county that we do each year we did youngville last year to [22:15] focus the historical value of that property and what it was and just kind [22:20] of focus on them so we try to do that across the whole County all that takes [22:26] time and effort and a place to do do it and that that's what I've asked him that [22:31] You' consider we do need an office and a place to do our [22:35] work so I don't know you guys have anything to [22:40] add yeah for example with the uh the historic area in Venton here uh this was [22:49] uh set up by the city of Venton After the bo8 flood it's an historic uh um yeah Blairstown at the uh [23:29] Center there Vann Van Horn I'm sorry but you know people from all over the [23:34] country actually participated and the three speakers for that event were from [23:39] mainly from the Memphis area for example ordinarily those kinds of events are [23:43] held in places like Chicago uh Portland New York and so on we did it in Benton [23:50] County a national event pretty cool and a lot of that was done planned and [23:56] organized in the office office so we can have everything taken care of and [24:02] and laid out right so we could all get together to do it before we moved to the [24:08] office here and we have we have appreciated very much having a a home [24:13] before that the records were uh stored at the courthouse and uh and in a couple [24:19] of different places and we actually didn't have access to the historic [24:24] preservation records from the past uh without going through a lot of [24:29] Rigo and so on and they were stored in was it with some confidential [24:35] organization so they had to have one of their representatives present when we [24:40] looked at our own records I mean that is uh not smart and some of our records [24:46] were stored in at personal homes and were lost we don't have some of them so [24:53] that's what we want to try to avoid is going back to something that didn't [25:00] work um it's [31:22] the testing that was done by the middle of April we spent two days doing a lot [31:26] of uh uh uh voice quality testing around the county that was all very successful [31:33] and then in the industry they follow that up with what they call a 30-day [31:37] burn and as we found out the 30 days is just an arbitrary number picked out of [31:40] the blue sky it doesn't mean anything so we started that process and we have [31:47] three Legacy VHF systems interupt into the new system [31:52] because that's what we're still working on the County Fire the county EMA [31:55] repeater and the County EMS those are degrading quickly uh [32:00] they're way past their life as far as the the equipment um and so as we got [32:04] into the 30-day burn period the quality of that audio was degrading on a daily [32:09] basis so we uh asked Raycom to uh bump that period up we were comfortable with [32:16] 20 days the equipment's been working flawlessly for over 30 days we didn't [32:20] feel we needed another full 30-day um in that in that uh time frame we have all [32:27] law enforce has the new radios Portables in their [32:31] hands and have been using it daily that's part of the process we're using [32:36] that new system also bplan PD is on it uh conservation is on it Venton PD had [32:42] to come on it because their legacy VHS system started failing on them so we [32:47] brought in even more Partners than we thought we were going to for that burn [32:50] period and everything's been working flawlessly we've had no major issues at [32:53] all and only a couple minor issues so Raycom and our radio committee agreed to [32:59] knock that down to a 20-day burn and that's what that document is and uh even [33:04] our consultant Mike day agreed with that and Raycom has already signed it we just [33:09] need your signature that the test period dates were May 7th 2024 through May 26 [33:15] 2024 there were no major failures a minor failure was a loss of an [33:19] encryption key on dispatch number two which was fixed immediately and there [33:24] were no systemwide issues during that time frame um we're all happy and [33:30] confident with the new system working so we're trying to get on it as quickly as [33:34] we can um tonight and tomorrow night we're doing all the training on all the [33:39] portable radios for all the agencies they're coming to my office to get [33:42] training on how to use the new portable radios and then they're going to be [33:46] issued to them that will occur the next two nights and then next Monday at 10:00 [33:51] a.m. we are cutting over to the new system on portable only and then they [33:56] start the mobile install through the end of June and hopefully [34:00] not too far into July we're pushing them hard to get all the mobiles installed [34:04] once we're cut over on this system so that we can use it and get rid of the [34:07] old VHF so that's all this document's about