 810 01:03:31,520 --> 01:03:38,480 » I said no, actually. So, um I did take this information back to the CLT and um I submitted a 816 01:03:55,839 --> 01:04:05,599 bunch of uh quotes for you guys. Sorry that one was late last night or this 817 01:04:03,119 --> 01:04:07,440 morning. I'm not sure when you got it. Um 818 01:04:06,400 --> 01:04:11,920 » yesterday. >> So the committee did reapprove for 819 01:04:10,000 --> 01:04:18,160 natural structures um for the three kiosks. Um so the price 820 01:04:15,920 --> 01:04:24,960 has gone up just a little bit from the last time he quoted us. It's been over 821 01:04:21,119 --> 01:04:30,200 30 days since he quoted us last. So um it looks like for the three would be 822 01:04:27,200 --> 01:04:30,200 29,6235 823 01:04:31,280 --> 01:04:38,079 down at the bottom of this sheet. >> Staff report. 824 01:04:37,359 --> 01:04:40,960 Yes. >> Okay. 825 01:04:38,480 --> 01:04:43,200 » So in talking so we were looking at Sumpter Unity and Huntington. 826 01:04:42,720 --> 01:04:45,839 » Correct. >> Okay. So do we have where we're going to 827 01:04:45,039 --> 01:04:50,160 put those? >> I am working with Linda. She is out 828 01:04:48,480 --> 01:04:55,599 measuring. She was out measuring yesterday. I have repeatedly reached out 829 01:04:53,039 --> 01:05:01,599 to Unity and Huntington and have not heard back. So, I'm continually doing 830 01:04:58,880 --> 01:05:08,160 that. Um, if you have a better contact of who I could reach out to you, 831 01:05:04,559 --> 01:05:09,680 » both of the mayors and their reporters. >> Yeah. 832 01:05:08,480 --> 01:05:15,599 » Yeah, that would be the people. >> That's what I thought. So, um 833 01:05:13,839 --> 01:05:20,480 I don't know. Maybe I'll just give them a call instead of uh emailing seeing if 834 01:05:18,640 --> 01:05:24,400 they got my email. So, >> so you have one confirmed replacement um 835 01:05:23,440 --> 01:05:29,520 » for Sumpter >> for Sumpter. So, it's probably a cost 836 01:05:27,039 --> 01:05:34,480 saving for you if you did three compared to Or is would Natural Structures be 837 01:05:33,119 --> 01:05:38,880 would they give you the same price for one? 838 01:05:36,640 --> 01:05:44,400 » It is by price. Yeah. So, it's like 9,000 839 01:05:41,599 --> 01:05:49,119 six. I don't have I'm not good at math. So, it's like 9,6 840 01:05:47,599 --> 01:05:52,799 and something for each one. >> Okay. So they're not giving you a a 841 01:05:50,880 --> 01:05:56,079 quantity discount of three that you'd miss out on or whatever. 842 01:05:54,559 --> 01:06:00,319 » So you So you could get this. >> I could just get one. Correct. Yes. 843 01:05:58,480 --> 01:06:03,200 » Well, probably better do that because if you can't 844 01:06:01,760 --> 01:06:08,240 » I'm just having a really hard time paying three times the price 845 01:06:05,200 --> 01:06:11,280 » if I just I can't in this economy and with our budgets and things like that. I 846 01:06:10,000 --> 01:06:15,680 we just went through this whole budget thing. I just I can't support that. I 847 01:06:14,240 --> 01:06:22,160 know we want to do local, but not for three times the price. 848 01:06:18,640 --> 01:06:26,559 Well, and they're not >> comparable. Yeah. 849 01:06:23,520 --> 01:06:29,599 » In material in the material. >> But these guys, they put them up all the 850 01:06:27,920 --> 01:06:34,079 time. You know, the wood, you have wood out of the chamber, right? 851 01:06:31,520 --> 01:06:36,559 » And it's been there for how many years? >> Long time. 852 01:06:34,640 --> 01:06:40,880 » Long time. And the one that's the one that has all the services, you know, um 853 01:06:39,119 --> 01:06:43,440 the Rotary Alliance, it's been there for how many years? Long time. And it's 854 01:06:42,640 --> 01:06:47,119 wood. >> I'm just not sure that it's worth it. 855 01:06:45,520 --> 01:06:52,000 You know, the one in the reservoir is wood. It's not being used much because 856 01:06:49,680 --> 01:06:56,880 but there is one there already. >> But it's wood. And so why are we 857 01:06:54,720 --> 01:07:02,720 spending three times as much for nonwood? That's just my concern. 858 01:06:59,839 --> 01:07:06,960 » I And I got to thinking, we purchased the wigwam. We need interpretive work up 859 01:07:05,359 --> 01:07:12,720 there. >> Would any of these outfits if instead of 860 01:07:09,920 --> 01:07:16,319 ordering three, if we're ordering six? >> But we're not ready at all. There's a 861 01:07:14,720 --> 01:07:20,240 lot of history to gather. That's going to be a year or two out at least. 862 01:07:18,319 --> 01:07:23,200 » Well, and there is information panels out there already. 863 01:07:22,079 --> 01:07:28,520 » Not not available. >> Okay. 864 01:07:24,000 --> 01:07:28,520 » But but they're general 865 01:07:29,119 --> 01:07:34,880 side. >> I mean, they're just building the 866 01:07:33,039 --> 01:07:37,520 structure and then the information goes in secondary, right? 867 01:07:36,319 --> 01:07:41,839 » Yes. >> Yes. 868 01:07:38,000 --> 01:07:45,440 » You would need to um hire someone to install it. So, this does not include 869 01:07:44,400 --> 01:07:48,760 installation prices. >> It does not. 870 01:07:49,520 --> 01:07:55,280 » So, if we wanted to hold off at the end, I The only thing with that is the prices 871 01:07:53,280 --> 01:07:58,000 keep coming up on stuff, but >> Well, then we have the budget right now. 872 01:07:57,039 --> 01:08:04,799 That's what I >> You could go back to TLT and request. 873 01:08:02,079 --> 01:08:08,240 » Well, you could get the quotes for six. Well, if he gets the Okay. 874 01:08:06,559 --> 01:08:11,599 » No, we don't want we don't want this type down there. We're using some of the 875 01:08:10,000 --> 01:08:15,680 old metal and stuff like that for the kiosk down there. There's a plan for the 876 01:08:13,280 --> 01:08:20,000 w for the wigwam. It doesn't include any of that stuff in here. It's way more 877 01:08:17,920 --> 01:08:25,040 simplified. The the way finding is already there 878 01:08:22,159 --> 01:08:28,880 next to the wigwam at our current um Hell's Canyon Scenic Byway. All of that 879 01:08:27,600 --> 01:08:33,520 information is in the works right now from Hell's Canyon Chamber to be updated 880 01:08:30,719 --> 01:08:39,120 down there. Um any of the wavefinding and things like that through the Wigwam 881 01:08:35,359 --> 01:08:43,920 area is I literally a couple years out. I mean, literally. And we're and like I 882 01:08:40,960 --> 01:08:47,679 say, we're reusing metal pieces, old grates and things like that for like the 883 01:08:45,440 --> 01:08:52,000 upright, the posts and different things. So, it's going to be very very low cost. 884 01:08:50,239 --> 01:08:56,799 It's not and and it's nothing that she could she consider in her budget now or 885 01:08:55,120 --> 01:09:01,120 any any time >> or taking it, you know, using the budget 886 01:08:58,640 --> 01:09:05,759 towards anything like that. >> So, I think the only thing to consider 887 01:09:02,719 --> 01:09:10,960 here is the actual, you know, whether she gets one or three. one would make 888 01:09:08,400 --> 01:09:16,640 sense just because of the lack of communication with the other two um 889 01:09:13,920 --> 01:09:23,440 cities which is unfortunate. >> It is. Yeah. They're kind of the under 890 01:09:20,080 --> 01:09:26,880 » Well, those are the two that that everybody has felt that they needed 891 01:09:25,440 --> 01:09:29,920 assistance the most, >> right? 892 01:09:28,239 --> 01:09:33,520 » So, >> I mean, it'll be good for some sure, but 893 01:09:32,159 --> 01:09:37,440 they've got, >> you know, two of the biggest tourism 894 01:09:35,040 --> 01:09:39,520 pools in the county. So, I guess because they're faster on 895 01:09:39,040 --> 01:09:43,600 jumping. >> They do. Unity has such opportunity, 896 01:09:42,239 --> 01:09:49,120 » right? >> For the veil to John Bay. 897 01:09:46,080 --> 01:09:52,120 » It's it's it's huge. So, 898 01:09:52,239 --> 01:09:57,199 » and this is like this is the one that it's a community resour looks just like 899 01:09:56,159 --> 01:09:59,199 that. >> And that wasn't that's not Baker County 900 01:09:58,960 --> 01:10:03,040 though. >> No, it's 901 01:10:01,440 --> 01:10:07,040 BLM. or it's even state parks because that is 902 01:10:05,679 --> 01:10:09,280 a state park actually >> but I'm just saying and it's been there 903 01:10:08,560 --> 01:10:12,640 for a long time >> and Jeffrey was for when Jeffrey was 904 01:10:11,199 --> 01:10:17,520 with the weed department he was looking at that and putting up information um 905 01:10:15,520 --> 01:10:21,679 and talked to Oregon parks about it at that time. So yeah, that one is kind of 906 01:10:19,760 --> 01:10:25,360 strange. It's like forgotten. >> Is that the one from Wilderness Graphics 907 01:10:23,520 --> 01:10:29,440 that you were just showing? That one's metal, too. I think 908 01:10:26,800 --> 01:10:32,480 » this quote's good for 30 days, right? >> Yes. 909 01:10:31,199 --> 01:10:36,400 Oh, that's metal. Okay. >> Quote is good for 30 days from May. 910 01:10:34,960 --> 01:10:38,960 » Okay. So, the difference between Wilderness Graphics, I'm going to go 911 01:10:37,520 --> 01:10:41,280 back to Natural Structures. I apologize. I thought that this one was wood as 912 01:10:40,159 --> 01:10:45,600 well. Um, >> they're close in price. 913 01:10:43,440 --> 01:10:50,719 » No, they're not. That's half. Wilderness is 5,000. 914 01:10:48,159 --> 01:10:54,560 » Thought it was nine. >> Oh, shipping and handling. You're right. 915 01:10:52,719 --> 01:10:58,320 Sorry, I missed the shipping handling. >> Bring it back on the 22nd. 916 01:10:56,159 --> 01:11:03,440 » Well, no, I No, because she she just clarified that the that that one is is 917 01:11:01,679 --> 01:11:08,800 really close and they're the same. There's not a huge discrepancy in price 918 01:11:05,440 --> 01:11:13,600 on one um between the wilderness and the natural 919 01:11:10,400 --> 01:11:18,239 structures other than natural structure more um 920 01:11:16,880 --> 01:11:22,640 » Okay. So, the Kirby built one is the one that was wooden. 921 01:11:19,360 --> 01:11:27,600 » Yeah. And >> is the wilderness one two-sided like the 922 01:11:27,040 --> 01:11:29,760 structure? >> Yes. 923 01:11:28,159 --> 01:11:35,760 » Okay. So yeah, really close uh and and uh with 924 01:11:32,960 --> 01:11:38,960 our local manufacturer. 925 01:11:36,640 --> 01:11:42,080 » Whichever one you go with, if you can do the one, we could do that today unless 926 01:11:41,040 --> 01:11:47,360 they say no, that was >> I don't see why not because Sumpter is 927 01:11:44,159 --> 01:11:50,400 making plans and um communicating and everything. I don't see why we couldn't 928 01:11:48,480 --> 01:11:55,760 approve one today. We could only thing I'm saying is if if for some reason it 929 01:11:52,800 --> 01:11:58,719 was that price was for the three then we have to 930 01:11:57,440 --> 01:12:05,520 » No, it doesn't stated >> right there's any discount for free. 931 01:12:01,280 --> 01:12:11,239 » So this one is 29 $2,800. The curvy one >> it's $2,800 that include it does include 932 01:12:08,239 --> 01:12:11,239 shipping 933 01:12:11,520 --> 01:12:17,679 » and doublesided and and I could see that because it's um it offers is that 934 01:12:16,880 --> 01:12:22,719 doublesided? >> Yep. So that would offer two spaces 935 01:12:20,239 --> 01:12:30,800 instead of four like natural structures is if you had um 936 01:12:27,600 --> 01:12:39,520 » where this is four panels, >> two panels double-sided and then the 937 01:12:35,840 --> 01:12:44,840 belt is one panel double-sided. So she's just going for four panels double-sided. 938 01:12:45,600 --> 01:12:48,480 different. >> It's not the same. 939 01:12:47,360 --> 01:12:52,880 » So many papers. >> I know there's a lot to it 940 01:12:51,120 --> 01:12:56,159 » when you look at this one. And then this one has room for brushes, things like 941 01:12:54,560 --> 01:12:59,280 that where this one, the natural structure does not. 942 01:12:57,360 --> 01:13:04,560 » Correct. The natural structured one does not have room for brushes. 943 01:13:01,360 --> 01:13:07,760 » Yep. And and actually I think that's an advantage because you see those 944 01:13:06,239 --> 01:13:12,000 brochures fold and 945 01:13:09,280 --> 01:13:17,920 » tossed around or just people do it on purpose. have seen it at the way sides 946 01:13:14,560 --> 01:13:21,360 like that. If you have loose paper, I see this one is, you know, situated a 947 01:13:19,520 --> 01:13:29,239 zoo with the zoo papers in it. I mean, that's but I wouldn't I wouldn't put 948 01:13:24,239 --> 01:13:29,239 loose papers on the kiosk. 949 01:13:29,440 --> 01:13:36,000 » Well, I think um reaching out to Unity and Huntington again. Yeah. 950 01:13:35,280 --> 01:13:39,520 » Um >> you can always come bring it back for 951 01:13:37,360 --> 01:13:43,679 the other two if we could one. >> Absolutely. 952 01:13:40,719 --> 01:13:46,960 » If I can. get them to >> to reach out 953 01:13:44,800 --> 01:13:51,679 » any communication. >> Now, I would 954 01:13:49,120 --> 01:13:57,840 if you do go for one, I would need to get a new one from Chad that just says 955 01:13:54,800 --> 01:14:02,320 one and the price a new quote because I don't think you'd 956 01:14:00,159 --> 01:14:05,320 want to sign one that says for three if you're 957 01:14:07,440 --> 01:14:10,440 » so 958 01:14:11,360 --> 01:14:16,159 have a hard time spending $9,000 on it. >> What's that? 959 01:14:13,679 --> 01:14:18,239 » I'm having a hard time spending $9,000 on it. 960 01:14:17,440 --> 01:14:22,880 » Just >> Yeah. And and it's just not comparable 961 01:14:20,159 --> 01:14:30,120 with that rebuilt >> in size and everything else 962 01:14:26,400 --> 01:14:30,120 it shows have. 963 01:14:31,760 --> 01:14:45,360 Well, I'll make a motion to approve one uh kiosk for uh Trouble Baker County. um 964 01:14:41,679 --> 01:14:52,159 through natural structures um but I don't have that total number in front of 965 01:14:49,040 --> 01:14:58,679 me. Let me see for total cost. Let me look at it really quick. 966 01:14:55,520 --> 01:14:58,679 I'm not 967 01:14:58,719 --> 01:15:01,719 so 968 01:15:08,080 --> 01:15:13,239 sorry 29062.35 969 01:15:16,480 --> 01:15:20,440 for the amount of $9,68745. 970 01:15:20,719 --> 01:15:23,719 5. 971 01:15:26,719 --> 01:15:33,360 » What was the amount? >> $9,68745 972 01:15:30,560 --> 01:15:36,679 cents for one kiosk for something. 973 01:15:38,480 --> 01:15:47,800 » Okay. All right. >> Then I'll I'll second. 974 01:15:44,159 --> 01:15:47,800 » Any further discussion? 975 01:15:48,080 --> 01:15:52,640 None. All in favor say I. >> I. I legendary 976 01:15:51,280 --> 01:15:56,719 » abstain >> and one extension. 977 01:15:54,400 --> 01:16:01,520 » So I will reach out to Chad and get a quote that has one and he would need 978 01:15:59,679 --> 01:16:05,280 your signature on this quote. >> Yeah. 979 01:16:02,000 --> 01:16:08,320 » Okay. So I will bring that back out in session 980 01:16:05,840 --> 01:16:13,440 » on the um if you want it signed out of session then we'll have to do that. 981 01:16:10,880 --> 01:16:18,320 Otherwise on the 21st >> if it's for this amount I should be fine 982 01:16:17,040 --> 01:16:21,760 to sign it. Oh, >> if it's something changes, 983 01:16:20,400 --> 01:16:26,120 » then we'll have to just do it all again on the 22nd. 984 01:16:22,719 --> 01:16:26,120 » Okay. 21st. 985 01:16:26,159 --> 01:16:30,880 » Is that right? >> 7* 3. Today's the 7th. 986 01:16:28,960 --> 01:16:37,120 » Okay. >> And then I have one more question. Um, 987 01:16:34,000 --> 01:16:45,280 so with the money that you just approved for Baker City, is that going to be 988 01:16:39,679 --> 01:16:47,600 coming out of 2425 budget or 2526 budget? No, it it's gonna come out of 989 01:16:46,800 --> 01:16:51,199 the current >> this. Okay. Oh, yeah, it has. 990 01:16:49,040 --> 01:16:54,320 » Yes, it has to because that's a deadline of June 30th. 991 01:16:52,400 --> 01:16:58,640 » Okay. So, the reason I asked is because I'm pretty sure we're already approved 992 01:16:57,440 --> 01:17:04,080 my budget once again. >> Yeah, you're going to have to go back to 993 01:16:59,760 --> 01:17:08,960 TLTC with your budget again. I mean, well, no, you got it for 25. Yeah, 994 01:17:07,280 --> 01:17:12,000 right. In 256, you included not being part of 995 01:17:10,960 --> 01:17:16,640 that, right? >> Correct. I didn't put any extra money 996 01:17:14,239 --> 01:17:19,120 than what we needed and the 10, 997 01:17:17,679 --> 01:17:23,760 » right? That's why I was asking because I was like, okay, so we need that lump sum 998 01:17:21,040 --> 01:17:30,640 in the budget to be able to give it out. >> It'll come out of this year's and then 999 01:17:25,520 --> 01:17:33,440 so yes, ne 2526 what you had have now as the latest 1000 01:17:31,920 --> 01:17:35,120 » should be. Okay. >> Yeah. 1001 01:17:33,840 --> 01:17:37,600 » Okay. >> Just the balance is going to change 1002 01:17:36,880 --> 01:17:39,360 then. >> Sure. 1003 01:17:38,400 --> 01:17:45,280 » So, but >> which is fine. It shouldn't affect what 1004 01:17:41,600 --> 01:17:49,040 we we have in there. >> Right. Right. It's a keeper of all. 1005 01:17:47,760 --> 01:17:52,199 » Thank you. Appreciate it. >> Thank you. 1006 01:17:53,520 --> 01:17:59,480 » All right. EDC word property weed control bid approval. 