Good evening, [0:14] Welcome to this regular meeting of the Municipal Council. Lundi le 20 avril 2026. April Twenty [0:22] Twenty twenty six. Alors on va procéder à l'ouverture de la séance Opening of the Meeting. [0:31] Adoption de l'ordre du jour. Adoption of the agenda. Adoption of the Agenda, [0:36] Beaconsfield Regulatory Council of Twenty Twenty six propose. Alors, avant de débuter ou [0:52] d'aller plus loin avec la période de questions du public Before we move on to the public [0:57] question period, nous avons le commandant du pédicure. Commandant Gosselin, bonsoir et [1:04] bienvenue qui will be able to see a few words as to what are there police for has been doing? [1:14] Merci beaucoup. Merci. Anybody have a [5:09] question for her. D'autres questions? D'autres questions? D'autres [5:30] questions? Non. Alors merci, commandant. Merci. Bonne soirée. Bonne soirée. Alors before we [5:40] move to the question period, There's a few words that would like to entertain you with. Cette vision là prend vraiment une nouvelle forme de Financial Framework of [6:55] this project is very solid supported in part by government funding and the use of city [7:03] reserves. It is also made possible and that's where it gets very interesting by the [7:10] exceptional generosity of veterinary donors. Thanks to the remarkable generosity of [7:17] many beaconsfield residents. I'm very happy to announce that up to one point 6 million $ of [7:25] our two million dollar goal has already been razed. I would take a moment to recognize our [7:33] lead donors Lorne and Louise Trottier, Chantal Carrier and Louis Vachon, George and [7:42] Georges and Hélène LN Bourrel as well as another family, you made of considerable [7:49] contributions, but I wish to remain Anonymous together. They have contributed to the tune of [7:56] one point, one five million dollar to this campaign. This is remarkable momentum and it's [8:04] one that reflect a deep confidence in the project in our cultural center and the [8:10] future of our community. I would also like to acknowledge the generous contribution of [8:17] fifteen other Beaconsfield family and individual who have made significant personal [8:23] donations and the four and five fingers range and of course, I would like to thank all of our [8:30] wonderful campaign ambassadors their members of our community active participants and our [8:37] recognized. Associations in the organization and I've been working tirelessly on behalf of [8:42] the city to mobilise our community and create this momentum and finally I would [8:49] like to thank our express a special thank you. The moment of recognition and of gratitude [8:55] to miss Caroline Tison for her outstanding commitment energy and leadership. Caroline, if [9:02] you are at home and you are watching I want to thank you. WE would not have been able to [9:07] do what we've done so far without your help and it's greatly appreciated. I'm a [9:40] part of it because the cultural center will be much more than the municipal building located [9:47] on an exceptional sight, it will become a true gathering place. Acceptable. Except [9:53] accessible to all our generation meet we're ideas flow and the arts and [10:00] innovation can flourish it will be a place for youth to discover their talents their [10:06] passion a place for family to gather and learn and a place for our senior members to [10:12] continue to thrive and continue to be active. I hope for our artists our community [10:20] organization really in our entire population. [10:41] Thanks to the General city of Mister Lorraine and Mrs Louise Trottier, in addition to their [10:49] significant initial gifts all future donation of this campaign will be matched up to [10:55] a total of five hundred thousand dollars. In other words every contribution that [11:00] we will be making will have doubled the impact so. Thank you. Thank you very much to [11:11] Lorraine and Louise Trottier. It is a concrete opportunity to make your support go even [11:17] further. And so this [11:34] is an invitation for you to get involved to take ownership of this project and to contribute [11:41] financially or otherwise there will be a number of activity where you can volunteer as well. [11:46] And so you can do a contribution up to your capacity or your means and the [11:52] form and shape that you prefer to favor in Beaconsfield. WE define ourselves by the [11:59] strength of our community. Our citizens are the engagement, the general city and our [12:07] commitment to community life and so in the coming days and the coming weeks more details [12:12] will be made available, you'll be informed as to how we can take part in this initiative. Y [12:21] encourage you to follow our community and social media, Beaconsfield vous informe, etc. [12:28] And stay in for I invite each and everyone of view to be part of this journey. Thank you. Merci. 30 minutes. I have some questions from residents that were sending by email [12:54] earlier. So I will I will reserve some time for that at the end. So if you have a [12:59] question, please come to the microphone and line up behind so that we can proceed with [13:06] that. En tout cas là. Question please proceed to the make it will be ready to take your [13:33] questions and the moment time. In the battery. Yes. Sir. Bonsoir, Goodevening. I have a [14:31] relatively lengthy, but I'm sure you can follow along and I'm sure a lot of it you've [14:37] already heard. Me. Patrizia Barboni. We've communicated some over the last week. To me [14:51] barboni. Thank you, thank you and light of the fact that the STM confirmed to me today that [14:58] they do not proceed with any implementation of infrastructure, including bus [15:03] stop without the city approval that there will be no retroactive changing of the [15:09] stop because the city and their opinions was consulted and that you run on the platform of [15:16] transparency constant communication, including the listening of concerns, so as to [15:21] properly represent the citizens yet refused to act on citizens behalf. I'd like to know what [15:29] you want. Your legacy is made to be and specifically. How do you determine when a decision [15:35] cross the line from service serving the public to unfairly burden in residence, and I also [15:42] like to know who is accountable when that line is crossed. Well. I don't know about the legacy, [15:50] Madame, we're five months into the terms, the information is I believe not accurate. WE do not [16:01] have a say and where the bus stop are implemented and I can allow the director general who [16:07] would have more direct or his administration to have more direct contact with the STM to [16:14] do to extend on that you contacted me with respect to the bus stop across the street [16:22] from your property about twenty to twenty-two meters away from your property and the public [16:29] domain. I'd welcome you to come to my house at night. As soon as the sun is set to place [16:37] yourself right in front of my house where the stops is and then you could see what I eat [16:43] what I drink what I watch on TV when somebody is taking a shower when somebody is in the [16:48] bedroom when the dog is in and out of the house who leaves when they leave how often they [16:53] leave when they come home, when they don't come home, etc, etc. So you can tell me it's across [16:59] the street. It's absolutely irrelevant where that stop is positioned is perfectly placed [17:05] could have been coupled to the left couple leaders to the right, the impact would not be [17:11] on somebody else in the same way that it is on my barberini. This is not the debate. We're [17:16] not here. I'm not the building. I'm telling you there. There's no arguments. If you come in [17:21] stand in front of the street right across from my house. You will see that my privacy has [17:27] been reduced to zéro decisions by the STM to install the bus stop on the sidewalk or near [17:34] the sidewalk does not change the visibility into your living room that already exists if I [17:40] were to stand their by myself with you know by myself or with other people right, because [17:48] normally it sidewalk is for people to walk by allowing you to express yourself. Well [17:53] beyond the clouds of the time now, I'm having the microphone. OK, well, I don't know I mean, [17:59] I have the right to speak because in the email exchange. You have consistently said that [18:05] the STM is solely responsible and the city has zéro accountability for the location [18:11] of any of these stop yet when I talk to them they tell me the city was consulted. So somebody [18:16] is not taking the truth. Well, I am respectful and curious right now we're not gonna have [18:24] just to second everyone. If we are not able to conduct ourselves properly at the [18:33] microphone or in the audience. I will put it into the question period. I don't want commence [18:38] from anyone else between myself and the person at the microphone or the person I [18:43] allowed to speak. We're gonna keep that civil, we're going to conduct ourselves as is [18:51] expected from adult everyone. Yes, OK. So miss barboni, I understand that you're upset, [19:05] but the bus stop in front of your house is not there as a result of the city is doing. I [19:13] have encouraged you to contact the STM. I don't know if you've done that to request a [19:20] evaluation of its location. I can assure you because I've seen other emails in the two [19:26] five, but repair other residents have also expressed discomfort or I wish for a stop [19:33] to be relocated and what I've heard or seen rather from miss Paradis is that they would [19:40] consider it So I encourage you to contact the STM and present your request I have and I was [19:47] told very clearly that because they consulted the city. There is no retroactive movement of [19:53] stop. So what I have suggested to you was that you contact a provided the information to [20:00] reach out what I did what I'm going to do for you and we're gonna move on after that is I'm [20:07] gonna take your email. In fact. I'm going to forward your email along with the information that [20:15] I have provided and I'll copy you to a specific contact person in at the STM, and we'll [20:23] see if the information that you get is the same perfect. I'm happy to follow through. Thank [20:29] you. Hello everyone. Good evening, Good evening. What's your name? Charles Johnson. [20:44] Johnson Johnson. Thank you. Yeah. I'm here tonight. Also I'm speaking about the church. [20:51] I'm the president. The lord. Sorry about that. It's a good thing. Yeah. I speak at the [21:02] church, so but not ever. This is my first time in inside here inside a meeting like this and [21:11] I'm living in Beaconsfield of twenty six years and I'm in Canada forty years. OK? What is [21:18] your question? My question is I have the same situation as this first person that was just now [21:24] in front of my house. I'm in the church street. Sixth Street in Beaconsfield. Six zéro trois [21:30] Third Street Beaconsfield. I was coming out the house and I saw the this truck pull up and [21:37] I was wondering. Who's the people And I went and ask I was about to leave the house and [21:42] they told me that they are from the STM, on the track, and that they came to both of the [21:47] speakers for for the taxi. But now well, I was speaking I've heard the boss. So I'm a little [21:53] bit now we're confused with bus en taxi at all my taxi. However, there should be where there [22:00] going to put it and I said to them that why why not put it like it before it down because [22:05] right there is in the driveway right in