[12:18] This was one of the programs that we installed in the base city city. [12:24] This is just a formality. [12:26] We need to be approved by council, and therefore we can utilize it. [12:33] Thank you. [12:36] Any other discussion? [12:38] All the favors say aye. [12:40] Motion carries. [12:41] Item 14, resolution, discuss, consider, and approve a resolution of the city council of the city [12:47] of base city, Texas, authorizing the base city, community development cooperation to enter into a performance [12:53] and to performance agreements, which provide economic incentives under a business retention and expansion [12:59] to the side grant program. [13:01] This is the same thing for our business contingent, the side grant and the world of business [13:05] zoning, these are both very reasonable. [13:08] They have been very successful. [13:10] Thank you. [13:11] Any other discussion? [13:14] I would like to discuss that the opportunities are out there for the slide. [13:21] If you are interested in improving the exterior of your building, signage, awning, things [13:27] of that nature, sorry, demolition, demolition. [13:32] Oh my gosh. [13:49] Thank you. [13:51] I would appreciate, and I'm sure the public would let it be known as who it is. [13:56] That we are being able to co-op with and help. [13:59] So if that is something we can announce in the future, if you'd like to. [14:04] Sure. [14:05] I can name a few of that. [14:06] I know that we've had 12. [14:07] This is a slide between the business resiliency and the facade grant. [14:12] 12 have applied and been approved. [14:14] There's a new store going on the square called Beauty Bliss. [14:18] We're putting a lot of that. [14:20] Those are like. [14:23] Overhangs over the windows at Blue Ocean Seafood. [14:26] We did a new parking lot at Mehot. [14:28] We've partnered with Mark Carroll, who is a developer for Starbucks. [14:33] We've done. [14:34] We've approved cash-carl pond and redo their parking lot. [14:39] And talks to several of those are just on the top of my head. [14:42] Yeah. [14:43] Thank you. [14:44] You're helping Bay City get better. [14:47] There you go. [14:48] Thank you. [14:49] So all the favors say aye. [14:52] A team. [14:53] OK. [14:54] Thank you. [14:55] The passes item 815. [14:57] Would you discuss. [14:59] Consider and approve budget amendment. [15:00] So, this is an increase of a $100,000 from our revenue. We have the money. We've actually spent $149,000 in vesting in basicity through these grants so far. So, just want to continue that this fiscal year. [15:20] Okay. Any other discussion? All the favour say aye. Aye. [15:26] Thank you. Appreciate your time and your effort. Thank you very much. [15:30] Thank you. Thank you for your efforts. [15:35] Okay. We're going to move back to item 81. [15:40] Recognized the Bay City High School Welding class for the construction of handicapped accessible handrails at the Bay City Regional Airport. [15:49] This is the Bay City Council manager. [15:52] James Mason, I'm here for manager for Bay City Regional Airport. [15:57] About a year and a half ago, the airport installed handicapped ramps to accept the more accessible to everyone as we need to be in decline. [16:08] We are having a really hard time finding handicapped rails within a reasonable range. [16:14] And our new customer service representative, Chris, became the idea of contact in the high school Welding department. [16:21] We've already know existed and they were able to come out and provide us and I think you saw the paper recently to excellent handrails. [16:31] They're fully ADA compliant and the airport would like to take this time to recognize the students and the staff and believe our principal [16:41] for the high school here and for us and our some of the students. [16:45] I would like to see the Council to present a plaque for you showing our appreciation for the ones that look at it. [16:52] We can't be too happy. I'll have them come up please. [17:12] Good morning. [17:13] Good morning. [17:15] Good morning. [17:18] Good morning. [17:20] Thank you. [17:24] Thank you. [17:27] Thank you. [17:57] So this is says based in the regional airport presented to 2019 2020 based in the high school Welding department. [18:13] Thank you. [18:28] Good morning. [18:38] Good morning. [18:43] Good morning. [18:49] Congratulations guys. [18:54] I love those guys. [19:19] That's an awesome example of the community working together. [19:23] The city, the school, the students, the parents, the teachers, the principal. [19:29] This is the way we get things done. [19:31] We unify and collaborate. [19:33] Thank you so much. [19:41] You have something else? [19:47] All right. [19:49] I saw David Halbex named down here. [19:52] Item eight two. [19:54] Personals wearing in of Madagore County appointees Gary Farris and Wayne Neil as board members of the [19:59] base city Madagore County joint airport zoning board. [20:16] Okay, don't just repeat after me when it comes to your name. [20:29] In the name of the authority of the state of Texas. [20:35] And welcome to the state of Texas and welcome to the state of Texas. [20:51] And welcome to the state of Texas and welcome to the state of Texas. [21:06] And welcome to the state of Texas. [21:17] And at this day, so help me God. [21:20] All right, I need your help. [21:26] Good job. [21:29] Thank you for your service. [21:32] I appreciate it. [21:34] Yeah. [21:35] Yeah. [21:45] Thank you. [21:55] Thank you. [22:10] Thank you. [22:19] Thank you. [22:32] I'm going on to item eight three. [22:36] Agreement discussed consider and approve a commercial aviation lease agreement with Williams Field Services, [22:42] golf course company LP, a Delaware Limited Partnership at the Bay City Regional Airport. [22:48] Mr. Mason. [22:49] Again, Mayor Council, to the manager. [22:54] This is our commercial lease agreement with Williams Energy. [22:57] We've already had a five-year lease with Williams Energy in the past. [23:03] There was a lapse in that contract, so we had to rewrite it. [23:07] There's some changes that need to be made. [23:11] This is going to be a standard commercial lease agreement with five-year or the first year [23:16] of the term. [23:17] They have the right to ask for an additional five-year for the renewal term, and then they [23:22] ask for five additional one-year terms to be added to the lease, should they be able to, [23:28] so overall the lease should end up being about a 15-year lease. [23:34] They have accepted all the changes in the lease as it stands before you, and so at this point [23:41] I would ask the City Council agreed to enter into this lease with Williams Energy. [23:45] We read it with, I couldn't hold it on all the computers, but I'm just going to store [23:52] what provisions have we got for any price drift. [24:01] And this one we actually wrote in that each year, the City Council will take up the consideration [24:09] to, at the beginning of the fiscal year, which our fiscal year, up to five percent for [24:16] the overall rate. [24:19] And then it won't discriminate against this particular, so whether you go up or down there [24:23] bound by it, as long as they're not targeted. [24:26] It's got to be for some logical reasons, right? [24:31] Right. [24:32] So what are the costs of the banks in the state of right? [24:35] So you're going to be able to get our costs of one-out each year, it always does, for space, [24:40] where a footage goes up, this year we did not adjust it, because we're in the middle of the [24:47] year, and things just didn't go the way they were supposed to, for sure. [24:51] And we made a lot of other changes. [24:53] We did add some monetary changes in this, so there are some difference in the base rate [24:59] that they used to pay. [25:02] But we did talk to them and negotiate in that it would not exceed the five percent each year. [25:06] But there is not bringing it up, it's good, we need to remember that, you know, so many times [25:13] in these contracts, the fact we got one coming up a little bit later, where you don't do [25:16] anything for this, a decade, all of a sudden you got to do a step change, and then every, you [25:22] know, that's hard to do, and it's a whole lot better, and more logical and reasonable to kind [25:27] of creep up on it. [25:28] Yes. [25:29] So, you know, five percent sounds like too much in this time, but, you know, a