[0:00] is now in session. [0:05] » Dear Father in heaven, thank you for being here with us today and thank you [0:08] for keeping your hand of guidance over each and every one of us as we work to [0:13] lead here. Thank you for the springtime that you've brought uh our communities [0:17] and our valley. Once again, as I always ask, guide our words, our thoughts, and [0:21] our actions in Jesus name. Amen. >> Amen. [0:26] I pledge allegiance to the flag of the United States of America and to the [0:32] republic for which it stands, one nation under God, indivisible, with liberty and [0:38] justice for all. [0:42] » There's a stain on the flag. [0:46] » I think it's just [0:58] That fix it. >> I had to rearrange furniture. [1:03] » Oh, I can't. [1:06] The table always keeps moving back. >> I just did it that way. [1:12] » My diet isn't going that well. All right. Um, do we have any changes to [1:20] the agenda or adoptions? I don't think we do. [1:25] All right, let's go with citizen participation. This is for anything [1:30] that's not on the agenda. I saw Mr. Sappington coming up the hallway, so I [1:37] thought we were going to have a taker. [1:43] » Yeah. My name is Arthur Sappington. I live at 3055 [1:49] 10th Street, apartment I. I'm here representing the uh Snake River Music [1:54] Gardens, uh which is a 501c3 [2:00] uh environmental program watershed for all of the Snake River drainage from the [2:07] headarters all the way to the Columbia River. [2:10] Uh what I'm here to talk about today is what has happened in the last 100 days [2:16] of uh from the White House and how it affects [2:22] uh the coordination programs that that we're doing for watershed management [2:28] within both public and private lands on on uh the uh watershed of the Pow River [2:36] drainage with the Pow River Wershed Council. [2:41] Uh there are three executive orders and one supreme court case that are [2:46] pertinent to what is happening at the county level and state level. The state [2:52] has totally ignored all the three executive orders and the supreme court [2:57] case. Supreme Court case is from uh 2024 and that's the one that I wrote the [3:07] essay on the last time I was here doing a presentation on the Snake River and [3:13] the Blue Mountain Forest plan revision. So I won't go over that other than the [3:19] fact saying that that has resulted in the u [3:27] the executive order 14225 which deals with the forest timber [3:35] management >> for the timber harvest primarily and the [3:39] wildfire uh inter agency funding emergency funding for wildfires and [3:45] such. that's that directly affects us for both [3:49] our public and private lands within the county. [3:54] Then the other two uh executive orders is 14168 [4:00] and 14151. [4:04] 168 deals with title nine uh distinguishing between biological [4:13] uh what is a biological male and female and what is uh gender what they call [4:21] gender determination. It distinguishes that for that [4:27] title nine as well. Then the other one uh 141 [4:34] 51 deals with DEI [4:39] and that deals with all of the racial issues and all of the urban primarily [4:45] urban uh social justice, environmental justice and all that stuff within urban [4:53] uh growth boundaries particularly for this state. [4:57] Uh so and one of the things is is the for the county is the fact that DLCD's [5:09] strategic plan from 2023 to 2031 is going to have to be scrapped and [5:16] completely redone. The state is yet to address that issue for the four parts of [5:22] that plan. The first two uh deal with the uh the two executive orders uh of [5:30] the DEI and and title title nine. Uh what that has to do in the strategic [5:38] plan as what I've been arguing with for years that it it didn't and now that is [5:45] clarified and it's going to be addressed. Okay. Now, uh, my wife is [5:50] going to bring up the other work that we're doing that we presented also [5:56] earlier that has to do with the food program within the local uh, farm to [6:03] market within the county. So, >> okay. And we need to keep this [6:16] » until 10 after. >> I'm Linda Sappington, 305510th Street, [6:22] Unit I, Arthur's wife. We're presenting a program. We've already sent it to [6:29] Washington DC to the Department of Health and Human Services. It's called [6:36] Maha Make America Healthy Again Farms and Ranches. And the idea is that any [6:42] farm or ranch that wants to can become an education center for making America [6:48] healthy again because what happens on the ground, the food that's grown, the [6:53] cooking that's done, the food that's preserved, the education that's passed [6:57] on to our youth, that's what's really going to make America healthy again. We [7:03] sent a 13page paper to Washington. But we're here in Baker County turning it [7:09] into a book, a little booklet, a handbook that we can hand to any rancher [7:14] or farmer that's interested in becoming part of the program. And when the book [7:18] is published and printed locally, uh, we'll bring a copy to the commission. [7:24] » Well, I'd like to say it. >> Thank you very much. [7:27] » Thank you. >> Thank you. [7:29] I I I was going to let Art know that I I have addressed the uh executive order [7:34] for the timber increase. Uh I attended the uh annual meeting for the American [7:39] Forest Resource Council. Uh Chris French was there, region six uh forester, [7:45] Jackie Buchanan, >> uh amongst many others. And uh that was [7:50] the the big topic. and and to look beyond your merchantable timber to the [7:56] smaller timber the mess that we have uh throughout the wa Whitman and utilizing [8:01] that timber. So looking at um laminated beams and different things like that for [8:06] usage and uh a timber coalition is being formed by me uh within the county so [8:12] that we can push that forward. Jackie Buchanan's uh target for uh the 25% [8:18] increase is actually over 30% by 2027 instead of five years for region six. So [8:25] just to let you know that I uh have been uh in the works on that. So we'll see [8:32] what we get. and to let you know outside that you brought that up. I've also [8:38] contacted the local BLM office >> and they have to with the forest service [8:45] were setting up for the distinction between the BLM and the forest service [8:50] for the mineral estate. >> Yes. Yes. I read a Yeah, [8:55] » their their old memorandum of understanding is out the [9:02] door. >> Yeah, Jan Alexander just uh sent a [9:05] really good letter to um to Washington about uh the Forest Service uh the BLM [9:12] taking over the permitting process and things like that because they are more [9:15] streamlined in the Forest Service for the mining and extraction, mineral [9:18] extractions and things like that. Okay. [9:23] » We're trying to set up through the St. C gardens a meeting with the BLM [9:30] supervisor and the poor supervisor as it pertains to that [9:36] at the local level because Washington has already contacted them. [9:43] » There's a huge curve. >> Well, call me. Yeah, because we're under [9:47] a time restraint. um contact me and you know about any of this stuff in [9:52] including that because we're looking at uh possibly having Brooke Rollins here [9:56] to Baker County if we can get her here. So for your book and the farm uh food [10:01] and and things like that is important. So [10:03] » yeah, >> contact me. [10:05] » All right. Anyone else have anything for citizen participation? [10:12] » No one online. All right, seeing nothing, let's go to [10:18] uh review and approval of the minutes. We have minutes for March 12th, April [10:23] 2nd, April 16th, and April 21st. >> March 12th look fine. All those [10:30] revisions and >> yeah, it actually did actually must have [10:34] seconded the motion because you were talking about it. The only thing I can [10:37] see. >> Yeah, I thought that but [10:39] » so verified it. So, >> okay. I move to approve the um minutes [10:43] of the uh special commission session for March 12th, 2025. [10:47] » I'll second a motion and a second. Any further [10:52] discussion? Saying none. All in favor say I. [10:55] » I. >> I. Motion carries. [10:58] » April 2nd. Same. >> I didn't have anything. Okay. [11:00] » No. Um I'll move to approve the commission session minutes from April [11:04] 2nd, 2025. >> A second. [11:07] » Have a motion and a second. Any further discussion? [11:10] Seeing none. All in favor say I. >> I. [11:13] » I. Motion carries. >> April 16th. That's great. [11:19] » Yeah. >> I'll make a motion to approve April [11:23] 16th, 2025 uh session minutes. >> I'll second. [11:27] » I have a motion and a second. Any further discussion? Seeing none, all in [11:33] favor say I. >> I. [11:34] » I. Motion carries. >> And same thing with the 21st. All right. [11:39] I'll make a motion to approve April 21st, 2025 [11:43] commissioner session minutes. >> A second. [11:46] » Have a motion and a second. Any further discussion? [11:51] Seeing none, all in favor say I. >> I. [11:53] » I. Motion carries. >> All right. On to scheduled business. [11:59] Facilities, come on up. [12:10] timing isn't realistic. [12:14] » The timing isn't realistic on there. >> If he says everything's great and it's [12:18] fine and walks out, >> everything's fine. See you later. Look, [12:22] we're back on track. >> I will try to keep it brief. Thanks for [12:26] having me. So, um, this is a the department updates are kind of an [12:30] opportunity for each of the department's elected officials to come in and just [12:34] give the the public and the commissioners a kind of a quick, uh, [12:37] preview of where we are and where we're headed with things. Um, so the county's [12:43] facilities department is a general fund department um that currently consists of [12:48] 3.75 um, FTE. Um our central operations are here in the courthouse and uh we [12:55] have an annual operating budget of just a little over a million dollars. Um the [13:00] some of the locations that we um take care of which includes all county owned [13:05] property, some rented leased as well. Um but some examples of that of course are [13:10] the county courthouse here, our justice uh center jail, parole and probation [13:15] offices, juvenile office, health department, um weed department/emergency [13:20] management um storage facility over on Bridge Street, um some additional [13:25] storage on 13th Street. And then we help um our special funds with their uh [13:30] buildings and locations as well, which include things like the road department, [13:33] museums, parks, and fair. Um we cover all aspects of the county owned [13:39] structures. Um so some examples of that would include exterior uh components [13:44] which are like roofs, siding, doors, windows, locks, that sort of thing. Um [13:49] interior components, everything from floors, walls, paint, trim, uh plumbing, [13:54] electrical, and HVAC issues. And always get the question HVAC, which is heating, [13:58] ventilation, and air conditioning. um life safety components, fire systems, [14:03] security uh systems, elevators, backflow um devices and all that. Um we also uh [14:10] provide in-house all of our janitorial and maintenance um for our um facilities [14:16] which include um or which provides you know safe sanitary conditions not only [14:23] for for our employees um folks confined in the jail but also the public. And [14:28] that includes over 60 uh toilets, over 60 sinks and 10 urinal. So that's always [14:34] a lot of a lot of business busyness. Um we we also in house cover all the [14:40] grounds maintenance uh needs for for our location. So this includes, you know, [14:44] lawn maintenance, weed abatement, irrigation systems, tree care, and our [14:49] walkways, parking, and pathways. Uh we address striping, resurfacing, and snow [14:54] and ice mitigation. So there's always lots of work to do there. Um we also are [15:00] tasked with long-term secure storage of documentation and document uh uh [15:05] destruction and and that process. Um a few examples of some of the projects [15:11] we've had going or currently working on or going to be taking on um here at the [15:17] courthouse. Uh completed project was last fall repaving the west drive um and [15:22] entrance uh area to the courthouse here. It involved tree removal base prep by [15:26] the road department for the paving and then once it was completed the [15:30] restriping and um markings. Uh we're continuing to work on the remodel of our [15:35] tech area expansion and planning department move which is down in the [15:38] basement area kind of encompassing an area that the water masters used to [15:42] utilize and then some additional storage. uh with uh completion slated by [15:47] the end of this budget year um for phase one being the planning and tech moves [15:52] and then we would be able to take on the second phase of that which is rehabbing [15:56] the existing tech space to enlarge our server room capacity and make their [16:00] space a little more usable. Um, and then upcoming we're going to be working on a [16:05] new transaction window for circuit court um and a hardening of their entryway to [16:11] to be more compliant with their safety and security concerns up there. Uh, at [16:15] the Justice Center, we put in new stainless steel countertops on [16:18] everything out there. Uh we completed a repaint of all the exterior and we're [16:23] continuing to work on um their emergency operation addition which is about a 3500 [16:29] square foot edition that um is in the final phases of engineering [16:35] and design and should be going out for bid sometime hopefully later this month. [16:40] um special fund projects. We did uh we [16:43] completed we being the road department and the [16:47] facilities department completed the foundation for the road department's uh [16:50] 9,000 foot storage building replacement. Um and we're about to uh get started on [16:56] repainting the weed building and EM building over at 13th Street Storage. So [17:02] uh we also participate in uh several departmental specific activities [17:07] throughout the year that require our um services and couple of examples of those [17:11] are securing and transporting mailing for elections and for taxation purposes. [17:16] And we also participated in in a couple of community projects that were centric [17:21] to the uh courthouse here location and that was the operation green light and [17:26] uh which was a recognition of veteran services to our country and uh the [17:30] Oregon gold star family memorial event uh which was also hosted here at the [17:34] courthouse and it was uh coordinated by Rick Lori our veteran service officer. [17:38] So overall, we have a very busy um schedule, but it's been a successful [17:43] year for us and we're looking forward to uh another non-stop um busy year ahead [17:49] of us. So that's kind of a few things in a nutshell from our world. [17:53] » I just want to say that I think your department is amazing. You do a fabulous [17:58] job with the 3.75 of what all you cover. I think you do an [18:03] amazing job and you guys, somebody is always around and I appreciate that. [18:06] » Wonderful. Thank you. And that's a big shout out to my team as well. I can't do [18:10] it without the folks on on my team. So >> they take all the flies out of my [18:13] office. So that's a good thing. >> Yeah. [18:16] » If anybody knows up in the clock tower, there's a lot of flies and so [18:20] » they build up this time of year. >> Yeah, definely. [18:24] » That's the one thing I remember about that room. [18:27] » You do you do good work and and you have a terrific staff. you you do a good job [18:33] you picking and the and doing the hiring because they're dedicated and and I I I [18:39] like every one of your your team >> always quick and friendly and get the [18:44] job get the job done. >> Well, thank you very much. Appreciate [18:47] the time and >> yeah, we appreciate all that you guys do [18:50] for us and I will pass that on to him because again with without my team of [18:54] folks I I certainly can't do it all. >> Thanks, Dan. [19:03] Whitney, I'll ask him about our thermostat later. [19:10] [Music] [19:15] All right, I guess we'll go move my coffee. I will now open contract review [19:20] board and we'll go on to DA, trauma informed response training grant. [19:29] Good morning. >> Good morning. Long time no see. [19:32] » Yeah, she's been upstairs. [19:36] » Um, so the trauma informed response training [19:41] one is just uh you guys approved me submitting that grant last month [19:46] » and they approved it and so it's just the agreement for the one-year grant. [19:50] That's all. You guys have any questions about that? [19:53] » You're just you're just needing a signature on this one, right? [19:55] » Just signature. >> All right. [19:57] » Okay. And then the second one is our child [20:01] abuse multidisciplinary intervention grant which we apply for every um two [20:08] years and it helps fund our child abuse response team. Our mult multidisiplinary [20:13] team meets every Tuesday or every other Tuesday at New Directions. We talk about [20:18] child abuse cases, how we're going to respond to them. It has law enforcement [20:23] us and so um it helps fund WDE's position. and I actually bumped that up [20:27] a little bit this year because we had an uptick a little bit. So, um that'll help [20:32] with his position a little bit. And then, um our training funds, we send law [20:38] enforcement, DHS workers, teachers, people from our office to um trainings [20:43] to make sure that we're up to date on the newest and best way to investigate [20:47] and prosecute child abuse. So, >> so your contractors that you contract [20:52] with, do do you also pay for their training then when they go to Chelsea? [20:56] » Yep. >> Okay. [20:57] » Yep. >> Our forensic interviewer, we pay for all [21:01] her training. >> Okay. Thank you. [21:07] » It doesn't have a match. >> This one doesn't have any matches on it. [21:12] » And there is a little bit. So, um because of all of the federal freezes [21:18] and such, it just um they don't fully know what our budget's going to be, but [21:22] they were they instructed us we have to have it turned in by May 19th. [21:26] » And so, we just have to base it off of our budget from the last time. So, this [21:31] is a little bit less than what our budget was last time just because I [21:34] wanted to give myself some cushion. But, if they come back and say, "We'll give [21:38] you another 10,000." It might be a little bit more than this. and I'll just [21:42] » we can work with Christina on getting that done [21:45] » on the unappropriated. >> So yeah, [21:48] but if I yeah I don't know the exact funding amount. I just went to u I went [21:53] to a Zoom meeting and they were like yeah we don't know but if you can submit [21:56] it >> that's a common [21:58] it's a common answer right now. >> Yeah. [22:01] » I'll move to approve the grant agreement for trauma uh response training number [22:05] TRIT-2025 uh Baker County.davvap DAV VAP 00014. [22:13] » A second. >> I have a motion and a second. Any [22:16] further discussion? Seeing none, all in favor say I. [22:20] » I. Motion carries. >> That was the one that needed to be [22:24] signed. The cam is the one I need to submit. [22:27] » Issue is just >> Okay. Okay. Just check. [22:31] » Yeah, we have to do Yeah, >> we'll just do them separate. We'll just [22:33] do them separate. >> That's just a motion for I think you [22:36] just have me. >> So, you'll sign that one and get that [22:38] back. Yeah. Okay. >> Um and I'll move to um approve the grant [22:44] application for multi um the multi multi-disiplinary team. Okay. Hi. This [22:49] is not working today. >> I'll second. [22:53] » All right. I have a motion and a second. Any further discussion? You didn't even [22:57] get give your pitch. >> I gave the pitch. I gave it. You just [23:01] gave it on both. >> Oh, I guess I just th them together. [23:04] » Oh, you did. That's right. All right. All in no further discussion of all in [23:10] favor say I. >> I. [23:11] » I. Motion carries. >> All right. [23:14] Thank you, Eddie. [23:21] » All right. Emergency management. [23:27] » Good morning, Gary. >> Good. [23:30] » Hey, >> how are you? [23:32] » Good. >> Lot of folks. I feel like they should [23:36] dance. I know. >> Well, you can if you want. [23:38] » No. >> Hey, who are you driving around with [23:40] yesterday? >> Uh the uh Chief Carlson. [23:43] » Well, would you like to introduce him to us [23:46] real quick while