[11:36] Quand je suis arrivé en poste, évidemment, j'ai. Est-ce que vous m'entendez bien? Oui. [11:41] Quand je suis arrivé en poste, j'ai fait un diagnostic. À quoi ressemblait le poste de [11:45] quartier un. Vous savez que le poste de quartier un comprend quand même cinq municipalités. [11:50] Beaconsfield est un secteur qui est très sécuritaire. On m'a fait part que la circulation [11:56] est un enjeu important. Donc, je vais quand même vous faire un petit résumé de ce que j'ai [12:02] vu, du diagnostic que j'ai pu faire lors de mon arrivée au niveau criminel. Comme je vous [12:07] disais, on est une ville qui est très sécuritaire. Il y a deux petits points au niveau [12:12] des introductions par effraction, entre autres, dans les trois dernières années. [12:16] C'est très stable de ce côté là. Malheureusement, on vient de. On commence à voir une [12:22] recrudescence dans le dernier mois au point de vue des introductions par effraction. [12:27] Soyez assurés qu'on prend en charge déjà les événements. On a des équipes au niveau des [12:33] enquêtes, des liens avec les enquêtes. On a déjà des. Regroupements de faits, on a [12:38] des. C'est à dire qu'on a des suspects, mais on sait que ça vient d'un groupe qui est très [12:43] organisé. En fait, le mode opératoire principalement qu'on retrouve et certains cas à [12:47] Beaconsfield, parce que c'est vraiment pour tout le West Island, Le monde fracasse la [12:51] porte de patio arrière et rentre, et principalement pendant que les personnes sont [12:57] en voyage. Donc, j'aimerais vous rappeler, entre autres, que c'est important de [13:02] peut-être pas mentionner dans Facebook ou les réseaux sociaux quand vous êtes en voyage, de [13:06] mettre des photos. Mettez vos photos après votre voyage. On a vraiment remarqué cette [13:11] tendance là que les les introductions par effraction se faisaient alors que les [13:15] personnes étaient absentes pour un long terme. Évidemment, c'est toujours important si [13:20] vous voulez mettre des caméras avant et arrière, ça peut être intéressant pour nous pour [13:24] aller chercher de la preuve de ce côté-là. Donc, comme je vous disais, on a déjà des équipes [13:28] d'enquêteurs sur le dossier et je travaille en collaboration avec mes collègues des Pdq [13:34] trois, quatre et cinq, donc tout le West Island, parce qu'on s'entend que ça travaille. [13:39] Ces sujets là travaillent un petit peu partout dans le West Island. Autre chose que j'ai [13:43] regardé, c'est au niveau des vols automobiles. Dans les trois dernières années, on a [13:47] vraiment eu une baisse importante baisse de 42 % des vols de véhicules automobiles. [13:53] Un lien important, encore une fois, au niveau des enquêtes. On a des équipes spécialisées [13:57] qui ont été formées dans les dernières années pour travailler sur les vols de [14:01] véhicules. ÉNORMÉMENT d'opérations dans le port de Montréal, donc, une incidence [14:06] importante partout sur l'île au niveau de ces résultats là. Bilan routier Je sais que c'est [14:13] important, mais encore là, on a quand même un très bon bilan routier pour le poste un. On a [14:19] vraiment une baisse des accidents de 12 % dans les trois dernières années, donc [14:22] c'est quand même important. Il y a eu énormément d'efforts. Personnellement, par mon [14:26] prédécesseur, au niveau des constats d'infraction, on a vraiment une hausse importante, [14:32] 72 % de plus de constats d'infraction donnée dans le post un dans les deux dernières [14:36] années. Donc, on voit l'impact que ça peut avoir, la répression sur le bilan routier. [14:44] Malheureusement, vous le savez tous, qu'il y a eu un accident mortel à Saint-Charles et [14:49] L'a-20. On est très conscient de ça. Une fois de plus, on est arrivé une semaine avant mon [14:56] arrivée. Mais depuis que je suis arrivé, on a fait plusieurs efforts, plusieurs [14:59] opérations. On a fait cinq opérations dans le secteur, que ce soit des opérations en [15:03] prévention, en répression auprès des piétons et auprès des automobilistes. Merci. [15:13] Comme j'expliquais aux membres du Conseil, je dois vous être transparent sur ça. Pour nous, [15:18] c'est une intersection qui est complexe à travailler. Vous connaissez toute la [15:23] configuration. Donc, pour moi, de faire travailler mes policiers, là, c'est compliqué. [15:26] Il y a des enjeux de sécurité pour mes policiers. Et c'est au niveau de l'efficacité de [15:35] donner des constats d'infraction de la manière que c'est configuré. Pour nous, [15:38] c'est très complexe, mais on va trouver des moyens de le faire et on va continuer de le faire [15:43] malgré tout. Je sais qu'on est déjà en action également avec. On a eu des rencontres avec la [15:51] ville pour avoir des pistes de solution sur ça. Donc j'ai déjà des policiers qui sont [15:58] impliqués pour travailler avec la municipalité sur ce dossier là. Dernière petite chose, [16:04] j'aimerais vous rappeler mercredi, il y a le train de Noël qui est ici, Donc je vais [16:09] être présent également avec mes policiers. On va