okay very good so you need a [41:17] hire an assistant because you don't have enough time to compl your work you which [41:20] employees that don't agree with or stand against you for the more you push for [41:24] them to be terminated as we all witness with the IT director you publicly argue [41:28] and degrade our elected officials you publicly insinuated that the sheriff's [41:32] department couldn't be trusted and implemented your own policies for [41:35] background checks spending more taxpayer money you consistently seek outside [41:39] legal council as we've all witnessed with the legal bills again spending more [41:42] taxer money you went to the auditor's office with a former employee under [41:47] false pretenses to view and in your own words last week spot check files an [41:51] effort to throw that department under the bus you have a second job something [41:55] other employees haveed because it goes against the handbook and I don't trust [41:59] that you AR conducting Federal Business on County time you're out attempting to [42:03] intimidate employees by taking pictures of them and members of the public myself [42:07] included just last week youve very clearly aligned yourself with a few of [42:10] the most hated men in this County and last but not least I feel like you're [42:14] creating a tax work environment I feel like you care less about all the extra [42:18] taxpayer money you're costing this County because it doesn't personally [42:21] affect you you are not a bent County resident and as such your office budget [42:25] doesn't affect your L rad [42:29] shame on this board for constantly turning a blind eye and allowing all [42:32] this to happen without any repercussions you've actually done the opposite you've [42:36] contined to support her thus supporting this Behavior employees in the public [42:40] are both crying out she is out of control with harassment and [42:43] spending and you continue to vote I on everything she desires rather than [42:47] taking a stand as though you were speaking down to me as if I were a child I think [43:17] it would behoove you to assess how this might affect some other employees before [43:22] continuing to refer to them as young lady as well for example in my own [43:25] personal opinion you should addressing the comedy auditor as auditor Ripple Mrs [43:29] Ripple or Haley and not young lady as she did a few weeks ago in Open Session [43:34] it's degrading and insulting thank you Haley for taking the [43:37] stand for yourself your staff County employees and the public that you [43:40] diligently serve and thank you Alexa for con consistently coming here to voice [43:45] your concerns and opinions those two ladies are my elected officials because [43:48] they stand for us thank you thank you like to comment [43:53] too my name is CHR I'm very new here get speak up Christine a my husband [44:00] Christine we've been in Residence of Bon County now for 19 years just recently [44:05] retired and so tring to be a little more active I volunteer at Showers of [44:10] Blessings I watched the meeting last week online yesterday and I was [44:14] absolutely appalled um at what took place between M rle and whomever and [44:22] just the professionalism of this meeting us supervisor should have stopped that [44:27] and you're trying to do transparency but from a professional standpoint it was [44:32] just I was just going wow I almost applied for that HR job I was that far [44:37] didn't Anarchy but we would have been very qualified to have done it or at [44:42] least got an interview but I'm really glad I didn't now when I on the being [44:46] last week it's like Co and that I shouldn't have to feel that way as as [44:51] not even aning about Benton County but just watching the the shades happened [44:55] last week I will ask a couple of things right now for and I don't have the [44:59] agenda try to look for the agenda the only one I can find online is May 7th [45:04] was the last agenda I mean the meeting minutes so I don't know what the [45:07] repercussions were but I'm kind of curious about this HR part time [45:12] assistant how could you have published it but yet you're still arguing over [45:17] that particular employment was this a whole project that [45:21] was rolled out and a said hey we need a new uh Software System I've just got [45:26] some bullet points through Qui can I any comments but you cut $45,000 for the [45:31] software what information with the HR software hold only payroll information [45:35] or will it will it have date of births H dates Social Security numbers job [45:40] descriptions pay scale how much is the annual possiby to to sustain that [45:45] software going forward um what job Duty should is going [45:49] to be automated with the new HL package so once you automate I was an it for [45:53] over 40 years I love automation I love computers love it but did you