the driveway and I have some pictures of said to [22:11] give something to some. The lady. Much. I want to see the pictures. Yes, I'm just a [22:29] second. I'll get a look at the pictures you provided, OK? Why you have another one? Thank you. [22:40] OK. OK. Thank you. You're welcome. OK. So now if you could see the pictures exactly [22:50] where there is placed next to the driveway. So if I'm coming down from street up. Let's [23:00] angell street coming down after make a right turn to go into my driveway. Yes, if I'm coming [23:06] from the other directions. If I'm going out how to make a left turn to go back in the [23:11] same direction the bus stop, the stop is right there. Yes, I'm seven years old. Thank you, [23:23] but I was born in fifth eight. So I'm a more years old. I loved by myself. OK, man in the [23:31] fight for me or anything. So I'm there all by myself. Now my worries is it is so close to [23:40] the driveway. I'm afraid that somebody go hit me. I'm gonna hit somebody. Asking for me. I [23:49] don't have anything against putting it. There are the property in the area there. I [23:54] have no problem with that, that's fine with me and I would support it to take the train. I [24:00] would get on the bus myself. Taxes et les bus myself if needed. However, I am asking [24:06] for is just one way from the spot that they put it right now and put it in the pictures. [24:12] There don't know where there are three et ready made in about fifteen feet away from [24:18] the driveway and that would be a perfect spot and I guess with the from me. We'll be just fine. [24:24] So I'm asking everyone if the please, I did call it STM and I didn't get anywhere. I call [24:33] here twice. I still didn't get any where they told me that I'm the security public security [24:42] will be coming, passe by our site leave a message for them. I did twice I've never seen [24:47] anyone. I have never heard from anyone either. So I'm just asking please, Yes, if you [24:54] could just give me the way. I don't if it's privilege of the world to you at this point, but [25:01] just to have me to believe in you were comfortable and settled there as I say I'm here [25:07] since twenty six years and I'm a single woman of almost seventy years old and now that [25:15] I would really appreciate and as I said fifteen fifteen feet about my major. I'm not sure, [25:23] but it's my fifteen feet down to where the tree is and then we'll be alright. Well, I can't [25:30] make promise because I've told the previous person and I'll tell you the same thing and it [25:36] is what it is. It's the STM that would do that it's not public works. It's not public [25:43] security. So I don't know if you want to leave perhaps your email address I call and what [25:51] we can do this as I've mentioned earlier. You haven't heard back from the STM yet [25:57] right Well, the secretary of the STM had the first time when I call the call back and said [26:04] this thing been going on since two thousand and two, they have it OK, but but, but that was [26:11] not my question to them either leave a question. So I was kind of wondering. Why would they [26:16] give me the answer when it was not my question. So what I can what I can help you with what [26:21] we can help you with this is perhaps get in touch with someone that would give you [26:26] answer specific to your situation. If you want to leave your email address I used with [26:32] the city clerk at the end of the table that would be helpful the other thing in the meantime. [26:38] You know it is a pool and a bus stop, but it's not going to be a service that runs on a [26:45] regular schedule with regular sized bus. Essentially. It's it's a collective taxi [26:55] collectif. So taxi bus used in your neighborhood yourself included. You phone about [27:01] thirty minutes ahead of time and your request someone to come and pick you up. So it's a [27:06] car with it like a driver and in the taxi really, that's just come and fix you up and bring [27:12] you either to repair train station or on Beaconsfield boulevards, so that you can [27:19] connect to one of the regular main bus lines bus routes. So you, you don't have someone. [27:27] That's gonna be there at that stop from morning through evening on the regular [27:32] scheduled to come and be picked up by a large bus. So it might be something that you're going [27:37] to see somewhere. You know someone there is I don't know if it doesn't time the day [27:42] perhaps perhaps not, but it's gonna be you know just a short period of time for someone to [27:47] either be picked up or dropped off, but in the meantime you will try and get you in [27:53] connected with it with someone at the STM that can answer your specific request. OK, it is [27:59] there gonna be a garbage kind of something garbage can or something for now. There is we [28:06] have to check it over here. I don't think so because I'm always in my driveway. We'll be [28:11] comme otherwise the driveway area and the area. You will become the two water bottle [28:18] there. Des You know what they said and the other. To meet with the car and driver at the [28:26] specific time not on a regular schedule. So you're not gonna have six people lining up to [28:32] wait as they are right now on the boulevard. Doesn't mean well coming out, Not night live [28:40] not night. Yes, sometimes I do and are coming home from church of the young people from to [28:45] which also I do volunteers do that. So when I get back my house and if somebody the body [28:51] taxi are the bus. There are the living at night. I don't have to call the police at somebody [28:56] is kind of hanging around. I don't know what this schedule will be, but my understanding [29:00] is that they they pick up and they drop off and then they move so because they they're [29:05] not waiting there it. It's just there is designated waiting areas for those car that offers [29:12] the services to to wait for calls. Essentially. OK, ok. Thank you for your time and [29:19] sorry about my time because I'm new to the whole thing. I've never heard of it before I knew [29:24] it does still there and so I'm all confused. OK, ok, thank you very much to leave your email [29:30] address will thank you. You're welcome. Montrose. I'm here also to ask about the bus and [29:48] I'm just trying to catch up a little here from personal discussion. I it's pretty much [29:57] five to the left to me to the right thing across the street Nobody likes the bus nobody [30:04] wants them and they're there for us. But we don't want the service. So this is a very [30:11] strange situation and when I refer to catching up. I'm asking a specific question in [30:20] that everything I see and it is a little bit too. What the first question asked the STM in [30:28] the number of coats has said he spoke with the city council. WE discuss this with Beaconsfield, [30:35] we got the approval and the when you look at the comment from the Beaconsfield City [30:41] Council and from the city of Beaconsfield, The answer seems to be and that's what I like to [30:46] clarify know they really didn't have discussion. They didn't do anything they weren't asked for [30:53] approval, but that forget about even if they really have just about nothing to do with the [30:58] decision. So I'm just here in this question is one of the ways to ask. What was actually [31:07] discussed where there discussion between the STM and the city did the city give the [31:12] which LED to those concrete bus stop station. Where did the city really have very little to [31:17] do with any of this, and I just like that to be clarified. Approval formal approval, no [31:29] where there presentation. Yes, we've spoken here in the last several months about the STM [31:36] coming in the fall of twenty twenty four and making presentation to the [31:42] administration and to the small group of city counselor as to what their plans were part of [31:51] their plan included a proposed routes. As it is now known as the two eleven X on going up on [31:59] the road and back, but it was more informative in nature than requesting approval. We're not [32:08] decisional in that matters, so overall, however, and I think I've expressed that and I know [32:16] that mayor burrell before me did as well we support the expansion of public [32:24] transportation in Beaconsfield, and if we want to be more specific in the area, where [32:29] that proposed routes is the long term and and mount rows mount rose or windermere or [32:37] whatever you, but it was the the STM that determined which routes was going to be used in [32:44] terms of meeting their target there under the mandate from the RTM to increase readership [32:53] and to bring traffic to to the new Rome station and so they came up with which that routes [33:01] and generally speaking, we were encourage our residences to to take public transportation and [33:09] and for that you know service needs to be available. I understand that you know in [33:15] your cases and probably as you mentioned the five house to your left or to your right. [33:20] They don't want it. But it's it's a service that what we're being told will will provide [33:29] access to have your model of transportation and the form of the train or the rem too close [33:35] to twenty-seven hundreds of potential new users and so as a group the previous council and [33:41] this one support that so you support generally interesting goal at the same time as [33:53] counselors and as the council you represent and the citizens of Beaconsfield. I don't [34:01] remember Beaconsfield going and something. This is one of the biggest things going on. Maybe [34:06] not as big is the new construction. It's going on. But this is still a pretty big [34:11] thing going out to the people and saying. Are you in favor? Do you like it? There was a [34:16] thing about the wall along the highway where the city went out to the people and said do you? [34:21] Do you want this thing or not? And if you do it, there were multiples versions of it. [34:25] That's it. If you do it this. This version and that you hear the city didn't ask the people [34:31] anything and this is supposed to be a representative council. I would have thought that [34:37] granted, it's the STM and they have certain powers, but at the same time politics is about [34:42] moral regions and city council have a certain amount of power as well in this and that I have [34:49] no memory of my Beaconsfield City council, saying. What do you think you would have And [34:55] you are correct. It's a good question. It's been. It's been asking. It's been addressed [35:00] before but one of the fundamental differences between the sound wall. If we stay with [35:06] that example and and this bus route or any bus routes really here and Beaconsfield or in [35:12] different municipality. The fundamental difference is that the sound well would have been [35:17] a Beaconsfield initiated projects in collaboration with and that the MTQ, the STM its [35:27] their project, its their route, It's their design and we could not bring it to question or or [35:40] survey or have public consultation meetings because the information was [35:46] confidential, we have you know it's been asked of me and I think here publicly if we send [35:54] you no non-disclosure agreement, we have a code of ethics and I think it's that section for [36:01] seven of our code of ethics, where it specifically specifically states that we are [36:08] not to share confidential information provided to us in the performance of our duty, so [36:16] that information about the proposed routes belong to the STM a different body of [36:23] different organization. They