Tout d'abord, j'ai le [4:36] plaisir de vous informer que la [4:38] zone d'échanges sécurisé au [4:39] poste de quartier un est [4:42] maintenant opérationnel. Je vous [4:43] rappelle qu'il s'agit d'un [4:44] endroit sécuritaire où les [4:45] citoyens peuvent se rencontrer [4:47] après une transaction en ligne [4:49] sous surveillance 24 heures sur [4:50] 24, sept jours sur sept. [5:26] Son arrestation nous a permis de [5:27] résoudre plus de dix dossiers [5:28] sous enquête. Aussi, je suis [5:33] conscient que les dernières [5:34] semaines ont été difficiles pour [5:35] vos, citoyens de Beaconsfield, [5:37] avec le trafic causée par la [5:39] fermeture du pont et la [5:40] réduction à deux voies dans [5:42] chaque direction en semaine, je [5:43] vous remercie de votre patience [5:45] et je tiens à vous assurer que [5:48] le SPVM est à votre écoute et [5:49] présents sur le terrain. Nous [5:51] sommes en communication [5:53] constante avec les dirigeants du [5:56] MTQ suite à de nombreuses [5:58] entraves annoncés, nous avons [5:59] immédiatement déployé une équipe [6:00] de policiers pour faciliter la [6:02] circulation et éviter de [6:03] paralyser les routes secondaires [6:04] dans la ville. Enfin, je tiens à [6:07] vous rassurer qu'il y aura une [6:12] présence policière accrue et un [6:14] effort contre la lutte avec... [6:16] la conduite avec capacités [6:18] affaiblies durant la période des [6:19] Fêtes. Des barrages de police [6:21] sont prévus. Sans plus tarder, [6:29] voici le rapport des activités [6:31] du PQ un du 24 octobre au 18 [6:34] décembre pour la Ville de [6:36] Beaconsfield... Plusieurs [6:47] opérations avec Enfield pour les [6:49] patrouilleurs dont un le 13 [6:51] décembre par l'agent de [6:52] quartiers en sécurité routière, [6:54] elle est morose. Une opération [6:56] de vitesse dans une zone de 30 [6:58] kilomètres heure, neuf constats [7:00] d'infraction ont été émis. [7:02] Présence policière des agents de [7:03] quartier, sécurité routière a [7:04] été augmentée dans les endroits [7:07] de la ville où il y a eu une [7:08] hausse de volume de trafic [7:10] causée par l'entrave sur le pont [7:11] de l'île aux tourtes. Je pense [7:14] entre autres à la rue beau [7:16] repère, elle m'est le boulevard [7:17] de Cain Fields. Beaconsfield, [7:21] pardon. Pour les patrouilleurs à [7:23] vélo, elle est morose, près du [7:25] parc morose, une opération de [7:27] véhicules, 12 contrats... est [7:30] mis. [7:31] (---) [7:32] Le 24 et le 12 décembre, une [7:33] intervention dans le parc [7:34] (---) [7:35] , plusieurs règlements [7:36] municipaux, constats [7:37] d'infraction émis pour des [7:39] chiens sans les. Le 4 novembre [7:41] au parc des héros, c'était [7:42] l'encadrement de la parade du [7:43] jour du Souvenir de l'hôtel au [7:45] parc des héros. Belle [7:49] corroboration avec la sécurité [7:51] publique de Beaconsfield. Le 16 [7:53] novembre, Saint-Charles Grace [7:55] One et Saint-Charles [7:56] Beaconsfield, une opération de [7:58] comportement imprudent aux feux [7:59] rouges et le non-respect des [8:00] (---) [8:01] aux feux rouges. Le 21 novembre, [8:04] finalement, à la gare [8:06] Beaconsfield, participation pour [8:08] l'événement du train de Noël, on [8:10] parle d'environ 3500 [8:11] participants. Pour la criminalité, [8:21] les événements signalés, on [8:23] parle d'une tentative de vol de [8:25] VR, un vol de VR deux vols à [8:28] l'attire, une tentative [8:29] d'introduction par infraction en [8:31] résidence, une introduction par [8:33] infraction en résidence, un vol [8:34] de véhicule et un vol de bateau [8:37] se remorques. En [25:20] plus, je vais juste dire des [25:23] commentaires sur une conférence [25:30] globale qui était au pays d'Abu [25:33] Dhabi, une sorte de conférence [25:37] d'environnement global, c'est la [25:40] COP 28. On a eu une conférence [25:43] similaire, je me demande si [25:44] c'était l'an dernier? C'était [25:47] l'année avant ça... but I [25:52] thought I would share with [25:53] everyone at Council hear the and [25:55] those who are in attendance just [25:57] some comments the nighter [25:59] nations director general had [26:00] used in his opening comments to [26:03] the 200 countries and their [26:05] representatives who were [26:07] gathered there. He said in a [26:10] very short and brief and [26:11] declared way, he announced that [26:13] the greenhouse gases were [26:16] increasing, the temperatures [26:18] around the world are increasing, [26:21] sea levels are increasing, and [26:26] arctic ice in Antarctica and the [26:28] North Pole are decreasing. [26:29] That's kind of like the perfect [26:31] storm for where we are heading [26:32] in the environment. Well it's [26:34] interesting that out of the 200 [26:37] countries that attended, they [26:40] had a difficult time trying to [26:41] come up with an agreement but [26:43] they concluded with one simple [26:45] line which was the world needs [26:48] to transition away from fossil [26:50] fuels. It was the first time [26:53] that the world had ever signed [26:55] an agreement to say the fossil [26:56] fuels were the Prime problem. [26:58] But in the eyes of many [27:00] scientists, environmentalist who [27:02] were attending and who heard [27:03] that announcement of [27:04] transitioning away, one comment [27:06] I heard the tells an interesting [27:09] story was that it's like a [27:11] doctor telling the patient who [27:13] is suffering from diabetes that [27:16] they should transition away from [27:19] doughnuts. So I think that's [27:22] where we're at. I think just a [27:23] couple of the things we have [27:25] seen in the last 12 months here [27:27] and Beaconsfield as to how [27:29] global warming is affecting our [27:31] way of life. Last April 5th, we [27:34] had an ice storm, that certainly [27:38] was unusual. It happened in [27:41] April we knew the last-minute [27:43] wasn't 1998, we do know that it [27:46] affected many homes in [27:48] Beaconsfield for at least a [27:49] week. At the same time we did [27:51] see very hot summers, hot summer [27:55] weather, approaching 40 degrees [27:58] Celsius and scientists are [28:01] predicting some countries and [28:02] cities will be seeing, at the [28:08] same time we saw the Québec [28:09] forest fires and how they [28:10] affected the air quality in [28:12] North America. And I was [28:13] thinking as I was writing this [28:17] that Mr. Boileau and Mr. Mayor [28:20] and past years we would be [28:23] announcing everybody that our [28:24] ice rinks have been open since [28:27] December 15th and now I am [28:28] guessing that we are going to be [28:31] out of luck trying to get [28:33] anything going before Christmas. [28:36] Normally whether between [28:37] Christmas and New Year's has [28:38] always been rainy so I am [28:40] assuming it will be sometime in [28:43] January that we see the colder [28:46] weather with the ranks open. So [28:48] we are starting to see how all [28:49] of this global warming is [28:51] starting to affect us, so I [28:54] guess the takeaway is we need to [28:56] transition away from fossil [28:59] fuels and doughnuts. [29:02] >> But anyway it's interesting. [29:04] In fact Mister Chairman, today [29:07] we had heavy rain which is [29:12] unusual and a major power outage [29:15] in beacon Hill. So some of our [29:19] beacon hill residents without [29:20] power for quite some time.