1007 01:18:04,880 --> 01:18:11,760 » Did you see the email that come in? >> Okay. I was texting. He never told him 1008 01:18:10,400 --> 01:18:17,679 to send it to you guys. >> Oh, okay. Okay. He did not have uh 1009 01:18:15,280 --> 01:18:23,000 Commissioner Caseburg's email. It's from St. Francis. 1010 01:18:20,000 --> 01:18:23,000 » Um 1011 01:18:23,199 --> 01:18:29,320 » I talked about that at the end. >> Okay. Yeah. 1012 01:18:29,600 --> 01:18:39,280 I'll forward it to you. See? Wait. Sorry. Go. 1013 01:18:37,280 --> 01:18:44,640 Go ahead. I'm sorry. >> So, um 1014 01:18:41,679 --> 01:18:50,880 the amazing thing is that Jesse did some great work when she presented to us um 1015 01:18:47,199 --> 01:18:55,360 the EDC about the weeding and needs that are out there on the county property 1016 01:18:52,640 --> 01:18:59,199 down which is for the board and she came up with a bunch of great ideas and she 1017 01:18:57,440 --> 01:19:04,239 had a bunch of great you know bids she got in estimates. um we felt we had 1018 01:19:02,239 --> 01:19:08,880 originally budgeted and that'll get to the budget get there 6,000 for covering 1019 01:19:06,480 --> 01:19:14,400 that and she was closer to over 10 less than 12. She came up some amazing very 1020 01:19:12,560 --> 01:19:18,560 well presented ideas and great information on what to do and we talked 1021 01:19:16,080 --> 01:19:22,239 to her also about what if we planted some other crops on there and the other 1022 01:19:20,640 --> 01:19:25,679 thing so she had some people approach her about that and she was going to get 1023 01:19:23,679 --> 01:19:29,199 some more information and I said work up a report so we can look at it and get it 1024 01:19:27,600 --> 01:19:31,679 to you guys so you guys could all see as well. So be like a dryland crop this 1025 01:19:30,800 --> 01:19:37,040 fall. >> Yeah. Or you know as long as they need 1026 01:19:34,400 --> 01:19:40,320 whatever makes sense or originally when we talked to the wards we've given them 1027 01:19:38,560 --> 01:19:43,679 the option of producing on there and that we would be respectful of them 1028 01:19:41,920 --> 01:19:47,120 whenever they you know we wanted to do something we allow them to take crops to 1029 01:19:45,679 --> 01:19:50,159 market. So if they had something that didn't happen till the fall. So we 1030 01:19:48,800 --> 01:19:53,360 probably have to figure out some kind of agreement on the same structure which we 1031 01:19:52,159 --> 01:19:57,120 already have written up if we did an agreement with somebody else to produce 1032 01:19:55,600 --> 01:20:00,480 on that of the kind of the same structure. So if you have something 1033 01:19:59,120 --> 01:20:03,280 we're not going to expect you to put a lot of cost to the you know expense out 1034 01:20:02,000 --> 01:20:06,400 there will allow you to take it to market then we'll proceed if we're going 1035 01:20:05,199 --> 01:20:10,000 to do anything else in the property. >> Okay. 1036 01:20:08,239 --> 01:20:14,080 » She's going to that's pending coming up. So this I sent to you guys already which 1037 01:20:12,239 --> 01:20:18,080 she had given to us kind of information about the bid and estimate 1038 01:20:15,920 --> 01:20:23,600 » and so from the information she gave us we adjusted um our budget for that. We 1039 01:20:21,040 --> 01:20:26,320 already had you know 6,000 from the last budget to cover things and I believe 1040 01:20:24,960 --> 01:20:28,719 there'll be one spring that will come out of that. Is that correct? 1041 01:20:28,239 --> 01:20:30,640 » Yes. >> And then 1042 01:20:29,040 --> 01:20:34,159 » if it's built by June 30th, >> right? And then we did 1043 01:20:32,320 --> 01:20:35,600 » the next year's budget. We put in 12,000. 1044 01:20:35,120 --> 01:20:39,920 » Okay. >> To cover everything she projected 1045 01:20:38,320 --> 01:20:43,600 knowing that she's going to come up with a different plan for the crops and other 1046 01:20:42,239 --> 01:20:46,960 things because if there's a crop in there, we're not going to be spraying 1047 01:20:45,120 --> 01:20:49,520 it. We're not going to be weeding it be doing that. Somebody else will be taking 1048 01:20:48,239 --> 01:20:52,960 care of it. >> So, I thought that was a phenomenal idea 1049 01:20:51,520 --> 01:20:58,400 and that would be a part of the the budget that we can do that. So, any 1050 01:20:55,199 --> 01:21:02,080 questions on just that part? So is so what you included is this just for this 1051 01:21:01,120 --> 01:21:03,840 spring? >> No, 1052 01:21:02,480 --> 01:21:04,719 » this is for going next. >> Correct. 1053 01:21:04,239 --> 01:21:07,280 » Okay. >> Yes. 1054 01:21:05,360 --> 01:21:12,000 » Knowing that part of that, you know, we also we already recommended and 1055 01:21:10,000 --> 01:21:13,920 budgeted, you know, 6,000, >> but he hasn't done it yet. Correct. 1056 01:21:13,520 --> 01:21:15,920 » Correct. >> Okay. 1057 01:21:14,480 --> 01:21:19,840 » And that so that's why she has the schedule in here of the time frame 1058 01:21:17,920 --> 01:21:22,840 » because it covers two budget years. >> Okay. 1059 01:21:23,840 --> 01:21:33,679 » Okay. Is there any questions on this plan? 1060 01:21:30,400 --> 01:21:36,960 » Well, so EDC voted and approved to recommend, 1061 01:21:35,280 --> 01:21:41,199 you know, for this plan to move forward as is, knowing that we're seeking, you 1062 01:21:39,440 --> 01:21:45,800 know, further updates and reports from Gussy. Yes, she did. Okay. 1063 01:21:48,560 --> 01:21:56,560 » Do we need a motion then to approve that? 1064 01:21:52,400 --> 01:22:00,159 » Yes. Um, I'll move to approve JD Hill Farms 1065 01:21:58,080 --> 01:22:06,400 um to do um reabatement 1066 01:22:03,760 --> 01:22:10,719 um and weed mowing at the word property on 1067 01:22:08,560 --> 01:22:14,880 » Oh, >> okay. Uh I'll second. 1068 01:22:12,719 --> 01:22:19,520 » Have a motion and a second. Any further discussion? 1069 01:22:17,199 --> 01:22:21,679 » Say none. All in favor say I. >> I. 1070 01:22:20,080 --> 01:22:25,280 » I. I 1071 01:22:22,159 --> 01:22:28,719 » I motion carries. >> You didn't hear me because we were 1072 01:22:26,480 --> 01:22:32,480 talking at the same time. >> Okay. And then that takes us out of 1073 01:22:30,080 --> 01:22:35,440 contract review, but he still has more. >> So, 1074 01:22:33,600 --> 01:22:38,480 » um on the 1075 01:22:36,159 --> 01:22:45,440 » Yeah. So, yeah, we can close contract review board and 1076 01:22:41,360 --> 01:22:49,040 be I guess kind of an update. So, um, we made, you know, multiple revisions and 1077 01:22:47,199 --> 01:22:53,120 this is the final, uh, budget presentations. I mean, I think I sent 1078 01:22:51,040 --> 01:22:56,719 you guys copies of this already, but I'll just kind of, you know, go over a 1079 01:22:54,880 --> 01:23:01,199 summary of, you know, kind of what we did. The main thing is we changed, you 1080 01:22:59,360 --> 01:23:06,159 know, the grant cycle from twice a year to once a year. Um, and the other thing 1081 01:23:03,520 --> 01:23:11,280 is we changed the 180 transfer to 90. Um, we also changed the budget line that 1082 01:23:08,480 --> 01:23:15,280 was 6,000 to 12,000. And therefore it shows on both of these in both places 1083 01:23:13,920 --> 01:23:19,679 and the adjustments would be made accordly and I worked with Christina 1084 01:23:17,520 --> 01:23:23,280 Cook on this and so to make sure that everything was fair for proposal for you 1085 01:23:21,760 --> 01:23:29,280 guys to review and get approved by the budget boards and EDC voted and approved 1086 01:23:26,000 --> 01:23:34,800 these to recommended to you guys. >> Okay, 1087 01:23:30,960 --> 01:23:38,639 » any questions on any of that? So because of that changes, we had to make changes 1088 01:23:36,960 --> 01:23:43,520 to several other documents that I had sent to you guys as well that you know 1089 01:23:40,880 --> 01:23:48,239 will affect the grant application. So the first document is basically just the 1090 01:23:46,159 --> 01:23:52,560 first page of the grant application and the only changes are going to be in 1091 01:23:49,760 --> 01:23:57,360 yellow and so I just wanted you guys to see that because we had to change the 1092 01:23:53,840 --> 01:24:00,719 wording on this was not an easy thing to do to figure out the wording. Um and I 1093 01:23:59,360 --> 01:24:04,719 just wanted to make sure they covered it, you know, appropriately. 1094 01:24:02,800 --> 01:24:08,159 and met going forward with what we're going to do with the changes in the IG 1095 01:24:06,960 --> 01:24:11,560 being withdrawn. >> Looks good. 1096 01:24:13,600 --> 01:24:19,360 » Because they will have their own economic development that they're 1097 01:24:16,719 --> 01:24:20,719 offering to city and not outside the city limits. 1098 01:24:20,320 --> 01:24:24,000 » Correct. >> Yeah. 1099 01:24:21,760 --> 01:24:26,480 » City stated that they want to do their own economic development. So 1100 01:24:25,679 --> 01:24:31,440 » yeah, >> they committed that they budgeted for 1101 01:24:29,199 --> 01:24:33,920 development officer in it. So they call it 1102 01:24:32,159 --> 01:24:38,800 » that's not in that request and that's not up to us. That's in their budget. 1103 01:24:36,080 --> 01:24:44,239 And um in at the city council meeting, they also said they were going to put 1104 01:24:40,320 --> 01:24:47,440 what we put the 25% that we put to EDC. >> They said that they're uh during the 1105 01:24:46,000 --> 01:24:51,120 city council meeting was that they're putting 30,000 into the fire department 1106 01:24:49,679 --> 01:24:53,199 and the ambulance. So I don't know where they're getting the funding for their 1107 01:24:52,400 --> 01:24:57,040 EDC. >> I don't know. 1108 01:24:53,840 --> 01:25:00,480 » Or for um that that person, but it's up to them. It's not us. 1109 01:24:58,560 --> 01:25:05,760 » If they take Yeah. I mean it's yeah it's none of our business but if they 1110 01:25:04,080 --> 01:25:09,520 » well then they can take some of their other money so 1111 01:25:07,760 --> 01:25:12,080 » they can't they can't take out of the 70 >> but I meant 1112 01:25:11,600 --> 01:25:18,320 » right >> oh yeah if if they choose to spend it on 1113 01:25:15,120 --> 01:25:22,880 the that 25 and well they said 30%. >> So and and they may have left that out. 1114 01:25:20,880 --> 01:25:27,600 I thought I can't think of the bill number. I thought the the TLT bill was 1115 01:25:25,679 --> 01:25:30,320 dead but apparently there's been a two amendment. 1116 01:25:28,320 --> 01:25:33,760 » They're trying. I hope it dies. Uh they're trying to push it through, but 1117 01:25:31,760 --> 01:25:39,920 I'm not going to testify on behalf of that. I'm totally against it. That bill 1118 01:25:38,719 --> 01:25:43,600 » 3556. >> Yeah. 1119 01:25:40,400 --> 01:25:48,080 » Yeah. It's got a new bill, doesn't it? >> It's now the 1120 01:25:45,360 --> 01:25:53,440 » It gain a new life. It gain a new life. >> 3962-2. 1121 01:25:51,040 --> 01:26:01,120 » So, it got a -2 amendment somewhere in committee after it died, but 1122 01:25:57,040 --> 01:26:07,679 » yeah, it is. It is now um Paul Commissioner Anders from Union County 1123 01:26:03,360 --> 01:26:15,880 just sent it and it says that um it's now HB 1124 01:26:11,760 --> 01:26:15,880 where is it HB 3962 1125 01:26:16,000 --> 01:26:25,199 for TLT change. >> So they so if there was 1126 01:26:22,480 --> 01:26:28,480 impacted services then you'd be able to pull out of the seven. So, 1127 01:26:26,880 --> 01:26:33,199 » but it doesn't matter because it's not even through house. That's not even a 1128 01:26:29,920 --> 01:26:37,679 conversation now. So, it's um but in but yes, I like this because they're 1129 01:26:35,440 --> 01:26:42,400 supposed to they want to focus on Baker City limits only and we have to focus on 1130 01:26:40,560 --> 01:26:45,120 everything beyond that. So, >> that's where the funding comes from. So, 1131 01:26:44,000 --> 01:26:48,080 that's >> on page two. Are you just taking that 1132 01:26:46,960 --> 01:26:51,920 line completely out? >> He's not on that. So, I'll get to that 1133 01:26:50,000 --> 01:26:56,320 in a second. That's the next one. So this is just the uh 1134 01:26:54,000 --> 01:27:00,280 » Oh, you're on just this. 1135 01:26:57,280 --> 01:27:00,280 » Yeah. 1136 01:27:01,920 --> 01:27:06,159 » Yeah. No, I looked that over. That's fine. 1137 01:27:05,679 --> 01:27:10,400 » Okay. >> And then if you want to go to the 1138 01:27:07,679 --> 01:27:12,719 solicitation guide page, this one. 1139 01:27:12,159 --> 01:27:16,080 » Yep. >> Try to change the wording on that as 1140 01:27:14,480 --> 01:27:18,080 well. >> It's just highlighted in yellow to 1141 01:27:17,600 --> 01:27:20,880 change that. >> Yep. Baker County and Baker outside 1142 01:27:20,000 --> 01:27:22,400 Baker Big City, >> right? 1143 01:27:22,080 --> 01:27:28,159 » Yep. >> And then down below, I changed the 1144 01:27:23,920 --> 01:27:32,880 wording to show that it was just annual. >> And that's the change, 1145 01:27:31,120 --> 01:27:37,040 » right, for those the the grant applications annually. 1146 01:27:34,000 --> 01:27:42,560 » And so to date, we've had about60 businesses apply. We have about 60 in 1147 01:27:39,600 --> 01:27:49,280 this cycle. Um 20 of them in this last round are 1148 01:27:46,880 --> 01:27:53,920 outside the city limits. Um the rest are inside the city limits. 1149 01:27:50,960 --> 01:27:57,920 » Um 50% of those have made it to the second round. And so the majority of 1150 01:27:56,639 --> 01:28:01,440 those are still in the city limits. The majority aren't. 1151 01:27:59,120 --> 01:28:05,360 » So future ones it'll be clarified at just outside city. So the total 1152 01:28:03,520 --> 01:28:07,679 » so the ones that are going right now are >> Yeah. It's everything because it's still 1153 01:28:06,800 --> 01:28:10,960 a budget year >> because it's convoluted. So we're 1154 01:28:08,880 --> 01:28:15,600 honoring what it said in the application, what it said guide and the 1155 01:28:13,440 --> 01:28:21,199 direction and you know where the funds came from. So this is just going to 1156 01:28:17,360 --> 01:28:24,320 affect starting this fall. >> Yeah. The people that are already 1157 01:28:22,400 --> 01:28:26,000 through the first cycle, it's not fair to take it out on them, 1158 01:28:25,760 --> 01:28:29,360 » right? >> Well, no, it's still within our budget 1159 01:28:27,440 --> 01:28:33,440 year. No matter what, fairness or not, it's still within our budget year and 1160 01:28:31,520 --> 01:28:38,000 it'll be distributed. I mean, when's the deadline? When are you going to finish? 1161 01:28:35,199 --> 01:28:40,719 » So there is no deadline for ordering. So we're in the process of going through 1162 01:28:39,280 --> 01:28:44,239 usually takes a couple months because we have to go through we have meetings to 1163 01:28:42,639 --> 01:28:47,440 set up with all the businesses still we have we've already gotten all their 1164 01:28:45,520 --> 01:28:50,719 receipts or documents their profit loss their tax statements and if they didn't 1165 01:28:49,360 --> 01:28:53,120 submit any of that and they're not ready to business own they don't move on to 1166 01:28:52,480 --> 01:28:56,159 the next phase. >> Sure. But if you do are you going to do 1167 01:28:54,639 --> 01:29:01,679 that by July one? >> We're going to try to have everything 1168 01:28:57,920 --> 01:29:04,560 done to you recommendations so we can have checks out before the end of the 1169 01:29:03,679 --> 01:29:08,480 year. >> Okay. Fiscal year. 1170 01:29:05,520 --> 01:29:11,440 » Fiscal year. Apologize. Okay. >> I mean, did you 1171 01:29:09,520 --> 01:29:13,520 » It would be cleaner that way if you could. 