[0:09] Bonsoir. Good evening. Bonsoir, Madame. Good evening, everyone to [0:27] those here in city hall. Thank you for being here with the crowd tonight and everyone [0:33] following at home. Thank you for joining us online. Welcome to everyone to the regular [0:38] meeting of the Municipal Council for August. Twenty twenty five. I usually don't [0:47] see in this site is for this evening and we have a few changes to the agenda, so that [0:55] we can explain a little bit. What's going on? How about we start with adopting the agenda [1:01] and bring in the new ideas. Contre. Oui. [2:28] OK. Alright. So we will get started if you are. You might have done. So we'll get started [2:38] with the question period. Remind everyone that we try to keep it the thirty minutes. [2:43] There's a big crowd tonight. So we might go over, that's okay. But before we get to the [2:49] question that the Mike will start with the question that were in. WE have for question. [2:56] The first one is lengthy. It's a two pager so bear with me. It's from Ashley Wilson on Lake [3:03] Shore safety concerns on Lake shore member of Council I leave on Lake Shore and Beaconsfield [3:12] a one-way scenic corridor. The street has become increasingly dangerous do. Tout groupe de [3:16] cyclistes who consistently failed to stop at signed intersections and who ride at [3:21] speed exceeding the posted limits this isn't about daily inconvenience. It's about the [3:27] clear and present danger the family runners and especially children who ride or play near [3:32] the street. Why this is dangerous Cyclists are legally required to stop it stop sign [3:36] under Quebec law excess speed magnifying arms pedestrian Stroke of fifty kilomètres or [3:45] thirty kilomètres. This is whether the vehicle is a car or bicycle fatality do happen. [3:52] Just last month of women in Calgary, did after being hit by a bicycle on a shared pathway [3:59] so current situation residence repeatedly called police but enforcement appears sporadique [4:04] and largely ineffective the pattern of this car is in French, we can cycling group's [4:10] street lake shore as a speed right with no slowing at intersection, Despite [4:14] pedestrians and child presence. This is our community to ongoing risk of serious injury [4:21] or death. Requested action. I'm asking council to commit to engineering solutions instead [4:28] of relying solely on enforcement so installed speed or cushion at regular intervals [4:34] to control cycling speed build race crosswalk ads, stronger signage and pavement Markings [4:42] Second Edge. Implemented The seasonal compliance campaign that combined signage education [4:47] and targeted enforcement publish and posts implementation data. So [4:52] residences can see the results and mesurable safety improvement. Good idea [4:56] questions for council. Would you committed to our traffic coming plan for Lake shore by a [5:01] specific that what immediate steps will be taken this season to protect pedestrians and [5:07] children from high speed cycling group, how will success be measured and community fated [5:12] to residence. This is no longer about minor infraction cycling travelling at speed and [5:19] ignoring stop signs have created ongoing danger council to treat this war citizens it [5:24] deserved before we prevented it before we fight the presentable strategy tragedy excuse me and [5:30] our community. So first off Mrs Wilson. Thank you for your question. I assume you're not [5:38] in the audience tonight. Mrs Wilson so at home. Thank you very much. I will say that we [5:46] do take this request very seriously and counselor Saint-Jean. He actually share [5:51] the traffic committee and it's been doing a great job these past for years and before him [5:57] was David as well so. These these request are taken seriously? So thank you for [6:03] sending it in your request your question will be transferred to the traffic committee and they [6:10] will analyze it and discuss with the SPVM and the solution will be presented to the at the [6:16] next ccc, which is scheduled on September twelve, twenty twenty five. OK. Next question. Alison [6:26] smiley from two and at grosvenor status of infrastructure improvement. I'm [6:34] just wondering if we could have an update on the analysis of the infrastructure on the [6:40] public works site we can now si marking on the plan showing one of the pipe on our street and [6:47] the one behind me. My question is does this employ more than just an inspection and if so [6:54] what went with this by plan also I'm saying heroes on the street in front of my house. [7:00] CAN we know what this simply? So thank you for your question. The markings on the city [7:08] website indicate soupape where we have accomplished cleaning and inspection of the soupape. [7:14] The summer this work has been accomplished earlier this year for the arrows on the street. [7:21] These indicate the location of the