he's Well, >> while I've got him in the back, it's [23:50] easy to put him on the spot. He can't get away. [23:52] » This uh ladies and gentlemen, this is Chief Michael Carlson and has taken over [23:57] the reigns of Baker City and >> welcome. [24:00] » Doing a great job. >> Welcome. It's very good to meet you and [24:03] I'm pleased that you came today. >> Nice to meet you. Thank It's very good [24:06] to meet you. >> All right. [24:11] » So, I guess I'm here. Uh, you guys each received a copy of the Baker County Fire [24:18] Mutual Aid agreement. >> Yes. [24:20] » The only real change to the agreement was uh we used to call it an allhazard [24:24] agreement. uh with the inject of a private [24:29] ambulance, it was easier to work have an ambulance mutual aid agreement and a [24:34] fire mutual aid agreement. So if you see some references in here about all hazard [24:38] fire departments are all hazard anyway. Wildland structural hazardous materials, [24:44] extrication assistance with medical. So uh but the title really is fire mutual [24:49] aid agreement because it's the fire agencies federal, local and state or [24:53] federal, state and local agencies. So, are we going to get one for the [24:55] ambulance or do we already have one and I don't know about that? [24:58] » Uh Jason's out of the office, but I believe that the ambulance uh mutual aid [25:03] agreement was in motion and I think that will include halfway ambulance [25:09] ambulance and can't answer that [25:14] » just [25:19] questions >> and everybody signed on to it that was [25:22] prior. Yeah. The signature. >> Yes. And you can see some of the dates [25:26] started in February. >> I mean, like from the one that was in [25:29] place a while back. Everybody else signed on to it that had signed on to it [25:32] before. >> Yeah. This agreement's been around since [25:34] 2005. >> Understand the question. [25:38] » You mean all the same agencies? >> Yeah. Yes. [25:41] » Yes. >> Okay. [25:42] » With the exception of the fores, all the same agencies are signing. [25:45] » Okay. >> Pine Valley. Yeah. Out north. [25:53] [Music] missing or not. So, I just was asking [25:59] » there actually I do have a red note here. [26:06] » You may not have a page from Bowen Valley because they have their page. You [26:09] haven't yet signed. >> Okay. [26:12] » So, if you're missing one, it's Greater Bowen Valley Fire Protection District. [26:18] » And it's just because you haven't got there. [26:20] » Is that Chris? >> Chris. Yeah, [26:22] » he's he's going to just had time for this. He did something. [26:26] » Okay. Thank you for noting that and reminding me. [26:32] » Yeah. Keeping track of all of them. >> This is a non-binding [26:35] non-fidiciary agreement. If one agency can help, the other will help. If not, [26:40] there's there's no >> right. [26:42] » Uh should we go past the 4hour requirement initial aid agreement, we [26:47] enter into what's called a supplemental agreement. And that's where you start [26:51] talking about fees payment usage beyond helping. [26:58] » Is that more when you get with state forestry and BLM rather than Hannes and [27:03] Baker rural or greater and sump or something? [27:07] » It's the same but how they fold out are differently. So yes, the idea of Hannes [27:11] charging Baker rural after the 4-hour period is probably happen. Yeah, that's [27:15] what I've got. >> So, the supplemental agreement, you're [27:17] exactly right, is uh is probably more for uh for service field. [27:23] The confusing part to this is we we worked on direct hire agreements. Uh and [27:28] so the there's direct hire agreements with the Oregon Department of Forestry [27:32] and BLM based on the four hours. And so really, it's uh that piece is kind of in [27:39] place. Uh where it gets a little confusing uh confusing is the city for [27:43] marshals office has upstaffing grants. So it's going to get really complex what [27:48] they did last year and hopefully we have the right people around the table uh to [27:54] work it out. But uh that's really you're you're correct Michelle that's really [27:57] the commissioner that's really the the after this agreement ends and money's [28:02] talked about a supplement agreement comes in and those other agreements and [28:06] that includes things like qualified training uh the proper equipment uh [28:11] personal protective equipment and those things [28:17] » so are we still at is it four days for mutual aid that you can be out there [28:21] » four hours >> four hours and Yes. [28:24] » Yeah. >> So, that's not going to move. [28:27] » Uh, probably not. And here's why. Uh, most [28:31] of the agencies in Baker County are volunteer or provided a stipen, small [28:37] stipen. They can't really give 12 to 24 hours. Now, with the upstaffing at the [28:43] state fire marshal, we'll have to see how these through because they will be [28:48] paid for their responses. >> Okay. Well, I thought that was a little [28:51] bit of a hindrance. Um, in four hours max, you know, [28:58] » before the house staffing grant, things like that, uh, it was 24. [29:03] » That's a long time for people to leave their normal jobs or ranches to go. [29:07] » Okay. >> Yeah. This was really designed for [29:11] » paying to help out Baker. Baker to help out bigger city. [29:16] Not so much. Of course. >> And then I like we sign on to it. Rare [29:21] times we've had, you know, we had Noodle come out two years ago to take a roof [29:25] off a house while it was on fire. Yes. >> That kind of thing. So that's that's our [29:29] involvement. >> And my program [29:31] » and well in your program >> uh coordination. Yeah. Things have [29:37] gotten interesting. >> Yeah. I just thought that but on the [29:41] town go that was a little bit of a hindrance on the four hours and having [29:46] to change out. So >> yeah. [29:49] » Okay. >> Um [29:51] » well the >> do we just need to move to have Shane [29:53] sign or do we need to move to >> and and also on Shane signature are you [29:57] going to wait for Greater Bowen Valley for Galazooi to get you that signature [30:01] before he signs or >> e you can do it either way. Ever almost [30:05] everybody else has already signed >> because it's not in there. It's just [30:09] » this is all the rules for department of forestry [30:12] field. >> It's listed in here. So [30:16] » it is listed. So we just have to get that agreement. Okay. [30:19] » I'll do either way. I can come back for signature. [30:22] » So uh I'll make a motion to approve emergency management Baker County Mutual [30:26] aid agreement uh for Chair Olisha to sign. [30:31] » I'll second it. >> All right. I have a motion and a second. [30:35] Any further discussion? Hearing none. All in favor say I. [30:38] » I. >> I. Motion carries. [30:40] » Appreciate your time. >> Thank you. [30:41] » All right. Thank you. [30:46] » All right. Road Departmentou with Upper Burnt River Weed Control Management. [30:51] » Um they they weren't able to be here today. They're out busy working. But um [30:58] uh they are what this is is they're asking or I'm sorry, the Upper Brent [31:03] River Control Management Area. They are requesting the ability to put two [31:07] storage sheds on uh county property out in Harford where the Herford shop is [31:13] located. Um there's no cost. Um the the district there. They uh have insurance. [31:23] They listed the county as additionally insured. [31:26] » Yeah. >> They some of their members will have [31:28] keys to the gate but not to the shop so they can access their storage shed. [31:35] So that's all this is. It's just anou with with that red district for them to [31:40] store their stuff on. >> And it was pretty specific on what they [31:45] can and can't do within that. So it is very specific. [31:48] » That's what I liked. I like that. >> Yeah. They they brought that up during [31:51] their annual weed meeting. Is that January or February? Something like [31:55] that. And Gussy caught it and did this due diligence. So [32:01] that's really nice. Kudos to Gussy if she's still online. She is. [32:05] » Um, so I'll move to approve the MOU with upper burnt river weed control [32:10] management for storage space. >> I'll second. [32:12] » I have a motion and a second. Any further discussion? [32:16] » Seeing none. All in favor say I. >> I. [32:19] » I. Motion carries. [32:25] » All right. Planning IGA with Harney County for on-site wastewater management [32:29] program. Good morning. [32:32] » I'm sure there's a lot of people pretty excited about this. [32:35] » Yeah, I uh I know I provided a staff report to you guys, but I'll just [32:39] briefly summarize what's going on for anybody from the public that might be [32:42] interested in the changes. Um, historically, DEEQ has uh been in charge [32:48] of the permitting and inspection of on-site um septic systems in Baker [32:52] County, and we had a regional person doing that up until fall of last year. [32:58] DEEQ has not filled that position. So Baker County needed to figure out what [33:03] we could do in the alternative like alternatively to help our citizens and [33:08] the public get all their septic approvals completed. And so in [33:13] discussions with Harney County, they are interested in taking on that role still [33:18] under the rules of DEQ, but they would take on that role that role locally for [33:22] Baker County. and the IG before you is explaining the roles and [33:27] responsibilities in the agreement between DQ Harney County and Baker [33:31] County. So that's what's before you today is just the responsibilities of th [33:35] those governing uh bodies um or entities. And then there will be [33:41] ordinances or an ordinance coming to you later this month on how it's actually [33:46] going to be locally implemented. But before we do that, we needed to get the [33:50] agreement signed if you guys agreed to have Harne County handle that on behalf [33:55] of DEQ. So >> yeah, [33:57] » I think it's a great partnership. >> It is. [33:59] » Yeah. And Har County is very excited to work with us and I think it's actually [34:03] going to expedite the process for people in the county and so I think our the [34:07] public will be >> uh happier with their experiences. And [34:13] and just to be clear, DEEQ stopped offering this and this is why [34:17] we're at this point with Harney. >> Yes. [34:20] » And there's technically no cost to the county for everything. [34:23] » Correct. >> All the income and everything, all [34:25] expenses income if they go down again. >> Yes. Based off of the fees from their [34:29] inspections and visits to the site. So, um I will make a motion to approve uh or [34:36] to authorize [34:39] uh let me see Tara Mishka uh interim planning director to [34:46] sign the IGA uh for on-site septic program with Harney County on behalf of [34:52] Baker County. How's that? >> Second. [34:56] » I have a motion and a second. Any further discussion? [35:00] Seeing none, all in favor say I. >> I. [35:03] » I. >> I. Motion carries. [35:04] » Thank you for your work. >> Yeah, that turns out better than it [35:09] could have. So, I'm very happy. >> Yeah. Thanks. [35:18] » All right. Next up is PLTC Baker City and Baker County Hulcom Huitt Park [35:24] funding request. [35:30] Right. Well, good morning commissioners. Thank you for letting us come here to uh [35:34] present this proposal. Um as as you all asked us to do, we we sent these [35:39] proposals to the um TLT committee. And uh those were both passed with [35:45] overwhelming support on to you. And so, um, I'll just briefly go over the, uh, [35:51] city's part for the startup cost for the Baker City Tourism Fund, and then [35:54] Councelor Joseph will cover the Court Plaza request. Um, [36:00] for our uh, application, which focuses on the startup costs for Baker City's [36:05] tourism fund, the intent of this is basically to just ensure a smooth [36:09] transition over to us starting our TLT program. All the expenditures in there [36:15] are uh expenditure and line items that are already on the county's budget and [36:19] our typical marketing expenditures for um cities across Oregon. So uh when we [36:26] presented it to the committee, it originally was a $625,500 [36:31] request. Uh, Commissioner WHM had some concerns with uh you all funding the [36:37] entire Baker City downtown um costs for the upcoming budget year and so we [36:44] reduced that uh to cover what you had already agreed to through October and [36:49] then said the city would would cover the rest. So we reduced our request from [36:54] 625500 to 575500. [36:58] Um, from our perspective, we believe this is [37:01] a fair request to the county. It allows us to have the needed funds for the [37:05] transition to give that smooth transition. Uh, and it addresses the [37:08] county's concern that the funds only be spent in accordance with the county TLT [37:12] ordinance. Um, so, uh, if approved, this request, uh, and including the $200,000 [37:21] court plaza requests, that, uh, reflects at or a little bit under 50% of the [37:27] projected remaining balance. uh what what we mentioned in the committee [37:30] presentation and in the and in the uh um narrative part of the application is [37:37] that uh you know there's a good chance that that ending fund balance could be [37:41] nearly $2 million by the end of this budget year. Um in which case we're not [37:46] going to try to come back and ask for for more money. So it you know at at the [37:50] very least this is going to leave the county with uh $800,000 plus and likely [37:55] uh potentially up to $1.2 2 million. So, we think this is a very fair request and [38:02] we ask for your support. >> I do have a question. Um, [38:06] » on the tourism related facilities on the one that you presented, it was just [38:10] » generic 100,000, >> right? [38:12] » So, could we just throwing this out here, could we put the Cork Street Plaza [38:15] in there and then, I don't know, just make it so that it's all there instead [38:21] of having a separate one and that would be your tourism related facility. I'm [38:24] just throwing that out there. There's several problems with that with the [38:27] Court Street Plaza. Number one, TLTC did say that they approved it contingent on [38:32] proof that it actually falls into line with Ora's uh rules and uh that that [38:40] that is a and so I clarified with uh with Orla uh and I sent that to Tyler uh [38:48] and uh on that they uh Ora talked about so that is not before us right now that [38:55] is with TLT. it has to go back to TLT on the 15th uh with the proof in order for [39:02] that to move forward. Okay, >> bottom line. Um it it doesn't fit. It [39:07] does they don't it it doesn't have parking. Um and then when he was talking [39:11] about parks that fit they were the three larger three larger parks that he gave [39:17] he sent me examples of and I forwarded to the TLTC to decide if they feel that [39:22] it was that it's comparable and it's not at all. It's not comparable at all with [39:26] what he was saying uh actually fits. So that court street plaza should not be in [39:31] this conversation at all because it's going back to the TLTC on the 15th. [39:36] » Okay. >> Okay. [39:38] um on the other tourism uh when you're talking about tourism related facilities [39:42] and um that it fits your typical uh you even though TLT uh C did approve it um [39:52] from this from this list you did not identify like normally people would have [39:58] to identify um uh requesting for a tourism related facility uh let me [40:07] you it was not stated um what the facility would be, what the [40:14] project would be. You just did a general facility. Other uh businesses that come [40:20] and ask for that or other facilities that ask for that would not be afforded [40:25] that wide. Um just you we want the money because we want to use it on tourism [40:29] related facilities. They would have to tell you specifically the project and [40:33] the facility. Okay. um on the BCD. Um so you you even though you you [40:43] reduced it, you didn't reduce it on this list, it's still at 80,000. Um but in [40:49] the city council meeting, you stated that you were going to [40:55] take over that contract July 1st with BCD. [41:00] that you stated that and so either you take it over on July 1st or we pay it [41:07] monthly to BCD through October through the end of that contract and it [41:11] shouldn't be in here along with the uh shrine game for 10,000 because uh that [41:19] is actually included in the budget for next year on the 227 227 budget uh for [41:25] next year. It should not be included on here. that's not that's not part of it [41:29] because it is in in budget. So, um if and and that's 25,000 instead of 80,000 [41:38] uh for BCD contract. Um so, just a couple things uh just the tourism [41:45] related facilities. I don't believe that you gave uh what normally would be [41:50] typical of um presentation and ask on that one. Um there's a lot of fluff in [41:58] the list that you ask for. Um you will have funds for the 1A basketball [42:05] tournament for 2026 by the time that comes around. Uh I can go through it [42:09] line by line, but uh what I am willing to [42:14] okay is the tax board training and materials. [42:19] uh realistically for a th000 development of marketing marketing tools [42:25] realistically for 6,000 brand development 10,000 digital content and [42:31] asset creation$10,000 that's a total of 27,000 and then plus [42:37] the 25,000 contract uh for BCD and then 10,000 for um the shrine that is going [42:44] to be in the budget for those two items but the out of this list. I can see [42:49] 27,000 actually fitting the uh request >> out of 570,000. [42:56] » Yes. Yep. And I can explain every one of them if you want me to. If you want to [43:01] take that time. >> What you universally came up with is [43:03] 238,000. >> What's that? [43:05] » The bottom number you have here is 238. >> That's not why it says. [43:10] » Yeah. >> Oh, that's 238,500. That's if I you two [43:15] decide that you want to give them all the 238 or whatever. But I I will let [43:20] you know that I'm at 27,000 >> plus the BCD plus the shrine. [43:24] » 27,000. >> 27,000 which is the top green [43:28] highlighted those uh one, two, three, four. [43:31] » You only want to do these. >> Yes. Oh, [43:34] » because I and and um just because of certain things which I like I told you [43:40] like the development of marketing uh electronic and marketing tools they're [43:44] at 20,000 um amount based on the cost of domain [43:48] name purchase web hosting and using an online website provider social media [43:53] sites um provides social media accounts at no [43:57] cost. Um really that's a realistic number at 6,000. [44:02] uh the other let me see tourism associated cost which is the fifth one [44:07] down that was 2,000 reduced that to500 so this is going off of the total [44:13] 238,500 um just looking at the memberships for [44:20] ODA or OTTA and EOVA realistically it's um at [44:29] 1,500 Uh let me see if we skip down to [44:33] collaboration marketing. Um that was at 25 that was reduced down to 20. [44:40] Uh the line item entails both private and public entities working together to [44:44] achieve boards scale marketing efforts. It's just I mean I could keep on going [44:48] through all of these on why the 238,500 out of their request of 570,500 [44:55] and I could go through all 14 of those if you want. [44:59] » So this came And and you were at the TLT meeting, correct? [45:03] » Yes. >> And you only objected to [45:06] » I did not object at all. I only observe in the TLT. [45:09] » I understand that. But you made them come up with the $25,000 figure. [45:13] » I didn't make anybody come up with >> for [45:16] » I didn't make anybody come up with anything. the 25,000 [45:20] » June >> the 25,000 for BCD that's listed on [45:23] there is what is in the budget and I already stated that along with the [45:27] 10,000 for the shrine game >> with the contract with BCD do you want [45:31] to take it over in in what is it July >> July one [45:35] » or do you want us to carry it to the end contract [45:38] » we are willing to take it over on July 1 if you transfer the $25,000 from what [45:44] you committed to that's what I was talking about in the council BCD [45:49] though and not the city if we do that. >> I am fine with that as well. It doesn't [45:56] it doesn't matter whether it goes straight to BCD or not. Our point was [46:00] » Yeah, it does. >> You you all clearly [46:02] » want this to be a clean