small increase, [25:34] those things compound. [25:35] So, along with our utility rates, which we have adopted a process for doing that, which is great. [25:42] Remember stuff like this, in the future, you know, we have motion to second it, any other [25:54] comments? [25:55] Well, my favorite say aye. [25:57] All right. [25:58] Motion carries. [25:59] Thank you. [26:02] Item eight, four, agreement, discuss, consider, and to approve an interlocal agreement between [26:11] the city of Bay City, Texas, and the Texas Department of Public Safety. [26:15] The city council, the manager and mayor, I'm Katie, I'm a court administrator. [26:23] And basically, this is a contract between DPS and our court to provide or supply information [26:33] to, through a vendor called Omnibay Solutions, that then, for any unpaid, citation warrant [26:42] that attaches to a failure to appear, they put a hold on the driver's license, which [26:49] acts as another tool for us to go out and get outstanding warrant these paid drivers license [26:58] back. [26:59] That's what this is. [27:00] So, it begins the date of execution, and we'll renew on the anniversary of the execution [27:08] for an additional three years unless the contract is terminated. [27:11] Is that how it's structured now? [27:15] That just had never seen it before, and I didn't know how that was structured. [27:18] So, three years ends up. [27:19] Yeah, and I was going to ask the same thing, because it doesn't say renew, so this is not new. [27:24] We've been doing this. [27:25] No, I've only been your court administrator for the last five years. [27:28] I've been with the city court for since 2012, and as long as I've been there, we have used [27:34] this. [27:36] The only main difference that I can tell you from years past is that legislation [27:40] changed and reduced the omnipose from $30 to $10. [27:46] So, the only other thing is that it limits the judge's ability on when these fees, when she [27:52] can order these fees not be paid, and the only time that she can do that isn't a finding [27:57] of indigence. [27:58] Yeah, these are paid by the client, not by the city. [28:03] They're paid by the client. [28:05] Oh, I think I'll once again. [28:10] Sorry, I'm nervous. [28:11] I tried to avoid this as much as possible. [28:13] Okay, friends. [28:15] You're doing five. [28:16] We pay six, six bucks. [28:18] So, the court basically allocates $6, they've each of the $10 reimbursement fee receiver payment [28:24] to the vendor and a $4 for credit to the general fund of the municipal or county treasury. [28:31] If I might, this was in place, we'd actually put it in place when I started the first. [28:37] So, it's been there a long time, okay. [28:39] And obviously it's working. [28:40] So, yes. [28:41] It was a great idea. [28:42] I missed your prune. [28:43] Thank you. [28:44] Thank you. [28:45] Any other comments? [28:46] Discussion? [28:47] All the favors that I. [28:48] All right. [28:49] Thank you. [28:50] Thank you guys. [28:51] Thank you. [28:52] Thank you. [28:53] Thank you. [28:55] Out of eight, five, property, discuss, consider, and or authorize the mayor, city manager to execute [29:02] a purchase and sale agreement for an unnumbered lot in block eight of Section 3 in McDonald [29:07] Meadows edition in Bay City, Texas, for the purpose and operation as a lift station. [29:12] Goose? [29:13] Good evening, Mr. Mayor. [29:16] I think Council is going to be a manager. [29:18] I'm not going to need to slow this right here, so the Assistant Director of Public Works. [29:23] So, this is the property. [29:28] We have a lift station, the city's lift station sits on the property. [29:32] The current property on your purchase city, about building a home on the lots, right next to [29:38] a lot number one. [29:40] And during this process, it was discovered that he also owned the property in which the lift [29:44] station sits on. [29:45] So, due to the existing drainage and utilities, and also the location of where the lift [29:54] station is on the property, the homeowner is not able to build on that. [30:00] So he's asking for an easement, an access easement through the numbered lot to his property for access to storage building or whatever's in the back. [30:15] Staff along with city manager and city attorney have been negotiating with the homeowner or with the resident to settle on a selling price of $10,000. [30:27] So at this time, it's staff's recommendation to move forward with purchasing this property. [30:35] We're going to build a road or something for him, but he's just going to have access to get to his property. [30:40] He's just going to have an access to his property. [30:43] He's selling us the property in the heart. [30:45] We're zero. [30:46] We're not going to have to spend any more money on it. [30:51] Okay. [30:52] In the size of the access easement. [30:54] Okay. [30:55] We have a motion. [30:56] Second. [30:57] We have a second. [30:58] Any other discussion? [30:59] No, thank you. [31:00] All in favor say aye. [31:02] No, no, no. [31:03] Post. [31:04] Motion carries. [31:05] Okay. [31:06] Thank you. [31:07] Item 8. [31:09] Six. [31:10] Planning. [31:23] That discuss consider and approve the subdivision platform state highway 60 retail center subdivision located [31:30] and 3630 in the 3600 block of Avenue F in Bay City, Texas. [31:38] Good evening mayors. [31:39] Council. [31:40] Thank you. [31:41] Thank you. [31:42] Thank you. [31:43] Thank you. [31:44] Thank you. [31:46] The planning commission as we know does not have a quorum. [31:49] So that's why we're coming to the city council for approval. [31:52] This is for the family dollar development. [31:54] That's going on. [31:55] Highway 60 south. [31:56] Just north of subway. [31:58] They've already started construction. [32:00] Their drainage plans have been approved. [32:03] We didn't see a need to to hold them up with starting construction with this formality. [32:08] So this is all of the development. [32:13] Reviews have been completed. [32:15] Plants have been completed. [32:17] Actually building permanent has been issued. [32:19] They've actually started building. [32:20] And so we're just doing it from out to you. [32:22] I'm approving a platform. [32:23] So before you tonight, [32:25] I'm asking you to council to approve the platform for the family dollar development. [32:29] And there wasn't any delay. [32:31] On on our part. [32:33] No. [32:34] The biggest delay from approving the platform was getting drainage district approval. [32:38] Which was approved is waiting for the meeting for drainage district. [32:41] To approve. [32:43] Okay. [32:44] We have a motion on table in the next second. [32:47] Any other discussion? [32:49] Yeah. [32:50] You'd like to have this done before the start. [32:55] We do. [32:56] But we try to work with them because they wanted to get started. [32:59] Because they haven't scheduled to meet. [33:01] Their projected construction complete completion date is end of April. [33:06] And so we try to work with them as much as we can around the drainage district. [33:10] I know there's a sidewalk here somewhere. [33:13] Yes. [33:14] There it is. [33:15] Okay. [33:16] Yes. [33:17] Or is the building plans? [33:18] Those all went through the moment process. [33:21] Yes sir. [33:22] Clarences for fire protection. [33:24] Yes sir. [33:25] Recorded easements are identified on plaid as well. [33:28] Including sidewalk. [33:31] This is abnormally. [33:33] Yes. [33:34] It is abnormally. [33:35] But it's okay. [33:37] This is in friendly. [33:38] That's. [33:39] And that's done properly. [33:41] Regardless. [33:42] That's the. [33:43] Paramount. [33:44] Thanks. [33:45] All eyes were dotted in the teas were caused. [33:46] I'm assuming. [33:47] So. [33:48] Yeah. [33:49] Is there any other discussion? [33:51] We have a motion in a second. [33:53] All in favor say aye. [33:55] Aye. [33:56] Any opposed? [33:57] Having no more move on. [33:58] Thank you very much. [33:59] Thank you. [34:00] Thank you. [34:01] Thank you. [34:02] Thank you. [34:03] Thank you. [34:04] Thank you. [34:06] Announcer. [34:07] Meat. [34:08] Discussed. [34:10] Consider. [34:11] Anna approval. [34:12] What? [34:13] Construction bid. [34:14] For the Riverside program. [34:15] 辛 chicken. [34:16] Healthcare. [34:17] Discussed. [34:18] . [34:20] מ52. [34:22] Excuse me. [34:23] Dr Mid. [34:24] Excuse me. [34:26] Have