Je vous invite [2:15] donc tous et chacune à venir me rencontrer lundi prochain, le 28 septembre à 19 h, à [2:25] Mentioned that we have some young members of our community with us today, there are a [2:31] little too young, unfortunately. Commandant Masson to come and say a few [4:42] words. Thank you very much. Merci d'être ici avec nous, commandant. Bienvenue. Bonsoir. [4:46] Good evening. [4:53] Depuis ma dernière présence, on a. [5:07] Donc on a. [5:20] Nothing so report to us, so that's a good thing. Madame. Man one. Non, [10:31] non, la madame elle tient bon. Juste What's your name? N'aura. Ask your question in all it for [10:46] the recording and that way. It works that the police card stop that people to work properly [10:56] that in trafic is ok tonight is a couple walking the dog and the baby is that we're all in [11:04] black. And it was dark. So the question is for it has basically a high school and I [11:12] told him her in that they're going themselves that that so the question is for those. OK? [11:19] Thank you. So the question is for those at home. If when pedestrian walk on the street [11:26] and there's no sidewalk if the spvm has a policy or tells pedestrian to walk on the right [11:37] side, which is opposite traffic. Alors je vous laisse répondre. It's a good question, man, but [11:43] it's in the fact. It's a personal behavior. I mean. You mean, if you right directly to me. Sur le site web, il y a [13:19] une place. Oui, faire. Je vais vous laisser ma carte. I'm gonna leave you my car. It's [13:25] faster than passed by the whole thing. At the station one and then my staff gonna send it to me its [13:42] use the friendly that I'm gonna give it to you right away, It's yours. Merci commandant. Passez [13:47] une belle soirée. Merci, Merci à tous. Bonne soirée. Before we move with the question period. [13:55] Avant de passer à la période de questions with other members of my council like to see a few [14:01] words real quick. Thank you. Just this past past weekend, WE had the beacon hill corn roast [14:10] and I wanted to take a moment to first off. Thank all of volunteers. It's about one [14:15] hundred volunteers that comes together to put on this community event which we don't [14:21] know how long it's been going on four, but it's over forty years now that we've been [14:26] hosting our community roast. I'd like to thank Maire Saint-Jean for attending as [14:30] well was great to have you have you there and a shoot out to administration. Mr Boilot your [14:37] team was spectacular. Thank you for the help with the road closure, the various equipment [14:44] that we used to host the event the park and we're great. Just thank you again and thank you [14:51] to all the volunteers. And thank you very much. You're welcome. Thank you. It was a [14:56] great event. Please make your way to the microphone identify yourself tell us who you are on [15:12] what street and will try and answers your questions. Brièvement. La langue anglaise. [15:30] Je suis miss. Mes adresses. Mes adresses. Please. Other question from [19:15] the. Vous pouvez y aller? OK? Yep. Twenty point One is at the corner of saint Charles and the [19:41] twenty twenty point one at the corner of the twenty and saint Charles. It's not specific to [19:51] the corner of twenty and saint Charles, but it is for the reconstruction of saint Charles [19:58] Boulevard. It's right now. The mandate is open the company of the contract is awarded in a [20:07] few moments. We'll have the mandate to look into a number of things, but it won't be, it [20:14] won't be the complete overhaul of the intersection as we've requested from the MTQ a few [20:21] months ago. My question is is saint Charles, not the agglomeration responsibility. [20:28] Saint Charles is the city of Beaconsfield responsibility. I guess I was informed No, that's [20:36] okay, okay. Thank you. Good evening. David Alexander Drive I contacted the committee here [20:50] with a question about speeding on Celtic drive. It's been an issue for us for over five [20:55] years and I wanted to thank you guys for putting speed bumps already on the streets. There [20:59] are two presidents, but unfortunately, it seems to slow people down only for a certain [21:05] distance and then they tend to speed up again. So we just recently observed in incident [21:12] where couple car went by one neighbour said around a hundred and hours. WE did contact the [21:20] police on that one. I guess he's left the comedown. He hasn't go back to us and that [21:26] was on July first you Martin, you are on the email. WE have video of it as well, ok. So I [21:32] did ask for the traffic study from the city, and I was quite surprised to see you know on [21:38] Celtic drive in summer of twenty twenty five Seeks care were doing over a hundred [21:44] twenty hours and over for pour 100 of them were speeding drastically. I'd say quite a [21:52] few over in our but the traffic committee judged that there wasn't a need for any kind of [21:59] further mitigation on our street. So I'm just wondering. What is the condition that the [22:05] city teams required, so that we would be able to slow down people on Celtic drive. Well, I [22:14] can speak to that your question because I was on the traffic committee and twenty twenty [22:19] five. There's not one single criteria that that apply as you probably are where the traffic [22:30] committee is officially composed of now for residents and three member of council, [22:37] and it