the screen due to these [27:05] conditions most Reservoir levels are [27:07] below normal for this time of year and [27:09] challenges are expected as we move into [27:11] the high demand water months adding to [27:13] these Supply concerns the rapid [27:15] expansion of both the city of bont and [27:16] Alberta as a whole is intensifying water [27:18] demand and further [27:21] straining these already stressed [27:23] conditions in response to these [27:25] conditions Alberta environment has Resto [27:27] to municipalities them to review and [27:28] enhance their water management [27:30] strategies this year Bowman encountered [27:32] two instances of water restrictions one [27:34] due to unforeseen outage at the epcore [27:36] plant servicing in the Edmonton area and [27:38] another stemming from upgrades from the [27:39] Water Commission Phil Station in Bowmont [27:42] both these challenges have been [27:43] successfully addressed and the [27:44] restrictions lifted the experien has [27:46] provided valuable insights into the [27:48] effectiveness of our current strategy [27:49] and highlighted areas where enhancements [27:51] could be [27:54] made this brings us to our purpose of [27:56] the presentation tonight to Implement a [27:58] proactive strategy which updates and [28:00] refines water man water management [28:02] practices restrictions and the utility [28:04] bylaw for future resilience these [28:07] measures are crucial for the coming [28:08] season and moving forward to ensure the [28:11] city has sufficient water levels for [28:13] essential uses such as fire protection [28:15] and drinking [28:17] water the first area that was identified [28:19] as requiring updates is our utility [28:21] bylaw which Administration is [28:22] recommending be renamed the water and [28:24] wastewater management bylaw this revised [28:27] bylaw [28:29] encompasses crucial elements such as [28:31] outlining water restriction demand [28:32] measures based on the water commission's [28:34] recommendations and in alignment with [28:36] other municipalities introducing [28:38] penalties and enforcement measures for [28:39] non-compliance and clearly defining user [28:42] responsibilities regarding Water and [28:43] Wastewater management these this new [28:46] bylaw will be presented later tonight in [28:48] more detail however I will highlight the [28:49] demand measures with a focus on internal [28:52] City operation [28:56] measures Administration recommendation [28:59] is to implement three demand measures or [29:00] restriction levels the demand measure a [29:03] labeled as a water conservation advisory [29:05] represents the lowest level of [29:06] restrictions demand measure B introduces [29:09] a partial water band while the highest [29:11] restriction level demand measure C [29:13] imposes a mandatory water [29:17] restriction demand measure a also known [29:19] as the water conservation advisory [29:21] primarily impacts internal City [29:23] operations this includes reducing spray [29:25] park hours and suspending non-essential [29:27] water use activities such as water and [29:29] sewer Flushing Park watering street [29:31] sweeping vehicle fleet vehicle washing [29:34] and certain firefighting that utilizes [29:36] water additionally water users are [29:39] encouraged to limit outdoor watering to [29:40] specific hours for optimal for reducing [29:45] evaporation demand measure B also [29:47] referred to as a partial water band has [29:49] implications for both City operations [29:51] and water users City operations will [29:54] discontinue non-essential water [29:55] activities such as the spray park [29:57] hydrant meter usage private development [29:59] and infrastructure commissioning private [30:01] development flushing Water Quality [30:02] Investigations and all demand a [30:05] suspensions for water users outdoor [30:07] watering is limited to house number with [30:09] specific hours with a maximum of two [30:11] hours allowed per day hand watering a [30:14] flower beds vegetable gardens and [30:15] similar activity would be permissible at [30:16] any time using a watering can or a hose [30:20] with a nozzle equipped with a shot off [30:21] to restrict water [30:24] flow demand measure C also known as the [30:27] water or sorry as the mandatory water [30:29] restrictions represents the most [30:30] stringent level of of restrictions [30:33] reserved for extreme circumstances these [30:36] under these measures City operations [30:37] will suspend water use for the bsrc [30:40] pools hot tub all water features and [30:42] fountains along with implementing all [30:44] demand A and B measures water users will [30:46] be limited to essential use only [30:48] prohibiting all outdoor water activities [30:51] additionally water use will be [30:52] restricted for all high demand water [30:54] users further details on these [30:56] restrictions will be provided on the B [30:58] report later [31:02] tonight there are various demand [31:04] triggers for water demand measures or [31:06] restrictions the city will Implement [31:08] which are noted on the [31:10] screen the utility team is working on [31:12] implementing Advanced forecasting within [31:14] our water water system software to [31:16] assist in predicting Reservoir levels [31:18] contributing to these triggers it is [31:20] also important to note that each [31:22] community in the province is unique and [31:24] will have different triggers that affect [31:25] their restrictions this means that the [31:27] city of bont May Implement measures [31:29] before the Water Commission or other [31:31] municipalities or measures may be at a [31:33] different level these measures will be [31:35] placed into effect due to our own un [31:37] unique circumstances considering all [31:39] these triggers with the intent on [31:40] preventing further or stronger [31:43] measures communication is a significant [31:46] significant part of our strategy and [31:48] Tanisha will further elaborate on this [31:52] aspect thank you Ryan when considering [31:55] the role that water users play in our [31:57] strategy it is crucial to acknowledge [31:59] that we are dealing with people now we [32:01] recognize that there are several types [32:03] of water users but regardless of their [32:05] form we are looking to take them from [32:06] their current state to a new one getting [32:09] them to demonstrate modified and [32:10] potentially new behaviors so what we are [32:13] talking about is change management [32:15] changing human behavior requires a Clear [32:17] Vision of how we want users to think to [32:20] feel and to act to guide our approach to [32:23] this change we've established three key [32:25] pillars they are transparency [32:27] empowerment and compliance now I want to [32:30] walk you through what each of these [32:31] looks like transparency means that users [32:34] understand the water demand measures [32:36] they receive strategic updates on Water [32:38] Management efforts and they know what to [32:40] expect depending on the situation or [32:42] environment empowerment is simple it [32:45] means that users feel part of the [32:47] solution whether it's through practical [32:49] water saving strategies or water [32:51] conservation tips they are motivated to [32:54] conserve water and finally compliance is [32:57] a direct reflection of how we want users [32:59] to act to encourage change behaviors [33:01] with the goal of water conservation this [33:03] means we must establish clear guidelines [33:06] and uh expectations recognize and reward [33:09] compliance all while continuously [33:11] monitoring our reporting mechanisms for [33:13] feedback and opportunities to optimize [33:16] now that we've established the changes [33:17] that we will encourage and Inspire in [33:19] our water users I will walk you through [33:21] some of the risks we've identified and [33:23] how they present as opportunities for [33:25] our water management [33:26] strategy now as I walk you through these [33:28] risks you'll start to notice potentially [33:30] the strategy taking shape uh the first [33:33] risk that we've identified is [33:35] misinformation now whether it's false [33:37] claims or inaccurate information [33:39] misinformation can lead to a lack of [33:41] compliance given the unique nuances of [33:43] each municipality's Water Management [33:45] strategy as Ryan uh outlined we must [33:48] speak with a unified voice directing [33:50] users to a centralized source for [33:52] accurate and practical information now [33:54] this involves leveraging educational and [33:57] um awareness campaigns local media and [34:00] our esteemed Council serving as [34:01] Community [34:05] ambassadors the second area we've [34:07] identified is non-compliance now often [34:10] we think about users being non-compliant [34:12] it's because they either perceive these [34:13] changes is inconvenient or perhaps they [34:15] disagree with the measures as a whole [34:17] however non-compliance can also be a [34:19] lack of awareness or maybe a misunder [34:21] understanding of the restrictions to [34:24] encourage compliance we need to focus on [34:25] targeted educational campaigns regularly [34:28] check how they're performing and adjust [34:30] when necessary also being open about the [34:33] rules and how we enforce them helps [34:35] create a culture where users understand [34:37] and follow the [34:39] guidelines the third risk that we've [34:41] identified is communication overload now [34:44] when it comes to communication overload [34:45] it could be because of the amount of [34:47] information could also be due to the [34:49] complexity of the information and this [34:51] can leave users feeling apathetic [34:53] anxious you know rather than the desired [34:55] state of feeling empowered with this [34:57] information [34:58] navigating the risk of communication [35:00] overload demands clear streamlined [35:02] messaging through easily accessible [35:04] channels and here uh council members [35:06] play a pivotal role in directing users [35:08] to a single information [35:11] Hub now the final risk that we've [35:14] identified is related to maintaining [35:16] Comm during periods with several [35:18] restrictions for prolonged periods it is [35:20] crucial to maintain Cal admidst the [35:22] scarcity of a vital resource like water [35:25] users can exhibit resource hoarding [35:27] competition non-compliance and [35:29] potentially confrontational behaviors [35:32] proactive transparent messaging empowers [35:34] users with knowledge curbing behaviors [35:36] like hoarding and fostering positive [35:38] conservation practices recognizing and [35:41] reinforcing these behaviors further [35:43] encourages that [35:48] compliance so by being proactive and [35:50] transparent with our messaging in uh you [35:53] know giving them the knowledge and [35:54] curbing those behaviors it's essential [35:56] to uh EMP power those residents with [35:58] correct practical and strategic [36:00] information that we can encourage conver [36:03] conversation efforts I'm going to pass [36:05] the floor along to Michelle who will [36:06] further dive into our [36:11] strategy thank you [36:13] Tanisha so our communication strategy [36:15] involves a multifaceted approach that [36:18] launched yesterday on April 22nd and [36:21] will span the spring and summer [36:23] throughout these months as Tanisha [36:25] mentioned we will leverage our guiding [36:27] principles of transparency empowerment [36:29] and compliance to educate residents on [36:32] the reality of drought conditions and [36:33] Empower them to do what they can and [36:35] play their part in water conservation [36:37] efforts our strategy emphasizes a [36:40] collaborative approach involving all [36:42] local stakeholders and highlights the [36:44] importance of residents businesses and [36:47] the city working together as a team to [36:50] achieve water conservation it's also [36:52] important to note that this strategy is [36:54] dynamic and will go through adaptations [36:57] and refin ments as we receive feedback [36:59] and data throughout the coming [37:02] months so there are three key phases in [37:05] our strategy here the first being [37:07] education and awareness the second being [37:10] the ban phase and lastly the recovery [37:13] phase in the education and awareness [37:16] phase our focus is on transparently [37:18] communicating and educating our [37:20] residents about the reality of drought [37:22] conditions in Alberta we're also focused [37:24] on offering practical water conservation [37:27] tips for them to incorporate into their [37:29] daily routines that Empower them to take [37:31] ownership of water saving efforts in [37:33] their [37:34] homes in the band phase our priority is [37:37] to clearly communicate specific [37:39] restrictions on water usage provide [37:42] regular updates on the progress of bands [37:44] in any changes that occur and reinforce [37:47] the importance of compliance in [37:49] preserving bont's water supply lastly in [37:52] the recovery phase we are mainly focused [37:54] on communicating the lifting of water [37:56] restrictions [37:57] but we are also acknowledging residents [37:59] compliance and efforts during the ban [38:01] phase and highlighting the collective [38:03] impact that we made as a community this [38:06] is an often overlooked but crucial [38:08] component for Community morale because [38:10] it Fosters a sense of unity pride and [38:13] appreciation among residents for their [38:15] contributions and encourages continued [38:17] support and participation in future [38:20] conservation [38:24] efforts as mentioned in the education [38:27] and awareness phase we are focused on [38:29] providing residents with the Practical [38:31] water saving strategies for their homes [38:34] we've categorized these tips into indoor [38:36] and outdoor sections and further divided [38:38] them by beginner intermediate and [38:40] advanced levels this approach allows [38:43] residents to begin their water [38:45] conservation Journey at a level that [38:46] feels right for them or fits their [38:48] current situation and also prevents [38:50] overwhelming them with just a long list [38:52] of [38:53] suggestions now we are aware that some [38:56] of our Advanced tips are not immediately [38:58] actionable and our goal with these [39:00] Advanced tips is to plant a seed in [39:03] their minds and prompt them to consider [39:05] these long-term conservation strategies [39:07] for the future for example uh while [39:10] someone may not immediately think about [39:12] upgrading to water efficient appliances [39:14] it is now something that's on their [39:15] radar and they may consider this the [39:17] next time they purchase a new home so on [39:20] the screen here we've included a few [39:22] examples of beginner intermediate and [39:24] advanced tips beginner tips including [39:27] fix leaks around the house turning off [39:28] your Taps intermediate tips being [39:31] utilizing rain barrels and installing [39:33] water saving devices in your home such [39:35] as faucet air Raiders and lowf flow [39:37] showerheads and advanced tips are things [39:39] such as um water efficient appliances [39:43] and implementing graywater recycling [39:44] into your [39:47] home in terms of tactics to connect [39:50] residents to this information as Tanisha [39:53] mentioned earlier we have created a [39:55] centralized information Hub on our [39:56] website where residents can access [39:59] information about drought conditions [40:00] water saving tips links to external [40:03] resources and eventually Water band [40:05] updates if need be so essentially this [40:07] is a One-Stop shop where they can find [40:09] all the information they need as we move [40:12] through the phases of this strategy will [40:13] employ a range of tactics to connect [40:15] residents to the centralized information [40:17] Hub these tactics include digital media [40:20] and print materials and will [40:22] continuously be evaluated and refined as [40:24] we move through the strategy and receive [40:26] feedback and data data we will also rely [40:29] on leveraging our community ambassadors [40:32] which would include yourselves Council [40:34] to maximize Community involvement and [40:37] buyin so throughout the coming months we [40:39] encourage you to share water [40:41] conservation content on your platforms [40:44] reinforce the importance of being water [40:46] wise in conversations with residents and [40:49] lead by example to inspire Community [40:52] [41:16] the presentation [41:18] um I think an important piece of this as [41:21] you move forward is to acknowledge early [41:24] on in the presentation that we're a [41:26] member of the capital region us Water [41:27] Services Commission I think that was [41:30] probably a piece of information that [41:32] should come forward at the beginning of [41:33] the presentation um later on in the [41:36] demand measure triggers we do make [41:38] mention of that but uh you know the root [41:40] of a whole bunch of the information used [41:42] to make this presentation actually comes [41:44] from the um technical document entitled [41:48] water demand measures from from there so [41:50] I think it would serve well uh for the [41:52] community just for some clarity around [41:55] where this comes from so you know we're [41:57] a member of the commission we sign on to [42:00] the commission and the commission has [42:02] the water demand strategies that are [42:04] developed and reviewed to the policies [42:06] reviewed the technical document guides [42:08] water demand levels and you know that [42:11] that's where it's coming from um in the [42:13] past when we've had to put these water [42:15] demand levels in um it's been an [42:18] opportunity for education I guess for [42:21] the public to allow them to understand [42:24] or help them understand that we're a [42:25] member of that commission so [42:27] I you know I I would tighten that up a [42:29] bit uh just to make it more clear around [42:32] us being a member what the water demand [42:34] measures mean um I think you guys did a [42:36] really good job of um personalizing it [42:40] to Bowmont right because the water [42:41] demand measures are a little bit more [42:43] generic in the document and then what [42:45] you're able to do well in here um you [42:47] know throughout the examples where there [42:49] was City operations and and water uses [42:52] really personalize it so I think you [42:53] guys really hit the mark on that um so [42:56] um this conversation today is an easy [43:00] one I think in the coming days it's [43:02] going to become more trying in all [43:04] municipalities so um thank you for [43:06] coming early with this conversation and [43:09] uh I appreciate your [43:11] effort thank you counselor I appreciate [43:13] that I'll Echo some of councilman [43:14] nuker's comments um it's hard to educate [43:17] the public we all very much aware of [43:18] that and we take our lead off the Water [43:21] Commission the water commission's [43:22] responsibility is make sure there's [43:23] water for all the members on an equal [43:25] level basis you can't have water Bowman [43:27] and not in Devon or luk it's got to be [43:29] the same for everybody and the priority [43:31] for us is to have water for fire [43:33] protection and personal hygiene and [43:35] cooking uh Lawns are kind of second [43:37] fiddle compared to the first two items [43:39] of course even the water park despite [43:41] the weather sometimes is not a high [43:42] priority and it was difficult to educate [43:44] the