Welcome to our Regular Council meeting of February twenty third twenty twenty six. Adoption of the City of Beaconsfield Regular Council of February [1:08] Twenty twenty. Adopté. Alors, avant de passer à la période de questions du public Before we [1:20] move to the public question period the commandant of our SP commandant of the SPVM at the [1:28] police de quartier Station number one. Monsieur le commandant Gosselin est avec [1:34] nous. Bonsoir, monsieur le commandant. Bonsoir. Merci d'être avec nous. Merci [1:39] beaucoup. On vous écoute. Merci. Euh. Do you have questions? Please go to the [5:43] microphone? Président Actually, I leave in your own words and I love going there and I love [5:56] seeing the dog, you know, including the flesh. Hyper tiger dog, You know jump up on [6:04] me and give because they don't bother me and the lack of animal services in Beaconsfield. [6:11] Really really concerns me because I'm terrified that when there isn't a proper humain [6:20] animal service or spk enforcing the laws that the police are devoted to any dog complaints [6:27] in place like Andrew would now I know the sound by the agglomeration and not be [6:33] beaconsfield, but it really concerns me because it's just a matter of time before the dog [6:38] is being shot by police last year. There were two cases of dog being shot by the SPVM at [6:45] this really concerns me that as a certified compassionate city. It would be a real shame [6:53] anywhere for the dog and being shot by the police and I hope that never happened in [6:58] Beaconsfield, and this is exactly exactly what we need human education and why we need [7:04] to move beyond the tiny dogpound behind this building and why we need to have the [7:12] proper humane society or spk. For the commandant. My question is will the SPVM revised its [7:24] procedural regarding animal services and does the SPVM have canine encounter training to [7:33] human. Dog situation. Policy. Mais [8:16] Miss Corrado, we will not have the debate with the commandant is your question if? You want [8:28] to clarification. Okay, so come back to the microphone, so that everyone here and online at [8:35] home can better understand you. My French is not good. So I'm not sure what the word in [8:41] French Procedural is a procedural or the policy that the police follow that the [8:50] common that will will make sure that the other police officer following the procedure of the [8:56] police is that the police follows so that it that policing is kept consistant [9:01] throughout the and they have procedural or policy and different things, including [9:06] animal control and also asking about the training after so you want training on the procedure. [9:15] Yes, we have policy for the animal control and yes, we have formation for that. Question is. [9:27] This one last question, madame Corrado, is is it focused on animal control or animal [9:36] protection and when it was last updated because I know in Toronto, the procedural are [9:43] they basically are promoting the killing of animals and they talk about livestock running to [9:47] the streets there from the century. So when it was the policy adopted and is it animal [9:55] control or animal control is not under the. SPVM control, it's for the spk or other [10:07] organisms. It's not for it from the SPVM. Merci. Merci. OK, before we move with the [10:17] question period. Love again, this evening, we are posing under items, sixty [11:33] point one, two authorize the payment under protest of our agglomération share as a result [11:42] if this resolution passes our claim will now exceeded twenty-two million dollars. [11:50] Furthermore I think it's important announcement that a lot of people have been [11:54] wondering about when is the trial or the hearing and take place and so our legal action [12:03] against the Quebec government and the city of Montreal has reached a decisive milestone, [12:08] The superior court of Quebec has scheduled the hearing for this lawsuit that we have [12:16] launched for the period from January twenty-seven to February fifteen two thousand [12:22] twenty-eight as the first date first firm that allowing for a complete examination of the [12:31] dispute until then the city will continue to act diligently to protect the financial [12:36] interest of us the citizens while remaining open to the far and equitable resolution if [12:45] Possible. Better to be a city within the agglomération, then [13:10] to be the bureau of Montreal. Some twenty years ago specifically on January [13:37] first twenty twenty two thousand and six Beaconsfield became one again et city [13:46] autonomous in some respect after four years of being a borough with biosurfit within [13:52] the then amalgamated city of Montreal. Twenty years ago this reconstitution followed the [14:12] Provence with the process of first municipal realization or murder in the early two [14:20] thousands after the two thousand four referendum that the Quebec government held the [14:26] adoption of the Quebec decree reconstituée in Beaconsfield, allow us to emerge again as a [14:34] self governing municipality within Montreal. The agglomeration. So as we marked [14:43] this milestone. I find it very important to recognize the people who leadership and [14:48] dedication have shape the beaconsfield that we know today over the past twenty years five [14:54] Meyer and numerous counselors have devoted their time and energy to better in our [14:59] community through public services doesn't have committed residence hundreds of committed [15:06] residents have also step forward as volunteers offering their time knowledge and [15:11] expertise to strengthen our program committee and civic life and contributes to the [15:19] character of that we have as a municipality. And then after [15:48] that from a borough to once again a city. Director general since two thousand and six [15:57] January first, two thousand and six the very year our city regained its status as a city. Merci. And so [16:27] just the second and so looking forward. Looking back is one thing, but looking forward is [16:34] probably even more important. This Twentieth Anniversary is a moment to reflect for sure on [16:39] how far we've come since two thousand and six et ringwood city the strength and identity [16:44] and community that continue to drive. [17:04] Proud and ready to tackle the challenges ahead. And let your committee is looking for a new members, and the details [17:33] are in the current contact magazines the committee looks to advise the council on [17:38] various culture and leisure initiatives and we draw on the strength of our resistance and [17:44] the committee. So if you would like to apply, please look in the contact or online and thank [17:51] you. Merci. Thank you anybody else. Madame Léveillé. J'aimerais. Casser [18:34] mercredi. Thank you Patrice. Congratulations. I I did not prepare a speech for any words, [18:42] but I'll I'll speak from the heart. It's been nine years that I have worked with you and [18:49] and years before that sitting sitting in the in the audience watching watching what you do. [18:58] It's not hard to find them that are quantified. There are people out there that have [19:04] degrees and that have the qualification. But it's a rare occasion that you find someone [19:10] that is incredibly qualified and truly care about what they do and care is about the people [19:17] on your team. You're the first leader you. You care for your people. But you're the first [19:25] leader also of our city and it's been cleared to me from day one. You care about [19:32] Beaconsfield and for that I thank you and not just as the council as the residents of [19:37] Beaconsfield. Thank you for your years of service and more to come. Well, I think of the [19:47] words of being said Patrice again myself I've known Patrice for years coming into two [19:53] council and I've been amazing years. I think I've learned a lot not only from Patrice, but [19:59] everybody but the specific Patrice we've interact with a lot over the years. I think [20:03] like to think I have learned something from us to but, but I think one thing is clear and [20:09] I'm sure it'll be a team. I'm here in already is just in terms of in terms of your [20:15] devotion to the city. It's remarquable. It's unwavering and it's sincère. And it's [20:21] something we see every day and everything emails exchange and everything you do it at the [20:26] heart of everything you do and I think we feel that coming from you as well, so we also [20:31] feel that in that we really feel. There's a way that we have working alongside us when [20:36] we think of those things in terms of devotion to the community on the inside people [20:41] may not see that we see it all the things and various they do they think that we do, but in [20:46] terms of a leader. I say it's off for that it's extremely I know you take that very [20:51] seriously as well, but it's something that I don't think that the public necessary six [20:55] on a daily basis for us weekly basis like we do so I want to thank you for that and managing [21:01] the city, so well from the leadership perspectives, so I really appreciate that and [21:04] thank you for that and continued success in that direction. So thank you, [21:08] Patrice. Merci. Oh Castle Rock of sound. Thank you very much. Congratulations. Queen. Last [21:22] but not least, hopefully Patrice as a new counselor. Just like to thank you for all [21:28] your help getting us up to speed your years of experience. Really show you when we have [21:33] questions and we need to find out what what we need to know how to do our job? You've been [21:40] in this resource for us. So I thank you for that. Thank you and you may wonder why we're [21:46] doing it in the third week of February, but. Absent for the January council meeting. That's [21:53] when we would have done it normally because that was marking the Twentieth [21:58] anniversary of both the city becoming well becoming a city and Mister Boileau being [22:06] nominated as the general. WE have a new [22:12] procedure last month, I forgot the question at the end. So we have thirty minutes for the [22:19] question period. If you have a question, please proceed to the microphone, I would prefer if [22:24] you have a question that you all line up at the microphone that will give me an idea of. [22:31] Combien de personnes veulent poser des questions? It's one question and one follow up [22:37] question and I'll try to answer as many questions as possible. So a brief introduction and [22:48] then the questions. Corrado President of saint Andrew avenue and my question is well [22:58] the city council. Please listen to the oppositions regarding the demolition at one hundred [23:07] eleven saint Andrew Avenue, the proposed rebuild will be. Probably twice as big as the [23:18] current building and my question is how long with the demolition and the rebuild take [23:27] and what would be doing to. Give residences any you know about when the demolition is [23:39] going to be with the city. How all this city deal with added dust and pollution and nose and [23:48] disruption of the street with with construction vehicles. How will the city consider either [23:58] rejecting ideally rejecting this. This demolition or at the very pleased with this city, [24:06] consider reducing the size of the proposed new building and will will this question is with [24:15] this city council, Please look at the opposition and review the demolition decisions made [24:24] by the Demolition Council. All of the information that you referred to is part of the [24:32] field that will be decided upon on tonight as we get to that IDM on the agenda. I can't say [24:42] very much right now as to where we're going to be headed. What you're one of your question was [24:50] how long will the demolition take usually demolition is overweight. Within forty eight [24:58] hours of its start in terms of dust and noise control. WE have believes that applied and what [25:09] I can tell you is perhaps we can look with the administration to see if [25:15] residences can be informed ahead of time, we will try and find out if that's possible or [25:23] not, and if it is will try and do that thank you. Good evening everyone, of course. It's about [25:36] the bus on the montrose. My name is Nancy Ryan, I'm a resident Montrose background at [25:42] the meeting between the residents and the STM in January. It was confirmed that [25:47] the city of Beaconsfield was actually involved in the bus route. Discussion contrary to [25:53] some common in prayer committee meetings. My question is on the basis of the council and city [26:01] director decide what information is shared and when with the Beaconsfield taxpayers [26:07] and how does this align with the promise of transparency made by the maire? Intellection [26:14] time. Well, thank Ryan, we communicate the information that is in our position and [26:23] belong to us in this particular case and as mentioned before the entire information that was [26:32] provided to you as part of the two meetings that the STM held with mount rose. Residence was [26:39] the Propriété. Propriété. Propriété belongs to the STM and we were not at liberty to [26:48] disclose it. So the problem was at the STM said that you were involved with the decision [26:55] making without consulting, the people most likely and that debated that we want you know [27:04] the need that we were consulted. WE were consulting, we attended meetings that has been [27:11] expressed before that does not give us the liberty to divulge the plan that the STM shared [27:17] with us. It's the same thing for different ministry and different services. If the [27:25] agglo has a plan for. Le grand parc de l'Ouest and Angels would untel they're ready to go [27:32] public with it and fortunately. WE can not share the information that being [27:37] presented to us. I'm looking forward to many more in the future. Good evening everybody. [27:50] My name is David Aurel, President of fairway drive, also President of Beaconsfield [27:55] Citizens Association. My question evening revolves around municipal tax. It is [28:01] comes to not being aware, but I've pulled all the people in my neighbourhood as far as [28:10] about six streets left and right and everybody evaluation seems to have gone through the [28:15] roof. I personally for my own residence municipal. Evaluations went up a hundred [28:25] thousand dollars. What does that representing fifteen pour 100? Two? To make a more [28:37] accurate. Thank you so I took the liberty. Of reading your exposé or money from the maire [28:48] in this morning and quite frankly you left me more confused than I was when I got [28:55] out of bed this morning, so doing due diligence all day. I have discovered that basically [29:04] the tax right that we received our our tax is that we just probably everybody just go in [29:10] the last week or so is based on that evaluation and the percentage attributed to each [29:19] of the city or the agglomération and they are all together to make the final [29:23] price that you pay so my question is who determine the new evaluation role of the [29:33] house because for mind to go up the hundred thousand dollars along with my neighbours and [29:39] people as far as six streets away. We're all wondering who will look up and said we're out [29:46] and left field. Yeah. So the answer to your question is the city of Montreal, the [29:53] Evaluation service de l'évaluation foncière. That essentially take the value so [30:01] the role that was deposited in late September early October that came into force on January [30:08] the first the evaluation of our property is on the territory and it's the same thing [30:13] everywhere else on the island is it's a polaroid a snapshot of the market value in July, [30:19] twenty twenty four and so they take you know different neighborhoods. They look at the [30:27] cells. They look at increase the value as a result of permits, bing bing issued for [30:35] renovation I apologize and so on and so far. So the way we presented the budget and its [30:42] it's a something that happens every three years when there's a new role, we that part. Is it [30:48] now, we will go with the average value or the value of the average homes in [30:55] Beaconsfield. One point one million dollars and this meant for twenty twenty six and [31:01] increase from the previous budget year of 6.6 %, which is the average increase in value [31:08] as a result of the assessment role that came in for all of the sixty eight hundred [31:15] properties on the territory and so depending on in your case twelve point 6.2 %. So our you [31:25] know the number that we end up with that 3.8 % tax increase for that specific property [31:33] increase that 6.6 %. Well, you are your share of the pi sixteen. Plus pour 100 balloon [31:42] up and that's unfortunate some people as I've mentioned in the letters that you received in [31:48] the mail and the contact and as part of the presentation of the budget last month, some [31:54] residents the majority of residence. Seventy pour 100 are below. Trois point 3.8 % and I [32:02] believe if I remember correctly thirty to be presented are in fact getting a tax reduction as [32:10] a result of the shift in value the relative shift in value, so that's the long and the short [32:19] answer is the evaluation is conducted every three years by Montreal. ITS Montreal. That's [32:27] doing something of random calculation as two because nobody is certainly visited my [32:34] house two evaluate the establishment of value. It's not random and it's not random. [32:40] It is based on cells is based on cells in a given area. Quinze Mercury. Thank you. [32:50] Maire Saint-Jean David. Thanks for the question. If if you are concerned with the evaluation [32:58] of your property. There is a process by which you can challenge that with Montreal. [33:03] Now, I don't remember off the top of my head with the daily are the deadlines, but it's all [33:09] on their website and and if you are concerned with that I truly you to just évaluation foncière [33:15] Montréal and just follow the process because everybody that I like I said I have gone at [33:23] least, it doesn't streets in every different directions and I'm out about something people [33:27] now and. Everybody is this one up approximately one hundred fifty. Neighborhood three years [33:37] ago. It was up to fifty pour 100 increase in evaluation some neighborhood had remained [33:43] pretty much at the same level others are going up. And so you know I understand where you are [33:49] coming from its its shocking to some absolutely just can't help others have a question or [33:57] related when this is another other thing to some of you may have done this, but in those [34:03] that are now we're just further to what if you go to property assessment. Montreal is [34:08] something like that it will take you where you can actually see your assessment online and [34:12] the historical numbers of their, but if you scroll down a little bit, there's a video and [34:16] there's a little video that kind of explain how they calculate? How much approach is [34:20] the calculation where the criteria involved with you give you a Description descriptive [34:24] of their their approach and their search of philosophy around how that's put together. [34:29] So it's in it's really hard to explain all that and finally we don't have all that information [34:34] that type of your finger, but there's a video and it's my video just on that point alone. [34:38] So property assessment was just Google that you'll see years and then you can scroll down. [34:43] There's a video there I found it very helpful when I looked at the back. And I looked at it [34:48] again. Not too long. So it's helpful and anybody else. It's something to have a look at [34:52] thank you. Thank you. Thank you. Good evening. Mr Maire Counselor Boileau. Dominique [35:12] and Nathalie. Nathalie. It's there's there's a light on it. So I'm sorry, I can't see. I [35:22] don't know if this is the time and the meeting to bring up what I want to bring up, but [35:27] you are your secret and you don't want to leave in Beaconsfield. I've been living [35:36] in the West Island for a long time Beaconsfield residents for ten years and I send you all [35:43] and email, which was rather long on Friday, because I had a lot of points to cover, but I [35:50] think they're all important points around the treatment of January. There was this notice [36:00] that was put in our mailbox. I'm at group accueil and there for a long time is planning to [36:06] leave there for the rest of my life. Not so sure now anyway, this talks about the building [36:14] to be built on the tennis court right in front of our home that we went and it doesn't seem [36:20] proposed building. It is a building. It was like it was a done deal and it is now, I [36:27] didn't talk to a lot of my neighbour. WE don't leave in a high rise. It's winter time. WE [36:32] came out like a little flower in the spring time. WE don't see our neighbors and in the [36:37] winter time. WE go from our care to our individual doors and go inside in spring time. [36:43] WE talked to people so however, I've talk to everybody received this because I spoke to the [36:52] neighbors and I said are you going to the information station on February eleventh [36:57] about the new building building on the tennis court, and they went what what you talking [37:03] about and I explained and they were not pleased, but I didn't talk to people well. I would [37:16] have asked for a reply from everybody to my email. So I hope I will receive it and I [37:22] hope you will take into consideration the point that I've brought up because my [37:27] father was the building inspectors. I used to go on building with him. Take this [37:31] note. I'm not somebody who's just you know I've had for houses. I've built one. I have [37:36] a little bit of knowledge about this and I would just hope reading the back of somebody's [37:41] cars. And then I'll finish. I think it's really important to read my letters. And it's on [37:48] the back of one of your business. Car it's our mission is to provide and inclusive [37:53] community which offers a high quality of life and respect the environment both natural and [37:59] man-made through responsible and innovative management. Nobody wants this building, [38:06] nobody who has the tennis court wants this building to be built. Thank you. You don't have [38:12] questions. That's all my question is so regarding that project. Thank you. Later this [38:23] evening. Okay, I don't know if you were here, but just prior to this morning, we had a [38:29] public consultation meeting and so next month. There will be here a public consultation [38:36] meeting. So you're welcome to and that's what I would bring up again you and it's that [38:43] before the whole meeting starts great good to know. Thank you very much welcome. My name is [38:57] Nikki. I just moved to Beaconsfield. Recently actually and