you. [34:27] Dr. [34:30] To. [34:33] Started acting. [34:34] three bids for this project and Council's being asked to award the bid to the [34:44] low bidder. [34:45] Let's see. [34:46] I don't know how to go to the construction. [34:48] I don't know how to go to the construction. [34:49] I don't know how to go to the construction materials in the amount of [34:53] 63,844 dollars and 67 cents. [34:59] That's different from this one. [35:02] I'm sorry. [35:03] That's actually the dot amount. [35:06] I'm sorry the FEMA amount. [35:09] The award amount is 63,540 dollars. [35:12] Thank you, Mayor. [35:15] The problem. [35:18] We won't give this money until we do the work, right? [35:22] This is the reimbursement. [35:27] This is the last one out there. [35:29] What do you say? [35:36] We think it's a good bid. [35:45] Again, we had three bids. [35:49] The two low ones were very, very close. [35:53] The third one was a little bit higher. [35:55] I moved to approve. [35:56] This is a local contractor too. [35:59] We know they start. [36:01] That's a good question. [36:02] I do not know. [36:03] I'll find out for you much now. [36:04] We obviously have the funds to do this. [36:10] Okay. [36:11] We need a motion to approve item eight seven. [36:13] Okay. [36:14] I'm sorry. [36:15] I'm here. [36:16] Thank you. [36:17] Just a question. [36:19] I'm very excited that it's a local contractor. [36:22] I think we need to support ourselves. [36:25] Any other comments? [36:26] Discussion. [36:27] Well, in favor say aye. [36:29] Aye. [36:30] Any opposed? [36:32] Having none. [36:33] We'll move on to item eight. [36:35] Presentation. [36:36] Receive. [36:37] And discuss the Bay City Public Library Status Report. [36:41] Mr. Denbeau. [36:43] You being mayor. [36:45] You're also the manager. [36:46] In your packet, you will see our statistics for the first quarter. [36:51] They are a little bit lower in some areas, but we have been closed in sergeant at October. [36:57] So some of those numbers are missing that we would normally see. [37:01] But overall, we've had good attendance at our programs that we've been offering. [37:05] Our circulation is pretty standard. [37:08] As well as our updates for our business plan. [37:12] So at this point our book return was actually installed in last fiscal year. [37:17] But it was part of our objectives for this year. [37:20] We have completed the reviewing and adjusting of our service hours. [37:23] So we have not implemented those yet. [37:25] We are waiting until we reopen in sergeant to implement both changes. [37:30] Our relocation of our sergeant branch is in progress. [37:34] We are expecting to open the first week of March or close to the end of it. [37:40] We actually just met this afternoon with the friends of the sergeant library to discuss the [37:44] grand opening there completely hosting that. [37:47] So we are in the process of waiting for the delivery and install of our furnishings and shelving. [37:54] We have a date for that or not. [37:56] Not just yet. [37:57] So we are waiting to confirm the shelving install date. [38:00] That is first before all the furnishings can actually be installed and put together. [38:05] So those are all coming in the next couple of weeks. [38:10] On that we did start moving materials. [38:13] So last Friday we actually had dirty volunteers from the sergeant community. [38:17] We need to stand and move between 150 boxes of materials into the FW Hall portion of the building. [38:25] So that it's already there ready to start unpacking once everything is installed for us. [38:30] And then we do have some of the furnishing scheduled for the 24th and sometime next week. [38:37] We're waiting for official date. [38:40] Our facility maintenance plan replacing our outdoor carpets and upgrading our security camera system. [38:47] We have had our security cameras installed updated it's wonderful. [38:52] And we have already had to use it once. [38:55] So we are working with the work to work over our technology plan. [39:02] We have not done our move to online payments just yet. [39:08] We are still hoping to move forward with that but it's not been in the time that we were hoping to do it. [39:14] We are preparing to move into our planning for our marketing and how we can fit consistent marketing across all of our both branches both for any programs that we're offering whether it's youth or adult. [39:29] We are in progress and ongoing with developing and maintaining our partnerships with our local businesses organization. [39:37] Again, it's ongoing that we work on our library collection. [39:41] We are continuing to offer various programs. [39:45] Some of the programs that we added this year was our Trunker Street in which we worked with a mommy and a play date group that's on Facebook at local to our community. [39:55] It was a great program. [39:57] We had about 275 people show up for that and so it was a lot of fun. [40:01] Unity came out and supported. [40:03] So we look forward to doing that again this year. [40:06] Expanding our outreach. [40:09] So we have been involved in many of the city events that are going in. [40:14] We have a couple more of the community event planned for this year. [40:19] Our early literacy rotating collection kits program that we received and began last year's part of the grant with the Texas State Library. [40:27] That is something that we have continued this year. [40:30] We actually expanded into three different three new early learning sitters in the community. [40:37] I'm sorry. [40:38] Did you just tell us a little bit more about that program or tell the audience earlier? [40:43] The literacy. [40:45] I mean, it's just a quick overview of what it is. [40:49] Not everyone might know. [40:50] So basically with that program we take two to three tabs of books. [40:54] So it's usually approximately 30 books that are going to each center or a month. [40:59] And so they then have access to more materials to use in their center along with we have a story time when we are there. [41:07] So the children and the centers that are that prime age that we want to reach them and start that early learning and turn them into lifelong learners. [41:16] That we're able to hit them because most of them can't come to us. [41:20] Many of them the day cares cannot bring them. [41:23] They don't have the transportation or at times they just don't get to come. [41:26] So it's a way for us to connect with them or they are. [41:31] Yeah. [41:32] We did receive our notification on January 22nd that we have received the TMLDA award. [41:45] So we are waiting for that to actually arrive in the mail to do official presentation. [41:50] So but we did receive that notification before I turn them our reports. [41:55] Yeah. [41:56] A couple other updates on that. [41:59] So one of the things we were notified through some of our library consortiums is a requirement for some of the sales hacks on certain library services that. [42:08] Most libraries were not aware of. [42:10] So we have been working with Scotty. [42:13] On finding the way the proper way to implement how we're going to collect that across our services and that usually includes. [42:21] Vaccine laminating and printing or most common. [42:24] It doesn't apply to any of the late these are anything like that. [42:28] And then our library association approved at their last meeting to fund. [42:34] This numbers actually inaccurate this is what was requested to them. [42:38] But I had miscalculated on my request is there's actually over 6,000 that they have approved. [42:45] Towards programs and technology and supplies for a year. [42:48] It doesn't need a summer program. [42:50] And then our friends at the library here in Bay City approved $2,400 towards programs for the year not including summer programs. [42:57] So we do that as a special sponsorship. [43:00] Reach out to businesses and so they usually find close to 1,000 for each of them towards that program. [43:08] And then as far as are upcoming programs. [43:11] So yesterday we did have our family dinner series on healthy relationships in which we partnered with the police department to put on. [43:18] Spring break. [43:19] We do have events planned for most of the days. [43:23] We do have a magic show with genre Brian. [43:27] We don't do a fit for duty. [43:29] We love seeing them get involved. [43:31] So they get to do a workout with the