1172 01:29:11,840 --> 01:29:15,760 » Yeah. So, we're really >> nice if we could have the checks issued 1173 01:29:14,880 --> 01:29:19,360 by the >> That's what you just said. 1174 01:29:18,239 --> 01:29:22,000 It would be cleaner. >> First week in June. Would be great to be 1175 01:29:21,600 --> 01:29:25,600 able to >> Right. And that's my goal. The checks 1176 01:29:24,000 --> 01:29:28,960 issues. And when the checks get issues, then the rest of my responsibility falls 1177 01:29:27,440 --> 01:29:32,480 in. I make them go out get actual receipts, give me copies of receipts of 1178 01:29:30,719 --> 01:29:35,760 what they purchased. Then I make them do a final letter saying how how they used 1179 01:29:34,719 --> 01:29:38,560 it for the business, how they helped their business. And that's all part of 1180 01:29:36,960 --> 01:29:41,280 the records that I submit to you guys. You guys have later on, right? 1181 01:29:40,000 --> 01:29:45,040 » That's part of our due diligence because they don't do that, they're ineligible 1182 01:29:43,360 --> 01:29:47,679 to ever apply again. >> Ever. Yeah. 1183 01:29:46,960 --> 01:29:52,639 » Ever. >> It's written in there. So, so what you 1184 01:29:50,800 --> 01:29:58,719 were getting to, Shane, was in the bylaws portion of it, we had to make 1185 01:29:55,120 --> 01:30:07,360 some changes. Um, and on the second page of the bylaws, page 204 in yellow, um, I 1186 01:30:03,600 --> 01:30:12,560 had to restructure this because, um, the original ORS that we were created out of 1187 01:30:10,239 --> 01:30:16,800 identifies that we have nine, you know, members. And so when we changed it, 1188 01:30:15,120 --> 01:30:21,840 obviously there were county only. We had to change to one exeicio instead of two. 1189 01:30:19,760 --> 01:30:26,639 And because of that, that means I had to add in an al alternate position without 1190 01:30:24,639 --> 01:30:30,560 changing the rest of the verbiage of seven voting members. So by doing that, 1191 01:30:28,880 --> 01:30:34,800 we're still meeting the same or structure of having nine. We have one 1192 01:30:32,639 --> 01:30:39,199 exeicio that doesn't do that. And I also changed the wording to a county 1193 01:30:36,320 --> 01:30:42,159 commissioner. So whoever you guys choose to have, you know, in that 1194 01:30:40,560 --> 01:30:46,320 » so we can rotate it if we want to and whatever every year just like our 1195 01:30:44,080 --> 01:30:51,280 committees that we normally >> it is up to you guys. It's a so you guys 1196 01:30:49,360 --> 01:30:53,840 and I intentionally wrote that and so you guys would have that ability to do 1197 01:30:53,120 --> 01:30:57,120 that >> and then you know the alternate and we 1198 01:30:55,679 --> 01:31:00,719 just clarified some things that they could vote if somebody else isn't 1199 01:30:58,400 --> 01:31:04,639 present and then if somebody withdrew then they could be at our recommendation 1200 01:31:02,960 --> 01:31:09,520 to you guys then moved into a permanent one. 1201 01:31:06,320 --> 01:31:13,520 » So all of so the seven and the alternate need to be outside of 1202 01:31:11,360 --> 01:31:17,679 Baker city limits. We have not addressed that yet and I didn't think we should 1203 01:31:16,159 --> 01:31:23,679 we'll address it at a different point from direction from you guys what that 1204 01:31:19,840 --> 01:31:27,440 looks like and so currently we only have one person who kind of owns a business 1205 01:31:25,760 --> 01:31:30,159 inside the city limits and we have Jeff which has the whole county we have Leah 1206 01:31:28,800 --> 01:31:34,080 which does all the vote techch and everything and so and Doug you know he's 1207 01:31:32,159 --> 01:31:38,719 a retired person so he has no specific skin of the game anywhere Tyler's the 1208 01:31:36,320 --> 01:31:42,400 only one that is tied to a business I believe Tyler brings the most value to 1209 01:31:40,320 --> 01:31:46,000 the table because he's been through TLT since initiation. He knows more about it 1210 01:31:44,800 --> 01:31:52,400 than anybody else. >> I imagine him going to the city TLT. 1211 01:31:49,679 --> 01:31:54,719 » He sits now on the TLT because he's the representative from EDC, 1212 01:31:54,080 --> 01:32:00,320 » right? >> And so we should address that in the 1213 01:31:58,560 --> 01:32:03,360 future. I didn't want to cover it at this point. I just want to fix the bases 1214 01:32:01,840 --> 01:32:08,080 that we had moving. Okay. >> And come back with a recommendation in 1215 01:32:05,679 --> 01:32:13,440 the future. And I've already tc has already talked about establishing some 1216 01:32:11,199 --> 01:32:18,639 sort of criteria. So I've been at meetings with a lot of other cities. 1217 01:32:17,440 --> 01:32:23,679 I can't believe she didn't return that email to you know Kean's got back. She's 1218 01:32:21,360 --> 01:32:28,239 usually pretty good to Siobhan. Yeah. >> So um you know talked to them. We're in 1219 01:32:26,400 --> 01:32:31,199 the mayor's meeting. We said all of you guys need to have representation. 1220 01:32:29,679 --> 01:32:34,960 Correct. And so a couple weeks ago, Chris from the chamber and I were down 1221 01:32:33,199 --> 01:32:39,040 in halfway talked to about 20 some different businesses and we said, you 1222 01:32:36,719 --> 01:32:41,600 know, who's going to step up? One of you guys needs to go apply at the county 1223 01:32:40,800 --> 01:32:45,679 now. >> One of you guys needs to apply, you 1224 01:32:43,520 --> 01:32:48,719 know, for EDC. You guys need to step up. We have opening step if you guys want 1225 01:32:47,520 --> 01:32:53,679 representation. >> Only Yeah. And then if I can address 1226 01:32:51,040 --> 01:32:59,040 that kind of caveat, I have been working on the ordinance for TLT. That's what 1227 01:32:56,800 --> 01:33:04,080 » and I do have I am getting close to getting you a proof. I want to have that 1228 01:33:01,120 --> 01:33:12,800 by uh our next meeting. Okay. So, um that you have that but in 1229 01:33:07,920 --> 01:33:18,480 this line of EDC and then TLT um I kept it at 1230 01:33:14,480 --> 01:33:24,400 um the the same the same amount of of people but the but the way that it that 1231 01:33:21,360 --> 01:33:29,360 it it sits that the the members sit the committee members sit will be um what 1232 01:33:26,960 --> 01:33:36,159 what I'm um offering is like somebody from hospitality instead of attraction 1233 01:33:33,360 --> 01:33:42,560 um and a lodging partner and and all of that. So, and halfway sumpter unity at 1234 01:33:38,400 --> 01:33:46,639 large, you know, and and so when this I feel like when that is formed, when that 1235 01:33:44,639 --> 01:33:49,920 is secured on who's going to be sitting on that, then we can look towards who's 1236 01:33:48,560 --> 01:33:56,719 sitting on EDC. >> So, I don't know. Did you know that EDC 1237 01:33:53,760 --> 01:34:01,120 is created out of the TLT ordinance? It's not a Okay. Yeah. A lot of the 1238 01:33:59,040 --> 01:34:04,400 times they could be a standalone, but in this case it isn't. So yeah, because 1239 01:34:03,120 --> 01:34:06,960 that's where the funding comes from. >> Right. 1240 01:34:04,800 --> 01:34:12,320 » Right. And and that's where your money >> and I made sure that nine members for 1241 01:34:09,360 --> 01:34:16,560 EDC was kept in this uh through the change. So that won't change in this 1242 01:34:14,080 --> 01:34:19,199 ordinance for EDC to still have nine. >> So okay, 1243 01:34:17,280 --> 01:34:23,520 » this would be part of the conversation you alluding to. I always thought that 1244 01:34:21,120 --> 01:34:26,639 if we could put in there simple wording because I remember in the meeting with 1245 01:34:24,880 --> 01:34:32,480 all the mayors, we talked about the IGAS. Um, we could say, you know, city 1246 01:34:29,199 --> 01:34:33,920 representation with the current IGA. >> So they 1247 01:34:33,120 --> 01:34:37,280 » Yes. Because >> they don't have an intergovernment 1248 01:34:34,960 --> 01:34:39,520 agreement with the county. To me, it doesn't make much sense to have 1249 01:34:38,480 --> 01:34:40,800 representation, >> right? 1250 01:34:40,320 --> 01:34:44,080 » And >> if there's no agreement. 1251 01:34:42,000 --> 01:34:49,360 » Yeah. And that's another uh area in there that specifies the IG with the 1252 01:34:47,360 --> 01:34:54,239 other three cities that are participating in the TLT program. And 1253 01:34:51,520 --> 01:34:59,120 then so once the ordinance goes then the IGA will follow by the end of June with 1254 01:34:57,280 --> 01:35:04,800 those three cities. >> So EDC has made recommendations that you 1255 01:35:01,920 --> 01:35:06,560 approve the 218 and 318 budgets. >> We can't do that. 1256 01:35:05,440 --> 01:35:09,760 » We can't do that. >> Whoever the budget is during budget at 1257 01:35:09,040 --> 01:35:12,800 the end of May >> and she you should have received an 1258 01:35:10,960 --> 01:35:17,280 email from Christina saying look at this. Is this correct? And then if you 1259 01:35:14,880 --> 01:35:20,080 want to submit a letter to do that as well. 1260 01:35:18,080 --> 01:35:22,719 » So so we we did that part through Christina. Okay, then we because we 1261 01:35:21,280 --> 01:35:26,000 can't look at this at this point. It has to go to budget committee. 1262 01:35:23,840 --> 01:35:30,639 » Don't look. Don't look. >> But the three documents that we're 1263 01:35:27,440 --> 01:35:35,440 recommending EDC voted I've seen with this application solicitation and the 1264 01:35:33,280 --> 01:35:37,120 updates through the bylaws just the areas highlighted in yellow. 1265 01:35:36,880 --> 01:35:40,960 » Yeah. >> And I have seen the budget. 1266 01:35:39,760 --> 01:35:44,080 » Everybody's seen the budget. >> I mean it's good to look at it. We can't 1267 01:35:42,719 --> 01:35:49,920 I mean we just can't we can't do anything without 1268 01:35:46,159 --> 01:35:53,280 » and that's we can review it say good job but until I get three more people 1269 01:35:52,000 --> 01:35:54,480 » just out of respect I sent everyone copies. 1270 01:35:53,760 --> 01:36:00,560 » Thanks. >> Thank you. Thank you Brian. Thank you 1271 01:35:57,199 --> 01:36:04,480 Michelle as you alluded to earlier 27 years ago when I put together the 1272 01:36:02,480 --> 01:36:10,080 project that put that welcome to Baker City finds out there 27 years ago. 1273 01:36:07,920 --> 01:36:14,639 » Okay. >> What a time reference. And they're fine. 1274 01:36:12,880 --> 01:36:16,320 They're not melt. They're not riding in the ground. 1275 01:36:15,199 --> 01:36:21,199 » No. >> But originally it was slated at a 1276 01:36:18,400 --> 01:36:26,320 $684,000 project, which we ended up doing for $6,482 1277 01:36:24,639 --> 01:36:31,040 because we got everybody to donate the thing. OC donated trucks. Um, you know, 1278 01:36:29,840 --> 01:36:35,120 » it's a big cut. It's a big >> Yeah. Ellson donated all the wooden 1279 01:36:32,800 --> 01:36:39,440 beams. We had all the steel donated the high school donate space. Kneehi donated 1280 01:36:37,360 --> 01:36:44,639 all of the printout cut signs for it and everything. It was an amazing community 1281 01:36:42,320 --> 01:36:49,679 after and then when press done was with you know materials at the time they gave 1282 01:36:46,960 --> 01:36:51,760 us that cost all of the chains bolts materials we used to put the signs 1283 01:36:51,199 --> 01:36:54,400 together >> nice 1284 01:36:52,960 --> 01:36:59,920 » different world I'm trying to bring back the timber so you know 1285 01:36:56,880 --> 01:37:02,400 » so yeah if it was you know >> time reference that's when 1286 01:37:01,280 --> 01:37:06,560 » there we go I didn't realize it was that long ago so um so do we need to approve 1287 01:37:04,880 --> 01:37:09,600 the recommended by law we want to wait until 1288 01:37:07,520 --> 01:37:14,000 » do we want to wait till or I would I mean I don't think that 1289 01:37:11,360 --> 01:37:17,199 there's any rush on it um on on today for his bylaws. I think just knowing 1290 01:37:16,400 --> 01:37:21,040 that they're there >> forward. Yes, 1291 01:37:18,000 --> 01:37:26,800 » I they actually need to be approved because currently we're publicly going 1292 01:37:23,280 --> 01:37:30,880 to have it online for the application for people to apply for the grant 1293 01:37:28,400 --> 01:37:32,960 because they could apply from >> April first Friday in April till now. 1294 01:37:32,639 --> 01:37:35,199 Luckily, >> we do need the grant solicitation 1295 01:37:34,560 --> 01:37:39,040 approved. >> So, but this is for going forward. 1296 01:37:38,000 --> 01:37:42,800 Well, I mean >> the thing is we have we're going to need 1297 01:37:40,880 --> 01:37:48,400 to have it posted online at the county site with the correct documents and the 1298 01:37:44,320 --> 01:37:53,280 correct wording now which will precede you know the end of the year. So, so 1299 01:37:51,360 --> 01:37:57,600 yeah we 1300 01:37:54,800 --> 01:38:01,040 remove it from the county and don't have it publicly posted and notified. 1301 01:38:00,320 --> 01:38:03,280 » Um >> I would wait I would wait until July 1302 01:38:02,960 --> 01:38:09,520 one. >> Let's wait till July is back in July. 1303 01:38:06,080 --> 01:38:12,239 Luckily, nobody has applied. So, we're going to just have to make sure that 1304 01:38:10,719 --> 01:38:16,080 » just pull it until July. >> Yeah. So, who would I ask to do that? 1305 01:38:15,119 --> 01:38:21,119 » That'd be you, Heidi. >> Probably Bill Belly. 1306 01:38:19,520 --> 01:38:24,560 » Yeah. >> But let's just I think it just be 1307 01:38:22,639 --> 01:38:29,520 cleaner just because of >> for the fall solicitation. Yeah. If you 1308 01:38:26,639 --> 01:38:33,040 can if you can just hold and post it on July. new applications will be available 1309 01:38:31,199 --> 01:38:37,440 July 1 or whatever and we'll approve this maybe the end of June or whatever 1310 01:38:35,280 --> 01:38:40,320 when we know what everything looks like >> yes then there's no confusion there's no 1311 01:38:39,840 --> 01:38:43,760 overlapping >> I just think it's kind of jumping the 1312 01:38:41,520 --> 01:38:46,639 gun I just let's keep it >> yeah 1313 01:38:45,840 --> 01:38:52,159 that's just my thought >> no I I agree with you I like that I like 1314 01:38:49,199 --> 01:38:54,960 to keep everything kind >> I'm just it's gonna muddy the water 1315 01:38:53,440 --> 01:38:58,719 Brian I >> if we don't do that so let's and then we 1316 01:38:57,520 --> 01:39:02,719 can bring back the changes because we'll have a better idea that ordinance will 1317 01:39:00,400 --> 01:39:08,679 be done. Yes. Hopefully by then. Um then we can have a better idea of exactly the 1318 01:39:04,400 --> 01:39:08,679 warning you need for the inside. 1319 01:39:08,719 --> 01:39:18,239 » So if I bring the ordinance on the 21st, the revised which I hope to get you both 1320 01:39:15,360 --> 01:39:21,600 a copy I don't why not before that for you to review. 1321 01:39:19,520 --> 01:39:25,199 » Um then we have to have two readings correct Heidi on the ordinance and 1322 01:39:23,920 --> 01:39:30,080 change. We have to have two readings >> unless you want to declare it an 1323 01:39:28,000 --> 01:39:32,960 emergency and then you would have to read the entire thing. 1324 01:39:32,080 --> 01:39:36,880 » Duh. >> In order to adopt it in 1325 01:39:34,480 --> 01:39:40,960 » you get to read it. >> So if you want to read it read it in its 1326 01:39:38,960 --> 01:39:42,400 entirety you can adopt it at a single meeting. 1327 01:39:41,760 --> 01:39:45,520 » Oh >> it is 21st and then 1328 01:39:44,320 --> 01:39:48,880 » this thick. >> So 1329 01:39:46,400 --> 01:39:51,119 » um so if we can have the first reading on the 21st the second reading on the 1330 01:39:50,560 --> 01:39:55,040 4th >> if June. 1331 01:39:52,000 --> 01:39:57,600 » Yeah. Um, and then we can get everything ready and in place the last June 30th. 1332 01:39:57,360 --> 01:40:01,119 » Yeah. >> And then you can bring your stuff back. 1333 01:39:59,119 --> 01:40:05,440 » It doesn't June 18th. >> Usually you do a work session if anybody 1334 01:40:03,760 --> 01:40:09,199 had any changes, but >> Well, I'm going to get it to you 1335 01:40:06,719 --> 01:40:15,040 beforehand so you can review um on your own before the 21st. And then at the 1336 01:40:12,159 --> 01:40:18,639 21st, can we decide are we ready to, you know, 1337 01:40:16,880 --> 01:40:22,960 Yeah. I mean, if it if we're scheduled a public hearing and then we're not ready 1338 01:40:20,320 --> 01:40:26,719 for the public hearing. a little bit. >> So, I would just need to have it because 1339 01:40:24,800 --> 01:40:28,880 I have to meet the posting requirements and it's got to get in the paper. 1340 01:40:28,560 --> 01:40:32,960 » Yeah. >> By next week, which means I got to have 1341 01:40:30,719 --> 01:40:36,159 it basically by tomorrow, I think, is the deadline to get it. 1342 01:40:34,719 --> 01:40:40,080 » And I am out next week. >> Because then I have to post it online. 