break. So, this was a way to make it a clean break of [46:06] but that's okay. Fine. Give BCD the $25,000 you committed to. we will cover [46:13] the rest of that year and then you don't have to worry about them starting July [46:17] 1st. So that >> so we would end the contract. Is it 30 [46:21] or 60 days? I don't what for her contract. [46:24] » No, her hers ends October 31st. >> But if they want to take over, [46:27] » they can get send us a bill, >> right? But we have to end the contract [46:32] and they have to come up with their own. >> It doesn't they're going to have to do [46:35] their own contract. We have to end ours. I'm just [46:38] » think October 31st. >> Um, [46:43] » if they take the contract over and they cut ties with the county, we got to give [46:48] them 30 or 60 days. >> BCD. [46:51] » Yeah. >> Baker City downtown is not Baker City, [46:54] though. So, Baker City downtown is contracted through TLT and the county. [46:59] We are going to pay them through October when the contract ends. But they're [47:02] saying that they want to >> We don't want We're just giving options. [47:06] » Well, well, which do you prefer? >> It is easier to do that. [47:11] » Yeah, >> it is easier to do that. [47:14] » Okay. So, we just maintain the contract as it is [47:18] through October. >> We just want that contract honored [47:21] through the end of October. >> Okay. Yeah. I yeah I would I mean [47:25] because she's our contractor and >> and because it's it's in it and it is [47:30] listed in the budget right now along with the shrine. So it's just it's just [47:33] makes sense that it would it would just be paid directly during those times the [47:38] shrine thing out. >> Yeah, I think both those are reasonable. [47:44] I think on the tourist related facility, your county budget has a tourist related [47:49] facility line item that is not identified with specific facilities. [47:54] That was our intent was to >> I think that's based on the the grants [47:58] and stuff like that. So I have an idea. >> So [48:01] » okay, go ahead. >> Just before so we are going to create [48:04] our own PLT commission, right? >> Then distribute these funds very [48:08] similarly to the way it's done now. So in order to [48:13] fund that commission and those programs, you would need those funds without an [48:18] identified >> right [48:19] » uh project. Yes. >> But it goes against the ordinance. Yeah. [48:24] » So, so just to so >> I with the 57500 if we take out the 10 [48:31] for the shrine game >> and take out the 25 and um [48:37] » and the and the A1 B tournament. >> Yeah, they'll have the funding by then. [48:44] There's no reason to leave that. That's fine. Okay. So, on the 100,000. [48:49] So, what I would propose is maybe not [48:52] include the 100,000 now, but give the city by the end of June 30th time to [48:58] come up with a pro a plan or a grant for the $100,000 tourism related facility to [49:03] come up with that idea. Um, whether it be the Court Street Plaza to include in [49:06] that or whatever. Um, I do think it needs to be more specific, but that's [49:11] the only thing that I object to in this in this proposal. Um, the more I look at [49:15] it, it needs to be more defined um based on the ordinance. And so, um, that would [49:20] be and then I would like to entertain that you could come back, you know, for [49:25] $100,000, leave that on the table, come back with $100,000 request. [49:30] » Okay, >> that's my suggestion. [49:32] » I would also like uh the cooperative marketing uh at zero. Um, [49:38] that is >> you don't want us to do any cooperative [49:43] marketing with the county? Um that's so Jessica and Travel Baker County have [49:48] that in their budget uh for cooperative marketing. So um the uh line item is [49:55] redundant with the uh coop with the collaboration marketing above it. You [50:01] have collaboration marketing, you have cooperative marketing. Um to me that's [50:06] the same and I would put that at zero because that's a double ask there. I [50:12] would say zero for event grants. Um I don't know. [50:17] » So when >> because there is no list of event grants [50:21] events that that you're going to be uh grant uh doing. BCD is receiving [50:27] » uh funding and and all of that for Baker City downtown events. Um I don't know. I [50:33] tried thinking of any event that um is not Baker City downtown um that's [50:38] already being funded. Um, also I have zero on uh wayfinding physical products [50:46] and wayfinding electron. Nope, no, no, no, no, sorry. Uh, let me see here. [50:51] Wayfinding electronic products and the travel and training. Um, and [50:59] » the wayfinding is one of the biggest things we want to do is putting up [51:02] several signs as well as electronic wavefinding which will significantly [51:05] enhance >> student. So that no the wayfinding [51:08] physical uh is still in there at 100,000 but the electronic is at zero just due [51:13] to um online wayfinding services that that are [51:19] at no cost such as Google for business or something like that. [51:22] » So can they can they work with Jessica with the datafy? I mean we're paying [51:28] they're paying x amount of dollars to do the datafy. Isn't there a way to [51:32] » they can work with Jessica all day long every day if they want to. They don't [51:36] collaborative marketing and all that stuff. [51:38] » So that's the collaborative marketing is still funded up there. Collaborative [51:42] have 20,000. >> Okay. So what's the difference between [51:44] collaborative and cooperative? I don't understand. I didn't understand that. [51:47] » Yeah. They're they're both intended. So >> I I just let Barry [51:54] go ahead. Well, Barry doesn't know. The difference is [51:59] » co-optive is like when you do a co-op >> and the businesses downtown don't have [52:04] to pay the whole thing for a trade magazine or the [52:10] » and and the other one is when you work with different entities in the county or [52:15] or >> soounding. These are budget line items [52:19] in the county's budget is the thing. And our our position is to not [52:24] » significantly degrade our requests because we think it's reasonable. We [52:28] think the number is reasonable. All of those line items are in your county [52:32] budget >> and we think it's a very fair request. [52:35] If we if we get down to $20,000, that's totally unreasonable. [52:40] » Well, I'm going down the list and justifying the 238,500. [52:44] Um the travel and training we also have it zero because that's redundant. Um [52:50] again uh it's already up there with trade shows and conventions. So actually [52:56] if you'll see that list for 238,500 you had trade shows conventions at [53:03] 2,000. Actually that was up to 5,000 and then this um travel and training taken [53:09] away. Um and then the last one that I removed from there was the tourism [53:13] related facilities for the 100,000. So that's how the 238,500. [53:18] There is some redundancy. There is um did up a couple of those lines that were [53:24] lower like the guide distribution and um the trade show conventions lines. So [53:30] some of some of the lines increased, some of them decreased. I think that we [53:33] just need to make sure that in here and in travel baker county budget that we [53:40] work together because I I foresee this is me and we're going to the boy down at [53:46] the airport or you going to the Seattle airport and you see a travel Baker [53:48] County >> one and you see a travel Baker city and [53:52] that's what I think we don't need just that just I think that would make us the [53:56] laughing stop if we do something like that. [53:58] » Wow. when >> IGA has ended. So [54:02] » when we talked about this all through the process, I've always said the last [54:09] thing we need to do is make this competitive between the two because [54:14] » we're coming into, you know, I owned a business on Main [54:18] Street and had to shut the thing down because we weren't making any money. [54:22] people quit coming in and it just I just didn't want to continue throwing money [54:28] into it until things get better. I was expecting to have a much more robust [54:34] tourist season than I'm expecting right now, just because I've been in the [54:38] industry for a long time doing tourism and outdoor recreation. And if the gas [54:46] prices are up and tariffs are up and people can't afford to travel, it's all [54:50] going to be pretty low. You're going to have like a a try [54:55] try county pull to get people to come in. And if you're if if all of these [55:03] entities are working against each other for marketing and exposure, it's going [55:08] to be disastrous. and the county and the city and the citizens that rely on all [55:12] of this are are going to be in trouble. It's not [55:17] going to be good. You guys have a tourism industry. The county has [55:21] tourism, agriculture, and healthcare. [55:25] » Yeah. And that is that is marked out on the agriculture, too. I I can't imagine [55:29] any agriculture within the city, but >> maybe I just left that as culinary. [55:34] » Well, there are some people growing some stuff, but it's not the kind you [55:37] advertise. So we can go back to a lot of things but and [55:45] » everything is interconnected. It is because you have your average [55:48] coming into Baker City, >> right? [55:50] » And they bring, you know, you look at the Thomas sale, you look at Allens, you [55:55] look at Carol's, you look at a lot of these people that have the sales, [55:58] they're bringing people in and where are they staying? They're [56:01] staying in Baker. >> I think what I want to reiterate is [56:03] we're we're trying to start, you know, ways of marketing and [56:09] and using firms that are in Boisee, in Portland, in Seattle. And so we're not [56:16] just going to market Baker City, we're also going to market the county events [56:19] through those me. That's what the cooperative marketing is. So [56:25] » now you have more marketing going for the entire area. So I don't know why you [56:30] would be opposed to that because it's going to it's going to benefit the [56:34] county as well as the city when we're doing these things. [56:37] » Well, it's still in there. 20 20,000 for the collaborative. [56:42] So the [56:47] the big large number on this with tourism related facility I [56:55] not terribly interested. I I do want to get you guys set up to continue on [57:00] because this is a lousy time of year to be trying to make this transition. [57:05] » Yeah. But we've already funded a lot of large items, large large ticket [57:12] items in the city. But as far as So I mean [57:18] for, you know, for my money, I'd be [57:24] I'd be interested in and I I don't know. I I mean, I know you guys worked on the [57:28] Port Plaza a lot, but >> but it you need to leave that up to TLTC [57:33] right now because it does not fit. But I'm not [57:36] » with the with the funding. But without that, [57:38] » I'm not and and you guys have worked really hard on the court plaza, but I'm [57:43] not terribly interested in it because we've funded so many big items with the [57:48] golf course and and in Geyser Pullman. But, you know, and so I mean, if we pull [57:56] out 20,000 in the East West Shrine and the 1A tournament and and the tourism [58:04] related facilities and bring it down to 47 uh what is that? [58:07] » 4255. >> 425. [58:10] » Yeah. 4255. It would get you guys set up and started and then you can come back [58:16] and and like I said the 10,000 for East West Shrine that you're good to go on [58:22] that. >> Yeah, that's going to go directly to you [58:24] guys. >> We've already done the 1A tournament. So [58:26] that's from us >> that's there but [58:29] » yeah. >> So you all are paying them directly for [58:33] this? >> We would we would hold that for the this [58:36] this for 2025 >> for the 2025. [58:40] So my proposal would be the what is that 4 [58:45] » 425 >> 425 [58:47] » 4255 >> Yeah. [58:48] » And can they come back then with >> it's up to them. [58:52] » Yeah. Well, yeah. >> They'd have to go back to TTC. [58:54] » Go back to >> go back to [58:55] » TLT. But they have they have to understand they have to know is the [58:59] commissioners is it worth their time >> for us to do that for you to do that or [59:05] you know they're just going to go through the numbers and then you come [59:07] back and and and we say no. [59:09] » I would look at it like you normally look at a request for tourism related [59:13] facilities. What are the facilities and what are the projects? [59:16] » All right. >> Not just [59:19] » but as far as getting you set up to operate I'm okay with it. I'm [59:25] tourism related facility out. [59:30] » Is that a motion? >> He can't make a motion. [59:33] » I can only make I Robert's rule says I can't, but I'd rather have one of the [59:38] other. >> Um I'd like to make a motion to approve [59:42] um the TLT request for 425,500. um with the caveat that the city goes [59:52] back to TLT to define the tourism related facilities. [59:56] » That's the 100,000 in addition to the >> in addition to the first [1:00:03] » I'll second [1:00:08] [Music] any more any further discussion [1:00:13] saying none. All in favor say I. >> I. [1:00:15] » I. Motion carries. >> Appreciate the support. Thank you. [1:00:18] » All right. Would you like to discuss that today? [1:00:22] Would you like us? >> No, that's up to the TLTC. [1:00:25] » Um I don't I don't have [1:00:30] » Yeah. And I don't have >> I don't have the emails or the [1:00:34] information on the design or the oral. >> Well, it doesn't matter. It's It has to [1:00:41] go back to a point of order. Did you Did you vote? [1:00:46] on that. >> Yes. [1:00:48] » Okay. [1:00:54] » All right. Um, next we want to do the What do we got? Cameras. [1:00:59] » Yes. >> Which one? [1:01:02] » The cameras. CLTC recommended the cameras for uh Hulcom. [1:01:09] » It was It was right with the other with the city. It was like [1:01:12] » I know. I keep losing it, too. Yeah, it was pinned with it. [1:01:28] » Well, everybody just jump all in at once. [1:01:30] » I thought Tyler was gonna maybe So, the TLT approved it. It's cameras. [1:01:36] » Well, I I cameras for um Hulcom specific. It is Huitt and Hulkcom. Did [1:01:42] you put any out at the um >> we don't have infrastructure yet? [1:01:50] » Okay. So, this is just for those out there. [1:01:51] » This is just for that because there is none on Hulcom. There is a few at Huitt [1:01:55] right now, but um >> definitely the ones that were put up at [1:01:59] Huitt cut down on the >> work with the ones that are already [1:02:03] there. >> Oh, yeah. [1:02:06] » Yep. all the um did they not give the [1:02:14] Oh, I thought that the uh information was there. Oh, there it is. [1:02:20] » Yeah. Yes. Okay. >> Mine went just Oh, there it is. Okay. [1:02:25] Yeah. Just showing um the >> talking to me about it for a year and a [1:02:29] half. >> She's been she she's been trying for a [1:02:32] long time. It's not >> I've got it. I've got it envisioned in [1:02:36] my mind. >> We've got there Idaho power just [1:02:38] invested a whole bunch of money down there and I just think that we need to [1:02:41] » and with the office being over at Hwitt Hulk and there's not a presence over [1:02:46] there a lot of the time there'll be a monitor in the office. [1:02:51] » Yeah. Yeah. Um I move to approve the um the request for [1:02:58] um the cameras for Huitt Park. >> Second. [1:03:03] Have a motion and a second. Any further discussion? [1:03:07] Seeing none, all in favor say I. >> I. [1:03:09] » I. Motion carries. >> Point of order. Does she? [1:03:13] » Yeah. What did you >> Did I say I? [1:03:16] » I don't know. I She says I >> So motion carries unanimously. [1:03:21] Jessica, [1:03:25] » we're driving you crazy on these chaos. [1:03:31] » I said no, actually. Not May. >> May. [1:03:35] » Yes. >> Hello again. [1:03:39] » Hello. >> Not sick this time. [1:03:41] » Good. >> That was a long bow. [1:03:44] » Every month. >> Every Yeah. [1:03:47] » Okay. So, um I did take this information back to the CLT and um I submitted a [1:03:55] bunch of uh quotes for you guys. Sorry that one was late last night or this [1:04:03] morning. I'm not sure when you got it. Um [1:04:06] » yesterday. >> So the committee did reapprove for [1:04:10] natural structures um for the three kiosks. Um so the price [1:04:15] has gone up just a little bit from the last time he quoted us. It's been over [1:04:21] 30 days since he quoted us last. So um it looks like for the three would be [1:04:27] 29,6235 [1:04:31] down at the bottom of this sheet. >> Staff report. [1:04:37] Yes. >> Okay. [1:04:38] » So in talking so we were looking at Sumpter Unity and Huntington. [1:04:42] » Correct. >> Okay. So do we have where we're going to [1:04:45] put those? >> I am working with Linda. She is out [1:04:48] measuring. She was out measuring yesterday. I have repeatedly reached out [1:04:53] to Unity and Huntington and have not heard back. So, I'm continually doing [1:04:58] that. Um, if you have a better contact of who I could reach out to you, [1:05:04] » both of the mayors and their reporters. >> Yeah. [1:05:08] » Yeah, that would be the people. >> That's what I thought. So, um [1:05:13] I don't know. Maybe I'll just give them a call instead of uh emailing seeing if [1:05:18] they got my email. So, >> so you have one confirmed replacement um [1:05:23] » for Sumpter >> for Sumpter. So, it's probably a cost [1:05:27] saving for you if you did three compared to Or is would Natural Structures be [1:05:33] would they give you the same price for one? [1:05:36] » It is by price. Yeah. So, it's like 9,000 [1:05:41] six. I don't have I'm not good at math. So, it's like 9,6 [1:05:47] and something for each one. >> Okay. So they're not giving you a a [1:05:50] quantity discount of three that you'd miss out on or whatever. [1:05:54] » So you So you could get this. >> I could just get one. Correct. Yes. [1:05:58] » Well, probably better do that because if you can't [1:06:01] » I'm just having a really hard time paying three times the price [1:06:05] » if I just I can't in this economy and with our budgets and things like that. I [1:06:10] we just went through this whole budget thing. I just I can't support that. I [1:06:14] know we want to do local, but not for three times the price. [1:06:18] Well, and they're not >> comparable. Yeah. [1:06:23] » In material in the material. >> But these guys, they put them up all the [1:06:27] time. You know, the wood, you have wood out of the chamber, right? [1:06:31] » And it's been there for how many years? >> Long time. [1:06:34] » Long time. And the one that's the one that has all the services, you know, um [1:06:39] the Rotary Alliance, it's been there for how many years? Long time. And it's [1:06:42] wood. >> I'm just not sure that it's worth it. [1:06:45] You know, the one in the reservoir is wood. It's not being used much because [1:06:49] but there is one there already. >> But it's wood. And so why are we [1:06:54] spending three times as much for nonwood? That's just my concern. [1:06:59] » I And I got to thinking, we purchased the wigwam. We need interpretive work up [1:07:05] there. >> Would any of these outfits if instead of [1:07:09] ordering three, if we're ordering six? >> But we're not ready at all. There's a [1:07:14] lot of history to gather. That's going to be a year or two out at least. [1:07:18] » Well, and there is information panels out there already. [1:07:22] » Not not available. >> Okay. [1:07:24] » But but they're general [1:07:29] side. >> I mean, they're just building the [1:07:33] structure and then the information goes in secondary, right? [1:07:36] » Yes. >> Yes. [1:07:38] » You would need to um hire someone to install it. So, this does not include [1:07:44] installation prices. >> It does not. [1:07:49] » So, if we wanted to hold off at the end, I The only thing with that is the prices [1:07:53] keep coming up on stuff, but >> Well, then we have the budget right now. [1:07:57] That's what I >> You could go back to TLT and request. [1:08:02] » Well, you could get the quotes for six. Well, if he gets the Okay. [1:08:06] » No, we don't want we don't want this type down there. We're using some of the [1:08:10] old metal and stuff like that for the kiosk down there. There's a plan for the [1:08:13] w for the wigwam. It doesn't include any of that stuff in here. It's way more [1:08:17] simplified. The the way finding is already there [1:08:22] next to the wigwam at our current um Hell's