Au niveau [2:32] de la sécurité routière, [2:35] plusieurs plaintes en cours sur [2:36] lequel nous travaillons [2:38] activement. Je vais y aller avec [2:39] un rappel sur votre. Pour la [2:42] vitesse, on travaille au coin de [2:44] Helm et Moreau, Aylmer et [2:46] Michael, Saint-Charles [2:48] (---) [2:49] , Beaconsfield échaudé, beau [2:50] repère Roseline [2:51] (---) [2:52] . Toutes des plaintes qui [2:54] viennent des citoyens. Il y a le [2:56] feu au jour coin de [2:58] (---) [2:59] . Des arrêts obligatoires au [3:02] coin de Sherbrooke et McCauley. [3:04] Au coin de beaux repères et [3:06] Saint-Jean, on a des conducteurs [3:07] aux heures de pointe qui utilise [3:09] la voie en sens inverse pour [3:11] contourner les véhicules qui [3:13] attendent pour tourner sur [3:14] Saint-Charles. C'est dangereux [3:15] pour les accidents. On fait [3:18] respecter ça aux heures de [3:19] pointe. Au niveau des écoles [3:26] Sherbrooke académie, la zone [3:27] scolaire à l'entrée et la zone [3:29] si déclasse. Le non-respect de [3:31] la sécurité routière, plusieurs [3:33] constats d'infraction en pas à [3:35] travers ces opérations. On [3:37] remarque que les contrevenants [3:39] sont des personnes concernées [3:40] par les sécurité dans ces [3:41] endroits, au cours des écoles. [3:49] On demande à tous les citoyens [3:51] de Beaconsfield de faire preuve [3:52] de civisme pour nous aider à [3:54] maintenir des rues sécuritaires. [3:56] Au niveau de la pétroliers avait [3:57] lot pour la deuxième année, on a [4:00] une patrouillé avait lot [4:03] hivernal [4:04] (---) [4:05] , les patrouilleurs seront dans [4:06] les parcs, les pistes cyclables, [4:09] les boisés qui seront ouverts. [4:11] Ils sont présents pour les [4:12] différents événements [4:14] communautaires. Le 5 novembre, [4:15] ils étaient présents on part des [4:17] héros pour la cérémonie du jour [4:19] du Souvenir. Le 27 novembre, un [4:22] événement était couru à [4:23] Beaconsfield, contraint de Noël [4:24] du Canadien Pacifique. Nos vélos [4:28] étaient là avec 17 policiers sur [4:30] les lieux, avec la sécurité [4:32] publique de Beaconsfield pour [4:34] sacré... s'assurer que tout se [4:35] passait bien. On travaille [4:38] actuellement depuis peu une [4:41] problématique signalé par les [4:42] citoyens de Beaconsfield, au [4:43] parc Angel Woods. Il y a des [4:47] chiens qui se promènent sans [4:48] laisse. C'est pour rappeler au [4:52] départ que chaque citoyen a [4:54] droit d'utiliser les espaces [4:55] publics en toute sécurité, en [4:57] toute quiétude, c'est pourquoi [4:58] il existe plusieurs règlements [5:00] encadrent à la présence des [5:01] chiens dans les parcs, les [5:03] endroits publics, les boisés, [5:05] les terrains privés, appartenant [5:08] à la ville ou non. Les amendes [5:10] sont élevées. On parle de 500 [5:11] dollars plus les frais. [5:15] Angela Woods, un parc à [5:18] Sherbrooke... est clôturée, le [5:21] seul endroit [5:22] (---) [5:23] où les chiens sont admis sans [5:24] laisse. On unit nos efforts avec [5:29] la sécurité publique de [5:31] Beaconsfield pour être présents [5:32] au parc Angel Woods. Nous sommes [5:35] présents en mode [5:36] sensibilisation. On pense que [5:42] les propriétaires de chiens sont [5:44] au courant des règlements. Après [5:46] plusieurs mois de [5:47] sensibilisation, les [5:48] comportements n'ont pas changé. [5:50] On pense qu'ils choisissent de [5:51] ne pas respecter le règlement. [5:54] On interviendra et appliquera la [5:56] réglementation de manière [5:57] rigoureuse. En vertu du Code de [6:01] près ces heures pénal, toute [6:03] personne qui est contrevenant à [6:04] une infraction municipale a [6:06] l'obligation de s'identifier, [6:07] c'est la même chose d'un [6:09] policier ou d'un agent de la [6:11] Sécurité publique. On compte [6:12] grandement sur la collaboration [6:13] des citoyens de Beaconsfield, [6:15] particulièrement des [6:16] propriétaires de chiens à nous [6:17] aider à solutionner la [6:21] problématique, [6:22] (---) [6:23] entre les usagers du parc. Après [6:25] une première fin de semaine de [6:26] présences intensives au parc [6:27] joke, [6:28] (---) [6:30] on remarque que 50% des [6:33] contrevenants sont des résidents [6:35] de Beaconsfield. Une partie [6:36] vient de l'extérieur, aussi. On [6:40] remarque qu'après trois ou [6:41] quatre jours, des infractions [6:43] tendance à diminuer de manière [6:44] importante. On pense que le [6:47] message commence à être entendu. [6:49] On va s'assurer de continuer de [6:51] faire une présence soutenue pour [6:52] que les gens maintiennent leurs [6:53] bonnes habitudes. [6:58] Au niveau des agents sociaux [7:00] communautaires, plusieurs [7:01] présentations dans les écoles. There are, [12:58] actually, several that I will [13:00] have a specific response to. But [13:04] the first question that I will [13:05] answer, which is from Mr. Derek [13:09] pounds. He says, Mayor Georges [13:17] Bourelle, reportedly road last [13:19] fall to the health and [13:22] Environment ministers, [13:24] requesting sound well as both [13:25] sides of the 8:20 train, [13:26] corridor, through Beaconsfield, [13:30] I don't think we did ask for [13:32] sound wells for both sides, but [13:34] that's fine, that's the way he [13:36] writes it. Doctor David kaiser, [13:39] chief medical officer, urban [13:41] environments and population [13:42] health sector, regional public [13:44] health department. From Santos [13:50] seeded Montréal, advise that [13:51] there is a -- city shouldn't [13:54] have allowed construction within [13:56] 150 metres of the highway, [13:58] without the sound wall [14:00] recommended by the MTQ an 87 and [14:03] 2010. As mayor, Georges [14:06] Bourelle, and the city received [14:07] a reply to this request, or any [14:10] subsequent follow-up. Mr. [14:13] pounds, let me first tell you, [14:15] that we in fact wrote not one, [14:18] but three letters. We wrote a [14:21] letter on June 30th, so the [14:25] minister of health. And the MTQ [14:30] minister at the time. We [14:32] followed, up again, on July [14:37] 26th, with a reminder letter to [14:41] ask for a response to our [14:46] initial letter, of June 30th. We [14:48] did not get any response to [14:50] either letters. We waited until [14:53] after the election, and on [14:55] November 1st, we wrote again to [14:58] the new minister, MTQ minister [15:04] shine it could go, and to the [15:05] health minister's, which was a [15:06] same as before, Kristen Dubé. [15:09] And also, we wrote to a third [15:11] minister, the minister [15:14] responsible for Montréal, which [15:17] is Pierre fits given. At this [15:22] point, we must assume that the [15:26] MTQ position on health issues, [15:29] remains a stated at the public [15:32] information meeting in May 2022. I think that it [16:39] would certainly help, that you [16:43] would initiate a letter to those [16:45] ministers, and ask for a reply. [16:50] And perhaps, you could also ask [16:54] the president, to do the same. [16:58] Because we are at a loss now, [17:02] after three letters and no [17:04] response we must assume that [17:08] their position, is certainly not [17:11] the one that we had assumed, on [17:16] the health position, and wind [17:19] confirmed that the MTQ is in [17:21] fact right, and not identifying [17:24] any health issues, directly [17:26] related to the noise of 8:20, so [17:29] that's my recommendation to Mr. [17:31] pounds, please write to the same [17:33] ministers, and ask them for a [17:36] response, after three letters, [17:39] we are a little bit frustrated [17:42] that we have not had a response. [17:46] The next question that Mr. -- [17:49] had asked, is the environment [17:52] quality act, and the Charter of [17:53] Human Rights and Freedoms, [17:56] considers at living in a healthy [17:58] environment is a fundamental [17:59] right, the council [18:02] administration is asked to [18:03] consider the public health [18:04] issue, as being superior to any [18:06] other issue, and the health [18:07] issue of its citizens should be [18:09] given top priority. Yes, the [18:14] health issue is very important, [18:16] but I also after a PPU, that it [18:21] is