[6:52] employee and I would like to read um the um information that I just passed out to [6:58] the mayor City City Attorney [7:05] andity at the city council meeting I spoke during public comments about the [7:10] American Rescue plan payments arpa to the city of as employees after [7:16] the me after the meeting I request the documentation detailing the specifics of [7:23] arpa payments to the city of bash employees during my presentation last [7:27] month IED the cler as to the process of criteria for city employees to receive [7:33] their arpa payments she told me the payments would be only made to employees [7:39] who work between October 1st 2021 to December 31st 2021 and who remain [7:45] employed until December 31st 2024 unless they retired and no resignations would [7:50] be considered after a few days I emailed the city cler requesting the information [7:56] and writing I asked her to create lloy their names titles and the amounts that [8:01] they received I was supposed to receive the information within a 72 hour time [8:06] frame as stated by the City attorney Jones during the January 2025 city [8:09] council meeting that did not happen within a designated time however I [8:15] finally receed the information a day or two later after receiving the paperwork [8:19] I realized I needed some additional information to complete my [8:22] research I the additional information included the employment dates and [8:27] retirement dates for each IND on thepa list in responding to my second request [8:33] I did receive that information within the 72 hour time frame now what did my [8:38] research uncover there is a letter attached to [8:42] this list of employees to the list of employees who receive payouts from Miss [8:47] Laura Harts who is the CPA of party company I assume this is the accounting [8:52] firm who hired who was hired by mayor Al the introduction of the letter States [8:58] thank you for providing us with the request from city council [9:01] regarding the remaining ARP funds with the city of B one request from a council [9:06] person was to research arpa premium I did ask a few councilman had they made [9:12] the request and they told me no they told me the mayor did all of this on her [9:16] own this means that the that Miss har began the process without any discussion [9:21] or approval from the bachor city council the city council controls the budget so [9:26] how was the mayor able to disperse ,7 [9:31] 3467 without approval from the bachor city council the letter goes on to say [9:37] the arpa final rules allow for retroactive payment of an hourly premium [9:43] pay as long as the period payment is not for hours work prior to March 3rd 2021 [9:48] which is the effective day of thepa Miss Hart Miss Hart ends her [9:54] letter by saying this letter is in no way intended to all the rules and [10:00] regulations governing the American Rescue [10:03] plan I thinktime people put disclaimers in therey to [10:07] C the mayor represents the executive branch of government hence she does not [10:12] control the legislative or judicial branches of government she is supposed [10:16] to work with the councel not strong arm belief or deceive them I have reviewed [10:22] this payout list and the list clearly reveals discriminatory practices with [10:26] the payment why are for different people [10:31] there are so many discrepancies for example Jim supervisor Terry Davis hired [10:37] show H shows February 10 2022 he was paid [10:42] $2,000 however police patrolman Elizabeth brixie whose hire date was May [10:47] 31st 2022 only received $1,000 and she is considered an essential [10:52] worker Cemetery supervisor Mark Alfa received $2,000 and he was hired March [10:58] 18 198 but Mr Terry Davis had only been [11:02] employed approximately 10 months and received the exact same [11:05] amount I on the other hand started July 1st 2017 and resigned December 28 2022 I [11:12] was shot what three days of the deadline but main his employee Kendrick Johnson [11:17] who was hired on December 28 2022 and he was paid [11:21] $2,000 which means he had only been employed for three days with the city of [11:25] Bachelor security officer Ronica Johnson 12 21 2022 and she was paid $1,000 for [11:33] being employed with the city Ambassador for 10 days police Sergeant cassand who [11:38] was hired 1110 2022 was paid $22,000 for approximately 50 days of [11:44] employment however I work for over five years and receive zero retroactive pay [11:49] I'm also curious to know why communication officer Sandra Alexander [11:53] who hired date shows May 5th 1999 retirement date shows December 1st [12:00] only received $1,333 33 but judicial assistant Sheila [12:05] and Hunley who hir Day show February 5th 1997 and retire Day show November 1st [12:12] 2021 only received [12:16] 66667 Pam Duncan administrative cour was hired February 27 2013 and retired [12:23] November 1st 2021 also received the exact same $667 67 they both worked for [12:30] at least eight months during the ARP dates and received less than some of the [12:33] others I've named who worked for seven to 10 months and why would fire driver [12:39] Jeremy defi who was hired 1119 2022 only receive [12:44] $1,000 but the maintenance man Kendrick dson hired December 28 2022 and security [12:49] person Monica Johnson hired December 21st 2022 received [12:54] $2,000 or better yet how did communication a mar who H date was [13:00] December 10th 2012 get paid $2,000 but communication officer Sandra [13:05] Sandra Alexander who hir was May 5th 1999 and retired December 1st 2021 only [13:11] got paid $1,333 [13:14] 33 I also noticed that Frederick Hatfield H shows [13:19] 61422 and he received $1,000 but he worked for the city of bash for at least [13:25] 15 years before resigning and returning in [13:29] year but but if we're going by the mayor's plan that was [13:34] recommended by Mrs Hart um wouldn't that disqualify him from being able to [13:39] receive arpa funding because you you you wasn't [13:42] supposed to resign am I correct okay so record [13:48] clerk Yolanda Wilson hir date was May 3rd 2022 and she received $2,000 but Pam [13:55] Duncan who was hired 227 2013 and retired 111 2 only receiv [14:01] $667 67 Yolanda was hired to to fill Pam's [14:06] place when she retired on top of all the Nam that I [14:10] just listed the mayor paid four assistant Corners James Marsh Ryan Floyd [14:17] Scott Floyd Rick penon ,000 each last time I checked Corners do not work for [14:23] the city they work and are paid through the Parish police year so I would love [14:27] to know the proc behind that one as well it must be a reason um you know and I'm [14:33] just calling it out cu I just want to understand because I I truly thought cor [14:36] was paid you know by the based on my research and Analysis [14:41] mayor Olive has proven to be very vindictive and financially irresponsible [14:47] the mayor has proven to be highly discriminatory as it relates to this [14:51] payout as a result of the city council's fail to property research study and [14:55] analyze this situation they are indirectly respons responsible for [14:59] aiding and abetting the mayor in her fraudulent Financial practices against [15:03] the city of B Louisiana therefore I have a few [15:07] important recommendations for the bachor city council number one make a motion to [15:11] immediately compensate employees who qualify for the arpa retal payment but [15:16] did not receive funds because it was more than just [15:19] me number two immediate reg sorry real slow number two [15:29] resignation of Mayor Betty number three I request that criminal charges be filed [15:35] against Betty ol for committee M Fe in office RS statu 14134 says m in office [15:43] is committed with any public officer or Public Employee engaged in illegal [15:47] wrongful or intentional H it can include theft misusing of public funds or making [15:54] decisions that are not in the best Public's best interest and Mal office [15:57] can be grounds from Office through a recall elction or by stat St statute 918 [25:20] Washington Street can you not hear me [25:28] I thought didn't need it but I'm here tonight to speak about the trash and the [25:33] white in our community it's important to me I don't [25:37] live in the city but I do own pretty much a city block at 918 North [25:41] Washington and 10 other addresses that are around there and [25:47] we what I gave y'all is a copy of the list of properties that was emailed to [25:54] the code enforcement officer on February 19th [25:58] Reform Act 2024 was passed by the city council I personally drove by every one [26:04] of these addresses this afternoon one of them number N I could [26:10] not find I don't know that that exists but I think address is wrong and then [26:17] number has been down but the rest of them are the same or worse than what [26:22] they were and I'm just in a year I feel like some of that should have been [26:26] handled I don't but um I am concerned and about about [26:34] our city and I'm very concerned about people that come our C next month on [26:39] March we will have our annual bck contest and it comes thousands of people [26:46] over a thousand will come from every corner to our city Breen in our [26:52] restaurants they're staying in our hotels they're buying gas at our gas [26:56] stations anding every Corridor of Bas and they're passing some [27:03] very undesirable looking places to get to meet and it's embarrassing to me and [27:11] it should be embarrassing to all of us we are proud of our city and I proud to [27:15] be here but we need help and keep beautiful I'm not on that committee but [27:22] I know some of the people that are and they are great individuals that [27:28] for this city and they get paid and I don't know how they go about [27:33] this but I know that they willing to help they're will to if there's somebody [27:38] that's that AFF it that needs help their they're there to help and all they have [27:45] to do is just ask them and and they made this list and they are tirelessly riding [27:50] around trying to find properties and while I was looking there was a lot more [27:54] properties and one thing that has nothing to do with properties next to B [27:59] the road is torn up and it's just mud and I was told that's been there for [28:03] almost a year the road is blocked and we're proud of our Rams and all these [28:08] people come to our basketball games and our football games and our baseball [28:11] games and they I mean that's a mess and they're coming down marable and there's [28:17] a lot of mes on marable it's not a main drag but we just we just need to address [28:23] that if y'all would to try to help clean organizations and there's businesses [28:30] that'll to help um whatever they [28:38] call know that they GRS that will help tear down some of these properties I'm [28:44] probably speaking out of term but I think they could probably help elderly [28:48] people get rid of those cars in their yard that they don't want and they are a [28:53] tool that we need to use in the city and from a business person's [29:00] perspective please let's clean up our city to make us proud because they're [29:05] coming they're coming in droves to see s sptings and other places in this town [29:11] and I want them to be PR I want to be proud [29:37] with [29:39] anticip it out work [29:43] be out and before football [29:49] started at same time samees fled [30:07] I think call his name he was here his entire house flooded [30:11] because what I let us table this because the urgency [30:17] was this man losing all of his property because our drainage system was not [30:23] working we tabled it at the time to take care of the drainage system so and the [30:28] drainage still hadn't been taken care of on the other street that is why I said [30:33] let's prioritize that's a big word for me [30:37] priori flooding we need to fix the flooding and then we would go to fix [30:42] that road just because we did not we all agreed to do that and I told it was my [30:47] district and I did want to take care of the flooding first so was a priority [30:53] thing not that I ever said don't fix it Pi it back [30:59] off I asked the engineer he stated that it need to be [31:05] done but it wasn't urgent to the shut down shut down so we were surprised when [31:12] the shut down [31:28] that mean going get back to it next resents that live [33:22] there employees that drive to those two schools every day [33:27] a recomendation public go ahe um I'm El Mo P I'm the CEO [33:36] morous General Hospital right here at B glad to be here today take this [33:41] opportunity to talk about you know what we're trying to do as a community um we [33:46] look at buildings that we have houses and you know we're a good partners so [33:51] what we want to do is definitely partner inuring that we do take care of houses [33:58] life and just try to work together as partnership I know that mayor and the [34:03] council want to do what's right and us as a medal Community we just want to [34:08] make sure that we do the same thing and get good part um I'm just happy to be [34:13] here be honest with you I've been here about seven months and uh I this is a [34:17] great place to live it's a great place to be and uh we would just want to [34:21] provide excellent healthare and we want to make sure it's safe so we want to [34:25] make sure it's safe in the daytime we want to [34:28] so whatever we can do in Partnership we willing to do it and help out because we [34:34] not definitely not here I'm not I'm lives of where you have a dead end and where you have a lot of dumping over [43:19] on Ma feet I think it was the the area was cleaned up maybe one or one or two [43:25] times before pass through there now it's become a big Dumping Ground what do we [43:31] do for places like that uh that keeps coming around you know every six months [43:39] and it needs cleaning up do we install cam is that a place maybe we can install [43:43] some cameras can we possibly look at uh heightening the uh fine level increasing [43:49] the fine level uh for lers because that's just as important as any road [43:55] downtown I'm minimize anything but it needs to be [44:01] made clear to the public to every citizen and master that keeping more [44:07] house beautiful is about South Washington East Madison West Madison Van [44:16] Avenue uh nutam Avenue all the streets with in the uh confines of the city of [44:23] the city and I think if we if we do there we can do uh to uh maybe put the [44:31] word out about that because a lot of people don't get interested in things in [44:36] in programs like that because they think we're only talking about a specific area [44:41] and again every street every road every Avenue everything here in Bast needs [44:48] needs attention and I think that's where a lot of our a lot of our uh a lot of [44:53] our attention has gotten away from those as opposed to our downtown so again I [45:00] want to make sure that everybody understands that keeping more [45:05] house beautiful is more than just about keeping more house beautiful because B [45:10] is the is the uh is is the seat of morous Paris Bast is the seat of morous [45:16] Paris so we need the entire city of Bast to be beautiful for more house uh to be [45:23] beautiful again thank you yes sir [45:32] my name is I [45:37] live9 Louisana and I'm [45:41] a of I was [45:46] born October 7 1951 at General Hospital I one of the first ladies to be [45:55] going my com reference to what has been spoken to about black and so for I work [46:01] for six years for the city Ambassador as C offic ior with the fire chief and we [46:09] removed about 60 houses that were there was a group of people who got [46:18] an injunction to stop [46:27] as experiment for train burn [46:34] of I personally know is not funding to bring houses down a lot of people think [46:41] the city has money they don't but the other thing that I came [46:47] comment about I've been following Council [46:51] meetings and I've heard the ma mention several times [46:58] to do different things but I never heard one counil person say that they worked [47:04] on anything to [47:11] get not anybody and one of the things it appears the council has [47:19] delegated their responsibility to the if each one of you work to try to [47:26] get uh grants of help even within the [47:31] community try to get churches and organizations to network together to [47:37] clean up some of this stuff we would have a better option but all I hear is f [47:42] and blame I'm a lifelong citizen I've never [47:47] want to live anywhere else with that but it's apparent that we have more [47:55] interest [48:02] [Applause] [48:12] improve the summer we had a municipality conference and