consider [45:59] that was it a whole project bu up um anytime you go from a manual system I [46:04] know there's always a need for additional input of data as you want to [46:08] get the get up and going but at the same time you're probably running parallel [46:11] systems you have to keep the manual going for a while you have to the new [46:15] one going what is the roll out time of that software has it been purchased [46:21] already they had nothing's been purchased nothing's been purchased yeah [46:25] so another thing when you talked about the records that part there was in [46:30] Safety and Security EDM for 14 years before retired and from a security [46:35] standpoint I know it's a hard copy file but I was in Safety and Security and I [46:40] had HR we had different access to records some of the records are meant [46:46] for HR some are not and just like Mr cook said I watched him last week that's [46:52] when to knew his name Mr cook last week had said they should be divided when we [46:57] would have do come in on nightm we didn't hand them personal folder we [47:02] handed them only records obtaining you know pertaining to do when Workman count [47:07] was involved Safety and Security was with it once we got the medical [47:11] information to HRC we this is what recommended they couldn't get the whole [47:15] orance comp cases there's so so there's certain things and the way that just [47:19] happened last week was just okay typic we'll move the files from over there [47:24] today who's going to have access to them and once they have access to them from a [47:29] hard copy standpoint I know they're being scanned do you have an IT [47:32] department that controls your cyber security as to who can access that so if [47:38] you've scanned these documents can I still see it everything was on the [47:42] argument of that so just just points make and with with that comment I um [47:50] Miss W haded this out person record this is the payroll file that we are asking [47:55] to conduct payroll so for those of you that [48:16] should and the board all got a copy of that today as well as some letters from [48:21] other County Auditors who have both HR and the auditor doing the same stuff so [48:30] say one along of lines these guys go ah went [48:35] ahead design a god nature person and I guess and then we're going down this [48:40] road and that's fine I don't [48:44] know like Christina St stated also like I said before there is time to separate [48:51] these things cuz what pertains to K's office [48:57] St with da or HR to PHR I mean it's it's fairly simple [49:03] and we're making it a big to-do and uh so it would take Haley and [49:08] Sue to sit down with somebody maybe be a mediator and go through the files this [49:12] is mine this is yours I if that's what it takes you guys have got to decide [49:17] this stuff there's got to be laws and compliances I mean compliance you can [49:21] say Etc so forth and but you have to be in compliance there's compliance laws [49:26] there sometimes Safety and Security was in charge of the compliance laws when it [49:30] came to Personnel a took care of that divided duties I don't understand why [49:36] one person is trying to tackle all of this and I don't know any of you I know [49:40] no history I don't I've read minutes since I've [49:43] retired um I have just now that was my first meeting I watched last week and [49:48] again I was just labber that that took place down here and that our Board of [49:53] Supervisors allowed that to happen that h should have been presented a long time [49:58] ago and what that project was going to do that project should have been [50:02] presented by the new HR person and said this is what I plan on doing and you [50:07] guys talk about it and then bring it to the public say this is what we plan can [50:11] I make one comment I have somebody email the public speakers if you could come [50:15] forward by the microphones the future y thank you it is a little hard especially [50:20] with this thing blowing behind us so [50:26] gentlemen so is there anything going forward what you're doing I mean is this [50:30] just all that stand still not I asked to be respected this week with the election [50:35] um if you anybody's been in my office this week there's a lot of traffic [50:39] there's a lot of equipment I did not want to be burdened with this but we are [50:43] more than willing to sit with Sue and go through the plat okay uh can I make a [50:48] suggestion how about a date let's have a date it's com to [50:51] by you guys are you know got to decide that but let's put up let's let we're [50:57] going to work on it we're going to get it done by a [51:00] date I would say like July to Circle back on that too if I may so it sounds [51:05] like last week action was approved and taken that they would be there in [51:09] Tuesday and then I got a call from Tracy Tuesday