Canyon Scenic Byway. All of that [1:08:27] information is in the works right now from Hell's Canyon Chamber to be updated [1:08:30] down there. Um any of the wavefinding and things like that through the Wigwam [1:08:35] area is I literally a couple years out. I mean, literally. And we're and like I [1:08:40] say, we're reusing metal pieces, old grates and things like that for like the [1:08:45] upright, the posts and different things. So, it's going to be very very low cost. [1:08:50] It's not and and it's nothing that she could she consider in her budget now or [1:08:55] any any time >> or taking it, you know, using the budget [1:08:58] towards anything like that. >> So, I think the only thing to consider [1:09:02] here is the actual, you know, whether she gets one or three. one would make [1:09:08] sense just because of the lack of communication with the other two um [1:09:13] cities which is unfortunate. >> It is. Yeah. They're kind of the under [1:09:20] » Well, those are the two that that everybody has felt that they needed [1:09:25] assistance the most, >> right? [1:09:28] » So, >> I mean, it'll be good for some sure, but [1:09:32] they've got, >> you know, two of the biggest tourism [1:09:35] pools in the county. So, I guess because they're faster on [1:09:39] jumping. >> They do. Unity has such opportunity, [1:09:42] » right? >> For the veil to John Bay. [1:09:46] » It's it's it's huge. So, [1:09:52] » and this is like this is the one that it's a community resour looks just like [1:09:56] that. >> And that wasn't that's not Baker County [1:09:58] though. >> No, it's [1:10:01] BLM. or it's even state parks because that is [1:10:05] a state park actually >> but I'm just saying and it's been there [1:10:08] for a long time >> and Jeffrey was for when Jeffrey was [1:10:11] with the weed department he was looking at that and putting up information um [1:10:15] and talked to Oregon parks about it at that time. So yeah, that one is kind of [1:10:19] strange. It's like forgotten. >> Is that the one from Wilderness Graphics [1:10:23] that you were just showing? That one's metal, too. I think [1:10:26] » this quote's good for 30 days, right? >> Yes. [1:10:31] Oh, that's metal. Okay. >> Quote is good for 30 days from May. [1:10:34] » Okay. So, the difference between Wilderness Graphics, I'm going to go [1:10:37] back to Natural Structures. I apologize. I thought that this one was wood as [1:10:40] well. Um, >> they're close in price. [1:10:43] » No, they're not. That's half. Wilderness is 5,000. [1:10:48] » Thought it was nine. >> Oh, shipping and handling. You're right. [1:10:52] Sorry, I missed the shipping handling. >> Bring it back on the 22nd. [1:10:56] » Well, no, I No, because she she just clarified that the that that one is is [1:11:01] really close and they're the same. There's not a huge discrepancy in price [1:11:05] on one um between the wilderness and the natural [1:11:10] structures other than natural structure more um [1:11:16] » Okay. So, the Kirby built one is the one that was wooden. [1:11:19] » Yeah. And >> is the wilderness one two-sided like the [1:11:27] structure? >> Yes. [1:11:28] » Okay. So yeah, really close uh and and uh with [1:11:32] our local manufacturer. [1:11:36] » Whichever one you go with, if you can do the one, we could do that today unless [1:11:41] they say no, that was >> I don't see why not because Sumpter is [1:11:44] making plans and um communicating and everything. I don't see why we couldn't [1:11:48] approve one today. We could only thing I'm saying is if if for some reason it [1:11:52] was that price was for the three then we have to [1:11:57] » No, it doesn't stated >> right there's any discount for free. [1:12:01] » So this one is 29 $2,800. The curvy one >> it's $2,800 that include it does include [1:12:08] shipping [1:12:11] » and doublesided and and I could see that because it's um it offers is that [1:12:16] doublesided? >> Yep. So that would offer two spaces [1:12:20] instead of four like natural structures is if you had um [1:12:27] » where this is four panels, >> two panels double-sided and then the [1:12:35] belt is one panel double-sided. So she's just going for four panels double-sided. [1:12:45] different. >> It's not the same. [1:12:47] » So many papers. >> I know there's a lot to it [1:12:51] » when you look at this one. And then this one has room for brushes, things like [1:12:54] that where this one, the natural structure does not. [1:12:57] » Correct. The natural structured one does not have room for brushes. [1:13:01] » Yep. And and actually I think that's an advantage because you see those [1:13:06] brochures fold and [1:13:09] » tossed around or just people do it on purpose. have seen it at the way sides [1:13:14] like that. If you have loose paper, I see this one is, you know, situated a [1:13:19] zoo with the zoo papers in it. I mean, that's but I wouldn't I wouldn't put [1:13:24] loose papers on the kiosk. [1:13:29] » Well, I think um reaching out to Unity and Huntington again. Yeah. [1:13:35] » Um >> you can always come bring it back for [1:13:37] the other two if we could one. >> Absolutely. [1:13:40] » If I can. get them to >> to reach out [1:13:44] » any communication. >> Now, I would [1:13:49] if you do go for one, I would need to get a new one from Chad that just says [1:13:54] one and the price a new quote because I don't think you'd [1:14:00] want to sign one that says for three if you're [1:14:07] » so [1:14:11] have a hard time spending $9,000 on it. >> What's that? [1:14:13] » I'm having a hard time spending $9,000 on it. [1:14:17] » Just >> Yeah. And and it's just not comparable [1:14:20] with that rebuilt >> in size and everything else [1:14:26] it shows have. [1:14:31] Well, I'll make a motion to approve one uh kiosk for uh Trouble Baker County. um [1:14:41] through natural structures um but I don't have that total number in front of [1:14:49] me. Let me see for total cost. Let me look at it really quick. [1:14:55] I'm not [1:14:58] so [1:15:08] sorry 29062.35 [1:15:16] for the amount of $9,68745. [1:15:20] 5. [1:15:26] » What was the amount? >> $9,68745 [1:15:30] cents for one kiosk for something. [1:15:38] » Okay. All right. >> Then I'll I'll second. [1:15:44] » Any further discussion? [1:15:48] None. All in favor say I. >> I. I legendary [1:15:51] » abstain >> and one extension. [1:15:54] » So I will reach out to Chad and get a quote that has one and he would need [1:15:59] your signature on this quote. >> Yeah. [1:16:02] » Okay. So I will bring that back out in session [1:16:05] » on the um if you want it signed out of session then we'll have to do that. [1:16:10] Otherwise on the 21st >> if it's for this amount I should be fine [1:16:17] to sign it. Oh, >> if it's something changes, [1:16:20] » then we'll have to just do it all again on the 22nd. [1:16:22] » Okay. 21st. [1:16:26] » Is that right? >> 7* 3. Today's the 7th. [1:16:28] » Okay. >> And then I have one more question. Um, [1:16:34] so with the money that you just approved for Baker City, is that going to be [1:16:39] coming out of 2425 budget or 2526 budget? No, it it's gonna come out of [1:16:46] the current >> this. Okay. Oh, yeah, it has. [1:16:49] » Yes, it has to because that's a deadline of June 30th. [1:16:52] » Okay. So, the reason I asked is because I'm pretty sure we're already approved [1:16:57] my budget once again. >> Yeah, you're going to have to go back to [1:16:59] TLTC with your budget again. I mean, well, no, you got it for 25. Yeah, [1:17:07] right. In 256, you included not being part of [1:17:10] that, right? >> Correct. I didn't put any extra money [1:17:14] than what we needed and the 10, [1:17:17] » right? That's why I was asking because I was like, okay, so we need that lump sum [1:17:21] in the budget to be able to give it out. >> It'll come out of this year's and then [1:17:25] so yes, ne 2526 what you had have now as the latest [1:17:31] » should be. Okay. >> Yeah. [1:17:33] » Okay. >> Just the balance is going to change [1:17:36] then. >> Sure. [1:17:38] » So, but >> which is fine. It shouldn't affect what [1:17:41] we we have in there. >> Right. Right. It's a keeper of all. [1:17:47] » Thank you. Appreciate it. >> Thank you. [1:17:53] » All right. EDC word property weed control bid approval. [1:18:04] » Did you see the email that come in? >> Okay. I was texting. He never told him [1:18:10] to send it to you guys. >> Oh, okay. Okay. He did not have uh [1:18:15] Commissioner Caseburg's email. It's from St. Francis. [1:18:20] » Um [1:18:23] » I talked about that at the end. >> Okay. Yeah. [1:18:29] I'll forward it to you. See? Wait. Sorry. Go. [1:18:37] Go ahead. I'm sorry. >> So, um [1:18:41] the amazing thing is that Jesse did some great work when she presented to us um [1:18:47] the EDC about the weeding and needs that are out there on the county property [1:18:52] down which is for the board and she came up with a bunch of great ideas and she [1:18:57] had a bunch of great you know bids she got in estimates. um we felt we had [1:19:02] originally budgeted and that'll get to the budget get there 6,000 for covering [1:19:06] that and she was closer to over 10 less than 12. She came up some amazing very [1:19:12] well presented ideas and great information on what to do and we talked [1:19:16] to her also about what if we planted some other crops on there and the other [1:19:20] thing so she had some people approach her about that and she was going to get [1:19:23] some more information and I said work up a report so we can look at it and get it [1:19:27] to you guys so you guys could all see as well. So be like a dryland crop this [1:19:30] fall. >> Yeah. Or you know as long as they need [1:19:34] whatever makes sense or originally when we talked to the wards we've given them [1:19:38] the option of producing on there and that we would be respectful of them [1:19:41] whenever they you know we wanted to do something we allow them to take crops to [1:19:45] market. So if they had something that didn't happen till the fall. So we [1:19:48] probably have to figure out some kind of agreement on the same structure which we [1:19:52] already have written up if we did an agreement with somebody else to produce [1:19:55] on that of the kind of the same structure. So if you have something [1:19:59] we're not going to expect you to put a lot of cost to the you know expense out [1:20:02] there will allow you to take it to market then we'll proceed if we're going [1:20:05] to do anything else in the property. >> Okay. [1:20:08] » She's going to that's pending coming up. So this I sent to you guys already which [1:20:12] she had given to us kind of information about the bid and estimate [1:20:15] » and so from the information she gave us we adjusted um our budget for that. We [1:20:21] already had you know 6,000 from the last budget to cover things and I believe [1:20:24] there'll be one spring that will come out of that. Is that correct? [1:20:28] » Yes. >> And then [1:20:29] » if it's built by June 30th, >> right? And then we did [1:20:32] » the next year's budget. We put in 12,000. [1:20:35] » Okay. >> To cover everything she projected [1:20:38] knowing that she's going to come up with a different plan for the crops and other [1:20:42] things because if there's a crop in there, we're not going to be spraying [1:20:45] it. We're not going to be weeding it be doing that. Somebody else will be taking [1:20:48] care of it. >> So, I thought that was a phenomenal idea [1:20:51] and that would be a part of the the budget that we can do that. So, any [1:20:55] questions on just that part? So is so what you included is this just for this [1:21:01] spring? >> No, [1:21:02] » this is for going next. >> Correct. [1:21:04] » Okay. >> Yes. [1:21:05] » Knowing that part of that, you know, we also we already recommended and [1:21:10] budgeted, you know, 6,000, >> but he hasn't done it yet. Correct. [1:21:13] » Correct. >> Okay. [1:21:14] » And that so that's why she has the schedule in here of the time frame [1:21:17] » because it covers two budget years. >> Okay. [1:21:23] » Okay. Is there any questions on this plan? [1:21:30] » Well, so EDC voted and approved to recommend, [1:21:35] you know, for this plan to move forward as is, knowing that we're seeking, you [1:21:39] know, further updates and reports from Gussy. Yes, she did. Okay. [1:21:48] » Do we need a motion then to approve that? [1:21:52] » Yes. Um, I'll move to approve JD Hill Farms [1:21:58] um to do um reabatement [1:22:03] um and weed mowing at the word property on [1:22:08] » Oh, >> okay. Uh I'll second. [1:22:12] » Have a motion and a second. Any further discussion? [1:22:17] » Say none. All in favor say I. >> I. [1:22:20] » I. I [1:22:22] » I motion carries. >> You didn't hear me because we were [1:22:26] talking at the same time. >> Okay. And then that takes us out of [1:22:30] contract review, but he still has more. >> So, [1:22:33] » um on the [1:22:36] » Yeah. So, yeah, we can close contract review board and [1:22:41] be I guess kind of an update. So, um, we made, you know, multiple revisions and [1:22:47] this is the final, uh, budget presentations. I mean, I think I sent [1:22:51] you guys copies of this already, but I'll just kind of, you know, go over a [1:22:54] summary of, you know, kind of what we did. The main thing is we changed, you [1:22:59] know, the grant cycle from twice a year to once a year. Um, and the other thing [1:23:03] is we changed the 180 transfer to 90. Um, we also changed the budget line that [1:23:08] was 6,000 to 12,000. And therefore it shows on both of these in both places [1:23:13] and the adjustments would be made accordly and I worked with Christina [1:23:17] Cook on this and so to make sure that everything was fair for proposal for you [1:23:21] guys to review and get approved by the budget boards and EDC voted and approved [1:23:26] these to recommended to you guys. >> Okay, [1:23:30] » any questions on any of that? So because of that changes, we had to make changes [1:23:36] to several other documents that I had sent to you guys as well that you know [1:23:40] will affect the grant application. So the first document is basically just the [1:23:46] first page of the grant application and the only changes are going to be in [1:23:49] yellow and so I just wanted you guys to see that because we had to change the [1:23:53] wording on this was not an easy thing to do to figure out the wording. Um and I [1:23:59] just wanted to make sure they covered it, you know, appropriately. [1:24:02] and met going forward with what we're going to do with the changes in the IG [1:24:06] being withdrawn. >> Looks good. [1:24:13] » Because they will have their own economic development that they're [1:24:16] offering to city and not outside the city limits. [1:24:20] » Correct. >> Yeah. [1:24:21] » City stated that they want to do their own economic development. So [1:24:25] » yeah, >> they committed that they budgeted for [1:24:29] development officer in it. So they call it [1:24:32] » that's not in that request and that's not up to us. That's in their budget. [1:24:36] And um in at the city council meeting, they also said they were going to put [1:24:40] what we put the 25% that we put to EDC. >> They said that they're uh during the [1:24:46] city council meeting was that they're putting 30,000 into the fire department [1:24:49] and the ambulance. So I don't know where they're getting the funding for their [1:24:52] EDC. >> I don't know. [1:24:53] » Or for um that that person, but it's up to them. It's not us. [1:24:58] » If they take Yeah. I mean it's yeah it's none of our business but if they [1:25:04] » well then they can take some of their other money so [1:25:07] » they can't they can't take out of the 70 >> but I meant [1:25:11] » right >> oh yeah if if they choose to spend it on [1:25:15] the that 25 and well they said 30%. >> So and and they may have left that out. [1:25:20] I thought I can't think of the bill number. I thought the the TLT bill was [1:25:25] dead but apparently there's been a two amendment. [1:25:28] » They're trying. I hope it dies. Uh they're trying to push it through, but [1:25:31] I'm not going to testify on behalf of that. I'm totally against it. That bill [1:25:38] » 3556. >> Yeah. [1:25:40] » Yeah. It's got a new bill, doesn't it? >> It's now the [1:25:45] » It gain a new life. It gain a new life. >> 3962-2. [1:25:51] » So, it got a -2 amendment somewhere in committee after it died, but [1:25:57] » yeah, it is. It is now um Paul Commissioner Anders from Union County [1:26:03] just sent it and it says that um it's now HB [1:26:11] where is it HB 3962 [1:26:16] for TLT change. >> So they so if there was [1:26:22] impacted services then you'd be able to pull out of the seven. So, [1:26:26] » but it doesn't matter because it's not even through house. That's not even a [1:26:29] conversation now. So, it's um but in but yes, I like this because they're [1:26:35] supposed to they want to focus on Baker City limits only and we have to focus on [1:26:40] everything beyond that. So, >> that's where the funding comes from. So, [1:26:44] that's >> on page two. Are you just taking that [1:26:46] line completely out? >> He's not on that. So, I'll get to that [1:26:50] in a second. That's the next one. So this is just the uh [1:26:54] » Oh, you're on just this. [1:26:57] » Yeah. [1:27:01] » Yeah. No, I looked that over. That's fine. [1:27:05] » Okay. >> And then if you want to go to the [1:27:07] solicitation guide page, this one. [1:27:12] » Yep. >> Try to change the wording on that as [1:27:14] well. >> It's just highlighted in yellow to [1:27:17] change that. >> Yep. Baker County and Baker outside [1:27:20] Baker Big City, >> right? [1:27:22] » Yep. >> And then down below, I changed the [1:27:23] wording to show that it was just annual. >> And that's the change, [1:27:31] » right, for those the the grant applications annually. [1:27:34] » And so to date, we've had about60 businesses apply. We have about 60 in [1:27:39] this cycle. Um 20 of them in this last round are [1:27:46] outside the city limits. Um the rest are inside the city limits. [1:27:50] » Um 50% of those have made it to the second round. And so the majority of [1:27:56] those are still in the city limits. The majority aren't. [1:27:59] » So future ones it'll be clarified at just outside city. So the total [1:28:03] » so the ones that are going right now are >> Yeah. It's everything because it's still [1:28:06] a budget year >> because it's convoluted. So we're [1:28:08] honoring what it said in the application, what it said guide and the [1:28:13] direction and you know where the funds came from. So this is just going to [1:28:17] affect starting this fall. >> Yeah. The people that are already [1:28:22] through the first cycle, it's not fair to take it out on them, [1:28:25] » right? >> Well, no, it's still within our budget [1:28:27] year. No matter what, fairness or not, it's still within our budget year and [1:28:31] it'll be distributed. I mean, when's the deadline? When are you going to finish? [1:28:35] » So there is no deadline for ordering. So we're in the process of going through [1:28:39] usually takes a couple months because we have to go through we have meetings to [1:28:42] set up with all the businesses still we have we've already gotten all their [1:28:45] receipts or documents their profit loss their tax statements and if they didn't [1:28:49] submit any of that and they're not ready to business own they don't move on to [1:28:52] the next phase. >> Sure. But if you do are you going to do [1:28:54] that by July one? >> We're going to try to have everything [1:28:57] done to you recommendations so we can have checks out before the end of the [1:29:03] year. >> Okay. Fiscal year. [1:29:05] » Fiscal year. Apologize. Okay. >> I mean, did you [1:29:09] » It would be cleaner that way if you could. [1:29:11] » Yeah. So, we're really >> nice if we could have the checks issued [1:29:14] by the >> That's what you just said. [1:29:18] It would be cleaner. >> First week in June. Would be great to be [1:29:21] able to >> Right. And that's my goal. The checks [1:29:24] issues. And when the checks get issues, then the rest of my responsibility falls [1:29:27] in. I make them go out get actual receipts, give me copies of receipts of [1:29:30] what they purchased. Then I make them do a final letter saying how how they used [1:29:34] it for the business, how they helped their business. And that's all part of [1:29:36] the records that I submit to you guys. You guys have later on, right? [1:29:40] » That's part of