Il patrouille [1:47] également les sentiers afin de [1:48] faire respecter certaines [1:51] réglementations. Pour nos agents [1:53] communautaires, c'est plutôt [1:54] tranquille. Ils ont effectué [1:55] cinq rencontres dans les écoles [1:56] afin de donner des conseils de [1:58] prévention ou trois, quatre et [2:00] cinquième secondaire. Les [11:15] mêmes quatre coups d'. Sur la [11:17] carte du plan d'urbanisme, on [11:20] fait encore référence à [11:21] implanter des sites [11:22] patrimoniaux. J'aimerais savoir [11:23] quand est-ce que la Ville va [11:24] vraiment les faire, les sites [11:27] patrimoniaux? [11:32] - C'est présentement pas dans [11:34] nos projets à court terme. Ce [11:36] qu'on présente ce soir, il y a [11:37] six avis de motion, pour des [11:40] règlements afin de concordance. [11:43] La concordance, c'est que la [11:45] Ville, depuis 2015, depuis [11:46] l'adoption du schéma [11:48] d'aménagement de l'agglomération [11:49] de Montréal, la Ville de [11:52] Beaconsfield n'a pas fait sa [11:53] concordance avec le schéma de [11:55] l'agglomération de Montréal. On [11:58] est en défaut avoir un règlement [12:01] qui peut être mis en [12:04] application, pas en application [12:05] mais d'abord des projets qui [12:07] doivent être conformes avec ce [12:10] qui se fait à l'agglomération. [12:11] Il ne pourrait pas être conforme [12:13] avec nos règlements de zonage, [12:15] le démolition, de construction [12:17] etc.. La raison pour cela, c'est [12:19] qu'à l'époque, on avait [12:23] intentionnellement mis de côté [12:24] la concordance afin d'éviter [12:26] d'avoir des poursuites contre la [12:28] Ville pour la protection [12:30] intégrale du bois Angel, ce qui [12:32] s'est avéré une décision fort [12:35] judicieuse du Conseil de [12:36] l'époque. Compte tenu que tous [12:38] ceux qui ont fait la concordance [12:39] au schéma et à la CMM, ou [12:45] (---) [12:46] de l'époque ont eu des [12:47] réclamations à hauteur jusqu'à [12:48] 600 millions de dollars, [12:49] responsable de se présenter [12:50] devant la cour et traiter ces [12:52] sujets-là. Donc Beaconsfield n'a [12:53] eu aucune réclamation au sujet [12:54] du bois Angel. Mais depuis le [12:56] 1er décembre 2023, le [13:01] gouvernement a modifié la loi et [13:03] la Ville ne peut plus présenter [13:05] de projets afin d'obtenir la [13:07] conformité à des projets qui [13:08] seraient en dehors des [13:10] règlements de zonage, ce qui [13:12] serait non conforme au schéma de [13:16] l'agglomération. Pour avoir un [13:17] avis de conformité au schéma, [13:19] excusez-moi, et qui ne seraient [13:21] pas en fonction de notre [13:22] règlement de zonage, il faut [13:23] aller à la clouer là clos ne [13:24] peut plus donner de certificats [13:26] de conformité présentement. Donc [13:27] on sera comme bloqué. Un conseil [13:30] en juin a adopté une résolution [13:32] demandant à la ministre de nous [13:33] donner du temps pour faire notre [13:36] concordance. Je pense qu'on a [13:37] demandé deux années, la réponse [13:39] a été, vous avez six mois. Donc [13:41] tout ce qu'on va présenter à ce [13:43] moment-ci, c'est pour être [13:44] conforme au schéma d'aménagement [13:45] de l'agglomération de Montréal, [13:48] de 2015. On parle pas celui [13:50] de... de celui qui s'en vient [13:51] pour 2000 28 août 2029. On se [13:55] rend conforme au schéma de 2015 [13:57] en fonction des paramètres que [13:59] je viens d'exprimer. [14:01] - Mais, est-ce qu'on va faire un [14:05] site patrimonial? [14:06] - Comme je vous dis, c'est pas [14:07] dans les projets à court terme. [14:09] La question est très valide et [14:12] le conseil pourra se pencher [14:13] là-dessus éventuellement. Mais [14:15] présentement, on peut pas faire [14:16] de sites patrimonial. Il faut se [14:18] rendre conforme au schéma avant [14:19] de penser modifier nos autres [14:22] règlements. [14:23] - Parce que là, les maisons se [14:24] font démolir. Il y en aura plus, [14:26] de Patrimoine. Au [15:09] mois d'octobre, la liste [15:11] d'inventaire des maisons qui [15:13] date, des propriétés, des [15:15] résidences qui datent de 1940 ou [15:16] plus anciennes et qui vont [15:17] partie d'un inventaire pour [15:19] laquelle il y aura une analyse [15:20] pour déterminer si ces [15:21] maisons-là pourraient être à [15:23] caractère patrimoniale [15:24] éventuellement. Et quand on aura [15:25] des demandes, toutes ces [15:27] demandes vont être soumises à [15:30] l'agglomération. Comme je [15:31] disais, environ 2 ans, si je me [15:32] trompe pas. Mais le règlement de [16:28] zonage en fonction de zone, ça [16:29] peut pas dire