it was a life-long goal of [39:01] me and my husband to moved to Beaconsfield because we love the area. I'm sure you all know [39:06] of me cause I've made quite a bit of noise. WE bought a one point two million dollar house [39:11] where and twenty years old that are for this. What are hard earned money? WE didn't have [39:15] help from our parent or anything, we both the house and marches, we renovated it for [39:19] nine months and we moved to get notified by not you guys No-one sitting here, you need to [39:26] everyone, but by residences telling me that I was gonna be put right in front of my house. [39:31] Not only is going to be right in front of the house. I'm not. I don't ask a question. I'm [39:37] gonna stop. Apologise but the language you are using calling us. I have proof that you guys [39:42] are here. You can see it down. Please. I spoke to Mr Aref Salem, who is the chairman of [39:48] the board of directors at the STM? Mission impossible. The reasons why not now the city [39:55] that was coming to filibuster and I will not allow you to call everyone around the table [40:01] here. Lire so please it down or apologize me. I don't want. OK? No ok everybody, please. [40:23] Calling you. A lire. For calling you, I have a question so get to the question please, [40:31] I was so I spoke to Mr Salem asking you to get to the question. Ma question I spoke [40:42] forty five on the phone with mister you ask it. I'm sorry sir. But I will conduct this [40:53] morning the way I see it fits if you do not approve, you may leave. You know it. She said [41:00] more than three words asking for functional. OK, let's see you have a question. Yes, but [41:08] I'm I'm just building up to it. Not everyone. Thank you, but it up to for longer than I didn't [41:14] take up that much time the council that you should respect for citizens as well. Monsieur [41:21] Lebel, Monsieur Lebel, I will get to my questions apologize. Monsieur Lebel, I will not [41:30] tolerate this I've just asking for respect on both sides. Yes, you haven't anything except [41:36] speak out of order. You have a question Get in line and ask the question untill such time [41:43] that you are in line at the microphone, please remind caillots. Miss you have a [41:51] question for me. Aref Salem on the phone and he told me that it was not possible that [41:59] resonance were not aware that I was coming on rose drive and you said in the last council [42:06] meeting and I have it here. Meilleur Saint-Jean indicate that the city of Beaconsfield [42:11] has not been informed of how many routes will save the rem and the city expect the STM to [42:17] make the information public soon. I don't know what you're reading from the meeting. The [42:24] December meeting that you just posted in our. Ago may be well that at that time. WE went in [42:32] the position to come on it and we weren't informed officially of what they would be so just [42:38] for my understanding the master of the STM, Chairman of the board of directors is not right [42:45] when he is promising me. He he told me. It's impossible. The residence were not middleware. [42:50] So you're telling me. That's not accurate that the terms of the board of the city. And what [42:55] I told you. I'm commenting on what we were allowed to tell our residence and when we were [43:02] allowed to tell the residence what we said all along was that untill such time that the STM [43:07] is ready to roll out its roots and make it refonte public. WE can't come the only exception [43:16] that happen was the one regarding the two what we now know to be the two eleven x, [43:22] which is proposed. On mount Rose, ailment and Mount rose. Yes and the reason why we want [43:31] the reason why we the reason why we commented on that was because question that been here [43:37] and we put the residents of mount roses with it in contact with the STM. Just my name is [43:46] when the city of Beaconsfield, except the right on rose accepted that we never accepted [43:52] the right and rose, we were not decisions all in establishing the right on the month rose. So [43:57] you never accepted with the STM. You never say we accept as it was probably the previous mail. [44:03] I know was done before the previous maire Beaconsfield never see that with the STM and [44:08] said that we expect we accept that the right. He's gonna go on rose drive. I can't do What [44:14] did we did not do that It could before someone would have had to accept the STM does not walk [44:20] into the city and choose the right well, we can agree to disagree on that get in and who [44:28] accepted it. WE do not accept that the city of Beaconsfield, did not accept the STM bus [44:35] general. Your question. To make it a little lighter if you can. But you don't have to my name [44:47] is Desmond Schaefer. My question is I don't know who to ask the question to because I [44:55] asked questions to urban planning who told me to ask my counselor which I did and my [45:04] counselor responded to me to ask urban planning. So I'm getting the run around and I [45:11] see the property that I own is coming up on today's agenda which one is it one of the five [45:18] lake view? And what is the question? If you bring it up, there is two, there's two, [45:28] there's two things like after the inspection as you know when you build, it's a brand new [45:33] construction and when you build a house you have to give a fifty thousand dollars deposit [45:40] to as a guarantee that everything is. Conforme to the what was approved and city by [45:50] those. So there was two stipulations that the inspector came up with the second one. I [45:59] fully agree with is that we have to. WE have to take a little bit of earth away to to [46:06] make it level. We're finished just before just after the first snowfall. WE couldn't get [46:11] a level on it. But now we we know we have to do that the first one where it is the. [46:21] Relating to the building permits application to modify and already approved plans. So [46:26] what happened here was without my knowledge as it was happening, we heard contractors [46:33] and the contractors, there's three gables in front of the house, the pignon and they make [46:39] them out. There is here and the committee is doesn't approach of it. I went back to the [46:50] contractor after the facts and he said it was designed flaw and in order to insulate the [46:58] house properly and not have a vice caché somewhere down the line or something like that [47:04] there is that in order to get the proper insulation access to that those are those areas of [47:11] the house. OK, So what is the question is what do I do to get my fifty thousand dollars [47:18] deposit back if the committee doesn't agree with this is where I'm completely within the [47:24] laws of the city. That's the question. Well, there are from what I understand there are two [47:31] things that plays. There is the zoning and there's the architectural integration and [47:37] the items that you're pointing out to are part of the review process under the planning and [47:44] architectural integration. Of the CCQ. The public advisory committee makes recommendations [47:52] to council and we will be voting later on tonight on those two items. Understand I [48:01] tried to try to get forward on this before the tonight a month. Now I'm trying to get answers [48:09] to understand that the process can be difficult and confusing sometimes, but I can't tell you [48:18] more than than what I have already told you and I always the sea, you have given your [48:25] recommendations and I'm asking you to I don't know if you just go with what they say. Are you [48:32] actually? You guys actually look at it individual