This is PDQ1's [3:28] activity report from the 23rd of [3:29] April to the 1st of May for the [3:30] town of Beaconsfield. Thank [7:34] you for your confidence. You can [7:35] call it anytime -- or send an [7:40] email to PDQ1 at SPVM. Thank you [7:45] very much. [7:47] - Merci, commandant. [9:03] - Malheureusement. Now let's go [9:05] to the question period. If you [9:08] have any questions for the come [9:09] on don't -- you have a question, [9:14] Frank, for the commandant? No [9:18] it's not the question period yet [9:21] for a question for the [9:22] commandant, go ahead. Alors, [9:29] merci beaucoup. And reference to 20.2, [12:35] awarding of contract 662-24-GC [12:41] for the cleaning and television [12:43] inspections by conventional [12:44] camera of the sanitary sewer [12:46] pipes to the lowest conforming [12:49] bitter, 9396 dash -- sand evac, [12:56] in the amount of -- all taxes [12:59] included. So the question, are [13:02] there specific areas in [13:05] Beaconsfield that will be [13:08] prioritized? Over the years, our [13:09] area has seen sinkholes in [13:12] backyards and France. We know [13:14] years ago there was a stream [13:17] underneath, and I am just [13:19] wondering if there is any [13:21] correlation to the sewer pipes, [13:24] as there are many write-ups on [13:25] this topic. And noting's [13:28] Montréal's reference on sewers. [13:31] So I'll ask our director general [13:33] to please answer that question. [13:36] >> Yes, thank you, Mayor, it's [13:37] my pleasure. So Ms. Alison [13:40] Smiley, there is no relation in [13:41] this contract with what you are [13:44] mentioning about an underneath [13:48] stream. This is more drainage. [13:50] We are talking about a sanitary [13:53] sewer camera inspection, and [13:57] this inspection is mandated by [13:59] the government of Québec, that [14:00] we do monitor our are -- that we [14:03] have a camera inspection on our [14:05] network during a five year [14:07] period. Some have to be looked [14:09] at every year, and some others [14:10] every two years, some others [14:11] every five years. And these data [14:14] are used to help us to get [14:15] grants from the government to do [14:18] rehabilitation on our [14:19] underground infrastructure for [14:22] sewers. So this is not related [14:23] with the situation that you are [14:25] mentioning in your backyard or [14:27] front yards. [14:31] >> Thank you, Boileau. The next [14:35] is from Nicole carrot O, St. [14:38] Andrew. She made several [14:41] comments and requests regarding [14:44] the following subjects, road [14:49] pesticide use, preservation of [14:52] trees and treatment of animals [14:54] regarding the centennial boat [14:55] ramp, creation of a friends of [14:58] Beaconsfield dog pound. Madame [15:01] Nicole Carradeau, these comments [15:02] can suggestions are noted and [15:05] will be sent to the City [15:07] administration for their [15:08] consideration. The next question [15:12] is from Zachary -- from Olympic [15:19] and it's subject, the Windermere [15:21] park. And the question is there [15:23] is a motion today to terminate [15:26] the mandate 20 path -- which is [15:31] for the much-needed [15:33] rehabilitation of Windermere [15:35] Park. The plan rehabilitation [15:38] was listed on the most recent [15:40] three-year capital plan. One [15:42] update can be provided to local [15:44] residents regarding the timing [15:47] and scope of this future work. [15:49] Again, I will ask our director [15:53] general, Mr. Patrice Boileau, to [15:54] please answer that question. [15:55] >> Thank you, Mister Mayor. So [15:57] to answer your question sir, the [15:59] scoop has not changed per se. [16:01] It's due to the possible [16:04] resolution of this mandate, if [16:05] it's approved by Council [16:07] tonight. The project might be [16:09] delayed, but difficult to [16:10] determine how long that delay is [16:12] going to be. But as we speak, a [16:14] new mandate to prepare plans -- [16:17] could be awarded in 2025 instead [16:19] of 2024. And there is still a [16:22] possibility of awarding [16:24] rehabilitation to the park [16:25] somewhere in 2026, as per the [16:28] current capital