So tonight, I [3:23] would like to take a moment to highlight the contribution of one residents in particular [3:31] someone who is involved in that many levels has left a strong and lasting marque on our [3:37] community. It is with great pleasure this evening on my behalf and on behalf of the [3:43] council to recognize and honore Mrs Judith Kelly known to many simply as Judy for her [3:53] remarquable commitment to the city of Beaconsfield from twenty fifteen untill earlier [3:59] this year Mrs Kelly served on Beaconsfield culture and leisure committee for over ten [4:06] years, she demonstrated steady dedication generosity and a strong sense of responsibility [4:16] while her contribution were often made quietly their impact has been lasting and deeply [4:23] appreciated around the committee table. Mrs Kelly was known for her attentive [4:28] listening thoughtful analysis and meaningful participation. She consistently offered well [4:35] considered and constructive feedback that contributed directly to the improvement of [4:41] our municipal services and initiatives. Proud mother of five and devoted grandmother. She [5:53] consistently brought this rich life experience to the table offering a perspective grounded [5:58] and family life community engagement and active use of municipal services a tireless [6:06] volunteer. Mrs Kelly has been actively involved with senior supported school board serving [6:12] on the board of the community resource Center contributed our time and energy to the John [6:17] Abbott College Foundation as well this extensive extensive volunteer experiences provided [6:24] her with valuable insights that greatly enrich the committee work. On my behalf and on behalf of the council. I [7:29] extend our heartfelt thanks for your time dedication and outstanding contribution to our [7:36] city. And now invite everyone and everyone president to join me and thanking Mrs Kelly for [7:43] her remarkable services. For we have gift. Nous sommes. It's time to say. Talking about you. [8:11] So first of all. WE have a. Simple certificate of appreciation. A very wonderful. [8:24] You have that the thing is still in the village and last and certainly not least, a [8:31] serigraphie sérigraphie. Il y a un numéro dessus. Yeah! So it's one for one of two hundred of [8:37] the growth here. It was first. So there you go. Yes! Avant de. Thank you very much. Right here. [9:10] And I do this could be right. Here is this. I think I will work on something I when I [9:17] would still be there. So thank you, Mrs Kelly. If any of the council members have [9:23] announcement to make or a few words that would like to say now would be the time. Well you, [9:29] you said pretty much everything I just wanted to thank you as well as the president of the [9:35] culture and leisure committee and having had the opportunity to work with you for eight [9:38] years. I always really appreciated your input that was major, it was responsible and [9:44] it was practical thinking about everybody needs and I guess your drawing on your experience [9:50] as the mother and az, az teachers volunteer and as un administrateur with the Pearson [9:58] school board. So I really do hope that we get to collaborate on other projects to keep [10:04] beacon still shining. So thank you so much. Judy. You're welcome. Thank you. OK. So will [10:13] proceed with the question period. I invite you to come to the microphone ask one question [10:21] short. Intro is allowed to follow up question as the case may be. And I will try and keep [10:26] it nice and tidy. Good evening. My name is Nancy, Ryan Alive and Mount rose, The infamous [10:35] bus. So I was really only have one particular questions tonight because in the past [10:42] we'd ask about the costs related to the STM bus in and we were able to have numbers as [10:48] you said as because of the building process, you are not allowed to realize budget [10:53] numbers. However, I see now that the reconfiguration of the freeway stops at home and want [11:01] roses is slated for we do for the cost of eight hundred thousand dollars and my [11:10] question is what are you doing for that amount of money? Well, the first thing that will do is [11:19] mandate the first to try and determine what new design will be required at that [11:25] intersections and then proceed with the work that the mandated firme will recommend we do one [11:33] thing that I would like to clarify this modification to the intersection is one of [11:38] three through the territory of the city, and it's not as a result of the STM determining [11:45] that the bus route would be going on help and up mount rows. ITS first and foremost because [11:53] the current configuration is in the opinion of the traffic committee dangerous. And it was [12:00] recommended. I believe two years ago that the this one and two others the intersection be [12:08] modified to to make it safe for you to have better sight lines when approaching the [12:15] intersections and engaging in that cases and help. WE have access to the plan changes. I [12:25] mean, I'm only curious. It's a three-way Stop right now. Here we building