public and I applaud the efforts [43:46] we're trying to be a little more [43:47] proactive given the anticipated drought [43:49] this season is going to have for us and [43:52] I Echo councilman comments that help [43:55] education the public that in the water [43:57] commission sets the rules and we follow [43:58] them what we're trying to do is give it [44:00] a good education to our to our residents [44:02] and the less water they use the more [44:03] money they save too which is not a bad [44:05] thing all things being equal but coun [44:08] could read my mind on that comment I do [44:09] appreciate that so councelor barnhard I [44:11] have you next on speaking thank you [44:13] mayor not exactly sure what's going on [44:15] with the mics but they don't go green [44:17] they go right to Red yeah it's weird [44:19] once we're done this we'll we'll have a [44:20] look at that in a second let's just [44:21] continue but some I saw nothing on my [44:24] screen but please continue we'll we'll [44:26] look at it in the next break collaboratively in the region to make [44:36] sure that we have sufficient water uh [44:39] but I want to applaud the proactive [44:41] nature of this strategy uh I think it's [44:44] uh it's coming at it it's coming at the [44:46] issues very much from an education [44:48] perspective and I really think that's [44:50] important I like the transparency of it [44:53] um some of the the goals I had in mind [44:56] when I was reading it is it's forward [44:58] thinking it's looking ahead it's [45:00] environmentally conscious it's it's [45:02] raising the bar as far as what we expect [45:03] our residents to do so I so I really am [45:06] um thankful to see it here I think you [45:08] did a great job on that my question is [45:12] about um kind of the big big picture if [45:16] we get to a point and I I'm sure that [45:18] the commission would be part of this as [45:20] well but if we get to a point where we [45:22] are in uh danger of not having [45:24] sufficient water for the necessities [45:27] that we need here in [45:29] Bowmont whose responsibility is that [45:31] does that go beyond the city to the [45:34] commission to the province just speak a [45:36] bit to that what what would be the um [45:40] the next step in terms of dealing with [45:42] an emergency if it was to [45:46] happen don't want to be a negative Nelly [45:48] but you know that could happen uh [45:50] through the mayor to councelor barnhard [45:52] um it would be up to the the city's [45:54] responsibility to find I guess alternate [45:57] resources to provide the water it [45:59] wouldn't be up to the Water Commission [46:00] it' be up to the to the city to find [46:02] that so the the city and the Water [46:04] Commission together would be responsible [46:06] for that it's not the provinces we would [46:09] be the first line of defense on that [46:11] right okay um and I think the other [46:15] question that I had um mayor um if I may [46:18] just just run further you referenced a [46:21] couple of times in your comments that [46:23] later tonight we would be dealing with [46:25] the the fees the the penalties actually [46:28] we've already approved them I think if [46:31] I'm not mistaken as part of the bylaw [46:33] that was in the consent agenda am I [46:35] correct on that okay I wonder if you [46:37] could just speak to um how that would be [46:40] implemented how how are we enforcing [46:43] those uh compliance issues through the [46:46] mayor to councelor barnhard uh the [46:48] presentation later tonight's the utility [46:50] baaw um update and so it'll be going [46:53] through the bylaw that references these [46:54] demand measures and the penalties and [46:56] stuff will be in place for them I I'm [46:58] wondering if we've dealt with the mayor um [47:20] this would be dealt with the way any of [47:22] our bylaws like Community standards [47:24] bylaws would be dealt with so to ially [47:27] you would have someone make a complaint [47:29] that someone was in violation of the [47:31] bylaw and enforcement would usually take [47:34] um An Education First approach and then [47:38] if they could not resolve the matter [47:39] then water our spray park uses so I'm going [49:33] to regil with some numbers right now [49:35] because this is exactly why um I asked [49:38] the questions around that so we talked [49:40] about water demand a and water demand B [49:42] and C and you know when the spray park [49:44] turns off and why and uh basically in [49:47] 2023 uh with the water the spray park at [49:51] eight hours a day the water usage was [49:53] estimated at 4.4 million liters a month [49:57] 149,000 lers per day which translates to [50:02] 18,6 125 L per hour of water big big [50:07] water usage out of our out of the spray [50:09] park and over a 3mon period that results [50:12] in 13.4 million lers of water being used [50:15] in the spray park and it's onetime use [50:17] water in our spray park um so you know [50:20] there's a lot lot of numbers there um [50:22] that was included as a counselor inquiry [50:24] back in February so it is you know that [50:26] they answer to that is uh obviously [50:28] public information and that's why I [50:30] brought it Forward here and then in 2022 [50:32] on a on a 12-hour day operating all [50:35] those numbers are bigger quite bigger [50:37] right so it's very very important for [50:40] residents to understand because I know [50:42] one of the first friction points is the [50:44] spray park being turned off in water [50:47] demand situations but I just really [50:50] really want everyone to understand the [50:51] amount of water treated water that is [50:54] used in that apparatus we love it [50:57] there's good usage of it but it's turned [50:59] off in these water demand uh situations [51:02] for for good reason and there's millions [51:04] of reasons right there as millions of [51:06] liters of water are used there so anyhow [51:09] uh this was the opportune time to bring [51:10] that forward and remind everyone of that [51:12] usage so thank you mayor no that was a [51:14] great inquiry I was expecting those [51:17] numbers but they're actually higher than [51:18] I thought they were going to be so [51:19] that's a very good information to have I [51:20] appreciate that Council tbus followed by [51:22] councelor [51:24] mcook thank you mayor thank you for the [51:27] presentation I I think anyone would be [51:29] naive to uh to assume that there there [51:31] isn't a shortage of water especially [51:33] when we hit some of those hot months and [51:35] and the drought concerns that do exist [51:36] within Alberta and all across all across [51:38] the world [51:40] realistically sorry no worries um so [51:44] yeah so it's important that we come up [51:45] with an approach um I I do just have a [51:48] couple concerns in terms of [51:49] communication I I know we're going to [51:51] get into the bylaw here but uh within [51:53] the bylaw it says City will do its best [51:55] to give 24 hour or notice um that [51:58] doesn't give people a lot of time to [52:00] receive the message um so I did [52:03] appreciate uh the comment that was made [52:05] that in terms of enforcement we'll [52:07] always go the education route first um [52:09] and I hope that is the approach we take [52:11] because uh we're looking at fines of [52:13] $500 here which is pretty significant so [52:16] um my only concern would be the [52:17] communication side 24 hours isn't much [52:20] um yeah to be able to deal with that and [52:23] then I guess second to that you guys had [52:24] mentioned uh reward compliance so what's [52:28] kind of that approach what what kind of [52:29] reward system are we looking at for [52:31] those that are [52:32] complying uh through the mayor to [52:35] counselor and nellan boss uh when we [52:37] speak about rewarding it's a lot of [52:38] intrinsic value for residents to feel [52:40] like they are part of a larger purpose [52:43] um so when we look at motivating it's a [52:46] lot of intrinsic motivation to say when [52:48] you look at your neighbors and you look [52:49] at your community and you look at the [52:51] larger region that we're part of we're [52:53] all here working towards that same goal [52:55] which is that constant reminder of [52:56] having potable water for drinking and [52:59] resources for [53:02] firefighting perfect thank you uh just [53:05] one last comment and and and this will [53:06] probably be a followup uh motion that I [53:08] put down the line here but I've been to [53:10] the spray park for example which I do uh [53:12] feel consumes a lot of water but it's an [53:14] essential part for the kids to go out [53:15] and have fun but I've also been there [53:17] where it's completely empty and water [53:19] spraying so maybe exploring some other [53:21] opportunities where there's a a switch [53:23] that we put in place where people can [53:24] turn it on when they're actually using [53:26] it as opposed to water being wasted but [53:28] that's secondary to this conversation I [53:30] appreciate the [53:31] presentation thank you councelor I [53:33] appreciate that one thing I can say on [53:35] the notice period having Serv the Water [53:36] Commission for the last almost seven [53:38] years um notice in the Water Commission [53:40] usually tends be 48 to 72 hours [53:42] sometimes it's only 24 do for unforeseen [53:45] circum at the Water Commission level [53:47] they try and anticipate usage [53:48] restrictions but sometimes unforeseen [53:51] that it becomes very very short so point [53:52] taken on the notice period but if water [53:55] only gives us 24 hours notice it's [53:58] usually because of the Water Commission [53:59] having to make a very snap decision uh [54:02] normally we try and give the Water [54:03] Commission 40 to 72 hours sometimes or [54:06] five