and say this. This guy is about to lose [48:37] fifty and for eight like I don't know if you, if you are as a fellow citizen. You feel [48:43] from you a little bit in this. You know if you are just go now, you don't recommend it. But [48:48] like I know you guys, have a say and you know how I was trying to stand with you look [48:56] at the files. WE don't always agree with the recommendations. Sometimes we see them are side, [49:04] so ok. So I know you have looked at them. I'm gonna take the site and thank you. I guess [49:10] I will wait and wait and see what happens. You are welcome. Still have time with you, miss. [49:23] I want to thank you first of all all of you and thank you. You're of us Somewhat éradique [49:35] presence of people. I want to actually model of the behavior that I think should be expected [49:41] of citizens asking questions. So that's the question is about the bachelor. The boring below [49:50] for eighteen point 6 million $ and if I wanted to leave you with a few phrases. You would [49:58] be about risk transparency that servicing and the implication of that for resident tax [50:08] players powers with corresponding and I thank you for your response and you [50:13] confirmed my understanding of how this is all going to proceed. You are also indicated [50:19] that the administration is going to review the possibility of producing and amortization [50:24] illustrations to help citizens understand what is actually going on? So my question is [50:30] could council of the voice. Whether the year. Repayment projection could which were [50:37] included principal interest will be prepared and published. So that's for the year [50:42] repayment projections, including principles and interests will be prepared and [50:47] published and when might expect to see that be available, we all live within budget. WE all [50:55] know that price is go up. WE all can afford to make decisions when we know what is [51:00] coming ahead if it's going to be an increase and so that's the context within which I'm [51:06] asking questions so risk transparency that servicing and the implications for citizens. [51:13] Thank you. Thank you, Duncan. I just want to know that you are concerned as a taxpayers or for [51:22] taxpayers our shared before we are counselor or Mayer. WE are residents of this city and [51:30] we're taxpayers as well so that concern is shared by everyone in the room what I've told you [51:38] and what all right here for the benefit of everyone is that will look into what can be done [51:43] because we're playing with different scenarios and if possible, you know the [51:49] information will be made available. So thank you for your question. WE have been at [51:58] it for thirty minutes, but with the approval of my fellow member of council. I would [52:04] continue this question period for the time being your back and that's ok. If however, if [52:14] you want to address us on the specific idem, we can call you up when we get to date Idem, [52:22] and we'll move on with the with the rest of the questions. Hmm. Thank you alright. Monsieur [52:30] Lebel. Good evening. Hi there. So I wasn't actually gonna come speak tonight because I didn't [52:36] really have a question prepared at the time. I wanted to address the situation. I was [52:40] addressed by our council by my name, Mister Maire himself. I don't think that's very far [52:45] very responsible, especially since the only reason why I spoke out of turn in the [52:49] council. Today was because one of the residents held at the person in the question, and I [52:53] ask our council to please respectfully as that citizens and council. Respect the manner [52:58] of the core of the hearing right now that being said I do have something that I had [53:03] prepared that I was going to ask. Me just pull it up. So. I'm really frustrated because I [53:12] was shown for doing something that I would otherwise think was a good hacked by saying, [53:16] please act responsibly and this in the scenario instead of being told that I shouldn't [53:20] speak out of turn, I would really appreciate some clarity on the threshold of the [53:24] community support of community support is required for you to consider the minor significant [53:29] enough to take a clear position today at three hundred and twenty-four residents have [53:34] signed our petition expressing concerns about the boss and roses drive for for context. [53:39] The council of District six was elected with only five hundred and more than half the number [53:45] of residences formerly voice concerned on a single issu it suggests meaningful community [53:51] engagement. Could you please clarify what number or percentage of citizens our [53:56] criteria used to determine when you will support citizens on the matter that is affecting us. [54:02] Now, I can not because it's a moving target depending on the different issues at different [54:07] times involving different people in different reality. You know so hundred people [54:14] doesn't constitute support. Well that petition that you referred to is on change org. [54:27] It's not the petition that I've been able to see if you access to it multiples times No, you [54:36] have not even emailed the link and when you click on that link the only information that you [54:44] see is the number of potential signing. That's not true that it also have you information [54:49] and what you see if you are calling, if I'm not calling you, it's not false, that's it, but [54:55] it is because if you open the link to give you access to the information that citizens have [54:59] calculate not so are you calling me? You know I'm not. I'm telling you. I'm telling [55:04] you the truth and you're telling me that you're not looking into the information [55:07] that are providing you, Mister Lebel. Sorry that you take offense that I called you by [55:12] your property. I don't appreciate that at all well sir, I'm I'm saying that I was not [55:17] in council. And you addressed me so now, I'm addressing back. That's all of this [55:23] Argumentative combative. I'm not not your no. I'm not and you and council. All right. You [55:33] are. I'm gonna be clear one last time. Just listen to me. Listen to me, Please Captain. [55:42] Just captain. Captain. Please give me a moment. Monsieur Lebel. You can listen to me. [55:56] You don't need the microphone. I also like. Alright, I have not called allô. I'm just [56:01] checking. I I'm not calling you. I'm telling you that my experience is that when I get [56:08] to that website. I'm not in a position to evaluate. How many people are well, I can see the [56:16] number of people who have seen. I don't know where they are are. I don't know if they live in [56:21] Beaconsfield. I don't know where that I see a number, but beyond that number. There's [56:27] another there's another number for me at least that matters in this file, and it's the fact [56:32] that twenty-seven hundred users will have with in five hundred years of their property access [56:41] to the bus to take them to the room or to the Beaconsfield train station and so that to me [56:48] is fundamentally a good thing for the community. This is also a statement by our mayor, [56:52] because the bus is not run in both directions for all two thousand seven hundred citizens. [56:58] I'm not gonna hurt you the fact with you. I thank you for coming here tonight and good [57:02] night. Is there is fundamentally something that I have done to you that has it [57:06] like made you aggressive toward me. Cause I don't know what I've done. I don't aggressive [57:10] towards you. So it's a matter of perspective and yes, I have thank you and you are done. No [57:21] sir. I'm