makes recommendations to council and most often I'll be honest those recommendations [22:46] are followed whether there for the installation of a mediating measure or the refusal of what [22:54] being so every now again and again, we look at its like you have and say oh wow in our. But [23:06] you know they, they are the outliers in terms of the average speed, you know, and [23:15] that's really the one criteria, that is being studied. What is the average speed near where [23:22] the measure would be implemented and is it above a threshold or not, and would in [23:31] fact measure mitigating measure another speed bump by efficient or not there is it technically [23:39] possible to put one there I mean we could you know in theory think that every twenty [23:46] five meters or so we have a speed bump to slow people down, but it creates other issues and [23:51] it's not always possible and obviously it's not something that most people would would [23:57] tolerate and and want so in this particular instance the committee recommended that no [24:05] additional measure be put in place and that's what council went with and that's consistent [24:10] with the two other speed bumps. The average speed, there was probably higher than what the [24:16] average bit. Here is on this and because otherwise there were kind of using picking and [24:20] using things. Unfortunately, those are those initial two the ones that are that are there. I [24:26] don't know when they were installed. I don't know if I was four years ago. So perhaps, [24:35] it was something that was done. But I don't recall what the specific data in terms of speed [24:41] were for those two. So I don't wanna risk. You know giving you an answer that would be [24:47] probably not actually accurate, but the idea would be yes that it was one study for years or [24:54] five years ago. The speed results were that in those locations. The average speed [25:01] was higher than the one that was studied last year near near where you are good. I ask the [25:09] traffic committee just to get back to me on that one then to compare the average speed which [25:13] did indicates speed bumps. I would I would venture that you probably got the survey that [25:20] you have now through and access to document requests, and so I would I would direct you [25:26] towards the same process just to make sure that it's treated as lawful and adequately as [25:32] possible. OK, very good and just the fact that you know over a hundred and twenty in [25:37] our six cars going buy doesn't seem to be a safety issues to the city. Well, the average is [25:44] important, it's six car or it's six different individual or it's the same person going at [25:51] two oclock in the morning or three o'clock in the morning what I can tell you because you [25:56] had provided the information your question in writing ahead of the meeting. The police, the [26:03] SPVM has been made aware of the times at which this car or these car were driving by at [26:14] excessives speed frankly. So it's something that the police needs to to monitor. If if not [26:25] sure that the speed bump, you know would would solve that issue if you have one if you [26:34] have a well yes, but what happens between the speed bump? People here and now up again [26:42] and excessively understand so if we have an individual that is delinquents and we have the [26:49] police that might be able to help us with that if otherwise the you know vicinity is [26:58] considered to be safe because of the average speed, the speed bumps are also not like a [27:04] panacéa. They create issues people are coming there stopping their noise. There's [27:11] sometimes damage to vehicles and and so on and so far so I'm not in this type of driving of [27:18] course. But we can't put speed bumps. Every time someone decided to act recklessly. It's [27:23] it's a single individual. Hopefully it's a single individual behavioural problems [27:29] and we hope that the police will catch him or her we have I do that someone over now or [27:36] goes back and forth a one way actually ten times in a day anything is possible, but we [27:42] are open to other methods. I've seen planté on the road to kind of narrow down their focus and [27:48] stuff, so and we are between the rec center. There's two parks right there and there is [27:53] no sidewalk. So yeah, I appreciate anything the city could do before and incident [27:58] happened. Thank you for coming. D'autres questions? Other question. If there's no other questions from residence [33:36] or people in the in Council chamber, I will now move to return questions that we [33:43] received and the first one is from Roxanne Sanders and I believe she's with us here [33:51] today. Alright. Alors Roxanne has a concerned about the destruction of our [33:58] neighborhoods natural area. She is on Franklin and she is hello, My name is Roxanne Sanders and [34:05] I would like to bring a situation in our neighbourhood to your attention at the end of [34:11] Franklin road, a small area of vegetation that looks like a mini forest is currently being [34:18] destroyed and nearly half of the trees of already been cut down the work has been going on [34:24] for several months and seems to have cause many animals to disappear. This is the only [34:31] natural area in our neighborhood where they can still feed un build nest and [34:37] leave freely. WE come here every day we used to sit hoc Eagles raccoons folks and [34:45] rabbits. Today we barely