que ça va être du [16:30] quatre étages. Et sans dire [16:31] qu'il y a le PIIA qui s'applique [16:33] aussi sur ta certaines demandes [16:35] de projets. Mais en [17:16] toute honnêteté, il y a des [17:18] discussions qui se font entre [17:20] les urbanistes de la Ville de [17:22] Montréal et c'est le... [17:23] urbaniste de chacune des villes [17:24] pour essayer de trouver quels [17:26] sont les meilleurs éléments qui [17:28] devraient faire partie du schéma [17:29] mais ça ne veut pas dire qu'ils [17:30] vont toujours acquiescer à nos [17:32] commentaires aux arguments. En [17:33] général, ça fonctionne très [17:34] bien. Mais il peut arriver qu'il [17:35] y a des choses qui ne soient pas [17:36] les mêmes qu'on aurait souhaité. I'm inquiring [18:19] about the expenditures outlined [18:20] in bylaw 163 and 164, which he [18:24] referred to as 40.10 and 40.11, [18:30] that pertain to structural [18:32] rehabilitation work of water [18:33] mains and sewer pipes. Will the [18:35] City be directing funds to basin [18:37] 21, which is located on the [18:38] north side and has the largest [18:40] number of pipes and water [18:41] flowing through it? I'm hoping [18:43] funding for the network can [18:45] prove proportional to the amount [18:46] of water flowing through the [18:49] pipes. Unfortunately, due to the [18:51] storm of August 9th, the pipes [18:53] could not handle the volume of [18:55] water, which resulted in [18:57] backyards turning into lakes and [18:59] ultimately flooding basements. [19:02] As much as I appreciate all the [19:04] improved communication by the [19:05] City, I would like to know [19:07] exactly how the load of water in [19:09] base in 21 will be addressed, [19:11] given the number of floods over [19:13] the years and the capacity of [19:15] that infrastructure. I will [19:17] leave my other part to after I [19:20] hear back on that. [19:23] >> Thank you for your question. [19:25] It's not an easy one to answer, [19:28] for a specific zone. But these [19:31] bylaws, we call them umbrella [19:33] bylaws. And the first one is to [19:36] allow us to go bring a bylaw to [19:41] do our regular infrastructure [19:43] programs that are approved by [19:45] the government on a five-year [19:46] plan. So this plan is 2024 until [19:50] 2028. That has to be approved by [19:53] the government. We have a plan [19:55] to do rehabilitation on our [19:57] water sewers and our raw sewer. [20:00] Those are the projects. There's [20:02] a whole lot of studies done to [20:06] determine the quality of those. [20:08] We have sewer inspections on a [20:10] regular basis every year. And [20:12] there is criteria that every [20:14] five year you have to do this [20:15] pipe in the main pipes have to [20:17] be every year or second year, [20:20] depending on the usage of those [20:21] pipes. And the water sewers, for [20:23] example, depending how many [20:24] water breaks we have, we have a [20:26] certain section which we should [20:27] be reviewing it, rehabilitation [20:29] or reconstruction. This is a [20:30] regular program for which we do [20:33] get a grant from the gas tax [20:36] that we call it. And those are [20:38] regular projects that we've been [20:39] doing year after year on our [20:42] infrastructure in general. For [20:44] example, I can tell you that we [20:47] have over 50 water breaks a [20:49] year. We are down to about 15 [20:51] because we are looking after our [20:56] infrastructure. They are not [20:57] directly related to the [20:59] situation you are bringing up at [21:00] this moment. [21:01] >> Does that mean, and I wasn't [21:02] actually going to ask this, but [21:04] because your capital expenditure [21:05] program has a point here about [21:09] infrastructure, water [21:10] maintenance, sanitary sewer [21:13] rehabilitation, without include [21:14] such things as looking at the [21:17] sewer pipes under the backyards [21:19] to ensure? Because I do know [21:22] that quite a number of homes in [21:24] the area, and we've had flooding [21:27] multiple times in that area, [21:30] they have, like, basically sewer [21:34] drain pipes that explode and [21:36] send the water into all the [21:38] backyards. Basically the [22:29] letter states, he appeals to [22:32] Premier logos understanding and [22:35] kindness towards thousands of [22:37] disaster stricken owners and [22:38] tenants who seen their homes [22:40] flooded due to sewer backups or [22:43] infiltrations linked to water [22:44] runoff on their land and who [22:46] therefore are ineligible for the [22:49] government's general disaster [22:50] financial assistance