1343 01:40:38,560 --> 01:40:42,239 Tell people where they can find a sample. 1344 01:40:40,560 --> 01:40:48,239 » Okay. Well, I have a draft right now. I'm waiting on um uh one other person 1345 01:40:45,679 --> 01:40:54,159 who's helping me from TLT who's been on TLT forever. Um just kind of go through 1346 01:40:51,440 --> 01:40:56,960 So, I have all of my ducks in a row on >> it. 1347 01:40:55,040 --> 01:41:01,760 » Um, yeah, I suppose. Uh, so no, it's it's 1348 01:41:00,400 --> 01:41:06,800 not going to be I didn't figure on public hearing this month. I figured it 1349 01:41:03,679 --> 01:41:10,400 would be public hearing on unfortunately on our first session and our second 1350 01:41:08,480 --> 01:41:12,719 session in June. >> So, 1351 01:41:11,280 --> 01:41:18,560 » well, we could still do that and then we could still do EDC stuff bylaws on the 1352 01:41:16,400 --> 01:41:21,920 on um on the 18th. >> We could still do that. Yeah, because 1353 01:41:20,560 --> 01:41:24,880 we'll have had the first hearing and that'll be the second. 1354 01:41:23,199 --> 01:41:28,480 » And if you felt if we felt like we needed to do a quick work session, that 1355 01:41:26,960 --> 01:41:32,159 would give us time enough to do it. And if you want to do an emergency, you guys 1356 01:41:30,800 --> 01:41:37,040 can go to the bathroom while I'm reading it. I mean, it can be done. 1357 01:41:35,440 --> 01:41:41,360 » We're not doing it without you. You love reading that stuff. 1358 01:41:38,400 --> 01:41:45,360 » Oh, well anyway program recording it time. 1359 01:41:44,080 --> 01:41:51,600 » That's how they do it. >> It It will actually in Word. So 1360 01:41:48,480 --> 01:41:54,880 » that's how they do it in uh the legislature which is incredibly 1361 01:41:53,600 --> 01:41:58,800 annoying. >> Incredibly 1362 01:41:56,880 --> 01:42:02,560 » should know say this is going to this is a five minute reading of this 1363 01:42:00,719 --> 01:42:09,600 » because what you guys are going to see on the 21st or before the 21st is red 1364 01:42:06,639 --> 01:42:14,719 line, blue line and green line because it's gone through TLT last year with the 1365 01:42:12,000 --> 01:42:20,480 red line through council with the blue line and now I'm adding green line. 1366 01:42:17,119 --> 01:42:22,239 Okay. So, it's it's a mess, but it's all going to come together. 1367 01:42:21,119 --> 01:42:25,440 » I was just hoping >> So, are you going to be able to have 1368 01:42:23,600 --> 01:42:28,400 Heidi send it to us electronically so we can do our own little purple and 1369 01:42:27,280 --> 01:42:32,960 » Yeah. >> Yeah. Yeah. Pick a different color. 1370 01:42:30,800 --> 01:42:37,119 » I was just hoping for another PLT ordinance revision to go in my stack. 1371 01:42:35,040 --> 01:42:40,400 » I really don't see this as a problem. I I went through 1372 01:42:38,880 --> 01:42:45,440 » after all of the revisions. I took the latest revision from 2024 and just 1373 01:42:43,840 --> 01:42:51,440 kicked out anything that doesn't apply that's not going to apply after July 1st 1374 01:42:47,360 --> 01:42:54,480 and um and then just revised anything. Um it's really it really shouldn't be 1375 01:42:53,440 --> 01:42:56,080 that much of a >> It shouldn't. 1376 01:42:55,360 --> 01:42:58,480 » There's not that >> Could you guys just read the changes? 1377 01:42:58,159 --> 01:43:03,280 » Nope. >> No, read the whole thing. So you after 1378 01:43:02,000 --> 01:43:07,360 they look at it, we'll have a better idea on the 21st and and then if we 1379 01:43:05,760 --> 01:43:09,840 decide that we really need to read it on the first session in June, then we 1380 01:43:09,360 --> 01:43:12,560 » okay, >> we definitely 1381 01:43:10,960 --> 01:43:17,360 » could just take turns and go roundy round. 1382 01:43:14,800 --> 01:43:23,199 » So for now, you just want it as a review on the 21st. Yes. And then possibly 1383 01:43:20,639 --> 01:43:26,800 first reading on that June 4th definitely. 1384 01:43:25,280 --> 01:43:28,719 Yes. So 1385 01:43:27,040 --> 01:43:35,440 » do I need to represent or can you approve these as presented? 1386 01:43:31,920 --> 01:43:40,520 Um you're going to have a change in you will have a change in uh 1387 01:43:40,560 --> 01:43:45,520 » in the bylaws >> in well in the bylaws once you have the 1388 01:43:43,520 --> 01:43:49,760 seven you're going to detail more who could be um 1389 01:43:47,600 --> 01:43:52,560 » so I thought we would not even try to work with that right now. We're gonna 1390 01:43:51,040 --> 01:43:53,840 wait to see how everything plays out and then 1391 01:43:52,800 --> 01:43:56,400 » because your count's alone >> and then next year. 1392 01:43:54,880 --> 01:43:58,800 » I was just thinking it would >> that's the only reason I wasn't going to 1393 01:43:57,440 --> 01:44:01,440 approve it now is we're gonna make sure this was up. 1394 01:43:59,280 --> 01:44:07,679 » Oh no. Because this and then what I really want to do is kind of see what 1395 01:44:04,159 --> 01:44:13,760 you guys came up with and then we can go back to EC and EDC for so we can make a 1396 01:44:10,880 --> 01:44:17,920 recommendation next year to make changes to our bylaws according to who should be 1397 01:44:16,480 --> 01:44:21,520 on it. And I think then you guys will have more time to figure out what you 1398 01:44:20,000 --> 01:44:24,239 guys did in your ordinance. >> I wasn't trying to convolute the two at 1399 01:44:23,360 --> 01:44:28,800 the same time. >> I think they have to be. 1400 01:44:26,480 --> 01:44:37,119 » Yeah. I think that if you could come back in um June with an outline and 1401 01:44:35,119 --> 01:44:44,639 and you could even wait and see what that ordinance first hearing reading 1402 01:44:40,159 --> 01:44:47,639 looks like. Um trying to match you. >> Yeah. 1403 01:44:48,480 --> 01:44:51,760 Is this the courthouse? This is the courthouse. 1404 01:44:49,840 --> 01:44:56,280 » This is the courthouse. >> Oh, yeah. Go for that. 1405 01:44:58,080 --> 01:45:01,080 » Uh, 1406 01:45:01,280 --> 01:45:08,000 we're past, but did you get the information on theformational kiosk for 1407 01:45:07,440 --> 01:45:12,480 your >> from Jessica? 1408 01:45:10,239 --> 01:45:16,320 I'm sorry. From Jessica. She was she sent you some stuff about a kiosk about 1409 01:45:14,400 --> 01:45:22,280 placing it somewhere in Huntington. >> Uh and she has had no communication back 1410 01:45:18,960 --> 01:45:22,280 on it 1411 01:45:22,880 --> 01:45:30,520 » and I don't know when she sent the emails. 1412 01:45:25,920 --> 01:45:30,520 » I was gone all last week so 1413 01:45:30,560 --> 01:45:36,000 » should have been. Yeah, it's been the whole process. 1414 01:45:34,000 --> 01:45:38,239 » Maybe you should rephrase it. So would you love to have a kiosk? 1415 01:45:37,920 --> 01:45:40,480 » Yeah. >> Where would you like 1416 01:45:38,960 --> 01:45:44,080 » would you like to have a kiosk? So, I'll let you know that. 1428 01:46:21,760 --> 01:46:32,239 » So, the outside the box thing, I guess, is the text that I got back from. 1429 01:46:29,119 --> 01:46:35,280 And so, basically, I tried to accelerate it because I 1430 01:46:33,760 --> 01:46:40,159 really wanted to get some paperwork in front of you guys today. Um, so the 1431 01:46:37,679 --> 01:46:44,320 church has approved, you know, rewarding and everything. They've worked directly 1432 01:46:42,159 --> 01:46:48,080 sent it to Drew Martin to review. And he saw no problems in everything 1436 01:46:55,600 --> 01:47:00,880 that is in it that he is going to be sending to you guys. 1437 01:46:58,320 --> 01:47:02,400 » And so their attorney then came back, >> correct? 1438 01:47:01,360 --> 01:47:06,880 » Withdrew. Okay. >> Correct. So, and that's relating to this 1439 01:47:06,159 --> 01:47:11,440 email. >> Yes. And it 1443 01:47:19,520 --> 01:47:25,199 says, um, the requested changes in the attached document are acceptable and I 1444 01:47:23,920 --> 01:47:27,119 recommend that the commissioners approve the attach. 1445 01:47:25,600 --> 01:47:31,199 » Oh, no, I didn't get that. All I got was >> the attached the the attached to the 1446 01:47:29,440 --> 01:47:34,880 agreement. I did not have Commissioner Caseber's email address, so I just sent 1447 01:47:33,040 --> 01:47:39,520 it to Heidi when I got it in and then I asked Heidi to forward it to you. 1448 01:47:38,159 --> 01:47:42,159 » Okay, here we go. I got the whole email down below. 1449 01:47:40,320 --> 01:47:48,719 » So, yeah. So, he requested. So that's something that um 1450 01:47:45,119 --> 01:47:56,159 uh red line is attached and so we'll have to put that on uh the 21st 1451 01:47:53,280 --> 01:48:00,080 » or is that something that we can >> Oh, we should be able to 1452 01:47:57,440 --> 01:48:00,880 » that we well or we can't do it now or can we? 1453 01:48:00,400 --> 01:48:02,960 » Oh no, >> we can't do it now. That's what I'm 1454 01:48:02,159 --> 01:48:10,639 saying. >> Okay. So we will add that to the 21st 1455 01:48:07,040 --> 01:48:15,440 session. Um >> Yeah. and it sounds like they're fine 1456 01:48:12,400 --> 01:48:18,000 with it. So, >> okay. 1457 01:48:16,159 --> 01:48:21,199 » No, we know we need time to review it and 1458 01:48:18,880 --> 01:48:23,440 » all of that and put it on the >> Soon as he said to me, I said send it to 1459 01:48:22,719 --> 01:48:25,199 you guys. >> Yeah. 1460 01:48:23,920 --> 01:48:29,600 » Okay. And then we're going to be seeing something from Drew or is this it? 1461 01:48:27,280 --> 01:48:32,000 » Uh I told Drew to send you the final approval. 1462 01:48:30,239 --> 01:48:35,280 » This did not come from Drew. No. >> Yeah. 1463 01:48:32,880 --> 01:48:40,639 » He may have forwarded you what? >> Drew. It went to 1464 01:48:37,840 --> 01:48:45,199 » from Drew went to Shane and Christina. Oh, okay. So, this is from Drew, not 1465 01:48:43,440 --> 01:48:48,320 from St. Francis. >> Okay. Okay. 1466 01:48:45,920 --> 01:48:51,639 » That was this morning at >> Yeah. Okay. 1467 01:48:58,320 --> 01:49:07,280 » Okay. So, yep. We'll just request that that be on 21st. So, is there any other 1468 01:49:05,199 --> 01:49:14,960 recommendations that I present to the EDC on what you guys would like as far 1469 01:49:10,320 --> 01:49:23,280 as wording on who would be on council? >> Um, I will get you the preliminary 1470 01:49:18,480 --> 01:49:30,080 um list of because I just I have my >> old copy here, not my electronic on the 1471 01:49:27,280 --> 01:49:33,360 who's going to be seated on TLT. >> I will give you that list. Do you think 1472 01:49:31,360 --> 01:49:38,320 it should be slightly different or or near? 1473 01:49:35,760 --> 01:49:42,000 » I think that >> I'm asking all three. 1474 01:49:39,440 --> 01:49:47,840 » I I think I think that you should take the list that I that we are proposing 1475 01:49:44,560 --> 01:49:50,000 for TLT to EDC and see how they feel about it. I would like to hear from EDC 1476 01:49:49,679 --> 01:49:54,080 on >> So when's the next EDC meeting? 1477 01:49:52,800 --> 01:49:56,400 » 20th. >> Yeah. 1478 01:49:54,880 --> 01:50:00,920 » Again, once county college is over, I won't 1479 01:50:00,960 --> 01:50:06,520 So Heidi, we requested that um 1480 01:50:07,119 --> 01:50:14,000 the St. Francis purchase and sale agreement 1481 01:50:10,639 --> 01:50:20,119 um that you just sent that email to Commissioner Caseburg that that be on 1482 01:50:16,080 --> 01:50:20,119 our agenda for the 21st 1483 01:50:20,880 --> 01:50:29,880 for approval of the purchase and sale agreement EDC. 1484 01:50:25,280 --> 01:50:29,880 And so you'll have to do a staff report. 1485 01:50:34,320 --> 01:50:39,800 » All right. >> Um, 1486 01:50:36,800 --> 01:50:39,800 yeah. 1487 01:50:41,280 --> 01:50:49,440 Yeah. I'd be interested to know to hear what EDC who you would EDC would like to 1488 01:50:46,639 --> 01:50:54,960 what what they see for seats on the committee. 1489 01:50:51,600 --> 01:50:58,239 » Yeah. And so my personal opinion was that you know we need somebody from 1490 01:50:56,639 --> 01:51:01,440 halfway we need somebody from some right. 1491 01:50:58,639 --> 01:51:06,719 » Yeah. So, and and unity or I don't know if you need unity or not, but if you if 1492 01:51:04,080 --> 01:51:12,639 you focus on those two cities that are in the IG then yeah. 1493 01:51:09,760 --> 01:51:19,119 » So, and I I do like the wording that >> you know the the cities must have a 1494 01:51:15,040 --> 01:51:24,400 current IG but that's I think you guys >> and that is in this and the wording is 1495 01:51:21,199 --> 01:51:27,840 in this and that I did have to revise some of that wording per the those three 1496 01:51:26,719 --> 01:51:33,600 cities. So, >> yeah. So, and then you know it's 1497 01:51:31,760 --> 01:51:37,679 you know and the thing I think would be hard is you know you know getting 1498 01:51:35,920 --> 01:51:42,639 somebody to participate on a regular basis from those areas. So Zoom is you 1499 01:51:40,719 --> 01:51:46,320 know approved one for anybody who is on you can see we voted and approved for 1500 01:51:43,920 --> 01:51:50,159 somebody to be able to present via Zoom or via phone. So that that's an allowed 1501 01:51:48,080 --> 01:51:53,280 way for somebody to attend and give information. 1502 01:51:50,960 --> 01:51:58,239 » We have a member on TLT from Sumpter now and she attends in person. So I mean 1503 01:51:55,840 --> 01:52:01,199 they they do I 1504 01:51:59,760 --> 01:52:05,760 can't remember her name right off the top of my head. No, 1505 01:52:02,320 --> 01:52:10,000 » but but she uh yeah, she's she's fairly new to to TLT. So, I'm looking forward 1506 01:52:08,080 --> 01:52:13,679 to her staying on TLT. >> Good. 1507 01:52:11,280 --> 01:52:17,040 » I'd like to follow you guys' direction and what you guys decide. I'll present 1508 01:52:15,440 --> 01:52:19,119 the agency and then have them make a recommendation back to you guys. 1509 01:52:18,560 --> 01:52:24,800 » Okay. >> Even through the winter doing the Zoom 1510 01:52:20,800 --> 01:52:28,800 link for PDC and TLP can be done. So, It's unaccepted. 1511 01:52:28,400 --> 01:52:30,159 » Oh yeah, >> we all do it. 1512 01:52:29,360 --> 01:52:32,480 » Yeah, for sure. >> Allies do it. So 1513 01:52:31,280 --> 01:52:36,159 » yeah, >> we have to 1514 01:52:34,639 --> 01:52:38,560 have you do 1515 01:52:37,199 --> 01:52:45,599 » if you choose to >> and use the cameras that are available. 1516 01:52:43,199 --> 01:52:50,480 » The last one I listened to was just like chairs and people's voices. 1517 01:52:49,040 --> 01:52:54,480 » There was another one that we had was >> Yeah. The EDC made one camera 1518 01:52:52,800 --> 01:52:59,040 » and Jeff was the only one showing up. Yeah, Jeff was the only one at the end 1519 01:52:57,360 --> 01:53:04,159 of the whole thing. I was like, "Okay, there is two cameras. 1520 01:53:02,239 --> 01:53:08,880 » You better make sure that animal." >> Thanks for all of the work and and uh 1521 01:53:07,040 --> 01:53:13,360 yeah, I will get you that language just as a proposed before the 20th 1522 01:53:11,360 --> 01:53:17,440 » um so that you can look at it and you guys can decide. 1523 01:53:14,800 --> 01:53:22,320 » Any other questions around here? >> Thank you. Question on this Francis 1524 01:53:20,080 --> 01:53:25,760 agreement. Um, well, will will you be able to get the seller to sign first? 1525 01:53:24,880 --> 01:53:29,280 » We can. >> Okay. And then it looks like there's an 1526 01:53:27,840 --> 01:53:32,960 exhibit A. >> Yeah, that's never detached. I always 1527 01:53:31,040 --> 01:53:37,119 hate that. I mean, attorneys always tell me that it's, you know, it it's they 1528 01:53:35,599 --> 01:53:40,960 know what it is, but I agree with you. They kind of need to physically see it. 1529 01:53:39,199 --> 01:53:42,480 » Isn't that like the physical address or or the physical description of the 1530 01:53:42,080 --> 01:53:45,840 property? >> I'm not sure. I mean they refer to 1531 01:53:44,400 --> 01:53:50,480 » that's all I was wondering is I didn't see there it was there but nothing's 1532 01:53:48,320 --> 01:53:55,599 listed under it so I just wasn't sure that was 1533 01:53:51,280 --> 01:53:55,599 » you can request that from Drew before 1534 01:53:55,840 --> 01:54:02,400 » well because this came from Drew and final paperwork and everything it come 1535 01:53:59,440 --> 01:54:05,040 from Drew it's his language of exhibit >> so 1536 01:54:03,199 --> 01:54:08,159 » but I think it's smart with what you said we'll get to sign it so when you 1537 01:54:06,960 --> 01:54:12,080 guys get presented in front of you you'll have a signed document so it'll 1538 01:54:10,159 --> 01:54:16,400 make it easier to follow the next steps >> yeah It's but yeah where they're the 1539 01:54:14,239 --> 01:54:20,560 seller making sure they do want to sell to us before 1540 01:54:19,119 --> 01:54:25,080 » and that yeah then they're okay with the wording and all that stuff. So that's 1541 01:54:21,520 --> 01:54:25,080 good too. Yeah. 1542 01:54:25,360 --> 01:54:30,800 » Thank you. >> Thank you for all the work and time and 1543 01:54:29,280 --> 01:54:34,800 everything on all of this. >> We'll catch up to you sooner than later. 