program. [16:30] Depending on the results of [16:32] future consultation, -- bylaws [16:35] and good results. [16:41] >> Thank you, Mister Boileau. [16:43] And now we will go to the public [16:46] question period for people on [16:48] the floor who have any [16:53] questions. [17:00] [Inaudible] [17:03] . [17:05] >>, No problem, just lower the [17:08] mic a little bit. [17:09] >> Thank you. Yeah, hey, the [17:13] pickleball, the courts are still [17:15] not regulation size. I've been [17:18] talking about pickleball for 20, [17:20] 30 years here. Can't we get -- [17:23] and I see I get mail from other [17:27] clubs in other places all around [17:29] the world. They are booming. The [17:33] old people are getting off there [17:36] you know what to go out and [17:37] around in play pickleball. And [17:40] we can't even put a coat in [17:43] that's exactly the size of a [17:48] standard Court. [17:51] >> Could you please come up with [17:52] your question? [17:53] >> Well, that's my question, [17:55] what have you done? It's correct [17:58] -- by the way, I'm not here, I [18:00] have a question. [18:02] >> I -- you know, will take your [18:05] concern and we'll talk to our [18:07] culture and leisure director. [18:08] >> Okay. [18:09] >> And see how it can be [18:11] rectified. [18:12] >> Okay, I came here this [18:14] morning not knowing what was [18:16] going on. I was going to the [18:21] library and I found out that, [18:23] hey, my property is showing on [18:26] your agenda. And I said, what [18:31] the Hell is that? And then I [18:32] bumped into Doug's group, [18:36] because they happen to move [18:37] their office right beside the [18:40] door. And there was a letter [18:42] sent to me May the 13th. I did [18:49] not receive anything. And Doug [18:52] was kind enough to give me a [18:53] copy of it. And Hell -- [18:57] >> Again, I must ask you for [18:59] your question. What is your [19:00] question? [19:01] >> No, I'm telling you, I've got [19:02] to give you some background. You [19:04] obviously have not come to that [19:05] point in the agenda and it's in [19:09] the the 1405. Okay, look at that [19:16] and you will see it refers to me [19:18] personally. I'm the only guy who [19:19] lives there. [19:21] >> I think it refers to an [19:22] address, but it might be your [19:23] home, yes? [19:25] >> No, I'm the only guy who [19:26] lives here. So you can assume it [19:28] is me. Anyway, I did not get [19:31] this letter. I'm just trying to [19:36] -- we had a wind storm they have [19:40] three trees fell on my property, [19:43] luckily not on my neighbours. We [19:46] clean that up and maybe the [19:54] ground, all the trees, and we [19:57] brought them to your [20:08] -- no, no. We brought them [20:10] there, and he says we don't do [20:12] that, and we don't do this. So [20:13] we had to go to Ville Saint [20:15] Laurent. And we had all our cut, [20:19] chewed up branches, all these [20:20] big branches. We -- [20:24] >> What is your question? [20:26] Because I want to have a [20:28] dialogue is to what is going on. [20:30] >> Well, is anyone in a rush to [20:31] come up here? I don't see them. [20:33] Anyways, that's not the point. I [20:36] have a problem with what you [20:37] have done. You are schedule with [20:40] me, having me come here this [20:44] morning, what is a -- [20:46] >> We will take it up with our [20:49] urban planning group and we will [20:50] tell them -- [20:51] >> No, they are not going to do [20:53] a darn thing, because it has [20:55] already happened. [20:57] >> If you are observing the [20:59] bylaws, and there is no problem. [21:00] If you are not observing the [21:01] bylaw, and we have to enforce [21:03] the bylaws. [21:04] >> I'm not talk about the [21:05] bylaws. I never mentioned that [21:07] once. [21:08] >> That's an issue that is the [21:12] issue, which are the bylaws, [21:13] which you may or may not be [21:17] observing. Well, make sure that [21:19] the City is doing the proper [21:22] job. [21:23] >> Okay, I got some family [21:25] matters that I have to attend [21:26] to. [21:27] >> Listen -- we are not going to [21:31] -- now. [21:32] >> I don't want ten days to do [21:33] all