days of an anticipated usage [54:08] constriction so point taken but [54:10] sometimes it is unforeseen circumstances [54:12] just to address your concerns as best I [54:13] could based on my own experience I have [54:16] uh councelor mcook and then I have [54:18] councelor [54:19] barnhard thank you um I think most of my [54:23] um comments and stuff were covered by [54:25] Council van K and uh my questions by [54:28] councelor barnhard as well um just a [54:31] comment that um perhaps when we are [54:34] doing some of the education campaigns I [54:36] know that um really adding statistics [54:40] and like facts and figures um to council [54:43] R new Kirk's point with bringing up um [54:46] how much water gets used in the spray [54:48] park and stuff just so people can really [54:50] wrap their head around you know the [54:53] impact of some of this stuff and then [54:55] perhaps the impact of not following [54:57] through with some of these things I [54:59] think when people can see those hard [55:01] numbers and and really put that into [55:03] perspective um it helps them understand [55:05] a little bit as to uh what the impacts [55:08] are but otherwise agree to all the [55:11] comments um very relevant and timely [55:14] presentation and appreciate um that [55:16] we're looking forward to to the [55:19] education and awareness piece of this [55:21] because I think this will be a really [55:22] really important um aspect to to helping [55:25] people understand understand um why we [55:28] have to put in some of these [55:28] restrictions and to council R Kirk's [55:31] point that it's not always necessarily [55:33] just bont's decision to to restrict [55:35] people it's the Water Commission and [55:38] kind of the region as a whole as we all [55:40] work together so thank you thank you [55:44] councelor and just the record too [55:45] councelor Mook sits with me on the Water [55:48] Commission councilman newer is our [55:49] backup the last couple years so we're [55:51] we're well versed in the working of the [55:52] Water Commission because we understand [55:54] bringing water to your TAP is ated [55:56] process not quite as easy as people [55:58] think it is actually so people [56:08] here where where we know how uh we think [56:10] we know how most of it works um my last [56:13] question is regarding the stakeholder [56:15] engagement and on the very last slide [56:17] you mentioned the community ambassadors [56:19] I wonder if you just want to speak to [56:20] that a little bit more is are these [56:22] ambassadors already chosen are you [56:24] looking for people just what what is the [56:26] intention there with Community [56:30] ambassadors through the mayor to [56:32] councelor Barnhart so when we look at [56:34] Community ambassadors these are both [56:36] formal and informal positions of [56:37] leadership so we're looking at [56:39] individuals who have a strong voice such [56:41] as yourselves who have also formal [56:43] leadership and great eyes on you and [56:45] looking for for that leaderships when we [56:48] look at our community ambassadors you [56:50] know these might be business owners [56:51] these might be your your average person [56:53] you see on the street you know community [56:55] ambassadorship does not necessarily mean [56:57] that they come with a title but that [56:59] they do have eyes and influence so when [57:01] we look at engaging those Community [57:03] ambassadors it could be at all levels it [57:05] could be your owner of Spice Valley who [57:07] reshares on their Facebook platform all [57:10] the Johannes Wong he's on Zoom believe he's [58:43] online yeah thank you yeah we're here [58:46] this evening for options for Council to [58:48] consider for updating the council naming [58:50] policy c31 revision 2 the background on [58:53] this is November 14th the administration [58:55] was directed Ed after a conversation [58:57] that Council had about a renaming a a [58:59] park and we were directed to come up [59:02] with some options for uh reviewing [59:05] revising uh the uh policy the council [59:07] policy c31 [59:10] R2 the background on this is the current [59:13] policy was in place since 2008 with a [59:15] revision in September of 2015 the policy [59:18] sets out the policy and procedures for [59:20] selecting and applying names to roads [59:23] neighborhoods Parks trails and Municipal [59:25] facilities [59:26] it states that the primary function of [59:28] naming is to recognize and commemorate [59:30] noteworthy persons associated with bont [59:33] reflect bont's Heritage and to recognize [59:35] the flora fauna and natural features of [59:38] the community it also establishes the [59:40] criteria for the inclusion or non [59:42] inclusion of a name or a person to be [59:44] used in Bowmont so Administration has [59:48] three options for council's [59:49] consideration we're seeking some [59:50] direction tonight before we proceed with [59:52] those options I'm going to invite uh [59:54] Johannes if he has any comments at this [59:55] time make could weigh [59:57] in Mr [1:00:01] Juan no I don't have any comments so [1:00:04] Paul can go on with the uh presenting [1:00:06] the three options and there will be a [1:00:08] discussions and um we'll just move [1:00:10] forward with that thank [1:00:12] you thank you Mr Wong appreciate [1:00:16] that okay on that note I'll proceed with [1:00:19] the options so option one is uh no [1:00:21] changes status quo the current policy is [1:00:25] uh working although it needs to be [1:00:27] revised to some degree um so option two [1:00:31] would be a minor administrating review [1:00:33] this year we can undertake the work and [1:00:36] when we look through that policy there's [1:00:38] changes that are immediately jumping out [1:00:39] at us the organizational changes that [1:00:42] we've made since 2008 and even since [1:00:44] 2015 where there's titles in there and [1:00:48] organizational structure references that [1:00:49] are not applicable as well we've [1:00:51] introduced other policies that may or [1:00:53] may not align properly with this policy [1:00:56] comes to mind is uh Council policy c33 [1:00:59] sponsorship and naming rights which may [1:01:01] or may not be aligned on this naming [1:01:03] policy for especially when it comes to a [1:01:05] space a facility or a room within a [1:01:07] facility sort of thing um so that those [1:01:10] are something that I think needs to be [1:01:11] cleaned up regardless and then option [1:01:13] three would be a fullsome undertaken to [1:01:16] review this and that would include [1:01:18] Community engagement which I think could [1:01:20] be a something for Council consider as a [1:01:22] very valuable piece to this exercise [1:01:24] having said that that would take some [1:01:26] more time and um that would be something [1:01:28] we'd propose for the 25 budget it would [1:01:30] be a one-time operational project to do [1:01:31] that work involve the community in this [1:01:34] process to make sure we're in line with [1:01:36] uh you know our times have changed [1:01:38] significantly since 2008 and 2015 and [1:01:41] when you look at [1:01:42] Equity diversity and inclusion per se [1:01:45] and how that applies to a policy when [1:01:47] you're naming something and uh even [1:01:50] potentially how you would rename [1:01:52] something that we have currently that [1:01:54] may or may not align with the uh what we [1:01:56] want to do so those are the three [1:01:58] options uh option three like I say would [1:02:00] be something we could bring back at [1:02:01] budget because there would be a [1:02:02] budgetary component to it um I don't [1:02:05] have a a price tag in mind that would be [1:02:06] something we'd have to look in because [1:02:08] we haven't Define the scope and then of [1:02:10] course we would have to look at it from [1:02:11] there for Budget simple updates [1:03:17] and then uh option three could come back [1:03:20] at at budget as a one pager you know um [1:03:23] you know un unfunded and council could [1:03:25] consider that that work at budget so the [1:03:28] you know so that's where my head is at [1:03:30] tonight so um I don't know if you want [1:03:32] to hear from others or if uh you know if [1:03:34] I should make a motion confused the way this [1:06:47] came back um my understanding and just [1:06:51] going back and reviewing some of the [1:06:53] wording um so one of these [1:06:55] communication's always harder than it it [1:06:58] seems on the face of it my understanding [1:07:00] was that we had essentially asked for [1:07:02] three and uh and then we we got what we [1:07:07] got today which is kind of three options [1:07:09] uh and so I'm just wondering if you can [1:07:12] give us some clarity or background I'm [1:07:15] I'm wondering is at if as you began to [1:07:18] do the work did you realize that maybe [1:07:22] there was going to be a more significant [1:07:24] amount of Labor and research involved [1:07:26] and and [1:07:29] thus thus we returned what what has been [1:07:32] returned [1:07:33] today yeah thanks for the question um [1:07:36] the the request was to provide options [1:07:38] and I I won't speak for Jo I'll let him [1:07:40] weigh in if he wants he was the one [1:07:42] behind most of this report um but I [1:07:44] don't think this was planned activity [1:07:46] until that conversation with Council [1:07:48] about renaming the park and then when we [1:07:50] looked at that we realized this is you [1:07:52] know potentially out of Step or out of [1:07:54] alignment with today today's world so um [1:07:57] even in the processes May more clearly [1:08:00] defined would help but I'll let Jo offer [1:08:02] him a chance to potentially answer [1:08:05] that thank you thank you councilor panro [1:08:08] for the questions and uh since the uh [1:08:12] the council