program. I [22:53] was just wondering, given that [22:54] it is such a wonderful letter to [22:57] Premier logo, I am wondering if [22:59] Beaconsfield is going to be part [23:00] of that initiative. [23:05] >> So, I didn't hear about that [23:09] later. I know they're Vince some [23:10] talks about that amongst [23:13] municipalities. At the present [23:16] time, I'm not sure if we could [23:17] call it a grant program, but a [23:19] program that would help the [23:21] residents who are flooded who [23:25] was mostly related to floods [23:26] coming from the reverse. And [23:28] they are not looking at sewers, [23:30] at pipes. Yes. [23:31] >> Outside of that, this is him [23:33] addressing that to say that [23:35] because we are not sitting by [23:36] the lake, we are still flooded [23:39] and totally destroyed. And the [23:42] money from an insurance will not [23:43] cover that. What he is stating [23:47] is, could they look at expanding [23:48] with this? [48:57] The environment committee is [48:58] very concerned with smoke and [49:00] other wood burning appliances [49:03] and on the health of our [49:05] residents. There is certainly [49:07] tons of public information, [49:10] science and medical reports on [49:13] it with the smoke effect on the [49:15] health of citizens. I will name [49:18] just a few. EPA researchers [49:20] estimate that the lifetime [49:21] cancer risk four wood smoke is [49:23] 12 times greater than from a [49:26] similar amount of cigarette [49:27] smoke. According to the [49:29] Environment Canada conventional [49:33] non certified EPA wood stoves or [49:35] fire places burning for nine [49:38] hours emit as many fine [49:40] particles into the air as a car [49:43] driven 18,000 kilometers. So, [49:46] based on a lot of the public [49:49] research and the health effects [49:52] on individuals, environmental, [49:55] the committee is recommending to [49:57] require all indoor wood burning [49:59] appliances be certified to emits [50:01] no more than 2.5 grams of fine [50:05] particles per hour. Those that [50:07] were talking about, you know, [50:10] continuing wood burning but with [50:12] certainly more efficient and [50:13] lower emission wood burning [50:16] appliances. C'est les mêmes [50:18] régulations qui existent à [50:20] Montréal depuis 2018. Dans ces [50:25] 19 arrondissements, et qui sont [50:26] adoptées dans d'autres [50:28] municipalités sur l'île de [50:29] Montréal. [50:34] Some of the health risks and [50:36] effects of the wood smoke that [50:39] are harmful to residents because [50:41] of particulate matter 2.5, which [50:44] are inhaled deep into the lungs [50:46] and cause lung cancer. And, so [50:50] wood smoke is obviously harmful [50:52] to everyone. But the most [50:55] vulnerable are young children [50:56] because of the respiratory [50:58] systems that are still [50:59] developing. Seniors, residents [51:02] with existing lung and heart [51:04] issues. And between those [51:06] suffering from asthma -- as Ms. [51:08] Interesting. According to asthma [51:11] Canada, 11% of Canadians, or 4.6 [51:15] million people, suffer from [51:19] asthma. And so, in Beaconsfield, [51:21] it would lead us to conclude [51:23] that we have as many as 2200 [51:25] residents that suffer from [51:27] asthma. And certainly, would [51:30] smoke is certainly an issue [51:34] potentially for them. And in [51:35] many cases, they may be forced [51:37] to lock themselves up in their [51:40] homes. So, I think there is a [51:42] strong case to be made to [51:45] eliminate all wood burning [51:47] appliances, burning appliances, [51:49] basically based on the [51:50] information. But that is [51:51] something that we feel is more [51:52] for the residents and homeowners [51:55] decisions. But we do feel about [51:58] bringing it in and adopting new, [52:01] efficient 2.5 EPA certified wood [52:05] stoves would certainly reduce [52:07] the existing --. So, as [52:14] outlined, Mister Mayor, I feel [52:15] that 40 to 50% of Beaconsfield [52:18] residents may be impacted by [52:19] wood smoke, especially from [52:22] older, non certified, highly [52:25] polluting wood stoves and [52:28] fireplaces, which can produce [52:30] ten, 20 or 30 times the fine [52:34] particles as compared to an EPA [52:38] 2.5 wood burning appliance. They [52:41] say this regulation is the same [52:43] as Montréal has adopted in other [52:47] communities in the west and or [52:48] the west island of Montréal have [52:50] adopted. And it is also very [52:52] similar to the legislation in [52:55] Westmount, which they recently [52:58] adopted in September 2024.