this. I can't. [21:35] >> Whatever you got is what you [21:36] got, and if you are not [21:38] observing a bylaw -- [21:40] >> No, I'm talking about a [21:41] letter, okay? It's not a bylaw. [21:45] >> Take it up with the people [21:46] who wrote the letter. Take it up [21:48] with them. [21:49] >> I did this morning. [21:50] >> Well, that's fine. [21:52] >> Nothing happened, and I don't [21:53] expect it. [21:56] >> You know, we are not here to [21:58] resolve that issue. [21:59] >> What are you here for? [22:00] >> We are not gonna resolve that [22:01] issue here tonight. [22:02] >> Well, I'm not asking to [22:04] resolve it, I'm asking you to [22:05] give me some guidance. I am not [22:07] going to be here for ten days. I [22:09] am going away. I have family [22:12] matters to attend to. [22:15] >> Seems to me it's not the [22:17] first time. [22:18] >> In 50 years, nobody has ever [22:20] complained to me ever! 50 years, [22:25] about my property or things [22:27] around it. Nobody has. Why [22:30] should you guys jump on me when [22:33] you don't have the information? [22:35] >> Frank, if you are observing [22:38] all the bylaws, there would be [22:39] no problem. [22:40] >> Hey. [22:41] >> And you don't need ten days [22:43] to observe the bylaws. [22:44] >> We're not a nuisance. [22:45] >> If you're not observing the [22:48] bylaws then, you are going to [22:49] have to go, based on the [22:51] instructions you got in the [22:52] letter. [22:53] >> You know what, I think about [22:54] the word nuisance. That is an [22:56] ugly word. [22:57] >> Thank you very much. [23:01] >> I've been here 50 years. [23:03] Never a complaint from anybody. [23:05] >> Thank you very much. [23:07] >> Thank you. [23:12] >> Any other questions from the [23:14] floor? Yes? [23:20] >> Okay, good evening everyone. [23:22] My name is -- and I live on [23:26] fairway. I have to trick [23:29] questions that are on behalf of [23:30] some of the -- members that is [23:33] related to the rec centre. So [23:37] first question is, it's [23:41] understandable that the rec [23:42] Centre needs some major repairs [23:45] or refurbishment or whatever you [23:47] call it. But first question is [23:50] when was the extent of the work [23:55] required known to the city? When [23:59] was the extent of the work -- [24:01] >> Will you speak -- [24:04] >> Okay. When was the extent of [24:06] the work required at the wreck [24:08] Centre known to the city? [24:17] >> I understand. Well, we've [24:19] known for a few years that [24:20] there's work to be done, so [24:22] that's why last year we have [24:24] adopt a -- bylaw to repair the [24:29] arena. And we had plans inspects [24:32] prepared and awarded the [24:35] contract the spring to fix the [24:36] area that the spring, as you [24:37] probably aware of. As he [24:39] mentioned, it's closed now for [24:41] regular spring closure, but it's [24:43] gonna be closed for close to a [24:44] year, not sure how long, we will [24:46] see. And for the arena we have [24:48] been -- sorry, for the rec [24:49] centre, we've been working on [24:52] other projects. And we have [24:54] adopted a bylaw this spring of [24:58] 1.3 million, I think, I'm not [25:00] sure, don't take this for [25:02] granted, I'm just not sure, [25:04] around that number, for [25:05] professional services for [25:08] architects. And we have awarded [25:09] a contract to an architect from [25:11] Cooper plans and specks, which [25:13] are undergoing at the present [25:16] time. We should see a project [25:19] next year and during 2025 by the [25:22] end of this year, was probably [25:24] drink next spring. [25:26] >> Okay, thank you. Yeah, people [25:28] are aware that it's gonna be [25:29] about a year before -- [25:31] >> For the area. [25:33] >> Yes, for the arena. And now [25:35] the question was, was there at [25:37] anytime some kind of a [25:41] amelioration plan prepared for [25:44] the population that uses the [25:46] services of the arena? [25:50] >> I'm not sure I understand [25:52] what your question is. But that [25:54] is what we are doing now to [25:55] hopefully do a proper repair, [25:59] extension, renovations, give [26:03] universal