sorry. The question period. There are people behind you. I've heard you have [57:25] answered your question. You're not interested in what I have to say and you want to hear you. [57:31] It's not about it's a question period. If you want to speak to me if you want to speak further [57:37] with me later tonight. I'm available. But right now we're going to move to someone else [57:42] was waiting in line. I think that's where. Yes. Absolutely after I think so much for the [57:53] ghost. Roland. [59:47] Oui et there is a question from Mr Duncan. Oui, Okay [1:00:05] merci merci. Dernière question Goodevening This is for one, one one saint Andrew, We're [1:00:15] gonna we're gonna have it time to go to one one one when we get to the winter really sorry. [1:00:22] I'm sorry. I just so you don't want me to hear my question. Now is that what you're saying? [1:00:30] Okay, okay okay. You'll be our last question of the evening. Good evening. Sweet right for [1:00:46] years. Yes, I'm gonna question. You've got the twenty 7 millions that you have given to [1:00:54] the contract in Dorval. Did anyone else caught on that? Yes, sir. Yes, the question is in [1:01:05] the last budget you. There is all family and the world allocated to remove the of the [1:01:17] place of the the old yes Club-House club house is the part of that contract. Yes, sir. [1:01:27] So it be twenty-seven, it'll be less and twenty-seven millions, including the demolition of the [1:01:35] club-house, Yes and to and to add to your to my answer to your first question. WE had [1:01:43] received twelve beads for this contract, which is phenomenal and the first six beaters the [1:01:53] first six company providing the price. We're all within I don't remember three point five or. [1:02:03] About four five of the lowest confirming better. So not only did we get a lot of beads. [1:02:10] There were very competitive with one another good. Thank you. Thank you very much. Okay. [1:02:23] I would just gonna come on what you know about the boss and roses. Period we started [1:02:32] question period with you. I was just gonna say that. Why are you going away? The two from [1:02:39] bordeaux-lac and putting roses. Why did you just get a new bus and put it on why you take away [1:02:46] the two eleven. You're not doing anything. The stm is why cstm. Why is the STM taking [1:02:54] away. The two eleven, which is served me and plenty of other people, so that the track and [1:02:59] the north of the track and all starting on mount roads, which is going to take me twenty [1:03:04] minutes where to walk to from saint Andrew. Why don't you take it with the STM create a [1:03:11] new bus and put that on elm. I map out of route on and that would work starting from And [1:03:17] why does it not go from? Where to gare doesn't connect with the gare. This was delivered to [1:03:24] the the McDonald campus. That you have are for the STM. And why did they choose the two [1:03:35] eleven and renamed the route to go to a different place. I do not know that they're doing. [1:03:42] Madame Godin. Nicole is going to offer to sit down and maps out the roots wherever you want [1:03:51] to start and end together. WE can do that after the meeting and we can use the simulators [1:03:56] to see exactly where you need to go and what the change you would like for you. OK, merci. [1:04:03] Thank you. Given the time and the extended period that we've used for the present question. [1:04:24] Those who are not in attendance and that have provided questions for me to read and [1:04:30] answers, you'll receive answers through the administration within the next week or so will [1:04:39] will you? But just not tonight and right now. Thank you. So item ten point one. Merci. Alors, nous allons procéder. WE will have two Idem date pertaining to [1:18:30] demolition review of the decision of the demolition committee. The first one is for [1:18:37] the building on Beaconsfield Boulevard. Date trois Thirty six If you want to go to the [1:18:46] microphone. Bien. Bonjour. Bonjour. To meet you and the [1:19:19] committee on the good work and the esprit de Noël. Here tonight at the very onset of [1:19:27] our meeting. But I guess the question for me. This evening is this an opportunity for me [1:19:34] to defend the position that was taken in respect to the request for the demolition of three six [1:19:43] six. I can tell you that we've we have the file. WE have what you've provided. It's been [1:19:49] provided to every member of the council. Is there is something specific that would like to [1:19:55] address or stress this evening, we. Oh no no no no, it's ok. I just want to [1:24:15] make sure. I am I'm going properly because you will help us out. Or comme after the vote [1:24:20] if you don't mind before you, absolutely okay. Thank you, thank you, thank you for [1:24:26] bringing it up because I was just going to move on and it's been it's been an interesting [1:24:30] evening. Yes. But afterwards make sure I'm voting properly cause I want to make sure I [1:24:37] understand the motion. OK? So first, thank you for the opportunity to speak this [1:24:41] evening on this file. And and let me be saying, you know our role on council is not always [1:24:51] agree. WE need to take a look at whatever the item is on the agenda, you know and where [1:24:56] necessary debate challenges each other respectfully and then vote how we believe is [1:25:03] right and and whether we're right are wrong. Well, we gotta votes how we believe is right [1:25:09] and in the interest of in this case the hormones, but also in my opinion in the case of the [1:25:17] public interest. Okay? So I look at this file in two big budget the property owner and [1:25:24] what's in the public interest and we saw earlier this evening during the public consultation [1:25:31] that we're we're modifying our bylaw on sanitation occupancy and maintenance of buildings as [1:25:38] it applied to whether it's a building or are just somebody's home right. We're ensuring that [1:25:45] there are standards that preserves and sustained the building and set minimal [1:25:52] conditions for for living. You know we are trying to protect what we have right. If not it [1:26:02] be a little bit too easy to just wink wink Nudge nudge leave the Windows open, let the [1:26:08] water run and perhaps have a home fall into this repair kit quickly. WE don't want that to [1:26:14] happen in Beaconsfield, Okay, but with that in mind when does the imposition of conserving [1:26:23] the building become two great of and ask, okay, so when is saying dear home owners, you [1:26:32] must conserve repair Refurbished your home. No you're not allowed to demolish [1:26:38] it when does that become two great of and ask and when I look at this file. It was built [1:26:46] in nineteen fifty nine on a nice size lot thousand square feet if I converted to fit [1:26:52] properly and when you look at the value of the home. So here we are talking about valeurs [1:26:59] foncières and the Montreal website and you can see the value of the property, the [1:27:05] actual building, the house itself has a value of one hundred and thousand six [1:27:12] hundred dollars on a total value of one point, almost two million dollars. So the value [1:27:18] in this property is not the house. It's the land. But when we look at the report. Yes, two [1:27:30] correct. Yeah. One point, one line zero to be Exact. So you think thank you one point two [1:27:37] millions is a little short of one point two million. Okay, so and when we look at the reasons [1:27:44] for our initially. Declining or refusing the demolition request it was on the good state and [1:27:53] estimated reasonable cost of repairing the home