see all here any animals. WE would like to understand the reason [34:52] for this work, including the cutting of trees. Could you please explain what this plan [34:58] and what measures are being taken to protect the remaining wildlife and vegetation. Thank [35:04] you for your attention, Roxanne and her friends and I believe that the two friends are next [35:11] to you. Well, so great question. Thank you very much for taking the time to write to us to me. [35:19] It's it's a very sad consequence of something that is necessary. The the tree [35:27] removal that you've seen come from a few separate projects over the last maybe two years a [35:34] year and a half something like that, so we are profiling the parc central dish where we did [35:43] rather in twenty twenty five, so that started with with that earlier this year. There was [35:49] the widening of the crescent turn around that leads into the area that you describe and we [35:58] also have upcoming sur work that come later in september, so all of that requires [36:07] clearing a number of trees along the pipe route. It was necessary for us to be able to [36:15] provide you no updated sur maintenance and infrastructure in addition. You know if you [36:25] walk around our your neighborhood, our city a lot of our trees are mature, which [36:30] means that they have been around for fifties sixties seventies five eighties, [36:37] sometimes a hundred years and so we have in that area of several mature willows and [36:45] three that well the ashes on top of the emerald borough that has been a problem. Well, you [36:53] know a lot of those trees came to maturity essentially and they became dangerous for [37:00] people like you walking around and that area, you know if three years old and dead or [37:08] dying and branche start falling down and the tree itself collapsing. It's something that [37:14] we need to we need to address. So we had to cut down several trees and we we do you know we [37:23] do like and find that the tree canopy is extremely important and so we're replante in new [37:30] three in that in that area, so you're fairly young if you stick around long enough, [37:36] you'll be able to see three in that neighborhood in the future, so this. This explain why you [37:44] know some of the three have have been taking down. But thank you very much for [37:50] expressing your concern and taking the moment to write its appreciated great work. Thank [37:57] you our next question is from Russell Duncan on evyndal place Mayor Saint-Jean is riding [38:08] sorry about the city communication Surveys that is currently ongoing online mayor [38:13] Saint-Jean the city of my correspondence and his consulting cocorico, which is [38:18] the survey company that we're using a response is promised but the survey close October [38:25] thirty first a verbal Yes or no to each question will suffice details may follow in writing [38:33] regardless of cocorico platform limits well the city publish a bilingual notice explaining [38:38] whether responses are Anonymous confidential or linkable and what information the city and [38:46] cocorico cocorico can access so to that Mr Duncan the answer is yes, the city will be preparing [38:53] a bilingual frequently asked questions and that pages will be added to its website very [39:02] soon. Will the city publish its full response by October second state, whether further [39:11] promotions is plan and ensure any promotion directe residences to that notice and [39:17] explain eligibility residency and duplicate control the promotion of the survey is [39:25] already underway and will continue while the survey is open and active so the [39:32] information the survey information about the survey is for example already included in [39:38] the infoflash that will be mailed or delivered later later this week, we'll council [39:46] commits that the results will not be presented as representative of all residence [39:53] or used alone to reduce printed mail or other non digital communications, unless the [40:00] publish methodology support doing so dunkin. I will not here be giving you an answer [40:09] committed to what council will or will not do, but what I can tell you is that the survey is [40:16] not designed to produce statistically representative results for the entire [40:22] Beaconsfield population. It's just one of several tools that we intend to use to help us and [40:27] guide use in future decisions that we may have to do regarding our communication [40:34] means and process. So thank you for your thank you for your question tonight. Next we have [40:45] Kelly berenbaum I hope I pronounced the name correctly and she asking about the pool [40:53] closure at the recreation center. Your question is knowing that you will be closed [40:59] from early twenty twenty seven twenty twenty at as the september contact magazine as [41:05] any negotiations been done with other municipalities in the West Island that have indoor [41:11] swimming facility facility for preferential rate during that time this time and so the [41:19] answer is yes, we are communicating with nearby municipalities and we hope to [41:24] be able to provide access to nearby pools for our swimmers as of the winter of twenty [41:35] twenty seven and for the duration of the closure more information about that should [41:42] be forthcoming by the buy December at the latest obviously with the closure [41:48] being scheduled for early twenty twenty eight. Thank you for your