1544 01:54:32,719 --> 01:54:37,520 » So I I can't wait for that to get mowed and sprayed so that I don't get any more 1545 01:54:36,320 --> 01:54:42,560 phone calls from the neighbor. >> Yeah. So Gus has done an amazing job and 1546 01:54:40,800 --> 01:54:46,080 if anybody wants to know a plan I refer to her. 1547 01:54:43,679 --> 01:54:50,960 » That's where I send it every time. >> Her suggestions and ideas when she comes 1548 01:54:48,000 --> 01:54:53,440 back with another proposal I think is is awesome. 1549 01:54:51,440 --> 01:54:56,960 » Yeah. Next one he's going to go to is the school district because there's 1550 01:54:55,520 --> 01:55:01,760 actually worse than ours. >> She was very presentation. I I think 1551 01:55:00,239 --> 01:55:04,320 she's doing a fantastic job. >> He only catches me when I'm out there. 1552 01:55:03,599 --> 01:55:09,360 So >> coming from uh out of Newbridge 1553 01:55:07,280 --> 01:55:16,239 yesterday, there is a property owner that it is all white top and the the 1554 01:55:13,840 --> 01:55:21,280 ditch runs down and through their property and then it goes up above as 1555 01:55:18,719 --> 01:55:25,040 you're going towards Richland and it's all white top along that ditch because 1556 01:55:23,199 --> 01:55:26,400 it's been carried from that. I mean it is 1557 01:55:25,520 --> 01:55:31,040 » everywhere >> solid 1558 01:55:27,920 --> 01:55:35,040 » by neighbors. Well that property >> we do in Gessie. Yeah, she does have 1559 01:55:33,920 --> 01:55:38,639 that. Um, and >> I know of another couple counties that 1560 01:55:36,480 --> 01:55:39,599 actually charge property they've enforced. 1561 01:55:39,040 --> 01:55:43,440 » Oh, definitely. >> And they charge if you have white top 1562 01:55:41,599 --> 01:55:48,560 where you have >> any of the whatever that's on list. If 1563 01:55:47,199 --> 01:55:51,440 you have that and you're not taking care of it and the county has to come in and 1564 01:55:50,239 --> 01:55:54,320 spray it, yep, you will get charged. >> You get charged. And I think that we 1565 01:55:53,040 --> 01:56:00,159 need to look at that because some of especially white is just nasty. 1566 01:55:56,400 --> 01:56:02,960 » Also have a within some of the water. 1567 01:56:01,199 --> 01:56:06,400 » Yes. Yes. Because you I mean you definitely I mean yesterday everything 1568 01:56:04,159 --> 01:56:10,159 was in bloom and man that white top was in bloom and Russ just was looking up 1569 01:56:08,480 --> 01:56:13,360 there and the following that ditch line and 1570 01:56:11,040 --> 01:56:18,080 » yeah it's no good. You know, Sweden when we visited, I don't know how long ago, 1571 01:56:15,360 --> 01:56:22,080 but uh they have an ordinance that if you have trash in your yards or if you 1572 01:56:20,480 --> 01:56:25,520 have something that's unsightly or something that you know, they have this 1573 01:56:23,920 --> 01:56:29,920 whole ordinance if you don't if you don't take care of it when you're when 1574 01:56:27,199 --> 01:56:32,880 you're notified, then that county or city or whatever goes in, cleans it up, 1575 01:56:31,840 --> 01:56:38,719 and then you're build. >> There is an ordinance of the city to do 1576 01:56:34,560 --> 01:56:42,719 that. And um they I've seen them do it a couple of times and people screamed. 1577 01:56:40,800 --> 01:56:45,679 » Well, they clean it up. Sweden was so clean. I mean, we were just like, "What 1578 01:56:44,239 --> 01:56:48,560 is going on? Everybody takes care of everything. Every yard is pristine and 1579 01:56:47,199 --> 01:56:52,000 everything." They said, "Oh, it's this ordinance. You either do it or you pay 1580 01:56:50,560 --> 01:56:58,159 » every >> Oh, yes. That's exactly exactly. 1581 01:56:56,719 --> 01:57:01,840 » It's just that here. >> I'm going to call a five minute break 1582 01:57:00,080 --> 01:57:08,000 and before we go on to the Okay. >> thingamajig and I'll be right back. It's 1583 01:57:04,400 --> 01:57:13,040 just that here um private property rights 1584 01:57:09,520 --> 01:57:17,440 stop us and I appreciate that >> but then it makes it tough. 1585 01:57:15,280 --> 01:57:24,080 » I was glad the way Jason wrote that article you did a great job. 1586 01:57:19,360 --> 01:57:24,080 » Yeah. But I and so as I'm 1587 02:04:08,960 --> 02:04:14,080 Um, thank you for doing that. 1588 02:04:11,920 --> 02:04:18,040 » Out of recess. Oh, you're welcome. Well, you don't have to thank me. 1589 02:04:19,280 --> 02:04:26,560 » Oh, I thought you meant to call recess. >> Yeah. Okay. 1590 02:04:23,679 --> 02:04:29,679 » Oh, Heidi sent it. Okay. >> All right. 1591 02:04:27,360 --> 02:04:34,000 » Oh, what was Oh, the travel policy review. 1592 02:04:30,159 --> 02:04:39,119 » Okay. So, I had an email from one of the department heads and so I started 1593 02:04:36,159 --> 02:04:41,840 researching it and so in there, so really what I wanted to address today 1594 02:04:40,480 --> 02:04:46,639 was >> anytime we have the three of us need to 1595 02:04:44,960 --> 02:04:48,639 get reimbursed, we have to get the other two done. 1596 02:04:48,080 --> 02:04:52,000 » Oh, yeah. >> But we haven't been doing that. So, 1597 02:04:49,920 --> 02:04:54,080 we're outside of our guidelines. So, >> I marked that, too. 1598 02:04:53,440 --> 02:04:57,440 » So, why >> we have to what? What? 1599 02:04:55,360 --> 02:04:59,440 » So, if you submit a expense reimbursement, Shane and I both have a 1600 02:04:59,040 --> 02:05:04,639 sign. >> Yeah. Oh, both. Not both. Okay. So, 1601 02:05:02,800 --> 02:05:08,400 we're not following that. And so, anyway, there's several places in here 1602 02:05:06,239 --> 02:05:11,040 that I don't I think it just say signature of one commissioner for 1603 02:05:09,599 --> 02:05:14,800 reimbursement to department heads or elected officials and drop out the part 1604 02:05:12,880 --> 02:05:17,920 that says signature of two commissioners for reimbursement to a commissioner. 1605 02:05:16,239 --> 02:05:19,360 » That's a pain. Why? And we're not doing it. So, 1606 02:05:18,320 --> 02:05:22,560 » we're not doing it anyway. >> If it comes back to audit, we're not 1607 02:05:21,280 --> 02:05:27,920 doing it. We're going to get in trouble. >> So, do you have a red line? 1608 02:05:23,840 --> 02:05:33,679 » I do. I just highlighted the yellow. Oh, I just It's um page two. 1609 02:05:32,000 --> 02:05:36,320 » But I don't But mine isn't. >> No, I just highlighted it in yellow. 1610 02:05:35,679 --> 02:05:39,199 » Oh, >> do we need to do that? Just Okay. And 1611 02:05:38,239 --> 02:05:40,960 then present it back. >> Yes. 1612 02:05:39,520 --> 02:05:44,239 » Okay, I can do that. >> Yeah. And then I can look because I I 1613 02:05:42,480 --> 02:05:47,440 like I read through this. >> We don't have like a document of this 1614 02:05:46,000 --> 02:05:50,960 one, right? >> How did you get that? 1615 02:05:48,800 --> 02:05:54,719 » You just by page. Yeah. >> I thought we were talking about the the 1616 02:05:53,760 --> 02:05:58,159 food reimbursement. >> Well, we can do that, too. But 1617 02:05:55,760 --> 02:05:59,840 » and then I read through that. like they're not. 1618 02:05:58,560 --> 02:06:03,119 » So, we can. So, I did some research on that. So, if you guys are in agreement 1619 02:06:01,040 --> 02:06:05,280 with that one, I will change that. >> Yeah. If I can see your changes and then 1620 02:06:04,719 --> 02:06:08,320 we can >> It's just basically eliminating a line. 1621 02:06:07,360 --> 02:06:12,159 » There's five of them. >> Okay. I thought you had Oh, there's five 1622 02:06:10,239 --> 02:06:15,199 different places. It's not just the one then, Shane. There's five different 1623 02:06:13,679 --> 02:06:18,239 places. Three, 1624 02:06:17,360 --> 02:06:20,880 » four, five. >> Yeah. So, I I I would just like to see 1625 02:06:20,159 --> 02:06:25,280 that. Thank you. >> Because it's just Yeah. Anyway. Okay. 1626 02:06:23,599 --> 02:06:31,520 So, I did look, just to let you guys know, I did look at the predium and the 1627 02:06:29,040 --> 02:06:35,119 high cost city allowances for meals. >> I would recommend that we have an 1628 02:06:33,119 --> 02:06:41,199 updated city list that comes from IRS. That's 1629 02:06:39,599 --> 02:06:45,599 what we should do and that should be on file and we it should just be updated 1630 02:06:43,280 --> 02:06:49,280 whenever by and so I can include that the travel policy that this will be 1631 02:06:46,880 --> 02:06:54,400 updated as needed by administrative services. Is that the best way to put 1632 02:06:50,960 --> 02:06:56,960 that? and then they just go pull this and they need it. 1633 02:06:56,079 --> 02:07:02,239 » Okay. >> So then I did some cost comparisons of 1634 02:07:00,000 --> 02:07:07,679 where we're at. So right now we're at $51 a day and if 1635 02:07:05,760 --> 02:07:13,119 we're in a high cost city, which is $66 a day. What's interesting is there's 1636 02:07:09,920 --> 02:07:18,239 like three high cost cities in Oregon. Portland is not one of them. 1637 02:07:15,360 --> 02:07:20,239 » Yeah. I saw Bend, Eugene, Florence, and Seaside. 1638 02:07:18,719 --> 02:07:27,520 » Bend is just new. >> Florence is new. Yeah, those two were 1639 02:07:22,079 --> 02:07:31,119 new. It was Tbook Lincoln City and whatever. Anyway, so that's what 1640 02:07:29,440 --> 02:07:36,880 competition city. 1641 02:07:32,960 --> 02:07:42,639 » So anyway, so I went to the IRS and they were at 74 for non- high and 86 for full 1642 02:07:40,079 --> 02:07:46,719 day rate, which is basically $25. So then I went to the GSA which is the 1643 02:07:44,719 --> 02:07:51,520 general services administration which is lower than the IRS which is kind of and 1644 02:07:49,119 --> 02:07:56,159 it and it details Dutes and Multma counties and Boyisey 1645 02:07:54,320 --> 02:08:01,840 » as high cost around here at the point we might fly. So the 63 and 81 but again 1646 02:08:00,000 --> 02:08:03,760 we're not that far off and I don't know that we need to change it. 1647 02:08:03,119 --> 02:08:08,400 » Okay. >> I I don't know because most of the time 1648 02:08:06,480 --> 02:08:13,199 people are traveling for a conference and wheels are in group. 1649 02:08:10,159 --> 02:08:18,880 » Yeah. I like, okay, just example on this last one. Um, 1650 02:08:15,920 --> 02:08:24,719 when I got there on Wednesday, I had to get my own dinner 1651 02:08:22,159 --> 02:08:29,320 and that and then on the way home, I got my own lunch. 1652 02:08:26,320 --> 02:08:29,320 » They 1653 02:08:29,440 --> 02:08:38,480 stay in a hotel that has breakfast. >> Yes. And so anyway, so um so I mean we 1654 02:08:34,320 --> 02:08:46,000 were less than it was like $12 from the GSA and $15 on the high cost cities and 1655 02:08:43,040 --> 02:08:50,079 so I don't know. I just with our budget and things like that and we don't have a 1656 02:08:47,679 --> 02:08:54,880 lot of people traveling. I just kind of want to make the change 1657 02:08:52,000 --> 02:08:57,280 to remove this and add a note that we would just use the standard IRS license. 1658 02:08:56,960 --> 02:08:59,040 » Yeah. >> Yeah. Okay. 1659 02:08:58,239 --> 02:09:01,760 » I agree with that. >> Yeah. And I think I'm gonna have to 1660 02:09:00,560 --> 02:09:04,800 retype this because we can't find a word out here. 1661 02:09:03,440 --> 02:09:08,320 Everything's a file, right? >> You don't need to retype it. We can 1662 02:09:06,400 --> 02:09:10,320 we'll figure that out. So, you just let me know what your changes are and I'll 1663 02:09:09,679 --> 02:09:11,520 get it. >> Okay. 1664 02:09:11,040 --> 02:09:15,440 » All right. >> Oh, yeah. Just leave it in my Dropbox. 1665 02:09:13,280 --> 02:09:19,520 It's not >> How did we get these? Oh, 1666 02:09:17,840 --> 02:09:22,639 » I had to individually print each. You had to go and I go to print the whole 1667 02:09:21,440 --> 02:09:27,079 thing and I would get an error. So, I went page one, page two, 1668 02:09:27,520 --> 02:09:32,639 » I would work on that. >> Okay. Oh, thank you. So, that's I don't 1669 02:09:31,360 --> 02:09:35,199 know that we need to make a change in government. 1670 02:09:33,360 --> 02:09:38,639 » Yeah, >> I've been surviving in it. Okay. Uh, I'll second. 1768 02:16:53,439 --> 02:16:59,920 I have a motion and a second. Any further discussion on that? 1769 02:16:57,599 --> 02:17:02,000 » Seeing none, all in favor say I. I. >> I. 1770 02:17:00,719 --> 02:17:08,519 carries. >> Oh, you have two and one abstension. Two 1771 02:17:04,880 --> 02:17:08,519 eyes and one abstension. 1772 02:17:09,599 --> 02:17:18,160 » Okay, let's see. So, 1773 02:17:15,200 --> 02:17:23,120 what do So, the Republican caucus came out with a 1774 02:17:21,359 --> 02:17:27,559 proposal to cancel 1775 02:17:27,760 --> 02:17:34,319 or eliminate cut statewide the stiff fund the statewide 1776 02:17:32,639 --> 02:17:39,280 transportation improvement fund for 36 million statewide. Um 1777 02:17:37,840 --> 02:17:43,120 I tal you guys weren't on the call yesterday morning but I talked to um 1778 02:17:41,840 --> 02:17:45,679 Representative Owens about this because he was one of the 1779 02:17:43,920 --> 02:17:49,599 » forgetting every other it 1780 02:17:47,359 --> 02:17:52,639 » yeah. So anyway I just put it on my calendar. So anyway, so 1781 02:17:51,200 --> 02:17:59,760 » I had it on mine, too. >> His comment was, I'll just make this um 1782 02:17:57,439 --> 02:18:04,399 that this was a good faith effort to the Democrats that they can come out of it, 1783 02:18:02,319 --> 02:18:09,679 not raise taxes, they >> and I said, do you understand how this 1784 02:18:06,800 --> 02:18:15,040 affects rural Eastern Oregon when you have when it's, you know, you have no 1785 02:18:12,479 --> 02:18:19,200 rail, you have no Greyhound, you have nothing out here for transportation for 1786 02:18:17,280 --> 02:18:23,040 the lower income frontier communities. I mean, I just I hit every point. Connie 1787 02:18:21,599 --> 02:18:24,319 did a great job of >> helping me. 1788 02:18:23,679 --> 02:18:27,519 » Oh, good. >> Because I I called I was going to I 1789 02:18:26,319 --> 02:18:31,920 fired off, you know, I was getting ready to do my letter to um Representative 1790 02:18:29,599 --> 02:18:34,240 Owens and Senator Nash and Flatty. I mean, everybody that I met, I was going 1791 02:18:33,200 --> 02:18:38,080 to do this and I went, >> "Calm down, Michelle. Callie first." So, 1792 02:18:36,719 --> 02:18:41,200 I called Connie and she helped me with the wording. And I'm still going to send 1793 02:18:39,040 --> 02:18:44,399 an email and if you guys would like, um I can draft the draft the letter and 1794 02:18:43,120 --> 02:18:52,000 have you guys sign it if you want to do that. Okay. Um because um Chris Patnau, 1795 02:18:49,200 --> 02:18:56,800 Judge Patnau also spoke in favor saying, "Hey guys, come 1796 02:18:53,840 --> 02:19:01,040 on. You you are affecting all of us." And um so anyway, so what my my letter 1797 02:18:59,359 --> 02:19:05,519 to them is going to ask, how is it affecting each of the counties in your 1798 02:19:03,359 --> 02:19:08,559 district and how much is it cutting and what all is it cutting? Yeah. And who 1799 02:19:07,439 --> 02:19:13,120 are you targeting? >> You're targeting lowincome families, 1800 02:19:11,120 --> 02:19:16,880 veterans, low income, you know, things like that. I was just hot when I read 1801 02:19:14,880 --> 02:19:20,880 that. And um so anyway, >> disabled 1802 02:19:17,840 --> 02:19:23,439 » disabled. Yeah. So and so anyway, so I have a rough draft of the letter. Um I'm 1803 02:19:22,399 --> 02:19:26,479 going to change the wording just a little bit and I'll get that to you guys 1804 02:19:25,679 --> 02:19:28,880 as well. >> Yes, please. And then 1805 02:19:27,840 --> 02:19:33,760 » I don't know. I'm going to send it to Representative Owens, but I don't know 1806 02:19:30,240 --> 02:19:36,800 because uh Representative Den is the one that kind of that Republican caucus that 1807 02:19:35,760 --> 02:19:42,719 she's >> she's the one that did that. Um, but I 1808 02:19:39,439 --> 02:19:44,399 kind of want our guys to know that we are really against this. 1809 02:19:44,000 --> 02:19:49,439 » Yes. >> And and I know that they canceled EOCA 1810 02:19:47,040 --> 02:19:52,399 for this week. Next week. Oh, they cancelled EOCA for next week. 1811 02:19:50,960 --> 02:19:55,280 » I couldn't get it in the last one. So, I wasn't sure when they were. 1812 02:19:53,280 --> 02:19:58,080 » Yeah. Paul Paul said there was wasn't going to be one. So, anyway, so I'm 1813 02:19:56,479 --> 02:20:02,319 going to try and see if I'll copy the letter and then send it to Paul and John 1814 02:20:00,000 --> 02:20:06,160 and all those other guys. So, try as many as we can on it. 1815 02:20:03,840 --> 02:20:10,479 » And once we see it, if you if you have Heidi send us your 1816 02:20:08,319 --> 02:20:16,399 your coffee then. Yeah, all we have to do is is just say add my signature 1817 02:20:13,120 --> 02:20:20,880 yourself. So anyway, but yeah, so that's where I did a whole bunch of research 1818 02:20:17,920 --> 02:20:25,120 going in. There's something that says because the employee based some of this 1819 02:20:23,040 --> 02:20:29,920 money, a lot of this money is by self employee tax and the employee tax said 1820 02:20:27,439 --> 02:20:32,399 it has to go to transportation. Yeah. 1821 02:20:31,200 --> 02:20:36,160 » So they're trying to take it just put it at ODOT. Just generally put into ODOT 1822 02:20:34,640 --> 02:20:38,800 and so Connie says I don't think they can do that. So, we need to figure out 1823 02:20:37,200 --> 02:20:40,560 exactly which fund they're targeting because there's three funds. 