share it with us to to inform us and and but we could turn [36:32] around and and and go and and have or you know participate in it means of of informing [36:40] residences or sounding residences the STM tells us that they had public [36:46] consultation meetings in twenty twenty three, I think or twenty twenty two or forget and that [36:52] was there means of trying to get, you know what people wanted or didn't want what [36:59] would work and what you want, but in this particular case the reason why we didn't do it was [37:04] because we want in charge of that files and we were barred from you know sharing the [37:11] information on till such time that there were ready to to move ahead ventral as you know [37:18] you know. Le chat est sorti du sac. The information you know go out concrete slab we're pour [37:27] and then questions started popping up and and that's fine and at that point. What we did [37:33] was to direct people towards the STM for further information. WE ended up, you know. [37:39] Facilitating brokering a meeting with some residence and eventually the second one, but [37:45] that's in a nutshell. Why it happened to where it did did anyone from the city of the STM? [37:56] Vast us to this confidential, but this is important at this point the city ask the STM at [38:02] this point. WE need to talk to the people. This is a big thing, but is going on very narrow [38:08] street. Possibly hitting children, possibly causing also of other problems lowering [38:15] propertyvalue. That's it. That's pretty big stuff. That's a kind of stuff. I think I [38:19] would expect my counselor to the STM and to really bring this guy. It's time to losing [38:27] that little shackles and let us talk to our people. Don't you think that this is how a first [38:35] meeting on October fifteenth was organized with the residents of mount rose and so [38:41] they were direct communication between those residence and the STM after the sims was board, [38:49] so as you in the French expression. I will use another fait accompli when people of [38:56] money on big Samantha platform there much less willing to change the minds about things. [39:05] It's a bit disappointing, I would have expected from the council. There is likely, but [39:11] there was a conversation and that's when we. That's when council and the city moved to [39:18] organize the meeting, so I'm not here to fight with you. I'm here to ask questions. So here [39:25] is here. I think the question that comes out of all of this. There are many many happy [39:32] residents of Beaconsfield. There is an umbrella goal of making the world clean and [39:38] providing more public transportation and reducing pollution, which are all the [39:43] things. What can the city tell me in terms of the following if so and so many people get [39:55] together and objects to this. WE the council will go fight for you to make major change. [40:01] What can you give me of that if we do our beat petition whatever to say look here is [40:08] the tone of people who all say we don't want this. What is the city willing to do similarly. [40:16] What is the city willing to do they say I'm from what I understand the city has put [40:22] nothing on the STM on this, but for example one thing that could be done is to say if the [40:27] readership of this boss is below a certain level as to make them essentially innocence [40:32] because of not many people are using them to say to the STM. You're just boring people of [40:38] Beaconsfield, noble goal failure. Please get rid of the bus is the city willing to do [40:43] things like that there are this has been presented very much as they came to talk to us. WE had [40:50] a non-disclosure clause. WE could say anything, but the time we talk. The Simon was [40:55] powered guys. It's the Nobel goal. Come on everybody. Let's rally around this, but to the [41:00] people too many people who beaconsfield. WE don't see it that way it all and we would [41:06] like our council to tell us things that of the kind if so and so many people really are [41:10] clear that they had it. WE will go too bad for you or if the bus is full, we will go, you [41:16] don't make change. This is the kind of conduct a expect from from the city Council. So what? [41:21] What can I hope for I won't say what can I hope for you from from my council, will? The [41:31] announcement last week was the rams was coming in two services on the end of may I heard, and [41:38] so we will as of the end of mai. Let's say that that that speaks, then we'll have the two eleven [41:48] X and will I get it together with the STM they've already in you know said so in the [41:55] meetings that are referred to earlier that they will keep an eye on things and assessment [42:00] and will do our part as well so right now, we have expressed concerns a strong desire you [42:10] included to not have a bus on monte rose and so we'll see you said. There was that you have [42:19] expressed it. You are saying that you have heard that have expressed it that the desire to [42:25] do not have the bus in Montreal. Ah ok. What's the implementation of the bus line [42:34] actually you know we have objectives situation that we can take a look and rely on and [42:43] collect data if you are speaking of readership, you know if we have a number of [42:51] orange or yellow or perhaps you know, let's knock on wood red flags will will have [42:57] conversations and the STM doesn't want this to to fail and doesn't want to. I don't [43:03] think you know doing it just so that they can have a bus line. They are under the strict [43:10] budget. They are running a deficit if they can run the cost of this operation [43:17] somewhere else where it would be more profitable. I have a feeling that they would be that [43:22] be happy to do that so what I suggest to you is that you know soon. We'll go into lake fact [43:32] that can be objectively witnessed and and considered evaluated and as the case may [43:39] be well will do the adaptation or will do the will have the conversation that might be [43:45] required, but I don't know exactly specifically what that could be or what for it could [43:50] take it depends on the issue, but I hear you and that the door is not closed. The just [43:56] you know will turn the page, we'll go into operation and see what it looks like and then [44:02] will will ss recess if needed those are very worthy sentiment, but they're all very fluffy [44:13] words. Well what you now that I see right now on September thirty twenty twenty six all [44:20] pull the plug because of each and said and all the running. That's not at all what I said [44:26] and what you asked me. So I can give you an answer. It would be wonderful to hear that you will [44:34] take this under advice and by the next, you know what in the council meeting or two or [44:40] whatever is something if so and so many people are clearly against this bus routes that [44:47] the city will go and back to make major change. For example. I'm not think I'm just saying, [44:52] that's the kind of ensures that would be nice or if the readership is below the amount [44:58] that the city and make and make some some number and say if it is believed that the city will [45:03] consider this to be more of a new and of service and will present strongly with the STM [45:10] using this powers of moral and so that exist in politics at all levels to say to the STM. [45:16] Guys it didn't work try try another route, try something else where it would be [45:21] wonderful to hear you say yes, you agree with that approach. You can't guarantee anything, [45:26] but you agree with that in concept and if the numbers are that way Yes, you could see [45:31] that happening that would be nice to hear you. Yes, What? Yes, I would be nice to work, [45:45] but but I don't have. I don't have the threshold for readership. I don't know what [45:55] you know. I don't know what you mean. You don't have an official one. I don't have one. [46:00] I don't have one and I know you don't have one. I agree with you, but we can make one. You [46:07] know what you've mentioned that we're elected to represent and correct right. You have a [46:14] representative specific in district six or district five as the case may be seven. [46:21] WhatsApp. M5, M6. Oops sorry, I thought I was seven but together but together, we have [46:31] we have an obligation to represent close to twenty thousand residences and and [46:37] some of those residences à arms and mount rose and on the side streets everywhere those [46:43] twenty-seven twenty seven hundred or so residence some of them will rely on public [46:50] transportation. So so possibly so what I'm coming to is to keep an open mind and I'm sorry [46:57] if it's fluffy to you, but keeping an open mind is always a good thing. I encourage [47:02] everyone here to do that so what time and so keeping an open mind is what I engage and [47:08] when I'm coming to do and if there are several issues one of which being readership other [47:15] ones being traffic or whatever you will cross that bridge when we get to the river and what [47:21] we're keeping an open mind and it's not out of the question, but right now we have nothing [47:27] to work on there is on the one side roses residents who are concerned and I get that and on [47:33] the other side. There is the STM that is well, the readership will be there and we [47:39] don't consider safety issues to be president that would prevent us from writing, so as of my [47:45] eighteenth and there after will collect information and eventually will have a clearer [47:53] picture of where we stand the STM can do several things and so can the city of Beaconsfield [48:00] in terms of facilitating or correcting issue as they present so will keep an open [48:06] mind. That's all I'm telling you. Nothing is said in stone Rolling the microphone into [48:12] account. Just two little points to make that I think just to correct something I think you [48:19] might be misunderstanding. I've spoken to two parents who do not live and montrose, but who [48:25] is children last summer road their bikes along Montrose in summer to go to the pool, the [48:33] windermere pool and that's the same they're gonna be sharing that street with city bus and [48:38] their young children and up untill now, car we're not concerne really bus. We're not [48:47] there is the occasional truck. There's always rénovation going on but I've never made anybody [48:52] in the past who was concerned really about their kids and Montrose now people who don't [48:57] leave in Montreal, his children bike along Montreal to go up there concerned. The concern is [49:03] not just a group of people in Montreal. Saying we don't want the city bus and I don't know [49:08] if you know that, but I thought I should clarify that because I don't think that it is, it is [49:13] relevant and the other thing that and I would welcome some sort of plébiscite people that [49:19] I know who I am said I take my car. I'm gonna take my car. Yes, there's a bus and it makes no [49:26] difference to me. I'm taking my car. That's yes. I know some people will take the bus, of [49:32] course. Definitely some people will and the question is how many well, but I think [49:38] ultimately again and you ask you know what would I want from you? It would have been nice to [49:42] here. If this still is going on and festering six months from now, we can have a little local [49:48] vote and say look who who wants the boss? Not just the people in Montreal, Obviously, all the [49:52] people who are in the zone that they would take the bus. So that's another thing very [49:57] specific not fluffy, but very