kids. [43:33] And then on Thursday we have rock and wild life. [43:37] The dotty green staff on which you bring some of her rescue animals. [43:40] First hand look and it's a experience that and learn about the wildlife and our community and what to look for. [43:47] And then I do have all the lovely pictures for you guys. [43:51] I know y'all like to see what's going on. [43:53] It's just some of our pictures from our when we worked. [43:57] At the deal of the list weren't those festival. [44:00] We had a storyteller as part of that event. [44:03] Our trunk or treat. [44:05] Customer service suite. [44:07] Those were some of our VIPs that came in for our red carpet rollout. [44:12] Our national night out event. [44:14] We partnered with the airport to do read with Santa. [44:17] Those are just some of the events we've already had in that first corner. [44:20] Thank you. [44:22] That's definitely very good. Thank you so much. [44:25] All the great work. [44:26] Thank you guys. [44:36] Okay moving on to item eight nine report received the tourism managers report. [44:42] Miss Martinez. [44:47] Hello. [44:48] Good evening. [44:49] Good evening. [44:50] Mayor Council City Manager. [44:53] Thank you so much for having me tonight. [44:57] I know that we're looking at. [45:00] A report here, some of the information that you're looking at is already outdated and I apologize. This is running from October 2019 through December 2019. [45:12] And what I want to do is skip that first one. The day the dead, we're going to end with that this time around. And go down to the bird lines. I'm happy to announce that we have a couple bird lines up in some public cars. [45:27] It is a big thing for us that we have some locations for our birders to have public access to birding locations. And we have one up at Little Park and we have one up at Riverside Park. [45:41] So the next thing is to order some benches that are birder friendly. They're very specific on the type of benches that they sit on. And once that is taken care of, we will put some walls up. [45:55] So they can hide behind the walls and we'll work on a foliage. And if you keep on moving down, you'll see came up this week and that just ended. [46:05] I don't want to go into too much detail. I'll hit more on that once the committee continues to fine tune the event. But it was very successful. It continues to grow or very thankful for the community support. [46:19] And we're happy to announce that the foundation has been poured for the jodalote statue titled Olympian honoring our base city native Joseph Nathaniel Deloach. [46:34] Currently, it's in the final proofing stages with the etching. We are working on making sure that everything is perfect for that granite base. [46:44] Because if there's one thing that you don't want to get wrong, whatever your chiseling is granite base for a statue. So we definitely want to thank the city ISD and the school board for helping us find a home for Joe. [47:03] Yes, thank you so much for working with us and getting us completed. [47:08] And once I receive word that the etching is complete, then we're ready to rock and roll. That is last step for that project. So everyone will be updated on it. Yes sir. [47:21] We're ready to rock and roll. That's what the tourism department does. Yes sir. We're going to have a party. [47:29] We're going to have an event in the dedication. [47:31] Phil, absolutely. We will have an unveiling event invite the community out. Yes sir. [47:36] For the end of school. [47:37] Yes, the schools, the community, the chamber of commerce, the city of the city, the county, everybody. [47:44] Even Bill. [47:46] Yeah. [47:49] We'll definitely be invited to that one. [47:52] Okay. And if you'll move on to the next page. [47:55] You'll see at the top there that we have a new member to the level where you live family. [48:02] Our level where you live logo with the rabbit ears. [48:06] That was designed to go along with our customer service week theme, which was the magic of customer service. [48:14] And I'm really hoping that that also shows up for Easter this year just saying. [48:21] I don't want to go into too much detail there because I really want to talk about day of the dead. [48:26] But if you skip to the last page, you'll see in my report our future plans. [48:31] We actually already held our strategic planning meeting. [48:35] But it encompasses all of the other plans that we have, which includes our customer service training. [48:42] We're reporting with the community development corporation. [48:46] And also our branding campaign and our wayfinding signs. [48:50] So if you'll travel back to the first page with me. [48:54] That's really where I want to spend most of our time. [48:58] Is with the day of the dead festival. [49:01] It's my phone. I am not that sure. I'm sorry. [49:05] Okay. [49:07] Now, the day of the dead festival, this has got to be the most successful event that we've had. [49:12] It was in its second year. [49:14] We had over 3,000 people show up to this event that we counted. [49:20] Now, there was sometimes, there are a few people slip past us and work on that for next year. [49:26] And that's okay. We are so happy that they came. [49:29] And definitely look forward to having hopefully doubling, tripling that number for next year. [49:35] I'm always up for a challenge. [49:37] We had great sponsorship from businesses in town. [49:42] We also had great community support as far as in kind services went. [49:48] Our lady Gualupe Church helped build our a friendow, which is the day of the dead altar. [49:54] And just different departments that we've partnered with. [49:58] You know, some of that was talking about the library. [50:00] Bring out the storyteller. [50:02] MSB crew always great helping us out. [50:06] Parks and Rec. [50:08] The list goes on and on. [50:11] I can't thank everyone enough how much that they contributed to make this event so successful. [50:18] This guy lanterns were magical. [50:22] It was just the icing on the cake. [50:24] The friendow was beautiful. [50:26] The dancers from the base city performing arts theater were amazing. [50:30] So talented. [50:32] And our Selena performer. [50:34] She just blew everybody away. [50:37] And everyone wants her to come back. [50:39] And they have kept on asking, well, she coming back. [50:42] Is she coming back? [50:43] So, what do you want her to come back? [50:44] Well, yes, okay. [50:45] Well, we'll see what we can do. [50:48] But I, you know, I think that words can say a lot. [50:52] But I also believe that pictures can say a thousand words. [50:55] So can videos. [50:57] So with that, definitely want to make sure I say thank you to everyone. [51:02] And thank you to the council for supporting us. [51:05] And I know concerts and events are big thing for tourism. [51:08] And couldn't do without your support. [51:11] But I want to play you this video. [51:14] Captured by Marcus Vargas with Vargas visuals. [51:19] And I think it really helps show the high energy of the festival. [51:23] Because once the festival ended, [51:26] I think that anyone that was there can attest to, [51:29] even after it was over. [51:31] Just everyone talking about how amazing it was. [51:34] And it really was. [51:35] I mean, everything from the pumpkin patch to the costume contest to the barbecue cook often. [51:40] Just everything in general was more than we could have ever asked. [51:43] So with that. [52:43] already. [52:46] All right. [52:51] Just. [52:53] So you know, that's nice. [52:55] First. [52:55] First we got to flip that hair up. [52:57] You see me taking a little sport here. [52:59] And be able to rewind it to Kardashians and breastwater. [53:00] You see you're splitting. [53:02] First can use to a phrase or entertaining the things. [53:05] Can you talk. [53:07] Moving make sure that doesn't happen again. [53:12] I don't think anyone needs to use this video on time, but you're going to need that right now. [53:20] No. [53:21] But Marcus did come out. [53:26] He heard about the festival. [53:28] He was very excited that we were doing something culturally related, and especially for the Hispanic community. [53:36] And so he shot that video completely in-kind service from Marcus, and we're thankful for him, and it highlights the event, helps us promote it for next year. [53:50] And we look forward to partnering with him, so we can promote it and advertise