1824 02:20:40,080 --> 02:20:43,840 » Uhu. >> Um, and we have like when I look at our 1825 02:20:42,640 --> 02:20:48,160 budget, there's three different line items, but the payroll tax is the 1826 02:20:46,160 --> 02:20:50,560 biggest one. It's like 200 some thousand dollars that's coming in. 1827 02:20:49,439 --> 02:20:53,359 » So, we need to figure out where that's all coming in. 1828 02:20:51,680 --> 02:20:55,359 » And so, um, >> thank you. 1829 02:20:54,000 --> 02:20:59,920 » She didn't, you know, it's just one of those things. 1830 02:20:57,840 --> 02:21:03,840 » And honestly, if I had not been doing this job, 1831 02:21:01,760 --> 02:21:07,760 » I would not have paid any attention to this at all. And that's what I told 1832 02:21:05,200 --> 02:21:12,160 Connie. I says I and I actually told that too. I says that is something that 1833 02:21:09,840 --> 02:21:14,720 is outside of the legislative process. It doesn't have a house bill. It doesn't 1834 02:21:13,439 --> 02:21:19,520 have a Senate bill. >> I I just I moved. 1835 02:21:16,399 --> 02:21:23,680 » Yeah. And and you literally have to catch it. 1836 02:21:20,960 --> 02:21:29,280 » I mean, you literally just somehow you have to catch it. O N R I and I'm not 1837 02:21:26,080 --> 02:21:32,399 exactly sure it's a natural resource is where this came from 1838 02:21:30,479 --> 02:21:37,120 » originally and I went >> so I just that anyway that's going with 1839 02:21:35,200 --> 02:21:40,560 that. So I will take care of that. >> Um so I would get a letter. 1840 02:21:38,640 --> 02:21:44,560 » The other thing is >> yeah they've got whatever 38 million for 1841 02:21:42,640 --> 02:21:48,880 passenger rail which is probably not enough but then there's a bill and I 1842 02:21:46,479 --> 02:21:52,319 don't know where it's at to pull passenger rail completely away from ODOT 1843 02:21:50,960 --> 02:21:55,840 and create its own >> Yeah. So, so like he his comment was 1844 02:21:54,560 --> 02:21:59,439 that this was their good faith effort that he's probably not going to fly, but 1845 02:21:57,359 --> 02:22:04,960 I don't care. I mean, look at okay, look at the um bill that we thought had gone 1846 02:22:01,520 --> 02:22:08,720 away for TLT. It's back. And so that's where I was um you know, the reallocate 1847 02:22:07,120 --> 02:22:12,160 vacancies. That just means that they're they haven't filled the job. There's a 1848 02:22:10,640 --> 02:22:16,479 bill that we're working on in the public 1849 02:22:14,240 --> 02:22:22,000 safety committee and it's not bad and we have people working on it, but it 1850 02:22:18,800 --> 02:22:27,600 started out as one of the do a study and yeah figure out whatever 1851 02:22:24,399 --> 02:22:33,680 it was for and that's it was a one pager and then they've tagged on to this one 1852 02:22:30,080 --> 02:22:39,200 pager to completely overhaul the CJC and change the granting 1853 02:22:35,439 --> 02:22:42,560 » which may not be a bad thing but if you weren't on committee or 1854 02:22:40,800 --> 02:22:47,520 » right you wouldn't have known it. So one of the is the um the bicycle and 1855 02:22:44,399 --> 02:22:52,640 pedestrian program. So um we get so some of the money that the road gets goes 1856 02:22:50,080 --> 02:22:58,319 into this bicycle like $30,000 every year. So that's some of that would come 1857 02:22:55,760 --> 02:23:01,920 back to us. Then there was one where the litter graffiti abandoned clean up. I'm 1858 02:23:00,720 --> 02:23:04,160 like really seriously >> really how about in Baker County along 1859 02:23:03,680 --> 02:23:09,359 Oda? >> Yeah. Uhhuh. Along the freeway down I5 1860 02:23:07,600 --> 02:23:14,560 and what a mess it is. Is it? >> Oh, it is. It's terrible. Um, 1861 02:23:13,040 --> 02:23:20,720 yeah. I mean, some of these probably is fine, but um, you know, but some of 1862 02:23:16,800 --> 02:23:24,399 these I'm just going No. >> Yeah. Okay. Thank you. 1863 02:23:22,960 --> 02:23:28,479 » Okay. So, the next one's mine, too, I think. Um, 1864 02:23:26,720 --> 02:23:31,920 so Dam. 1865 02:23:29,760 --> 02:23:37,600 » Okay, here we go. >> So, I have a hand out for both. Sorry. 1866 02:23:35,200 --> 02:23:43,200 » Um, thank you. So what I did 1867 02:23:40,160 --> 02:23:46,720 I just going through the budget process there was a line item for Mason Dam 1868 02:23:45,359 --> 02:23:50,960 project >> for the power thing. 1869 02:23:48,080 --> 02:23:53,600 » Yeah. For like 210,000. So I reached it. So when trying to figure out what was 1870 02:23:52,240 --> 02:23:56,000 going on with that because it hasn't changed at all. 1871 02:23:54,560 --> 02:23:59,120 » It hasn't changed at all. And that was one from before I think even you guys 1872 02:23:58,160 --> 02:24:03,280 went. >> Yeah. Nothing has. 1873 02:24:00,880 --> 02:24:09,040 » Yeah. Anyway, so I reached out to uh Jason and he gave me things and he was 1874 02:24:06,880 --> 02:24:14,880 basically told to quit working on it. Um I think our permits have expired, 1875 02:24:10,960 --> 02:24:20,800 anything like that. So um anyway, so if we are not in our lifetime going to see 1876 02:24:18,800 --> 02:24:23,840 that and promote it and all that stuff, do we need that 210 sitting there? Can 1877 02:24:22,560 --> 02:24:26,080 we move it back? >> Yeah, that would be nice. So do we need 1878 02:24:25,600 --> 02:24:27,680 a >> So I think we just do that during 1879 02:24:27,280 --> 02:24:30,000 budget. >> Do it through budget. 1880 02:24:28,479 --> 02:24:34,560 » Okay, I'll do it in my in the budget message. we'll do budget and so but I 1881 02:24:32,560 --> 02:24:37,920 wanted you guys to see because he I also included the minutes the last two years 1882 02:24:36,800 --> 02:24:39,920 so >> um 1883 02:24:38,720 --> 02:24:43,760 » so you guys can >> I don't think this is I've got the file 1884 02:24:42,880 --> 02:24:46,479 in there if you guys >> it's a nice idea 1885 02:24:44,479 --> 02:24:50,880 » I think there's one there's a one upstairs but 1886 02:24:48,560 --> 02:24:53,760 » 200,000 isn't even going to be a match >> $200,000 wasn't going to do the 1887 02:24:52,720 --> 02:24:58,080 engineering >> no on and and nobody's working on it so 1888 02:24:56,560 --> 02:25:02,720 I mean we're not ever really going to do it within the next 10 or 20 So you put 1889 02:25:00,640 --> 02:25:06,880 the thing in, how much power is it going to generate and is it worth doing that? 1890 02:25:05,600 --> 02:25:10,000 And then how's it going to affect habitat downream? 1891 02:25:08,080 --> 02:25:13,120 » How much water can actually go through there at a time when we use it for 1892 02:25:12,080 --> 02:25:16,640 irrigation anyway? >> Yeah. 1893 02:25:13,520 --> 02:25:20,720 » So because I mean how often does it go to nothing? 1894 02:25:18,399 --> 02:25:24,160 » Never. I never see I never see that kind of river not moving. 1895 02:25:22,479 --> 02:25:29,680 » But I mean it but >> but not enough to generate power, 1896 02:25:26,560 --> 02:25:31,120 » right? So that would be July, August, September, 1897 02:25:30,080 --> 02:25:32,960 » and then you got to worry about the water temperature. 1898 02:25:32,160 --> 02:25:36,720 » Yep. >> So anyway, so okay, I will work with 1899 02:25:34,960 --> 02:25:38,640 Christina. We will talk about that for your budget. 1900 02:25:37,280 --> 02:25:41,680 » This is something I've been trying to pawn off to OTAC every once in a while 1901 02:25:40,720 --> 02:25:45,600 when they're not looking. >> They don't want it. 1902 02:25:43,840 --> 02:25:49,200 » Well, I'm younger. Eventually, I'll find somebody that 1903 02:25:47,280 --> 02:25:53,840 » one other note on our budget that she sent out to everybody budgets. You 1904 02:25:51,520 --> 02:25:56,960 notice that the 600 um we took out the vehicle expense because we put it in 1905 02:25:55,840 --> 02:26:00,319 budget. >> It's in facilities budget because that's 1906 02:25:58,640 --> 02:26:05,439 where all of our expenses go. >> No, that okay. It was in there because 1907 02:26:03,200 --> 02:26:08,479 it needs It needs work and it needs it needs 1908 02:26:06,560 --> 02:26:10,800 » it comes out of Dan's budget. That's what Christina says. It comes out of 1909 02:26:09,680 --> 02:26:14,080 Dan's budget. >> So you just put the thing over for Dan 1910 02:26:12,800 --> 02:26:17,040 to deal with. >> That's what she said. 1911 02:26:15,040 --> 02:26:21,240 » Okay. Because Dan to do with it with that vehicle. 1912 02:26:21,600 --> 02:26:26,479 Well, $600 isn't going to cover the train. 1913 02:26:23,840 --> 02:26:32,240 » It's not. And it needs to be get in there and looked at. And um 1914 02:26:29,520 --> 02:26:40,479 the work that was that needs to be done was quoted by um lube oil lube thing 1915 02:26:37,520 --> 02:26:44,800 depot and it was close to 500. So I said 600 for the um because it's going to be 1916 02:26:43,280 --> 02:26:47,760 the road department that actually does that work. 1917 02:26:46,560 --> 02:26:51,280 » It's interesting because you said >> it's not new It's several things 1918 02:26:50,000 --> 02:26:56,160 that they found in there and I didn't trust them. Um, 1919 02:26:53,760 --> 02:27:00,640 I'm sorry, but you know, I mean, I tell my mother the same thing. You never 1920 02:26:58,399 --> 02:27:03,439 you're never okay at the first time. >> Um, you always get a second opinion and 1921 02:27:02,960 --> 02:27:06,560 deal with it >> because she was saying that all the all 1922 02:27:05,040 --> 02:27:09,600 of our vehicles, >> all the maintenance and everything like 1923 02:27:07,680 --> 02:27:14,720 that comes out of Dan's budget. >> I don't see any I I took it to Lubo and 1924 02:27:12,479 --> 02:27:19,520 filter last year to get that done to get it exchanged. I have never there's there 1925 02:27:17,439 --> 02:27:22,880 hasn't been anything that they've I check the oil when I take it on my own. 1926 02:27:22,000 --> 02:27:26,080 I >> if we're just talking about the 1927 02:27:24,319 --> 02:27:31,760 commission mobile why don't we just put it in the commission budget. 1928 02:27:28,880 --> 02:27:34,240 » So I and just clarify I asked the difference because I said so the 1929 02:27:32,880 --> 02:27:37,760 assessors they all have their individual cars and so they because they are 1930 02:27:36,000 --> 02:27:41,359 individually responsible for that car they have to gas it up they or they have 1931 02:27:39,840 --> 02:27:45,920 to change the oil they have to rotate the tires to do all that. Dan does it. 1932 02:27:43,920 --> 02:27:48,319 » No, he doesn't. I have been doing it >> on the Equinox, too. 1933 02:27:47,200 --> 02:27:50,640 » No, just >> just the Cherokee is why that was in 1934 02:27:50,240 --> 02:27:55,760 there. >> Put the G and the money for it in the 1935 02:27:53,760 --> 02:28:00,640 commissioner budget and put the book in our office and call it good. 1936 02:27:58,479 --> 02:28:04,560 » No, the book is fine where it's at. >> Um, you can still reserve it. 1937 02:28:02,319 --> 02:28:09,120 » Yeah, anybody other people have used it. Um, other other departments have used 1938 02:28:06,399 --> 02:28:12,000 it, but nobody else maintains it. I, like I say, I am the one that's been 1939 02:28:10,560 --> 02:28:15,600 doing the maintaining. But if we're going to just say it's our cuz you never 1940 02:28:14,560 --> 02:28:20,080 take it out of account. >> It is. And the I I think planning used 1941 02:28:17,920 --> 02:28:26,479 it one time to go up to the OTC summit up in Anthony Lakes um in 23. I think 1942 02:28:23,439 --> 02:28:29,760 they used it. Uh but the log really is just us. I mean if anybody else needed 1943 02:28:28,640 --> 02:28:33,520 to use it, we wouldn't say no. >> Well, right. But that's what you could 1944 02:28:32,080 --> 02:28:37,680 just get back. >> It's just specific on that one. It's 1945 02:28:35,120 --> 02:28:41,840 just just cher just a cher. >> Right. You could put the Cherokee. 1946 02:28:39,040 --> 02:28:45,600 » The equinox is in the pool. Yeah, you could put the Cherokee in our 1947 02:28:44,319 --> 02:28:47,840 » budget and just run it that way. >> Well, it is. 1948 02:28:46,319 --> 02:28:51,680 » No, I mean it's just separate. >> So then, so that travel and training 1949 02:28:50,080 --> 02:28:55,040 expenses then when we >> So then vehicle expense that should be 1950 02:28:53,680 --> 02:28:58,160 because we're not charging anything to it. 1951 02:28:55,840 --> 02:29:00,720 » So where is it when you get the oil change and all that stuff? Where's that 1952 02:28:59,359 --> 02:29:04,720 going? >> Um that came out of it was the 1953 02:29:02,800 --> 02:29:08,319 commissioner card for the oil change last year. It was Yep. I I had the 1954 02:29:06,720 --> 02:29:14,800 commissioner card and I went and did the the oil change on that. Um, and it was 1955 02:29:12,000 --> 02:29:18,000 also Did we get a charge from Commercial Tire when Oh, no. That was the Equinox 1956 02:29:16,640 --> 02:29:19,760 that you and I were in when we had the flat. 1957 02:29:18,720 --> 02:29:23,920 » You shouldn't have got the bill, >> but no, we didn't. We didn't on that. 1958 02:29:21,840 --> 02:29:29,359 But yeah, I did pay with the with just the card. Now, that's an interesting 1959 02:29:26,640 --> 02:29:34,399 question because blacks and uh Pacific Pride cards are in there and I they they 1960 02:29:32,240 --> 02:29:40,399 go to wherever. I don't know where that it does say commissioner on the I mean, 1961 02:29:37,120 --> 02:29:43,040 it's specific to that vehicle. Um, but it that so then 1962 02:29:41,680 --> 02:29:45,439 » this is a great conversation because we don't know. 1963 02:29:43,439 --> 02:29:46,720 » So then the fuel doesn't come out of of that. 1964 02:29:46,000 --> 02:29:49,120 » No, >> it comes out of the pool. 1965 02:29:48,560 --> 02:29:54,080 » Yeah. >> So, okay. However it works. Um, 1966 02:29:52,720 --> 02:29:57,760 » okay. We'll just figure it out. I'll tell her. It's either got it 1967 02:29:56,399 --> 02:29:59,680 » either or >> either or. 1968 02:29:58,240 --> 02:30:03,600 » I'll have more for you. >> Because then then, you know, if we had 1969 02:30:01,920 --> 02:30:06,880 to include the fuel on that, then we'd have to look at last year's fuel 1970 02:30:04,800 --> 02:30:10,399 consumption to in order to even know what that I'm saying is. And that's I 1971 02:30:09,040 --> 02:30:17,680 think maybe why Christina thought maybe it seemed to 1972 02:30:12,800 --> 02:30:23,520 » it certainly can. Yeah. I I mean if >> we can expand it okay 1973 02:30:21,439 --> 02:30:26,240 » I kind of worry about other departments driving it. 1974 02:30:25,439 --> 02:30:31,760 » So >> yeah the Cherokee is not the Cherokee is 1975 02:30:29,280 --> 02:30:36,160 not in the pool. No. And that's that's the thing is it's not in the pool. 1976 02:30:34,080 --> 02:30:39,439 » We wouldn't deny anybody using it but it is Cherokee. is Commissioner Ray. 1977 02:30:38,000 --> 02:30:44,880 » All right. So, we'll have to Okay, we'll get that fig. 1978 02:30:42,399 --> 02:30:49,040 » I appropriated it and so >> Okay. All right. Good. Well, we need to 1979 02:30:46,800 --> 02:30:52,080 make sure. So, if if the fuel is supposed to be charged to that, then 1980 02:30:50,240 --> 02:30:55,200 I'll go with Christina and Shaylin to make sure that 1981 02:30:52,800 --> 02:30:59,280 » Yeah. Well, it it is charged to that, but it's it's probably charged through 1982 02:30:57,040 --> 02:31:02,720 the it's not charged to our commissioner. It's it's probably charged 1983 02:31:00,880 --> 02:31:07,120 in the pool. >> That card is specific to that vehicle, 1984 02:31:04,960 --> 02:31:11,120 so they would know. Okay. >> So, you could move it over. We'd have to 1985 02:31:08,880 --> 02:31:14,080 bump up our travel expense a little smudging, but 1986 02:31:13,280 --> 02:31:15,280 » we'll see about that. >> Yeah. 1987 02:31:14,479 --> 02:31:18,800 » Okay. >> All right. 