excess ability, [26:05] install sprinklers and get up to [26:07] the norms of today. And that is [26:10] what we are working on and [26:11] hopefully that is going to be [26:12] done within the next 3 to 5 [26:15] years for the Racquet Centre [26:17] section. The arena is next year. [26:18] And after, that 3 to 5 years, [26:20] depending on how the project [26:22] goes, extensions to take place [26:24] in the building. [26:25] >> Okay, thanks. Now, the [26:27] question was not really about [26:29] the technical side or financial, [26:32] because that is good to be taken [26:34] care of, I'm pretty sure. It was [26:36] more like the clubs that were [26:38] using the arena, was there ever [26:41] done any kind of planning to [26:43] help them find some kind of [26:47] substitute venues or something [26:49] like that? [26:50] >> They were informed that we [26:53] are looking to closing the [26:55] arena. But it's up to the clubs [26:57] to determine where they could [26:58] find ice time and to have those [27:03] activities for their [27:05] associations. That includes [27:06] hockey, artistic skating, the [27:09] City will not provide our find [27:11] ice time for associations. [27:13] >> Okay, so they were notified [27:16] that is going to be closed, but [27:18] that's about it? [27:20] >> That's it. [27:21] >> Yeah, okay. And the last [27:23] question is I met a gentleman [27:25] who is, I think he plays hockey [27:28] there. And they already paid for [27:30] the use of the arena for the [27:32] whole year. What is going to [27:33] happen with that? [27:35] >> Well, I'm not sure any [27:37] contracts were signed for next [27:39] year. I'm not so sure what you [27:40] are talking about. So maybe that [27:43] gentlemen could call our [27:44] director of recreation and look [27:45] at the situation. But I would be [27:47] very surprised. There are [27:49] contracts that were signed for [27:50] the summer or for next season. [27:53] That's news to me. [27:54] >> I don't play hockey. I don't [27:56] know. He just told me, that's [27:58] all. [27:59] >> Well, that's hearsay, so just [28:01] let the person call directly, or [28:03] person in charge. [28:04] >> Very good. Thank you. [28:06] >> Thank you very much. Next [28:12] question? [28:21] >> Hi, just wanted to say that [28:24] -- [28:25] >> Could he blew the mic down, [28:27] please and identify yourself? [28:29] >> I'm Nicole Colorado and I [28:31] live on Saint Andrew. And I [28:35] would love to create a friend of [28:38] the Beaconsfield dog pound -- [28:43] the friends of the shelter. So [28:46] my idea is that the little [28:49] shelter is barely used. But I'm [28:53] thinking that space could be [28:54] used for many things. It is the [28:56] city doesn't have a lot of [28:58] money. [28:59] >> I think I've already asked [29:00] that question. [29:01] >> I have. [29:02] >> And we have submitted your [29:04] questions to the administration, [29:05] and he will get a touch with you [29:06] on that. [29:07] >> Thank you, because I think [29:08] it's a lovely idea and I'm sure [29:10] a lot of people would agree. [29:12] >> Thank you. Any other [29:24] questions? Alors, nous allons [29:29] passer à l'agenda, l'ordre du [29:32] jour. Minutes of the [40:36] Environmental Advisory Committee [40:37] meeting of April 9, 2024. [40:40] >> Mister Chairman, any [40:43] comments? [40:44] >> Yes, Mister Mayor. No [40:46] resolutions as such for our [40:48] committee in April. We are [40:51] discussing what the priorities [40:53] are for the environmental [40:54] committee and the City for 2024 [40:56] and 2025. Certainly, one thing I [40:59] could say is the importance of [41:01] trees. We talked with that quite [41:03] a bit in the city, in order to [41:06] keep the canopy, which certainly [41:09] makes Beaconsfield unique. At [41:11] the same time, the shade, it [41:14] provides, and of course from an [41:16] environmental standpoint is the [41:18] fact that trees are probably the [41:20] easiest way to cure the problem [41:22] with the increasing greenhouse [41:25] gases and global warming that we [41:26] are seeing. I just wanted to [41:28] mention that just this past week [41:31] looking