that said that they would come [51:13] Thursday and then Thursday um I asked for them and was told um that it would [51:20] be further delayed um with no date given and to respect the busy for the office [51:27] um you know there's been comment about uh you know sitting down and asking [51:33] about this I did go back and look um it looks like I first started asking about [51:38] this on July 20th um there was a few other ones in there then March 6th or [51:43] April 2nd April 19th May 10th May 24th May 28 that I've been asking about this [51:50] um I now have requests from employees for copies of their personnel files and [51:55] I don't have um a full file to be able to give them and [51:59] they don't want to say here's your file and they don't know that it's not a full [52:03] file on them um they said that they scan some files in um I haven't been able to [52:10] look at all of them but by my brief count there's at least 4 missing so not [52:15] all the files are in there when you re would you tell us which ones you think [52:19] are missing cuz you've said that twice so yeah I guess I'm I guess which [52:26] one are you looking for you know we had um had that training by I last week that [52:31] kind of talked about um you know board action and close meeting and C meeting [52:36] and so a directive was given at that meeting there was no conditions put on [52:41] it there was no I believe in the meeting he said come and get them have at it and [52:47] so that was decided and so I'm just not sure why [52:52] we're are we going to go there again guys come on please be respectful I had [52:57] a funeral last Thursday and an election you're beating a dead horse you got [53:02] legal advice from our County attorney not the old County attorney who was [53:06] voted out so what do you want to do you can we put a date on it yes and I [53:13] want her and Nancy to sit down together and I'm going to keep what I respected [53:17] to ask to keep on that list you read what other County Auditors are telling [53:22] me these are my documents I do the payroll how do you expect us to continue [53:30] to do payroll without the proper documents Personnel files are separate [53:34] than payroll I want all the public to know that that's what this is about [53:40] so [53:46] typically I got [53:51] things and so again I guess I would like to know set a date that they we get [53:56] together and they can look at the files and go through it so again and decide [54:02] last Tuesday you had said Haley had said go ahead and take them and you had taken [54:08] an action that said you were going to take them there was no conditions put on [54:12] it and nobody really needs to be involved in it it's just transporting [54:17] from one location to the other but I think I said he lost a lot of files [54:23] while what's that we're not changing nothing she can go through and take [54:27] what's Personnel versus payroll out but I'm keeping those hard files at my [54:32] office purchase with my budget and those are documents that my office prepared [54:37] and I will keep those for payroll payroll files would be part of the [54:40] personnel file it's a separate section of the personal file so if somebody [54:45] would want to call and ask a question about their W4 [54:50] or so what about when I get audited code dictates who gets the payroll file and [54:56] that's that's dictated by code and when the ipers or somebody comes in and [54:59] audits payroll my name is on those paychecks I want to verify and proove [55:04] I'm not going to come over here and say oh Sue I need to look in your files you [55:08] don't need to do that you can keep that cop we're just saying we don't want an [55:12] electronic copy you can print off those copies that I scanned for you same thing [55:16] as what I have if you're you have them I want everybody to know you already have [55:20] them I I do not from what I looked at I do not you took the top ones but but [55:26] this is not an argument for the public did you not learn this last [55:29] week okay let's get a date set for iib we don't need to do this in a public [55:34] stop right here let's get a date set um I said by July 1st because just [55:40] because the election's over tomorrow doesn't mean we're not still busy no you [55:43] still have to do your polling such next week for example we have the post audit [55:48] we have the canvas so I would ask for Respect by the end of the fiscal year by [55:53] July 1st she can come through with Nancy we [55:57] have some time in between and they can sit down and [56:02] decipher so I want to be clear on a couple things one is um the direction [56:09] that was taken last week that was approved and voted to take the board is [56:14] not honoring that direction is that correct because that was what was said [56:18] in public meeting that I would get them and um there was no parameters [56:25] discussions deadlines uh conditions at that time but I think you're going to [56:29] get access to them so you are actually going to see them I just want to make [56:33] sure that I I have this notated correctly the action that was approved [56:37] last week that I was supposed to have them last week the board is not honoring [56:41] that action that that was approved in close session you guys can amend your [56:45] actions and resend as well we do that that's my first question we cannot do [56:51] that because it's not on the agend no it's not but we're not physically moving [56:54] them correctly did you not get ADV viice after the fact [56:58] yes after the fact correct what was the advice after the fact some of the well [57:04] you're not supposed to share some of it though I'm sorry I was asking Tracy I [57:08] couldn't hear some of the things should stay with the audit of office okay and [57:12] where did that direction come from the county attorney okay and what about [57:18] Christie the ISAC attorney would would her specialty in employment law have any [57:24] weight in that can we can I have a copy County attorney has said a couple times [57:30] to me and I think he'll willingly admit employment law is in his specialty where [57:34] is the ISAC attorney I would say and I had sent you what she sent about [57:40] that so just to be clear we're not doing it because we're [57:45] going to take that over ISAC attorney recommendation is that correct I'd like [57:50] to open record request what ISAC was sent and what you received back want to [57:56] see how that was worded if I could please um because we all sat through [58:01] that at is want to be clear on that of right now we're not moving nothing as of [58:06] right now okay you will get something until I get more information on this on [58:13] both sides okay so [58:19] um when I guess when would that date be [58:24] July 1 she said okay this is by July 1st or on July [58:31] 1st by July 1st what's by July 1st [58:36] meeting to decide what record she gets no she will [58:41] get her and ancy will sit down and go through the records I'm requesting that [58:46] I keep anything like I said listed in there for payroll so can have the [58:50] Personnel portions so in other words you're going to vet those files first [58:54] that's exactly what you're saying no they're open you get to keep what you [58:57] got in in the meantime in a month's time you could take what you want out of [59:01] those files but they're already she's already got them she's already seen them [59:04] so it's not like I'm withholding anything at all I don't have them I do [59:08] not have them see you have them on the scan I already looked at them so the [59:13] first drawer the top drawer you had but it's not the place they're not there I [59:17] can show you them right here it's not in there then we need to talk to them [59:21] because they're in a secure server scanned document so um again I just want [59:28] to try to protect the county as much as I can um I have heard from um potential [59:36] staff that um um I'm just going to put in here that [59:43] if I'm asked to produce it and I don't have it and um it's a violation I will [59:49] just put on here that I asked I requested I was told I could and then it [59:54] got table and so if if a government agency comes in here to do an audit and [1:00:00] it's not in there um I'm going to say I did everything I could and you guys are [1:00:05] comfortable with that if they would if you request it she's got to we [1:00:10] can get it to you I've had individual employees come [1:00:15] to me as well and want copies of theirs so um where I mean where's the [1:00:21] communication at like is it completely lacking yes well like I was not shared [1:00:28] this information that that she obviously shared with the board I was not shared I [1:00:32] don't know what kind of advice or what the questions were asked to legal [1:00:37] counsel at ISAC either because my ISAC and other County Auditors are all like [1:00:42] I've shared some letters from different counties they have HR departments but [1:00:47] again they keep their payroll files in order to do payroll I have audits I have [1:00:53] iers audits I have a fiscal audit so when those Auditors come in and want to [1:00:57] know why I change somebody's pay or this or that I need the documentation to show [1:01:03] that you would still have it the attorneys [1:01:08] that we have too many people going at once here we're beating a dead horse are [1:01:14] and what I would recommend is if you would sue get her a copy of uh [1:01:21] ISX ATR seminars yes and a lot of elected officials were there Ron was [1:01:26] even there too you said you hadn't heard it and so you were at that they said [1:01:31] best practices but it's not the law all right let's stop this right you're [1:01:36] allowing so if you would get her a copy