20 [0:13] 25 Welcome to the regular meeting of the municipal Council of Tuesday may twenty twenty [0:21] twenty five and I will ask the City clerk to go to the agenda. [0:41] OK. So the. Recommended is not here, Okay, so I will start by. Making an announcement. And it [0:59] is with deep emotions that I speak to you tonight. After three term serving the community [1:07] of Beaconsfield with dedication and purpose the time has come for me to turn an important page [1:15] in my life. This fall I will complete my mandate as maire and with that bring my political [1:25] career to a close. This was not an easy decision. I thought about it long and hard way in my [1:33] personal priority my values and the evolving needs of our community being maire of [1:41] Beaconsfield has been one of the most demanding meaningful and fulfilling commitment of my life [1:49] since two thousand thirteen in addition to my role as maire. I have had the honor of [1:57] representing our city at the Montreal agglomeration table as a member and then voice share of [2:03] the finance committee as voice share of the inspector General Commission and as a member of [2:11] the Commission on economic and urban development as well as a member of the board of the [2:19] Société de transport de Montréal. STM these responsibility allow me to [2:25] defend our interest regional and to do so with convictions, convictions and persistence. [2:33] Over these twelve years. WE have gone through challenges together but also many success. WE have [2:41] invested in the future of Beaconsfield. While protecting the quality of life that makes [2:47] our city so special. And two thousand [3:59] sixteen, we introduced incentive based waste collection since then we have cuts our landfill [4:07] things in half which is a major steps for the environment. WE also invested in our [4:14] infrastructure. WE have expanded and renovated our recreation center and rebuilt the arena [4:22] which will open in june. WE have upgraded the Beacon Hill and Shannon. Shannon Chalet Replaced [4:31] park equipment and insured proper maintenance of our streets water and sewer pipes [4:37] across the board infrastructure Works is glamorous as it often cause disruption, but it is [4:46] essential to preserving our services and quality of life. WE took action to improve safety on [4:54] our streets by and by adding traffic coming measures and bike paths. WE also corrected a major [5:03] errors by the provincial government that had wrongly placed nearly all waterfront [5:10] home into flood zone. WE defended our citizens protected the value of their property and [5:18] one. There is one battle that has defined my time and office more [6:38] than any other in twenty twenty the city of Montreal imposed a thing first increase and our [6:46] contribution for regional services such as police fire transit and water despite [6:53] inflation being just two persons and with no additional services to show for it. I could not [7:00] accept this and justice Beaconsfield was the only city to stand up and take the matter [7:07] to care. It was not a popular move among among the other meilleur but. It was the right [7:15] thing to do had the support of our first legal challenge back in twenty twenty their combined [7:23] claim today with one hundred and twenty millions de dollars our own claim now exceeds twenty [7:31] million dollars. This system is fundamentally and democratic montreal decide the amount it [7:41] was alone to improve them then we the link city received the bill without negotiations [7:49] without recourse without the true representation even if all fifteen of us opposed the [7:57] decision that makes no difference. WE still have to pay this is not how democracy is [8:05] supposed to work our legal challenges is ongoing and more recently and new regional [8:13] expenses emerged and at this time all the other city decided to join and a joint legal [8:20] action. From the beginning of my [8:40] mandate, I also made it the priority to restore respect and order to our council meetings. [8:47] WE had come out of a period of tensions and conflict. I wanted a space where the ideas could be [8:55] exchanged openly but always respectful. To those who used to enter the [9:15] public life? I salute your courage and this age of social media, This information and [9:25] personal tax political engagement is more difficult but also more necessary than ever it [9:33] remain a noble calling. It is a generous acts of service and it is deeply rewarding as I look [9:42] back I am filled with gratitude. I raising the family, I am proud of I had a long career in [9:51] business and I had the privilege of serving this community for twelve years you trusted me with [9:57] that owners three times and I. Thank you from the bottom of my heart. And all I [10:27] want to thank my family for their unconditional support their patients and their wisdom [10:34] to my wife Ellen. Thank you for your constant presence your advice and your faith in my [10:42] truth. This journey I leave politics with piece of mind and with immense pride and what we [10:49] have built together our remain as always deeply committed to Beaconsfield. Thank you for [10:57] these twelve wonderfull