storm drain to help snow removal operations public works [7:28] needs to clear the drain in the winter to allow for proper drainage and it can be [7:32] difficult to find them when they are covered in snow slush ice alright. Question number [7:40] three Julie. St-Cyr on Hollis questions. I would like to know what can be done about people [7:47] who put construction d'abris on the side of the road for bulk pick up. These people should be [7:55] renting container. I have witness king of paint being put in the garbage. I can [7:58] understand the people without the pick up truck would have a problem writing themselves [8:05] reading reading themselves of mattress and other large pieces of furniture in a matter of [8:11] principle. I do not agree that taxpayers should pay for part of a renovation also I'd like [8:17] to insist that those who pick up the bulk items, not pick up any electronic devices. This [8:23] should be brought to the recycling center once again Beaconsfield lead by example [8:29] and trying to protect our planet. Madame St-Cyr Merci beaucoup. That was great [8:34] question the answer the bulk pick up service was created for this purpose. It is a service [8:42] that council has chosen to offer to residence among other benefits. It helps prevent [8:46] illegal dumping through at the city, the maximum quantity accepted is to kubi readers. Is [8:52] easy to measure also is important to note that not all might be placed at the curb and [9:00] if you do see paint electronic or other objects that should not be in the book because you [9:06] are right. Please call five one for for two at five Nine nine nine, that's municipal Patrol [9:14] public security. WE will continue our campaign to promote responsible recycling. [9:20] And the final email. Question Question comes from Nicole Corrado and saint Andrew. The [9:28] summarize about her question. It was lengthy madame Corrado Asks that the request for [9:34] approval from femmes rêveuses by refused, and that's the item on the agenda item sixty point [9:40] for because of their sales of animal products. Madame Corrado makes comments about the [9:47] restoration of the meadowbrook creek related to item sixty point nine and makes common [9:52] about the protection of heritage buildings. She also ask that the thin blue line in [9:58] cydonia by band, So madame Corrado, I don't see you in the audience. Thank you for your [10:06] questions in your comments are noted. WE will be voting on the farm rêveuse later this evening [10:13] and your other points about the creek team blue line. They will be sense and ask for [10:20] Beaconsfield administration to follow up. Thank you so. And you're older than the Mike, so you can bring it [10:40] up a bit and just please mentioned your name and your address. Thank you. Steven [10:50] Lloyd Lake view also of the association for the protection of Angels would many have from [10:58] our of our members of our in the audience. So I'll be there was we were last year in [11:04] February of this year. You were there was the initiative to resonne Angel Woods part of the [11:12] concordance. There were some noise, there was. There were some hard words and there were [11:18] some exchange, but council did the right thing. WE were very happy for you and the night of [11:22] Angel Woods park. You didn't go all the way you said. There was that you didn't want to do [11:30] right. Then you are gonna do in the summer. Specifically for at sixty-five see sixty six and [11:38] you get down at the southern part along which you said trust us will do that in the summer. [11:44] It's the two steps. So we're in the summer. WE had to look at what was put on the table? God [11:50] bless you pull it off, but you are on the verge of passing a set of bylaws, which and I will [11:57] have a question at the end and I. Wish in our view would have taken away the designation of [12:06] Angels was at the park. It would not be a parc. It was only but when you read the fine [12:12] print it. Conservation. Conservation area which sounds good. But when you look at what [12:18] conservation means conservation means according to our Bordeaux, Nice land, which deserve to be [12:24] maintained International state, there's no protection associated with conservation [12:28] land the new Bordeaux, which you are about to adopt the night focus on the wetlands of [12:34] Angel Woods. There's a small section which has wetlands and you are concerned about those [12:40] in the bylaws, which are protected potentially already you can't build in wetlands. So [12:44] you're making a big show protecting the wetlands except for certain par the wetlands, [12:50] which could be developed and everything outside of the wetlands was open for [12:54] development in our view. Also within this package below you specifically authorized the [13:04] construction of infrastructure electrical sous water throughout the wetlands and [13:08] through the