specific that for example the council could think about and [50:01] say yeah. If if this is still festering by this that we will do something to gather more [50:08] data very tangible data visible data that then we can all and discuss and debate right? Yep, [50:16] and so what will do is eventually sit down and look at things and decide what the best [50:21] course of action for everyone is alright. Thank you, You're welcome. Mr Mr Makuch. I'm your [50:35] counselor team Queen. You can send me an email. WE can continue to the dialogue. If [50:39] you'd like the team at Beaconsfield that I'm happy to communicate more with you on [50:45] this. One of my name is trying to get it with you don't discuss it and it came out of [50:51] the very best of the way you approach to you. So that they say appreciate the same. It [50:58] sounds nice, but apparently, that's it very well, that's it. If you all the offer is there. [51:05] So you take it up or you don't. Thank you. Hello, my name is Nadine Echecs and I'm have a [51:16] question. Just regarding. I know it's really early, but we see what's happening on Manfred [51:21] and the same and so on and so for Canada post that is coming up and time flies, and so I [51:32] don't know obviously, it's gonna be in my opinion. I'm guessing from everything. I'm [51:37] hearing it's gonna be Canada post initiative and I used to leave in the video before and [51:46] we had a Canada post box on our lands, but in on the side very well placed very well hidden. I [51:52] had no complain about it. I'm just wondering. It was a new or built area. WE don't have boxes [52:00] right now. Maybe I don't know about all the areas in Beaconsfield, but there are [52:05] known and some of our areas or older and sometimes I'm looking at the areas and I'm like where [52:10] where the box go and so on and so forth like a community box or is it could be put in the [52:15] mall, maybe and so on and so forth and I'm wondering one is Canada post gonna consult with [52:20] the city to will the residence on the on. You know. Let's say whoever is linked if there's [52:28] gonna be a box with those you know citizens be advised ahead of time and how how do they go [52:36] about it should we communicate with Canada posts like is there because you know times going to [52:42] fly and it's gonna come fast enough and we want to start sooner than letters to at least [52:47] have a little bit of assets if need be and maybe they have this wonderfull designer who [52:52] really have a good vision. I don't know but often times every institution things to see [52:57] things only with their eyes and not a global view of things first, I thought that the [53:04] design will be spectacular, but you know I could be wrong. WE don't have currently our [53:11] current information frankly what I know what we know is what was made available to the [53:19] public through the media last week and a few weeks before that when it first clicked. I [53:29] in the previous slide had that happen somewhere else on the island. It started back in [53:37] twenty twenty fifteen if I remember correctly and then it, you know the conversion from at [53:42] home delivery to communal box stops in twenty sixteen and I don't know if they're going to [53:49] do things the way they did back, then but there would be consultation with municipality [53:54] and the public the box back in twenty twenty fifteen were never. I don't think if there [54:05] were it must have been in exceptions. There were never installed on private property [54:10] there were always on the public domain that can mean. However that it will be on the you know [54:19] grasp area in front of your property that is the public domain. So that doesn't really, [54:25] you know help all that much, but they did have consultation. They did have meetings with [54:33] local government and and residence and sometimes to be there, they did change their [54:40] plans to accommodate now that they do it all the time for everyone know that was the case [54:49] ten years ago and as as we get more news. I think we'll have you no clear information for [55:00] sure what we know I think from what I've heard is that Montreal is not yet in the [55:06] first stage or phase that they're gonna go through so we have probably a couple of years [55:12] of reprieve before we have to to adapt, but what should we would it be a good idea for us [55:21] or for the other. It's the citizens of the city council to reach out to them and say when [55:26] you're ready, you know let us know or maybe just because I'm just listening to everything [55:32] that is happening and monrose, and I'm like it's the same thing gonna happen with the [55:36] postal, you know where the box have a feeling and the director General and council. WE can [55:43] have we can have the side bar on that later on but the feeling. I have right now is [55:49] that if every municipality, you know representing the close to fourmillion fourmillion home [55:55] that are gonna be transmitting towards that sort of service where to contact Canada post [56:01] that say we understand, but we'll get to you when when we're ready when we have and [56:07] you keep us up to date in terms of when when you get information. I'm assuming, [56:11] whenever you do get information cause I'm in right now, Obviously, they have reached [56:15] out to the city. Where you will you like if you have more information than us regarding [56:21] that or maybe even the plan will be kept if they want to do if they want to use city médias [56:33] to share the information for example for a consultation or or something like that. Yes, as [56:42] you probably heard from the previous censors or a couple of answers ago. WE do have a duty [56:49] to keep mature is confidential when they are shared with us if the body the organization is [56:54] not ready to go public, but so when we can we will and if we can't, unfortunately, we won't [57:02] be able to do it. OK, Thank you. You're welcome. Hello! My name is Nikki from my rose. You [57:16] speak about? La consultation publique that the STM constantly been referring to [57:20] that they just don't bring it on the street by the way you mentioned the bus that will be [57:25] passing roses that we don't have the benefit of having taxi bus or rose, which was great, [57:31] but you know how many people attended. Cette consultation publique? I believe it's not a [57:38] lot correct, actually Josianne Paradis rhinox actually just aster she said. I think in for people you said sixteen, it's pretty ridiculous right. So [58:25] what's your questions? My question Is is that you continuously said that you and [58:29] council are for this bus. I was on the basis. Are you for this bus because as he mentioned [58:36] before me, you are supposed to represent us and what we want because I think. On what basis [58:46] was and that the question by continuing when it's not, you know, it's a question period. [58:54] So you have a question at it all right? So. Excuse me is no need the minish just answer the [59:05] question. C'est bon. Yes, it's about if you. That's what I was about to do before being [59:13] interrupted, but you also interrupted me so just want to put that on recorded go ahead. [59:21] Yeah. OK, good so twenty-seven hundred people is if you look at the map behind you right [59:30] along elm and up mount roads and you stretch about five meter either way you. That's [59:40] the total number of residence that are in that area. Those are the potential readers that [59:46] the STM is telling us. We'll have access to the twenty eleven. Next. Is at your answer. [59:55] So in in the city of Beaconsfield. Multiples questions and I've been here [1:00:02] for two seconds much more than most people have been here before. Yes, I've been here [1:00:08] meals, I've been before and now I can ask the question. Madame Massala. I don't want to hurt [1:00:14] you with anyone and I don't want to hurt you with you. Do you have a question? Ask your [1:00:19] question? Yes, that was your answer that because seven hundred people have no access [1:00:24] to the bus that is why Beaconsfield and council you as there and council. You are for [1:00:29] the bus because now seven hundred people have access to it. Yes, So have you ask [1:00:36] yourself if those twenty-seven people hundred people want the bus. What do you have that most [1:00:41] people want this bus as you said before or as we all know you're supposed to represent us. [1:00:46] You're not representing the STM so I understand the STM is telling you. There is the third [1:00:52] person. I was there at the meeting. So you don't have to tell me alone and I know all of [1:00:57] this. Is I don't have proof. The evidence will be presented to us once the bus runs it [1:01:06] circle back to a question that was asked earlier, we'll go with representation made by [1:01:14] residence in your area and representation made by the STM and eventually will have [1:01:23] verifiable objective information and then will will assess or recess. But right now [1:01:30] the position of the Beaconsfield council and there are based on nothing there [1:01:36] based on projections from the STM and when your own residence that have elected you and [1:01:42] everyone sitting up there and it's very nice that you recommend and use the email [1:01:46] team where bombardé team. He's told me. He's not for the bus and I have it in writing. So [1:01:51] it's very easy for you to say that the council and everyone wants this bus when it's not [1:01:56] true. It's very difficult because all he is is Nikki. What do you want me to do? I [1:02:01] don't know what to do anymore. We've done so much and we feel as everytime we come to you. [1:02:06] All you have to say is things the STM when I talk to Josianne paradis. I speak to you. I get [1:02:11] the same answer it as if I'm speaking to and STM representatives and that [1:02:16] someone that supposed to represent and me. Do you understand that because you're [1:02:21] no longer asking a question. You are filibuster in what I'm saying that I don't feel like [1:02:30] you're representing us and what you're saying. I don't agree with that I've heard your [1:02:35] questions and if you don't have another one last question. I believe on both sides of the [1:02:41] tracks are on the twenty the common solutions to these issues with taxibus and by the [1:02:47] way where we have to stop across from our bedroom window and living room window, and is [1:02:52] stopped to inches from our driveway. So the two people that were up before they were [1:02:56] upset about one of those we've got two of those and we got the large bus going down our street. [1:03:01] So a very easy solution is to have parking at the room. Obviously, not so easy. It's [1:03:06] easy to say it, but it's hard to implement clearly. So we have the Kirkland. Pierrefonds [1:03:13] and Pointe-Claire. Markham forward publicly to say that it's inacceptable that the room [1:03:19] has no parking. You just say it's not gonna happen and that's it. You can request [1:03:24] there to be parking. It's not going to happen. And it's unacceptable is that better. [1:03:29] But it's not gonna happen. WE are because there is no land. There's no land. There's no [1:03:36] land. So even at the the fairview when there's no land, there is privately and be [1:03:42] Cadillac Fairview at the Kirkland and staging, but what I'm saying is that there may [1:03:47] have come forward to speak and say there should be parking. It's ridiculous, you've never [1:03:53] done that publicly. Now we have miss massala. You've been here since July or June of last year. [1:04:01] That's not true