question and we have [41:56] Nicole Corrado from Beaconsfield and saint Andrew Question I noticed you are [42:02] giving three thousand dollars to friends for mental health. Unfortunately this organization [42:09] does not support people with mental health conditions or neurodivergence will leave [42:16] independently and only support family members. Please, please give money to organization that [42:22] support people with neurodivergence and mental health conditions directly. I [42:28] am also concerned about the Christmas market having a pettigrew pace farm is not a [42:34] sanctuary. They are breeding. There are breeding facility that cells to meet farm, Please [42:40] do not permit farmed animal at the Christmas market. These animals are prohibited in [42:47] Beaconsfield instead if you want animals there have an adoption event with a rescue or [42:53] take pay for those with center. Thank you miss Corrado for your comment WE will consider them I [43:01] said that that was the last question, but I have another page or two so will continue. [43:10] Prochaine question de Caroline. Malcolm and Rose. You [44:32] have requested may be part of the information that will be provided and presented we are [44:38] not in a position today to provide further details at this time, we invite you and all [44:45] residence to attend the presentation and information will be also made available [44:52] afterwards for those who are unable to attend, should you have any further questions [44:57] following the presentations please contact the municipal administration and will be able [45:02] to answer all of your specific questions as for the part of your questions regarding [45:09] communication as it pertaining to this meeting, It will include our usual channel. It's [45:15] already been communicated in the contact magazines the latest edition that came out a [45:22] few weeks ago along with the info flash social media électroniques message boards [45:29] that we have and b-c-d apps. So we would also like to add that a postcard in addition to [45:41] what's already been done and what will be done a postcard will be distributed to nearby [45:48] household next week in the North sector, West of West Croft and synagogue is also [45:54] planned near the park. So thank you very much for your interest in this project and thank you [46:01] for your question. Question from Rosemary Heck on Mount Rose subject five hundred [46:10] thousand dollars loan and the proposed work at mount Rose and Helm, intersection earlier this [46:20] year alone of five hundred thousand dollars was approved for work at various [46:26] intersection in Beaconsfield. This included work to be done to reconfigure the montrose [46:33] intersection. Could you please give us an update on the status of the city thousand dollars [46:38] loan and the status of the mount rose am reconfiguration work. Thank you so miss the [46:47] loan itself is still within the office of the ministère de l'Habitation for approval with [46:58] regards to specific work at the corner of ALM and roses, nothing as yet been determined [47:07] in terms of the scope of work and fact a professional engineers or architects or [47:15] landscaper, but professional services have not yet been mandated or hear by the city. [47:23] We're likely gonna be going to tender two to seek professional help and only then we'll we [47:32] have a better idea of what the scope of work could be what the budget would be and this like [47:38] any other such feels that would be part of that by law would come back to the council for [47:46] approval as the case may be so thank you for your question and this concludes our written [47:53] questions. Alors avant de passer au vote, j'aimerais préciser que c'est dans le contexte [1:03:27] d'une éventuelle demande pour avoir le vélo en partage libre-service Bixi but it's not [1:03:36] a decision on authorizing or moving forward with Bixi. Person is the first step that [1:03:44] we're considering that will be. I think very important in our future decision making process [1:03:53] is to actively seek a grant so that if we move forward with this type of service at least [1:03:59] some of the costs will be offset by a grant that you would provide and they usually [1:04:07] award grant upwards or up two rather fifty pour 100 of the actual costs. So it's just one [1:04:15] step that is not binding for the future. Alors ceux en faveur. Alors. The [1:04:51] agglomération has a budget of four points four four points five billion dollar. So divided [1:05:00] by twelve, there's always a tremendous amount of money being being invested in what [1:05:08] the agglo does and provide for service the next meeting is next week, not next week. This [1:05:17] coming Thursday this week. I'll be there and there is yet nothing on the agenda that styx [1:05:27] out you probably have heard today with the conseil municipal, the adoption of a [1:05:35] below to regulate. What residence are allowed to use as a previous towards civil [1:05:45] servants police officer security officer is at the center of what the conseil [1:05:51] municipal is dealing with and will also be on the agenda Thursday for the council [1:05:59] meeting. So that's it for for now. Item 80.1 Deposits of the Director Report. Monsieur le [1:06:07] Directeur général. Oui, Merci, Monsieur le Maire. Donc on a trois rapports. And thank you at home! Merci à la maison. To spend the last [1:07:01] almost two hours with us. It's greatly appreciated.