approved this motion and [1:08:14] administration began to think about uh [1:08:17] the um what what kind of work uh has to [1:08:20] be undertaken to update the the policy [1:08:24] and uh and then we realize that in order [1:08:26] to have a fome review of the policy it [1:08:29] will take a lot of resources and time [1:08:32] and uh and that and also I think the the [1:08:36] uh the majority of the uh the project [1:08:39] will be uh public engagement because a [1:08:42] lot of the um um uh concerns with uh [1:08:46] naming uh particularly the the several [1:08:49] uh within the last several years uh a [1:08:52] lot of the um uh the issues around how [1:08:55] to name uh a street a building or [1:08:58] whatever so uh when we when we reval [1:09:01] that we think that it is bigger than you [1:09:04] know um uh what we can do uh in 2024 and [1:09:08] we would require resources and at the [1:09:11] time we have a a a budget approved in in [1:09:14] December so we thought 2025 and also [1:09:17] this year there there are uh uh designed [1:09:20] or planned projects already so it may [1:09:23] not be u a good investment of of St time [1:09:27] in doing this so we're thinking maybe it [1:09:30] it's better for 2025 but instead you [1:09:33] know of waiting until 2025 there is an [1:09:35] opportunity to uh uh update [1:09:38] administratively because like for [1:09:40] example uh the policy refers to the um [1:09:43] to the to the city as the still the town [1:09:46] of bont so and those are the things that [1:09:48] maybe we can just immediately do to uh [1:09:51] clean the policy up and as uh Mr sud was [1:09:55] saying uh there are several things that [1:09:57] uh we have to make the alignment with uh [1:10:01] other policies uh that has Council uh [1:10:04] approv over over this years so there are [1:10:07] several things that Administration can [1:10:08] do uh to clean it up and then if Council [1:10:11] desires to uh have this full review next [1:10:14] year then we will Embark uh on defining [1:10:17] the scope and everything next [1:10:20] year thank you Mr Wong Mr thank you Mr [1:10:23] Wong that really helpful um kind of bit [1:10:26] of a backgrounder there uh gives me a [1:10:29] bit more color on the thought and uh [1:10:32] work that's gone into bring bringing [1:10:34] forward this approach so really [1:10:35] appreciate that um maybe one more [1:10:38] clarification before I'll just speak [1:10:40] more directly to the motion are we aware [1:10:43] if if we do go with what councilor Ben [1:10:46] newerk has [1:10:49] suggested um are we aware of any of our [1:10:52] partners um or FKS that we work with [1:10:56] closely whether it be developers or our [1:11:00] friends and at the school boards um are [1:11:03] we aware of anyone else that's doing [1:11:05] work that might inadvertently get hung [1:11:08] up waiting for us to do this [1:11:17] piece I'm not aware of this but uh as we [1:11:21] probably working on the um uh working on [1:11:24] option to uh we can reach out to um the [1:11:27] stakeholders I like to mention about [1:11:29] developers and the school boards uh we [1:11:31] have very close relationship with them [1:11:33] so we can just uh reach out to them and [1:11:35] ask them for some feedback and input [1:11:38] definitely appreciate that yeah we just [1:11:40] always want to avoid um un unintentional [1:11:44] consequences right so um then I'll just [1:11:48] if I could M speak briefly to the motion [1:11:50] yeah um please proceed I do believe that [1:11:52] this is important work and and of option [1:11:55] three that more fullsome kind of uh [1:11:58] review and uh rethink of our policy is [1:12:04] important work but it's hard given the [1:12:06] current capacity of administration and [1:12:09] other I would say more pressing issues [1:12:11] in the community it's it's hard to um [1:12:14] characterize this work as urgent uh and [1:12:18] so I think councilor van New kerk's [1:12:21] Motion strikes a good balance we have [1:12:23] the opportunity to kind of pick of that [1:12:25] low hanging fruit to clean up our [1:12:27] current bylaw uh or policy at pardon me [1:12:32] um while we wait doing that further work [1:12:34] I will also point out that at present [1:12:36] our Equity diversity and inclusion [1:12:38] committee is still paused and awaiting [1:12:41] the hiring of a new administrative lead [1:12:43] and I believe their involvement in this [1:12:45] work will be critical to uh turning out [1:12:49] a policy that's excellent and can stand [1:12:51] the test of time so I'd like to see us [1:12:53] wait on a more major update of the [1:12:54] naming policy until such a such a time [1:12:57] as the EDI staff and the committee are [1:12:59] in place and functioning well so that [1:13:02] they can give us that Frontline feedback [1:13:04] and I think Mr Wong spoke to that in his [1:13:07] uh response to my first question too I [1:13:10] would uh ask if we could [1:13:13] suggest [1:13:15] um a couple items that we'd like to see [1:13:19] uh with this kind of option to could we [1:13:24] ask um that [1:13:26] perhaps only names already vetted and [1:13:31] currently on the maintained roster would [1:13:33] be considered until such a time as a [1:13:36] more fome review can be undertaken I'm [1:13:39] I'm thinking it may not happen in may [1:13:42] not happen that this is funded in 2025 [1:13:45] we have more priorities in bulm than we [1:13:48] can manage in any given year and again I [1:13:51] think this is work that we want to do [1:13:52] really [1:13:53] well and I it's important but it [1:13:58] probably won't be urgent in the way that [1:14:01] um School sites for high school are and [1:14:03] things like that so um these two [1:14:06] suggestions are really if this gets [1:14:08] pushed out a few years I think um these [1:14:11] two suggestions would help me vote in [1:14:13] favor of this number two option so again [1:14:16] just um essentially not taking more [1:14:20] names onto the roster that we maintain [1:14:23] and second um [1:14:25] asking that preference be given to flora [1:14:27] fauna and natural features um of the [1:14:30] community in the interim that's already [1:14:32] in our policy so it's not a change it's [1:14:35] more of a change of an emphasis I'm just [1:14:37] suggesting that we'd be less likely to [1:14:40] run into problems with names based on [1:14:42] Flor FAA or natural features then we [1:14:45] would uh based on a a name from an [1:14:48] individual thank [1:14:50] you thank you counselor any yeah through [1:14:53] theic P I wouldn't see us making any [1:14:55] significant changes to existing names on [1:14:58] the on the roster to point I think this [1:15:00] is this would be just more of a cleanup [1:15:02] so that it's at least in alignment with [1:15:04] the terminology that we're using today [1:15:05] with other policies and the [1:15:07] organizational structure and even more [1:15:09] modern verbiage around that but those [1:15:11] sort of significant changes would would [1:15:13] be tied to option three because that [1:15:15] would likely involve the community's say [1:15:17] and how that is formed for the future [1:15:20] because um if we're going to entertain [1:15:21] new names and how how do we make those [1:15:24] decisions um in today's world so yes [1:15:27] that if I've answered your question [1:15:29] thank you very much councilor telis [1:15:31] followed by councelor mcook councelor [1:15:33] Tas you have the floor thank you mayor I [1:15:36] I think this one's an no-brainer I well [1:15:38] councelor van Newark beat me to uh to [1:15:40] the button here um he's he's managed to [1:15:44] capture post scenario one where we can [1:15:45] re-evaluate and prioritize come budget [1:15:47] time um but the second one which is most [1:15:50] important we're looking at a policy [1:15:52] that's roughly 10 years old um and [1:15:54] obviously requires a little bit of [1:15:56] massaging uh to update it and modernize [1:15:58] it so um I think that's the route we [1:16:00] need to go sooner than later and the [1:16:02] fact that it won't have any Financial [1:16:04] impact I is very significant and yeah [1:16:08] option one I I don't really think is councel uh I'm ctis deblanco I'm the [1:22:38] Director of Finance for the city um [1:22:41] before Council this evening is a report [1:22:43] on the 2024 property tax uh bylaw and [1:22:47] supplementary tax bylaw Council approved [1:22:51] the 2024 Municipal operating budget and [1:22:54] which includes a 6.45 property tax [1:22:57] increase uh this was subject to [1:22:59] adjustments based on the finalized [1:23:01] property assessments and the amended [1:23:03] budget was passed last week reflects [1:23:05] these final [1:23:07] adjustments okay um the this bylaw has [1:23:12] been prepared based on the amended [1:23:13] budget that was approved last week uh [1:23:15] the bylaw allows the city to collect 28 [1:23:18] million [1:23:19] 322,000 in Municipal Taxes and 9,9 [1:23:24] 26,500 in requisition taxes thank you uh [1:23:28] that are then remitted to the respective [1:23:30] requisitioning entities um although the [1:23:33] Blended tax levy which is net of growth [1:23:35] has increased 6.5 45% the the impact of [1:23:39] this increase uh between properties will [1:23:41] vary um tonight as part of the report we [1:23:44] brought a a presentation on uh how tax [1:23:47] rates get uh get set to better inform [1:23:50] both Council and the public on on how [1:23:53] tax rates are set administ ation uh has [1:23:55] the report that outlines the process so [1:23:58] the process is Guided by Council policy [1:24:00] c48 which is the taxation policies and [1:24:03] this ensures taxes are levied in a fair [1:24:05] transparent and Equitable manner uh with [1:24:08] that the first step in setting tax rates [1:24:10] is