woods, which are you know is the key to developing the place with [13:14] specifically authorized. Below zero five gave very nicely the criterion which you would need [13:22] to follow if you want to develop angel Woods and other words, you would have to take [13:28] into account the ecological value worldwide. The maximise the trees who would save you [13:36] with the subdivisions plant, which maximizing the conservation of the trees, etc. [13:42] And then the last is my last point. I mean you also said, you have this protecting his [13:46] mind the rules, but there's a carve out with respect to an agreement before December [13:54] twenty one twenty twenty three no idea. What that the agreement is so needless to say [13:59] we are a little concerned. My question is what happened guy? What happened between February [14:03] and the tabling of this document? Thank you for your questions and thank you for the [14:11] préambules. It's good. So I will be asking our directeur general, Mr Boileau to provide [14:19] some details, but you are right and everybody with above and I think there's a lot of you here [14:25] tonight. So that's great first off. Thank you for the work. You're doing in our city. Thank [14:30] you very much protecting. These l'en is important. We've made that a priority for our council [14:35] and previous council. So thank you for advocating. WE also decided after few emails and [14:45] calls that were received today, we decided to pull the item from the agenda to allow for [14:52] further discussions and to sure that we are communicating effectively between the epoch [14:56] group and the city and the ultimate goal of doing what we believe to be right. So that's [15:02] our entente and I am strongly encouraging that Mister Lloyd you speak with either directly [15:09] with Patrice Urban planning as soon as possible to go through in details and Patrice, Maybe I [15:15] would like to add a few more words. Yes, thank you mister President. The objectives is [15:23] obviously to make a full conservation and no developing that all so if you are reading [15:28] it where you are expressing it. Maybe we didn't write in the proper way, of course. The [15:34] exercise is to do the strict concordance with the schéma d'aménagement two thousand [15:40] fifteen of Montreal in our and our works in the way, we have prepared this, we were doing [15:48] the next 3000 by putting conservation, because that's not in the schéma. So [15:54] everything, that's there tonight is to comply with the concordance for the schéma [16:00] d'aménagement of the agglo. And we didn't extra-mile doing full conservation with no [16:04] development. If that's not what you read, maybe we should have a meeting and discuss about it [16:11] because that's the intention, we have and even the conservation that way we [16:15] presented it. WE know it's over and above the strict concordance, but our discussion [16:20] with the agglo is that there were okay with it, even if we were going further down further [16:25] and to make the full conservation. Park and but that's thank you for your [16:33] answer. Thank you very much, Steven. It's really important that you make it with the city. [16:39] And please go step by step with other Mister Denis Chapados, Madame, if we could meet this [16:45] week that would be great. WE. John Williams lakefield. I've got a couple of things to see [16:59] before I asked my specific question more than one. I'm not. I don't play one on anything [17:09] like that. However, looking at this particular below and reading some of the words which [17:19] which one. Sorry, it's always regarding you okay enough. Thank you. Yes! There's a lot [17:31] of things in here. Myself and I Lehmann look like a contradiction original intend. [17:41] I don't know if that was the influence of those who drafted this, but I'm very suspicious. [17:47] I'm angry it myself were not paying attention when you had public consultation without [17:55] title in the middle of the holiday period, when people didn't know about it and [18:01] couldn't get down to find out what it was all about. So some of the things that strike me. [18:15] It talks about things being prohibited in this area and then it has a full page of [18:27] exception exceptions such as. Electricity installation gaz, installation telecommunication [18:37] installation cable networks. Water supply switch and to beat it all the railway. I mean come [18:45] on guys further down, it's that anything can be done for infrastructure or equipment [18:55] covered by agreement and before December twenty-first twenty twenty three anything. [19:05] Reconstruction of our expansion of buildings the twenty twenty three can be done construction, [19:15] including construction and expansion accessories buildings Williams. Please, thank you how [19:23] it was one last little bit new construction, including any reconstruction or any expansion [19:31] permitted in