bringing it back up to snuff, not expanding [1:27:59] not hiding on note making it a while fixing it the end and we have three different coats when [1:28:08] provided by our our engineer from the city and to provide the far away from the from the [1:28:14] owner, the coat to fix the houses are between five hundred and twenty five thousand to [1:28:21] five hundred and sixty thousands of renovations on a house, that's worth a hundred [1:28:28] thousand six hundred to me that does not make sense to me. I'm always speaking for myself here [1:28:36] that does not make sense to me. That's two great of the financial. Ask in this case and [1:28:44] when we look at the report, saying that it's a good state. Okay foundation problem roof [1:28:53] problème Lack of installation pour drainage Windows Cladding Stone Electrical The star [1:29:01] smokes. I mean I guess it's really what's in good state or not okay? So I look at that and [1:29:08] I say when I'm looking at the home owners. This is so great of an imposition when I think [1:29:15] now of the public interest and I want to be clear again that I'm speaking for myself. If we [1:29:23] are to refuse this demolition with this home and this condition with that financial [1:29:30] burden start thinking of everybody else at home around Beaconsfield, start thinking of [1:29:36] our propertyvalue start thinking of people that want to buy our home invest in [1:29:41] Beaconsfield and bring their money to our city. We're all you got one thing going for us [1:29:47] and beaconsfield about the great people and us. WE don't have industry. WE don't have [1:29:52] commercial. WE are a real estate business here in Beaconsfield. It's about the [1:29:57] home and so myself as a counselor when I think of the public interest. So forget the [1:30:03] residents. I see this as in the public interest to allow this to go forward for what it means [1:30:10] and the broader scope of all home owners and I happen to be the share of the finance [1:30:16] committee have also and it means for our city from the financial perspective. So thank [1:30:21] you for allow me to speak and I'll leave it at that you are welcome anybody else. Now, I [1:30:31] was just going to like I appreciate counselor, you know opinion, etc. There are more [1:30:38] than just one criteria that the committee review is there are over thirteen of them. So one [1:30:45] of them is the one that you've brought up, but there are others also in terms of the [1:30:49] state of the amovible, and the one that brings to the character of the area, its [1:30:55] architecture, etc. So there is not just the one element to look at so it's like a global [1:31:00] global thing. Is there any one else that would like to add to this, Non that my. Let me leamy [1:31:14] think that we so it's proposed the second. It's commented. WE can vote so I'm going to work [1:31:23] it this way. All those in favor of improving the review process and overturn the committee [1:31:33] decision to refuse the demolition demolition allowing the demolition Yes, so all in [1:31:40] favour of that so I have three and presumably all those in favour of maintaining the [1:31:50] committee decisions and refusing the demolition and we have three. So it is a type of [1:31:59] youth and as a result the request for the views of demolition committee, did not [1:32:06] receive the number of votes. Idem for the point nine. It means that the decision to [1:32:18] refused. The demolition is maintained. Idem for the point nine. Oui, [1:32:50] c'est That's okay. Good evening and counselors spoken to Dominique about this already. [1:32:58] I'm a residents of saint Andrew. I leave at one saint Andrew and I've been there for two years [1:33:04] and on the left side of me house went up on the right side of me a house went up. There [1:33:11] are cookie-cutter of each other. The same individual has both one and one eleven saint Andrew [1:33:16] is going to be putting up another house exactly the same and there's a house that looks [1:33:22] exactly the same and if I had wanted to leave in the development. I would have moved [1:33:27] to Vaudreuil, not Beaconsfield and Beaconsfield. I think has a lot of charming older homes. [1:33:32] Some of them are are in need of repair and absolutely understand that excuse me, but [1:33:38] I feel like and I've spoken Dominique at l'anact about this that that perhaps and I can't [1:33:46] have a say and whether you know this demolition goes ahead. However, I felt that and I did [1:33:50] a bit of assessment and I understand that when it is given to an owners to take down [1:33:57] the house, the things are considered such as the building conditions the potential for [1:34:04] renovation and the neighborhood caractère and I feel good to have for identical houses [1:34:10] within the Stones. Straw is going to die tract from the character of the neighborhood, [1:34:14] and I know that and I find that found this out and I know it wasn't beaconsfield decisions, [1:34:19] but certain neighborhood are given some kind of special designation and it but our [1:34:23] street doesn't happen to be one of them sadly and probably a lot of those home where we were [1:34:28] summer cottages at some point and just go out and to but my house is and it was built in [1:34:34] fifty-five. So I feel that perhaps I may not have the same as I said in stopping this and [1:34:40] and and but I would like to know given that I believe the planning commission has some [1:34:47] role in saying what kind of house is built where and when what role that they will take [1:34:52] moving forward given that I'm not the only person that addicted to this demolition, [1:34:57] they were five of us on this street for very same reason. So that's kind of like my point [1:35:01] and that I wanted to have to be addressed. Thank you. Thank you for your right. You know the [1:35:10] following process after a demolition is obviously for for the house to be to be built. [1:35:18] However, as part of the demolition process beyond the nature of what is going to be [1:35:25] built meaning. Here we are we going to be allowing or are we discussing a residential home [1:35:34] single family dwelling? Is it gonna be the same type of usage for the next building. At this [1:35:43] level that we're at right now. The demolition committee is not its not one of the criterion. [1:35:49] You know what the house may or may not look like afterwards once its it's built to replace [1:35:56] the one that being being demolished having said that my colleague counselors null is [1:36:03] the shards of the public Advisory Committee review the buildings that are being [1:36:10] proposed suggested to council for approach to be built. La conseillère Godin Would you [1:36:17] been speaking clearly is also very much interested in in the public advisory committee works. [1:36:26] She is substitute member and feeling when counselor null is absent. So that something that [1:36:37] you know is is not yet determined or definite far from it. Yep familiar with the [1:36:46] procedure so if there's been five objections to the demolitions. It went ahead [1:36:51] anyway, so now what is the role of the planning committee in terms of the kind of structure [1:36:56] that would be built on that spot so the planning committee is to its mandate and there are [1:37:04] residences on that committee, its mandate is to make recommendations to council on [1:37:11] building or projects that in their evaluation. I'll see it bluntly feets in and sometimes [1:37:21] you know, it doesn't it takes more than one kick at the go before the project gets [1:37:28] favorably recommended to the council and approved here, so that's really how it's