to determine the revenue requirement [1:24:12] which is of course city council [1:24:14] approving a budget within the budget are [1:24:17] many sources of of Revenue and expenses [1:24:20] uh and the difference between any non-t [1:24:22] tax sources of revenue things like fees [1:24:24] permits uh investment uh income uh and [1:24:28] the budgeted expenses creates the Delta [1:24:30] which is known as the revenue [1:24:31] requirement this Revenue requirement is [1:24:33] the amount needed to be levied through [1:24:35] taxation in order to balance the [1:24:38] budget uh the revenue requirement was [1:24:40] set at the number that is on the screen [1:24:42] the 28,38 20000 uh as part of the budget [1:24:46] approval in [1:24:47] December and this included a estimate of [1:24:51] 1,200 500 for growth Revenue once again [1:24:54] reflects that 6.45% tax [1:24:58] increase uh the next step in setting tax [1:25:01] rates is to finalize the assessment [1:25:03] which becomes known in January uh the [1:25:05] city's Municipal assessment finalizes [1:25:07] the assessment for the year ass [1:25:09] assessment notice are sent out uh or [1:25:11] mailed out in in [1:25:13] February and the budgeted forecast for [1:25:16] growth which is that 1.25 million gets [1:25:18] removed and replaced with the [1:25:20] actual uh once the amended finalized [1:25:23] Revenue requirement is known uh which is [1:25:26] why the budget amendment always comes [1:25:28] before the tax bylaw so on the slide on [1:25:30] the screen we see uh the top kind of set [1:25:32] of numbers there is is that originally [1:25:34] approved budget add in what the actual [1:25:37] growth number is as well as the increase [1:25:39] on the actual growth uh that's 6.45% and [1:25:43] reduce the the estimate from the amount [1:25:45] and that gets us to the the unrounded [1:25:48] revenue requirement which is that 20 28 [1:25:51] milon 322 uh 098 [1:25:55] um and as we see on the bottom table [1:25:56] there is is what goes in the amended [1:25:58] budget we round to the nearest 100 so we [1:26:01] see the actual Revenue requirement um [1:26:03] after the finalized [1:26:06] assessment [1:26:08] uh on this slide is a A visual [1:26:10] representation of what that process [1:26:12] looks like uh where the blue squares [1:26:14] represent how a city's tax base grows [1:26:17] from one year to the next uh the blue [1:26:20] square on the left reflects the amount [1:26:22] of Municipal taxes collected in 2023 [1:26:25] which is uh 25.4 [1:26:28] million uh the green bar on the top on [1:26:32] that left Square represents uh increased [1:26:35] revenue from the physical growth of the [1:26:36] city so new buildings uh what have you [1:26:39] uh the orange bar on the right that [1:26:42] reflects the approved tax increase [1:26:44] through the budget process that's [1:26:46] 6.45% and then there's a small yellow [1:26:49] Square in the top quarter which re which [1:26:51] uh reflects the impact of the increase [1:26:53] on the growth so that was that [1:26:56] 76,5 76 on this [1:27:00] slide uh adding these components [1:27:02] together brings the city to its new tax [1:27:04] base for 2024 which is the blue square [1:27:06] on the [1:27:08] right next step is to determine uh the [1:27:11] amount of tax re Revenue that's [1:27:13] applicable to setting a rate so uh [1:27:16] within the overall budget for Municipal [1:27:18] Taxes there are forecasts for for items [1:27:21] like supplemental taxes adjustments as [1:27:24] well as Annex properties the city's [1:27:26] assessment does include Annex properties [1:27:28] that uh at one point were a part of luk [1:27:31] County and so per the annexation [1:27:34] agreement are still taxed at luk [1:27:35] County's rates or the lesser of the [1:27:37] cities or luk County's rates rather and [1:27:40] therefore they're not used to calculate [1:27:41] the city's actual [1:27:44] rate so removing those items gets us to [1:27:47] that bottom number which is the actual [1:27:50] Revenue requirement for rate setting [1:27:54] um after that what uh the next step for [1:27:57] administration takes is converting any [1:27:59] non-residential assessment so the city's [1:28:01] taxation policy uh sets a general [1:28:04] Municipal tax ratio of 1.4 to1 for [1:28:07] non-residential versus residential rates [1:28:10] uh the municipal government act [1:28:11] specifies that this ratio cannot exceed [1:28:13] 5 to [1:28:14] one uh [1:28:16] so calculation on the screen brings [1:28:19] essentially the residential and non-res [1:28:21] residential assessment on par to set the [1:28:25] rate next St step which is just [1:28:28] calculating the rate so we take that [1:28:30] number which has the the r beside it is [1:28:33] the numerator the assessment becomes the [1:28:36] denominator and that calculates the [1:28:38] residential rate uh multiplying the [1:28:41] residential rate by the ratio set forth [1:28:44] in in Council policy c48 which is that [1:28:46] 1.4 ratio provides the non-residential [1:28:49] rate uh rates commonly are displayed in [1:28:53] in Mills which refers to $1,000 worth of [1:28:55] assessment value um believe this is [1:28:57] where the term mill rate comes from my [1:28:59] latin's not very good but I believe [1:29:01] that's Latin um anyway that so that gets [1:29:04] us to how we commonly see rates [1:29:07] displayed on the bottom right corner [1:29:08] which is [1:29:10] 6855 for the residential rate and 9. 597 [1:29:15] and change for the the non-residential [1:29:17] um other items uh that rates are set for [1:29:21] are requisition taxes uh the same [1:29:23] process C for dividing the required [1:29:25] Revenue to to requisition is is design [1:29:28] or divided by the applicable assessment [1:29:29] to set the rates um and as already [1:29:32] mentioned 9.9 million is the amount that [1:29:34] gets collected by the city as [1:29:36] requisition taxes and then further [1:29:38] remitted to each of the the entities on [1:29:40] the right hand side of that [1:29:42] slide um the numbers on the screen are [1:29:46] the the the finalized uh screenshots [1:29:49] from the the tax bylaw um the city [1:29:52] provides both the the overall assessment [1:29:54] the rate and then the uh the tax levy [1:29:57] that gets yielded from that rate which [1:29:59] matches what is in the amended budget uh [1:30:02] the table on the left shows uh a rate [1:30:05] payer what their overall rate would be [1:30:08] including uh requisition taxes such as [1:30:10] school authorities and the wuk Regional [1:30:13] Housing foundation and designated [1:30:15] industrial property uh if it's [1:30:19] applicable um one important concept [1:30:22] within the city's city of bont taxation [1:30:24] policy is revenue neutrality um this is [1:30:27] especially important to realize as rate [1:30:29] payers review their assessment notices [1:30:32] uh so the city's Municipal property tax [1:30:34] revenues shall not increase or decrease [1:30:37] due to market assessment value increases [1:30:40] or [1:30:40] decrease this approach protects both the [1:30:43] city and taxpayers from large shifts in [1:30:45] in property taxation resulting from [1:30:48] market value fluctuation so as things [1:30:50] like inflation go up or down that [1:30:53] doesn't impact the amount of of tax that [1:30:55] the revenue uh the city [1:30:57] collects um so the example on the screen [1:31:00] what we see is uh it really how A [1:31:03] individual taxpayers bill is affected is [1:31:05] based [1:31:06] on how uh how much their assessment [1:31:09] either went up or down in comparison to [1:31:11] the average so the I'll I'll flip to the [1:31:13] next screen it might be a little more [1:31:14] helpful the average for the year was an [1:31:17] increase of 5.4 so uh a rate payer whose [1:31:20] assessment went up 5.4% would expect to [1:31:23] have a tax bill that was exactly that [1:31:26] 6.5 45% increase there are two factors [1:31:29] that influence the rate payers bill [1:31:31] that's assessment and tax rate um like I [1:31:34] said if their assessment increased in [1:31:36] line with inflation that's when you're [1:31:38] going to see that exact [1:31:40] 6.45% flipping back to this one if a [1:31:43] rate pairs assessment was lower than [1:31:46] that [1:31:47] 5.4% they would expect their tax bill to [1:31:49] increase less than 6.45 in turn if their [1:31:53] assessment was up more than [1:31:56] 5.4% they would expect to see a bill [1:31:58] higher than that 6.45% a lot of numbers [1:32:01] a lot of ins and outs but um trying to [1:32:04] have display it on the screen is is [1:32:06] transparent and easy for uh the folks at [1:32:09] home as well as everyone in the room to [1:32:10] understand is is a challenge and we're [1:32:12] we're this is why the information is [1:32:14] being presented as such tonight um as I [1:32:18] already mentioned the rate payer impact [1:32:19] from 23 to 24 on an average property or [1:32:23] a property within average inflationary [1:32:25] increase rather is 5.4% is approximately [1:32:28] $196 a [1:32:31] year uh a useful [1:32:34] uh practice to undertake on an annual [1:32:38] basis is benchmarking and looking at [1:32:40] where the city's rates compare uh [1:32:42] against Regional competitors um items to [1:32:45] consider looking at are residential tax [1:32:47] rate non-residential tax rate uh tax [1:32:50] ratios of different municipalities [1:32:52] assessment split and then year-over-year [1:32:54] change in assessment split um [1:32:56] Administration compiled information from [1:32:58] 2023 on the from the municipalities on [1:33:01] the screen reason we use 2023 data is um [1:33:04] a lot of M Valle is are in the exact [1:33:06] same process we are in right now and [1:33:07] that data is not available just yet for [1:33:10] 2024 um so on