the bridge. I don't [12:35] I don't know it's the law and order is a lot of money to modify a three-way Stop. Yes, [12:45] the cost of money in the municipal world. It's not to be King's Field. Unfortunately, [12:50] it's something that all the municipality is through the province are experiencing what [12:56] I can tell you is that the l'UMQ about two months ago. I came out with the report that [13:04] you know over the last ten years or so the different requirement that have been sort [13:09] of building up on the municipal world. I've cost through the province taxpayer in the [13:17] billions of dollars more than you know that it used to be so things cost more. There are [13:24] more requirements to to respect at this particular time. WE don't have a plan that we could [13:30] show you because the plan is not been designed part of the money that we want to borrow is [13:35] to hear from that will come up with a complete program and design of the intersection, and [13:45] then after that we'll go to enter to to get someone to build that so you're saying. [13:52] It's not a function of the new STM bus routes have their been accidents at that intersection, [14:00] not that I can tell you right now at the top of my head. It's only because I noticed that the [14:06] woodlands, which is a much more sophisticated and complicated interchange is also slated for [14:12] one point two million which when I compared to two intersections and the traffic. [14:20] Is good points, you bring what However, we can tell you at this point Is that the [14:26] Woodlands intersection is one of perhaps two or three phases that might be brought later on [14:34] so we're going in step by step. The road is the single phase and intersection around the [14:44] city. OK, thank you very much. The question. Bonsoir. Bonsoir. On a d'autres questions? [20:57] Any any more questions? Alors on va conclure la. Muscovado. Do you have a question? You [21:24] have a couple of questions. I was asking where exactly is the expansion of the recreation [21:33] center going to be that I'm twenty point three. I was going to say this is more common. I [21:39] just would like you to invest in planting three twenty one also thirty point twelve, I'm [21:47] paid members of West Island association for the intellectual handicapped. Three [21:53] two one dollar donations. I am disappointed that the name is outdated and has no [21:58] neurodivergent people and the power of directors could possibly fund and organization [22:03] that the neurodivergente community itself. I'm also I'm also concerned about the forty [22:10] point for allowing the two to go and is far too narrow. It is not only. Accessible par except [22:18] through taxi that you have to that will go on miss Street and I'm quite concerned about this [22:25] taxi. That's gonna go on my street in my house and I have no sidewalk. The two eleven bus [22:33] is not does not connect West of mont-rose anymore and I'm concerned also for the point in [22:41] the new building by law was very careful what language and wildlife I called Beaconsfield [22:49] authority to reveal the new sanitation to include a legal definition of wildlife that [22:54] encompasses all animals, including rodents birds and animals mammals birds and all [23:02] animals. To abandon on the indoor house of trap and poison consumption with outdoor [23:09] standards because there is already in outdoor bar on attrape and poison and like [23:12] that to be expanded to also includes indoor three requirement that all methods of [23:18] animal removal, including road and control are conducted in the humans manner that of arms [23:23] and death for the elimination of the terms vermin from the below language and five mandate [23:32] to reduce and hopefully eliminate birds strikes most city there building bylaws, [23:39] including sainte-anne-de-bellevue, you have that protects birds [23:44] surprised this one the only mentioned of animals is in the negative context with their no [23:49] birds protection. Thank you, I'll try and answers as many questions as possible that you [23:55] have the very first one. You have was regarding the expansion of the recreation [24:01] center, So the proposed expansion is on the North West side of the building where the [24:10] pool is located. So we will expand the wall going north towards the parking lot and [24:19] expand on the side of the building going west. So that's the proposed plan for the [24:26] expansion of that building. The point twelve. Regarding regarding the name of the [24:40] association for the intellectual handicap. Well, unfortunately, we're referred [24:45] to the organization by the name, it has chosen and we're not in the position to dictate [24:53] specifically. How you know organization that we have in our community should call [25:00] themselves. It's up to to their boards and their members as the case may be to determine that [25:07] for the point for. Your your comments about you know the taxi bus service as well as the [25:21] changes to the ride or the rebranding of the two eleven circuits or are noted expressed [25:28] in the past here as