a provincial issue. If the [18:25] highway, is causing health [18:27] issues because of noise, it's [18:30] because it is a provincial [18:33] issue, and not a municipal [18:34] issue, and it's up to the [18:35] government, at that point, if [18:38] they recognize the problem, a [18:40] health problem as you are [18:43] stating, they have to put up a [18:47] sound wall at their cost. Not at [18:50] the cost of the municipality. So [18:52] once again, I strongly suggest [18:55] that you go after the right [18:57] people, that is the provincial [18:59] government, if you want to have [19:00] a wall, a sound wall in [19:03] Beaconsfield, go after the [19:05] provincial government for the [19:06] health issues, not Beaconsfield, [19:08] because there is nothing we can [19:09] do about it. The concerns are [22:49] many and varied, including the [22:53] size and density of the project, [22:56] the vision of the developer, the [22:59] aesthetics of the project, [23:02] traffic volume, street safety, [23:08] parking the number of businesses [23:12] allowed, and the lack of [23:15] consultation of the [23:16] neighbourhood by the developer. [23:18] We will not accept the [23:21] developers first proposal, as it [23:22] does not meet the expectations [23:24] of the urban planning [23:26] department, and our urban [23:29] planning committee. Hopefully, [23:32] the developer will come up with [23:35] a another financially viable [23:38] proposal, that will also take [23:41] into consideration the residents [23:42] concerns, once the developer [23:46] initiated a consultation [23:47] process, that will reach out to [23:49] the neighbourhood. However, we [23:53] need to keep in mind any new or [23:58] redevelopment project, he must [24:00] be financially viable, and [24:03] profitable for the developer to [24:05] be undertaken. While we must be [24:09] very conscious of traffic [24:11] issues, with a population of [24:16] 20,000 in mostly single [24:18] residential properties, we [24:20] remain a city with low density, [24:24] where traffic congestion is not [24:25] a major issue, except the [24:31] railroad crossing at woodland [24:32] avenue, where a ten minute [24:33] weight can be expected from time [24:36] to time, because of traffic [24:39] volume. And the redevelopment [24:41] projects we would only bring an [24:45] incremental traffic increase. We [24:49] must also, keep in mind, this is [24:52] a mostly condo projects. [24:54] Everyone will not leave at the [24:56] same time, and with a particular [24:59] project many residents may [25:01] choose to what to the commuter [25:03] train stations to go to work. [25:05] However, no actual traffic study [25:08] has been done at this time. So hopefully this [27:22] will provide answers to a lot of [27:24] concerns, about this project. [27:29] And we will take it from there, [27:33] but I think we are certainly [27:34] putting the onus on the [27:38] developer, to go back to the [27:43] neighbourhood people, they [27:48] reside in an area. And explain [27:51] the project, taken all of the [27:56] concerns, try to address those [27:58] concerns, as well as into [28:02] Melbourne possibly can, before [28:04] coming back to the city, with a [28:08] modified project, which will [28:09] look at at that point. If [29:58] they are satisfied that it meets [29:59] all the requirements, that it [30:06] should be recommended to the [30:07] council, and CCU will but for [30:10] the recommendation to Council. [30:13] And that point, there is a [30:15] process, again I will take [30:17] place, and that would be to [30:26] essentially approve the project. [30:28] But, that will go through a [30:33] process of registration, if we [30:39] go that far. I did that point, [30:47] where veteran zones where this [30:48] would apply, would have an [30:50] opportunity to sign the [30:51] register. And if there are [30:54] enough signatures at that point, [30:56] in the register, the next step [30:58] is for Council to decide whether [31:01] to go to a referendum. Or simply [31:06] abandoned the project. [31:10] >> It's very good.