the screen we're looking [1:33:13] at the residential rate of uh Regional [1:33:16] comparators for [1:33:18] 2023 uh as you can see the city of [1:33:20] Bowmont sits approximately right in the [1:33:22] middle is actually the median I believe [1:33:24] of of the municipality selected um you [1:33:27] see there's there's a lot of reasons for [1:33:30] the variation in the rates you look at [1:33:32] the the bottom end of the screen you [1:33:33] have the counties that AO will have much [1:33:35] different situations than a than an [1:33:37] urban municipality a lot of Farmland [1:33:40] will impact their rates and then as we [1:33:42] look at the top of the screen we're [1:33:44] getting further away from the city uh uh [1:33:46] the city of medmont with the city of [1:33:48] Camrose and city of watas and they're [1:33:49] going to have different factors includ [1:33:51] their impact their rates including [1:33:53] things like uh the assessment value of [1:33:56] an average home in each of those cities [1:33:58] but um once again it's useful to [1:34:00] Benchmark against uh Regional [1:34:02] competitors uh next up is [1:34:04] non-residential tax rates with the [1:34:07] municipality selected City bont sits [1:34:10] kind of in that lower third on uh [1:34:13] non-residential tax rates a big factor [1:34:15] on this is where each of the [1:34:16] municipalities set their res non-res [1:34:19] ratio um but as we can see on the screen [1:34:22] City with taskman City up Ed up in that [1:34:25] um 20 number 20 Mills as we we call it [1:34:29] um City camro 13 City St Albert 12 and [1:34:32] then very comparable with town of Devon [1:34:35] city of luk and town of warville is [1:34:37] where the city of bowan RAR [1:34:40] um next indicator is just where those uh [1:34:44] res non-res ratios are as you can see [1:34:46] the city Edmonton sets there is at at [1:34:48] almost three times their res rates L [1:34:51] County sets there is at two and a [1:34:52] quarter Tasco looks like they have their [1:34:54] is exactly double and the City of wont [1:34:56] has Set uh within taxation policy at 1.4 [1:35:00] it's been 1.4 for uh a number of [1:35:05] years uh next one is just [1:35:06] non-residential assessment uh is as [1:35:09] everyone in the room well know city bont [1:35:11] is is quite low on non-residential [1:35:12] assessments compared to um other [1:35:16] municipalities in the region um areas [1:35:18] like uh lud the county stona county lud [1:35:21] County are much much different [1:35:22] situations than uh the city of bont as [1:35:25] is Fort City of forts asasin um but all [1:35:29] of those factors contribute to where the [1:35:31] city's rates ultimately get set and the [1:35:33] budget that a council sets for for a [1:35:35] city of [1:35:36] Bowmont um lastly is just looking at the [1:35:39] fiveyear trend on assessment split um as [1:35:43] we not a whole lot of fluctuation in the [1:35:45] past five years between residential and [1:35:47] farmland vers non-res um it's not that [1:35:50] non-residential assessment is not [1:35:51] growing in the city but residential uh [1:35:54] and uh assessment has seen substantial [1:35:57] growth and is slightly outpacing [1:35:59] non-residential assessment over the [1:36:01] fiveyear [1:36:03] term uh with that the approval of the [1:36:06] bylaw will allow the city to Levy uh [1:36:08] Municipal Taxes totaling 28 [1:36:11] m322 100 um including Revenue attributed [1:36:15] to real property growth of 1, [1:36:18] 2,6 263,000 sorry of numbers I rattled [1:36:24] off tonight um once again this includes [1:36:27] an estimate of 79,000 for manx [1:36:29] properties and an estimate of 12,600 for [1:36:32] supplemental taxes and [1:36:34] adjustment um with that uh a property [1:36:37] with an average inflationary increase [1:36:38] we'll see an increase of 6.45 on the [1:36:41] municipal portion of their tax notice [1:36:44] that concludes my presentation for this [1:36:46] evening I'll turn it back over to split it's interesting to see [1:39:57] these numbers and and I can appreciate [1:40:00] how you kind of give a little more [1:40:01] clarity that because we're seeing more [1:40:04] significant growth on the residential [1:40:06] side it's negatively impacting our [1:40:08] non-residential [1:40:09] numbers um in terms of uh capacity and [1:40:14] and availability of of these businesses [1:40:17] are we trending to see a continuous [1:40:19] reduction based off of your knowledge in [1:40:21] terms of non-residential versus is [1:40:23] residential if we continue to grow at [1:40:26] the rate we are Mr Blan your mic is [1:40:33] on but thank you for the question and [1:40:35] and through the mayor to counselor and N [1:40:37] tell boss looking just at the past five [1:40:40] years and doing a a basic Trend analysis [1:40:42] what we do see is is residential growth [1:40:45] is outpacing non-residential um we see [1:40:47] on on each of the years there is a a [1:40:50] very slight percentage Point tick in the [1:40:53] the opposite direction that is really [1:40:55] intended but um if there's any more [1:40:58] clarity on on non-residential growth [1:41:00] versus residential I mean colleagues in [1:41:03] in planning and development can can [1:41:04] speak to that but yes it's just looking [1:41:06] at the numbers alone on on the last [1:41:08] slide there's been a trend in the last [1:41:10] five years going the the direction where [1:41:13] uh non-residential percentage as it [1:41:16] makes up assessment is [1:41:18] reducing perfect thank you for that [1:41:20] response and then I I guess just for [1:41:22] myself more so Clarity for the public um [1:41:25] voting on this bylaw is obviously voting [1:41:27] on The the process and supporting how [1:41:30] the decisions were made in the numbers [1:41:31] that were put together um I just want to [1:41:33] make it clear my standpoint I I didn't [1:41:36] necessarily agree with all the increases [1:41:37] within the budget um but I do appreciate [1:41:40] the process and and everything that was [1:41:41] followed to get us to this point so I'm [1:41:43] not voting in favor of the increase but [1:41:45] I'm in voting in favor of the process [1:41:48] thank you counselor I do appreciate that [1:41:50] I think all of us at budget Workshop not [1:41:52] every single do we agree with [1:41:54] individually but you either pass the [1:41:55] budget or you don't and I appreciate [1:41:57] your comment on voting for the process [1:41:59] not necess the number itself and I do [1:42:01] appreciate that perspective we all of us [1:42:02] have to go through budget best we can [1:42:04] make our best decisions we possibly can [1:42:06] and I appreciate that uh any further [1:42:08] extremely helpful um it does [1:42:20] help paint the picture of how things are [1:42:22] assessed and how the tax rate work it's [1:42:24] very very good work and I think um we [1:42:26] should maybe put that in a maybe a [1:42:28] newspaper article Mr bar I do new well [1:42:31] I'll talk about that a later time but [1:42:32] it's very very help it's very helpful [1:42:34] and clear understand how the process [1:42:36] works that assessment goes up or down [1:42:37] and tax up or down it's confusing at [1:42:39] times and this is very very helpful and [1:42:41] it took some time to get that put [1:42:42] together I want to thank you for that on [1:42:44] behalf of council and our citizens Mr [1:42:46] Penrod you have the [1:42:47] floor thanks mayor uh just want to [1:42:51] continue on the along the line of giving [1:42:54] Kudos thank you for the excellent report [1:42:57] um and thank you for the work that's [1:42:58] going in to uh not just making sure our [1:43:03] financials are done the way they need to [1:43:06] be done but then taking that extra step [1:43:08] to make sure that we're communicating as [1:43:10] best we can to the public who isn't um [1:43:14] thinking about this stuff every single [1:43:16] day kind of thing right sometimes we get [1:43:18] so familiar with the data or the the [1:43:21] terminology it can be difficult to [1:43:24] remember that uh not everybody speaks [1:43:27] Latin you know what is a Mill and things [1:43:29] like that so really appreciate the [1:43:31] effort that's gone into communicating [1:43:33] this will and I want to turn around too [1:43:35] and thank the members of the public that [1:43:37] have taken an interest and dug into [1:43:40] these reports and reached out for extra [1:43:42] clarification I know reached to [1:43:44] Administration or reached to other [1:43:46] elected officials know that you're heard [1:43:49] and that we know that this is a um this [1:43:52] is an area we want to strive for [1:43:55] continual Improvement right in in all [1:43:58] all of our procedures and so thanks for [1:44:01] administration for demonstrating that so [1:44:03] well and we'll continue to continue to [1:44:06] approve our processes and I know there's [1:44:08] some um tweaks to our budget Workshop [1:44:12] process and the way we do all of this [1:44:14] work based on your feedback again so I I [1:44:17] just want the public to hear that and [1:44:19] and I want to say um Mary you pointed [1:44:22] out the [1:44:24] um the slide on Revenue neutrality I [1:44:29] actually I think page four the tax base [1:44:32] 2023 versus 2024 I almost skipped over [1:44:36] that slide because it doesn't look too [1:44:38] busy I'm really glad that you took the [1:44:40] time to explain that and I would it [1:44:43] maybe that we could tweak that even more [1:44:44] so that because when you explained what [1:44:47] all is included in that slide um it [1:44:50] really brought some things clear that [1:44:52] are are sometimes tricky to understand [1:44:54] with with this process so thanks for [1:44:56] that and I I think that's an innovation [1:44:58] right