On a discuté lors de la [4:28] dernière séance. S'il y a une [4:58] récidive, on aimait le constat [5:01] d'infraction. C'est un bon [5:03] montant. Pour le moment, sur [5:05] notre registre, on a 53 [5:08] personnel identifiés. [5:11] La très grande majorité des gens [5:13] étaient coopératifs. [5:19] Une amélioration depuis un mois, [5:21] on constate. On remercie les [5:23] citoyens pour leur [5:24] collaboration. On va continuer [5:26] d'être présent de façon [5:27] régulière. [5:30] Nos agents de [5:31] (inaudible) [5:32] ont été le 6 février à la Ville [5:33] a beau repère. Ils ont fait une [5:37] présentation sur les différents [5:38] types de fraudes commises envers [5:39] les personnes aînées ainsi que [5:41] sur les moyens d'aller prévenir. [5:44] On est en campagne de prévention [5:46] visant ce type de fraude en [5:48] collaboration avec nos [5:49] partenaires. On distribue les [5:51] affiches qu'on a fait fabriquer [5:52] dans les différentes [5:55] institutions financières du [5:56] secteur. Également, d'autres [5:58] lieux susceptibles de rejoindre [5:59] les personnes aînées, [6:01] pharmacies, centre communautaire [6:02] et [6:03] (---) [6:04] pour aînés etc., on veut [6:05] s'assurer que le maximum de [6:06] personnes soient consenti à ce [6:07] type de fraude. Non [6:10] (inaudible) [6:12] socio-communautaires ont été à [6:14] l'école Saint-Rémy faire une [6:15] présentation avec des élèves de [6:17] sixième année sur la loi du [6:19] système de justice pénale pour [6:21] les adolescents. Ils ont fait [6:23] une visite de suivis et de [6:24] prévention auprès d'une personne [6:25] en est victime de fraude et de [6:27] maltraitance. Ils ont amorcé un [6:32] processus d'intervention [6:33] concertée avec nos partenaires [6:34] des services sociaux. How can [12:33] citizens request a sidewalk be [12:36] constructed on busy roads? Well, [12:38] we are doing an analysis right [12:40] now which is underway for the [12:43] intersection along elm to [12:45] determine increased safety [12:46] measures for pedestrians and [12:47] cyclists. If you have a [12:51] particular requirement for the [12:53] sidewalk in your area I would [12:55] suggest that you talk to your [12:59] Councillor and your Councillor [13:00] can then come to the Council or [13:05] come to caucus to discuss it [13:10] with the urban planning or with [13:11] the public works. So you will [13:14] get an answer at that point. If [13:17] you do want a sidewalk in your [13:20] area, of course it's always a [13:23] good question that you are not [13:25] the only one that wants a [13:26] sidewalk. Your neighbours also [13:31] will share the same requirement [13:34] for a sidewalk. Talk to your [13:36] Councillor. I think that's the [13:37] best thing to do. Talk to your [13:39] councillor to make sure that [13:42] your needs are being addressed. [13:46] The next question is from Brad [13:50] Wood from Edgewood. Due to the [13:54] new property assessment role, we [13:57] are facing a total property tax [13:59] increase of 18.75% over 2022. An [14:05] unacceptable number. After the [14:08] property assessment of 2020, we [14:11] noted councils efforts to [14:12] challenge the legality of the [14:15] agglomeration system of tax and [14:17] municipalities. Our file of [14:21] newspapers clippings contains 14 [14:22] articles on the subject. The [14:25] latest is from 2021. We Georges [14:30] Bourelle letter of 2023 mentions [14:32] Council will continue to pursue [14:34] its legal remedies. Offers no [14:37] specifics. My question is what [14:41] exact actions are being taken by [14:42] Council to remedy this [14:45] unacceptable situation. When I [14:47] calculate from 2019 to 2023 our [14:51] taxes have increased as follows. [14:54] Beaconsfield plus 23.8%. [14:56] Agglomeration plus 57.2%. Total [15:02] of 43.3 4%. An outrageous amount [15:03] when the Canadian inflation [15:05] increase by 12 24% over the same [15:07] period. Well, Brad, I did get [15:13] some information about your [15:17] property. I have to tell you [15:22] that since 2017 and 2019 in 2020 [15:29] the evaluation role for your [15:31] property was up by 35%. Your [15:36] evaluation was up from 5:26 500 [15:40] to 710 800. The average and [15:44] Beaconsfield was 28.1% at that [15:47] time. In 2023 your evaluation [15:51] went up by 55%. 