there was a session H [48:24] in were session H at the municipality conference in swport Louisiana where [48:31] this city or any other municipality in the city of B will fill out application [48:36] up to $2 million to take care elated houses clean up community and also what [48:43] it Calla or something Happ we could apply for but there was no action taken [48:48] on it and uh I just want to share that with the this C I'm up to defend this [48:52] Council but we're doing the best we can I'm defend our marriage well don't get [48:55] me okay but when you come up and say what [48:59] the body do that you try to separate too much of that but we what the mayor tell [49:05] us we try to do the best we can cuz she she's she's the chief [49:10] executive now if she don't tell us we don't [49:13] know and one other thing um we have been told every almost every meeting the is [49:19] over day operations and if I was a wrer you better believe i' [49:24] beting I am not a I'm a nurse by profession I try to work with the [49:30] community but you supposed to use the expertise that you have to help this [49:33] city go forward I not a [49:42] iason when you talking about grant writing when this Council knew about a [49:46] grant it's already written and we never get to M we just said that was a grant [49:50] such and such a program p e p I never heard of but that's a gr for see other [49:57] words we got to be more we got to be more transparent one of the [50:01] other Administration need to be more transparent with [50:05] this La of transparency is probably the biggest problem we have in our [50:10] community here say with the [50:20] c items on the agenda lisw provides [50:26] has the opportunity to address this board prior to our taking action on an [50:32] agenda item at today's meeting members of the public will be given an [50:37] opportunity to speak on any item before a vote is taken you will be afforded [50:43] five minutes to make your comments and the entire public comment period will be [50:48] limited to 30 minutes unless an extension is granted this is not a [50:53] question and answer session where you can ask questions and demand answers of [50:59] the board members mayor or the city employees we have [51:18] now I respect everybody's op but when you know the functionality [51:24] of the city government misleading state that Mr Le just made very misleading and [51:31] I'm very disturbed by that because I get up every day to do the best I can I [51:35] challenge you now you talk about grants who wrote the grants or was it offered [51:43] to the city of Bast but that falls under day-to-day operations what I want to [51:47] know is show me how many grants that this man have since the public got this [51:53] misconception that the grant writing is done by this [51:57] Mar I I I I I beg to differ with you because I kind of know I worked I know [52:04] how I work and that was a Mis statement and when it comes to the reputation of [52:09] the city council I stand on what we have been doing because we've been trying to [52:14] make progress with this city trying to work with the mayor and we have met with [52:20] the mayor before we come into this me and then when we get in here things [52:24] change I don't want to change back to the grant saying that the May is the [52:30] only one look for grants that is that is that is that is not [52:35] true not true in no sense and if the Amica could provide us with how many [52:40] Grant she written in three or four years versus team yes and and [4:03:52] the reason we was talking about a team because the money and actual we was [4:03:58] really trying to just yeah keep people uh from getting in trouble because you [4:04:04] misappropriated the $188,000 right correct so what what what you have here [4:04:10] is you have two things you have two things running head on okay separate I'm [4:04:14] going to separate them for you so it's real clear for the public one is is that [4:04:18] uh when you're using accounting terms talking about the budget you can either [4:04:24] do additions subtractions or you can call them program it deleted the line of item am of money and so the physical [4:04:44] document that y'all voted on that reflected because I drafted it the [4:04:49] physical document you voted on just deleted the line item because the [4:04:53] football season had already run there was no need to allocate money there so I [4:04:57] used the accounting term deletion the track program we discussed [4:05:02] that they were paying for individual players city employees hotels all this [4:05:07] stuff I advised yall that it was against the law to pay that so that was taken [4:05:12] out of the miscellaneous funds is the [4:05:15] accounting term you'd use to take it off the thing if you drafting a you say [4:05:19] delete off the line item for miscellaneous funds you didn't delete [4:05:22] any programs you only took out the football program money because the [4:05:27] season had already run you took out the track program because I advised you [4:05:31] legally you cannot pay for a team and then you deleted out miscellaneous funds [4:05:36] because that fund you didn't know where anything was going you said look we [4:05:39] don't want to allocate money there so you can either make additions or [4:05:42] deletions of the budget and that's what it reflected it was not a deletion of [4:05:46] the wholesale program or any way to impede the administration or anybody [4:05:51] from having a program it was simply to reflect what was the current stake we [4:05:56] proposed the budget in July but it didn't