1988 02:31:16,640 --> 02:31:22,720 » Well, increase your vehicle expense because your cash 1989 02:31:22,160 --> 02:31:25,439 » Yeah. >> Yeah. Yeah. If it's stay with us, then 1990 02:31:24,160 --> 02:31:27,920 we'd have to figure in all of that stuff. 1991 02:31:25,840 --> 02:31:30,560 » It's going to be worth $600. >> Yeah. Everything 1992 02:31:29,280 --> 02:31:35,760 » knowing that we're going to have at least 500 or so 1993 02:31:31,600 --> 02:31:38,960 » in $600 fuel up anymore. Okay, I'll work with Christina on that. 1994 02:31:37,520 --> 02:31:44,080 So, you may see a change. We were in balance until today. 1995 02:31:42,560 --> 02:31:48,399 » I may have to change some stuff on the juvenile, too. Um, uh, community 1998 02:31:54,880 --> 02:31:58,960 connections. Last week I was nominated as voice chair. 1999 02:31:58,399 --> 02:32:02,640 » Oh, nice. >> Oh, good. Yay. 2000 02:32:00,560 --> 02:32:07,920 » Thank you, Commissioner Sparkle. Um, I did the CIS screening. um for recruiting 2001 02:32:06,000 --> 02:32:12,640 and hiring and bringing people on boarding for new employees and it was 2002 02:32:09,600 --> 02:32:16,720 excellent. It was excellent. Um I I wish you guys could have gone. 2003 02:32:13,760 --> 02:32:22,640 » I thought that I signed up and I did not and then I ended up uh I I testified at 2004 02:32:20,319 --> 02:32:26,880 10. I was the last one to testify on the wolf bill at 10 2005 02:32:24,319 --> 02:32:30,479 » and and I went in there just to make sure that I that I signed up because 2006 02:32:28,240 --> 02:32:33,840 mine looks different than Donny's on the calendar or yours on the calendar and 2007 02:32:32,399 --> 02:32:37,840 and it said you're not signed up for this. Your next opportunity is Clamoth 2008 02:32:35,280 --> 02:32:42,000 Falls and I'm like nope. Okay. >> There was quite a few people there and 2009 02:32:38,800 --> 02:32:43,280 there was a few people from uh Ontario Grand. 2010 02:32:42,720 --> 02:32:44,560 » Nice. >> Yeah. 2011 02:32:44,240 --> 02:32:51,280 » Yeah. >> There was so anyway um and then I'm also 2012 02:32:48,560 --> 02:32:56,960 now on the local area 2013 02:32:53,520 --> 02:33:00,560 mental health partnership >> in addition to you know that was the new 2014 02:32:58,960 --> 02:33:03,680 directions thing is so there's like two or three of the mental health the local 2015 02:33:02,319 --> 02:33:06,880 area mental health departments and so there's like two or three different 2016 02:33:04,880 --> 02:33:11,439 committees and so I'm on that one and so county college is next week 2017 02:33:08,960 --> 02:33:17,560 » um and then we have our community outreach and Jane's going to go to 2018 02:33:13,200 --> 02:33:17,560 halfway so that's all I have 2019 02:33:18,319 --> 02:33:21,280 » Thursday and 2020 02:33:21,760 --> 02:33:25,760 Oh, Friday. Um, I'm gonna I'm gonna be out of town for 2021 02:33:24,880 --> 02:33:28,880 » You're not going to do the natural resource 2022 02:33:26,399 --> 02:33:33,280 » on Friday? No, I saw that. Um, no, I'll be out of town. It's at 1:00. They 2023 02:33:30,560 --> 02:33:38,160 switched it and last last Monday was on Monday. So, um, I'll be I'll be in for 2024 02:33:36,399 --> 02:33:42,080 the Monday, but >> but I have the I have the agenda for 2025 02:33:40,720 --> 02:33:46,240 natural resources right now. I can look at any of it. And 2026 02:33:43,600 --> 02:33:49,439 » when is that? >> Is that this Friday or 2027 02:33:47,760 --> 02:33:51,600 » Yes, this Friday at 1. Yeah. Okay. >> Yeah. 2028 02:33:49,840 --> 02:33:56,880 » Yeah. Health uh health human services is at 8. There's one at 10 or natural 2029 02:33:54,319 --> 02:33:59,600 resources one there's one at 10 and then there's another one at three and then on 2030 02:33:58,560 --> 02:34:01,520 Monday there's >> three must be mine 2031 02:34:00,560 --> 02:34:02,399 » the whole >> Yeah. 2032 02:34:01,920 --> 02:34:07,920 » Okay. >> But I'm not I'm not chair this time. 2033 02:34:05,359 --> 02:34:09,280 » Um HHS is >> okay. 2034 02:34:08,160 --> 02:34:13,680 » Oh, yours on transportation. >> Um I don't know what that is. 2035 02:34:10,640 --> 02:34:18,000 » Me? No, I've got um public safety. >> That's you. That's your comparison and 2036 02:34:15,200 --> 02:34:22,080 your updates and everything. I my dates keep moving. I've got what we just 2037 02:34:19,600 --> 02:34:26,520 talked about of it's not my turn to present for health and human 2038 02:34:27,120 --> 02:34:33,120 for public safety. >> Okay. Oh. 2039 02:34:29,120 --> 02:34:38,720 » Uh so I mean I'll still sit in and then uh you know wedge and all of that. Uh, 2040 02:34:35,840 --> 02:34:41,280 apparently I'm going to wherever the 2041 02:34:39,680 --> 02:34:50,880 » halfway on Tuesday >> on the 13th and then Friday I've got a 2042 02:34:45,040 --> 02:34:54,640 thing I need to testify on for uh the ask for the housing up at halfway. 2043 02:34:54,000 --> 02:34:58,880 » Okay. >> Um, 2044 02:34:56,960 --> 02:35:02,240 other than that, I had a bunch of stuff canceled and switched around again, so I 2045 02:35:01,200 --> 02:35:06,319 don't want that. >> Okay. Um, so is that yours 2046 02:35:05,600 --> 02:35:12,800 » pretty much? >> Okay. I have two updates. One of them is 2047 02:35:08,640 --> 02:35:16,399 that uh so the mobile home at that used to sit at Huitt was moved over to 2048 02:35:14,319 --> 02:35:23,520 Hulcom. The idea was that we would put it up close to the um wellhouse. It's um 2049 02:35:21,120 --> 02:35:29,280 it can't be moved up to the wellhouse at with the current grade and uh that is on 2050 02:35:26,880 --> 02:35:33,520 that road. Uh it's too steep and you know not enough of a gentle incline to 2051 02:35:31,600 --> 02:35:39,840 get it up there. It's settling where it's at. Um, and so the parks is uh I 2052 02:35:37,359 --> 02:35:44,080 was down there yesterday uh for an interview and then some other stuff 2053 02:35:41,359 --> 02:35:50,160 yesterday and um talked about it with Donnie and to move it up there would 2054 02:35:48,240 --> 02:35:54,399 take the road work from the road department who which they're really 2055 02:35:51,359 --> 02:35:59,280 stretched thin right now. Um there's interest uh well let me see it take 2056 02:35:56,960 --> 02:36:05,439 1,000 foot sewer line uh that we'd have to dig and put in 100 foot of both 2057 02:36:02,319 --> 02:36:09,520 electric and um water line which isn't a big deal but um right now it is settling 2058 02:36:07,920 --> 02:36:14,800 to the point that a door popped open it had to be screwed shut and um the inside 2059 02:36:12,560 --> 02:36:18,479 is really nice. I swear when we did the walkthrough last year when John left, I 2060 02:36:16,800 --> 02:36:23,120 thought I had to do the rock walkthrough and I thought, oh, oh, you know, and I 2061 02:36:20,960 --> 02:36:27,040 walked in like, oh, this is really nice. It's really nice on the inside. It's 2062 02:36:24,800 --> 02:36:32,160 single wide, so it would be easier to move, you know, um, than a double, but 2063 02:36:30,240 --> 02:36:37,439 it's still where we wanted it to go. It's just not working. If we were to go 2064 02:36:35,600 --> 02:36:41,840 ahead and do all the work and do the road work, anywhere that we dig up 2065 02:36:39,120 --> 02:36:48,720 there, we have to do a cultural study anywhere. And so then that would also be 2066 02:36:46,080 --> 02:36:53,520 a whole series of stuff like that. There's interest in the valley to 2067 02:36:50,240 --> 02:36:57,120 purchase that and move it um within Richland Valley. And uh 2068 02:36:55,680 --> 02:36:58,720 » because the value we'd have to put it up for 2069 02:36:57,840 --> 02:37:02,240 » Yeah. >> Uh or for sale, can't we? 2070 02:37:01,439 --> 02:37:06,399 » We have to do >> we have to do a Okay. So whatever we 2071 02:37:04,960 --> 02:37:10,000 have to do, I don't know. I've never sold a a trailer house. 2072 02:37:08,000 --> 02:37:14,720 » Work with Dan. He does the uh >> through facilities. He could sell it. 2073 02:37:11,760 --> 02:37:16,960 Okay. Okay, Dan facilities. Thank you. And if you guys are okay with that, then 2074 02:37:16,240 --> 02:37:21,120 I will >> I'm good. It's unless we have to insure. 2075 02:37:19,280 --> 02:37:25,359 » So that just means you don't have place for somebody to live now for your 2076 02:37:23,920 --> 02:37:30,479 part-time person for your maintenance person, they won't live on on site. 2077 02:37:27,200 --> 02:37:35,920 » Nobody can live on site. Well, okay. Not anymore. Since John left that that just 2078 02:37:33,200 --> 02:37:39,520 went away. Um the idea behind it up there would be more of a presence over 2079 02:37:37,600 --> 02:37:42,240 at Hulcom because there's no office over there, right? 2080 02:37:40,399 --> 02:37:47,439 » Down the road. It would be nice to look at the possibility of an office up there 2081 02:37:44,160 --> 02:37:50,560 or a camper that is dedicated to the um the parks, you know, for somebody to 2082 02:37:49,600 --> 02:37:54,319 stay up there. >> Like one of those sheds and frame. 2083 02:37:52,399 --> 02:37:58,160 » You could get a shed. You could get you could do a camper. I mean, you could do 2084 02:37:56,160 --> 02:38:02,880 just a myriad of different things. >> So, will Donna be able to see the 2085 02:38:01,280 --> 02:38:08,399 cameras in her office? >> Yeah. Perfect. 2086 02:38:03,600 --> 02:38:13,280 » Yeah. Yep. So, um so that's that's where I I will follow through with Dan on that 2087 02:38:10,319 --> 02:38:16,960 one. And then um so you have consensus. So 2088 02:38:13,680 --> 02:38:22,640 » yeah, so I attended several of the Baker County Livestock Association uh meetings 2089 02:38:19,439 --> 02:38:28,800 with with ODA for the TMDL >> and the first one was uh just a few just 2090 02:38:25,520 --> 02:38:34,800 bigger livestock only. Um Monday night was uh public uh with ODA and the Baker 2091 02:38:32,479 --> 02:38:38,720 County Livestock Association. It was at the event center. It was in the big 2092 02:38:36,560 --> 02:38:45,920 area. >> I just got There was quite a quite a 2093 02:38:42,240 --> 02:38:52,720 turnout. Um, and there was quite a bit >> of feedback from the ranchers and 2094 02:38:48,960 --> 02:38:55,920 producers this time to ODA and what they are asking and what they're not going to 2095 02:38:54,560 --> 02:38:59,200 be doing, what they are doing and everything else. Good. 2096 02:38:57,040 --> 02:39:00,880 » And so it was really good. >> Not just critics, it was a bunch of 2097 02:39:00,560 --> 02:39:04,960 people. >> Oh, it was a bunch of people. Um, it was 2098 02:39:03,120 --> 02:39:09,200 a bunch of people saying no. And I had to stand up when they started and just 2099 02:39:07,680 --> 02:39:14,319 say you are laying blame on the land owners, 2100 02:39:11,840 --> 02:39:18,000 the livestock owners right now pre-monitoring. 2101 02:39:15,840 --> 02:39:23,200 The monitoring is five years for a reason because they approached it in 2102 02:39:20,640 --> 02:39:26,240 what are you going to do livestock owners to help us get to the desired 2103 02:39:25,439 --> 02:39:32,160 levels? >> Oh and I said yes yes they did. And and 2104 02:39:30,080 --> 02:39:35,359 I said you cannot lay blame on these people. You don't know what the source 2105 02:39:33,520 --> 02:39:39,840 is yet until we have five years monitoring and DNA included in that. You 2106 02:39:37,920 --> 02:39:46,800 don't know what the point source is and you're blaming them before. 2107 02:39:42,479 --> 02:39:51,359 Huge huge feedback. They were railroaded off of their um presentation that they 2108 02:39:49,120 --> 02:39:59,200 did with the Baker County Livestock. skip skip skip and it two hours that um 2109 02:39:56,080 --> 02:40:04,800 that it was it was down to and they keep on saying that we we we say that ODA 2110 02:40:02,319 --> 02:40:10,960 that DEQ doesn't have any um say over ODA that ODA is the is the um is the 2111 02:40:08,240 --> 02:40:14,800 state agency that has the power the DEQ doesn't have power over them but 2112 02:40:12,479 --> 02:40:20,720 everything that they said was like well DEQ said that we have to DEEQ says that 2113 02:40:17,040 --> 02:40:24,560 we have to you know that says ODA says we don't have to sorry 2114 02:40:21,920 --> 02:40:27,760 » ODA says that it's it's up to them and then he kept on saying we are going to 2115 02:40:26,000 --> 02:40:33,280 do this we're going to do that and it was brought to their attention you're 2116 02:40:30,319 --> 02:40:36,560 not doing anything powder basin wershed water conservation district 2117 02:40:34,399 --> 02:40:40,479 » 50 from the >> and all yep and all of these but but 2118 02:40:38,960 --> 02:40:45,520 they're not even going to be doing the monitoring ODA isn't going to they're 2119 02:40:42,399 --> 02:40:50,560 relying on all of these other agencies that are in the DMA 2120 02:40:47,920 --> 02:40:55,280 um that that have to write their their plans and they have to do the 2121 02:40:52,560 --> 02:41:00,080 monitoring. ODA is on there, but they're using these other 2122 02:40:56,960 --> 02:41:06,319 » agencies to do it. So, they're not it's it's totally backwards. 2123 02:41:02,399 --> 02:41:10,720 » Cattleman's stood up. I stood up. >> Even your uh the president uh Jim 2124 02:41:09,840 --> 02:41:15,680 » Jim >> stood up and said, "Okay, this is stop. 2125 02:41:13,520 --> 02:41:18,640 This is you. You've got to stop your presentation because this is what we 2126 02:41:17,520 --> 02:41:21,680 want to hear. We want to hear about monitoring." That's and that's what we 2127 02:41:20,399 --> 02:41:24,560 said. This is all that you should be hearing that you should be talking about 2128 02:41:22,960 --> 02:41:27,439 right now is what you're going to do for monitoring. And they can't even do that 2129 02:41:26,399 --> 02:41:29,520 because they're not doing the monitoring. 2130 02:41:28,000 --> 02:41:33,280 » So Tim is very much working. >> Yes. 2131 02:41:30,000 --> 02:41:39,520 » He did a he's done a lot of um legislative work in the past. 2132 02:41:36,160 --> 02:41:42,880 » So and and and then I'm sure that you received this from Drew Farmer Cous 2133 02:41:42,399 --> 02:41:45,200 County. >> I did. 2134 02:41:43,680 --> 02:41:51,280 » Okay. I love it. I think we should sign on to 2135 02:41:47,840 --> 02:41:56,319 it. So I am in support of this and it's basically that um he's he's a 2136 02:41:53,680 --> 02:41:59,439 commissioner from Kous County. He has an >> I was thinking 2137 02:41:58,080 --> 02:42:03,600 » he has an idea to resolve county deficits by negating the ongoing funding 2138 02:42:01,680 --> 02:42:09,120 challenges caused by measures five and 50. And um the proposal is to require 5% 2139 02:42:07,359 --> 02:42:13,760 state income taxes to return to their counties of origin. This bypasses any 2140 02:42:11,920 --> 02:42:18,720 scaling restrictions caused by measures five and 50 and creates a local benefit 2141 02:42:15,680 --> 02:42:22,800 from increasing local wages. The dollar amounts for each county will be listed 2142 02:42:20,560 --> 02:42:29,200 on the So the dollar amount for Baker County is 1,155,000. 2143 02:42:26,319 --> 02:42:32,800 » So So he says he's having a he's not sure if it go to the legislature or put 2144 02:42:31,760 --> 02:42:35,840 it on the ballot. >> Yeah, because so right now AOC can't 2145 02:42:35,200 --> 02:42:41,280 help him, >> right? Um he says that um 2146 02:42:39,600 --> 02:42:45,920 » has the legislature time. >> Um why did he say AOC is restricted from 2147 02:42:44,240 --> 02:42:49,040 assisting? So that's 2148 02:42:48,160 --> 02:42:51,600 » um let me see. He said >> so I'm going to keep this because I will 2149 02:42:50,640 --> 02:42:55,520 see him >> because this proposal includes a ballot 2150 02:42:53,520 --> 02:43:00,399 measure. >> Uh the AOC is restricted from assisting. 2151 02:42:58,240 --> 02:43:06,160 » No, they couldn't. Okay. So, I would like our county to 2152 02:43:03,680 --> 02:43:09,680 sign on with him and say, "Yes, we are in favor of this." If you two, and if 2153 02:43:08,479 --> 02:43:16,319 you're going to see him at county college, I think that I would I got back 2154 02:43:13,040 --> 02:43:20,960 to him and I said, um, I I I like the proposal that I would talk to you two 2155 02:43:18,960 --> 02:43:24,160 and that uh we would confirm our involvement moving forward. 