the protected area anything protected area doesn't sound like it meets the [19:39] original intends that we discussed in February. So many questions is where the council [19:47] aware of this koudetat made by deny, where he was actually taking what was what we started [19:55] and to have in February and turn it all around and throw it out because if that is through [20:05] the council and all the council members. We'll go down the lines of Beaconsfield. Who who [20:13] accepted to have the whole thing throwing out and. Factual turn what was started in [20:21] February in the lines, and I don't like to think that I've had a great faith in the [20:27] council, and I would have a great deal of difficulty voting for anyone who accepted this [20:35] treasury great. It's so so. What's your question? Sorry? With the council is now and [20:42] understand or was the whole sleight of hand put over and the council of the entente. So [20:52] we'll get to that in the second. Let's not insults people here, including administration. [21:02] Please, I don't think we thank you for apologizing. I appreciate that I can say that [21:09] our house council working with the ministry and members of airport and and Mister Lloyd [21:15] spoke earlier the content is to protect and conserve that property if the wording of the. [21:24] Reglement is not proper let it down and take a look at it together and that is thank you [21:31] very much as as do we thank you for coming. Good evening council. My name is Jacques. [21:48] Ashton place. Including myself and we are very worried about the plan construction. So we [21:58] have there for many many years, rising of children here all the children go old are they moved [22:04] to leave their own life and now most of the household is to people household with my next [22:08] to the neighbors one person a very large, Obviously. Big part demain on used yet downsizing [22:16] is not even the consideration because we love our neighbourhood. WE love the city. [22:22] So be our concerns we had a meeting with the. Patrice and that we are very considerate. [22:34] They did something which are very positive. But I feel even that may not be enough to [22:44] protect our privacy. So we requested that please build us the privacy. So we are not [22:50] supposed to all of that. Noise traffic might be a lot for us right? And he said he wasn't up [22:56] to him. It was up to the council. So I'm here to share and making it easy for the [23:04] council that if there is financial restrained and the city. So we can't do that [23:09] please allows us to do it on our own. That's it. So so first of all. Thank you for your [23:16] questions and thank you for coming this evening, where were well aware of your concerns [23:22] with the project. That's hopefully going to take place down by lord reading on the [23:29] waterfront property and and indeed, we know that you may with the counselor Saint Jean [23:36] with Patrice, they both related to the full council. Thank you for advocating. Thank you for [23:42] escalate. Thank you for meaning with them. WE took that information all of us came [23:48] together. WE might in this room ourselves to discuss your particular situation. WE did [23:52] make some changes to the project. I believe that was community headed back and to my [24:00] understanding that was received positively by the neighbours along adjacent to the park. If [24:04] I can say that so that was a good first step now, we're just late last week of your request [24:14] to potentially build your privacy. While that's not something that this city [24:20] typically would do okay and obviously you can build a fences if you wish on your [24:28] property if you wish to build it more than the fence that would requires some special [24:32] consideration this evening. WE cannot ensure that question to you, please after us the time [24:40] to have that conversation as a caucus. See what the season we comes two and other counselor [24:46] Saint-Jean ou Ministry with Patrice, they would gladly. Let you know is that okay? Thank [24:52] you very much. Thank you. Trafic tonight. Good evening everyone and I'm at one, two [25:07] evergreen drive. Just to quick question. Referring to the the bachelor and madame and that I [25:14] know you have taking off the agenda for now. I'm just very curious and drop the words. [25:20] Expansion of an existing building reconstruction of an existing building and [25:26] agreements before December twenty-first twenty twenty three. I'm curious. What is [25:32] this building agreement agreement that was made before December Twenty-first Twenty [25:35] twenty three. All. I'll ask Mr Boilleau enter your question. Thanks. Yes, I get minder [25:46] standing of this is that in December. Twenty two and three the agglo adopted a [25:53] modifications to the. Own development by law. Rcg fourteen zéro Twenty nine in [26:01] the objective ways to protect the wetlands. Through