well. OK, the point is that it's been said Maire Bourrel has been very [1:04:11] vocal about the lack of parking. It's an acceptable. It was in the plan in the beginning and [1:04:16] go pulled out. In the plane. I'm still please, please, please, if you don't like to be [1:04:24] interrupted considering. I don't like it anymore. So cdpq sold land too. I don't remember [1:04:31] if it's ryokan or. Another developer what I views, that's it and eventually what they did [1:04:40] with kirkland was to come up with a major residential project near the Kirkland [1:04:46] station and then that process Kirkland negotiator in the use of two hundred space exclusive [1:04:53] to Kirkland and just nothing else. So it's inacceptable. It's not gonna happen. It's not [1:04:59] going to solve any of the problem, but that's the reality that them are the car. WE play [1:05:05] with I guess my my conclusion to all of this is that we don't want to feel like we're talking [1:05:11] to the same when we're reaching out to the council member or are made of our city that we [1:05:15] pay thanks to you repeat the same things that Josiane paradis tells me she said. Il y [1:05:21] a un besoin. And we have said that. Il y a un besoin. Where is le besoin? When you're [1:05:26] talking to sixteen people in the city of nine thousand individual and you can even [1:05:31] tell me if one of those people are in this area. That's not a question. That's just what just [1:05:38] thank you. David aurait-il good evening? I want to bring it up. Please, please, you're gonna [1:05:52] break your back. Thank you very much. Good evening everybody. David overall this evening. I'm [1:06:05] acting as President of Beaconsfield citizens association. We've heard over [1:06:10] the last several meetings now council meetings that Montreal is really becoming issue more [1:06:18] and more again. It's taking up pretty much the entire evening so far. I looked into it myself [1:06:26] this week, just too kind to get you feel behind the scene of what I could find out. I had [1:06:35] numerous conversations with the STM and there it to me on several occasions. What's the [1:06:42] STM officials and them speaking with her brackets would not have proceeded without the one [1:06:51] hundred pour 100. That they call it Beaconsfield cooperation. So this is I think [1:07:00] a lot of what's happening over the last bunch of meetings. We're everybody doesn't seem to [1:07:06] find that there is transparency between what the STM are saying and what Beaconsfield council [1:07:12] is saying, and I think that's what creating a lot of the turmoil in the room is that [1:07:16] nobody is really understanding the truth behind, what's happening? So that's the first [1:07:21] thing so they did made in that to me and two or three different occasions that they [1:07:25] would not have proceeded without the complete one hundred pour 100 of [1:07:29] beaconsfield behind them. So that's rather than in itself. My question comes from this, [1:07:43] the STM also told me that windermere was the primary and the first choice for the STM. [1:07:54] There for and they also indicate that windermere rejected Beaconsfield rejected. [1:08:01] This is based on the technical review. I would like a copy of this review. If it's so existe [1:08:14] so that's that's information that has been reported in the the suburban and its inaccurate. [1:08:24] This was through a conversation. I didn't go to the source of it. All I just want to know, but [1:08:29] I'm telling you so some people seems to have heard it for the first time tonight. But it's [1:08:33] something that's been reported in the suburban when the STM made its plan available at the [1:08:38] in the first week of February or what have you? As far as we know I mean personally and I [1:08:46] think counselor manual was that meeting the only option in that area that was presented to us [1:08:56] was Montrose montross. So I don't know what in the STM, how there communication have gone [1:09:06] through that you can you can formulate a request for the report. Yes, I can tell you now, [1:09:17] but please consider it, you know as a access to document request. There's no document, [1:09:25] there's no report enough. Alright, so going back with the collaboration. We've never been [1:09:33] shy to say that we've collaborated that we've had a presentation that they came up [1:09:38] and they said up mount rose Counselor newel was there I mentioned before there was [1:09:45] another counselor. I'm not sure how it was or if it was mer bourel doesn't matter anymore. [1:09:50] But yes we collaborated and the previous Council and this council has been supportive of [1:09:59] that proposals on the outside of the twenty and the north side of the twenty with the rem [1:10:06] coming into force, and it was always a matter of trying to reach as many potential users [1:10:13] as possible and that's what the mandate of the STM was and so safety concerns were razed and [1:10:22] we wanted to have them addressed. And then we are we will broker facilitated [1:10:28] meetings with with the residents and for for now were satisfied with the STM [1:10:36] representations that from their operational and technical standpoint. The truth is safe [1:10:43] and go back to come. Mais if if this service is launched, then or whatever that it's launched [1:10:50] that will then will come from a triticale set of data or beliefs and will go into [1:11:00] verifiable objectives visual constatations. Sorry the word comes in in French, but there [1:11:10] was never any any hidden truth that you know there was collaboration or lack there of [1:11:17] we've collaborated. Oui, before my time a long, long time ago probably before our our oldest [1:11:25] member of council are from twenty seventeen probably yes by experience, but even before [1:11:32] then we will pay a dire price for public transportation. The feeling has always been that [1:11:39] the area was under the underserved under service and so when the opportunity to [1:11:45] bring residents to either the train station or there, you know the room was presented to [1:11:50] us. WE looked at that with a very favorable, I know. Nos questions. I agree with what [1:11:57] you've been saying for the last six months that we need to increase leadership and using [1:12:04] public transportation, but what everybody has to realize is that it comes at the cost and [1:12:11] that cost is based on what I do for a living and security and risk assessment. It's how much [1:12:17] risk is attached with taking the bus and bring it up a residential street wear once [1:12:25] again, I want that we feel it perfectly safe to have two wheels on the right side of the [1:12:32] line and two wheels on the left side of the line. If so be it, we need to get around and [1:12:38] obstacles with this to me is what if the Mrs just just to give you and this happens [1:12:48] already right. This forget for a moment forget it for a moment the reality of the STM. It [1:12:55] happens on monte roads it happens on beaconsfield Boulevards. It happens on elms. [1:13:00] If if vehicle is sparked and whether it's your car the bus school bus city bus. What have [1:13:09] you? They need for a moment to merge in two or straddle the yellow line in the middle and [1:13:16] generally what we see is that where we will be enough as as as driver that we see the [1:13:24] situation. WE recognise it either because we need to wait to move on or incoming traffic [1:13:30] six the situation and allows you know traffic to to that way so again and in terms of risk [1:13:39] assessment. We're going to have to go until we have you know again the bus that runs with [1:13:46] what the STM is providing us in terms of information and and assessment. I've mentioned it, [1:13:52] there is the third largest transit authority in North America and the largest one [1:13:58] having to deal with winter conditions as such such as the ones, we have so I take it that [1:14:03] you know the well-being of everyone, including their driver's unionized driver's is [1:14:12] being factors in and so will move on from what we have now the period of weight and [1:14:20] uncertainty on the part of concerns on the part of certain residence and we'll see what [1:14:25] happens if if it turns out that you know how it works flawless will all be happy. I bet can I [1:14:34] follow up with yourself or with my counselor with regard to this technical review and. [1:14:41] Digging. Madame la greffière, if we want to have Mr oral formulate just an email to just [1:14:51] send an email with the technical review document and will treat it as an access to [1:14:57] document request. Thank you very much. Welcome to have a good night. Je vous remercie. [1:15:05] Non. You're good. OK. Alright. So will move with the question from the public. WE have one [1:15:14] from Mrs. Barboni that was here earlier tonight. Okay, in fact, it's it's not a question. Ash [1:15:23] point out. It's more of a suggestion that the question period should be longer than [1:15:29] the thirty minutes a loud. And I think we're just proved that sometimes it can be so will [1:15:37] will take that you know the pilot that we have was just adopted a few months ago And [1:15:42] we'll see if we need to formalise it in a few months time will just have a little [1:15:47] bit more flexibility in the meantime. Next question is from Alison smiley and she is asking [1:15:54] and I think she is here tonight. She's asking if we could provide more details on the [1:16:00] cost of thirty 6 million dollar for point twenty point two of the agenda to address [1:16:06] renovation at the center currently your site refers to a five million dollar cost that [1:16:13] was presented by the previous administration. I think there is on the actual recreational [1:16:20] center, its stated as thirty-five million dollar. I think you might have taken the [1:16:25] five million dollars in relation to the renovation of the arena. And then the [1:16:31] question is with the cost included replacing the zambonis. To an electric power one. So [1:16:38] you'll have to you'll be happy to know that we already have an electric Zamboni. It was [1:16:46] purchased last the DJ just left for it to last year or two years ago when we finished the [1:16:54] renovation of the ring, we eventually transitioned to replace the old diesel one for [1:17:01] an electric one right. Carolyn Malcom has and that's gonna be gonna be heavy. I have a [1:17:13] question about the annual cost to the city of Beaconsfield regarding STM public [1:17:19] transportation, so the cost our share of the STM budget. She wants us to explain how we get [1:17:29] to seven point. Two million-dollar as our share of the STM budget and if there is [1:17:36] any monitoring by the city given that the night thousands citizens of Beaconsfield are [1:17:45] about our used apparently the STM service so on the basis of the charge calculated, the [1:17:54] capacity provided us, etc etc. So. The cost of the STM is calculated by the agglomeration [1:18:08] and it is charged to the city of Beaconsfield, that it is as a quote-part for other [1:18:14] municipality. So it's not based on the number of residences that we have. It is based on [1:18:21] the fiscal or the taxation potential of Beaconsfield. So there's a calculation method so [1:18:30] our share of the agglomeration over all in twenty twenty six is just a tiny bit under one [1:18:37] person. It's a point nine one one six Four pour 100. So almost almost we could round it [1:18:47] up to one pour 100. But it's not quite so the STM budget in twenty twenty six is one [1:18:57] million dollars, so that includes the bus