54.99% versus [15:58] 41.1 for the average for [16:01] Beaconsfield. So, your house is [16:04] now evaluated at one point 101 [16:08] 700. Yes, you are right in terms [16:12] of your 22.66% in 50 7:24 your [16:16] taxes. I have to tell you, the [16:22] average home and Beaconsfield, [16:24] your evaluation was way over the [16:26] average home. The average home [16:29] for Beaconsfield, taxes from [16:35] 2019 to 2023 went up by 9.2 8%. [16:38] So, that's over four years. You [16:40] know, you can do the math. It's [16:44] less than 2.5% per year. It's a [16:47] little bit over. On the other [16:49] hand, your taxes on your home [16:56] from 2019 and 2023 went up for a [17:00] 37.4 5%. So, no doubt, I've been [17:05] telling a lot of residents the [17:09] taxes are out of control. There [17:13] is not very much we can do other [17:16] than complain like we have been [17:19] doing ads. I'm hoping the [17:20] residents also will complain to [17:23] the government and to Montréal. [17:26] Now, in terms of evaluations, we [17:29] do not do in Beaconsfield, we do [17:31] not do the evaluations. It is [17:34] done and Montréal. It is done [17:36] for the whole island of Montréal [17:38] by the City of Montréal we. [17:41] Don't have any expertise on [17:43] doing evaluations. All of this, [17:49] all the merge municipalities and [17:52] the City of Montréal are relying [17:55] on the evaluation department of [17:58] the City of Montréal to do our [18:01] evaluations. However, you can [18:06] contest your evaluation, that's [18:09] something you can do. In your [18:11] case, that 55%, you may consider [18:16] doing this for 2023. You still [18:21] have until the end of April. [18:23] April the 30th. I think in the [18:26] letter that I had included with [18:29] the tax bills we gave you the [18:32] information as to how and where [18:34] you can contest your evaluation. [18:37] So, you may want to do this. It [18:40] doesn't mean that you're going [18:42] to get a lower evaluation. By [18:45] all means, your evaluation may [18:47] be well justified. Based on [18:50] market. So, you can do that I [18:56] understand your situation with [19:00] 57.2% agglomeration and 22.6 6% [19:03] or the local taxes. It's a heavy [19:06] bill to pay. [20:43] However, the mayor claims the [20:46] report cannot be shared with [20:47] taxpayers without the MTQ [20:50] permission. My first question is [20:52] has Mary Barack rested that they [20:55] were released the WSP sound wall [20:57] study to Beaconsfield the [20:58] taxpayers? And that [23:58] will trigger at that point the [24:03] government to put up the wall at [24:04] its own cost. Public health is [24:08] the responsible responsibility [24:10] of the provincial government. [24:12] So, if there is a health issue [24:14] caused by excessive noise in [24:17] Beaconsfield, it's up to the [24:20] government to put up the wall at [24:21] its entire cost. We are still [24:23] waiting for an answer from the [24:27] minister's at one point or [24:29] another we are going to come to [24:31] the conclusion that no answer [24:33] means an answer. We will see. We [24:36] will carry that. The next [24:39] question is from -- let's see, I [24:45] have it here. Nicole. An Ontario [24:48] resident. Her first question is [24:55] on the draft bylaw BEAC-045-14, [25:02] 7:20 dash 1:21, and 7:20 dash [25:06] 1:21 dash one. I am concerned [25:11] that BEAC-045-14 will allow the [25:15] destruction of trees for [25:16] building a pool without any [25:18] files. Building a pool is not [25:20] necessary. A pool can be built [25:23] to accommodate trees. Allowing [25:26] the cutting of trees for [25:27] frivolous seems [25:29] counterproductive to [25:31] Beaconsfield normally [25:32] environmentally friendly bylaws [25:33] and policies. Increasing fines [25:37] for developers of storing would [25:39] lots is important. However, [25:41] these fines need to be used [25:44] rather than a small try and find [25:46] protector and order for the [25:47] fines to have any impact on [25:49] developers. Bylaw 1:21 to, [25:53] defines a tree in a very obvious [25:55] way. Bylaw 1212 allows cutting [26:02] four trees with no need for [26:04] permits. Developers may state [26:06] the tree is 15 centimetres [26:10] although it is bigger. This is [26:12] better than Toronto's minimum of [26:15] 30 centimetres. I'm minimum of [26:16] ten centimetres for protection [26:18] and all sizes for species at [26:22] risk is best. We have a question [26:27] from an Ontario resident. I'm [26:28] not sure of the interest and [26:30] Beaconsfield. Perhaps you can [26:32] answer that initial question. [26:33] And then I will go to the [26:34] questions. Sometimes [27:07] it is feasible when there is a [27:09] very special tree or a large [27:11] sized tree that is located on [27:13] the side of the property that we [27:16] can protect it and make sure [27:18] that it will not be cut down for [27:21] no reason. We also in our bylaws [27:26] had a disposition an order to [27:28] protect the trees that should [27:29] not be cut down. So they have to [27:33] build a fence around the [27:35] perimeter of the tray in order [27:37] to protect the machinery from [27:39] going to close. They hit the [27:41] track and so on and so forth. [27:45] The second question is about the [27:47] vines forward lots. Yes, our [27:50] bylaw dictates a fine per tree, [27:51] but there is also a fine per [27:53] hectare. And we have to keep in [27:55] mind that it's always a minimum. [27:58] If for any reason there would be [28:00] a wood lot that would be [28:01] completely cut down we could [28:03] have a forced engineer go in [28:05] there and assess the value of [28:09] the massive cutting and dictate [28:11] the fine according to that for [28:14] restoration. The last one is in [28:20] regards to the size of the tree [28:21] that should be protected. We are [28:24] limited to 15 centimetres for [28:26] the simple reason it is in the [28:28] master plan of Montréal. We [28:30] cannot go lower than that. It [33:49] established a lot of other [33:50] things in terms of how the [33:52] agglomeration should be managed. [33:55] One of the things on the [33:56] agreement, a formula that [33:59] starting in 2008, the [34:04] proportional way of each city [34:07] and what would be paid in the [34:11] future for agglomeration taxes [34:13] would remain constant. And other [34:16] words, there was a neutrality [34:17] clause that said we there will [34:22] be a constant waiting as it was [34:26] in 2008. Only the new [34:32] development can be make a [34:34] difference in this. That is no [34:37] longer being absorb since 2020 [34:41] by -- Montrealers not respecting [34:43] that. That has created a large [34:47] increase in taxes. Particularly [34:50] in Beaconsfield in 2020, 21, 22. [34:54] And now 23. We are looking as we [34:57] will see tonight, we are going [34:59] to be paying our taxes to the [35:02] agglomeration under protest. [35:04] Because we are up to about $10 [35:07] million for the lawsuit. So, [35:11] that's ongoing. Hopefully we can [35:16] find a formula that will be and [35:19] that will eliminated a lot of [35:22] this evaluation being what is [35:26] measuring taxes. When it comes [35:28] to the local budget, it's quite [35:30] different. The local budget, if [35:34] you are, in your, case your way [35:36] above the average. I have to say [35:40] that either you became very [35:41] wealthy with the House that's [35:42] now over million dollars from [35:45] half 1 million. If you are [35:47] within the average of evaluation [35:51] when, evaluation, if you are [35:54] within the average, and your [35:57] taxes should not go up. And I [35:59] will tell you why. Basically, by [36:04] the amount of inflation that the [36:08] City will add to cover extra [36:11] expenses. If you are above [36:13] average, yes, you will have it. [36:16] In fact, we've done a study [36:19] recently. There's a lot of [36:21] people that are below average. [36:23] And they are in fact paying less [36:26] taxes than they were before. But [36:30] it in the local taxes, the rates [36:35] is adjusted based on [36:37] evaluations. Really, it's the [36:39] budget. The city budgets that [36:42] determines how much the increase [36:43] is going to be. Unfortunately, [36:47] that's not the agglomeration. [36:51] The agglomeration is and it is [36:52] an expense. As the expenses [36:58] increase, whether it be police, [37:00] fire, water, public transit, the [37:04] more they increase, I have to [37:05] tell you -- it's my opinion [37:10] agglomeration is -- at this [37:13] point. They've had huge deficits [37:16] every year. When the expenses go [37:20] up, go up, go up. That hasn't [37:24] direct impact. Certainly, [37:26] without the we neutrality in the [37:32] 2008 agreement, with -- that has [37:37] transferred to Montréal with a [37:42] lesser -- in fact, transferred [37:44] to the when uses pallets. 100 [37:49] and $22 million between 2020 and [37:52] 2025. Montréal's portion is [37:54] going down by 100 and $22 [37:56] million. So, that's what we're [37:59] fighting. The council [45:40] woman explain to me how it works [45:41] and I was able to understand. [45:43] From my business in the village, [45:45] I was shocked beyond belief to [45:48] learn that my taxes for the [45:50] year, which I have been -- every [45:53] other expense I pay, which is [45:56] commercial leases, my taxes are [45:57] going up 100 68%. It is [46:00] staggering. It's not going to [46:02] bankrupt us. It will come pretty [46:03] close, unfortunately. Unless we [46:06] can find ways to accumulate it. That's a non [1:14:59] profit organization and it is [1:15:00] certainly helpful for anybody [1:15:02] who is looking at maybe next [1:15:06] year to hopefully look for the [1:15:11] advertisement coming later this [1:15:13] summer. At that point it might [1:15:14] be of interest to them. [1:15:16] Certainly, trees are important [1:15:19] for the City, certainly adds to [1:15:22] our canopy, provides shade in [1:15:24] summer, and falls in line with [1:15:27] the City's climate action [1:15:28] programs. To that point, I'm not [1:15:33] sure how many residents actually [1:15:36] had read about the global [1:15:39] conference that took place in [1:15:41] December, a few months ago. A [1:15:43] global conference on [1:15:46] biodiversity cog, 20,000 [1:15:48] political leaders as well as [1:15:51] environmental scientists across [1:15:52] the world were in Montréal for [1:15:54] two weeks. Their concern is with [1:15:57] the destruction of nature. They [1:16:00] are seeing it around the world, [1:16:01] both on my end and on -- what we [1:16:06] are seeing is biodiversity is [1:16:09] really linked to climate change. [1:16:11] The conference ended with 150 [1:16:14] countries signing off to protect [1:16:17] 30% of their nature and their [1:16:18] water by 2030. What's [1:16:22] interesting is premier logo and [1:16:24] many of the Québec ministers and [1:16:28] environmentalists also attended [1:16:29] that meeting. Québec as well has [1:16:31] pledged to protect 30% of nature [1:16:34] lands and water by 23. 17% of [1:16:40] the province under such [1:16:43] protection. From the Environment [1:16:44] Committee, we are certainly [1:16:46] looking forward to seeing [1:16:47] exactly what actions and [1:16:49] regulations will follow through [1:16:51] on in order to reach those [1:16:53] objectives by 2030. At the same [1:16:55] time, I want to mention that [1:16:58] Beaconsfield has been invited to [1:17:01] participate by time Eric [1:17:03] institute to participate with [1:17:05] eight other municipalities.