what they call the prms. I'm sorry. I [26:11] don't have the the details of that, but the objective was to identify the wetlands of [26:17] interest on the territory of the agglo to integrate objectives to protect specific [26:23] wetlands within the urbanistique bylaws in Montreal and also to look at whatever [26:33] constructions activities are development that would could take place maybe in wetlands so [26:39] the idea of that that is all the agreement that were taking before that that were, they [26:45] would remain valid and after December twenty-first twenty twenty three there were no more [26:51] agreement valid because that was the cut-off that. So that's the reason that that that in [26:57] the document to reflect. What was adopted at the agglo about the wetlands understand [27:06] specifically the city of Beaconsfield have any building agreement, not that I know. In [27:13] the woodlands, not that I know. But that's through the schéma. And so we're the end of the [27:20] final here and we have to respect. What was done at the CMM level and then at the agglo [27:27] level and where at the first time, we have to come to be concordant with the agglo. So [27:32] that's why that that is there even if there is nothing with for us and in this evening. [27:37] That's my yeah. That's it. That's my understanding. Thank you for your questions. Oui, [27:45] bonjour. Donc mon nom Véronique. Mitsou. Robert [28:46] WE need to night, but we are not president. It was not knowing that this would be [28:52] removed. So. Merci. Yes! Liam Jackson [30:56] Woodland just a quick question. Hope it's a quick answer to. Moi aussi. I've read over the [31:04] last few years that we are in a lawsuit against the city of Montreal and the agglo whatever [31:08] you do to have our share of the bills reduced and something about the process is that you [31:13] are going through and and where we are where we expect to be in this case. It seems to be [31:18] dragging on a long time et thank you for your question. Does drag on a long time. But [31:25] we are told that this is the normal time it takes. And if mère burrell was here, he would [31:34] enter your questions probably for the next half our cause. He loves this topic, so and I said [31:40] that true fully he's has quit involved. So we actually did have an update recently from [31:46] from Patrice or you would you like to share the reason updates. Please go ahead. Yeah, [31:52] so earlier this year the year of the party have agreed on the process to go to the front of [32:00] the car and determine what would be the next steps? WE have the city has requested to [32:06] have the opportunity to interview more representative of the other parties and this [32:14] was approved by the by the judge. I think it's sixteen person, including maire Coderre, [32:22] Nathalie Normandeau. People that were involved in that time in those years, two thousand [32:31] seventeen eighteen and some two thousand eight and. WE there's a there's a that in october [32:38] where the lawyer are gonna see trying to see how that could work with those people or else [32:43] we know there's a calender of that that were set up are for some time in the future to have [32:50] a court session. Reasonably optimistic. Will see we are reasonably optimistic. But it's [33:02] not the first thing in till. It's the first thing. So we are going to work to continue our [33:08] our process right. Thank you very much. And I'm not sure who brought the children this [33:22] evening, but that's it's a nice to have the little youngsters in the audience for it's very [33:26] nice I normal. For the cresswell. Yes, I just have a quick question item twenty [33:36] point three. Maintenant, is it really? And it is really a million dollar. Why so much? [33:46] Then we just do something at the center of the marina and the pool. So this is the [33:53] maintenance contract and it's a three year contract. This is the last year of the ritual. [34:01] There has been some change. One change is the we had one employers. The city employers [34:07] that was part of the maintenance crew and we will receive a bit of a credit [34:11] because it was our employee that was doing the work. Not not so them right? OK, alors on est tous en faveur. Excellent. [55:14] Alors quelques commentaires. It's idle twenty five of the agenda when we [55:41] awarded a mandate by mutual agreement for the construction of two races crosswalk and one [55:47] race intersection on Beaconsfield, boulevard that that is back. It's a mandate [55:53] originally given to the administration back in October of twenty twenty one as part of [55:59] the man city action plan on reducing speed in implementing merit getting measures near [56:07] parks and schools. WE had three areas in the city that had not yet been dealt with in front of [56:15] saint Edmund schools in front of Ecole saint Rémy and Christmas Park. So this [56:21] measures will