years. Merci pour ces douze merveilleuses années. [11:24] Merci. And now after this we got to the public. Question period. Alors si vous voulez poser des questions If [11:38] you have any questions, please go to the micro identify yourself and then ask your [11:46] questions. Bonjour Pauline Guy Girard, Jubilé à Beaconsfield, numéro 20,2. Zoom communication. Bien, écoutez, on a. Merci. Bonne chance. Merci [14:32] Président. On aura besoin. La Semaine des travaux [18:31] publics, and I'm not sure. If it was done before during this week, but I know that my [18:37] colleagues that you've named François Kowalski their boss and other people are giving out few [18:43] things to the blue colour of Jerzy I think and the water bottle as small goodies there [18:51] but we do appreciate their work a lot and they work hard and they're gonna be there gonna [18:55] know how appreciative you are for their work. It's always interesting to go to the [34:06] agglomeration meeting. It's a very nice building historical. Story historical chamber. It's [34:14] very quick affairs, it's interesting as a maire Outline earlier in terms of the [34:24] relationship. WE have with Beaconsfield the Associated. Suburban mayor that the merged [34:30] from Montreal it's certainly not democratic you know they comes after their council meetings [34:37] they comes to the council meeting with the voice of three person support and the LSM [34:44] representing Seventeen person so obviously, you know your wonder question attending sometimes [34:50] because you know you can't do anything, but it's good to at least advise them how the [34:58] various city and the city is filled with regards to various spending programs. I can't say [35:03] that at this particular meeting the council meeting that there was anything really [35:09] extraordinary and there is three things that it's certainly a very quick fr because at those [35:16] sessions. WE don't vote on things. It's all assumed that everybody is in favour. Unless [35:21] you opposes so it's really very very quickly. I would have three take-aways to say one thing. I [35:30] saw that Montreal is preparing the a climate plan to come forward so I think that's gonna [35:37] be very interesting to see how you know the climate crisis is going to continue to trickle [35:44] down to you know various countries and to the provincial government and onto the [35:49] municipal government is such so I think they will be preparing the plan and I'm sure that. You [35:54] know Montreal was at the head had a major flooding. You know as of the last August seventh [36:02] night Torrential rainstorm so I think they will probably be looking at things about flood in [36:08] the same way that we and Beaconsfield are very concerned about that aspects as well so [36:12] there is all the climate crisis is certainly affecting every countries around the world, [36:18] We're seeing extreme weather events that you know things that we would not normally expect to [36:24] see here and Beaconsfield are taking place and that's all the function of where we are with [36:28] the environment and the greenhouse gas and so I'm looking at all look forward to I [36:34] think we all are to the climate plan and how it would affecte the various municipalities and [36:41] the asm. The other thing was the fact that you know there was just within fifteen seconds and [36:47] there was a bylaw approval for additional money to the stm that was one point for billion-dollar [36:55] so it's amazing how a lot of numbers and you know big numbers get past without you know too [37:00] much input and information about it and the other thing was just the fact that you know there's [37:07] various legislation regarding the mount real parc social and social housing, which is [37:13] interesting because these are the kind of things that you read about in the newspapers. Whether [37:17] it's press or the Journal de Montréal or the gazette kind of things and so you see that there [37:22] dealing with that part of the responsibility of a municipal government that we can just take [37:28] for granted or certainly have a little input because this and necessarily affect us, but [37:36] certainly in the city of Montreal and agglomération. It's certainly is responsibility for [37:41] them and that's how we participate in those programs but other than that was a [37:46] beautiful day. I enjoyed the trip downtown and that's you know, that's about it think [37:53] Thank you, Thank you, Roger. Mais I had also my congratulations to you [40:38] for retirement, I don't know, I don't know If it's congratulations for retirement, [40:43] but yes, you have been extremely useful to this city. You have done a lot of work and you [40:54] contributed to the city so have. A happy retirement and a lot of health during that retirement as [41:03] well. J'ajoute qu'un sourire. Sera toujours. Non. Alors c'est la levée de la 120 qui [41:27] propose. Je propose. Ah bon? Alors merci beaucoup. For those of you that are here. For [41:39] attending our monthly council meeting and to those that are watching watching on the webcast [41:51] again. I really appreciate your interest in the city and be watching our council meeting on [41:59] the webcast.