transportation, metro, etc, etc. Our chart is [1:19:05] there for about seven seven hundred and the seven million multiplicateur multiplicateur [1:19:15] multiplied. I guess by points nine pour 100 and that gives us a 7.6 million dollar tab for [1:19:23] the STM. So the cost is not based on beaconsfield residences or people coming to [1:19:31] Beaconsfield basis is based on the value of our. Totality of housing and and buildings, and [1:19:44] it's the same for all other sixteen municipality that are the emerged and no, we don't we [1:19:52] don't really don't really, we don't receive report from the STM regarding data and [1:19:59] readership and our incidence. Next question is from my Nancy Ryan cheese asking a question [1:20:10] about traffic stop signs and intersections recently the permanent stop sign going east [1:20:17] on mount roses that walpole was removed later temporary stop signs were installed in both [1:20:23] directions replacing the permanent ones is there an actual plan for intersections [1:20:29] and the associated costs since last year I requested the document for intersection [1:20:36] evaluation security and never received it so the two. Misses Ryan, the two stop signs that [1:20:43] you referred to it's a bit of a mystery, but there were not removed by the city following a [1:20:52] verification last Thursday our last Friday by our employees no city employee authorized or [1:21:02] carried out the removal of those two stop signs. So we believe that is. It is the [1:21:09] result of Theft or vandalisme. So that's why we replace the sun as we were made aware. WE [1:21:16] replaced those two permanent stop signs with temporary ones until such time that we can [1:21:21] reinstall them permanently and maybe look into a more robust way of keeping them there with [1:21:28] respect to the intersection planning and traffic safety. The city does have a structured [1:21:33] evaluation process intersection are reviewed by public works in collaboration with the traffic [1:21:39] Advisory committee based on established normes. Most of them comes from the Ministry of [1:21:50] transportation regulation and technical criteria traffic, valium vehicle speeds [1:21:56] collisions history if any and side conditions so eventually recommendations are made and [1:22:03] intersections that need improvement are then prioritized and implemented as [1:22:09] part of the city operational planning. So that's for this reason and finally we have miss [1:22:20] Corrado and she is making a recommendations with regards to them on the agenda for the [1:22:30] award of a contract the application of reason for the ailment h baur and she wants to [1:22:40] make sure that we enforce our bylaws and policy to respect and protect the environment, [1:22:46] the trees from construction development, etc. Please also enforce below to protect [1:22:52] wetlands all forest areas in areas with wetlands need to become protected parks so miss [1:23:00] Corrado the protection of the trees. The city has had an active Emerald dashboard [1:23:07] management program since twenty sixteen that product triazine is derived from natural [1:23:14] botanical, compounds, and it is supplied by qualified professionals in accordance [1:23:19] with recognized municipal forestry practices. This targeted approach is [1:23:25] specifically designed to be effective the goal is to minimize impact on the [1:23:30] environment pollinisation pollinator and public health and we have bylaws regarding [1:23:39] trees and wetlands protection. WE had earlier tonight as part of the biolo review some some [1:23:47] sections of a pilot that dealt specifically with that and so this concludes our question [1:23:55] period. Thank you everyone for coming and participating and we will continue with the agenda [1:24:04] and the items that we have their own just give a moment to everyone that wants to go home [1:24:11] to go home and will we will go have a good evening. OK, So. Idem. Item 10.1. IDM Ten point To. Je [1:25:00] propose l'adoption. In English. I propose the adoption of the Ministry of the city of [1:25:05] Beaconsfield Regular council meeting of March, twenty twenty twenty six. Proposed. A second. [1:25:21] Item Twenty Affaire contractuelle. Contract item 20.1. Euh. Je seconde en faveur. OK. Item twenty point two contract [1:26:12] twenty twenty six for the expansion and compliance upgrade of the big Anfield [1:26:17] recreation center to the lowest confirming better Construction Lavaca inc. In the amount of [1:26:23] thirty 6 millions one hundred and thousand dollars and all taxes included. So before we [1:26:36] vote I will say a few words and everyone that wish to also express themselves on that can [1:26:44] say so and then we will wrote. So ok. That's the cultural. Not the [1:26:57] cultural center, the regulation center. It's a big. It's a big ticket. IDM. It's a big amount. [1:27:03] But it's an important one in my opinion and I think in the opinion of our past council and [1:27:09] and will soon see in the opinion of this council before we go ahead. I just want to [1:27:16] move back a few years and to give a bit of the history as to how we got to where we are and [1:27:25] Pourquoi nous sommes rendus là où nous sommes. And with which essentially no major renovations, that's all as ever [1:28:06] been brought or conducted more recently we had. Une étude de besoin by Raymond Chabot Grant [1:28:17] Thornton and started in two thousand twenty three part of that process brought. Seventy [1:28:27] five or so residences to participate in different. Focus groups and there was also quite [1:28:37] a important survey that was conducted in twelve hundreds of our residences answered and [1:28:42] participated in that survey and that gives us a clear indication that the message was [1:28:48] our infrastructure and the recreation center particularly safer dur it needs to be it [1:28:56] needs to be upgraded and needs to be taking care of and rightly. So because it's one of [1:29:01] the it's the second largest in terms of usage infrastructure that we have back in twenty [1:29:08] twenty three the data that we had was that the hundred thousand people used it [1:29:14] throughout the year so I hundred fifty people participating a hundred [1:29:19] thousand people participating throughout the year to to those events that our health or [1:29:27] organized at the center and seven of them being beaconsfield residences so [1:29:33] heavy usage and if if you were there in twenty twenty three year, remember that the arena, [1:29:41] that's now been reading was collapsing. WE had plans to to do the whole thing and have to [1:29:50] stop knocking my my microphone, but we had planned to do the whole Ariana, but we could get [1:29:56] to that goal fast enough. WE had to shut down for I say five six weeks of memory serves me [1:30:05] right, but it's more or less relieved in the fall of twenty twenty three because the boards [1:30:10] were tipping over falling down collapsing and it was safe anymore and so that's when we [1:30:18] truly came to realization that if we don't invest fast, if we don't do it quickly. If we [1:30:25] don't come up with a plan, we're going to have more events like that and and the pool. [1:30:32] Obviously is the other blocks that is heavily used by our residences. There is the pool [1:30:40] itself, but there's the roof above the pool and the end and the quality of the roof. So we [1:30:47] then and generally twenty twenty for the prior Council February twenty twenty for two [1:30:55] point 3 million dollar contract to ferme to come up with a plan and to come up with spikes and [1:31:04] tender documents and eventually that LED to what was presented to everyone through a special [1:31:11] contact edition of what our plan the city plan Council plan, then we were to refurbished the [1:31:21] cultural and I'm gonna have to stop saying cultural center in the recreation center, the two [1:31:27] arts and our minds and and so that was the november twenty twenty four in April, twenty [1:31:35] twenty five last year, we as a council. Unanimously adopted the boring bylaw to the tune of [1:31:42] thirty million dollars, because that's what the plan that we had advertised as a group [1:31:49] called for we are mentioning here that you know the projected cost of renovation as [1:31:56] it is presented was approximately thirty-five million dollars. So we need it [1:32:01] to borrow money for that and we did in April twenty twenty five and it was made available and [1:32:09] public that as is being related to the ring notably the building itself, generally [1:32:17] speaking was nearing. It's the end of life and it was important to to move forward, [1:32:22] so that so that we don't have a sudden unexpected once manageable or if manageable at [1:32:28] the very very high cost, we needed to move forward and so that's how we ended up with the [1:32:33] plan that we have and so today, we have a contract on the table for thirty 6 millions Thirty [1:32:43] 6.1 6.2 millions $ taxes included that is actually coming in little below. The [1:32:54] thirty-five million-dollar presented. Eighteen months ago Thirty-five million dollars [1:33:00] plus taxes. So we're going very well in terms of what the money is being de how the contract [1:33:10] was cost and and and how to bid came back, we had six or seven bid competitive and so we are [1:33:19] going ahead with votes tonight and the cost of not going ahead in my opinion would be [1:33:30] tremendous. It would mean probably another eighteen to two years and months to two [1:33:37] years minimum in designing reconsidering what would be acceptable and as you probably [1:33:46] no as hormonée the worst time to call our roofer is when the roof leaks and we don't want to [1:33:55] be in that position, so that's why I think it would be a good idea to awarded the contract [1:34:05] and make sure that we have a call center that continuing to serve us throughout the work as [1:34:16] much as possible and eventually at term will be to the early twenty-first Century standard [1:34:25] and meet the needs of our community. So this is what I wanted to say now if some [1:34:33] colleagues want to see a few words. They're all welcome to to do it. I have madame Gaudin [1:34:39] and then. Madame Léveillé OK. Madame Good and madame Well, I think I have almost everyone. [1:34:48] So well. Rock paper season if you like now, I don't mind. I'm I'm prepared. I'm not taking [1:35:01] this decision very lightly. I comes from her background of swimmers. My children have all [1:35:06] performed in high aquatic swim so for us. It's a very passionate thing I fully [1:35:12] support the need of a new and modernized recreational center for our community. This is [1:35:17] important investment for the quality of life of our residence both now and for the [1:35:22] future generations, however given the scale of this projects and costs, I'm not [1:35:28] fully convinced that the current proposed to deliver the level of value our residence [1:35:33] will expect for this reason, I will have to make my decision to reject the proposal that the [1:35:43] stand. Thank you. Merci, madame Gaudin. [1:36:02] So you know I think people who go to the culture to the recreation center. Sorry Martin, [1:36:08] you got this country to go to the recording center can see for themselves that you know we [1:36:14] have a lack of accessibility in the building, and the summer pool is not really up to todays [1:36:20] standards, and we have a lot of space for our residence to be able to do a variety of [1:36:27] activity and the accessibility being of very thing for me. So I think that this, I don't want [1:36:35] to repeat with Martin said, but it is a much easier project to take on when you're not in the [1:36:41] state of emergency. And yes, I know we're not having a second child of ice and we're not [1:36:48] making in an olympic side pull, but we are trying to take care of what we have with in the [1:36:54] body that we have available to us. So I'll be supporting the the project. Thank you [1:37:02] Counselor Rossi. Thank you maire me well articulated on your opening statement about [1:37:08] this. So thank you for that. I just want to let everybody know. I'm a huge advocate for sports [1:37:15] activity and myself play two to three times a week, so and so to our kids. This is a big deal. [1:37:22] I think it's important to have a recreation center in our community. But my vote is gonna [1:37:28] be based on evaluating the need versus the cost and what we get for that cost and I'll leave it [1:37:37] at that. Council of Queen. Have all brought up some excellent point. I just like to say that [1:37:48] I think for me. What would come with this really this came down to was at the center is at the [1:37:57] end of its end of its life, basically and if we do nothing at the cost of doing nothing is [1:38:05] enormous. I think we are very close to having a major break that would render a portion of [1:38:16] the Rock Center inopérable. I was one of the people that before I joined council that an [1:38:23] email to this to the previous council about the boards at at the rink, because they were in [1:38:29] such a dangerous decrypted states that I just couldn't be so for that reason and with it [1:38:38] with that context in mind. I will will be voting. Yes this very important project is the [1:38:46] lifeblood of the art of our community. It's the center, It's the heart if you will and [1:38:50] I think making sure that it is operational for the next year is extremely important. Thank [1:38:59] you. Thank you for Mercury annual. Thank you. Resident here earlier this evening. He [1:39:11] said something that was in my mind spot on and were elected to represent and right we live [1:39:19] in a representative democracy, not just the democracy a representative democracy and [1:39:25] that means listening to the diversity of voices of thought opinions. So it is normal and [1:39:35] healthy that this body of elected officials have differing opinions that means [1:39:41] we're reflecting what we're hearing and that's how it should be so. And and earlier [1:39:50] order by experience, not by age. We've been at this project for a number of years and theme [1:39:57] rights, and I've said it myself a number of times every year that goes by it cost more. WE [1:40:03] know this when I look at this project today with you know a bit of a different land. You [1:40:14] know. It's a good project. It's not great. It's a good project it and quality of service. Not [1:40:23] quantity of service. We're not getting a bigger pool and child of ice like Dominique said. But [1:40:31] we are making the user experience better right accessibility is important. [1:40:37] There's no doubt. The bathroom, the washrooms, the air-conditioning, the the field [1:40:44] of that that the quality of service. So it's not quantity of quality and that's important [1:40:51] recognize that, but we are having to make do where we're not getting that second year of [1:40:58] ice. We're not getting olympic sidepull. We're having to make do and that's okay. Sometimes [1:41:03] you just gonna make you right. You know I can't have everything in life and [1:41:07] sometimes I can just before what I can after. However. Before I ask residence too deep [1:41:17] into their pocket books to pay. I feel and I use the word I I have to do my due diligence to [1:41:29] either maximize revenue find additional funding or minimize expenses. So that my ask of us [1:41:40] the residence because I'm want to is the least possible, even if we're making do right even [1:41:47] if we're making do. It's not just we're making do pay. So when I look at this project do [1:41:56] I feel that we've gone the full extend to see how this can be funded other than solly azar [1:42:04] stands today one hundred pour 100 by taxpayers. Do I feel that we've done our due [1:42:11] diligence and full or was there still room and I'm not suggesting. WE changed the [1:42:16] project. I'm not suggesting that we build bigger because that as much as I would like [1:42:21] that might not be in the books. So I don't think this work is lost, but have we pumped the [1:42:29] brakes a little bit to do our homework from the dollar aspects of this project. I [1:42:36] don't have a straight answer. I know what my God is telling me and I also know what we can [1:42:44] achieve and Beaconsfield when we operate at our best. WE are building a project that nobody [1:42:53] thought could be built. I don't feel that way right now, so for that reason. I'll be voting [1:43:02] against this tonight. With the full conscience that this building does need to those [1:43:09] need to get done. Thank you. And last but not least. Yes, you will not in any order of [1:43:18] importance whatsoever, but it's so for those people, if you know we look around and we were [1:43:23] here over the years. I have you know all council always votes together. It sounds like that [1:43:27] the team was a good example tonight and something where you can see how everybody has [1:43:31] different opinions and and it's a lot like that on a lot of topical name it healthy to see [1:43:36] the diverses opinions. Here tonight, so we're starting off with an answer. Where do I [1:43:40] stand for a whole cost of reasons I've been on this council with a few years since [1:43:46] two thousand seventeen. So here we have heard of these projects and this particular projects in [1:43:52] different shapes and forms come up to the council previous and certainly over the years where [1:43:58] I've been here in different shapes and forms and we always kicked it down the field a [1:44:03] little bit for lack of a better turn. I think it's coming to come to a point. Where we're [1:44:09] getting to that point of no return. I think anybody who is who said No here tonight to [1:44:13] this is not denying that each other than the significant degree from that standpoint. It [1:44:17] needs to get down with words that consistently like I think from everybody here at the [1:44:20] table. I think only when I look back a little bit. How we approached this whole thing we [1:44:26] did public consultation. WE communicate with the amount. WE are definitely due to [1:44:31] communicate and share more information about the plan. What does it look like and that [1:44:35] we talked about that that something we definitely to do to get there. WE need to know [1:44:39] what we're gonna have an envelope of money to proceed alright. So there's been a lot [1:44:43] of discussion a lot of work on this over over the period of fact, we've even put two and [1:44:48] half million dollars into the project. So far roughly just to get to the point where we had [1:44:53] even to know in these days natural and benefits of the seed. Even if you want, you [1:44:57] have to put it money down to show that you have a feasible project. So you don't just make [1:45:02] a great and then start from scratch. There's a lot of investments that time and money [1:45:06] that you have to pay and even get into the into the program of great and so on so I'm [1:45:11] trying not to repeat things that were said before, but another element cause I do [1:45:14] agree with a lot of what we're here and certainly a little bit more for those who are for the [1:45:19] project. I do feel we have a good project. I do feel yes, we are mountain. I play hockey in [1:45:24] all disclosure some people were involved with it with the pool, and so what I've done both and [1:45:30] you know when we had the Irina held in up with wooden stilts for a while there. It was if [1:45:35] any of you have been there. You probably got my God, What's going on here and a lot of [1:45:40] people that you know about said the same thing now they just delighted and they're happy we [1:45:44] have and that that really is as good as any other running. You can get and all that gone away. [1:45:49] Do we feel you need another urina persons. I don't think so and I'm a big hockey players [1:45:54] for the size of our city and so what so for people say yeah, Well, Pointe-Claire are just [1:45:58] the name of the city has one. Well, yeah, but that's almost double the size of our own city. [1:46:03] But there's a lot of reasons for all that so I personally feel that the service that was [1:46:07] the main service is the poor and the arena are very adequate to what we have in terms of our [1:46:12] city as we speak. WE also have the other notion about about we are in some services. There [1:46:21] will be air-conditioning and extra rooms for this room for that so a lot of things can be [1:46:26] done and are being down there before so I'm not focusing just on that a lot of the paint [1:46:31] points. I can through in the public consultation and certainly the one that I have [1:46:34] heard of our more subtiles more nuances and I feel we are when I look at the plants and I've [1:46:39] seen them to address those for my opinion. Yes, sir we'd like to have for stories and [1:46:46] everything else on there. But I don't think we have to live with in our means. I think [1:46:50] we're providing a quality building that there at the risk of it perhaps really closing [1:46:55] down and and really starting over. So I think we come to the point of we've certainly [1:46:59] verpasst council. Have looked at this in the past. I'll just make it back in two thousand [1:47:05] nine and so one has been kicked down the road. They said all we've got some time. The pool [1:47:09] is not there is better shape of you trying to plan ahead, but never and we didn't get grant [1:47:14] at the time for some of these projects. So a lot of times, we just kicked it down the field. [1:47:19] I think we're run out of runway personally on this thing. We've had feed back like you wouldn't [1:47:23] believe that we need to improve that we need to enhance it. WE need to make it respectable and [1:47:28] you bring it up to normal all those things that are probably not the things you want to have [1:47:33] like in news that turn in terms of when you look at the infrastructure, but there's [1:47:37] things that need to get done or otherwise, it's it's not gonna happen. So what but back to the [1:47:42] budget side. We're talking about something in neighborhood thirty 6 millions around that [1:47:45] that that frame. WE are still not out of the running for grand. There's still [1:47:49] opportunity there and we'll see if we can go with that, but I don't think we need to act now, [1:47:54] I don't think we have a wide project that is there and everybody is shocked by how [1:47:58] much things costs and and so and so forth and that's just the life that we leave in, and [1:48:03] that's the way things go for weight and we do and try to do a bigger project while we can [1:48:08] act a lot more our first inclination was to say what is it and start over and that was [1:48:12] a few years ago and I think we are talking around the neighborhood of over 8 [1:48:16] million de dollars. Right there, I'm not trying to scar you with numbers. He is just numbers [1:48:20] that came across us, so and I'm not trying to do that to hang around that money. But you know [1:48:25] we're talking a lot more than than words and it's surprising how much more going this bigger, [1:48:30] You know this much more that much more does increase the costs so