essentially. Merci. Alors voilà, c'est tout. Thank you very much. Thank you! [57:22] Council Saint-Jean and congratulations on the excellent work from the [57:26] committee. Welcome. Okay. I'm the minister of the demolition committee meaning of August [57:32] Twelve Twenty twenty five any council Saint-Jean on demolition. Okay. So I'll say a few [57:54] words because the I share the finance committee with counselor as. Alternate share. [58:02] So first off it was the final finance committee meeting prior to the next council being in so [58:12] excuse-me. First off I would like to thank the residents members of the committee. Which [58:22] we tried to engage our residence and multiple ways having them on the committee [58:27] give them a chance to see how we operate a little bit from the inside and ensure that [58:31] their voices is here right at the well at the decision level making those residents are [58:41] Derek Benson Pamela un Yves Bergeron. AJ Jyoti and Marc Grand-bois so. Merci beaucoup. The Finance committee we focused on a few [59:04] things. I'll try to narrow it down first if we always look at the budget. How we doing this [59:11] year. Are we on track? The answer is yes, we are on track. We're doing well, we also start [59:15] looking at of course. The next year. WE did it for the recommendation. On essaie de [59:22] tenir compte de l'inflation de l'IPC. As a guide has to have our budget should it right, but [59:32] they also the reality is of actual expenses that we have to deliver services and [59:37] beaconsfield. So the RPC can be a guide, but what's real is real and so we vast [59:44] administration to build a a budget or proposed à budget, that is real to Beaconsfield [59:50] and that will be presented to the next council. WE did not think that right for this [59:56] council to I don't decide too much before the next group of of individual. See in these [1:00:02] shares, so but we did have a lot of conversations about our capital projects and how we [1:00:14] track our expenditure related to capital projects and we've built Charlie, we've done the [1:00:22] arena, we're looking at the rec center. Hopefully the cultural center. It's important that we [1:00:28] have the tools to ensure that the plan expenses are being done and are they within budget [1:00:38] and if not why not and also when there are unplanned expenses, they do pop up our we [1:00:46] capturing those unplanned expenses and and and giving you know our residences taxpayers [1:00:53] the true true visibility to what the total projects costs and it seems simple to do. But [1:01:01] it's actually not, it's not a click at the button and give me everything related to one [1:01:06] project doesn't work that simple. So we're working with the administration to come up [1:01:10] with better tools to track our expenses and likewise when we borough money in the boring by [1:01:20] law. WE say we are borrowing. I know million dollars and we're gonna do one two three four [1:01:26] five items. Let's make sure that we achieve those items and where they on budget. And if [1:01:31] not why not okay? So there's a lot that goes on behind the scenes and all of this is [1:01:38] ultimately to operate better to be more effective efficient and and spend taxpayers dollars [1:01:44] wisely. It all comes at no surprise that we're not a perfect entity, right? You know [1:01:50] we're not perfect, okay? But we are trying to find ways to improve we are and learning [1:01:56] organizations and so we had a couple of instance. Discussions amongst the council discussions [1:02:04] at the committee quite proud of these changes and the hope is that moving forward. WE will [1:02:10] make this tools a little better cause there are still rough you're still rough, but we do [1:02:16] hoped that this continue in our practice as a city. So that was the the summary of the finance [1:02:23] committee. Thank you okay? Good home stretch. Resolution Recognizing September for [1:02:32] twenty twenty five as policy. Kennedy's awareness. Oui, en faveur tout le monde. Oui. OK. So on va prendre juste un instant [1:10:56] l'hypothèse. 70. Bien, la résolution par rapport à l'agglomération de Montréal, [1:11:04] c'est que le ruisseau Meadowbrook de Meadowbrook Creek and saint James Creek are [1:11:10] the responsibility of the Agglomeration of Montreal. The agglomération has delegated [1:11:18] delegated to us the response to to the maintenance of the creek. So the maintenance is to remove [1:11:24] the debris and in our opinion these creeks that are under the responsibility of the agglo are [1:11:32] connected with neighbouring city, naming, Pointe-Claire and Kirkland. The dead by storm in [1:11:44] August and use the importance rainfall that we had on July thirteen brought us to think a [1:11:52] little more of differently of how we should be working with the agglo. Not to say that [1:11:58] we're not working with, but we did have exchanges in the