it even better for next year. [53:56] But that concludes my report. Does anyone have any questions? [54:02] It's concern. [54:03] Great job. Thank you so much for what you do. [54:06] All the events that you put on and notes a lot of work. [54:09] And I had the opportunity to be at the day-to-day and drive the golf cart for a while. [54:13] So I was asking people where they were from and they're from all over. [54:16] People were driving in an hour-and-a-half to come to this event. [54:19] So it was amazing. [54:21] So thank you. [54:24] I'd like to add maybe and I spoke briefly to Heidi, but for council's consideration. [54:30] It's upcoming rather quickly, and that could go to our talks at the end of the meeting, but since our lead in tourism is here, [54:41] basically as the sponsoring our community pepperally. [54:46] And, you know, it would be something I think that the city, if and its abilities, participates at some level. [54:55] It would be beneficial. [54:57] I know Miss Martinez has an engagement previously out of town, but just wanted to put that on our radar. [55:06] So if the opportunity for us to be a participant in some form presents up there, we do that. [55:12] Yes. [55:13] We will definitely make sure that tourism is represented there, absolutely. [55:18] When is it? [55:19] Because it's been something out. [55:21] March 28th. [55:23] March 28th. [55:24] We have our Texas travel and adventure show in Dallas that we can. [55:28] What is the same days of barbecue cook-off, too? [55:31] In the Matterboard event. [55:33] They've heard that. [55:36] And flashing. [55:37] Okay. [55:38] Anyway, that was it. [55:39] Thank you. [55:40] All right. [55:41] Very good. [55:42] Thank you so much. [55:43] Much. [55:44] You'll have a good night. [55:49] Item 810. [55:51] Report. [55:53] The city is quarterly financial and investment report for the quarter ending December 31st, 2019. [55:59] Miss Jones. [56:00] I mean, it is hard to follow a fun act like tourism. [56:05] Right? [56:06] You can make it. [56:07] Yes. [56:08] Yes. [56:09] But I'll try to keep it fun. [56:10] You can make it fun. [56:11] You know, one thing in the spirit of budget. [56:13] It was really nice to see how the library and tourism made a connection to our strategic plan. [56:18] So I noticed that in the reports, and that's just cool to see all that coming together. [56:22] So let's start our look at our budget. [56:25] If you look at it, I think it's page 56 in your packet. [56:28] Is that correct for all of you? [56:29] 44. [56:30] Oh. [56:31] It's a different number. [56:32] So I'm not even going to use page 50. [56:34] I've got 50. [56:35] Correct. [56:36] All right. [56:37] So we're going to mark our first quarter. [56:39] Pretty simple 31st 2019. [56:41] I'm going to go over your four. [56:43] What I consider our major funds, which is our general fund. [56:46] Public utility fund. [56:48] And our airport and our hotel motel. [56:51] If you look on page 57 report. [56:54] Let's look at the general fund. [56:56] This marks remember 25% of the budget revenues total 3.3 million or [57:00] roughly 22.5% of our budget. [57:03] Our certified value this year is approximately 869 million. [57:08] Through December, the city did receive approximately 17.2% [57:12] or 763,000 of that 4.4 million dollar property tax maintenance [57:19] and operation budget. [57:21] Remember, we do receive most of our money when we get closer to January. [57:25] Sales tax is exciting. [57:27] Sales tax is really looking good. [57:29] We are up 3.6% or 53,000 dollars. [57:33] We're still trending up. [57:34] And if we'll go to the graph in a while, we'll really see how that [57:37] slope is moving for us. [57:39] We'll see what other countries look like. [57:41] We'll see if we can see our plans and tensions are in line with our [57:44] budget. [57:46] Lots and permits for us. [57:47] Under our budget target. [57:48] Power. [57:51] We're actually going above our expectations. [57:53] Which is good news. [57:57] Not really good news. [58:00] Our miscellaneous revenue always looks like it's a little under, but that is just the [58:03] timing of our interlocal agreements, such as with a many coming in from our basic gas [58:10] company or our CDC. [58:12] And that's why we're at 22.5 percent, typically timing. [58:17] It's usually just time. [58:18] Right. [58:19] And then those property tax money's once I was rolling in, then we actually look a lot better. [58:23] Do you recall about where we were last year at this time? [58:25] I think we were just slightly higher on revenue at the time period. [58:29] And I think I noticed the collections were down just a little bit normally were in the [58:32] payments are coming in for the property tax. [58:34] Right. [58:35] The percentage of collections was down there. [58:37] Well, just the timing of the payments, not necessarily our percentage by year, and [58:41] I usually look at the year end, but just the timing of those payments coming in, we're [58:44] lagging just a little behind as compared to the same time last year. [58:49] Even though our lobby is hard. [58:51] If you look at the general fund expenditure highlights, we are roughly 20.5 percent, which is under what [58:58] we've bring it in our revenue. [58:59] I did note some line items there for administrative counsel, there are some timing of personal [59:05] related costs, amendment is anticipated there, human resource to same thing, timing of [59:10] some payments and the parks, timing of the DreamScape project. [59:14] Then if you look at the bottom, the general fund balance is budget to increase by $400,000 [59:21] this year. [59:22] The city reserve level currently is right at just a tick below that 25 percent mark. [59:27] And by the end of the year, we are anticipated to be at 25 percent or greater, very excited [59:32] we're doing wonderful in our bottom line, and it's great to say that. [59:37] If you move to page 58, you can see a little more of the detail there that I just went over, [59:43] and that just kind of gives you again a recap on the bottom of page 58, gives you a little analysis [59:49] about how we started our fiscal year and how we're anticipated to end. [59:54] The amendments that you approved, I believe it was a meeting or two ago. [1:00:00] Those are not reflected in here because those are effective in January. You'll see that in the next report. [1:00:07] I know we said we were going to remove some fun balance on there like around 200,000. [1:00:15] We've got down to about 130 as opposed to 100,000. [1:00:18] Right. Something like that. [1:00:20] By the end of the year, I think we'll probably be ticked back up looking at how we've been doing things. [1:00:26] If you look at page 59 are on sales tax comparison. [1:00:30] Just 40 go on. [1:00:32] The very first line item, the beginning fund balance, 3 million two. [1:00:38] Is that accurate? [1:00:39] That's our estimated year end and that shows us about 22, 23% brought close to our target. [1:00:47] It's not finalized numbers. There's just a few small audit entry adjustments, but that's really close. [1:00:54] We're shooting for marks to be finished. [1:00:57] So it's close. [1:01:00] Yes. [1:01:03] It'll help me to come back with audit report. [1:01:06] But we should be request that number. [1:01:09] For sales tax comparison, if you look there, look at that trend. [1:01:13] We are really up to those two old 2011 levels. [1:01:17] Looks really good. Our trend is moving up. [1:01:19] For a while, there's little up and down fluctuations to the years. [1:01:22] And now it really looks like it's staying on a continuous trend. [1:01:25] In fact, for the first quarter since being 53,000, if we annualized that, [1:01:29] we'll be doing pretty good by the time we get into the year. [1:01:34] And if you move to the next page on page 60, that's where we move into our public utility fund. [1:01:40] We are at 24% remember we do bill slightly in a rears. [1:01:45] We also have had a lot of things going on in the utility fund. [1:01:49] So it's looking pretty good right now. [1:01:51] But I show our fund balance on the bottom being budgeted to be around 448,000. [1:01:58] However, we have a lot of water breaks and berries here to adjust to that. [1:02:04] We've spent, I know over a half a million easily. [1:02:07] And I think I just approved another $200,000 of something that's of a emergency line. [1:02:13] It