I've coming to that [1:48:34] realization accepted that and and looking at the project that I don't feel I'm looking for [1:48:38] the project. I'm actually really excited about this project over all. So I think we [1:48:42] have something for my opinion. WE think we have something very robust and the nice project. [1:48:46] That's there and for all of those reasons and what everybody else said. I am [1:48:52] supporting the project as well, ok, so drum roll all in favor. Against. Anytime you're doing a renovation where you are saying [2:12:20] perhaps changes to the plan or the contractor suggesting something different from an [2:12:25] approved plan from the city, please and if you agree with those changes, please bring [2:12:30] that to the city. Attention because otherwise at the end when the inspection is done it [2:12:34] usually leads to some problems and projects in all things are rectified. So it's important [2:12:39] that basically I'm saying is that when you have approved plan for your permis stick to [2:12:42] the plan if you feel that the deviation is needed, please bring it to the city attention, [2:12:48] so that can be dealt with at the time, because it is difficult to to deal with [2:12:53] things after they built and then try to make them the way they're supposed to be. So it's [2:12:58] just a little bit of this helpful advice. If you're in that situation, please keep in [2:13:02] mind if you have something project the next meeting. [2:13:21] Five points to Yes. So I proposed the meaning of the finance advisory committee [2:13:28] meeting of march sixteen twenty twenty six and make some comment where you want to vote [2:13:37] or well your second thing. Excuse me. Yes! Absolutely, I will love to go ahead. So I [2:13:47] will not go through the full. The full meet in mind, but I will read verbatim if if you [2:13:56] don't mind one of the bullets, it's regarding new revenus. Revenus so nouveaux revenus. So just want to point out that again as a council through the finance [2:14:46] committee, and then again as this body of elected official we are looking at ways to [2:14:53] generate new revenus. Okay. That's it. Thank you. Thank you. Just give since we have it had a really update on [2:15:17] the traffic situation in a while we had our first meeting by the way is called presented [2:15:22] by myself and the council. Rossi, I was at this particular meeting, so I have a couple of [2:15:28] point it just to bring I thought that be trois points. Actually I think that are [2:15:34] compelling enough is enough and impact a large area of the city to bring up. So the number of [2:15:41] points. WE had like different points to the agenda and by way of an introduction to the [2:15:45] traffic advisory committee meets generally between may march and november during the [2:15:49] period of time every month and every two months depending on the agenda and we have [2:15:53] residents on the committee and we basically deal with the trafic issue that comes through [2:15:58] our our previous. So there was I'm just gonna select a few days before they seem to have [2:16:03] the highest magnitude so one of them one of the items which there are number of points that [2:16:09] were brought up by the topic was the race around the trafic, circulation that saint Charles [2:16:13] and highway twenty the underpass so the infamous underpass. So for example, [2:16:18] there was grouping some of the common causes are numerous. I'm just putting them into the [2:16:23] group. So you understand the scope of what was brought in this time around so for example [2:16:27] the left line turn when going saint-charles south and the highway twenty that would be [2:16:32] going up to Montreal up to the eastbound. So try to find the improvement there the improved [2:16:37] white marking if you're coming the most obvious when you're coming down the the the down [2:16:43] ramp going east and turning up the saint-charles north. You know you have the sword of the [2:16:47] dead lines that are there when the weather time so much what you see is trying to improve [2:16:52] the lines of some of the lines to cross. It can be confusing for some, so we're looking at [2:16:57] that as well the light sequencing, there's issues regarding the issues, but [2:17:02] looking at how to improve that as much as possible and and these and other items will be [2:17:09] dealt with more comprehensively because actually tonight, we actually past if you been here [2:17:13] the whole night is so that we past the request for budget to do a specific and I would say [2:17:19] more focused traffic study in the particular area and good things and talking with our [2:17:24] public works today that should be happening. Thanks to council's approval of it in the [2:17:29] month of may. So what you want to get it more data to deal with it. Don't have a lot of [2:17:34] a-ha moments right here for that underpass, but it provides some insurance that we've [2:17:38] received a lot of feed back from that as well and we felt that there's a very specific [2:17:42] study that we want to do with traffic related to come up with a little bit more robust [2:17:47] information that we currently have in the area needless to say we have we did receive a [2:17:52] post-collision from the SPVM, and we are working to implement some of those things now with [2:17:57] some of the things we can't do so for example, if you have been down to as a pedestrian. [2:18:02] For example, if you've been down to the underpass under saint Charles and the twenty [2:18:07] there's somebody from the audience giving us a thumbs up so hopefully have been there [2:18:10] and seeing what I'm talking about what we've done there for the time being is what we've [2:18:15] done. Essentially is one of the recommendations ways to improve access for pedestrian. So [2:18:19] before you, you saw button, You would you press the button in your request circle around and [2:18:25] you can cross right now. What we've done essentially. It's just time in the crosswalk [2:18:32] automatically than the leading sequence, so when you get there and there's a sign that [2:18:35] explains that in fact, there's two signs and around the corner, which kind of explains. What's [2:18:40] new about it? So if you're pedestrians and going under the underpass on the corner. You [2:18:44] arrived there. It is great you with the sign. It gives you a sense of what's going on? And [2:18:48] you just wait your turn and then you'll see it. It will flash the time you have and [2:18:53] then you cross, and then you got you don't have to do this. On demande, on demande. And to [2:18:57] the fact, you will be removing the button. So that option it's not confusing anybody to think [2:19:02] you would do that for there's no pressing any button. It's just time into the sequence. So [2:19:06] that is just take this whole and managing expectations number one about what [2:19:11] pedestrians CAN I speak to do And I've been down. There are like that myself. You don't [2:19:15] have to wait that long to cross. So that's a good thing. So the little things like that and [2:19:20] maybe not as obvious the driver. But those things are being done the other thing. We've done [2:19:24] with the earlier. Just as a reminder. WE also asked for you know a red light radar to be [2:19:30] locked into that area and even more grandioses. I would say project we're looking at even [2:19:36] designing that whole underpass at least having a look at that to see it that can be done. [2:19:42] That's it all the scope of the menu, but it's it's all related to that underpass, which is of [2:19:46] high profile and everybody certainly has an opinion about what's going on here there? So [2:19:50] here is that we will be looking further when we get this traffic study and look forward [2:19:54] to bring further recommendations that we go forward over the summer, you're [2:19:57] not item. You're not gonna be able to see [2:20:16] whether you are going to make the yellow or make the make the light from a distance. So [2:20:20] you're speed up through the school zone. So we are actually done this. This is it. So you [2:20:25] can't really tell and tell you that much closer the idea that behind that is not in any way [2:20:30] it simply there to reduce the reduce the temptations to try and speed up and make it light [2:20:35] is there. You are going to go the speed limit focus on that and drive it like you'll see it [2:20:40] in time to decide what you should be doing when you see the lights configuration. So [2:20:44] it's done there for safety reasons. Including I'll [2:21:15] just say that the traffic as I said before the traffic meeting meets trafic committee meets [2:21:19] between March November. If residents do have a crest request to make traffic related [2:21:25] they can email the email. C is the way to reach the [2:21:37] traffic committee for any kind of traffic issues that you would like us to address and [2:21:42] the next meeting will be on may twenty seconds so hopefully. Make you all in favor? Could IDM fifty trois points for. Just before we presented [2:22:09] at the environment committee. I would just like to underline that we've just at the [2:22:15] resignation on the committee, Miss Catherine decided to step down and she is moving out to [2:22:21] the out of the city. So I just like to underline her her work on the the committee [2:22:29] particularly the pollinator gardens that will be made this summer. It's a wonderful [2:22:34] project that is bringing the community together and she helped to spread it. So thank [2:22:40] you, we wish for all the best in her future endeavors. So fifty for the environmental [2:22:48] advisory committee February twenty twenty six. Something about the ok. So all in favor. [2:23:06] 6.1 60.1. Infrastructures récréatives, [2:24:34] sportives et de plein air. A first pas y second. So this is. Absolutely because this is one [2:24:46] example of how the amount that we intend to pay for the renovation of the recreation [2:24:54] center could be positively impacted if we were to get a grant, and so everybody should [2:25:01] keep their fingers crossed so all in favour. Items. Our fingers crossed for that one [2:25:42] two all in favor. Item 60,6 6,6 et résolution resolution Recognising Sixteenth as [2:25:55] international Celiac Disease Awareness Day y propose that one. Alors 60.7. Or Report on the decision made by the [2:26:24] Agglomération Council and its meeting of march, twenty twenty twenty six, the big ticket [2:26:31] items that that last council or agglo Council meeting were related to protective equipment [2:26:38] for the firefighters and also the award of a contract for the maintenance repair and upkeep [2:26:46] of the matériel roulant. Everything that has wheels cars vehicles of all kinds of sortes, [2:26:54] so and the next agglo council meeting is this coming Thursday, There's nothing specific to the [2:27:02] West Island on the agenda again, major investment and parks and recreation around the island, [2:27:13] Parc du Mont-Royal, parc Maisonneuve and such. Items. 80.1. Alors, nous n'avons pas [2:30:11] d'affaires nouvelles No new business. Are you ready with one by one last thing? One last thing on a light are not go [2:30:22] habs. Go. Go habs. Go. Yes. Yes. Yes. For sure. Yes. Alright. Do I have? Je propose. And all in [2:30:33] favor. Yes. So this concludes our council Municipal council meeting of April. Are we still [2:30:43] on the Twentieth? Yes April twenty twenty twenty six. And if you are at home watching us. [2:30:55] Thank you very much for being with us. It's greatly appreciated. Or, if you prefer Victoria they. [2:31:14] Merci.