2156 02:43:22,880 --> 02:43:27,280 » I' I'd sign him. Absolutely. >> You want me to? Yeah, we got to if it's 2157 02:43:25,840 --> 02:43:31,359 a ballot measure, we kind of have to >> Well, it just gives it just gives him 2158 02:43:28,880 --> 02:43:35,359 some ideas. It's the emphasis before the ballot, you know, who's going to help. 2159 02:43:33,520 --> 02:43:39,359 » And you can't. Yeah, before if we're in agreement before the ballot measures 2160 02:43:37,840 --> 02:43:42,640 written and prepared. That's okay. >> Well, that's what he's asking for is who 2161 02:43:41,040 --> 02:43:45,200 is with me if he goes through all of this work to do. 2162 02:43:43,439 --> 02:43:49,200 » I was going to take that in and talk to Carrie about it and I haven't had 2163 02:43:47,279 --> 02:43:55,040 chance. Do you want to do it or >> I don't have time today. Like I say, I 2164 02:43:50,720 --> 02:44:01,120 have meetings from noon to 5. So, um, why would you talk to Krie? 2165 02:43:58,560 --> 02:44:05,279 » Why would you talk to Krie about it? >> He's been doing it for all these years 2166 02:44:03,600 --> 02:44:07,279 just to see if >> But this is state level coming back to 2167 02:44:06,880 --> 02:44:10,880 us, >> right? But he knows Carrie knows the 2168 02:44:09,040 --> 02:44:14,960 laws on it. It's just >> on me. We changing major five and 50. 2169 02:44:13,359 --> 02:44:18,080 » Well, ask just ask him if he thought it would work and then 2170 02:44:16,800 --> 02:44:20,720 » I'm not going I'm >> we don't have to do it today. I can do 2171 02:44:19,920 --> 02:44:26,240 it if you want. >> Yeah. because I don't know what it needs 2172 02:44:23,439 --> 02:44:27,840 because it doesn't really say >> it doesn't say what the funds would be 2173 02:44:27,439 --> 02:44:32,800 used for. >> I think at this point I would like to 2174 02:44:29,680 --> 02:44:35,600 say yes we are behind you but we need the details and then we're going to see 2175 02:44:34,319 --> 02:44:39,680 more of those details and we want to know more down the road. 2176 02:44:37,040 --> 02:44:44,319 » Okay. I will do that. Um I'll get back to him today and and uh look at that. 2177 02:44:43,120 --> 02:44:48,880 » Um >> we have too Yeah. As quickly as 2178 02:44:47,200 --> 02:44:53,840 possible. Since our last session I went to that AFRC meeting. Um lot of good 2179 02:44:51,680 --> 02:44:58,800 came out of that. Like you heard today I am getting a coalition of timber um 2180 02:44:56,399 --> 02:45:03,399 industry together. There is a small mill. There is a small um 2181 02:45:05,120 --> 02:45:11,439 » no uh kiln >> for lumber that is within our county. We 2182 02:45:09,520 --> 02:45:14,640 have timber companies and everything else. And I'd like to bring them 2183 02:45:12,479 --> 02:45:19,040 together so that we can uh get with the forest service and we can start moving 2184 02:45:16,319 --> 02:45:25,200 forward because uh region six Jackie Buchanan's goal is not 25% as per the um 2185 02:45:23,359 --> 02:45:31,680 executive order from the Trump administration but it is over 30% by 2186 02:45:28,240 --> 02:45:35,760 2027. So hers is more ambitious in in region six with us. 2187 02:45:32,640 --> 02:45:40,720 » Does that help our wershed? >> Yeah. Uh there's a lot of stuff on that 2188 02:45:38,399 --> 02:45:43,840 just so so the watershed is through the comment period right now. Just so you 2189 02:45:42,479 --> 02:45:48,800 guys know, I can just touch on that real quick. It is through the comment period 2190 02:45:45,520 --> 02:45:54,960 right now and um so I'm waiting for confirmation uh that we will be in um 2191 02:45:52,560 --> 02:45:57,680 the the end conversation of all comments and everything like that so that we can 2192 02:45:56,560 --> 02:46:03,439 move forward. >> Um and then on um Yeah. So I'll I'll 2193 02:46:02,319 --> 02:46:08,399 sorry I got >> No, no, no. It's okay. It's okay. Um, 2194 02:46:06,240 --> 02:46:14,000 let's see. Went out and had the cleanup at uh the wigwam. People turned out. It 2195 02:46:11,520 --> 02:46:17,840 was It was a good turnout. We had a lot of stuff to clean up. And then um 2196 02:46:16,000 --> 02:46:21,359 » articles in Health Canyon Journal. >> Oh, good. Good. Yep. I'll have to. So, 2197 02:46:19,520 --> 02:46:24,240 you guys saw that Debbie Lawrence was there. So, we were able to burn some 2198 02:46:22,560 --> 02:46:28,399 piles and the neighbor was there and he's like, "Can I burn too?" And so, 2199 02:46:26,960 --> 02:46:32,080 everybody all together. It was really great. Um, neighbors were bring one 2200 02:46:30,640 --> 02:46:38,080 neighbor brought over his little tractor and was doing stuff. So, it's so nice. 2201 02:46:36,560 --> 02:46:42,560 Um, and let's see, did it do we had an 2202 02:46:40,640 --> 02:46:47,600 ENRACH meeting covered a bunch of the the natural resource issues and the 2203 02:46:44,720 --> 02:46:53,279 watershed and all of that. Um, I testified on the wolf. Uh, there was 2204 02:46:50,000 --> 02:47:00,319 actually there was Burk Meer from uh, WA County. He was in tears. Uh, 2205 02:46:56,479 --> 02:47:05,680 » no, his son. Um, and uh, Tom. >> Yeah, Tom. Tom. 2206 02:47:01,279 --> 02:47:11,840 » Um, he was in tears. Uh they had had at that point that morning he said around 2207 02:47:08,560 --> 02:47:16,720 five depradations from um a pack that >> Todd was talking about that yesterday. 2208 02:47:13,359 --> 02:47:22,160 » Yeah. And and his wife his oh his wife got on. She was great. And then Lake 2209 02:47:18,960 --> 02:47:27,279 County Commissioner got on and he he's from uh he our wolf traveled all the way 2210 02:47:24,880 --> 02:47:33,359 down depreated and then hit their county and he was reduced to tears and put up 2211 02:47:29,920 --> 02:47:37,760 the agri stress stress help line number contact for people very very emotional 2212 02:47:36,160 --> 02:47:45,279 and like I say I was the last one to >> Was that Barry or or I don't I don't too 2213 02:47:42,080 --> 02:47:51,520 much up here. Um I had Tri County quarterly uh board meeting uh that was a 2214 02:47:48,479 --> 02:47:57,120 good meeting. Um moving forward they Shondaanda uh has 2215 02:47:54,479 --> 02:48:01,760 secured close to 2 million for treatment on the fire areas. 2216 02:47:58,960 --> 02:48:07,920 » Yeah. So that's all working and then due to our status of um 2217 02:48:06,399 --> 02:48:13,760 audits um BLM is there was a big discussion 2218 02:48:11,680 --> 02:48:20,080 about 50,000 that's supposed to go to Baker County weed. It's going to have to 2219 02:48:16,000 --> 02:48:26,479 be modified to go through uh Tri County in order to receive that. And that was 2220 02:48:23,359 --> 02:48:29,520 for some of the the fire areas as well. >> So getting close. 2221 02:48:28,080 --> 02:48:33,120 » Okay. because that's that's a conversation within a few of the 2222 02:48:31,840 --> 02:48:35,680 committees and >> they have everything that they need at 2223 02:48:35,120 --> 02:48:38,160 this point. >> Okay. 2224 02:48:36,240 --> 02:48:40,160 » Believe listening to Christina. Um they have everything they need. So it's in 2225 02:48:39,279 --> 02:48:44,000 their Okay. >> So she's submitted everything to them at 2226 02:48:42,160 --> 02:48:48,080 the >> for 21 22 23 2227 02:48:47,520 --> 02:48:51,439 » 21 >> just 21. Okay. Okay. 2228 02:48:49,920 --> 02:48:56,000 » I'm just doing one year at a time. >> Yeah. Okay. 2229 02:48:52,319 --> 02:48:59,120 » She's hoping by the end of this year calendar here. Okay. to have another 2230 02:48:58,240 --> 02:49:04,240 one. >> Uh so, uh I on Monday I went out with 2231 02:49:02,160 --> 02:49:09,359 Luke from um the road department. We went out to the Bert River crossing um 2232 02:49:06,560 --> 02:49:12,640 where a bridge was taken out and people have just crossed through it to get up 2233 02:49:10,800 --> 02:49:17,439 to their mines and everything. It it connects to Clark's Creek and 2234 02:49:15,279 --> 02:49:21,439 » he's talking about that's what they're going to build that with they're going 2235 02:49:19,200 --> 02:49:25,200 to build that bridge, right? No, no, there's not going to be any bridge that 2236 02:49:22,960 --> 02:49:30,960 it's BLM removed that bridge, but it's but it it's county road up through it. 2237 02:49:28,319 --> 02:49:33,840 So, what they did is in the past when the water goes down, you can just ford 2238 02:49:32,399 --> 02:49:37,760 it. you can go through and then you hook up and everything and you go through. 2239 02:49:35,439 --> 02:49:43,279 And then uh years ago, road department came in and they put boulders upstream 2240 02:49:39,680 --> 02:49:46,319 and that caused holes behind it and things moving and everything. And now 2241 02:49:44,720 --> 02:49:51,760 under high water where we were standing yesterday, note that it's not as high as 2242 02:49:49,279 --> 02:49:56,800 what I you know like years where it's like last year when it was flooding it 2243 02:49:53,120 --> 02:50:00,479 was over the road. Um it it's you can't see into it though. So mine you can't 2244 02:49:58,720 --> 02:50:05,200 tell where the if there's a boulder or not if you were to fort it. So, I will 2245 02:50:02,880 --> 02:50:09,920 go back up when the water is down, but the road department is looking at um 2246 02:50:07,439 --> 02:50:13,840 just placing maybe some concrete railroad ties that were taken out that 2247 02:50:11,520 --> 02:50:18,319 that you see in piles here and there. Maybe utilizing those and placing them 2248 02:50:16,800 --> 02:50:20,960 as like an underwater >> Oh. 2249 02:50:18,720 --> 02:50:25,040 » type, you know, thing. I don't know. But >> isn't that the one that he wanted the 2250 02:50:22,640 --> 02:50:27,359 pressure for that? Wasn't that the Clark? 2251 02:50:25,680 --> 02:50:30,720 » That's Clark's Creek. But this is Burnt River Cross. This is on Burnt River and 2252 02:50:29,200 --> 02:50:34,800 it connects to Clark's Creek. >> Okay. All right. That's one way of going 2253 02:50:32,560 --> 02:50:38,960 in or this way and it's shorter this way for the miners. Two of the miners are in 2254 02:50:36,640 --> 02:50:44,880 their early 80s that forge this river and go up to their mines. So, and then 2255 02:50:42,160 --> 02:50:50,479 so on the way back we were talking about um Highway 30 in the trash and Luke 2256 02:50:47,359 --> 02:50:55,680 right now is in talks with the prison and getting that agreement back in place 2257 02:50:53,279 --> 02:51:00,479 with the prisoners to clean it up. Um there was a few questions. I called the 2258 02:50:58,479 --> 02:51:06,960 sanitary service while we were in the vehicle together. Stephen got back to um 2259 02:51:04,399 --> 02:51:12,000 to both of us and so that's moving forward. The the road department is 2260 02:51:08,720 --> 02:51:17,680 going to provide the safety signage saying that there's work going on and 2261 02:51:14,319 --> 02:51:22,880 the bags and um then there was a question of disposing and it and then I 2262 02:51:20,640 --> 02:51:26,560 left that with Stephen and Luke of disposing the full bags to the 2263 02:51:25,040 --> 02:51:29,920 » Yeah. And typically there's not a fee for that either, Stephen says. 2264 02:51:27,680 --> 02:51:33,359 » Correct. Correct. So that's and that was that was part of our discussion. So that 2265 02:51:31,760 --> 02:51:38,640 we should be seeing that agreement very soon and getting that done because that 2266 02:51:35,520 --> 02:51:42,240 was a 10year span that that had that agreement had lapsed. 2267 02:51:40,000 --> 02:51:45,760 » Uh yeah, I talked uh shoot I can't think of her name at the prison and she said 2268 02:51:44,240 --> 02:51:51,279 that she was working with Luke and I hadn't heard back from Luke and I hadn't 2269 02:51:48,319 --> 02:51:54,479 checked on the disposal. So thank you. >> Yeah. So, it just happened that we were 2270 02:51:53,120 --> 02:51:56,800 in the car and he goes, "Oh, I have some I have some questions about this." 2271 02:51:56,319 --> 02:52:06,000 » Yeah. >> Um, so, uh, uh, today I have, uh, 2272 02:52:01,680 --> 02:52:11,040 several meetings, uh, with potential EDC type stuff that that, uh, 2273 02:52:09,120 --> 02:52:16,560 hopefully will happen within within the county with different entities that I'm 2274 02:52:12,880 --> 02:52:23,439 meeting with today. Um uh and then uh I have powder base and 2275 02:52:20,800 --> 02:52:28,399 TMDL tomorrow that's with all agencies and that's a zoom 2276 02:52:25,680 --> 02:52:35,279 » and then of course you you said the natural resources and then going forward 2277 02:52:30,479 --> 02:52:41,760 to for or the legislative on Monday >> and then I have Bick in the Grand on the 2278 02:52:38,640 --> 02:52:49,120 13th and then the new directions the 14th we have the comp board 2279 02:52:45,279 --> 02:52:56,479 15th um TLT and that's when the Court Street Plaza 2280 02:52:52,720 --> 02:52:59,120 and one request from >> um from Chris 2281 02:52:58,479 --> 02:53:05,840 » Christopher >> Christopher is going to be there. Um and 2282 02:53:03,359 --> 02:53:12,640 then going towards our next meeting the 19th 20th 2283 02:53:09,120 --> 02:53:17,520 um EDC is on the 20th and then we go into our meeting and uh and then I have 2284 02:53:15,920 --> 02:53:21,760 a partner meeting out there at the chamber after our 20 our session on the 2285 02:53:20,640 --> 02:53:24,640 21st. So, >> okay. 2286 02:53:22,560 --> 02:53:27,120 » Um, I forgot to say we have a new superintendent. 2287 02:53:26,479 --> 02:53:30,399 » Oh, >> and what's Tyler Clark? 2288 02:53:29,200 --> 02:53:32,560 » Tyler Clark. >> I don't know. 2289 02:53:30,800 --> 02:53:38,240 » He came he comes up to the he was the security officer 2290 02:53:33,680 --> 02:53:42,720 » and he did so it's just now public. Um, also just quick followup the dispatch 2291 02:53:40,720 --> 02:53:44,720 agreement between for fees between Pioneer and the county. Do we have that 2292 02:53:44,479 --> 02:53:46,640 yet? >> No. 2293 02:53:46,240 --> 02:53:51,680 » Why not? >> Who's doing that? Jason's work on Kim 2294 02:53:49,920 --> 02:53:55,760 and I've heard of that. >> And so then do we have the one the 2295 02:53:53,680 --> 02:54:00,080 agreement between the city and the pioneer for the ambulance? 2296 02:53:57,760 --> 02:54:02,160 » Um I don't know >> because you said you follow those two. 2297 02:54:01,840 --> 02:54:05,920 Thanks. >> Well, yeah, but the agreement between 2298 02:54:04,399 --> 02:54:09,600 Pioneer and the city, doesn't it? >> It does affect us because we are in 2299 02:54:07,279 --> 02:54:13,760 charge of the ambulance district. So I feel that we should have that on record. 2300 02:54:11,600 --> 02:54:17,920 Well, when they get it done, I'll get a copy of it, but I don't have any 2301 02:54:16,080 --> 02:54:23,200 mechanism to push that to get it done. It's between a private entity and 2302 02:54:20,720 --> 02:54:27,200 another >> practice because I think we should 2303 02:54:25,439 --> 02:54:29,840 before they do anything, we should be having that done 2304 02:54:28,720 --> 02:54:31,920 » and we should have before we start charging the fees, we should have that 2305 02:54:30,880 --> 02:54:35,840 agreement in place as well. >> Charging what fees? 2306 02:54:33,439 --> 02:54:40,399 » The dispatch fees. We need to have that in place before we start charging the 2307 02:54:37,520 --> 02:54:44,240 fees July one. And then we need to have the ambulance. We need to have that in 2308 02:54:42,720 --> 02:54:48,240 place. That's our 2309 02:54:47,040 --> 02:54:50,560 there's two agreements that we need right now with find it. 2310 02:54:49,439 --> 02:54:56,000 » Yeah, we need to get it done. >> But the one agreement hasn't got hardly 2311 02:54:54,160 --> 02:54:58,800 anything to do with the county. It's it's the backup for 2312 02:54:57,600 --> 02:55:02,319 » but it does have to do with the county because we are the people that are in 2313 02:55:01,200 --> 02:55:05,760 charge of the ambulance, >> right? So, it is in charge because we 2314 02:55:04,319 --> 02:55:10,399 need to make sure that whoever has that contract is doing it legally. If you're 2315 02:55:09,040 --> 02:55:14,880 out there doing an ambulance, we need to make sure that they're doing it under 2316 02:55:12,560 --> 02:55:17,040 Pioneer, not on their own. And that's why I feel that we need to have that, 2317 02:55:16,560 --> 02:55:21,040 » right? >> Why did the fire department come here 2318 02:55:18,880 --> 02:55:24,960 when that incident happened? >> They follow every ambulance.