had to happen. [1:02:14] So we're going to be eating up a lot of that excess that you're seeing on the bottom with all these water breaks. [1:02:21] That are emergency repairs. [1:02:24] That we are on the road for recovery with the Texas water development board. [1:02:27] We've heard some good news. [1:02:28] We are going to have sit down and they did select us to come and sit and talk. [1:02:32] So we have a plan ahead for all of that. [1:02:36] If you move on to the airport on page 61 as percentage of our budget core airport revenues [1:02:42] are meeting our budget expectations. [1:02:45] We do have some subsidies that do come in. [1:02:48] You all are all aware of that that comes in from the general fund. [1:02:51] We do have some help from the CDC this year. [1:02:53] I want to bring that out. [1:02:54] They are helping offset the generator project. [1:02:57] It's coming in. [1:02:58] And that's why you see that transfer in coming a little more than normal. [1:03:01] So we appreciate that transfer. [1:03:02] Let me come in this year. [1:03:05] Other than that, airports and good shape. [1:03:07] Let's move over to the Civic Center. [1:03:11] This is our hotel motel fund. [1:03:13] This is again the timing of those hotel payments coming in. [1:03:16] That's why the lag lag behind. [1:03:18] We will start this fiscal year with a fund balance of close to 500,000 in the hotel fund. [1:03:24] And by the end of the year, we were budgeted to dip just a little bit around 50,000 to just some various projects going on. [1:03:32] Everything else looks really good in the hotel motel fund. [1:03:37] On page 63, I tried to put together some statistical information for you. [1:03:42] We are not allowed to ask for the value anymore on our residential room or obtaining permits. [1:03:47] So that's an information we will not have anymore at our fingertips. [1:03:50] But I can tell you how many homes for building department came in. [1:03:55] So we had one new residential home, commercial permits, three. [1:04:00] The value added was approximately 1.7 million. [1:04:03] And I listed some of those businesses there for you. [1:04:06] And then I have some other statistical information for you for street and bridge comparing first quarter, [1:04:11] 18 to first quarter, 19. [1:04:14] And then utility first quarter, 18 first quarter, 19. [1:04:17] And this is just the information that's I've been provided from the various departments upon request each quarter. [1:04:24] Police stats, you can see that below there and then I have a little information on the Civic Center. [1:04:29] If there is anything else that you would like to see on the stats report, [1:04:33] I will be glad to gather some of that information. [1:04:36] I noticed library had some stats in their report. [1:04:39] I could pull that in here. [1:04:41] Whatever you prefer, this is hosted on the city's transparency website. [1:04:45] So this will be available to any reader from the outside. [1:04:48] So if you ever hear anything from any citizen, [1:04:51] I would like to see anything else. [1:04:52] I'll be glad to try to incorporate something else in the report. [1:04:56] If you go to page 64, this is where I have a little just a kind of spot light on. [1:05:02] If there's any challenges or facing, I can say that I'm not too concerned about our reserve and the general funds anymore. [1:05:09] So I did put the city's needs to build our reserve. [1:05:12] Yes, but it's anticipated to meet or exceed our reserve requirement by the end of the year. [1:05:17] And then the only thing that I'm really watching right now is all the infrastructure repairs are going on in the utility fund. [1:05:24] I will be bringing a amendment back soon after I sit with various city manager kind of get a handle on that. [1:05:30] Will we need to bring back to a man? What's going on in there? [1:05:33] It's got to do we have a reserve requirement on that utility fund? [1:05:36] We did put 90 days. [1:05:38] 90 days. And we're well above that. [1:05:40] We're fine. [1:05:41] That's that excess you saw in the I think about 450,000 estimated to be over in excess of that reserve requirement. [1:05:47] Okay. [1:05:48] That we built a lot of projects in the budget that we surely will be using that along with the repairs that are in taking place. [1:05:57] What the cash reserve being, what it is and what's kind of being, is that going to have any kind of positive effect on our bond rating? [1:06:08] We had a positive outlook last year. [1:06:12] I anticipate once we have our new rating that it's possible we could get ticked up. [1:06:19] When is that rating call? [1:06:22] I think we're going to have one just because we're issuing a bond maybe kind of early. [1:06:26] But usually it trying to think, I know it's after the audit. [1:06:30] I think it's more late summer when I have that rating call. [1:06:39] And then if you move on to the next page on page 65. [1:06:43] This is an investment report. This is a real summary. [1:06:46] I went over with the investment committee at five o'clock today in great detail with each account. [1:06:52] We talked about our brokers list. [1:06:54] We looked at our securities. [1:06:56] And now this is just going to be a summary for you. [1:07:00] At the end of December 31. [1:07:03] 8.8 million received interest of 33,663. [1:07:08] We were down in our interest but so are our balances at the same time this year. [1:07:13] Our interest rate trends you can see what's going on. [1:07:16] They are all kind of moving down. [1:07:18] This could be good as far as our CO issue. [1:07:21] Not get a really good interest rate. [1:07:23] But on the other side we're not earning a lot in our portfolio. [1:07:29] If you look on page 66 portfolio diversification. [1:07:33] You can see that and I do have one I have corrected on the website. [1:07:36] But on the maturity schedule below. [1:07:39] But all of our maturities are between the zero and two year mark. [1:07:43] So in the years to maturity on one through two. [1:07:46] It's 989,000 and 11%. [1:07:50] So that's just one change I've already corrected on the online report. [1:07:55] And on our detail but not actually in your packet. [1:07:58] Everything's under three years. [1:08:00] Yeah everything. [1:08:01] Everything's gonna stay short with the rates being for the end of that. [1:08:04] That's the strategy right now. [1:08:06] And then right now we actually sold what we had on the books for our securities. [1:08:12] We would have a little small gain of $4,789. [1:08:15] That is the that's it for the investment report and the court of report. [1:08:21] Do you have any questions? [1:08:24] You might have interesting. [1:08:27] No video. [1:08:30] What's up? [1:08:31] I'm like this format. [1:08:37] It really does. [1:08:40] It really helps you to see things. [1:08:43] The only thing that and it has nothing to do with you. [1:08:46] We had one residential home start. [1:08:49] Yeah that's what's to do. [1:08:52] I mean when. [1:08:54] Let's see. [1:08:55] Here in the biggest building boom. [1:08:57] Across the nation. [1:08:59] Are you. [1:09:00] Is that the decision coming on the permit? [1:09:02] Barry and we have more going up. [1:09:03] I think it's just a timing of the permit in the quarter. [1:09:05] Possibly. [1:09:06] And not actually that's all that's going on. [1:09:07] Yeah that's the last quarter of the year. [1:09:09] It's still pretty smart. [1:09:11] One. [1:09:12] One is pretty small. [1:09:13] It's just one better than zero. [1:09:16] I'm going to point it out. [1:09:18] I'm moving to approve. [1:09:21] Second. [1:09:22] Any other discussion? [1:09:24] No. [1:09:25] No. [1:09:26] I'm not being. [1:09:28] All the favors say aye. [1:09:30] Aye. [1:09:31] Any opposed. [1:09:32] Motion carries. [1:09:33] Good morning. [1:09:34] Thank you. [1:09:35] Item 8. [1:09:36] 11. [1:09:37] Policy. [1:09:38] Discuss. [1:09:39] Consider. [1:09:40] And approve. [1:09:41] Resolution to adopt. [1:09:42] The city's investment policy. [1:09:44] This is a reaching out. [1:09:45] And it comes to cancel each year about this time. [1:09:47] It is. [1:09:48] It's going to happen by the public funds investment act. [1:09:50] I'm required to bring it to you each year. [1:09:52] For approval. [1:09:53] Usually I have changes on the year that I have to go to training. [1:09:56] This is not one of those years. [1:09:58] So the investment policy is