well. However, there are going to be bus coming from downtown going [25:38] in Beaconsfield, South along Beaconsfield boulevard. There is a new numbering system. [25:44] There is on the web. There is an app or web-based platform that allows you to to figure [25:54] out. What the number will be and what this schedule will be and then for the point ten so [26:03] regarding the belly and sanitation occupancy and maintenance of building your [26:08] point about the reference to German or the lack of the lack of a definition or well taken [26:17] generally speaking when we don't have a specific definition the rules of [26:23] interpretation and you back to the common meaning of the word as there is found in different [26:30] dictionary and I just want to stress that you know when it comes to birds and other [26:36] animals and and the recommendations that you you proposed there might be [26:42] appropriate for below that would modify our animals below. But this is not the purpose of [26:49] that by which is to specifically address sanitation occupancy and the obligation to [26:57] maintain buildings. Thank you very much for coming again tonight. OK, so we're gonna do [27:04] the question from the public. As the neighbors that would be directly affected by [27:23] any work completed thirty six gables scores, we support the proposed refusal by the path to [27:29] the requested minor exemptions for thirty six gables scores. WE request to refusal of any [27:37] minor exemptions is currently requested as well as any future requested minor exemption to [27:42] encourage on the on any side and near lands side line setbacks and request that all [27:49] zoning below are to be respected with no minor exemption provided for any [27:54] property lines setbacks height of building and Windows being of particular importance to us [28:00] for privacy as well as material used to keep with the overall esthétique of the neighborhood. [28:07] May you please share this with the pack and council for the march twenty-third meeting. And [28:13] any other discussion related to this address. Thank you. Monsieur Guillaume. Monsieur [28:19] Guillaume. Thank you for your comments. And you can consider that the council has been [28:24] notified and will make sure that has the information as well. Our next question. La [28:30] prochaine question vient de Monsieur Garrett Watson with the Kirkland rame station soon [28:37] opening Beaconsfield residences have a real opportunity to access regional rapid transit, [28:43] but only if the city provide local bus connection to get them there. I ask the council [28:49] to wave the opposition to residential writing against the brother public interest reduces [28:56] congestion and access to transit for senior students and those without vehicles my [29:02] questions to each counselors is the following how many times in the past month and year. Have [29:08] you personally used the public transit for any regular trips of new roots, connecting [29:14] beaconsfield to the rem are established with you committed to writing the system at least [29:19] once a month for a routine Iron ore obligation over the following quarters and report [29:25] back to the council and citizens on your experience. What works and what could be [29:30] improved so Mr Watson. One thing to begin with the city is not in a position to provide [29:37] local bus connection that is something that is in the exclusive realm of the STM. Ask [29:44] for your question for our counselors. I invite you to contact them directly and [29:52] engaging with them and see what the answer there will be open to provide and thank you for [30:00] your question. And we have to finish. Madame Melina Rathnayake et Mr. Ou madame [30:17] Gure Sagar Singh. I hope I pronounce the names correctly. Je m'excuse si ce n'est pas le [30:23] cas. With the new provincial rules putting more responsibility on the city [30:28] during emergencies. How is Beaconsfield making sure staff can still communicate with each [30:34] other if cell networks or Internet systems go down and we've seen in recent storms [30:42] around Montreal that power in communications can both go out as the city identified any weak [30:49] points when it comes to keeping staff connected connected during those situations. So two [30:55] very similar questions the answer is while the new build build fifty modified some ways [31:06] of dealing with emergency situations where are one of many components in emergency [31:14] preparedness and intervention. WE have a partner in the form of the Quebec government the [31:20] agglo and as the case maybe other partners as well the police, the fear, the [31:26] transportation Ministry or agency are also called to be involved, we have regular [31:35] interactions with the emergency preparedness of Montreal and locally. WE have plans for [31:42] different scenarios to different types of emergency situations and we will of [31:52] course in the case of in the case of emergency release as much as possible on cell power, [31:59] but we do have emergency are phone line available to keep communications going should [32:08] sell power networks