our due diligence because they don't do that, they're ineligible [1:29:43] to ever apply again. >> Ever. Yeah. [1:29:46] » Ever. >> It's written in there. So, so what you [1:29:50] were getting to, Shane, was in the bylaws portion of it, we had to make [1:29:55] some changes. Um, and on the second page of the bylaws, page 204 in yellow, um, I [1:30:03] had to restructure this because, um, the original ORS that we were created out of [1:30:10] identifies that we have nine, you know, members. And so when we changed it, [1:30:15] obviously there were county only. We had to change to one exeicio instead of two. [1:30:19] And because of that, that means I had to add in an al alternate position without [1:30:24] changing the rest of the verbiage of seven voting members. So by doing that, [1:30:28] we're still meeting the same or structure of having nine. We have one [1:30:32] exeicio that doesn't do that. And I also changed the wording to a county [1:30:36] commissioner. So whoever you guys choose to have, you know, in that [1:30:40] » so we can rotate it if we want to and whatever every year just like our [1:30:44] committees that we normally >> it is up to you guys. It's a so you guys [1:30:49] and I intentionally wrote that and so you guys would have that ability to do [1:30:53] that >> and then you know the alternate and we [1:30:55] just clarified some things that they could vote if somebody else isn't [1:30:58] present and then if somebody withdrew then they could be at our recommendation [1:31:02] to you guys then moved into a permanent one. [1:31:06] » So all of so the seven and the alternate need to be outside of [1:31:11] Baker city limits. We have not addressed that yet and I didn't think we should [1:31:16] we'll address it at a different point from direction from you guys what that [1:31:19] looks like and so currently we only have one person who kind of owns a business [1:31:25] inside the city limits and we have Jeff which has the whole county we have Leah [1:31:28] which does all the vote techch and everything and so and Doug you know he's [1:31:32] a retired person so he has no specific skin of the game anywhere Tyler's the [1:31:36] only one that is tied to a business I believe Tyler brings the most value to [1:31:40] the table because he's been through TLT since initiation. He knows more about it [1:31:44] than anybody else. >> I imagine him going to the city TLT. [1:31:49] » He sits now on the TLT because he's the representative from EDC, [1:31:54] » right? >> And so we should address that in the [1:31:58] future. I didn't want to cover it at this point. I just want to fix the bases [1:32:01] that we had moving. Okay. >> And come back with a recommendation in [1:32:05] the future. And I've already tc has already talked about establishing some [1:32:11] sort of criteria. So I've been at meetings with a lot of other cities. [1:32:17] I can't believe she didn't return that email to you know Kean's got back. She's [1:32:21] usually pretty good to Siobhan. Yeah. >> So um you know talked to them. We're in [1:32:26] the mayor's meeting. We said all of you guys need to have representation. [1:32:29] Correct. And so a couple weeks ago, Chris from the chamber and I were down [1:32:33] in halfway talked to about 20 some different businesses and we said, you [1:32:36] know, who's going to step up? One of you guys needs to go apply at the county [1:32:40] now. >> One of you guys needs to apply, you [1:32:43] know, for EDC. You guys need to step up. We have opening step if you guys want [1:32:47] representation. >> Only Yeah. And then if I can address [1:32:51] that kind of caveat, I have been working on the ordinance for TLT. That's what [1:32:56] » and I do have I am getting close to getting you a proof. I want to have that [1:33:01] by uh our next meeting. Okay. So, um that you have that but in [1:33:07] this line of EDC and then TLT um I kept it at [1:33:14] um the the same the same amount of of people but the but the way that it that [1:33:21] it it sits that the the members sit the committee members sit will be um what [1:33:26] what I'm um offering is like somebody from hospitality instead of attraction [1:33:33] um and a lodging partner and and all of that. So, and halfway sumpter unity at [1:33:38] large, you know, and and so when this I feel like when that is formed, when that [1:33:44] is secured on who's going to be sitting on that, then we can look towards who's [1:33:48] sitting on EDC. >> So, I don't know. Did you know that EDC [1:33:53] is created out of the TLT ordinance? It's not a Okay. Yeah. A lot of the [1:33:59] times they could be a standalone, but in this case it isn't. So yeah, because [1:34:03] that's where the funding comes from. >> Right. [1:34:04] » Right. And and that's where your money >> and I made sure that nine members for [1:34:09] EDC was kept in this uh through the change. So that won't change in this [1:34:14] ordinance for EDC to still have nine. >> So okay, [1:34:17] » this would be part of the conversation you alluding to. I always thought that [1:34:21] if we could put in there simple wording because I remember in the meeting with [1:34:24] all the mayors, we talked about the IGAS. Um, we could say, you know, city [1:34:29] representation with the current IGA. >> So they [1:34:33] » Yes. Because >> they don't have an intergovernment [1:34:34] agreement with the county. To me, it doesn't make much sense to have [1:34:38] representation, >> right? [1:34:40] » And >> if there's no agreement. [1:34:42] » Yeah. And that's another uh area in there that specifies the IG with the [1:34:47] other three cities that are participating in the TLT program. And [1:34:51] then so once the ordinance goes then the IGA will follow by the end of June with [1:34:57] those three cities. >> So EDC has made recommendations that you [1:35:01] approve the 218 and 318 budgets. >> We can't do that. [1:35:05] » We can't do that. >> Whoever the budget is during budget at [1:35:09] the end of May >> and she you should have received an [1:35:10] email from Christina saying look at this. Is this correct? And then if you [1:35:14] want to submit a letter to do that as well. [1:35:18] » So so we we did that part through Christina. Okay, then we because we [1:35:21] can't look at this at this point. It has to go to budget committee. [1:35:23] » Don't look. Don't look. >> But the three documents that we're [1:35:27] recommending EDC voted I've seen with this application solicitation and the [1:35:33] updates through the bylaws just the areas highlighted in yellow. [1:35:36] » Yeah. >> And I have seen the budget. [1:35:39] » Everybody's seen the budget. >> I mean it's good to look at it. We can't [1:35:42] I mean we just can't we can't do anything without [1:35:46] » and that's we can review it say good job but until I get three more people [1:35:52] » just out of respect I sent everyone copies. [1:35:53] » Thanks. >> Thank you. Thank you Brian. Thank you [1:35:57] Michelle as you alluded to earlier 27 years ago when I put together the [1:36:02] project that put that welcome to Baker City finds out there 27 years ago. [1:36:07] » Okay. >> What a time reference. And they're fine. [1:36:12] They're not melt. They're not riding in the ground. [1:36:15] » No. >> But originally it was slated at a [1:36:18] $684,000 project, which we ended up doing for $6,482 [1:36:24] because we got everybody to donate the thing. OC donated trucks. Um, you know, [1:36:29] » it's a big cut. It's a big >> Yeah. Ellson donated all the wooden [1:36:32] beams. We had all the steel donated the high school donate space. Kneehi donated [1:36:37] all of the printout cut signs for it and everything. It was an amazing community [1:36:42] after and then when press done was with you know materials at the time they gave [1:36:46] us that cost all of the chains bolts materials we used to put the signs [1:36:51] together >> nice [1:36:52] » different world I'm trying to bring back the timber so you know [1:36:56] » so yeah if it was you know >> time reference that's when [1:37:01] » there we go I didn't realize it was that long ago so um so do we need to approve [1:37:04] the recommended by law we want to wait until [1:37:07] » do we want to wait till or I would I mean I don't think that [1:37:11] there's any rush on it um on on today for his bylaws. I think just knowing [1:37:16] that they're there >> forward. Yes, [1:37:18] » I they actually need to be approved because currently we're publicly going [1:37:23] to have it online for the application for people to apply for the grant [1:37:28] because they could apply from >> April first Friday in April till now. [1:37:32] Luckily, >> we do need the grant solicitation [1:37:34] approved. >> So, but this is for going forward. [1:37:38] Well, I mean >> the thing is we have we're going to need [1:37:40] to have it posted online at the county site with the correct documents and the [1:37:44] correct wording now which will precede you know the end of the year. So, so [1:37:51] yeah we [1:37:54] remove it from the county and don't have it publicly posted and notified. [1:38:00] » Um >> I would wait I would wait until July [1:38:02] one. >> Let's wait till July is back in July. [1:38:06] Luckily, nobody has applied. So, we're going to just have to make sure that [1:38:10] » just pull it until July. >> Yeah. So, who would I ask to do that? [1:38:15] » That'd be you, Heidi. >> Probably Bill Belly. [1:38:19] » Yeah. >> But let's just I think it just be [1:38:22] cleaner just because of >> for the fall solicitation. Yeah. If you [1:38:26] can if you can just hold and post it on July. new applications will be available [1:38:31] July 1 or whatever and we'll approve this maybe the end of June or whatever [1:38:35] when we know what everything looks like >> yes then there's no confusion there's no [1:38:39] overlapping >> I just think it's kind of jumping the [1:38:41] gun I just let's keep it >> yeah [1:38:45] that's just my thought >> no I I agree with you I like that I like [1:38:49] to keep everything kind >> I'm just it's gonna muddy the water [1:38:53] Brian I >> if we don't do that so let's and then we [1:38:57] can bring back the changes because we'll have a better idea that ordinance will [1:39:00] be done. Yes. Hopefully by then. Um then we can have a better idea of exactly the [1:39:04] warning you need for the inside. [1:39:08] » So if I bring the ordinance on the 21st, the revised which I hope to get you both [1:39:15] a copy I don't why not before that for you to review. [1:39:19] » Um then we have to have two readings correct Heidi on the ordinance and [1:39:23] change. We have to have two readings >> unless you want to declare it an [1:39:28] emergency and then you would have to read the entire thing. [1:39:32] » Duh. >> In order to adopt it in [1:39:34] » you get to read it. >> So if you want to read it read it in its [1:39:38] entirety you can adopt it at a single meeting. [1:39:41] » Oh >> it is 21st and then [1:39:44] » this thick. >> So [1:39:46] » um so if we can have the first reading on the 21st the second reading on the [1:39:50] 4th >> if June. [1:39:52] » Yeah. Um, and then we can get everything ready and in place the last June 30th. [1:39:57] » Yeah. >> And then you can bring your stuff back. [1:39:59] » It doesn't June 18th. >> Usually you do a work session if anybody [1:40:03] had any changes, but >> Well, I'm going to get it to you [1:40:06] beforehand so you can review um on your own before the 21st. And then at the [1:40:12] 21st, can we decide are we ready to, you know, [1:40:16] Yeah. I mean, if it if we're scheduled a public hearing and then we're not ready [1:40:20] for the public hearing. a little bit. >> So, I would just need to have it because [1:40:24] I have to meet the posting requirements and it's got to get in the paper. [1:40:28] » Yeah. >> By next week, which means I got to have [1:40:30] it basically by tomorrow, I think, is the deadline to get it. [1:40:34] » And I am out next week. >> Because then I have to post it online. [1:40:38] Tell people where they can find a sample. [1:40:40] » Okay. Well, I have a draft right now. I'm waiting on um uh one other person [1:40:45] who's helping me from TLT who's been on TLT forever. Um just kind of go through [1:40:51] So, I have all of my ducks in a row on >> it. [1:40:55] » Um, yeah, I suppose. Uh, so no, it's it's [1:41:00] not going to be I didn't figure on public hearing this month. I figured it [1:41:03] would be public hearing on unfortunately on our first session and our second [1:41:08] session in June. >> So, [1:41:11] » well, we could still do that and then we could still do EDC stuff bylaws on the [1:41:16] on um on the 18th. >> We could still do that. Yeah, because [1:41:20] we'll have had the first hearing and that'll be the second. [1:41:23] » And if you felt if we felt like we needed to do a quick work session, that [1:41:26] would give us time enough to do it. And if you want to do an emergency, you guys [1:41:30] can go to the bathroom while I'm reading it. I mean, it can be done. [1:41:35] » We're not doing it without you. You love reading that stuff. [1:41:38] » Oh, well anyway program recording it time. [1:41:44] » That's how they do it. >> It It will actually in Word. So [1:41:48] » that's how they do it in uh the legislature which is incredibly [1:41:53] annoying. >> Incredibly [1:41:56] » should know say this is going to this is a five minute reading of this [1:42:00] » because what you guys are going to see on the 21st or before the 21st is red [1:42:06] line, blue line and green line because it's gone through TLT last year with the [1:42:12] red line through council with the blue line and now I'm adding green line. [1:42:17] Okay. So, it's it's a mess, but it's all going to come together. [1:42:21] » I was just hoping >> So, are you going to be able to have [1:42:23] Heidi send it to us electronically so we can do our own little purple and [1:42:27] » Yeah. >> Yeah. Yeah. Pick a different color. [1:42:30] » I was just hoping for another PLT ordinance revision to go in my stack. [1:42:35] » I really don't see this as a problem. I I went through [1:42:38] » after all of the revisions. I took the latest revision from 2024 and just [1:42:43] kicked out anything that doesn't apply that's not going to apply after July 1st [1:42:47] and um and then just revised anything. Um it's really it really shouldn't be [1:42:53] that much of a >> It shouldn't. [1:42:55] » There's not that >> Could you guys just read the changes? [1:42:58] » Nope. >> No, read the whole thing. So you after [1:43:02] they look at it, we'll have a better idea on the 21st and and then if we [1:43:05] decide that we really need to read it on the first session in June, then we [1:43:09] » okay, >> we definitely [1:43:10] » could just take turns and go roundy round. [1:43:14] » So for now, you just want it as a review on the 21st. Yes. And then possibly [1:43:20] first reading on that June 4th definitely. [1:43:25] Yes. So [1:43:27] » do I need to represent or can you approve these as presented? [1:43:31] Um you're going to have a change in you will have a change in uh [1:43:40] » in the bylaws >> in well in the bylaws once you have the [1:43:43] seven you're going to detail more who could be um [1:43:47] » so I thought we would not even try to work with that right now. We're gonna [1:43:51] wait to see how everything plays out and then [1:43:52] » because your count's alone >> and then next year. [1:43:54] » I was just thinking it would >> that's the only reason I wasn't going to [1:43:57] approve it now is we're gonna make sure this was up. [1:43:59] » Oh no. Because this and then what I really want to do is kind of see what [1:44:04] you guys came up with and then we can go back to EC and EDC for so we can make a [1:44:10] recommendation next year to make changes to our bylaws according to who should be [1:44:16] on it. And I think then you guys will have more time to figure out what you [1:44:20] guys did in your ordinance. >> I wasn't trying to convolute the two at [1:44:23] the same time. >> I think they have to be. [1:44:26] » Yeah. I think that if you could come back in um June with an outline and [1:44:35] and you could even wait and see what that ordinance first hearing reading [1:44:40] looks like. Um trying to match you. >> Yeah. [1:44:48] Is this the courthouse? This is the courthouse. [1:44:49] » This is the courthouse. >> Oh, yeah. Go for that. [1:44:58] » Uh, [1:45:01] we're past, but did you get the information on theformational kiosk for [1:45:07] your >> from Jessica? [1:45:10] I'm sorry. From Jessica. She was she sent you some stuff about a kiosk about [1:45:14] placing it somewhere in Huntington. >> Uh and she has had no communication back [1:45:18] on it [1:45:22] » and I don't know when she sent the emails. [1:45:25] » I was gone all last week so [1:45:30] » should have been. Yeah, it's been the whole process. [1:45:34] » Maybe you should rephrase it. So would you love to have a kiosk? [1:45:37] » Yeah. >> Where would you like [1:45:38] » would you like to have a kiosk? And could you please reach out to Jessica to [1:45:42] get the details worked out? >> How's that? [1:45:47] » It's okay. We're We're >> Okay. We're in the middle of a [1:45:50] » Yeah. Just touch base with just touch base with Jessica. [1:45:53] » Okay. >> Hopson Travel Baker County. [1:45:56] » Yeah. >> Out at the She's She's located out at [1:45:58] the chamber uh or at the visitors center. [1:46:04] » She's trying to get a kiosk for you out there and she said there's been no [1:46:08] communication. So, >> okay. [1:46:11] » I see it. Thank you. >> Okay. Well, thank you. It's good to see [1:46:14] you. >> Good to see you, too. [1:46:16] » Okay. So, I'll let you know that. [1:46:21] » So, the outside the box thing, I guess, is the text that I got back from. [1:46:29] And so, basically, I tried to accelerate it because I [1:46:33] really wanted to get some paperwork in front of you guys today. Um, so the [1:46:37] church has approved, you know, rewarding and everything. They've worked directly [1:46:42] sent it to Drew Martin to review. He's reviewed it. He's approved everything. [1:46:46] He's supposed to be sending you guys directly, [1:46:48] » okay, >> the copy of the approved, you know, [1:46:52] document, you know, for the purchase. And he saw no problems in everything [1:46:55] that is in it that he is going to be sending to you guys. [1:46:58] » And so their attorney then came back, >> correct? [1:47:01] » Withdrew. Okay. >> Correct. So, and that's relating to this [1:47:06] email. >> Yes. Yeah. [1:47:07] » Uh, so Michelle, did you Commissioner >> Gber, did you receive the email [1:47:14] » just now? >> Just now. Okay. [1:47:15] » I don't have my the >> It's from St. Francis basically. And it [1:47:19] says, um, the requested changes in the attached document are acceptable and I [1:47:23] recommend that the commissioners approve the attach. [1:47:25] » Oh, no, I didn't get that. All I got was >> the attached the the attached to the [1:47:29] agreement. I did not have Commissioner Caseber's email address, so I just sent [1:47:33] it to Heidi when I got it in and then I asked Heidi to forward it to you. [1:47:38] » Okay, here we go. I got the whole email down below. [1:47:40] » So, yeah. So, he requested. So that's something that um [1:47:45] uh red line is attached and so we'll have to put that on uh the 21st [1:47:53] » or is that something that we can >> Oh, we should be able to [1:47:57] » that we well or we can't do it now or can we? [1:48:00] » Oh no, >> we can't do it now. That's what I'm [1:48:02] saying. >> Okay. So we will add that to the 21st [1:48:07] session. Um >> Yeah. and it sounds like they're fine [1:48:12] with it. So, >> okay. [1:48:16] » No, we know we need time to review it and [1:48:18] » all of that and put it on the >> Soon as he said to me, I said send it to [1:48:22] you guys. >> Yeah. [1:48:23] » Okay. And then we're going to be seeing something from Drew or is this it? [1:48:27] » Uh I told Drew to send you the final approval. [1:48:30] » This did not come from Drew. No. >> Yeah. [1:48:32] » He may have forwarded you what? >> Drew. It went to [1:48:37] » from Drew went to Shane and Christina. Oh, okay. So, this is from Drew, not [1:48:43] from St. Francis. >> Okay. Okay. [1:48:45] » That was this morning at >> Yeah. Okay. [1:48:58] » Okay. So, yep. We'll just request that that be on 21st. So, is there any other [1:49:05] recommendations that I present to the EDC on what you guys would like as far [1:49:10] as wording on who would be