exactly the same as it was in previous years. [1:10:03] So it lays out a lot of the information like. [1:10:08] What kind of investments we can invest in. [1:10:11] What the investment committee's role is. [1:10:14] You know what you have to have on your brokers list. [1:10:17] And etc. [1:10:20] Do you any of you have any questions. [1:10:22] On the investment policy. [1:10:23] This shouldn't be. [1:10:24] Exclude any local. [1:10:26] It doesn't explain any local. [1:10:28] And that's that was in the big. [1:10:30] Not. [1:10:31] Exactly. [1:10:33] The the committee in in conversation. [1:10:36] Discussion. [1:10:37] Discussion. [1:10:39] Was very interesting in seeing our. [1:10:42] Expansion or inclusion of all and any local. [1:10:48] So that's that's a great message to send. [1:10:53] To our community. [1:10:55] Trying to use it here for. [1:10:57] Yes that certainly will do that. [1:10:59] I moved to adopt. [1:11:01] Second the city's investment policy. [1:11:04] Any other discussion. [1:11:07] All the favor say aye. [1:11:08] Any opposed. [1:11:10] Motion carries. [1:11:12] Item eight. [1:11:13] Well agreement. [1:11:14] Discuss. [1:11:15] Consider and approve. [1:11:16] An interlocal agreement. [1:11:17] Between the city of Bay City. [1:11:18] A matterboard account. [1:11:19] For the operation of the Bay City Service Center. [1:11:21] Okay. [1:11:24] So I hope all of you had a chance to kind of revo the executive. [1:11:27] Summary. [1:11:28] Kind of get a little background information on. [1:11:30] While this is coming in with some changes. [1:11:34] This is actually gone back as interlocal agreement or contract between the city and the county since back in 2000. [1:11:39] That didn't know the whole history all behind it. [1:11:41] But evidently that was the same amount that was going on back then 3,591 dollars. [1:11:47] And it was used for repairs and maintenance. [1:11:49] And this was upon the request. [1:11:51] I think of Mrs. Gus and deck and back in that day. [1:11:53] She went to the county and asked for this to help. [1:11:56] Um. [1:11:57] So this was actually prior to the city being indeed this property. [1:12:01] So as the years have gone by when it came through. [1:12:04] Sean it was sent to Sean and we saw some language in their like independent contractor. [1:12:08] And things like that that didn't quite make sense and we didn't understand it. [1:12:11] So we asked can we just kind of remove this and tweak it. [1:12:14] And so I think there was some confusion on the ownership actually two of who I'm a service center. [1:12:19] So once I cleared all that up and everything we have now have a revised. [1:12:24] Agreement in the county is glad to keep helping support the service center. [1:12:29] In a way that it can't towards repairs and maintenance. [1:12:32] And so that's what I have these kind of back-to-back agreements in place. [1:12:36] Bill catch up on the agreements that would have been done for the fiscal year 18 and 19. [1:12:41] And then we have two more agreements that will go out into December 31st, 2021. [1:12:48] The county seems. [1:12:50] Oh yes. [1:12:54] So this is back track a little bit and then also. [1:12:57] It's going back to the fiscal year 18 19 and then bring it forward to December 31st, 2021. [1:13:03] Any chance of a Christmas due to inflation? [1:13:06] Yeah. [1:13:07] I know you were. [1:13:09] Sorry for just a little bit. [1:13:11] From what I have. [1:13:12] From what I read, this is voluntary. [1:13:15] From what I read, this is voluntary. [1:13:18] Yeah. [1:13:19] Of course they use it as a polling place. [1:13:21] Yeah. [1:13:22] But that's about it. [1:13:24] I guess we don't have a whole hell of a lot of leverage. [1:13:27] No. [1:13:28] The first one was a very strange number. [1:13:30] That's it. [1:13:31] Is that a percentage of something? [1:13:34] That's odd. [1:13:35] That's odd. [1:13:36] Let me go. [1:13:38] Okay. [1:13:39] That easy bill. [1:13:41] It's getting late. [1:13:43] They use it more. [1:13:46] You know we're just getting right put in a roof on the damn place. [1:13:50] Yeah. [1:13:51] There's also a consideration for voting machines. [1:13:54] There's two of them. [1:13:55] There's two of them. [1:13:56] It's guy, I'm moved to a person. [1:13:58] So we have a motion on a table. [1:14:00] We need a second. [1:14:01] It's not a good mirror. [1:14:02] Any other discussion? [1:14:04] All in favor say aye. [1:14:06] Aye. [1:14:07] Any opposed? [1:14:08] Motion carries. [1:14:09] Thank you. [1:14:10] Should we go? [1:14:11] Should we go? [1:14:12] Should we go? [1:14:13] Should we go? [1:14:14] Should we go? [1:14:15] Should we go? [1:14:16] Should we go? [1:14:17] Should we go? [1:14:18] We go into agesetz. [1:14:20] hardships. [1:14:21] Deal? [1:14:22] Top of that? [1:14:23] Go into aands. [1:14:24] UD. [1:14:38] Post. [1:14:39] Invest? [1:14:40] Yeah. [1:14:43] They usually do it every June and what we're asking, they have a letter of agreement with the county to give emergency communication during an emergency plan. [1:14:54] And what we're asking is to, as long as they clear things through the police department and the parks department. [1:15:00] For them to let them do this annually, they've been doing it since 2013. [1:15:06] Right, that way, that they don't. It's mostly Rick Engler. And what they do is they set up two portable radio communication centers out there. [1:15:16] They're not really camping out there. They just spend the night out there and they practice what they do. [1:15:21] I went out, I went out last year. I actually have a hand radio license. [1:15:26] So they invited me in. I went out and got on a radio with things. [1:15:30] Yes, they do. [1:15:34] Yes, they do. Every saturday system. [1:15:36] So yeah, it was very interesting. [1:15:38] They all moved to approve the item on the agenda and along with that David's recommendation, [1:15:47] that we handle is just like we would street control the show. [1:15:52] All right, so we have a motion, do we have a second? [1:15:58] And any other discussion? [1:16:01] Thank you. [1:16:02] All of their say aye. [1:16:03] Aye. [1:16:04] Any opposed? Motion carries. Thank you. [1:16:07] Moving on to item 817, presentation received the annual report for the fiscal year 2019 from the city [1:16:14] Secretary's office. [1:16:15] Mr. Holdback. [1:16:17] And this is my annual report. I usually bring it to you in January, but we didn't have our last meeting in January. [1:16:22] So I just I won't go over each item, but if you have any questions about any of those items, this is [1:16:29] Lily helped me do all these things, so now doing them on my own. [1:16:35] I don't want a little bit of my question. [1:16:38] Okay. [1:16:39] I can't get through the report. [1:16:41] But there's a statistic in there for street. [1:16:45] Permits for street vendors. [1:16:47] Yes, there are 17. [1:16:49] Yes. [1:16:50] And they're not all on 35 and 60 there out in the community. [1:16:54] Are they permanent? [1:16:55] They a lot of them do them yearly. [1:16:58] Yes, sir. [1:16:59] And we have some that will pay for the spot and they may not use it. [1:17:05] Yes, sir. [1:17:06] And especially on 35 and 60. [1:17:09] Are they moving in and out? [1:17:11] Yes. [1:17:12] Like, they have them, they have one and you know different things like that. [1:17:18] That they're not always out there. [1:17:20] That they want that permit. [1:17:21] But we're not violated our rules on highway 60. [1:17:24] Yes, sir. [1:17:25] We're very strict about that. [1:17:27] Yes. [1:17:28] Actually on 35, we have ponchos that has been paid for. [1:17:34] But it's up for sale, but that spot has been paid for, but no one's using it. [1:17:39] So we actually only have seven. [1:17:41] I mean, four on that street. [1:17:43] But it's okay for ponchos. [1:17:45] Be able to be there. [1:17:47] Yeah, the gentleman that bought the permit. [1:17:51] He's in negotiation with that. [1:17:54] Yeah. [1:17:55] Good. [1:17:56] I hope to see increase soon as the planning commission agenda is in. [1:18:01] What? [1:18:02] Okay. [1:18:03] Okay. [1:18:04] So. [1:18:05] It's very interesting. [1:18:06] Yeah, very. [1:18:07] We have five people for the planning commission. [1:18:09] We were supposed to schedule to have a meeting last Friday. [1:18:12] It didn't work out. [1:18:13] But we do have the committee put back together. [1:18:15] And we're just