it. [1:37:34] That's the next process wants and if the property in question is being demolished questions. [1:37:44] Are there are there guidelines or regulations regarding this process that I could consult, [1:37:52] unless it's a specific and perhaps counselor annual you can help me out, but unless [1:37:57] it's a specific character area. There is a general category that would apply. Head. First [1:38:08] off the demolition and the new building completely separate, they don't overlaps completely [1:38:14] independent decision to that whatsoever so if you look at the full life will have a home [1:38:19] is demolished eventually there usually a new one that is that wants to go up in its place, so [1:38:24] that separate process and it's mostly information on there. I believe the criteria. There is [1:38:28] well, I'm not mistaken. It's been a while since I looked at them on the website. You see [1:38:32] them every month, but but there there and it's essentially the for the most of the same [1:38:38] criteria that every municipality use these are really driven by the provincial [1:38:42] government and the criteria, but what about that is that we also interpret it all these [1:38:46] criteria locally and then the see you for example, not only are the couple members of her [1:38:52] and planning, but there are actually expanded, but we have seven members of Beaconsfield [1:38:57] residents that are also involved in that for various parts of the city who are also [1:39:01] the best of make up the composition of that I know that wasn't your specific question. [1:39:05] But you give you a fuel for the approach that used in that, and so I think. Mentioned to it one [1:39:12] of the criteria integration and so on the looking for integration. We're not looking [1:39:15] at just doing the cookie-cutter approach and necessarily. It could be different style of [1:39:19] bring for about what's great in the area and is probably one of the challenges. WE have and be [1:39:24] used when one, that's when that comes through to make sure to do our very best to try and [1:39:28] find something great work that can mean a lot of different things to different people. [1:39:32] However, we so we will we try to take it. That's all we have so many residents actually on [1:39:38] that committees as well and who are trying to do that by the way, it is required that they [1:39:43] have training on this at the same time, so anyway without going further on it. It's a [1:39:47] process and there is a company that we meet once a month. We're going to go through the [1:39:51] number of this project as an example of the output of some of those meetings, and it will [1:39:56] be part of your consideration to what the I responded to the announcement that demolition [1:40:05] was was given, and then I was informed that it may go to your committee. The planning [1:40:12] committee is now, I'm not try to ensure that it. Went to this way and if I'm not being clear [1:40:20] demolition tonight. This is. Just the demolition whatever happens after that are the new [1:40:27] building, completely independent. It is nothing about this next point on the [1:40:30] agenda. For example, you know so if you know what if and when whatever happens with the [1:40:39] demolition or what not even if it for example, even if the demolition didn't happen and [1:40:45] somebody renovated the building put in addition on it was still comes to the the planning [1:40:50] advisory committee to to look at how does that hope project integrated? So what so forth [1:40:54] the same thing if if the demolition goes through and a new home is built it will be [1:40:59] the same approach to the site. You are the reason. I just want to add so the demolition [1:41:08] committee made the decision some time ago and tonight that decisions based on the request [1:41:15] that we received. So that's what's happening tonight? OK, ok, and then after that it's [1:41:19] the it goes to the ok. Donc, I don't have a lot of other comments. WE just went [1:49:22] through all those projects that took place at that particular meeting, but forward looking at [1:49:26] mention. Donc, je voulais juste mentionner que la prochaine réunion qui va avoir lieu pour [1:49:30] le le six, le Next Meeting for the Planning Advisory Committee will be on the third the [1:49:36] deadline espace obviously is for those projects being seen, you would have already [1:49:40] submitted your plan, so. But just as a general comment I think this is also getting to [1:49:46] be of the very busy time of the year when the spring approach of people do have project. [1:49:50] You're definitely good to get them into the C.C.W for March and April. It does get it. So [1:49:56] sometimes these things can take to review given the volume of the project, so if you like [1:50:02] something be reviewed by now is the time if not already starting dose project to have a [1:50:07] look at that and discuss them with the urban planning department for for submission. [1:50:15] So proposed. Fifty three two and proposing many of the advisory committee meeting of [1:50:26] December, twenty twenty five. Entitled municipal Ethics and good conduct in [1:52:06] municipal after all of my colleagues have been good students and have followed the [1:52:14] training and I completed mine today. So we'll be back with that the same that same items [1:52:21] next month for my for my training. 60.4 Résolution en appui. Sorry go ahead, you can [1:52:31] do it. Idem 6.6 is the [1:52:52] request for approval of a custom traffic sign for the city of Beaconsfield. Yes! So [1:53:03] this custom sign is for the light at the well different lights for pedestrian crossings [1:53:13] in the different the way the three areas that we have with with traffic lights all of them [1:53:21] worked with pedestrian crossing. They all worked and and the sign in question is simply to [1:53:29] indicate that there on the circle. There's no need to press a button or if there is a [1:53:34] lack of a button people eventually will have their priority to cross the lights [1:53:42] are on a cycle. So this will be installed shortly now that we've adopted it or we will [1:53:51] adopted. I guess all in favor. Thank you for confirming what I just said. Item 60.6 est remis [1:54:03] à un autre conseil. Point 70.12 séances du conseil d'agglomération Agglo Meeting [1:54:13] General Twenty night was for the purpose of adopting the agglo budget and more recently [1:54:21] on the night last week. There was a number of items on the agenda, but one thing that I [1:54:27] think is worth mentioning is that the city of Montreal, the agglomération including the [1:54:33] d'emerging municipality are in favor and adopted a resolution asking the Quebec government to [1:54:43] consider its dismissal of the programme de l'expérience québécoise, which is forcing [1:54:53] people who have been working in and living in our community for a long time to leave there is [1:55:02] no grandfather close, which in the opinion of everyone at the council is wrong. So we're [1:55:09] asking that if the government government wish to make changes to its programs. That's one [1:55:14] thing, but those who came here. On est certain set of guidelines expecting certain [1:55:22] things to happen and sur certain representant representation being made to [1:55:27] them that this would lead to permanent residency should be grandfathered their valuable [1:55:35] contributor both from an economic and the social standpoint and so we supported [1:55:41] that resolution. Rapport des directeurs point 80.1. M. Boileau. [1:56:26] Merci. Good evening everyone, Thank you for being here in the room and for following us. A [1:56:32] Donc merci