no longer be available. So thank you for your question. Ceci complète la [32:17] période de questions. Merci. Alors on retourne à notre agenda du conseil. Item 10.1. [32:28] Item 30.1 City of Beaconsfield Public Consultation of February Twenty twenty twenty six [32:37] Proposed. Item 10.2. These are for approval. Items 45.2. The next one is forty five point [51:34] three. This request is for the approval of the sight planning and architectural integration [51:39] programs related to building permits application for the extension of the building [51:43] located at two hundred and twelve gable court. [52:10] Donc, that is basically aged hemlock, which is the colours that there were going for their [52:14] siding moving on 45 forty five point five. This is the request for approval of the sight [52:21] planning and architectural integration programs related to the building permits [52:24] application to modify the already approved plan over at the seven Kirkwood and these [52:29] are approved according to plan field and march tente twenty twenty sixth. J'ai quelqu'un qui. Alors je propose. Je seconde. OK. [53:38] Alors, en faveur des recommandations telles que. Présenté par le conseiller [53:42] Nouvelle. Merci. Alright. On continue. 45 dix 45 18 dix Lynch. So again, it's a request to for a minor dérogation for the [54:38] property located at thirteen lake shore. Hum hum and that would be for those who do not [54:44] accept the do not accept the proposal. No, we just covered that. OK, so I think we're at [54:50] the point where we would propose something new something. So we did it on that one [54:56] alright. Condition with the condition. Yes, sorry that it came up quickly. So the [55:08] condition so we were with the condition and the condition would be that there would be no [55:14] side lateral side Windows on the second upstairs over the garage portion of the domicile. [55:23] So you have someone to second I second. OK, so the proposal is to allow the minor [55:31] d'irrigations with the condition that there would not be a window on the lateral side [55:38] of the over the garage portion over the garage person portion. Pardon, all in favor. And fever. [55:47] Yes. Yes. OK. Alors 45.11 et suivants. Bon, on poursuit. Donc on Behalf of [56:20] the Advisory Committee of the Council accept the recommendations to refuse item [56:25] forty five points one one two forty five point one tree which refers to the following [56:32] property and potentially conditions. So forty five points. Alors je repose Proposing [1:00:03] The meaning of the Planning Advisory Committee for third Twenty Twenty six. No specific [1:00:09] point on the project, That's my watch talking to me, I will mention one thing just however [1:00:17] cause we've seen this a little bit more frequently when you have I'm just speaking the [1:00:21] audience. I'm speaking to those that do my project to the planning advisory committee. Or [1:00:25] en français, les issues. If you do have projects that are approved by the sea, you are [1:00:30] the planning advisory committee and you you encounter changes to the plan if you are in the [1:00:35] middle of building, and you're doing things are going exactly as for the plan do. Check the [1:00:39] plan as the construction is unfolding, but if you do things that are going are being built [1:00:46] differently and it's the responsibility of the owner with their contractor to keep [1:00:49] an eye on this. It's your better off to meet come up to the city to give the advice to [1:00:54] the urban planning. Departments that there have been some change where you're saying [1:00:58] something that will be different where you are coming into the problem that would [1:01:01] require change to your plan. So please bring them for early on in your use in your [1:01:05] construction process, do not wait to the end and then and then look for that the reason I [1:01:11] say this is inspecteur do come true from time to time to inspect the projects and when [1:01:15] there's things that are out of speak for what's legally approved in your plan, this can [1:01:19] create delays and and sometimes problèmes. So I know it sounds common sense, but it's just a [1:01:23] reminder for those when you are building do whether it be in addition or a new build, please [1:01:28] keep an eye on my important factors and please keep the city informed of change that [1:01:33] you fourcy or are observing as the unfold two to keep urban planning and so they can keep [1:01:39] their plans that you are working on updated at the same time. It's very very important [1:01:43] to do that so just a little reminder. Thank you. Alors c'est ça le commentaire? Je [1:01:49] propose. OK, je seconde en faveur. 53.2 3.2 Means of the culture and leisure advisory [1:02:00] committee meeting of January Twenty-first Twenty twenty six we've had another meeting since [1:02:05] then. But for this in this meeting the committee ran through tout concept for [1:02:12] windermere park and run through the number of criteria and reflected on it and provided [1:02:20] feedback, so that will be exciting as this project continue to evolve.