on council? >> Um, I will get you the preliminary [1:49:18] um list of because I just I have my >> old copy here, not my electronic on the [1:49:27] who's going to be seated on TLT. >> I will give you that list. Do you think [1:49:31] it should be slightly different or or near? [1:49:35] » I think that >> I'm asking all three. [1:49:39] » I I think I think that you should take the list that I that we are proposing [1:49:44] for TLT to EDC and see how they feel about it. I would like to hear from EDC [1:49:49] on >> So when's the next EDC meeting? [1:49:52] » 20th. >> Yeah. [1:49:54] » Again, once county college is over, I won't [1:50:00] So Heidi, we requested that um [1:50:07] the St. Francis purchase and sale agreement [1:50:10] um that you just sent that email to Commissioner Caseburg that that be on [1:50:16] our agenda for the 21st [1:50:20] for approval of the purchase and sale agreement EDC. [1:50:25] And so you'll have to do a staff report. [1:50:34] » All right. >> Um, [1:50:36] yeah. [1:50:41] Yeah. I'd be interested to know to hear what EDC who you would EDC would like to [1:50:46] what what they see for seats on the committee. [1:50:51] » Yeah. And so my personal opinion was that you know we need somebody from [1:50:56] halfway we need somebody from some right. [1:50:58] » Yeah. So, and and unity or I don't know if you need unity or not, but if you if [1:51:04] you focus on those two cities that are in the IG then yeah. [1:51:09] » So, and I I do like the wording that >> you know the the cities must have a [1:51:15] current IG but that's I think you guys >> and that is in this and the wording is [1:51:21] in this and that I did have to revise some of that wording per the those three [1:51:26] cities. So, >> yeah. So, and then you know it's [1:51:31] you know and the thing I think would be hard is you know you know getting [1:51:35] somebody to participate on a regular basis from those areas. So Zoom is you [1:51:40] know approved one for anybody who is on you can see we voted and approved for [1:51:43] somebody to be able to present via Zoom or via phone. So that that's an allowed [1:51:48] way for somebody to attend and give information. [1:51:50] » We have a member on TLT from Sumpter now and she attends in person. So I mean [1:51:55] they they do I [1:51:59] can't remember her name right off the top of my head. No, [1:52:02] » but but she uh yeah, she's she's fairly new to to TLT. So, I'm looking forward [1:52:08] to her staying on TLT. >> Good. [1:52:11] » I'd like to follow you guys' direction and what you guys decide. I'll present [1:52:15] the agency and then have them make a recommendation back to you guys. [1:52:18] » Okay. >> Even through the winter doing the Zoom [1:52:20] link for PDC and TLP can be done. So, It's unaccepted. [1:52:28] » Oh yeah, >> we all do it. [1:52:29] » Yeah, for sure. >> Allies do it. So [1:52:31] » yeah, >> we have to [1:52:34] have you do [1:52:37] » if you choose to >> and use the cameras that are available. [1:52:43] » The last one I listened to was just like chairs and people's voices. [1:52:49] » There was another one that we had was >> Yeah. The EDC made one camera [1:52:52] » and Jeff was the only one showing up. Yeah, Jeff was the only one at the end [1:52:57] of the whole thing. I was like, "Okay, there is two cameras. [1:53:02] » You better make sure that animal." >> Thanks for all of the work and and uh [1:53:07] yeah, I will get you that language just as a proposed before the 20th [1:53:11] » um so that you can look at it and you guys can decide. [1:53:14] » Any other questions around here? >> Thank you. Question on this Francis [1:53:20] agreement. Um, well, will will you be able to get the seller to sign first? [1:53:24] » We can. >> Okay. And then it looks like there's an [1:53:27] exhibit A. >> Yeah, that's never detached. I always [1:53:31] hate that. I mean, attorneys always tell me that it's, you know, it it's they [1:53:35] know what it is, but I agree with you. They kind of need to physically see it. [1:53:39] » Isn't that like the physical address or or the physical description of the [1:53:42] property? >> I'm not sure. I mean they refer to [1:53:44] » that's all I was wondering is I didn't see there it was there but nothing's [1:53:48] listed under it so I just wasn't sure that was [1:53:51] » you can request that from Drew before [1:53:55] » well because this came from Drew and final paperwork and everything it come [1:53:59] from Drew it's his language of exhibit >> so [1:54:03] » but I think it's smart with what you said we'll get to sign it so when you [1:54:06] guys get presented in front of you you'll have a signed document so it'll [1:54:10] make it easier to follow the next steps >> yeah It's but yeah where they're the [1:54:14] seller making sure they do want to sell to us before [1:54:19] » and that yeah then they're okay with the wording and all that stuff. So that's [1:54:21] good too. Yeah. [1:54:25] » Thank you. >> Thank you for all the work and time and [1:54:29] everything on all of this. >> We'll catch up to you sooner than later. [1:54:32] » So I I can't wait for that to get mowed and sprayed so that I don't get any more [1:54:36] phone calls from the neighbor. >> Yeah. So Gus has done an amazing job and [1:54:40] if anybody wants to know a plan I refer to her. [1:54:43] » That's where I send it every time. >> Her suggestions and ideas when she comes [1:54:48] back with another proposal I think is is awesome. [1:54:51] » Yeah. Next one he's going to go to is the school district because there's [1:54:55] actually worse than ours. >> She was very presentation. I I think [1:55:00] she's doing a fantastic job. >> He only catches me when I'm out there. [1:55:03] So >> coming from uh out of Newbridge [1:55:07] yesterday, there is a property owner that it is all white top and the the [1:55:13] ditch runs down and through their property and then it goes up above as [1:55:18] you're going towards Richland and it's all white top along that ditch because [1:55:23] it's been carried from that. I mean it is [1:55:25] » everywhere >> solid [1:55:27] » by neighbors. Well that property >> we do in Gessie. Yeah, she does have [1:55:33] that. Um, and >> I know of another couple counties that [1:55:36] actually charge property they've enforced. [1:55:39] » Oh, definitely. >> And they charge if you have white top [1:55:41] where you have >> any of the whatever that's on list. If [1:55:47] you have that and you're not taking care of it and the county has to come in and [1:55:50] spray it, yep, you will get charged. >> You get charged. And I think that we [1:55:53] need to look at that because some of especially white is just nasty. [1:55:56] » Also have a within some of the water. [1:56:01] » Yes. Yes. Because you I mean you definitely I mean yesterday everything [1:56:04] was in bloom and man that white top was in bloom and Russ just was looking up [1:56:08] there and the following that ditch line and [1:56:11] » yeah it's no good. You know, Sweden when we visited, I don't know how long ago, [1:56:15] but uh they have an ordinance that if you have trash in your yards or if you [1:56:20] have something that's unsightly or something that you know, they have this [1:56:23] whole ordinance if you don't if you don't take care of it when you're when [1:56:27] you're notified, then that county or city or whatever goes in, cleans it up, [1:56:31] and then you're build. >> There is an ordinance of the city to do [1:56:34] that. And um they I've seen them do it a couple of times and people screamed. [1:56:40] » Well, they clean it up. Sweden was so clean. I mean, we were just like, "What [1:56:44] is going on? Everybody takes care of everything. Every yard is pristine and [1:56:47] everything." They said, "Oh, it's this ordinance. You either do it or you pay [1:56:50] » every >> Oh, yes. That's exactly exactly. [1:56:56] » It's just that here. >> I'm going to call a five minute break [1:57:00] and before we go on to the Okay. >> thingamajig and I'll be right back. It's [1:57:04] just that here um private property rights [1:57:09] stop us and I appreciate that >> but then it makes it tough. [1:57:15] » I was glad the way Jason wrote that article you did a great job. [1:57:19] » Yeah. But I and so as I'm [2:04:08] Um, thank you for doing that. [2:04:11] » Out of recess. Oh, you're welcome. Well, you don't have to thank me. [2:04:19] » Oh, I thought you meant to call recess. >> Yeah. Okay. [2:04:23] » Oh, Heidi sent it. Okay. >> All right. [2:04:27] » Oh, what was Oh, the travel policy review. [2:04:30] » Okay. So, I had an email from one of the department heads and so I started [2:04:36] researching it and so in there, so really what I wanted to address today [2:04:40] was >> anytime we have the three of us need to [2:04:44] get reimbursed, we have to get the other two done. [2:04:48] » Oh, yeah. >> But we haven't been doing that. So, [2:04:49] we're outside of our guidelines. So, >> I marked that, too. [2:04:53] » So, why >> we have to what? What? [2:04:55] » So, if you submit a expense reimbursement, Shane and I both have a [2:04:59] sign. >> Yeah. Oh, both. Not both. Okay. So, [2:05:02] we're not following that. And so, anyway, there's several places in here [2:05:06] that I don't I think it just say signature of one commissioner for [2:05:09] reimbursement to department heads or elected officials and drop out the part [2:05:12] that says signature of two commissioners for reimbursement to a commissioner. [2:05:16] » That's a pain. Why? And we're not doing it. So, [2:05:18] » we're not doing it anyway. >> If it comes back to audit, we're not [2:05:21] doing it. We're going to get in trouble. >> So, do you have a red line? [2:05:23] » I do. I just highlighted the yellow. Oh, I just It's um page two. [2:05:32] » But I don't But mine isn't. >> No, I just highlighted it in yellow. [2:05:35] » Oh, >> do we need to do that? Just Okay. And [2:05:38] then present it back. >> Yes. [2:05:39] » Okay, I can do that. >> Yeah. And then I can look because I I [2:05:42] like I read through this. >> We don't have like a document of this [2:05:46] one, right? >> How did you get that? [2:05:48] » You just by page. Yeah. >> I thought we were talking about the the [2:05:53] food reimbursement. >> Well, we can do that, too. But [2:05:55] » and then I read through that. like they're not. [2:05:58] » So, we can. So, I did some research on that. So, if you guys are in agreement [2:06:01] with that one, I will change that. >> Yeah. If I can see your changes and then [2:06:04] we can >> It's just basically eliminating a line. [2:06:07] » There's five of them. >> Okay. I thought you had Oh, there's five [2:06:10] different places. It's not just the one then, Shane. There's five different [2:06:13] places. Three, [2:06:17] » four, five. >> Yeah. So, I I I would just like to see [2:06:20] that. Thank you. >> Because it's just Yeah. Anyway. Okay. [2:06:23] So, I did look, just to let you guys know, I did look at the predium and the [2:06:29] high cost city allowances for meals. >> I would recommend that we have an [2:06:33] updated city list that comes from IRS. That's [2:06:39] what we should do and that should be on file and we it should just be updated [2:06:43] whenever by and so I can include that the travel policy that this will be [2:06:46] updated as needed by administrative services. Is that the best way to put [2:06:50] that? and then they just go pull this and they need it. [2:06:56] » Okay. >> So then I did some cost comparisons of [2:07:00] where we're at. So right now we're at $51 a day and if [2:07:05] we're in a high cost city, which is $66 a day. What's interesting is there's [2:07:09] like three high cost cities in Oregon. Portland is not one of them. [2:07:15] » Yeah. I saw Bend, Eugene, Florence, and Seaside. [2:07:18] » Bend is just new. >> Florence is new. Yeah, those two were [2:07:22] new. It was Tbook Lincoln City and whatever. Anyway, so that's what [2:07:29] competition city. [2:07:32] » So anyway, so I went to the IRS and they were at 74 for non- high and 86 for full [2:07:40] day rate, which is basically $25. So then I went to the GSA which is the [2:07:44] general services administration which is lower than the IRS which is kind of and [2:07:49] it and it details Dutes and Multma counties and Boyisey [2:07:54] » as high cost around here at the point we might fly. So the 63 and 81 but again [2:08:00] we're not that far off and I don't know that we need to change it. [2:08:03] » Okay. >> I I don't know because most of the time [2:08:06] people are traveling for a conference and wheels are in group. [2:08:10] » Yeah. I like, okay, just example on this last one. Um, [2:08:15] when I got there on Wednesday, I had to get my own dinner [2:08:22] and that and then on the way home, I got my own lunch. [2:08:26] » They [2:08:29] stay in a hotel that has breakfast. >> Yes. And so anyway, so um so I mean we [2:08:34] were less than it was like $12 from the GSA and $15 on the high cost cities and [2:08:43] so I don't know. I just with our budget and things like that and we don't have a [2:08:47] lot of people traveling. I just kind of want to make the change [2:08:52] to remove this and add a note that we would just use the standard IRS license. [2:08:56] » Yeah. >> Yeah. Okay. [2:08:58] » I agree with that. >> Yeah. And I think I'm gonna have to [2:09:00] retype this because we can't find a word out here. [2:09:03] Everything's a file, right? >> You don't need to retype it. We can [2:09:06] we'll figure that out. So, you just let me know what your changes are and I'll [2:09:09] get it. >> Okay. [2:09:11] » All right. >> Oh, yeah. Just leave it in my Dropbox. [2:09:13] It's not >> How did we get these? Oh, [2:09:17] » I had to individually print each. You had to go and I go to print the whole [2:09:21] thing and I would get an error. So, I went page one, page two, [2:09:27] » I would work on that. >> Okay. Oh, thank you. So, that's I don't [2:09:31] know that we need to make a change in government. [2:09:33] » Yeah, >> I've been surviving in it. Okay. So, [2:09:37] » but I just I do think we need to change the two commissioners. [2:09:39] » I do too. You got to be following. [2:09:42] » Yeah. I'd like to see your five changes or whatever on on that one. So, yes. Um [2:09:47] I I like the the >> your trajectory. [2:09:51] » Well, he doesn't have Okay. >> Well, yeah. [2:09:54] » Do you have a copy of it? >> Oh, I have lots of copies highlighted. [2:10:00] Okay. Because I don't think he has the copy either with [2:10:06] » Yes. >> No, but I'm I mean I just read through [2:10:09] it and I caught the same thing. I'll I'm happy to see it. [2:10:13] » Anyway, that's all it is. Eliminate that. So, I'll take care. [2:10:16] » Oh, just in those four spaces. >> Yep. Just draw it. [2:10:20] » Well, then I'm fine with that. I thought you meant that there was four different [2:10:23] places that you want to change a oneliner. I didn't know. [2:10:26] » It's just eliminating >> the two the word. Okay. [2:10:29] » Yeah, just where it says >> I am fine with that if you want if you [2:10:32] want to vote on that right now or whatever. [2:10:35] » And then let me see what it says for high cost. [2:10:39] » Hold on. [2:10:43] » No, because I No, I'm going to change that because I want it to refer back to [2:10:46] the current IRS. I want >> You want to do it? You want to vote on [2:10:50] it? So 21st 21st word of the child policy. [2:10:57] » There's not even a second line for one of us to sign. [2:11:01] » I and I read that and I signed off on it. [2:11:04] » I was I was looking for something completely different on the intra web or [2:11:10] whatever we call it and the travel policy popped up and I read that and I [2:11:14] thought, well dang, that's that's not good. [2:11:21] All right, I guess we're on to documents to be signed. Uh, American Forest [2:11:25] Resource Council membership dues. That's you. [2:11:28] » How much is that? >> That's 600. So, difference between a [2:11:33] full membership and associate membership. What is the difference? [2:11:37] » Let me see. I mean, do we get anything more if we do we get more benefits? I [2:11:42] mean, because I was looking at the benefits. I I asked that question the [2:11:46] gal and she said that um one is more for like actual loggers and forestry workers [2:11:53] » the patterns counties >> okay [2:11:56] » so we're still covered under what they talk about [2:11:59] » but we don't have voting rights >> right [2:12:05] » right >> um I'll move that we pay the dues for [2:12:09] American Forest Resources Council membership for $600 for an associate [2:12:13] membership [2:12:15] I'll second. >> Have a motion and a second. Any further [2:12:18] discussion? Seeing none, all in favor say I. [2:12:22] » I. >> I. Motion carries. [2:12:26] I can make this through without my glasses. Um, order number 2025-122 [2:12:33] designating county dimminimous rate. [2:12:38] Where is What are we at? >> Order 10. And now we're at 15. Yeah, [2:12:42] let's move it to 15. [2:12:46] » Okay, [2:12:53] » I'll move to approve order number 25-122 the dimminimous administrative [2:12:58] deminimous rate moving it from 10% to 15%. [2:13:02] » I'll second. >> I have a motion and a second. Any [2:13:06] further discussion? >> Saying none. All in favor say I. [2:13:10] » I. Hi. Motion carries. [2:13:21] » Reappoint. Okay. Order number 2025123. Reappointing members to the Baker County [2:13:28] Fairboard. >> Oh, she just put it on staff report. [2:13:32] Okay. Um >> I Yeah. Um, if you're ready, I'll um [2:13:38] I'll make a motion to reappoint [2:13:44] » Dan uh Dean DeFreeze and Chris Stocks to the Baker County Fair Board for a term [2:13:50] set to expire May 1st, 2028. Order number 25 2025-123. [2:13:56] » Sorry, I'll second that. >> Sorry, I did it backwards, so I I [2:14:00] apologize. I have a motion and a weird backwards thing. [2:14:05] Second. >> Sorry. [2:14:08] » Uh, any further discussion? >> Say none. All in favor say I. [2:14:13] » I. >> I. Motion carries. [2:14:15] » Okay, let me try again. >> All right, I'll give you another chance. [2:14:20] I will make a motion to approve order number 2025-124 [2:14:26] reappointing Barry Nimick to the transportation advisory committee for a [2:14:29] term set to expire May 1st, 2028. >> I'll second it. [2:14:34] » A motion and a second. Any further discussion? [2:14:37] Seeing none, all in favor say I. >> I. [2:14:40] » I. Motion carries. >> Okay. I will make a motion to approve [2:14:44] order number 2025-125 reappointing Doug Gaslin to the Economic [2:14:50] Development Council for a term set to expire May 1st, 2028. [2:14:54] » Second it. >> Do we need to make a change to that? [2:15:00] » Uh, no. He um not I don't I don't think so. [2:15:04] » Okay. Oh, he's good. >> Yeah, [2:15:06] » it should be Yeah, because there's so many vacancies right now. [2:15:11] Yep. Yeah. Okay. I just want to make sure that Yeah. Okay. I'll second it. [2:15:16] » A motion and a second. All No. Any further discussion? Seeing none. All in [2:15:21] favor say I. >> I. [2:15:22] » I. Motion carries. >> And last, I will make a motion to [2:15:26] approve order number 2025-126 reappointing Wade Simpson to the Baker [2:15:31] County Weed District Board for a term to expire April 1, 2028. [2:15:36] » I'll second it. >> I have a motion and a second. Any [2:15:40] further discussion? Seeing none. All in favor say I. [2:15:45] » I. >> I. Motion carries. [2:15:48] All right. Ratification of documents. Um [2:15:57] I can there's one that I have a conflict of interest with and Christine is going [2:16:00] to take care of that one. >> Okay. But I'll move to approve accounts [2:16:04] payable reports C21, C-22, M31 and payroll and payroll AP reports APC 24, [2:16:12] PRC79, PRC78, APC 23, PRC77, APC19, [2:16:19] APC 18, PRC76, APC 20, [2:16:24] and the March review March revenue and expenditure report. [2:16:29] » I'll second. I have a motion and a second. Any further discussion? [2:16:34] Hearing none. All in favor say I. >> I. Motion carries. And then you need to [2:16:38] take >> Yep. I will make a motion to ratify the [2:16:42] signature on accounts payable report C16. [2:16:48] » Oh, I have to second. Yeah, that's it. Uh, I'll second. [2:16:53] I have a motion and a second. Any further discussion on that? [2:16:57] » Seeing none, all in favor say I. I. >> I. [2:17:00] carries. >> Oh, you have two and one abstension. Two [2:17:04] eyes and one abstension. [2:17:09] » Okay, let's see. So, [2:17:15] what do So, the Republican caucus came out with a [2:17:21] proposal