trying to schedule a meeting. [1:18:17] Great. [1:18:18] So that will be back together. [1:18:20] It hasn't been easy. [1:18:21] Oh, I know. [1:18:22] I know. [1:18:23] But. [1:18:24] You can appreciate your work. [1:18:25] Absolutely. [1:18:26] Well, we're talking about that. [1:18:27] Do we have to do something about the. [1:18:31] Yeah. [1:18:32] Yeah. [1:18:33] He didn't. [1:18:34] He wasn't voted in. [1:18:35] We gave him all of our vote. [1:18:36] We have to. [1:18:37] Something else. [1:18:38] We lost our representation. [1:18:40] Yeah. [1:18:41] We should complain about. [1:18:43] I agree. [1:18:45] That's never happened before. [1:19:07] And which typically we don't. [1:19:09] So he. [1:19:11] He had a. [1:19:14] Get kind the get an opponent. [1:19:16] Which he doesn't. [1:19:17] Who's he had. [1:19:18] I don't think that's what happened. [1:19:19] We got all of our, [1:19:20] Yes. [1:19:21] You've got all of our votes? [1:19:23] For your vote. [1:19:24] Yeah. [1:19:24] You thought that was. [1:19:25] Maybe not. [1:19:28] I think it's called a caucus. [1:19:30] I want to. [1:19:33] I want to. [1:19:35] I want to. [1:19:36] That's all right. [1:21:31] Aye. [1:21:32] And everybody else are going to sign. [1:21:37] I'd like to go there. [1:21:39] All right. [1:21:40] Moving on to item eight nineteen. [1:21:44] Agreement. [1:21:45] Discuss consider and approve. [1:21:47] A joint election agreement between the city of Bay City and this Bay City independent school district. [1:21:58] And this is. [1:22:00] We do this every year. [1:22:01] We hope they're elected with them. [1:22:03] This is cuts to Mary in. [1:22:05] To say to take this usually either a county can do it or a city can do it. [1:22:11] And we've always held the election. [1:22:15] With Bay City. [1:22:16] I see. [1:22:17] They've been awesome. [1:22:18] They've always provided us help. [1:22:20] For election day and getting things ready and training. [1:22:24] And I'm recommending that we continue. [1:22:27] They have two positions of. [1:22:29] It's also cost effective. [1:22:30] It's very cost effective. [1:22:31] So we make sense. [1:22:34] So. [1:22:35] We have approved. [1:22:36] We need a second. [1:22:37] I'd be. [1:22:38] Any other discussion about this. [1:22:41] All of favor say aye. [1:22:42] Aye. [1:22:43] Any opposed. [1:22:45] Motion carries. [1:22:46] Thank you. [1:22:47] Item eight twenty agreement. [1:22:52] Discuss consider and approve. [1:22:54] A lease agreement between the city of Bay City and Matagora county for the use of the county's election equipment. [1:23:00] And this we do every year to with our county. [1:23:04] Work. [1:23:05] We would step any work. [1:23:07] The public? [1:23:09] I do that. [1:23:10] He's a bunch of people who are involved in the need of the. [1:23:13] And I think this all. [1:23:15] Being a clothe in the past. [1:23:16] We. [1:23:18] We, uh, least they're electronic voting and counting equipment. [1:23:19] We get the East scan to. [1:23:20] Est in our paper ballots. [1:23:21] But we also get a JDC and d. [1:23:27] A you unit. [1:23:29] We're required to have by law for. [1:23:32] A special means voters to use that equipment. [1:23:35] P誉. [1:23:36] And now we are certainly pay like $5 a minute. [1:23:39] It's nominal what they charge us, but if we were to buy our own equipment, it would be [1:23:44] very expensive. [1:23:45] Thank you. [1:23:46] So we're using, we're doing a paper ballot, but we're using, we're going by the law to have [1:23:52] one unit for, so we're doing it for cost savings. [1:23:58] Well, mainly because the county doesn't have enough equipment for polishes and us and [1:24:02] everybody that's voting at that day. [1:24:05] So, that may be something we should look into in the future. [1:24:09] Okay, very. [1:24:12] So we need a motion, it's got to be, if we keep running, maybe they can buy a more, we'll [1:24:17] keep running for them. [1:24:20] Okay, so we need, we need a motion on that. [1:24:26] Yes, we do. [1:24:27] Second. [1:24:28] Second. [1:24:29] Second. [1:24:30] Jason, you second. [1:24:31] Yes, sir. [1:24:32] Any other discussion about item A20 about the lease agreement? [1:24:35] All in favor, say aye, aye, any opposed, motion carries. [1:24:42] Thank you. [1:24:51] Okay, item nine, close executive session, item nine one, personnel to discuss, personnel matters [1:25:00] and accordance with Title V section 551.074 of the Texas government code to discuss appointment [1:25:07] employment, evaluation, responsibilities and duties, reassignment, discipline or dismissal [1:25:12] of an officer or employee or to hear a complaint or a charge against an officer or employee, permanent [1:25:17] city manager. [1:25:18] Item nine two, litigation, executive session pursuant to Texas government code 551.07114 consultation [1:25:27] with city attorney regarding the following litigation, cause number 19-E-0013, Ronny [1:25:35] Dean Reeves, the Dahlia Liao, Rotis, Daniel Shaniel Manning, and the basic housing authority [1:25:40] versus Mark A. Bricker, Mayor Defendant. [1:25:43] Item nine three report, executive session pursuant to Texas government code 551.07122 to consult [1:25:54] with their attorney regarding attorney client privilege of matters, so it is 717 and we will [1:26:25] go ahead. [1:26:31] Okay, we are back from the executive session and if it is 737, okay, so item 10, open session report [1:26:49] discuss consider and or take action on items listed in executive code session if any. [1:26:55] So item 11, I don't know sorry, item 10, so the action item coming from open session is that [1:27:02] we need a motion to hire a new city manager. [1:27:05] What are you going to do? [1:27:12] And move, move that we hire a shot of work on to be our new city manager, executive date. [1:27:21] All right, I'm 16. [1:27:28] That's it. [1:27:29] Okay. [1:27:30] Your second. [1:27:31] Here. [1:27:32] Any other discussion? [1:27:34] Exciting. [1:27:35] Hi. [1:27:36] Hi. [1:27:37] Hey. [1:27:38] Hi. [1:27:39] Hi. [1:27:40] Hi. [1:27:41] Hi. [1:27:42] Hi. [1:27:43] Hi. [1:27:44] Hi. [1:27:45] You still have a chance to talk? [1:27:47] We're making promises. [1:27:50] We estimated the net increase in incremental increase that would take the city to install [1:27:59] a, we are just real close to that. [1:28:05] We estimated the cost for the recruiting and hiring and placing and we're going to be, that was like 40 to 60 thousand [1:28:14] dollars and we're going to come in. [1:28:15] I don't know what it's going to be, but it's going to be closer than 40 or 45. [1:28:19] We also estimated it would take eight to 15 months from May when we approved this thing to hire one. [1:28:29] And it's bad. [1:28:31] We also estimated we'd have an interim city manager for around about six months, three, six months. [1:28:43] I mean, March will be six months. [1:28:45] Say you're right on. [1:28:46] So we're not too bad. [1:28:49] We're going to know what we said. [1:28:52] The forecast is good. [1:28:54] We're going to lose the forecast. [1:28:55] Not a promise. [1:28:56] It was an estimate. [1:28:57] Not a promise. [1:28:58] But we came pretty damn close. [1:29:01] So we're dead. [1:29:04] So we're dead. [1:29:05] We're still on. [1:29:06] I'm 11. [1:29:07] Any other comments from council members? [1:29:10] I would like to comment and say thank you. [1:29:15] Richard Morton for guiding us, getting us here. [1:29:20] And, you know, I don't, I think it would have been very, very difficult without you. [1:29:25] So I, again, appreciate you. [1:29:28] I'm sorry. [1:29:29] I'm sorry. [1:29:30] I'm sorry. [1:29:31] And you, guys. [1:29:32] Well, you're not done yet. [1:29:34] No. [1:29:35] That's right. [1:29:36] We got a little bit more time. [1:29:38] You'll be our standard for city manager Richard. [1:29:41] Thank you. [1:29:42] I would. [1:29:43] I would also like to thank our city interim city manager for enlightening, leading. [1:29:53] And giving us a great sense of direction as. [1:30:00] To where we're going, now we know with whom we're going and we can set our expectations based on what we've seen, and that is very, very precious for myself, I can't speak for council, but thank you also. [1:30:22] And I would like to thank Mr. Morton for being my partner. [1:30:29] It's been very helpful to me since this is new from me and he's helping out quite a bit from him, so I appreciate it. [1:30:39] Anything else?