last few months to have their [1:12:02] support and finding solutions. But we want to pressure this. This matters to the council. So [1:12:10] they could take action and we have very made it clearly clearly mentioned in the [1:12:16] resolution that there is for aspects that we want to have to look at the first one is Could [1:12:22] you look at the what? What is the kirkland responsibility in sending us water in our in in [1:12:30] you're in your creeks. In you all your pipes that are intermunicipales pipes because [1:12:36] we figure that we're getting an extra lots of water with all the development that took place [1:12:42] in kirkland. And if you just think of the property, they are commercial property and there [1:12:48] are all Walmart, not to name it, J'espère, and all that all the water that goes on the [1:12:54] generalized. Lots has failed to concrete. That's a lot of water to send in the drainage system [1:13:00] and I like to think that Beaconsfield little joking here, but was very avant-gardiste and [1:13:05] the sixties when they developed the city, but I think they were cheap putting the dishes in but [1:13:11] today and twenty twenty five. I think we look good and we'll look brilliant that we have the [1:13:16] best way to control and managed waterfall. Those are natural, not natural, but there are. [1:13:23] Bass and retention basin when they the act and there's a lot of water. There are very [1:13:29] helpful instead of having concrete pipes where the water runs very fast to the lake and [1:13:33] that create some problems that we are having most closely to elle-même tower. This folks is [1:13:41] really got it hard in the last few years and we're feeling for them and we tried to find [1:13:45] solutions. So we think that is all by helping us with what is taking place in Kirkland and we [1:13:51] hope to get Kirkland on board and that they could do all these new ways of doing the [1:13:55] management of the waterfall with basin, retention, sponge parks, etc. And where where [1:13:59] have we have good relationship with Kirkland and the technical level and we try to work [1:14:05] together and but it's just long. It's very very long. So that's one thing. The second thing is [1:14:13] we found out this July that somewhere in twenty twenty twenty nineteen twenty twenty [1:14:21] that the sea had installed a temporary access road and that they had put temporary pipe [1:14:26] access as well we figure. This is causing obstruction. So those pipes are between the [1:14:33] spirit and the highway twenty so two weeks ago we were there when there was a huge rainfall [1:14:39] and we saw the creek growing and a lot of water very shortly. So the mtq was there and the [1:14:45] agglo were there. So that's gonna be helpful. I guess because I was gonna have issue [1:14:50] with the highway. If they don't fix it under side, but we're asking the I'd love to see and [1:14:55] to remove those pipes because that's the responsibility of the creek as there is it's the [1:15:01] maintenance and that's why we had a resolution on ourselves to have sit and to participate [1:15:05] and to remove their pipes. Just saying this. They want to be very collaborative and they [1:15:11] want to do to do this work fast what it's not done yet. So we're keeping it on the agenda. [1:15:19] Third thing is that maybe you should do some dredging and that in the creek to put it to [1:15:23] its natural state or the original level that was so I don't think that was ever done [1:15:29] for for ever at least not I don't remember it since I'm at the city in a little while now [1:15:35] and the first thing is that when I'm blue colour do some work in the creek in the in the [1:15:41] storm during the storm is dangerous one of my employers. I think is the. Took on him to [1:15:47] do some work. Yeah yeah. Okay. Let's take Yes, I was two feeling. Two things here I was [1:15:55] happy. He did it what I was concerned that he did it too. I didn't was not that happy that [1:16:01] he don't work on top of that your feet of water removing logs from coming from the [1:16:07] neighbouring property near the middlebrook people cutting would and just let it go in the [1:16:13] creek and when the water rise well that goes and block the grid. So so we want the agglo [1:16:19] to fix this, so that our employees when they do maintenance of the creek. They [1:16:24] can do it in the safely matter and not in the dangerous way of helping out the situation to [1:16:31] elevate, the basement to get flooded. I prefer I would like not the basement to be flooded [1:16:37] by that. So I don't want to see one of my employees the drop of water. Monsieur Boileau. Thank [1:16:43] you for the the explanation. Thank you for Saint-Jean for bringing that up. Okay, [1:16:51] Director's report. Yes, thank you, Mister President. I would like to highlight one of the [1:16:59] reports. WE have a few report this month that were our presented