avoir une vingtaine de policiers qui vont [16:13] assurer la sécurité avec la patrouille municipale également, qui vont nous aider dans tout [16:18] ça. Fait que si vous avez des questions, je suis ouvert à prendre vos questions. Est ce [16:23] que vous avez des questions? Do you have questions? Les traverses de piétons sont souvent brisées. [16:43] Je sais que c'est difficile à contrôler le vandalisme, mais toutes les fois que je passe, [16:49] il y en a au moins un ou deux brisées. Est-ce qu'il y a un plan pour ça? Est ce que le MTQ [16:56] ou c'est la ville ou. Bien en fait tout ce qui est feux de circulation présentement est du [17:03] ressort de la municipalité. Et donc, s'il y a des enjeux, il faudrait les signaler. Je sais [17:11] qu'évidemment, du côté nord Ouest, il nous manque un lampadaire, un feu, des feux de [17:17] signalisation qui ont été, qui ont été accrochés par un camionneur il y a quelques [17:21] semaines. Et, de ce que je comprends, ces travaux là devraient être faits d'ici la [17:27] fin du mois, ce qui aurait pour effet à tout le moins de faire réapparaître un feu pour [17:32] piétons à cet endroit là. Pour ceux qui se dirigent vers le nord à la gare. Mais pour ce [17:38] qui est de traverser là, moi je prends ma vie entre mes mains à chaque fois. Parce qu'il n'y a [17:43] pas de, il n'y a pas de mécanisme pour signaler que, piéton peut passer. Il y en a [17:47] qui sont automatiques, mais il y en a que les ceux qu'on met notre main. Le senseur, là, il [17:52] ne fonctionne pas. C'est juste ça que je voulais signaler. Parfait, C'est pris en note. [17:56] Merci, merci. L'Autre question pour le commandant, je sais que pour ce sujet là, mes policiers [18:03] vont rencontrer un comité pour justement regarder les les cycles, les cycles de piétons, [18:09] etc. Les cycles. This is the quest for the police and for the council and [18:33] maire, I noticed that the city of Beaconsfield been putting money into the Montreal, the [18:41] West Island, Women's Shelter and that's wonderful, but my question Is you know because a [18:46] lot of women will not leave in a relationship if they can't bring their animal, they don't [18:51] want to leave the animals with the abusives partner. So. For the police and the police and [19:01] for the council, and is what partnership do you have and what? Program is to have in [19:10] place to make sure that women can have a safe option for their animals and then can be [19:18] reunited with their animals when they find stable housing. There is different types of clientele that which is to that wish to go to the [28:09] rem station and we should have the advocate for as many people is possible to have access to [28:16] that station in the future, and the last question that I had was from miss Colorado, which [28:23] was answered so if someone here has a question. You would like to have the formation of the committee. I'd like to have a [29:20] committee in place, so we can address the response that they're going to submit to us [29:25] and December fifteenth. And ask what for your in your mind, the committee would would take a [29:33] couple of people from the city a couple of people from the citizens. There's a hundred of [29:38] people and in the citizens concerns committee. I don't think we want people. Non, non [29:43] non non. That took place a few weeks ago sort of achieved that that goal. Well that there was [29:53] information available, but there's a lot more information at it is publicly available, [29:56] but not been share with the community of Beaconsfield. Our love to share that I don't know [30:02] what I have to do that, but I think that some people of expressed interest in wants to [30:06] learn more about what's going on with the boss proposal? I have information. I don't want [30:11] to go around giving it on behalf of myself. I'd rather have a coordinated attack in [30:16] the publicity known to the community and to have the position ready for when the [30:23] response does come in because we will be facing a short time table between where when we can [30:28] do something and we can't. Malgré les outils de communication existants comme [31:39] l'infolettre, le magazine Contact et l'application By City, il est difficile pour les [31:44] résidents d'obtenir des mises à jour précises et proactives sur le statut des projets en cours. [31:49] Donc on ne parle pas des loisirs et du sport qui sont très bien communiqués. Cette [31:55] difficulté touche les grands projets pour l'ensemble de la ville, comme le centre culturel, [32:00] la poursuite de 20 millions, des travaux sectoriels comme la structure sur la ruelle qui est [32:06] bouillante en passant, et les pannes d'aqueduc, et même les pannes d'électricité, et même [32:12] les requêtes individuelles comme la réparation de fossés. Conséquemment, les citoyens [32:17] doivent souvent contacter l'hôtel de ville, le Conseil pour obtenir de l'information, [32:22] ce qui génère une perte de temps pour tout le monde, ce qui génère des délais et des [32:29] frustrations.