get adopted till uh I believe [4:06:02] this is actually I can put the date on there it is October the 14th since the [4:06:06] football season had run so to have money allocated in a current year budget after [4:06:11] the time the thing had run was was a not it was just it was it was going to put [4:06:15] money somewhere it would never get spent and go back to General form Mr Jon that [4:06:19] same night we had a parent here that was concerned that we were deleting program [4:06:27] now you you explaining that to us here but what does public say yes that three [4:06:34] City Council Members deleted program well that's perception correct [4:06:41] perception if anybody we kept coming back coming [4:07:09] back and to read this on the door let talk about the three council members [4:07:15] that voted to pass the budget to keep the city going we get thrown under the [4:07:31] time we going to read everything and compromising when we compromise if it [4:07:38] take us six months we going to read every [4:07:41] line we going to do everything because you see what happen when you do a good [4:07:46] deed think about it the ones that pass the budget are the ones that's getting [4:07:51] ostracized yeah that was so that and and D can speak to this you have accounting [4:07:59] experience we both discussed this when you amend budgets you it's not stifling [4:08:06] something it was simply you can either make additions or deletions from budget [4:08:10] that was just to delete the idol it was not [4:08:14] not the program that's what that's why I stay for that's why I stay for so so [4:08:19] much took place tonight before it's adopting the budget and with adoption [4:08:24] the Council made their amendment in which somehow somehow it took removing [4:08:29] the funding is removing the program no the the and and for clarity the [4:08:35] football funds by the time we came through adoption had already run past [4:08:41] the season and so that money was going to just sit there there and not be able [4:08:44] to be used in other places when it hadn't been used already the track [4:08:48] program uh line item was actually a team and I advise you legally you cannot pay [4:08:54] for a team cuz cuz I also too in regards to the track I think that uh it was it [4:09:05] was you was you informed the council that it was illegal for this coun [4:09:14] give any funds to track so and this if I heard different you know tell [4:09:21] me tell me differ no no I will confirm that the way in which the track funds [4:09:26] have been expended was not was not an appropriate way to expend the track and [4:09:31] that's why this Council had removed the funding for track because we wanted to [4:09:36] be correct legal you know I voted the way I voted but I I stand with them when [4:09:42] they for leg purposes because when hearing from the city attorney that what [4:09:46] we was doing have been illegal so all us none of us want to go to jail so we [4:09:52] everybody did what it took to be legal yeah the track track although it was not [4:09:56] a program it was a team there's a difference between a program and the [4:09:59] team hold on so here's the thing for transparency so so the people that don't [4:10:04] know would look at the council body and say oh they just don't want to deal with [4:10:09] track but when we we have to follow your instruction for just being legal so if [4:10:16] we' been for some our years been illegal that don't mean we should keep pushing [4:10:20] you know kicking the can no no and it's in I don't recall any dialogue [4:10:26] regarding wholesale doing away with programs we had a dialogue that there is [4:10:32] no way are you authorized to have a team and the dialogue was and then future [4:10:37] dialogue at other meetings was how can we proceed with having a track program [4:10:45] I if I recall right you're absolutely right that it came about how they were [4:10:51] being funding who have been paid to that but that was M see because we're [4:10:57] thinking the funding was coming through the city they was raising their own [4:11:02] money for the track team I mean for the track program call track program the [4:11:07] proper ter be programmed because not a team it's a the year to end date at the end of June they look to say hey the [4:12:59] track spend I'm going just go off say $36,000 but of that $36,000 there's [4:13:05] donations so when we when you come to budge you budg based off what's included [4:13:11] with the donation and that's [4:13:15] we should correct the problem I agree with you Mr GRE we should correct the [4:13:18] problem and move the program forward so what happened is is in in particular it [4:13:23] was with track football was ready passed track had an amount of money that was [4:13:27] coming from donations which which and then there was some money the city was [4:13:34] giving in but the issue with that is different from football that was [4:13:38] actually paid to coaches paid to people traveling paid people which is a [4:13:44] team not a program but would be a problem if we just reinstate the program [4:13:50] instead and state on WE once we reate the program and state anything that [4:13:56] donat should be kept separate from the city funding can we do that you actually [4:14:01] on even St a program you'd have to start a program well well we start the program [4:14:05] and start the program and anything and and and spell out anything that donated [4:14:10] to the track team football team baseball anything donate to any program should be [4:14:15] put in a separate fund separate from the city budget