to cancel [2:17:27] or eliminate cut statewide the stiff fund the statewide [2:17:32] transportation improvement fund for 36 million statewide. Um [2:17:37] I tal you guys weren't on the call yesterday morning but I talked to um [2:17:41] Representative Owens about this because he was one of the [2:17:43] » forgetting every other it [2:17:47] » yeah. So anyway I just put it on my calendar. So anyway, so [2:17:51] » I had it on mine, too. >> His comment was, I'll just make this um [2:17:57] that this was a good faith effort to the Democrats that they can come out of it, [2:18:02] not raise taxes, they >> and I said, do you understand how this [2:18:06] affects rural Eastern Oregon when you have when it's, you know, you have no [2:18:12] rail, you have no Greyhound, you have nothing out here for transportation for [2:18:17] the lower income frontier communities. I mean, I just I hit every point. Connie [2:18:21] did a great job of >> helping me. [2:18:23] » Oh, good. >> Because I I called I was going to I [2:18:26] fired off, you know, I was getting ready to do my letter to um Representative [2:18:29] Owens and Senator Nash and Flatty. I mean, everybody that I met, I was going [2:18:33] to do this and I went, >> "Calm down, Michelle. Callie first." So, [2:18:36] I called Connie and she helped me with the wording. And I'm still going to send [2:18:39] an email and if you guys would like, um I can draft the draft the letter and [2:18:43] have you guys sign it if you want to do that. Okay. Um because um Chris Patnau, [2:18:49] Judge Patnau also spoke in favor saying, "Hey guys, come [2:18:53] on. You you are affecting all of us." And um so anyway, so what my my letter [2:18:59] to them is going to ask, how is it affecting each of the counties in your [2:19:03] district and how much is it cutting and what all is it cutting? Yeah. And who [2:19:07] are you targeting? >> You're targeting lowincome families, [2:19:11] veterans, low income, you know, things like that. I was just hot when I read [2:19:14] that. And um so anyway, >> disabled [2:19:17] » disabled. Yeah. So and so anyway, so I have a rough draft of the letter. Um I'm [2:19:22] going to change the wording just a little bit and I'll get that to you guys [2:19:25] as well. >> Yes, please. And then [2:19:27] » I don't know. I'm going to send it to Representative Owens, but I don't know [2:19:30] because uh Representative Den is the one that kind of that Republican caucus that [2:19:35] she's >> she's the one that did that. Um, but I [2:19:39] kind of want our guys to know that we are really against this. [2:19:44] » Yes. >> And and I know that they canceled EOCA [2:19:47] for this week. Next week. Oh, they cancelled EOCA for next week. [2:19:50] » I couldn't get it in the last one. So, I wasn't sure when they were. [2:19:53] » Yeah. Paul Paul said there was wasn't going to be one. So, anyway, so I'm [2:19:56] going to try and see if I'll copy the letter and then send it to Paul and John [2:20:00] and all those other guys. So, try as many as we can on it. [2:20:03] » And once we see it, if you if you have Heidi send us your [2:20:08] your coffee then. Yeah, all we have to do is is just say add my signature [2:20:13] yourself. So anyway, but yeah, so that's where I did a whole bunch of research [2:20:17] going in. There's something that says because the employee based some of this [2:20:23] money, a lot of this money is by self employee tax and the employee tax said [2:20:27] it has to go to transportation. Yeah. [2:20:31] » So they're trying to take it just put it at ODOT. Just generally put into ODOT [2:20:34] and so Connie says I don't think they can do that. So, we need to figure out [2:20:37] exactly which fund they're targeting because there's three funds. [2:20:40] » Uhu. >> Um, and we have like when I look at our [2:20:42] budget, there's three different line items, but the payroll tax is the [2:20:46] biggest one. It's like 200 some thousand dollars that's coming in. [2:20:49] » So, we need to figure out where that's all coming in. [2:20:51] » And so, um, >> thank you. [2:20:54] » She didn't, you know, it's just one of those things. [2:20:57] » And honestly, if I had not been doing this job, [2:21:01] » I would not have paid any attention to this at all. And that's what I told [2:21:05] Connie. I says I and I actually told that too. I says that is something that [2:21:09] is outside of the legislative process. It doesn't have a house bill. It doesn't [2:21:13] have a Senate bill. >> I I just I moved. [2:21:16] » Yeah. And and you literally have to catch it. [2:21:20] » I mean, you literally just somehow you have to catch it. O N R I and I'm not [2:21:26] exactly sure it's a natural resource is where this came from [2:21:30] » originally and I went >> so I just that anyway that's going with [2:21:35] that. So I will take care of that. >> Um so I would get a letter. [2:21:38] » The other thing is >> yeah they've got whatever 38 million for [2:21:42] passenger rail which is probably not enough but then there's a bill and I [2:21:46] don't know where it's at to pull passenger rail completely away from ODOT [2:21:50] and create its own >> Yeah. So, so like he his comment was [2:21:54] that this was their good faith effort that he's probably not going to fly, but [2:21:57] I don't care. I mean, look at okay, look at the um bill that we thought had gone [2:22:01] away for TLT. It's back. And so that's where I was um you know, the reallocate [2:22:07] vacancies. That just means that they're they haven't filled the job. There's a [2:22:10] bill that we're working on in the public [2:22:14] safety committee and it's not bad and we have people working on it, but it [2:22:18] started out as one of the do a study and yeah figure out whatever [2:22:24] it was for and that's it was a one pager and then they've tagged on to this one [2:22:30] pager to completely overhaul the CJC and change the granting [2:22:35] » which may not be a bad thing but if you weren't on committee or [2:22:40] » right you wouldn't have known it. So one of the is the um the bicycle and [2:22:44] pedestrian program. So um we get so some of the money that the road gets goes [2:22:50] into this bicycle like $30,000 every year. So that's some of that would come [2:22:55] back to us. Then there was one where the litter graffiti abandoned clean up. I'm [2:23:00] like really seriously >> really how about in Baker County along [2:23:03] Oda? >> Yeah. Uhhuh. Along the freeway down I5 [2:23:07] and what a mess it is. Is it? >> Oh, it is. It's terrible. Um, [2:23:13] yeah. I mean, some of these probably is fine, but um, you know, but some of [2:23:16] these I'm just going No. >> Yeah. Okay. Thank you. [2:23:22] » Okay. So, the next one's mine, too, I think. Um, [2:23:26] so Dam. [2:23:29] » Okay, here we go. >> So, I have a hand out for both. Sorry. [2:23:35] » Um, thank you. So what I did [2:23:40] I just going through the budget process there was a line item for Mason Dam [2:23:45] project >> for the power thing. [2:23:48] » Yeah. For like 210,000. So I reached it. So when trying to figure out what was [2:23:52] going on with that because it hasn't changed at all. [2:23:54] » It hasn't changed at all. And that was one from before I think even you guys [2:23:58] went. >> Yeah. Nothing has. [2:24:00] » Yeah. Anyway, so I reached out to uh Jason and he gave me things and he was [2:24:06] basically told to quit working on it. Um I think our permits have expired, [2:24:10] anything like that. So um anyway, so if we are not in our lifetime going to see [2:24:18] that and promote it and all that stuff, do we need that 210 sitting there? Can [2:24:22] we move it back? >> Yeah, that would be nice. So do we need [2:24:25] a >> So I think we just do that during [2:24:27] budget. >> Do it through budget. [2:24:28] » Okay, I'll do it in my in the budget message. we'll do budget and so but I [2:24:32] wanted you guys to see because he I also included the minutes the last two years [2:24:36] so >> um [2:24:38] » so you guys can >> I don't think this is I've got the file [2:24:42] in there if you guys >> it's a nice idea [2:24:44] » I think there's one there's a one upstairs but [2:24:48] » 200,000 isn't even going to be a match >> $200,000 wasn't going to do the [2:24:52] engineering >> no on and and nobody's working on it so [2:24:56] I mean we're not ever really going to do it within the next 10 or 20 So you put [2:25:00] the thing in, how much power is it going to generate and is it worth doing that? [2:25:05] And then how's it going to affect habitat downream? [2:25:08] » How much water can actually go through there at a time when we use it for [2:25:12] irrigation anyway? >> Yeah. [2:25:13] » So because I mean how often does it go to nothing? [2:25:18] » Never. I never see I never see that kind of river not moving. [2:25:22] » But I mean it but >> but not enough to generate power, [2:25:26] » right? So that would be July, August, September, [2:25:30] » and then you got to worry about the water temperature. [2:25:32] » Yep. >> So anyway, so okay, I will work with [2:25:34] Christina. We will talk about that for your budget. [2:25:37] » This is something I've been trying to pawn off to OTAC every once in a while [2:25:40] when they're not looking. >> They don't want it. [2:25:43] » Well, I'm younger. Eventually, I'll find somebody that [2:25:47] » one other note on our budget that she sent out to everybody budgets. You [2:25:51] notice that the 600 um we took out the vehicle expense because we put it in [2:25:55] budget. >> It's in facilities budget because that's [2:25:58] where all of our expenses go. >> No, that okay. It was in there because [2:26:03] it needs It needs work and it needs it needs [2:26:06] » it comes out of Dan's budget. That's what Christina says. It comes out of [2:26:09] Dan's budget. >> So you just put the thing over for Dan [2:26:12] to deal with. >> That's what she said. [2:26:15] » Okay. Because Dan to do with it with that vehicle. [2:26:21] Well, $600 isn't going to cover the train. [2:26:23] » It's not. And it needs to be get in there and looked at. And um [2:26:29] the work that was that needs to be done was quoted by um lube oil lube thing [2:26:37] depot and it was close to 500. So I said 600 for the um because it's going to be [2:26:43] the road department that actually does that work. [2:26:46] » It's interesting because you said >> it's not new It's several things [2:26:50] that they found in there and I didn't trust them. Um, [2:26:53] I'm sorry, but you know, I mean, I tell my mother the same thing. You never [2:26:58] you're never okay at the first time. >> Um, you always get a second opinion and [2:27:02] deal with it >> because she was saying that all the all [2:27:05] of our vehicles, >> all the maintenance and everything like [2:27:07] that comes out of Dan's budget. >> I don't see any I I took it to Lubo and [2:27:12] filter last year to get that done to get it exchanged. I have never there's there [2:27:17] hasn't been anything that they've I check the oil when I take it on my own. [2:27:22] I >> if we're just talking about the [2:27:24] commission mobile why don't we just put it in the commission budget. [2:27:28] » So I and just clarify I asked the difference because I said so the [2:27:32] assessors they all have their individual cars and so they because they are [2:27:36] individually responsible for that car they have to gas it up they or they have [2:27:39] to change the oil they have to rotate the tires to do all that. Dan does it. [2:27:43] » No, he doesn't. I have been doing it >> on the Equinox, too. [2:27:47] » No, just >> just the Cherokee is why that was in [2:27:50] there. >> Put the G and the money for it in the [2:27:53] commissioner budget and put the book in our office and call it good. [2:27:58] » No, the book is fine where it's at. >> Um, you can still reserve it. [2:28:02] » Yeah, anybody other people have used it. Um, other other departments have used [2:28:06] it, but nobody else maintains it. I, like I say, I am the one that's been [2:28:10] doing the maintaining. But if we're going to just say it's our cuz you never [2:28:14] take it out of account. >> It is. And the I I think planning used [2:28:17] it one time to go up to the OTC summit up in Anthony Lakes um in 23. I think [2:28:23] they used it. Uh but the log really is just us. I mean if anybody else needed [2:28:28] to use it, we wouldn't say no. >> Well, right. But that's what you could [2:28:32] just get back. >> It's just specific on that one. It's [2:28:35] just just cher just a cher. >> Right. You could put the Cherokee. [2:28:39] » The equinox is in the pool. Yeah, you could put the Cherokee in our [2:28:44] » budget and just run it that way. >> Well, it is. [2:28:46] » No, I mean it's just separate. >> So then, so that travel and training [2:28:50] expenses then when we >> So then vehicle expense that should be [2:28:53] because we're not charging anything to it. [2:28:55] » So where is it when you get the oil change and all that stuff? Where's that [2:28:59] going? >> Um that came out of it was the [2:29:02] commissioner card for the oil change last year. It was Yep. I I had the [2:29:06] commissioner card and I went and did the the oil change on that. Um, and it was [2:29:12] also Did we get a charge from Commercial Tire when Oh, no. That was the Equinox [2:29:16] that you and I were in when we had the flat. [2:29:18] » You shouldn't have got the bill, >> but no, we didn't. We didn't on that. [2:29:21] But yeah, I did pay with the with just the card. Now, that's an interesting [2:29:26] question because blacks and uh Pacific Pride cards are in there and I they they [2:29:32] go to wherever. I don't know where that it does say commissioner on the I mean, [2:29:37] it's specific to that vehicle. Um, but it that so then [2:29:41] » this is a great conversation because we don't know. [2:29:43] » So then the fuel doesn't come out of of that. [2:29:46] » No, >> it comes out of the pool. [2:29:48] » Yeah. >> So, okay. However it works. Um, [2:29:52] » okay. We'll just figure it out. I'll tell her. It's either got it [2:29:56] » either or >> either or. [2:29:58] » I'll have more for you. >> Because then then, you know, if we had [2:30:01] to include the fuel on that, then we'd have to look at last year's fuel [2:30:04] consumption to in order to even know what that I'm saying is. And that's I [2:30:09] think maybe why Christina thought maybe it seemed to [2:30:12] » it certainly can. Yeah. I I mean if >> we can expand it okay [2:30:21] » I kind of worry about other departments driving it. [2:30:25] » So >> yeah the Cherokee is not the Cherokee is [2:30:29] not in the pool. No. And that's that's the thing is it's not in the pool. [2:30:34] » We wouldn't deny anybody using it but it is Cherokee. is Commissioner Ray. [2:30:38] » All right. So, we'll have to Okay, we'll get that fig. [2:30:42] » I appropriated it and so >> Okay. All right. Good. Well, we need to [2:30:46] make sure. So, if if the fuel is supposed to be charged to that, then [2:30:50] I'll go with Christina and Shaylin to make sure that [2:30:52] » Yeah. Well, it it is charged to that, but it's it's probably charged through [2:30:57] the it's not charged to our commissioner. It's it's probably charged [2:31:00] in the pool. >> That card is specific to that vehicle, [2:31:04] so they would know. Okay. >> So, you could move it over. We'd have to [2:31:08] bump up our travel expense a little smudging, but [2:31:13] » we'll see about that. >> Yeah. [2:31:14] » Okay. >> All right. [2:31:16] » Well, increase your vehicle expense because your cash [2:31:22] » Yeah. >> Yeah. Yeah. If it's stay with us, then [2:31:24] we'd have to figure in all of that stuff. [2:31:25] » It's going to be worth $600. >> Yeah. Everything [2:31:29] » knowing that we're going to have at least 500 or so [2:31:31] » in $600 fuel up anymore. Okay, I'll work with Christina on that. [2:31:37] So, you may see a change. We were in balance until today. [2:31:42] » I may have to change some stuff on the juvenile, too. So, [2:31:46] » um, is that >> is that it for your update or do you [2:31:50] have more? I I >> got Sorry. Um, uh, community [2:31:54] connections. Last week I was nominated as voice chair. [2:31:58] » Oh, nice. >> Oh, good. Yay. [2:32:00] » Thank you, Commissioner Sparkle. Um, I did the CIS screening. um for recruiting [2:32:06] and hiring and bringing people on boarding for new employees and it was [2:32:09] excellent. It was excellent. Um I I wish you guys could have gone. [2:32:13] » I thought that I signed up and I did not and then I ended up uh I I testified at [2:32:20] 10. I was the last one to testify on the wolf bill at 10 [2:32:24] » and and I went in there just to make sure that I that I signed up because [2:32:28] mine looks different than Donny's on the calendar or yours on the calendar and [2:32:32] and it said you're not signed up for this. Your next opportunity is Clamoth [2:32:35] Falls and I'm like nope. Okay. >> There was quite a few people there and [2:32:38] there was a few people from uh Ontario Grand. [2:32:42] » Nice. >> Yeah. [2:32:44] » Yeah. >> There was so anyway um and then I'm also [2:32:48] now on the local area [2:32:53] mental health partnership >> in addition to you know that was the new [2:32:58] directions thing is so there's like two or three of the mental health the local [2:33:02] area mental health departments and so there's like two or three different [2:33:04] committees and so I'm on that one and so county college is next week [2:33:08] » um and then we have our community outreach and Jane's going to go to [2:33:13] halfway so that's all I have [2:33:18] » Thursday and [2:33:21] Oh, Friday. Um, I'm gonna I'm gonna be out of town for [2:33:24] » You're not going to do the natural resource [2:33:26] » on Friday? No, I saw that. Um, no, I'll be out of town. It's at 1:00. They [2:33:30] switched it and last last Monday was on Monday. So, um, I'll be I'll be in for [2:33:36] the Monday, but >> but I have the I have the agenda for [2:33:40] natural resources right now. I can look at any of it. And [2:33:43] » when is that? >> Is that this Friday or [2:33:47] » Yes, this Friday at 1. Yeah. Okay. >> Yeah. [2:33:49] » Yeah. Health uh health human services is at 8. There's one at 10 or natural [2:33:54] resources one there's one at 10 and then there's another one at three and then on [2:33:58] Monday there's >> three must be mine [2:34:00] » the whole >> Yeah. [2:34:01] » Okay. >> But I'm not I'm not chair this time. [2:34:05] » Um HHS is >> okay. [2:34:08] » Oh, yours on transportation. >> Um I don't know what that is. [2:34:10] » Me? No, I've got um public safety. >> That's you. That's your comparison and [2:34:15] your updates and everything. I my dates keep moving. I've got what we just [2:34:19] talked about of it's not my turn to present for health and human [2:34:27] for public safety. >> Okay. Oh. [2:34:29] » Uh so I mean I'll still sit in and then uh you know wedge and all of that. Uh, [2:34:35] apparently I'm going to wherever the [2:34:39] » halfway on Tuesday >> on the 13th and then Friday I've got a [2:34:45] thing I need to testify on for uh the ask for the housing up at halfway. [2:34:54] » Okay. >> Um, [2:34:56] other than that, I had a bunch of stuff canceled and switched around again, so I [2:35:01] don't want that. >> Okay. Um, so is that yours [2:35:05] » pretty much? >> Okay. I have two updates. One of them is [2:35:08] that uh so the mobile home at that used to sit at Huitt was moved over to [2:35:14] Hulcom. The idea was that we would put it up close to the um wellhouse. It's um [2:35:21] it can't be moved up to the wellhouse at with the current grade and uh that is on [2:35:26] that road. Uh it's too steep and you know not enough of a gentle incline to [2:35:31] get it up there. It's settling where it's at. Um, and so the parks is uh I [2:35:37] was down there yesterday uh for an interview and then some other stuff [2:35:41] yesterday and um talked about it with Donnie and to move it up there would [2:35:48] take the road work from the road department who which they're really [2:35:51] stretched thin right now. Um there's interest uh well let me see it take [2:35:56] 1,000 foot sewer line uh that we'd have to dig and put in 100 foot of both [2:36:02] electric and um water line which isn't a big deal but um right now it is settling [2:36:07] to the point that a door popped open it had to be screwed shut and um the inside [2:36:12] is really nice. I swear when we did the walkthrough last year when John left, I [2:36:16] thought I had to do the rock walkthrough and I thought, oh, oh, you know, and I [2:36:20] walked in like, oh, this is really nice. It's really nice on the inside. It's [2:36:24] single wide, so it would be easier to move, you know, um, than a double, but [2:36:30] it's still where we wanted it to go. It's just not working. If we were to go [2:36:35] ahead and do all the work and do the road work, anywhere that we dig up [2:36:39] there, we have to do a cultural study anywhere. And so then that would also be [2:36:46] a whole series of stuff like that. There's interest in the valley to [2:36:50] purchase that and move it um within Richland Valley. And uh [2:36:55] » because the value we'd have to put it up for [2:36:57] » Yeah. >> Uh or for sale, can't we? [2:37:01] » We have to do >> we have to do a Okay. So whatever we [2:37:04] have to do, I don't know. I've never sold a a trailer house. [2:37:08] » Work with Dan. He does the uh >> through facilities. He could sell it. [2:37:11] Okay. Okay, Dan facilities. Thank you. And if you guys are okay with that, then [2:37:16] I will >> I'm good. It's unless we have to insure. [2:37:19] » So that just means you don't have place for somebody to live now for your [2:37:23] part-time person for your maintenance person, they won't live on on site. [2:37:27] » Nobody can live on site. Well, okay. Not anymore. Since John left that that just [2:37:33] went away. Um the idea behind it up there would be more of a presence over [2:37:37] at Hulcom because there's no office over there, right? [2:37:40] » Down the road. It would be nice to look at the possibility of an office up there [2:37:44] or a camper that is dedicated to the um the parks, you know, for somebody to [2:37:49] stay up there. >> Like one of those sheds and frame. [2:37:52] » You could get a shed. You could get you could do a camper. I mean, you could do [2:37:56] just a myriad of different things. >> So, will Donna be able to see the [2:38:01] cameras in her office? >> Yeah. Perfect. [2:38:03] » Yeah. Yep. So, um so that's that's where I I will follow through with Dan on that [2:38:10] one. And then um so you have consensus. So [2:38:13] » yeah, so I attended several of the Baker County Livestock Association uh meetings [2:38:19] with with ODA for the TMDL >> and the first one was uh just a few just [2:38:25] bigger livestock only. Um Monday night was uh public uh with ODA and the Baker [2:38:32] County Livestock Association. It was at the event center. It was in the big [2:38:36] area. >> I just got There was quite a quite a [2:38:42] turnout. Um, and there was quite a bit >> of feedback from the ranchers and [2:38:48] producers this time to ODA and what they are asking and what they're not going to [2:38:54] be doing, what they are doing and everything else. Good. [2:38:57] » And so it was really good. >> Not just critics, it was a bunch of [2:39:00] people. >> Oh, it was a bunch of people. Um, it was [2:39:03] a bunch of people saying no. And I had to stand up when they started and just [2:39:07] say you are laying blame on the land owners, [2:39:11] the livestock owners right now pre-monitoring. [2:39:15] The monitoring is five years for a reason because they approached it in [2:39:20] what are you going to do livestock owners to help us get to the desired [2:39:25] levels? >> Oh and I said yes yes they did. And and [2:39:30] I said you cannot lay blame on these people. You don't know what the source [2:39:33] is yet until we have five years monitoring and DNA included in that. You [2:39:37] don't know what the point source is and you're blaming them before. [2:39:42] Huge huge feedback. They were railroaded off of their um presentation that they [2:39:49] did with the Baker County Livestock. skip skip skip and it two hours that um [2:39:56] that it was it was down to and they keep on saying that we we we say that ODA [2:40:02] that DEQ doesn't have any um say over ODA that ODA is the is the um is the [2:40:08] state agency that has the power the DEQ doesn't have power over them but [2:40:12] everything that they said was like well DEQ said that we have to DEEQ says that [2:40:17] we have to you know that says ODA says we don't have to sorry [2:40:21] » ODA says that it's it's up to them and then he kept on saying we are going to [2:40:26] do this we're going to do that and it was brought to their attention you're [2:40:30] not doing anything powder basin wershed water conservation district [2:40:34] » 50 from the >> and all yep and all of these but but [2:40:38] they're not even going to be doing the monitoring ODA isn't going to they're [2:40:42] relying on all of these other agencies that are in the DMA [2:40:47] um that that have to write their their plans and they have to do the [2:40:52] monitoring. ODA is on there, but they're using these other [2:40:56] » agencies to do it. So, they're not it's it's totally backwards. [2:41:02] » Cattleman's stood up. I stood up. >> Even your uh the president uh Jim [2:41:09] » Jim >> stood up and said, "Okay, this is stop. [2:41:13] This is you. You've got to stop your presentation because this is what we [2:41:17] want to hear. We want to hear about monitoring." That's and that's what we [2:41:20] said. This is all that you should be hearing that you should be talking about [2:41:22] right now is what you're going to do for monitoring. And they can't even do that [2:41:26] because they're not doing the monitoring. [2:41:28] » So Tim is very much working. >> Yes. [2:41:30] » He did a he's done a lot of um legislative work in the past. [2:41:36] » So and and and then I'm sure that you received this from Drew Farmer Cous [2:41:42] County. >> I did. [2:41:43] » Okay. I love it. I think we should sign on to [2:41:47] it. So I am in support of this and it's basically that um he's he's a [2:41:53] commissioner from Kous County. He has an >> I was thinking [2:41:58] » he has an idea to resolve county deficits by negating the ongoing funding [2:42:01] challenges caused by measures five and 50. And um the proposal is to require 5% [2:42:07] state income taxes to return to their counties of origin. This bypasses any [2:42:11] scaling restrictions caused by measures five and 50 and creates a local benefit [2:42:15] from increasing local wages. The dollar amounts for each county will be listed [2:42:20] on the So the dollar amount for Baker County is 1,155,000. [2:42:26] » So So he says he's having a he's not sure if it go to the legislature or put [2:42:31] it on the ballot. >> Yeah, because so right now AOC can't [2:42:35] help him, >> right? Um he says that um [2:42:39] » has the legislature time. >> Um why did he say AOC is restricted from [2:42:44] assisting? So that's [2:42:48] » um let me see. He said >> so I'm going to keep this because I will [2:42:50] see him >> because this proposal includes a ballot [2:42:53] measure. >> Uh the AOC is restricted from assisting. [2:42:58] » No, they couldn't. Okay. So, I would like our county to [2:43:03] sign on with him and say, "Yes, we are in favor of this." If you two, and if [2:43:08] you're going to see him at county college, I think that I would I got back [2:43:13] to him and I said, um, I I I like the proposal that I would talk to you two [2:43:18] and that uh we would confirm our involvement moving forward. [2:43:22] » I' I'd sign him. Absolutely. >> You want me to? Yeah, we got to if it's [2:43:25] a ballot measure, we kind of have to >> Well, it just gives it just gives him [2:43:28] some ideas. It's the emphasis before the ballot, you know, who's going to help. [2:43:33] » And you can't. Yeah, before if we're in agreement before the ballot measures [2:43:37] written and prepared. That's okay. >> Well, that's what he's asking for is who [2:43:41] is with me if he goes through all of this work to do. [2:43:43] » I was going to take that in and talk to Carrie about it and I haven't had [2:43:47] chance. Do you want to do it or >> I don't have time today. Like I say, I [2:43:50] have meetings from noon to 5. So, um, why would you talk to Krie? [2:43:58] » Why would you talk to Krie about it? >> He's been doing it for all these years [2:44:03] just to see if >> But this is state level coming back to [2:44:06] us, >> right? But he knows Carrie knows the [2:44:09] laws on it. It's just >> on me. We changing major five and 50. [2:44:13] » Well, ask just ask him if he thought it would work and then [2:44:16] » I'm not going I'm >> we don't have to do it today. I can do [2:44:19] it if you want. >> Yeah. because I don't know what it needs [2:44:23] because it doesn't really say >> it doesn't say what the funds would be [2:44:27] used for. >> I think at this point I would like to [2:44:29] say yes we are behind you but we need the details and then we're going to see [2:44:34] more of those details and we want to know more down the road. [2:44:37] » Okay. I will do that. Um I'll get back to him today and and uh look at that. [2:44:43] » Um >> we have too Yeah. As quickly as [2:44:47] possible. Since our last session I went to that AFRC meeting. Um lot of good [2:44:51] came out of that. Like you heard today I am getting a coalition of timber um [2:44:56] industry together. There is a small mill. There is a small um [2:45:05] » no uh kiln >> for lumber that is within our county. We [2:45:09] have timber companies and everything else. And I'd like to bring them [2:45:12] together so that we can uh get with the forest service and we can start moving [2:45:16] forward because uh region six Jackie Buchanan's goal is not 25% as per the um [2:45:23] executive order from the Trump administration but it is over 30% by [2:45:28] 2027. So hers is more ambitious in in region six with us. [2:45:32] » Does that help our wershed? >> Yeah. Uh there's a lot of stuff on that [2:45:38] just so so the watershed is through the comment period right now. Just so you [2:45:42] guys know, I can just touch on that real quick. It is through the comment period [2:45:45] right now and um so I'm waiting for confirmation uh that we will be in um [2:45:52] the the end conversation of all comments and everything like that so that we can [2:45:56] move forward. >> Um and then on um Yeah. So I'll I'll [2:46:02] sorry I got >> No, no, no. It's okay. It's okay. Um, [2:46:06] let's see. Went out and had the cleanup at uh the wigwam. People turned out. It [2:46:11] was It was a good turnout. We had a lot of stuff to clean up. And then um [2:46:16] » articles in Health Canyon Journal. >> Oh, good. Good. Yep. I'll have to. So, [2:46:19] you guys saw that Debbie Lawrence was there. So, we were able to burn some [2:46:22] piles and the neighbor was there and he's like, "Can I burn too?" And so, [2:46:26] everybody all together. It was really great. Um, neighbors were bring one [2:46:30] neighbor brought over his little tractor and was doing stuff. So, it's so nice. [2:46:36] Um, and let's see, did it do we had an [2:46:40] ENRACH meeting covered a bunch of the the natural resource issues and the [2:46:44] watershed and all of that. Um, I testified on the wolf. Uh, there was [2:46:50] actually there was Burk Meer from uh, WA County. He was in tears. Uh, [2:46:56] » no, his son. Um, and uh, Tom. >> Yeah, Tom. Tom. [2:47:01] » Um, he was in tears. Uh they had had at that point that morning he said around [2:47:08] five depradations from um a pack that >> Todd was talking about that yesterday. [2:47:13] » Yeah. And and his wife his oh his wife got on. She was great. And then Lake [2:47:18] County Commissioner got on and he he's from uh he our wolf traveled all the way [2:47:24] down depreated and then hit their county and he was reduced to tears and put up [2:47:29] the agri stress stress help line number contact for people very very emotional [2:47:36] and like I say I was the last one to >> Was that Barry or or I don't I don't too [2:47:42] much up here. Um I had Tri County quarterly uh board meeting uh that was a [2:47:48] good meeting. Um moving forward they Shondaanda uh has [2:47:54] secured close to 2 million for treatment on the fire areas. [2:47:58] » Yeah. So that's all working and then due to our status of um [2:48:06] audits um BLM is there was a big discussion [2:48:11] about 50,000 that's supposed to go to Baker County weed. It's going to have to [2:48:16] be modified to go through uh Tri County in order to receive that. And that was [2:48:23] for some of the the fire areas as well. >> So getting close. [2:48:28] » Okay. because that's that's a conversation within a few of the [2:48:31] committees and >> they have everything that they need at [2:48:35] this point. >> Okay. [2:48:36] » Believe listening to Christina. Um they have everything they need. So it's in [2:48:39] their Okay. >> So she's submitted everything to them at [2:48:42] the >> for 21 22 23 [2:48:47] » 21 >> just 21. Okay. Okay. [2:48:49] » I'm just doing one year at a time. >> Yeah. Okay. [2:48:52] » She's hoping by the end of this year calendar here. Okay. to have another [2:48:58] one. >> Uh so, uh I on Monday I went out with [2:49:02] Luke from um the road department. We went out to the Bert River crossing um [2:49:06] where a bridge was taken out and people have just crossed through it to get up [2:49:10] to their mines and everything. It it connects to Clark's Creek and [2:49:15] » he's talking about that's what they're going to build that with they're going [2:49:19] to build that bridge, right? No, no, there's not going to be any bridge that [2:49:22] it's BLM removed that bridge, but it's but it it's county road up through it. [2:49:28] So, what they did is in the past when the water goes down, you can just ford [2:49:32] it. you can go through and then you hook up and everything and you go through. [2:49:35] And then uh years ago, road department came in and they put boulders upstream [2:49:39] and that caused holes behind it and things moving and everything. And now [2:49:44] under high water where we were standing yesterday, note that it's not as high as [2:49:49] what I you know like years where it's like last year when it was flooding it [2:49:53] was over the road. Um it it's you can't see into it though. So mine you can't [2:49:58] tell where the if there's a boulder or not if you were to fort it. So, I will [2:50:02] go back up when the water is down, but the road department is looking at um [2:50:07] just placing maybe some concrete railroad ties that were taken out that [2:50:11] that you see in piles here and there. Maybe utilizing those and placing them [2:50:16] as like an underwater >> Oh. [2:50:18] » type, you know, thing. I don't know. But >> isn't that the one that he wanted the [2:50:22] pressure for that? Wasn't that the Clark? [2:50:25] » That's Clark's Creek. But this is Burnt River Cross. This is on Burnt River and [2:50:29] it connects to Clark's Creek. >> Okay. All right. That's one way of going [2:50:32] in or this way and it's shorter this way for the miners. Two of the miners are in [2:50:36] their early 80s that forge this river and go up to their mines. So, and then [2:50:42] so on the way back we were talking about um Highway 30 in the trash and Luke [2:50:47] right now is in talks with the prison and getting that agreement back in place [2:50:53] with the prisoners to clean it up. Um there was a few questions. I called the [2:50:58] sanitary service while we were in the vehicle together. Stephen got back to um [2:51:04] to both of us and so that's moving forward. The the road department is [2:51:08] going to provide the safety signage saying that there's work going on and [2:51:14] the bags and um then there was a question of disposing and it and then I [2:51:20] left that with Stephen and Luke of disposing the full bags to the [2:51:25] » Yeah. And typically there's not a fee for that either, Stephen says. [2:51:27] » Correct. Correct. So that's and that was that was part of our discussion. So that [2:51:31] we should be seeing that agreement very soon and getting that done because that [2:51:35] was a 10year span that that had that agreement had lapsed. [2:51:40] » Uh yeah, I talked uh shoot I can't think of her name at the prison and she said [2:51:44] that she was working with Luke and I hadn't heard back from Luke and I hadn't [2:51:48] checked on the disposal. So thank you. >> Yeah. So, it just happened that we were [2:51:53] in the car and he goes, "Oh, I have some I have some questions about this." [2:51:56] » Yeah. >> Um, so, uh, uh, today I have, uh, [2:52:01] several meetings, uh, with potential EDC type stuff that that, uh, [2:52:09] hopefully will happen within within the county with different entities that I'm [2:52:12] meeting with today. Um uh and then uh I have powder base and [2:52:20] TMDL tomorrow that's with all agencies and that's a zoom [2:52:25] » and then of course you you said the natural resources and then going forward [2:52:30] to for or the legislative on Monday >> and then I have Bick in the Grand on the [2:52:38] 13th and then the new directions the 14th we have the comp board [2:52:45] 15th um TLT and that's when the Court Street Plaza [2:52:52] and one request from >> um from Chris [2:52:58] » Christopher >> Christopher is going to be there. Um and [2:53:03] then going towards our next meeting the 19th 20th [2:53:09] um EDC is on the 20th and then we go into our meeting and uh and then I have [2:53:15] a partner meeting out there at the chamber after our 20 our session on the [2:53:20] 21st. So, >> okay. [2:53:22] » Um, I forgot to say we have a new superintendent. [2:53:26] » Oh, >> and what's Tyler Clark? [2:53:29] » Tyler Clark. >> I don't know. [2:53:30] » He came he comes up to the he was the security officer [2:53:33] » and he did so it's just now public. Um, also just quick followup the dispatch [2:53:40] agreement between for fees between Pioneer and the county. Do we have that [2:53:44] yet? >> No. [2:53:46] » Why not? >> Who's doing that? Jason's work on Kim [2:53:49] and I've heard of that. >> And so then do we have the one the [2:53:53] agreement between the city and the pioneer for the ambulance? [2:53:57] » Um I don't know >> because you said you follow those two. [2:54:01] Thanks. >> Well, yeah, but the agreement between [2:54:04] Pioneer and the city, doesn't it? >> It does affect us because we are in [2:54:07] charge of the ambulance district. So I feel that we should have that on record. [2:54:11] Well, when they get it done, I'll get a copy of it, but I don't have any [2:54:16] mechanism to push that to get it done. It's between a private entity and [2:54:20] another >> practice because I think we should [2:54:25] before they do anything, we should be having that done [2:54:28] » and we should have before we start charging the fees, we should have that [2:54:30] agreement in place as well. >> Charging what fees? [2:54:33] » The dispatch fees. We need to have that in place before we start charging the [2:54:37] fees July one. And then we need to have the ambulance. We need to have that in [2:54:42] place. That's our [2:54:47] there's two agreements that we need right now with find it. [2:54:49] » Yeah, we need to get it done. >> But the one agreement hasn't got hardly [2:54:54] anything to do with the county. It's it's the backup for [2:54:57] » but it does have to do with the county because we are the people that are in [2:55:01] charge of the ambulance, >> right? So, it is in charge because we [2:55:04] need to make sure that whoever has that contract is doing it legally. If you're [2:55:09] out there doing an ambulance, we need to make sure that they're doing it under [2:55:12] Pioneer, not on their own. And that's why I feel that we need to have that, [2:55:16] » right? >> Why did the fire department come here [2:55:18] when that incident happened? >> They follow every ambulance. They do. [2:55:23] They um I talked to Travis about that and um [2:55:25] » at this point because they wanted him to just dispatch when it was severe. Mhm. [2:55:31] » He says, "I can't make that call." Right? You can't ask the dispatchers to [2:55:34] make that call. So, they dispatch every call. [2:55:38] » Every people complain about it, but everybody everywhere else in the world [2:55:43] does it that way. So, >> Oh, I I just that's up to the city. I [2:55:47] just for me, if I had a tight budget, >> because there's a lot of fuel on things [2:55:52] like that. So, so >> Okay. [2:55:55] » Okay. >> So, that's it. I'll move to a journ. [2:55:58] » I'll make >> All right. Second. All in favor say I. [2:56:01] » I beat you. >> Yeah. Did you have anything, Matthew? [2:56:04] I'm sorry. We didn't >> motion to adjourn. We are now adjourned.