like that's something that we put [1:45:00] together for this presentation uh yes [1:45:03] that's correct it was brought from for a [1:45:06] number of reasons just to bring uh [1:45:07] transparency as well as uh uh re-educate [1:45:11] Council on just our process to as well [1:45:13] as the public on on how the city of bont [1:45:16] sets its tax rates yeah so I appreciate [1:45:18] that and I'd encourage anyone who finds [1:45:20] this process a little mysterious to [1:45:22] really [1:45:23] kind of go back and and review your part [1:45:26] your presentation specifically on that [1:45:28] infographic because I think there's a [1:45:30] lot of helpful information there um last [1:45:32] thing I just wanted to say mayor thanks [1:45:33] for clarifying again it it is annually [1:45:36] our practice to pass this particular [1:45:39] bylaw for second and third reading in [1:45:42] one meeting just wondering if you could [1:45:43] give us some color on uh why that is um [1:45:47] I think what it comes down to is Mr [1:45:48] Blanco will enlighten me if I missed [1:45:50] something but I think it's more a matter [1:45:51] of timing um because we have to get the [1:45:53] assessment the notice is out in a in a [1:45:55] timely fashion to our residents and to [1:45:56] give Mr deblanco enough time to make [1:45:58] sure there's nothing else unforeseen [1:45:59] that pops up that could affect the [1:46:00] budget tax increase that's the Reader's [1:46:02] Digest version I probably missed a [1:46:04] couple of key points but that's why we [1:46:05] tend to do it in this last meeting in [1:46:07] April to have enough time get the [1:46:08] assessments out to residents for July 1 [1:46:11] Mr Blanco did I miss anything sure I can [1:46:14] provide a a little bit more detail uh a [1:46:17] few reasons uh there there's a bit of an [1:46:20] order of operations that goes with the [1:46:22] timing of [1:46:23] uh the yearend process and the audit as [1:46:26] well as the budget amendment and and [1:46:28] setting of the tax rates um in past [1:46:33] years like let's say five six years ago [1:46:35] some of this these items were brought [1:46:37] all on the same day and in doing that [1:46:39] their their risks um you know [1:46:41] adjustments to the budget or changes [1:46:44] stemming from the from the year end that [1:46:46] wouldn't get reflected um or have [1:46:49] Administration wouldn't have the ability [1:46:50] to update the tax bylaw in a timely [1:46:52] manner so the ideal order operations is [1:46:54] bringing the the financial statements [1:46:56] and the year end Surplus and any [1:46:58] reallocation now there was a a delay [1:47:00] with that um that was approved at at the [1:47:02] last council meeting but that will [1:47:04] brought in May but um with the budget [1:47:06] the budget needs to get passed first and [1:47:08] that's allows Administration then set [1:47:10] rates there is another piece around the [1:47:12] annex properties we uh at the city bont [1:47:15] we do need to wait to see what liue [1:47:17] county sets their rates at because [1:47:19] although it's a non-material amount it [1:47:21] does allow us to set [1:47:23] uh basically to that six decimal point [1:47:25] what the city B mons rate in absence of [1:47:28] that we would be estimating and could [1:47:29] potentially be off uh some thousands of [1:47:32] dollars but there is there is a stage [1:47:34] there where we do need to wait for L [1:47:36] County to set their rates which they did [1:47:37] today thank you and am I correct in [1:47:41] saying that part of what we're waiting [1:47:43] on is not just luk County but also the [1:47:45] province to set the rates for the school [1:47:48] requisitions absolutely that would be [1:47:50] the other piece is is they don't act [1:47:52] they don't confir confirm them until a [1:47:53] little bit later they do give us [1:47:55] advanced notice of what the requisition [1:47:56] amounts will be as well as our equalized [1:47:59] assessment but getting the actual final [1:48:01] confirmation comes a little bit later so [1:48:03] yes that's absolutely correct thank you [1:48:05] so just to summarize I think what I'm [1:48:07] learning in this process is that um [1:48:09] there's a lot of information coming from [1:48:11] many directions and the city's doing the [1:48:14] best we can to compile all that [1:48:17] information bring it to full public view [1:48:21] uh and then move down the road to [1:48:24] operations so that everybody can get [1:48:26] their notices in time and and the potential for intoxication [1:56:08] uh which is one thing but broken glass [1:56:10] throughout our parks and and children in [1:56:12] and around there so I'm just curious as [1:56:14] to why it was recommended against uh [1:56:17] restricting types of containers that we [1:56:20] uh transporter consumer alcohol [1:56:25] oh coun or Madame clerk please thank you [1:56:29] uh through the mayor to councelor Nell [1:56:31] OSS we did look at that and try to find [1:56:34] some options there wasn't really a [1:56:36] viable option that was an easy amendment [1:56:39] to our community standards bylaw that [1:56:41] wouldn't then raise other questions [1:56:43] about what containers you could carry [1:56:45] other liquids in um so on the advice of [1:56:49] legal and in consultation with RCMP and [1:56:52] Municipal enforcement because there were [1:56:54] no incidents recorded we we are opting [1:56:57] not to we're recommending not to try and [1:57:01] capture that in the bylaw however this [1:57:03] is a very small um expansion of the [1:57:07] program so we feel that we can continue [1:57:10] to monitor for any issues that arise and [1:57:12] continue to make adjustments if that [1:57:14] were to become an issue we would need to [1:57:16] find a way to address it of [1:57:20] course perfect thank you sir just to [1:57:22] clarify procedurally if if this does [1:57:24] become [2:02:34] title well good evening Council I'm [2:02:36] pleased to provide the following update [2:02:37] on behalf of CAO Schwarz last week mayor [2:02:41] Danel and CAO Schwarz attended the [2:02:42] Alberta motor transport association's [2:02:44] annual conference this proved to be a [2:02:47] really great networking event and [2:02:48] government relations uh for mayor and [2:02:51] ceao since Premier Smith and ministers [2:02:53] Ellis and dran were attendance so well [2:02:56] well worth it Well [2:02:58] Done uh in Economic Development uh to [2:03:01] support our efforts we have a series of [2:03:04] invest in bont posts going out on our [2:03:06] social media weekly we encourage folks [2:03:09] to look at these posts and to share them [2:03:11] with their networks and a comprehensive [2:03:13] investment attraction marketing plan [2:03:15] will be presented to Council in June so [2:03:17] it's all going to tie you back [2:03:19] together in infrastructure speaking of [2:03:22] street sweeping um residential street [2:03:24] sweeping is in progress and will [2:03:26] continue for the next two months [2:03:28] sweeping occurs from 8:00 a.m. until [2:03:30] 6:00 p.m. on weekdays with no weekend [2:03:32] sweeping we ask residents to watch for [2:03:35] signs in your neighborhood for scheduled [2:03:37] sweeping and to ensure vehicles are off [2:03:39] the streets during your scheduled times [2:03:41] to avoid getting a ticket and of course [2:03:44] please be mindful of Crews and Equipment [2:03:46] as we navigate uh during your daily [2:03:49] commute we are 3 weeks into the new [2:03:52] expanded Transit service and we have [2:03:54] seen a slight uptick in our ridership [2:03:57] we're three weeks in but Administration [2:03:59] will continue to share ridership [2:04:01] information through CAO updates to [2:04:04] council and lastly as Bowmont continues [2:04:07] to grow safely navigating through the [2:04:10] city remains a top priority from April [2:04:12] 18th to April 30th residents are invited [2:04:15] to help shape a safer Community by using [2:04:17] the safe step tool on the city websites [2:04:20] to suggest up to three crosswalks that [2:04:23] could benefit from safety [2:04:25] improvements that's it short and sweet [2:04:27] today thank you thank you Miss O'Neil [2:04:30] appreciate that any questions for Mr tell us exactly how they say [2:04:56] sayfe they want particular intersection [2:04:59] so that I think that kind of [2:05:00] responsiveness is so appreciated and [2:05:02] goes a long ways towards our uh making [2:05:05] sure that people continue the the level [2:05:07] of Engagement we want to see so [2:05:08] fantastic great work thank you thank you [2:05:10] councelor do appreciate that announcement before we move to the agend [2:05:31] end of our gourment here uh this past [2:05:33] week uh I was elected by my fellow [2:05:37] Mayors uh to be the vice chair of the [2:05:39] shareholders group of Evington Global uh [2:05:41] that sounds very grandiose but it's [2:05:43] really not that grandiose it's more a [2:05:45] matter of the Emington the mayors of the [2:05:47] of the global get together and we choose [2:05:48] a chair and a vice chair to Advocate on [2:05:50] behalf of Mayors in terms of Emon Global [2:05:52] I'm also in the working group on [2:05:53] restructuring mton Global as well too [2:05:56] and I will be attending a a trade [2:05:57] Mission the first week in May I'm going [2:05:59] to Ottawa for three days Eon Global to [2:06:01] meet with parliamentary uh committees as [2:06:04] well as MPS on promoting business for [2:06:06] Edmonton region so I'm pretty excited [2:06:08] about doing that on behalf of Bowmont [2:06:10] and of course the Eon Global region as a [2:06:11] whole so um and have no further [2:06:14] announcements this evening uh with that [2:06:16] we have nothing in our closed sessions [2:06:17] all on on consent