to the council, but [1:17:04] one of them is something we do. Not on the yearly basis, but we tried to do and the yearly [1:17:11] basis and it's a simulation of an emergency situation, which we have figured out following [1:17:19] October eleven, Twenty eleven problems with the potable water and we had put in place very [1:17:29] old style of communication with residence when there is no elektricity when it's the [1:17:37] temperature is not well, it's dangerous it could be if you walk there you could damaged [1:17:43] your ankle. You could sleep in the end. You could not go to wait to door during the [1:17:49] rainfall with no elektricity at night, which was October eleven twenty eleven with sans emploi [1:17:53] out there with flyers that nine PM was dangerous. It was not a good idea. So following that [1:17:59] event, we had prepared the plan to go on the road and try to with women and where to [1:18:07] communicate to the residents. There's something going on, please try to reach out or if [1:18:11] you see us just stop us and we'll be happy to help you in form of what's going on? So we [1:18:17] do and exercises every year or so with sending our vehicles on the road. So we have twelve [1:18:23] vehicle twelve sector hundred twenty kilomètres takes and our ten kilometers and our two to [1:18:29] the whole city and we have said it's all style. I mean it's like in the far west. WE have [1:18:34] those speakerphone on the top of the vehicles. And you might not here What were saying? But [1:18:39] you are gonna know that something is going on. And you're gonna want to know [1:18:43] what's happening and try to find out at one point. So we did this exercise and there's a [1:18:47] few elements of how we could improve the way we do it. So it's very important for us and [1:18:52] Beaconsfield that we are ready for emergency measures. I was going to see all emergency [1:18:57] measures. I don't think that's possible. What that we're ready And we're concerned and we're [1:19:02] prepared in some way to some extend to reacted to emergency measures where we are learning [1:19:09] organization, we learn and maybe I'll just add on it might be a good moment to remind our [1:19:15] residences that we do have the vulnerable persons registry. Also in Beaconsfield, right, [1:19:21] many residences now, but then to forget so if you can visit our website just punching [1:19:29] vulnerable resistance and and I'll come out and it's a way for the the city to be aware of [1:19:36] someone who might need a phone call when there's a. I don't know. Powerhouse or heatwave or [1:19:44] reason that somebody just need to check in. So you know that with your residence your [1:19:50] neighbours. Keep it in mind perhaps you have I loved one in Beaconsfield that might benefit [1:19:58] from being on that list as well okay, one point to this. Thank you for this up. I appreciate [1:20:04] that because this is very important to us with this list of people we're in [1:20:08] communication with them every season just to make sure they're okay, but for example [1:20:13] when we got the heatwave. WE know that heatwave is coming. WE do very far if they are okay, [1:20:18] we just remind them and comes to the center comes to the library. There's then people [1:20:23] that we know and this list where I think it's up to you. Maybe you are hundred now ten [1:20:28] people that don't have ac in their apartment. So we we want to verify on them and case. [1:20:36] There's something but we've got it just also during the Covid our list went up to hundred and [1:20:42] fifty. I think and we were calling them every week end and not yet but. And patrice I'll [1:20:46] say that all of us counselor which we do hear from residence. They say a phone call from the [1:20:54] city and they really appreciate it so well done. OK? Yes, we just had one tiny little bit on [1:21:02] that topic because we're speaking of it and I think it's really what I think it's great [1:21:06] that we have the registry, of course. But I think we should also and perhaps that's the [1:21:12] conversation for another time. I just like it to be out there. The notion of being vulnerable [1:21:16] should not be solely related to age right. So it's not related to the only thing that there's [1:21:22] other conditions for you. Yes of people that are vulnerable people will be aware. Thanks. [1:21:28] Thank you. OK. New business. Non, non. Vous avez de la chance. Any new business [1:21:38] Counselor. Nope. Alright. All business in progress. Business. OK. With the meaning. So do I [1:21:48] have somebody that proposed propose and all and all the. Thank you very much. Thank you [1:21:58] to everybody at home watching. Thank you very much for for that. Thank you to the audience. [1:22:04] Merci beaucoup. Thank you to everyone and intendance here this evening for being here and [1:22:08] staying to the very end. Merci. Bonne soirée à tous et toutes. Merci beaucoup.