at the temperature in [41:33] Montréal and Beaconsfield, we [41:35] are hitting close to 30 degrees [41:37] Celsius humidity it's near 37. [41:41] This is like July, August [41:43] weather. So we are starting to [41:44] see extreme weather events [41:46] coming. So if this is -- we are [41:48] all going to be affected by [41:50] warming, and certainly from the [41:52] committees standpoint, we are [41:53] looking at things we can do to [41:55] help, you know, either increase [41:58] our biodiversity on the impact [42:00] on the community. So certainly, [42:03] coming next month, we are [42:04] looking at pollinators, bees and [42:06] butterflies are important to our [42:08] food chain and they are [42:11] endangered species. So there are [42:12] a lot of little things we can [42:13] do. The other thing is we are [42:15] looking for residents who [42:17] actually do practice what they [42:20] preach in terms of biodiversity. [42:22] So we are looking for leaders [42:23] and ambassadors that we can [42:26] learn from their experience, at [42:31] the same time as a public and as [42:33] individuals concerned about the [42:36] environment, so that we can [42:37] learn from them and make it [42:38] easier. So those are kind of the [42:40] direction we are taking. I don't [42:44] have a priority exactly on [42:45] specific things next month, [42:47] Mister Mayor. [42:48] >> Thank, you Mister Chairman. [42:50] And certainly climate change is [42:53] bringing about some very, very [42:56] important additional expenses to [42:57] the city. So I think that is [43:01] something that we must be [43:03] conscious of. You know, a lot of [43:06] branches falling that have to be [43:09] collected, trees falling. So [43:13] extreme weather is affecting the [43:17] amount of work and the expense [43:22] to the city as well. [43:25] >> Not forget, Mister Mayor, [43:27] with the heavy rainfalls, they [43:30] overflow are -- and sewer [43:32] systems, causing backups into [43:34] peoples homes and what have you. [43:36] So it's -- [43:37] >> Yes. [43:38] >> Actually, Mister Mayor, I [43:39] would just like to say something [43:40] that someone told me last year, [43:43] that one mature tree can [43:44] actually absorb 40,000 to 50,000 [43:47] gallons of water. You know, we [43:49] look at properties with the rain [43:51] issues or underground streams, [43:53] it's amazing what we take for [43:56] granted with trees. But that is [43:58] a simple solution again. [44:01] >> Yeah. And you know, Mister [44:03] Chairman, that we one of the big [44:07] assets that we have here in [44:08] Beaconsfield is our tree canopy. [44:11] But if it is not properly [44:13] maintained, maintained by the [44:18] City or by the private owners, [44:23] at the same time, it's one of [44:25] the worst things that we have in [44:27] terms of extreme weather. [44:29] Because trees fall, trees that [44:31] are unhealthy will fall. [44:34] Branches will fall. And that [44:37] costs a lot of money. So yes, we [44:41] have a huge tree canopy and it's [44:43] a beautiful tree canopy, and [44:46] it's one of the best, probably, [44:48] certainly, on the island of [44:50] Montréal, and I think in Québec. [44:52] But it's also a burden with [44:57] extreme weather and climate [44:58] change. [44:59] >> I totally agree. I just [45:01] wanted to mention that the City [45:02] is continuing to offer to [45:04] residents, you know, our grand [45:07] tree program -- that is an [45:10] opportunity for residents who [45:12] need to add a tree or want to [45:14] add a tree, another tree to [45:16] their properties, that it is a [45:18] subsidized program where [45:21] residents can benefit from the [45:24] 75% reduction in the price or [45:25] the 25%, but at the same time, [45:28] as an opportunity to talk to [45:31] professionals in terms of what [45:32] kinds of trees they should be [45:34] planting, where they should be [45:35] planted. And the organization [45:36] will also dig a hole to -- at [45:39] the subsidized prices, it is a [45:41] great opportunity for sure to [45:45] accomplish the thing, the [45:48] programs are mentioning in terms [45:49] of cost, but also getting the [45:50] right tree for the property. [45:52] >> Yes, yes. Are you proposing [45:54] your minutes? [45:55] >> I certainly do. [45:56] >> And I will second Rogers [45:58] minutes there. [45:59] >> All in favour? [46:13] >> Again, we are paying the [46:19] second payment of the quote [46:22] parts, under protest, as you, [46:24] know we have a legal action [46:27] against the City of Montréal in [46:28] the way the algorithm that is [46:31] used to calculate the [46:35] quotes-parts. So we are [46:36] continuing to pay them, but we [46:39] are continuing to pay it under [46:43] protest. [46:44] >> Mister Mayor, what is the [46:45] amount up to now? [46:48] >> I think it's around $15 [46:52] million. And every time, of [46:54] course, we make a payment, it [46:56] adds up. So hopefully Montréal [47:01] will be ready to settle the [47:03] thing soon, because it keeps [47:05] going, going up, and going up. [47:08] And this year, we are going to [47:10] have a new evaluation role. I [47:13] think it says here we have a new [47:15] evaluation role. Or is it next [47:17] year? [47:18] >> Next year. [47:19] >> Next year. And of course, [47:20] that evaluation role will have a [47:23] determination as to how much, [47:26] again, we are overpaying for the [47:28] next three years and once that [47:31] evaluation roll comes out. So, [47:34] you know, yeah. So who is [47:37] proposing? [47:38] >> I propose. [47:39] >> I second. [47:41] >> All in favour? [47:43] - À l'unanimité. Opinion of the [47:48] City of Beaconsfield on the [47:49] Lester B. Pearson School Board [47:50] draft for consultation on the [47:51] three-year Plan [47:52] (2024-2027) [47:53] for the allocation and [47:54] destination of its immovables. [47:56] >> Propose. [47:57] >> I second. [47:58] >> All in favour? [48:11] - J'appuie. [48:13] - En faveur. [48:14] - À l'unanimité. Authorization [48:18] to host the Montreal Symphony [48:21] Orchestra for a concert at [48:22] Centennial Park on Saturday, [48:24] July 27, 2024, at 7:30 p.m., and [48:27] closure of Beaconsfield [48:29] Boulevard from 5:00 p.m. To 10 [48:30] p.m., And that logistics and [48:33] security costs of the site be [48:37] paid by the City. [48:39] >> As the city clerk has [48:41] mentioned, we are estimating [48:43] that cost to be about $41,000 to [48:46] the city, which will be paid by [48:49] the City. [48:52] >> I propose. [48:54] >> I second. [48:56] >> All in favour? [49:02] >> Against? So, it's voted down. [49:07] >> Motion carried. [49:39] 70.1 Mayor's report on the [49:40] decisions made by the [49:41] Agglomeration Council at its [49:42] meeting of May 16, 2024. [49:43] >> Nothing to report, on it and [49:44] we are spending more money than [49:45] -- [49:47] [Laughter] [49:50] - Dépôt des rapports des [49:52] directeurs. [50:26] >> There is a second branch [50:28] collection, yeah, a second date. [50:30] And please put those branches on [50:33] the road just a few days before, [50:35] not today, a few days before the [50:38] first day of the collection in [50:39] your sector. [50:40] >> I want to make sure I knew [50:41] the proper process. Thanks, [50:44] thank you. [50:47] >> Four is proposing the -- [50:52] >> Who is proposing the closing [50:54] of the meeting? I propose. [50:57] - J'appuie. [50:58] - En faveur. [51:02] >> And thank you very much for [51:05] assisting at this meeting. And [51:07] for those of you that are here, [51:09] we appreciate that you state [51:10] until the end of the meeting. It [51:12] is always much appreciated that [51:15] you not only come for the [51:16] question period, but you [51:18] actually come through the whole [51:20] meeting. So it's for [51:45] family, between two and seven [51:47] PM. He was in the Infill flash. [51:50] And look for it to have many or [51:52] all of you at the park. And the [52:07] individual who will be [52:08] performing is -- current my at, [52:11] and she is a Beaconsfield [52:13] resident. I listen to her songs [52:15] on the internet. It sounds like [52:16] it will be a great show. So I [52:19] look forward to seeing as many [52:20] of you who can make it. [52:22] >> Mister Mayor, can I just add [52:24] another point of interest.