of that letter and then she would have [1:01:43] that please okay okay from there uh it's not on the agenda so we can't make a [1:01:50] motion or anything of that nature for that uh date for you to have it by but [1:01:55] you have a verbal on what they're looking at so okay like I did last week [1:02:01] that wasn't honored okay but at least now you got a date so okay um all [1:02:09] right okay uh let me just see here um so the [1:02:16] employees that have asked for a copy of their file just tell them I don't have [1:02:19] this you don't have it they'll have to go to the auditor's office that is [1:02:23] correct okay if they want the pay all right [1:02:27] so okay okay [1:02:33] um okay I had a couple other things for public comment again we're not supposed [1:02:39] to take the comments from employees doing that what was [1:02:45] that I was talking to myself let's let's sorry um another thing I just want [1:02:53] to give you an update on in case you get questions from the public or anything [1:02:56] like that um uh we have a sheriff's deputy posting [1:03:02] currently and um a member I've been asked by the sheriff to not be involved [1:03:07] in that process anymore um it was posted on [1:03:12] 522 but the someone reached out and said they couldn't apply because the wrong [1:03:17] website was listed in the posting um and so I advised the sheriff's department of [1:03:23] that and then they fixed it on 52 before it looks like it was reposted in the [1:03:28] courthouse with the correct website but um applicants couldn't find the website [1:03:35] I guess or it wasn't on the website on 524 it says apply on the website um but [1:03:40] it wasn't out there so then I received another call and it said that it was [1:03:44] posted on the website on 5:30 but now I got another call from a potential [1:03:48] applicant that says they can't access the posting on the website so um in case [1:03:54] you should get a call or shiff our department should get a call um uh looks [1:03:59] like it's not out there active for people to apply to and um I wasn't [1:04:03] involved in that process so I can't um help or direct them or anything so just [1:04:08] wanted you to know that um they're having some difficulty applying for that [1:04:12] so and uh the only other thing I wanted to [1:04:16] do was just revisit this Transportation Fleet issue um I think um on 520 Ron you [1:04:26] had said that you were in process of getting the vehicle registered um to get [1:04:31] that kind of in process um and then I reached out to Judy and she said she [1:04:36] hadn't heard from you yet on that process um and I know the vehicle was [1:04:41] ready back on 423 so I was just wondering if I could get a status update [1:04:46] on um you know if if you were planning to reach out to duty you're kind of [1:04:50] where that was the vehicle registration [1:04:56] actually goes doesn't get registered in the county it goes through de Mo they [1:05:01] register it send it back and then it gets the white official County plates [1:05:07] put on it uh as far as a pool vehicle goes it's [1:05:11] [Music] not only got one Department that says [1:05:15] they're going to utilize it so far that would be Sue everybody else says they [1:05:20] wouldn't that I've talked to I hav't talked wouldn't need it says they [1:05:24] wouldn't utilize it if only got one Department can utilize it uh it's [1:05:30] probably not worth doing so when I asked you about it I think back in February or [1:05:35] March and you said that's no problem um is there a reason you didn't tell me [1:05:39] back then that if it's only you it would be a problem or kind of where or why or [1:05:43] how that changed we're looking at a cost savings [1:05:48] right and I don't believe everybody getting a vehicle to [1:05:54] use that would sit in the parking lot most of the time would be a cost savings [1:05:58] to the county so is it sitting in your parking [1:06:03] lot not being used yep okay and so it's going to be less insurance to switch it [1:06:08] out of law enforcement's name yep so it's sitting over there not being used [1:06:13] otherwise we'd just uh sell it right so because we don't have a use [1:06:19] anymore right so again I just I just want to be [1:06:24] clear it it was an issue previously and it was a cost savings but now it's an [1:06:29] issue still it doesn't look like it's going to be a cost Savings in any in [1:06:34] anyway so when you came to the meeting and the only cost savings would be in [1:06:38] the insurance okay but we would still pay insurance on it uhuh but if we've [1:06:43] only got one Department going to use it it's not going to be much of a cost [1:06:47] saing how about you and I get together and uh I got a couple counties that do [1:06:54] this and I'll contact him and then you and I [1:06:59] can I sent you a few cuz we did contact a yeah they don't have any policy
